LIKE TO SEE PEOPLE EXCITED ABOUT TRAVEL. WHEREAS NATIONAL TRAVEL AND TOURISM WEEK IS AN ANNUAL TRADITION FOR THE U. S TRAVEL COMMUNITY WHEN TRAVEL AND TOURISM PROFESSIONALS ACROSS THE COUNTRY UNITE TO CELEBRATE THE IMPACT THAT TRAVEL HAS ON OUR ECONOMY, BUSINESSES, COMMUNITIES AND PERSONAL WELL BEING. WHEREAS THE PAST TWO YEARS HAVE BEEN THE HARDEST THE TRAVEL INDUSTRY HAS EVER FACED WITH LENGTHY CLOSURES , RECORD JOB LOSS, DIFFICULTY AND REHIRING AND UNCERTAINTY AND ANXIETY, LIFE WITHOUT TRAVEL AND IN PERSON CONNECTIONS WAS HARD FOR THIS REASON. TRAVEL INDUSTRY IS SETTING OUR EYES ON THE FUTURE. THE HASHTAG FUTURE OF TRAVEL. WHEREAS TRAVELS IN THE CENTRAL ECONOMIC DRIVER FOR BUSINESSES AND COMMUNITIES ACROSS OUR COUNTRY AND THE FUTURE OF TRAVEL IS HELPING FACILITATE OUR RECOVERY. AND WHEREAS BEFORE THE PANDEMIC TRAVEL GENERATED $2.6 TRILLION IN ECONOMIC OUTPUT, SUPPORTED 17 MILLION JOBS AND DELIVERED A $51 BILLION TRADE SURPLUS TO THE U. S. IT IS CLEAR THE CRITICAL ROLE OF THE INDUSTRY WILL PLAY IN DRIVING AMERICA'S RECOVERY. PRESIDENT 2021 MCKINNEY, TOURISM CONTRIBUTED 10.1 MILLION AND LOCAL TAXES, 2100 LOCAL JOBS IN TOURISM AND HOSPITALITY AND 220 MILLION IN DIRECT TRAVEL, SPENDING MY VISITORS TO MCKINNEY PUTTING ROUGHLY $400 BACK INTO EVERY HOUSEHOLD BUDGET AND BEING EQUIVALENT TO HIRING 250 POLICE OFFICERS OR 270, FIREFIGHTERS. WHEREAS THE NATIONAL TRAVEL AND TOURISM WEEK MAY 1ST THROUGH 7TH 2020 TO VISIT MCKINNEY RECOGNIZES THE FUTURE OF TRAVEL AND THE CRITICAL ROLE OUR INDUSTRY WILL PLAY IN REBUILDING OUR LOCAL ECONOMY. FOSTERING SUSTAINABILITY, USHERING AND NEW INNOVATIONS AND RECONNECTING AMERICANS TO EACH OTHER AND THE WORLD. IT'S NOT EASY. IT'S COMPETITIVE, SO THANK YOU FOR DOING IT. ALRIGHT. THE HISTORIC PRESERVATION COMMISSION. COME ON. WHEREAS HISTORIC PRESERVATION IS AN EFFECTIVE TOOL FOR MANAGING GROWTH, REVITALIZING NEIGHBORHOODS, FOSTERING LOCAL PRIDE, EDUCATING OUR CHILDREN AND MAINTAINING COMMUNITY CHARACTER WHILE ENHANCING LIVABILITY. OR AS HISTORIC PRESERVATION IS RELEVANT FOR COMMUNITIES ACROSS THE NATION, BOTH URBAN AND RURAL AND FOR AMERICANS OF ALL AGES, ALL WALKS OF LIFE AND ALL ETHNIC BACKGROUNDS. THE UPDATED LIBRARY LONG RANGE PLAN. GOOD AFTERNOON, MAYOR AND COUNCIL SPENCER SMITH, DIRECTOR OF LIBRARIES FOR THE CITY OF MCKINNEY. I'M GOING TO WALK YOU THROUGH THIS 53 PAGE DOCUMENT PAGE A MINUTE IS GOOD, RIGHT? THAT'S WHERE WE'RE SET. MOVE QUICKLY. SO WE, THE LIBRARY SETS THE STRATEGIC PLAN OR LONG RANGE PLAN EVERY FIVE YEARS, AND WITH THE LAST ONE COMING UP, IT WAS DUE TO BE REVISITED AND REVAMPED. UM JUST TO START WITH OUR MISSION AND OUR VISION THAT WE SERVE OUR COMMUNITY BY PROVIDING ACCESS TO MATERIALS AND EXPERIENCES THAT EDUCATE, INFORM AND ENTERTAIN. WE BUILD RELATIONSHIPS AND IMPACT LIVES THROUGH DISCOVERY, LEARNING AND FUN. SO AS WE BUILT OUT THIS PLAN, EVERYTHING TIED BACK TO COUNCIL GOALS AND TIED BACK TO THOSE MISSION AND VISION AS WE GO THROUGH. THE PURPOSE OF THE PLAN IS FIRST OFF THE STATE LIBRARY MANDATES. WE HAVE ONE, SO THAT'S ALWAYS GOOD WHEN YOU HAVE TO DO SOMETHING. BUT IT ALSO REALLY HELPS GUIDE US IN WHICH DIRECTION WE WENT AHEAD AS THINGS COME UP ALONG THE WAY.

