ORDER IN THE COURT JUST WANTED TO SAY THAT SAM REALLY STAFF OUT THERE. I SEE. MY EYE ON EVERYBODY. WE ARE IN CHAMBERS AT 2 22 NORTH TENNESSEE STREET. IT IS 304 IN THE AFTERNOON. IT'S TUESDAY, JUNE 21ST 2022, THIS IS OUR CITY COUNCIL WORK SESSION. UM FIRST ORDER BUSINESSES,

[PUBLIC COMMENTS ON AGENDA ITEMS]

PUBLIC COMMENTS ON ANY AGENDA ITEM. I DO NOT SHOW RIGHT, RIGHT. OPPRESSION. SEE IF I DO SHOW BUDDY, SIGNING UP TO SPEAK. SAID. I BELIEVE, MR SCOFIELD, BUT LET ME. CLINT SCOFIELD. IF YOU COME UP STATE YOUR NAME AND ADDRESS FOR THE RECORD, IF YOU WOULD PLEASE, SIR. AND YOU HAVE THREE MINUTES. I THINK YOU KNOW THE DRILL. OKAY MY NAME'S CLINT SCOFIELD. I LIVED AT 11 01 HILL STREET. HERE IN THE CITY OF MCKINNEY. A MERE TWO. CHIT CHAT WITH THE SECOND TIME ABOUT EXEMPTION NUMBER 20. 05522055. WITH REGARD TO SENIOR EXEMPTION SLASH FREEZE. I'VE DONE SOME ADDITIONAL RESEARCH. YOU GUYS HAVE THE COPY OF THAT IN YOUR HANDS. I TOOK A TABLE DATA FROM THE CITY. LOOKED AT THAT DATA. TAXABLE VALUATION AVERAGE HOME VALUE, SO ON AND SO FORTH, AND THE LAST TIME WE HAD THIS DISCUSSION AND CHANGE THE EXEMPTION DOLLARS, IT WAS BACK IN 2000 AND 18 FOR BUDGET YEAR 2000 AND 19. SO I TOOK SOME COMPARATIVES FROM THAT CHART.

AND GOING INTO THIS BUDGET SEASON. IT APPEARS THAT THE AVERAGE HOME VALUE WILL BE SOMEWHERE TO STAY HOME VALUE. WE'RE TALKING ABOUT ASSESSED VALUE, NOT MARKET VALUE, AND THAT ASSESSED VALUE IS GOING TO BE SOMEWHERE AROUND 400. $10,000 OR SO AND DOING THOSE COMPARATIVES WITH THE SIMILAR NUMBERS BACK IN 2000 AND 19. IT WOULD APPEAR TO JUST HOLD OUR HEADS. HAD A LEVEL PLAYING FIELD WITH 2000 AND 18. AND THE DECISION WE MADE, IT APPEARS THAT WOULD AT LEAST HAVE TO GET THE EXEMPTION FROM 65,000 UP TO 75,000, BASED ON WHAT? I TOOK A LOOK AT SURE MR. HOLLOWAY CAN COMMENT ON THAT. AH THE ONLY OTHER THING I HAVE TO SAY, IS WITH REGARD TO THE FREEZE SCENARIO. OBVIOUSLY IT'S NOT GOING TO HAPPEN THIS YEAR BECAUSE WE DON'T THE TIME. BUT BACK TO 2000 AND 18. IF SOMEONE EITHER ON STAFF OR ON COUNCIL CAN LOOK AT DIFFERENT OPTIONS. THERE ARE OPTIONS OTHER THAN FREEZES. I NOTICED BY THE DATA THAT MR HOLLOWAY HAD PRESENTED TO OR IT'S GOING TO PRESENT SOME FOLKS DO PERCENTAGES, PROPORTIONS OF HOMESTEADED SCENARIOS IN ADDITION TO THE EXEMPTION FOR SENIORS, SO. THERE ARE OTHER WAYS TO HELP SENIORS SURVIVE. THIS ENVIRONMENT. AND NOT ONLY CALL ATTENTION TO THE FACT THAT THE CITY MCKINNEY THERE ARE TONS OF TAX DOLLARS THAT COME THROUGH. UNFORTUNATELY ADVERSE CONDITIONS FOR SENIORS, FOLKS THAT ARE IN NURSING HOMES HERE ■AND ALZHEIMER'S FACILITIES IN ASSISTED LIVING FACILITIES. WE'VE GOT A LOT OF THEM AND UNFORTUNATELY, WE'VE GOT A LOT OF SENIORS THERE THAT ARE GETTING HIT INDIRECTLY WITH ADDITIONAL EXPENSES, SO ANYWAY, APPRECIATE THE CONSIDERATION AND THANK YOU. THANK YOU, SIR. THANK YOU. ALL RIGHT, MOVING ON TO.

YOU WILL NEED TO PULL DOWN FROM CONSENT THAT WILL NEED TO BE MOVED TO THE JULY 19TH MILLION. SO IF SOMEBODY CAN MAKE A NOTE THAT 220568 TONIGHT. WE NEED TO PULL THAT DOWN PRIOR TO APPROVAL OF THE IS THERE. ANY OTHER INFORMATION. ADAM ON THE REGULAR AGENDA COUNCIL WOULD LIKE TO DISCUSS WITH STAFF. IF NOT,

[Consider/Discuss Mayoral Assignments of City Council Liaisons to the various Boards & Commissions of the City]

WE'LL MOVE TO OUR WORK SESSION. ITEMS TO 20494 CONSIDER DISCUSS MERRILL ASSIGNMENTS OF CITY COUNCIL LIAISON SO THE VARIOUS BOARDS AND COMMISSIONS OF THE CITY. GOOD AFTERNOON. MAYOR COUNCIL MINOR STRUCTURE STEVENSON, DEPUTY CITY SECRETARY. THIS IS A YEARLY PROCESS, ACCORDING TO THE BORDER COMMISSION POLICY, THE MAYOR NEEDS TO APPOINT FORMAL LIAISONS TO THE TOP SEVEN BOARDS. FOR THE YEAR AND THEN THE MAYOR HAS THE OPTION TO APPOINT INFORMA LIAISONS TO THE OTHER BOARDS THAT YOU SEE IN THE BOTTOM CORNER. I CAN STAND FOR ANY QUESTIONS. IS THERE ANYBODY THAT KAZAN. CURRENT BOARD THAT THEY WOULD NOT LIKE TO CONTINUE ON OG TO SAY IS THAT I HAVE THE LIBRARY BOARD AND THE ARTS COMMISSION THAT BOATS MADE IT THE SAME DATE AND TIME EACH MONTH. MAKES IT DIFFICULT FOR ME TO BE ABOUT. TO RECTIFY THAT ANYONE ELSE? IS THERE. ANYBODY LIKE TO PICK UP ONE OF THOSE? FROM CHARLIE. THEY ARE EXCITING . HIS SON. TO THAT. NBA ANYONE FOR PICKING THEM UP? I DO DO ARTS WITH CHARLIE. SO I CAN'T YOU KNOW I HAVE THE SAME PROBLEM AS HIM, BUT I'M ALWAYS HAPPY TO COVER HE CAN'T BE THERE.

SOMEBODY PULL UP MICROPHONE AS IF SHE WAS ABOUT TO SAY SOMETHING THAT PATRICK WAS UP THERE. SECOND PERSON. I CAN DO THE LIBRARY. IT'S A THURSDAY MEETING. YES SIR. IT IS. I

[00:10:12]

BELIEVE 3RD 3RD PUT ME DOWN FOR THE LIBRARY. Q RIGHT. RIGHT THANK YOU VERY MUCH. THANK YOU.

[Presentation on the Homestead Exemption for Residents Over Age 65 and the Disabled]

IT'S NOT A FORMAL ACTION. OF COURSE, IT'S JUST DISCUSSION. WORK SESSION. 2 TO 0555 PRESENTATION ON THE HOMESTEAD EXEMPTION FOR RESIDENTS OVER AGE 65 DISABLED THE DISABLED. THAT AFTERNOON. MAYOR COUNCIL MARK HOLLOWAY, CHIEF FINANCIAL OFFICER OF THE CITY. UM FIRST THING BEFORE I EVEN GET STARTED. I WOULD LIKE TO APOLOGIZE TO ANYONE WHO WAS IN THE AUDIENCE LAST TIME. I THINK WE FOCUSED, HYPER FOCUSED ON THE OVER 65 PORTION OF THIS AND I LEFT OUT.

THE DISABLED PORTION DIDN'T TALK ENOUGH ABOUT THAT. SO WHATEVER WE DO TONIGHT, CHOOSE WHAT THE THIS EXEMPTION IS FOR THE OVER 65 DISABLED POPULATION AND I WANT TO MAKE SURE BECAUSE SOMETIMES I'LL SLIP AND JUST SAY OVER 65. IT'S A LOT OF DISABLED. UH I THINK THEY HAVE TO BE RULED DISABLED AND THROUGH SOCIAL SECURITY. I THINK SO. OKAY, SO I CAN DOUBLE CHECK BETWEEN NOW AND TONIGHT'S MEETING. IF YOU WANT TO MAKE SURE BUT THAT'S A TICKET TO GET THE CAD TO RECOGNIZE THAT I THINK THEY HAVE TO HAVE THE FULL DESIGNATION FROM SOCIAL SECURITY. BUT I'LL MAKE SURE THAT THAT I GOT THAT RIGHT BEFORE TONIGHT. UM SO THIS PRESENTATION IS THE SAME ONE THAT YOU SAW LAST WEEK OR TWO WEEKS AGO, SO THERE IS NOT MUCH DIFFERENT, BUT I'LL RUN THROUGH IT AGAIN JUST SO WE CAN MAKE SURE THAT THERE'S ANY QUESTIONS AS WE GO THROUGH. THERE WERE SOME QUESTIONS THERE. UNTIL AFTER THE PRESENTATION. REGARDING AGE AND. AND WHAT FLEXIBILITY THERE WAS AN INCREASING AGE. WHERE NOT KNOW THAT? THAT THOSE RESPONSES HAVE COME TO US, BUT WE WANT TO TALK ABOUT THOSE PUBLICLY AS WELL. FOR SURE. I'LL TELL YOU WHAT. AS WE GO THROUGH THEM, I'LL MENTION SOME OF THOSE QUESTIONS. IN FACT, WE'LL START WITH THAT. THE FIRST TYPE OF EXEMPTION IS THE OVER 65 DISABLED EXEMPTION. WE CURRENTLY HAVE THAT IT'S SET AT 65,000. POOR PERSON WHO IS ELIGIBLE. IT'S TARGETED TO THOSE PEOPLE THAT IS CHANGEABLE, AND WE DO EVALUATE THAT YEARLY. NOW THE QUESTION HAS BEEN. CAN WE CHANGE THAT TO OVER 70 OR OVER 75? FROM OUR FROM MY CHECKING. I'VE SPOKEN WITH MR HAUSER AND SEVERAL OTHERS AND THAT IS SET BY THE TAX CODE, AND THAT IS NOT SET BY THE CAT OR US, AND IT'S NOT ARBITRARY FOR US TO DETERMINE THAT NUMBER. OVER 65 IS THE NUMBER THAT SET. SO IF YOU WANT TO MAKE ANY CHANGES THAT HAVE PROBABLY GO THROUGH THE TAX CODE, THE STATE TAX CODE AND THE FEDERAL TAX CODE OR DO WE KNOW STATE STATE OF TEXAS? YES, OKAY. OKAY? SO THAT'S EXEMPTION. THE EXEMPTION REMOVES WHATEVER YOU SET THE AMOUNT FROM THE TAXABLE VALUE OF THE HOME, LOWERING THAT THE FREEZE IS A LITTLE DIFFERENT. IT WOULD FREEZE THE VALUES ON THE DATE THAT WE SET THE YEAR THAT WE SAID IT'S TARGETED FOR OVER 65 DISABLED AND THAT'S A PERMANENT CHANGE. ONCE YOU DO THAT, YOU KNOW, THERE'S NO CHANGING THAT. HOMESTEAD EXEMPTION WOULD BE FOR ALL HOMEOWNERS. IT'S A LITTLE DIFFERENT. YOU SEE THAT HOMESTEAD EXEMPTION COMES FOR YOUR SCHOOL TAXES A LOT OF TIMES , BUT THAT GOES TO ALL HOMEOWNERS AND GENERALLY WOULD PLACE SOME OF THE TAX BURDEN BACK ON BUSINESSES BECAUSE BUSINESSES ARE INELIGIBLE FOR A HOMESTEAD EXEMPTION. UM. THE CURRENT EXEMPTION THAT WE DO HAVE FOR OVER 65 DISABLED AND IT SHOULD SAY THAT, BUT IT DOESN'T.

