[Presentation and Discussion of the updated Library Long Range Plan]

THE UPDATED LIBRARY LONG RANGE PLAN. GOOD AFTERNOON, MAYOR AND COUNCIL SPENCER SMITH, DIRECTOR OF LIBRARIES FOR THE CITY OF MCKINNEY. I'M GOING TO WALK YOU THROUGH THIS 53 PAGE DOCUMENT PAGE A MINUTE IS GOOD, RIGHT? THAT'S WHERE WE'RE SET. MOVE QUICKLY. SO WE, THE LIBRARY SETS THE STRATEGIC PLAN OR LONG RANGE PLAN EVERY FIVE YEARS, AND WITH THE LAST ONE COMING UP, IT WAS DUE TO BE REVISITED AND REVAMPED. UM JUST TO START WITH OUR MISSION AND OUR VISION THAT WE SERVE OUR COMMUNITY BY PROVIDING ACCESS TO MATERIALS AND EXPERIENCES THAT EDUCATE, INFORM AND ENTERTAIN. WE BUILD RELATIONSHIPS AND IMPACT LIVES THROUGH DISCOVERY, LEARNING AND FUN. SO AS WE BUILT OUT THIS PLAN, EVERYTHING TIED BACK TO COUNCIL GOALS AND TIED BACK TO THOSE MISSION AND VISION AS WE GO THROUGH. THE PURPOSE OF THE PLAN IS FIRST OFF THE STATE LIBRARY MANDATES. WE HAVE ONE, SO THAT'S ALWAYS GOOD WHEN YOU HAVE TO DO SOMETHING. BUT IT ALSO REALLY HELPS GUIDE US IN WHICH DIRECTION WE WENT AHEAD AS THINGS COME UP ALONG THE WAY.

THE GOALS THIS YEAR AT THIS PLAN . WE LEARNED A LOT FROM THE LAST PLAN. THEY WEREN'T AS SMART AS WE THOUGHT THEY WERE, SO WE REALLY WANTED TO FOCUS TO MAKE SURE THESE ARE ALL REALLY SMART, ATTAINABLE GOALS FOR US AT THE CITY WITH THE RESOURCES WE HAVE NOW. IN THE LAST PLAN. WE TALKED A BIT ABOUT STAFFING. I JUST WANT TO SAY IN THOSE INTERIM YEARS, STAFF HOURS HAVE INCREASED BY ROUGHLY 10% AT THE LIBRARY, SO WE'RE NOT GOING TO TALK ABOUT STAFFING ANYMORE.

WE'RE NOT GOING TO TALK ABOUT ADDITIONAL FACILITIES, AND WE'RE NOT GOING TO TALK ABOUT ADDITIONAL BUDGET. THOSE ARE ALL THINGS THAT WE FELT KEPT US FROM HAVING OUR SMART GOALS. SMART WE WANTED TO DO THINGS WE COULD FOCUS ON NOW AND LEVERAGE THOSE OPPORTUNITIES WHEN THEY ARISE.

UM A LITTLE HISTORY OF THE LIBRARY. THERE'S BEEN A PUBLIC LIBRARY MCKINNEY SINCE 1928.

THEY USED TO HAVE A $1 MEMBERSHIP FEE, AND THEN IT ACTUALLY BECAME A CITY DEPARTMENT MUCH LATER AND HAD SEVERAL LOCATIONS AROUND THE DOWNTOWN AREA. AND THEN, MOST RECENTLY, OF COURSE, JOHN AND JUDY GAZE EXPANSION TO HAVE TWO FULL BRANCHES, ROUGHLY BOTH ABOUT 35,000 SQUARE FEET. THE POPULATION. AS WE ALL KNOW HAS INCREASED DRAMATICALLY. I WOULD LIKE TO MAKE A NOTE. IF YOU READ THESE PAGES LATER, YOU'LL NOTICE THERE ARE DIFFERENT NUMBERS FOR DIFFERENT POPULATIONS. THOSE ARE FROM DIFFERENT SOURCES. SO THE STATE LIBRARY ASSIGNS AS A POPULATION INDEPENDENT OF OUR CITY POPULATION. SO WHEN WE'RE COMPARING THINGS SOMETIMES IT DOESN'T SEEM LIKE APPLES TO APPLES BECAUSE WE'RE COMPARING THE SAME SOURCE WHEN WE COMPARE THOSE AND BUT LIBRARY USES WHAT I WANT TO POINT OUT HERE. TOTAL CUSTOMER SERVICE USAGE SHOW EVERYTHING PEOPLE COME AND DO IS UP 16% UP TO 2019. WE'RE CHEATING A LITTLE BIT AND NOT COUNTING THE PANDEMIC YEARS WHERE WE SAW A HUGE DROP IN USE FOR A PERIOD OF TIME. UM BUT TOTAL CIRCULATION WAS UP 24% AND ADULT CIRCULATION WAS THAT 51% SO WE'RE NOT SLOWING DOWN.

YOU'LL SEE A COMPARISON OF OTHER LIBRARIES IN THE APPENDICES. THESE ARE THE LIBRARY. THE CITIES WHOSE LIBRARIES WE COMPARE AGAINST THOSE ARE BASED ON THAT WHEN WE DO THE SALARY

[00:10:05]

COMPARISONS. WE JUST WANT TO MAKE SURE THAT THE CITY IS USING THE SAME BENCHMARKS. SO WE'RE SEEING THE SAME THING. AND SOME OF THOSE COMPARISONS ARE STATE ASSIGNED POPULATION ACTUALLY GREW OVER 22% AND THE ONLY ONE OF THESE COMPARISON CITIES THAT GREW FASTER IN THAT TIME WAS FRISCO. UM ARE TOTAL CIRCULATION . THIS IS GOING BACK TO THIS IS NOW INCLUDING THE PANDEMIC YEAR ACTUALLY DROPPED 21. THERE ARE A FEW LIBRARIES IN THE COMPARISON THAT SAW SMALLER DROPS, BUT SOME SORT OF A MUCH LARGER DROPS. UM AND THEY DIDN'T HAVE AS FAR TO FALL. I GUESS AS WE DID AND SO THIS YOU CAN READ THESE STATS ON YOUR OWN OVERALL, THOUGH, SOMETHING TO REMEMBER HERE IS OUR ANNUAL OPERATING EXPENDITURES PER CAPITA HAVE DECREASED BY 8.38% BUT THAT IS NOT BECAUSE WE'RE NOT BEING SUPPORTED BY COUNSEL IN THE BUDGET BECAUSE THE POPULATION IS GROWING AT SUCH A RATE THAT IT'S IMPOSSIBLE ALMOST TO MAINTAIN THAT. SAME RATE. SIMILAR TO THE SQUARE FOOTAGE PER CAPITA PER CAPITA NUMBER. WE'RE GOING DOWN, BUT IT'S OVER TRYING TO KEEP UP AS BEST WE CAN. THERE ARE THE STANDARDS FROM T L. A IN THE STATE ARCHIVES THAT BASIC ENHANCING EXEMPLARY BASED ON OUTPUT METRICS IN 2020, SO EVEN AFTER THE PANDEMIC, OUR CIRCULATION LEVEL OF WE DID. WAS ENHANCED AT 6.13 ITEMS CHECKED OUT PER CAPITA. IN 2019. BEFORE WE CLOSED DOWN. WE WERE WELL ABOVE EXEMPLARY AT 9.76. OUR COLLECTION ITEMS PER CAPITA IS A LITTLE LOWER BELOW ENHANCED ITS AT THE BASIC LEVEL, BUT WE DO A LOT WITH WHAT WE HAVE. AND THEN OUR MATERIALS EXPENDITURE PER CAPITA WAS SLIGHTLY BELOW THE ENHANCED LEVEL. BUT AGAIN, WE'RE VERY GOOD AT TARGETING THINGS PEOPLE WANT AND NOT HAVING THINGS GATHERED DUST SO WE COULD MEET THOSE TWO LEVELS OF ENHANCED IF WE JUST BOUGHT THINGS NOBODY WANTED, BUT THAT'S NOT HOW WE WANT TO OPERATE. AND THEN OUR TURNOVER RATE IN 2020 WAS 5.29. I AM. THAT WAS A DROP FROM 2019, WHERE TYPICALLY NUMBER FIVE IN THE STATE OF TEXAS. SO THAT'S THE NUMBER OF TIMES EVERY ITEM CHECKS OUT ON AVERAGE THROUGHOUT THE YEAR THAT YOU HAVE SO FRISCO'S NUMBER ONE IT'S TOUGH BEING NEXT DOOR TO THE CHAMP, BUT IT'S ALAN IS UP THERE SOUTH LAKES UP THERE, AND WE'RE UP THERE. SOME OF THE ACCOMPLISHMENTS SINCE THE LAST PLAN, THE JOHN AND JUDY GAY EXPANSION RENOVATION, I THINK WENT OVER REALLY, REALLY WELL. UM WE HAVE NOW PEOPLE CAN ACCESS MEETING AND STUDY ROOMS ONLINE, SO THEY'RE NOT SHOWING UP AND BEING TURNED AWAY. IF THEY'RE USED, WE OFFER MATERIALS AND OVER A DOZEN LANGUAGES NOW. HAVEN'T WE HAVE OUR OWN SOCIAL MEDIA PLATFORM? AND THEN OUR ACCESS TO E BOOKS AND DIGITAL MATERIALS. WE HAVE OVER 300,000 THINGS NOW BECAUSE WE WERE WISE WITH OUR MONEY AND JOINED THE CONSORTIUM, AND THAT'S REALLY SEEN R E BOOK USAGE EXPLODES, ESPECIALLY DURING THE PANDEMIC. SOME OF THE CHALLENGES. THAT'S A LOT OF WORDS TO SAY. THERE'S A LOT MORE PEOPLE MOVING HERE AND WE ONLY HAVE THE TWO LOCATIONS BUT WE'RE DOING THE BEST WE CAN, AND YOU'LL SEE SOME OF THAT ADDRESSED IN ALCOHOLS. AND TO NOTE OUR USAGE GREW HIGHER THAN POPULATION, SO JUST A LITTLE BRAG FOR US THERE. UM, OUR GOALS IN COLLECTION DEVELOPMENT OR TO IMPROVE DISCOVER ABILITY. UM GROWING AND ADAPTING THE COLLECTION TO BETTER REFLECT OUR COSMOPOLITAN POPULATION. AND ENHANCING THE SELECTION OF MATERIALS USING DATA TO GET EVEN BETTER RESULTS FROM HOW WE SPEND OUR MONEY. SO YOU'LL SEE. BUT ONE THING WE WANT TO DO IS HIGHLIGHT THE PICTURE BOOK COLLECTIONS AND REALLY UPDATE THOSE. WHAT WE KNOW IS HOW WE ORGANIZE MATERIALS AND LIBRARIES IS NOT HOW PEOPLE SEARCH FOR MATERIALS AND LIBRARIES. SO WE REALLY WANT TO BREAK THINGS UP AND BLOCK THEM UP IN A WAY THAT PEOPLE CAN DISCOVER ON THEIR OWN. WE LOVE HELPING PEOPLE WE LOVE. WHEN THEY COME TALK TO US.