THE GOALS THIS YEAR AT THIS PLAN . WE LEARNED A LOT FROM THE LAST PLAN. THEY WEREN'T AS SMART AS WE THOUGHT THEY WERE, SO WE REALLY WANTED TO FOCUS TO MAKE SURE THESE ARE ALL REALLY SMART, ATTAINABLE GOALS FOR US AT THE CITY WITH THE RESOURCES WE HAVE NOW. IN THE LAST PLAN. WE TALKED A BIT ABOUT STAFFING. I JUST WANT TO SAY IN THOSE INTERIM YEARS, STAFF HOURS HAVE INCREASED BY ROUGHLY 10% AT THE LIBRARY, SO WE'RE NOT GOING TO TALK ABOUT STAFFING ANYMORE.

WE'RE NOT GOING TO TALK ABOUT ADDITIONAL FACILITIES, AND WE'RE NOT GOING TO TALK ABOUT ADDITIONAL BUDGET. THOSE ARE ALL THINGS THAT WE FELT KEPT US FROM HAVING OUR SMART GOALS. SMART WE WANTED TO DO THINGS WE COULD FOCUS ON NOW AND LEVERAGE THOSE OPPORTUNITIES WHEN THEY ARISE.

UM A LITTLE HISTORY OF THE LIBRARY. THERE'S BEEN A PUBLIC LIBRARY MCKINNEY SINCE 1928.

THEY USED TO HAVE A $1 MEMBERSHIP FEE, AND THEN IT ACTUALLY BECAME A CITY DEPARTMENT MUCH LATER AND HAD SEVERAL LOCATIONS AROUND THE DOWNTOWN AREA. AND THEN, MOST RECENTLY, OF COURSE, JOHN AND JUDY GAZE EXPANSION TO HAVE TWO FULL BRANCHES, ROUGHLY BOTH ABOUT 35,000 SQUARE FEET. THE POPULATION. AS WE ALL KNOW HAS INCREASED DRAMATICALLY. I WOULD LIKE TO MAKE A NOTE. IF YOU READ THESE PAGES LATER, YOU'LL NOTICE THERE ARE DIFFERENT NUMBERS FOR DIFFERENT POPULATIONS. THOSE ARE FROM DIFFERENT SOURCES. SO THE STATE LIBRARY ASSIGNS AS A POPULATION INDEPENDENT OF OUR CITY POPULATION. SO WHEN WE'RE COMPARING THINGS SOMETIMES IT DOESN'T SEEM LIKE APPLES TO APPLES BECAUSE WE'RE COMPARING THE SAME SOURCE WHEN WE COMPARE THOSE AND BUT LIBRARY USES WHAT I WANT TO POINT OUT HERE. TOTAL CUSTOMER SERVICE USAGE SHOW EVERYTHING PEOPLE COME AND DO IS UP 16% UP TO 2019. WE'RE CHEATING A LITTLE BIT AND NOT COUNTING THE PANDEMIC YEARS WHERE WE SAW A HUGE DROP IN USE FOR A PERIOD OF TIME. UM BUT TOTAL CIRCULATION WAS UP 24% AND ADULT CIRCULATION WAS THAT 51% SO WE'RE NOT SLOWING DOWN.