UH IS A 65,000 THAT EXEMPTION EQUALS ABOUT $323 AND REDUCE TAXES AT THAT OUR CURRENT RATES.

WE LAST INCREASED FROM 60,000 TO 65,000 AND 2000 AND 18. FOR EVERY $5000 OF AN IN INCREASE EXEMPTION. ELIGIBLE HOMEOWNERS WOULD THEN PAY ABOUT $25 LESS IN OUR CURRENT TAX RATE, WHICH IS JUST UNDER 50. CENTS. FOR EVERY $5000 THAT INCREASE NON ELIGIBLE HOMEOWNERS. ONCE WE DID A LITTLE MATH, YOU'D FIND THAT ABOUT $2.80 MORE IN TAXES AT OUR CURRENT RATES AND ALSO AT THE CURRENT EXEMPTION LEVEL, NON ELIGIBLE HOMEOWNERS WOULD PAY ABOUT $36 MORE YEAR IN TAXES THAT 2 80 NUMBER THAT YOU SEE THERE. THESE ARE THE NUMBERS THAT YOU CAN SEE THAT SHOW YOU THE EFFECTS OF THE OVER 65 DISABLED FREEZE. GO BACK TO THAT NEXT YEAR AS WELL AS YOU SAID SOMETHING THERE THAT I THINK IT'S REALLY IMPORTANT BECAUSE WHAT YOU'RE DOING IS YOU'RE SAYING OKAY, WE'RE GONNA WE'RE GONNA LET THESE PEOPLE PAY LESS. BUT EVERYBODY ELSE IS GOING TO BE PAYING MORE. IS THAT IS THAT? WHAT? THAT YES, BECAUSE AS YOU DECREASE TAXABLE VALUE, YOU'RE SHIFTING THE TAX BURDEN SOMEWHERE ELSE, WHETHER IT BE BUSINESSES OR HOMEOWNERS, SO I JUST DID WITH THE AMOUNT OF BUSINESS. VALUE THAT WE HAD AND COMPARED IT WITH AND THEN REMOVE THE CURRENT OVER 65 DISABLED FROM THAT CALCULATION AND FOUND THAT EVERY $5000 IS WORTH ABOUT

[00:15:06]

$2.80. TO HOMEOWNERS THAT ARE NOT ELIGIBLE FOR THE OVER 65 ARE DISABLED EXEMPTION. BUT THAT $65,000 EXEMPTION IS COSTING EVERYBODY $36. YES, SIR. BUT IT'S CERTAINLY NOT AN INCREASE IN THEIR TAX ON THERE. HOME. WOW WELL, NO AUTOMATIC INCREASE BECAUSE WE DECREASE SOMEWHERE ELSE. IT'S MADE UP IN SALES TAX OR SOME OTHER FORM OF TAXATION. RIGHT YOU CAN LOOK AT I LOOK AT IT FROM A REVENUE PERSPECTIVE IF I REMOVE THAT TO AMOUNT FROM THE TAXABLE ROLE UM, THAT THAT'S WHAT WE WOULD HAVE TO THE AMOUNT THAT WOULD GO BACK INTO OFFSET THE AMOUNT THAT YOU'RE REMOVING FROM THE TAX WILL ROLL. YOU GOT BUCKET OF WATER IS BORN BY EVERYBODY AND SOMEBODY CARRIES A LITTLE BIT MORE WATER FOR SOMEBODY TO CARRY A LITTLE LESS WATER. IT IS OUT OF THE BILL, OR, UM. I'LL MOVE ON TO THE NEXT SLIDE. THIS IS JUST SHOWS YOU HOW I CAME TO THOSE CALCULATIONS. WHAT HAPPENS EVERY TIME WE MOVE UP FROM, UH, THE INCREASING EXEMPTED REVENUES AND THEN THEN HOW I GOT TO THE MATH THAT WE DID. YOU CAN SEE THAT ARE ESTIMATED TAXABLE VALUE OF A HOME IN MCKINNEY FOR FISCAL YEAR. 23 IS ABOUT $411,000 FROM ABOUT 3 74 LAST YEAR, FREEZE IMPACTS ARE ARE MUCH MORE SIGNIFICANT AND DO, UH, DO UM. MOVE UP QUICKLY OVER TIME, BUT RIGHT NOW WE'RE MOSTLY JUST TALKING ABOUT THE OVER 65 DISABLE HOMESTEAD 65 EXEMPTION THERE. I DID SHOW THIS FROM LAST TIME. WE ARE LOOKING AT PRELIMINARY INCREASE FOR NEXT FISCAL YEAR ABOUT 9.8% ALMOST THE FULL 10. THAT'S AN AGGREGATE ESTIMATE. I DON'T HAVE A FULL BREAKDOWN. I'LL GET THAT FROM COLLIN COUNTY APPRAISAL DISTRICT ON JULY THE 25TH WE ARE ADDING ABOUT $870 MILLION TO THE ROLE THIS YEAR 3.3% IN NEW PROPERTY. UM AVERAGE. I'VE MENTIONED THE AVERAGE MARKET HOMESTEAD VALUE. THAT'S NOT THE TAXABLE VALUE. THAT'S THE MARKET VALUE OF A HOME. MCKINNEY BEING ABOUT $492,000. AND ANY CHANGES TO OUR CURRENT EXEMPTIONS MUST BE ADOPTED BY JULY, 1ST. HAVE SHOWN THIS BEFORE. THIS IS OTHER CURRENT EXEMPTIONS AND OTHER COLLIN COUNTY CITIES WON'T READ THROUGH ALL OF THEM, BUT YOU CAN SEE THAT A COUPLE OF CITIES DO HAVE A TAX FREEZE FOR OVER 65 DISABLED. AND THEN THERE ARE VARYING AMOUNTS. UM THROUGHOUT THE COUNTY THERE FOR OVER 65 DISABLED AND THEN SOME. SOME CITIES DO HAVE HOMESTEAD EXEMPTION AND THEN ALSO PAIRED WITH THEIR TAX RIGHTS. WITH THAT . I'LL BE HAPPY TO STAND FOR ANY QUESTIONS. COULD YOU JUST OR MISSION. WE TALKED ABOUT A CITY LIKE PLANO THAT FOR ALL INTENTS AND PURPOSES IS 100% BUILT OUT VERSUS THEY GROWING CITY. THE IMPACT OF A FREEZE. DIFFERS AND I'M ASKING RHETORICALLY. I KNOW THE ANSWER HOPING THAT YOU, COULD YOU YES, SIR. ESPECIALLY, UM WITH THE FREEZE IF YOU'RE IN A ENVIRONMENT WHERE YOU'RE DECREASING TAX RATES OVERALL AS YOU FREEZE THAT THAT ESSENTIALLY WOULD LOWER TAXES, UM YOU SEE THAT IN A LOT OF THEM MATURE CITIES, YOU KNOW, IN I KNOW THAT FORMER SPEAKERS PROVIDED SOME OTHER CITIES THAT HAVE HAD TAX FREEZES AS WELL. BUT HERE YOU SEE THAT THAT PLANO AND WALLY, UM ARE THE ONLY TWO THAT HAVE A OVER 65 DISABLED. UM TAX FREEZE. BUT THERE YOU KNOW, THE CORRELATION IS, YOU KNOW IT'S HARDER TO DROP THE RIGHT OVERALL . SO IF YOU'RE AN ENVIRONMENT WHERE YOU'RE TRYING TO LOWER THE TAX RATE, LITTLE HARDER TO DROP THE RATE AS YOU REMOVE VALUE FROM FROM THE ROLE, BUT. THAT'S IF YOU'RE AN ENVIRONMENT WHERE YOU'RE HAPPY WITH YOUR RATE. THEN YOU KNOW YOU HAVE A LITTLE BIT MORE THAT YOU CAN DO THERE. QUESTIONS. WAS KIND OF INTERESTING THAT WILEY HAS THAT YET. THEY GOT A ONE OF THE THIRD HIGHEST. TAX RATES SO INTERESTING SPREADING THE WEALTH BECAUSE OF THE FREEZE INTERESTINGLY ENOUGH WITH WALLY , AND I'M NOT SURE UNDER WHAT THEY'RE CERTAIN CIRCUMSTANCES OR GAVIN THEIR TAX RATE WAS THE WAS ONE OF THE FEW THAT HAD ACTUALLY DECREASED A SIGNIFICANT AMOUNT SINCE THE LAST TIME WE LOOKED AT THIS, SOME OF THE OTHERS THAT HAVE GONE UP AND SOME OF THE MORE MATURE CITIES HAVE HAD TO ACTUALLY RAISE THEIR TAX RATE DURING THIS TIME, SO IT JUST KIND OF DEPENDS ON WITH WHAT ENVIRONMENT YOU'RE IN. YOU'VE

[00:20:04]

GOT A GOOD CROSS SECTION THERE OF GROWING CITIES AND SOME OF OUR MORE MATURE CITIES. DALLAS IS KIND OF AN OUTLIER BECAUSE I THINK THERE'S A VERY SMALL PART OF IT IN COLLIN COUNTY, BUT IT WAS INTERESTING HOW THERE IS LAID OUT SO CLARIFY ONE THING. NO MARK IS CALCULATED THESE IN THIS MANNER, BUT HE GOT HIS USES OVER 65. IT'S 65 OVER. FOR ALL GUYS LIKE ME, MEANS A LOT. SO IT'S 65 OVER, BUT HIS CALCULATIONS ARE ALL BASED ON THOSE NUMBERS. AND INTO ONE OF YOUR OLD QUESTIONS DISABLED MEANS DISABILITY FOR PURPOSES OF PAYMENT OF DISABILITY INSURANCE BENEFITS UNDER FEDERAL OLD AGE SURVIVORS. OR DISABILITY INSURANCE SECURITY. THIS IS. TOO I KNEW THAT TORTURED ME. SO THE OTHER THING IS IF SOMEBODY IS 65 ON, UM. DECEMBER 60TH DO THEY GET THE NEXT YEAR? THAT'S ITS TAX YEAR? YES, SO IN OUR TAXPAYER DOES NOT RUN WITH OUR FISCAL YEAR. IT RUNS BY THE CALENDAR YEAR, SO YOU WOULD HAVE TO WAIT. YEAH. OKAY SO IF THEY HAVE A JANUARY 4TH BIRTHDAY THAN THEY GOT ANOTHER YEAR, OKAY? IS, BY THE WAY. THIS QUESTION.

