[CALL TO ORDER]

[00:00:08]

CALL THIS MEETING TO ORDER TODAY IS TUESDAY, MARCH 17TH YEAR, 2022 IT IS 6 12 IN THE EVENING.

WE'RE IN COUNCIL CHAMBERS TO 22 NORTH TENNESSEE STREET. IN THE GREAT CITY OF MCKINNEY. OUR FIRST ORDER OF BUSINESS WILL BE A UNIFICATION AND PLEDGED ALLEGIANCE AND I DO NOT HAVE ITINERARY HERE. PARTICIPANT PASTOR I'M SORRY MOM WAS STAPLED BACKWARDS INDICATION WILL BE GIVEN GIVEN BY SENIOR PASTOR BRUCE MILLER CHRIST FELLOWSHIP CHURCH, AND AFTERWARD IF YOU WOULD CONTINUE STANDING FOR THE PLEDGE OF LEGENDS, THANK YOU. THANK YOU. THOUGHT WE MIGHT PRAY FOR WISDOM. JAMES IS WHO IS WISE TO UNDERSTANDING AMONG YOU LET HIM SHOW IT BY THEIR GOOD LIFE, BUT THEIR DEEDS THAT COME IN THE HUMILITY THAT COMES FROM WISDOM. BUT IF YOU HARBOR BITTER IN BEING SELFISH AMBITION IN YOUR HEARTS DO NOT BOAST ABOUT IT OR LIE ABOUT THE TRUTH. SUCH WISDOM DOES NOT COME FROM HEAVEN, BUT ITS EARTHLY AND SPIRITUAL DEMONIC FOR WHERE YOU HAVE ENVY AND SELFISH AMBITION. THERE, YOU FIND DISORDER AND EVERY EVIL PRACTICE. BUT THE WISDOM THAT COMES FROM HEAVEN IS FIRST OF ALL PURE THAN PEACE, LOVING, CONSIDERATE, SUBMISSIVE, FULL OF MERCY AND GOOD FRUIT, IMPARTIAL AND SINCERE. PEACEMAKERS WHO SOW IN PEACE. REBA HARVEST OF RIGHTEOUSNESS. FATHER. I PRAY THAT YOU WOULD GIVE WISDOM. TO CITY COUNCIL. WISDOM TO THE CITY OF MCKINNEY. THAT WE WOULD HAVE WISDOM FROM ABOVE. NOT THAT EARTHLY AND SPIRITUAL AND ENVIOUS AND SELFISHLY AMBITIOUS, BUT A WISDOM THAT'S PURE AND PEACEFUL GENERAL. WE PRAY.

AGAINST DIVISION IN OUR CITY, BUT THEN IT THE CITY OF MCKINNEY WOULD BE A UNIFIED CITY ACROSS EVERY KIND OF HUMAN DIVISION. THANK YOU FOR THE HONOR AND THE PRIVILEGE OF SERVING YOU IN THIS CITY IN JESUS' NAME. AMEN. AMEN. PLEDGE PLEASE BLACK, THE UNITED STATES OF AMERICA. AND THE REPUBLIC FOR WHICH IT STANDS. ONE NATION UNDER GOD, VISIBLE, LITERALLY JUSTICE FRAUD. HERE I'D LIKE TO POINT OUT THAT BRUCE JUST CELEBRATED 25 YEARS. UM WITH CHRIST FELLOWSHIP CHURCH HAS BEEN A QUARTER OF A CENTURY MINISTERING TO THOSE IN MCKINNEY. SO WELL DONE. AND FOR THOSE WHO DON'T KNOW, BRUCE, I'M GOING TO ADD ON TO THAT THAT NOT ONLY HAVE YOU BEEN THERE FOR 25 YEARS, BUT SUCH A SIGNIFICANT ROLE IN ONE HEART MCKINNEY THROUGH MANY CRISES IN OUR CITY AND JUST THREW OUT SOME OF THE MORE TROUBLING TIMES THAT THIS COMMUNITY AND OUR COUNTRY AND THE WORLD HAS SEEN. HAVE BEEN A LEADER AND PART OF THE LEADERSHIP. IN THOSE EFFORTS, AND PEOPLE NEED TO KNOW THAT ABOUT YOU AS WELL. AND HE ALWAYS OPENS THE DOORS TO WHENEVER THINGS ARE NEEDED THERE AT THE CHURCH, AND WE'VE DONE A LOT OF CITIES STUFF THERE AND SHELTERS DURING TIMES OF NEED EVERYTHING. THANK YOU, BRUCE. UM NEXT ITEM PUBLIC COMMENTS. WE'RE GOING TO

[PUBLIC COMMENTS ON AGENDA ITEMS (For Non-Public Hearing Agenda Items)]

GO AHEAD AND TAKE ALL PUBLIC COMMENTS ON AGENDA ITEMS AND NON AGENDA. I BELIEVE I HAVE A LIST HERE. WE WILL START WITH JOANNA FRIEDL. GOOD EVENING. HOW ARE YOU ALL UM MY NAME IS JOHANNA FIDDLE AND I LIVE AT 1103 HIGH PARK DRIVE. MCKINNEY, TEXAS. A FEW WEEKS AGO, BARRY SHELTON GAVE A WONDERFUL PRESENTATION REGARDING THE DEMOLITION OF THE ICEHOUSE. HE STATED THE CONCERNS OF THOSE ATTENDING THAT EVENING WOULD BE EXPLORED. IN LIGHT OF THAT I WOULD LIKE TO SHARE THESE THOUGHTS. FIRST AND FOREMOST, IT IS THE OBLIGATION OF ANY PUBLIC LEADERS TO MAINTAIN THE SAFETY AND WELFARE OF ITS CITIZENS. IF THERE IS NO WAY FROM ICE HOUSE TO BE PRESERVED A SAFE MANNER THEN, OF COURSE, THERE IS NO OPTION BUT TO REMOVE IT. HOWEVER IF ALL ARE PART OF IT MUST BE REMOVED. I WOULD IMPLORE THIS MOTIVATED GROUP OF LEADERS TO THINK BIGGER AND CREATING A SPACE AND EMBODIES THE HISTORIC NATURE OF THE ICE HOUSE IN A WAY THAT CHARACTERIZES MCKINNEY. THE ARCHITECTS. DESIGNED THE PLANS FOR. DEVELOP THE PEARL AREA IN STANDING TONIO, AND IT'S VERY NICE. WHEN I SAW THE DIAGRAMS THE OTHER NIGHT I IMMEDIATELY SAW THE PEARL, NOT MCKINNEY, TEXAS. I THINK MOST OF US IN THIS ROOM. WE WANT TO LEAD IN OUR ENDEAVORS FOR MCKINNEY NOT FOLLOW THE DESIGNS OF ANOTHER CITY. MCKINNEY IS UNIQUE BY NATURE. LET'S BACK UP THOSE WORDS WITH A DESIGN THAT EMBODIES MCKINNEY. TO MAKE IT UNIQUELY. MCKINNEY MAKE IT A PLACE WHERE HISTORY AND BREATHE IN WHERE DESIGN IS A COLLABORATION, NOT AN AFTERTHOUGHT. WE HAVE SO MUCH TALENT IN THIS CITY. I KNOW WE CAN DO A LITTLE BETTER. THE KNEE

[00:05:05]

JERK REACTION WHEN CONFRONTING AN OBSTACLE IS OFTEN TO TEAR IT DOWN. HOWEVER THAT IS WHEN DIFFERENT PERSPECTIVES CAN OVERCOME THE OBSTACLES IN A MAGIC BEGINS. LET'S JUST TAKE A BREATH FOR A MOMENT AND EXPLORE SOME OPTIONS. ISN'T IT WORTH A LITTLE TIME TO RESPECT THE BUILDING THAT HAS STOOD THE TEST OF TIME. MAYBE A HALF WALL CONSTRUCTED, BUT THEY CANNOT COMBINATION OF OLD BRICKS AND NEW BLICK BLOCKS REPRESENTING THE PERIMETER OF THE BUILDING WITH ENHANCED STRUCTURAL INTEGRITY, WHERE PEOPLE COULD SIT AND FEEL THE PULSE OF HISTORY. THE ICE HOUSE. WE HAVE SEVERAL PORTABLE BAND STANDS NEAR MCKINNEY ALREADY, BUT THINK ABOUT HOW AMAZING IT WOULD BE TO HAVE ONE. IT IS A PERMANENT STRUCTURE THAT REPLICATES THE BRICK COLOR AND STYLE OF THE ICEHOUSE. MYSELF TO GIVE VISITORS A HANDS ON EXPERIENCE WITH HISTORY. THEREFORE IN THE COLLABORATION AND THE COLLABORATIVE NATURE THAT MAKES MCKINNEY SUCH A GREAT PLACE TO LIVE, I PROPOSE THE CREATION OF AN AD HOC COMMITTEE. OF CITIZENS IN CONTENT EXPERTS WHO WOULD BRING FORWARD A VIABLE UNIQUELY ALTERNATIVE WITHIN TIME AND MONETARY CONSTRUCTS, OF COURSE. IT'S THE REASONABLE ACTION TO TAKE SINCE THE ORIGINAL INTENTION OF THIS COUNCIL WAS TO PRESERVE THE ICEHOUSE LESS THAN A YEAR AGO. BECAUSE ONCE THE ICEHOUSE IS GONE, IT'S GOING TO BE GONE FOREVER. THANK YOU SO MUCH. THANK YOU. YOU'RE INSPIRED ON US AND OUR MEETING OR THERE WHERE YOU BECAUSE YOU YOU BE HAPPY IF YOU HAD BEEN YOU. SEE SOME COMMON. THOUGHTS. THEY'RE JUST I'LL LEAVE IT AT THAT. UM TOM PENCE. TOM PENCE, FIVE OR SIX HUNT STREET. I WOULD ECHO SOME OF WHAT THE PREVIOUS SPEAKER SAID, UM, MUCH MORE ELOQUENTLY THAN I'LL BE ABLE TO PROVIDE THIS EVENING. BUT AS A ALTERNATE ON THE H P A B, I THINK OFTENTIMES ABOUT PROCESS COMMUNICATION TRANSPARENCY, AND I KNOW THAT THAT YOU ALL ARE OF A MIND TO MAINTAIN TRANSPARENCY. SO AS YOU CAN IMAGINE, AS BEING CHARGED WITH LOOKING AFTER. THE HISTORIC BUILDINGS IN THE DISTRICT. WE LIKE ME KNOW WHAT'S GOING ON? AND I KNOW YOU GUYS HAD A LOT IN FRONT OF YOU. NONE OF WHAT WE WERE ABLE TO SEE IN TERMS OF CONSIDERATIONS REGARDING THE ICEHOUSE AND THE NEW BUILDINGS OVER THERE. BUT FROM MY PERSPECTIVE, VERY NEW TO THE BOARD VERY NEW TO APPROACHING THE CITY COUNCIL. I WOULD LIKE TO SEE SOME DEGREE OF INCREASED COMMUNICATION SPECIFICALLY WHEN IT COMES TO BUILDINGS IN THE DISTRICT ORIENTED IN THE HISTORIC NEIGHBORHOOD SOUND. I KNOW IT'S YOU KNOW, THIS PARTICULAR BUILDING WAS NOT. IT WAS NOT A DESIGNATED HISTORIC BUILDING OR STRUCTURE. THEREFORE WE REALLY DIDN'T YOU KNOW THERE WAS NO REASON NO REASON FOR US TO SEE IT OR TO TALK ABOUT IT. BUT IT WOULD. IT WOULD MAKE SENSE TO ME THAT ANY TIME WE HAVE A BUILDING THAT'S OVER 50 YEARS OLDER THAN 50 YEARS OLD, AND I BELIEVE THAT'S THE HURDLE RIGHT THAT THERE MIGHT BE SOME CONSIDERATION OF INCLUDING AT LEAST ONE MEMBER OR THE BOARD AS A AS IT WERE IN THOSE TYPES OF DISCUSSIONS THAT MIGHT PUT US IN A POSITION. NOW, WHERE WHAT WAS ONCE A 2.5 TO 3% INCREMENTAL COST. OF PRESERVING THAT BUILDING IS NOW PROBABLY CLOSE TO 78 MILLION OR SEVEN, OR 8% DUE TO THE FIVE MONTH DELAY. THAT'S GOING TO BE A RESULT IN MAKING ANY CHANGES TO THE BILL DOCUMENTS SO ANYWAY, SO THAT WOULD BE MY MAIN, UM, ITEM THAT I WOULD I WOULD ENCOURAGE THAT.

