THE TIME IS EIGHT O'CLOCK AM WE ARE IN COUNCIL CHAMBERS AT 2 TO 2 NORTH TENNESSEE STREET.

MCKINNEY TEXAS, UM, AT THIS TIME BEFORE DECONTAMINATE, UH, TIMOTHY BREAK COMES TO DO THE INVOCATION. I JUST OF COURSE. I KNOW YOU WILL PRAY FOR THE COMMUNITY YOU VALIDATE AND JUST ALL OF OUR COMMUNITIES. OF COURSE YOU VALIDLY HAS A SPECIAL TOUCH ME. I LIVED THERE FOR A YEAR. IT WAS MY FIRST OFFICIAL DUTY STATION WHEN I GRADUATED FROM COLLEGE, SO I LIVED THERE MADE FRIENDS THERE. THAT WAS MY HOME GOT INVOLVED IN THE COMMUNITY THERE SO HAVE CO WORKERS WHO STILL WE HAVE A OFFICE THERE. UM SO OF COURSE, IT HIT MUCH DIFFERENTLY FOR ME.

AND SEEING THAT MY COWORKER MOTHER STILL LIVES THERE AND FOR HER, SHE TEXT ME AND JUST LIKE SHE COULDN'T GET TO HER, MOM. UM AND, OF COURSE, THE DRIVING BY THAT SCHOOL IN THAT COMMUNITY.

IT JUST HITS DIFFERENT SO OF COURSE, EVEN IF YOU SAW THE NEWS YESTERDAY, THERE WAS A LOCKDOWN OR SO IT RICHARDSON BERGNER IN THIS, OF COURSE, THE FAMILIES YOU KNOW THAT WERE LOST IN BUFFALO, NEW YORK AND IT IS JUST REALLY OVERWHELMING. UM WHAT WE ARE DEALING WITH AS A COUNTRY AND I JUST FEEL LIKE AS THE MOST POWERFUL COUNTRY IN THE WORLD, BUT WE COULDN'T PROTECT A BUNCH OF ELEMENTARY YOU KNOW, SOME ELEMENTARY STUDENTS AND TEACHERS THAT WERE JUST GOING ABOUT OUR DAY AND I KNOW FOR EVERYONE WE SEE OUR FAMILY MEMBERS. WHEN THEY LEAVE THE HOUSE. WE LOOK AT HIM A LITTLE DIFFERENT. WE PRAY A LITTLE DIFFERENT. WE HUG A LITTLE DIFFERENT BECAUSE EVEN GOING TO THE GROCERY STORE SEEMS TO BE GIVE YOU ANXIETY DROPPING YOUR CHILDREN OFF AT SCHOOL GIVES YOU ANXIETY THAT THERE WAS A COMMENT THAT THERE WAS A MOM THERE EARLIER THAT DAY BORN AWARDS ASSEMBLY FOR HER CHILD. IN NOT EVEN AN HOUR TWO HOURS LATER, THAT TRAGEDY HAPPENED, SO I JUST OF COURSE I KNOW WE ARE ALL PRAYING. I'M GRATEFUL FOR EVEN WHAT THIS COMMUNITY IS DOING. I BELIEVE MAYOR FULLER HAS AN EVENT THIS AFTER. I THINK IT'S THIS AFTERNOON THIS EVENING . UM OF COURSE I KNOW WE'RE JUST GONNA ALL SUPPORT THIS WHAT WE DO. MCKINNEY ONE MCKINNEY STRONG. BUT IT'S JUST WE HAVE TO PRAY LIKE WE NEVER PRAYED BEFORE, AND IT'S JUST HEARTBREAKING SO THEY CAN BREAK IF YOU'RE COME AND GIVE HER IN VACATION. LET US PRAY. MOST HOLY GOD, WHO ORDERS THE AFFAIRS OF ALL PERSONS TO AFFECT TRUE GOOD FOR THE BENEFIT OF ALL WATCH OVER THE WORK OF THIS GROUP GATHERED HERE TODAY. MADE THEIR DECISIONS AFFECT JUST POLICIES AND PROGRAMS THAT RECOGNIZE THE DIGNITY OF ALL HUMAN LIFE, ESPECIALLY AMONG THOSE MOST OFTEN MARGINALIZED. GUIDE THEM IN THEIR DELIBERATIONS AND GRANTHAM WISDOM TO DISCERN WHAT IS JUST RIGHT AND FAIR. SEND DOWN YOUR BLESSINGS ON THESE, YOUR SERVANTS WHO SO GENEROUSLY DEVOTE THEMSELVES TO HELPING OTHERS. WHEN THEY ARE CALLED ON IN TIMES OF NEED. LET THEM FAITHFULLY SERVE YOU IN THEIR NEIGHBOR. BECOME ESPECIALLY BEFORE YOU TODAY. TO MOURN THE LOSS OF OUR CHILDREN AND OUR FRIENDS. WE PRAY FOR THE COMMUNITY OF YOU, BALDY. WE PRAY FOR THE PARENTS AND GRANDPARENTS, THE FRIENDS, NEIGHBORS, COACHES. PASTORS, CLERGY. WE PRAY FOR A SPECIALLY ALL THOSE WHO ARE MOURNING THE LOSS OF A LOVED ONE. GRANTHAM, YOUR GRACE TO WHETHER THIS STORM AND LORD, FOR ALL THOSE WHO ARE WONDERING WHO ARE LOST, WHO ARE DOUBTING? FOR ALL WHO HURT AROUND THE WORLD. GRANT YOUR PIECE THAT WE MAY COME TOGETHER IN THIS TIME. TO BECOME TRULY THE PEOPLE. YOU HAVE MADE US TO BE. AMEN. THANK YOU AGAIN. THAT WAS DEACON TIMOTHY RAY OF SAINT MICHAEL. THE ARCH ANGEL AT THIS TIME WE DO OUR PLEDGE. STATES OF AMERICA. TO THE REPUBLIC STANDS ONE NATION. INCORRIGIBLE INJUSTICE WRONG. [Financial Report]

22-0461 FINANCIAL REPORT BY CHANCE, MILLER. GOOD MORNING CHANCE. MILLER FINANCIAL COMPLIANCE MANAGER WILL BE GOING OVER APRIL FINANCIALS. REVENUES WE RECEIVED $1.4 MILLION IN REVENUE FOR APRIL, WHICH IS ALL SALES TAX. WE HAD 23,000 AND INTEREST INCOME, BUT BASICALLY ALL THAT WAS SUSPECTS REVENUE REGARD TO EXPENSES FOR OPERATING EXPENSES. WE HAD 151,000 IN REGARDS TO PROJECT EXPENSES. WE HAD A LITTLE OVER $1.1 MILLION AND THEN WE HAD A LITTLE, UM, YOU KNOW, G N A FEES AND THEN BUILT. I GUESS IT WAS TECHNICALLY BUILDINGS AND STRUCTURES TO THE TUBS. PROJECT FALLS IN THIS OTHER CATEGORY. SO PROJECTS WAS MORE OF ABOUT 1.2 MILLION. WE HAD A FEW TRANSFERS FOR IMPACT OTHER THINGS THAT TOTALED ABOUT $50,000 TOTAL EXPENSES FOR THE MONTH OF APRIL $1.4 MILLION. MOVING ON TO SALES TAX APRIL COLLECTIONS IS APPLICABLE TO THE MONTH OF FEBRUARY. FOR FEBRUARY. WE HAD A 24.1% INCREASE OVER LAST YEAR.

UM LOOKING TO THE DATA. I DIDN'T SEE ANY INDUSTRIES REALLY STICK OUT. IT LOOKS LIKE A STEADY

[00:10:04]

INCREASE THROUGH THEM ALL, AND IT WAS A TRUE INCREASE. NOW THERE'S NO AUDIT COLLECTIONS OR ANYTHING THAT'S SKEWED THAT DATA. MHM LOOKING AT OUR SISTER CITIES, ALLEN HAD A 13.6% INCREASE. FRISCO HAD A 45.8% INCREASE. PLANO HAD A 19.7% INCREASE. OBVIOUSLY FRISCO KIND OF STANDS OUT THERE OF 45 PRO 450.8% INCREASE. UM LOOKING AT THE PRIOR YEARS. IT WAS ABOUT FIVE. IT WAS LIKE 5.8 MILLION WENT UP TO SIX MILLION ABOUT 6.2 MILLION. SO I HAD STUDY INCREASES, EVEN THROUGH COVID. AND THEN THEY JUMPED ALL THE WAY UP TO 9.4 MILLION. UM THIS YEAR, THERE'S NO AUDIT COLLECTIONS OR ANYTHING THAT'S SKEWED THAT DATA. SO UM, I OBVIOUSLY DON'T HAVE THE SAME DATA THAT I GET FROM MCKINNEY. SO I CAN'T REALLY SEE THE INDUSTRIES AND STUFF THAT PLAYED INTO THAT. BUT FROM EVERYTHING I CAN SEE, FROM MY STANDPOINT, LOOKED LIKE A TRUE INCREASE FOR THEM. SO BE INTERESTING TO SEE WHAT MAY COMES BACK. UM YEAR TO DATE, MCKINNEY HAD AN 18.6% INCREASE. YOU KNOW, WE'VE BEEN BUDGETING AROUND 567% OR DOUBLE THAT THROUGHOUT THE YEAR, AND WE STILL HAVE SIX MONTHS TO COLLECT OR SO WE'LL SEE HOW THE REST OF YOUR PLAYS OUT. I'LL BE HAPPY TO STAND FOR ANY QUESTIONS. ARE THERE ANY QUESTIONS? I KNOW ALL THE CHECKS THAT HAVE BEEN ISSUED AND TRANS METALS WERE ATTACHED. WHAT HAPPENED? QUESTIONS ON YOUR CHANGE. THANK YOU. NEXT ITEM. WE HAVE, UM TO DISH. OH, 462. BOARDING REALISM REPORTS JUST

[Board and Liaison Reports Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation TUPPS Subcommittee]

WOULD LIKE TO SHARE THAT THIS PAST MONTH. THE BOARD HAS BEEN OUT SERVING IN THE COMMUNITY AND REPRESENTING SO I ALWAYS THINK EVERYONE WELL, YOUR COMMITMENT TO OUR COMMUNITY TO THIS BOARD SINCE OUR LAST MEETING THAT WAS REPRESENTATIVE THAT THE FRESH FOOD WALK, VISIT MCKINNEY TOURISM WEEK EMPTY BOWLS. LOVE LIFE FOUNDATION WOMEN IN SERVICE LUNCHEON. THE MILLHOUSE FOUNDATION AREN'T THIS AND OF COURSE, THE BYRON NELSON. IT WAS A GREAT EVENT, THE BYRON NELSON . IT WAS A HOT EVENT AT THE BARN , NELSON, BUT OVERALL, I THINK, AND I WOULD CAN'T WAIT TO GET THE NUMBERS ON THAT TO FIND OUT WHAT THE OVERALL NUMBER THAT WAS REPORTED COMPARED TO LAST YEAR, WHICH WAS THE FIRST YEAR IN COVID NUMBERS, BUT I JUST WANT TO SAY WE HAD A GREAT SUPPORT OVER THIS PAST MONTH AND WE CAN'T I CAN'T DO ANY OF THIS. AND THIS BOARD CAN'T DO ANYTHING WITH THE DEDICATION OF OUR BOARD MEMBERS. IN LINDA AND IN OUR BELOVED CINDY SO BECAUSE THEY KEEP US ON TRACK, SO THANK YOU SO MUCH. WE HAVE ANY OTHER REPORTS. IN THE OTHER COMMENTS.

WE HAD TOPS MEETING AS WE AS WE ALWAYS DO, BUT ONCE A MONTH, AND SO WE HAD OUR LAST ONE. I THINK IT SEEMS TO BE GOING ON SCHEDULE . THE NEW BIG NEW ITEM WAS THE BIOPSY OR BUILD YOUR OWN BUSINESS. INITIATIVE WE'RE IN THE FINAL PROCESS OF WORKING WITH THE TAPS TEAM. ON A I GUESS I DON'T WANT TO USE THIS WORD TO POLICY, BUT IT'S KIND OF A STRUCTURE. BUT WHAT'S THE BETTER WORD GUIDELINES GUIDELINES? THAT'S OKAY GUIDELINES FOR HOW TO APPLY AND WHAT THE WHOLE PROBLEM TERRIFIC PROGRAMS ABOUT. AND WE'RE LOOKING AT A LAUNCH WITHIN A FEW WEEKS OUT TO THE COMMUNITY AND STARTING TO ACCEPT APPLICATIONS OVER THE COURSE OF THE SUMMER, AND SO IT'S EXCITING TO BE PART OF THAT, EVEN BEYOND BUILDING A BREWERY, HELPING HELPING DIFFERENT PEOPLE. BUILD THEIR BUSINESSES. ANOTHER THING. I LIKED IT BECAUSE WE WON'T MEET . BY THE TIME WE HAVE. MCKINNEY WILL HAVE ITS SECOND ANNUAL JUNETEENTH CELEBRATION, WHICH IS A FUN AND CULTURAL EXPERIENCE FOR THE ENTIRE FAMILY. GOING TO BE LIVE MUSIC AND ENTERTAINMENT KIDS OWN FOOD TRUCKS AND BRIEF FITNESS SESSION. THIS WILL BE SATURDAY, JUNE 18TH FROM 10 A.M. TO NINE P.M, AND IT WILL BE A TOWN LIKE PARK. 14 OH, FIVE WILSON CREEK PARKWAY. AND SO THE COMMITTEE JUST WOULD LIKE TO THANK ALL OF OUR PARTNERS BE CITY OF MCKINNEY, DOWNTOWN MCKINNEY, M. C. D. C. MCKINNEY CHAMBER OF COMMERCE. VISIT MCKINNEY AS A STRONG STRATEGIC PARTNER THAT IS ALLOWING US TO CONTINUE TO PUT ON A GREAT EVENT SO I ENCOURAGE. IT'S AN EVENT FOR EVERYONE, SO I HOPE THAT YOU WILL COME OUT AND SUPPORT AND LEARN. UM BRING YOUR FAMILY AND FRIENDS. IT'S GONNA BE FUN.

