SO MCKINNEY HAS TWO DISTINCT TOURS. YES, JUST SECOND. ABSOLUTELY. I UH, MEETING OF TOURIST NUMBER ONE WILL HAVE THE GUY WHO'S IN CHARGE. IT'S 5 31, AND WE'RE TO NORTH TENNESSEE'S CAN IN TEXAS. MCKINNEY HAS TWO DISTINCT TOUR ZONES, AND I WANT TO TALK A LITTLE BIT ABOUT THE HISTORY OF EACH AND MAYBE HAD A LITTLE ABOUT THE FUTURE OF BOTH TURNS. ONE WAS FORMED IN 2000 AND 10 AND ENCOMPASSES ABOUT 950 ACRES IN AND AROUND MCKINNEY'S TOWNS, UH, CAN TOWN CENTER AND ALSO ALONG HIGHWAY FIVE FROM 3 82 THE SPUR 3 99. U. S 75 INTERCHANGE. IT WAS ORIGINALLY CONSTRUCTED FOR A 30 YEAR TIME PERIOD. IN NOVEMBER OF 2010, THE CITY IN COLLIN COUNTY ENTERED INTO A NARROW LOCAL AGREEMENT WHEREBY THE COUNTY WOULD CONTRIBUTE AT ABOUT 50% OF THEIR INCREMENT IN THE DISTRICT. AND COLLIN COUNTY'S PORTION IS LIMITED AND EXPENSES TO TRANSPORTATION AND TRANSPORTATION INFRASTRUCTURE. SO WITH MAJOR PROJECTS PLAN JUST EAST OF HIGHWAY FIVE IN THE SQUARE PLAN IS THE CITY'S INTEND TO ISSUE DEBT THIS SUMMER ABOUT $16 MILLION IN TERMS OF REVENUE BONDS. THIS DEBT WILL HELP PAY FOR THE CONSTRUCTION OF A NEW CITY HALL AND PORTIONS OF EAST VIRGINIA AND THROCKMORTON STREET. TO HELP FACILITATE THE ISSUANCE OF THESE BONDS WERE PROPOSING A FIRST AMENDED IN OUR LOCAL AGREEMENT FOR TURNS ONE. THIS WILL EXTEND THE TOURS TO 2055 ALLOW THE US TO POSSIBLY ISSUE 30 YEAR REVENUE BONDS. UM THE AFOREMENTIONED REQUIREMENT FOR COUNTY FUNDS TO BE ONLY USED FOR TRANSPORTATION IMPROVEMENTS , AND IT WOULD REMAIN IN PLACE IN THE OVERALL INTER LOCAL AGREEMENT. SO BARRY HAD SOME PRETTY PICTURES HERE. YOU CAN SEE THIS IS SOME OF THE PLANS FOR ACROSS HIGHWAY FIVE FOR THE NEW CITY HALL AND THE STREETS AND ROADS AROUND THAT, SO THIS IS WHAT WE'RE TALKING ABOUT, POSSIBLY ISSUING SOME DEBT THIS LATER THIS SUMMER FOR. SO MOVING ON INTEREST TO WAS ALSO FORMED IN 2000 AND 10. IT ENCOMPASSES A LOT MORE, IT'S ABOUT 3617 ACRES IT'S IN AND AROUND MCKINNEY NATIONAL AIRPORT. WE CALL IT THE AIRPORT TOURS. IT WAS ORIGINALLY CONSTRUCTED FOR THE SAME 30 YEAR TIME PERIOD IS TURNS ONE. AND ALSO IN NOVEMBER OF 2010, THE COLLIN COUNTY ENTERED INTO ANOTHER IN A LOCAL AGREEMENT THAT WOULD CONTRIBUTE SET THEIR CONTRIBUTION OF INCREMENTS 50% AND ALSO WITH THE SAME AS TEARS.

ONE PORTION IS LIMITED TO TRANSPORTATION AND TRANSPORTATION INFRASTRUCTURE.

