[Citizen Input on the FY 2022-23 Budget]

0350 CITIZEN INPUT ON FISCAL YEAR 2022 23 BUDGET. GOOD EVENING, MAYOR AND COUNCIL.

HAPPY TO BE HERE THIS EVENING. MARK HALLWAY, CHIEF FINANCIAL OFFICER. THIS IS THIS IS A MEETING THAT WE HAVE ADDED, UH, A COUPLE OF YEARS AGO, SOME CITIZENS REQUESTED THE COUNCIL THAT WE HAVE SOME BUDGET INPUT A LOT EARLIER IN THE BUDGET PROCESS. AS YOU KNOW, THINGS GET PRETTY HECTIC IN AUGUST AND SEPTEMBER. WITH THE PASSING OF THE BUDGET. WE'LL STILL HAVE, OF COURSE TO FORMAL PUBLIC HEARINGS AND IN AUGUST ON THE BUDGET AND A FORMAL PUBLIC HERE. ON THE TAX. RATE. BUT WE ALL THIS PUB INPUT. SESSION. EARLY IN THE BUDGET. PROCESS. WE LET I'LL SIT DOWN AND THREE AND THEN ALSO DOWN IF ANYBODY FROM THE PUBLIC WOULD LIKE TO SPEAK ABOUT THE UPCOMING FISCAL YEAR 23 BUDGET WILLIAMS WILL ALLOW THAT TO HAPPEN. AND THEN ALSO WE TALK A

[00:10:07]

LITTLE BIT ABOUT IN A MINUTE, BUT WE ALSO HAVE A ONLINE BUDGET EXERCISE. THAT WE DO EVERY YEAR AND GIVE THE RESULTS TO COUNSEL TO HELP YOU WITH YOUR FORMULATION OF THE BUDGET AS WE GO FORWARD. UM SURE, A LOT OF THE SAME SLIDES EVERY YEAR. THIS IS ONE OF THEM, BUT THIS SHOWS OUR BUDGET DEVELOPMENT PROCESS. WE'VE BEEN GOING THROUGH THE PLANNING STAGES, WHICH BUT THE COUNCIL WAS INVOLVED IN WITH YOUR GOAL SETTINGS AND ALSO WITH THE PASSING OF THE BUDGET GUIDELINES. JANUARY AND FEBRUARY. FOR THE YEAR AND NOW WE'RE IN THE SYSTEM ENGAGEMENT ACTIVITIES SECTION, WHICH IS LATE APRIL AND MAY THROUGH ADOPTION. AND WE'RE HEADING INTO THE CITY MANAGER'S BUDGET WHERE THE SAME MANAGER WILL REVIEW THE BUDGETS THAT HAVE BEEN VERY BY DEPARTMENTS AND THEN MAKING OVERALL RECOMMENDATION TO THE COUNCIL IN AUGUST, WHEN IT BECOMES THE CITY COUNCIL'S BUDGET. MEMBER. ADOPTED BATTLE. THAT'S THE END OF FISCAL YEAR.

UM AND THEN WE WILL MOVE ON INTO FISCAL YEAR 23. YOU'LL SEE THIS AGAIN AT BUDGET WORKSHOP. WE ALWAYS TALK ABOUT HOW THE BUDGET IS A THREE PART TOOL. IT'S A POLICY TOOL FORCES US TO PRIORITIZE COUNSEL AND STAFF. OUR LEVELS OF SERVICE AND MAKE OUR POLICY DECISIONS. WE USE IT TO ALLOCATE THE RESOURCES THAT WE DO HAVE BASED ON OUR NEEDS AND OUR PARTIES, AND WE ALSO USED AS A COMMUNICATION TOOL. ALL OF OUR EMPLOYEES WHAT WE INTEND TO DO WITH THE BUDGET FOR THE NEXT FISCAL YEAR. SO THIS IS A ONCE AGAIN THIS IS CITIZEN ENGAGEMENT ACTIVITY. TONIGHT WE'RE HAVING A SYSTEM INPUT MEETING AND THEN TONIGHT THROUGH JUNE 10TH, WE WILL HAVE A VIRTUAL BUDGET EXERCISE. CAN THERE. AND THEN THAT'S I THINK, AUGUST THE 12TH THIS YEAR. UM AND YOU'LL SEE THESE IMPORTANT DATES WILL RECEIVE OUR CERTIFIED TAXABLE AND ON JULY 25TH.

SHORTLY THEREAFTER, WE'LL HAVE A TAX RATE RECORD VOTE WHERE WE SET THE TAX RATE CEILING EACH YEAR. BUDGET SESSION ON AUGUST 12TH. ANOTHER CITIZEN. THIS WILL BE A FULL CITIZEN INPUT HEARING ON AUGUST THE 16TH. AND THEN ON SEPTEMBER THE SIXTH, UM WE WILL HAVE ANOTHER BUDGET PUBLIC HEARING ON THE TAX RATE. UM AND THEN WE ADOPT THE BUDGET ON SEPTEMBER THE SIXTH, SO COMPRESSED SCHEDULE BECAUSE OF THE WAY THE TIMELINES RUN NOW, SO WE RUN A PRETTY QUICK RACE IN AUGUST AND SEPTEMBER. AND WITH THAT, I'LL TAKE ANY QUESTIONS. AND IF NOT, THEN I WILL ALLOW PUBLIC. HAVE THEIR OPPORTUNITY. QUESTIONS. RIGHT. THIS IS OPEN PUBLIC. HEARING ON THE SIDE OF MISSOURI. ANYONE HERE WHO WOULD LIKE TO SPEAK TO THE ADAM OKAY? SEEN NONE. WHAT WOULD ENCOURAGE EVERYBODY TO GET ONLINE ON THE CITY'S WEBSITE AND TAKE A LOOK AT OUR OWN ON OUR ONLINE PUBLIC HEARING? AND GIVE US THEIR INPUT . WE WILL MAKE THAT AVAILABLE TO ALL OF YOU AT THE BUDGET WORK.

ALL RIGHT. THANK YOU, MARK MARK CLOSE THIS HERE. JUST 220002 S U P TO CONDUCT A PUBLIC HEARING TO

[Conduct a Public Hearing to Consider/Discuss/Act on a Specific Use Permit Request to Allow for a Restaurant Including a Drive-Through Window (Dutch Bros Coffee), Located at 1605 Eldorado Parkway, and Accompanying Ordinance]

CONSIDER AND ACT ON A SPECIFIC USE PERMIT REQUEST TO ALLOW FOR A RESTAURANT, INCLUDING THE DRIVE THROUGH WINDOW. THE DUTCH COFFEE. LOCATED. PARK. THIS IS A PATH THAT IS JUST NEXT DOOR TO THE EXISTING. I BELIEVE IT IS A WELLS FARGO BANK AND IN FRONT OF AN EXISTING STRIPS.

THERE AT PARTICULAR DEVELOPED. I'VE THROUGH ON THE SIDE. HAS EVALUATED THE SITE. EXHIBIT.

INCLUDED. WITH THAT. WE FIND IT MEETS OF THE ZONING. RICK. AND DEVELOPMENT. REQUIREMENT. OF THE CITY. QUESTIONS. QUESTIONS FOR JENNIFER. SO HOW THIS IS LAID OUT IS I MEAN, ARE THEY GONNA REMOVE KIND OF A ONE OF THOSE LITTLE STREETS GO INSIDE. NO, NO , THAT THE FIRE THAT EXISTING FIRE LANE THROUGH HERE. YEAH. THEY JUST BASICALLY GOING TO BE

[00:15:06]

WORKING ON? YES AND THEN WE'LL STAY IN THE NORTH AND SOUTH ONE AS WELL. THEY'RE JUST THEY'RE JUST GOING TO BE ON THAT. THAT'S CORRECT. WILL BE, UM DRIVE. IN THEN.

RIGHT. THERE IS THE ORDER WINDOW. KIND OF YOU. EXIST. YES, SIR. ANY OTHER QUESTIONS. THIS IS A PUBLIC HEARING. WELL, FIRST IS THE APPLICANT YEAR. WOULD THEY LIKE TO SPEAK TO THE ADAM? MY NAME IS SEYMOUR. I'M WITH MAIN AND MAIN CAPITAL GROUP. MY ADDRESS HAS 57 50 GENESIS, COARTEM, FRISCO UM LIKE JENNIFER MENTIONED BEFORE. THIS IS FOR A SPECIFIC USE PERMITS, SO FOR US TO BE ABLE TO USE THE DRIVE THROUGH WINDOW SIMILAR TO OUR ORIGINAL SITE. CUSTER. AND 38.

THAT WE BUILT OPEN LINE. YEAR. THAT PROCESS IS OPEN. IN THE. MARKET. WE'RE PRESENT TO YOU.

ALL AGAIN. FIRST TIME A COUPLE WEEKS AGO, AND IT WAS SHOCKED AT THOUGHT, YOU KNOW, LET'S GO BY AT THREE O'CLOCK IN THE AFTERNOON ON A SATURDAY OR SUNDAY OR WHATEVER IT WAS, I THOUGHT CERTAINLY WOULD BE EASY. QUICK. YEAH WE'RE HONORED TO HAVE THEM AS A CLIENT. LOT OF FUN. DOING GREAT BUSINESS IN THE MIDDLE OF THE DAY WHEN THE STARBUCKS OF THE WORLD WAR ABSOLUTELY QUIET. UM I'M NOT SURE I WANT TO ENCOURAGE CULT FOLLOWINGS, HA! THAT WAS HIS WORD. NOT MINE. YEAH. ANY OTHER QUESTIONS FOR THE APPLICANT. THANK YOU, SIR. THANK YOU. THIS IS A PUBLIC HEARING. IS THERE ANYONE THAT IS THEY WOULD LIKE TO SPEAK TO THE ITEM. SEEING NONE ENTERTAIN A MOTION. THERE ARE MAKE A MOTION TO CLOSE THE PUBLIC HEARING AND IMPROVE THIS ITEM SECOND. IS CAST YOUR VOTES. MOTION PASSES. ADAM 220351 CONDUCTED PUBLIC HEARING TO

[Conduct a Public Hearing to Consider/Discuss/Act on a Request by the North Texas Municipal Water District (“NTMWD”) for a Grant by the City of McKinney of Sanitary Sewer Easements Primarily Under and Across Public Land Owned by the City that is Designated as Parkland, Which Parkland is Generally Located Approximately 1,000 feet east of SH 5 and approximately 1,800 feet south of Harry McKillop Boulevard, for the Construction and Installation of a Sanitary Sewer for the Mutual Benefit of NTMWD and the Public and Accompanying Ordinance]

CONSIDER AN ACT ON REQUEST BY THE NORTH TEXAS MUNICIPAL WATER DISTRICT FOR A GRANT BY THE CITY OF MCKINNEY OF SANITARY SEWER EASEMENTS, PRIMARILY UNDER AND ACROSS PUBLIC LAND OWNED BY THE CITY. THAT IS AS PARK. SOUTH OF HARRY MCKILLOP BOULEVARD FOR THE CONSTRUCTION AND INSTALLATION OF A SANITARY SEWER FOR THE MUTUAL BENEFIT OF THE NORTH TEXAS MUNICIPAL WATER DISTRICT AND THE PUBLIC IN THE COMPANY ORDINANCE. MICHAEL MR MAYOR, MEMBERS OF COUNCIL MICHEL HEBERT, ASSISTANT DIRECTOR OF ENGINEERING. THIS ITEM GRANTS THE AUTHORITY FOR THE CITY MANAGER TO EXECUTE EXECUTE EASEMENT DOCUMENTS FOR THE CONSTRUCTION OF A NORTH TEXAS MINUTES. WATER DISTRICT, WASTEWATER MAIN THROUGH CITY PARK PROPERTY. LOCATION IS EAST OF STATE HIGHWAY FIVE AND SOUTH OF HARRY MCKILLOP BOULEVARD. THE PIPELINE WILL CARRY SEWAGE TO THE WILSON CREEK PUMPING STATION, WHICH WILL FREE UP CAPACITY IN THE IN THE COTTONWOOD CREEK INTERCEPTOR SYSTEM, WHERE CURRENTLY MUCH OF THE CITY'S SECTION AROUND LAKE FOREST DRIVE GOES. STAFF INCLUDE THE PARKS. WORKED. ASSISTED THE BEST ALIGN. FOR THEIR. AND TO ME. ANY IMPACT. ON OUR PROPER.

