[Financial Report]

FIRST REPORT AGENDA ITEM 22-0538 FINANCIAL REPORT CHANCE MILLER. GOOD MORNING CHANCE. MILLER FINANCIAL COMPLIANCE MANAGER. AND WILL BE GOING OVER THE MAY FINANCIAL REPORT. IT WAS A NORMAL MONTH IN REGARD TO OPERATING EXPENSES IN REGARDS TO PROJECTS FOR COMMUNITY GRANTS AND PROJECTS WE HAD 146,000 PAID OUT IN MAY. IN REGARDS TO THE PARK CONSTRUCTION FUND. WE HAD 410,000 TOTAL EXPENSES FOR THE MONTH OF MAY WAS 690,000 TOTAL REVENUE WAS 2.1 MILLION. MOVING ON TO SALES TAX AND MAKE COLLECTIONS AS APPLICABLE TO THE MONTH OF MARCH. MARCH IS ONE OF OUR TOP FOUR COLLECTING MONTHS OF SALES TAX. SO IF YOU EVER LOOKING AT THE BOTTOM OF OUR MONTHS FOR REFERENCE, WE COLLECTED 8.4 MILLION THE CITY DID FOR MAY. AND IF YOU LOOK AT ANOTHER MONTH, LIKE LAST MONTH, WE COLLECTED FIVE MILLION, SO PERCENTAGE OF INCREASES MATTER MORE IN SOME OF OUR HIGHER MONTHS THAN THEY DO IN THE LOWER MONTHS JUST FOR REFERENCE GOING INTO THIS. UM SO FOR MARCH COLLECTION OR MORE THE MONTH OF MARCH, THE CITY MCKINNEY HAD A 15.3% INCREASE. ELLEN HAD A DECREASE OF 2.8% FRISCO HAD AN INCREASE OF 23.9. PLANO HAD AN INCREASE OF 32.1% MCKINNEY AND PLANO HAD FAIRLY LARGE AUDIT COLLECTIONS. SO MCKINNEY'S TRUE INCREASE WAS 9% AND PLAYING THOSE TRUE INCREASE WITH 7. SO THEY ONLY DOUBLE DIGIT INCREASE

[00:05:04]

WAS FRISCO, WHICH WAS 23.9, AND THEY WERE HIT HARDER FROM COVID'S. THEY'RE STILL TRYING TO LOT OF THAT WAS KIND OF MAKING UP THE OLD CELTICS. THEY HADN'T FULLY GOT BACK TO WHOLE YET. UM OBVIOUSLY THE ECONOMY'S CHANGING A LOT NOW, SO WE DON'T KNOW HOW THAT PLAYS OUT. I MEAN, OBVIOUSLY, WE'VE BEEN SEEING DOUBLE DIGIT INCREASES FOR THE MAJORITY OF THE MONTH. SO NOW WE'RE STARTING TO SEE A LITTLE BIT OF DIP BELOW THAT. I DON'T EXPECT JUNE TO SHOWING A DECREASE, BUT NOW, AUGUST COLLECTIONS MIGHT BE A GOOD MONTH FOR US TO LOOK AT AND SEE IF THE INFLATION AND CPI INCREASES AND GAS AND ALL THAT PLAYS ANY EFFECT INTO OUR SALES TAX NUMBERS. SO WE'RE STILL A COUPLE OF MONTHS AWAY FROM GETTING THOSE NUMBERS. WOULD THAT BE THE FIRST MONTH? I WOULD EXPECT TO SEE ANY WE DO SEE A LITTLE BIT OF A NO, I WOULDN'T SAY A DATE DECREASE BUT LOWER INCREASED RATE. THEN THAT MIGHT BE THE FIRST MONTH. I TRULY EXPECT TO SEE THAT UM, MCCAIN THAT BRINGS YOU HERE TODAY TO INCREASE UP TO 18% OBVIOUSLY, THAT'S GREAT. WE STILL HAVE FOUR OR FIVE MONTHS THE WAY WE HAVE TWO MONTH LAG, SO WE STILL HAVE FOUR OR FIVE MONTHS TO COLLECT, UM, TO FULFILL THIS FISCAL YEAR. UM LOOK AT THE CELL SOCKS BY IN HISTORY. ALL THE INDUSTRIES ARE THE SAME. RETAIL TRADE IS THE ONE OF THE MOST. UM AND BUT THEY'VE BEEN THAT HAS BEEN CONSTANT FOR ABOUT A YEAR AND A HALF NOW, SO EVERY OTHER INDUSTRIES UM, INCREASING ABOUT THE SAME RATE ABOUT 10% SO I DON'T SEE ANYTHING NOTICEABLE THERE, AND I'LL STAND FOR ANY QUESTIONS. ALL OF THE CHECKS THAT WERE ISSUED AND TRANSMITTAL INFORMATION WAS ATTACHED TO THE OTHER. ANY QUESTIONS? QUESTIONS. THANK YOU CHANGE. AGENDA ITEM

REMEMBER BRADFORD MARY, YOU HAVE ANY ALSO LIKE TO NOTE THAT, UM LOVED ATTENDING THE JUNETEENTH EVENT AND ENJOYED, UM GOT TO C AND G FOR A MOMENT, AND, UM I HAVE TO LAUGH AT THIS ONE. WE'RE LISTENING TO THE SALES TAX REPORT BECAUSE I DEFINITELY IF YOU TAKE YOUR 16 YEAR OLD DOWNTOWN DURING A BEER WALK, YOU STIMULATE THE ECONOMY BECAUSE I GOT SO TIRED OF LISTENING TO HER COMPLAIN THAT I SAID FINE. JUST BUY WHATEVER YOU WANT SO I WALKED AROUND AND ENJOY THE BEER WALK WHILE SHE, UM ADDED TO OUR SALES TAX REVENUE. UM SO AND THEN I GOT IN THE CAR AND THOUGHT, HOW MUCH DID YOU BUY? SO ANYWAY? BUT IT WAS. IT WAS A GOOD WEEKEND, BUT I DID ENJOY GETTING TO GO DOWN THERE AND HAVE SOME WONDERFUL JAMBALAYA AT THE JUNETEENTH EVENTS WAS WELL ATTENDED TO DAVID KELLEY. NOTHING FOR ME. NICE TO NOT NOT NECESSARILY A SUBCOMMITTEE, UM, COMMENT, BUT I WAS REALLY GLAD TO ATTEND TO GOING AWAY RECEPTION FOR AMY ROSENTHAL AT MCKINNEY MAIN STREET AND JUST WILL SAY WE WILL ALL MISS HER AND WISH HER WELL IN HER NEW ENDEAVOR. HER PRESENCE WILL LONG BE FELT, AND WE ARE LOOKING FORWARD TO CONTINUING THE GOOD PROCESS, AND I KNOW SHE LOVED THINGS IN GREAT HANDS. AGREE WITH CATHERINE. I ATTENDED THE GOING AWAY AT TAPS. UM, WAS A GREAT EVENT EVERY GREAT. TURNOUT FOR HER. SHE WILL DEFINITELY BE MISSED, BUT LOOK FORWARD TO WHAT'S TO COME NEXT. AGAIN. I SHARED THE SEDIMENTS WITH I WAS ABLE TO CATCH A ON FRIDAY IN BED HER NOT TO LEAVE US. SHE, UM I'M EXCITED FOR HER. I KNOW HER NEXT ENDEAVOR. THEY'RE GOING TO LOVE AND APPRECIATE HER THE WAY THAT WE DID, AND WE STILL LOVE YOU, TAKAYA AND ANDREW. BUT COME WITH THE ENERGY. I TOLD YOU YOU BETTER COME WITH THE ENERGY UM, THE AMY IN ENERGY SO AGAIN, SHE WILL BE GREATLY MISSED, BUT SHE LEFT US IN GOOD HANDS, AND WE ARE GRATEFUL FOR HER SERVICE AND ALSO FOR ABBY LOOP FOR HER SERVICE WITH D. C. SO THANK YOU ALL NEXT ON THE AGENDA CITY OF MCKINNEY, MR GRIMES. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT. MEMBERS OF THE BOARD. MY NAME IS PAUL GROUNDS CITY MANAGER. A COUPLE OF ITEMS TO UPDATE YOU WITH AT THE LAST THIS PAST CITY COUNCIL MEETING THIS, THE COUNCIL ADOPTED TWO ITEMS THAT ARE GERMANE TO OUR EFFORTS ARE ONGOING EFFORTS. FOR AFFORDABLE AND ATTAINABLE HOUSING. THAT HAS BEEN A PRIORITY A POINT OF EMPHASIS FOR THE CITY COUNCIL, BUSINESS COMMUNITY AND OTHERS. UM, ONE OF THEM IS A COMMUNITY LAND TRUST.

THEY ADOPTED THE GUIDELINES AND THE APPLICATION PROCEDURES FOR COMMUNITY LAND TRUST. THE WAY COMMUNITY LAND TRUST WORKS EFFECTIVELY. THE CITY WILL NOT OPERATE IT. WE SET THE GUIDELINES IT WILL BE UNDER THE PROGRAM THAT WE'RE PERFECT PROMOTING, WITH THE OPERATED BY PRIVATE NONPROFIT PARTNERSHIP, FOR EXAMPLE. AND THEY COULD BASICALLY RAISE MONEY ACQUIRE LAND. THE LAND WOULD BE TAX EXEMPT, AND THEY CAN BUILD IMPROVEMENTS ON THAT LAND. THE LAND STAYS TAX EXEMPT. FRIEND TO PERPETUITY, SO IT'S NOT LIKE A FIVE YEAR 10 YEAR 15 YEAR DEAL.

IT'S IN PERPETUITY FOR THE TAX EXEMPTION STATUS. THEY CAN BUILD ON THAT, BECAUSE OF THAT THE

[00:15:05]

HOUSING IS MORE AFFORDABLE, WHETHER IT'S A DETACHED SINGLE FAMILY OR OR A TOWN, HOME TYPE DUPLEX OR MULTI FAMILY. SO IT IS A TOOL IN THE TOOLBOX THAT IS VERY, VERY HELPFUL AS WE CONTINUE TO MOVE FORWARD AND PUTTING THOSE PIECES IN PLACE FOR AFFORDABLE, ATTAINABLE HOUSING. SECOND PIECE OF THAT IS A PUBLIC FACILITIES CORPORATION . THE CRITERIA ARE SET FOR A PUBLIC FACILITIES CORPORATION THAT DOES NOT EXIST. IT DID NOT EXIST HERETOFORE FOR THE CITY.

UNDER THAT DEVELOPER FOR MULTI FAMILY, FOR EXAMPLE, COULD COME IN AND PRESENT. YOU CAN ACTUALLY SET ASIDE A LARGER NUMBER OF UNITS BECAUSE OF THE TAX EXEMPT STATUS. IT'S MORE AFFORDABLE.

THOSE UNITS ARE IT'S A MARKET PRODUCT. SO UM, IT'S GOING TO LOOK AND FEEL JUST LIKE A MARKET BASED MULTI FAMILY. BUT YOU HAVE MORE UNITS. YOU WON'T KNOW WHAT YOU WOULD SAY ARE, UM NOT SEEN IF YOU WILL, BY THE COMMON I SO TO SPEAK. BUT THE SOME OF THOSE UNITS, A LARGER NUMBER OF UNITS CAN BE HELD ON AN AFFORDABLE BASIS, AND WE HAVE SOME FLEXIBILITY AND NEGOTIATE WHAT THAT'S GOING TO BE. WHAT'S THE AM I THE AVERAGE MEDIAN INCOME FOR THE AREA. AND SO THOSE ARE AGAIN TWO TOOLS. WE ACTUALLY HAVE A SET OF PROPOSALS COMING IN TODAY. I BELIEVE WE EXPECT SOME OF THEM WILL BE PROPOSING A PFC TYPE OF ARRANGEMENT. WILL EVALUATE THOSE AND SEE WHAT IT IS. BUT IT'S EXCITING BECAUSE THERE'S TO ITS CONFLUENCE OF TWO THINGS THAT ARE HAPPENING. IT'S THE DESIRE FOR AFFORDABLE, TANGIBLE HOUSING IN THE CITY AT LARGE, BUT IT'S ALSO PART OF THE NEIGHBORHOOD PRESERVATION EFFORTS ON THE EAST SIDE AS WE HAVE MORE DEVELOPMENT IN THE EAST SIDE. THESE ARE TWO TOOLS THAT WE CAN PUT IN PLACE. THE COUNCIL ACTED ON THIS THIS PAST TUESDAY AND WERE, UM EAGER TO GET MOVING FORWARD ON THOSE THE OTHER THING, I WOULD LIKE TO POINT OUT QUESTIONS ABOUT THAT BEFORE YOU MOVE ON ON THE COMMUNITY LAND TRUST, IS IT A SPECIFIC LOCATION THAT IS DESIGNATED OR CAN IT BE ANYWHERE, IT COULD BE ANYWHERE.

OKAY IT COULD BE ANYWHERE. IT'S ACQUIRING THE LAND. UNDER THE GUIDELINES AND RESTRICTIONS OF A COMMUNITY LAND TRUST, OKAY, AND THEN ON THE PUBLIC FACILITIES CORPORATION. UM HAPPY TO HEAR THAT. IT'S GREAT. UM AND I THINK IT'S GREAT THAT WE'RE SETTING ASIDE UNITS THAT ARE MARKET BASED IN SOME CASES IN DEVELOPMENTS LIKE THIS. UM TENANTS WHO HAVE THOSE UNITS SOMETIMES DON'T HAVE ACCESS TO ALL OF THE AMENITIES OF THE COMPLEX THAT FOR PAIN TENANTS HAVE SO I WOULD DO WE HAVE ANY PLANS TO REQUIRE DEVELOPERS TO PROVIDE FULL ACCESS TO ALL AMENITIES IN THE COMPLEX, SO THAT'S A GREAT POINT. I DON'T KNOW FOR SURE RIGHT NOW. IS IT AS FAR AS I UNDERSTAND WITH THIS TYPE OF PRODUCT, IT IS THE SAME . IT'S SEAMLESS FOR EVERYBODY.

IT IS YOUR RESIDENT THERE. AND YOU GET ACCESS TO ALL THE SAME THINGS. IT'S NOT A SET ASIDE PER SE, WHICH MIGHT FIND SOME OTHERS , AND THAT IS ANOTHER TOOL AND STRATEGY THAT CAN BE USED OR MAYBE FIVE OR 10% OF THE UNITS ARE SET ASIDE. THESE ARE ACTUAL . THIS IS PART OF THEIR BUSINESS PLAN. THEY JUST THEY GET TAX EXEMPT STATUS AND THAT ALLOWS THEM TO MAKE IT TO PROVIDE SOME AFFORDABLE UNITS AS OPPOSED TO THE OTHERS. GOOD THIS IS VERY COMMON IN LARGE CITIES. YOU'LL HAVE SECOND CLASS CITIZENS AND BUILDING AND ALL THE TENANTS KNOW WHO DOESN'T HAVE ACCESS TO THE GYM OR, YOU KNOW, ETCETERA, AND IT'S UH, IT'S A STIGMA. THAT ISN'T FAIR. SO I UNDERSTAND.

THANK YOU. THANK YOU. THE OTHER THING I WOULD LIKE TO POINT OUT YOU ALL DO QUITE A BIT OF WORK WITH OUR COMMUNICATIONS AND MARKETING TEAMS, SO I'D LIKE TO GIVE THEM A PUBLIC SHOUT OUT.

THEY RECENTLY ATTENDED THE TEXAS ASSOCIATION INFORMATION OFFICERS KNOWN AS TAMMY. OH THE 2022 CONFERENCE. THEY WALKED AWAY AS THEY USUALLY DO WITH SOME HARDWARE. THEY GOT FIVE DIFFERENT AWARDS RECOGNITION FOR FIVE YEARS AND AWARDS TANNY OR THEY'RE CALLED THE TOWNIES.

