SESSION. FIRST ORDER OF BUSINESS IS PUBLIC COMMENTS ON AGENDA ITEMS. I BELIEVE THERE IS SOMEBODY THAT FILLED OUT A CARD. CONNOR. WONDER. HOW DO YOU PRONOUNCE YOUR LAST NAME? ROOM AND YOU'LL GIVE YOUR ADDRESS, PLEASE. FOR THE RECORD THAT BE GREAT. DOWN SOUTH TENNESSEE STREET. UM I'M HERE. I HAVE SOME COMMENTS ON THE PRESENTATION THAT WILL BE LOOKING THROUGH TODAY. UM, I TOOK SOME OF MY OWN TIME AND LOOK THROUGH IT. THERE'S THREE OPTIONS THAT WILL BE TALKING ABOUT TODAY. I HAVE SOME COMMENTS ON THE FIRST OPTION THAT I WOULD LIKE TO MAKE SURE THAT WE TAKE INTO ACCOUNT AS WE'RE LOOKING AT THIS CONNECTION. UM THE FIRST OPTION WILL SEE IN THE RENDERS IT CALLS FOR ADDITIONAL AUTOMOBILE TRAVEL LANES ALONG HIGHWAY FIVE NEAR THE VIRGINIA AND LOUISIANA INTERSECTIONS. UM. THIS INCREASE IN ALLOCATIONS BASED AUTOMOBILES . I'M CONCERNED THAT IT WILL LIMIT IN THE FUTURE THE POSSIBILITY TO INTRODUCE SIDEWALKS, MULTI USE PATHS AND DEDICATED BIKE PATHS IN THE FUTURE. UM THE OTHER TWO OPTIONS DON'T SEEM TO HAVE THAT LIMITATION. UM SO THAT ISSUE WITH OPTION ONE. I THINK I REALLY LIKE TO CALL ATTENTION TO THAT. UM ALSO WITH THAT FIRST OPTION, IT FEELS TO ME LIKE A HIGHWAY UNDERPASS. UM I FEAR THAT THE DESIGN WHEN I LOOK AT THE RENDER THE BYPASS OF THE INTERSECTION WITH THREE TRAFFIC , I THINK IT WILL ENCOURAGE INCREASED AUTOMOBILE TRAVEL SPEEDS. WHICH WILL GENERATE ADDITIONAL NOISE POLLUTION AND NEGATIVELY IMPACT THE SAFETY OF PEOPLE OUTSIDE OF CARS. I KNOW IT'S GOING THROUGH A DEPRESSION WHICH SHOULD KIND OF HELP WITH THE NOISE POLLUTION PROBLEM, BUT THE INCREASED SPEED THAT ALWAYS GENERATES NOISE POLLUTION.ANOTHER THING ABOUT THIS OPTION THAT I FIND CONCERNING IS THAT IT SEEMS BASED ON THE RENDERS THAT IT WILL REQUIRE, OR NEARLY REQUIRE A CONVERSION OF ONE WAY. TWO WAY OF LOUISIANA AND VIRGINIA. ON I DON'T WANT TO SAY THAT I AM STRONGLY AGAINST THAT BECAUSE I DO NOT KNOW WHAT THE MOTIVATIONS ARE FOR IT. BUT AS A PEDESTRIAN, UM, THINKING ABOUT THOSE STREETS BEING TWO WAY THROUGH THE SQUARE, IT SEEMS A BIT MORE FORMIDABLE TO TRY TO CROSS THEM ONE WAY STREETS. THEY FEEL A BIT EASIER TO CROSS THE PEDESTRIAN. BECAUSE THE COMPLEXITY OF THE TRAFFIC IS LOWER. SO YOU'RE STANDING ON A SIDEWALK. YOU WANT TO CROSS? YOU REALLY ONLY HAVE TO LOOK ONE WAY. THE CARS ARE ONLY COMING FROM ONE WAY, SO THERE'S NOT TWO DIFFERENT SOURCES OF TRAFFIC COMING THROUGH. UM