THE AS FAR AS 32 GOES. THE CITY IS NOT CURRENTLY PROPOSING THE ISSUE IN THE REVENUE BONDS FROM THIRST TO PROCEEDS. TO MATCH THE ACTION TAKEN ON TOURS ONE AND ALLOW FOR THE POSSIBILITY OF 30 YEARS NOTES TO BE EXTENDING THE FUTURE WHERE ALSO CONTEMPLATING EXTENDING THIS AGREEMENT BY 15

YEARS AS WELL. ONCE AGAIN REMAINING THE COUNTY'S PORTION REMAINING, UH FOR TRANSPORTATION. AS WELL. BARRY HAS SOME PRETTY PICTURES OF THE AIRPORT HERE MENTIONED SOME OF THE IMPROVEMENTS THAT HE HAS SHOWN HERE THAT ARE COMPLETED. SOME OF THEM ARE ONGOING, AND SOME OF THEM HAVEN'T EVEN BEGUN YET, BUT I DO SEE THE CORP. TIN HANGER NEW FBO TERMINAL THAT IS UNDER CONSTRUCTION TAXI LANE, A RELOCATION AND A FUTURE CUSTOMS BUILDING, AND ALSO THE COURSE THE EXTENSION OF THE RUNWAY WHICH IS A VERY BIG PROJECT THAT WE HAVE. AH, PLAYING FOR THE FUTURE OF THE AIRPORT. SO FOLLOWING ANY ACTION TONIGHT BY BOTH BOARDS AMENDED AGREEMENT WOULD BE FORWARDED TO COLLIN COUNTY FOR ACTION AND THEN RATIFIED BY THE MCKINNEY CITY COUNCIL. AND AS ALWAYS, BEFORE THE ISSUANCE OF ANY REVENUE BONDS. UM TURNS UP THAT THE CITY COUNCIL WOULD APPROVE A BOND PARAMETER ORDINANCE. PART OF THAT PROCESS, THE TERMS ITSELF WOULD RECEIVE A RATING AND ITS CREDIT CREDIT WORDS IN THIS WOULD BE AFFIRMED BY RATING AGENCY. SO WITH THAT, I'LL BE HAPPY TO TAKE ANY QUESTIONS OR MARK. YOU SAID THAT THE INTERNS ONE WE'RE ANTICIPATING ISSUING 30 YEAR BONDS FOR 16 MILLION REVENUE BONDS. DID I UNDERSTAND THAT CORRECTLY, CORRECT. WHAT IS THE REVENUE GOING TO COME FROM? REVENUE COMES FROM THE INCREMENT THAT GOES INTO THE TOURS, WHICH IS PROPERTY TAXES AND SALES TAXES. CITIES PORTION OF THE TOURS INCREMENT. WOULD THAT WOULD GO TOWARDS THE CITY OF REVENUE BONDS, AND I'M OBVIOUSLY BEING INCORRECT HERE. I THINK OF REVENUE GENERATED BY WHAT THE GUYS ARE BUYING. BUT THAT'S NOT THE CASE. IT'S TAX REVENUE. CORRECT IT WOULD BE TAX REVENUE, BUT IF WE COULD PLEDGE PUT REVENUE BONDS BECAUSE WE COULD POSSIBLY PLEDGE SINCE OUR PORTION IS SOME OF IT COMES FROM SALES TAX. WE COULD HAVE A REVENUE PORTION COLUMN REVENUE BONDS, BUT IT WOULD BE MOSTLY A PROPERTY TAX GENERATED BONDS LIKE A GEO BOND TO ME, BUT IS THAT NOT WHAT WE CALL IT? BECAUSE IT'S A TOURIST. IT CAN'T BE BECAUSE WELL, BECAUSE THERE WILL BE COULD BE A SALES TAX PORTION TO IT, BUT ALSO BECAUSE OF THE DIFFERENCES BETWEEN WHAT THE COUNTY COULD PAY THEIR BET, TOO, AND IT WORKED WITH WORK A LOT THE SAME. WHEN WE EXPECT TO PAY, YOU WOULD BE RIGHT NOW LOOKING AT ABOUT 15 BASIS POINTS HIGHER UNDER THOSE, SO WE'RE THAN WHERE WE ARE RIGHT NOW, WHICH IS A LITTLE UNDER 4% I WOULD SAY WE'RE GOING TO BE AT 4 4.5. BY THE TIME WE GET TO ISSUE THESE BONDS, ESPECIALLY WITH THE 75 BASIS POINTS THAT WE JUST INCREASE THAT WE CHOSE