TAMMY AWARD FOR VIDEO SAYS VIDEO RECURRING. SO I THINK IT'S AN ONGOING SERIES OF VIDEOS THAT WE DO HERE FOR OUR OUR ORGANIZATION ON OUR HP. OH, INITIATIVE. WE ALSO RECEIVED AN AWARD FOR MARKETING PLAN OR CAMPAIGN AND AWARD OF EXCELLENCE. WE GOT AN AWARD OF HONOR FOR SOCIAL MEDIA , UNPLANNED SOCIAL MEDIA, SO I'M NOT SURE WHAT THAT MEANS, BUT I THINK IT PROBABLY HAS TO DO WITH OUR WAY WE RESPOND TO DIFFERENT ISSUES THAT MAY COME UP IN A SOCIAL MEDIA ENVIRONMENT. AND THEN WEBSITE REDESIGN. WE GOT AN AWARD OF HONOR, AND THEN WE RECEIVED AN AWARD FOR PHOTOGRAPHY. SO KUDOS TO OUR COMMUNICATIONS AND MARKETING TEAM FOR THE CONTINUED GREAT WORK THEY DO. THAT'S ALL I HAVE. I'LL STAND FOR ANY QUESTIONS. OKAY. THANK YOU. THANK YOU VERY MUCH. BUSY MCKINNEY, RACHEL THOMAS THE MESS. GOOD MORNING, MADAM CHAIR MEMBERS OF THE BOARD. RACHEL TAMEZ, SALES MANAGER FOR VISIT MCKINNEY. I BELIEVE OUR BIGGEST NEWS IS WE HAVE A NEW EXECUTIVE DIRECTOR EHREN WERNER STARTED ON JUNE 2ND. WE'RE VERY EXCITED TO HAVE HIM. HE DOES APOLOGIZE FOR NOT BEING HERE TODAY. HE HAD A PRIOR COMMITMENT, BUT HE LOOKS FORWARD

[00:20:06]

TO SEEING YOU ALL NEXT MONTH. IT HAS BEEN A COUPLE OF MONTHS. I BELIEVE SINCE WE LAST REPORTED TO YOU ALSO, I DO WANT TO CATCH YOU UP ON A FEW EVENTS THAT WE HAD THE END OF APRIL 1ST OF MAY WE HAD US A PICKLE BALL REGIONAL TOURNAMENT, WHICH WAS HELD AT THE COURTS OF MCKINNEY. THEY HAD 900 PLAYERS FROM 31 STATES. THIS WAS THEIR SECOND YEAR TO BE IN MCKINNEY, AND WE DO LOOK FORWARD TO HAVING THEM FUTURE YEARS. THE HOTEL'S THAT WEEK REACHED AN OCCUPANCY OF 77% OF THE ESTIMATED HOT TAX REVENUE WAS $30,075, WHICH IS AN INCREASE OF 32% FROM PRIOR YEARS. A COUPLE OF WEEKS OF THAT, AS WE ALL KNOW, WE HAD THE AT AND T. BYRON NELSON AT TPC CRAIG RANCH THERE.

EARLY ESTIMATED ATTENDANCE NUMBERS WAS 135,000 FOR THIS YEAR. OUR HOTELS REACHED 79% OCCUPANCY THAT WEEK AND ROSE UP TO 81% THAT WEEKEND. THE ESTIMATED HOT TAX REVENUE FROM THAT WEEK WAS 56,653. WHICH WAS AN INCREASE OF 25% FROM LAST YEAR. OVERALL BOTH GROUPS WERE REALLY HAPPY AND PLANNING FOR BOTH WILL START AGAIN THIS FALL. WE DO TAKE A LITTLE BIT OF A BREATHER FOR THE MONTH OF JUNE, BUT WE ARE RAMPING UP IN JULY WITH DRUM CORPS INTERNATIONAL, WHICH WILL TAKE PLACE IN MY SD STADIUM TUESDAY, JULY 26TH AT EIGHT PM THERE WILL ALSO BE A DRUM BATTLE AT TOPS ON MONDAY, JULY 25TH AT SIX P.M. YOU CAN FIND MORE INFORMATION AND TICKETS ON OUR WEBSITE AT VISIT MCKINNEY DOT COM. BACKSLASH DC I MCKINNEY AND THEN LAST BIT OF AN UPDATE APRIL HOT TAX AS REPORTED BY THE CITY WAS $217,005 AS AN INCREASE OF 28% TO PRIOR YEAR.

AND MAY HOT TAX WAS 4 225,082 FOR AN INCREASE OF 40% FROM LAST YEAR. WITH THAT I WILL STAND FOR ANY QUESTIONS. NOT A QUESTION, BUT I JUST I'M STILL AMAZED AT THE NUMBER OF PEOPLE THAT COME, PICKLEBALL. YES. JUST AND I DO. WOW YES, AND THAT WAS JUST THE PEOPLE THAT WERE PLAYING THE 900 . THEY YOU KNOW, USUALLY HAVE ONE OR TWO PEOPLE WITH THEM. SO IT WAS QUITE THE CROWD OUT THERE AT THE COURTS FOR SURE. DO THEY GET AGGRESSIVE? YOU KNOW, I DIDN'T SEE ANYBODY REALLY GETTING TOO AGGRESSIVE, BUT IT IS GREAT PEOPLE WATCHING. I WILL ADMIT THAT YES. HAITIAN HAVE A QUICK QUESTION. SO THE DRUMLINE EVENT THAT'S A NEW ONE RIGHT INTERNATIONAL. SO IT'S NOT JUST A DRUM LINE. IT IS FULL BANDS. IT'S KIND OF LIKE A BROADWAY MEETS MARCHING BAND OUT OF THE STADIUM. THAT IS A NEW EVENT IT ACTUALLY WAS SUPPOSED TO HAPPEN A COUPLE OF YEARS AGO. BUT WAS FIRST PRONE DUE TO COVID FOR TWO YEARS. SO THIS IS THE FIRST YEAR THEY WILL BE HERE. TASTIC WITH THE PICK OF ALL I CAN TELL YOU. THE CITY OF ALLEN IS VERY JEALOUS OF US. GOT SOME FRIENDS? THEY'RE TALKING TO THE MAYOR OF ALAN PARKS AND REC FOR ALAN TRYING TO GET SOME PICKLEBALL CORDS GOING AND ALAN SO THEY'RE VERY JEALOUS OF WHAT MCKINNEY HAS GOING ON, TOO. JOB THEY HAVE DONE A GREAT JOB WITH THAT GOING TO SEND THEM TO ME. EXACTLY RIGHT. THEY GET THERE SOON TO MCKINNEY. THANK YOU. THANK YOU, UM, M E D. C MAKIN ECONOMIC DEVELOPMENT BUT THEY'RE NOT HERE TODAY. BUDDY THEIR REPORT IS ATTACHED TO THE AGENDA. NEXT WE HAVE MAIN STREET. IMPACT AND IT IS NOT UM, AMY, WE HAVE NO I AM NOT A ME AND I DON'T KNOW IF ANYBODY CAN REALLY MATCH HER ENERGY AND A REAL YOU KNOW, SHE IS SORELY MISSED IN OUR STAFF AND IN THE CITY AS A WHOLE, BUT I AM ANDREW JONES. THANK YOU, MADAM CHAIR AND THE INTERIM DIRECTOR OF MCKINNEY MAIN STREET AND THE PERFORMING ARTS CENTER FOR NOW. UM WE ARE EXCITED TO CONTINUE, THOUGH, THE AWESOME WORK THAT WE DO IN OUR DEPARTMENT EARLIER THIS MONTH, JUNE IT WAS A VERY BUSY JUNE.

ALREADY TEXAS MUSIC REVOLUTION. HOPE YOU HAD A CHANCE TO COME VISIT THAT IT'S ONE OF THE MOST UNIQUE EVENTS IN DOWNTOWN MCKINNEY. WE HAD OVER 100 ACTS AND BANDS. OVER ABOUT 20 DIFFERENT STAGES, SOME OF THEM OUTSIDE SOME OF IT INSIDE. IT'S A GREAT EVENT. HOPE YOU HAD A CHANCE TO VISIT THAT. UM AND THEN OBVIOUSLY JUNETEENTH SPECIAL SHOUT OUT TO OUR STAFF THAT WE'RE REALLY, YOU KNOW, IMPORTANT IN MAKING THAT EVENT A SUCCESS. SO LAURA JAKAYA GREGORY ISN'T HERE. BUT THEY DID A PHENOMENAL JOB. AND THAT WAS A GREAT EVENT, AND THAT WAS KIND OF CROSS DEPARTMENTAL, SO THAT'S ALSO A REALLY NEAT EVENT FOR THE CITY AS WELL. SO UM, WE HAD THE SPG CRAFT BEER WALK. ALSO THIS PAST WEEKEND THAT WAS REALLY WELL ATTENDED AND THEN GET DIOVAN HELTON IS STARTING ON THE MURAL PROJECT, SO HE'S DOING SOME OF THE FINAL PREP WORK THERE. HE HAD A REALLY GREAT PRESENTATION TO THE CITY COUNCIL , BUT WE'RE EXPECTING COMPLETION SOMETIME IN LATE AUGUST FOR THAT, SO THAT'S A REALLY ANTICIPATED ALREADY GETTING LOTS

[00:25:02]

OF PRESS OVER THIS. SO ARE YOU KNOW, WE EXPECT TO GET QUITE A BIT OF PUBLICITY FOR THE CITY AS WELL AS DOWNTOWN AND OTHER EVENTS. AND THEN UPCOMING THIS WEEKEND THIS SATURDAY. WE DO HAVE A SOLD OUT. IT'S OUR FIRST SUMMER CONCERT SERIES. IT'S A SOLD OUT SHOW WITH MARC BROUSSARD. HE'S KIND OF LIKE A SOUTHERN BLUES AND R AND B ARTIST. REALLY IT'S GOING TO BE AWESOME EVENT AND THEN WE ARE LOOKING TO THE FOURTH OF JULY PARADE. THERE'S A REASON I'M WEARING THIS SHIRT, I GUESS. UM AND THE YANKEE DOODLE BLOCK PARTY THAT FOLLOWS EXACTLY AFTER , UM AND AGAIN WILL YOU KNOW THERE'S MORE FESTIVITIES ON THE FOURTH AT PARKS AND REC? THEY HAVE THE FIREWORKS DISPLAY LATER AND THEN ON JULY 9TH WE HAVE THE MARGARITAS STROLL, SO THAT'S ALSO ANOTHER GREAT SIP AND STROLL. THAT WE DO IN CONJUNCTION WITH SPG. THOSE ARE ALL THE UPDATES I HAVE TODAY. IF YOU HAVE ANY QUESTIONS MORE THAN HAPPY THANK YOU. THANK YOU AND THE SHIRT WORKS, BUT YOU'RE GONNA HAVE TO STEP IT UP A LITTLE BIT MORE HAD OR SOME SPARKLERS. JUST GIVE ME 16 YEARS. MR KACZYNSKI, PARKS AND REC. MORNING PERFECT TONE. IT'S PERFECT. PERFECT WAS ALWAYS TOUGH TO FOLLOW AMY SO WELL DONE . YEAH I WAS JUST THINKING I FEEL BAD FOR WHOEVER GETS THE JOB BEHIND HER. I MEAN, OH, MY GOSH. FOLLOWING HER AND FILLING THOSE SHOES GONNA ASIDE FROM WHAT SHE'S ACTUALLY DONE FOR US. BUT THE EXPECTATIONS ARE GOING TO BE HIGH. GOOD LUCK, GUYS. WELL THIS WEEKEND. WE HAVE A CELEBRATION, THE 10 YEAR ANNIVERSARY OF THE COURTS OF MCKINNEY. IT'S BEEN 10 YEARS, SO IT'S SUNDAY FROM THREE O'CLOCK UNTIL SIX O'CLOCK COME AND GO. GAMES, FOOD ACTIVITIES AND SO ON. MORE IMPORTANTLY, YOU'LL BE ABLE TO SEE THE INDOOR TENNIS FACILITY THAT'S COMING ALIVE. IT'S BUILT. THE STRUCTURES THERE. AND THE OPENING IS STILL SCHEDULED FOR THIS CALENDAR YEAR. IN FACT, THIS CALENDAR YEAR WE HAVE INDOOR TENNIS OPENING UP. WE HAVE FINCH PARK MARY WILL CRAIG MURPHY PARKS ABOUT $20 MILLION IN PROJECTS THAT WE'RE DELIVERING IN PARTNERSHIP WITH THIS GROUP? FOR COMMUNITY. CRAIG WENT SOCCER COMPLEX. WE ARE OUT TO BID TO REDUCE SIX OF OUR FIELDS THERE TO TURN THEM INTO SYNTHETIC TURF. MAJOR PROJECT KINNEY IN ADDITION, WE HAVE OTHER PARKS THAT WOULD BE BID LATER THIS SUMMER, INCLUDING ROBINSON, WHICH PARK IT'S A VERY HAPPY TO KEEP MOMENTUM GOING. JULY IS NATIONAL PARKS AND RECREATION MONTH. WE ALWAYS HAVE A FUN ACTIVITY FOR THE ENTIRE CITY USED TO BE CALLED PARKS. BINGO. NOW IT IS REQUEST. KEEP A LOOK OUT FOR THAT. IT'S A CHOOSE YOUR OWN ADVENTURE TO VISIT DIFFERENT PARTS ACROSS THE CITY. AND AS WE MENTIONED WE ARE BIG PARTNER IN JULY 4TH ACTIVITIES FOR THE CITY. FIVE OCLOCK CRAIG RANCH OPENS UP COME WATCH THE MUSIC WITH US FOOD GAMES FIREWORKS IN THE EVENING, OF COURSE. AND THEN ALSO FOR MEMBERS OF APEC CENTER. YOU CAN ACTUALLY GO TO THE POOL. BE ABLE TO SIT UP SO FROM THE PORK AS YOU SEE THE FIREWORKS TAKEN. SO KEEP AN EYE OUT FOR THAT. SPEAKING OF APEX CENTER WE ARE IN GOOD SHAPE. SO BEFORE THE PANDEMIC WE HAD ABOUT 5300 MEMBERS. WE CALL THESE NUMBERS.

WE JUST BROKE 5000 MEMBERS LAST WEEK. FOR THE FIRST TIME IN A LONG TIME. WHEN WE HIT ENTER ON THE SPREADSHEET REVENUE EXCEEDS EXPENSES, SO IT'S BEEN A COUPLE OF YEARS SINCE THAT'S HAPPENED, SO KUDOS TO THE APEX AND HER TEAM. AND LASTLY, AS YOU KNOW, WE HAVE RENAMED THE OLD SETTLERS AQUATIC CENTER AFTER GILLARD GARCIA GARZA. WE ARE IN DESIGN OF SIGNAGE, HOPEFULLY HAVING A GRAND REOPENING OF THAT CENTER LATER THIS SUMMER, SO THAT MADAM CHAIR SANFORD QUESTIONS NO QUESTIONS. THANK YOU. WE'VE ALREADY OTHER ANYTHING. ADDITIONAL SUBS TUBS. IT'S UP TO ME. Q. HAVE AGENDA ITEM TWO TO DISH 040 PRESIDENT'S REPORT. THANK YOU, MADAM CHAIRMAN

[President’s Report]

MEMBERS OF THE BOARD. THERE WAS A LOT OF INFORMATION ATTACHED TO THE AGENDA. JUST WANT TO HIGHLIGHT. SEVERAL THINGS. THERE WERE THREE FINAL REPORTS FOR PROMOTIONAL GRANT RECIPIENTS PROVIDED AND I REALLY HAVE TO GIVE A SHOUT OUT TO EMPTY BOWLS FOR THE DETAIL THAT THEY PROVIDED. IN THEIR REPORT VERY THOROUGH, TALKED ABOUT HITS AND MISSES THEIR MEASUREMENTS TO METRICS. UM THEY REALLY DID A GREAT JOB IN REPORTING KIND OF INFORMATION BACK TO THIS BOARD THAT I THINK IS IMPORTANT IN LOOKING AT THE GRANT APPLICATIONS GOING FORWARD. THEY WERE VERY SUCCESSFUL FROM A FUNDRAISING STANDPOINT, THEY NETTED 75,000 THAT WILL BE DISTRIBUTED IT WILL BE DIVIDED BETWEEN COMMUNITY LIFELINES THAT RECEIVED 60. AND COMMUNITY

[00:30:03]

GARDEN KITCHEN WILL RECEIVE 15,000. SO THEY DID A GREAT GREAT JOB ON THE REPORT. UM THE MCKINNEY TRIATHLON REPORTERS IN THERE. THEY DID A GOOD JOB AS WELL. ONE OF THE THINGS THAT REALLY SURPRISED ME WAS OUT OF THEIR 250. ACTUAL TRIATHLON PARTICIPANTS. 209 WERE FIRST TIMERS AT THAT EVENT, WHICH IS PRETTY COOL. UM THEY ALSO TRACKED WHERE THERE FOLKS CAME FROM, AND THERE WERE FIVE STATES IN ADDITION TO TEXAS REPRESENTED AT THAT EVENT, SO I APPRECIATE THE DETAIL IN THOSE REPORTS. UM DEBRA PROVIDED THE UPDATE ON THE TUB SUBCOMMITTEE PROGRESS PHOTOS FROM THE WORK SIDE ARE ATTACHED TO THE AGENDA. SO PLEASE TAKE A LOOK AT THOSE. AND I'VE ALSO INCLUDED, UM, A LINK TO THE VARIOUS UH, ACTIVITY GUIDES THAT HAVE BEEN PRODUCED FOR PARKS AND REC APEX SENIOR CENTER AND THE LIBRARY. IF YOU'VE NOT HAD A CHANCE TO SPEND SOME TIME LOOKING AT THE PROGRAMMING THAT IS OFFERED THERE I ENCOURAGE YOU TO DO SO. IT'S VERY DIVERSE.

THEY JUST HAVE A GREAT ARRAY OF OFFERING, SO I THINK IT'S IMPORTANT TO SEE WHAT IS ACCESSIBLE TO MCKINNEY RESIDENTS. A WEEK FROM TODAY IS THE DEADLINE FOR THE FINAL CYCLE OF PROJECT GRANTS FOR THIS YEAR WILL BE PRESENTED TO THE BOARD AND JILL AT THE JULY MEETING.

JULY 1ST RETAIL INFRASTRUCTURE GRANT APPLICATIONS WILL BE ACCEPTED THROUGHOUT THE MONTH.