THEY'RE GOING TO HAVE WATER STRUCTURES FOR THE CHILDREN. IT'S GONNA BE AROUND THE COOL LAKE, SO IT GIVES US ANOTHER OPPORTUNITY TO TAKE ADVANTAGE. UH THE GREAT RESOURCES AND THE NATURAL RESOURCES WE HAVE IN OUR CITY SO I WOULD LOVE TO SEE AS MANY FACES IN OUR COMMUNITY TO BE THERE. ANOTHER EVENT THAT, UM I HOPE THE BOARD WAS SUPPORT IS THE 2022 ANNUAL BACKPACK DRIVE BY LOVE LIFE FOUNDATION. THOSE BACKPACKS WILL BE DUE BETWEEN JULY 20TH AND AUGUST SIX. YOU HAVE A FLYER. FOR THE MIDDLE SCHOOL BACKPACK DRIVE. THIS IS ALWAYS A GREAT EVENT, AND I HOPE

[00:15:06]

THAT WE WILL CONTINUE TO SUPPORT IT AS A BOARD ALSO JUST WOULD LIKE TO SAY THANK YOU FOR PARTICIPATING IN THE JOINT MEETING. WITH PARKS IN OUR STRATEGIC WORK SESSION LAST WEEK , SO I JUST WANT TO SAY THANK YOU AGAIN. ARE THERE ANY OTHER COMMENTS AND ANYWAY? WE PLAN ON FOR THE BACKPACK DRIVE, BRINGING THEM TO THE JULY MILLIMETERS JULY MEETING. YES AND I'M NOT SURE I HEARD THIS CORRECTLY. BUT IS THERE THE OPPORTUNITY TO PURCHASE THEM BACKPACK THROUGH THE LOVE LIFE FOUNDATION? ARE THEY DOING THAT? AND CAN WE FIND OUT IF THAT'S AN OPTION, TOO, BECAUSE WE HAD ALL DIFFERENT KINDS OF BACKPACKS, WHICH WAS FABULOUS, AND IT WAS A LOT OF FUN FILLING THE BACKPACK. BUT IF THERE IS KIND OF A STANDARD ONE THAT WE CAN THAT COMES KIND OF PREASSEMBLED, OR WE CAN DO THE SUPPLIES. I'M NOT. I KNOW I WAS LISTENING TO MAINLY WHEN WE WENT TO THE LUNCHEON, AND I'M NOT SURE IF I HEARD THAT CORRECTLY, SO I GUESS I WILL TAKE IT UPON MYSELF TO FIND OUT AND SEND A NOTE THAT OKAY? OKAY OKAY, SO THERE THERE WE GO, OKAY? OKAY? PERFECT. AND JUST TO REITERATE THE CANDLELIGHT VIGIL TONIGHT AT THE SANCTUARY. 6633 VIRGINIA AT EIGHT O'CLOCK AND AGAIN, I WOULD LOVE TO SEE AS MANY COMMUNITY FACES THAT WE CAN TO SUPPORT THE COMMUNITY. YOU VALIDATE. THANK YOU. NEXT ITEM 22-463 PRESIDENTS REPORT HOST CITY. ARE SUPPOSED TO BUY BACK. CITY. OH I'M SORRY. DID THAT SCARED? YOU DIDN'T WANT TO HEAR FROM YOU TODAY. OKAY.

SORRY CITY OF MCKINNEY. PAUL GRAHAM'S I'M READY WAS MOVING ON . I APOLOGIZE. SO REMINDED.

THANK YOU FOR THAT REMINDED MADAM CHAIR, MADAM PRESIDENT, MEMBERS OF THE BOARD. I'M REMINDED OF OUR EMPLOYEES SERVICE AWARDS LUNCHEON EARLIER THIS WEEK. OR WAS IT LAST WEEK? I GUESS IT WAS LAST FRIDAY. I WAS PRESENTED MY FIVE YEAR ANNIVERSARY. I'M ACTUALLY PUSHING SIX BY MY FIVE YEAR ANNIVERSARY, WHICH IS SHORTLY A JINX FOR A CITY MANAGER TO GET NOTICED. NOTED FOR YOUR FIFTH YEAR ANNIVERSARY, SO THANK YOU. I'M GETTING YOUR HINTS ALREADY DONE, OKAY? ANYWAY UH, SO, AS YOU KNOW, IN A GROWING COMMUNITY LIKE OURS, WE ARE OUR FACILITIES WERE CHALLENGED WITH SPACE EVERYWHERE AND WE'RE BUILDING CITY HALL. WE'RE DEALING WITH THAT OUR PUBLIC WORKS FACILITY ALSO HAS BEEN CHALLENGED WITH THEIR SPACE AND SO ABOUT TWO YEARS AGO, WE WERE PRESENTED WITH AN OPPORTUNITY IT WAS REALLY AN OPPORTUNITY PURCHASE FOR THE CITY FOR THE AG POWER FORMERLY KNOWN AS ZAG POWER BUILDING ON THE WEST SIDE OF US 75 NORTH OF WILMOTH, AND, UM, THE CITY PURCHASED THAT. FOR WE WERE ABLE TO BUY THE BUILDING RENOVATED FOR THE NEEDS THAT WE NEED FOR PUBLIC WORKS AND FAR CHEAPER COSTS AND WOULD HAVE IF WE WOULD HAVE BOUGHT LAND AND BUILT A NEW BUILDING. AND IT WAS A FAIRLY RECENT BUILDINGS, SO IT REALLY IS LIKE NEW AND THEN WITH THE RENOVATIONS IT TRULY IS, BUT WE NOW HAVE LOCATED MOVED IN PUBLIC WORKS HAS MOVED IN TO THAT FACILITY. THE ADMINISTRATION FLEET MANAGEMENT SOME OF THEIR OTHER KEY FUNCTIONS. AND IT'S FREED UP SPACE AND THEIR EXISTING FACILITY OF COLLEGE TO EXPAND FOR CONTINUING OTHER USES. WE WILL ALSO RENOVATE SOME OF THOSE SPACES OF COLLEGE, BUT WE NOW HAVE A NORTH CAMPUS, SO TO SPEAK, OR A NORTH YARD. FOR PUBLIC WORKS ON THE WEST SIDE OF CENTRAL EXPRESSWAY IN ADDITION TO OUR LOCATION OF COLLEGE, SO IT'S A BIG MILESTONE FOR OUR PUBLIC WORKS, FOLKS AS WE CONTINUE TO GROW AND WE ARE GROWING OUR RELATED LATEST ESTIMATED POPULATION. AND IS 209,000 RESIDENTS 209,000 015, AND, UM, IF YOU QUESTION THOSE, I WOULD ONLY POINT TO YOU THAT ARE HAVE YOU REMIND REMIND ME HAVE MENTIONED THIS BEFORE. BUT OUR PLANNING DEPARTMENT MISSED BY 34 PEOPLE. THE 2010 CENSUS.

THERE WERE 34 OFF. FROM THE FROM WHAT? THE ACTUAL 2020 CENSUS WAS. I'M SORRY, SO THEY WERE PRETTY DARN ACCURATE IN THEIR ESTIMATES. AH! A COUPLE OF OTHER ITEMS. BUDGET IS HOT AND HEAVY AND UNDERWAY. WE HAVE PRETTY MUCH CONCLUDED OUR INTER AND INTER INTRA DEPARTMENTAL MEETINGS ON BUDGET PROPOSALS. UM WHAT WE'RE HAVING TO DO NOW IS WE'VE GOT LOTS OF ASKS WERE IN.

AND OF COURSE, WE DON'T KNOW. WE NEVER HAVE THE AMOUNT OF FUNDING TO MEET ALL OF THE ASKS A REQUEST BY THE DEPARTMENT, SO WE HAVE TO FIGURE OUT WHAT'S GOING TO FALL BELOW THE LINE AND UM, PART OF THAT IS GOING TO BE A FUNCTION OF WHAT THE FINAL ASSESSED VALUES ARE FROM OUR APPRAISAL DISTRICT THAT WON'T COME IN UNTIL TYPICALLY JULY WHERE WE CAN THEN FINALIZE HOW WHAT THE ASSESSMENTS ARE GOING TO BE. UM WE CAN'T. WE ARE CAPPED. OF COURSE, IN OUR TAX RATE, THE EFFECTIVE RATE WE CANNOT GO MORE THAN 3.5% THANKS TO THE TEXAS STATE LEGISLATURE,

[00:20:04]

AND THAT MAKES FOR AN INTERESTING CHALLENGE WHEN WE'RE AVERAGING ABOUT 8% INFLATION TODAY. SO WE HAVE TO FIGURE OUT HOW DO WE ABSORB WHAT WE CAN AND AN INFLATIONARY ENVIRONMENT. BUT AS I MENTIONED THAT THE EARLIER THIS WEEK LIKE THE GUARANTEE IS THIS, I WILL NOT PROPOSE A BUDGET THAT IS WELL, WHATEVER BUDGET I PROPOSE IS GOING TO BE LESS THAN HALF THE RATE OF INFLATION, WHICH OUGHT TO BE THE CAUSE OF CAUSE FOR CELEBRATION. THAT'S THE THAT'S THE BRIGHT SIDE. OVER THE BUDGET PROPOSAL. IT WILL BE LESS THAN HALF THE RATE OF INFLATION SO BUT THAT CHALLENGE WILL BE AHEAD OF US AND THEN FINALLY WE DO. WE'RE PLEASED TO REAFFIRM OUR TRIPLE A CREDIT RATING. WE ARE INVESTMENT GRADE HIGHEST INVESTMENT GRADE STATUS. WE HAVE BONDAGE MINCES WE HAVE FOR BOTH ARE ENTERPRISE FUND, WHICH IS WATER AS WELL AS OUR CAPITAL IMPROVEMENT PROGRAM THIS SUMMER. WE'RE GOING TO BE ISSUING SOME DEBT AND WE ARE TRIPLE A RATED WITH STANDARD AND POOR'S AND SAME FOR THE EQUIVALENT FOR MOODY'S. AND I WILL STAND FOR ANY QUESTIONS.

OKAY, THANKS VERY MUCH. THERE'S A MCKINNEY MARIE. OKAY? THEY'RE NOT HERE TODAY REPORT SHOULD BE BE ON NEXT MONTH NEXT MONTH, OKAY, READY FOR THEIR NEW EXECUTIVE. OKAY THEY'RE PREPARING FOR NEW EXECUTIVE DIRECTOR WARNER. HERE IN WATER. USED TO BE WITH HIM. OKAY WE'LL BE WITH THEM. M E D. C. PETER TALKER. MORNING MADAM PRESIDENT, MADAM CHAIR BOARD. PRESIDENT.

GET HIM OUT OF MADAM'S OVER THERE, BUT GOOD MORNING, PETER TOOK OUR PRESIDENT MCKINNEY ECONOMIC INC. AGAIN NOT GOING ON . WE'RE ALL STILL DOING OUR FOLLOW UP FROM THE BYRON NELSON WITH THE CITY AND EVERYTHING. JUST BIG. THANK YOU. TO EVERYONE WHO HELPED WORK. THE MULTIPLE VENUES THAT WE HAD ALL THE VOLUNTEERS THAT WERE OUT GREAT EVENT WHERE EAGERLY AWAITING THE ECONOMIC IMPACT REPORT FROM SALESMANSHIP CLUB. UM BUT ONE THING THAT I KNOW MANY OF YOU JOINED US IN OUR HOSPITALITY SUITES. THAT WE HAD ON THE COURSE. AND RIGHT NOW WE'RE DOING OUR KIND OF POST EVENT DEBRIEFS WITH OUR STAFF. WE'VE ALREADY HAD A COUPLE OF STAFF DEBRIEFS, BUT OUR WE WANT TO COLLECT FEEDBACK FROM EVERYONE WHO HAD A CHANCE TO YOU KNOW, WE SET OUT SEVERAL EMAILS. FROM EVERYONE WHO HAD A CHANCE TO, YOU KNOW, EXPERIENCE THAT WITH US TO KIND OF GET SOME BEST. GIVE FEEDBACK. WHAT DO WE DO? RIGHT WHAT DO WE DO WRONG? WHAT WOULD YOU WHAT COULD WE DO BETTER FOR FUTURE YEARS FROM ANYONE WHO IS ABLE TO PARTICIPATE IN THAT WITH US. SO, UH, INTERVIEW THAT CAME OUT. PLEASE FEEL FREE TO REACH OUT DIRECTLY TO ME. SEND ME AN EMAIL OR ANYTHING LIKE THAT, WITH ANY FEEDBACK THAT YOU HAVE ABOUT KIND OF HOW WE EXECUTED OUR RED CARPET TOUR THIS YEAR AT THE AT THE BYRON NELSON'S. WE'RE ALREADY STARTING PLANNING FOR NEXT YEAR, SO IT'S ONE OF THOSE THINGS THAT AS SOON AS IT'S DONE, YOU START OVER AND KEEP GOING SO, BUT WE'RE HAPPY TO DO THAT, BECAUSE IT PROVIDES SUCH A GREAT MEDFORD TO THE CITY. OTHER THINGS GOING ON WITH THE DC WE HAD A GREAT EVENT WITH NAT CAR LAST WEEK WHERE YOU DID KIND OF A PROGRESS. UPDATES FOR IT WAS BOTH MCKINNEY AND ALLEN OVER AT THE SHERIDAN AND WE CAN EAT GREAT ATTENDANCE, AND THEN THEY HAD A GREAT FIRESIDE CHAT WITH MR CRAIG AND JOHN DRAGO FROM THE TOURNAMENT AND KIND OF WENT OVER. THE HISTORY OF BRINGING THE BYRON HERE AND THE IMPACT THAT IT MAKES. IT WAS A GREAT EVENT. UH I THINK IT SHOULD WELL FOR THE CITY. WE WILL ALSO BE SPONSORING THAT CAR. SO, UM, WE WERE ABLE TO SECURE THE HEAD TITLE SPONSOR POSITION FOR THE NASCAR GOLF TOURNAMENT FOR THE SECOND YEAR IN A ROW. IT WILL BE AT THE STONEBRIDGE COUNTRY CLUB. AS IN SEPTEMBER, BUT THIS IS A GREAT EVENT. UM, ONE OF THE REALLY BIG THINGS THAT REALLY DROVE US TO MAKING THE INVESTMENT FOR BECOMING THE HEAD SPONSOR FOR THE CART GOLF TOURNAMENT IS IT'S RUN BY THEIR YOUNG PROFESSIONAL ORGANIZATION, AND THEY PARTNER WITH THE CITY THAT THEY DO THE TOURNAMENT IN A PORTION OF THE MONEY THAT COMES IN THE PROCEEDS THAT COME FROM THE GOLF TOURNAMENT, THEY GIVE BACK TO LOCAL CHARITIES WITHIN THAT COMMUNITY. SO THERE'S FOUR CHARITIES THAT THEY'RE GOING TO BE SUPPORTING AND NOT FOR PROFIT ORGANIZATIONS WITHIN THE CITY OF MCKINNEY THAT WILL GET A DIRECT BENEFIT FROM US BEING THE HOST AND BRINGING ALL THE BROKERS. EVERYONE HERE. SO WE HAVE TO GET A FULL FIELD THIS YEAR, SELL OUT THE TOURNAMENT AGAIN SO THAT WE CAN. LAST YEAR, THEY SET A RECORD EVENT FOR ATTENDANCE AND FOR FUNDS RAISED FOR THE CHARITIES THAT THEY GAVE LOCALLY. AND IT WAS RAINING. SO THIS YEAR NO RAIN HOPEFULLY WILL DO BETTER. WE'LL BE ABLE TO HELP OUT SOME CHARITIES. NONPROFITS HERE. MCKINNEY OTHER THAN THAT, WE PROVIDED YOU ARE ORGANIZATIONAL REPORT, HOPEFULLY HAD A CHANCE TO READ IT. THOROUGHLY. UM, BUT I'LL STAND FOR ANY QUESTIONS. OH, WELL, I'M SORRY, 11. LAST UPDATE IS WE ARE MAKING GREAT PROGRESS ON OUR NEW BUILDING. I KNOW ARE WHERE EAGERLY AWAITING THE. UM CEO OF THE NEW ALL MY 1 21 COUSIN CLASS, A OFFICE BUILDING THAT

[00:25:05]