SINCE THIS IS PARKS PROPERTY, THOUGH WE DO HAVE TO GO THROUGH A PROCEDURE THAT IS REQUIRED BY STATE LAW TO DETERMINE THAT THERE IS NO FEASIBLE ALTERNATIVE OTHER THAN TO GO THROUGH THE CITY PARK PROPERTY. SO HAVING FOLLOWED THIS PROCESS AND UPON THE PUBLIC HEARING BEING COMPLETED, STAFF RECOMMENDS APPROVAL OF THE ORDINANCE. MR MARK SIMON OF NORTH TEXAS IS HERE RIGHT HERE TO GIVE A PRESENTATION ON THIS ALIGNMENT. GOOD EVENING, MAYOR AND COUNCIL MEMBERS. I'M MARK SIMON I'M ASSISTANT DEPUTY FOR ENGINEERING AT NORTH TEXAS MUNICIPAL WATER DISTRICT. GOT A SHORT PRESENTATION HERE JUST TO PROVIDE SOME DETAILS ABOUT SLOAN CREEK FOREST MADE AND WHAT CROSSING ACROSS THE DESIGNATED PARKLAND AND MCKINNEY. JUST SWIPE. CLICK. SO THIS IS A LAYOUT OF THE ENTIRE PROJECT ASSOCIATED WITH THE SLOAN CREEK

[00:20:03]

FORCE MAIN THE LIFT STATION IS LOCATED AT THE EDGE OF ALLEN AND FAIRVIEW. THERE'S A FORCE MEAN PORTION THERE IN PINK, AND THEN IT SWITCHES TO A GRAVITY MAIN AS A TRANCE. AS IT TRANSITS THROUGH, UH, MCKINNEY. THE AREA IN QUESTION. IS RIGHT HERE WHERE WE BE CROSSING. DESIGNATED PARKLAND. JUST SOUTH OF THAT IS DARK RIGHT AWAY. AND THEN THE HEARD MUSEUM. SO WE EVALUATED SEVERAL OPTIONS TO GET THE PIPELINE FROM LONG CREEK LIFT STATION TO THE CREEK LIFT STATION AND THEN EVENTUALLY GOES TO THE WILSON CREEK TREATMENT PLANT. OPTION ONE WOULD HAVE TAKEN IT THROUGH. THROUGH THE HERD MUSEUM. SOUTH OF THE DARK RIGHT OF WAY. OPTION TWO AH WAS THE PROPOSED ALIGNMENT? AH THAT WAS GOING THROUGH THROUGH ALONG HIGHWAY FIVE. HERE IT WOULD HAVE TRAVERSED THE PARK LAND HERE. THE CHALLENGE WITH THAT ONE IS THE TOPOGRAPHY IS A LITTLE MORE DIFFICULT AS WELL AS IT WOULD HAVE ACTUALLY BEEN ALONG A LONGER STRETCH OF THE ACTUAL PARKLAND, IT STILL WOULD HAVE REQUIRED. SAME X. IT WOULD HAVE BEEN OVER. 40. RIGHT AWAY. AND JUST ALONG THIS STRETCH HERE AND READ IT ACTUALLY PARALLELS AND EXISTING MCKINNEY, UH, SANITARY SEWER LINE IN THE SAME AREA. THIS IS A BLOW UP OF THAT AREA. CAN SEE. THE PORTION IS ABOUT 800 FT THAT CROSSES THROUGH THE PARK LANE RIGHT HERE. WHAT WE DID WORKING WITH STAFF AND SOON MCKINNEY WAS TRYING TO MINIMIZE THE NUMBER OF PERTINENCE IS THAT WOULD BE ON THE PARKLAND ITSELF.

SO WE MOVED THE AIR VALVES. OUTSIDE OF THE PARKLAND HERE AND HERE, AND THEN WE WORKED WITH MCKINNEY AND OUR OPERATION STAFF TO LOWER THE MANHOLE, SO THEY'RE AT GRADE OR UM AND NOT A HINDRANCE TO THE USE OF THE PARK. SLIDE. SO THIS IS A BLOW UP OF THE AREA. THE ALIGNMENT IS IN THE DARKER BLACK HERE. THIS IS THE PIPELINE GOING THROUGH HERE. THESE CIRCLES ARE ALL MANHOLES. UM THIS. AND THEN THIS IS A TEMPORARY EASEMENTS SO THAT WE CAN STAGE FOR CONSTRUCTION.

UM THE ALL THE LITTLE XS ARE TREES THAT COULD BE IMPACTED. RIGHT NOW, THE PLAN WOULD BE TO REMOVE ALL THE TREES THAT ARE WITHIN THAT PERMANENT EASEMENT. AND THEN IN THE TEMPORARY EASEMENTS, WE REMOVE TREES. AT THE DISCRETION OF THE CONTRACTOR WORKING WITH OUR STAFF TO TRY TO MINIMIZE REMOVING TREES THAT ARE THAT DON'T HAVE TO BE TOUCHED. UM A LOT OF THESE TREES OUT HERE. THERE ARE THE EDGE OF THE TEMPORARY CONSTRUCTION MEMORY CAN PROBABLY BE STATE AND SAY, UM, SO THAT THIS IS THE PLAN. AH! FOR THAT AREA. MCKINNEY LINE IS JUST RIGHT HERE. YOU CAN BARELY SEE IT. IT'S LABELED WASTE WATER. SO THE NEW THE NEW SALON CREEK LIVE STATION ENFORCEMENT GRAVITY. SOUARE WILL BECOME PART OF THE UPPER EAST FORK INTERCEPTOR SYSTEM OF WHICH CITY OF MCKINNEY IS A MEMBER. THIS. ACTUALLY PRESERVED. PASS. IN COTTON. CREEK. TRANSFER, SO.

THAT MCKINNEY. WEST. OF. THE GRAVITY LINE. IS PROPOSED ALIGNMENT IS ABOUT 800 LINEAR FEET ACROSS THE DESIGNATED PARKLAND. UM THE OTHER OPTION TO THE NORTH AND WEST WOULD HAVE BEEN ABOUT 1400 LINEAR FEET STILL CROSSING OVER. AND PARKLAND. IT AVOIDS THE SENSITIVE HABITAT, AND THEY HEARD MUSEUM AND WE WERE. TOO. HIS MANY INTER WITH USE OF THE PARK. POSSIBLE. BY LAURA THE MAN WHO. MOVING THE ABOVE. GROUND. THEREOF.

YOU KNOW WHEN YOU SEE PARK WOULD LIKE THINKING. MYSELF. LANDFILL. BECAUSE WE HAVE A LOT. RIGHT? UP THERE. KILL A SOUTH FERRY. MCKAY THERE. THERE'S A LANDFILL. ACTUALLY,

[00:25:04]

WEST OF THE LANDFILL. YOU'RE WEST OF THE LANDFILL? OTHER QUESTIONS. THANKS, SIR.

THIS IS A PUBLIC HEARING. IS THERE ANYONE THAT WOULD LIKE TO SPEAK TO THE ITEM? SEEN NONE ENTERTAIN A MOTION. MR MEHRA MOVED THAT WE APPROVE THIS ITEM AS PROPOSED CIRCUIT PUBLIC HEARING CLOSED THE PUBLIC HEARING. HE'S CAST YOUR VOTES. MOTION PASSES. 22035 TO CONDUCT

[Conduct a Public Hearing to Consider/Discuss/Act on a Request by the North Texas Municipal Water District (“NTMWD”) for a Grant by the City of McKinney for Water Easements Primarily Under and Across Public Land Owned by the City that is Designated as Parkland, Which Parkland is Generally Located along Bloomdale Road mostly East of County Road 943 and West of Hardin Boulevard, for the Construction and Installation of a Water Main and a future water main for the Mutual Benefit of NTMWD and the Public and Accompanying Ordinance]

A PUBLIC HEARING TO CONSIDER AN ACT ON A REQUEST BY THE NORTH TEXAS MUNICIPAL WATER DISTRICT FOR GRANT BY THE CITY OF MCKINNEY FOR WATER EASY. PRIMARILY UNDER ACROSS LAND.

OWNED BY THE CITY. THAT IS PARKING. MICHAEL MR MAYOR. MEMBERS OF COUNCIL, MICHAEL, ASSISTANT DIRECTOR AND AGAIN. THIS ITEM IS VERY SIMILAR TO OTHER ONE. HAS A LITTLE BIT MORE. IMPACT. WITH WITH TO THE TOTAL ACREAGE. INVOLVED.

STOP. WE HAVE A. THIS DEVELOPMENT. ACTION. ACTIVITY. SIGNIFICANT IN THE IN THE AIR.

UM WE NORTH TEXAS AND OURSELVES. IN MULTIPLE MEETINGS. THIS HAS BEEN A GROUP. TEAM EFFORT. WHOLE WAY TOO. SURE A LIMIT. SPACE. GET EVERY WHERE THEY NEED TO BE. ALL OF THIS ITEM AND ALTERNATE OVER TO MARK AGAIN FOR PRESENTATION ON THIS LINE. THANL MEMBERS. SO THIS IS A PROJECT THAT'S RELATED TO BRINGING NEW WATER SUPPLY TO THE NORTH TEXAS AREA. THIS PIPELINE WILL ULTIMATELY CONNECT TO THE SOURCES SUPPLY ABOUT OUR LAKE AND THE LEONARD WATER TREATMENT PLANT. SO THE PROJECT THAT WE'RE TALKING ABOUT WILL BE A 72 INCH WATER LINES THAT WILL TRAVERSE THROUGH MCKINNEY, BASICALLY FROM EAST TO WEST. THIS WOULD PROVIDE WATER SUPPLY TO BOTH MCKINNEY, FRISCO PROSPER LITTLE. APPROXIMATELY 225,000 RESIDENTS. THIS NEW SUPPLY BASICALLY CONNECTS THE EXISTING RED BUD PUMP STATION. UM WHICH IS A DELIVERY POINT NUMBER FOUR FOR THE CITY. MCKINNEY TO DELIVERY POINT NUMBER THREE, WHICH IS ON THE WEST SIDE. UNIVERSITY.

PUMPS. SYSTEM MORE RELIABILITY, WHICH ALLOWS WATER TO GET BETWEEN THOSE PUMP STATIONS FROM MULTIPLE DIRECTIONS. SO HERE'S A AN AERIAL OF THE ENTIRE PROJECT STARTS HERE. THE PIPELINE COMES IN, AND IT WILL CONNECT HERE AT MCKINNEY DELIVERY POINT. THE DISTRICT IS ACTUALLY BUILDING A PUMP STATION IN THE SAME AREA. UM, HE WOULD TRAVERSE OVER HERE ALONG BLOOM. DALE A CROSSOVER.

AND THEN THIS IS THE CORRIDOR THAT HAS BEEN PROPOSED FOR US. 3 80. I BELIEVE THIS SECTION AND YELLOW IS WHAT? UH CITY COUNCIL . APPROVED? CAN STAFF COLLIN COUNTY AH. AND TAX DOT WE IDENTIFIED SOME CORRIDORS WHERE WE COULD PUT OUR PIPELINE IS WHEREAS AS WELL AS OTHER UTILITY FRANCHISES IN THE CITY MAKE ANY COULD USE FOR THE UTILITY CORRIDORS. SO WE EVALUATED 11 ROUTES TO MOVE THIS PIPE LINE IN THE WATER FROM THE EAST SIDE OF THE WEST SIDE. WE ULTIMATELY SETTLED ON, UM THIS ROUTE HERE. THE RED ROUTE ACROSS THE NORTH. YOU CAN SEE. ROUTES. DOWN. HERE.

THAT WOULD GO. THROUGH THREE. 80 THIS WOULD BE A TREMENDOUS ON A NUMBER OF BUSINESSES AS WELL AS TRAFFIC. WE WOULD HAVE TO ACQUIRE EASEMENT. FOR LARGE. NUMBER. PROPERTY. INCLUDING A NUMBER OF PROPERTY. ON TRAFFIC AS WELL AS WE WOULD HAVE TO GO THROUGH THE MIDDLE OF THIS

[00:30:06]

DEVELOPMENT. SO IN EVALUATING THAT THERE WAS THERE WAS A NUMBER OF CONSTRAINTS ON WHERE WE COULD PUT THE PIPELINE SO WORKING WITH THE MAIN STAKEHOLDERS WHEN WE WHEN WE WERE WORKING WITH TEXT DOT THE IDEAL. WE WOULD OUR RIGHT AWAY. NORTH. OF 80. 86. THAT THE BUYER DIDN'T HAVE TO TRY TO GO THROUGH IRWIN, SO WE WOULD KIND OF BE THE CONSTRAINTS. THAT.

DEVELOPMENTS. UM THEN THE WATER LINE HAS TO CROSS OVER TO THE SOUTH SIDE. UM IN ORDER TO LINE UP FOR ITS EVENTUAL TURN TO THE SOUTH, AND THEN WE TRY TO FOLLOW THE BYPASS ALONG 3 80 AS MUCH AS WE CAN, AND THIS SORT OF SETS THE BOUNDARY FOR WHERE 3 80 CAN GO. WHERE IT ACTUALLY IMPACTS THE IRWIN PARK, AS WELL AS OTHER DESIGNATED PARKLAND. SO YOU CAN SEE THE LINE CROSSES OVER HERE FOLLOWS GENERALLY BLOOMINGDALE ROAD COUNTY ROAD. 1 64 SO WE WOULD CROSS IRWIN PARK ABOUT 1500 LINEAR FEET WE LOCATED BLOW OFF VALVE HERE OUTSIDE THE PARKLAND SO WE WOULDN'T IMPACT THE PARK WITH AN ABOVE GROUND PERTINENCE. IN THIS SECTION ON THIS DESIGNATED PARKLAND. UM WE HAVE A MANHOLE WITH AN AIR VALVE . IT WILL LOOK SOMETHING SIMILAR TO THIS IF IT'S PAVING OR SOMETHING SIMILAR. IF IT'S NOT, BUT ESSENTIALLY BELOW GROUND. WE HAVE A VALVE AND THEN WE HAVE TO HAVE AN AIR RELEASE THAT'S JUST ABOVE GROUND THAT'S REQUIRED BY T C Q. WE CROSS OVER HERE. WE HAD ANOTHER BLOW OFF VALVE HERE IN THIS AREA. UM AND THEN AND THEN ANOTHER AIR VALVE AND THEN ANOTHER BLOW OFF THAT'S OUTSIDE OF THE PARKLAND. SO THIS IS AN IMPORTANT TRANSMISSION MAIN FOR THE DISTRICT AND FOR THE CITY, MCKINNEY AS WELL AS OTHER NEIGHBORING CITIES IN THE AREA.