IT'S EVEN BETTER WHEN THEY FIND EXACTLY WHAT THEY WANT WITHOUT HAVING TO COME TALK TO US BECAUSE THAT MEANS WE'VE DONE OUR JOB. UM AND YOU'LL SEE THE SAME THING AND BIOGRAPHY IS AND ADULTS COLLECTION AS WELL. WE REALLY WANT TO CHANGE HOW WE DO THINGS TO MAKE IT BETTER FOR PEOPLE TO FIND THINGS. AND THEN A FORMER SCHEDULE FOR UM VIRTUAL LIST DIGITAL DISPLAYS CELEBRATING THOSE CULTURAL EVENTS THROUGH OUR MATERIALS AS WELL. THAT'S COMING VERY SOON.

WE WANT TO INCREASE OUR FORWARD LANGUAGE MATERIALS. THERE ARE SO MANY MORE LANGUAGES SPOKEN IN MCKINNEY ON A REGULAR BASIS NOW THAN THERE WERE EVEN FIVE YEARS AGO. AND WE WANT TO MAKE SURE THAT WE'RE MEETING THOSE DEMANDS. SO RIGHT NOW WE HAVE A LARGE BILINGUAL COLLECTION FOR YOUTH MATERIALS AND SPANISH COLLECTION. WE WANT TO IDENTIFY THE NEXT YEAR LANGUAGES THAT WE NEED TO ADD TO THE COLLECTION TO GET USED. MOSTLY WHAT WE SEE WITH THOSE ARE AH NEW IMMIGRANTS OR THE PARENTS OF NEW IMMIGRANTS , UH, WHO DON'T NECESSARILY SPEAK THE LANGUAGE BECAUSE THEIR SON OR SON IN LAW, DAUGHTER IN LAW, GOT A JOB HERE AND THEY'RE COMING ALONG TO VISIT AND DON'T

[00:15:02]

HAVE ACCESS TO MATERIALS. AND THEN THIS PREDICTIVE ANALYTICS DATA WE'VE ACTUALLY IN AND INTRODUCE THAT WITHIN THE LAST FEW MONTHS. THAT WILL USE INDUSTRY STANDARDS ARE DATA AND OTHER LIBRARIES DATA TO IDENTIFY ITEMS. THAT WILL NOT. WILL NOT CIRCULATE HERE EVEN THOUGH THEY'RE POPULAR NATIONWIDE, OR THEY'RE IN THE JOURNALS THAT THERE ARE THINGS YOU SHOULD GET THIS REALLY TAILORS IT TO OUR POPULATION AND WHAT OUR POPULATION NEEDS. IN ADDITION TO HOW WE BALANCE BETWEEN THE TWO BRANCHES, AND HOW MANY COPIES OF DIFFERENT THINGS WE GET. AND THAT WE'RE REALLY WE'RE ALREADY STARTING TO SEE THE PAYOFF ON THAT. JUST BECAUSE OF THE DIFFERENT LEVEL OF DATA THEY HAVE THAT WE HAVE. AND SO OUR GOALS THERE JUST TO USE THAT.

YOU KNOW, WE DON'T WANT ANYTHING THAT WE BUY TO NOT GET USED. PROGRAMMING AND MARKETING IS A BIG FOCUS FOR US, SO WE WANT TO INCREASE OUR QUALITY OF PROGRAMMING. LAST YEAR, WE REALLY FOCUSED ON OUR QUANTITY, SO WE'RE WELL ON PACE TO HAVE OVER 1000 PROGRAMS AND EVENTS THIS YEAR. NOW WE'RE GOING TO TURN IT UP OVER THIS NEXT PLAN TO MAKE SURE THAT THEY'RE ALL AS GOOD AS THEY CAN BE. SO ONE IS THE HOST SIX MAJOR CULTURAL EVENTS A YEAR. THIS IS SIMILAR MAYOR TO WHAT YOU SAW ON SATURDAY ONLY WHEN IT'S MORE OF A PARTNERSHIP IN A LIBRARY PROGRAM EVEN BIGGER, WE WANT TO MAKE SURE THAT THOSE ARE ALMOST MANY FESTIVALS. THAT WE HAVE GOING ON. WE WANT TO MAKE SURE THAT YOU CAN'T GET THE EXPERIENCES YOU GET HERE ANYWHERE ELSE THAT'S REALLY IMPORTANT TO US. WE DON'T JUST WANT TO DUPLICATE WHAT SOMEONE CAN GET SOMEWHERE ELSE. WE WANT TO DO SOME PILOT PROGRAMS AND MAKE SURE THAT THEIR VIRTUAL RESOURCES FOR PEOPLE WHO ARE HOMEBOUND AND CAN'T MAKE IT OUT AS WELL. UM PARTNERSHIPS IS KIND OF HOW WE WANT TO OPERATE. WE MENTIONED RELATIONSHIPS IS ONE OF OUR ONE OF OUR STATED IN OUR VISION STATEMENT. SO WE REALLY WANT TO MAKE SURE THAT WE'RE INVITING PARTNERS PROVING OUR WORTH TO OUR PARTNERS INVOLVING THE WHOLE COMMUNITY AND WHAT WE DO SO RECENTLY WE GOT A GRANT FROM NASA AND WE WORKED WITH EMPLOYEES FROM RAYTHEON TO COME AND HELP SUPPORT THAT ACTIVITY.

THOSE ARE THE TYPES OF THINGS WE REALLY WANT TO DO. BUT THERE ARE SO MANY PEOPLE IN MCKINNEY WHO WANT TO GIVE BACK AND WANT TO GIVE THAT TIME AND WE WANT TO MAKE SURE THEY HAVE A VALUABLE AVENUE TO DO THAT. AND THEN STAFF TRAINING AND STAFF DEVELOPMENT. WE DON'T DO 1000 PROGRAMS BY LUCK. YOU KNOW, PEOPLE HAVE TO KNOW WHAT THEY'RE DOING. BE TRAINED IN WHAT THEY'RE DOING. IT REALLY CHANGED THEIR WHOLE JOBS. UH FROM DAY TO DAY, SO WE'RE GOING TO CONTINUE TO INVEST IN THAT STAFF WITH THAT DEVELOPMENT AND TRAINING TO MAKE SURE WE REACHED THE QUALITY BENCHMARKS WE WANT TO REACH. PART OF THIS INCLUDES UNIFORM COMMUNITY FEEDBACK. RIGHT NOW, OUR FEEDBACK IS A LITTLE SPOTTY. IT'S A LITTLE ANECDOTAL. WE WANT TO MAKE SURE THAT WHEN WE SAY A PROGRAM SUPPOSED TO DO SOMETHING THAT IT EITHER DOES IT OR IT DOESN'T AND IF IT DOESN'T WHY? IT DOESN'T AND HOW WE CAN FIX IT. WE WANT THAT FULLY SYSTEMATIZED MOVING FORWARD. AND WITH MARKETING IN COORDINATION WITH THE MARKETING, COMMUNICATIONS AND MARKETING DEPARTMENT. WE WANT TO FALL LIBRARY MARKETING PLAN, SO EVERYBODY KNOWS WHAT'S COMING OUT WHEN IT'S COMING OUT. MM WELL IN ADVANCE, JUST LIKE WE DO NOW WITH OUR PROGRAMS JUST TO MAKE SURE THAT'S MODERNIZED AS WELL. AND THIS IS JUST A LIST OF ALL THE GREAT SERVICES. WE DO SO WE CAN BRAG ON IT. BUT LIBRARIES. I KNOW WE TALK SOMETIME HOW CITIES ARE SOME OF THE LAST GREAT KIND OF CONGLOMERATE CORPORATIONS WITH SO MANY DISPARATE THINGS. WHAT LIBRARIES ARE LIKE THAT IN THE MINIATURE JUST LIKE ALL OF OUR OTHER DEPARTMENTS. DO EVERYTHING FROM BOOKS TO STUDY ROOMS, MEETING SPACE, BUT ALSO MUSEUM EXHIBITS, AND, YOU KNOW, IT REALLY RANGES THROUGHOUT WHAT WE DO. ONE OF OUR FOCUSES OVER THE NEXT FEW YEARS IS TO INCREASE ACCESS, SO WE WANT TO PROVIDE AN OPPORTUNITY TO PICK UP MATERIALS OUTSIDE OF OUR REGULAR OPERATING HOURS BECAUSE WE REALIZED THAT 10 TO 9 TO 24 HOUR WORLD NOW AND THAT DOESN'T WORK FOR EVERYBODY WORKS FOR MOST PEOPLE, BUT WE WANT TO TRY TO GET EVERYBODY WE CAN EQUAL ACCESS. AND THEN WE ALSO WANT TO CREATE A FULL STRATEGIC OUTREACH PLAN SEPARATE FROM THIS, SO WE MAKE SURE WE HIT EVERY NEIGHBORHOOD. WE HAD EVERY SCHOOL. WE HAD EVERYWHERE THAT MAYBE UNDERSERVED, MAKING SURE THEY HAVE THE RESOURCES THAT WE CAN PROVIDE THAT THEY NEED. AND THEN ADULT EDUCATION SERVICES. WE WANT TO WE ALWAYS HAVE HAD DECENTLY ATTENDED. I DON'T CLASSES, BUT THERE'S NO CERTIFICATE OF COMPLETION. THERE'S NO PAYOFF IS JUST YOU COME AND YOU LEARN, AND WE REALLY WANT TO FOCUS ON OFFERING NUMBER ONE ONLINE COURSES WHERE PEOPLE CAN GET CONTINUING EDUCATION UNIT FOR PEOPLE WHO NEED THAT TO INCREASE THE QUALITY AGAIN, BUT ONE OF THE BIG THINGS HERE AT THE BOTTOM IS WE WANT TO DEVELOP AND MAINTAIN IN HOUSE STANDARDS TO WHERE ALL OF OUR ADULT PROGRAMMING ZARA, CREDITED FOR CONTINUING EDUCATION UNITS FOR ANY MEMBER OF THE PUBLIC. SO THAT'S GOING TO TAKE A WHILE. WE'RE WORKING ON THAT NOW TO IDENTIFY WHICH ACCREDITATION WE WANT TO GO WITH AND WHAT WE HAVE TO DO TO GET THERE, BUT THIS WAY FOR ANYONE WHO NEEDS THOSE HOURS FOR THEIR JOB OR ANYTHING LIKE THAT. WE WANT TO HAVE THE QUALITY OF PROGRAM THAT SATISFIES THOSE. AND THEN TUTORING AND HOMEWORK ASSISTANCE IF YOU'VE EVER BEEN A JOHN AND JUDY GAY AT ABOUT FOUR P.M. ON A WEEKDAY, EVERY TABLE IS TAKEN UP WITH TUTORS. THAT'S GREAT. WE LOVE PEOPLE USING US. WE WANT TO MAKE SURE THAT WE CAN FILL IN THE GAPS BY ESTABLISHING

[00:20:06]

AN ALL VOLUNTEER SERVICE TO DO ABOUT 1000 HOURS OF TUTORING, WHETHER THAT'S THROUGH LIKE A PALS PROGRAM PARTNERSHIP WITH THE HIGH SCHOOL ON OUR SOCIETY, HOURS WITH OLDER TEENS ARE JUST RETIREES WHO WANT TO GIVE BACK SOMEWHERE WHERE THEY CAN PROVIDE THAT TUTORING AND ONE ON ONE OR SMALL CLASSROOM BASIS WITHOUT THE YOU KNOW FOR PEOPLE WHO CAN'T AFFORD TO PAY ON A REGULAR BASIS. UM AND THEN AN ONLINE TUTORING SERVICES FURTHER IN THE FUTURE. FOR AGAIN, THOSE HOMEBOUND PEOPLE ARE PEOPLE WHOSE PARENTS BOTH WORK AND THEY CAN'T MAKE IT TO OUR FACILITIES.

