JUST AN FYI. VERY GOOD. THANK YOU. MOVE ONTO ADAM NUMBER 22 DAYS 0397 CONDUCTED PUBLIC HEARING THAT CONSIDER DISCUSS ACT ON IT. THIRD AMENDMENT TO THE CHAPTER 3 80 ECONOMIC DEVELOPMENT AGREEMENT AND PROJECT PLAN IMPLEMENTATION AGREEMENT. WHERE'S MCKINNEY NOTARY FOR THE FACADE IMPROVEMENT PROJECT AT 1 17 WEST LOUISIANA STREET. BE PRESENTED

[00:05:02]

BY PAUL AND MASTER. YOURS THANK YOU. THANK YOU, MR FILMS. GOOD EVENING. BOARD MEMBERS. NICE TO SEE YOU ALL TODAY. UM THIS IS AN EXTENSION REQUEST FOR THE MCKINNEY NOTARY AT 1 17 WEST LOUISIANA STREET. THE PROJECT STARTED. AT THE DRAWING BOARD KIND OF IN 2019, AND IT WAS FIRST AWARDED A TERRORIST GRANT OR ITS TOURIST GRANT IN 2020 1920 20 FISCAL YEAR. THERE WERE SOME DELAYS WITH COVID AND THINGS GETTING DONE LAST YEAR, THEY MADE A BUNCH OF PROGRESS ON THE PROJECT. UM, AND THERE'S A FEW HICCUPS STILL KIND OF GOING ON. YOU CAN SEE THIS IS THE FACADE AS IT LOOKED IN 2019 BEFORE CONSTRUCTION STARTED. THERE IS TWO UNITS HERE. 1 17 AND 1 19 THIS PARTICULAR CASE THAT WE HAVE RIGHT HERE IS 1 17 DECIDE THAT'S BEEN GLAZED TO MOST OF OUR RECENT MEMORY. AND YOU CAN SEE ON THE BOTTOM OF THE PROPOSED FINAL FACADE OF RETURNING IT TO THAT HISTORIC LOOK. UM PUTTING IN NEW NEW WOULD STOREFRONTS AND KIND OF REPAIRING THOSE CAST IRON COLUMNS. STARING UP. MAYBE. THERE YOU GO. TODAY THE WORK COMPLETED IS THAT THE WOOD STOREFRONTS HAVE BEEN PUT BACK IN THE WINDOWS AND DOORS ARE THERE AND THE FACADE HAS BEEN PAINTED. THERE ARE IF YOU LOOK, YOU CAN SEE THERE'S THE DOORS ARE SLIGHTLY DIFFERENT HEIGHT THAN THE WINDOWS. AND SO THE TEAM, THE CONTRACTING TEAM AND THE OWNER ARE TRYING TO KIND OF GET THAT RESOLVED AS TO FINALIZING THAT SO THAT IT'S IN COMPLIANCE WITH WHAT THE TEXAS HISTORIC COMMISSION ONCE FOR THIS HISTORIC BUILDING. AND WHAT WE WANT, AND SO THAT'S WHAT'S REMAINING TO BE DONE ON THIS. ALSO REMAINING TO BE FIXED, ARE SOME REPAIRS TO THE CAST IRON COLUMNS ON THE 1 19 UNIT. IT'S ALL UNDER. IT'S ALL KIND OF ONE UNDER ONE PROJECT IN PERMITTING AND THE APPLICANT HAS REQUESTED THIS EXTENSION TO THE DEADLINE TO KIND OF PUSH IT OUT ANOTHER ANOTHER SIX MONTHS TO SEPTEMBER SO THAT THEY CAN GET THE CAST IRON COMPLETED. CATHERINE COLLIN RESTORATION COMPLETED AND ANY CHANGES TO THE DOORS AND WINDOWS FIXED. UM, THE. OWNER IS ACTIVELY WORKING WITH CONTRACTORS TO GET PRICES AND QUOTES ON THIS TO KIND OF GET THIS DONE AND MOVED ALONG. THEY HAVE BEEN WORKING ON IT OVER THE LAST SIX MONTHS SINCE THEIR LAST EXTENSION, BUT ARE STILL DEALING WITH SOME CONTRACTOR DELAYS IN THAT REGARD. STAFF SUPPORTS THE APPLICANTS REQUEST FOR THE EXTENSION BECAUSE WE THINK IT WILL BE A GOOD CONTRIBUTION TO THE HISTORIC FABRIC OF DOWNTOWN ONCE IT'S FINISHED AND REALLY CONTRIBUTE TO THE OVERALL FACADE. WEST LOUISIANA STREET. AND I STAND FOR ANY QUESTIONS.