I WISH THAT THEY WERE BACK ABOUT SIX MONTHS, NOT IN THE MIDDLE OF COVID, BUT BACK ABOUT SIX MONTHS, MAYBE TO HAVE A LITTLE BIT MORE OF AN INTEGRATED DISCUSSION ABOUT THIS TYPE OF THINGS SO ANYWAY. THANK YOU ALL FOR YOUR TIME. I APPRECIATE IT. AND THANKS TO THE BYRON NELSON IS FANTASTIC. IT'S GREAT REPRESENTATION OF THE CITY, AS WERE THE VOLUNTEERS OUT THERE MANNING THE BOOTH. HAS NOTHING TO DO WITH THE ICEHOUSE. BUT IT DOES REPRESENT MCKINNEY. THANK YOU. THANK YOU, TOM. UM PITY BECAUSE. GOOD EVENING. THANK YOU ALL FOR BEING HERE. THANK YOU FOR EVERYTHING THAT YOU DO FOR THE CITY, AND, UM I JUST WANTED TO KIND OF GO OFF WITH THEY.

THEY SAID THAT I ESPECIALLY WANT TO THANK CHARLIE PHILLIPS FOR COMING TO OUR MEETING LAST WEEK AND PREVENT PRESENTING US WITH THE PROCLAMATION. AND I WANTED TO APOLOGIZE THAT WE WERE NOT THERE. WE DID NOT GET WORD OF IT UNTIL IT WAS TOO LATE. BUT I WANT TO THANK YOU FOR THE PROCLAMATION THAT MADE MAY THE HISTORIC PRESERVATION MONTH. AND FROM WHAT I UNDERSTAND, WE HAVE

[00:10:07]

MADE CHANGES. AND NEXT YEAR WHEN YOU DO THIS, WE WILL BE THERE. SO I'M SORRY THAT WE MISSED IT.

BECAUSE MAY IS THE HISTORIC PRESERVATION MONTH. I FELT LIKE I NEEDED TO GET UP HERE AND JUST SAY SOMETHING, AND YOU KNOW, BACK IN DECEMBER I CAME TO YOU AND THERE WAS A HOUSE ON CHURCH STREET THAT WAS KNOCKED DOWN. AND I THINK IT WAS BUILT AROUND 1915 AND I FOUND OUT ABOUT IT ON FACEBOOK. AND YOU KNOW BEING ON THE BOARD, YOU WOULD THINK AND I THINK A LOT OF PEOPLE THINK THAT BECAUSE WE'RE ON HISTORIC PRESERVATION ADVISORY BOARD. WE KNOW THAT STUFF LIKE THIS. WE KNOW WHAT'S GOING ON. AND BUT THAT'S NOT THE CASE AND I'M NOT SURE WHAT WE CAN DO TO MAYBE TALK TO SOMEONE OR CHANGE THE PROCESS BECAUSE I FEEL LIKE THAT WE NEED IF WE'RE GOING TO KNOCK DOWN HISTORIC STRUCTURES. I THINK WE NEED TO MAKE IT AS DIFFICULT AS POSSIBLE. THAT WE MIGHT HAVE GOTTEN TO THE SAME RESULT. BUT IT WOULD HAVE IT SEEMS LIKE TO ME SERVING ON THIS BOARD THAT WE WOULD BE PART OF THAT CONVERSATION. YOU KNOW, WE'RE IN ADVISORY BOARD. IT'S GOING TO BE LEFT UP TO YOU ALL. BUT IT SEEMS LIKE IF WE'RE GOING TO KNOCK DOWN HISTORIC STRUCTURES, WE WOULD BE SOMEWHERE IN THE MIX OF LEARNING MORE ABOUT IT, MAKING SURE THAT GOOD INFORMATION GETS OUT THERE. AND UM AND YOU KNOW, AS FAR AS THE EYE SALES, I DON'T KNOW. I DON'T KNOW ENOUGH ABOUT IT. BARRY SHELTON CAME MADE A GREAT PRESENTATION, BUT I COULD NOT HELP BUT FEEL THAT THE DECISION HAS ARE I MEAN, IT'S BEEN GOING ON FOR A LONG TIME, AND I FELT LIKE JUST LIKE WHAT TOM SAID THAT MAYBE IF IT HAD HAPPENED SIX MONTHS BEFORE THAT, IF WE HAD BEEN IN THAT CONVERSATION THAT YOU KNOW, MAYBE MORE PEOPLE WOULD KNOW WHAT WAS GOING ON.

AND BECAUSE I REALLY THINK THAT THAT THE WANTED TO UTILIZE IT. SO THAT'S THAT'S ALL I WANTED TO SAY IS THAT I APPRECIATE THE PROCLAMATION AND I KNOW THAT Y'ALL THIS IS IMPORTANT TO YOU, AND I JUST APPRECIATE EVERYTHING THAT YOU DO. THANK YOU. BETTY, WILL YOU HOLD UP FOR JUST A SECOND? OH YOU DID EXACTLY WHAT YOU SAID. YOU'RE GOING TO HAVE A SIGNED PROCLAMATIONS MADE HIM GO BACK IN AND SIGN THOSE FOR YOU WASN'T EASY. OKAY, THANKS. WHAT WAS THE PROCLAMATION? OKAY? NINA DOWELL RINGLEY. HELLO. I'M NINA DOWELL RINGLEY. I LIVE AT 313 NORTH BENCH NEARBY IN THE HISTORIC DISTRICT. I KNOW THAT THIS PROJECT HAS BEEN GOING ON FOR A LITTLE BIT, BUT I'M HERE TO TONIGHT TO HAVE A DIFFERENT TO GIVE YOU A DIFFERENT PERSPECTIVE. MAYBE UM, IT WAS A FINE TIME LAST YEAR WHEN OUR CITY WAS SUPPORTING INCORPORATING THE HISTORIC EYES HOUSE IN THE NEW CITY HALL ENDEAVOR. BUY IN WAS BIG FOLKS WERE HAPPY MCKINNEY HEIGHTS THAT HAVE LENT HIM FOREVER. WE THOUGHT THIS IS GOING TO BE SO COOL, ENGAGING BOTH TOGETHER, SO IT'S STILL OUT THERE ON WEBSITES AND EVERYTHING AND THERE IT IS VERY GIVING THE PRESENTATION WITH THE ICE HOUSE RIGHT IN THE BACKGROUND. BUT NOW A MAJOR PLAN HAS RECENTLY CHANGED THIS PLAN.

THE CITY NEEDS TO MOVE THE CITY HALL DESIGNED MORE TO THE EAST BECAUSE OF RIGHT RAILROAD RIGHT AWAY ISSUES. NOW IT SEEMS LIKE THE ICE HOUSE IS DEEMED UNSAFE CANNOT BE SAVED. I AM DOOMED TO BE DEMOLISHED. WHAT COULD WE HAVE? WHAT COULD WE SAVE? IF WHAT COULD WE HAVE IF WE SAVE THE ICE HOUSE BUILDING? WE GET A BUILDING WHOSE ARCHITECTURE IS UNIQUE TO MCKINNEY AS SUCH, IT WILL SET MCKINNEY APART FROM OTHER TOWNS THAT WILL MAKE MCKINNEY'S DOWNTOWN DISTRICT FROM OTHER TOWNS. DISTINCT FROM OTHER TOWNS AND ADD TO THE CITY'S IDENTITY WHEN THE LEANING TOWER PIZZA WAS NEAR COLLAPSE. NO ONE SAID IT'S TOO EXPENSIVE TO REPAIR. NO THEY CAME UP WITH A PLAN TO FIX IT. LET'S TOGETHER COME UP WITH A PLAN. GIVE US A CHALLENGE. GIVE US PUBLIC. FOLKS A CHALLENGE. PRESERVING THE ICEHOUSE BUILDING WOULD ENSURE THAT THE CITY HALL COMPLEX WILL LOOK DIFFERENT. IT WILL SAY MCKINNEY IS UNIQUE AMONG US CITIES. IT WILL GET NOTICED A TOWN THAT LOVE ITSELF ATTRACTS CREATIVE PEOPLE WHO INVEST IN BUSINESSES. IT ATTRACTS TOURISTS . IT ATTRACTS CULTURE AND ENTERTAINMENT. WE ALL KNOW THAT THE BUILDING IS THERE AND IT'S GOING TO COST THE CITY TAXPAYERS TO EITHER RESTORE IT OR TEAR IT DOWN. IT WON'T GET TORE DOWN FOR FREE. THAT MEANS THE COST OF RESTORING THE BUILDING IS A DIFFERENCE BETWEEN THE EXPENSE

[00:15:02]

OF TEARING IT DOWN AND SAVING IT SO IF IT COST $2 MILLION TO DEMOLISH AND NINE MILLION TO RESTORE THE ACTUAL COST OF RESTORATION IN SEVEN MILLION, HOWEVER, WHAT WOULD BE THE PAYBACK TO THE CITY IF WE IF IT WERE TO BECOME A MAJOR TOURIST ATTRACTION? WHAT KIND OF LOCAL STATE AND NATIONAL RECOGNITION IS THIS RESTORED? ICEHOUSE WORTH? LET'S TRY INSTEAD OF SAYING IT COSTS TOO MUCH TO SAVE THE ICEHOUSE. LET'S ASK, WHAT DO WE GET FOR THE EXPENSE OF RESTORING THE ICEHOUSE? WHAT DO WE WANT THE RENOVATION TO BE IN THIS CASE, LET'S PUT HISTORIC PRESERVATION. IT SHOULD PRESENT OVER. IT SHOULD PREVAIL OVER MONEY. I KNOW NOT EVERYONE BELIEVES THINKS THAT SAME WAY, BUT IT COULD BE A RECOGNIZABLE ICON FOR THE CITY OF BACKDROP OF SOCIAL MEDIA MEDIA PHOTOS. AWAY FINDING LANDMARK A REASON TO WALK FROM THE SQUARE TO THE EAST SIDE AND EXPRESSION OF WELCOME TO OUR UNIQUE CITY, A VISUAL SHOWCASE OF MCKINNEY'S UNIQUE HISTORY AND CULTURE. THANK YOU SO MUCH FOR ALLOWING ME TO SPEAK TONIGHT. ALL OF US TO SPEAK BEFORE YOUR MEETING. I BELIEVE WE AS A COMMUNITY SHOULD EMBRACE THE HISTORIC ICEHOUSE. THANK YOU FOR YOUR TIME. ALINA. ROSE RIPPER RIPPER TOUR. HI I'M ROSARY. BIGGER. UM I LIVE ON TO 11 BEING NORTH BRADLEY STREET. UM AND I WANTED TO TALK ABOUT THE MCKINNEY ICEHOUSE AS WELL.

UM AND DAYS BEFORE REFRIGERATORS WERE IN EVERYONE'S HOMES OR EVEN IN GROCERY STORES. THE WHOLE CITY RELIED ON THE ICEHOUSE TO SUPPLY THEM WITH BLOCKS OF ICE, AND IT REALLY SHOWED HOW CONNECTED WE CAN BE AS WHOLE. UM AND THE EMERGENCE OF THESE FACILITIES WAS A MAJOR IMPROVEMENT PRESERVATIONS AND GROCERY STORES INSIDE HOMES. UM EARLY BE MILSTEAD WAS GRACIOUS ENOUGH TO TALK TO ME ABOUT HOW IT AFFECTED HIM THROUGHOUT HIS 92 YEARS OF LIFE. AND HE REMINISCED ON HIS YOUNGER YEARS AND HOW I WAS REALLY SEEN AS A LUXURY AND THEY WEREN'T REALLY ABLE TO ACCESS TO ALL THAT OFTEN, AND I THINK THAT HAVING THIS BUILDING AND SEEING HOW MANY PEOPLE IT'S IMPACTED SINCE WELL, IT'S BEEN THERE IS REALLY , REALLY IMPORTANT TO US. AND ALTHOUGH THE ICE HOUSES A BEAUTIFUL STRUCTURE THAT DESERVES TO BE LOVED AND APPRECIATED AS PART OF OUR TEXAS CULTURE, I THINK THAT IT'S MORE IMPORTANT THAN SOME PEOPLE REALIZE THE SIGNIFICANCE TO CULTURE AND ESPECIALLY TEXAS CULTURE SURROUNDING THESE ICE HOUSES. IS THAT, UM IN SOUTH TEXAS. IT BECAME TO STORE BEER AND OTHER DRINKS THAT PEOPLE GREW AND THEY WOULD REALLY FLOCK TO IT DURING THE SUMMER MONTHS, AND IT REALLY BECAME LIKE A NEIGHBORHOOD HANGOUT AREA AND TO SOME EXTENT LIKE A PUB RECENTLY , THE STICKS ICEHOUSE ON ELDORADO IN MCKINNEY, TEXAS, IS REFERENCING THE SAME CULTURE SETTING AND EVEN NAME BYE.