AND THEN WE ALSO WANT TO IMPROVE AND EXPAND OUR DELIVERY SERVICES . SO I WAS ACTUALLY GOT A REPORT FROM STAFF TODAY THAT LAST MONTH OUR LIBRARY VAN DROVE 800 MILES. JUST BETWEEN THE TWO LIBRARIES, DELIVERING MATERIALS BACK AND FORTH. UM THAT YOU SEE ON THE BOTTOM HERE. ONE OF THE THINGS WE WANT TO DO IS WE WANT TO ACTUALLY INVESTIGATE A FIXED ROUTE MATERIALS DELIVERY SERVICE THAT AUTOMATED SO WE CAN FREE UP NUMBER ONE THE RESOURCE OF THAT VAN AND THE FUEL OF THE VAN, BUT ALSO THE STAFF TIME THAT IT TAKES TO DO THE BAN AND TURN INTO MORE CUSTOMER SERVICE FOCUSED THING, WHETHER THAT'S DRONES OR AUTOMATIC AUTOMATED VEHICLES. WE DON'T KNOW YET, BUT THAT'S SOMETHING WE REALLY WANT TO INVESTIGATE, BECAUSE AS WE GROW 800 MILES IS GOING TO BECOME 1000. MILES GOING TO BECOME EVEN MORE. UM SO WE WANT TO MAKE SURE WE HAVE THAT GOING.

AND THEN WE ALSO WANT TO ESTABLISH A HOUSEBOUND DELIVERY SERVICE IN PARTNERSHIP. MAYBE WITH ONE OF THE HOSPITALS OR WITH MEALS ON WHEELS TO MAKE SURE PEOPLE WHO CAN'T GET OUT OF THEIR HOUSE STILL HAVE ACCESS TO THE MATERIALS THAT THEY NEED TO IMPROVE THEIR QUALITY OF LIFE.

WE WANT TO FOCUS TOO ON THE LOCAL BUSINESS AND ENTREPRENEURIAL COMMUNITY. WE WANT TO PARTNER WITH SOME GROUPS TO HAVE BUSINESS WORKSHOPS. SEMINARS PROVIDE THAT EXPERTISE . WE'VE BEEN IN DISCUSSIONS ALREADY WITH THE DALLAS AREA SCORE. SERVICE TO PROVIDE THOSE KIND OF MENTORSHIPS AND WE REALLY WANT TO BEEF THAT UP FOR COLLIN COUNTY AND FOR OUR MCKINNEY BUSINESS COMMUNITY. AND WE ALREADY DO HAVE A LOT OF RESOURCES. BUT LIKE MOST LIBRARY RESOURCES, IF YOU DON'T KNOW WHERE THEY ARE, AND YOU DON'T ASK US SOMETIMES THEY'RE HARD TO FIND. SO WE REALLY WANT TO CURATE THAT INTO A PACKAGE. SO SOMEONE WANTING TO START A BUSINESS OR IS IT A STRUGGLING BUSINESS AND WANTING TO GET BETTER CAN CAN FIND THOSE RESOURCES WITH US? AND THEN OUR I T WE TRY TO BE PRETTY INNOVATIVE WHERE WE ARE. WE TRY TO WORK BOTH HARDER AND SMARTER AT THE SAME TIME, AND SO WE WANT TO REALLY HIGHLIGHT HOW WE CAN USE TECHNOLOGY TO IMPROVE THE CUSTOMER EXPERIENCE. AND ALSO MEET THE COMMUNITIES TECHNOLOGY NEEDS AND CELEBRATE OUR LOCAL HERITAGE THROUGH TECHNOLOGY AS WELL. THE MAIN THINGS HERE.

DIGITAL SIGNAGE, MOBILE FRIENDLY ACCESS POINTS AGAIN. IF WE'RE MOVING THINGS AROUND IN THE COLLECTION, WE WANTED PEOPLE TO BE ABLE TO FIND OUT WHERE THOSE ARE FOR, LIKE THE FIVE PEOPLE THAT DON'T WORK IN THE LIBRARY THAT KNOW THE DEWEY DECIMAL SYSTEM. WE WANT TO MAKE SURE THAT THEY'RE GOOD, TOO. UM AND THEN THE ONGOING TRAINING FOR STAFF. WE WANT TO BE ON THE DON'T WANT TO SAY, BLEEDING EDGE , THE CUTTING EDGE. THERE'S SOME THINGS WE'VE ALREADY DONE. WE CREATED OUR OWN SELF CHECKOUT SYSTEMS KIND OF PIECEMEAL FROM SCRATCH THAT ALLOWED US TO NOW DEPLOY 10 OF THEM INSTEAD OF FOUR FOR EVEN LESS COST. ON A RECURRING BASIS. WE WANT TO CONTINUE DOWN THAT ROAD. UM AND THEN ONE OF THE SMALL THINGS IS JUST THE PUBLIC PCS. THEY'RE NOT GETTING USED SO MUCH ANYMORE. SINCE THE PANDEMIC HAS SO MANY PEOPLE GOT DEVICES. WE WANT TO MAKE SURE THAT WE CAN SUPPORT THOSE DEVICES AND EVEN LEND OUR OWN LAPTOPS ON THE WAY. AGAIN NON ENGLISH LANGUAGE ACCESS TO OUR WEBSITE AND CATALOG SERVICE IS OUR CATALOG CURRENTLY CAN BE TRANSLATED INTO ABOUT HALF A DOZEN LANGUAGES CONSISTENTLY. WE JUST NEED TO MAKE SURE THOSE LANGUAGES MAKES SENSE HERE. IF IT'S FRENCH, NOT A BIG NEED FOR THAT IN MCKINNEY TIME. AND THEN AGAIN, WE WANT NOT ONLY TO ALLOW ACCESS TO MATERIALS OUTSIDE OF OURS, BUT WE WANT TO USE TECHNOLOGY TO ALLOW IT OUTSIDE OF OUR BUILDINGS SO WE CAN PARTNER WITH A LOCAL A LARGE EMPLOYER AND MAYBE HAVE A LITTLE SATELLITE BRANCH AND THEIR PLACE AT THE HOSPITAL WHERE YOU CAN DO PICK UPS AND USE TECHNOLOGY TO KIND OF MONITOR THAT. AND THEN THIS IS A BIG ONE. WE WANT TO PROVIDE FOR UNIQUE. THIS IS CUTTING EDGE TECHNOLOGY SHOWCASE EVENT, SO WE'RE GOING TO HUNT OUT THINGS THAT ARE MAYBE. HOPEFULLY NOBODY'S HEARD OF YET AND REALLY SHOWCASED KIND OF WHAT'S ON THE HORIZON. A FEW TIMES A YEAR. THAN OUR THIS IS WRAPPING UP A PROMISE. THIS IS WE WANT TO CONTINUE TO HIGHLIGHT AND CELEBRATE OUR LOCAL HERITAGE AND HISTORY. IF YOU REMEMBER WE HAD THE HOMECOMING DIGITAL EXHIBIT. WE WANT TO CONTINUE DOWN THAT ROAD AND CREATE FOR MORE. MM FOCUSING ON THINGS THAT WE ALREADY HAVE THAT WE'VE GOTTEN EITHER FROM THE CITY SECRETARY'S OFFICE OR OTHER YEARBOOK COLLECTIONS, THINGS WE'VE HAD, AND ALSO ENCOURAGED THE COMMUNITY TO PARTICIPATE. TO START CURATING THOSE LOCAL ARTIFACTS IN A WAY THAT WE HAVEN'T BEFORE, JUST TO HIGHLIGHT THOSE THOSE PARTS OF OUR HISTORY THAT CAN BE FORGOTTEN ABOUT AND THEN FROM HERE. IT'S A LOT OF NUMBERS AND CHARTS. I LOVE THIS STUFF, BUT IT DOESN'T LOOK GOOD ON A PRESENTATION. UM ANY QUESTIONS CONCERNS? FEEDBACK. SPENCER. I

[00:25:11]

WAS IN THE LIBRARY LAST JOHN JUDY GAY ON SATURDAY. AND FOR THE HINDU CELEBRATION THERE, AND IT REALLY STRUCK ME WHEN I WALKED IN SEEING THE DIFFERENT LEVELS OF ACTIVITIES THAT WERE GOING ON. I SAW PARENTS PLAYING CHESS. I SAW TUTORING GOING ON. I SAW READING. IT WASN'T JUST THIS DEAD. QUIET THAT YOU KNOW, BACK IN THE DAY AND I WAS GETTING TROUBLE FOR BUT I JUST WANT TO COMMEND YOU ON THE CREATIVITY AND THE OBVIOUS PROBLEM SOLVING YOU'VE DONE FOR OUR COMMUNITY HAS MADE THAT PLACE IS PACKED. ALWAYS. SO JUST TO THANK YOU. IT WAS A GREAT GREAT EVENT. I LEARNED A LOT. I'M SURE YOU DID, TOO. DID THEY TAKE YOU AROUND EACH OF THE THEY DID, AND THEY LEARNED ABOUT WAR ELEPHANTS, WHICH IS MY NEW BUSINESS OPPORTUNITY. I FOUND IT QUITE FASCINATING TO. I'M LOOKING AT YOUR LAST CHART RIGHT BEFORE THE END. I DON'T KNOW IF WE CAN SCALE OVER IT AND LOOK AT STAFFING. THERE'S A NUMBER OF VACANCIES HEROES THIS JUST DIFFICULTY IN FINDING PEOPLE TO FILL THOSE POSITIONS, OR ARE THESE HIGHLY NEEDED? IT'S ACTUALLY KIND OF FUNNY BECAUSE THAT'S SHOWS HOW MUCH DIFFERENCE BETWEEN THE COMPLETION OF THE DRAFT AND TODAY MAKES WE HAVE THREE OFFERS OUT NOW AND THEN WE WILL HAVE TO PART TIME POSITIONS VACANT. AND THAT'S IT. SO WE HAVE SINCE FILLED THOSE POSITIONS. WE HAD SOME LONG STANDING HIGHER LEVEL POSITIONS THAT WE KEPT VACANT FOR A WHILE . WE JUST COULDN'T FIND THE RIGHT PERSON AND THE RIGHT PERSON. WE HOPE IF DAVID'S WATCHING STARTED MONDAY SO FAR HE HAS COME AS ADVERTISED TO MAKE US BETTER. IT'S WE'RE IN A FORTUNATE POSITION ON LIKE MAYBE SOME OTHER DEPARTMENTS WHERE PEOPLE WHO WANT TO WORK AT THE LIBRARY WANT TO WORK AT THE LIBRARY. THAT'S A PASSION OF THEIRS. THEY GREW UP IN LIBRARIES. THEY GOT IN TROUBLE IN LIBRARIES FOR TALKING AND SO THEY COULD MAKE MONEY. OTHER PLACES, MORE MONEY, OTHER PLACES , BUT THEY REALLY ENJOY WHAT THEY DO. AND THAT GOES A LONG WAY FOR US AND RECRUITING AND RETENTION. THAT ANSWER YOUR QUESTION? YES, THANK YOU. HOW IS THE TURNOVER IN STAFFING? COME ON. A THIRD OF OUR STAFF HAVE STARTED IN THE LAST EIGHT MONTHS. THAT WAS PANDEMIC RETIREMENTS. RETIREMENTS AND OTHER LOCATIONS LEADING TO SOME OF OUR TOP TALENT. MOVING TO POSITIONS. WE COULDN'T OFFER THEM EQUAL THINGS AND SOME, YOU KNOW, JUST PEOPLE WHO DECIDED THEY DIDN'T WANT TO. WORK WITH THE PUBLIC AFTER THE PANDEMIC. SO. WHAT WE DID WAS FOCUS ON AGAIN HIRING THE MOST IMPORTANT THING. YOU WILL NOTICE THAT YOU CAN DO SO WE WANTED TO MAKE SURE WE GOT QUALITY PEOPLE WITH POTENTIAL AND WE REALLY VALUE POTENTIAL OVER EXPERIENCE AND IT'S PAYING OFF. CREATE ALL THE GOOD WORK YOU DO. THANK YOU, SIR. THANK YOU, SPENCER. HE SHE ATE IT. THANK YOU VERY MUCH. 22 039 TO DISCUSS PUBLIC FACILITIES CORPORATION AS