WILL BE CONSOLIDATING OUR OFFICES INTO WITH THE CHAMBER OF COMMERCE. WE HAVE NEXT WEEK, OUR FURNITURE PLANNING MEETING THAT'S ALWAYS FUN. ABOUT NEW STUFF, SO, UM, BUT THAT'S GOING WELL IN AND WE'RE STILL IT LOOKS LIKE WE'RE STILL ON TRACK FOR A FALL. 2020 MOVIN SO I CAN'T WEAR THAT EVERYTHING GETS TAKEN CARE OF. SO I HAVE A. FEW COMMENTS. I'LL GIVE YOU MY FEEDBACK ON THE BYRON NOW. OKAY WITH THAT. IT WAS AWESOME. UM FIRST OF ALL, I THOUGHT THE EVENT ITSELF WAS GREAT. BUT I THOUGHT THAT THE CITY UM, DID AN EXCELLENT JOB OF LEVERAGING THE EVENT ALL THE WAY ACROSS THE BOARD? UM FIRST OF ALL, THE CBB LINDA, THIS IN CINDY. AND CITY STAFF DID AN AMAZING JOB OF SUPPORTING THE CITY BOOTH. I THINK LAST YEAR WAS KIND OF OUR MULLIGAN WE HAD , YOU KNOW, A DIFFERENT, UM, CROWD SIZE AND DIFFERENT. UM WHETHER TO DEAL WITH AND I THINK WE LEARNED A LOT AS A CITY AND I THINK WE LEVERAGED THAT KNOWLEDGE. UM HUGE THIS YEAR MADE A LOT OF AWESOME IMPROVEMENTS AND UM REALLY JUSTA CITY. I THINK TO TAKE ADVANTAGE OF THAT EVENT. THE DID AN AMAZING JOB WITH YOUR SWEETS AND YOUR TOUR OF THE CITY. THE EVENTS THAT YOU HELD. I THOUGHT , UM, WERE AWESOME. THE GROUPS THAT YOU BROUGHT IN WERE EXCELLENT. I HAD AN AWESOME TIME I SAID THIS LAST YEAR, AND I CONTINUE TO ENCOURAGE THIS BOARD . I BELIEVE THAT WE SHOULD THIS BOARD SHOULD PARTNER WITH YOURS TO HAVE A JOINT PRESENCE IN THE SUITES THAT THAT WE HAVE THERE. AND WE HAVE AN OPPORTUNITY TO SHOWCASE THE CITY AND MUCH AS WE ARE IN KAIZEN DOING A JOINT EFFORT THERE TO HAVE A ONE CITY PRESENCE. I THINK WE SHOULD CONTINUE TO AND TO DO THAT AT THE BYRON AND HAVE A ONE CITY PRESENCE THAT WELCOMES YOUR PARTNERS AND OUR PARTNERS, AND IT WOULD BE AN OPPORTUNITY FOR US TO HOST OUR PARTNERS IN THE CITY AND SOME COMMUNITIES THAT MAY NOT GO TO THE VYRON OR HAVE ACCESS TO IT. SO I THINK THAT THIS THIS BOARD SHOULD CONSIDER THAT AS WELL. I HAVE A QUESTION . UM DO YOU KNOW WHAT CHARITIES ARE BEING SUPPORTED BY THE GOLF TOURNAMENT? THE LAST YEAR. I BELIEVE WAS ONE MCKINNEY. UM. I COULD FIND OUT. I DON'T WANNA SAY THE WRONG ONES, BUT I KNOW THEY'RE CLOSE. WE'RE GONNA SEPTEMBER WILL EITHER BE GOING WITH BEFORE THEY WENT WITH LAST YEAR OR BE ASSOCIATING. UM ALL THE DIFFERENT ORGANIZATIONS. I KNOW. WE HAVE SERVED IN KENNY COMING UP. THAT MIGHT BE A GREAT OPPORTUNITY FOR US TO BRING UP THE TOURNAMENT PEOPLE TO SEEK OUT SOME PEOPLE, BUT, UM I WILL FIND OUT THAT INFORMATION IN EMAIL TO YOU. I'M SORRY. I JUST DON'T HAVE ANYTHING YOU CAN GET BACK TO US. BUT IF THERE IS AN OPPORTUNITY FOR CHARITIES TO APPLY, AND THAT HASN'T BEEN DECIDED YET, THEN LET US GET THAT INFORMATION OUT AS WELL. UM TO OUR CHARITY PARTNERS. UM, I THINK THAT'S ALL I HAVE. THANKS. THANKS. MAIN STREET IMPACT, AMYL MCKINNEY PERFORMING ARTS CENTER MCKINNEY MAIN STREET. YES THANKS FOR ALL THE GREAT WORK WITH BYRON NELSON. I THINK WE GAVE OUT 30,000 SUNSCREENS RIGHT THAT NOTHING WAS LEFT. WE HAD SO MANY FUN CHATS, KEYS AND A LOT OF HARD WORK. SO IT WAS A GREAT SUCCESS. SO THANK YOU ALL SO MUCH, SO WE ARE A MUSIC FRIENDLY CITY. MCKINNEY IS A MUSIC FRIENDLY CITY AS DESIGNATED BY THE GOVERNOR'S OFFICE AND WE GET A LITTLE FRIENDLIER NEXT WEEKEND . SO NEXT WEEKEND, WE HAVE TEXAS MUSIC REVOLUTION OVER 100 BANDS 20 VENUES PEOPLE COMING IN FROM ALL OVER TO LISTEN TO LIVE MUSIC TO HEAR OUR OWN MUSICIANS TO LISTEN TO TOURING MUSICIANS. IT'S GOING TO BE REALLY TERRIFIT EVERYBODY GETS THEIR TICKET FOR TEXAS MUSIC REVOLUTION. AND THEN LOTS OF OTHER INCREDIBLE THINGS HAPPENING IN THE MONTH OF JUNE IS MADAM CHAIR REFERENCE. WE HAVE AN INCREDIBLE JUNETEENTH CELEBRATION. IT'S A GREAT PARTNERSHIP WITH LOTS OF COMMUNITY PARTNERS IN THE PARKS AND REC DEPARTMENT AND DOWNTOWN , ONE OF THE BIGGEST JUNETEENTH CELEBRATIONS, I THINK IN COLLIN COUNTY AND MAYBE EVEN THE BIGGEST IN COLLIN COUNTY, SO COME OUT FOR JUNETEENTH. WE ALSO HAVE A CRAFT BEER WALK AS WELL IN DOWNTOWN SO TO GET READY FOR FATHER'S DAY ON JUNE 18TH AS WELL. WE HAVE MARC BROUSSARD PLAYING ON JUNE 25TH. HE IS INCREDIBLE. THERE'S ABOUT 100 TICKETS LEFT. IT'S GOING TO BE A

[00:30:02]

SOLD OUT SHOW. SO LOOKING FORWARD TO THAT AS WELL AND JUST TO BACK UP A LITTLE ON JUNE 14TH. SO THE SECOND TUESDAY OF EVERY MONTH WE MEET WITH OUR DOWNTOWN BUSINESSES. WE HAVE OUR BUSINESS MONTHLY MEETING. AND ON JUNE 14TH. WE'RE WELCOMING HERBERT AUSTIN. HE'S THE DISTRICT DIRECTOR FOR THE SMALL BUSINESS ASSOCIATION. SO HE'S GOING TO BE HERE IN MCKINNEY TO HELP GIVE SOME INFORMATION ABOUT RESOURCES AVAILABLE THROUGH THE S B. A IS ALSO GOING TO INTRODUCE THE SCORE PROGRAM. UM IT'S GOING TO BE A GREAT SESSIONS, REALLY ENCOURAGING ALL BUSINESSES TO COME OUT ON JUNE THE 14TH. SILO UPDATE. GHETTO VAN HILTON ARE OUR PAINTER. HE'S ACTUALLY TRAVELING RIGHT NOW, BUT HE'LL BE BACK TO MCKINNEY IN EARLY JUNE, AND WE'RE HOPING THAT HE'LL GET STARTED MID TO END OF JUNE. SO EXCITING STUFF THERE AND THEN, FINALLY, A LITTLE SNEAK PEEK OF ANOTHER ART PROJECT TO COME. YOU KNOW, MCKINNEY IS FAMOUS FOR LOTS OF THINGS ARE GREAT MUSICIAN OR, YOU KNOW, MAYOR ROCKSTAR IN MAILLY, THE THOMAS BAND, BUT WE ALSO HAVE, UM BENJI, YOU KNOW MCKINNEY IS FAMOUS FOR BENJI. SO THE ORIGINAL MOVIE WAS FILMED HERE AND WE'RE COMING UP ON 1/50 ANNIVERSARY AND THE MCKINNEY ARTS COMMISSION. WE'RE GOING TO BRING THIS TO COUNCIL NEXT WEEK FOR THEIR FINAL APPROVAL, BUT THAT MCKINNEY ARTS COMMISSION WE WERE APPROACHED BY PRIVATE DONOR TO BUILD A BENJI STATUE SO COMING SOON TO DOWNTOWN MCKINNEY , YOU WILL HAVE AN OPPORTUNITY TO HAVE YOUR OWN PHOTO WITH BENJI AND CELEBRATE THE CANINE.

YES THE CANINE LOVE OF BENJI. SO ANYWAY, THAT'S THAT'S WHAT'S GOING ON. GREAT THANK YOU ALL SO MUCH. UH, PLEASE GIVE MY CONGRATULATIONS TO ERIN. I THINK IT'S SO FANTASTIC. HE'S COMING BACK, AND IT IS FANTASTIC. SO IT'S I'M REALLY HAPPY. YEAH HE'S A BIG WIN FOR MCKINNEY. HIS THIS IS HIS HOMETOWN. HIS HEART IS HERE, AND HE'S GOING TO DO GREAT THINGS TO HELP. UM CONTINUE TO SHARE ALL THE WONDERFUL THINGS HAPPENING IN MCKINNEY. YOU BET. AMY HOW? HOW'S THE FUNDING FOR SILOS GOING? IS IT FULLY FUNDED? IT'S NOT FULLY FUNDED. WE'RE GETTING VERY CLOSE. WE'RE ABOUT $30,000 AWAY, SO WE'VE HAD LOTS OF GREAT SUPPORT. A LOT OF PEOPLE IN THIS ROOM HAVE BEEN A PART OF THAT. HB HAS COME IN. WE'VE HAD GREAT SUPPORT FROM SOME OF OUR COMMUNITY PARTNERS INDEPENDENT FINANCIAL ENCORE WIRE. UM SO ANYWAY, WE'RE STILL WE'RE GOING TO GET THERE. THE FINISH LINE IS CLOSE. AND I KNOW TOO THAT ONCE HE IS HERE AND PEOPLE SEE THAT HAPPENING. THERE WILL BE KIND OF A RENEWED LIKE I WANT TO BE A PART OF THIS, SO WE'RE GONNA GET THERE. THANK YOU. PARKS AND REC MIKE KOWSKI. [Consider/Discuss Guidelines, Policy and Process Related to MCDC Grant Programs.]

CONSIDER DISCUSS GOD HUNTS POLICY AND PROCESS RELATED TO M. C. D. C GRANT PROGRAMS. ALWAYS FOR CINDY TO GET BACK. BUT HAVE YOU GUYS ONLY HAD A CHANCE TO READ THIS? AND THESE ARE BASICALLY THE NOTES THAT CINDY HAD TAKEN TO HELP LEAD THE DISCUSSION ON SOME OF THESE IDEAS ABOUT GUIDELINES OR POLICIES AND RINSE BETWEEN THE TWO I THINK A COMBINATION OF CINDY AND I'LL JUST SORT OF QUICKLY HIGHLIGHT WHAT THESE ARE. AND THEN WE CAN FIGURE OUT HOW WE WANT TO SPEND THE NEXT HOUR OR SO. UM JUST TAP DANCING. OKAY? SO IF WE COULD GET TO THE NEXT POINT NOW, ONE THING WHAT KIND IS IT? I GOT A PRETTY HARD STOP FOR MYSELF AROUND 10 45, BUT YOU CAN STOP MUCH EARLIER THAN THAT WOULD BE REALLY HAPPY TOO LEISURELY DON'T CONSTRUCTION PROJECTS OF MY OWN TO DEAL WITH. I WAS JUST GONNA SAY I DON'T KNOW WHY THIS DISCUSSION WOULD WILL TAKE THAT LONG. OKAY. GOOD WELL, THERE'S A LOT OF STUFF ON HERE. SO WHAT? WHAT I WANTED TO HIGHLIGHT BEFORE WE GOT INTO IT. IF WE GO THROUGH THESE BULLET BY BULLET, IT'S GOING TO BE A LOT LONGER THAN OUR UM SO, CINDY, WHAT'S THE BEST WAY? DO YOU THINK TO STREAMLINE THE DISCUSSION, SO I THINK SOME OF THEM WILL BE PRETTY QUICK AND STRAIGHTFORWARD IN THAT FIRST SECTION. IT IS UM, JUST TO SEE WHERE THE BOARD IS IN KEEPING OUR CURRENT PROGRAM ALLOCATIONS FOR VARIOUS GRANT PROGRAMS. SO AS A RECAP THE PROMOTIONAL COMMUNITY EVENT GRANT ALLOCATIONS 200,000 CURRENTLY AND THAT'S WHAT I HAD ANTICIPATED, INCLUDING IN THE BUDGET FOR THE COMING YEAR. DISCRETIONARY PROJECT GRANTS OR 10% OF SALES TAX REVENUE. THE RETAIL DEVELOPMENT INFRASTRUCTURE HAS BEEN 120,000 PARKS AND REC. WE'VE GOT A $5.5 MILLION COMMITMENT THROUGH FY 25. AND THEN THIS YEAR WE CREATED AN ECONOMIC DEVELOPMENT CATEGORY AND IT WAS BASED PRETTY MUCH ON WHAT WAS REMAINING IN GRANT FUNDS AVAILABLE THAT WE COULD ALLOCATE TO THAT, UM, ACTIVITY, SO IF YOU ALL ARE GOOD IN KEEPING THE SAME OVERALL STRUCTURE. WILL DO THAT IF YOU WANT TO DISCUSS CHANGING IT UP. YOU KNOW STRUCTURES. CERTAINLY OVER THE LAST FEW YEARS, WE'VE NEVER REALLY SERIOUSLY RAN OUT OF MONEY ON ANY OF THOSE CATEGORIES, ESPECIALLY SINCE WE JUST RECENTLY INCREASED THE RETAIL DEVELOPMENT GRANTS, RIGHT? NOT NOT NOT RETAIL. SORRY. WHICH IS USUALLY EVIDENCE THAT THE ALLOCATIONS ARE PRETTY GOOD. EVERYBODY GOOD WITH THAT GOOD. UM AND OUR WORK SESSION TO TALK

[00:50:16]

