WE HAD A TOTAL OF TWO POINT 4,540,000 THAT WAS FOR COMMUNITY GRANTS AND PROJECTS. 1.5 MILLION OF IT WAS FOR A PARK RELATED PROJECTS.AND A LITTLE OVER 300,000 WAS FOR THE TOUGHEST PROJECT OVER THERE. MOVING ON TO SALES TAX.
UM YEAR OVER YEAR. THIS IS A MARCH COLLECTIONS IS ACTUALLY FOR THE MONTH OF JANUARY CELLS.
SO WE HAD A 17.3% INCREASE YEAR TO DATE THAT 17.8% INCREASE. AND I USUALLY UP HERE. JUST TELL Y'ALL THAT PER PERCENT INCREASES AND I USUALLY DON'T REALLY SHOW YOU WHAT THAT ENDS UP. BEING FREE. THE NEIGHBORHOOD PRESERVATION STUDY THE STREET PROJECTS THE HIGHWAY FIVE RECONSTRUCTION. THERE'S SO MANY THINGS HAPPEN ON THE EAST SIDE. IT'S REALLY EXCITING. WE HAD AN ESTIMATE OF OVER 200 PEOPLE IN ATTENDANCE. SO THAT WAS VERY GOOD. HAVE YOU BEEN TO MANY PUBLIC MEETINGS IN MY CAREER? THAT IS A TREMENDOUS NUMBER OF PEOPLE TO SHOW UP. UH A LOT OF THINGS HAPPENING OVER THERE. I THINK PAUL AND HIS LAST UPDATE TALKED ABOUT US MOVING THROUGH OUR CONSTRUCTION DOCUMENT PHASE WHERE ALMOST 50% CONSTRUCTION DOCUMENTS ON CITY HALL. THAT'S AN EXCITING MILESTONE OR GETTING THE PRICING IN PLACE AND CAPITAL STACK FOR THE BUILDING. RIGHT NOW, IT LOOKS LIKE IT'S GOING TO BE ABOUT $97 MILLION CITY HALL THAT INCLUDES THE BUILDING ITSELF. THE PARKING THE PLAZA. AND THE SURROUNDING INFRASTRUCTURE, SO THAT'S REALLY EXCITING. WE ARE STILL LOOKING TO GO TO CONSTRUCTION AROUND THE END OF SEPTEMBER. 1ST PART OF OCTOBER WITH 24 MONTHS OF CONSTRUCTION. I WALKED OVER THERE. LOUISIANA STREET IS MOVING TOWARDS CONSTRUCTIONS ARE WE'RE GOING TO START TO SEE A LOT OF DIRT FLYING OVER THERE. LOT OF EFFORTS LED TO THIS POINT AND SO IT'S REALLY EXCITING TO SEE THINGS STARTING TO MOVE. UM OTHER THINGS. QUASI EAST SIDE EVEN FURTHER EAST SIDE THE FBO TERMINAL. THE AIRPORTS I'D LIKE TO SAY IT'S LIMPING TOWARDS COMPLETION. THIS HAS BEEN A PROJECT HAVE MANY YEARS AND A LOT OF PICKUPS AND STARTS AND STOPS, BUT IT'S GETTING THERE. I TOURED THE BUILDING SATURDAY MORNING. THEY'RE STARTING TO PUT THE FINISHING TOUCHES ON THE BUILDING, SO THAT'S REALLY EXCITING TO SEE WHERE THE HOPEFUL TO MOVE INTO THE NEW FBO TERMINAL. IT'S GOING TO BE A TREMENDOUS ASSET FOR THE AIRPORT AND FOR THE COMMUNITY BECAUSE THAT'S THE FRONT DOOR. PEOPLE SEE A LOT OF OUR CORPORATE ENTITIES THAT ARE FLYING THROUGH TK THEY THEY'RE FRONT ORDER TO MAKE ANY. THEIR FIRST IMPRESSION IS GOING TO BE VERY POSITIVE WITH THAT BUILDING. AH I KNOW THERE'S AN UPDATE LATER ON THE BYRON NELSON GOLF TOURNAMENT, BUT JUST FROM THE CITY STANDPOINT, UH, WE'VE BEEN WORKING WITH THE TOURNAMENT WITH THE GOLF COURSE. AND WITH OUR STAFF ON MONTHS LITERAL MONTHS OF CONSTRUCTION OUT AT THE GOLF COURSE. SO IF YOU'VE EVER BEEN TO THE TPC CRAIG RANCH DURING THE NON TOURNAMENT TIME YOU WOULD NOT RECOGNIZE IT DURING THE TOURNAMENT AND ALL OF THE STRUCTURES AND PAVILIONS AND SWEETS AND CONCESSIONS AND EVERYTHING THAT GETS BUILT IN OUR FIRE