THIS ALLOWS US TO BRING THE SUPPLY. FROM LYNN. ALL THE WAY. INTO THE SYSTEM. 10 MG COMING IN FROM THAT SYSTEM, THERE WOULD ACTUALLY BE THE PLANS FOR A PARALLEL PIPELINE. UM TO MAKE SURE THAT FULL CAPACITY CAN BE UTILIZED BY THE CITIES IN THE AREA. AND AT THE TIME WE STARTED THIS, WHICH WAS 2018. IT WAS A COMPLETELY UNDEVELOPED AREA WITH THE DEVELOPMENT MOVES A LOT FASTER THAN WE CAN DEVELOP. DESIGN. AND EVERY SO, THAT IT IT'S MOSTLY UNDEVELOPED LAND STILL AND IT HAS THE LEAST IMPACT ON EXISTING. AND THEN, U. EASEMENT. 10 POINT. IS FINE. BUT WE DO NOT HAVE TO COME BACK FOR FUTURE PROPERTY FOR THE SECOND PIPELINE IS THE PLAN AND THIS IS THE LOWEST COST ALTERNATIVE FOR ALL REGIONAL WATER SYSTEM CUSTOMERS. SO YOU'RE GOING TO PUT IN A 72 INCH SO. HOW MUCH WATER WHEN THAT'S FULLY UP AND RUNNING IS THAT JUST FULL OF WATER BEING PUSHED THROUGH? I MEAN, THAT'S THAT'S WHAT YOU HAVE. IT THAT BIG. THAT'S HOW MUCH WATER IS GOING. TO BE GOING. THAT. IT WILL BE FOUR. OF WATER. BUT IT WILL BE. GOING.

THROUGH THAT. PIPE. DIFFERENT. TIMES. RIGHT? ON THE USE. OF THE CITY.

VALUE OF ANY LAND THAT THEY NEED FOR AN EASEMENT. OH, SO THEY'RE GOING TO COMPENSATE US? YES. OH PARKLAND, THOUGH. YES, YES. OKAY? ALL I GOT. THE OTHER QUESTIONS. THANK YOU, SIR. THIS IS A PUBLIC HEARING. SO ANYBODY WHO WOULD LIKE TO SPEAK TO THIS ITEM. SEEN NO. ONE. ENTERTAIN A MOTION. MOTION THAT WE CLOSE THE PUBLIC HEARING AND IMPROVE THIS ITEM. A SECOND. CAST YOUR VOTES.

[00:35:13]

GREAT. HAVE A VOTE. MY MOTION PASSES. NEXT ITEM. 21011 Z TO CONDUCT A PUBLIC HEARING TO

[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “AG” - Agricultural District to “PD” - Planned Development District, Generally to Modify the Development Standards and to Allow Single Family, Multi-Family and Commercial Uses, Located on the South Side of Stacy Road and Approximately 1,550 Feet East of Custer Road, Accompanying Ordinance]

CONSIDER AND ACT ON REQUEST TO REZONE THE SUBJECT. PROPERTY FROM AGRICULTURAL DISTRICT OF PD PLAN DEVELOPMENT DISTRICT GENERALLY TO MODIFY THE DEVELOPMENT STANDARDS AND TO ALLOW SINGLE FAMILY, MULTI FAMILY AND COMMERCIAL USES. LOCATED ON THE SOUTH SIDE OF STACY ROAD APPROXIMATELY 1550 FT EAST OF CUSTER ROAD. THANK YOU, MR MAYOR, JENNIFER ARNOLD AGAIN . I JUST WANTED TO NOTE FOR THE RECORD THAT WE DID RECEIVE BELIEVE THREE OR FOUR ADDITIONAL LETTERS OF SUPPORT FOR THIS ITEM AFTER THE PACKET WAS CREATED, SO MR HAUSER HAS JUST PASSED THAT BACK TO YOU ALL. FOR YOUR REFERENCE IS THAT AS YOU READ. THIS IS A REQUEST TO REASON ON THIS SUBJECT PROPERTY FROM A GR CULTURAL DISTRICT TO PD PLAN DEVELOPMENT DISTRICT GENERALLY TO ALLOW FOREVER RIETI OF SINGLE FAMILY TOWN HOME RESIDENTIAL MULTI FAMILY RESIDENTIAL AND SOME COMMERCIAL DEVELOPMENTS AS PROPOSED, THE RESIDENTIAL COMPONENTS WOULD BE DEVELOPED IN WHAT WE CALL A PRIVATE STREET SUBDIVISION, MEANING IT WOULD BE A GATE. COMMUNITY. QUICKLY. JUST THE BREAKDOWN OF THE TRACK. THIS IS A GYM ME NOTICE IT IS THE OLD SPC. A SITE. IT IS APPROXIMATELY 30 ACRES IN SIZE AND WITH THE REZONING REQUEST, THE APPLICANT IS PROMOTED, PROPOSING TO DIVIDE THE TRACK INTO. SUBS. WHICH IS ABOUT 12. ACRES BE COMPRISED OF TOWN HOME RESIDENTIAL TRACKED B , WHICH IS IN THE CENTER OF THE PROPERTY, WHICH IS ABOUT 13.5 ACRES WOULD BE THAT MULTI FAMILY DEVELOP. RESERVED FOR COMMERCIAL DEVELOPMENT. KNOW WHAT THE TOWN HOME COMPONENT THE AFRICAN IS PROPOSING AS A FOLLOW THE CITY'S TOWN HOME ZONING DISTRICT. THERE ARE SOME MODIFICATIONS TO SETBACKS AND SPACE LIMITS THAT ARE OUTLINED IN YOUR STAFF REPORT. AND SPECIFICALLY PROVISIONS TO ALLOW FOR A STAIR STEP UP OF EITHER TWO OR THREE STORY TOWN HOME UNITS WITH THE MULTI FAMILY. IS PROPOSE. A DENSITY OF EIGHT. UNITS. ACRE. IS FROM OUR STAFF. MM THREE ZONE. DISTRICT. WHICH WOULD HAVE . FOR 20. UNITS PER ACRE. THE EASTERN BOUNDARY OF THE PROPERTY , AND THEN ON THAT 4.5 ACRES FOR COMMERCIAL IT WOULD BE PURSUANT TO THE CITIES ONE. AND C TWO ZONE. DISTRICTS. FOR NEIGHBORHOOD. REGION. OR NOT REALLY. LOCAL NEIGHBORHOOD.

COMMERCIAL AND DEVELOPMENT STANDARDS, ALL OF WHICH ARE OUTLINED YOUR STAFF. REPORT. THE PRIVATE STREET SUBDIVISION COMPONENT AGAIN, THAT GATED COMMUNITY THE AFRICAN IS REQUIRED TO TIE DOWN WHAT WE CALL A CONCEPT PLAN OR A LAYOUT THAT WOULD IDENTIFY THE STREET LAYOUT. AS WELL AS THE CROSS SECTIONS PROVIDED AS PART OF THIS REQUEST, SO THAT IS INCLUDED IN THE PD AS WELL. I'VE GOT THAT LAY OUT HERE IN FRONT OF YOU SO THAT YOU CAN SEE THAT STREET NETWORK. THE APPLICANT IS ALSO PROPOSING TO TIE DOWN A VERY SPECIFIC LANDSCAPE PLAN THAT WOULD ENSURE FOR THE PROVISION OF REQUIRED LANDSCAPING WITHIN THE PRIVATE STREET SUBDIVISION AND THAT RESIDENTIAL COMPONENT WHICH IS ALSO INCLUDED IN THE REQUEST AND ON THE SCREEN FOR WE HAVE FOUND THAT IT DOES CONFORM TO THE CITY'S COMPREHENSIVE PLAN. THIS PARTICULAR TRACK. IS NOTED AS THE LIVING. PLACE TO IN CONFERENCE. PLAN. WHICH WOULD ALLOW FOR A MIX. OF RED USES. A HIGHER DAY. THAN. WOULD RESULT IN EQUALITY DEVELOPMENT AND WE ARE RECOMMENDING APPROVAL OF THE ITEM. I DO WANT TO NOTE FOR THE RECORD THAT WE DID RECEIVE ONE LETTER OF OPPOSITION AND SEVEN LETTERS OF SUPPORT FOR THIS ITEM. PLANNING AND ZONING. COMMISSION CONSIDERED IT AT THEIR LAST MEETING AND ARE RECOMMENDING APPROVAL AS WELL. IN A VOTE OF 60. I'M HAPPY TO ANSWER ANY QUESTIONS, AND I KNOW THE DEVELOPMENT TEAM IS BEHIND ME AS WELL. AND ON TREES COMPORTS WITH OUR TREE ORDINANCE, DOES IT THE PRESENT TOWN, HOME CANOPY TREES OR THE MULTI FAMILY CANOPY TREES

[00:40:10]

BECAUSE OF THE PROPOSED CROSS SECTIONS, WHICH I DON'T BELIEVE ARE ON THE PRESENTATION, BUT THEY'RE INCLUDED. THEY ARE. LOOKING AT ARE LOOKING FOR MORE DEVELOPMENT PATTERN HERE, WHICH CAN SOMETIMES CAUSE THEM LIMITATIONS ON SPACING. SO WITH THE TIDE LANDSCAPE PLAN AND TIED DOWN CROSS SECTIONS FOR THE STREETS, THIS IS THAT THOSE TREES GET PLAN. AT A. TOWN HOMES OR DETACHED, WE WOULD REQUIRE AT LEAST ONE CANOPY TREE TO BE IN THE FRONT YARD OF EVERY SING.

FAMILY. LOTS. BECAUSE THE TOWN. HOME. DEVELOPMENT. THE PRIVATE STREETS. AND SPECIFIC SEC.

LINEAR FOOTAGE FACING AS OPPOSED TO LA. SO WE DO. FEEL AS THOUGH IS A TO WHAT WOULD OTHERWISE.

REQUIRED. YOU'RE WELCOME. THANK YOU, JENNIFER. DEVELOPMENT TEAM. REMEMBERS OF THE CITY COUNCIL AND BARBARA ODOR 1700 RED BUDS WITH 300 IN MCKINNEY. ON BEHALF OF THE APPLICANT. MRS ARNOLD HAS GIVEN YOU A VERY THOROUGH PRESENTATION OF THE PROJECT. I THINK IT NEEDS TO BE MENTIONED THAT WE STARTED ON THIS WITH THE CITY STAFF LAST AUGUST. WE HAVE WORKED DILIGENTLY IN THE STAFF HAS BEEN GREAT TO WORK WITH ON IDENTIFYING THE ISSUES AND COMING UP WITH SOLUTIONS FOR THOSE ISSUES. MCKINNEY. WE ARE BASICALLY TRYING TO MARRY A TOWN HOME DEVELOPMENT WITH A MULTI FAMILY DEVELOPMENT. THAT IS, UH SURROUNDED BY SIGNIFICANT CREEK FEATURE ON THE EAST SIDE OF THE PROPERTY. WE'VE TRIED TO MAKE IT A WALKABLE COMMUNITY WITH REGARD TO THE TREES. COUNCILMAN PHILLIPS, I THINK WITH REGARD TO THE TOWN HOME PORTION OF THE DEVELOPMENT, YOUR ARBORIST WAS VERY ATTENTION THAT WE END UP WITH THE SAME NUMBER OF TREES THAT WE HAVE ZACH TLI, THE LOCATIONS THAT ARE CALLED FOR IN THE SPACE REGULATIONS FOR TREE PLANT. IN TOWN WHO. THE NEIGHBORS TO THE WEST. THERE WAS A SIGNIFICANT WEEK PLUS, UH, ACTIVITY AND TERMS OF INTERFACING WITH THEM, TAKING HIM THROUGH THE PROJECT, WALKING THEM THROUGH THE PROPERTY.

ASSIST THEM WITH WHATEVER CONCERNS I HAD ABOUT ADJACENCY. AND AS A RESULT, WE ARE RESTRICTING THE HEIGHT OF THE TOWN HOMES ADJACENT TO THE RETREAT. AND WE'RE ONLY ALLOWING INCREASE IN THE IN YOUR STANDARD HOMES WHEN WE GET DOWN IN THE SOUTHERN PORTION OF THE PROPERTY. IS BY OPEN SPACE. BY THE GULF. COURSE AND WHATNOT. BLACK CREEK. THE STAFF HAS WORKED WITH US TO ALLOW US TO BUILD A FOUR STORY HIGH. ON THE EAST SIDE. THAT FROM WHEN YOU'RE LOOKING AT IT FROM THE WILL LIKE THREE. BECAUSE OF. THE FOUNDATION HITS THE GROUND, NOT THE NOT THE MEAN ELEVATION. AND SO I THINK I THINK THAT THE IMPACT OF THAT WILL BE NEGLIGIBLE. UM LET ME NOT TAKE ANY MORE OF YOUR TIME. WE TO ANSWER. ANY QUESTION. YOU MIGHT HAVE. THANK YOU, BOB. THE APPLICANT LIKE TO SPEAK TO THE ITEM. UH, I MEAN THE SORRY. I'M SORRY. BOB DID NOT MEAN TO JUST KNOW THAT WE ALSO HAVE THE DEVELOPERS HERE, BUT I DON'T THINK THAT THERE'S THE NEED FOR THAT. POINT THIS IS A PUBLIC HERE. IS THERE ANYONE? THAT WOULD LIKE TO SPEAK TO THE ITEM? HOW Y'ALL DOING? YES, SIR. BRIAN LOCK MILLER, 63, 05 WILDWOOD DR MCKINNEY, TEXAS. I'M ACTUALLY HERE ON BEHALF OF THE SPCA. I SERVE ON THE BOARD OF DIRECTORS HAVE SERVED ON THE BOARD FOR ABOUT THREE YEARS. NOW. AND JUST WANT TO SPEAK A LITTLE BIT OF.