ABOUT STRATEGIC PRIORITIES. THERE WAS A LITTLE BIT OF CONVERSATION ABOUT WHETHER OR NOT THERE SHOULD BE LIMITS ON THE NUMBER OF APPLICATIONS. UM AN ENTITY COULD MAKE. AND WE TALKED ABOUT A VARIETY OF THINGS ONLY ONCE A YEAR, SKIPPING A YEAR IF A PROJECT IS FUNDED, TALKED ABOUT, UM, SHOULD THERE BE A MATCH REQUIRED, AND WOULD IT BE DIFFERENT FOR A NON PROFIT VERSUS THE FOR PROFIT? AND THEN WE ALSO TALKED A LITTLE BIT ABOUT A LOAN. UM UTILIZING ALONE STRUCTURE. WE'VE DONE THAT ONCE ON PS PSA. I HAVE NOT FOUND ANY TYPE A OR TYPE B. ORGANIZATIONS CORPORATIONS THAT HAVE A FORMAL LOAN PROGRAM THAT WE COULD USE AS A MODEL, BUT WE COULD LOOK AT THAT. SO THOUGHT. MY ONLY CONCERN WE START LOOKING AT, UM LIMITS TO AN ENTITY FROM ME, YOU KNOW, A YEAR. I GUESS. ONE THING I WOULD LIKE TO LOOK AT IS THAT WHEN WE'RE MAKING THAT DECISION, HOW MANY PROJECTS ARE WE NOT BEING ABLE TO FUND BECAUSE WE HAVE DONE REPEATED FUNDING TO ONE PARTICULAR ENTITY? UM IF IT IS A YEAR IF THE FUNDS ARE NEEDED IF HE NEEDS AN ELIGIBLE PROJECT. I DON'T WANT TO START US ON A, UM, GUIDANCE OF EXCLUDING IT ONLY BECAUSE YOU CAME BACK LAST YEAR, SO I JUST KIND OF RIDE THE FENCE ON BECAUSE THEY KNOW WE'RE GOING TO HAVE MONEY SITTING THERE BECAUSE WE MAY HAVE DENIED AN ENTITY THAT REALLY NEEDED IT THAT PARTICULAR YEAR. COMPARED TO AND THEN WE HAVE MONEY SITTING THERE, SO I JUST THAT'S JUST A CONVERSATION. I THINK WE SHOULD HAVE BECAUSE OR EVEN GO BACK AND LOOK HOW MANY PROJECTS FROM ANY OTHER ENTITY. DID WE DENY BECAUSE OF REPEATED. UM SUPPORT FOR ANOTHER AGREE WITH THAT. I THINK WHEN WE PUT LIKE A LIKE I'VE BEEN SAYING PUTTING GUIDELINES ARE GREAT PUTTING POLICY IN PLACE TO ME JUST AS RESTRICTIVE. I THINK OVER THE LAST FEW YEARS WE CAN SEE CERTAIN PROJECTS BROUGHT TO US BECAUSE OF TRUE NEEDS, NOT JUST BECAUSE OF A BUDGET ITEM IN THERE. YOU KNOW, THE AIR CONDITIONER BROKE THE CHIMNEY COLLAPSED. THAT STEEPLE COLLAPSED. WHATEVER THAT WAS. I DON'T THINK THOSE ARE PLANNED. WHAT WE HAVE TO UNDERSTAND, TOO, IS THAT OUR MONEY IS ON A REIMBURSEMENT BASIS BY PROJECT SO IT'S NOT LIKE. THEY CAN HAVE A SLUSH FUND TO WAIT TILL THE AIR CONDITIONING BREAKS AND THEN USE OUR MONEY. UM THEY HAVE TO SPEND IT AND IT REALLY RESTRICT THE PEOPLE THAT COME TO US IF THEY HAVE A TRUE NEED RIGHT NOW , I ALSO BELIEVE IF WE DO END UP PUTTING POLICY IN PLACE, WE NEED TO GIVE SOME ADVANCE WARNING.

MANY OF THESE ORGANIZATIONS HAVE US YOU KNOW AS A AS A PLACEHOLDER IN THEIR BUDGET, THEY DO TAKE THE RISK OF US TURNING THEM DOWN, BUT THIS IS WHERE THEY GET THEIR FUNDING. I THINK IT'S BEEN MENTIONED BEFORE THAT A LOT OF THESE PLACES GET FUNDING FROM THEIR CITIES. WE ARE THEIR CITY. I MEAN, WE HAVE TO REMEMBER THAT THE SALES TAX DOLLARS ARE CITY FANS AND IF THEY AREN'T GETTING IT OUT OF THE CITY BUDGET, THEY'RE GETTING IT OUT OF OUR BUDGET. AND ALSO OPPORTUNITIES YOU KNOW, PARKS AND REC HAVE PROVEN OH, MY GOSH , THIS LAND HAS JUST BECOME AVAILABLE. WE WANT TO BUY IT AND WE WANT TO BUY IT NOW AND YOU HAVE TO MAKE A DECISION TODAY.

ARE YOU GOING TO PARTICIPATE? THAT HAS HAPPENED TO US RECENTLY? SO SAME THING, IF IT'S A LAND ACQUISITION OR CERTAIN OPPORTUNITY THAT COMES THEIR WAY. AND THEY HAVE US AS A LINE ITEM IN THEIR BUDGET. AND WE SAY, OH, SORRY. AS OF TODAY, YOU HAVE TO SKIP A YEAR OR YOU CAN ONLY GIVE US YOU CAN ONLY COME IN AND ONE CYCLE. THEY DON'T HAVE THE OPPORTUNITY TO HAVE A SLUSH FUND OF OUR MONEY. THEY HAVE TO SPEND OUR MONEY FOR WHAT THEY HAVE ASKED FOR, AND I THINK THAT'S WHAT WE HAVE TO CONSIDER IF WE TRY TO PUT POLICIES IN PLACE. I THINK IT'S A GREAT OPPORTUNITY FOR US TO PUT GUIDELINES TO INCLUDE HOW MANY TIMES HAVE THEY COME BACK TO US.

AND IN THIS CYCLE, DO WE HAVE NEW OPPORTUNITIES? AND SO THEN THAT BECOMES AN EXTRA ONE AND A CHECK FOR ANOTHER. UM BUT TO ACTUALLY PUT POLICY IN PLACE TO ME, JUST RESTRICT US WE CAN ALWAYS GO AGAINST POLICY. AND I THINK IT'S EASIER TO HAVE A GUIDELINE AND NOT TO HAVE TO GO AGAINST A POLICY. UM AND THAT POLICIES ARE JUST RESTRICTIVE AND GUIDELINES ARE HELPFUL. AND

[00:55:06]

THEN A PRACTICAL MATTER. I CAN'T REMEMBER IN THE LAST SEVEN YEARS WHEN SOMEBODY IS COMING FOR A PROJECT GRANT TWICE IN ONE YEAR. JUSTIN SQUARE IN MY HEAD. IN OUR DECISION MAKING REGARDING THIS BECAUSE I COULD AGREE WITH ALL OF THE COMMENTS. IF WE HAVE SOUND GUIDELINES DRIVING OUR DECISIONS, AND WE DECIDED NOT TO FUND IT'S GOING TO BE FOR A GOOD REASON NOT FOR LIKE, JACKIE SAID, BECAUSE YOU CAME BACK, UM IF IT'S A QUALITY PROJECT. UM AND IT'S A NEEDED PROJECT. WE SHOULD FUND THAT PROJECT. UM AND THEN AGAIN IF WE HAVEN'T ASKED THAT IS 50% OVER WHAT OUR FUNDING IS, THEN THOSE GUIDELINES CAN COME INTO PLACE THAT WE CAN'T DO EVERYTHING. SO HOW DO WE NAVIGATE THROUGH? UM THIS DECISION MAKING BECAUSE WE DON'T HAVE THE FUNDING TO SO WE'RE GONNA HAVE TO MAKE SOME TOUGH DECISIONS RELATED. AND I THINK THINGS WE LOOK AT IT.

CONSIDER OF SOME OF SOME OF THESE PROJECTS. WHAT HAS BEEN THE RETURN ON THE INVESTMENT? WHAT HAVE WE GOTTEN FROM OUR SMALL PART? TO THE PROJECT, AND I ALSO HAVE TO REMIND THAT AS BOARD MEMBERS, WE ALL HAVE THE OPPORTUNITY TO VOTE. NO. WE ARE NOT. CONFINED TO VOTE COLLECTIVELY. YES AS A GROUP. WE HAVE ALL HAVE THE OPPORTUNITY NOT TO SUPPORT IN THIS. EVERYONE THAT SAID, YOU KNOW, YOU CAN. WE CAN PUT THE INTERNAL GUIDANCE OF HEY, LET'S GO BACK AND LOOK, HOW MANY TIMES HAS THIS ENTITY AND HAVE THOSE DISCUSSIONS AND MAYBE THAT GOD, SOME OF THE DECISION OF PROVIDES THAT INFORMATION, BUT I JUST AM CONCERNED ABOUT WE START THAT PRACTICE. AH BUT AGAIN, I WANT TO GO BACK AND SAY HOW MANY TIMES HAVE WE DENIED? A NEW ENTITY. FROM FUNDING BECAUSE WE SUPPORTED AND I JUST IN MY FOUR YEARS NOW, I DON'T SEE THAT WE'VE DONE THAT, AND I THINK IT'S IMPORTANT TO FOR THEIR FOR WHAT? WHAT WE ASKED IF WE ASK YOU FOR A CERTAIN TYPE OF PRESENTATION. IF WE ASK YOU FOR A FINANCIAL IF WE ASK YOU TO GIVE US A DETAILED UM, AFTER STUDY AS TO HOW WELL YOU DID THOSE THINGS ARE IMPORTANT. SO THE NEXT TIME YOU ASK IF WE NOTICE THAT WELL, THEY DIDN'T SUPPLIES WITH ANY INFORMATION ON WHAT THE SALES TAX DOLLARS FROM THERE, YOU KNOW, PROJECT OR THERE. PROMOTION DID WELL, THEN THAT'S GOING TO BE ON THE GUIDELINES SAYING, HEY, THEY'RE NOT GIVING US THE FEEDBACK THAT WE'VE ASKED FOR. HEY, THEY DIDN'T GIVE US THE CURRENT FINANCIAL STATEMENT THAT WE ASKED FOR. YOU KNOW, SO MAKING SURE THAT YOUR PACKET IS COMPLETE FROM WHEN YOU ASK FOR THE MONEY AND THEN THE END END PACKET IS ALSO COMPLETE SO THAT WE HAVE A GUIDELINE FOR NEXT TIME ALSO TO KNOW THAT OUR MONEY WAS WELL SPENT. UM SO THAT YOU KNOW SHOULD PROBABLY ALSO BEING THE GUIDELINES HAVE THEY PERFORMED ALL THEIR ASKS, UM, TO INCLUDE IF WE HAVE QUESTIONS ALONG THE WAY. SO IN THE GUIDELINES CURRENTLY JUST AS A REMINDER WE STATE PREFERENCE MAY BE GIVEN TO APPLICANTS WHO HAVE NOT RECEIVED FUNDING WITHIN THE PREVIOUS 12 MONTH PERIOD, AND IT ALSO THEY ALSO INDICATE PREFERENCE MAY BE GIVEN TO APPLICANTS WHO DEVELOP AND DEMONSTRATE MULTIPLE REVENUE STREAMS, SO THOSE THOSE ARE ALREADY OUTLINED. UM WE JUST AS A SUB COMMITTEES AND AS A BOARD JUST NEED TO MAKE SURE THAT MAYBE THAT IS ON A CHECKLIST. YES THEY'RE ALREADY THERE. BUT THAT IS ON A CHECKLIST THAT WE CAN CHECK OFF WHEN WE'RE MAKING THOSE DECISIONS AND I THINK A SERIES E OCCUPIES KIND OF A DIFFERENT REALM WITH THINKING ABOUT BEING A FUNDER IN THE NOT FOR PROFIT WORLD. WE ARE NOT A PRIVATE FOUNDATION. WE ARE NOT A PUBLIC SORT OF FOUNDATION, AND WE HAVE, I THINK OCCUPIED A REALLY UNIQUE SPACE IN BEING ABLE TO ASSIST THE NOT FOR PROFIT COMMUNITY, TOO. BRING THOSE DOLLARS, YEAR OVER YEAR. AS SOMEBODY WHO'S DONE A LOT OF GRANT WRITING AND WORKED IN THE NOT FOR PROFIT SECTOR. I KNOW HOW RIGOROUS IT IS TO APPLY FOR GRANTS. UM AND MORE AND MORE, UM NOT FOR PROFITS ARE BEING ASKED TO SHOW THAT IMPACT. YOU KNOW WHERE WHERE ARE THOSE DOLLARS GOING? AND HOW IS IT GOING OUT TO THE COMMUNITY? HOW ARE THOSE DOLLARS? BEING EXECUTED. SO I THINK AS A BOARD WE'VE LEARNED A LOT IN THE LAST FOUR YEARS AND I'M REALLY GLAD THAT WE'RE TAKING THE OPPORTUNITY TO LOOK AT WHAT OUR GUIDELINES ARE KEEP THEIR POLICIES. I THINK OUR POLICIES DON'T NEED A LOT OF AMENDING, BUT I DO. I WOULD LIKE TO CONTINUE TO GROW OUR EXPERTISE IN THE WAY THAT WE DO EVALUATE TO LOOK AT THE DATA.

WHAT'S BEING DONE? AND WHERE. POTENTIAL INNOVATION COMES IN TO SOLVE SOME OF THE PROBLEMS THAT

[01:00:03]