[Discuss Public Facilities Corporations (PFC) as a Tool for Workforce and Affordable Housing]

A TOOL FOR WORKFORCE AND AFFORDABLE HOUSING. AFTERNOON JOHNNY TEKIN, DIRECTOR OF HOUSING COMMUNITY DEVELOPMENT, AND I'M HERE TO DISCUSS DEVELOPMENT TOOLS FOR AFFORDABLE HOUSING. SOME OF THEM YOU'RE FAMILIAR WITH THE PUBLIC FACILITY CORPORATION MODEL IS A RELATIVELY NEW DEVELOPMENT TOOL THAT'S BEING USED IN THE STATE OF TEXAS. AND IT IS NEW TO MCKINNEY. WE'VE HAD SOME DEVELOPERS APPROACH US. WITH AN INTEREST IN UTILIZING THIS TOOL . THERE IS AN R F Q. THAT HAS BEEN CURRENTLY THAT'S CURRENTLY BEING ISSUED BY THE MCKINNEY HOUSING FINANCE CORPORATION. IT WILL BE COMING TO CITY COUNCIL AT THE NEXT COUNCIL MEETING FOR YOUR CONSIDERATION AND APPROVAL IN THAT R F. Q THERE ARE TWO DIFFERENT MECHANISMS FOR DEVELOPING AFFORDABLE HOUSING. THE 4% TAX CREDIT AND ALSO THE PUBLIC FACILITY CORPORATION MODEL. SO I WANTED TO DISCUSS THAT WITH YOU THIS AFTERNOON. GET YOUR FEEDBACK ON SOME LIMITATIONS THAT WE MIGHT WANT TO PUT ON THIS TOOL. FROM READING SOME OF THE SOURCE DOCUMENTATION SOME OF THE EXPERIENCES THAT OTHER CITIES AND OTHER AND HOUSING AUTHORITIES HAVE HAD UTILIZING THIS TOOL SO THAT WE GO INTO IT, GETTING THE BEST PRODUCT

[00:30:01]

POSSIBLE AND MAKE SURE THAT OUR Q IS TAILORED TO GET THAT PRODUCT. SO JUST AS KIND OF A REVIEW THE TWO AFFORDABLE HOUSING TOOLS THAT WERE MOST USED TO SEEING OUR THROUGH TH CIA AND IT'S THE TAX CREDIT PROGRAM. SO THE 4% LOW INCOME HOUSING TAX CREDIT PROGRAM, AND THAT'S THE ONE THAT IS UTILIZED THROUGH THE MCKINNEY HOUSING FINANCE CORPORATION, ISSUING BONDS OR AS A CO DEVELOPER. THE 9% WHICH IS THE COMPETITIVE PROGRAM THROUGH TDH TO ALSO FOR TAX CREDIT DEVELOPMENTS FOR AFFORDABLE HOUSING. WHAT WE HAVE SEEN MORE AND MORE IS THAT EVEN THE 4% PROGRAM IS OVERSUBSCRIBED AND HAS BECOME VERY COMPETITIVE , WHICH IS ONE OF THE REASONS I THINK THAT DEVELOPERS ARE WANTING TO USE THIS PUBLIC FACILITY CORPORATION BECAUSE THAT IS NOT THROUGH TDH C. A AND IT'S NOT A COMPETITIVE PROGRAM. SO TO GIVE YOU A LITTLE BIT OF BACKGROUND ON THE PUBLIC FACILITY CORPORATION WAS ACTUALLY CREATED IN 1999 BY THE STATE OF TEXAS UNDER THE SECTION 303.42 OF THE TEXAS LOCAL GOVERNMENT CODE SO THIS CAN BE USED TO DEVELOP ANY PUBLIC FACILITY. BUT IN RECENT YEARS IT HAS BEEN USED TO DEVELOP AFFORDABLE HOUSING. SO YOU CAN SEE WHAT THE PFC. THERE IS NO CITY COUNCIL RESOLUTION OR NEIGHBORHOOD SUPPORT REQUIRED. THE CO DEVELOPER, THE AND THE HOUSING FINANCE CORPORATION.

THROUGH THE CITY. PSC MODEL GETS A DEVELOPER FEED GETS CASH FLOW THERE IS 100% ADVIL ORUM TAX ABATEMENT FOR NEGOTIATED PERIOD. AND THEN DEEPER SUBSIDIES OR POSSIBLE DUE DUE TO FEWER FEES, REGULATIONS AND TAX CREDIT PROJECTS AGAIN. THIS IS NOT OVERSEEN BY TDH A SO THERE ARE FEWER REQUIREMENTS THAT GO ALONG WITH IT. SO PFCS AND 4% TAX CREDIT PROJECTS WERE SOLICITED UNDER THE MOST RECENT MCKINNEY HOUSING FINANCE CORPORATION. AFFORDABLE MULTI FAMILY ARE FQ AGAIN. THIS IS THE DRAFT THAT WILL BE COMING TO YOU FOR APPROVAL AT THE NEXT COUNCIL SESSION. THE MCKINNEY HOUSING AUTHORITY IS EXPERIENCING THE SAME INTEREST FROM DEVELOPERS FOR UTILIZING THIS PFC MODEL. SO THE R F Q THAT THEY CURRENTLY HAVE OUT ALLOWS FOR AFFORDABLE HOUSING DEVELOPMENT UTILIZING THIS MODEL. SO AND OVERVIEW OF THIS PROGRAM. FOR THE PFC DEVELOPMENT. AT LEAST 50% OF THE UNITS MUST BE RESTRICTED TO THOSE EARNING 80% OR LESS OF AM I SO THE OTHER 50% OF THE UNITS ARE MARKET RATE. SINCE 2016 30 APARTMENT COMPLEXES IN TEXAS HAVE BEEN ACQUIRED, DEVELOPED OR ARE IN ACTIVE DEVELOPMENT. SO THIS IS A TOOL THAT CAN BE USED NOT ONLY TO DEVELOP AFFORDABLE HOUSING. BUT TO ACQUIRE MARKET RATE HOUSING. GET THE TAX EXEMPTION IN PLACE, AND THEN THOSE UNITS BECOME AFFORDABLE. THE MCKINNEY HOUSING AUTHORITY AND THE MCKINNEY HOUSING FINANCE CORPORATION, AND IT'S ACTUALLY THE CITY OF MCKINNEY ARE THE ONLY TWO ENTITIES IN THE CITY ELIGIBLE TO PARTNER ON PFC DEVELOPMENTS. SO THAT IS KIND OF WHERE THE LEVERAGE FOR THE CITY IN MAKING THESE DEVELOPMENTS OR THE POSSIBILITY OF MAKING THESE DEVELOPMENTS. MORE TAILORED TO WHAT THE CITY NEEDS AND A LITTLE BIT MORE STRINGENT COMES FROM AND ESPECIALLY GETTING CONGRUENCE BETWEEN WHAT THE HOUSING AUTHORITY IS ASKING FOR.

AND WHAT THE CITY SPONSORED. PFC IS ASKING FOR. THERE ARE NO COMPLIANCE REVIEWS OR ANNUAL AUDITS ON THESE TYPES OF DEVELOPMENTS AND THE AVERAGE ANNUAL PROPERTY TAX EXEMPTION PER UNIT PER YEAR. IT'S ALMOST $8000. SO THERE'S QUITE A BIT OF EQUITY THAT COMES FROM THAT PROPERTY TAX EXEMPTION. SO SOME OF THE ISSUES THAT HAVE BEEN IDENTIFIED WITH PUBLIC FACILITY CORPORATIONS UM, THE FINANCIAL RETURN TO THE PFC. CAN BE OUTSTRIPPED BY THE LOSS WITH THE PROPERTY TAXES EXEMPTION, SO THERE ARE SOME SUGGESTIONS LATER ON IN THE PRESENTATION TO DEAL WITH THIS, BUT YOU DO WANT TO MAKE SURE THAT YOU DO A GOOD UNDERWRITING ON THESE DEVELOPMENTS AND MAKE SURE THAT THE DEVELOPER IS NOT BECOMING NOT GETTING OVERLY ENRICHED IN THAT IT IS STILL POSSIBLE TO GET THE AFFORDABLE UNITS. THE SUBSIDY PROVIDED THROUGH THE EXEMPTION IS VERY LARGE. AVERAGE OF $7400 A UNIT A YEAR AND THEN IT THE BALD ONE EXAMPLE ON THE RIGHT IN THE CITY OF SAN ANTONIO. IS ONE OF THE ONE OF THE EXAMPLES THAT THAT WAS USED

[00:35:07]