THERE'S A MEMBER OF THE HOUSEHOLD HUSBAND AND WIFE 1 66 161 63. BELIEVE IT DEFAULTS TO THE PERSON WHO IS 66 AT THAT POINT, YES. MARRIED AN OLDER WOMAN WHO BENEFIT TO ME AT SOME POINT, THEN SPLENDID OFF ANY BENEFITS.

AND DOES EVERYBODY HAVE TO GO AND, UM BILE FOR THIS EXEMPTION ONCE YOU'RE 64 IS NOT AUTOMATICALLY CORRECT. BELIEVE YOU DO HAVE TO ASK LIKE CAT TO DO THAT. I'M PRETTY SURE NOT AN AUTOMATIC, SO PEOPLE NEED TO CHECK AND MAKE SURE ABOUT THAT YOU DO HAVE TO ASK BECAUSE YOU'RE 65 DOESN'T MEAN YOU'RE AUTOMATICALLY GET IT. YOU HAVE TO APPLY FOR IT. OKAY. I BELIEVE YOU DO THAT. THAT'S REAL IMPORTANT TO GO BACK JUST FOR CLARITY. UM ON THAT SLIDE.

SOMEBODY WHO COULD HAVE BEEN CONFUSING TO SOME. IT HAD $2.80 FOR EVERY $5000 INCREASE IN EXEMPTION WILL BE BORNE BY OTHERS. THERE WAS ALSO THE LINE BELOW THAT, SAID 36 HOMERS PAID 36 THAT'S BASED ON THE CURRENT FULL 65,000. CORRECT I KNOW FOR CLARITY. SOMEONE MAY COULD LOOK AT THOSE TWO SENTENCES AND IN NOT UNDERSTAND THAT SO CURRENTL6 IS PAID MORE IN TAXES BY HOMEOWNERS, NOT 65. CORRECT, BUT IF WE WERE DECREASED IT IT WAS UP TO 80 75,000. THAT WOULD BE $5 AND THE CENTS. YES, SIR. ADDITIONAL YEAR. IF WE BUMP THAT UP TO 75, THEN IT WOULD BE $11.40. ADDITIONAL. REFUGEES DO THAT? NO, IT WOULD JUST BE FOLLOWERS AND 60. FOR EVERY FIVE GRAND THAT YOU GO UP IN 75. NO I WAS SAYING 20,000 AND 80 85,005. AND. AT $5000 WOULD MEAN.

$20,000 100 DOLLARS TO THE. 3 20. GO BACK TO THE OTHER CITIES FOR A SECOND. SURE. THE THING THAT I REMEMBER IS THAT THE FREEZE OVER THE NEXT 10 YEARS LITERALLY COST MCKINNEY MILLIONS AND MILLIONS OF DOLLARS. CORRECT I MEAN, DO WE HAVE A KIND OF A SURE I CAN SHOW YOU I CAN SHOW YOU THAT THE BOTTOM THERE SHOWS YOU WHAT HAPPENS, YOU START EXEMPTING VALUES. IF YOU IF YOU RAISED 10% THE NEXT TWO YEARS AND THEN OFFSET WITH SMALLER INCREASES THE NEXT FEW YEARS YOU CAN SEE THAT THE EXEMPTED REVENUES THAT WOULD NEED TO BE MADE UP THROUGH DIFFERENT MEANS WOULD WOULD BE RATHER LARGE AND IN FISCAL YEAR 24 ALONE THAT WOULD BE OVER ONE CENT ON THE TAX RATE. THAT'S THE PROBLEM IS THAT IT? AND THEN. SIX YEARS IS OVER $9 MILLION. WELL THAT'S IF

[00:25:10]

IT GOES UP EACH YEAR VALUE. ABOUT YOU. TRUE IT IS A STRAIGHT IT IS A MODEL. UM, BASING THAT ON ON CURRENT HOME VALUES AND THEN A MULTIPLIER. MULTIPLIER OF WHAT? WHAT INTEREST RATE BEING A 10% INCREASE OVER 50 FISCAL YEAR 23 24 BECAUSE WE KNOW THAT MARKET VALUES HAVE GONE UP AT LEAST 30, SO I'M ASSUMING YOU HAVE 10% RISE. IN UH, IN TAXABLE VALUES OVER THE NEXT TWO VALUE HAS NOT HIT WHAT I MIGHT VALUES SO I GET THE MAXIMUM EACH YEAR OVER. WE'RE 30% JUST THIS YEAR ALONE ON MARKET VALUE. SO I'M ASSUMING THAT THAT THAT WE WILL RAISE TAXABLE VALUES BY 10% THE NEXT NEXT TWO YEARS. TWO YEARS AFTER THIS, AND THEN I TOOK IT DOWN A BIT TO ABOUT 5% AFTER THAT, UM, NOW HOME VALUES DEPENDING ON THE ECONOMY. I COULD HAVE TO THROW THE WHOLE MODEL OUT SO MARK. IS IT EASY FOR US TO FIND BECAUSE THE I S D ALREADY LOCKS IT AT 65 HAVE HAS FOR FOREVER AS FAR AS I KNOW, ARE LONG, LONG TIME. IS IT EASY FOR US TO FIND OUT WHAT THEIR NUMBERS ARE, IN TERMS OF HOW MUCH IS EXEMPTED FROM THE? I KNT OUR PROPERTY OUR BOUNDARIES DON'T LINE UP. PER SE, BUT IT WOULD GIVE US A HORSESHOES AND HAND GRENADES. LOOK AT IT. I'M SURE WE CAN DO SOMETHING, OKAY? YOU KNOW, THE OTHER THING IS THAT THERE ARE I JUST WANT TO BRING THIS UP TO HAVEN'T MENTIONED THERE ARE TWO OTHER REMEDIES FOR PEOPLE. UM THIS IS A DARK LINING AROUND A BIG SILVER CLOUD. THE BIG SILVER CLOUD IS THEIR HOME VALUES WENT UP RIGHT, WHICH IS AN ASSET. THE PROBLEM IS FOR A LOT OF THESE PEOPLE. IT'S AN ILLIQUID ASSET, YOU KNOW, YOU KNOW, IT'S I GOTTA LIVE IN MY HOME. YOU GOTTA LIVE SOMEWHERE, RIGHT? AND I GET THAT. UM THERE ARE PRIVATE SECTOR ANSWERS FOR REVERSE MORTGAGES. THAT CERTAINLY ARE DICEY. BUT THE OTHER ONE THAT I WANT TO BRING UP IS REALLY THIS IS A QUESTION IS THAT UM IS THERE. ISN'T THERE A MECHANISM WHERE PEOPLE CAN DO FURTHER TAXES, BUT IT ACCUMULATES AT 8% IS THAT ONLY HONESTY OR EXTEND TO COUNTY AND CITY AND EVERYTHING EXTENDS TO THE CITY AS WELL. WE'VE LOOKED INTO IT IN THE PAST. I THINK THE LAST TIME WE TALKED ABOUT THIS, UM THE MAYOR OF ACTUALLY MAY HAVE PUT SOME INFORMATION OUT THERE ABOUT OKAY. AND SO WHAT? WHAT HAPPENS THEN, IS IT'S A LIEN ON THE HOUSE AND WHETHER IT'S THE INDIVIDUAL THAT SELLS THE HOUSE OR WHETHER IT'S AN ESTATE. UM, YOU KNOW, THERE'S. THERE'S RECOMPENSE THERE, BUT CERTAINLY IT'S THAT'S THERE. AH! IT'S A SIMPLE 8% IT'S NOT A COMPOUNDING IT IS OKAY. THANK YOU, UM. YOU KNOW WHERE MY HEAD IS? AND IT'S NICE STRUGGLED, YOU KNOW, BASED ON SOME OF THE OTHER REMARKS HERE, BUT WE WANT TO DO IS WE WANT TO LOWER THE TAX RATE FOR EVERYBODY, PARTICULARLY PEOPLE HOMESTEADED? YEAH I WANT TO EXPLORE THAT IDEA. I DON'T HAVE AN APPETITE TO TAKE OUT A CHAINSAW TODAY AND DO ANYTHING. UM, YOU KNOW, LIKE FREEZING OR TALK ABOUT THE HOMESTEADING OR ANYTHING LIKE THAT. BUT YOU KNOW, I DO THINK THERE'S MERIT TO PROBABLY ADDING THE OTHER 10,000. BUT I RECOGNIZE THAT THIS IS A ZERO SUM GAME AND THERE'S WINNERS AND LOSERS IN THAT, BUT, UM THAT'S MY APPETITE. MARK, ARE YOU GIVE A COPY OF THE CHART THAT JUST GO FIELD PASSED DOWN. I DO HAVE THAT IN FRONT OF ME. YES. SO CAN YOU RECONCILE FOR ME REAL QUICK? UM HAS A PERCENTAGE OF INCREASE. AND THEN OF COURSE, THERE'S WHEN WE SET OUR TAX RATE, WE LOOK AT THE EFFECTIVE RATE, WHICH WOULD ON AVERAGE REFLECTED DIFFERENT PERCENTAGE INCREASE THAN IS REFLECTED ON THIS TABLE. CAN YOU RECONCILE THAT FOR ME IN YOUR MIND HOW THAT'S BUT DELTA IS BECAUSE IT'S QUITE SIGNIFICANT. OH UM, WELL IN THE IN THE LAST. FIVE OR YOU KNOW, SINCE 2000 AND 16 THE TAX RATE AS A WHOLE HAS COME DOWN AROUND 10 CENTS. SO MARRIED WITH THE MARKET INCREASES OF THE HOMES YOU ALSO HAVE IN THE TAXABLE VALUATION NUMBER. A LOT OF BUSINESS, UH, AND NEW CONSTRUCTIONS THAT HAVE HIT THAT TAXABLE VALUE SHOWED. THE NEW STUFF EVERY YEAR, SO YOU'VE HAD A LOT ADDED TO THAT, PLUS THE TAX RATE DECREASE, UM, MIXED WITH THE INCREASES IN THE EXISTING HOME VALUES. THAT'S WHERE YOU WOULD THAT'S WHERE WE GET FROM. THE AVERAGE PROPERTY

[00:30:03]

TAX IN 17 OF OUR OF ABOUT 1700 TO ABOUT 18 60 RIGHT NOW AND 23 POINT MORE CONCISELY AS OVER THE LAST FOUR YEARS. FIVE YEARS LATER, AS WE HAVE AVERAGED ABOUT 1% ABOVE EFFECTIVE UM, I'LL GO BACK AND CHECK. I THINK YOU KNOW, THERE WAS A YEAR THAT WE DIDN'T KNOW NEW REVENUE. THERE WAS A YEAR WE DID 2.5. AND I THINK IT WAS A QUESTION TO STATEMENTS ABOUT WHAT YOU'RE SAYING, UM SO I'M JUST RECONCILE THAT WITH THE INCREASE IS HERE OF 11.48 POINT 15.67 POINT 71 EXPLANATION COULD, OF COURSE BE THAT WHEN YOU'RE TALKING ABOUT EFFECTIVE ITS PROPERTIES OF ALL TYPES. AND IT'S NOT BROKEN UP, YOU KNOW? BY COMMERCIAL VERSUS RIGHT ONCE YOU ACTUALLY START THE TAXATION, AND THEN WE JUST DO IT BY THE AVERAGE THE AVERAGE MARKET VALUE OF A HOME AND THEN IN IN FISCAL YEAR, 21 YOU ACTUALLY SEE WHERE THE AVERAGE HOME VALUED ROSE ONLY ABOUT $3000. BUT THE TAX RATE WENT DOWN HALF A CENT, WHICH CAUSED THE ACTUAL DECREASE IN THE AMOUNT PAID BY THE HOMEOWNER. SO YOU'RE SEEING A LARGE COMMERCIAL INFLUX THERE TO HELP AND PUSH THAT? MAYBE I'M NOT ANSWERING THE QUESTION. UM. THERE. QUESTIONS. SPOTS. SO WE ARE WE LOOKING AT SAYING, OKAY, WHAT DO WE NEED TO DO? DO WE NEED TO DO SOMETHING WELL INCREASE. IF SO, HOW MUCH? I'M NOT COMFORTABLE WITH THE FREEZE. AS YOU KNOW. I MEAN, I THINK THAT JUST RIGHT NOW IS FOR A GROWING CITY IS GOING TO HAMSTRING FUTURE CITY COUNCILS. AND UM, I'M JUST NOT COMFORTABLE THERE, BUT BUT I DON'T MIND. 10 OR $15,000 MORE. I DON'T HAVE A PROBLEM WITH IT.

