THE SEMI ANNUAL REPORT WITH RESPECT TO THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN FOR ROADWAY AND IMPACT FEES. ERIN BLOXHAM. GOOD EVENING COMMITTEE MEMBERS AND COMMISSION MEMBERS. THANK YOU, CHAIRMAN COX. UM TONIGHT HERE TO JUST TO PRESENT THE SEMI ANNUAL REPORT TO YOU AS WE DO THIS EVERY YEAR. TWICE A YEAR. LAST TIME WE WERE BEFORE YOU WAS ON DECEMBER 14TH. UM THE PURPOSE OF THIS REPORT IS TO REALLY JUST SHOW THE PROGRESS THAT WE'RE MAKING ON THE CAPITAL IMPROVEMENTS PLAN AND THE SHOW IF THERE ARE ANY INIQUITIES. ALSO AS WE. ARE LOOKING AT THESE REPORTS. WE REALLY JUST PROVIDE AN OVERVIEW OF WHAT THE SUMMARY SUMMARY IS OF THE EXPENDITURES AND COLLECTION OF THE IMPACT THE FUNDS IN WHICH SERVICE AREAS THEY WERE COLLECTED IN SO AS WE MOVE FORWARD, JUST AS A REMINDER TO THE GROUP. WE ALWAYS TALK ABOUT THIS. THERE'S A THERE'S AN IMPORTANT DISTINCTION BETWEEN A CAPITAL IMPROVEMENTS PLAN OF THE CITY. AND THE CAPITAL IMPROVEMENTS PROGRAM. IN THE CAPITAL IMPROVEMENTS PLAN IS WHERE WE IDENTIFY ALL THE CAPITAL IMPROVEMENTS PROJECTS WITHIN THE CITY THERE ARE AVAILABLE TO UTILIZE IMPACT FEE FUNDS, WHEREAS THE CAPITAL IMPROVEMENTS PROGRAM IS ANY OF THE CAPITAL IMPROVEMENTS PROJECTS THAT THE CITY DEEMS WORTHY TO SPEND MONEY ON SPEND MONEY ON IN CONSTRUCTION OF THOSE UM PROJECTS. WITH THAT THE FIRST IMAGE THAT WE LIKE TO SHOW THIS IS OUR ROADWAY IMPACT THE SERVICE AREA MAP. WE HAVE 13 SERVICE AREAS AND THE REASON THAT THIS IS IMPORTANT IS THAT WE ARE ONLY ABLE TO SPEND MONEY. UM FOR IMPACT PROJECTS ARE IMPACT THE DOLLARS IN THE AREA IN WHICH THEY ARE COLLECTED. AND SO, UH, PER STATE LAW WE HAVE OUR OUR BOUNDARIES THAT ARE SET . AND SO THESE ARE THE AREAS THAT WE HAVE WITHIN THE CITY WHERE WE CAN SPEND THOSE MONEY.SPEND THAT THOSE IMPACT $3. SO BEFORE YOU NOW IS OUR OUR TABLE. JUST KIND OF THE IMPORTANT THING TO NOTE ABOUT THIS TABLE IS THAT THIS IS KIND OF HOW THE MONEY MOVES AND HAS SPENT ON THE PROJECTS AND SO IT'S OBVIOUSLY BROKEN OUT BY SERVICE AREA AND I'M NOT GOING TO GO THROUGH EACH SERVICE AREA, BUT I'LL JUST GO THROUGH THE TOTALS RIGHT NOW. WE STARTED THE YEAR OFF WITH ABOUT 6.6 MILLION, UM WE'VE COLLECTED ABOUT 6.8 MILLION SPENT ABOUT 2.9 MILLION, WHICH LEAVES US A BALANCE RIGHT NOW, MID YEAR OF 10.5. MILLION DOLLARS. AS YOU KIND OF LOOK AT THAT, AS WE