IN THIS PARTICULAR STUDY. SO HERE'S SOME OF THE ISSUES THAT WERE IDENTIFIED WITH PUBLIC FACILITY CORPORATIONS. THE INCOME RESTRICTIONS DO NOT REQUIRE ADJUSTMENTS AND HOUSEHOLD SIZE. SO FOR TAX CREDIT UNITS, THEY LOOK AT ALL OF THE WAGE EARNERS IN THE UNIT, AND THAT'S HOW THEY FIGURE OUT WHAT THE AREA MEDIAN INCOME IS FOR PFCS. THE LEGISLATION ONLY REQUIRES THAT THE PERSON THAT'S ON THE LEASE THAT THEY LOOK AT THAT PERSON'S INCOME. SO IF THERE ARE ANY PERCENT OR BELOW AREA MEDIAN INCOME, THEN BOOM, THEY'RE GOOD TO GO, BUT THEY MAY HAVE A HIGH WAGE EARNER LIVING IN THE UNIT AS WELL. PFC PROJECTS CAN DISCRIMINATE AGAINST TENANTS WITH VOUCHERS. THEY'RE NOT REQUIRED TO ACCEPT HOUSING CHOICE VOUCHERS, LIKE OTHER FEDERALLY FUNDED AFFORDABLE HOUSING IS LIKE UNDER THE TAX CREDIT PROGRAM. THERE IS NO COMPETITIVE PROCESS REQUIRED BY THE STATE. BOTH THE CITY AND THE HOUSING AUTHORITY WITHIN A JURISDICTION CAN CREATE THE PUBLIC FACILITY CORPORATION, WHICH COULD POSSIBLY LEAD TO COMPETITION BETWEEN THE TWO FOR DEVELOPMENTS AND CASH FLOW IF POLICIES BETWEEN THE TWO ARE NOT CONSISTENT SO WE, THE CITY HAVE BEEN WORKING WITH THE HOUSING AUTHORITY AND THEIR GUIDELINES FOR THEIR R F Q FOR DEVELOPMENT AND PUBLIC FACILITY CORPORATION TO MAKE SURE THAT OUR RECOMMENDATIONS TO CITY COUNCIL ARE CONSISTENT WITH WHAT THEY'RE ASKING FOR. SO THAT IT'S NOT A CASE OF THE DEVELOPER COMING TO THE CITY AND SAYING, OH, WELL, YOU KNOW, THE HOUSING AUTHORITY IS DOING THIS DEAL AND IT'S BETTER FOR US. SO WE WANT THE CITY TO DO THIS DEAL AND WE'LL DO IT WITH YOU INSTEAD. SO HERE'S SOME STAFF RECOMMENDATIONS TO MITIGATE THE PUBLIC FACILITY CORPORATION ISSUES. TO PERFORM UNDERWRITING ON EACH DEVELOPMENT AND NEGOTIATE DEVELOPER FEES AND CASH FLOW THAT ARE GOING BACK TO THE PFC. REQUIRE 5% OF UNITS TO BE SUICIDE FOR THOSE MAKING 30% OR LESS OF AM I SO FORTH TYPICAL , YOU KNOW, 200 UNIT COMPLEX THAT WOULD BE AROUND 10 UNITS. INCOME QUALIFICATION FOR EVERYONE IN THE APARTMENT, NOT JUST THE PERSON SIGNING THE LEASE. REQUIRE THE DEVELOPMENT TO ACCEPT THE HOUSING CHOICE VOUCHERS. REQUIRING RFP PROCESS WHICH BOTH THE HOUSING AUTHORITY IN THE CITY ALREADY HAVE RFP PROCESS. AND MAKE SURE THAT THE POLICIES BETWEEN THE MCKINNEY HOUSING AUTHORITY AND THE MCKINNEY HOUSING FINANCE CORPORATION OR THE CITY, PFC. OR CONSISTENT IF COUNCIL DECIDES TO MOVE FORWARD WITH THE FORMATION OF THE PFC. SO THIS IS FROM THE ROOT POLICY STUDY THAT WAS DONE IN 2000 AND 20. AND IN THE MARKET DATA IS FROM 2018. BUT YOU CAN SEE AND YOU'VE SEEN THIS BEFORE. THERE IS A GAP OF A LITTLE OVER 3700 AFFORDABLE UNITS IN THE CITY OF MCKINNEY, BUT YOU CAN ALSO SEE THAT SOME OF THAT GAP IS IN THE LOWER THE LOWER AM I IN THIS CITY? SO FOR HOUSEHOLDS AT 30% AM I OR LESS 27% ARE SENIORS. 19% HAVE A HOUSEHOLD MEMBER WITH A DISABILITY AND 37% ARE IN THE LABOR FORCE. AND THIS REALLY COMES FROM STAFF AND FROM WHAT WE'RE SEEING IN OUR OFFICE. IS THAT A LOT OF FOLKS THAT ARE EVEN IN TAX CREDIT DEVELOPMENTS.

THAT ARE AT 30% OR LESS OF AM I THAT ARE ON FIXED INCOMES, AS THE RENTS ARE STAYING WITH THE FAIR MARKET RENTS AND AS THOSE ARE GOING UP THERE, NO LONGER ABLE TO AFFORD THEIR THEIR UNITS ARE NO LONGER ABLE TO AFFORD THEIR APARTMENTS. SO WE'RE LOOKING. WE HAVE DIFFERENT WAYS . WE HAVE TENDED BASED RENTAL ASSISTANCE. WE HAVE DIFFERENT KIND OF STOP GAP MEASURES THAT WE CAN HELP PEOPLE THAT WE REALLY NEED MORE VOUCHERS. WE REALLY NEED MORE UNITS.

TARGETING THOSE THOSE POPULATIONS. SO THIS JUST SHOWS THE RENTAL MARKET AND FOR 30 TO 80, AM I HOUSEHOLDS? YOU CAN SEE WHAT THE INCOME RANGES YOU CAN SEE WHAT'S CONSIDERED AFFORDABLE RENT FOR THIS INCOME RANGES AND THEN WHAT THE AVERAGE RENTS ARE IN MCKINNEY, SO THE AVERAGE RENTS OR QUITE A BIT MORE. THEN WHAT IS CONSIDERED AFFORDABLE FOR THESE POPULATIONS. JAKE CAN

[00:40:01]

YOU GO BACK TO THE PREVIOUS SLIDE? I'M SORRY. LOOK AT LIKE NUMBER 1 18,700 DASH 1 31,050.

WHAT AM I LOOKING AT? 30% OF THE AMI IS THE 749,000 1 749,050 IS 50% OF AREA MEETING INCOME AND ONE IS ONE PERSON TWO PERSON THREE PERSON. I'M SORRY, OKAY? THANK YOU SO MUCH. SO THE NEXT STEPS IF COUNSEL WANTS TO MOVE FORWARD WITH THE CREATION OF THE PUBLIC FACILITY CORPORATION. AND THIS WOULD BE COMING TO THE NEXT CITY COUNCIL MEETING WOULD BE TO APPROVE THE RESOLUTION AUTHORIZING THE FORMATION OF THE PUBLIC FACILITY CORPORATION APPROVING THE ARTICLES OF INCORPORATION FILING THE PAPERWORK. AND THEN AGAIN, THE RFP WILL BE COMING TO CITY COUNCIL AT THE NEXT MEETING. SO REVIEW PARTNERSHIP OPPORTUNITIES AS RFP SUBMISSIONS ARE RECEIVED . WE HAVE ALREADY RECEIVED INTEREST FROM DEVELOPERS UTILIZING THIS PFC MODEL. SO WHAT STAFF IS ASKING FOR TODAY IS GUIDANCE ON WHAT WE WANT TO IF YOU WANT TO MOVE FORWARD WITH THE PFC MODEL. WHAT GUIDELINES OR WHAT RESTRICTIONS OR ADDITIONAL RESTRICTIONS ABOVE AND BEYOND WHAT THE STATE REQUIRES. WOULD YOU WANT TO PUT ON PFCS FOR THIS R F Q PROCESS? IN OTHER WORDS, WHAT WOULD YOU ADDITIONAL THINGS WOULD YOU LIKE TO ASK FROM THE DEVELOPERS? AND AGAIN THIS THIS IS THE STAFF RECOMMENDATION. UM THAT THIS IS WHAT STAFF HAS SEEN BEST PRACTICES FROM THE STUDIES THAT WE'VE LOOKED AT AS FAR AS MITIGATING SOME OF THE ISSUES THAT HAVE COME UP IN OTHER CITIES WITH PUBLIC FINANCE CORPORATIONS ON NUMBER THREE.

HOW DO WE PROTECT THAT? RIGHT IN OTHER WORDS, YOU KNOW, I SIGNED THE LEASE. THEN I MOVED JUSTIN BELLA IN WITH ME. HOW DO YOU KNOW IT'S KIND OF THE SAME WAY THAT THEY DO THAT IN TAX CREDIT UNITS, YOU KNOW, AND YOU JUST KIND OF KNOW, OR THE DEPARTMENT MANAGER SORT OF KNOWS WHO'S OKAY LIVING IN THE UNIT. BUT THE WAY THAT THE PFCS ARE STRUCTURED, THEY ONLY ASKED FOR THE INCOME OF THE PERSON THAT'S ACTUALLY SIGNING THE LEASE. SO THE TERMS OF THE MOU THE TERMS OF THE R F Q WITH THE DEVELOPER AND THE PERSON THAT WOULD BE MANAGING THE COMPLEX WOULD BE THAT THEY WOULD INCOME QUALIFY EVERYONE THAT LIVED IN THE APARTMENT JUST NOT JUST THE PERSON THAT SIGNED THAT WE HAVE. THERE'S NO AUDITING PROCESS RIGHT, LIKE A FORMAL AUDITING PROCESS ACCORDING TO WHAT WE'VE SEEN HERE, CORRECT, SO THAT WOULD BE LEFT TO WHO TO REALLY THAT WOULD BE RIGHT. SO THAT WOULD BE WHETHER THEY LIKE ON AN ANNUAL BASIS, TURNED THAT INTO THE CITY AND SAY THESE ARE THE UNITS THAT WE HAVE. YOU KNOW, OUR PREFERENCE WOULD BE THAT THEY, OF COURSE, WOULD DO THEIR THEIR AUDIT AND TURN IN THE PAPERWORK AND THAT WE WOULD YOU KNOW, KIND OF GO IN AND DOUBLE CHECK, OR, YOU KNOW, PICK CERTAIN ONES TO SAY. OKAY, LET'S LET'S LOOK AT THIS FILE AND SEE IF THEY'RE DOING DOING WHAT THEY SAID THEY WERE GOING TO DO. SUCH NAMES FOR ME, AND I'VE BEEN I'VE BEEN WORKING ON AND THIS FROM MY PERSPECTIVE ON THIS FOR WELL OVER A YEAR, MEETING WITH VARIOUS AND DEVELOPERS AND LEGEND KIDDING MYSELF ON PFCS AROUND THE STATE AND TALKING TO SOME OF WHAT I WOULD CONSIDER THE MOST PREMIER DEVELOPERS AND A NUMBER OF THINGS I SEE HERE WOULD WOULD TAKE THEM COMPLETELY OUT OF THIS PROCESS AND GO AWAY FROM WHAT MY GOAL WAS. MY GOAL WAS MUCH MORE FOCUSED AROUND WORKFORCE HOUSING, AND THAT 80% OF THE AMI AH, THE. AND JUST BECAUSE I DON'T THINK IT'S BEEN SAID FOR OTHER PEOPLE WATCH.