AND THE LAST THING IS, I GAVE EVERYBODY A COPY OF THE HERD. CRAIG CENTER FOR THE ARTS NEWSLETTER DIDN'T GET IT IN TIME TO ATTACH IT TO THE AGENDA. BUT A HARD COPY HAS BEEN PROVIDED TO EVERYBODY, SO YOU CAN SEE WHAT'S GOING ON THERE, AND I'M HAPPY TO STAND FOR ANY QUESTIONS. JUST THANK YOU FOR ALWAYS KEEPING US ON OUR TOES AND PROVIDING ALL OF THIS GREAT INFORMATION. SO WE THANK YOU SO MUCH. ANY QUESTIONS ? JUST THANK YOU. FOR THOSE WHO SUPPLIED THE FINAL REPORTS. AND ESPECIALLY THOSE THAT INCLUDED THE DETAIL THAT WE WANT TO SEE WHEN WE LOOK AT THE GRANTS THE NEXT TIME THAT'S REALLY IMPORTANT. LESSONS LEARNED. I MEAN, THAT WE DON'T CARE IF YOU HAD MISTAKES OR PLACES THAT DIDN'T WORK FOR. YOU WANT TO SEE THAT YOU'VE LEARNED A LESSON AND THAT YOU CAN MOVE FORWARD BECAUSE THAT WE'RE STARTING OUR OWN LITTLE RUBRIC TO SEE WHAT WE'RE LOOKING FOR. AND HAVE YOU SUPPLIED THAT TO US IN THE PAST, AND SO THAT'S GOING TO BE VERY IMPORTANT FOR US MOVING FORWARD WHEN WE GIVE THESE GRANTS IS, DID YOU SUPPLIES WITH EVERYTHING THAT WE ASKED FOR AND WAS IT GOOD INFORMATION AND THE FEEDBACK WORK, SO. THANK YOU FOR THOSE WHO SUPPLY THIS FINAL REPORTS. MADAM CHAIR, I JUST LIKE TO SAY A LITTLE BEHIND THE SCENES. WHEN WE GET DEEP INTO THE YEAR LIKE THIS, AND WE'VE GOT 75% OF OUR YEAR GONE, I LOOK AT OUR BUDGET AND I LOOK FOR OUTLIERS ON HOW MUCH HAS BEEN SPENT AND WHAT OUR REVENUES ARE.

AND I WAS JUST THINKING LAST NIGHT AS I WAS DOING MY PACKET THAT WE HAVE AN AWESOME PRESIDENT WHO RUNS OUR CORPORATION. UM, VERY WELL FOR US, AND WE ARE EXACTLY ON BUDGET ON JUST ABOUT EVERYTHING. NOT ONLY DO YOU, UM MAINTAIN OUR FINANCES WELL THROUGHOUT THE YEAR, BUT YOU DO AN AWESOME JOB OF PREDICTING WHAT THEY'RE GOING TO BE. AND, UM OUR CORPORATION, FINANCIALS OR IMMACULATE. AND I JUST, UH, I WAS THINKING THAT LAST NIGHT I WANTED TO SAY IT OUT LOUD. ADDITIONAL AND THANK YOU SO MUCH. WE GO ON TO REGULAR AGENDA ITEMS. TODAY WE HAVE 11 PROMOTIONAL COMMUNITY EVENT EVENT. GRANT PRESENTATIONS JUST WANT TO REMIND ALL THE PRESENTERS THAT YOU HAVE THREE MINUTES, WHICH WILL ALLOW TIME FOR QUESTIONS AND ANSWERS. TODAY FOR PRESENTERS ONLY WE WILL TAKE ACTION ON GRANT APPLICATIONS AT OUR JULY 28TH AND I ALSO WANT TO SHARE THAT ARE LIVE MANAGERS SYSTEM IS FROZEN THIS MORNING LITTLE TIP TECHNICAL DIFFICULTIES. PRESENTERS WE WILL NOT BE ABLE TO SEE YOUR REMAINING TIME ON THE PROJECTOR AS WE TYPICALLY DO, BUT LINDA WILL BE WILL SET A TIMER FOR THREE MINUTES AND THEN I WILL ALLOW SOME ADDITIONAL A FEW EXTRA SECONDS FOR YOU TO WRAP UP AFTER THE TIMER GOES OFF. WOULD BE 22-0541. WOUTERS AND OWEN LANCASTER WITH THE MCKINNEY LACROSSE. THANK YOU ALL. I'M SCOTT WALTERS. I'VE BEEN WITH MIKHAIL ACROSS ABOUT 12 YEARS AND FOUR YEARS AS VICE PRESIDENT LANCASTER'S OUR PRESIDENT. HAS BEEN WITH THE CLUB. IT'S GOT THREE KIDS THAT HAVE PASSED THROUGH, SO HE'S BEEN AROUND. EVEN THOUGH WE WERE ESTABLISHED IN 2010. I THINK HE WAS PLAYING IN 2000, SO HE'S BEEN AROUND FOR A WHILE, UM, I DO TALK A LOT AND TALKED LONG ABOUT THINGS I'M PASSIONATE ABOUT. SO I'M GOING TO KEEP MYSELF TWO MINUTES, SO THAT WAY WE CAN GET THE QUESTIONS AND ANSWERS. BUT THE MCCAIN LACROSSE CLUB IS SEEKING A GRANT OF $3100 FOR A TOURNAMENT THAT WE HOST EVERY YEAR. IT'S CALLED THE TURTLE ACCENT. A LITTLE BIT ABOUT THE CLUB BEFORE WE START GETTING IDEA OF THE IMPACT THAT WE HAVE IN OUR COMMUNITY, WE WERE ESTABLISHED IN 2000 AND 10. WE SECOND HE'S TIMING ME WERE ESTABLISHED IN 2000 AND 10. WE SERVE ABOUT 200 FAMILIES, AND IT IS BOYS AND GIRLS THROUGH HIGH SCHOOL. WE'RE NOT AFFILIATED WITH MY SD. IT'S NOT A REAL SPORTS. SO THIS IS A SELF FUNDED NONPROFIT PROGRAM RUN BY ALL VOLUNTEERS. SO WE DONATE A LOT OF OUR TIME AND ENERGY TO MAKE SURE THAT THESE KIDS HAVE THE ACCESS TO PLAY A SPORT. IT WOULD WHAT DOES SEPARATED DIFFERENTIATE US FROM SOME L SPORTS ARE IF WE SEE A LOT OF KIDS TRY OUT FOR A CERTAIN AGE GROUP. WE DON'T CUT KIDS THAT DON'T HAVE THE NECESSARILY THE SKILL SET TO PLAY REFORM ANOTHER TEAM AND THEN WE TYPICALLY PLAYED CLUBS THAT ARE IN THIS REGION, TOO, SO YOU'LL SEE. A LOT OF THESE LOCAL CITIES WILL HAVE CLUBS AS WELL. SO THAT'S MCCAIN LACROSSE. AGAINST ALL AGES. IT GIVES KIDS A GREAT OPPORTUNITY. I WILL SAY THIS WERE HOSTING A NEW PLAYER CLINIC RIGHT NOW FOR KIDS THAT HAVE NEVER PLAYED BEFORE WE HAVE OVER 100 KIDS IN THAT PROGRAM. SO AS I MENTIONED, WE'RE ABOUT 200 FAMILIES WERE HOPING TO GO INTO THE FALL AND SPRING WITH MAYBE 300, WHICH WE THINK IS GREAT.

THE RELAXING TORMENT AGAIN. THIS IS A SELF FUNDED PROGRAM. ALL OF OURR REVENUE COMES FROM OUR REGISTRATION FEES AND WHERE WE'RE UNIQUE IS ABOUT 12. YEARS AGO, HE SAID. HEY LET'S FIND ANOTHER WAY TO HELP KEEP REGISTRATION FEES LOW FOR OUR PLAYERS AND OUR FAMILIES. AND HOST. THE TOURNAMENT STARTED OUT AS A FUN LITTLE TOURNAMENT THAT WE HOSTED AND BROUGHT SOME TEAMS IN. HEY ROCKWALL, DO YOU WANT TO PLAY FRISCO? YOU WANT TO PLAY IT HAS GROWN TO NOW WHERE IT'S PLAYED OVER THREE WEEKENDS IN OCTOBER EVERY YEAR. AND IT IS ABOUT 200 DIFFERENT TEAMS THAT WILL COME IN AND SAY WE AVERAGE 180 WOW. SO IT'S A GREAT WAY FOR TEAMS FROM ACROSS THE STATE TO COME IN AND PLAY. I DO WANT TO MENTION THAT LACROSSE IS A SPRING SPORT. SO SPRING JUST LIKE BASEBALL. THAT'S WHEN OUR SEASON IS SUMMER IS VERY BUSY FOR THE KIDS ARE ON SELECT AND TRAVEL TEAMS TO GO OUT THERE AND GET RECRUITED BY COLLEGES FOLLOWS THE DEVELOPMENTAL SEASON. SO THAT'S WHERE MOST NEW PLAYERS COME IN. MOST KIDS, TRY IT OUT AND EXPERIENCE IT. BUT ALL OF OUR PLAYERS ALSO PLAY FOOTBALL OR FUEL HOCKEY OR SOMETHING ELSE OR REGISTRATION FEES WILL GO DOWN A LITTLE BIT IN THE IN THE FALL. BUT WE DECIDED WHAT A GREAT TIME FOR US TO HAVE A TOURNAMENT FOR ALL THESE PLAYERS ARE SAYING, HEY, I'M DOING A LOT OF PRACTICE IN THE FALL. AND I WANT TO PLAY WITH MY TEAM. NOT MY SELECTED. BUT MY TEAM. WHERE DO I PLAY RELAXANTS? IT WE DID HAVE A GRANT BEFORE WE THANK YOU ALL FOR THAT. WE TALKED ABOUT LESSONS LEARNED. WE ADVERTISED IN A FEW DIFFERENT NATIONAL CHANNELS BECAUSE OUR GOAL WITH THEIR ELECTION I SHOULD HAVE STARTED WITH THAT IS WE'RE AROUND 180 TEAMS, PREDOMINANTLY FROM TEXAS, OKLAHOMA, LOUISIANA. WE WANT TO GET TEAMS FROM CALIFORNIA FROM DELAWARE FROM NEW ENGLAND FROM IRELAND TO COMING OUT, SO WE DID ADVERTISE . WE HAD SOME GREAT SUCCESS. WE RECEIVED LOTS OF PHONE CALLS FROM CALIFORNIA, NEW ENGLAND, DELAWARE FROM CHICAGO. BUT COVID HIT. SO THERE THAT WENT. SO WHAT WE LEARNED WAS LOOKING AT KIND OF THE SUCCESS OF WHO WAS CALLING IN FROM WHAT CHANNEL? GOT IT. OKAY, SO WE'VE TARGETED $3100 VERY SPECIFIC TO WHERE WE THINK WE'LL GET A BIG IMPACT. THE GOAL IS TO DRIVE MORE TEAMS IN WHICH DRIVES TOURISM DOLLARS.

OKAY I'M SORRY. NO NO, NO. NOT HAVING, UM, NOT MY FAULT QUESTIONS. WELL I DON'T HAVE A QUESTION, BUT A COMMENT, I GUESS . UM MY NEPHEW JUST STARTED PLAYING LACROSSE. HE IS NINE AND HE LIVES IN RICHMOND, VIRGINIA. THIS WEEKEND. UM YEAH. THIS PAST WEEKEND, MY WIFE TRAVELED TO VIRGINIA WITH HER SISTER. HER SISTER'S HUSBAND AND THEIR THREE KIDS, INCLUDING MY NEPHEW, PLUS MY MOTHER IN LAW. THEY ALL TRAVELED FROM RICHMOND TO ANNAPOLIS FOR A LACROSSE TOURNAMENT. SO THAT'S LIKE EIGHT PEOPLE. PLUS YOU KNOW TIMES HOW MANY KIDS UM, AND HUGE ECONOMIC IMPACT ON THE HOST CITY SO UM, HE IS A. HE SAID. HIS POSITION IS BASED OFF. UM, HE, UH HE'S

[00:40:09]

SUPER EXCITED. LOVES LACROSSE. HE'S NEW TO IT AND HAD AN AWESOME TIME SCORED A GOAL AND HAD A LOT OF FUN SO VERY GOOD. I CAN ATTEST TO THE ECONOMIC IMPACT THAT THESE TOURNAMENTS SPRING. THANK YOU. THANK YOU. GOAL IS TO SCOTT MENTIONED IS TO CONTINUE TO BROADEN OUR REACH.

OF TEAMS OUTSIDE OF THE AREA. THE MAJORITY OF OUR TEAMS ARE FROM THE METROPLEX, OBVIOUSLY, FOR EASE OF TRAVEL AND WHATNOT, BUT WE'VE CONTINUALLY EVERY YEAR GROWING OUR FOOTPRINT, WHETHER IT BE FROM HOUSTON, AUSTIN. SAN ANTONIO AREA AND OUTSIDE OF THE STATE, AND, YOU KNOW, WE BELIEVE WE CAN MAKE THIS THE BIGGEST TOURNAMENT IN THIS IN THIS PART OF THE COUNTRY BECAUSE PEOPLE DO TRAVEL ALL OVER THE UNITED STATES TO PLAY LACROSSE, SO THERE'S NO REASON WHY THEY CAN'T COME TO THE METROPLEX. MENTION THE BYPRODUCTS. I'M SORRY. BYPRODUCT IS WE DO HOST A VERY SUCCESSFUL, WELL REGARDED TOURNAMENT. BECAUSE OF THAT, BECAUSE OF THE ADVERTISING DOLLARS WE RECEIVED FROM YOU WAY BACK TOWARD COVID US. LACROSSE OFFERED US THE OPPORTUNITY TO HOST THE UNDER 19, WHICH IS OUR VERSION OF OLYMPIC TEAM. GAMES HERE AND THEN ALSO WE WERE AWARDED THE TEXAS HIGH SCHOOL, STATE CHAMPIONSHIP AND STATE REGIONAL OR BECAUSE OF THIS TOURNAMENT, THEY'VE SEEN HOW WE OPERATED AND THEY'VE SEEN OUR FACILITIES AND THEY SAID SO NOT ONLY THIS MONEY INVESTED IN THIS EVENT BRINGS PEOPLE IN HOPEFULLY FOR THIS EVENT, BUT ALSO BRINGS MORE TOURNAMENTS INTO US. QUESTION. CONDITION. THANK YOU. THANK YOU. THANK YOU. SO THANK YOU FOR ALL THE WORK THAT YOUR TEAM DOES. THANK YOU. I HAVE A QUESTION. Y'ALL USE THE CELL PHONE DATA TO TRACK ATTENDANCE. SO THE 140,000 THAT YOU MENTIONED WAS THE CELL PHONE PINGS. IS THAT HOW YOU'RE GETTING THE ATTENDANCE ESTIMATES? THIS WEEKEND'S OKAY THIS EVERY TIME BECAUSE I'M ALWAYS AMAZED WHEN WE PULL IN

[01:15:01]

THESE NUMBERS, BUT WE'RE STILL ONLY ESTIMATING ABOUT 80 TRACKS . MAYBE 80% OF WHAT THE ATTENDANCE SHOULD BE. SO WHEN WE SAY 140,000 THAT COULD EASILY BE I'M NOT GOING TO DO THE MATH IN MY HEAD. BUT LET'S SAY 180 IS THAT CLOSE ENOUGH ANYWAY, SO THERE'S PROBABLY A LOT MORE THAT ARE ATTENDING THESE EVENTS, UM THAN HER ESTIMATED, WHICH I FIND TO BE AMAZING. [Consider/Discuss Promotional and Community Event Grant Application Submitted by Collin County Master Gardeners Association (PC #22-21) in the Amount of $10,000.00 for the Advertising, Marketing and Promotion of The 2023 Garden Show.]

AND COMMUNITY EVENT GRANT APPLICATIONS SUBMITTED BY THE COLLIN COUNTY MASTER GARDENERS ASSOCIATION. PC 22-2021. IN THE AMOUNT OF $10,000 FOR THE ADVERTISING, MARKETING AND PROMOTION OF THE 2023 GARDEN SHOW. MISS NELSON. YES GOOD MORNING. MORNING MY NAME IS JENNY NELSON. I'M A SENIOR LEADER OF COLLIN COUNTY MASTER GARDENERS, AND I'M HERE WITH KATHY SCHMIDT, WHO IS ON OUR COMMITTEE FOR THE 2023 GARDEN SHOW, AND BEFORE I GO ON, I'M JUST SO BLOWN AWAY BY ALL OF THE GREAT NONPROFIT ORGANIZATIONS THAT ARE GETTING SUPPORT FROM EMC. BC IT'S I HAVE TO GET MY CALENDAR OUT AND I'VE GOT TO GO AND SO MANY MORE THINGS TO DO.