SO, YES, I HAVE THOSE FEW ISSUES WITH OPTION ONE. ANOTHER THING I WANTED TO BRING UP. THIS IS MY LAST POINT. UM I WOULD LIKE TO POTENTIALLY SEE INCREASED CONNECTIVITY OUTSIDE OF JUST THAT ONE INTERSECTION. UM I PERSONALLY I LIKE TO CROSS AT DIFFERENT POINTS AT HIGHWAY FIVE. I HAVE SOME FRIENDS WHO LIVE EAST OF HIGHWAY FIVE. THEY DON'T REALLY FIND IT CONVENIENT TO USE THAT INTERSECTION. THE LIGHT TAKES A LONG TIME THEY HONESTLY FIND THEY CAN GET ACROSS EASIER BY JUST STANDING ON THE SIDE OF THE ROAD AND THEN GOING FOR IT. WHEN THE TRAFFIC COMES DOWN. I'VE SEEN PEOPLE WHO LOOK LIKE THEY'RE JUST TRYING TO GET TO WORK ACROSS HIGHWAY FIVE. IT LOOKS VERY UNCOMFORTABLE. SO SOMETHING THAT I'VE SEEN IN THE CITY OF AUSTIN THAT I REALLY LIKED. I LIVED THERE FOR A WHILE, UM. WHAT FINISHED THAT SENTENCE IF YOU LIVE THERE FOR A WHILE, WHEN I WAS IN COLLEGE, THEY HAVE, UM PEDESTRIAN TRAFFIC LIGHTS THERE THE WAY THESE FUNCTIONS ARE, I BELIEVE FAIRLY SIMILAR TO A FIRE STATION. LIGHT AWARE THERE ARE ALWAYS GREEN OR THEY'RE ALWAYS OFF. THEY'RE NOT IMPEDING AUTOMOBILE TRAFFIC THERE ACTUALLY MINIMALLY IMPACTING VEHICULAR MOBILITY BECAUSE THE CARS ARE JUST GOING AND WHEN YOU DO HAVE A PEDESTRIAN WILL WALK UP THE PRESS THE BUTTON AND IT WILL CYCLE TO READ. AND SO THE THING THAT PEDESTRIANS ARE ALREADY DOING CROSSING THE STREET IN PLACES WHERE THEY WANT TO. WILL BE ABLE TO HELP THEM DO THAT, AND WE'LL BE ABLE TO HAVE THEM DO IT SAFELY ON A ROAD THAT IS ALREADY PRETTY DANGEROUS. TO OUR SESSION ISLAND HIGHWAY FIVE. DOWNTOWN PEDESTRIAN CONNECTION. FEASIBILITY. STUDY UPDATE CARRY GRAHAM THANK YOU, MAYOR. GOOD AFTERNOON, MAYOR. CITY COUNCIL MEMBERS. GARY GRAHAM, DIRECTOR OF ENGINEERING. WE ARE EXTREMELY EXCITED TO BE HERE TODAY TO TALK ABOUT OUR HIGHWAY FIVE PEDESTRIANS, CONNECTION STUDY. AND SO GOT IN THIS READY TO GO. HERE WE GO. SO FIRST OFF. AS WE DIG INTO THIS, THIS FEASIBILITY STUDY. WE HAD SOME MAIN OBJECTIVES FIRST. WE WANT TO MAKE SURE WE INVESTIGATED BEST IN CLASS FEASIBLE ALTERNATIVES FOR YOU TO CONSIDER. WE WANTED EACH OF THOSE ALTERNATIVES TO LOOK AT THESE MAIN OPTIONS. ONE, CONNECT EAST AND WEST OF HIGHWAY FIVE. WE WANT TO RECONNECT THE COMMUNITIES THERE. WE WANT TO ENABLE A SAFE CROSSING ACROSS THE HIGHWAY FIVE CORRIDOR. WE WANT TO ENRICH THE COMMUNITY AND THEN ALSO ENHANCE THE DOWNTOWN AREA AS A WHOLE. A QUICK OVERVIEW OF THE