THE THOUGHTS. AS A PRACTICAL MATTER. I JUST WANTED TO LET THE COUNCIL KNOWS SO WHAT WE HAVE ON THE AGENDA FOR THE REGULAR AGENDA. YOU HAVE AN ITEM, THIS RELATED ITEM ON THE REGULAR AGENDA, SO IF THERE IS CONSENSUS REACHED HERE FOR AN AMOUNT TO PLUG IN TO THE BLANK HOW MUCH WE WOULD INCREASE THAT EXEMPTION BY , UM, THAT WOULD BE HELPFUL BECAUSE THEN MR HOLLOWAY WOULD GO BACK AND PREPARE THAT MOTION AND ALL OF THAT, SO, YOU KNOW, JUST BUT JUST KNOW THAT THE ITEM WOULD BE ON THE REGULAR AGENDA. WE'RE JUST WANTING TO GET CONSENSUS HERE. I'M HAPPY TO LOOK AT 10 AND 15. IF ANYBODY ELSE HAS AN OPINION, THAT'S GREAT. I'D BE OKAY WITH 10. I WOULD BE IN FAVOR OF 10 OR GREATER NUMBER 15. I THINK I'M IN FAVOR OF 10 OR 15 AS WELL. I HAVE YOU KNOW, PATRICK HAS THE LATEST SIMMONS RULE. HAVE THE SINGLE MOM ROLE. SO I'M LOOKING AT EVERYONE THAT WOULD BE AFFECTED, AND I THINK ABOUT THE SINGLE MOMS ARE DOING IT ALL ON THE SINGLE PARENTS IN GENERAL DOING ALL IN THEIR OWN. HOW MUCH ARE THEY WILLING TO CARRY THE BURDEN? SO I JUST WANT. I JUST WANT US TO BE MINDFUL THAT THERE ARE OTHER SECTORS OF THIS, UM, COMMUNITY THAT YOU KNOW THEY MIGHT THEY ARE ALREADY FEELING THE AND THE TOILS OF THE INFLATION THAT WE'RE LIVING IN RIGHT NOW, SO WE DON'T WANT TO OVERLY BURDEN. MY SENTIMENT LAST I AGREE TO AND I'LL EXPAND ON THAT FOR A MOMENT. YOU KNOW, I WOULD SAY IT'S MAYBE NOT FAIR TO SAY, BUT A GREAT DEAL OF SINGLE BONDS PROBABLY RENT WHEN YOU'RE RENTING YOU DON'T HAVE A HOME WORKERS EXEMPTION WHEN YOU'RE RENTING, DEDUCT YOUR TAX, YOU JUST PAY THE RENT, WHICH IS ALL BAKED IN AND SO THIS IS A YOU KNOW, A NEGATIVE FOR THOSE FOLKS. IT'S A HECK IT'S NEGATIVE FOR SENIORS THAT ARE RENTING, RIGHT. I MEAN, IF WE INCREASE THE EXEMPTION FOR THE SENIORS THAT ARE OWNING. THAT'S A INCREASE FOR THOSE THAT ARE RENTING, SO IT'S IT IS A ZERO SUM GAME. IT'S NO FUN. UM BUT YEAH, I'D LIKE TO LOOK AT 10 OR 15. BUT THANK YOU FOR THAT. IT'S A GOOD POINT. ANY MORE DIRECTION THAN THAT. NO JUST TONIGHT YOU'LL NEED TO MAKE A MOTION.

ONE OF YOU WILL NEED TO MAKE A MOTION IF YOU WISH TO PROCEED AHONEN RIGHT NOW ON THAT BECAUSE THERE'S BEEN TWO NUMBERS FLOWN 15. WOULD IT BE MORE HELPFUL? I WOULD SAY 15. I THINK WE CAN AFFORD THAT IN THIS CITY AND BE GENEROUS AS MUCH AS WE CAN. OUR SECOND THAT OKAY, LET'S JUST CONSENSUS RIGHT NOW. BUT. DO YOU WANT TO GO AFTER AND WE CAN CRAFT AWARE OF THE MOTION NEEDS TO BE DOLLARS AND 40 CENTS MORE PER BROTHER HOUSEHOLD. AND GO WITH IT. ANGER WITH 15.

ARRESTED. OKAY? YES, SIR. 15, IT IS. THANK YOU. THANK YOU, MARK. 2 TO 0556 UPDATE AND WAIT FOR

[Update on Wayfinding Master Plan]

[00:35:09]

AWAY FINDING MASTER PLAN. GOOD AFTERNOON, MAYOR AND COUNCIL. MY NAME IS PAMELA MUTO.

I AM A TRAFFIC ENGINEER WITH THE CITY OF MCKINNEY AND THE PROJECT MANAGER OF THE CITYWIDE WE FINDING MASTER PLAN. ALSO JOINING ME TODAY ARE TEAM LEADS JEFF FRANK, WITH CORBYN DESIGN AND PAUL FREELAND WITH KIM LEE HORN. IT HAS BEEN SEVERAL MONTHS SINCE WE LAST DISCUSSED THIS PROJECT WITH COUNCIL, SO WE DID WANT TO TAKE A SECOND TO HIGHLIGHT THE PROJECT GOALS. BUT THE OVER ARCHING GOAL FOR THE PROJECT TEAM WAS TO DESIGN A WAY FINDING SIGNAGE SYSTEM THAT VISUALLY SUPPORTS THE ALREADY WELCOMING AND BEAUTIFUL ENVIRONMENT. MCKINNEY HAS TO OFFER OUR DAILY VISITORS AND COMMUTERS. THE PRESENTATION HAS BEEN FORMATTED TO FOCUS ON TWO KEY TOPICS. THE FIRST HALF WE WILL FOCUS ON THE WAY FINDING SIGNAGE SYSTEM. A LOT OF THE CONTENT WILL BE FAMILIAR BECAUSE BACK IN SEPTEMBER WE SHARED WITH YOU. THE PREFERRED DESIGN CONCEPT. TODAY, WE WILL BE SHARING WITH YOU. THE UPDATED DESIGN AND THE FULL ARRAY OF THE SIGN TYPES. THE SECOND HALF. WE WILL FOCUS ON THE GATEWAY MONUMENTS SIGNAGE. A LOT OF THE MATERIAL WILL BE NEW, INCLUDING THREE DESIGN CONCEPTS. AND WHENEVER YOU SEE THIS CLIPBOARD , YOU WILL KNOW WE WILL PAUSE BECAUSE WE NEED COUNCILS INPUT. AT THIS POINT, I WOULD LIKE TO HAND IT OFF TO JEFF. THANK YOU, PAM. GOOD AFTERNOON, MR MAYOR, CITY COUNCIL. I'M EXCITED TODAY TO PRESENT TO YOU THE RESULT OF A 15 MONTH PROCESS THAT STARTED BACK IN MARCH OF 2021. THIS SINCE THEN WE MET WITH SEVERAL GROUPS, INCLUDING COMMUNITY STAKEHOLDERS, THE TECHNICAL ADVISORY COMMITTEE AS WELL AS OUR CORE TEAM. TO DEVELOP THIS DOCUMENTATION PACKAGE. LAST TIME YOU SAW ME WAS AS PAM MENTIONED SEPTEMBER 2021. WE SAW DESIGN CONCEPTS TODAY I'M GOING TO SHOW YOU THE FULLY DEVELOPED SCIENCE TYPE ARRAY. AND THEY SPENT SOME EVOLUTION TO THAT TO THE DESIGN SINCE THAT TIME. SO DURING THAT PROCESS, WE IDENTIFIED A NUMBER OF RECOMMENDATIONS AND STRATEGIES. BUT THESE ARE SOME OF THE KEY TAKEAWAYS IDENTIFY MAJOR ENTRY POINTS, SO WE'RE DOING THAT THROUGH THE USE OF OUR SIGNAGE. RIGHT NOW, EVERYTHING HAS BRANDING ACROSS THE TOP OF IT. EVERY TIME YOU SEE SIGN YOU SEE IS GOING TO BE RECOGNIZABLE IS IDENTIFYING THE BOUNDARIES AND ENTRY POINTS AND INTERNALLY MCKINNEY PAUL WILL SHOW SOME ADDITIONAL LANDMARK GATEWAYS. IN OUR OWN ELSEWHERE. YES SIR. WE'RE IN THE PROCESS OF COMING IN. WOULD YOU SEE THOSE ARE THERE GOING TO BE AT THE AT THE CITY LIMITS OF ALL THE AREAS OR CORRECT PAUL GO INTO MUCH MORE. DO YOU DETAIL ABOUT THE LANDMARK GATEWAYS? WE HAVE SOME ADDITIONAL SECONDARY, SMALLER GATEWAYS. I'LL SHOW YOU A VERSION OF THAT WANT TO JUMP TO THE ARRAY? SO TO SUPPORT OUR OVERALL LOGIC, WE ARE GOING TO USE A SYSTEM OF DISTRICT AND WAY FINDING AND DISTRICT AND DESTINATION BASED WAY FINDING WE'VE DONE IS WE'VE GOT ALREADY HAVE AN HISTORIC DOWNTOWN. WHAT WE'VE DONE IS CREATED A SEPARATE DISTRICT CALLED MCKINNEY, 1 21 OR THE MCKINNEY 1 21 DISTRICT.

AND WE'RE GOING TO CONNECT AND UNIFY THOSE TWO AREAS AS WELL AS NUMBER OF DESTINATIONS THROUGHOUT THE ENTIRE COMMUNITY. ANOTHER ASPECT OF THE SYSTEM IS WE'RE DESIGNING IT TO BE FLEXIBLE AND EASY TO UPDATE AND MAINTAIN, BECAUSE WE KNOW THINGS ARE GOING TO CHANGE. THERE MAY BE ADDITIONAL DISTRICTS IN THE FUTURE THAT EMERGED EVEN THE ONES THAT WE HAVE MADE GROW AND CHANGE. THE SYSTEM DESIGN IS DESIGNED TO ACCOMMODATE THAT. HERE'S AN EXAMPLE OF A SUBMISSION THAT WE PROVIDED THAT INCLUDES THOSE DESTINATIONS. AND YOU CAN SEE CLEARLY HISTORIC DOWNTOWN AND 1 21 DISTRICT BOUNDARIES. YELLOW HIGHLIGHTS ALL THE ROUTES THAT WE'VE IDENTIFIED. THIS HELPS US INFORM WHICH ENTRY POINTS. WE'RE GOING TO BE SIGNING IN TERMS OF GATEWAYS, BUT AS WELL AS WHICH INTERSECTIONS WE'RE GOING TO ACCOMMODATE INTO AND WE'RE GOING TO UTILIZE TO PROVIDE DIRECTIONS TO THESE DESTINATIONS. I'VE ALSO DONE A VERY DETAILED ANALYSIS OF DOWNTOWN. THIS INCLUDES STARTING AT THE PARKING LEVEL, IDENTIFYING THE PARKING LOTS IN WHICH SOME OF THAT WORKS ALREADY BEGUN. THAT INCLUDES PEDESTRIAN DIRECTIONAL AS WELL WITH MAP GRAPHICS, PEDESTRIAN KIOSKS, AS WELL AS VEHICULAR GUIDE SIGNS. ALL THIS HAS BEEN DESIGNED SO THAT IT CAN CAN ACCOMMODATE THE FUTURE CHANGES, EVEN THE POTENTIAL MOVE OF CITY HALL.