COMPARED TO THE LAST FOUR YEARS WERE, UH, HAD A LITTLE BIT MORE THAN WHAT WE HAVE BEEN IN THE PAST. UM, THAT'S DUE TO A COUPLE OF THINGS ONE. WE JUST ADOPTED OUR NEW FEES. AND NOW THAT THE NINE MONTHS UM AH! OH, GOSH, I'M BLANKING ON THE WORD. THE NINE MONTH GRACE STREET. THANK YOU NOW THAT THE NINE MONTH GRACE PERIOD OVER OR STARTING TO ACTUALLY SEE THE FEES THAT WE'RE COLLECTING IN ALL OF THOSE AREAS , AND SO THAT'S THE REFLECTION THAT YOU'LL SEE HERE AND BOTH LATER IN THE UTILITY IMPACT THE ORDINANCE. HERE'S ALL THE ACTIVE PROJECTS WITHIN THE CITY THAT UTILIZE IMPACT FEE FUNDS JUST TO HIGHLIGHT A FEW OF THESE WE HAVE THE HIGHWAY FIVE DESIGN THE WE ARE PARTICIPATING IN WITH TECH START. WE ALSO HAVE THE CUSTER ROADWAY EXPANSION THAT WERE PARTICIPATING IN WITH TECH START OVER THERE AS WELL. OTHER BIG CITY PROJECTS. WE HAVE WILMOTH ROAD, THE EXPANSION THROUGH THERE AND THEN WE HAVE JUST WRAPPED UP AT THE BEGINNING OF THIS YEAR. THE VIRGINIA PARKWAY EXPANSION, SO THOSE ARE COMPLETE NOW, BUT THOSE ARE SOME OF THE MAJOR PROJECTS THAT WE'VE THAT WE HAVE GOING ON THERE JUST COMPLETED. AH! NEXT LET'S TALK ABOUT UTILITY IMPACT FEES. THIS IS OUR SERVICE AREA MAP FOR THE UTILITY IMPACT FEES. AND THE UNIQUE THING ABOUT THIS IN ITS DIFFERENCE BETWEEN THIS AND THE ROADWAY SERVICE AREA MAP IS THAT IT'S ONLY ONE SERVICE AREA. WE DON'T HAVE THE SAME REQUIREMENTS TO SPLIT IT UP. LIKE WE DO FOR THE ROADWAY, AND SO WE'RE ABLE TO CAPTURE EVERYTHING WITHIN OUR AT G A. E. T. J IN OUR CITY LIMITS. HERE IS THE TABLE KIND OF HOW WE'VE SPENT MONEY AND COLLECTED MONEY FOR THE UTILITY IMPACT FEES AGAIN. WE STARTED OUT WITH ABOUT 4.4 POINT TWO MILLION SPENT. UM OR COLLECTED 3.8 SPENT 3.9. WHICH LEAVES US WITH JUST ABOUT THE SAME BALANCE THAT WE HAD BEFORE 4.1. AGAIN JUST KIND OF COMPARING WHAT WE HAVE HAD SO FAR TO THE LAST FEW YEARS. YOU CAN SEE WHERE DEFINITELY UM ABOVE WHAT WE HAVE BEEN IN THE PAST. BUT AGAIN, THAT'S WHAT THOSE NEW IMPACT FEES AND SO THAT WE CAN SEE THAT WE'RE GETTING THOSE. LAST THIS IS OUR ACTIVE UTILITY PROJECTS MAP YOU CAN SEE WE HAVE A FEW WATER PROJECTS THAT HAVE, UM, WE HAVE GOING ON IN THE CITY. MAIN ONES BEING THE RED BUD PUMP STATION THAT JUST COMPLETED YOU ALSO HAVE THE UTILITY LINES BEING MOVED FOR THE ROADWAY EXPANSION ALONG CUSTER. UM. AND THEN SOME OF THE MAIN TRUNK LINES THAT ARE GOING ON JUST SOUTH OF THE AIRPORT AND THE EXPANSION OF THAT WATER LINE SYSTEM. WITH THAT. THE STAFF RECOMMENDS FILING THE SEMIANNUAL REPORT WITH RESPECT TO THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN. AND I WILL STAND FOR ANY QUESTIONS. THANK YOU, ERIN. DO WE HAVE QUESTIONS?