WE HAVE PUT ON OUR PRIORITY LIST AND KEEP AN OPEN MIND FOR, UM. FOR NEW THINGS AND NOT TO LEAVE OUT NEW POTENTIAL BECAUSE WE'RE DOING THE SAME THING YOU'RE OVER YEARS, SO I THINK I THINK WE'VE LEARNED A LOT AND I THINK THIS WAS A GREAT EXERCISE TO TAKE THE TIME TO SEE. YOU KNOW WHAT WE'RE DOING? WHERE WE HAVE DISTRIBUTED ARE FUNDING SINCE 1996. THAT WAS THAT WAS. A GOOD EYE OPENER TO SEE WHERE WE'RE GOING AND TO BE ABLE TO DO. THIS IS A PRIVILEGE, SO I I'M GLAD WE'RE ABLE TO BE A FUNDER IN THE NOT FOR PROFIT COMMUNITY, BUT I WOULD PERSONALLY KEEP AN EYE ON THE IMPACT OF WHAT WE'RE DOING AND MAKE SURE OUR DOLLARS ARE GOING OUT TO THE BEST AGENCIES WHO ARE STAYING. INNOVATIVE AND MAKING THOSE CHANGES HAPPEN. TO DISCUSS THE LOAN. SURE. SO WE'VE DONE IT ONE TIME FOR PSA. EVERYBODY FELT AT THAT TIME. IT WAS A MILLION YEARS AGO, BUT EVERYONE FELT AT THAT TIME. IT WAS A VERY SUCCESSFUL PARTNERSHIP, AND WE GOT OUR MONEY BACK WITHIN AN HOUR OR SOMETHING LIKE IT WAS. GRADUATING, BUT THEY PAID IT BACK. HEAD OF SCHEDULE. CINDY FROM YOUR PERSPECTIVE, WHY HAS THAT NOT BEEN A VIABLE OPTION? SENSES BECAUSE NO ONE'S ASKED FOR IT. I THINK THAT INTEREST RATES WERE SO LOW. THEY DIDN'T NEED A LOAN FROM US. I THINK THAT'S PART OF IT. AND THEN THE OTHER IS, UM THE PREFERENCE WOULD BE FOR A GRANT AND NOT FOR SOMETHING THAT HAS TO BE RETURNED PAID BACK. IT IS SOMETHING THAT'S EXPLORED IN CONVERSATION, AND IN SOME CASES , IT'S WE COULD TAKE A LOOK AT THAT. OR THAT WON'T WORK FOR THE MODEL THAT WE'VE PUT TOGETHER TO FUND THIS PROJECT. SO I WAS THE ONE THAT INITIALLY PUT THAT ON THE LIST OF THINGS TO TALK ABOUT A FEW WEEKS MONTHS AGO OR SO. IS IT POSSIBLE? OBVIOUSLY THE PREFERENCE IS GOING TO BE ON THIS PROJECT GRANTS TO GRANT RIGHT. BUT IS IT POSSIBLE TO HAVE SOMETHING IN THE BACK POCKET WHERE WE'VE GOT ALONE? COUNTER OFFER. WHERE WE UNDERSTAND WHAT THE RATE WOULD BE THAT THE CITY SUPPORTS IT. HOWEVER, WHATEVER NEEDS TO BE DONE SO THAT WHEN YOU'RE HAVING DISCUSSIONS ABOUT GRANTS FOR $10 MILLION, OR YOU KNOW, BIG NUMBERS SHOULD SAY, LISTEN. GET FIVE AS A FIVE IS A GRANT AND FIVE IS ALONE, AS OPPOSED TO JUST BIG FAT. NO OR SOMETHING WHERE IT'S JUST A LITTLE BIT MORE OF A OF AN OPPORTUNITY TO HAVE A MEANINGFUL DISCUSSION BEYOND YES OR NO ABOUT THE MONEY OR HOW MUCH MONEY THERE'S NOTHING THAT PRECLUDES ENVIRONMENT WE'RE IN. NOW WE'RE INTEREST RATES ARE RISING AND THAT MAYBE IT'S MORE VALUABLE TO PEOPLE THAN IT MIGHT HAVE BEEN A FEW MONTHS AGO. THERE'S NOTHING THAT WOULD PRECLUDE THAT. DISCUSSION. BUT I FELT I FELT ALL WE'VE EVER DONE IS WIN OR ONE OF US IS SORT OF WEEKLY MENTIONED IT IN A PUBLIC SETTING LIKE THIS, WHETHER YOU CONSIDERED ALONE AND THEY GO NO, WE'D RATHER HAVE A GRANT. AND THEN WE JUST SAY, OK, NEVER MIND. MORE IN THE MARKETING REALM. COULD WE MARKET THAT? I THINK THAT IT YES, WE COULD DO THAT. BUT IT ALSO IS DISCUSSED WHEN PEOPLE CONTACT CDC WITH THEIR IDEA FOR A PROJECT GRANT WHERE IT IS APPROPRIATE, AND IT'S BEEN MORE, UM, WITHIN THE FOUR PROFIT REQUEST THAN THE NON PROFIT THERE IS A DISCUSSION OF WHAT ALONE MIGHT LOOK LIKE. I AGREE THAT WITH THE INTEREST RATES GOING UP IT MAY BE A MORE ATTRACTIVE OPTION THAN COMMERCIAL. FUNDING. UM BUT DO YOU WANT TO SET. PROVIDE SOME SOME GUIDANCE TO ME. I ON. TERMS I MEAN, WHAT? WHAT DO YOU WANT TO COVER WITH A PROSPECTIVE APPLICANT? I MEAN, DO YOU WANT TO TAKE IT SO FAR AS TO THE BOARD WILL ONLY CONSIDER THIS ON A GRANT BASIS. BECAUSE THAT'S NOT THAT'S YOUR WITHIN YOUR PURVIEW. THAT'S NOT MY DECISION TO MAKE. RICK I THINK YOU MADE THE MOST SALIENT POINT, WHICH IS IF THIS BOARD WANTS A CERTAIN PROJECT TO MOVE TOWARDS ALONE. WE SHOULD REQUIRE IT TO MOVE TOWARDS ALONE OR AND WHEN WE ASK THE APPLICANT, UM IF THEY CONSIDERED ALONE AND THEY SAY NO. WELL, WE SHOULD SAY WE'D LIKE YOU TO CONSIDER ALONE. UM I DON'T KNOW HOW YOU I DON'T KNOW HOW YOU SET PARAMETERS FOR REQUIRING ALONE OR SOMETHING OF US ARE BANKERS, RIGHT? AND SO I'M WONDERING IF WE UNDERSTAND WHAT THAT MEANS. MAYBE I'M JUST TALKING FOR MYSELF, OKAY? WHEN I SAY VIEW REQUIRED A LOAN IF SOMEBODY ASKED ME, LET'S SAY DAVID YOU SAY OKAY, WHAT? WHAT? WHAT? WHAT ARE THE TERMS AND ALL THAT? I'D GO? I DON'T KNOW. AH WELL AND THAT CONVERSATION TO BE OVER AND I'M WONDERING IF WE SHOULD HAVE A. SOME KIND OF A CANNED PACKAGE. I DON'T KNOW IF

[01:05:07]

WE GO BACK TO SAY AND HOW THAT TRANSPIRED, UM THOSE CONVERSATIONS TOOK PLACE AMONG BOARD MEMBERS AND CLOSED SESSIONS AND A PROPOSAL WAS DEVELOPED IN THERE. THE STRUCTURE OF THEIR DEAL WAS NO INTEREST FOR SOME PERIOD OF TIME IN THE MARKET RATE AFTER SOME PERIOD OF TIME, AND IF IT WAS REPAID WITHIN THE ESTABLISHED TIMEFRAME THAT IT WAS ZERO INTEREST. SO IF THAT'S I MEAN, WE CAN I THINK THERE SHOULD BE AN OPPORTUNITY FOR ANY ONE OF THE SEVEN OF US TO BRING THAT UP IN A MEETING, OF COURSE, SERIOUS A SERIOUS WELL UNDERSTOOD. YOU KNOW WHAT? NOT HAPPY ABOUT THE EIGHT MILLION I'M MAKING THESE NUMBERS UP, BUT WE'RE NOT HAPPY ABOUT THIS BIG GRANT REQUEST WOULD BE HAPPIER WITH A SMALLER REQUEST BECAUSE WE DON'T HAVE THAT MUCH MONEY. AND THIS IS A WAY TO YOU KNOW, THREE OR FOUR YEARS DOWN THE ROAD, GET OUR MONEY BACK, AND I THINK IT WOULD BE A VERY DOBLE. SO ONE THING IN IN MY WORK IN MY PAID JOB THAT WE WOULD DO WHEN WORKING WITH POTENTIAL APPLICANTS. YOU KNOW THEY WOULD SUBMIT, SUBMIT A BUDGET. THERE'S A FORMULA THAT KICKS OUT THAT SAYS THEY CAN AFFORD THIS AMOUNT. IN LOAN THIS AMOUNT, INGRID, YOU KNOW YOUR BUDGET, YOU KNOW WHEN I USED TO WORK ON SMALL BIBLE FOR PROJECTS , YOU KNOW YOUR BUDGET SHOWS YOU HAVE $20 LEFT AT THE END OF ALL YOUR EXPENSES BASED ON THAT THAT SAYS, YOU CAN AFFORD $500 IN A LOAN AND YOU CAN AFFORD AND SO WE'RE ABLE TO ALSO DO MORE PROJECTS BECAUSE WE'RE LEVERAGING. AND SO THAT'S SOMETHING LIKE, SAY, I DON'T KNOW ALL THE MECHANICS WITH HOW WE WOULD HAVE TO PUT TOGETHER AND PLUG IN SOME TYPE OF FORMULA AND LOOKING AT THE FINANCIAL FEASIBILITY FROM THE ENTITY, BUT THAT IS A WAY THAT WE USED TO DO. IN EVEN OUR BIG PROJECTS. YOU DON'T QUALIFY FOR ALL GRANT , BUT WE CAN OFFER YOU THIS AMOUNT IN LOAN THIS AMOUNT OF GRANT AND YOU KNOW HERE ARE YOUR OPTIONS. EITHER YOU WILL OR YOU WANT, BUT THIS IS WHAT WE'RE GOING TO OFFER YOU BECAUSE AGAIN. WE ARE ALSO TRYING TO UM , LEVERAGE OFF FUNDING TO HELP AS MANY OTHER APPLICANTS THAT WE CAN, SO THAT'S SOMETHING WE CAN TALK OUTSIDE OF THIS AND KIND OF PUT SOME PARAMETERS TOGETHER, BUT I THINK WE GOT THIS PROCESS . WE MAKE THE DETERMINATION IF AN ENTITY DOES NOT WANT TO DO IT, THEN THEY JUST SAY NO, WE DON'T WANT IT. BUT THIS IS WHAT WE'RE OFFERING. SO WE HAVE TO JUST STAND BY. THAT IS THE GUIDELINE THAT WE'RE GOING TO DO AND LOOK AT IT FROM THAT PERSPECTIVE FOR SOME OF THE LARGER I THINK IT'S AN EXCELLENT TOPIC TO BRING UP SERIOUSLY IN YOUR ADVANCED PROJECT SUBCOMMITTEE MEETING. WHEN THEY PRESENT THE IDEA. THEY GIVE YOU A SENSE IN THOSE MEETINGS OR HOW MUCH THEY WANT. WHERE THAT THREE OF OUR MEMBERS THAT ARE ON THAT PROJECT SUBCOMMITTEE, SAY, BOY, THAT'S A LOT OF MONEY. NO. WE'RE ONLY SPEAKING FOR THE THREE OF US, BUT IT'S UNLIKELY YOU'RE GOING TO GET THAT. UM HAVE YOU CONSIDERED ALONE REQUEST FOR SOME OF THIS? AND THEN THEY SAY, WHAT DOES THAT MEAN? AND THEN YOU AN EXAMPLE LIKE CINDY REFERENCED WAS WAS IT NO INTEREST, NO PAYMENT FOR THREE YEARS, OR DID THEY PAY ALONG THE WAY THEY CHOOSE TO PAY ALONG THE WAY, BUT IT HAD TO BE FULLY PAID WITHIN, SO THERE WERE NO GUIDELINES ON REPAYMENT. EXCEPT FOR IT HAD TO BE FULLY PAID. AND THEN IT DIDN'T. I MEAN, IT COULD HAVE BEEN SO MUCH BYE. THIS POINT IN TIME SO MUCH AND THEN WERE YOU SAID THERE WAS AN INTEREST AFTER THAT, THEN WE'RE THERE SET PAYMENTS. ALSO AFTER THAT, OR WAS JUST INTEREST STARTED TO ACCRUE AFTER THE THREE YEARS STARTED TO ACCRUE. I LIKE IT. I THINK THAT IT, UM OPENS UP A FRESH PERSPECTIVE AND HOW WE'RE DOING THINGS AGAIN. WE CAN EVALUATE ON A CASE BY CASE. A SCENARIO AND IT JUST KIND OF SOLIDIFIES. UM. SOME OF THE DECISIONS THAT WE'VE HAD TO MAKE THEM ON PAST. UM GRANTS OR REQUESTS THAT WE'VE HAD IN THE PAST. I THINK THAT THIS IS A VIABLE SOLUTION. DUMP IT AGAIN SOONER. YEAH IT'S SORT OF LEADS INTO RICK MENTIONED THE POTENTIAL PROJECTS SUBCOMMITTEE THAT'S BEEN IN PLACE FOR A COUPLE OF YEARS TO LOOK AT. THE LARGER GRANT REQUEST AND ONE OF THE COMMENTS THAT WAS SUBMITTED FOR DISCUSSION WAS SHOULD WE ALTER THAT, TOO? REQUIRE AN APPLICANT POTENTIAL APPLICANT TO PRESENT TO THE FULL BOARD TO GET THE FULL BOARDS IMPACT AND INCLUDE SORT OF FLUSHED OUT AT THAT POINT WHERE THEY ARE IN THE STAGE OF THE PROJECT, WHAT THEIR BUDGET THAT'S BEING PRESENTED HALF HOW FIRM IS IT? IS IT JUST BASED ON THE SCHEMATICS? IS IT BASED ON DESIGNED SO WHAT DO YOU ALL THINK ABOUT? DOING THAT IN A PUBLIC SESSION BEFORE THE FULL

[01:10:02]

BOARD. WELL, MY FIRST THOUGHT IS, I WONDER. I WONDER HOW APPLICANTS WOULD FEEL ABOUT THAT. I THINK THE PROJECT GRANTS SUBCOMMITTEE GIVES MANY APPLICANTS A AN OFFLINE OPPORTUNITY TO VET A PROJECT QUIETLY. THAT THEY MAY NOT WANT. PUBLICLY KNOWN YET IT GIVES THEM AN OPPORTUNITY TO TEST THE WATERS AND SEE IF THE RECEPTION IS GOOD BEFORE THEY MAKE PUBLIC STATEMENT, I WOULD BE CONCERNED THAT A LOT OF APPLICANTS WOULD SHOW AWAY FROM THAT PROCESS NOT HAPPEN IN EXECUTIVE SESSION. CINDY. UM I'LL HAVE TO CHECK. I KNOW IT CAN IF IT'S ACTUALLY IF WE'VE ACTUALLY RECEIVED THE APPLICATION, I'LL CHECK CHANCE FOR THEM TO TWEAK IT LIKE I DO.

TWO OF US WHETHER IT'S AN EXECUTIVE SESSION ARE UP HERE, THEN THAT'S A PRESENTATION. YOU KNOW WHAT THEY ALWAYS SAY ABOUT FIRST IMPRESSIONS AND ALL THAT KIND OF STUFF. LIKE I THINK I THINK IT WORKS BETTER JUST WITH THE THREE PEOPLE THAT ARE ON THAT MEETING AND CINDY AND YOU'RE OFFERING REALLY GOOD ADVICE. YOU'RE HOPEFULLY SPEAKING FOR THE SEVEN OF US IN YOUR OPINIONS. WHICH I CONFIDENT YOU ARE. I KNOW WE DID WHEN WE WERE DOING IT. UM AND GIVES YOU AN OPPORTUNITY TO SAY, TRY THIS . TRY THAT ORGY THAT THAT SOUNDS DUMB OR YOU KNOW WHAT I MEAN? AND A MORE INFORMAL, LESS YEAH, SETTING AND THEN THE PEOPLE CHANGE THEIR PRESENTATIONS TWO MONTHS LATER WHEN THEY DO IT BEFORE THE FULL GROUP I AGREE. AND HAVING SERVED ON THAT? I THINK IT JUST REALLY IS A VALUE ADDED IS ALMOST AN EDUCATIONAL TUTORIAL FOR GRANTEES IF THEY'RE COMING BEFORE THIS BOARD FOR THE FIRST TIME IT ALLOWS THEM. THAT WENT ON ONE FEEDBACK IN A MORE RELAXED SETTING, AND A LOT GETS ACCOMPLISHED. A LOT OF INFORMATION GOES BACK AND FORTH.