[00:45:08]

LOOKING AT THE ABILITY TO SELL THIS PROPERTY SEVERAL YEARS AGO. AND BECAUSE OF THE LAND USE PLAN AND THE USES THAT HAVE SOMEWHAT CHANGED OVER THE YEARS WITH THE NEW 2040 PLAN. IT WAS MORE DIFFICULT IN THE PAST TO FIND SOMETHING THAT WOULD ACTUALLY BE INTERESTED IN BUYING THE PROPERTY. AND NOW THAT FITS IN WITH ULTIMATELY THE USES. IN THE AREA. WE. YOU KNOW, WE REALLY REALIZED THAT MOST OF OUR IMPACT ALL OF OUR FUNDING COMES THROUGH PRIVATE DONATION, AND WE DID A STUDY A FEW YEARS AGO AND KIND OF WORK THROUGH IT COMING INTO THIS YEAR. TO DO THAT WAS TO SELL THIS PROPERTY AT THIS TIME, AND SO WE PUT IT OUT TO MARKET. I KNOW WE HAVE. WE'VE ALREADY ARRANGED FOR. TO MOVED. AN AREA. BY HUGH. THAT'S. DUDE FROM CRUELTY. 2600 THAT WERE ADOPTED 8000 SPAY AND NEUTER SERVICES AND BASICALLY BY 84 CENTS OF EVERY DOLLAR THAT WE RAISE GOES BACK INTO THE SERVICES THAT WE PROVIDE TO THE PUBLIC. AN SERVICE. AND SO IT IT'S A IMPORTANT. FOR US TO BE ABLE TO MOVE FORWARD. AND DO THIS. FOR US TO CONTINUE TO OPERATE AND SUSTAINABLE. FOR MANY TO COME. ITEM. DISCUSSION ON, UM, MAKE A MOTION TO CLOSE THE PUBLIC HEARING. I'LL CIRCLE CAST YOUR VOTES. HMM. MOTION PASSES CLOSE TO PUBLIC HEARING. I WANT TO, UM, MAKE A COMMENT THAT YOU KNOW, IN THIS PROCESS FIRST STARTED, THERE IS EMAILS. OF COURSE I RECEIVED AS WE ALL HAVE, I'M SURE AND THAT MANY OF THOSE NOT THERE WAS TOO MANY, BUT THERE IS A NUMBER IN OPPOSITION, AND THEN YOU PUT TOGETHER I KNOW A NUMBER. OF MEETINGS. AFTER EVERY MEETING MM. UH, BECAUSE OF THE EDUCATION THAT THEY GOT AND THE CONFIDENCE THAT THEY GOT AFTER MEETING WITH THE TEAM AND SEEING WHAT THEY WAS GOING TO BE, AND HOW CONCERN ARE BEING MET. AND. ON US. WHEN. AND. MEET WITH THE COMMUNITY AND ENGAGE THEM. SO THANK YOU. SO BAD THAT YOU KNOW, I. HAD A SHORT TENURE HERE TO FOREIGN COUNCIL. BUT YOU KNOW WHAT? THIS IS DOING IT THE RIGHT WAY. MULTI FAMILIES, NOT AN EASY SELL ADVERSARIAL. TAKE IT OR LEAVE IT AND KIND OF A JUST A MESS. THIS IS DONE. EXACTLY. RIGHT. YOU DO. OUR JOB. EASIER.

THE FACT IS, WE NEED. LAND AREA. IT'S A GOOD FIT. SO I WANT TO COMMEND THE. TEAM ON THIS. THANK YOU. FOR ENGAGING EVERYBODY. THANK YOU FOR MAKING THE ADAPTATIONS IT HELPS KEEP MCKINNEY BEING A GREAT CITY AND I PERSONALLY REALLY IT. NEVER A FAN OF REALLY MULTI FAMILY AND I AND HIS MAYOR SAID. WE GOT A LOT OF EMAILS. UM AND I HAD NO INTENTION. OF SUPPORTING THIS.

AND THEN START GETTING EMAILS LIKE THIS. THIS IS AFTER MEETING WITH THE DEVELOPER. AND DISCUSS WITH THE. OF THE DEVELOPMENT ON THE EASTERN SIDE OF THE PROPERTY AWAY FROM OUR HOME AND COMMUNITY. WE HAVE TO SUPPORT THEIR PROPOSAL. CALLED US. UM I THINK THAT THEY'RE FEELING AND

[00:50:11]

THE ONE THING THAT I ALWAYS TELL PEOPLE IS THAT DAVID CRAIG'S INVOLVED IN HIS DEFINITELY NOT GOING TO BE DONE, RIGHT AND HE AND HE'S GOING TO GET THE SUPPORT ONE WAY OR THAT IT IS A LOT OF TIMES. COST HIM A LOT. MORE TO DO. PROJECT. AND THINGS LIKE THAT. HE'S GOING TO DO IT RIGHT. AND SO I APPRECIATE. IT'S A IT'S A GOOD EXAMPLE OF BEING AND BUILDING GOOD NEIGHBORS. TOO BAD WE DON'T HAVE THAT WRITTEN ANYWHERE ON OUR WALLS. THANK YOU. ANYONE ELSE? ALL RIGHT.

ENTERTAINER MOTION SOME MOVEMENT AND I MOVED THAT. WE APPROVED THIS AS APPLIED FOR A SECOND.

PLEASE CAST YOUR VOTES. MOTION PASSES. 220353 CONDUCTED PUBLIC HEARING TO CONSIDER AND ACT ON

[Conduct a Public Hearing to Consider/Discuss/Act on a Resolution of the City Council of the City of McKinney, Texas, Regarding the Application of the “380 Villas” to the Texas Department of Housing and Community Affairs (TDHCA), for 4% Tax Credits for the Construction of Multi-Family Units Within the Development]

RESOLUTION OF THE CITY COUNCIL, THE CITY OF MCKINNEY, TEXAS, REGARDING THE APPLICATION OF THE 3 80 VILLAS TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS. TDH C A FOR 4% TAX CREDITS FOR THE CONSTRUCTION OF MULTI FAMILY UNITS WITHIN THE DEVELOPMENT.

GOOD EVENING TONIGHT TAKE AND DIRECTOR OF HOUSING COMMUNITY DEVELOPMENT. THIS IS THE SPHINX DEVELOPMENT THAT SOME OF YOU MAY BE FAMILIAR WITH. THEY HAVE BEEN BEFORE COUNCIL BEFORE. THEIR PROPOSED DEVELOPMENT SITE HAS NOT CHANGED ITS LOCATED ON 1 14.1 ACRES AT 8 20 EAST UNIVERSITY DRIVE. THEY ARE PROPOSING 220 AFFORDABLE UNITS. ALL OF THE UNITS WOULD BE AFFORDABLE TO HOUSEHOLDS EARNING 60. OR BELOW OF THE AREA. MEDIAN INCOME. AS I MENTIONED THEY HAVE BEEN BEFORE THE COUNCIL BEFORE THEY ORIGINALLY BROUGHT THE CODE DEVELOPMENT IDEA TO THEM HOUSE.

FINANCE CORPORATE. THAT TIME. REQUEST. THAT THE HOW FINANCE CORPORATION DO AN R F Q. SO THEY DID NOT PARTNER WITH THE HOUSING FINANCE CORPORATION AT THAT TIME. THEY CAME BACK WITH A DIFFERENT DEVELOPMENT PARTNER IN 2018, AND THAT RESOLUTION, THEY GOT A RESOLUTION OF OPPOSITION IN THEIR 20. RESOLUTION BECAUSE THERE ARE MORE THAN 20% HOUSING TAX CREDITS TO HOUSING TAX CREDIT UNITS TO HOUSEHOLDS IN THE CENSUS TRACK WHERE THEY'RE BUILDING. THEY REQUIRE NOT ONLY THE RESOLUTION NO OBJECTION, WHICH ARE USED TO SING WITH THE 4% TAX CREDIT DEALS. THEY ALSO REQUIRE 20% RESOLUTION. AND THAT'S BASICALLY JUST TELLING TDH TO THAT CITY COUNCIL IS AWARE THAT THERE ARE MORE THAN 20% HOUSING TAX CREDIT UNITS TO HOUSEHOLDS IN THE CENSUS TRACK AND THAT THE COUNCIL STILL SUPPORTS THE DEVELOPMENT. THERE ARE A NUMBER OF MITIGATING FACTORS THAT THAT, UM GO ALONG WITH THAT THERE ARE A LOT OF COMMERCIAL PROPERTY IN THIS PARTICULAR CENSUS TRACK. IF WE CAN OPEN THE YEAH, LET'S DO THIS. SITE PLAN DRAFT. SO THIS IS THE SITE PLAN DRAFT AND THIS IS A DRAFT. THE ZONING WAS APPROVED AT THE END OF 2017.

THEY'RE WORKING WITH PLANNING STAFF. TO GET THE SITE PLAN APPROVED AND THERE IS AN EXECUTED HOLD HARMLESS AGREEMENT THAT IS PART OF THE PACKAGE AS WELL. SO ANYTHING THAT NEEDS TO BE DONE FROM THE SITE PLAN PERSPECTIVE IS COVERED. UM THAT THAT IS THE ITEM. ONE THING THAT HAS COME UP RECENTLY. THEY'RE NONPROFIT PARTNER IS THE CAMERON COUNTY HOUSING FINANCE CORPORATION. AGAIN THEY HAD TRIED TO PARTNER WITH THE MCKINNEY HOUSING FINANCE CORPORATION. THE TIMING ON THAT PARTNERSHIP WAS NEVER NEVER GREAT OR DIDN'T WORK WITH THEIR PROJECT, SO THEY ARE PROPOSING AND PARTNERING WITH THE CAMERON COUNTY HOUSING FINANCE CORPORATION. SO IF COUNCIL TONIGHT DOES DECIDE TO PASS THE RESOLUTION OF NO OPPOSITION AND THE 20% RESOLUTION, IT WILL NEED TO BE CONTINGENT ON THE MCKINNEY HOUSING FINANCE CORPORATION.

ACCEPTING ANOTHER HFC OPERATING IN OUR SERVICE AREA, BASICALLY AND THE APPLICANT IS HERE FOR ANY SPECIFIC QUESTIONS ABOUT THE DEVELOPMENT OR I CAN ANSWER QUESTIONS, AND THIS IS A PUBLIC HEARING ITEM. QUESTIONS FOR JEANETTE. THE AFRICAN LIKE TO SPEAK TO THE. GREETING THE

[00:55:19]

MAYOR, COUNCIL MEMBERS. MY NAME IS TAKING WACHOVIA. AND WITH SPHINX DEVELOPMENT CORPORATION, 30 30 LBJ FREEWAY SUIT THAT IN $50, TEXAS. THE PROJECT BEFORE YOU. IT'S A PROJECT THAT WE'VE BEEN WORKING ON FOR A WHILE. IT'S UM ESSENTIALLY WORKFORCE HOUSING THAT WE FEEL GIVEN THE GROWTH IN MCKINNEY, BOTH ON THE POPULATION, SIDE AND BUSINESSES COMING INTO THE CITY. AND ALSO THE INCREASE. OF RENTAL AND HOUSING VALUES AND ALL THAT. WE FEEL THAT WALK WITH HOUSING IS NEEDED HERE AND WE HAVE THE ZONING IN PLACE, AND WE HOPE THAT WE CAN GET YOUR SUPPORT THIS EVENING, AND I'M HERE FOR QUESTIONS.S. QUESTIONS THE APPLICANT THANK YOU, SIR. SAYS THE PUBLIC HEARING. THERE'S SOMEBODY. ANYONE HERE WOULD LIKE TO SPEAK TO THAT. UM, I THINK I HAVE SOLUTIONS AND THOUGHT YOU'RE HERE TO SPEAK TO THE ATOM. EVENING MAYOR IN THE STEAM MEMBERS OF THE CITY COUNCIL. THIS PROPERTY WAS FORMALLY LAND THAT. THE CHURCH THAT I PASTOR AH OWN. VISION FROM GOD TO ME ABOUT THIS LAND WAS INITIALLY WE WERE GOING TO BUILD ANOTHER CHURCH. CHURCH WAS GROWING FLOURISHING. AT THAT TIME, THAT WAS SEEMED TO BE THE RIGHT THING TO DO. BUT AS I PRAYED, TALK TO GOD ABOUT IT. THE LORD SHOWED ME THAT THIS WAS THIS PROPERTY WOULD BE MUCH BETTER SERVED. IF WE WERE TO UTILIZE IT FOR AFFORDABLE HOUSING. HAS HAD PRAYED ABOUT IT. TALK WITH OUR DEACON COUNCIL. THE COMMUNITY THERE WAS A WEEK COULD EASILY SEE THAT THERE'S A GREAT NEED IN OUR COMMUNITY FOR AFFORDABLE HOUSING. WE PREFER AS WE SHARE WITH OUR MEMBERS IF YOU'RE PAYING $1200 MORE THAN RENT. INSTEAD OF MULTI FAMILY HOUSING . OF COURSE YOU WOULD BE SEEKING SINGLE FAMILY DWELLING. BUT WE KNOW THAT THE ENVIRONMENT THAT WE'RE LIVING IN NOW. PEOPLE NEED A PLACE TO LEAVE NOW. THIS PROPERTY OF SEEN SIMILAR, UM.

PROJECTS THAT SPINKS HAVE DONE A PERSONALLY WENT TO THEIR PROPERTY IN FORT WORTH TO SEE EXACTLY WHAT DOES A FINISHED PRODUCT LOOKED LIKE I WALKED AWAY TOTALLY IMPRESSED BY KNOWING THAT IT WOULD BE AESTHETICALLY VERY. GOLD STAR FOR EAST MCKINNEY AREA. I PLEAD WITH YOU AS I HEARD, UM, A PROTEIN EARLIER STATE THAT MULTI FAMILY DWELLINGS IS NOT SOMETHING HE REALLY AGREES WITHIN. WOULD LIKE TO SEE AN ACT CONCUR WITH YOU IN GENERAL.