THIS ISN'T AN EXAMPLE OF THAT EXPANDED ARRAY. THE FIRST SIGN TYPE ON THE VERY LEFT HAND SIDE IS THE WELCOME SIGN. SO THAT'S A SIGN VERSION. WELCOME SIGN VERSION IN OUR WAY FINDING

[00:40:02]

SYSTEM, PAUL IS GOING TO TALK ABOUT LARGER LANDMARK ENTRIES. LANDMARK LANDMARK GATEWAYS, BUT WE DO HAVE THIS FOR SECONDARY AND TERTIARY ENTRY POINTS THROUGHOUT THE CITY. WE'VE ALSO EXPANDED THAT SOME ADDITIONAL CREATED SOME ADDITIONAL SCIENCE TYPES HERE TO ACCOMMODATE SOME ADDITIONAL PARKING LOTS, MUNICIPAL IDENTIFICATIONS IN TERMS OF EVEN NEIGHBORHOODS COULD BE UTILIZED, ASSIGN TYPE. CENTER SIGN IS THAT PEDESTRIAN KIOSK AND THEN OFF TO THE RIGHT.

WE HAVE SOME UTILITY SITES, SO IT'S A COMPREHENSIVE WAY FINDING SIGNAGE PROGRAM. MM HMM. HERE'S AN EXAMPLE OF AN EXHIBIT THAT WE PROVIDED RENDERINGS AND MODELS TO BE PROVIDED TO THE DIFFERENT GROUPS TO GET THEIR BIAS. AS I MENTIONED THIS IS A PROGRAM FOR DESIGNING IT TO BE A MODULAR SYSTEM. WE HAVE DESIGNED INTENT . DRAWINGS RIGHT NOW. BASICALLY DRAWINGS, DIMENSIONS, SPECIFICATIONS FOR ALL THE SCIENCE TYPES THAT WE'RE USING TO GET BUILDING COST ESTIMATES.

THIS IS SHOWING THE FLEXIBILITY AND MODULARITY OF THE SYSTEM SO THAT WHEN WE'RE COMMUNICATING TO FABRICATORS AND BIDDERS, THEY EXACTLY THE COMPONENTS THAT WE WANT TO HAVE CHANGEABLE. SAFETY FEATURES LIKE THE BREAKAWAY BASE AND THE IDEA THAT THE PANELS INTERNALLY THE GRAPHIC PANEL, AS WELL AS THE MESSAGE PANELS CAN ALL BE UPDATED AND CHANGED. FROM THE ADDITIONAL EVOLUTION TO THE SYSTEM INCLUDED INCORPORATING SOME ADDITIONAL PLANTS AND COLORS INTO THE SCHEME.

INITIALLY, WHEN I CAME HERE PRESENTED INITIAL CONCEPTS. THERE WAS ONE COLOR AND IT WAS GREEN. WE'RE UTILIZING FOUR DIFFERENT COLORS NOW AND BASED ON THESE FOUR PLANTS. AND THEN WE ALSO HAVE SOME DISTRICT IDENTIFICATION SUB PANEL. SO NOW WE'LL HAVE MCKINNEY STILL APPEAR IN ALL THE SIGNS EXCEPT IN INSIDE THOSE DISTRICTS WILL HAVE A SUBDISTRICT DISTRICT PANEL IDENTIFIER. AND THOSE AGAIN ARE MODULAR, TOO. SO THE DISTRICT GROWS AND EXPANDS. WE CAN ADD MORE OR IF A NEW DISTRICT COMES ONLINE. WE HAVE A PLACE TO HOLD THAT NEW THAT NEW NAME OR YOU USING DIFFERENT COLORS FOR DIFFERENT DISTRICTS. WE ARE NOT SO THE DISTRICTS THEMSELVES ARE GONNA BE COMMUNICATED THROUGH THAT HEADER. SO THE BROWN FOR DOWNTOWN IN THE BLACK FOR DISTRICT 1 21, BUT WE KEPT THEM IN THE SAME FACTS AND ELIGIBILITY IS CONSISTENT ACROSS THERE. WE'RE UTILIZING THE COLORS IN AN ORGANIC WAY. SO THE COLOR IS GOING TO BE MORE OF THIS DISCOVERY. WE DON'T WANT THEM TO BE CLUSTERED TOGETHER TO EXPERIENCE THE FULL PALLET, AND WE'LL SHOW YOU. ONE OF THE GATEWAYS IS SORT OF BASELINE, INTRODUCING YOU TO ALL THOSE COLORS WHEN YOU FIRST ARRIVE. THIS IS AN EXAMPLE OF THAT FULL RAGES TO SEE ALL THE SCIENCE TYPES IN CONTEXT WITH ONE ANOTHER. UM, TODAY WE'RE LOOKING FOR YOUR CONCURRENCE ON THE SYSTEM. UM AND PAM WILL GO INTO INTO SOME MORE DETAIL ABOUT THE COST ASSESSMENT THAT WE HAVE AGAIN. THIS IS A FULLY DEVELOPED PROGRAMS SIGN LOCATIONS, MESSAGES, DESIGN DETAILS. WE HAVE A DETAILED AND THOROUGH COST ESTIMATE TO GO ALONG WITH THIS, BUT I THINK I'M GONNA DO IS TURN IT OVER TO PAUL. FIRST WE CAN SHOW YOU THE GATEWAY LANDMARK MONUMENTS AND THEN WE CAN LOOK AT ALL THE PRICES AT THE VERY END. THANK YOU, JEFF. MY NAME IS PAUL FREE. LINDHOLM, A LANDSCAPE ARCHITECT WITH KIM LEE HORN AND AS JEFF MENTIONED, WE WANT THE VERNACULAR OF HIS DESIGN CONCEPTS TO SORT OF PERMEATE THROUGHOUT THE ENTIRE CITY. AS WE STARTED STUDYING.

WHAT DOES IT MEAN TO BE A GATEWAY FOR MCKINNEY? WE REFERENCED BACK TO THE 2040 PLAN , AND YOU CAN SEE THAT THERE'S ALREADY BEEN SOME THOUGHTS ABOUT THIS KIND OF SCALE OF WAY FINDING AND BRANDING. SO THIS IS A GOOD GUIDING VISION DOCUMENT. THE ONE COMMUNITY ONE VISION ONE MCKINNEY PLANET 2040, AND YOU CAN SEE AND I TRY TO DO A LASER POINTER HERE. BUT YOU CAN SEE THAT THESE OR FOR THE BRIDGES AND THE GATEWAYS DESIGNED THERE. AND SO WE WANTED TO IN KEEPING WITH THIS IDEA OF SCALE, THE IDEA OF MATERIALITY REALLY USING THIS KIND OF IDEA OF THE PYLON TO FURTHER THAT AT SPECIFIC GATEWAYS THROUGHOUT MCKINNEY, AND SO AS PART OF OUR PROCESS, WE IDENTIFIED ABOUT SIX DIFFERENT LOCATIONS THAT WE FELT LIKE MADE THE MOST SENSE AND PART OF WHAT WE'RE AFTER TODAY IS CONCURRENCE ON THE THREE THAT WE THOUGHT MIGHT BE BEST AS PRIORITY. SO TO YOUR QUESTION EARLIER. WHERE DO THESE GO? THE ANSWER IS WE WANT THEM TO BE AT THE EDGES OF THE CITY AS BEST WE CAN. SO IF THEY'RE TOO FAR IN, YOU DON'T KNOW YOU'VE CROSSED INTO MCKINNEY IF THEY'RE TOO FAR OUT. NEIGHBORING CITIES ARE GOING TO HAVE THOUGHTS ON THAT.

SO WE THOUGHT THE FIRST ONE BEING AT 75 APPROXIMATELY TELEPHONE ROAD, WHICH WOULD BE YOUR NORTHERNMOST BOUNDARY COMING IN FROM MELISSA, THERE MIGHT BE A GREAT STARTING POINT.

WE ALSO KNOW THAT 1 21 AND 75 IS PROBABLY THE MOST TRAFFICKED INTERSECTION. IT WOULD BE A GREAT PLACE TO START. AND THEN WE ALSO THOUGHT ABOUT THE ONE DOWN HERE ON CUSTER AND 1 21. AS YOU'RE SORT OF PEELING UNDERNEATH THE HIGHWAY THERE, AND AS YOU ENTER INTO MCKINNEY, YOU WOULD SEE IT THERE ON THE RIGHT SIDE AS PART OF THAT INTERSECTION, SO THE BEAUTY OF THIS IS WE WANT TO DESIGN A SYSTEM THAT'S FLEXIBLE. AND, AS JEFF SAID, ADAPTABLE TO EVERY

[00:45:03]