BUT WE'RE HERE TO TALK ABOUT THE GARDEN SHOW, WHICH I HOPE THAT YOU GET THE OPPORTUNITY TO COME TO UM, WE I'M GONNA. WE'RE JUST TO GIVE YOU BACKGROUND. IF YOU'RE NOT FAMILIAR WITH MASTER GARDENERS WE WERE ESTABLISHED IN 1997 WERE FIVE AND ONE C THREE NONPROFIT. WE ARE TOTALLY DEVOTED TO EDUCATING THE PUBLIC ABOUT HORTICULTURAL SCIENCE AND HOW IT CAN HELP THEM BE SUCCESSFUL IN THEIR HOME GARDENS. WE ARE BASED IN MCKINNEY. AND SO OF COURSE, WE ARE UNIQUE BY NATURE. WE HAVE 400 ALMOST 400 KNOWLEDGEABLE, DEDICATED AND TRAINED VOLUNTEERS WHO MANY OF THEM IT'S LIKE THAT'S A FULL TIME JOB FOR THEM. THAT I'M JUST BLOWN AWAY BY THEIR DEDICATION. THEY WORK IN SCHOOLS. THEY WORK WITH HORTICULTURE THERAPY WITH THE SENIOR CENTERS AND WE HAVE OUR BEAUTIFUL UM. FLAGSHIP AT MYERS PARK AND EVENT CENTER. IF YOU'VE NEVER BEEN OUT TO THE RESEARCH AND DEMONSTRATION GARDENS, I ENCOURAGE YOU TO COME OUT AND GIVE YOU A TOUR. OUR MEMBERS. AS I SAID, OUR DEDICATED THEY JUST TO BECOME A MASTER GARDENER. YOU HAVE TO PUT IN 65 HOURS OF STEADY, HARD CLASSWORK AND 65 HOURS OF SWEAT EQUITY AT OUR MANY PROJECTS. AND THROUGH THE PANDEMIC. WE'VE FOUND THAT PEOPLE WERE SO THRILLED ABOUT GARDENING. WE HAD MORE AND MORE PEOPLE WANTING TO JOIN SO BEFORE PANDEMIC. WE HAD 300 SOMETHING, AND NOW WE HAVE ALMOST 400 PEOPLE. UM. AND UM, SADLY, WE HAD HAD TO CANCEL TWO OF OUR GARDEN SHOWS DURING THE PANDEMIC , WHICH WAS HEARTBREAKING TO US BECAUSE IT IS OUR PREMIER EDUCATIONAL EVENT. IT'S WHERE PEOPLE CAN COME IN AND GET A RELIABLE LIVING DISPLAY OF EARTH KIND SCIENTIFIC WAYS OF MANAGING THEIR GARDENS. UM BUT WE'RE BACK . 2022 WE CAME BACK. WE, UM HAD ABOUT 5500. PEOPLE WHICH IS NOT WHAT WE WANT. AND SO OUR LESSON LEARNED IS THAT AFTER A PANDEMIC YOU BETTER REALLY ADD TO YOUR PROMOTIONAL BUDGET. PRE PANDEMIC WE HAVE BETWEEN 6500 AND 9000 PEOPLE. AND SO WE REALLY HAVE TO WORK HARDER TO LET THEM LET PEOPLE IN THE COMMUNITY AND THE WIDER NORTH TEXAS AREA KNOW WHAT'S HAPPENING. UM, WE. ARE FORTUNATE IN THAT THIS IS NOT YOUR NAME YOUR NORMAL GARDEN AND HOPE SO. WE'RE NOT GOING TO HAVE THE GUTTER GUY, UH OR TRYING TO SELL YOU GUTTERS OR THE ROOF GUY. EVERYONE IN OUR GARDEN SHOW IS ACTUALLY GARDEN RELATED. I WORKED. I VOLUNTEERED AT ONE OF THE OTHER. SHOWS IN TOWN. YEAH. AND. MASTER GARDENERS WAS THE

[01:20:05]

ONLY GARDEN RELATED PERSON THERE. YOU WILL NOT FIND THAT HERE WE HAVE 12 EDUCATIONAL AND DEMONSTRATION BOOTH. UM WE ARE THE PREPONDERANCE OF OUR PROMOTION IS DIGITAL, BUT WE REALLY NEED TO STEP IT UP. AND YOU ALL HAVE HELPED US IN THE PAST AND WE JUST HOPE YOU'LL HELP US AGAIN. THANK YOU QUESTIONS THAT YOU MAY HAVE BOTH CERTAINLY TRY TO ANSWER SO THE MEN SO DO YOU HAVE SOMETHING FOR LIKE NONE. MASTER GARDENERS LIKE A LIKE A INTRODUCTION WERE FOR OKAY. OKAY SO AWESOME. EDUCATE EDUCATION. OKAY YEAH. ARE WE HAVE CLINICS? WE HAVE CLASSES THROUGH THE YEAR. WE'RE ALL OVER THE PLACE THAT WE HAVE. IF YOU HAVE A GARDEN EMERGENCY GOING OUR WEBSITE AND YOU CAN CLICK IT IN WITH A PICTURE OF WHAT YOUR PROBLEM IS. IT'S CALLED, ASK A MASTER GARDENER. JUST CLICK THAT BUTTON, SEND IT AND WE WILL GET BACK AND ANSWER THAT IS TO HELP YOU. AWESOME. THANK UM, WE MAY HAVE YOU MAY HAVE RUN OUT OF TIME. DO YOU HAVE ANY EXPLANATION OF A BREAKDOWN OF HOW YOU'RE GOING TO SPEND THE MONEY ON VARIOUS I DO. UH MOST OF OUR FUNDING WILL BE GOING TO DIGITAL THROUGH THE DALLAS MORNING NEWS AND FACEBOOK BECAUSE WE FOUND THEM EFFECTIVE, BUT WE REALLY AREN'T GETTING ENOUGH. REPETITION. UM FREQUENCY , SO WE FEEL LIKE WE NEED IT. DO MORE. WE HAVE. THE LOCAL RADIO KL AK WE GO OUTSIDE OF MCKINNEY . WE'RE LOOKING AT PROSPEROUS SELENA LIVING PLANO MAGAZINE. AH THE FRISCO STYLE, SO WE'RE TRYING TO REACH OUTWARD TO BRING PEOPLE TO MCKINNEY AND OUR SOCIAL MEDIA. WORK THROUGH OUR 400 MEMBERS IS ACTUALLY PRETTY DARN GOOD THROUGH INSTAGRAM. WE HAVE FACEBOOK. SO WE REALLY NEED TO RAMP IT UP. WE'RE NOT DOING ENOUGH. IF WE'RE GETTING 5500 PEOPLE UM. I KNOW THAT WE'VE FUNDED THE GARDEN TOUR BEFORE, HAVE WE? WE FUNDED THIS EVENT ENDED THE GARDEN SHOW THAT HAD GARDEN TOURS, AND WE HAD MUCH. MILL ROBUST. EXPERIENCED THAT. THANK YOU AND. YOU ARE A MCKINNEY BASED ORGANIZATION. BUT OUTREACH TO ALL OF COLLIN COUNTY . HOWEVER I WOULD TELL YOU THAT THE HIGHEST PERCENTAGE OF OUR MEMBERS COME FROM MCKINNEY. AND THE PERSON PREPONDERANCE OF THE HOURS THAT WE PUT IN OUR ADMIRES PARK. STILL IT'S WHERE WE REALLY SPEND OUR TIME. AGAIN IN THE FUTURE. THANKS. THANK YOU SO MUCH. NEXT ITEM IS 22-549 CONSIDERED DISCUSSED PROMOTIONAL COMMUNITY EVENT GRANT APPLICATIONS SUBMITTED BY SPG HOSPITALITY PC 22-22. IN THE AMOUNT OF $10,000 FOR THE ADVERTISING, MARKETING AND PROMOTION OF THE 2022 MCKINNEY WINE IN MUSIC FESTIVAL. THEY PRESENTED BY HEIRESS GONZALEZ. FRANK GOOD MORNING, MADAM CHAIR , MADAM PRESIDENT IN THE M C. D. C ENTIRE BOARD. THANK YOU SO MUCH TODAY FOR YOUR TIME TO DISCUSS THE SIXTH ANNUAL MCKINNEY. WINE AND MUSIC FESTIVAL SCHEDULED FOR OCTOBER, 15TH ON. AT TOWN LAKE PARK FROM 12 PM TO SEVEN PM LAST YEAR AT THE MCKINNEY WIDER MUSIC FESTIVAL WE SAW OVER 6500 ATTENDEES COME OUT TO THIS AMAZING EVENT THAT FEATURES LOCAL MUSICIANS. WINE TASTING GREAT STOPPING OVER 100 AMAZING LOCAL ARTISANS AND SHOPS THAT ARE FROM THE MCKINNEY AND LOCAL NORTH DALLAS AREAS. WE ALSO HAVE SOMETHING NEW AND EXCITING THIS YEAR. WE'RE REALLY EXCITED. WE'RE GOING TO ADD A FOOD PATH AND THE FOOD PASSED THIS YEAR WILL INTRODUCE 15 LOCAL RESTAURANTS. AND THESE RESTAURANTS WILL ALLOW FOR, UM, A SAMPLE OF THEIR CUISINE TO BE TASTED BY THE ATTENDEES SO REALLY EXCITED ABOUT ADDING THIS NEW ADDITION TO THE FESTIVITIES AND ALSO HIGHLIGHTING WHAT LOCAL RESTAURANTS HAVE TO OFFER FOR

[01:25:04]

THE COMMUNITY AS A WHOLE? EVEN THOUGH THIS EVENT IS NOT FOR CHARITY, WE DO PARTNER WITH LOCAL NONPROFITS, AND ONE OF THOSE NONPROFITS IS LOVE LIFE FOUNDATION AS WELL AS THE WARRIORS. KEEP THE WARRIORS KEEP PROVIDES, UM, VETERANS TO HELP WITH OUR GROUP STOMPING IN 100% OF THOSE PROCEEDS GO TO THEM. AND THEN THE LOVE LIFE FOUNDATION. A DOLLAR OF THE TICKETS OR THE PASSES WILL GO TO THEM THAT IS SOLD AT THE EVENT. THIS IS ONE OF OUR VIDEOS. WE DEFINITELY ENCOURAGE YOU TO TAKE SOME TIME TO REVIEW IT. LOOK OVER IT. UM, UNLESS OKAY? OKAY? THANK YOU. IT HASN'T GONE AS IT PLAYS. I'M GOING TO TALK A LITTLE BIT ABOUT THE EVENT ITSELF. UM THE GOAL OF OUR MCKINNEY WATTY MUSIC FESTIVAL IS TO MAKE MCKINNEY KNOWN TO THE COMMUNITY COMMUNITIES. WE'VE SEEN PEOPLE COMING FROM FLORIDA . WE'VE SEEN PEOPLE COMING FROM OTHER AREAS OUTSIDE OF THE NORTH DALLAS AREA. TO THE TOP. IT'S OKAY. UM AND SO IT IS DEFINITELY A HIGHLIGHT, AND WE WANT TO CONTINUE TO MAKE IT A HIGHLIGHT FOR THE MCKINNEY AREA. WE WANT MCKINNEY TO BE NUMBER FIVE. WE WANT MCKINNEY TO BE KNOWN FOR AMAZING MUSIC. UM WE WANT TO MAKE IT A FUN DESTINATION SPOT AND AGAIN. THIS IS OUR STICKS. YEAR. UM THAT WILL BE PUTTING IT TOGETHER AND PEOPLE KNOW ABOUT IT. THEY WHEN THEY TALK TO US THAT OTHER SOME OF OUR OTHER EVENTS ARE LIKE WEDNESDAY. MCKINNEY WANTED MUSIC FESTIVAL COMING AROUND, AND WE'D LIKE TO CONTINUE TO MAKE IT A PRESENCE HERE IN THE CITY. AS MENTIONED EARLIER. THE GOAL AGAIN IS TO HIGHLIGHT MCKINNEY AND THIS IS DEFINITELY ONE OF THOSE EVENTS. THAT DOES JUST THAT, UM IDEALLY , OUR GOAL IS TO EVENTUALLY BE FINANCIALLY INDEPENDENT, BUT RIGHT NOW, ESPECIALLY WITH INFLATION AND THINGS WE ARE ASKING FOR $10,000. THAT WOULD BE A HUGE IMPACT, TOO. UM ARE OFFSETTING SOME OF OUR EXPENSES THAT MONEY WOULD BE ALLOCATED TO OUR SOCIAL MEDIA INFLUENCE INFLUENCERS IN THE PAST. WE'VE PRIMARILY DONE FACEBOOK ADS, BUT WE KNOW THAT WE NEED TO EXTEND OUR REACH. TO THE AREAS AND SO 3000 WOULD BE FOR SOCIAL MEDIA. THREE OF THEM HOURS. 2000 FOR INFLUENCERS AND 4000 FOR PR REACHING OUT FOR MUSIC. WE'VE EXCUSE ME REACHING OUT TO YOU ON LOCAL TV ADS. WE KNOW THAT THIS IS A PARTNERSHIP. WE HAVE WORKED WITH YOU IN THE PAST, AND WE HOPE THAT YOU WILL CONTINUE TO CONSIDER US AND PARTNER WITH US FOR THIS YEAR. EVENT. THANK YOU.

THE DATE, IS IT THAT WAS THAT WAS A SET DATE. IT IS NO THE DLS MERCHANTS IS ALSO SO LAST YEAR I WAS GOING BACK AND FORTH. YEAH BACK AND FORTH. IT IS ON THE SAME DAY IT IS. UNFORTUNATELY ON THE SAME DAY, I WAS REALLY EXCITED WHEN I HEARD ABOUT THE DS. ANY. SO I SEE THE BREAKDOWN OF JUST ENJOYING THE FESTIVITIES WITHOUT A PASS. SO YES, THERE IS A NEW ENTITY THAT WE ARE ADDING THAT AS A GENERAL MISSION PAST THAT IS $10 AND THAT IS FOR PEOPLE WHO ARE JUST COMING TO LISTEN TO THE MUSIC BUT WHO MAY NOT PARTICULARLY WANT TO DRINK WINE. ARE INSTANCES ARE INCREASING OVER THE YEAR. WE'RE SEEING MORE ATTENDEES AND SO THEREFORE OUR EXPENSES ARE INCREASING. SO WE'RE SEEING THIS SEEING WHETHER OR NOT THIS WILL ACTUALLY UM, BE WORTH WHILE IN TERMS OF HELPING TO OPPOSITE, THOUGH SOME OF THOSE COSTS UM IF IT DOES NOT, THEN WE WILL REMOVE IT. BUT THIS IS OUR TRIAL YEAR TO KIND OF SEE. SO YOU'RE GOING TO FENCE IN THE YES. WE ALWAYS SPENCE IT IN, UM SO AND WE DO HAVE TO REMEMBER BEING FENCED IN LAST YEAR. SO YES, IT IS INSTANT. THERE ARE TWO AREAS WHERE WE WILL HAVE MCKINNEY PD ON EITHER SIDE OF THE TRAILS, OKAY? MONITORING THOSE ENTRANCES AS WELL. AND THE OTHER. REMEMBER THE NUMBER OFF THE TOP OF MY HEAD OF ATTENDEES THAT YOU HAD. SO LAST YEAR? WE HAD 6500 COM TICKET SALES OR IS THAT PINGING OF CELL PHONES THAT IS PINKING OF CELL PHONES? UM AND THEN ARE ANTICIPATED. HOPE IS TO HAVE AROUND 8500 COME THIS YEAR. FEAR AND, YOU KNOW. YEAH NO, I'M JUST TRYING TO FIGURE OUT WHY PEOPLE WOULD GO AND NOT DRINK THE WINE. I THOUGHT THAT'S WHAT THE WHOLE POINT WAS. I'M KIDDING. I'M KIDDING. I DON'T REALLY HAVE ANY QUESTIONS. UM THAT I'M CURIOUS ABOUT HOW TO YELL AR THE $10 INT IN THE PARK. BUT YOU KNOW THAT'S YOUR THAT'S YOUR THING. CURIOUS TO SEE HOW THAT GOES TO I'M ASSUMING IT WILL BE DIFFERENT COLOR WRISTBAND OR SOMETHING. SO YES, WE ALWAYS HAVE DIFFERENT

[01:30:03]