HOWEVER. IN THE STATE OF WHERE WE ARE. WITH THE COST OF. PURCHASING SINGLE FAMILY HOMES IN MCKINNEY. THAT'S NOT A REAL REALITY FOR MANY PEOPLE. A REAL REALITY FOR THEM IS TO BE ABLE TO LIVE IN SOMEWHERE WHERE THEY WILL FEEL GOOD WHERE THEY WILL. THAT WILL BE A SAFE PLACE THAT WILL BE QUALITY. BUILT. THAT'S WHY THIS IS. PULLING MY PAST THE HEAD OUT THAT YOU WOULD PROVE IS NEEDED. IT'S NECESSARY MANY OF YOU WHEN YOU WHEN YOU CAMPAIGNED YOU CAMPAIGN SAYING YOU WERE IN FAVOR OF AFFORDABLE HOUSING. FEW MOMENTS WE COULD SEE THE REALITY. WHAT SHE REALLY BELIEVED. THANK YOU. THANK YOU. IS THERE ANYONE ELSE THAT WOULD LIKE TO SPEAK TO THE ADAM? MAKE A MOTION TO CLOSE WONDERING SOMETHING, OKAY? WHICH WHEN YOU'RE DONE IF YOU PLEASE FILL OUT A CARD AND STATE YOUR NAME AND ADDRESS FOR THE RECORD BELL . I DO LIVE ON THE EAST SIDE OF MCKINNEY. UM I WASN'T INTENDING TO COME TONIGHT. BUT AS A PART OF MY REQUIREMENTS FOR THE MCKINNEY HOUSING AUTHORITY. I'M HERE TO SHARE MY OPINIONS AND THOUGHTS ON JUST REDEVELOPING THAT SIDE OF THE COMMUNITY. THERE ISN'T OR I'M FACING EVICTION IN THE NEXT COUPLE OF WEEKS FROM THE EAST SIDE OF MCKINNEY AND IN MY SEARCH FOR A MULTI FAMILY HOME. VARIOUS IN

[01:00:04]

ANY SORRY I'M OUT OF BREAKFAST. I'M PREGNANT. BUT I DO HAVE THREE KIDS RANGING FROM 5 TO 9 AND I HAVE BEEN LOOKING FOR ABOUT THREE MONTHS FOR MULTI FAMILY HOME IN MCKINNEY AND THE SURROUNDING AREAS UM AND THAT'S SAFE, GOOD SCHOOLS. TRANSPORTATION THERE'S ABSOLUTELY NOTHING AND WITHIN THE LAST WHAT TWO MONTHS? A FEW OF MY NEIGHBORS HAVE OF LAWNS FULL OF FURNITURE. AND THEIR PROPERTY BECAUSE THEY CAN NO LONGER AFFORD EVEN. THE RATES THAT ARE IN THE NEIGHBORHOOD WHERE WE ARE AND THAT SEEMS TO BE A HUGE PROBLEM. AND IF A LOT OF THEM WERE ABLE TO COME HERE TONIGHT, THEY WILL TELL YOU THAT IT'S A PROBLEM. AND WE DO NEED YOU TO HEAR US WHEN WE SAY AND SPEAK ON THE NEED FOR REDEVELOPMENT. I'M GOING TO SO MUCH ON THE EAST SIDE OF MCKINNEY. IT'S SO ROUGH SO DANGEROUS. I'M A WORKING MOM.

DON'T DO DRUGS. LOVE TO PARTICIPATE IN COMMUNITY EVENTS SUCH AS THIS ONE. COME AND SPEAK IN SUPPORT WHEN I CAN BUT IT OFTEN COMES TO A POINT WHERE WE DON'T SEEM TO BE HEARD. WHEN THERE IS NO ACTION OR CHANGES BEING MADE IN THE TIME FRAME. WE NEED THEM. WE DO NEED HOUSING AFFORDABLE HOUSING FOR MULTI FAMILY HOMES OF FOR MULTIFAMILY COMMUNITIES, AND IT'S THE NEED ON THE EAST SIDE OF MCKINNEY. I JUST WANT TO STRESS THAT TO THE HIGHEST EXTENT IS HEAR US. I'M LIVING IN UNSAFE CONDITIONS WITH MY MINOR CHILDREN. THERE IS BLACK MOLD IN OUR BATHROOMS, THERE'S MOLD AND GROWING. PET INFESTATION. I LIKE TO GO AROUND MY HOME AND PICK UP TRASH. IT'S SOMETHING THAT I PARTICIPATE IN TO MAKE SURE THAT WHERE I LIVE, LOOKS NICE, BUT THE OUTSIDE KIND OF COSMETIC LOOK. HAS NO MATCH FOR HOW IT LOOKS ON THE INSIDE. AND IF YOU HAVE DROVE THROUGH THE EAST SIDE OF MCKINNEY, YOU HAVE THE SAME OPINION THAT THIS COSMETICALLY LOOKS. LIKE SOMETHING YOU WOULD NOT CHOOSE TO PUT YOUR FAMILY IN. AND I WOULD LIKE TO TELL YOU THAT ON THE INSIDE, IT'S 20 TIMES. THE WORSE I'M LIVING IN UNSAFE CONDITIONS NOW, AND I'M TRYING TO FIGHT THEM WITH THE HOUSING AUTHORITY OF MCKINNEY. AND I JUST DON'T SEEM TO BE HEARD. SO I'M HERE TONIGHT, AND I WOULDN'T HAVE SPOKEN IF I HAD NOT HEARD THE ITEM ABOUT YOU KNOW THAT AND, UM YOU GUYS JUST LISTEN, PLEASE MULTI FAMILY HOMES OF FORDHAM. GET SEEN. THANK YOU.

SERVICER MOTION CLOSED JUST GOING TO CLOSE ABOUT PUBLIC HEARING. SECOND MISCAST ROBERTS.

OKAY, DISCUSSION. PESTO ROSENDAHL. I DIDN'T THINK YOU COULD GET UPSTAGED, BUT I DON'T KNOW THAT I'VE BEEN BESIEGED BEFORE. UH YOU KNOW, MA'AM, I KNOW YOU'RE TALKING TO SHANNON BACK THERE, BUT I SO GRATEFUL TO HEAR FROM YOU. WE NEED THAT AND IT'S NOT EASY TO COME HERE WHEN YOU'RE A MOM OF THREE AND PREGNANT AND I WANT TO TELL YOU THAT I SO APPRECIATE WHAT YOU'VE DONE BECAUSE, YOU KNOW MY PERSONAL EXPERIENCE WITH THIS IS TALKING TO OTHER VOTERS AND READING ARTICLES AND LISTENING TO FOLKS UP HERE AND IT HELPS IT REALLY DOES, IT HELPS. BUT THAT WAS RAW. AND WE NEED THAT. THANK YOU. OTHER COMMENTS. HAD SOME QUESTIONS. GOOD NIGHT. YES ON BEHALF OF MCKINNEY HOUSING FINANCE CORPORATION. HOW DO YOU FEEL ABOUT CAMERON COUNTY WORKING ON YOUR CHART? NOT GREAT , YOU KNOW, TO BE HONEST, NOT GREAT. THAT'S NOT OUR PREFERENCE , BUT I DO ALSO UNDERSTAND. THAT SPANX HAS TRIED TO PARTNER WITH THE MCKINNEY HOUSING FINANCE CORPORATION IN THE PAST, AND THE TIMING HAS NOT WORKED. WE HAVE AN R F Q THAT WILL BE COMING TO CITY COUNCIL ON MAY 3RD. THEY THE TIMING FOR THIS PARTICULAR BOND ALLOCATION DOES NOT WORK FOR THEM TO RESPOND TO THE R F. Q UM SO YOU KNOW, THIS IS THIS IS IT IS IT IS WHAT IT IS, AND I

[01:05:02]

DON'T EXPECT THAT THAT'S GOING TO BE A COMMON OCCURRENCE. IT HAS NOT BEEN A COMMON OCCURRENCE IN THE PAST. WOULD YOU? WOULD YOU SAY THAT YOU'RE DESIRE. FOR UNDERSTANDING OF THE NEED FOR ASSUMING YOU DO. I DON'T WANT THAT WORD SHE MOUTH IS THE IS THE NEED. AND DESIRE FOR YOU TO SEE THAT NEED MET IN THIS IN THE COMMUNITY. GREATER THAN WHAT WOULD THE OBVIOUS WOULD BE NOT WANTING ANOTHER. ANOTHER. KENNY, WHERE ENTITY FROM OUTSIDE MCKINNEY. TO BE THE ONE PARTNERING RIGHT? THE NEED FOR AFFORDABLE HOUSING IS REAL, UM FOR THE STAFF OPINION, WE DO AN EVALUATION OF EACH OF THE TAX CREDIT APPLICATIONS VERY NEUTRAL EVALUATION. WE DON'T DO STAFF RECOMMENDATIONS LIKE THE PLANNING DEPARTMENT DOES, OR, YOU KNOW, LIKE THE BOARDS AND COMMISSIONS DO SO OUR STAFF EVALUATION IS BASED ON THE FACTS. WE DO TALK ABOUT HOW MANY UNITS WE HAVE IN MCKINNEY AND HOW MANY AFFORDABLE UNITS THROUGH THE DIFFERENT STUDIES THAT WE'VE DONE THAT WE ARE SHORT, SO THE DETERMINATION IS UP TO CITY COUNCIL. I THOUGHT YOU WERE BORED HAD TO APPROVE IT. THE MCKINNEY HOUSING FINANCE CORPORATION. THEY WILL IF CITY COUNCIL APPROVES THESE RESOLUTIONS. THEN THEY WILL APPROVE CAMERON COUNTY OR DISAPPROVED CAMERON COUNTY COMING IN TO OPERATE IN THIS AREA HOUSING FINANCE CORPORATION WILL HAVE THE SAME. THAT'S CORRECT. SO IS THERE AN ISSUE WITH THE CONCENTRATION.

AFFORDABLE HOUSING AND IN CERTAIN AREAS, AND I KNOW THAT THIS WAS AN ISSUE WITH THIS PROPERTY LAST TIME IS THIS STILL GOING TO BE AN ISSUE? 20% IS THC A BECAUSE OF THE NUMBER OF HOUSING TAX CREDIT UNITS IN THIS PARTICULAR CENSUS TRACT TO HOUSING REGULAR HOUSING UNITS IS GREATER THAN 20. TH DOES ASK FOR. I BELIEVE IT'S 34 IS WHAT THE PERCENTAGE IS AND BUT THERE ARE MITIGATING. THERE ARE MITIGATING FACTORS THERE ARE, I THINK 69% OF THE HOUSING TAX CREDIT UNITS ARE MORE THAN 20 YEARS OLD IN THIS CENSUS TRACK SO THEY CAN VERY EASILY BE CONVERTED TO MARKET RATE UNITS, OR THEY COULD BE GONE. THERE IS A LOT OF PROPERTIES THOSE ARE ALL THINGS THAT YOU WOULD WANT TO TAKE INTO CONSIDERATION WHEN YOU'RE WHEN YOU'RE LOOKING AT THE 20% RESOLUTION AGAIN, IT TWO SEPARATE. RESOLUTIONS. THERE'S THE RESOLUTION OF 30% WOULD WOULD BE HEARD BY YOU. SO YOU DON'T SEE A PROBLEM WITH IT? I MEAN, YOU DON'T SEE A PROBLEM.

IF WE APPROVE THIS, YOU DON'T SEE A PROBLEM WITH THAT BEING AN ISSUE. IT WAS IT WAS MENTIONED WITH INCLUDES COMMUNITY. PART I THINK. OR FIVE YEARS AGO. BROUGHT THIS TO THEIR. THEY UNDERSTOOD THAT IT WAS PART OF A REDEVELOPED. AFTER AND. WELL, I HAVE AMOUNT FOR YOU RIGHT HERE.

THIS SHOW. EXACT. SO IT'S A PRETTY LARGE CENSUS TRACK YOU OF THE FOUR OF THE SIX PROPERTIES ARE SENIOR LIVING FACILITIES THAT'S CORRECT. AND THIS IS A GENERAL POPULATION. PROPERTY.