HAVING ITSELF THERE SIMILARLY, BUT DISTINCT, DISTINCTLY DIFFERENT IS NORTH TEXAS ICE HOUSES THAT BEGAN AS MODERN DAY STORES. THIS IS BECAUSE RURAL AREAS LIKE WELL THE COUNTRYSIDE IT WAS EASIER TO POP DOWN TO THE LOCAL ICEHOUSE THAN MAKING A TRIP ALL THE WAY TO THE MARKET, OR IT MIGHT EVEN BE CLOSED. THIS COMING GO EXCHANGE BECAME A STAPLE TO THE SOUTH AND ICE TEXAS COMPANY. AND BECAME A REFERENCE POINT TO NOW NATIONWIDE GAS STATIONS AND CONVENIENCE STORES LIKE 7 11, THIS POPULAR CONVENIENCE STORE STARTED RIGHT UP IN MCKINNEY MCKINNEY IN DALLAS, TEXAS. BUT I THINK THAT MCKINNEY COULD REFERENCE THE SAME THING AND USE THIS AS SOMETHING TO OTHERS. HOME AND JUST BEING LIKE IN HIGH SCHOOL RIGHT NOW, I THINK THAT WE ARE REALLY LOOKING FOR SOMETHING TO CONNECT BOTH OLDER AND YOUNGER GENERATIONS. AND I THINK THAT HAVING SOMETHING THAT HAS IMPACTED SO MANY PEOPLE'S LIVES BECAUSE OF HOW LONG IT'S BEEN THERE. AND HOW THEY CAN'T REALLY TALK ABOUT IT ANYMORE BECAUSE MOST OF THEM HAVE REALLY PAST THAT REALLY, REALLY AFFECTED THEM. I THINK THAT THE ABILITY TO KEEP THE MCKINNEY ICEHOUSE IT COULD REALLY BRING US TOGETHER AND CONNECT THE YOUTH AND THE YOUNGER PEOPLE.

THANK YOU FOR YOUR TIME. THANK YOU VERY MUCH. I'M SURE THAT'S THE END OF SPEAKERS. I WILL JUST ADDRESS ONE THING I HEARD. DID YOU SIGN UP? REALLY? HE DIDN'T. I'M SORRY. I DIDN'T HAVE YOU ON LIST, BUT PLEASE COME UP. I'M SORRY. IT'S FOR US FOR PUBLIC ITEM RIGHT PUBLIC HEARING ITEM.

OKAY, SO WE'LL DO THAT AT THAT TIME. THERE WAS JUST A COMMENT MADE ABOUT THE RIGHT OF WAY IN THE BUILDING SHIFTING AND THEN IT ALL THE SUDDEN THE ICEHOUSE BECAME STRUCTURE AND SAY, WELL, THAT TIME IS NOT AT ALL. HOW HOW IT HAPPENED. IT TRULY WAS. WE WE WERE STEADFAST IN PRESERVING THE ICEHOUSE. PART OF THAT, OF COURSE, WAS GETTING THE STRUCTURAL ENGINEERS OUT THERE HAVING TO DETERMINE. MAKE SURE NUMBER ONE. IT WAS STRUCTURALLY STABLE AND HOW WE ARE GOING TO

[00:20:02]

INTEGRATE IT THAT MADE IT ONCE THEY FIRST WENT OUT. IT BECAME VERY APPARENT HOW UNSTRUCTURED, EARLY, SAFE AND WHATNOT. IT WAS ALL THAT SAID. IT'S A THERE'S NO DENYING THAT THERE, WE COULD HAVE DONE A BETTER JOB OF COMMUNICATING THROUGH THAT PROCESS FOR SURE. AND I HAVE TO GO BACK AND LOOK AT SOME OF THE , UM WHEN WE DID OUTREACH, PUBLIC OUTREACH IS AND WHAT NOT, AND SOME OF THE MEDIANS THAT WE'VE HAD. I KNOW WE HAD ONE ON MARCH. 15TH AND ABOUT WHATEVER IT WAS IN THE WORK SESSION WHERE WE DISCUSS IT, THEN, UM WHICH IS A COUPLE OF MONTHS AGO. WHO COULD HAVE DONE A BETTER JOB, OBVIOUSLY, ARE YOU ALL WOULD NOT BE HERE TALKING ABOUT IT SO CERTAINLY WE NEED TO LEARN FROM THAT. BUT IT JUST TO BE VERY CLEAR AHEAD. NOTHING TO DO THE RIGHT OF WAY WE COULD HAVE THE ICEHOUSE. OR THE RIGHT AWAY ISSUE. WE COULD HAVE REDESIGNED THE BUILDING. UM, USUALLY WITHOUT AROUND THE ICE HOUSE THAT IT WAS NOT ONE DIRECTED THE OTHER. IT WAS TRULY ABOUT A STRUCTURE THAT IS COMPLETELY AND UNEQUIVOCALLY UNSAFE, BUT TO THE POINTS THAT WERE MADE BY ONE OF THE SPEAKERS, I BELIEVE YOU, MA'AM. WE ARE MM. HE SAID. MANY THINGS THAT WERE SAID, WHICH IS WHY I STILL THINK MAYBE YOU HAD A MICROPHONE IN OUR ROOM. WE'LL TALK ABOUT THAT LATER. BUT WE ARE SENSITIVE TO IT, AND WE WILL CERTAINLY DO A BETTER JOB MOVING FORWARD ON THE COMMUNICATION AND THE ENGAGEMENT WHERE WE WHERE WE MAY HAVE FAILED. UM BEFORE. JUST A FEW THINGS, OKAY? I JUST WANT TO THANK YOU ALL FOR COMING AND ESPECIALLY FOR THE HP WHO WORKED SO HARD TO MAKE SURE THAT WE MAINTAIN THE INTEGRITY OF THE HISTORIC DISTRICT, YOU KNOW? THAT HISTORIC DISTRICT IS ONE OF THE TOP THINGS PEOPLE TALK ABOUT WHEN THEY COME TO THE CITY, AND IT'S ONE OF THE TOP REASONS WHY I MOVED TO MCKINNEY AND SO WE NEED PASSIONATE PEOPLE LIKE YOU.

TO SPEAK UP. WHEN YOU SEE THINGS THAT ARE HAPPENING, THAT SHOULDN'T HAPPEN. UM AND I'VE HAD CONVERSATIONS WITH A FEW OF YOU ALREADY. WE WANT TO MAKE SURE THAT THE BABY IS VERY AWARE OF ANY CHANGES THAT ARE COMING TO ANY HISTORIC STRUCTURES, SO WE'RE GOING TO BE LOOKING AT PROCESS IS GOING TO BE TALKING TRYING TO GET A GROUP TOGETHER. TO COME UP WITH A BETTER PROCESS SO THAT WE CAN INVOLVE YOU AND ORGANIZED FASHION SO THAT THINGS LIKE THIS ARE NOT NOT MISSED IN THE FUTURE. AND BACK TO EVEN THE HOUSE THAT WAS A CONDEMNED STRUCTURE. A VERY MINIMUM. A COMMUNICATION PATH THAT COULD BE IMPROVED UPON WHETHER, AS WAS SAID THE OUTCOME COULD HAVE CHANGED OR NOT, IT'S COMMUNICATION CAN ALWAYS IMPROVE, SO FOR THAT. WE OWN THAT. IMPROVE THAT. CONSENT AGENDA. THESE ARMS CAN CONSISTENT NONCONTROVERSIAL

[CONSENT AGENDA]

HOUSEKEEPING ADAMS REQUIRED BY LAW, ANY ITEM MAY BE CONSIDERED INDIVIDUAL INDIVIDUALLY BY ANY COUNCIL MEMBER OF MAKING SUCH REQUEST PRIOR TO EMOTION AND VOTE ON THE CONSENT ITEMS. IS THERE A MOTION TO APPROVE THE CONSENT ITEMS MOTION? WE APPROVE THE CONSENT AGENDA. I WILL.

SECOND. ALL IN FAVOR. CAST YOUR VOTE ON YOUR I'VE HAD IF IT COMES UP, I DON'T HAVE IT YET.

MOTION PASSES. REGULAR AGENDA AND PUBLIC HEARING ITEMS. 22 0444 CONDUCTED PUBLIC HEARING TO

[Conduct a Public Hearing to Receive Public Comment to the Proposed Illustrative Plans, Including the City Council’s Preferred Plan and Filed Alternate Plans, for Redistricting the Single-Member City Council Districts, Pursuant to Resolution No. 2021-11-159]

RECEIVE PUBLIC COMMENT TO THE PROPOSED ILLUSTRATIVE PLANS, INCLUDING THE CITY COUNCIL'S PREFERRED PLAN, FILED ALTERNATE PLANS FOR REDISTRICTING. SINGLE MEMBER CITY COUNCIL JUST DISTRICTS PURSUANT TO RESOLUTION NUMBER. 2021-11-15 MR MAYOR COUNCIL. BACK IN FRONT OF YOU REGARDING REDISTRICTING. YOU'VE BEEN WORKING ON THIS PROCESS FOR EIGHT OR NINE MONTHS NOW, AND I'M GONNA REINTRODUCED GUNNER SEAQUEST, WHO IS OUR CONSULTANT? AH! FROM AUSTIN HAS BEEN WORKING ON ALL THE DATA THAT WE RECEIVED OVER THE MANY MONTHS AND ALSO THE MAPS THAT YOU HAVE BEEN WORKING ON. HE HAS A SHORT POWER POINT PRESENTATION, AND THEN THERE WILL BE A PUBLIC HEARING.

GOOD EVENING COUNCIL MEMBERS STAFF. I AM GUNNER SEQUENCE WITH BIGGER STAFF HEAT. IT IS A PLEASURE TO BE BACK BEFORE YOU AS MR HAUSER SAID. THIS PROCESS FOLLOWS EARLIER MEETINGS. AND JUST AS A RECAP FOR ANYBODY WHO DIDN'T SEE THOSE. WE HAD AN INITIAL ASSESSMENT WHERE WE GAVE YOU SOME OF THE 2020 CENSUS DATA . UM AND THEN WE HELD SOME DRAWING SESSIONS HERE WITH THE CITY COUNCIL WITH OUR G I S PERSON APPEARING REMOTELY AND ABLE TO DRAW MAPS. THOSE MAPS WERE THEN PUT OUT PUBLICLY, BOTH OF THE NOTICE FOR TONIGHT'S HEARING AS WELL AS POSTED ON THE WEBSITE. SO ANYBODY WHO WANTED TO GET A LOOK AT WHAT THE COUNCIL HAS BEEN DOING HAS HAD THE OPPORTUNITY TO DO THAT. AND SO WE ARE HERE TONIGHT TO TAKE SOME PUBLIC COMMENT. AND AGAIN JUST BY WAY OF BACKGROUND. UM, WE ARE HERE. AFTER THE RELEASE OF THE 2020 CENSUS DATA TO REBALANCE THE CITY COUNCIL SINGLE MEMBER DISTRICTS TO MAKE SURE THAT THEY ARE ROUGHLY PROPORTIONAL. OF COURSE, THE U. S CONSTITUTION REQUIRES US ON THE 14TH AMENDMENT. THE ONE PERSON ONE VOTE REQUIREMENT REQUIRES US TO HAVE SINGLE MEMBER DISTRICTS TO HAVE BALANCE TO HAVE APPROXIMATELY EQUAL POPULATIONS. WHAT THAT MEANS IS THAT WE MAKE SURE EACH OF THE SINGLE MEMBER DISTRICTS DON'T HAVE A MAXIMUM TOTAL TOTAL DEVIATION THAT IS OR RATHER, THAT IS LESS PERCENT LESS THAN 10% WE MAKE SURE THAT WE HAVE A TOTAL DEVIATION LESS THAN 10.