TYPES OF RESPONSE FOR VIP ATTENDEES, AS WELL AS FOR NORMALLY THE WIND PASS INDIVIDUALS. EVEN WITH THE FOOD PAST PICKETERS, THEY WILL RECEIVE A LANYARD AND IT WILL HAVE, UM, 15 DIFFERENT PLATES FOR THE RESTAURANTS TO MARK OFF. SO FOR THE GENERAL MISSION ATTENDEES, THEY WILL ALSO RECEIVE A DIFFERENT COLORED WRISTBAND. THAT WILL DENOTE THAT THEY WILL NOT BE ALLOWED TO RECEIVE ALCOHOL. UM AND THEN, UM, OR THAT THEY ARE GENERAL MISSION ATTENDEES. THIS JUST OCCURRED TO ME, IS THERE SO IT'S $40 FOR THE WINE PASS, PLUS 30 FOR THE FOOD PASSES AN ADDITIONAL COST, SO, YES, IF PEOPLE WANT JUST THE WINE PASSED , THEN IT'S $40. THEY WANT JUST THE PAST. THEN IT'S $30. THERE MAY BE AN ADDITIONAL WE HAVEN'T DETERMINED YET IT WILL DO A COMBINATION. WHICH WOULD BE WINE AND FOOD PATHS. UM AND NORMALLY, IF THAT IS THE CASE, THEN THAT WOULD BE, UM PROBABLY $10 LESS THAN THE COMBINED, UM, OF 14 30 TO $60. OKAY, OKAY. HAVE A QUESTION FOR CINDY. I THINK DON'T WE HAVE A LIMITATION ON THE TICKET PRICE OF AN EVENT? IS IT $35? IT HAS, BUT WE ALSO TAKE INTO CONSIDERATION. THERE ARE A LOT OF EVENTS THAT HAVE DIFFERENT LEVELS OF TICKET. SO AS LONG AS THERE IS A OPTION THAT IS EITHER FREE OR LOW COST SO THAT IT'S MORE PUBLICLY ACCESSIBLE. AND SO WE'RE ACCEPTING THE $10. PASS AS I WOULD JUST ARGUE THAT. I'M NOT OPPOSED TO THIS. I WOULD JUST I GUESS WE HAVE THIS RULE. I WOULD ARGUE THAT A $10 PASS INTO THIS EVENT IS NOT REALLY THE EVENT LIKE THIS IS A WINE FESTIVAL FOR $10. YOU DON'T GET TO REALLY PARTICIPATE IN THE CORE OF THE EVENT. AND IF WE HAVE A $35 LIMIT, AND I JUST I THINK WE SHOULD TALK ABOUT THAT AND UNDERSTAND AND CONSIDER THAT, BUT, UM YOU KNOW, I UNDERSTAND YOU HAVE A $10 ADMISSION, BUT THAT'S NOT REALLY WHAT THIS EVENT IS. THIS EVENT IS REALLY TO DRINK WINE, AND SO I WONDER IF THAT REALLY MEETS OUR RULE OF $35 WOMEN SUGGESTED. I THINK IT'S SOME OF OUR STRATEGIC PLANNING THAT WE MIGHT NEED TO LOOK AT INCREASING. BECAUSE OF INFLATION CALLED AN INFECTION. I UNDERSTAND, BUT WE HAVEN'T UM AND SO I THINK WE NEED TO CONSIDER THAT HERE. AND IF YOU DON'T MIND ME SAYING, WE DID NOTICE THAT EVEN THOUGH WE HAD 65,000 PEOPLE COME OUT ONLY AROUND 2000 OF THOSE WERE ACTUALLY WINE DRINKERS. SO WE NOTICED THAT WE HAD A LOT MORE PEOPLE COMING JUST TO LISTEN TO THE MUSIC JUST TO DO THE SHOPPING, NOT NECESSARILY TO PARTICIPATE IN THE WINE COMPONENT. 60 65 500. FAIRNESS ABOUT THE SALES. SO YOU'RE YOU SOLD ABOUT 2000 TICKETS, BUT 6500 ATTENDED BECAUSE THEY WENT TO THE SORRY I DID NOT. AND WASN'T THAT CORRECT? AND THE PRESIDENT LAST YEAR YOU DID A TWO DAY EVENT THIS YEAR. LAST YEAR IT WAS A TWO DAY EVENT. UM, AND THIS YEAR WE ARE SCALING BACK TO TRY TO JUST FOCUS ON ONE DAY, UM, AND WORK WITH THE ONE DAY DO YOU WAS IT BECAUSE MAYBE THAT SUNDAY BECAUSE I BELIEVE IT WAS A SUNDAY IT WAS A SUNDAY WE DID NOT ATTEND THE LOWER ATTENDANCE. AND SO WE JUST WANT TO KIND OF JUST FOCUS ON HAVING IT AS A ONE DAY AND THEN KIND OF GROW IT. AS A ONE DAY AND THEN CONSIDER EXPANDING IT BACK TO A TWO DAY ESPECIALLY WITH US TRYING TO DO A TWO DAY RIGHT.

TOWARDS THE 2021 WHEN PEOPLE WERE STARTING TO COME OUT OF COVID IN TERMS OF GOING AND ATTENDING FESTIVITIES, WE DECIDED TO LET'S JUST GO BACK TO DOING A ONE DAY. FOR THE WINE AND FOOD PASSES. DO YOU HAVE SOLD OUT AMOUNT. IS THERE A LIMITED AMOUNT OF TICKETS THAT YOU WILL SELL? SO OUR NUMBER? OUR MAX NUMBER IS WHERE ARTISTS ARE. ANTICIPATION IS 8500, SO THAT'S KIND OF WHERE WE ARE CUTTING OFF SALES. FOR THE EVENT. 8500 TOTAL TICKETS. WHAT ARE YOU SETTING ASIDE X AMOUNT OF THOSE FOR NON DRINKERS VERSUS DRINKERS 8500 TOTAL THAT'S ARE EXPECTED ATTENDANCE THAT WOULD INCLUDE, UM GENERAL ADMISSION THE FOOD PAST THE WIND PAST. SO IS YOUR QUESTION AS TO WHETHER OR NOT THAT WOULD INCLUDE, LIKE THERE'S A CERTAIN NUMBER ALLOCATED TO THE WINE PASSES. AT THIS POINT, WE HAVEN'T DETERMINED WHAT THAT NUMBER LOOKS LIKE. ADDITIONAL QUESTIONS. THANK YOU, MR. ALRIGHT. THANK YOU FOR YOUR

[Update on Low-Income/Affordable Housing Resources in McKinney.]

AGAIN. WE WILL MOVE FORWARD WITH AGENDA ITEM. 2 TO 0 POP UP TO UPDATE ON LOW INCOME AFFORDABLE HOUSING RESOURCES IN MCKINNEY, AND THAT WILL BE PRESENTED BY CRYSTAL TODD. SO LET'S COX AND MISS ROSALIND MILLER. GOOD MORNING, CRYSTAL TODD. AFFORDABLE HOUSING ADMINISTRATOR CITY MCKINNEY. I JUST WANTED TO THANK YOU FOR INVITING US HERE TODAY TO UPDATE ON SOME OF THE HOUSING RESOURCES WE HAVE IN MCKINNEY AND OUR CONTINUED PARTNERSHIP AND SERVING THE COMMUNITY OF AFFORDABLE HOUSING. AND HERE TODAY, AS YOU MENTIONED WE HAVE THE HOUSING, UM HOUSING AUTHORITY AND, UM, NORTH KOREAN COUNTY HABITAT FOR HUMANITY, AND I WANT TO DIVIDE ROSALIND MILLER, THE EXECUTIVE DIRECTOR FOR UP HERE TO KICK OFF OUR PRESENTATION. THANK YOU. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT BOARD OF COMMISSIONERS . THANK YOU GUYS FOR THE OPPORTUNITY TO COME AND SPEAK TO YOU AND TELL YOU GUYS WHAT WE'RE DOING HERE IN MCKINNEY, HOW WE'RE SERVING YOU. IN THE LOW INCOME FAMILIES HERE IN MCKINNEY JUST TO START OFF WITH THOSE OF YOU WHO DON'T KNOW THE MCKINNEY HOUSING AUTHORITIES OF PUBLIC HOUSING AGENCY CREATED UNDER LOCAL GOVERNMENT 392. AND WE HAVE PUBLIC HOUSING AND THE HOUSING CHOICE VOUCHER PROGRAM.

WE ADMINISTER THOSE WITH FEDERAL FUNDS. CURRENTLY THE MCKINNEY HOUSING AUTHORITY IS SERVING ABOUT 792 UNITS. 792 UNITS, AND I THINK THAT'S IMPORTANT TO NOTE BECAUSE AT THE END OF THE DAY YOU ALWAYS LOOKING AT WHAT WHAT ARE THOSE FEDERAL DOLLARS GO? HOW MANY PEOPLE ARE ON THESE PROGRAMS? AND YOU KNOW WHAT YOUR POPULATION IS HERE IN MCKINNEY. WHEN IT COMES DOWN TO THE AFFORDABLE HOUSING THAT WE'RE SERVICING 792 UNITS REPRESENTS ABOUT 7920.38% OF THE POPULATION . SO WHEN PEOPLE ARE CALLING CRYSTAL OR CELESTE AND LOOKING FOR AFFORDABLE HOUSING. THAT'S THE REASON WHY WE JUST DON'T HAVE ENOUGH AFFORDABLE HOUSING IN THE COMMUNITY. SO HERE ARE SOME THINGS THAT WE HAVE ACTUALLY DONE HERE IN THE COMMUNITY ARE SO THAT YOU CAN SEE HOW WE'VE ACCOMPLISHED. COME ON IN. CHRIS, YOU WANT TO GIVE ME SOME TUTORIAL HERE? THANK YOU. OKAY, SO. UM. JUST TO SHOW YOU A LITTLE BIT ABOUT WHAT WE'VE DONE OUR CORE VALUES HERE WE HAVE A BOARD THAT'S APPOINTED BY THE CITY. OF COURSE, YOU KNOW THAT WE HAVE SIX COMMISSIONERS REPRESENTING THE MCKINNEY HOUSING AUTHORITY. OUR MISSION HERE IS TO THE HOUSING AUTHORITY'S MISSION IS TO SERVE THE HOUSING NEEDS OF LOW TO MODERATE INCOME FAMILIES AND AUTHORITIES JURISDICTION. MOST OF OUR CLIENTS WHO ARE PUBLIC HOUSING WE HAVE ABOUT 51 UNITS LEFT OF PUBLIC HOUSING. WE HAVE A BASELINE OF 355 VOUCHERS, AND THOSE FOLKS LIVE ANYWHERE WITHIN A 50 MILE RADIUS AND THE 50 MILE RADIUS AS SUCH, BECAUSE WE HAVE A LIMITED AMOUNT OF HOUSING, SO THEY LIVE ANYWHERE WITHIN A MILE RADIUS. OKAY? OUR CORE VALUES OF ACCOUNTABILITY, COMPASSION, EXCELLENT LEADERSHIP AND SERVICE. FATHER, MCKINNEY HOUSING AUTHORITY RECENTLY HAD THE OPPORTUNITY TO TAKE ADVANTAGE OF THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENTS.

RENTAL DEMONSTRATION PROGRAM. WE WERE ONE OF THREE IN THE INITIAL PROGRAM SELECTED IN THE STATE OF TEXAS. UM WE WERE ABLE TO CONVERT THE NEWSOME HOMES PROJECT. THE CDC BOARD WAS ONE OF THE FIRST INVESTORS IN OUR PROJECT AND WITH THE NEW SOME HOMES PROPERTY, THE CITY MCKINNEY ALSO CONTRIBUTED. SO OUR TOTAL COLLECTION FROM M. C. D C AND THE STADIUM MCKINNEY WAS ABOUT 1.5 MILLION, AND AS YOU CAN SEE THE NEW SOME HOMES PROPERTY IS LOCATED OFF OF HIGHWAY FIVE AND HAS SERVED SINCE 2017. SINCE THEN, WE HAVE ALSO BEEN ABLE TO CONVERT THE MERIT HOMES. PROPERTY UH, M. C D. C WAS ALSO INTEGRAL AND THUS CONVERTING. UH THE MAYOR AT HOMES PROPERTY ON THAT SIDE. WE ACTUALLY HAVE A WORKFORCE DEVELOPMENT CENTER SO WE CAN

[01:50:02]

PROVIDE STATE OF THE ART, UH, WORKFORCE DEVELOPMENT AFTER SCHOOL CARE PROGRAMS AND, UH WE'RE VERY PROUD OF THAT CENTER THERE. SO THANK YOU GUYS FOR DOING THAT. THE HOUSING TOWARDS VOUCHER PROGRAM. WE'VE EXPANDED THAT FROM THE TRADITIONAL HOUSING CHOICE VOUCHER. WE NOW ALSO ADMINISTER 48 MAINSTREAM VOUCHERS. THAT'S WHAT PERSONS 18 61 WITH A DISABILITY. WE ALSO ADMINISTER VETERANS VOUCHERS. WE HAVE FIVE COURT, CURRENT VETERAN VOUCHERS WERE MINISTERING. THOSE FOR VETERANS WERE HOPING THAT SOMETIME LATER THIS YEAR, THE DEPARTMENT OF HOUSING AND DEVELOPMENT IS EXPECTED TO ALLOCATE MORE ADDITIONAL HOUSING VOUCHERS JUST BASED ON THE CENSUS. AND WE ARE EXPECTING TO GET AN ADDITIONAL ALLOCATION. FINALLY WE HAVE THE 51 PUBLIC HOUSING UNITS LOCATED ON THE EAST SIDE OF MCKINNEY. THAT'S OUR REMAINING UNITS, AND WE ARE IN CONTRACT NEGOTIATIONS RIGHT NOW WITH THE DEVELOPER TO REDEVELOP THAT PROPERTY AS WELL.

THESE ARE OUR CLIENTS. THE PEOPLE WE SERVE IN THE COMMUNITY, SO JUST GIVE YOU A LITTLE BACKGROUND HERE. THE MAJORITY OF OUR CLIENTS, ELDERLY FAMILIES, INDIVIDUALS, PERSONS WITH DISABILITIES AND VETERANS. AS YOU CAN SEE THE DEMOGRAPHICS FOR OUR FAMILIES. IN OUR WAIT LIST. MHM HAS A WAIT LIST OF PERSONS WHO ARE WAITING TO RECEIVE ASSISTANCE. THE ANNUAL INCOME RANGES FROM 0 TO 49,000. THE MAJORITY OF INCOME OF OUR PARTICIPANTS OR SOCIAL SECURITY.

OR LOW INCOME WORKERS. THAT'S GOING TO BE MOSTLY YOUR ESSENTIAL WORKERS. WORKING SERVICE INDUSTRIES CALL CENTERS. UM. WE HAVE A LOT OF OUR US PARTICIPANTS THAT ACTUALLY WORK FOR M I S T. NUMBER OF OUR CLIENTS OR AM I S D WORKERS. PUBLIC HOUSING AND HOUSING CHOICE. VOUCHER RESIDENTS MUST MEET SCREENING CRITERIA AND ELIGIBILITY REQUIREMENTS. THEIR FAMILY STATUS, INCOME LEVEL CITIZENSHIP STATUS AND EVICTION HISTORY. IT'S ALL KEY THINGS TO KNOW FOR FOLKS WHO MAY NOT HAVE A BACKGROUND UNDERSTANDING WHAT A CRITERIA FOR PEOPLE TO ACTUALLY RECEIVED. HOUSING ASSISTANCE. ELIGIBLE CLIENTS PAY 30% OF THEIR ADJUSTED GROSS INCOME TOWARDS THE RENT THE REMAINDER SUBSIDIZED BY THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. THE PUBLIC HOUSING AND TAX CREDIT DEVELOPMENTS. THE STATE OF TEXAS HAS THE TAX CREDIT ALLOCATION. AS YOU GUYS KNOW, WE WERE ABLE TO DO THE MARY HOLMES NEWSOME. HOMES UH, WITH TAX CREDITS 9% DEAL OR 14% ON THE OTHER. AND THESE ARE THOSE DEVELOPMENTS. THE NEW SOME HOMES PROPERTY, ADDED 136 UNITS. TO OUR PORTFOLIO 50 UNITS TO THE MCKINNEY HOUSING MERIT HOMES, PROPERTY. OUR CHALLENGE IS AFFORDABILITY GAP THAT CONTINUES TO GROW. INVENTORY. AND NIMBYISM. MEETING THE CHALLENGES . THESE ARE SOME OF THE THINGS THAT WE'VE DONE IN AN EFFORT TO FULFILL OUR GOALS. WE'VE PARTNERED TO DEVELOP 662 UNITS OF NEW AFFORDABLE HOUSING UNITS MILLENNIUM MCKINNEY. POST OAK, NEW SOME HOMES AND MERIT HOMES, AND MOST ALL OF THESE PROPERTIES HAVE A WAITING LIST FOR FAMILIES. WE WANT TO ENSURE EQUAL OPPORTUNITY AND HOUSING.

WE WORKED WITH, UM. MAINSTREAM VOUCHERS. WE WORK WITH PERSONS WITH COMMUNITY, UH OF PERMANENT , SUPPORTIVE HOUSING, METRO CARE. DALLAS LIFE PAST SYSTEMS IN NORTH CENTRAL TEXAS AREA AGING. THOSE GROUPS HELPED US TO WORK TOGETHER TO GET VOUCHERS FOR PERSONS WITH 18 61 WITH DISABILITIES. AND WE CONTINUE TO PARTNER WITH DIFFERENT GROUPS TO BE ABLE TO ENSURE THE SERVICE.

THOSE FAMILIES WHO WE ARE MEETING THEIR NEEDS. OUR VALUE THAT WE ADD TO THE CITY IS THE AFFORDABLE HOUSING UNITS. THE EMPOWERMENT TO OUR COMMUNITIES INCREASED INDEPENDENT LIVING HOMEOWNERSHIP, THE NUMBER OF OUR FOLKS THAT ARE ON THE PUBLIC HOUSING HAVE BEEN ABLE TO TRANSITION AND TRANSITION OVER TO HABITAT FOR HUMANITY, OR US REAL DEVELOPMENT AND OR NOW HOMEOWNERS. AND WE'VE ENJOYED THAT PARTNERSHIP. WORKING WITH THE HABITAT FOR HUMANITY. TEAM AND THAT'S BEEN VERY, VERY REWARDING FOR OUR CLIENTS. PERSONAL CONFIDENCE, SOBRIETY, FINANCIAL MANAGEMENT, HIGHER INCOMES, SELF CONFIDENCE AND COMMUNITY ASSETS. AND THAT'S OUR PRESENTATION. I'M HAPPY TO ADDRESS ANY QUESTIONS YOU GUYS MIGHT HAVE ABOUT THE MCKINNEY HOUSING AUTHORITY. I DON'T KNOW. SO I KNOW MR GRAHAM SPOKE EARLIER ABOUT THE LAND. UM LANGUAGE. WHERE DO YOU SEE THE PARTNERSHIP OR THE COLLABORATION WITH EITHER? LIKE HABITAT YOURSELF AND THE HOUSING. WHERE IS THERE? AN OPPORTUNITY FOR PARTNERSHIP TO REALLY MAKE THAT

[01:55:09]

INITIATIVE SUCCESSFUL? BECAUSE YOU KNOW, WE KNOW. UM MANY OF YOUR TENANTS OR A HOME EUROPE.