AND JOHNNY IF I UNDERSTOOD YOUR LAST ANSWER TO MAYOR PRO TEM ROGERS, IT WAS THAT PERHAPS, AND MAYBE DIDN'T WORD IT LIKE I AM, BUT PERHAPS IT WOULD ENABLE US TO RETIRE SOME UNITS IF WE HAD NEW INVENTORY FOR WORKFORCE HOUSING ON. WELL IN THAT THAT WOULD BE THE DECISION OF THE PROPERTY OWNERS WHETHER THEY WOULD DECIDE TO DO THAT THE COMPLIANCE PERIOD. I BELIEVE ON THE OLDER PROPERTIES WAS 15 YEARS, SO THEY'RE ABLE TO CONVERT TO MORE RATE OR UM, DO DO SOMETHING. WHETHER WE DO THIS OR NOT, THEY CAN CONVERT TO MARKET RATE SO THAT WOULD FURTHER THE INVENTORY. WE HAVEN'T WORKFORCE HOUSING, TOO, YOU KNOW, FOR SOMETHING WE DON'T CONTROL NOW. THAT'S CORRECT YOU. MM MY INITIAL QUESTION ABOUT WORKING WITH CAMERON COUNTY THAT HAS NOTHING TO DO WITH OUR RESOLUTIONS HERE TONIGHT. CORRECT CORRECT. SHOULDN'T BE

[01:10:04]

CONSIDERATION. THAT'S CORRECT. THANK YOU. FROM THE STANDPOINT OF CONCENTRATION. I'LL JUST MENTION THAT BECAUSE I HAVE WORKED WITH A LITTLE BIT, AND WE TALKED ABOUT THAT WITH THE REDEVELOPMENT OF THE HOUSING AUTHORITY PROPERTIES, ONE OF WHICH IS ON THERE. UM THAT WE ARE FURTHER CONCENTRATING WHEN WE HAD UNITS AND BECAUSE WE ADDED UNITS AT BOTH NUISANCE, UM AND THE RESPONSE WAS WHAT JOHNNY SAID YES. THAT SAME UM CONVERSATION THAT THE SECOND PART IS THE CITY HAS MADE AN EFFORT. TO DIVERSIFY THE GEOGRAPHIC CONCENTRATION. AND SO THE PROPERTIES THAT WE APPROVED. AT VIRGINIA. I'M TRYING TO THINK OF THE CROSS STREET. THEY'RE JUST EASIER BY SLAUGHTER OVER THERE IN FRONT OF SLAUGHTER AND THE PROPERTY AT HAD WILMOTH. AND COMMUNITY. IN MY NEIGHBORHOOD. UH, THE. UM YEAH, THE INDEPENDENCE THAT'S COMING ONLINE. THERE HAS BEEN AN EFFORT TO KIND OF. THE CONCENTRATE THOSE THINGS. AND SO I THINK BOTH OF THOSE ARE TAKEN INTO ACCOUNT WHEN SOMEBODY IS LOOKING AT. IS THERE SOME SORT OF FAIR HOUSING COMPLAINT THAT THAT COULD BE FOLLOWED AND UM SO I DON'T THINK THAT EXCEEDING THE 20% FOR A PROJECT LIKE THIS PUTS US AT THAT RISK THAT THEY'RE KIND OF TESTING FOR IN MY OPINION. I HAVE COMMENTS. I'LL JUST FINISH. I THINK THIS PROJECT HAS BEEN OUT THERE. FOR YEARS. THE HOUSING AUTHORITY HAS WE TRIED TO FIND A WAY TO PARTNER WITH HIM. I KNOW THAT PASTOR ROSENTHAL AND THE CHURCH HAS HAD HAVE ALWAYS UM, TRIED TO KEEP THIS VISION GOING, AND I THINK IT'S THERE. ZONING IS IN PLACE. THIS IS JUST A MATTER OF DO WE WANT TO DO WE WANT ADDITIONAL AFFORDABLE HOUSING IN THIS AREA. AND I WOULD THINK THAT THAT BASED OFF THE NEED AND BASED OFF OF GET THE FACT THAT WE'VE TALKED ABOUT IT. BUT MY ANSWER IS YES. ASKED THE DEVELOPER TO COME BACK UP. THANK YOU, JENNY. SURE I'M GETTING BEYOND THE TOPIC HERE BY ASKING YOU THESE QUESTIONS, BUT WE'VE ALL SEEN THIS PROJECT BEFORE. AND WHEN IT WAS FIRST PRESENTED TO US, IT WAS COMMERCIAL AND MULTI FAMILY. IS THAT STILL THE INTENT MOVING FORWARD TO HAVE COMMERCIAL AND MULTI FAMILY? AND THE REASON FOR MY QUESTION IS THERE WAS A CONCERN BROUGHT UP AS TO WHETHER OR NOT THE COMMERCIAL WOULD ACTUALLY THRIVE IN THAT LOCATION BASED ON LIMITED ACCESS OF FOR 3 80. AND I'M CURIOUS IF YOU'VE RETHOUGHT THAT. UM YES, TO YOUR QUESTION WE HAVE HAD TRIED TO FIGURE OUT WAYS TO ADDRESS THAT, HOWEVER, IN THIS CASE I BET YOU OF THE ZONE AND WE HAVE IN PLACE. IT'S SPECIFIC AS TO THE SQUARE FOOTAGE OF RETAIL THAT IS REQUIRED 12,000 SQUARE FEET. UM TRUE WALKING WITH STAFF. OTHER SITES AND APPROVAL PROCESS.

WE'VE TRIED TO ADDRESS SOME OF THE CONCERNS OF ASSETS, YOU KNOW , WITH HAVING A DISSOLUTION, LEE BOTH LEFT AND RIGHT TURN TO MAKE IT A LITTLE EASIER FOR ASSETS OF 3 80. SO THAT WITHIN THE CONFINES OF WHAT THE ZONING ALLOWS US TO DO ON THIS SITE, UM WE'VE TRIED TO MAKE IT AS UH AS . USUALLY THIS TYPE OF RETAIL DOES IT HAS A LITTLE BIT MORE CHALLENGING YOUR USUAL RETAIL, BUT WE FEEL THAT GIVEN WHAT WE HAVE DONE TO MAKE SURE WE HAVE BETTER ACCESS TO MAKE SURE THAT WE'RE LOOKING AT POSSIBLE RETAIL THAT CAN TAP INTO ALREADY POPULATION THAT TO 20 UNITS WILL PROVIDE. WELL, WE THINK THIS HAS A BETTER, BETTER CHANCE AT BEING VERY VIABLE. AND I'M JUST GONNA KIND OF BE BLUNT WITH YOU, BUT I THINK THERE'S A FEW COUNCIL MEMBERS UP HERE. WE THINK THE PROJECT WOULD BE BETTER SERVED IF IT WAS MORE HEAVILY MULTI FAMILY. AH AND BOB ROEDER'S SITTING BEHIND YOU, AND HE'S HEARING ME ARGUE FOR MORE MULTI FAMILY AND IT'S RARE THAT I

[01:15:01]

WOULD SAY THAT, BUT I THINK IN THE SITUATION YOU'RE FACED WITH THAT. I THINK THERE'S A MOVEMENT BY THIS COUNCIL TO GET WORKFORCE HOUSING EMPLOYEES AND I'M NOT SURE THAT THE COMMERCIAL DEVELOPMENT WOULD SERVE YOU. WELL UH SPECIFIC AREA WHERE THIS IS WITH THE 3 80 ACCESS. GOING.

TO EAST. THAT OF THE ROADWAY. ON YOU THAT KEEP AN OPEN MIND ABOUT THAT. I WOULD. I WOULD 100% GROUP WITH CHARLIE. I JUST DON'T SEE THAT REALLY BEING AVAILABLE COMMERCIAL AVENUE, SO I WOULD LIKE TO SEE IT. YEAH THERE'S MORE FAMILY, MORE MULTI FAMILY AND ALL THAT KIND OF GETS CAUGHT IN MY THROAT. IS YOUR DESIRE. WOULD YOU DESIRE BE TO ELIMINATE THE COMMERCIAL? IF THE ZONING IF YOU HAD THAT OPTION IN YOUR ZONING, WOULD YOU DOWN HERE. REFERENCE OKAY. IT WAS SOMETHING THAT HAD COME UP DURING THE ZONING PROCESS. AND IT WAS. IT WAS A REQUIREMENT TO SORT OF GET TO CONCEPTS SUCH TO MAKE HIS OWN AND WORK. UM SO IF WE WOULD PREFER, YOU KNOW ENTIRELY RESIDENTIAL DEVELOPMENT, SO JUST IMMATURE HEALTH THAT CAN SO I HAVE A QUESTION FOR STAFF. AND PROBABLY MARK, JOHNNY, IF WE WERE TO IF WE WERE TO APPROVE THIS FROM THIS FROM THE REGULATORY BODY THAT WILL EVALUATE THE RESOLUTIONS IF WE WERE TO APPROVE IT, THEY WOULDN'T WANTED TO GO IN FOR A VARIANCE P AND Z OR CHANGES ANY WOULDN'T BE. IF IT WERE. I GUESS I COULD GO FOR A VARIANCE. JUST REZONE. IF THEY WENT, COULD THEY COULD THEY GO INTO RE ZONE AND ZONE OUT THE COMMERCIAL? THINK IT WOULD BE A POSSIBILITY. I'M NOT SURE WHETHER THE TIME. YEAH IN TERMS OF THE TIME IN PERSPECTIVE, WE DO HAVE A TIMELINE OF 24 TO CLOSE ON THE DEAL. BUT IF CANCELED DESIRES THAT WE MAKE IT ALL RESIDENTIAL . WE CAN SETTLE TO GET THE RESOLUTION TONIGHT TO BE ABLE TO CLOSE WHILE WE COME BACK FOR HIS OWNING BECAUSE AMPLE TIME FOR US TO MAKE THAT CHANGE THROUGH CONSTRUCTION AT ALL. AND IS THAT SOMETHING THAT THIS IS OBVIOUSLY NOT SOMETHING THAT I TOLD YOU TO, BUT I DON'T THINK I COULD THINK IT LEGALLY HOLD YOU TO IT.

BUT IS THAT SOMETHING YOU WOULD PURSUE? YES. YEAH I MEAN, YOU'RE EXACTLY RIGHT BECAUSE SO, YEAH, I GUESS MY QUESTION IS BETTER RESOLUTION, RIGHT? BUT WE'RE OFFERING A LETTER OF NO OPPOSITION. CORRECT IS THERE AN OPTION TO OFFER LETTER OF SUPPORT AS OPPOSED TO NO OPPOSITION AND DOES THAT HELP? SOME ON THE 4% DEALS, BELIEVE YOU, YOU DO HAVE THE OPTION TO DO A LETTER OF SUPPORT TO A LETTER OF NO POSITION BECAUSE IT'S THE 4% TAX RATE. THE PROCESS IS THE NON COMPETITIVE PROCESS. SO I SUPPORT WOULD DEFINITELY. WE WERE GETTING SUPPORT AND OPPOSITION, BUT AN OPPOSITION ALSO GUESS THAT'S WHERE WE NEED TO BE. I THINK, GIVEN THE NEED, I'D RATHER OFFER LETTER OF SUPPORT. WE'LL TAKE THAT. ALRIGHT ANY MORE DISCUSSION. OUR HOUSE. JUST ADD ONTO THE IN FAVOR OF THE IDEA OF REMOVING THE COMMERCIAL. I KNOW YOU'VE GOT A TIMING CONSTRAINT. AND YOU'VE GOT TO HAVE IN PLACE WOULD MOVE FORWARD AND THEN CONCURRENTLY. HOWEVER, WE CAN DO TO ACCOMMODATE, THEN AGREED. IS THERE A MOTION? MAY I MOVE THAT WE APPROVED THIS WITHOUT THE COMMERCIAL. TO THE EXTENT WE'RE ALLOWED TO DO THAT WE CAN'T. WE CAN'T DO THAT. AT THIS POINT. IT'S JUST A RESOLUTION AND LETTER OF SUPPORT FOR SOMEONE ELSE MAKE THE MOTION. OKAY I'LL MAKE A MOTION THAT WE OFFER A LETTER OF SUPPORT FOR THIS ITEM.

SORRY. PLEASE CAST YOUR VOTES. IT'S YOUR HOUSE, OR DID YOU HAVE A COMMENT? SO I THINK, JENNIFER , YOU KNOW THE DESIRE OF THE COUNCIL. SO IF YOU'LL WORK WITH4 CONDUCTED. THIS IS OUR LAST

[Consider/Discuss/Act on a Resolution Nominating a Member to the Collin Central Appraisal District Board of Directors]

CONSIDER AND ACT ON A RESOLUTION NOMINATING A MEMBER TO THE COLLIN COUNTY OF PRESIDENT DISTRICT BOARD OF DIRECTORS. AND I KNOW EMPRESS, ONE OF THE MEMBER THAT IS ROLLING OFFICE PLANO MEMBER. SO THE PROBABLY BE SOME REFERENCE. PLANO RESIDENT. YES SIR. WE DON'T HAVE THAT. UM AS A CONFIRMATION, IT'S JUST POSSIBLE POSSIBLE DURATION OF THE BOARD, JUST PUTTING FORTH THE NAME THAT THEN WILL BE DECIDED UPON BY THE YES. SO THERE'S A VACANCY THAT'S BEEN ESTABLISHED BY ERNEST BURKE OF VACATING HIS SEAT. SO THIS IS A PARTIAL TERM AND THE COUNCIL'S SELECTION TONIGHT IS A NOMINATION TO MAKE THAT ULTIMATE DECISION. I THINK THERE IS A NAME SO I HAVE A NAME. HE DOESN'T LIVE IN MCKINNEY, BUT HE WORKS IN MCKINNEY. HE KNOWS MCKINNEY KNOWS THE COLLIN COUNTY. HE'S UM PROBABLY ALMOST AS WELL CONNECTED AS AS DAVID CRAIG, BUT HE DOESN'T HAVE THE BAGGAGE WITH THE WORDS AND THAT'S KIRBY JONES. KIRBY LIVES IN PLANO. I THINK THAT HE IS A WELL RESPECTED. HE'S BEEN A BANKER. HE'S IN REAL ESTATE. HE MANAGES A LOT OF PROPERTIES. I DON'T THINK THERE'S ANYBODY THAT I WOULD TRUST MORE WITH THAT, KIRBY. SO THAT'S A NAME THAT I WOULD PUT FORTH. ANY OTHER NAME. AND IF NOT, IS THERE? A MOTION? IS THAT WHEN YOU TURN THAT INTO EMOTIONAL TURN THAT INTO A MOTION TO NOMINATE KIRBY JONES, TOO. AND NOMINATE HIM AS A POTENTIAL MEMBER OF THE COLLIN COUNTY COLLINS CENTRAL APPRAISAL DISTRICT BOARD OF DIRECTORS. A SECOND. THIS GUEST YOUR VOTES. MOTION PASSES CITIZEN COMMENTS

[CITIZEN COMMENTS ON MATTERS NOT ON THE AGENDA]

ON MATTERS NOT ON THE AGENDA. AMERICAN I MAKE UP A COMMENT. I JUST WANTED TO POINT OUT THAT DAVID CRAIG'S PULLED OUT ALL THE STOPS TONIGHT, BRINGING STEVE WILSON IN. IT'S TRUE. YEAH, JUST SIT WITH HIM. AH I WAS WONDERING WHY HE WAS DOING THAT. I JUST DIDN'T WANT THAT TO GO ON. YES SO IT'S COMING UP TO JASON BEHIND HIM. THAT WAS JUST SITTING THERE QUIETLY, BUT I AND EVERYTHING HAPPENING. OKAY ALRIGHT, WELL SPEAKERS. YOU HAVE A LIST FOR ME? DANIEL PORTFOLIO.

