EXCEPT THERE'S A DEAL AWARD, WHICH IS THE ACCREDITATION FOR ECONOMIC DEVELOPMENT. SO I WANT TO SAY CONGRATULATIONS TO PETER AND YOUR STAFF FOR THAT. I ALSO WANT TO POINT OUT TO TOOLS THAT ARE GOING TO BE BROUGHT TO THE CITY COUNCIL TONIGHT ON THE COUNCIL'S AGENDA FOR APPROVAL REGARDING AFFORDABLE HOUSING, AS YOU ALL KNOW, EVEN THE HAS IDENTIFIED AFFORDABLE HOUSING AS A CHALLENGE FOR BUSINESS COMMUNITY. AND FINDING THE RIGHT AFFORDABLE HOUSING IS, OF COURSE, A BIG CHALLENGE, BUT WHAT WE ARE LOOKING TO DO IS REPRESENT THE COUNCIL WITH TWO ADDITIONAL TOOLS TO CONSIDER.
ONE OF THEM IS THE CREATION THE FORMATION OF A COMMUNITY LAND TRUST. IT WILL NOT BE THE CITY'S ENTITY. IT WILL BE THE CITY, SETTING THE GUIDELINES IN THE APPLICATION PROCESS AND THEN THE PRIVATE OR PRIVATE, NONPROFIT SECTOR MORE LIKELY WILL OPERATE THE COMMUNITY LAND TRUST. SO THAT IS ONE OF THE TOOLS ON TONIGHT'S AGENDA. THE OTHER TOOL IS A PUBLIC FACILITIES CORPORATION, THE FORMATION OF A PUBLIC FACILITIES CORPORATION THAT WOULD ALLOW APROPOS ER. FOR A PROJECT A MULTI FAMILY PROJECT , FOR EXAMPLE, OR OTHER TYPES OF PROJECTS, BUT TYPICALLY, IT'S GOING TO BE A MULTI FAMILY FORMAT, UM, THAT THEY COULD DO IT UNDER A PUBLIC FACILITIES CORPORATION, WHICH ALLOWS THEM MORE FLEXIBILITY WITH RESPECT TO THE NUMBER OF UNITS OF AFFORDABLE UNITS WITHIN THE MARKET PROJECT. SO YOU COULD HAVE A MARKET AFFORDABLE HOUSING PROJECT, BUT YOU HAVE A CERTAIN LARGER NUMBER OF DESIGNATED AFFORDABLE UNITS, WHICH ARE UNKNOWN TO THE RESIDENTS AND UNKNOWN TO THE FOLKS ANYBODY BECAUSE IT'S A MARKET. BUT IT STAYS TAX EXEMPT HAS TO MEET CERTAIN CRITERIA TO BE QUALIFIED AS COMMUNITY LAND TRUST, AND THEY CAN ALSO RAISE MONEY SO THEY CAN GO TO BANKS AND ASK, YOU KNOW, COMMUNITY REINVESTMENT ACT MONEY THEY CAN COME TO THE CITY. OR THE CDC. THEY CAN, UM GO TO OTHER CORPORATIONS TO MAKE DONATIONS TO THE COMMUNITY LAND TRUST, AND THEY USE THAT MONEY TO BUY THE LAND. AND THEN THAT LAND STAYS. IN PUBLIC OWNERSHIP IF YOU WILL.