ATTENDANT OWNERS IN YOUR COMPLEXES OR UNITS. YOU KNOW BETTER FOR THE AFFORDABLE HOUSING GAP. THEY CAN'T REALLY AFFORD TO HAVE TO GO OUT INTO THE RURAL COMMUNITIES WHERE YOU HAVE AN AGENCY LIKE RULES DEVELOPMENT PROVIDING PROGRAM, BUT THEY WORK HERE. THEY DON'T HAVE THE TRANSPORTATION. WHERE DO YOU SEE AN OPPORTUNITY TO MAKE THAT INITIATIVE SOMETHING THAT IS SUSTAINABLE FOR OUR COMMUNITY? THANK YOU, MADAM CHAIR FOR ASKING THAT QUESTION.

UM, RECENTLY, THE MCKINNEY HOUSING AUTHORITY BOARD OF COMMISSIONERS APPROVED FOR THE HOUSING AUTHORITY TO, UM, PARTNERSHIP WITH DEVELOPERS COMING TO THE AREA LOOKING FOR PUBLIC FACILITY OPERATED OPPORTUNITIES. AND AS MR GRANT STADIUM, THEY WILL ACTUALLY GO AND TAKE PROPERTIES THAT ARE ALREADY HERE IN MCKINNEY AND YOU KNOW WHEN THOSE AH, APARTMENT COMPLEXES GO UP FOR MARKET, THEN THEY'RE TRYING TO BUY THEM USING OUR TAX CREDIT AND WERE ABLE TO LET THEM KNOW AT THE END OF THE DAY. OUR REQUEST IS GOING TO BE THAT THEY, YOU KNOW THEY MUST ACCEPT SECTION EIGHT VOUCHERS. THEY MUST AWARD A PERCENTAGE OF THOSE UNITS TO FOLKS WHO MAKE 30% YOU KNOW WHO ARE ABLE TO PAY THE 30% OF THEIR JESSE GROWTH INCOME. AND SO WE'RE ABLE TO GET SMALL INCREMENTS OF, YOU KNOW, AFFORDABLE HOUSING IN THOSE UNITS AND THERE BE YOU KNOW, CITED THROUGHOUT THE CITY. SO THAT YOU KNOW THEY'RE LOCATED EVERYWHERE. IN ADDITION TO THAT WE HAVE ALSO RECENTLY TALKED WITH SOME OF OUR PARTNERS BANKRUPT SOUTH AND SOME OTHER GROUPS. I BELIEVE I KNOW HABITAT WAS PART OF THAT DISCUSSION WHEN WE WERE LOOKING FOR OPPORTUNITIES TO PUT TOGETHER A FOUNDATION POTENTIALLY AND BE ABLE TO INVEST FUNDS IN THE LOW INCOME COMMUNITIES IN OUR ZIP CODE 75 OR 69, BECAUSE YOU HAVE A LOT OF FAMILIES THAT ARE LIVING IN THAT AREA THAT YOU KNOW, MAYBE THEY'RE NOT. THEY ARE NOT ABLE TO AFFORD TO BRING THEIR HOUSE UP TO CODE. SO WE'RE LOOKING AT. HOW CAN WE HELP TO RE INVEST THOSE DOLLARS IN OUR COMMUNITY WITH FAMILIES WHO ARE ALREADY THERE? IN ADDITION TO THAT, AS FOLKS TRANSITION, SO YOU HAVE ELDERLY FAMILIES THAT ARE LIVING IN THOSE HOMES. THESE ARE LEGACY HOME DAY. MAYBE THEY HAVE CHILDREN OR GRANDCHILDREN WHO COULD TAKE ON THAT HOMEOWNERSHIP. THESE FOLKS HAVE ALREADY LIVED IN MCKINNEY. THEY'VE BEEN HERE IN MCKINNEY, HOW WE'RE MAKING A WAY FOR THEM TO CONTINUE TO LIVE IN MCKINNEY, SO WE WANT TO WORK TOO. LOOK AT HOW WE INVEST IN THE COMMUNITIES THAT WE'RE ALSO DEVELOPING NOT JUST PUBLIC HOUSING OR MULTI FAMILY HOUSING, BUT CONTINUE TO INVEST IN THOSE LOW INCOME HOMES THAT ARE ALREADY IN STEP CODES. GO AHEAD. AND I WOULD JUST SAY THANK YOU, MANAGER FOR THAT GREAT QUESTION, BECAUSE THIS IS SUCH A COMPLEX ISSUE, AND I WOULD. I KNOW THAT ONE OF OUR STRATEGIC PRIORITIES IS LOOKING AT THE QUESTIONS OF AFFORDABLE HOUSING, HOW WE'RE GOING TO DO THAT. AND IF WE AS AN ENTITY CAN SERVE AS A PLATFORM TO BRING TOGETHER SOME OF THOSE CONVERSATIONS. BE A FACILITATOR WOULD BE VERY MUCH IN FAVOR OF DOING THAT, AND I KNOW YOU KNOW, I AM REALLY GLAD THAT KENNY AS AS A CITY IS GETTING OUT AHEAD OF THIS. I KNOW SOME OF OUR NEIGHBORS ARE NOT AS ADVANCED AS WE ARE SOME NEIGHBORING CITIES AND LOOKING AT SOME OF THESE ISSUES, SO BEING ABLE TO SEE WHAT OUR CITY COUNCIL IS DOING.

AND WHAT YOU ARE DOING AND ALL THE OTHERS WHO ARE PARTICIPATING IN. IT ISN'T AN EASY FIX, AND IT NEEDS COLLABORATION. SO UM, WHAT WE CAN DO AS AN ENTITY TO BE PART OF THAT COLLABORATIVE CONVERSATION. UM, I WOULD BE VERY MUCH IN FAVOR OF AND BRINGING THESE DISCUSSIONS TO THE TABLE IS AN IMPORTANT THING FOR WHAT WE CAN DO. THANK YOU. CAN I ASK? UM WHAT? WHAT'S YOUR WAITING LIST? LIKE HOW MANY PEOPLE ARE WAITING FOR HOME? WELL OUR WEDDING LISTS ARE CLOSED, AND THEY'VE BEEN CLOSED SINCE 2019 WHEN WE OPENED JUST FOR THE MAINSTREAM, SO WITH REGARD TO THE WAY THAT IT ISN'T TRUE, BECAUSE WE CAN'T AFFORD TO OPEN IT. WE DON'T HAVE AVAILABLE FUNDING. WE COULDN'T YOU DON'T HAVE A WAITING LIST BECAUSE WE DO HAVE A WAITING LIST. AND RIGHT NOW WAITING LIST IS ABOUT 1500 PEOPLE. BUT BECAUSE WE CAN'T SERVE ANYBODY. WE'RE NOT OPENING IT RIGHT. IT'S JUST FRUSTRATING TO KEEP PEOPLE ON THEIR WHEN YOU CAN'T SERVE THEM ANYWAY. WE DON'T HAVE THE AVAILABLE FUNDING BUT CALLS THAT WE RECEIVE EVERYDAY PEOPLE WALKING INTO OUR OFFICE. PEOPLE THAT ARE EMAILING US. IT CONTINUES TO GROW AND YOU KNOW, WITH THE MARKET THE WAY IT IS, YOU CAN SEE HOW BAD YOU KNOW COULD BE. AND SO WE JUST KIND OF ALL CIRCLED THEM BACK AROUND BETWEEN MY OFFICE, THE HOUSING COMMUNITY DEVELOPMENT OFFICE.

WE'RE SENDING THEM IN LOOPS. RIGHT NOW, HOUSING AUTHORITIES THAT HAVE AN OPEN WAITING LIST.

TRAVIS COUNTY THAT'S GOING TO BE DOWN AUSTIN AREA. TULSA, OKLAHOMA. I MEAN, YOU KNOW,

[02:00:01]

PEOPLE SO WHAT CAN YOU DO? SO I APPLAUD YOU GUYS FOR LOOKING AND THINKING ABOUT HOW YOU GET PARTICIPATE IN ADDRESSING POSITION. CHRIS MILLER. YOU MENTIONED THE 51 PUBLIC HOUSING UNITS AND YOU'RE NEGOTIATING WITH THE DEVELOPER TO FOR IMPROVEMENTS ARE THOSE ON ONE LOCATION OR MULTIPLE LOCATIONS TO SITES. TWO SIDES LOCATED IN EAST MCKINNEY, THROCKMORTON AND FIT YOU SO THERE'S 26 UNITS IN ONE PROPERTY. 24 UNITS IN THE OTHER. ULTIMATELY OUR GOAL IS TO REDEVELOP OFF 50 OF THOSE UNITS ON SIGHT OF THE LORD ONE'S PROPERTY, SO THAT'LL BE JUST SOUTH OF THE PROPOSED DEVELOPMENT THAT THROCKMORTON PLACE DEVELOPMENT. BUT NOT INCREASING THE NUMBER OF UNITS JUST REDEVELOPING IT. THAT'S GOING TO BE BASED ON THE DEVELOPER AND THE FEASIBILITY AT THE END OF THE DAY. YOU KNOW THE REASON WHY IT'S TAKING US SO LONG AT THIS JUNCTURE IS, YOU KNOW DEVELOPERS WANT TO MAKE MONEY AND WE DON'T HAVE THE MONEY TO DEVELOP INDEPENDENTLY. SO CAN YOU REMIND ME DID WE INCREASE THE NUMBERS THAT MERIT AND NEWSOME MERIT PROPERTY AND WE INCREASE THE NUMBERS BY 50. AT THE NEW SUB HOMES PROPERTY, WHICH IS, UM 55 OLDER. THOSE UNITS INCREASED BY 136 UNITS, SO THE TOTAL NUMBER OF UNITS THAT WE CURRENTLY HAVE WITH THAT INCLUDES OUR VOUCHERS. WHETHER IT'S REGULAR VOUCHERS, MAINSTREAM VOUCHERS AND VETERANS VOUCHERS. TOTAL NUMBER OF UNITS WERE SERVING 792 UNITS. AND THEN WITH THESE NEW DEVELOPERS THAT COME IN WITH THESE NEW ITEMS OF THE CITY PASSED, THOSE PEOPLE WOULD ULTIMATELY COME OFF YOUR WAITING LIST AND BE ABLE TO TAKE ADVANTAGE OF THOSE WHEN THEY FINALLY COME ABOUT IS THAT WHERE YOU'RE GOING TO GET THOSE PEOPLE FROM THE WAITING LIST? SO WITH REGARD TO WHAT THE CITY'S PAST I CAN'T SPEAK TO THOSE UNITS WITH REGARD TO OUR PROPOSAL TO DEVELOPERS COMING INTO THE UNIT , SO THERE ARE PROPERTIES THAT ARE HERE IN MCKINNEY THAT DON'T ALREADY STEPPED VOUCHERS. AND WHEN WE'RE ASKING THEM IF THEY PARTNER US WITH US TO MAINTAIN THE AFFORDABILITY, SOME PEOPLE WOULDN'T HAVE TO HAVE A VOUCHER TO LIVE THERE. BECAUSE THE RENTS WOULD BE SUCH THAT THEY WOULD QUALIFY FOR THAT UNIT. HOWEVER MAKE SURE THAT WE'RE ABLE TO ALLOW VOUCHER HOLDERS TO LIVE THERE. I HAD A SIMILAR QUESTION AS DAVID AND I DON'T KNOW IF THIS IS THIS IS EVEN A QUESTION THAT CAN BE ANSWERED. BUT WHEN WE TALKED ABOUT THE WAITING LIST OF 1500 HAVE A ROUGH ESTIMATE IN MCKINNEY OF HOW MANY RESIDENTS OR FAMILIES NEED AFFORDABLE HOUSING, BUT CURRENTLY DON'T HAVE IT. IS THERE A PERCENTAGE OF I KNOW YOU SAID YOU'VE GOT THE 792 UNITS IS 7920.3% OF THE POPULATION WILL CLEARLY WE KNOW A LARGER PERCENT OF THE POPULATION IS IN NEED OF AFFORDABLE HOUSING. I APOLOGIZE , MA'AM. I DON'T HAVE THAT AVAILABLE TO ME. AT THIS MOMENT . HOWEVER I WILL SAY I THINK THAT THE CDC WEBSITE IS IT HAS A VERY GOOD DEMOGRAPHIC WITH REGARD TO INCOME BRACKETS. SO IT ACTUALLY BREAKS DOWN THE INCOME BRACKETS IN MCKINNEY, SO WITH THAT SAID, YOU WOULD BE ABLE TO TELL WHAT'S THE AREA MEETING INCOME? OKAY AND THEN FOLKS FALLING BELOW THAT INCOME BRACKET. COULD BE OKAY. YEAH, I JUST DIDN'T KNOW IF IT WAS CALCULATED ANYWHERE TO DETERMINE. HOW MANY HAVE HOUSING HOW MANY FALL IN THIS CATEGORY? THEREFORE HOW MANY NEEDED AND PREVIOUS DISCUSSIONS THE CITY DID DO A ACTUAL, UM PRESENTATION . AND IF I'M NOT MISTAKEN, I WANT TO SAY MR GRIMES CITY MANAGER GROUP PUT TOGETHER THAT WE WERE JUST BELOW 20,000 UNITS THAT YOU KNOW THAT WOULD BE OUR GOAL. SO I'LL. I'M SURE CRYSTAL COULD. PROBABLY HOW MANY RIGHT NOW TO WHERE WE'RE AT 7 92, AND WE NEED 20,000. WELL, THE GOAL WAS TO BE AT LEAST 20,000. SO 20,000 UNITS WOULD BE 10% OF THE CITY'S POPULATION OR SO RIGHT. 7 92 IS WHAT MAY J. THAT'S WHAT WE HAVE 792. WE HAVE SOMETHING UNDER 92. BUT THE TEXAS AFFORDABLE. UH. HOUSING CORPORATION. THEY HAVE UNITS HERE IN MCKINNEY, SO THOSE TOTAL UNITS TOGETHER COLLECTIVELY, WE MAY BE ABOUT 3000 UNITS. WOULD YOU SAY? CRYSTAL. WE MAY BE ABOUT 3000 UNITS, CORRECT. 3500 UNITS. IT'S ABOUT WHERE WE ARE NOW. WAIT 3500 UNITS IS WHAT WE HAVE OR WERE 3500 SHORT. OUR LAST LEAST 3500. IS THIS WHAT YOU WERE BORN GOTCHA. NO NO, NO , NO. IF WE HAVE ABOUT 3500 UNITS TOTAL WE ARE WAY SHORT ABOUT 20,000 GOLD. AND THAT'S COLLECTIVELY WITH TAX CREDIT UNITS ALREADY IN THE STATE OF

[02:05:03]

UNITS THAT HAVE ALREADY BEEN HERE IN THE CITY. OKAY SORRY, IS THE 20,000 NUMBER THAT CAME OUT OF THE ROUTE STUDY? OKAY THAT WAS A GOAL BASED ON THE ROUTE STUDY MHM. CAN I ASK THAT? YEAH CAN I JUST ASK THAT WE HAVE A FOLLOW UP ON THIS AND LIKE THIS IS A STRATEGIC PRIORITY FOR US.

AND MY QUESTION IS, WHAT CAN WE DO? CAN WE UM, JUST HAVE A FOLLOW UP DISCUSSION ABOUT HOW WE CAN FILL THAT GAP BECAUSE IT'S HUGE AND WE HAVE TWO MORE PRESENTERS TO TALK ABOUT WHAT THEY'RE DOING. WE HAVE A BROADER VIEW OF OKAY. AND I GUESS I WOULD JUST YOU KNOW, FROM AN ECONOMIC STANDPOINT, I WOULD ALSO WONDER. HOW MANY PEOPLE ARE FINDING THEMSELVES IN THIS SITUATION OF HAVING TO LEAVE MCKENNEY BECAUSE THEY CAN NO LONGER AFFORD HERE TO LIVE HERE AND BY CONSEQUENCE? PROBABLY NOT WORK HERE AS WELL. SO THERE IS AN ECONOMIC IMPACT FOR THE PEOPLE THAT NEEDS A PLACE TO LIVE AND WORK. WE'RE BECOMING UNAFFORDABLE BUSINESSES BECAUSE THEY CAN'T GET THE EMPLOYEES THAT THEY NEED, BECAUSE YOU KNOW THEY CAN'T LIVE HERE. AND SO THEY'RE NOT GOING TO, YOU KNOW, LIVE IN OKLAHOMA GOING TO REVERSE COMMUTE TO COME BACK SO THAT THEY CAN KEEP THEIR JOB. THEY'RE GOING TO MOVE ELSEWHERE, SO IT REALLY DOES. IMPACT. THE CITY AND SOME BIG WAYS. THANK YOU ALL FOR THE OPPORTUNITY TO PRESENT. THANK YOU. THANK YOU.