UM AND I DON'T THINK THERE'S ANY LACK OF COMMUNICATION BETWEEN THAT SUBCOMMITTEE AND THE GREATER COMMITTEE IN SHARING THE NOTES SO IT'S A WAY OF FOR US TO CUT DOWN ON SOME OF THE MEETING TIMES AND BE MORE EFFICIENT IN THE WAY THAT WE OPERATE, SO I WOULD PREFER TO KEEP IT THAT WAY , BECAUSE I THINK IT PROVIDES A REALLY VALUABLE PUBLIC SERVICE TO ANY GRANTEE, TOO. JUST HAVE AN INFORMAL DIALOGUE MEETINGS, TOO. YOU MAY NOT LIKE IT, BUT THEY GO QUITE LONG. BUT A GOOD MEETING LIKE THIS ABOUT A MILLION DOLLARS OR MORE BETTER GO LONG. YEAH. YEAH I'VE ONLY SAT ON THAT COMMITTEE NOW THIS YEAR, BUT I THINK IT'S A QUALITY COMMITTEE THAT IS VALUABLE TO THIS BOARD. AND I THOUGHT SO BEFORE I SAT ON IT. BECAUSE I AGREE. THE FEEDBACK BETWEEN US IS GOOD. AND UM, WE DO TALK ABOUT SOME OF THOSE PROJECTS IN EXECUTIVE SESSION. I THINK OF THE FOUR OR FIVE THAT WE'VE HEARD SINCE I'VE BEEN ON IT. ONLY ONE OF THEM HAS ENDED UP IN FRONT OF US. UM AND THAT'S DISTRICT 1 21, AND I KNOW THAT AN EXECUTIVE SESSION LAST TIME OR EVEN BEFORE THEY CAME IN FRONT OF US. WE TALKED ABOUT THAT. PROJECT AND FED BACK TO THE REST OF THE BOARD ON IT. AND SO I THINK IT'S EFFECTIVE AND IS SERVING THE BOARD WELL. IN RESPONSE TO YOUR QUESTION, THERE COULD NOT BE A PRESENTATION AND CLOSED SESSION THE BOARD COULD TALK ABOUT THE INFORMATION THAT WAS SHARED. ALL I WOULD ADD TO IT IS TO WORK ON THIS LOAN STRUCTURE OPTION AND ENCOURAGED WHOEVER SITTING ON THAT COMMITTEE TO HAVE THAT SORT OF RIGHT IN FRONT OF THEM SAYING, HEY, HAVE YOU THOUGHT ABOUT THIS? SO ONCE AGAIN, A WARM GUIDELINE DOESN'T HAVE TO BE SOMETHING THAT IS A POLICY BUT IT ALONE GUIDELINE THAT YOU KNOW THIS IS WHAT WE'D LIKE TO SEE. BUT WE'RE WILLING TO, YOU KNOW, MAKE SOME ADDRESS MINTS IF IT MEETS YOUR NEEDS, BUT THIS IS THE EXAMPLE THAT WE LIKE TO USE. I THINK THE OVERARCHING THEME HERE AND IT GOES BACK TO THE NONPROFIT SLASH FOR PROFIT MATCH PERCENTAGE OF PROJECT COSTS, BUT PARTICULARLY PROJECT PERCENTAGE OF PROJECT COSTS. THIS BOARD HAS PREFERENCES THAT WERE EXPRESSING TODAY WE HAVE A PREFERENCE TOWARDS LOAN OR ALTERNATIVE PACKET FUNDING PACKAGES. WE HAVE A PREFERENCE TOWARDS, UM NOT 100% OF THE PROJECT CAUSED WE NEED TO DO TO ENFORCE THAT WHEN WE'RE ON THIS DIET, AND THESE PROJECTS ARE IN FRONT OF US IF WE IF THAT'S OUR PREFERENCE, UM I THINK WE CAN MAKE ALL THE GUIDELINES WE WANT. UM, BUT IF WE DON'T VOTE IN LINE WITH. ARE STATED FEELINGS ON IT, THEN THEY DON'T REALLY MATTER THAT MUCH. UM AND SO I THINK ULTIMATELY. IF WE SAY IT HERE, AND THAT'S WHAT THAT'S TRULY OUR PREFERENCE, AND WE JUST ALL NEED TO VOTE THAT WAY. THE NEXT ITEM THEIR AMENDMENTS FOR SUPPLEMENTAL ARE THERE GUIDELINES THAT YOU WANT

[01:15:06]

TO PUT IN PLACE IF THERE ARE AMENDMENTS SUBMITTED, OR SUPPLEMENTAL REQUEST IS MADE.

IT'S BEEN SUGGESTED THAT THERE BE A LIMIT ON THE DOLLAR AMOUNT LIMITED ON THE PERCENTAGE OF THE PROJECT COST. AND THERE'S ALSO BEEN A SUGGESTION THAT IT SHOULD BE CONSIDERED ON A CASE BY CASE BASIS. SO I WE JUST NEED DIRECTION AS STAFF FROM YOU AND HOW YOU WANT TO. WHAT YOU WOULD LIKE TO SEE ON THAT FRONT. WE'RE HERE. JUST IT'S JUST KIND OF CONVERSATION WE'VE HAD FOR THE LAST HOUR OR SO. IS THAT ANYTHING IN A POLICY LIMITS US. AND I DON'T THINK WE SHOULD BE WRITING SOMETHING IN AS A LIMIT. THIRD CASE BY CASE BASIS. UNDER PROMOTIONAL GRANTS. UM YOU AGREE, GUYS? HMM? WE HAVE. AMENDED OUR POLICY ON FOR MOST OF GRANTS IN TERMS OF WHAT WE WOULD FUND TO INCLUDE BROADER OPPORTUNITY FOR SOCIAL MEDIA THIS PAST FALL, WE CONTINUE TO GET SUGGESTIONS OR IDEAS FOR MORE NONTRADITIONAL KINDS OF, UM , PLANS AND THE PROCESS THAT I'VE USED IS TO TAKE IT TO THE MEMBERS OF THE PROMOTIONAL GRANTS SUBCOMMITTEE AND GET THEIR INPUT AND SHARE THAT WITH AN APPLICANT. BUT IS THERE DO YOU WANT TO REVISIT THAT POLICY AND UPDATED ARE YOU GOOD WITH USING THAT PROCESS? IN PRESENCE. I HAVE A DIFFERENT. WOULDN'T CHANGE THE PROCESS. I THINK THE IDEA OF EXPANDING HEART VISION AND THOUGHT OF WHAT MARKETING IS HEALTHY. REALLY HELPS. IF IT GIVES US THAT FLEXIBILITY NOW BECAUSE WE DON'T KNOW WHAT THE NEXT ON TRADITIONAL PLAN WILL BS THEY COME TO US BECAUSE YOU'RE RIGHT. UM YOU MAY HAVE NEVER CONSIDERED SOMETHING. WITH WHAT THEY'RE PROPOSING, BUT IT'S CREATIVE. IT'S DIFFERENT, AND IT'S MAYBE HITTING THE MARK. WHERE. WHAT HAD BEEN DONE PREVIOUSLY WHAT WE TRADITIONALLY FUND LOOKS DIFFERENT, AND I THINK GIVING US THAT FLEXIBILITIES. IT'S BEEN GOOD.

TO THE EXTENT THAT THESE IDEAS CAN COME ALONG WITH METRICS THAT PROVED THAT THEY WERE VALUABLE THE YEAR BEFORE CONTINUING AND MOST OF THE NEWER MARKETING IDEAS ARE JUST INNATELY GEARED THAT WAY THAT IF SOMEONE IS DOING SOMETHING WEIRD ABOUT VIEWS OR SHARES, OR THAT'S NOT EVEN KNEW THAT'S 15 YEARS AGO, BUT NEW THINGS THAT WE HAVE A REQUEST TO SEE WHAT THE METRICS THAT THEY ARE MEASURING THEM ARE AND DID THEY, IN FACT, WORK OUT THAT WAY WHEN WE GET THE FOLLOW UP REPORT AND WHEN YOU SEE THESE SAME PEOPLE AGAIN NEXT YEAR AND WE REMEMBER THAT THEY SAID.

WE'RE GOING TO HAVE THESE CRAZY METRICS THAT SHOW THIS IS REALLY SUCCESSFUL. THEN WE HAVE TO SAY OKAY, REMEMBER THOSE METRICS THAT NONE OF US UNDERSTOOD? HOW THEY GO AND THEN PUT THE SERIOUSNESS ON THE ULTIMATE BOTTOM LINE. GUIDELINE FOR PROMOTIONAL GRANTS IS THEY NEED TO SHOWCASE THE CITY OF MCKINNEY FOR THE PURPOSE OF BUSINESS DEVELOPMENT AND TOURISM. SO IF THAT CASE CAN BE SUCCESSFULLY PRESENTED. AND TO YOUR POINT, UH , DEMONSTRATED WITH THE FOLLOW UP. ARE YOU GOOD? JUST LEAVING THINGS THE WAY THEY ARE. YEAH MY ONLY OTHER THING ABOUT THE PROMOTIONAL. I KNOW WE INCREASED THE FUNDING. AND I WONDERED IF WE NEEDED TO CONSIDER INCREASING THE TICKET. FROM 35. I DON'T I DON'T KNOW THE ANSWER TO THAT. I DON'T KNOW IF ANYBODY HAS COME TO YOU AND SAID, WELL, WE REALLY WANT TO CHARGE FORWARD AND SAY, OH, YOU CAN'T. YOU CAN'T. I MEAN, I DON'T KNOW WHAT THE NEED IS. I'M JUST THINKING AS COSTS GO UP. WE'VE HAD THAT DOLLAR AMOUNT IN PLACE FOR A LONG TIME. THAT NUMBER NEEDS TO GO UP BECAUSE TRULY THERE COSTS HAVE GONE UP AND THEY DON'T HAVE A $35 TICKET ANYMORE. NOW IT'S A $40 TICKET. I DON'T KNOW THE ANSWER. I'M JUST SAYING, SINCE THINGS HAVE GONE UP, AND WE'VE EVEN INCREASED OUR GRANT, BECAUSE WE KNOW THINGS COST MORE. DO THEY NEED TO BE ABLE TO CHARGE MORE TO QUALIFY? I DON'T THINK LINDA, HAVE YOU HEARD THAT FROM PROSPECTIVE APPLICANTS. I THINK WHAT WE'VE SEEN IS A MORE CREATIVE PRICING STRUCTURE WHERE THERE WILL BE, UM 35 OR OR LESS DOLLAR. TICKET COSTS, BUT THEN THERE MAY BE A VIP PACKAGE. THAT'S A LITTLE BIT MORE OR WHATEVER. AND THEN THE OTHER THING THAT WE HAVE ASKED THEM TO INCLUDE IS SOME PUBLIC ASPECT OF THE EVENT. SO IF IT'S FIVE K, YOU STILL CAN COME OUT AND ENJOY VENDOR BOOZE AND CEREMONIES AND THAT SORT OF THING YOU DON'T HAVE TO PAY TO REGISTER FOR THE RACE. BUT I THINK IT'S A GOOD THING TO KEEP A HANDLE ON. SO

[01:20:01]

THEY CAN OFFER A VIP PACKAGE THAT'S MORE THAN 35. AS LONG AS THEY HAVE A $35. OKAY, THAT'S GOOD, OKAY? THE OTHER THING UNDER PROMOTIONAL. I THINK THERE WAS CONSENSUS ON IT DURING OUR WORK SESSION, AND THAT WAS TO PROVIDE A MARKETING WORKSHOP TO INTERESTED APPLICANTS ON BEST PRACTICES FOR SOCIAL MEDIA, SO WE'LL PUT THAT ON FOR NEXT YEAR. MHM ERIN. YOU DID INCLUDE THE VACATION. HMM. THIS. UM RETAIL INFRASTRUCTURE GRANTS. THE UPTAKE ON THAT HAS BEEN PRETTY LIMITED OVER THE THREE YEARS. IT'S BEEN IN PLACE. I THINK WE'VE GRANTED JUST OVER $100,000. SO THERE HAS BEEN SORT OF CONVERSATIONS HERE AND THERE ABOUT A NEED TO RESTRUCTURE. IF THAT'S THE WAY THIS BOARD DECIDES THEY WANT TO GO, THEN SOME GUIDELINES ON WHAT YOU'D LIKE TO SEE THINGS LIKE INCREASED THE GRAND AMOUNT. UH, LOWER THE MATCH. ELIMINATE THE MATCH. WHAT KINDS OF THINGS ARE YOU CONSIDERING, OR DO WE IS THIS A PROGRAM THAT THAT WE ELIMINATE FROM OUR PORTFOLIO. CLEAREST THING I HEARD WAS FROM MATT HAMILL. THE MAJORITY OF THE PEOPLE THAT WOULD BE POSITIVELY IMPACTED BY THIS ARE BASICALLY IN BUILDINGS THAT ARE RUN BY BUILDING OWNERS. AND IN HIS WORDS, THEY SAID THEY COULD CARE LESS ABOUT 25. YEAH FOR THAT.

IT'S NOT A MEANINGFUL AMOUNT. WHAT I THINK IT'S NOT A MEANINGFUL AMOUNT WHEN YOU'RE TALKING ABOUT INFRASTRUCTURE AND IMPROVEMENTS ON HISTORIC BUILDINGS IN MEANT AND I THINK IN ALL THE CASES THEY BEEN HISTORIC BUILDINGS. BUT MATT'S POINT HAS BEEN THE APPLICATION, UM, PROCESSING DIFFICULTIES FOR THEM. THE AMOUNT OF TIME THEY HE HAS TO INVEST IN EMPLOYEES TO DO THE APPLICATION AND EVERYTHING ELSE. IT'S JUST NOT WORTH IT AT $25,000, BUT I ALSO THINK WHEN YOU'RE TIRED ABOUT THESE HISTORIC BUILDINGS OR ANY BUILDING FOR THAT MATTER IN THIS DAY AND AGE WITH CONSTRUCTION COSTS, WE HAVE 25,000 DOES NOT GO VERY FAR IS LIMITED TO RETAIL , AND IT IS LIMITED TO EXTERIOR INFRASTRUCTURE. UM NOT THAT THOSE AREN'T EXPENSIVE ELEMENTS OF A PROJECT, BUT YEAH. EXTERIOR INFRASTRUCTURE IS CAN BE AMONG THE MOST EXPENSIVE PARTS, RIGHT ? I ALSO AGREE WITH RICK. UM, AND MATT'S COMMENTS THAT UM THEE WHO STAND TO BENEFIT FROM THIS MONEY, BUT THE BUSINESS OWNERS ARE THE ONES WHO REALLY NEED IT . AND THE LANDLORDS AREN'T WILLING TO DOING IT ON THEIR OWN , AND THEY'RE NOT WILLING TO PUT IN THEIR OWN $25,000 TO MATCH OURS. UM AND SO I REALLY WISH THAT THIS PROGRAM WOULD GET OFF THE GROUND. UM, IT HASN'T AND I WOULD BE COMFORTABLE MOVING ON FROM I GUESS MY ONLY CONCERN TOO, IS WHAT DO WE HAVE WHAT WILL BE AVAILABLE FOR AN ENTITY? LIKE EVEN WHAT WAS IT THE IT AND BAFFLED THAT THEY WASN'T AT THE RETAIL RETAIL SO AND SO MY CONCERN IS FOR ENTITY LIKE THAT. THAT NEEDED THAT. WHAT ARE WE GONNA COME THE GREASE TRAP. THAT WAS THAT WAS A GREAT CASE. YOU KNOW WHAT WAS GOING TO BE AVAILABLE? WOULD REGULAR PROJECT GRANTS WOULD I THINK THAT THIS WAS CREATED TO DEMONSTRATE THIS BOARD'S COMMITMENT TO UM, HISTORIC DOWNTOWN BUSINESSES AND BECAUSE ITS LANDMARK RETAIL, SO IT'S HISTORIC, DOWNTOWN OR OTHER GATEWAYS INTO THE CITY THAT ARE TARGETS FOR REDEVELOPMENT COULD COME UNDER THE I MEAN THEY COULD APPLY UNDER THE PROJECT GRANTS FOR INFRASTRUCTURE. THEY CAN DO THAT, AND I WOULD SAY ELIMINATING DOWNTOWN AND A THRIVING AS MORE AND MORE DEVELOPMENTS DONE ON THE OTHER SIDE OF HIGHWAY FIVE. YEAH, IT WAS FOR US TO SUPPORT IT.

BECAUSE OUTSIDE OF THE LARGE PROJECT GRANTS OUR DISCRETIONARY PROJECT GRANTS FOR PRETTY MUCH YOU KNOW, ORIENTED MORE TOWARDS NON PROFIT. AND THIS WAS AN OPPORTUNITY TO REALLY BRING IT OUT. AND I WOULDN'T MIND SEEING IT GO FOR AT LEAST ANOTHER YEAR AND PERHAPS DROPPING THE MATCHING PORTION. I DON'T KNOW IF THAT IS, IS THAT A DROP THE MATCHING PORTION REQUIREMENT.