LOCATION. BUT EACH OF THESE LOCATIONS WILL NEED STUDY, RIGHT. THEY'RE GONNA NEED TO SURVEY GOING TO NEED TO BE LOOKED AT IN THREE D. THE SCALE HAS GOT TO BE LOOKED AT. THERE'S A LOT TO CONSIDER. AND SO WHILE THE WAY FINDING THAT JEFF HAS DONE IS READY TO BID WHEN I'M ABOUT TO SHOW YOU IS REALLY JUST A CONCEPT AND JUST HAD A VERY HIGH LEVEL PASS. WHAT THESE THESE CONCEPTS COULD BE SO WE'RE NOT NEARLY AS FAR ALONG AS JEFF IS, BUT WE ALSO WANTED TO POINT OUT A FEW OF THESE OTHER SECONDARY LOCATIONS. THOSE PINK BOXES KIND OF INDICATE SECONDARY VEHICULAR SIGN THAT WOULD BE IN CONCERT WITH THESE PRIMARY GATEWAY SIGNS OF WE'RE FIXING TO SHOW YOU ALSO WITH THAT MAYOR AND COUNCIL WOULD LIKE YOUR INPUT AND CONCURRENCE ON THESE THREE. PRIMARY LOCATIONS TO START. WHAT. REALLY, REALLY THOUGHT IS I'M I'M LOOKING AT THIS SCALE. UM THAT YOU HAVE ON THE WEIGHT FUNDING SYSTEM. PAY JONATHAN GO. A COUPLE OF SLIDES BACK. I GUESS MY ONLY QUESTION I ACTUALLY IS IT BIG ENOUGH, SO THE ONES WERE ESPECIALLY THE ONES THAT KIND OF WELCOME FOLKS INTO THE CITY. WELL, I HAVEN'T SHOWED YOU THE DESIGNS YET, OKAY? WELL I'M JUST LOOKING IS THAT THE RIGHT SKILL THAT WE'RE LOOKING AT? THOSE WERE LOOKING AT THE AVERAGE HEIGHT OF A MAN AND WOMAN. THESE WOULD BE HOW DO I PUT THIS? THIS WILL BE AT A VEHICULAR SCALE THAT YOU WOULD BE INTERPRETING THESE FROM YOUR CAR AT SLOWER SPEEDS. WHAT I CALL A NEIGHBORHOOD SCALE. AND JEFF, YOU CAN WEIGH IN ON THIS, TOO. SO THE GATEWAY MONUMENTS THE PORTALS ARE ABOUT TO SHOW OUR MASSIVE. THOSE ARE 50 FT. TALL IN SOME CASES, SO YES, YOU BRING UP A GREAT POINT SCALE. REALLY IS THE THING HERE. HOW? HOW HOW? HOW BIG IS TOO BIG. HOW SMALL IS TOO SMALL. BUT IF I'M SAYING IT CORRECTLY, THAT YOU MIGHT WANT TO JUST REITERATE THE SECONDARY NATURE OF THESE WOULD THINK OF THESE AS A REPLACEMENT FOR THE EXISTING BOUNDARY SIDES OUT THERE. ENHANCEMENT OF THOSE BIGGER BUT NOT QUITE AS BIG AS OR AS THE LANDMARK DESIGNED THAT PAUL IS GOING TO SHOW NEXT INTERMEDIATE. SO THESE PINK BOXES EFFECTIVELY WOULD BE WHERE THAT SECONDARY SYSTEM WILL BE NOW. ONE THING TO COME OUT OF THAT IS WE COULD ALL SAY WHAT WE THINK THOSE SMALLER ONES STILL NEED TO BE BIGGER, AND I THINK THAT'S OKAY. I MEAN, PART OF THE ENTERING A PROCESS OF THIS IS RIGHT SIZING AND TRUTH IN SOME OF THIS UP, AND IN SOME CASES, YOU MIGHT EVEN GO OUT THERE AND MOCK UP IN WITH PLYWOOD OR SOMETHING. THE SCALE OF THESE BEFORE WE ALL APPROVE IT. YOU COULD GO OUT THERE AND DRIVE BY IN YOUR CAR AND SAY, OKAY, I THINK 20 FT IS ABOUT RIGHT. OR MAYBE IN THIS LOCATION. PERHAPS IT SHOULD BE 30. MAYBE 30 FEELS TOO BIG HERE. MAYBE WE GO DOWN TO 10. AND SO I THINK THERE IS SOME FLEXIBILITY. IN THE SIZES AND CERTAINLY IN THE GATEWAYS THAT I'M ABOUT TO SHOW YOU. THERE IS MAXIMUM FLEXIBILITY AND I DO THINK, GIVEN THE LOCATION YOU CAN KIND OF SEE, WE SORT OF MOCKED UP. JUST A LITTLE RED. UM YOU KNOW, PILE ON IN EACH OF THESE, EACH LOCATION MIGHT DICTATE A DIFFERENT SCALE. SOME MAY WANT TO BE BIGGER, SOME SMALLER, SO THAT'S A LONG WAY OF SAYING GOOD. GOOD QUESTION. UM AND THAT HAS TO BE STUDIED. I THINK GOING FORWARD. WELL, BEFORE I GO BACK, WAS THERE ANY MORE COMMENTS OR QUESTIONS? Y'ALL GENERALLY GOOD WITH THOSE THREE. I WOULD WANT TO SEE ONE MARKED UP AND NOT JUST IN SIZE, HE SAID. PLYWOOD. I DON'T KNOW IF YOU MEANT PLYWOOD TO GIVE SIZE FOR A PLYWOOD AND GO TOO FAST SCIENCE AND HAVE THEM ACTUALLY PRINT VERY ABSOLUTELY AND MARKED UP IN A VERY TEMPORARY, YOU KNOW WAY BUT 100% DECIDED TO GO WITH ACTION UNIT.

BOTH SIDES PROTOTYPE BUILT UP OUTSIDE ONE OFFICE. WE CAN EVALUATE IT PRIOR TO GOING WITH, EVEN IF THAT WENT OFF IS IN QUARTER PLASTER, WHATEVER FOR THE BUT BUT SIZE COLOR. HELP YOURSELF NOT TOO MUCH SPENT ON IT. OKAY SO, UM ONE THING THAT WE KNOW IS IMPORTANT, REALLY IN ALL OF THIS PROCESSES, MATERIALS , AND WE WANTED TO SORT OF FOCUS IN ON THE IDEA OF THE DOWNTOWN.

AND CERTAINLY THE CRAIG RANCH LOOK AND FEEL OF THAT STONE, THE FLAGSTONE OKLAHOMA FLAG AND THAT KIND OF RANDOM CUT. WE KNOW THE LIMESTONE IS PREVALENT THROUGHOUT MCKINNEY AND ADRIATIC, A AND OTHER PLACES IN THIS IDEA OF THIS KIND OF COBBLED DRY LOOK STONE AND THEN CERTAINLY DOWNTOWN MCKINNEY HAS ITS FAIR SHARE OF HISTORIC BRICK THAT WE WOULD WANT TO BE HIGHLIGHTING. AND SO GIVEN THESE PYLONS AND GIVEN THESE GATEWAYS THIS ISOMETRIC BEGINS TO SHOW YOU HOW SIMPLE ONE OPTION COULD BE. AND SO AGAIN TO YOUR POINT DOCTOR. THE FACT THAT THIS PARTICULAR EXAMPLE MIGHT BE AS TALL AS 50 FT. WOULD REALLY START TO LEND ITSELF TO SOME INCREDIBLE SCALE. AND SO MY HOPE IS THAT DEPENDING ON THE LOCATION OF THESE, WE CAN START TO DRAW FROM SOME OF THOSE LOCAL MATERIALS. AND SO THE THREE CONCEPTS THAT WE'VE STUDIED SO

[00:50:01]

FAR AND THAT WE'VE GONE OVER WITH THE TAX COMMITTEE. ARE SHOWN ON THIS SLIDE HERE AND YOU CAN BEGIN TO SEE HOW STATELY AND CIVIC AND SCALE THESE REALLY WANT TO BE. THE FIRST CONCEPT IS A SIMPLE BLADE SIGNED WITH THE TYPOLOGY OF PLANTS THAT JEFF OUTLINED THOSE COULD PROBABLY CHANGE DEPENDING ON WHERE WE ARE IN THE CITY. THEY COULD CERTAINLY BE DIFFERENT COLORS AS WELL. I WOULDN'T ANTICIPATE WE DO THIS SAME GATEWAY SIX TIMES OR, YOU KNOW. 10 TIMES, BUT THERE'S SOME NUANCE THERE TO THAT. A SIMPLE MCKINNEY LOGO FLIPPED ON ITS HORIZONTAL AND THEN WHATEVER WE'RE WHATEVER DISTRICT WE'RE IN, WE'RE DRAWING FROM THOSE MATERIALS A BIT FOR THAT BASE. THE SECOND CONCEPT IS A LITTLE SMALLER, BUT IT BRINGS IN ALL FOUR PANELS AND ACTUALLY HAS A CIRCULAR BASE IF YOU WILL , AND COULD REALLY BE ROTATED AND ORIENTED IN A VARIETY OF DIFFERENT WAYS WITH THE STAINLESS MCKINNEY LETTERING, AND WE ALSO ADDED THE TEXAS AND THE FOUNDING DATE OF 18 48 ON THIS SIGN, AND THEN WE ALSO LOOKED AT THE THIRD CONCEPT SLIGHTLY SMALLER, A LITTLE BIT MORE OF A SINGULAR MOMENT, NOT QUITE AS BIG AND HAD MORE OF A COLUMN LOOK AND FEEL TO IT, AND SO AS WE WORKED OUR WAY THROUGH THE TACK AND KIND OF WENT BACK AND FORTH. WE SORT OF DECIDED ON THESE TWO SCHEMES. HERE CONCEPT ONE CONCEPT TO AND WE'VE NOT REALLY EVOLVED CONCEPT THREE AND I HOPE YOU ALL ARE IN AGREEMENT WITH THAT. AND SO WE WANT TO SHOW YOU SOME. AH THREE D MODELING THAT WE DEVELOPED FOR THE TWO SCHEMES SO YOU CAN SEE THIS IS THE 75 1 21. AH, EXPERIENCE. THIS IS ACTUALLY THE FRONTAGE ROAD HERE. AND, OF COURSE, MCKINNEY IS HERE IN THE DISTANCE. BUT THE IDEA WOULD BE THAT EACH OF THESE PYLONS REALLY SITS WITHIN A LANDSCAPE AND SO THEY DON'T FEEL LIKE THEY'RE JUST KIND OF STUCK. IN THE MIDDLE OF SOMETHING. THE IDEA WAS THAT WE CREATED A CARPET OF MATERIALS AND REALLY INCREASE THE SCALE AND VISIBILITY AND BEAUTY OF EACH LOCATION. AND SO THIS ONE IS AN EASY ONE TO SHOW CLEARLY BECAUSE THERE'S NOT A LOT OF ENCUMBRANCES AROUND THAT. THERE'S NO TELEPHONE POLES.

THERE'S NO TRAFFIC LIGHTS. THERE'S NO CRAZY GRADING. BUT IT'S AN IMPORTANT LOCATION BECAUSE OF SO MUCH TRAFFIC COMING FROM THE NORTH AND REALLY DEMARCATING THAT NORTHERN BOUNDARY. AND SO YOU CAN SEE WE REALLY LIKE THE IDEA OF LIGHTING THOSE AT NIGHT, MAKING SURE THAT THE MCKINNEY SIGNAGE GLOWS. WELL IT HAS A NICE AMBIANCE TO IT. AND OF COURSE, ALL THE PLANTS AROUND THAT, I THINK COULD BE REALLY STUNNING. THE SECOND OPTION IS THE SAME VIEWS JUST WITH THE DIFFERENT SCALE. AND SO HERE YOU CAN START TO SEE THAT. YOU KNOW, THIS ONE COULD ACTUALLY BE ORIENTED A FEW DIFFERENT WAYS. UM I HAD SAID THAT THE BASE WAS ROUNDED. I WAS WRONG ON THE BASIS ACTUALLY SQUARE, HOWEVER. WE COULD DO A ROUNDED BASE BY KIND OF INTERESTING AS WELL. UM BUT THIS ONE ACTUALLY DOES A REALLY GREAT JOB OF BRINGING IN ALL FOUR OF THE DESIGN PATTERNS AND MAKING IT MORE OF A CONSISTENT FEATURE AS WELL. AND SO WITH THAT PAM'S CLIPBOARD IS ON THE PAGE, WHICH MEANS WE'RE LOOKING FOR CONSENSUS TO MOVE FORWARD ON DEVELOPING EITHER OF THESE TWO OPTIONS. I CAN TELL YOU THAT I AM LEANING MORE TOWARD CONCEPT TO HAVE A PROBLEM WITH TURNING MCKINNEY SAD WAYS. JUST FOR SOME REASON, IT DOESN'T APPEAL TO ME.