THOSE COPS. MADAM CHAIR BOARD MEMBERS. I'M CELESTE COX WITH HABITAT FOR HUMANITY, AND I WANT TO THANK YOU FOR ALL YOUR SUPPORT. I THINK YOU'RE FAMILIAR WITH OUR PROGRAMS. UM, THAT WE DO. AND IT'S NOT WORKING. WHAT CAN I DO? MILK. SORRY. THERE WE GO. UM SO, AS YOU KNOW, HABITAT BUILDS HOMES, COMMUNITIES AND HOPE, UM WE HAVE TWO MAJOR PROGRAMS, NEW HOME CONSTRUCTION AND THEN HOME REPAIR SERVICES, THE HOME REPAIR SERVICES THAT WE PROVIDE THAT YOU ALSO SUPPORT. UM HAS GOTTEN A LOT BIGGER RECENTLY. WE'RE DOING A LOT MORE COMPLETE. KNOCK DOWN REBUILD. AND WE ALSO DO EXTERIOR HOME REPAIRS ROOTS, CITING PAINT. ACCESSIBILITY UM ARE MAJOR PROGRAM IN THAT IS AGING IN PLACE, SO THE GOAL WITH THIS IS TO TAKE EXISTING STRUCTURES. UM AND GET THEM SO THAT THEY CAN CONTINUE TO LIVE IN THEIR HOME LONG TERM SO THAT CAN BE WHEELCHAIR RAMPS, GRAB BARS, BUT ALSO ACCESSIBILITY TYPE SOLUTIONS, AND THIS WAS ONE THAT WE DID. THE BEDROOM BURNED DOWN ON A VETERAN'S HOME ON THE RIGHT AND WE COMPLETELY REBUILT THE HOME BECAUSE IT WAS NOT LIVABLE. WE GET A LOT OF REFERRALS FROM THE CITY OF MCKINNEY CODE ENFORCEMENT DEPARTMENT, SO THEY WILL COME OUT AND CODE VIOLATE A PROPERTY AND, OF COURSE, THAT HOMEOWNER DOES NOT HAVE THE FUNDS TO FIX THAT PROPERTY TO CONTINUE TO LIVE IN IT AND NOT GET TAGGED. SO THEY DO GIVE THEM GRACE AS LONG AS THEY COME TO US OR THE CITY TO GET ASSISTANCE WITH THAT PROGRAM. OUR NEW HOME CONSTRUCTION IS, UM ZERO EQUIVALENT MORTGAGE. WE ARE ALSO MORTGAGE COMPANY, SO WE PRIDE PROVIDE 0% MORTGAGES TO THE FAMILIES AND WE CHARGED THEM 30% OF THEIR GROSS MONTHLY INCOME. WE ALSO SERVED 30 TO 60. AND IN SOME CASES UP TO 80% OF THE L. MY FAMILY'S. AS ROSALIND MENTIONED, WE GET TONS OF REFERRALS FROM THE HOUSING AUTHORITY FROM SAMARITAN IN FROM A LOT OF OTHER NONPROFITS. SO THERE IS A GREAT NEED FOR THAT, UM, WE HAVE TRANSFORMED, UM AND NEW HOME REPAIRS AND THEN INTERNATIONAL HOMES. WE ALSO BUILD THOSE AS WELL BUT 2186 HOME REPAIRS 903 NEW HOMES AND 419 INTERNATIONAL HOMES. UM WHO QUALIFIES AND THEY HAVE TO HAVE A HOUSING NEED BE WILLING TO PARTNER. WE REQUIRE SWEAT EQUITY HOURS. WE ALSO REQUIRE THEM TO ATTEND EDUCATION CLASSES. SO FIRST TIME HOME BUYER AND BUDGETING CLASSES. SO OUR GOAL IS WHEN THEY'RE IN THEIR HOME THAT THEY'RE BETTER PREPARED TO LONG TERM BE ABLE TO AFFORD THEIR HOMES. AND THEN THEY ALSO HAVE TO SHOW THE ABILITY TO REPAY THE AFFORDABLE MORTGAGE AND WE DO HAVE REQUIREMENTS MUCH LIKE THE HOUSING AUTHORITY. THEY HAVE TO BE A U. S CITIZEN OR PERMANENT LEGAL RESIDENT OF THE UNITED STATES. WE ALSO REQUIRE THAT THEY HAVE LIVED OR WORKED IN COLLIN COUNTY FOR THE PAST YEAR. UM AND THEN THEIR INCOME HAS TO FALL IN THE AREA. MEDIAN INCOME FOR A FAMILY OF FOUR,

[02:10:05]

WHICH IS APPROXIMATELY 25 TO 46,000 YEAR. THESE ARE OUR CHALLENGES. LAND AFFORDABILITY AVAILABILITY ARE RISING CONSTRUCTION COSTS BECAUSE WE'RE A MORTGAGE COMPANY. THE MORTGAGE REGULATIONS CONTINUE TO GET STRONGER AND STRONGER AND REQUIRE A WHOLE LOT MORE TO ADMINISTER THE MORTGAGES THAT WE CURRENTLY ARE SERVICING. ARE APPRAISED VALUES HAVE GONE COMPLETELY OUT OF THE ROOF IN THE LAST YEAR AND A HALF. UM AND THEN, OF COURSE, WE HAVE SPONSORS THAT HELP US BUILD AND THEN ARE RESTORED GROWTH THAT HELPS SUPPORT OUR HOMES. WE ARE A NON PROFIT, UM, OWNER HOUSING PROVIDER FOR THE STATE OF TEXAS FOR THE TEXAS DEPARTMENT OF HOUSING COMMUNITY AFFAIRS. THEY DO FUND. UM, FOR THOSE THAT QUALIFY A CERTAIN PORTION OF THE MORTGAGE. IT'S CALLED BOOTSTRAP . IT'S UP TO $45,000 PER HOME, AND SO THEY WILL FIND A PORTION OF THE MORTGAGE AND THEN WE WILL FUND THE REST OF THE MORTGAGE THAT'S NOT FUNDED BY BOOTSTRAP.

WE ALSO PARTNER WITH USDA IN THE RURAL AREAS ON THE 502 PROGRAMS, SO THEY WILL FUND A PORTION OF THOSE MORTGAGES THAT WE BUILD IN RURAL AREAS. UM SO THAT IS WHAT WE DO. UM AND WE PARTNER WITH A LOT OF ORGANIZATIONS. MEALS ON WHEELS REFERS US A LOT OF HOME REPAIR APPLICANTS, UM, FOR SENIORS THAT THEY GO INTO THEIR HOMES TO DELIVER MEALS AND REALIZED THEY CAN'T GET OUT OF THEIR HOMES. BECAUSE THEY NOW HAVE A WHEELCHAIR AND THEY'VE COME HOME AND SO THEY'RE STUCK IN THEIR HOMES. SO WE DO WORK WITH A LOT OF THE AGENCIES AND YES, THERE IS A HUGE GAP RIGHT NOW. WE'RE ALL SEEING IT, AND THERE IS NOT SOLUTIONS FOR IT, BUT WE'RE ALL DOING THE BEST WE CAN TO CONTINUE TO PROVIDE SERVICES TO THE FAMILIES THAT NEED IT. THE MOST CRYSTAL. THE LIST. I HAVE ONE QUESTION. WHAT DOES ALSO WHAT DOES THE INCREASED APPRAISAL VALUE? HOW DOES THAT ACTUALLY AFFECT THINGS ? SO LAST YEAR, OUR MORTGAGES OR OUR HOMES WERE PRAISING IN ABOUT 1 50 TO 1 80. OUR LAST APPRAISAL JUST CAME IN AT 2 49, AND THAT'S WITHIN 12 MONTHS AND SO ARE CLOSED. WHEN WE CLOSE ON A HOME, IT'S AT THE APPRAISED VALUE. SO THAT'S A LARGER NOTE FOR THEM, BUT IT'S SUBSIDIZED SO STAY. THEY CAN ONLY AFFORD 30% OF THEIR GROSS MONTHLY INCOME, WHICH COULD BE BETWEEN 80 AND 1 80. SO THAT'S WHAT THEY CAN AFFORD. AND SO THAT'S WHAT THEY'RE REPAYABLE NOTICE. SO WHAT HAPPENS IS THE DISSIPATING LEAN THE DIFFERENCE BETWEEN THE FIRST REPAYABLE NOTE AND THE DISSIPATING LEAN, WHICH IS THE APPRAISED VALUE GETS LARGER AND LARGER. UM AND SO IT JUST, YOU KNOW, IT'S JUST A BIGGER BURDEN FOR US TO SUBSIDIZE WITH THE APPRAISED VALUE BECAUSE THE HIGHER IT GOES, THE LESS THEY CAN AFFORD. SO WE JUST HAVE TO FIND A LOT MORE. PARTNERS AND OPPORTUNITIES TO HELP SUBSIDIZE THAT DIFFERENCE AND THEN SERVICE A NON REPAYABLE NOTE THAT THE ONLY TIME WILL EVER SEE THAT COME BACK AS IF THEY DECIDE TO SELL BEFORE THEIR NOTE IS PAID OFF. AND THEN THAT'S ON A WE HAVE A DEEP, RESTRICTIVE OR RESTRICTIVE COVENANT ON EVERY MORTGAGE THAT WE PUT IN PLACE. THAT'S RIGHT NOW IT WAS 45 YEARS. LAST MONTH, OUR BOARD APPROVED IT TO GO TO 99 YEARS, JUST LIKE AUSTIN HABITAT DOES.

SO OVER 99 YEARS AFTER WE BUILD THAT HOME, IT HAS TO STAY IN AFFORDABLE HOUSING. SO IF WE BUY IT BACK WITH OUR RIGHT OF FIRST REFUSAL, OR IF THEY SELL IT TO ANOTHER FAMILY IT HAS TO BE SOLD TO A QUALIFIED LOW INCOME FAMILIES, SO WE KNOW THAT EVERYTHING WE'RE BUILDING TODAY IS GOING TO STAY IN AFFORDABLE HOUSING FOR 99 YEARS. SO ANY INVENTORY WE PUT DOWN ON THE GROUND WILL NOT SELL ON THE OPEN MARKET TO A FOR PROFIT OR A AN INVESTOR. IT HAS TO STAY HOME OWNER OCCUPIED AND THEY CANNOT RENT IT. WHO IS ON THE DEED AS IT IS THAT THE HOMEOWNER THAT'S ON THE DATE OR IS IT HABITATS ON INDEED? THE HOMEOWNER IS ON THE DATE THEY OWN THE HOME WHERE THE MORTGAGE COMPANY GETTING A HOMESTEAD EXEMPTION. HOMESTEAD EXEMPTION. YES AND WE WORK VERY CLOSELY WITH THE APPRAISAL DISTRICT. THEY HAVE A SPECIAL APPRAISAL, UM, NEIGHBORHOOD FOR AFFORDABLE HOUSING AND SO THEIR PREY OR THEY'RE TAXING IT NOT AT THE APPRAISED VALUE, BUT AT THE REPAYABLE NOTE, SO IF THE REPAYABLE NOTE IS 1 80 IT'S APPRAISING AT 2 20. THEY'RE TAXING THEM AT THAT. EVERY YEAR. WE SIT DOWN WITH THE APPRAISAL DISTRICT AND GO THROUGH EVERY SINGLE ONE RIGHT NOW. WE HAVE 230 MORTGAGES THAT WERE SERVICING AND WE GO THROUGH EVERYONE AND SAY THIS ONE HAS A RESTRICTED COVEN ON IT, AND THE RESTRICTIVE COVENANTS SAYS IT CAN ONLY INCREASE 1.5% PER YEAR. SO INSTEAD OF GETTING A 10% MAX INCREASE THE HABITAT HOMES CAN ONLY GET A 1.5% TAXABLE INCREASE . SO WE'RE DOING THE BEST WE CAN TO PROTECT THOSE PROPERTIES THAT WE'RE BUILDING LONG TERM. ON BEHALF OF THE HOMEOWNERS THAT OWN THEM, SO WE'RE STILL INVOLVED AS FAR AS WE SERVE AS THEIR, UM ADVOCATE FOR TAXES, AND SO THEY ASSIGN US AS AN

[02:15:06]

AGENT, AND SO EVERY YEAR WE'LL GO AND CHALLENGE FOR THEM TO KEEP THEM AS LOW AS POSSIBLE.

AND AGAIN REFERENCING OUR CITY MANAGERS REPORT ABOUT THE COMMUNITY LAND TRUST THAT ARE NON PROFIT CAN MAKE A PURCHASE. OR YOU'RE PART OF THAT PROCESSOR . WE HAVE BEEN WORKING WITH THE CITY ON THAT. SO REMIND ME SO IF YOU HAVE, UM, BECAUSE IT'S BEEN A WHILE. WHEN YOU HAVE A HOMEOWNER WHO PURCHASES A PROPERTY, OF COURSE. BECAUSE THEY'RE PURCHASING IT PROBABLY BELOW APPRAISED. JUST SAY THEY GROW. THEY INCREASED THEIR INCOME. THEY SAY, YOU KNOW, I'M IN A POSITION THEN TO MOVE ON COURSE THEY HAVE TO GIVE YOU FIRST RIGHT OF REFUSAL. DO THEY MAKE ANY PROFIT? THEY CAN MAKE A PROFIT. OH, YES, OKAY. THEY DO, OKAY? AND YOU HAVE A PERFECT EXAMPLE RIGHT HERE WHO HAS SOLD HER HABITAT HOUSE AND MOVED ON TO ANOTHER WONDERFUL HOMES, SO OKAY. YES, IT DOES HAPPEN AND A LOT OF LATELY. BECAUSE THE APPRAISALS ARE SO HIGH. WE CAN'T AFFORD TO BUY THEM BACK BECAUSE WE CAN BUILD THEM CHEAPER THAN THE CURRENT APPRAISED VALUE. SO WE'RE LETTING THEM SELL THEM, YOU KNOW, ON THE OPEN MARKET WELL, TWO QUALIFIED IF THEY HAVE THE RESTRICTIVE COVENANT ON IT. OKAY? AND DO YOU AND THIS MAY BE ALSO A QUESTION FOR CRYSTAL.

DOES THE CITY HAVE LIKE A. VACANT LOTS. UNDEVELOPED LOTS. IS THERE A NUMBER OUT THERE TO KNOW WHERE UNDEVELOPED LOTS FOR RESIDENTIAL. OR WE USED TO GET THE FIRST PROPERTIES ON THE CITY LIST. THEY CAN'T DO THAT ANYMORE . WE USED TO BUY THEM FOR $2500 THAT IS NO LONGER AVAILABLE BECAUSE OF THE WAY THAT THEY HAVE TO SELL. LIMIT THE SHERIFF'S SALE, SO EVEN THE CITY CAN'T GET THOSE PROPERTIES ANYMORE UNLESS THEY GO TO SHERIFF SALE, AND WE'RE BEING OUTBID EVERY TIME WITH CASH OFFERS THAT SHERIFF'S SALES, SO IT'S GETTING MORE AND MORE CHALLENGING TO BUY THOSE LOTS THAT ARE TEXT DELINQUENT. ANOTHER QUESTION. THANK YOU. SO LET'S. GOOD MORNING. CRYSTAL TODD, AFFORDABLE HOUSING ADMINISTRATOR. THANK YOU FOR YOUR TIME THIS MORNING. I FEEL LIKE WE'VE LEARNED A LOT AND THERE'S SO MANY PROGRAMS AND RESOURCES. WE ALL HAVE OUT THERE TO ACCOMPLISH THIS ONE GOAL OF PRESERVING AFFORDABLE HOUSING, CREATING A PORTABLE HOUSING AND ACCESS TO AFFORDABLE HOUSING AND HOUSING COMMUNITY DEVELOPMENT DEPARTMENT. OUR MISSION IS TO ENHANCE THE QUALITY. OF LIFE IN MCKINNEY RESIDENTS PROVIDING THE NEIGHBORHOOD SERVICES THE HOUSING TRANSIT ECONOMIC DEVELOPMENT. AND WE DO THAT, THROUGH SO MANY AVENUES. SOME OF THE THINGS WE KIND OF TOUCHED ON TODAY, AND SOME OF THE PROGRAMS WE HAVE AS WELL IS THE HOUSING REHAB PROGRAMS, SO WE HAVE PEOPLE THAT ARE IN THE HOUSING THEY CAN CURRENTLY AFFORD, AND WE WANT TO PRESERVE THEM GETTING ABLE TO STAY IN THOSE HOUSES, SO WE ASSIST WITH THE REHABILITATION TO PRESERVE THE EXISTING AFFORDABLE HOUSING BECAUSE SOME OF THESE ELDERLY THAT HAVE BEEN IN THOSE LEGACY HOMES FOR YEARS. IF THEY CAN NO LONGER STAY THERE. THEY CANNOT AFFORD HOUSING ELSEWHERE. EVEN OUR RENTS IT, NEWSOME. I KNOW THAT I'M HELPING THREE DIFFERENT PEOPLE. ELDERLY HOUSEHOLDS RIGHT NOW, ONE THAT JUST CANNOT EVEN KEEP UP WITH THEIR RENTS THAT ARE IN OUR TAX CREDIT PROPERTIES. THOSE RENTS ARE JUST SO HIGH. WE HAVE A COUPLE OF DIFFERENT LEVELS OF REHAB ASSISTANCE. WE DO EMERGENCY REPAIRS FOR OUR RESIDENTS WHO THEY'RE A SEA WATER BREAKS THINGS LIKE THAT. ESPECIALLY WITH THIS AMAZING SUMMERS WE HAVE HERE WITH THE HEAT, SO IT'S KIND OF A BIG ONE FOR US. MONORY PAIRS UP TO 15,000. FOUR REHABS UP TO 40 AND MAJOR REHABS OVER 40. AND THEN THIS ARE RECONSTRUCTS ALSO FOLLOWING THIS CATEGORY, RIGHT NOW WE'RE DOING THREE CURRENT RECONSTRUCTIONS.