I'VE HAD PEOPLE CALL ME WHEN THEY SAW THIS COMMAND THE AGENDA AND ASKED, WHY WOULD WE CONSIDER IT? THEY TALKED ABOUT SCHOOLS AND THE IMPACT ON SCHOOLS WHEN THEY'RE NO CREDITS. I JUST WANT TO HIT THOSE POINTS REAL QUICK, AND THAT WOULD BE THAT IN THE DEVELOPERS I HAVE SPOKEN TO THE LAST YEAR. OF COURSE, THE CITY WOULD BE PARTICIPATING ON THE REVENUE SIDE. SO ALTHOUGH WE WOULD NOT BE RECEIVING THE LAUREN TAX REVENUE, WE WILL BE RECEIVING AT LEAST THAT IN REVENUE SHARE OF THE PROJECT AS WE WOULD BE AN OVER 51% ONUR SECONDLY, WHEN I SPOKE TO THE SCHOOL DISTRICT AND SPEND A LOT OF TIME SPEAKING TO THEIR FINANCE DEPARTMENT, HOW WOULD THIS IMPACT THEM? OF COURSE IN OUR COUNTY AND OUR SCHOOL DISTRICTS? WE ARE, THEY WERE SENDING MILLIONS, MILLIONS AND MILLIONS OF DOLLARS BACK AND RECAPTURE. THEY DON'T GET ANY ADDITIONAL MONEY FOR ADDITIONAL ADVIL ORUM VALUE RIGHT NOW. THEY GET PAID PURELY ON HEADS IN SCHOOL. UM AND SO THEY HAVE ZERO ISSUE MATTER OF FACT, FAVOR THIS IN IN THE TO THE EXTENT THAT IT

[00:45:06]

WOULD HELP PROVIDE MORE CHILDREN IN OUR SCHOOLS. IT ALSO WHAT I LIKED ABOUT IT IS THE FACT THAT AS A 51% ONUR MOM AS THE CITY WOULD BE AND PARTICIPATE IN REVENUES AND NOT JUST REVENUE OF ONGOING REVENUE, BUT ANY ANY OTHER CASH UM, EVENT SALE EVENT ANY OF THAT? REFINANCE ANY OF IT. WE ALSO PARTICIPATE. IN THIS WORLD OF SP 23 49 OR HP, 23 49 WHATEVER IT IS START TO GET HAZY WITH THE NEW THINGS BEING DISCUSSED RIGHT NOW. WE WOULD ALSO BE ABLE TO HAVE A LOT OF WELL, NOT A LOT OF ALL SAY ULTIMATELY IN HOW THESE PROJECTS AND DEVELOPMENTS WILL BE DEVELOPED AND ALL THE WAY TO MATERIAL USAGE, SO I'VE SPENT A WHOLE LOT OF TIME ON THIS FOR TRYING TO FIND A WORKFORCE HOUSING AND IN A NUMBER OF THESE THINGS. I AM PRETTY DARN CERTAIN WOULD TAKE OUT THE TOP DEVELOPERS THAT I'VE SPOKEN TO RIGHT OFF THE BAT, SO I MYSELF AND WOULD NEED SOME TIME TO REVIEW SOME OF THESE THINGS, BUT I'M PRETTY SURE THAT I WOULD I WOULD NOT BE IN FAVOR OF A NUMBER OF THEM AND I YEAH. SO I'LL LEAVE IT AT THAT RIGHT NOW.

AND YOU KNOW, ONE OF THE REASONS THAT WE DID PUT IN THE REQUIREMENT OF 5% OF THE UNITS BE SET ASIDE FOR THOSE MAKING 30% OR LESS OF A M. E. AND SOME DEVELOPERS THAT HAVE APPROACHED THE CITY ABOUT UTILIZING THIS MODEL. YOU KNOW, THIS HAS BEEN SHARED WITH THEM AND THE SOURCE . DOCUMENTATION ON THIS HAS BEEN SHARED WITH THEM, BUT THAT IS IN THE HOUSING AUTHORITY, OR FQ. BE IN THE HOUSING AUTHORITY. BUT ON THE PFC, THAT IS NOT IT IS IN THEIR THEIR PUBLIC FACILITY CORPORATION IN THEIRS, BUT NOT ONE THAT WE WOULD FORM NECESSARILY CORRECT THE THAT AND BY THE WAY AND THE REVENUE SHARE AND THE OUTSIDE THE HOUSING AUTHORITY. IT'S ALSO PROBABLY GOOD TO NOTE THAT ON THAT REVENUE SHARE, UNLIKE IN THE HOUSING AUTHORITY, THAT MONEY IS NOT REQUIRED TO GO BACK INTO AFFORDABLE HOUSING. CERTAINLY CANADA THAT'S WHAT WE DECIDE OTHERWISE IT WOULD GO INTO THE GENERAL FUND, WHICH MAYBE OUR CHOICE AS WELL. WE MAY WE MAY NOT. WE MAY BE VERY SUCCESSFUL IN THIS PROGRAM AND SEE IT AS A BENEFIT. HERE AND THERE, BUT THEY'RE CERTAINLY MAYBE OPPORTUNITIES OR TIMES WHEN WE SAY THAT MONEY NEEDS TO GO TO THE GENERAL FUND NEEDS TO WHATEVER WE DECIDE, SO AGAIN FOR ME. I HAVE A LOT OF ISSUES WITH IT, SO THE, UM THE. CAN GREW INTS WITH THE HOUSING AUTHORITY . THEY DO HAVE DIFFERENT GOALS, YOU KNOW, OBVIOUSLY THAN THE CITY DOES, BUT IF WE HAVE A PFC PROGRAM THAT IS LESS RESTRICTIVE . THAT IS JUST 80% OF AMI. THE ISSUE IS GOING TO BE THAT THE DEVELOPERS WILL WANT TO WORK WITH THE CITY PFC. RATHER THAN THE HOUSING AUTHORITY, PFC. AND THAT MAY OR MAY NOT BE AN ISSUE FOR US, BUT JUST FOR IT, AND I THINK THERE'S GOING TO BE CASES. WHY WOULD ABSOLUTELY WANT THAT TO BE THE CASE? AND I THINK THAT THERE ARE LEVEL OF DEVELOPERS THAT WOULD ONLY WORK IN AN ENVIRONMENT OR IN A UM, WORKFORCE HOUSING 8% AM ME IN THAT WAY THAT WE WOULD THAT WE WOULD ABSOLUTELY WANT TO MAKE SURE WE CAPTURE THAT DOESN'T MEAN OF COURSE, THAT WE START THE ABILITY TO SAY. YES YES. NO NO. NO. AND THEN THEY HAVE THE ABILITY TO GO TO THE HOUSING.

AUTHORITIES SO I UNDERSTAND THAT IT COULD CREATE WHAT IT COULD DO . I THINK THE NEGATIVE FOR ME JUST AT FIRST BLUSH FAR MORE NEGATIVE AND UNDERMINING WHAT I IF SPENDING LAST YEAR COMING BUT ARRIVING AT WHAT I THINK IS A REALLY GOOD OPPORTUNITY FOR US TO LOOK AT WORKFORCE HOUSING NOT TO DISCOUNT THE NEED FOR THE OTHER, BUT, UM SO I WANT TO FIGURE OUT HOW TO MITIGATE THOSE CONCERNS BECAUSE THEY'RE GREAT CONCERNS ON YOU KNOW. MAKING SURE THAT WE DON'T HAVE THIS THIS UNDUE COMPETITION THAT UNDERMINES THE OTHER PRODUCT. BUT I'D RATHER BE TACKLING THAT PROBLEM, THEN LOSING THE WORKFORCE HOUSING OPPORTUNITY. I THINK THERE IS WITH SOME OF THE BEST DEVELOPERS IN THE COUNTRY. TONIGHT WHEN YOU'RE LOOKING AT THE. RENTAL MARKETS. AND AM IS I DON'T THINK WE SHOW ANYWHERE ON HERE. WHAT THE AM I ACTUALLY IS. 41234 BEDROOMS, BUT SO ONE IT'S LIKE 62,000. RIGHT BEDROOMS. I MEANT TENANTS FOR FOUR. IT'S LIKE 89. THAT'S CORRECT. SO THE AREA MEDIAN INCOME FOR THE CITY OF MCKINNEY FOR FOUR PERSONS HOUSEHOLD IS 89,000, SO YOU CAN BASICALLY TO GET ANY OF THE OTHER PERCENTAGES JUST DIVIDE BY 8900. TALKING ABOUT WHEN I GO BACK OVER TO THE ROOT STUDY. YOU GO. WHEN THAT LIKE A COUPLE. AND 62,000. 300 TIMES 80% AM I SO

[00:50:13]

FOR ONE. OCCUPANT THAT'S AN INCOME OF 49. 1000 840 SO YOU'RE KIND OF AT THE YOU'RE IN THAT RANGE WHERE WE HAVE A LOT OF SUPPLY. I GUESS FROM THE STANDPOINT OF 80% AM I. IS THAT FITTING IN WITH WHAT WE'RE LOOKING FOR IN TERMS OF BALANCING OUR HOUSING SUPPLY.

AND THAT'S YOU KNOW, THAT'S WHY STAFF IS HERE TO GET TO GET COUNCIL DIRECTION ON THAT WE HAVE THE DATA WE HAVE WHAT THE STUDIES HAVE SHOWN IN KIND OF POINTED OUT AS SOME OF THE ISSUES WITH THE PFC MODEL. IT HAS A LOT LESS RESTRICTION ON IT , WHICH IS ONE OF THE REASONS THAT DEVELOPERS ARE UTILIZING THIS MODEL MORE AND MORE, AND IT HAS THE. HAS THE ISSUE OF POTENTIALLY OVER ENRICHING DEVELOPERS VERSUS THE. AMOUNT OF MONEY THAT YOU CAN SEE THAT GOES BACK TO THE PFC. WHETHER THAT CITY OR HOUSING AUTHORITIES. SO THAT'S WHY THE UNDERWRITING PIECE OF THIS IS VERY IMPORTANT. HOW FLEXIBLE DO YOU FIND? DEVELOPERS TO BE IN THAT KIND OF DESIGNING WHAT THAT INCOME LOOKS LIKE, SO I ASSUME MOST PEOPLE ARE GONNA WANT TO COME IN. AND DO THE MINIMUM. 50% OF THE UNITS AT 80, AM I BUT I GUESS. AND THAT THAT'S THAT'S THE MANDATED QUALIFICATION FOR 50% OF UNITS, SO THEY'VE GOT TO HIT THAT AT SOME LEVEL BETWEEN 30 AND 80.

BUT IF YOU CANNOT STAGE THAT THROUGHOUT, UM AND HAD A LITTLE BIT MORE VARIETY, AND IT CREATES A LITTLE BIT OF AN ADMINISTRATIVE BURDEN, BUT IT ALSO CREATES A MIXED INCOME.

PROPERTY THAT WE MAY FIND MORE BENEFIT, AND, UM, THERE'S NOT A WHOLE LOT OF ROOM TO DO THAT IF IT WERE OPPOSED TO A IF A DEVELOPER IS A VOTE, OPPOSED TO 5% OF THE UNITS BEING AT 30.