WILL BE LIMITING COMMENTS TO 15 SECONDS. IF YOU JUST PLEASE SAY GOODBYE, DANIEL. I'M SORRY. MR MAYOR COUNCIL. UH I'M GOING TO READ MOST OF THIS BECAUSE I WANT TO CHOOSE MY WORDS CAREFULLY. AT THE MARCH MEETING. I SPOKE TO YOU ALL ABOUT MY COMMITMENT TO OUR CHILDREN'S EDUCATION. ALL OF US CONCERNED PARENTS ARE ENDEAVORING TO INSTILL COLLECTIVE INCENTIVE IN THE SD BOARD OF TRUSTEES TO BE EFFICIENT. EFFECTIVE ACCOUNTABLE. TO THE PEOPLE FOR STEWARDSHIP OF FINANCES. AND TO ENSURE POSITIVE ROLE MODELS AND RESOURCES FOR OUR CHILDREN. THE CURRENT BOARD, WHICH YOU MR MAYOR HAVE PUBLICLY SUPPORTED, HAS PAINTED THEMSELVES INTO A CORNER WHERE THEY ARE PUTTING FORWARD THE NOTION THAT EVERYTHING CAN BE EXPLAINED. OR EXCUSED. TO THE POINT WHERE THERE'S NOTHING LEFT TO BELIEVE IN. A REASONABLE AND RIGHTEOUS PEOPLE. SHOULD BE ABLE TO GET TOGETHER TO RESOLVE ISSUES. AS I HAVE. GOT MORE INVOLVED IN SD.

ALL I FACES, RESISTANCE AND NOT ANY COOPERATION. MANY PARENTS, TEACHERS AND ADMINISTRATORS ARE

[01:25:05]

LIVING THERE. LIVING IN FEAR OF LOSING THEIR JOBS BEING OSTRACIZED AND CHILDREN BEING DESIGNATED AS TROUBLEMAKERS AND OTHER TACTICS THAT SEEK TO INCITE DIVISION. TO SUSTAIN THE BOARD OF TRUSTEES HOLD ON THEIR POWER. WITH ALL DUE RESPECT, MR MAYOR, INJECTING YOURSELF INTO THIS SITUATION. YOU ARE THE ONE WHO IS POLITICIZING. PANDERING. AND SEEKING TO FOMENT DIVISION AND OUR KIDS DON'T NEED PARENTS , GUARDIANS AND CONCERNED CITIZENS HAVE A RIGHT AND A RESPONSIBILITY. TO KNOW EXACTLY WHAT OUR CHILDREN ARE BEING TAUGHT. HOW FUNDS ARE STEWARDED.

PARENTS ARE STANDING UP ALL OVER THE COUNTRY. THEY STAND UP AND SPEAK OUT TO DEFEND TEACHERS AND STUDENTS STRUGGLING THROUGH A SYSTEM THAT PUSHES INDOCTRINATION TRAINS FOR TEST SCORES, AND IT'S BUILT ON A HUMANIST, SOCIALIST AND RACIAL FOUNDATION. I ASK YOU, VERY SIMPLY MR MAYOR. THE FOLLOWING QUESTIONS. WHAT ARE THE FOUNDATIONAL PRINCIPLES AND FRAMEWORK THAT LEADS YOU TO SUPPORT. THE CANCEROUS DYSFUNCTION OF THE BOARD. DO YOU SUPPORT THE ACTIONS, POLICIES AND PROCEDURES? THAT ARE TAKEN BY SUPERINTENDENT MCDANIEL AND THIS BOARD THAT ARE BASED LARGELY ON CONDESCENSION AND FEAR BASED CONTROL. DO YOU SUPPORT WORK CURRICULUM, WHICH ONLY SERVES TO CONFUSE MOST STUDENTS. LIBERAL WOKE EDUCATION POLICY ENACTED BY THE BOARD, IN ARROGANT SENSE, SUPPORTED BY YOU IS LEADING TODAY'S KIDS INTO AN EDUCATIONALLY SOCIALLY, CULTURALLY AND SPIRITUALLY DISADVANTAGED STATE. OF CONFUSION. THANK YOU. ALRIGHT, SO. COUNCIL MANAGER COMMENTS AND I'LL BEGIN SINCE YOU ADDRESSED

[COUNCIL AND MANAGER COMMENTS]

ME. AND I NORMALLY WOULDN'T DO THIS, BUT I DO WANT TO ASK YOU A QUESTION, DAN. CAN YOU TELL ME THE BOOKS THAT YOU HAVE READ AND CHALLENGED I DON'T HAVE A LIST IN MY POCKET, BUT I HAVE SPENT A CONSIDERABLE LET ME ANSWER THE QUESTION FOR YOU. YOU HAVEN'T CHALLENGED ANY BECAUSE THERE ISN'T BEEN CHALLENGING LAST YEAR. SO YOU HAVEN'T YOU HAVEN'T CHALLENGED A BOOK. YOU HAVEN'T GONE THROUGH THE PROCESS THAT IS AVAILABLE TO EVERY SINGLE PARENT. SO LET ME LET ME MAKE A STATEMENT. I'VE MADE 100 TIMES, BUT IT'S ALWAYS IGNORED BY PEOPLE LIKE YOU. I ABSOLUTELY FIRST I ANSWER YOUR QUESTION. DO I SUPPORT RICK MCDANIEL? DR RICK MCDANIEL IN THE BOARD. ALL OF THEM, EXCEPT FOR CHAD GREEN TO BE VERY DIRECT AND VERY SPECIFIC. UM THE IDEA THAT THEY'RE TEACHING AWOKE CURRICULA AND ALL THAT NONSENSE AND BS IS JUST RIDICULOUS. WHAT IS HAPPENING IS THERE IS A PROCESS. EVERYONE TALKS SPECIFICALLY ABOUT THE MAIN I'D HAVE MET HAND BOOKS THAT ARE POTENTIALLY INAPPROPRIATE IN THE SCHOOL LIBRARY AS YOU MAY OR MAY NOT KNOW THOSE BOOKS ARE SELECTED. FROM THE LIST THAT'S APPROVED BY THE STATE, TEXAS STATE BOARD OF EDUCATION. THEIR COMMITTEE. OUR SCHOOL DISTRICT HAS ABOUT HALF A MILLION. SOME HAVE A MILLION BOOKS. IS IT POSSIBLE AND DO I BELIEVE THERE ARE BOOKS IN THE LIBRARY THAT ARE INAPPROPRIATE? I'M SURE THERE ARE. I'M SURE THAT I'VE HEARD EXCERPTS. I'VE I'VE I'VE ACTUALLY TAKEN THE TIME TO ORDER THREE OF THE BOOKS AND READ THEM. I WILL ACTUALLY BE CHALLENGING THE BOOK MYSELF. BECAUSE I KNOW THAT THERE IS A PROCESS IN PLACE AND I WILL GO TO THE SCHOOL BOARD AS THEY HAVE WELCOMED AND ASKED EVERY PARENT AND EVERY PERSON IN THE COMMUNITY IF YOU KNOW OF A BOOK THAT IS INAPPROPRIATE DOESN'T BELONG, PLEASE. PLEASE COME THROUGH THE PROCESS, BUT THERE IS A PROCESS THE SUPREME COURT CASE IN 73. OH, I DON'T REMEMBER THE NAME BOARD OF EDUCATION AND POSI MAYBE WHICH DISALLOWS ANY SCHOOL DISTRICT TO JUST REMOVE BOOKS BASED ON THEIR OPINION THAT IS NOT NOT APPROPRIATE MATERIAL. THERE ARE LEGAL REMEDIES AVAILABLE LEGAL PROCESSES AVAILABLE TO CHALLENGE A BOOK. THE REASON WHY I'M AGGRESSIVELY INVOLVED IN THIS AND WHY I BELIEVE THAT GROUPS LIKE YOURSELF AND THAT YOU PARTICIPATE WITH DOWN THERE IS THAT YOU ACTUALLY KNOW THIS. YOU ACTUALLY KNOW THAT THERE'S A PROCESS YOU ACTUALLY KNOW THE REASON WHY THE SCHOOL BOARD CAN'T TAKE ACTION JUST TO UNILATERALLY REMOVED REMOVE A LIST OF 282 BOOKS, WHICH, BY THE WAY, NOT A SINGLE ONE OF YOU HAVE READ 282 BOOKS. THAT ARE BEING. THEY CAN'T UNILATERALLY DO THAT. NOR SHOULD THEY UM, BECAUSE IT'S ALLEGED THEIR INAPPROPRIATE. WHAT IF THAT'S THE WAY OUR JUSTICE SYSTEM WORKED ALLEGED CRIME, BUT THERE IS NO JURY OF YOUR PEERS TO REVIEW AND MAKE THAT DECISION.

WEIGH IN ON. IT'S NOT. IT'S NOT YOUR GROUP'S DECISION OR ANYONE GROUPS OR MY DECISION. IT'S A IT'S OUR SOCIETY IS BASED ON IDEA THAT WE WILL AS A SOCIETY IN A DEMOCRATIC SOCIETY, UM,

[01:30:04]

WEIGH IN AND MAKE THOSE DECISIONS FOR THE COMMUNITY, NOT ANY GROUP. IF IN ATHEIST GROUP CAME IN AND SAID WANT TO REMOVE 700 BOOKS. THAT REFERENCE THEY SHOULDN'T. THEY SHOULDN'T BE ABLE TO DO THAT. OR SOMEONE CAME IN AND SAID, DON'T LIKE THE FACT THAT THE BIBLE HAS A STORY ABOUT FATHER GETTING DRUNK AND HAVING SEX WITH HIS TWO DAUGHTERS AND GIVING BIRTH. WE SHOULD REMOVE THE BIBLE OR THAT ONE WOULD BE AN ADDED CONTEXT. IS, I THINK YOU WOULD AGREE. REMOVED BASED ON ONE PERSON'S OPINION, OR ANY GROUPS. OPINION NEEDS TO GO THROUGH THE PROCESS AND BE EVALUATED. THE GROUPS THAT ARE DOWN, DISRUPTING OUR SCHOOL BOARD AND KEEPING THEM FROM DOING THEIR JOB. NO, EVERYTHING I SAID. THEY KNOW THERE'S A PROCESS YET NOT A SINGLE. BOOK HAS BEEN READ IN CHALLENGED. GO THROUGH THE PROCESS, SO WHY NOT? BECAUSE IT'S NOT SPECTACLE. IF YOU DO IT THAT WAY, AND BY THE WAY, WHAT I WILL DO IS CONGRATULATE YOUR GROUP. IN A VERY SARCASTIC FASHION, BY THE WAY. THAT BECAUSE OF WHAT YOU'VE DONE, THOSE BOOKS ARE NOW SOME OF THE MOST DOWNLOADED BOOKS ACROSS THE COUNTRY. AND FOR THE FIRST TIME EVER, THERE'S A BANNED BOOK READING CLUBS BEING SPURRED ALL OVER THE COUNTRY BY KIDS. SO IF THE GOAL WAS TO TAKE BOOKS OUT OF THE HANDS OF KIDS TO READ THEM, YOU HAVE DONE IN INCREDIBLY HORRIBLE, DISGUSTING JOB. SO DON'T COME UP AND PREACH TO ME ABOUT ABOUT OUR ART SCHOOL BOARD. UM BEING DERELICT IN THEIR DUTY OR OR ANY OF THAT. WHAT I WOULD SAY IS GET OUT OF THEIR WAY. LET THEM DO THEIR JOB. AND IF YOU HAVE AN ISSUE WITH SOMETHING GO THROUGH THE PROCEDURE, THAT'S AVAILABLE TO YOU. THAT YOU KNOW. EXISTS. AND STOP. THE RID. REALLY FOR AS YOU AS YOU KNOW, IS, IT'S TOO MOTIVATE VOTER BASE TO TURN OUT IN NOVEMBER UNDER THE GREAT SOUNDBITE. HAVE WE GOT TO SAVE THE CHILDREN? WE NEED TO SAY THAT CHILDREN FROM GROUPS LIKE THE GROUPS THAT ARE SHOWING UP AT OUR SCHOOL BOARD. THOSE ARE MY COMMENTS FOR THE NIGHT AND I GET AN AMEN. HEY, I PLEASE COUNCILMAN PHILLIPS. I'M A PRETTY BIG FAN OF THE STUDENTS AT MCKINNEY INDEPENDENT SCHOOL DISTRICT IN THIS PAST WEEK. I'VE SEEN A COUPLE OF EVENTS UH WHAT MCKINNEY PRODUCERS AND I SAW THE SINGLE GREATEST ACT I'VE EVER SEEN BY SPORTS TEAM IN MCKINNEY'S HISTORY, AND I'VE SEEN A LOT OF GREAT SPORTS HERE IN MCKINNEY. BEEN ON FOR NIGHT MCCAIN HEIST LINES BUT TEAM INVITED THE QANTAS CLUB. LEG. TO COME. THEIR. BALL. WORKED OUT WITH OUR ANGEL LEGS. PLAYERS FOR THOSE OF YOU WHO DON'T KNOW THE ANGEL LEAGUE OR A SPECIAL NEEDS CHILDREN WHO GET THE OPPORTUNITY TO PLAY BASEBALL FOR ONCE IN THEIR LIFE NOBODY LOOKED DOWN ON THEM. THEY'RE NOT THE LAST ONE PICKED THESE KIDS FROM THE BASEBALL TEAM, INCLUDING THE CHEERLEADERS FROM THE HIGH SCHOOL CAME OUT. TOOK PICTURES WITH THE ANGEL LEG BEFOREHAND AND CALLED HIM OUT ON THE PUBLIC ADDRESS SYSTEM. LET THEM RUN THE BASE PAST AND WE'VE GOT TO STAND OUT ON THE FIELD AT THE DIFFERENT POSITIONS WITH THE PLAYERS. THEY TOOK HIM ON TOURS OF THE DUGOUT. IT WAS JUST THE GREATEST SINGLE ACT OF GOOD CHARACTER THAT I HAVE SEEN FROM A TEAM IN MCKINNEY, TEXAS, AND THAT'S THE PRODUCT OF MCKINNEY ISD E. THE DAY BEFORE THAT I WAS AT SPECIAL OLYMPICS AND MOST OF THE COUNCIL WERE THERE FOR THE OPENING CEREMONIES. BUT THERE WAS 800 ATHLETES PLUS OUT THERE, THEY'RE ALL SPECIAL NEEDS, AND THERE'S PROBABLY TWO OR THREE DIFFERENT STUDENTS FROM THE MCKINNEY INDEPENDENT SCHOOL DISTRICT WHO ARE OUT THERE, CHEERING THEM ON MAKING SURE THAT THEY GET THEIR DAY IN THE SPOTLIGHT. AND THESE ARE DETERMINED LITTLE ATHLETES WHO COME OUT THERE AND RUN THAT RACE LIKE IT'S THE ONLY ONE. THEY'RE GONNA GET RUN IN THEIR LIFE, AND SOMETIMES IT IS AND THEY RUN IT FOR ALL THEY'VE GONE AND IT IS SO TREMENDOUS. I DO NOT BELIEVE THAT YOU CAN FIND A GREATER CONCENTRATION OF LOVE THAN IN RON POST STADIUM ON THE DAY OF SPECIAL OLYMPICS. AND IT'S SOMETHING YOU CAN BE PROUD OF. THANK YOU. THANK YOU. I JUST