CULPABLE. YOU CAN SET THE CALL DATE FOR WHENEVER YOU WANT. WE COULD CONSIDER DIFFERENT DATES. IF YOU WERE LOOKING FOR AN EARLIER CALL . WE GENERALLY CALL IT 10 YEARS, THOUGH, SO TYPICALLY, I'M NOT A BIG FAN OF SO IF WE APPROVE IT, CAN WE ISSUE IT OR DO WE HAVE TO GO TO THE VOTERS KNOW YOU CAN ISSUE THESE? THIS WILL BE ISSUED AS C. E O S, UM, CERTIFICATES OF OBLIGATION. HOW LONG WOULD IT TAKE TO ISSUE THESE BONDS? WE COULD DO THAT WITHIN PROBABLY 60 TO 90 DAYS OF THE WE HAVE ALREADY STARTED LOOKING AT THIS ISSUE ONCE, SO, YOU KNOW THE WHEELS ARE SORT OF IN MOTION TO BRING A PARAMETERS ORDINANCE. HOW LONG DO WE ANTICIPATE BEFORE ALL THE MONEY IS SPENT? UH THE WE ARE LOOKING AT AT AT BRINGING IN ALL OF OUR FUNDS FOR CITY HALL, SO I NEED TO HAVE CAPITAL STACK FOR CITY HALL BUILT BEFORE WE CONTRACT THAT AND I'M ASSUMING WE'RE GOING TO CONTRACT THE CONSTRUCTION OF THAT SOMETIME IN SEPTEMBER. UM AND I WOULD NEED A CAPITAL I HAVE ON MY BOARD UPSTAIRS AT THE CAPITOL. STAG NEEDS TO BE READY BY OCTOBER ONE OF THIS YEAR. SO YOU KNOW, I'M NOT A FAN OF ISSUING IT ALL UP FRONT AND STUFF LIKE THAT. WITH INTEREST RATE ENVIRONMENT, I IT MIGHT BE THE WISEST THING. ABSOLUTELY.

SO WE'LL LOOK AT PUTTING THEM IN. WHAT WOULD YOU KNOW IF YOU IF IT WAS EXTENDED OUT, 30 YEARS, WHAT'S THE YEARLY PAYMENT? ROUGHLY JUST A GUESS WE DON'T KNOW WHAT IT WOULD RIGHT. SO LET'S SEE 16. SO, UH, THAT WAS IT'S ABOUT 25% OF THIS YEAR'S REVENUES, BUT I DO ANTICIPATE, UH, FISCAL YEAR 23 REVENUES TO BE MORE MORE IN THE LINE OF 567% INCREASE FOR THAT, SO WE ARE SEEING GOOD GROWTH IN OUR TOURS. IT'S BECOMING ESTABLISHED. UH AND THIS WOULD NOT PUT IT UNDER, UM THAT MUCH PRESSURE SO I DON'T FEEL LIKE WE WOULD BE OVEREXTENDING ITS $16 MILLION A COUPLE OF COMMENTS FROM ME. I GENERALLY DON'T. LIKE NON VOTER APPROVED DEBT IN THIS WAY. IT IS DONE WITH TENDER AT THE COUNTY TEND NOT TO DO IT AT ALL. IS GENERATING BACK TO OUTSIDE BECAUSE IT'S 100% OF THE. THERE ARE SOME SECONDARY BENEFITS THAT HAPPEN OUTSIDE, BUT UM, YOU KNOW, I WOULD. I WOULD ALMOST PREFER TO SEE UH, CONTRIBUTION THE INCREMENT. ON THE CITY SIDE GO DOWN A LITTLE BIT, RETURNED SOME OF THE MONEY OVER TO THE CITY SIDE THAT WAY THE CITY CAN USE IT'S BETTER RATING TO GET BETTER INTEREST RATES IN THE FUTURE. UNFORTUNATELY, WE'RE. WE DON'T HAVE ENOUGH ACTIVE PROJECTS READY TO GO TO BE ABLE TO CONSUME THE DOLLAR SO YOU COULD DIRECT THEM OVER TO HERE. THAT'S RIGHT. TAKE THEM, TAKE THEM AND AVOID THIS. THE 16 MILLION FOR NOW HAD BEEN THE 30 YEARS TO MAKE SURE WE WERE NOT IMPACTING THE TOURS TO NEGATIVELY FOR DEBT SERVICE COVERAGE FROM THE FROM THE COUNTY PERSPECTIVE. I MEAN, IT'S ONLY OUR LITTLE PORTION, IT WOULD BE UNPRECEDENTED FOR US TO GO. UP TO THAT TOTAL LENGTH OF TIME FOR A TOURS.