PRESENTATION.I'M NOT GONNA READ THESE THROUGH THERE. YOU CAN SEE THEM. AND THEN SO ON OUR OVERVIEW OF THE STUDY IS FIRST AND WAITERS. THE TEAM WE HAVE ARE GREAT. CROSS FUNCTIONAL TEAM OF CITY STAFF, UM, RANGES FROM MAIN STREET ENGINEERING PLANNING FIRE DEPARTMENT'S BEEN INCLUDED, UM, MANAGER'S OFFICE REALLY A GREAT TEAM, MAKING SURE THAT ALL ASPECTS OF THE COMMUNITY BEING LOOKED AT AS WE EVALUATE THESE DIFFERENT OPTIONS. WE HAVE THE COGS STAFF MEMBERS AS PART OF THIS TEAM, THEY ARE ACTUALLY HELPING FUND. THIS STUDY. UM THROUGH OFFSETTING SOME FEES THROUGH ANOTHER ANOTHER GRANT PROGRAM. BUT THEY KEEP MAKING THE CITY HOLE ON AS WE EVALUATE THIS ALTERNATIVE. AND THEN THE LAST WE HAVE OUR DESIGN TEAM. CAN WE HORN? WE HAVE THREE OR FOUR STAFF MEMBERS HERE FROM KIM LEE HORN. THEY HAVE BEEN A GREAT RESOURCE. I'VE DONE A FANTASTIC JOB. WE'RE EXCITED TO SHOW YOU THE HARD WORK THEY HAVE DONE. THE MAIN ELEMENTS THAT ARE SCOPE INCLUDED THE FIRST DEVELOPING AND A EVALUATION CRITERIA. SO AS WE LOOK AT THESE DIFFERENT ALTERNATIVES, WE WANT TO MAKE SURE WE HAD A CRITERIA THAT YOU CAN EFFECTIVELY EVALUATE. EACH ALTERNATIVE AGAINST ONE AGAINST THE OTHER. WE'RE LOOKING AT FOUR DIFFERENT ALTERNATIVES.
SCENARIOS WERE ALSO DOING THE ENGINEERING EVALUATION, HIGH LEVEL ENGINEERING EVALUATION OF EACH ONE OF THOSE TO MAKE SURE THAT EACH ONE OF THESE OPTIONS IS FEASIBLE. THE LAST PART OF OUR MAJOR PART OF OUR SCOPE IS PUBLIC OUTREACH, WHICH WILL BE MOVING INTO LATER THIS SUMMER.

WE WANT TO PROVIDE A COMMUNITY CENTER DESIGN. THAT KIND OF REALLY AMPLIFIES WHAT WE'RE TRYING TO ACHIEVE IN DOWNTOWN. WE WANT TO CONNECT THE COMMUNITY THAT WAS DISCONNECTED WHEN HOW IF I WAS ORIGINALLY CONSTRUCTED BACK IN THE FIFTIES AND SIXTIES. AND THEN AGAIN, WE WANT TO ENHANCE THE DOWNTOWN MAKE THIS A FOCAL POINT AND PROVIDE ANOTHER GATHERING SPACE FOR THE COMMUNITY. AND THEN LASTLY, WE WANTED TO MAKE SURE EACH ONE OF THE DESIGN CONCEPTS WE LOOKED AT WAS TECHNICALLY FEASIBLE, ALSO PHYSICALLY SUSTAINABLE. SO THE FUN PART AND WHAT YOU REALLY WANT TO BE. HERE IS THE DIFFERENT ALTERNATIVES. SO AS OUR DESIGN CONSULTANTS PUT THIS TOGETHER. THEY WANTED AN INSPIRATION. THIS PARTICULAR CASE IT'S WAVES AND THEY ALSO WANT TO KIND OF A PRECEDENT. WHERE HAVE THEY SEEN THIS IN REAL LIFE TODAY? AND SO FOR THE DECK PARK OPTION, THERE WAS PACIFIC PLAZA IN DALLAS REPRESENTED THAT WAVE CONCEPT.