WHAT THAT MEANS IS THAT WE WOULD LOOK TO THE MOST POPULOUS AND LEAST POPULOUS DISTRICTS TAKE THE DIFFERENCE BETWEEN THE MOST AND THE LEAST, AND THAT GIVES US THE OVERALL. UH DEVIATION THAT WE MAKE SURE THAT NUMBER IS LESS THAN 10% AND SO THIS IS SORT OF JUST BY WAY OF REFERENCE AN EXAMPLE CALCULATION THAT WE USE IF WE HAD FOUR HYPOTHETICAL DISTRICTS. DISTRICT DE EXCUSE ME, DISTRICT A WAS 10% OVER POPULATED DISTRICT DE WAS 20% UNDERPOPULATED THAT WOULD GIVE US A TOTAL MAXIMUM DEVIATION OF 30% THAT WOULD BE AN EXCESS OF THAT FEDERAL STANDARDS ARE HYPOTHETICAL CITY HERE. WOULD HAVE TO REDISTRICT. THIS IS THE CURRENT MAP. WHAT WE CALL THE BENCHMARK DISTRICT. SO THIS IS HOW THE CITY COUNCIL, THE SINGLE MEMBER CITY COUNCIL DISTRICTS CURRENTLY, OF COURSE WE HAVE TO AT LARGE COUNCIL MEMBERS AS WELL AS THE MAYOR, BUT THIS IS SPECIFICALLY FOR THE SINGLE MEMBER DISTRICTS. ONE THROUGH FOUR AND THIS IS THE CURRENT CONFIGURATION FROM THE LAST CENSUS. AND WHEN WE'RE LOOKING TO REDISTRICT JUST A QUICK NOTE , WE LOOK AT TOTAL POPULATION FROM THE CENSUS DATA. NOW, WHEN WE ARE BALANCING DISTRICTS, WE ALSO CONDUCT VOTING RIGHTS ARE ANALYSIS TO MAKE SURE THAT WE ARE LOOKING AT MAKING SURE THAT ANY PLANS THAT WE MAKE OR CHANGE HERE COMPLY WITH THE FEDERAL VOTING RIGHTS ACT FOR THOSE OF YOU WHO ARE INVOLVED IN THIS PROCESS A DECADE AGO THAT USED TO INVOLVE ACTUALLY GOING TO THE DEPARTMENT OF JUSTICE IN WASHINGTON, D C AND GETTING ANY CHANGES PRE CLEARED. THE UNITED STATES SUPREME COURT HAS CHANGED THAT REQUIREMENT, SO WE NO LONGER DO THAT, BUT THE CITY IS STILL REQUIRED TO COMPLY WITH THE FEDERAL VOTING RIGHTS ACT AND IN PARTICULAR SECTION TWO OF THAT ACT. AND SO WHAT WE LOOK FOR AS WE GO THROUGH AND LOOK AT THE DISTRICTS AS THEY'RE DRAWN IS WE MAKE SURE THAT ANY MAP THAT HAS DRAWN DOESN'T FRACTURE , FRACTURE OR PACK PROTECTING MINORITY VOTERS IN A WAY THAT POLLUTES ELECTORAL OPPORTUNITY FOR MINORITY VOTERS IN THE CITY.

MCKINNEY AND WE ALSO LOOK AT WHETHER OR NOT THERE IS A PROTECTED MINORITY POPULATION THAT IS SUFFICIENTLY LARGE AND GEOGRAPHICALLY COMPACT, SUCH THAT IT COULD BE ITS OWN DISTRICT. UM AND ONE OF THE THINGS WE HAD LOOKED AT BEFORE, WAS IN PARTICULAR DISTRICT ONE, WHICH WAS CLOSE TO UNDER THE 2020 CENTS AS BEING A MINORITY MAJORITY DISTRICT. IT WASN'T QUITE THERE. AND SO ONE OF THE THINGS WE WANTED TO LOOK AT, AND THAT WAS USING THE VOTING AGE

[00:30:05]

POPULATION DATA. AND SO AT THAT LAST MEETING, WE WANTED TO WAIT UNTIL THE CENSUS HAD ACTUALLY RELEASED ITS SPECIAL TABULATION . GIVE US GIVING US THE CITIZEN VOTING AGE POPULATION NUMBERS.

SO THAT WE COULD CONFIRM WHETHER OR NOT IT WAS IN FACT POSSIBLE BASED ON THE DEMOGRAPHIC NUMBERS HERE IN THE CITY OF MCKINNEY TO DRAW A MAJORITY MINORITY DISTRICT IN THAT WAY. AND SO THAT'S WHY WE CONTINUED UNTIL TONIGHT. WE WERE ABLE TO GET THAT INFORMATION IN APRIL AND ANALYZE IT. AND WHAT WE SEE IS, IS THAT ACTUALLY, THE DEMOGRAPHIC POPULATION IN MCKINNEY IS FAIRLY WELL DISPERSED. UM AND IT'S A DIVERSE COMMUNITY. AND SO WHAT WE SEE IS BASED ON THE CITIZENSHIP NUMBERS . WE ACTUALLY DON'T HAVE POPULATION THAT IS SUFFICIENTLY LARGE AND GEOGRAPHICALLY COMPACT. SUCH THAT VOTING SECTION TWO OF THE VOTING RIGHTS ACT WOULD REQUIRE US TO LOOK AT WHETHER OR NOT WE CAN DRAW THAT MINORITY MAJORITY DISTRICT HERE.

THAT POPULATION JUST IS NOT THERE. SO YOU'RE NOT GOING TO HEAR ME TALK A LOT ABOUT THAT TONIGHT, BUT THAT'S JUST BASED ON THE NUMBERS AND HOW PEOPLE ARE GEOGRAPHICALLY DISTRIBUTED THROUGHOUT THE CITY OF MCKINNEY. BUT THIS IS FOR PURPOSES OF BALANCING UNDER THE ONE PERSON ONE VOTE REQUIREMENT. THIS IS THE 2020 CENSUS DATA FOR THE CITY OF MCKINNEY, UM, THAT WE RECEIVED AND SO AS YOU CAN SEE, THE CURRENT DISTRICTS, SINGLE MEMBER DISTRICTS AND THE BENCHMARK. UM WHAT WE HAVE HERE , WHICH YOU'LL SEE IS THE TOTAL NUMBER OF PERSONS BROKEN DOWN BY DISTRICT THE IDEAL SIZE AND THAT IDEAL SIZE, BASICALLY AS IF YOU COULD DIVIDE EACH OF THE DISTRICTS EQUALLY INTO FOUR EQUAL DISTRICTS. UM WHAT THAT WOULD LOOK LIKE. YOU CAN'T DO THAT. JUST BASED ON WHERE PEOPLE ARE LOCATED. YOU CAN'T DRAW THE LINES THAT THAT EXACTLY, BUT THAT'S WHY WE HAVE THAT 10% DEVIATION THAT WE HAVE TO GET IN. SO WHEN WE LOOK AT HOW THINGS ARE SITUATED CURRENTLY UNDER THE 2020 CENSUS, WHAT WE SEE IS THAT DISTRICTS ONE AND THREE ARE UNDERPOPULATED. AND DISTRICTS TWO AND FOUR ARE OVERPOPULATED. AND SO WHAT THIS PROCESS IS FOR THE CITY OF MCKINNEY'S REDISTRICTING AND WHAT THE COUNCIL HAS HAD TO LOOK AT. IS HOW TO TAKE POPULATION OUT OF DISTRICT TWO AND FOUR. ADD THEM INTO ONE AND THREE TO BRING THAT OVERALL DEVIATION, WHICH UNDER THE CURRENT BENCHMARK IS UP AT 45.19.

OBVIOUSLY WELL OVER THE 10% STANDARD. SO HOW DO WE HOW DO WE MOVE THAT POPULATION TO GET IT BACK DOWN BELOW THAT 10% REQUIREMENT. ONE OF THE OTHER THINGS THAT HAVE GUIDED THIS PROCESS IS IN ONE OF OUR EARLIER MEETINGS, THE COUNCIL ADOPTED SOME REDISTRICTING CRITERIA AND AGAIN, THESE ARE THINGS THAT THE COUNCIL LOOKS AT, JUST IN MAKING ANY CHANGES TO THE MAP TO BRING IT BACK INTO BALANCE. USING IDENTIFIABLE BOUNDARIES, SUCH AS ROADWAYS OR GEOGRAPHIC FEATURES , MAINTAINING COMMUNITIES OF INTERESTS IN NEIGHBORHOODS THROUGHOUT THE CITY. USING WHOLE VOTING PRECINCTS WHERE POSSIBLE AND PRACTICAL CONSISTENT WITH THE OTHER CRITERIA. BEST IN THE PLAN ON THE EXISTING DISTRICTS AGAIN. WE WEREN'T GOING IN TRYING TO REDRAW THE WHOLE MAP THAT CREATES CONFUSION. WE'RE BASICALLY JUST TRYING TO GET THE DISTRICTS AS THEY ARE BACK INTO BALANCE BACK INTO COMPLIANCE WITH FEDERAL LAW. MAKING SURE THAT THOSE DISTRICTS ARE RELATIVELY EQUAL IN SIZE. KEEPING THE DISTRICT'S COMPACT AND CONTIGUOUS KEEPING INCUMBENTS IN THEIR DISTRICTS. AND THAT IS FOR THE PURPOSE OF MAINTAINING INCUMBENT CONSTITUENCY RELATIONSHIPS. UM AND THEN TAILORING THE PLAN TO COMPLY WITH THE VOTING RIGHTS ACT. SO YOU FORGOT ONE. THAT'S WHAT DID I FORGET KEEPING THE PERSON WHO IS ELECTED IN THE DISTRICT AS WELL. THAT'S THE ONE KEEPING INCUMBENTS IN THEIR DISTRICT. WHERE'S ON THE BOTTOM ON THE LEFT THERE. YEAH NO, ABSOLUTELY, AND THAT IS CERTAINLY AN IMPORTANT CONSIDERATION. AND WE'LL TALK ABOUT WHY THAT'S AN IMPORTANT CONSIDERATION. SURELY THIS IS THE PLAN. AS I MENTIONED, WE'VE HAD A COUPLE OF DRAWING SESSIONS WITH A COUNCIL. THE COUNCIL HAS GONE THROUGH A FEW ITERATIONS. AND THIS IS THE LAST ONE THAT WE HAVE. UH, WE'RE CALLING IT PLANNED THE REVISED BECAUSE IT INCORPORATES THE CHANGES THAT YOU ALL MADE. IT WASN'T THE LAST ONE THAT WE HAD. AT THE LAST DRAWING SESSION IN FEBRUARY. IT WASN'T THE LAST ONE THERE WAS TWO RIGHT? THIS IS THE ONE THAT WE DREW AT THE LAST SESSION. THIS IS ONE THAT WELL, YEAH, YOU DREW IT, BUT THAT'S NOT THE ONE THAT WE WERE IN CLOSE. I NEVER AGREED TO GIVEN AWAY THAT PORTION DOWN THERE. THERE WAS TWO OF THEM THAT YOU WENT THAT WE ASKED YOU TO. TO LOOK AT THAT. THERE WASN'T JUST THIS ONE. WELL WE DO HAVE I HAVE THE PLAN C AND PLAN B, WHICH YOU CAN PULL UP AS WELL. SO ALL OF THOSE ARE AVAILABLE. UM THIS WAS JUST THE MOST RECENT. THIS IS THE ONE WE LEFT ON LAST TIME, WHICH I MY UNDERSTANDING. WASN'T I APOLOGIZE IF I MISUNDERSTOOD WAS THAT THAT WAS THE ONE THAT WE WANTED TO COME BACK WITH. BUT WE'LL BRING UP THE OTHER ONE AS WELL. I HAVE THOSE AVAILABLE FOR YOU. UM AND WE AND ALSO I SHOULD MENTION THAT WE DO HAVE DREW OUR G I S SPECIALIST WHO IS ALSO ON THE LINE. WE CAN BRING HIM UP. HE CAN BRING UP ALL OF THE MAPS

[00:35:01]