YOU'LL SEE A COMPARISON OF OTHER LIBRARIES IN THE APPENDICES. THESE ARE THE LIBRARY. THE CITIES WHOSE LIBRARIES WE COMPARE AGAINST THOSE ARE BASED ON THAT WHEN WE DO THE SALARY

COMPARISONS. WE JUST WANT TO MAKE SURE THAT THE CITY IS USING THE SAME BENCHMARKS. SO WE'RE SEEING THE SAME THING. AND SOME OF THOSE COMPARISONS ARE STATE ASSIGNED POPULATION ACTUALLY GREW OVER 22% AND THE ONLY ONE OF THESE COMPARISON CITIES THAT GREW FASTER IN THAT TIME WAS FRISCO. UM ARE TOTAL CIRCULATION . THIS IS GOING BACK TO THIS IS NOW INCLUDING THE PANDEMIC YEAR ACTUALLY DROPPED 21. THERE ARE A FEW LIBRARIES IN THE COMPARISON THAT SAW SMALLER DROPS, BUT SOME SORT OF A MUCH LARGER DROPS. UM AND THEY DIDN'T HAVE AS FAR TO FALL. I GUESS AS WE DID AND SO THIS YOU CAN READ THESE STATS ON YOUR OWN OVERALL, THOUGH, SOMETHING TO REMEMBER HERE IS OUR ANNUAL OPERATING EXPENDITURES PER CAPITA HAVE DECREASED BY 8.38% BUT THAT IS NOT BECAUSE WE'RE NOT BEING SUPPORTED BY COUNSEL IN THE BUDGET BECAUSE THE POPULATION IS GROWING AT SUCH A RATE THAT IT'S IMPOSSIBLE ALMOST TO MAINTAIN THAT. SAME RATE. SIMILAR TO THE SQUARE FOOTAGE PER CAPITA PER CAPITA NUMBER. WE'RE GOING DOWN, BUT IT'S OVER TRYING TO KEEP UP AS BEST WE CAN. THERE ARE THE STANDARDS FROM T L. A IN THE STATE ARCHIVES THAT BASIC ENHANCING EXEMPLARY BASED ON OUTPUT METRICS IN 2020, SO EVEN AFTER THE PANDEMIC, OUR CIRCULATION LEVEL OF WE DID. WAS ENHANCED AT 6.13 ITEMS CHECKED OUT PER CAPITA. IN 2019. BEFORE WE CLOSED DOWN. WE WERE WELL ABOVE EXEMPLARY AT 9.76. OUR COLLECTION ITEMS PER CAPITA IS A LITTLE LOWER BELOW ENHANCED ITS AT THE BASIC LEVEL, BUT WE DO A LOT WITH WHAT WE HAVE. BUT AGAIN, WE'RE VERY GOOD AT TARGETING THINGS PEOPLE WANT AND NOT HAVING THINGS GATHERED DUST SO WE COULD MEET THOSE TWO LEVELS OF ENHANCED IF WE JUST BOUGHT THINGS NOBODY WANTED, BUT THAT'S NOT HOW WE WANT TO OPERATE. AND THEN OUR TURNOVER RATE IN 2020 WAS 5.29. I AM. THAT WAS A DROP FROM 2019, WHERE TYPICALLY NUMBER FIVE IN THE STATE OF TEXAS. SO THAT'S THE NUMBER OF TIMES EVERY ITEM CHECKS OUT ON AVERAGE THROUGHOUT THE YEAR THAT YOU HAVE SO FRISCO'S NUMBER ONE IT'S TOUGH BEING NEXT DOOR TO THE CHAMP, BUT IT'S ALAN IS UP THERE SOUTH LAKES UP THERE, AND WE'RE UP THERE. AND TO NOTE OUR USAGE GREW HIGHER THAN POPULATION, SO JUST A LITTLE BRAG FOR US THERE. UM, OUR GOALS IN COLLECTION DEVELOPMENT OR TO IMPROVE DISCOVER ABILITY. IT'S EVEN BETTER WHEN THEY FIND EXACTLY WHAT THEY WANT WITHOUT HAVING TO COME TALK TO US BECAUSE THAT MEANS WE'VE DONE OUR JOB. AND WE WANT TO MAKE SURE THAT WE'RE MEETING THOSE DEMANDS. SO RIGHT NOW WE HAVE A LARGE BILINGUAL COLLECTION FOR YOUTH MATERIALS AND SPANISH COLLECTION. WE WANT TO IDENTIFY THE NEXT YEAR LANGUAGES THAT WE NEED TO ADD TO THE COLLECTION TO GET USED. MOSTLY WHAT WE SEE WITH THOSE ARE AH NEW IMMIGRANTS OR THE PARENTS OF NEW IMMIGRANTS , UH, WHO DON'T NECESSARILY SPEAK THE LANGUAGE BECAUSE THEIR SON OR SON IN LAW, DAUGHTER IN LAW, GOT A JOB HERE AND THEY'RE COMING ALONG TO VISIT AND DON'T