THE BOARD REQUIREMENT IS THE 25,000 SET BY THE BOARD, SO WOULD THE BOARD BE INTERESTED IN CONSIDERING IN ADDITION TO DROPPING THE MATCHING REQUIREMENT, INCREASING THE MAXIMUM AMOUNT, BUT THEN MAKE IT MORE. MAYBE THAT'S A QUESTION FOR THE FINANCE COMMITTEE TO CONSIDER DRINKING. MAYBE WE PUT THOSE GUIDELINES. MAYBE IT'S TO KATHARINE'S POINT EXTENDED ANOTHER YEAR. IF WE GET ANY INTEREST, SO WE DON'T GET ANY INTEREST IN. I THINK WE SHOULD

[01:25:07]

EXTEND IF WE EXTENDED ANOTHER YEAR. WE SHOULD CHANGE SOME OF THE PARAMETERS AROUND IT CHANGED . REMOVE THE MATCH. ADD MONEY TO IT. LET'S NOT JUST DO THE SAME THING FOR ANOTHER YEAR. LET'S TRY ANOTHER ITERATION AND SEE IF WE DID IMPROVE IT. HOW ARE YOU GOOD WORKING THROUGH THE FINANCE COMMITTEE TO COME UP WITH OKAY WITH AND WE ALWAYS HAVE THE OPTION. I FELT WE ALWAYS HAD THE OPTION TO SAY OKAY, I KNOW YOU ASKED FOR THIS MUCH, BUT WE'RE ONLY GOING TO GIVE THIS I REMEMBER IN ONE SPECIFIC EXAMPLE. WHEN I WAS TRYING TO SAY, LET'S NOT GIVE THAT MUCH.

KEPT HAVING A DISCUSSION ABOUT WELL NO, THAT'S PRESIDENT. WE GAVE THAT MUCH. TO ANOTHER GROUP. WE GOT ALL STUCK IN THIS PRESIDENT THING. NOT GOING TO SAY WHAT THE EXAMPLE WAS, BUT IT WAS PRETTY RECENT. UM AND WE ENDED UP GIVING EXACTLY WHAT THE PERSON ASKED FOR. YOU CAN ALWAYS GIVE LOWER. YOU CAN'T GIVE MORE RIGHT. SO I WANTED TO GIVE LOWER BUT WE KEPT SAYING, WELL, YOU YOU'VE GOT TO GIVE THE FULL AMOUNT. AND I WANTED TO GIVE THE FULL AMOUNT AND SAY WHY. THAT THERE WAS AN ISSUE AND WE SAID, WELL, IT'S BETTER NOT TO PUBLISH SIZE WITH THE ISSUE. LIKE WE GOT VERY CAUGHT INTO PRESIDENT AND ALL THIS KIND OF DISCUSSION, SO AS WE INCREASE THE AMOUNT AVAILABLE IS THERE SOMETHING THAT SAYS UP TO 40 OR 50. WHATEVER YOU GUYS DECIDE. BUT WE JUST MAKE SURE WE'VE GOT THE ABILITY TO SAY WELL, THAT'S PRETTY OUTRAGEOUS. WE KIND OF FEEL IT'S ONLY WORTH 27. WE ALWAYS HAVE THAT ALWAYS. HAVE WE OPERATE ANYTHING DISCRETION AGAIN. IT COMES BACK TO, UM, A PAIR OF THE BUTTONS. THE POWER OF THE VOTE LIKE IF WE HAVE THESE PREFERENCES, LET'S ENFORCE THEM. OKAY LET'S HOLD IT. JUST IT IS THE HARD THING TO DO TALKING ABOUT BACKBONE WE'VE GOT TO. WE'VE GOT TO ENFORCE THE THINGS THAT WE BELIEVE IN. WHEN IT COMES TIME TO DO IT, AND IF THAT'S WHAT THIS BOARD BELIEVES WE SHOULD DO, AND ESPECIALLY IF IT'S A SUBCOMMITTEE ITEM BECAUSE THE SUBCOMMITTEE CAN SAY, LISTEN , THEY ASKED FOR 50. BUT THE SUBCOMMITTEE RECOMMENDS 27. AND THEN WE PROBABLY SUPPORT THE SUBCOMMITTEE. ANY INDIVIDUAL COMMITTEE FOR THAT MATTER. THE INDIVIDUAL. YOU DON'T HAVE TO AGREE WITH THE SUBCOMMITTEE UNDERSTAND THAT ANY INDIVIDUAL BOARD MEMBER WHEN IT'S BROUGHT UP FOR A VOTE COULD MOVE TO APPROVED 25,000 AND NOT 50. THAT COULD BE THE MOTION MADE. THE REASON I'M BRINGING IT UP IS THAT WE'RE GOING TO INCREASE THE AMOUNT TO ENCOURAGE MORE APPLICATIONS. AND BUT NOT JUST OKAY. NOW IT'S INCREASED AND PEOPLE ARE APPLYING FOR SPURIOUS ITEMS THROUGH THAT MUCH. I DO LIKE THE IDEA OF MAKING THE CHANGES TO SEE IF WE GET DIFFERENT RESULTS BECAUSE IF NOT, WE'RE JUST GOING TO REPEAT THE CYCLE EXACTLY THE LAST YEAR, SO I'M YEAH. I MEAN, WHATEVER THAT WAS, CHANGES END UP BEING AS THE SUBCOMMITTEE LOOKS AT AND SO. WHEN WE DO IT WITH THE DIFFERENT CHANGES. IF IT DOESN'T CHANGE ANYTHING THAN WHAT HAPPENS, ELIMINATE, ELIMINATE, ELIMINATED AND OKAY. IT WOULD BE FOR NEXT YEAR. WE'VE ALREADY SUBMITTED OUR BUDGET. COUNCIL WILL DO IT IN JUNE, SO WE HAVEN'T HAD A FINANCE COMMUNITY MEETING YET SO WE CAN STILL MAKE THAT CHANGE FOR NEXT YEAR'S FISCAL YEAR, OKAY? UM NEXT SECTION WE TALKED ABOUT DURING WORK SESSION AND I THINK I CAPTURED THE IDEAS THAT WERE PRESENTED. BUT IF THERE'S ANYTHING THAT WE MISSED WE JUST NEED TO FOR YOU TO LET US KNOW. UNDER MARKETING. GOOD. CAN. CAN I JUST ASK? HOW DO YOU DO YOU HAVE A PLAN FOR HOW WE'RE GOING TO DO THE WORKSHOPS LIKE IS IT GOING TO BE THE CITY'S MARKETING STAFF? OR IS IT GONNA BE REQUIRED? UM HOWEVER, THE. AS A WORKSHOP. HENCE, IF WE'RE TALKING ABOUT, UM THE BEST PRACTICES FOR SOCIAL MEDIA. IT'S PROBABLY CITY COMMUNICATIONS AND MARKETING. OR SOMEBODY THAT THEY WOULD PULL IN FROM FROM A THIRD PARTY. IF IT'S A WORKSHOP TO EXPLAIN OUR GRANT PROGRAMS, WHICH IS WHAT THIS REFERS TO IT WOULD BE. STAFF AND BOARD. IT JUST BASICALLY WOULD GO OVER GUIDELINES PROCESS AND WOULD THAT BE REQUIRED OF APPLICANTS? IT WOULD PROBABLY HIGHLY ENCOURAGE IT IS REQUIRED FOR THE CITY COMMUNITY GRANTS. THINK WE AGREED THAT SOCIAL MEDIA ONE WAS JUST A SUGGESTION TO HELP. BUT YEAH, THE OTHER. I WOULD. I WOULD ALSO SUGGEST THAT DEPENDING ON THE NATURE OF THE

[01:30:05]

WORKSHOP THAT YOU WANT TO INCLUDE SOME REAL PROS FROM SOME OF THE OTHER GROUPS. LIKE LIKE MAIN STREET LIKE VISIT MCKINNEY ALSO COME IN AND HELP AS WELL. ON THE BEST PRACTICES BEST PRACTICES. SUCCESSFUL GRANTEES. WELL, NO, I'M THINKING NO, I LIKE THIS CITY STAFF LIKE AS AN EXAMPLE, EHREN WERNER SOCIAL MEDIA THAN ANYBODY IN THE CITY. UM AND SOME OF AMY'S TEAM.

THEY'RE VERY, VERY GOOD AT THIS , AND THEN THEY NOT ONLY THEY'RE NOT JUST SPEAKING AT IT AS A MARKETING TEAM. THEY'RE SPEAKING AT IT AS A KIND OF A NON PROFIT OF THEIR OWN. WHAT'S WORK? AND I'M SURE THEY WANT TO CONTRIBUTE. IN THE OTHER CATEGORY. UM WE DISCUSSED THIS AND WORK SESSION. ALL ENTITIES FOLLOW THE SAME PROCESS, NO SPECIAL CONSIDERATION. PROCESS IS THE PROCESS. SO I JUST TRIED TO CAPTURE IT THERE. PUBLIC PRIVATE FINANCIAL MODEL WAS WAS SUBMITTED. ALONG WITH THE STRATEGIC PRIORITY. UM INFORMATION AND I'M NOT SURE WHAT THAT MEANS. SO AND I DON'T RECALL WHO SUBMITTED IT. BUT IF THERE IS SOME ADDITIONAL GUIDANCE YOU CAN PROVIDE ON THAT. BEFORE WE GO TO FIRST ONE. I WANT TO MAKE A POINT ON THE FIRST ONE. I DON'T WANT TO. I PERSONALLY WOULDN'T WANT TO BE FORCED INTO A SITUATION WHERE WE WEREN'T GETTING REALLY ADVANCED NOTICE THE WAY WE USED TO GET ON SOME PROJECTS THAT GO ON FOR YEARS OF NEGOTIATION. BACK AND FORTH, AND THEY'RE NOT NECESSARILY FOLLOWING THE SAME PROCESS. AH JACKIE AND CINDY AND I WERE INVOLVED WITH, FOR EXAMPLE, THE WHOLE DISCUSSION ABOUT STAR CENTER AND HOCKEY RINK AND THERE'S A LOT OF BACK AND FORTH. IT'S NOT PART OF A PUBLIC PRESENTATION. I CAN'T. AND. IT'S NOT THE CITY TRYING TO GET AN ADVANCED DROP ON US OR SOMETHING LIKE THAT. IT'S JUST VERY REAL THINGS THAT HAPPEN. BUT I THINK COULD IT NOT FOLLOW THE SAME SUBCOMMITTEE PROCESS FOR THE EARLY REVIEW? I THINK IT SURE NOT. YEAH I DON'T THINK THAT LIKE THE STAR CENTER PROJECT OR BLUE SKY, FOR EXAMPLE, THAT THERE IS THE TARGET HERE. UM THOSE ARE ECONOMIC DEVELOPMENT PROJECTS THAT TAKE A LONG TIME TO PUT TOGETHER AND THE BOARD IS ACTIVELY DELIBERATING THEM. I THINK, UM WHAT WE'RE TALKING ABOUT HERE IS LIKE REGULAR, UM. PROJECT GRANT APPLICATIONS THAT ARE GOING TO COME IN AND THE NORMAL PROCESS BUT HAVE AN OPPORTUNITY TO BE PRESENTED TO US AN EXECUTIVE SESSION. THAT OTHER. PROJECT GRANTS DON'T THESE ONES THAT COME OUT OF THE DISCRETIONARY BUDGET OR THE ECONOMIC I THINK IT COULD BE IN EITHER CASE IT COULD AND IT HAS BEEN IN EITHER CASE. DIDN'T YOU ? JUST SAY CINDY THAT WE COULDN'T HAVE A PROJECT PRESENTED IN EXECUTIVE SESSION FROM AN OUTSIDE APPLICANTS? STAFF CAN PRESENT THE INFORMATION. AND THAT'S WHAT I'M TALKING ABOUT THE PREFERENCE YOU'RE TALKING ABOUT AND OUTSIDE APPLICANT INCLUDES THE CITY. IN THE CASE OF, UM WHEN THE CITY BRINGS PROJECT GRANTS, JUST LIKE ANY OTHER APPLICANT. UM ECONOMIC DEVELOPMENT PROJECTS THAT INCLUDE BDC, US, THE CITY OR A DIFFERENT DEAL AND THAT REQUIRES EXECUTIVE SESSION CONSIDERATION. THAT'S NOT WHAT WHAT'S BEING DISCUSSED HERE? PUBLIC PRIVATE FINANCIAL MODEL. BUT WE UNDERSTAND. WE GET FALLS IN THE SAME CATEGORY AS LOANS RIGHT? IT'S PART OF THE SAME KIND OF DISCUSSION. WANT TO ENCOURAGE THAT SO I DON'T KNOW HOW YOU SET UP PARAMETERS OR GUIDELINES OR POLICY AROUND IT, BUT WE SHOULD ENCOURAGE YOU ALMOST LIKE A MENU . YOUR BUSINESS IN HERE. WE WANT TO WORK IN HERE. THESE ARE THE WAYS WE COULD DO IT. THESE ARE THE WAYS WE'D LIKE TO DO IT. WE'D LIKE YOU TO COME IN MULTIPLE WAYS OF WORKING WITH YOU. AND THIS IS ONE OPTION. YEAH. THAT'S WHAT I MEANT. PROACTIVE EFFORTS TO DRIVE DESTINATION ENTERTAINMENT. OR OTHER PRIORITY INITIATIVES. I DON'T REMEMBER. I THINK THESE WERE LIKE SUGGESTION WHEN IT COMES FROM. I THINK THESE LAST ONES WE DIDN'T ACTUALLY GET TO DISCUSSING. I THINK DID A GOOD JOB BUT JUST LOOKING AT ALL. WE DISCUSSED THE RUBERT TOOL. AND WE HAVE THAT AND I SEE IT. IT LOOKS GREAT. THANK YOU. TIM BARNES, TILLY, HELPING MARY

[01:35:05]

BARNES TELLING AWESOME RUBRICS AND EDUCATION. I'M JUST GOING TO SAY, I THINK PROACTIVE EFFORTS BY THIS BOARD ARE ARE GOOD. AND ON A CASE BY CASE BASIS, UM, FOR EXAMPLE, UM A NONPROFIT HUB. IS ESSENTIALLY A PROACTIVE SOLICITATION EFFORT BY THIS BOARD TO SAY WE'RE HERE AND PREPARED TO FUND THIS BRING US PROPOSALS AND I THINK THAT THAT'S GOOD AND WE SHOULD BE A CATALYST FOR INVESTMENT IN THAT WAY. AND ENCOURAGING ESSENTIALLY BEING THE FIRST ONE IN BY SAYING WE STAND READY TO FUND THIS IF YOU BRING US SOMETHING, SO I DON'T KNOW. HOW WE SET THAT DOWN. MM IN WRITING, BUT WE SHOULD DEFINITELY ENCOURAGED. WE SHOULD DEFINITELY CONTINUE TO BE PROACTIVE AND SEEK FUNDING FOR THOSE THINGS ARE SEEK APPLICANTS FOR THOSE FUNDS THAT WE WANT TO GRANT. ISN'T THAT PART OF THE ROLE OF THE BOARD IS AS YOU'RE INTERACTING WITH THE COMMUNITY AS YOU YEAH, ABOUT OPPORTUNITIES LIKE THAT. ENCOURAGE THEM TO COME. ABSOLUTELY UM, AND LIKE I SAID, I DON'T KNOW HOW WE SET THAT DOWN IN WRITING. BUT YES, YOU'RE ABSOLUTELY RIGHT. IT IS THE ROLE OF THIS BOARD TO BE OUT THERE. UM ENCOURAGING APPLICANTS TO COME IN, AND I THINK WE ALL DO THAT. I THINK I'VE SEEN EVERYBODY HERE DO THAT, IN ONE WAY OR ANOTHER. SOME OF US ARE JUST MORE TROUBLEMAKERS THAN OTHERS. BUT YOU KNOW, I THINK, BRING BEING PROACTIVE. NO ACTUALLY, I WAS ACTUALLY TALKING ABOUT MYSELF, BUT I THOUGHT YOU WERE TALKING ABOUT ME. NO, IT WAS IT WAS DIRECTED AT MYSELF, BUT I THINK I THINK THAT IS AN IMPORTANT BEING AN ADVOCATE.