AND IS AVAILABLE TO MAKE ANY OTHER CHANGES OR LOOK AT AT THOSE IN MORE DETAIL, AS THE COUNCIL WANTS, SO THOSE ARE ALL CERTAINLY AVAILABLE THIS EVENING. THE OTHER THING WE HAVE IS AS PART OF THE CRITERIA THAT THE COUNCIL HAS ADOPTED, IS ALSO ADOPTED SOME GUIDELINES FOR PUBLIC PARTICIPATION AND INPUT. WE HAVE RECEIVED ONE CITIZEN PLAN THAT IN THE INTERESTS OF TRANSPARENCY WE HAVE HERE. THE BLOW UP MAP AS WELL. HOWEVER THAT PLAN DOES NOT COMPLY WITH THE CRITERIA ADOPTED BY THE COUNCIL BECAUSE IT DOES DRAW A COUNCIL MEMBER OUT OF THEIR DISTRICT. AND SO THAT'S NOT CONSISTENT WITH THE CRITERIA. THAT THE COUNCIL HAS ADOPTED. IF WE LOOK AT THIS PLAN D UM, IT DOES. IN FACT, BRING YOUR DEVIATION DOWN TO 7.49. UM AND IT WILL LOOK AT WELL, LET ME GO THROUGH. THE REST PROCESS, SO THIS IS WHERE WE ARE IN THE PROCESS. WE HAVE DONE THE INITIAL ASSESSMENT. WE'VE HAD THE ADOPTION PLAN AND ADOPTED THE PLANE CRITERIA AND GUIDELINES. WE'VE SEEN THE ILLUSTRATIVE PLANS AND NOW WE'RE TONIGHT. WE'RE AT THE PUBLIC COMMENT AND HEARING PROCESS. AFTER THAT, WE'LL HAVE AN OPPORTUNITY TO ANALYZE ANY COMMENTS MAKE ANY ADDITIONAL CHANGES THAT THE COUNCIL WOULD LIKE TO SEE. AND THEN WE WILL COME BACK AT ANOTHER MEETING TO PROPOSE THAT PLAN, OR OR A SERIES OF PLANS FOR CONSIDERATION FOR FINAL ADOPTION. AND THEN OF COURSE, WE'LL HELP YOU GET THAT INFORMATION OVER TO THE COUNTY TO BE PROCESSED AND USED IN ELECTIONS GOING FORWARD. THAT'S THE END OF THE SLIDE I HAVE HERE IF YOU WOULD LIKE ME, UM LET'S DO THIS. CAN WE BRING DREW UP, PLEASE? THINK I AROUND HERE. THANK YOU. DREW DREW. CAN YOU SEE IF YOU CAN PULL UP FOR US? WHICH ONE LET ME CONFIRM. THAT WE CAN GET THE RIGHT ONE. PULL UP PLAN C. I THINK AS WELL. I BELIEVE THAT WAS WE HAD C AT THE LAST ONE AS WELL. ALL RIGHT. AND WILL YOU BLOW THAT UP FOR US? I THINK THERE IS A WAY TO DOOM IN A LITTLE BIT ON YOUR END ON THE RIGHT SIDE OF THE SCREEN. THIS WAS BASIC GOES ON MY END. OKAY MR ROGERS. IS THIS THE OTHER PLAN? THIS WAS IT. OKAY MY APOLOGIES FOR THAT OVERSIGHT, SIR. UM SO WE HAVE THEN PLAN C IS CERTAINLY ALSO AN OPTION AS WELL. THESE ARE ALL OPTIONS FOR WHICH THE PUBLIC CAN PRESENT COMMENT. EVER WHICH THE COUNCIL CAN CAN MAKE ANY FURTHER CHANGES THAT IT FEELS APPROPRIATE AND THEN WE CAN COME BACK FOR FINAL ADOPTION WITH ONE OR MORE OF THESE OPTIONS IS CONSIDERATIONS TO BE VOTED ON BY THE COUNCIL. OKAY? AND SO AT THIS TIME, UNLESS THERE'S ANY QUESTIONS FROM THE COUNCIL IS THIS BECAUSE I KNOW WE WERE LOOKING AT A PLAN. I THINK THIS ONE MIGHT BE IT WHERE 40% OF DISTRICT THREE WOULD BE NEW VOTERS. WAS IT? THAT WAS THIS PLAN, AND I THINK THAT'S WHY WE WERE MIGRATING AWAY FROM THIS PLAN BECAUSE THAT'S A LARGE CHUNK. VOTERS THAT WOULD BE SHIFTED. CORRECT. PLANTS. HE HAS IT CERTAINLY. TAKES ON A BIGGER CHUNK OF NEW AREA AND PLAN C. THAT IS CORRECT. FOR DISTRICT THREE. YEAH, I THINK THE COMMENT THAT I HAD MADE IT. THE LAST ONE WAS BECAUSE OF HOW MUCH POPULATION I'VE GOT TO MAKE UP FOR DISTRICT ONE HAS TO MAKE UP IN THIS SCENARIO. I MAKE ALL OF THAT POPULATION UP BY MOVING INTO DISTRICT THREE. UM AND THEN DISTRICT THREE HAS TO MAKE UP ALL OF THAT POPULATION BY MOVING INTO FOUR AND TWO. AND SO IT JUST SHIFTS THE DISTRICTS IN A WAY THAT CAUSES A THINK IT WAS A 40% SHIFT AND YOUR NEW ELECTED. UM CONSTITUENCY. THAT WOULD BE NEW. UM. NEW CONSTITUENTS FOR YOU. YEAH. DREW CAN YOU BRING UP OUR TOTAL POP TABLE FOR PLAN C, PLEASE. SO THIS ONE HAS AN OVERALL DEVIATION OF 2.68. THE SMALLEST ONE. IT IS A SMALLER DEVIATION THAT'S CORRECT.

ABSOLUTELY. THESE TWO PLANS OR OTHER SUGGESTIONS THAT YOU HAVE AT THE END OF THE DAY. YOU KNOW , WE'RE HERE TO FACILITATE YOUR ALL DRAWING THE MAP THAT WORKS BEST FOR THE CITY. CHART ON THE OTHER PLAN. THE CHART ON WE USED THE CHART ON PLAN D, PLEASE DREW. 10.49 DEVIATION. TO BOTH

[00:40:19]

ARE CONSISTENT WITH THE FEDERAL STANDARD PLAN. C HAS A LOWER DEVIATION, BUT BOTH BOTH MEET THE STANDARD. CAN YOU SWITCH BACK TO SEE AGAIN? I'M JUST TRYING TO YEAH, AND IN FACT, I DON'T KNOW IF IT'LL MAKE IT TOO SMALL. WE CAN PUT THEM UP SIDE BY SIDE TO IT PROBABLY WILL. I CAN BARELY READ IT. OKAY LET'S LEAVE IT AS YOU CAN. YOU SWITCH BACK TO SEE PLEASE QUICKLY.

PROPPING POST.

OKAY WELL, IF YOU ALL DON'T HAVE ANY OTHER QUESTIONS FOR ME, THEN WE CAN OPEN THE PUBLIC HEARING.

WE'LL PUT PLAN C BACK UP ON THE SCREEN SO THAT WE HAVE IT. DISPLAYED FOR PEOPLE TO LOOK AT.

WE ALSO HAVE THE BLOW UP MAP OF THE PLAN D AND THE CITIZEN MAP OVER HERE THAT SHOW UM THE DETAIL AND SO IF WE WANT TO INVITE FOLKS TO HAVE A FEW MINUTES TO COME UP AND LOOK AT THOSE BEFORE WE OPEN A PUBLIC HEARING AT THE COUNCIL'S DISCRETION. WE DO THAT OFTEN, AND THEN WE CAN GIVE FOLKS A CHANCE TO GIVE THEIR INPUT AND WE CAN GO FROM THERE. RIGHT? LET'S UM LET'S DO THAT. LET'S OPEN THE PUBLIC HEARING. AND I HAVE LISTENED TO SPEAK JULIE LUTON. HELLO, COUNCIL. UM, JULIE LUTON. I'M A 20 YEAR. 21 YEAR RESIDENT AT THIS POINT OF MAKENI. THANK YOU FOR YOUR TIME TODAY. I'M HERE TO ADDRESS REDISTRICTING, BUT I HOPE YOU'LL JUST INDULGE ME FOR TWO MINUTES, TWO MINUTES. SORRY TWO SECONDS FOR TWO OTHER COMMENTS. ONE IS AS SOME OF YOU MAY KNOW. MY HUSBAND PASSED AWAY IN JANUARY. FROM NOT FROM COVID, BUT PANCREATIC CANCER. AND THIS IS THE FIRST PUBLIC OPPORTUNITY. I'VE HAD TO THANK THIS ENTIRE COUNCIL FOR THE EMAILS, TAX FLOWERS AND SOME OF YOU EVEN ATTENDING HIS SERVICE. MY HUSBAND WAS THE BEST OF MEN AND MCKINNEY IS POORER FOR LOSING HIS SERVICE, HIS STEADINESS TO CHURCH TO COMMUNITY LIFELINE TO HABITAT INTO THE CITY OF MAKENI AS A WHOLE. THE KINDNESS OF HIS COUNSEL WAS STARTLING TO ME. UM AND VERY VERY HEARTBREAKING. AND I THANK YOU. MY FAMILY WAS VERY INSPIRED BY LIVING IN THE COMMUNITY THAT CARED SO MUCH, SO THANK YOU. SECONDLY, BECAUSE I KNOW TOO WELL WHAT LOSS LOOKS LIKE RIGHT NOW. AND I KNOW THAT IT'S NOT HERE YET. COVID CASES ARISING AGAIN. I'D LIKE TO URGE THIS COMMUNITY TO TAKE CARE OF EACH OTHER. THE LAST HEADLINE I SAW SAID THAT OVER A MILLION AMERICANS HAVE DIED FROM COVID, AND THAT'S UNDERCOUNTED. THAT IS TOO MANY LOVED ONES GONE TOO MANY EMPTY SEATS AT DINNER. TOO MANY CHILDREN CRYING FOR THEIR MOTHERS AND THEIR FATHERS AND THEIR BROTHERS AND THEIR SISTERS. SO PLEASE, JUST TAKE CARE OF THE BEST YOU CAN AND IF IT COMES TO IT BE SAFE RATHER THAN SORRY. WHICH BRINGS ME TO REDISTRICTING. MINE IS ONE OF THE PLANS THAT HAVE CONSIDERATION AND I KNOW THERE ARE OTHERS. I JUST ASKED THAT AS WE CONSIDER THE NUMBERS AND THE DEVIATIONS AND THE LAWS THAT WE MUST RIGHTFULLY FOLLOW. YOU REMEMBER THAT THE REAL REASON THIS IS SO VERY IMPORTANT FOR THE CITY OF MAKENI. IS NOT FOR INDIVIDUAL SEATS, ALTHOUGH THAT MUST BE CONSIDERED, OF COURSE, BUT THAT YOU REPRESENT A BEAUTIFULLY DIVERSE COMMUNITY. WE HAVE DIFFERENT SKIN COLORS, RELIGIONS, COMMUNITIES AGES, FAMILY STATUS, POLITICAL BELIEFS , BUT WE ARE ALL PART OF MAKENI.

WE ALL DESERVE THE OPPORTUNITY FOR OUR PERSPECTIVES TO BE HEARD BY COUNSEL TO BE CONSIDERED IN INCLUDED IN ZONING, ECONOMIC DOUBT, DEVELOPMENT AND IN OUR CULTURAL CELEBRATIONS. IF YOU KEEP THAT IN MIND THAT VERY BASIC FOUNDATION OF WHY WE'RE MAKING THIS DECISION. AND I'M SURE THAT YOU WILL DO SO WE WILL END UP WITH A MAP THAT WILL MAKE OUR COMMUNITY STRONGER. COUNCIL MEMBER PHILLIPS MENTIONED IN ONE OF YOUR VERY LONG WORK SESSIONS THAT YOU'VE HAD EARLIER THIS YEAR THAT HE THOUGHT THAT PERHAPS BEING A GOOD NEIGHBOR SHOULD BE ADDED TO THE PILLARS THAT THE CITY FOLLOWS. I THINK THAT'S THE RIGHT WORD. I DON'T KNOW WHETHER IT NEEDS TO BE AN OFFICIAL MOTTO OR NOT, BUT THAT GOAL OF BEING A GOOD NEIGHBOR TO ALL SOUNDS PRETTY GOOD TO ME. SO MAYBE YOU LEAD WITH THE INTENTION OF BEING A GOOD NEIGHBOR TO ALL OF MAKENI WITH ALL OF OUR DIFFERENCES IN OUR PERSPECTIVES. IF WE DO THAT, THEN WE'LL BE OKAY. THANK YOU.