HAVE ACCESS TO MATERIALS. AND THEN THIS PREDICTIVE ANALYTICS DATA WE'VE ACTUALLY IN AND INTRODUCE THAT WITHIN THE LAST FEW MONTHS. YOU KNOW, WE DON'T WANT ANYTHING THAT WE BUY TO NOT GET USED. PROGRAMMING AND MARKETING IS A BIG FOCUS FOR US, SO WE WANT TO INCREASE OUR QUALITY OF PROGRAMMING. LAST YEAR, WE REALLY FOCUSED ON OUR QUANTITY, SO WE'RE WELL ON PACE TO HAVE OVER 1000 PROGRAMS AND EVENTS THIS YEAR. NOW WE'RE GOING TO TURN IT UP OVER THIS NEXT PLAN TO MAKE SURE THAT THEY'RE ALL AS GOOD AS THEY CAN BE. SO ONE IS THE HOST SIX MAJOR CULTURAL EVENTS A YEAR. THIS IS SIMILAR MAYOR TO WHAT YOU SAW ON SATURDAY ONLY WHEN IT'S MORE OF A PARTNERSHIP IN A LIBRARY PROGRAM EVEN BIGGER, WE WANT TO MAKE SURE THAT THOSE ARE ALMOST MANY FESTIVALS. THAT WE HAVE GOING ON. WE WANT TO MAKE SURE THAT YOU CAN'T GET THE EXPERIENCES YOU GET HERE ANYWHERE ELSE THAT'S REALLY IMPORTANT TO US. WE DON'T JUST WANT TO DUPLICATE WHAT SOMEONE CAN GET SOMEWHERE ELSE. WE WANT TO DO SOME PILOT PROGRAMS AND MAKE SURE THAT THEIR VIRTUAL RESOURCES FOR PEOPLE WHO ARE HOMEBOUND AND CAN'T MAKE IT OUT AS WELL. UM PARTNERSHIPS IS KIND OF HOW WE WANT TO OPERATE. WE MENTIONED RELATIONSHIPS IS ONE OF OUR ONE OF OUR STATED IN OUR VISION STATEMENT. SO WE REALLY WANT TO MAKE SURE THAT WE'RE INVITING PARTNERS PROVING OUR WORTH TO OUR PARTNERS INVOLVING THE WHOLE COMMUNITY AND WHAT WE DO SO RECENTLY WE GOT A GRANT FROM NASA AND WE WORKED WITH EMPLOYEES FROM RAYTHEON TO COME AND HELP SUPPORT THAT ACTIVITY.