LIKE THE HEAVENS, MCKINNEY OR EVEN IN A CHARGED SETTING. TO ANSWER THAT WE COULD CREATE A SCENARIO WHERE THIS IS HORIZONTAL. UM I DON'T THINK IT'S A IT'S A MUST HAVE NECESSARILY. WE JUST THOUGHT IT MIGHT BE INTERESTING TO SHOW IT IN A DIFFERENT WAY. BUT THIS IS HOW YOU ALWAYS SEE MCKINNEY ON ALL THE BRANDING, FOR THE MOST PART, ESPECIALLY WITH ALL THE SIGNS THAT ARE BEING DEVELOPED, SO I COULD DEFINITELY UNDERSTAND THAT. THIS ALSO HAS SOME ADDITIONAL ABILITY TO BRING PLANTS IN AROUND THESE TEARS AS WELL, WHICH ARE KIND OF INDICATED HERE IN THE THREE D I REALLY LIKE THE IDEA OF PLANTS. GIVEN THE FACT THAT WE'RE REALLY RELYING ON OUR PLANT TYPOLOGY TO SELL THIS AND IT EVOKES BACK TO MCKINNEY AND THIS IDEA OF NATURE. IT DOES A GREAT JOB OF TYING THOSE ALL IN. UM SO I COULD I COULD GET DEFINITELY SEE THAT I ACTUALLY I'M GOING TO DISAGREE WITH RIGHT BUT ACTUALLY LIKE TO HAVE DID I HEAR YOU CORRECTLY THAT YOU ALL ARE ARE SUGGESTING THAT WE DON'T HAVE THE SAME ONE AT EVERY ENTRY POINT THAT WE DO. MIX IT UP. I'M SUGGESTING THAT YOU PICK A SERIES YOU PICK EITHER A OR B FOR IT TO GO FORWARD WITH, BUT YOU COULD IMAGINE THAT IF YOU WENT WITH OPTION ONE THAT THIS WOULD BE A DIFFERENT POTENTIAL COLOR AND PLANT GIVEN THE DIFFERENT LOCATIONS, SO I WHAT I WOULD SAY JUST THIS IS MY PERSONAL OPINION. BUT I WOULDN'T DO THE INDIAN OR MEXICAN FEATHER GRASS ALWAYS GREEN AT SIX LOCATIONS. I WOULD USE THE DIFFERENT PLANTS THAT WERE LISTED BEFORE AND THE DIFFERENT COLORS. I ANOTHER ITERATION OF THIS COULD BE THAT WE GO TO A NEUTRAL ON THIS PANEL SO THAT YOU LET THE COLORS REALLY BE OUT OF VEHICULAR SCALE AND WAY FINDING SCALE. AND YOU LET THE NEUTRAL WHETHER IT'S BRONZE STAINLESS. PICK YOUR COLOR

[00:55:06]

BECOME MORE OF THE MONUMENT SCALE AT THE GATEWAY LEVEL, SO THAT YOU FURTHER DELINEATE DIFFERENCE BETWEEN THE PARTICULAR WAY FINDING AND THE GATEWAY. I HAPPEN TO LIKE THE COLORS? UM TO ME, I THINK DOING THIS SAME THING OVER AND OVER AGAIN. WHY YOU COULD DO THAT DOESN'T ISN'T QUITE AS INTERESTING AS MAYBE PLAYING WITH THAT A LITTLE BIT IN TERMS OF THE COLOR AND PATTERN BACK TO THE SLIDE THAT SHOWS THE USE THAT FIRST AND I MEAN THREE D MODELING WITH A LITTLE BIT NIGHT. AND THE OTHER ONE. SO THIS BRINGS UP A REALLY GOOD POINT, AND THAT IS THAT WE'VE GOT TO STUDY POWER. WE'RE GOING TO HAVE TO STUDY. HOW DO WE GET POWER TO A LOCATION SUCH AS THIS? SO I THINK EACH OF THESE WILL END UP COSTING A DIFFERENT AMOUNT BECAUSE OF THE AMOUNT OF PREP WORK SURVEY WORK. YOU KNOW , GETTING THESE WORKED INTO THE DIFFERENT LOCATIONS. WHEREAS POWER ETCETERA HOW ARE WE TYING IN THE IRRIGATION? SO I DO THINK THAT IN PAMELA GO SOME OVER SOME ROM COSTS WITH Y'ALL, BUT EACH ONE OF THESE LOCATIONS MIGHT HAVE ITS OWN CHALLENGES AND BE SLIGHTLY DIFFERENT IN TERMS OF COSTS. THAT MAKES SENSE. THIS ONE JUST HAPPENS TO BE THE EASIEST ONE PROBABLY TO START WITH. WITH THE EXCEPTION OF THE ELECTRICAL COMPONENTS, THE POWER COMPONENT. SO EXPLAIN HOW, UM THE PROPERTY THAT WE FIRST OF ALL, I WOULD THINK THAT THIS ONE WOULD BE PROBABLY TWICE AS MUCH AS THE OTHER. JUST BECAUSE IT'S BIGGER. IT'S MORE DETAIL. IRONICALLY, I THINK IT'S THE OTHER WAY AROUND. REALLY I THINK IT'S JUST BECAUSE OF THE SCALE DIFFERENCE. STILL A LITTLE BIT TALLER. ONE. FABRIC CONSTRUCTION IN THE FACE. YAHOO INITIALLY INTOLERANT. SO THE SO WHEN WE PUT. LET'S SAY NUMBER TWO SOMEWHERE. ARE WE HAVING TO BUY THE LAND BY THE RIGHTS TO THE LAND OF BY AN EASEMENT? WHAT IS IT GOING TO COST US? OR IS THIS GOING TO BE PUT ON? TEXTILE PROPERTY WHERE WE CAN NEGOTIATE WITH THEM. IT DOESN'T COST US ANYTHING. HOW TOM OR MAYBE GARY GARY, RIGHT. GREAT WAY. CHECKS THAT WOULD REQUIRE US TO HAVE THEM OUTSIDE THE RIGHT AWAY, SO WE'LL BE LOOKING TO GET SOME SORT OF EASEMENT FROM AN ADJACENT PROPERTY OWNER TO PUT THOSE OUT THERE, SO WE HAVE NOT LOOKED AT ANY COST ASSOCIATED WITH THAT YET. WE WANT TO GET INPUT FROM THE COUNCIL. THIS IS SOMETHING THAT THEY WANT TO MOVE. YOU WANT TO MOVE FORWARD WITH BEFORE WE GET INTO ALL THOSE FINAL DETAILS. WE HAVE SOME RAW CONSTRUCTION NUMBERS, BUT THAT EASEMENT ASIDE WOULD BE ANOTHER. NUMBER ONE TO FIGURE OUT IF SOMEBODY DIDN'T WANT TO GIVE US THE EASEMENT. ARE WE GOING TO MINUTE DOMAIN. UM THAT WOULD BE ULTIMATELY UP TO YOU. IF YOU WANT TO DO THAT. I WOULD THINK PROBABLY WOULDN'T BUT OKAY . YEAH I MEAN, I'M NOT REALLY EXCITED ABOUT THAT. SO AREN'T ALWAYS GOING TO BE IN SOME FORM OF FOR OTTAWA AND JUST DEPENDING ON WHO THE RUNAWAY BELONGS TO MORE MORE PRIVATE. IN PRIVATE, SO IF IT'S A LONG ARC CITY RIGHT AWAY, WE COULD DO THAT. BUT TEXT DOT WOULD NOT WANT THAT TYPE OF OBSTACLE IN THERE RIGHT AWAY BECAUSE THEY WANT WHAT THEY CALL THE CLEAR ZONE. ROADWAY SAFETY. SO IF YOU DEPART FROM THE ROADWAY. THEY WANT TO KEEP THAT AS CLEAR AS POSSIBLE OBSTRUCTIONS FOR SAFETY REASONS . THEY ALSO WANT THEIR UTILITY.

THE UTILITY PROVIDERS HAVE A CORRIDOR TO PROVIDE. AH THERE UTILITIES ALONG THAT ALONG THE ROADWAY SO THEY WOULDN'T WANT THIS OBJECT THAT WOULD BE PROHIBITING THOSE UTILITIES FROM UTILIZING THERE RIGHT AWAY. THANK YOU. COULD YOU HAVE YOU WOULD GO BACK TO THE THREE? FOR ME THAT. WITH THAT SPLIT UP BOTTOM RIGHT UPRIGHT, AND THEN YOU GO TO THE NEXT ONE. LIKE HAVE ONE BETTER. LIKE OR CRAYONS. TWO. COLORFUL TOO. I DON'T KNOW. I MEAN, YEAH, I THINK YOU COULD. I COULD DEFEND BOTH. BOTH SOME PEOPLE MAY LIKE THE ARRAY OF COLOR. I'M PROBABLY LIKE A SIMPLER VERSION. YOU COULD ALSO DO THESE AS NEUTRALS TO THERE'S NO REASON TO SAY WE CAN'T MAKE THOSE NEUTRAL PALETTES AS WELL. THOSE DON'T HAVE TO BE THE COLOR. WE JUST KIND OF FELT OR YOU DO. THREE OF THEM AS BRONZE. AND ONE OF THEM. MAYBE THE TALL ONE IS THE COLOR ONE AND THESE ARE MORE NEUTRALS TOLD WHEN THE GREEN ONES EXACTLY WHAT I'M SAYING. SO YEAH, WE COULD MUTE THEM, AND I THINK AS WE FURTHER THIS, THERE'S A LOT OF DIFFERENT KIND OF ELEVATION

[01:00:03]

STUDIES. WE COULD LOOK AT THERE IS SOMETHING COOL ABOUT THE IDEA OF MAYBE THE SINGULAR ONE BEING THE COLOR AND THESE BEING NEUTRAL. AND YOU CAN COMBINE THE BEST OF BOTH. MAYBE IN SOME WAYS , WHICH THAT'S ALSO AN OPTION TO IF THERE'S PIECES OF THE TWO OF THESE THAT YOU REALLY LIKE. I KNOW PAM PROBABLY GONNA KILL ME FOR SAYING THIS, BUT WE COULD COME CREATE A HYBRID OF THE TWO IF YOU FELT LIKE THERE WERE STRENGTHS IN BOTH, BUT, UM I THINK WHAT WE'RE LOOKING FOR TODAY IS JUST YES. YOU'RE ON THE RIGHT TRACK. YES PLEASE PROCEED WITH DEVELOPING FURTHER. SOMEDAY WE'LL CATCH UP WITH JEFF AND GET A BIT PACKAGE FOR ALL THIS, BUT REALLY, WE WANTED TODAY TO BE ABOUT YEAH, WE THINK WITH SOME TWEAKING WE CAN. WE CAN GET THERE WITH YOU. UM AND WE CAN JUST KIND OF KEEP YOU SAY YOU'RE GONNA DO SIX OF THESE. THAT WAS ON THE MAP IS WHAT WE KIND OF IDENTIFIED AS THREE KEY LOCATIONS YOU COULD DO MORE LIKE YOU COULD DO ONE OUT ON 3 80.

TOWARDS PRINCETON THERE AS ONE WHICH IS BASICALLY YOU KNOW, THEY'RE LIKE THE IDEA OF DOING ONE, POTENTIALLY AS YOU COME INTO DOWNTOWN. THERE'S OTHER ONES THAT MIGHT EVOLVE OVER TIME THAT YOU THINK ARE REALLY NECESSARY. SO WE JUST THOUGHT THESE SIX WERE A GOOD STARTING POINT. BUT COURSE IT'S ALL BUDGET DRIVEN AND DEMAND DRIVEN AND WHAT YOU GUYS THINK SIX DIFFERENT ONES WHERE UNIQUE BY NATURE. WHY THEY ALL HAVE TO BE THE SAME. YOU'RE GOOD. GOOD I WAS JUST THINKING, AT LEAST FOR THE ONE DOWNTOWN. I ACTUALLY PREFER THE ONE WITH ALL THE COLORS. UM I THINK THAT'S MORE FITTING FOR DOWNTOWN. BUT I DO I LIKE THE SLEEKNESS AND SIMPLICITY OF THE CONCEPT ONE FOR THE REST OF THE CITY. SO I THINK WHAT PAUL IS GETTING AT IS YOU LIKE THE IDEAS OF DOING CONCEPTS. WE WANT TO TAKE THOSE FORWARD INCLUDED IN OUR MASTER PLAN. THEN AS WE DO IN PICK SOME IDEAS, SOME LOCATIONS TO DO THESE, WE WOULD BE DEVELOPING A SPECIFIC CONCEPT FOR ALONG THE 75 CORRIDOR ON THE NORTH OR AT 1, 21 75 ACTUALLY BRING THOSE AND THEN YOU COULD HAVE ACTUAL INPUT. WE'RE NOT SAYING WE'RE DEVELOPING ONE AND THEY'RE GONNA COME BACK AND KEEP DOING ITERATIVE PROCESS AS PART OF THIS MASTER PLAN. THIS IS THE CREATE A FRAMEWORK THAT YES, THIS IS AN ELEMENT THAT THE COUNCIL FEELS WE SHOULD BE DOING AS PART OF THE WAY FINDING SYSTEM. AND WHEN WE GO AND IMPLEMENT THESE, THESE ARE A MUCH HIGHER COST NUMBER FOR EACH ONE. SO WE'RE GOING TO BE LOOKING AT THESE AND INDIRECT KIND OF INDIVIDUAL BASIS. DESIGN WHAT YOUR SURVEY UNDERSTAND ALL THE CONSTRAINTS AT EACH LOCATION . SO, UM, YOU KNOW WHEN WE START TO GET INTO THE I LIKE THIS ONE FOR THE DOWNTOWN OR THAT ONE.