DEPARTMENT AND BUILDING INSPECTIONS DEPARTMENT HAS BEEN SPENDING A LOT OF TIME OUT THERE PERMITTING, INSPECTING, MAKING SURE EVERYTHING IS SAFE. WE'RE IN THE PHASE WHERE WE ARE BEGINNING TO MEET WITH OUR DEPARTMENTS TO UNDERSTAND THEIR NEEDS AND THE REQUEST FOR THE YEAR. THAT'S A BIG TRANSITION INTO DEVELOPING THE WHAT WE CALL THE CITY MANAGER'S BUDGET THAT THEN GETS HANDED TO THE CITY COUNCIL AND BECOMES A CITY COUNCIL'S BUDGET . BUT FIRST WE HAVE TO MEET WITH ALL OF THE DEPARTMENTS. THAT PHASE IS ONGOING. AND THEN THE OTHER EFFORT THAT THE COUNCIL DOES ANNUALLY AS A STRATEGIC PLAN. THEY CREATE THE GOALS AND STRATEGIES FOR THE CITY OF MCKINNEY, THEY HANDED OFF TO THE CITY MANAGER'S OFFICE WITHIN WORKS WITH THE DEPARTMENTS TO FILL IN ALL THE BLANKS. THAT UNDERSTAND THE BIG GOALS AND THEN FILL IN ALL OF THIS STRATEGIES AND EFFORTS THAT ARE GOING TO GO ON THIS YEAR TO ACHIEVE THOSE GOALS. SO THAT'S WHERE WE'RE WORKING ON RIGHT NOW TO MAKE SURE THAT WE HAVE ALL OF THE SMALL STEPS THAT ACHIEVE THE BIG GOALS. SO THAT IS SOMETHING THAT'S UNDERWAY. ONE OF THE THINGS THAT WAS DISCUSSED DURING THAT IS MOVING FORWARD, WHICH IS THE HIGHWAY FIVE DEC. PARK THAT'S BEEN SPOKEN OF FOR SOME TIME NOW. THE COUNCIL HAD A WORK SESSION. THIS WEEK. GET A BRIEFING FROM THE CONSULTANTS. AND RIGHT NOW THERE ARE THREE OPTIONS. ONE WOULD BE A DECK PARK VERY SIMILAR TO WHAT YOU SEE CLYDE WARREN. THE SECOND OPTION IS ACTUALLY KIND OF A SUBTERRANEAN OR SUNKEN PARK THAT GOES UNDER THE ROADWAY WITH A WIDE, UM YOU KNOW, NOT JUST A NARROW TUNNEL THAT SEEMS SCARY, AND YOU DON'T WANT TO BE DOWN THERE, BUT REALLY WIDE OPEN, EXPANSIVE SPACE THAT WOULD GO UNDER HIGHWAY FIVE TO PROVIDE THAT CONNECTION. SO THOSE ARE GOOD DISCUSSIONS THEIR LIVELY DISCUSSIONS, BUT THERE ARE ALSO UM, A GOOD PRODUCT AND A GOOD OUTCOME OF THE DISCUSSIONS THAT WE HAVE, SO I JUST WANTED TO MAKE THAT KNOWN THAT IT'S NOT JUST THE COMMUNITY MEETINGS, BUT THAT YOU GUYS HAVE MADE A VERY CONCERTED EFFORT TO DO SO BY ZOOM. WITH THE TEAM OF LIAISONS, SO WE'RE VERY APPRECIATIVE. WE HAVE A REALLY GOOD GROUP OF LIAISONS THAT DEDICATE A LOT OF TIME TO HELP STAFF AS WE'RE DEVELOPING PROGRAMS OR KIND OF RECEIVING FEEDBACK AFTER PROGRAMS AND SO AH HAS BEEN A VERY SUCCESSFUL EFFORTS SO FAR, BUT WE'VE GOT A LOT OF WORK AHEAD OF US. SOME OF THE EFFORTS WERE REALLY WORKING ON FOCUS AROUND THE NEIGHBORHOOD PRESERVATION STUDY RIGHT NOW. AND THE IMPORTANCE OF WOW. WE'RE IMPROVING SOME OF THE AGING INDUSTRIAL PROPERTIES, MAKING SURE THAT WE DON'T DAMAGE THE NEIGHBORHOODS. ON CDC STRATEGIC PRIORITIES FOR FY 23. I THINK RICK IS GOING TO TAKE THE LEAD ON THIS. SO WE MET LAST FRIDAY, APRIL. 