THANK YOU, JULIE AND WE ARE VERY SORRY FOR YOUR LOSS. IT WAS A VERY BIG LOSS. I HAVE NOBODY

[00:45:04]

ELSE SIGNED UP TO SPEAK. IS THERE ANYONE HERE THAT WOULD LIKE TO SPEAK? NOW IN CLOSE THE PUBLIC HEARING. SO MOVED. CAST YOUR VOTES. THIS IS, OF COURSE, JUST CLOSING THE PUBLIC HEARING.

AND THE SCHEDULE THAT WE WERE PLANNING ON WAS JUNE 7TH FOR BOTH OF THESE TWO MAPS. IS THERE ANY CHANGES IN THAT. PLAN. SORRY, MARK, COULD YOU SAY THAT AGAIN? THE SCHEDULE THAT I WAS WORKING WITH WAS JUST TO BRING THESE TWO MAPS BACK ON JUNE 7TH FOR COUNCIL CONSIDERATION POSSIBLE APPROVAL. OKAY WITH ME, MAN WITH ME, SIR. ANY OTHER QUESTIONS FOR YOU. ANY OTHER QUESTIONS FOR ME. NO, SIR. OKAY, I THANK YOU ALL FOR YOUR TIME THIS EVENING WON'T BE BACK ON THE SET. NOT UNLESS YOU ALL NEED ME. I THINK WE HAVE THE CHANGES MADE. IF WE NEED TO MAKE ANY ADDITIONAL CHANGES, WE CAN HAVE THAT DONE REMOTELY. BUT RIGHT NOW, I THINK WE HAVE SOME ALTERNATIVES FOR YOU ALL TO CONSIDER AND VOTE ON. AND IF WE NEED MORE, JUST LET US KNOW. MR MAYOR, MAN HAVE TO STICK STEPPED DOWN ON THIS NEXT TIME. AGAIN. GOOD EVENING. THANK YOU. NEXT

[Conduct a Public Hearing to Consider/Discuss/Act on a Specific Use Permit Request for a Private Street Subdivision (Aster Park), Located on the North Side of FM 1461 and Approximately One Mile East of FM 2478, and Accompanying Ordinance]

TIME 220004 S U P TO CONDUCT PUBLIC HEARING TO CONSIDER AND ACT ON THE SPECIFIC USE PERMANENT QUEST FOR PRIVATE STREET SUBDIVISION. ASTRA PARK, LOCATED IN THE NORTH SIDE OF FM 14 61 IN APPROXIMATELY ONE MILE EAST OF FM 24 78 ACCOMPANYING ORDINANCE, JENNIFER ARNOLD.

THANK YOU, MR MAYOR. AS YOU READ, THIS IS A S U P REQUEST FOR A PRIVATE STREET SUBDIVISION KNOWN AS ASTOR PARK. LOCATED IN THE NORTHWEST PORTION OF MCKINNEY BEFORE I LAUNCH INTO SOME INFORMATION ABOUT THE REQUEST THAT JUST DIDN'T WANT TO HIGHLIGHT THAT REQUEST FOR PRIVATE STREET SUBDIVISION IS ESSENTIALLY ASKING FOR A GATED COMMUNITY SO WITHIN OUR CODE THAT DOES REQUIRE AN S U P FOR THAT TO BE CONSIDERED. SO THE PROPOSAL LET'S SEE IF I CAN GO IS FOR THE SUBJECT PROPERTY, WHICH IS OWNED PD PLAN DEVELOPMENT, AND IT ALLOWS FOR A RANGE OF PRESIDENTIAL PRODUCT TYPES. THE U. P FOR THEIR PRIVATE STREET SUBDIVISION IS SPECIFIC TO THE SINGLE FAMILY COMPONENTS OF THIS OVERALL DEVELOPMENT PLAN AND WHAT YOU'LL SEE HERE ON THE SCREEN AND I APOLOGIZE. IT'S ROTATED. UM, IS THAT THE PROPOSED PRIVATE STREET SUBDIVISION IS ACTUALLY A SERIES OF NEIGHBORHOODS UNDER ONE LARGER PLAN. SO WHILE THE REQUEST IS FOR A SINGLE S U P IT WOULD ALLOW FOR BELIEVE IT'S FOR INDEPENDENT PRIVATE STREET SUBDIVISIONS. WHEN CONSIDERING A PRIVATE STREET SUBDIVISION. THERE ARE SEVERAL FACTORS SET STAFF IS ASKED TO CONSIDER THOSE ARE OUTLINED IN YOUR STAFF REPORT. BUT MOST NOTABLY, WHAT WE'RE LOOKING FOR IS ENSURING THAT IT DOES NOT CREATE ANY SORT OF BREAKAGES AND THE CITY'S ANTICIPATED STREET NETWORK, NOR DOES IT CREATE ANY BIG BREAKAGES IN OUR HIKE AND BIKE TRAIL SYSTEM. SO STAFF HAS EVALUATED THAT REQUEST. WE DO FEEL AS THOUGH IT IS IT MEETS THE REQUIREMENTS OR CONSIDERATION POINTS TO BE APPROVED. AND WE WORKED WITH THE APPLICANT TO TIE DOWN THE S U. P EXHIBIT AND EXACTLY WHERE THOSE PRIVATE STREETS WILL BE LOCATED.

INCLUDED WITH YOUR PACKET IS A CONCEPT PLAN THAT OUTLINES SORT OF WHERE THOSE, UH MASONRY WALLS AND GATE FEATURES WOULD BE LOCATED ALONG WITH AN ENTRY EXHIBIT FOR THE PROPERTY. SO WITH THAT PLANNING AND ZONING COMMISSION HAS CONSIDERED THE ITEM AND RECOMMENDING APPROVAL AND STAFF IS ALSO IN SUPPORT, AND I'M HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS FOR STAFF.

PUBLIC HEARING AND I DO HAVE WELL, THE APPLICANT FIRST THE AFRICAN IS HERE. THAT GREER. MR MAYOR, COUNCIL MEMBERS. MY NAME IS GARY MCDOWELL. I'M HERE ON BEHALF OF DEVELOPER I'M HERE TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE. QUESTIONS. STAFF, I THINK CONVEYED EVERYTHING. THANK YOU. THANK YOU. THIS IS A PUBLIC HEARING. I DON'T SHOW ANYONE ASSIGNED TO SPEAK. BUT IF YOU ARE HERE AND SPEAK TO THE ADAM, PLEASE PRESENT YOURSELF. I THOUGHT YOU WERE ABOUT TO GET UP BECAUSE EXCITED THIS IS THE FIRST LOT WITH THAT? IS THERE AN EMOTION? TO MAKE A MOTION THAT WE CLOSE THE PUBLIC HEARING AND IMPROVE THIS ITEM. CIRCUIT. CAST YOUR VOTES.

AND PASSES. OUR FINAL ITEM 2 TO 0445 CONSIDERED DISCUSS ACT ON A REQUEST FOR QUALIFICATIONS FOR

[Consider/Discuss/Act on a Request for Qualifications for Future Affordable Housing Development Utilizing Public Private Partnership with the McKinney Housing Finance Corporation]

[00:50:02]

FUTURE AFFORDABLE HOUSING DEVELOPMENT IN REALIZING PUBLIC PRIVATE PARTNERSHIP WITH THE MCKINNEY HOUSING FINANCE CORPORATION. GOOD EVENING. THANK YOU. MAYOR. CRYSTAL TODD, AFFORDABLE HOUSING ADMINISTRATOR. THE ITEM BEFORE YOU TODAY IS, UM AND R F Q. IT'S ASKING FOR APPROVAL FOR US TO ISSUE A SECOND R F Q. WE RECEIVED PERMISSION FROM COUNCIL BACK IN 2018 TO ISSUE THE FIRST ONE TO HAVE A CODE DEVELOPMENT PARTNERSHIP DEAL. AND WITH THAT INDEPENDENCE WAS BORN. WE HAVE OUR GRAND OPENING FOR THAT NEXT MONTH ON JUNE 14TH. WE'RE VERY EXCITED ABOUT THAT. BUT THIS THIS IS OUR NEXT ENDEAVOR ON ISSUING AN R F Q TO HAVE OUR NEXT PARTNERSHIP DEAL WITH A NEW DEVELOPER. THERE ARE. THE ONLY CHANGED THIS ONE REALLY WAS. IT STARTED AT LAST TIME WE HAD AN OPEN END PERIOD. THIS ONE ACTUALLY CURRENTLY SAYS THAT IT'S OPEN UNTIL RESCINDED. AND THEN IT'S STILL ALL WEST OF 75. ALL DEVELOPMENT IS WEST OF 75.

WE DID HAVE, UM, REQUEST TO POSSIBLY DO IT ALL NORTH OF THREE EIGHTIES AND THE REASON IT'S NOT IN THERE. WE DID NOT SAY THAT WE STATED ALL WEST OF 75 IS BECAUSE WE COULD HAVE SOME DEVELOPMENT DEALS THAT ARE REHABS AND SO WE DON'T WANT TO TAKE AWAY FROM POSSIBLE DEVELOPMENTS THAT ARE ALREADY UP AND RUNNING THAT WE COULD POSSIBLY PARTNER WITH TO REDEVELOP. CRYSTAL WALKED ME THROUGH WITH A REHAB MIGHT LOOK LIKE I'M THINKING OF A COUPLE PROPERTIES WEST TO 75. IN MY ESTIMATION, MIGHT BENEFIT FROM A REHAB. BUT WHAT WOULD THAT LOOK LIKE? WITH THE REHAB. IT'S US ISSUING, DEPENDING ON WHAT TYPE OF DEAL THAT WE DO DECIDE ON WITH THE PARTNERSHIP. IT'S UH, ISSUING BONDS TO REHAB CURRENT FACILITIES, OKAY? AND WE DO THAT, IN ADDITION TO THE LAST ONE WE DID WAS ACTUALLY NEW DEVELOPMENT, SO IT DOESN'T ALWAYS HAVE TO BE A NEW DEVELOPMENT. WE CAN GO INTO REHAB. CURRENT DEVELOPMENTS, OKAY? THE OTHER QUESTIONS. THIS IS A PUBLIC HEARING. NO, IT'S NOT A PUBLIC HEARING. OR A MOTION THAT'S NO OTHER QUESTIONS. I MAKE THE MOTION THAT WE APPROVED THE ITEM AS PRESENTED. SECOND IS CAST ABOUT. THANK YOU. THANK YOU. WE'VE ALREADY HAD CITIZEN COMMENTS NOT

[COUNCIL AND MANAGER COMMENTS]

ON THE AGENDA. COUNCIL MANAGER COMMENTS START WITH YOU, COUNCILMAN MILLER. FRANKLIN.

WELL I GUESS THAT'S STORED UP TO ATOMS ACTUALLY. TALK ABOUT ONE WAS THE BYRON NELSON. IF YOU DIDN'T WATCH IT ON TV, OR YOU DIDN'T GET OUT TO SEE IT. AH! WE KNOCKED IT OUT OF THE BALLPARK.

I MEAN, IT WAS FANTASTIC. EVERYTHING WENT SMOOTHLY. THEY HAD RECORD CROWDS SHOULD HAVE RECORD REVENUE REVENUE. IT IS A IT IS TRULY MM. GREAT RELATIONSHIP THAT WE HAVE FORMED WITH THE SALESMANSHIP CLUB. AND THEY DID A FAST TASTIC JOB AND EVERYONE THAT I TALKED TO THAT WAS IN RED PANTS. LOVED MCKINNEY AND LOVES THAT WE'RE OUT HERE. SO I JUST WANTED TO SEE THAT AND THEN. FORGOT. I WENT OUT AND READ A PLOT CORRELATION. FOR WILD BIRDS UNLIMITED. AS A NATURE SHOT. WHICH GOES RIGHT ALONG WITH HER BRAND. MAYBE WE COULD PUT SOME BIRDS IN THAT TREE. YOU UH BUT I WENT OUT THERE AND I HAD NEVER BEEN TO THIS. STORE BEFORE, BUT IT'S A TESTAMENT TO OUR SMALL BUSINESSES. THEY'RE IN. THEY'RE IN THERE WITH TOM THUMB ON THE CORNER OF HARDEN AND ELDORADO. AND. I WENT IN THERE AND THEY HAD THEIR FIVE YEAR ANNIVERSARY.