QUESTION. JUST THE JOB THAT THE CONTRACTOR WALKED OUT WITH MONEY. JUST HAVEN'T FINISHED HAVING BEEN RESPONSIVE. AND SO THEY'RE WORKING WITH SOME NEW CONTRACTORS TO TRY TO GET IT.

WHAT WAS THE NAME OF THAT GUY? THAT'S BEEN NONRESPONSIVE. I DON'T HAVE THE NAME OF THE OWNER IS HERE IF YOU HAVE SOME QUESTIONS ON THAT, LIKE TO THE OWNER, NO. ARE Y O N CONSTRUCTION AND RESPONSIVE. MM. FINISHED DO YOU MIND IF I COME UP? YEAH IF YOU WOULD GO AHEAD AND INTRODUCE YOURSELF FOR THE RECORD AND GIVE US YOUR ADDRESS, PLEASE, SIR. MY NAME IS TOM HAYES. MY WIFE OWNS MCKINNEY NOTARY 1 17, WEST LOUISIANA. SO THE CONTRACTOR FINISHED REMARKABLY MOST OF THE FACADE THEY RAN INTO DIFFICULTIES. AS SHE POINTED OUT WITH THE DOOR HEIGHTS BEING INCONSISTENT WITH THE WINDOWS, WHICH THEY'RE GOING TO HAVE TO FIX THAT'S RELATIVELY EASY. THEY RAN. THEIR BIGGEST HANG UP IS THOSE CAST IRON COLUMNS BECAUSE THEY WERE HIDDEN BEHIND THE BRICK. THEY DIDN'T FULLY UNDERSTAND WHAT THEY WERE GETTING INTO. ONCE THE BRICK CAME DOWN, SO REPAIRING THOSE SO THAT THEY LOOK HISTORICALLY CORRECT IS CHALLENGING. AND SO WE'VE ACTUALLY THEY WERE THEY WERE CHALLENGED. THEY WERE DIFFICULT TO WORK WITH. WE'VE GONE AND WE'VE GOT LEGAL HELP. BUT WE'VE ALSO ENGAGED ANOTHER CONTRACTOR TO GET THE PROJECT FINISHED. SO HE'S A LOCAL MCKINNEY CONTRACTOR. SO ANY OTHER QUESTIONS ANY OTHER QUESTIONS? THIS IS A PUBLIC HEARING ITEM. UH ANYONE ELSE WHO WOULD LIKE TO ADDRESS THIS ITEM OR ADDRESS THIS BOARD? YOU'RE CERTAINLY WELCOME TO COME FORWARD. PLEASE DO SO ORDERLY.

DON'T KNOCK EACH OTHER DOWN IN A RACE TO GET THERE. THERE'S NO AWARDS FOR BEING THE FIRST TO SPEAK. SEEING NONE ALL ENTERTAIN A MOTION. I WILL ENTERTAIN A MOTION THAT WE APPROVE THIS

[00:10:06]

EXTENSION AS APPLIED FOR ARE CERTAIN. I MOVED THAT WE CLOSED THE PUBLIC HEARING, WHICH I RARELY DO, AND MOVED TO THE ITEM FORWARD IS APPLIED FOR ALL CIRCUIT. OF A KIND OF YOU TO MAKE THAT EXCEPTION. AH! ALL IN FAVOR, I SUPPOSE. MATTER OF PASSES UNANIMOUSLY. THANK YOU,

IN THAT BRICK HAS BEEN REMOVED. IT HAS BEEN REPLACED BY BY THE INFILL WOULD , UH, STOREFRONT AND NEW DOORS AND WINDOWS. THESE ARE THE AREAS WHERE THE COLUMNS NEED THE MOST WORK YOU CAN SEE FROM THE PICTURE. THE POINT HERE DOESN'T WORK. BUT YOU CAN SEE FROM THE POINT THE PICTURE THAT THAT'S WHERE THE COLUMNS NEED THAT REPAIR. THERE'S SOME SPOTS IN THE LOWER SECTION TWO. AND SO THIS IS JUST THIS IS THE SECOND AGREEMENT FOR THE SECOND HALF OF THE BUILDING. ANY QUESTIONS? ANY QUESTIONS? THIS ONCE AGAIN IS A PUBLIC HEARING ON HIM.