22ND HAVE SAID THAT AT THE APEX AND WITH THE IDEA OF DOING OUR ONCE A YEAR MEETING ON DETERMINING STRATEGIC PRIORITIES AND OTHER PROCEDURAL CHANGES, OR THINGS THAT WE'D LIKE TO CONSIDER AS A BOARD AFTER THE UPCOMING YEAR. OVER THE LAST THREE OR FOUR YEARS. WE'VE HAD BASICALLY AROUND 11 OR 12 DIFFERENT STRATEGIC PRIORITIES, SOME OF WHICH HAVE BEEN ADDRESSED OVER THE LAST FEW YEARS, SOME OF WHICH STARTED TO RUN INTO EACH OTHER. SO WE MADE THE COLLECTIVE DECISION TO COMBINE SOME OF THOSE PRIORITIES. AH REMOVE A FEW OTHERS, MAYBE CLARIFY AND ADD TO SOME. AND IN THE END, WE CAME UP WITH SIX PRIORITIES THAT WE AGREED ON ON FRIDAY. THEN WE'RE GOING TO MEET IN ANOTHER MONTH AND CONTINUE THE DISCUSSION THAT WE HAD ON DIFFERENT PROCEDURAL IDEAS, POLICY IDEAS AND THINGS LIKE THAT, AND WE'LL PRESENT WHAT THOSE ARE PROBABLY IN ANOTHER MONTH AFTER THAT, BUT YEAH, SO ANYWAY, THESE ARE THE PRIORITIES . UH THEY'RE ALL SELF EXPLANATORY, REALLY, AND QUITE OBVIOUS WHEN YOU CONSIDER THE TYPES OF PROJECTS THAT WE ARE ARE REVIEWING TOGETHER, BUT I'LL JUST GO THROUGH THEM LOW INCOME HOUSING, WHETHER IT'S THROUGH GROUPS LIKE HAVE TOUGH HUMANITY OR CITY CITY HOUSING AUTHORITIES THINGS LIKE THAT. MULTI USED MIXED USE DESTINATION ENTERTAINMENT PROJECTS. WE JUST SOMETHING LIKE ONE DISTRICT, 1 21 WOULD FALL INTO THAT. OR ANY OTHER DIFFERENT PROJECTS THAT MIGHT BE EVEN UM, WHEN WE SAY DESTINATION ENTERTAINMENT, WE TALK ABOUT POTENTIAL FOR GETTING , UH, DIFFERENT TYPES OF CENTERS OR GATHERING PLACES THAT WILL DRAW TREMENDOUS AMOUNT OF TRAFFIC INTO THE CITY. MCKINNEY HISTORIC CULTURAL DISTRICT SUPPORT EAST SIDE DEVELOPMENT. ALL THAT STUFF THAT WE DO, UH, THAT WE WORK WITH THE DIFFERENTY GROUPS THE DEVELOPMENT PROJECTS IN THE EAST SIDE. SOMETHING LIKE TOPS WOULD FALL INTO THAT. WELL.TAPS WOULD ALSO FALL INTO DESTINATION ENTERTAINMENT AS WELL. PARKS AND OPEN SPACE DEVELOPMENT, PRESERVATION OF OPEN SPACE AND NATURAL AREAS. UH WHEN YOU ACTUALLY LOOK AT THE AMOUNT OF MONEY THAT WE SPEND OVER THE LAST 20 YEARS, UH, BASED ON SOME INFORMATION THAT CINDY GAVE US PARKS IS A HUGE PORTION OF THAT, AS IT SHOULD BE GIVEN THE NATURE OF OUR BOARD AND BECAUSE WE'RE TALKING ABOUT QUALITY OF LIFE AH, SO OBVIOUSLY THAT'S A CONTINUED TO BE A HUGE PRIORITY AND CONTINUE THE GREAT PARTNERSHIP THAT WE HAVE WITH MIKE AND HIS TEAM ON THAT. AND NOT JUST THE DEVELOPMENT BUT ALSO THE INVESTMENT THAT MIGHT BE REQUIRED AND SUPPORT TO PRESERVE OUR UNIQUE BY NATURE ELEMENT AND THE NATURAL. AND NOT OPEN SPACES. COMMUNITY GATHERING FACILITY. UM A LOT OF TIMES WHEN WE'RE WORKING WITH PARKS, AND WE'RE LOOKING WORKING WITH DEVELOPMENT. IT'S ALWAYS ON A LOT OF WHAT EVERYBODY HAS INTEREST IN AND NATURALLY COMES BEFORE US, PARTICULARLY AS RELATES TO PARKS USUALLY INVOLVES SPORTS. MAKING SURE THAT WE'RE MAKING INVESTMENTS TO THE EXTENT THAT WE CAN WITHIN OUR BYLAWS, BOTH FOR BRICK AND MORTAR, BUT ALSO PROGRAMMING AND EVENTS THAT ARE ENCOURAGING AND DEVELOPING PEOPLE GETTING TOGETHER NOT JUST FOR SPORTS, BUT YOU KNOW, CULTURAL DEVELOPMENT, YOUTH DEVELOPMENT, THINGS LIKE THAT, AND TO THE EXTENT THAT THERE ARE FACILITIES AND PROGRAMMING THAT