BEING OUT THERE BEING ALERT BEING WELL INFORMED AND WANTING TO KNOW WHAT'S GOING ON OUTSIDE OF OUR AREA TO KEEP THE BOARD INFORMED AND TO GENERATE THE SORT OF APPLICATIONS THAT ARE GONNA DRIVE MCKINNEY TO BE A BETTER PLACE. I THINK THAT IS PART OF OUR ROLE, AND IT WILL SAID YOU SAID IT WELL. MAYBE WE NEED TO. IT'S TIME TO UPDATE OUR BOARD MEMBER EXPECTATIONS TO BE MORE AND I THINK THAT'S WHERE WE GO ABOUT THAT. I THINK THAT WOULD BE YEAH. YOU KNOW THE ROLES AND RESPONSIBILITIES OF A BOARD MEMBER. I THINK IT WOULD BE THERE. HARRY KID. SO THE RUBRIC UM. EMAILED IT AND THEN LEFT A COPY FOR YOU TO LOOK AT. IF YOU'VE GOT COMMENTS ABOUT THINGS YOU WANT TO CHANGE AND SO ON, JUST THINK MEDICINE IS A GREAT START. GREAT. I THINK IT'S GREAT. SOMETHING NEEDED A VERY GOOD START. MY ONE COMMENT IS TRYING TO MAKE IT TO COMPLICATED. EQUAL WEIGHT TEACHER. THESE THINGS THAT REALLY TRUE. BECAUSE BY GIVING EQUAL WEIGHT AND YOU JUST SORT OF GET INTO A MINDS AND YOU'RE NOT NO ONE'S NECESSARILY JUST FOLLOWING THE SCORE. BUT THERE MAY BE AND I'M NOT SAYING THERE'S CERTAIN ONES OR NOT. BUT THERE MAY BE POINT NUMBER THREE POINT NUMBER SIX IS WORTH TRIPLE WHAT THE OTHER ONES ARE WORTH.

SO DO YOU HAVE A DO YOU HAVE AN OPPORTUNITY TO ADDRESS THAT? UM AND YOU TYPICALLY DO IT AS YOU WAIT THE CATEGORIES AND THEN YOU MULTIPLIED RIGHT MULTIPLAYER. WE COULD. YEAH WE COULD TAKE SOME OF THE CATEGORIES AND, UM WRITE THEM IN SUCH A WAY. IF YOU WANT TO MAKE IT SUPER EASY WHERE THEY END UP STILL BE WAITING ALL THE SAME. BUT YOU WRITE THEM IN SUCH A WAY. SO MAYBE THERE'S A COMBINATION OF SOME. MAYBE THERE'S A I DON'T KNOW HOW THAT LOOKS, AND THERE'S ALSO SOME THAT ARE NO. THEY'RE LIKE WHAT YOU CALL GATEWAY. YES. JUST CHECK CHECK LIKE THE SECOND ONE.

IF THAT DOESN'T SAY YES, I MEAN GAME PARTY'S OVER. RIGHT? YOU KNOW, SO YOU ALMOST HAVE TO WELL, EVEN THE FIRST ONE OKAY? BUT THERE ARE SOME THAT ARE LIKE MUST HAVE BEFORE WE EVEN CONSIDER THE PROJECT. AND THEN THERE'S OTHERS WHERE SO THAT MAYBE KNOCKS. THERE'S THREE QUESTIONS I'D SAY IN THAT GROUP. AND YOU HAVE A HARD NO. SEVEN MONTHS. DON'T KEEP GOING HARD.

NO ON SOME OF THEM, THEN. YEAH DON'T KEEP GOING. STATE LAW GUESTS. WE'RE DONE. YOU'RE DONE REORGANIZE IT, THEN WHERE IT'S JUST THOSE FIRST TOP ONES KIND OF LEAD US TO OKAY. IT'S A STOP FIRES. YEAH ARE YOU EVEN QUALITY ? SIX OR SEVEN REMAINING? MAYBE THREE OF THEM ARE WORTH DOUBLE.

YOU KNOW SOMETHING? I'M NOT TRYING TO DON'T MAKE IT TOO COMPLICATED LIKE THAT. READING IT OUT OF TAN AND ALL THIS STUFF. BUT THAT WAY THE SCORE IS MORE MEANINGFUL. WE'RE NOT. I DON'T HEAR ANYBODY PROPOSING THAT WE'RE GOING TO. SET A THRESHOLD FOR MAKING A GRANT.

RIGHT? SO ANYBODY UNDER 40 RIGHT ? LIKE, I'M NOT SURE WHAT THE POINT OF. I'M NOT SURE ABOUT

[01:40:03]

ADDING UP SCORES AND HAVING A RUBRIC UNLESS UNLESS YOU'RE SAYING IF YOU DON'T HIT 50% THEN YOU DON'T GET FUNDED. I THINK THE NUMBERS DON'T MEAN THAT MUCH . AND I DON'T THINK I DON'T WANT TO SET A THRESHOLD. I DON'T WANT TO CONSTRAIN THE BOARD TO ACTING ONLY WHEN CERTAIN NUMBERS ARE MET. SO I DON'T I LOVE THE GATEWAYS. I LOVE THE DOES NOT MOVE FORWARD PAST THIS. UM I DON'T KNOW IF IT REALLY MAKES SENSE TO BUT I QUANTIFY IT MIGHT JUST IF WE CAME INTO A SITUATION WE DIDN'T HAVE ENOUGH FENCE AND SOMEBODY SCORED. 35 70 SCORED 50 . OKAY THEN PERCENTAGE WISE. WE GIVE THE 50 MORE. OF THEIR TOTAL VERSUS THE 35 OF THEIR TOTAL, AND THE ONLY THING I WOULD INCLUDE TWO WOULD BE LIKE THE FOLLOW UP, SO WE HAVE TO BE SOMETHING FOR ONLY THOSE WHO HAD APPLIED BEFORE. DID THEY PRESENT THE PROPER FOLLOW UP AND WAS THAT WAS IT? WAS IT A GOOD OUTCOME OR A BAD OUTCOME? UM, YEAH, I THINK IT'S MORE FOR IF WE'RE IN A SITUATION OR EVEN IF WE'RE CONSIDERING IS DO WE REALLY EVEN LIKE THIS? IS THIS SOMETHING WE REALLY WANTED TO DO ? BUT THEY SCORED A 50. SO OR 45 , SO MAYBE THAT WOULD SWAY OR THINKING OR WE REALLY LIKE THIS ONE, BUT THEY ONLY SCORED A 20 SO JUST BECAUSE WE LIKE IT. IS THAT ENOUGH NOT TO HAVE A THRESHOLD, BUT JUST TO HELP US AN EXTRA THING TO THINK ABOUT. ESPECIALLY IN SOME EXTREME CIRCUMSTANCES. IF YOU'RE GOING TO HAVE A NUMBER, THE NUMBER SHOULD BE MEANINGFUL DOESN'T MEAN YOU HAVE TO FOLLOW IT, BUT YOU CAN'T SOME WAITING DOES HELP MAKE THE NUMBER OF MORE MEANINGFUL. AND THEN AGAIN, YOU DON'T HAVE TO FOLLOW IT. BUT WE'RE MAKING THIS THING WITH A NUMBER ON IT, SO I WOULD PREFER THAT THE NUMBER MADE REAL SENSE. UM, I'M NOT SURE WE CAN ALL AGREE ON WAITING. I MEAN, NUMBER IS TRULY I MEAN, SOME OF US IT MAY TRULY JUST BE WHAT IS THE RETURN ON INVESTMENT, AND THAT'S THE MOST IMPORTANT THING TO ME AND SOMEONE ELSE MAY THINK NO INCLUSION IS THE MOST IMPORTANT THING TO ME. SO. IT'S ALSO GOING TO BE DIFFERENT IF IT'S A NONPROFIT APPLICANT. THE RETURN ON INVESTMENT IS GOING TO BE EVALUATED IN A DIFFERENT WAY.

THEN AN ECONOMIC DEVELOPMENT PROJECT BECAUSE IT'S NOT GOING TO IT ISN'T GOING TO BE WRITTEN INTO CONSIDERATION SALES TAX REVENUE OR OR WHATEVER ISN'T GOING TO BE A FACTOR, THEN WE'RE INTO CATEGORY. I THINK IN THE END WHERE YOU'RE USING THINGS LIKE THIS, YOU KNOW YOU YOU YOU COULD COLLECTIVELY BRING THE SCORES TOGETHER AND THEN DISCUSS IT, OR YOU CAN JUST USE IT INDIVIDUALLY FOR YOUR OWN PURPOSE. SO WHEN I'M USING A RUBRIC AND I SCORE SOMETHING, IT'S DIFFERENT IF YOU'RE GIVING LIKE A AN EDUCATION, GIVING A GRADE BECAUSE SOMETIMES THERE'S NO FLEXIBILITY. I THINK WHEN YOU'RE WAITING THINGS AND LOOKING AT, UM HOW YOU ULTIMATELY COME TO A DECISION IF YOU SEE SOMEBODY SCORING A 75 JUST USE A GRADE SCALE OR SOMEBODY SCORING A 95. YOU CAN START TO, UM KIND OF CONSIDER. WHAT IS IT ABOUT THAT 75. IT DOESN'T MEAN THAT THEY'RE NOT GOING TO ULTIMATELY BE AWARDED THE GRANT. WHATEVER IT IS, IT'S JUST SOMETHING ABOUT THAT, BASED ON ALL OF OUR CONSIDERATIONS THEY'RE NOT DOING AS WELL. SO WHAT DO WE NEED TO DO? WHAT DO WE NEED TO CONSIDER, LIKE? JACKIE SAID, DO WE NEED TO SAY YOU KNOW? IT'S FINE. IT'S FINE. BUT MAYBE THERE'S SOME SUGGESTIONS AND WE CAN GIVE SOME MORE TARGETED FEEDBACK, AND I SEE THAT, IN A REVERT TO IS IF YOU DO DECIDE TO FUND ONLY 20% OF THEIR ASK YOU HAVE SOME FEEDBACK THAT THAT IS A LITTLE BIT MORE DEFINITIVE THAN JUST WHAT WE FELT LIKE. WE MAY HAVE THOUGHT THAT THIS DIDN'T NEED TO BE. AND SO SOMETIMES THAT CAN BE HELPFUL TO SO THAT IT'S SORT OF LIKE WE'RE TALKING ABOUT WORKSHOPS. IT KIND OF GIVES THEM THAT FEEDBACK. SO FOR NEXT TIME WHEN YOU DO ASK, CONSIDER SOME OF THESE THINGS BECAUSE YOUR ENTIRE APPLICATION PRACTICE OUR PROPOSAL. WAS JUST AVERAGE AND IT DIDN'T PROVIDE ALL OF THE SUPPORTING PIECES THAT IT COULD HAVE, AND WE HAD SO MANY MORE QUESTIONS, AND WE HAD ANSWERS IN SOME OF THIS, AND SO YOU KNOW, THAT'S JUST THINK OF IT, AND MAYBE JUST BE AN INDIVIDUAL GAUGE OF HOW OUR SUPPORT GOES GOING INTO THE OVERALL DISCUSSION. THAT'S A GOOD WAY TO START USING IT. IT ALLOWS US TO BE MORE OBJECTIVE AND USE THE SAME CRITERIA WAITING AND ALL THAT RIGHT. RIGHT? 11 THING THAT'S MISSING BASED ON THE DISCUSSION. WE JUST HAD AN EXACT SESSION IS DO WE WANT TO HAVE ONE LINE FOR THE TRACK RECORD OF THE APPLICANT? IN THE CASE OF SOMEBODY WHO'S BEEN FUNDED BEFORE. WHAT DOES TRACK RECORD MEAN? WELL WITH THE LAST ITEM ON THERE BE FALL UNDER THAT. OR WOULD YOU MODIFY THAT? I WOULD PROBABLY GO UNDER THERE. SO IF

[01:45:08]

IT'S A DEVELOPER, HAVE ORGANIZATION DEVELOPMENT PROJECTS FOR THEM, AND THEY'VE BEEN GOOD. THEY'VE BEEN ON TASK THEY'VE COMPLETED ON TIME. THEY'VE BEEN WITHIN BUDGET, YOU KNOW? OR IS IT A DEVELOPER? WE FIND IT BEFORE, AND THEY ASKED FOR 15 EXTENSIONS. THEY DIDN'T STAY IN BUDGET AND WE STILL DIDN'T GET EXACTLY WHAT WE ASKED FOR. OR IF IT'S A SUSTAINABLE NONPROFIT. THAT'S ALWAYS THERE. ALWAYS CONTRIBUTING TO THE CITY. OKAY, SO THE LAST ONE, OKAY.

THANKS SO GOOD. THANKS, CATHERINE. ON THE LAST THING IS, THERE'S BEEN CONVERSATION ABOUT AH E T J PROJECTS UNDER STATE LAW THEY'RE ELIGIBLE FOR CONSIDERATION. ONE. I DON'T KNOW IF THIS BOARD WANTS TO PUT SOME ADDITIONAL REQUIREMENTS OR GUIDELINES OR CONSIDERATION FOR TJ VERSUS CITY OF MCKINNEY. I DON'T PERSONALLY, UM. I HAVE NO ISSUE FUNDING PROJECTS EXCEPT WELL. HUGS WE DID THAT ONE. SO I GUESS WE KIND OF HAVE TO DO THEM ALL NOW. SO NOW I KNOW WHY WE LOVE HUGS. THIS MEETING HERE. UM NO, I HAVE. NO, I HAVE NO OBJECTION TO E. T J PROJECTS. IF WE CAN FIND THEM, WE SHOULD MAINTAIN THE ABILITY TO FUND THEM. AND REALITY IS R E T. J ISN'T GOING TO GET ANY SMALLER BECAUSE THE LEGISLATURE HAS LIMITED THE ABILITY OF CITIES TO ANNEX THEIR E. T. J AND UM. AND AS WE BUILD OUT, OUR E T. J MAY REMAIN TECHNICALLY TJ, BUT IT'S NOT GOING TO REMAIN UNDEVELOPED , AND IT'S NOT GOING TO REMAIN, UM RURAL AS IT IS, IN SOME CASES NOW, AND IT'S GOING TO BECOME CLOSER TO US. UM AND MUCH MORE COMMON THAT WE HAVE E T J PROJECTS IS WE GO 10 15 YEARS IN THE FUTURE, SO I DON'T THINK WE SHOULD GO THAT DIRECTION. JUST LOOK AT IT ON THE MERITS OF THE PROJECT LIKE EVERYTHING ELSE. SO GOING BACK TO TRACK RECORD WE HAVE ENCOURAGED, ESPECIALLY WITH PROMOTIONAL GRANTS FIRST TIME APPLICANTS BECAUSE OF NEW IDEAS , NEW EVENTS, SO THEY'RE NOT GOING TO HAVE GREAT TRACK RECORD, RIGHT? MAKE SURE THERE'S AN UNDERSTANDING THAT THAT DOESN'T COUNT AGAINST RIGHT. RIGHT IS THE NICE WAY. THAT LAST POINT DOES TURN OUT TO BE WRITTEN. WE'RE JUST LOOKING AT ORGANIZATIONAL SUSTAINABILITY, WHICH IS FOR DEVELOPER TRACKER COMES INTO IT FOR A NON PROFIT. NOT NECESSARILY JUST PERSON WITH AN IDEA. HEY, THE END, THAT'S ALL I HAVE. BUDDY.