AND ANYBODY THAT'S TRYING TO SMALL BUSINESS THEIR FAILURE, RIGHT? IS PROBABLY A YEAR AND A HALF TWO YEARS, SO THEY HAVE DONE EXCEPTIONALLY WELL AND THAT CENTER AND IF YOU GO IN THERE, THEY'VE GOT BIRD HOUSES AND THEY'VE GOT UM, BIRDBATHS, AND THEY'VE GOT INFORMATION ON HOW WE SAVE OUR BIRDS. AND WHAT WE NEED TO DO TO CONSERVE OUR WALLS, WILDLIFE IT'S JUST A WONDERFUL SHOP. AND IT JUST GOES TO SHOW YOU HOW HELP YOU KNOW, WE'RE KIND OF BUILT ON SMALL BUSINESSES AND MCKINNEY. ESPECIALLY DOWNTOWN, BUT OUT IN THE AREAS IN THE SHOPPING CENTERS. IF YOU EVER GET A CHANCE TO DROP BY AND LOOK IN AND SEE WHAT'S THERE THERE'S

[00:55:03]

SOME REALLY NEAT STORES IN MCKINNEY. REALLY CONTRIBUTE. AND SELL. SO I'VE GOT. THANK YOU, MR MAYOR. TWO THINGS NUMBER ONE WITH RESPECT TO THE BYRON NELSON WANT TO FOCUS MY REMARKS ON OUR FIRE AND E M T. UM IT WAS HOT, HOT, HOT OUT THERE, MAN, AND A LOT OF PEOPLE WENT OUT THERE AND DECIDED TO DRINK ALCOHOL. MAYBE NOT ENOUGH WATER AND STAND THE SUN AND EVEN OUT THE SUN WHERE I WAS, IT WAS HIGH. BUT THERE WERE A NUMBER OF HEATSTROKE INCIDENTS AND HERE ARE GUYS ARE OUT THERE . JUST MITIGATING IT RIGHT LEFT AND CENTER. SO AGAIN, YOU TALKED ABOUT THE RED PANTS SOCIAL, THE BOOTS ON THE GROUND, THE SALESMANSHIP CLUB. THEY ABSOLUTELY LOVED BEING IN MCKINNEY, TEXAS, AND SO WE'RE SO GRATEFUL. THEY'RE THE REMARK. I WANT TO MAKE THIS KIND OF A REPEAT OF SOMETHING I SAID EARLIER IN THE WORK SESSION THAT IS OUR UNIQUE BY NATURE MOTTO.

ONE OF MY FAVORITE TIMES OF EVERY DAY IS WHEN I AM IN THE LEFT HAND DEDICATED TURN LANE, WAITING TO MAKE A LEFT HAND TURN TO GO NORTH ON THE ACCESS ROAD ON HIGHWAY 75. BECAUSE I GAZE UP INTO THE HISTORIC DISTRICT TO DOWNTOWN TO THE WATER TOWER AND I SEE TREES, TREES, TREES. YOU KNOW, THESE TREES WORKED HERE 100 AND 50 YEARS AGO WE WERE THE BLACK LINE PRAIRIE AND TO SEE WHAT THE BLACK LINE PRAIRIE LOOKED LIKE. GO AFTER THE HERD MUSEUM WHERE THEY HAVE UNDISTURBED BLACK LYNN PRAIRIE OUT THERE. NOW I KNOW THAT IN THE WETLANDS, THERE WERE TREES.

I KNOW THAT THE FARMERS PLANTED TREES TO SEPARATE THE THEIR THEIR FARMS TO MAKE TREE LINES.

BUT WE HAVE THAT WE'VE DONE A REMARKABLE JOB. THE OTHER THING I WOULD ANECDOTALLY CHALLENGE YOU DO IS WHERE ELSE IN THE METROPLEX. CAN YOU HAVE THAT VIEW THAT I HAVE EVERY MORNING OF THE CITY WITH JUST ALL THOSE TREES? SO, UM BOY. I LOVE MCKINNEY. AND THAT'S A BIG PART OF IT. THANK YOU, MR MAYOR. FROM PHILLIPS. SURE, THERE'S ANOTHER TOURNAMENT GOING ON LAST WEEK, AND IT WAS THE STATE TRACK ME AND CODY BLACKWOOD FROM MCKINNEY . NORTH BROUGHT HOME ANOTHER STATE CHAMPIONSHIP TO MCKINNEY, TEXAS IN THE 300 M HURDLES. HE ALSO PLACED SECOND IN THE 110 HURDLES. HIS TEAM TOOK FOURTH AND STATE THEY TOOK A THIN THE FOUR BUCKS TO AND SECOND IN THE FOUR OR 54. SO CONGRATULATIONS TO THE MEN FROM MCKINNEY NORTH. THE GIRLS FROM MCKINNEY NORTH FOR EIGHTH. THEY TOOK FOURTH IN THE FOUR BY ONE AND ALEXANDER HARBOR TOOK THIRD IN THE 100 HURDLES. AND FROM MCKINNEY BOARD . THEY WERE FIFTH IN THE 45 400 AT THE STATE CHAMPIONSHIPS. A LOT OF YOUNG PEOPLE THAT YOU CAN REALLY BE PROUD OF, AND PARTICULAR CODY BLACKWOOD FOR BRINGING HOME ANOTHER STATE CHAMPIONSHIP TO MCKINNEY, TEXAS. SOMETHING FOR YOU TO BE PROUD OF MCKINNEY. THANK YOU VERY MUCH. THAT'S WOMAN. WELL THIS FRIDAY IS THE LAST DAY OF SCHOOL. I KNOW MY KIDS ARE EXCITED FOR THIS WANTED TO RECOGNIZE OUR WONDERFUL EMPLOYEES OF THE TEACHERS AND THE STAFF AND THE SCHOOL BOARD SUPERINTENDENT AT MY ESTATE FOR ENDURING WHAT WAS A DIFFICULT YEAR. YOU KNOW, WE NAVIGATED AT THE BEGINNING. STILL COVID AND COVID SURGES THROUGH THE HOLIDAYS. WE NAVIGATED SNOW DAYS AND WE NAVIGATED TOUGH POLITICS IN THE CITY. AND I JUST WANT TO COMMEND ALL OF THEM FOR KEEPING THEIR COMPOSURE AND STILL SERVING WITH INTEGRITY AND SERVING OUR CHILDREN. VERY WELL. SO THANK YOU FOR ALL THAT YOU DO WANTED TO RECOGNIZE ALL THE ORGANIZERS AND VOLUNTEERS OF EMPTY BOWLS, WHICH WAS AN AMAZING EVENT LAST WEEK, IT WAS RIGHT DEAD CENTER OF BYRON NELSON. SO I THINK IT KIND OF GOT CLOUDED A LITTLE BIT. UM BUT WE HAD A WONDERFUL TIME. THEY'RE GREAT EVENT WANTED TO THANK EVERYONE FOR THAT. AND THEN ONCE AGAIN JUST WANTED TO REITERATE. THANK YOU FOR TO EVERYONE THAT REALLY MADE THE BYRON NELSON POSSIBLE. IT WAS JUST AN AMAZING EXCITING TIME FOR THE CITY. GOT TO MEET AND SEE A LOT OF GREAT PEOPLE, UM, AND TRY TO IGNORE THE HEAT AS HARD AS IT WAS, BUT OUR FIRE AND POLICE WERE JUST ABSOLUTELY OUTSTANDING. SO JUST WANTED TO THANK THOSE GUYS AND GIRLS AS WELL. THEIR PROTEST. I JUST LIKE TO THANK OUR WITH REGARD TO THE BYRON NELSON AND IT TAKES A LOT OF PEOPLE TO MAKE THAT HAPPEN. FIRST OF ALL, DAVID CRAIG IS A GYM IN THE CITY OF MCKINNEY.

HE'S THE HE IS THE MAN WHO WHO HAS HAD THIS DREAM OF BRINGING THE VIRAL NELSON TO MCKINNEY AND HE FOUGHT AND HE FOUGHT AND FOUGHT AND WAS ABLE TO, UM TO ACTUALLY MAKE IT HAPPEN. HE IS A DREAMER, UM, OF GREAT PROPORTIONS, AND YET HE WAS ABLE TO ACCOMPLISH HIS DREAM. AND SO I, BUT BUT BUT THAT AND THE CITY OF MCKINNEY, UM UM, WE THE CITY OF MCKINNEY, INCLUDING THE MAYOR DID A MASTERFUL JOB IN BRINGING THIS TOURNAMENT TO MCKINNEY. AND SO RIGHT OFF THE START, THEY KIND OF JUST WERE PLACATING US AND TO COME VISIT US AND THEY IT'S KIND OF INTERESTING. THEY WERE KIND OF SORT OF INTERESTED , BUT NOT REALLY. AND ONCE THEY ONCE THEY SAW WHAT WE HAD ONCE

[01:00:04]

THEY MET THE CITY OFFICIALS AND ONCE THEY UNDERSTOOD HOW, UM WE COULD HELP THEM AND MAKING THE THAT SUCH A SUCCESS. IT WAS IT WAS A SLAM DUNK FROM THERE ON OUT AND AGAIN, THEY LOVED THE CITY OF MCKINNEY. THE AND ALSO THE, UM, I THINK, UM, COUNCILMAN INCLUDING MENTIONED THE FIRE, FIREMEN AND PARAMEDICS OUT THERE . WE DID HAVE A PERSON PASSED AWAY. IT WAS KIND OF INTERESTING. THERE WAS IT WAS A GUY THAT WAS BEHIND THE COUNTER SERVING DRINKS AND STUFF LIKE THAT HE HAD PREEXISTING CONDITIONS THAT AND THEN THERE WAS ANOTHER INDIVIDUAL. HE WAS IN HIS SEVENTIES COMPLETELY. IT JUST COLLAPSED, COMPLETE 100% BLOCKAGE. AND OUR FIREFIGHTERS REVIVED HIM. GOT HIM SOMEHOW. AND HE IS ALIVE TODAY BECAUSE OF OUR PARAMEDICS AND FIREFIGHTERS , SO GOD BLESS THEM TO BE THERE TO DO WHAT THEY DO AND KNOW WHAT THEY KNOW TO BE ABLE TO HELP PEOPLE THERE AND THE OTHER THING IS FOR THE DON'T KNOW HOW MANY YEARS IN A ROW, MAYBE FOREVER.