THEY'RE NOT GONNA WANT A WHOLE LOT OF VARIETY AND THAT THEY DON'T SEEM TO BE ABLE TO SEE A WHOLE LOT OF VARIETY OPTIONS IN THAT, BUT STAFF HAS HAD DISCUSSION AGAIN, YOU KNOW, WITH SOME OF THE DEVELOPERS THAT HAVE EXPRESSED AN INTEREST IN THIS PRODUCT. WE DID NOT ADDRESS THE DIFFERENT INCOME LEVELS, BUT THE 5% AT 30% AM I BECAUSE OF THE AMOUNT OF CASH FLOW THE PROPERTY TAX EXEMPTION. BRINGS ABOUT DID NOT SEEM TO BE A DEAL BREAKER. UM BUT AGAIN, THAT WAS A VERY CURSORY DISCUSSIONS. SO THIS WOULD BE SOMETHING THAT YOU KNOW, PERHAPS WE WOULD WANT TO VET OUT WITH DEVELOPERS AND DO THE UNDERWRITING. ON IT TO SEE WHAT THE ACTUAL YOU KNOW. IMPACT WOULD BE FOR A MCKINNEY DEVELOPMENT AND WHAT THOSE RENTS WOULD BE AND WHAT IMPACT THAT WOULD BE ON CASH FLOW AND BOTTOM LINE. DO WE GET ANY PILOT PAYMENTS ON? ARE WE EXPECTING TO GET PILOT PAYMENTS ON THESE? PAYMENT IN LIEU OF TAXES OR ANYTHING. WELL, IT WILL BE. YOU KNOW, THAT'S PRETTY MUCH WHAT IT COMES OUT, TOO. BECAUSE WE'RE NOT. THEY'RE GETTING THE TAX EXEMPTION BECAUSE OF THE CITY'S INVOLVEMENT. SO ANY CASH FLOW THE AFFORDABILITY THAT FROM THE PROVINCE FROM THE INVOLVEMENT OF THE ENTITY, NOT NECESSARILY DO YOU KNOW IF THE HOUSING AUTHORITY WAS IN THERE ARE QUEUES WERE LOOKING AT PILOT PAYMENT IN LIEU OF TAXES FOR US BELIEVE THAT THERE'S THEY HAVE RESTRICTIONS IN THERE, AND I HAVE NOT SEEN WHAT THEIR MOU OR THE TERM SHEET WITH THE SUCCESSFUL DEVELOPER FOR THEIR PFC IS I THINK THEY PAY HIM ON.

THE THEIR PROPERTIES TODAY. I'M PRETTY SURE THEY PAY HIM ON ALL OF THEM. UM. YOU MENTIONED, UM, JUST WANTED TO MAKE A COUPLE OF POINTS ABOUT SOME THINGS YOU MENTIONED YOU MENTIONED WE NEEDED MORE. VOUCHERS AND WE NEED MORE UNITS TARGETING, UM YOU KNOW THE INCOME LEVELS FROM A VOUCHER STANDPOINT? IT'S JUST KIND OF. TAKE THEM WHERE YOU GET THEM, BUT NOBODY IS CREATING MORE VOUCHERS LIKE WE'RE NOT GETTING THAT FROM A FROM A HUD PERSPECTIVE. AND I MEAN JUST TO MAKE THE POINT. I'M TRYING TO GET TO US. MCKINNEY'S VOUCHER ALLOCATION WAS BASED OFF ITS POPULATION. AT THE TIME THAT THE HOUSING CHOICE VOUCHERS WERE CREATED IN A SEVERAL CHANGED OFF

[00:55:01]

OF THAT WE ORIGINALLY HAD ABOUT A 350 UNIT ALLOCATION THAT HASN'T CHANGED WHEN OUR POPULATION HAS QUADRUPLED. RIGHT CREATES SOME LIMITATIONS AND REQUIRES US TO GET CREATIVE ON WHERE WE CAN FIND THOSE OPTIONS. BUT IN TERMS OF THE PFC. THE OTHER THING YOU TALKED ABOUT WITH THE TAX CREDIT PROPERTIES, THE LOW THE LOWER AM I UH, HAVING SOME ISSUES WITH WITH UMT THESE WILL FACE THAT SAME ISSUE. ONE THING, UM THE YOU KNOW, I'M NOT SURE IF I DON'T THINK THAT THEY ARE. THEY DO NOT LIMIT THE INCREASE. UM YOU KNOW TO 30% OF THE OCCUPANTS INCOME SO THEY WILL HAVE THE SAME ISSUES YOU KNOW, EVENTUALLY UNLESS THEIR UNITS THAT ARE ACCEPTING HOUSING CHOICE VOUCHERS IF THE FAIR MARKET RENTS CONTINUE TO RISE. IN. FROM THE STANDPOINT OF I THINK YOU MAY HAVE MENTIONED IT, BUT THIS PROGRAM IS ELIGIBLE FOR A NEW DEVELOPMENT OR AN EXISTING DEVELOPMENT THAT'S CORRECT. UM JUST CAN I ASK YOU A QUESTION? I'M DONE. I DON'T WANT TO PUT WORDS IN YOUR MOUTH. BUT THIS IS WHAT I WROTE DOWN DOES NOT REQUIRE COUNCIL RESOLUTION OR NEIGHBORHOOD SUPPORT. UM SO IF WONDERED WITH THESE TWO COME UP , IT DOESN'T NEED TO COME BEFORE COUNCIL AS I'M ACCUSTOMED TO THE OTHER 4% TAX CREDIT, IT'S COMING UP. IT'S JUST HANDLED IN HOUSE BY YOU GUYS BECOMING A PARTNER IN IT NEVER REALLY SEES THE LIGHT OF DAY IN THESE MEETINGS.

IS THAT A FAIR STATEMENT? UNDER THE STATE'S STATUTE IT IS NOT REQUIRED TO IN THE CITY WHERE REQUIRED OR WE DO AN RFP PROCESS. SO STAFF WOULD EVALUATE THE PROPOSALS OR EVALUATE THE RESCUE THAT AH RESCUE WOULD BE BROUGHT TO CITY COUNCIL FOR APPROVAL AND THE TERMS OKAY. THE TERM SHEET CASH FLOW ALL OF THAT, OKAY? ALL RIGHT. UM. AND THIS MAY NOT BE A FAIR QUESTION.

IF IT'S NOT FEEL FREE, DON'T ANSWER IT. BUT IF WE MOVE FORWARD WITH SOMETHING LIKE THIS, WOULD YOU SEE THE INITIAL PROJECTS BEING. TAKING OVER OF EXISTING APARTMENT COMPLEXES IN MCKINNEY TO FIT INTO THIS OR REDUCE THE DIRT TURNING AND GROUND UP BUILDS MORE LIKELY. I THINK BOTH. ACTUALLY WE'VE BEEN APPROACHED BY SOME DEVELOPERS THAT I THINK PROBABLY THREE IN THE PAST SIX MONTHS THAT ARE LOOKING AT PROPERTIES THAT ARE FOR SALE THAT ARE MARKET RATE THAT THEY WANT TO UTILIZE THIS MODEL. OKAY? THANK YOU. SO THE R F Q WILL BE COMING TO CITY COUNCIL. IT'S SCHEDULED TO COME TO CITY COUNCIL, UM AT THE NEXT MEETING. IT WAS STAFFS THOUGHT THAT IF COUNCIL WANTED TO INCLUDE ANY OF THESE RESTRICTIONS THAT IT WOULD BE IN THE R F Q. IT COULD POTENTIALLY BE, UM, IN A TERM SHEET OR SOMETHING ELSE THAT YOU KNOW. IS YET TO BE DETERMINED. WE DO HAVE A DEVELOPER THAT'S VERY INTERESTED IN UTILIZING THIS MODEL THAT WANTS TO SUBMIT AN R F Q. UNDER THE PFC MODEL. AND THEY ARE AT A POINT IN THEIR DEVELOPMENT WHERE THEY NEED TO EITHER GET A COMMITMENT FROM THE CITY. YOU KNOW WITHIN THE NEXT TWO MONTHS OR SO, OR THEY WOULD UTILIZE A DIFFERENT DIFFERENT MODEL OR PERHAPS GO TO THE HOUSING AUTHORITY. SO THANK YOU, JENNY. UM FOR THE INFO, SO WHAT WE'RE TRYING TO DO WITH STAFF IS PREPARED AND PRESENT THE COUNCIL WITH A RANGE OF OPTIONS AND TOOLS. AH DEVELOPER CAME IN AND MET WITH US. WE THOUGHT IT WAS VERY INTERESTING. WE THINK THE MORE TOOLS THAT COUNCIL HAS AVAILABLE IN YOUR TOOLBOX, SO TO SPEAK WHEN IT COMES TO PROVIDING HOUSING CHOICES. A HOUSING SOLUTIONS, PARTICULARLY WITH DEALING WITH THE AFFORDABLE IN THE FLOOR AFFORDABILITY ISSUE.

THAN THE BETTER. SO THE ROUTE STUDY IDENTIFIED THAT ARE REAL BIG GAP IS REALLY BELOW THE 80% AMI, I BELIEVE IS THAT CORRECT? AND SO THAT DOESN'T MEAN WE DON'T WANT TO DO THE 80% AM, ET CETERA. WHAT, BUT WHAT WE'RE TRYING TO DO IS FIGURE OUT WHAT TOOLS? CAN WE APPLY TO WHAT GAP OR WHAT NEED THIS IS A TOOL THAT COULD BE USED FOR YOU COULD YOU COULD, UM MAYBE IT'S NOT THE RIGHT EXPRESSION, BUT YOU COULD GET DEEPER INTO THE LOWER PERCENTAGES OF AM I IN ORDER TO

[01:00:06]

ADDRESS A PROBLEM OR SQUARELY OR THE COUNCIL AS A POLICY MIGHT SAY. YOU KNOW WHAT? THIS IS A GREAT TOOL FOR THE 80% AM I CROWD BECAUSE WE'RE STILL GOING TO NEED SOME OF THOSE. IT'S NOT OUR BIG NEED. IT'S NOT THE URGENT NEED OR IT'S NOT THE GAPING NEED. BUT IT'S STILL A NEED AND THIS IS A TOOL WE CAN USE FOR THAT YOU MIGHT WANT TO BE MORE PARSIMONIOUS OR CERTAINLY JUDICIOUS IN THE APPLICATION OF THIS IF THAT'S YOUR POLICY GOAL. IF YOU WANT TO DIVE DEEPER, THOUGH, AND REALLY MAKE A TAKE A BITE OUT OF SOME OF THE NEED IN THE LOWER PERCENTAGE OF AM I COULD BE MORE AGGRESSIVE. OR YOU FOCUS ON SOME OF THE OTHER STRATEGIES THAT WE HAVE OR THAT WE BRING TO YOU FROM TIME TO TIME, SO THAT'S KIND OF WHAT WE'RE TRYING TO GAUGE IS. WHERE DO YOU WANT? HOW DO YOU WANT TO USE THIS TOOL? UM KNOWING WHERE OUR GAPS ARE KNOWING THAT THE YOU KNOW THE 80% AMY IS NOT REALLY OUR BIG. THAT'S NOT SCREAMING FORGED SOLUTIONS, BUT IT'S STILL A NEED, AND WE ACKNOWLEDGE THAT WE JUST ARE TRYING TO FIGURE OUT FOR THE COUNCIL AND THE COUNCIL HAS TO LET US KNOW WHAT TOOL DO YOU WANT TO USE FOR WHAT NEED YEAH. AND I AGREE WITH THAT. I JUST THINK THAT I WOULD BE OPPOSED TO A RESOLUTION THAT TOOK OUT WHAT I BELIEVE WOULD BE AND AGAIN. I HAVEN'T HAD A CONVERSATION. YET. WITH THE SPECIFIC PARAMETERS, BUT I'M GOING TO TAKE A PRETTY DARN EDUCATED GUESSES BASED ON A YEAR DIALOGUE THAT THEY WOULD THAT NUMBER TWO, FOR EXAMPLE, WOULD IMMEDIATELY REMOVE. UM SOME OF WHAT I THINK ARE ARGUABLY IF REALLY, EVEN ARGUABLY THE TOP DEVELOPERS IN THE COUNTRY SO I WOULD. I WOULD NOT BE IN FAVOR OF DOING SOMETHING. I LOVE THAT. WHAT PAUL SAID IS ABSOLUTELY RIGHT. WE NEED TO BE ABLE TO HAVE THAT FLEXIBILITY AND DIVE DEEPER. I DON'T THINK IT'S AN EITHER OR I THINK THERE I DON'T THINK WE NEED A RESOLUTION THAT TO LIMIT TIES US TO THIS, WHICH ELIMINATES THIS OTHER PRODUCT. UM SO FOR ME, I WOULD BE IN DON'T KNOW WHY WE WOULD HAVE TO.