WHEN WE BRING YOU A SPECIFIC LOCATION. THAT'S WHEN WE'LL GET INTO THOSE DISCUSSIONS AND HOW WE REFINE IT. BUT THIS IS LIKE THE GATEWAY CONCEPT. GATEWAY MONUMENTS AS A CONCEPT, INCLUDING THE MASTER PLAN. DO WE WANT THEM TO? DO? YOU WANT US TO FOCUS ON LIKE MAYBE THESE FREE THREE FIRST ONES THAT GIVES US MARCHING ORDERS PAYING? WE'LL TALK ABOUT LATER THAT WE HAVE TO FIND FUNDING FOR AND THEN PICK THE FIRST ONE. DESIGN IT MOVE FORWARD WITH IT. AND THEN WHEN WE MOVE FORWARD WITH THAT DESIGN PROCESS NOW WE'RE BACK IN FRONT OF YOU. GETTING THE FINE DETAILS OF THAT PARTICULAR LOCATION FOR ME. CAN CAN I ASK A QUESTION ABOUT THE MAP? THE LOCATIONS LIKE THE ONE WE'VE IDENTIFIED AT 1, 21 AND CUSTER. ASSUME THAT'S ON THE SOUTH SIDE OF 1 21, AND WE'VE GOT TO BE OUTSIDE THE NORTH SIDE OF 1 21 DON'T REALLY LIKE THIS WAS GOING TO SAY DON'T SEEM LIKE YOU'D WANT THAT NOW AND THEN THE WHERE YOU'VE GOT IT MOCKED UP, BUT 1, 21 AND 75. IS WITHIN THE ACCESS ROADS. SO WE'RE TRYING TO GET REALLY CREATIVE THERE. I'VE ALWAYS ENVISIONED WHEN YOU WHEN YOU'RE DRIVING NORTH, YOU'VE GOT THOSE OVER OVERPASSES THERE. THERE'S A LITTLE BIT OF GREEN SPACE IN THERE. IT MAY TECHNICALLY BE IN THE TOWN OF FAIRVIEW. UM BUT BECAUSE OF THE LOCATION OF THE INTERCHANGE, WE THINK WE CAN GET TEXT TO WORK WITH HIS DESIGN SOMETHING IN THAT LOCATION AND REALLY ANNOUNCED THAT YOU'RE ENTERING IN MCKINNEY AND THAT'S NOT A RIGHT AWAY ISSUE. AGAIN WE WILL HAVE TO WORK WITHIN THE CONSTRAINTS THAT THEY HAVE. WE MAY HAVE TO PUT SOME SORT OF BARRIER IN THERE TO HELP PROTECT SAFETY IN THERE. IT MAY BE UP ON THE HILL ENOUGH WHERE IT'S OUTSIDE OF THEIR CLEAR ZONE. THOSE ARE ALL NUANCES. WE HAVE TO WORK THROUGH ON EACH ONE OF THESE DESIGNS. DON'T HAVE AN ISSUE COMING UP WITH FAIRVIEW THIS EVENING. HAS SOMETHING TO DO WITH TRADING BOUNDARIES OR SOMETHING OF THAT NATURE THAT WE COULD POSTPONE UNTIL WE GET A BETTER PLACE ON THIS ONE. ALL RIGHT. ALL GO AHEAD AND SIT DOWN AND I'LL TURN IT BACK OVER TO PAM. AND SHE CAN KIND OF GO THROUGH SOME HIGH LEVEL COSTS WITH Y'ALL. THANK YOU. BEFORE I DO THAT. I WANT TO GO BACK SINCE WE KIND OF ZOOM THROUGH THIS SLIDE. AND SEE IF COUNCIL HAS ANY ADDITIONAL FEEDBACK. ARE WEM BEFORE WE MOVE FORWARD. NO

[01:05:10]

PROBLEM. CURRENT. THANK YOU VERY MUCH. TO THE NEXT TWO SLIDES. SOME PROVIDE A SUMMARY FOR COUNCIL ON THE PROJECT COSTS WE ARE ANTICIPATING FOR BOTH THE WAY FINDING AND THEN THE GATEWAY MONUMENTS. SO FOR THE WAY FINDING PORTION WE ARE LOOKING AT A $2.6 MILLION INVESTMENT FOR OVER 120 SIGNS. WE HAVE ALREADY PROGRAMMED 1.5 MILLION THROUGH C I P AND WE PLAN TO SUPPLEMENT THE REMAINING OF THAT THROUGH SIPPY AND AVAILABLE GRANTS THAT WE MAY HAVE ACCESS TO, INCLUDING WORKING WITH D. C. VISIT MCKINNEY WHATEVER WE CAN GET OUR HANDS ON. AND NO MATTER HOW THE HOW WE FACE THE CONSTRUCTION. WE DO PLAN TO BEGIN WITH THE EAST SIDE SPECIFICALLY THE DOWNTOWN AREA. AS WE MENTIONED THERE'S A LOT OF UNKNOWNS WITH THE GATEWAY MONUMENTS, BUT THIS IS A ROUGH ORDER OF MAGNITUDE THAT WE WERE ABLE TO PUT TOGETHER BASED ON SOME ESTIMATES FROM VENDORS. SO FOR THE THREE PRIMARY LOCATIONS THAT WE'RE LOOKING AT WE COULD BE POTENTIALLY LOOKING AT A $2.5 MILLION INVESTMENT. WE WANTED TO SHARE THIS VERY ROUGH ESTIMATE WITH COUNCIL JUST TO GIVE YOU ALL AN IDEA OF THE INVESTMENT WE'RE LOOKING AT FOR THE FUTURE. AND I THINK I HEARD THE MAYOR SAY THAT HE'S IN FAVOR OF MOVING FORWARD FOR THE NEXT PHASE FOR THE GATEWAY MONUMENTS IS THE REST OF COUNCIL AND AGREEMENT. SO 2.6 MILLION GETS US WHAT? JUST THE THREE OR BECAUSE I'M SORRY. 2.5 IS THAT MONEY? 2.6 GETS US WHAT. GO TO THE SLAM BEFORE. THIS ONE GETS US 123.

OKAY? 2.5 IS THE VERY GREAT B. I HAD NO IDEA. IT COSTS THAT MUCH. I'M NOT SURE THAT I'M 2.5 IF IT'S COMING. THE NEXT. THE NEXT PHASE WOULD JUST BE TOO REFINED. THAT'S CORRECT DIDN'T GET THAT WAS ONLY FOR THREE SIGNS RIGHT? SPORT. FIVE. YEAH. FOR THREE SIGNS. WHAT I GOT A QUICK QUESTION IS THAT 25% CONTINGENCY ? THAT IS BECAUSE GOOD MARKET. MARKET VALUE. WE REALLY DON'T KNOW ONCE WE DO START CONSTRUCTING THESE, UM BUT THISE ENOUGH, INCLUDING TO INCLUDE DESIGN ALSO WE DID GET SOME ESTIMATES, WHICH ARE THEY APPEAR FAIR. BUT AGAIN, WE REALLY DON'T KNOW WHAT THE INFLATION COSTS AND AS GARY MENTIONED THE LAND ACQUISITION. HELP. WE? WE JUST TO BE CLEAR RIGHT NOW. HMM. YES THAT I GAVE ON FOR ME ON MOVING FORWARD IS, OF COURSE NOT COMMITTING TO $2.5 MILLION AT THIS TIME, IT IS JUST TO REFINE THAT MORE. PUT SOME MORE EFFORT INTO REFINING THAT MHM. I ALSO BELIEVE THAT THERE IS AN OPPORTUNITY FOR US TO GO OUT AND PAINT. AND RAISING CAMPAIGN FOR CORPORATE STAKEHOLDERS IN MCKINNEY. GREAT SOME OF THIS MONUMENT SIGNAGE AND SENSE OF PLACE AND IT MAY BE THAT WE DO TO LOCATIONS AND JUST DEPENDS.

BUT IF IT'S SOMETHING THAT COUNCIL DEFINITELY AGREES THAT MAYBE IN NEAR TERM THAT WE WOULDN'T WANT TO FURTHER THE DESIGN. WE CAN DEFINITELY PLAN FOR THAT. MAYBE CRAIG IF HE WAS WATCHING, AND I THINK BIG CONTRIBUTOR. I HAVE HIS MR MCKINNEY AND MY GOOD FRIEND. YOU KNOW, GO AHEAD AND JUST SAY HE'S GOOD FOR HER. BUT THERE MAYBE THERE'S PROBABLY SOME OPPORTUNITIES LIKE THAT. I GUESS I WOULD DEFINITELY BE HALFWAY THERE. IS EVERYONE GOOD AGAIN? WE'RE NOT COMMITTING TO THEM WERE EASY TO MOVE FORWARD AND LET'S LET'S LIKE THE CONCEPTS AND THE COST IS A LITTLE BIT STICKER SHOT. SO RIGHT. BUT ONCE WE FURTHER THE DESIGN WILL

[01:10:03]

DEFINITELY HAVE MORE ACCURATE ESTIMATES. BUT WE ALSO HAVE TO ACCOUNT FOR WHAT WHAT IS IT GONNA TAKE TO PUT IT ON PEOPLE'S LAND, SO ABSOLUTELY. AND I WOULD THINK HOPEFULLY THAT MAYBE THEY THEY WOULD GIVE US THAT EASEMENT , BUT I DON'T KNOW. I MEAN, MAYBE WE. WE DO A LITTLE HOMEWORK THERE TO SEE WHERE WE THINKING TALKING TO LANDOWNERS. AND MAYBE ALL OF THEM ARE LIKE, YEAH, I WOULD LOVE TO HAVE THAT THING ON THEIR AND THAT'D BE GREAT. YEAH, GREAT SUGGESTION, BUT I DON'T YOU KNOW, AND WE ALSO WELL THE CITIES WANT TO DO IT, SO THEY'RE GOING TO GOOD FOR ANOTHER $40,000 OR SOMETHING. I DON'T WANT THAT. PERFECT TRIBUTE. SO HERE ARE JUST WANNA , MAYBE AS WE AS WE'RE MOVING FORWARD. I DEFINITELY WANT THIS TO STAND OUT. I MEAN, WHEN WE'RE COMING UP 75, THERE'S A LOT OF WEIGHT FINDING FOR CITIES SOUTH OF US, AND WE DEFINITELY WANTED TO APPEAR DISTINCTLY ENTERED MCKINNEY. YES. SO AS WE MOVE FORWARD, I WOULD JUST LIKE THE DESIGN TEAM TO KEEP IN MIND LIKE DRY. I'M SURE YOU GUYS HAVE DRIVEN THAT SEVERAL TIMES.