BUT MCKINNEY MOODY'S, UM, THE BOND RATING AGENCY HAS GIVEN MCKINNEY A TRIPLE A RATING AGAIN. UM THAT MEANS THAT WE ARE FINANCIALLY SOUND THAT THE CITY RUNS ON ALL EIGHT CYLINDERS. WE DO REALLY WELL, UM WE HAVE A TAX BASE THAT CONTINUES TO GROW. WE'RE SPENDING WITHIN OUR LIMITS , AND WE HAVE SOME RESERVES RIGHT IN THE IN THE PLACES THAT WE NEED RESERVES, AND SO I CONGRATULATE THOSE IN MCKINNEY TO THAT HAVE MADE THAT POSSIBLE TO AND WHAT THAT MEANS IS THAT WHEN WE GO TO THE, UM THE CORPORATIONS AND THE INDIVIDUALS WHO WHEN WE GO BORROW MONEY. WE DO IT AT THE VERY, VERY LOWEST RATE. SO IT SAVES OUR TAXPAYERS . UM MILLIONS OF DOLLARS OVER TIME TO BE ABLE TO HAVE THE LOWEST INTEREST RATES OUT THERE. UM WHEN WE BORROW MONEY, SO THAT'S ALL I GOT. COUNCILMAN BILL YOU HAD SOMETHING I JUST FELT HAS REMINDED ME. UM WITH THE END OF SCHOOL. WE HAVE A BUNCH OF GRADUATIONS COMING UP, AND I'VE GOT TWO YOUNG MEN THAT HAVE BEEN PART OF MY GROUP FOR I THINK ABOUT SEVEN YEARS NOW THAT ARE GRADUATING. ONE OF THEM WAS GRADUATING FROM MCKINNEY BOYD, WHICH I THINK IS NEXT WEEK AND THEN ANOTHER ONE FROM PRINCETON HIGH SCHOOL. I ALSO HAVE TWO NIECES AND NEPHEWS THAT ARE GRADUATING THIS YEAR SEEM TO HAVE A BUNCH OF THEM. BUT CONGRATULATIONS TO ALL THE SENIORS THAT ARE GRADUATING HIGH SCHOOL THIS UPCOMING WEEK, AND, UH MAKING DECISIONS ABOUT YOUR FUTURE AND JUST WANTED TO MAKE SURE AND MENTION THEM. SO THANK YOU. OKAY WELL, I ALSO ECHO THE SAME CONGRATULATIONS TO THE SALESMANSHIP CLUB DAVID CRAIG AND THE CLUB COURT FOLKS AND ALL THE FOLKS 18 T SPONSORED THE EVENT FOR THE BYRON NELSON. IT WAS, OF COURSE, VERY TERRIFIC. UM YOU KNOW THE FEEDBACK. I ALWAYS LIKE TO CHAT WITH THE GUYS IN THE RED PANTS TO SALESMANSHIP CLUB FOLKS, BECAUSE I WANT TO CHECK TO SEE THAT THEY'RE GETTING EVERYTHING THEY NEED. AND ARE THERE ANY ISSUES OR WHATEVER. AND THEY MAN TO A PERSON? THEY JUST ARE EFFUSIVE IN THEIR PRAISE OF THEIR EXPERIENCE WITH CITY STAFF, FIRE , POLICE OR CITY STAFF WHO HELPED ORGANIZE IT. AND THEY ALWAYS CITE THE ATTITUDE. JUST THE ATTITUDE AND THE FRIENDLINESS, WHICH IS REALLY WHAT WE TRY TO ACHIEVE, ORGANIZATIONALLY SO I COULDN'T BE PROUDER OF HOW JUST HOW GREAT A FACE THAT OUR STAFF AH PUTS ON OUT THERE AND THEN THEY'RE OUT THERE A LONG TIME. IT'S HOT, AND THE COP POLICE OFFICERS ARE OUT THERE IN THEIR UNIFORMS ON THEIR FEET AND VOLUNTEERED TO WORK A BOOTH FOR HALF A DAY, AND MY FEET WERE WORN OUT THESE THESE THESE FOLKS ARE OUT THERE ALL DAY, SO THEY REALLY DO A GREAT JOB. ANYWAY, UM IN HONOR OF ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH, THE CITY IS PAYING TRIBUTE TO PEOPLE WHO HAVE MADE UNIQUE CONTRIBUTIONS TO AMERICAN CULTURE AND SOCIETY. A SPECIAL CELEBRATION AT THE ROY AND HELEN HALL MEMORIAL LIBRARY WILL BE HELD. THERE WILL BE FAMILY ACTIVITIES OF FOOD, TRUCK AND MUSIC AT THE EVENT ON SATURDAY, MAY 21ST THAT'S THIS SATURDAY FROM 2 TO 5 P.M. SO WE HOPE TO SEE FOLKS THERE. IN ADDITION TO MCKINNEY ARMED SERVICES MEMORIAL BOARD WILL HOLD ITS ANNUAL MEMORIAL DAY CEREMONY IN PERSON AT 10 AM ON MAY 28TH. THAT'S SATURDAY. 10 AM MAY 28TH AT THE MCKINNEY VETERANS MEMORIAL PARK. IT'S A GREAT EVENT TAKES ABOUT AN HOUR, SO NOT TOO LONG AND THEY REALLY IT'S A REALLY NICE EVENT TO GO TO AND VERY MOVING. OF COURSE. SO UM, THAT IS ALL I HAVE. AND RIGHT NOW THERE BY THE WAY, THERE ARE TOTAL FORMER MCKINNEY RESIDENTS COMMEMORATED THERE WILL BE 431 NAMES ON THAT WALL. THAT'S ALL I HAVE. HAVE A COUPLE OF THINGS. SANKARA WAS AT THEIR EVENT ON SATURDAY. THEY HAVE A WALK. THIS ORGANIZATION PROVIDES FREE EYE SURGERY, UM TO

[01:05:02]

THE TUNE OF ALMOST 2,000,002 DAY , 250,000 YEAR WITH THE GOAL OF A MILLION A YEAR. BY 2030 THEY HAVE NOW 11. I THINK IT'S 11 HOSPITALS THAT THEY DO THESE EYE SURGERIES ACROSS THE WORLD, PARTNERING WITH EIGHT ADDITIONAL ONES, MY NUMBER MAYBE OFF ONE OR TWO THERE. UM BUT THEY ARE WHAT A GREAT ORGANIZATION THAT IT'S JUST OUT IN THE COMMUNITY PROVIDING SITE TO PEOPLE THAT OTHERWISE WOULD NOT HAVE IT. UM EARLY VOTING IS GOING ON. IF YOU HAVEN'T VOTED YET, PLEASE GET OUT AND VOTE. I REMINDED THAT AS I SAW HER FORMER COUNCILMAN FREDERICK FRAZIER, STANDING AT ONE OF THE POLLING LOCATIONS. EARLY VOTING IS GOING ON THROUGH NEXT TUESDAY. MAYBE BUT MAYBE I'M WRONG ELECTIONS NEXT ELECTIONS. 24TH IS ELECTION. UMD AN INCREDIBLE GAME. I KNOW THAT YOU TALKED ABOUT LOCAL SPORTS. BUT THE MAVERICKS WHAT AN INCREDIBLE BASKETBALL GAME THAT WAS IN GAME SEVEN. ON A LOCAL LEVEL. COOPER DAWSY AS A MCKINNEY RESIDENT. I HAVE A SPORTS THING THAT YOU DON'T KNOW . SCHOOL FOR LIVES IN MCKINNEY. YES AND HE IS A MADE IT THROUGH THE QUALIFYING ROUND FOR THE US OPEN THE FIRST ROUND. UM I WANT TO ALSO SHOUT OUT TO A YOUNG MAN MICHAEL YOUNG, WHO HAS BECOME A VERY GOOD FRIEND. OUR COLUMN IN A FAMILY MEMBER TO OUR FAMILY.

HE IS FROM IRELAND. AND HE CAME HERE TO QUALIFY AS WELL. HE MISSED BY ONE STROKE THE WAY GOLF WORKS. YOU KNOW, WHEN YOU'RE PLAYING IN A QUALIFIER, WE HAD TERRIBLE STORMS SUNDAY NIGHT. UM HE HE, OF COURSE WAS IN THE EARLY MORNING, SO HE'S PLAYING THROUGH MUD AND EVERYTHING ELSE AND BY MIDDAY, SO HE HE HAD QUITE A DISADVANTAGE FROM IRELAND DOESN'T RAIN ALL THE TIME FROM IRELAND, PLAYING OUT OF FRANCE PLAYING ON THE EUROPEAN TOUR? NO NO, HE'S PLAYING ALL OVER IN THE EMIRATES. UH SO ANYWAY, HE MISSED IT BY A STROKE WITH THIS MAN'S 24 YEARS OLD WATCH FOR HIM . HE IS GOING TO BE A FORCED TO CONTEND WITH AND MORE THAN THAT.

HE HAS A SUPER HUMAN BEING. THAT HAS BEEN AN ABSOLUTE JOY AND PLEASURE BEING WITH US IN OUR HOME FOR THE LAST COUPLE WEEKS. BYRON NELSON WORKING YOU SAY HAS BEEN SAID JUST REALLY FANTASTIC POLICE FIRE E. M S SALESMANSHIP CLUB. EVERYBODY INVOLVED EMPTY BOWLS. I DON'T KNOW THAT. YOU KNOW, I BOUGHT YOUR BOWL. THAT'S ME. I BOUGHT COUNCILMAN FILTERS BOWL. IT WAS FANTASTIC. IT HAD NOTHING TO DO WITH THE FACT THAT IT WAS YOURS. I WAS DRAWN TO IT BEFORE I KNEW IT WAS YOURS, BY THE WAY. UM AND BOUGHT IT. I HAVEN'T PICKED IT UP YET, BUT I PAID FOR IT, SO I GOT TO PICK IT UP. UM AND THE ONLY OTHER THING I WANT TO SAY ABOUT THE YOU KNOW THE POLICE I WHEN I WAS LEAVING THE EVENT I HAPPEN TO ENCOUNTER POLICE OFFICER THAT WAS SPEAKING TO A WOMAN THAT AT THAT MOMENT THIS WOMAN WAS BEING COMPLETELY DEFIANT. THERE IS THE ROAD WAS CLOSED, AND THE OFFICER WAS TELLING THIS WOMAN THAT SHE ABSOLUTELY CANNOT GO DOWN THIS ROAD FOR SAFETY REASONS. SHE WAS GOING TO HAVE NOTHING OF IT. SHE WAS GOING TO GO DOWN THIS ROAD. AND I RIGHT OR WRONG, ULTIMATELY INTERJECTED AND APOLOGIZE TO THE OFFICER FOR INTERJECTING, BUT I SAID TO THE WOMAN, YOU NEED TO RESPECT THIS OFFICER. YOU NEED TO RESPECT WHAT HE IS TELLING YOU. HE'S THERE'S A REASON WHY HE'S TELLING YOU. AND SHE SAID TO ME, I DO RESPECT OUR POLICE. AND I SAID, WELL, RESPECTING IS , OF COURSE, DOING WHAT THEY TELL YOU WHEN YOU DON'T AGREE. NOT JUST WHEN YOU DO. AND TO THAT WOMAN'S CREDIT, BY THE WAY , SHE CAME BACK, APPARENTLY ABOUT AN HOUR LATER. AND PROFUSELY. FROM WHAT I'M TOLD APOLOGIZE TO THE OFFICER. SHE REALIZED HE WAS WRONG TO DO THAT. SO FOR SHE IS A STAND UP PERSON. THAT WAS GREAT, BUT REMINDED ME ALSO OF BEING AT THE SCHOOL BOARD MEETING LAST MEETING. WHEN THE POLICE HAD TO REMOVE SOME PEOPLE, AND THERE WAS A GROUP AT THAT MEETING. UM THAT WERE CHEERING ON OR EGGING ON THE PEOPLE THAT WERE BEING TOLD TO LEAVE BY THE POLICE TO NOT LEAVE. AND IT'S THE SAME. I WON'T GO POLITICAL, BUT IT'S THE GROUP THAT WE, YOU KNOW, CLAIMS LAW AND ORDER. ON ORDER IS NOT WHEN YOU JUST AGREE. IT'S WOULDN'T DISAGREE. AGREE TO YOU FOLLOW THE DIRECTION OF OUR POLICE. YOU RESPECT OUR POLICE AND I WITNESSED THAT NOT HAPPENING IN SUCH A HORRIBLE WAY , AND IT WAS EXTREMELY DISAPPOINTING. OUR POLICE ARE AWESOME. YOU NEED TO RESPECT ALL POLICE ALL CITIES. BUT DON'T EVER STAND UP AND SAY YOU ARE LAW AND ORDER SUPPORTER. BUT WHEN THEY GIVE A DIRECTION THAT YOU DON'T AGREE WITH, DISOBEY OR ENCOURAGE OTHERS TO BECAUSE YOU ARE A FRAUD AND A PHONY AS A LAW AND ORDER PERSON, IF THAT'S WHAT YOU DO. UM AND THAT'S THE NICEST WAY I CAN SAY IT, SO I HOPE THAT

PEOPLE DON'T CONTINUE TO DO THAT. AND FOR THE WOMAN THAT CAME BACK THANK YOU TO THAT WOMAN. I DON'T KNOW WHO SHE IS. BUT SHE CAME BACK AND APOLOGIZED THAT POLICE OFFICER AND HE HANDLED HIMSELF BY THE WAY SO INCREDIBLY AS AS SHE WAS BEING TREMENDOUSLY DEFIANT AND VERY AGITATED. BECAUSE SHE WASN'T GETTING THE WAY SHE WANTED. INITIALLY. SO WITH THAT MOTION TO ADJOURN, MOVED SECOND IN FAVOR. TO THE RACES.