WE WOULD WANT TO ANALYZE EVERYTHING ON A CASE BY CASE BASIS. I UNDERSTAND WE'RE GOING TO PUT OUT AN R F Q. UM, WE, UM YOU KNOW, THERE THERE IT MAY REQUIRE A LITTLE BIT LITTLE BIT DEEPER. R Q ON SPECIFYING, UM SOME DIFFERENT LEVELS OF THE PROGRAM. BUT AT THIS MOMENT WHEN THIS HITS ME I HAVE ALREADY STATED SOMEONE KEEP TALKING ABOUT IT, BUT BUT I WOULD NOT WANT TO DO SOMETHING THAT LIMITED TO JUST THE OTHER, THOUGH, TO PAUL'S POINT, ABSOLUTELY WANT TO HAVE IT IN THE TO BOX FOR THAT DEEPER? BUT THIS IN MY MIND TAKES OUT.

PROJECTS THAT THAT I THINK WOULD BE BENEFICIAL TO THE CITY. WOULD IT BE HELPFUL FOR STAFF TO PREPARE TO DO AN ANALYSIS OF LIKE A YOU KNOW, A DEVELOPMENT. THAT WITH THAT 5% OF THE UNITS SET ASIDE AND WHAT THE IMPACT WOULD BE TO THE CASH FLOW. OF THE DEVELOPMENT OR NOT, THAT THAT'S ALL GREAT STUFF, BUT AT THE END OF THE DAY FOR ME, IT'S GOING TO COME BACK TO IF AND AGAIN. THIS IS JUST BECAUSE THE YEAR PLUS OF MEETINGS AND HAVING A VERY SPECIFIC IDEA, WHICH I UNDERSTAND I'M ONE OF SEVEN. BUT THIS IDEA OF A CLASS A. TOP TOP TOP TOP RATE DEVELOPER MM. DOING OUR PROJECT THAT THAT WOULD WOULD CAPTURE AND MEET THE 80% AM I UM FOR ME. IT IS GOING TO BE IN MY ELIMINATING THAT SWATH OF DEVELOPERS AND IF IT IS, THEN ALL THE CASH ANALYSIS IN THE WORLD IS NOT GOING TO MATTER. WHY WOULD IT ELIMINATE THAT SWATH OF DEVELOPERS? I LET ME ANSWER THAT QUESTION AFTER I TALKED TO HIM VERIFY IF I'M CORRECT, OKAY, THAT'S FAIR INSTEAD OF SPEAK FOR THEM, YOU KNOW, TODAY AND FORGIVE ME. YOU KNOW, I'M THE NEW GUY. BUT THE SLIDE THAT SHOWED WHERE SHORTAGES WERE, AND I GATHER THAT YOU KNOW THE BULK OF THOSE WERE THE 30% UNDER AM I UM, THERE IS A LITTLE BLURB DOWN BELOW THAT THAT SAYS, YOU KNOW, SOME WOMEN PERCENT HAVE OR DISABLED. SUCH PERCENT ARE SENIORS. UM I PERSONALLY WOULD LIKE TO GET A REALLY GOOD UNDERSTANDING OF WHO THOSE PEOPLE ARE, YOU KNOW, WITH WITH RESPECT TO SENIORS. DISABLED LABOR FORCE. PERHAPS IF THERE'S THE METRIC THAT WE CAN CAPTURE OF LEVEL OF EDUCATION, YOU KNOW, I WANT TO KNOW I WANT TO BETTER UNDERSTAND. WHO THOSE FOLKS ARE , YOU KNOW, BECAUSE I LOOK AT THE BELOW 5000 YEAR OF INCOME, AND I THINK WE'LL JUST ABOUT ANY MONEY TO SOCIAL SECURITY HAS GREATER THAN THAT, UM IN SOCIAL SECURITY HAS DISABILITY PAYMENTS IN IT, UM, YOU KNOW, SO WHO ARE THESE FOLKS? BECAUSE I DO UNDERSTAND YOU HAVEN'T SAID IT

[01:05:05]

IN SO MANY WORDS, BUT CORRECT ME IF I'M WRONG, BUT WHEN YOU LOOK AT THOSE NUMBERS THERE AT THE TOP OF THE PAGE HIGH, RIGHT? 14 38 5 56 20 THAT'S MOST OF THE SHORTAGES RIGHT BY A LONG SHOT RIGHT THERE, SO I'D LOVE TO GET A DEEPER UNDERSTANDING OF WHO THOSE FOLKS ARE AND WHAT'S GOING ON WITH THAT. WE CAN. WE CAN DEFINITELY GET THAT DATA FOR YOU. WE HAVE YOU KNOW FROM FROM THE FOLKS THAT APPLY TO OUR PROGRAMS OR ARE APPLYING FOR TENANT BASED RENTAL ASSISTANCE, WHICH IS BASICALLY A TEMPORARY SECTION EIGHT VOUCHER. I MEAN, THE STORIES ARE HEARTBREAKING, AND IT'S BECAUSE YOU KNOW THEY MAY MAKES $800 A MONTH AND DISABILITY OR SOCIAL SECURITY AND THEIR RENT IS NOW $850 RIGHT , AND THAT IS AWFUL AND HEARTBREAKING AND SO I. I'D LIKE TO GAIN A BETTER UNDERSTANDING OF THAT. I DID HAVE LUNCH OR BREAKFAST WITH ALSO MENTION HIS NAME PAUL BY AUSTERITY, WHO SEEMS HEAVILY INVOLVED IN THE HOMELESS. I WANTED TO LEARN SOME STUFF AND HE TALKED TO ME ABOUT A GUY WHO WAS A PROJECT MANAGER FOR A PROJECT HERE IN MCKINNEY, AND HE HAD A EYE SURGERY AND A KID'S COLLEGE TUITION THAT CAME DUE AND HE LIVED SOMEWHERE ELSE , BUT HE WAS STAYING IN A HOTEL HERE IN MCKINNEY. HIS EMPLOYER PAID FOR THE HOTEL SUNDAY THROUGH THURSDAY AND THEN EXPECTED HIM TO GO HOME TO HIS HOME BEYOND THAT. YOU'RE NEVER HOME, YOU KNOW, AND SO THAT'S THE LEVEL OF WHAT I UNDERSTOOD TO BE KIND OF TRANSIENT HOMELESSNESS, NOT, YOU KNOW. EPIDEMIC IN THIS GUY'S CASE. BUT GAINED. I'D LOVE TO GAIN A GOOD UNDERSTANDING OF THESE FOLKS THAT WE'RE TALKING ABOUT CAN DEFINITELY GET GET THAT DATA FOR THANK YOU. I ASKED A QUESTION. SO YOU MENTIONED CASH FLOW THE EFFECT OF THE 5% FOR THE 30% IN MY I THINK MY BIGGER CONCERN IS THAT WE'RE STILL MISSING TO GEORGIA'S POINT, THAT BIG GAP JUST UNDER THAT, SO THAT EVEN THAT 50 TO 80% SO MY QUESTION IS , YOU KNOW, I KNOW WE HAVE TO DEVELOP A STRATEGY FOR THAT. BUT I WOULD LIKE TO SEE CASH FLOW FOR INSTEAD OF DOING 50% AT 80, MAYBE 25% FROM 50 TO 80. HOW DOES THAT AFFECT CASH FLOW BECAUSE WE'VE GOT TO CLOSE THAT GAP. IT'S JUST UNDER THAT AS WELL. SO I DON'T KNOW IF THAT'S SOME. THOSE ARE A FEW NUMBERS THAT YOU CAN PUT TOGETHER FOR US. DO YOU THINK THAT WOULD BE HELPFUL TO GET A COUPLE EXAMPLES STRATEGIES BECAUSE THE DIFFERENCE BETWEEN IF YOU'RE JUST USING THE ONE UM PERSON IN THAT CHART THE DIFFERENCE BETWEEN A 30% AM I AND AN 80% AMY IS GOING TO END UP BEING ABOUT 750 A MONTH AND YOU'RE TALKING ABOUT 10 OF THEM FOR 12 MONTHS YOU'RE TALKING ABOUT 90,000 AND INCOME. FOR A YEAR OR TWO. HAVE 5. DEDICATED AND SO WHAT DO WE PROVIDING IN TERMS OF THE OFFSET? WHAT IS THE TAXES THE TAX BENEFIT BUT ALSO WANT TO BE PROVIDING IN TERMS OF OUR NEW PARKLAND AND PARK FEE, DEDICATION. AND WHAT OTHER WAYS CAN WE MAYBE GET THERE WITH STILL GETTING THAT PERCENTAGE AND MAYBE A MINUTE $90,000 A YEAR WHEN YOU LEVEL. 20 YEARS.

THERE'S A LOT OF MONEY BUT STILL SEEMS LIKE IT MAY BE ACHIEVABLE FROM MAKING IT WORK STANDPOINT SO AND THEN YOU KNOW, THE OTHER SIDE OF THE EQUATION IS THAT THE CITY OR THE PFC RECEIVES DEVELOPER FEE AND RECEIVES CASH FLOW, SO THERE'S ALWAYS ROOM FOR NEGOTIATION THERE WITH THE DEVELOPER IF THAT'S WHERE COUNCIL'S PRIORITY IS TO SAY, HEY, WE'LL TAKE A LITTLE LESS ON THE CASH FLOW SIDE IF YOU DO, X Y AND Z SO THERE, YOU KNOW A NUMBER. THERE ARE A NUMBER OF VARIABLES THAT WE CAN PLAY AROUND WITH. WELL, THE PAUL'S COMMENT UM I'M NOT ABOUT TO USE THIS PARSIMONIOUS LEE UNTIL I FIGURE OUT WHAT PARSIMONIOUS ACTUALLY ME, BUT I WILL GIVE PAUL THE VOCABULARY WORD AWARD FOR THIS MEETING. GO HOME, THEN YOU'RE DISMISSED HER. THANK YOU