[01:35:02]

WANT TO PUBLICLY SAY, TOO, THAT I AM IN FULL SUPPORT OF OUR SCHOOL BOARD. MINUS ONE, UM AND ALSO I AM IN FULL SUPPORT OF OUR LIBRARIANS TO HAVE BEEN EDUCATED AND TRAINED TO UNDERSTAND WHAT IS APPROPRIATE AT EACH GRADE LEVEL AND WHAT'S APPROPRIATE AT AN ELEMENTARY, MIDDLE SCHOOL AND HIGH SCHOOL LEVEL. SO I JUST WANTED TO MAKE THAT PUBLIC. UH UH, PROCLAMATION, I GUESS, UM, ALSO WANTED TO THANK EVERYONE WHO CAME OUT TO SUPPORT NEW OUTREACH CHURCH LAST SUNDAY.

THANK YOU. JASON HERNANDEZ, WHO ORGANIZED THE EVENT, BUT WE WERE ABLE TO GO OUT AND SUPPORT THIS COMMUNITY HAS BEEN DOING SOME GREAT GREAT WORK HERE, UM, BE ABLE TO BE THERE PHYSICALLY TO SUPPORT THEM AND OFF ALSO A FINANCIAL SUPPORT. AH! IT WAS GREAT EVENT ON FRIDAY WITH THE SPECIAL OLYMPICS. IT WAS GREAT TO BE A PART OF THAT, AND UM, BUT IN AND JUST WITH THE LOVE AND CONCERN MYTHOLOGY, HIGH SCHOOL KIDS SHOWED TO THE THESE THESE ATHLETES WHO ARE SPECIAL NEEDS IS REALLY JUST A TREAT JUST TO GO AROUND AND WALK AROUND AND SEE HOW THEY'RE TREATED AND HOW THESE KIDS. WHEN PEOPLE ASK ME? WHY WHAT MAKES MCKINNEY SO GREAT I WANT I WISH I HAD A PICTURE OF ALL THE PEOPLE THAT CAME UP WITH THE VERY FRONT. THIS WHOLE THING WAS PACKED WITH PEOPLE AND THAT'S WHAT MAKES MCKINNEY GREAT. IT'S NOT IT'S NOT. THE COUNCIL IS NOT , YOU KNOW PEOPLE WHO ARE IN THE CITY GOVERNMENT OR OR CITY EMPLOYEES. NECESSARILY IT IS THE PEOPLE OF MCKINNEY. BUT IT'S THE PEOPLE OF MCKINNEY. IT'S THOSE WHO WHO, UM, UM HAVE AND THEN THEY WANT TO GIVE AND THEY WANT TO GIVE AND THEY WANT TO GIVE UNTIL THEY DON'T HAVE ANY MORE SOMETIMES. AND SO IT'S A. WHO ARE DISADVANTAGED AND NEED HELP. AND WHERE THE CITY UM UH, PEOPLE CAN COME IN AND HELP THE CITIZENS ARE WONDERFUL. AND SO I APPRECIATE BEING A PART OF THIS GREAT CITY. THAT'S ALL I HAVE. MAYOR IT'S FROM BELLY. THANK YOU, FRANKLIN. I JUST LIKE TO COMMENT ON THE MAYOR'S RESPONSE. AND I'M IN FULL SUPPORT OF THE MCKINNEY SCHOOLS FROM SOMEBODY WHO'S BEEN THROUGH THE SCHOOL SYSTEM. MY KIDS HAVE BEEN THROUGH THE SCHOOL SYSTEM. AND I KNOW MOST OF THE MEMBERS OF THE SCHOOL BOARD. AND WHAT HAD BEEN SAID ABOUT HIM JUST ISN'T TRUE.

AND SO THEY NEED TO KNOW THAT THEY'VE GOT OUR SUPPORT AND I WILL ALWAYS BE HAVE THEIR BACK.

AND SO I GOT NON SCHOOL RELATED COMMENTS TONIGHT. UM ABOUT A YEAR AGO, FRIENDS SAID, WOULD YOU PLEASE PLEASE PLEASE COME AND GIVE BLOOD AT MY BLOOD DRIVE ? I'M HAVING A BLOOD DRIVE. I'M AFRAID NO ONE'S GOING TO SHOW UP. I SAID, YEAH, MAN. I'M GONNA BE THERE AT THAT BLOOD DRIVE. SO I WENT. I WENT TO THAT BLOOD DRIVE, AND I GAVE BLOOD. I WAS PROUD OF MYSELF. AND THEN YOU KNOW, THOSE MONTHS LATER, I GET AN EMAIL. YOU'RE ELIGIBLE TO GIVE BLOOD AGAIN, BUT I NEVER DO IT BECAUSE IT'S ALWAYS OH, WELL. WE GOT A BLOOD DRIVE AT FIRST UNITED METHODIST CHURCH IN THIS AND THEN IT'S FROM 10 TO 2 AND YOU KNOW YOU BUSY. SCOTTY P'S KIND OF RIGHT ACROSS THE STREET FROM, UH, TRADER JOES, AND I WENT IN THERE LAST WEEK, WHICH WHICH IS THE WEEK THEY OPENED AND I HAD TO FOUR O'CLOCK APPOINTMENT CLOSED AT FIVE. I FIGURED I'D SHUT THE PLACE DOWN.

THEN THERE MUST HAVE BEEN 7 TO 10. PEOPLE COMING AFTER ME WHO WERE DOING IT SO AGAIN? UM YOU KNOW WHAT? THAT'S WHAT MCKINNEY IS, BUT TO THE EXTENT YOU YOU CAN GIVE BLOOD IT'S REALLY SOMETHING THAT IS DESPERATELY NEEDED. ESPECIALLY RIGHT NOW WE'VE GOT A PLACE IN MCKINNEY.

IT'S OPEN SEVEN DAYS A WEEK NOW. THANK YOU, MARY. PUBLIC SERVICE ANNOUNCEMENTS SELFISHLY ON BEHALF OF THE CITY, SO WE ARE HIRING FOR BOTH FULL AND PART TIME POSITION, SO PLEASE SPREAD THE WORD. OPEN FULL TIME POSITIONS INCLUDE MAINTENANCE TECHNICIANS, GIS, ANALYSTS EXPERIENCED FIREFIGHTERS AND PARAMEDICS AND MORE PART TIME AND SUMMER OPPORTUNITIES ARE AVAILABLE FOR LIFEGUARDS, CAMP COUNSELORS AND FITNESS SPECIALISTS. YOU CAN FIND OUT MORE AT MCKINNEY, TEXAS DOT ORG FORWARD SLASH JOBS AND THAT'S ALL I ANSWER. MM. I'M JUST GOING TO CLARIFY SOMETHING I SAID, BECAUSE I COULDN'T REMEMBER THE NAME BEFORE AND BEING THAT GROUPS OUT THERE DON'T SEEM TO HAVE TIME TO READ BOOKS. I CAN'T CAN'T THINK THAT THEY'RE GOING

[01:40:05]

TO TAKE TIME TO LOOK UP THE COURT CASE HOUSING FOR INDUCED LET ME GIVE IT TO YOU. BOARD OF EDUCATION VERSUS PICO IN 1982 SUPREME COURT DECISION EXPLICITLY ESTABLISHED, THE DISTRICTS CANNOT ARBITRARILY REMOVED BOOKS BECAUSE IT DISAGREES WITH THE SUBJECT MATTER, WHICH IS WHY DISTRICTS HAVE PUT IN PLACE PROCEDURES THAT THEY HAVE AND IF YOU REALLY HAVE A CONCERN ABOUT A BOOK AND I'M SURE I WILL. AS I FINISH SOME OF THESE BOOKS. UM, GET OFF YOUR BUTT. AND READ THE BOOKS AND DO YOUR DUTY AS A PARENT. IF YOU'RE CONCERNED ABOUT A SPECIFIC BOOK AND GO DOWN AND ASK IT TO BE RECONSIDERED IN THE PROCESS THAT'S AVAILABLE TO YOU , INSTEAD OF ALL THE RIDICULOUS SHENANIGANS. THAT ARE HURTING OUR PUTTING OUR YOUTH HURTING OUR SCHOOLS, AND I'LL SAY THAT WHEN I SAY HURTING OUR SCHOOLS AND HURTING, UM OR STUDENTS.

WHAT I MEAN IS I GET THE LETTERS AND CALLS AND I TALKED TO TEACHERS THAT HAVE BEEN IN THE PROFESSION FOR 38 YEARS THAT ARE NOW GOING TO LEAVE THE PROFESSION BECAUSE QUITE FRANKLY, THEY JUST CAN'T TAKE IT. THEY'VE BEEN THROUGH ENOUGH OF THE LAST COUPLE OF YEARS THROUGH COVID. AND NOW ALL THIS STUPIDITY. UM THAT BY PEOPLE THAT KNOW THE TRUTH, BUT THEY HAVE A DIFFERENT AGENDA. IT'S POLITICAL SO THEY'RE BRINGING WEAPONIZING OR SCHOOLS AND TEACHERS AND KIDS AND THEY'RE JUST DONE, YOU KNOW, THEY SAY POLITICIANS, YOU CAN'T GET GOOD PEOPLE TO RUN IN POLITICS FOR OFFICE BECAUSE THEY DON'T WANT TO GO THROUGH THE CRAP. AND NOW WE HAVE YOU'VE SUCCESS, NOT YOU , BUT WELL, YOU'RE PART OF IT. PEOPLE HAVE SUCCESSFULLY CREATED THAT SITUATION FOR TEACHERS NOW AND EDUCATORS WHO ARE SAYING YOU KNOW WHAT? I DON'T NEED THIS CRAP. YOU GOT PEOPLE LIKE HARVEY HAWASS, WHO DEDICATED THEIR LIFE TO CHILDREN. CHAD GREEN. GIVE ME A BREAK. GOD FORBID THAT I HAVE TO ENTRUST MY KIDS TO THE CHAD GREENS OF THE WORLD. AND I SAY THAT BASED ON HIS BEHAVIOR BUT YOU GIVE ME A HARVEY TO WACA. AND I'LL GIVE EVERY KID I'VE GOTTEN IN THE NEXT FIVE GENERATIONS TO A MAN LIKE THAT CARES ABOUT CHILDREN HE CARES ABOUT ARE OUR YOUTH. AND TO PUT THEM UNDER ATTACK AND MAKE SOME STATEMENT THAT THEY ARE DOING

[ACTION ON EXECUTIVE SESSION ITEMS]

DAMAGE IS JUST AS STUPID STATEMENT IS. I THINK I'VE HEARD SO WITH THAT. I'M SORRY WE HAVE TO DO WE HAVE TO CIRCLE BACK AND TOO QUICK MOTIONS. UM THE HOST AMENDMENT. WE NEED THE MOTION FOR THE APPROVAL OF THAT IS DISCUSSING EXECUTIVE SESSION AND THE MCKINNEY HUB 1 21 WILL NEED TO BE SEPARATE MOTIONS. AS THEY WERE DISCUSSED IN EXECUTIVE SESSION. MAKE A MOTION THAT WE APPROVED THE AGREEMENTS REACHED AN EXECUTIVE SESSION REGARDING LAHORE OST. SECOND ALL IN FAVOR.

I. IS THERE A MOTION TO APPROVE THE MCKINNEY HUB 1 21 AMENDMENT IS DISCUSSION EXECUTIVE SESSION THERE IS THAT MOTION AND I'M MAKING IT I'LL SECOND IT. ALL IN FAVOR. AYE. MOTION TO ADJOURN SOME OF. AWAY FROM MY PSYCHOLOGY , YOU