THIS IS A PICTURE OF ONE OF OUR REHABS JUST RIGHT HERE DOWN THE STREET OFF TENNESSEE. WE PARTNERED WITH OUR MCKINNEY HOUSING FINANCE CORPORATION ON THIS REHAB, SO WE USE CDBG FUNDING AND MCKINNEY HOUSING FINANCE CORPORATION FUNDING. AND THIS WAS ONE OF OUR RECONSTRUCTS ON CARVER STREET. SOMETIMES THE HOUSES ARE JUST TOO FAR GONE TO WHERE WE CANNOT. REHAB THEM. I MEAN, WE'RE SPENDING MORE TO REHAB THAN I DON'T EVEN SAY MORE THAN IT COST TO BUILD THESE DAYS, BECAUSE NOW I FEEL LIKE WE CAN SPEND $100,000 ON A REHAB AND WE CAN SUBSTANTIALLY MAKE SURE THAT IT'S STRUCTURALLY SOUND. IT'S SAFE. WE'VE UPDATED EVERYTHING BECAUSE IT IS COSTING US. WAY MORE THAN THAT TO BUILD A HOUSE. SOME OF THE OTHER AFFORDABLE HOUSING PROGRAMS WE HAVE IS OUR PROPERTY MAINTENANCE PROGRAM, WHICH WE DID CREATE THIS IN CONJUNCTION WITH OUR CO DEPARTMENT, WITH THEIR INTERNATIONAL PROPERTY MAINTENANCE CODES GOING INTO EFFECT WHERE THEY STARTED LOOKING AT THE OUTSIDE OF THE HOMES AND NOT JUST THE ACTUAL STRUCTURE OF THE HOMES AND NOT JUST THE OUTSIDE. UM THEY REFER THEM TO US AND WE SPEND UP TO

[02:20:03]

THE $20,000. AND THAT IS CURRENTLY WHERE WE USE OUR NCDC FUNDING THAT YOU PARTNER WITH US ON HELPING OUR ELDERLY STAY IN THEIR HOMES WITH THESE REHABS. WE HAVE OUR TENANT BASED RENEWAL ASSISTANCE PROGRAM. AS ROSALIND MENTIONED, THERE'S A HUGE WHITE LIST. THE WAIT LIST DOES NOT OPEN AND THERE'S SUCH A LACK OF AFFORDABLE HOUSING THAT WE STARTED THE TENANT BASED RENTAL ASSISTANCE PROGRAM WHERE IT ALLOWS ARE LOW AND MODERATE INCOME TO APPLY FOR RENTAL ASSISTANCE. WE PROVIDE A VOUCHER FOR THEM FOR UP TO 24 MONTHS AFTER THAT 24 MONTHS, WE WORKED WITH THEM IN THE PROCESS OF GETTING THEM ON. UM A WAITING LIST FOR HOUSING CHOICE VOUCHER.

WE USUALLY REFER TO DALLAS, NOT MCKINNEY. JUST BECAUSE THEY HAVE ADDITIONAL VOUCHERS. THEY GET MORE INCOME, BUT IT'S BEEN HARD FOR THEM TO GET HIS VOUCHERS AS WELL. SO IF WE CAN PROVE UP THAT THE APPLICANTS ARE ON A WAIT LIST FOR A VOUCHER OR SECTION EIGHT. WE CAN ASSIST THEM FOR AN ADDITIONAL 12 MONTHS. SO WE'VE BEEN ABLE TO EITHER FIND OTHER ASSISTANCE FOR THEM WHEN THEY TRANSITION OUT OF OUR PROGRAM, OR THEY'VE MOVED IN WITH FAMILY MEMBERS OR THINGS LIKE THAT.

WITH OUR MCKINNEY HOUSING FINANCE CORPORATION. WE ARE RIGHT NOW THIS MONTH, SUBMITTING AN APPLICATION TO THE TEXAS BOND REVIEW BOARD TO ISSUE BONDS, AND WE'RE GOING TO BE PARTNERING WITH TDH TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS . WE CURRENTLY DO OFFER DOWN PAYMENT, CLOSING COST ASSISTANCE FOR THOSE TRANSITIONING TO FIND HOUSING. UM THROUGH OUR HOUSING FINANCE CORPORATION. THEY SET ASIDE $10,000 AND DOWN PAYMENT AND CLOSING COSTS. WE'RE NOW GOING TO PARTNER WITH THC, A AND USE THEIR MY FIRST TEXAS HOME AND PARTNER THAT LEVERAGE IT WITH THE MCC PROGRAM. AND WITH THAT IT IS GOING TO ALLOW US TO GO TO A LARGE, MUCH LARGER NUMBER BECAUSE WITH HAD YOU KNOW WHAT'S AFFORDABLE IN OUR AREAS LIKE 300,000. WHAT YOU CANNOT FIND $300,000 HOUSING. SO THIS ONE ALSO ALLOWS THE INCOMES TO GO UP. WE CAN GO UP TO 115% BECAUSE NORMALLY WE LOOK AT 80% AND BELOW SO FOR A HOUSEHOLD AND THIS AREA YOU WILL NOW BE ABLE TO MAKE OVER $100,000 AND ABLE TO QUALIFY FOR DOWN PAYMENT, CLOSING COST ASSISTANCE AND THE MCC PROGRAM. ON TOP OF THAT THE MCC IS A CREDIT THAT THEY RECEIVE FOR THE LIFE OF THEIR LOANS. SO EVERY YEAR THEY GET THAT $2000 CREDIT THAT THEY CAN APPLY FOR AND SO IT'S TO ME.

IT'S THE GIFT THAT KEEPS ON GIVING THE DOWN PAYMENT ASSISTANCE. THE ONE TIME WE HELP YOU GET IN THE HOUSE AND CONTINUES TO ASSIST THEM. UM YOU MENTIONED THAT, UM WITH THE COMMUNITY LAND TRUST, SO IT DID GO TO COUNCIL ON TUESDAY IN CITY COUNCIL APPROVED US BEING ABLE TO MOVE FORWARD WITH THE COMMUNITY LANCET TRUST PROCESS. WE DO HAVE A DRAFT APPLICATION THAT'S OUT THERE FOR OUR NON PROFITS TO BE ABLE TO APPLY FOR TWO UM, APPLY TO BE A CLT THOSE WITH THEN THOSE APPLICATIONS WILL BE REVIEWED AND PRESENTED TO CITY COUNCIL FOR CITY COUNCIL TO APPROVE HABITAT HAS MENTIONED THAT THEY ARE INTERESTED IN THAT PROCESS THAT WE ARE WORKING TOGETHER ON THAT AS WELL. ROSALIND MENTIONED THE YOU KNOW THE REBUILDS OF NEWSOME AND MERIT. THE HOUSING FINANCE CORPORATION ISSUED THE BONDS TO BUILD NEWSOM'S SO WE ARE ALL IN THIS TOGETHER IN PARTNERING ON AS MANY PROJECTS AS WE CAN, AND WE CONTINUE TO MOVE FORWARD.

LOOKING ON. WHAT ARE THOSE NEXT STEPS THAT WE CAN CONTINUE TO DO IN PARTNER BECAUSE THERE'S NOT ENOUGH AFFORDABLE HOUSING? THE CITY DID ISSUE AN R F Q. FOR A CO DEVELOPMENT DEAL AND A PFC DEAL AS WELL AS THE HOUSING. UH HOUSING AUTHORITY DID THE DEADLINE TO SUBMIT FOR THAT IS TODAY SO WE WILL BE REVIEWING APPLICATIONS FROM DEVELOPERS TO DO OUR NEXT PARTNERSHIP DEAL.

OUR LAST ONE THAT THE HOUSING FINANCE CORPORATION JUST CLOSED ON. UM WE JUST HAD OUR GRAND OPENING OF THE INDEPENDENCE. THAT WAS 205 UNITS WHERE THE HOUSING FINANCE CORPORATION CO.

DEVELOPED THOSE AFFORDABLE APARTMENTS FOR THEM, SO IT'S A 205 NEW UNITS WE HAVE HERE IN MCKINNEY. WE FOCUS FROM 50% TO 70% I WILL TELL YOU THAT LEAST OF 100% WITHIN 60 DAYS, AND THERE'S NOW TWO YEAR WAIT LIST, SO IT DEFINITELY SHOWS YOU. WHERE IS THAT LOCATED? IT IS ON COLLIN MCKINNEY PARKWAY. RIGHT THERE AND TEST DRIVE AND COLLIN MCKINNEY PARKWAY RIGHT OFF 75.

IT'S COMPLETELY FULL. IT'S GORGEOUS, AND WE'RE NOW WE'RE EXCITED. THAT'S HERE AND AGAIN.

IT'S 100% LEASED, AND NOW WE'RE LOOKING FORWARD TO WHAT'S THE NEXT DEVELOPMENT WE CAN NOW DO TO BRING ADDITIONAL AFFORDABLE HOUSING AND YOU DO HAVE APPLICATIONS AND THE DEADLINE TODAY THE DEADLINE FOR THAT IS TODAY AND THEY WILL BE SUBMITTING. I DON'T KNOW HOW MANY WE HAVE YET BECAUSE IT'S GOING THROUGH OUR PURCHASING DEPARTMENT. BUT AT THE END OF THE DAY, THEY WILL SUBMIT ALL OF THOSE FOR US FOR REVIEW. AND REVIEWING. WE HAVE A REVIEW COMMITTEE FOR THAT. IT DOES HAVE TO COUNCIL MEMBERS ON IT AND THEN THREE MCKINNEY HOUSING FINANCE CORPORATION BOARD MEMBERS. HAPPY TO ANSWER ANY QUESTIONS PRESIDENT WITH THE COMMUNITY LAND TRUST. HOW DO YOU SEE MCKINNEY HOUSING FINANCE CORPORATION INTERACTING OR BEING

[02:25:03]

INVOLVED? AH THE HOUSING FINANCE CORPORATION HAS SAID THAT THEY ARE LOOKING FOR ADDITIONAL WAYS TO PARTNER WITH THE CITY AND WHAT WE CAN DO. CURRENTLY WE HAVE THE PRESERVATION STUDY THAT IS ONGOING. WE'RE FINALIZING THAT IT WILL ROLL OUT THIS NEXT FALL. AND SO ONCE WE HAVE THAT INFORMATION ON WHAT IT IS THAT WE CAN DO TO PRESERVE AND TO MOVE FORWARD AND WHAT WE NEED TO DO HERE IN THE BEGINNING. THAT'S WHEN WE CAN PRESENT BACK TO OUR BOARDS OF THESE ARE SOME OPTIONS HERE IS WHERE WE SEE SOME THINGS AND WHAT WE NEED TO DO. THE HOUSING FINANCE CORPORATION COULD POSSIBLY BE AN ENTITY THAT COULD BUILD HOUSING ON SOME OF THAT LAND AND THEN SELL IT. SO WE'RE ACTUALLY LOOKING TO SEE IF THEY'RE INTERESTED IN ANY POSSIBLE INFILL LOTS. IT IS HARD TO FIND THEM. AS CELESTE SAID, WE DO HAVE A LOT DISPOSITION POLICY WHERE WE SELL THE LOT THAT GO. UH DO NOT SELL THE SHERIFF CELL. BUT UNFORTUNATELY , THESE DAYS, ALL OF THEMSELVES SO WE AS A CITY NO LONGER GIVE THEM TO TURN AROUND AND SELL FOR AFFORDABLE HOUSING. ONE OTHER QUESTION. IS THERE CURRENTLY. UH OH, COMMITTEE AND GROUP AND AD HOC GROUP. WITH REPRESENTATIVES FROM THE VARIOUS ENTITIES INVOLVED IN AFFORDABLE HOUSING RESOURCES. THAT HAS FORMED IS MEETING COORDINATING AND SO ON. I'M TRYING TO THINK ABOUT WHERE CDC MIGHT BE ABLE TO PARTICIPATE IN A MEANINGFUL WAY AND JUST RATHER THAN DOING SOMETHING TOTALLY DIFFERENT IF THERE'S A WAY TO PROVIDE OUR RESOURCES AND SUPPORT TO WHAT MAY ALREADY BE IN PLACE, I THINK THIS BOARD WOULD BE INTERESTED. THAT WAS THAT WAS A MUCH BETTER WAY OF PHRASING IT THAN THAN MY LONG WINDED BUT YOU PUT IT VERY SUCCINCTLY. HOW CAN YOU KNOW WHAT ROLE CAN WE PLAY? THINK ABOUT WHAT IT MIGHT MIGHT LOOK LIKE? CAN I MAKE A SUGGESTION? FIRST OF ALL, LET ME SAY THANK YOU VERY MUCH FOR BRINGING THIS DISCUSSION UP, PUTTING IT ON OUR AGENDA, BRINGING ALL THE RELEVANT PEOPLE TOGETHER. UM THIS IS A STRATEGIC PRIORITY FOR US. I THINK, UM WE ALWAYS THINK ABOUT IT IN THE BACK OF OUR MINDS, BUT IT'S GREAT TO LIGHT A MATCH AND BE A CATALYST FOR MOVING FORWARD AND GET US FOCUSED ON IT. UM I'D LIKE TO SUGGEST THAT PERHAPS THIS BOARD COULD CREATE A SUBCOMMITTEE FOR AFFORDABLE HOUSING TO BRING TOGETHER ALL THE RELEVANT PARTNERS THAT WE HAVE HERE TODAY. UM AS WELL AS, UM, OUR LIAISONS AND COUNCILMAN BELLER, WHO I KNOW IS VERY ENGAGED IN THIS. UM AND UNDERSTAND HOW WE CAN. PROVIDE FUNDING AND HELP.

UM MOVE THIS FORWARD AND FILL THE GAP THAT WE HAVE, I THINK I THINK THIS I THINK THIS BOARD COULD COULD CREATE A SPECIAL FOCUS THAT MIGHT BE ABLE TO COORDINATE EVERYBODY IN THE CITY . IN ADDITION TO ALL OF THAT, I'M GLAD THAT WE HAVE CRYSTAL AND CELESTINE KIM ALL IN THE ROOM. SO WE CAN CONTINUE TO TALK ABOUT SYNERGIES BETWEEN THE HOUSING IMPROVEMENT PROGRAMS THAT YOU HAVE IN THAT HABITAT HAS AND IF WE CAN ESSENTIALLY CREATE ONE, A ONE STOP SHOP. UM AND COMBINE THOSE PROGRAMS SOMEHOW, SO I I'D LIKE TO SUGGEST THAT WE CREATE A SUBCOMMITTEE TO LOOK AT ALL OF THOSE THINGS. THIS WOULD BE AND SO I DON'T YOU KNOW, WE CAN DEFINITELY LOOK AT IF THERE'S THE NEED TO HAVE A SUBCOMMITTEE OR DEFINITELY JUST ENSURE THAT WE HAVE A REPRESENTATION TO REPORT BACK. TO SO YOU KNOW, BECAUSE I DON'T KNOW. IS THERE ENOUGH ACTIVE TO STATE TO HAVE A SUBCOMMITTEE WHEN I LOOK AT HOW WE DO OUR SUBCOMMITTEES FOR TIPS FOR PROMOTIONAL GRANTS FOR RETAIL DEVELOPMENT? IS IT? DO WE JUST HAVE A INDIVIDUAL TO COME BACK AND SERVE AS THE LAYS ON OF THAT, BUT THERE'S SOMETHING THAT AS A BOARD, I THINK WE DEFINITELY NEED TO DISCUSS BECAUSE THIS IS ONE OF THE STRATEGIES IS WE'VE LOST A STRATEGIC PRIORITY FOR US THAT I FEEL LIKE FOR THE FOUR YEARS I'VE BEEN HERE EVEN THOUGH WE'VE PARTICIPATED WITH HABITAT AND HOUSING AUTHORITY. I THINK IT HAS BEEN TREMENDOUSLY. I WANT TO SAY UNDERSERVED, BUT WE JUST HAVEN'T FELT LIKE WE HAVE MADE THE AMOUNT OF IMPACT THAT I THINK NEEDS TO BE DONE SO AGAIN , AS AS ALL OF MY BOARD MEMBERS HAVE SAID KUDOS TO US FINALLY COMING AND MAKING THIS SOMETHING THAT AS A COMMUNITY AS A CITY AS PARTNERSHIPS THAT WE MAKE THIS A TOP PRIORITY, BECAUSE WE HAVE SO MANY AS AS WE'VE GOT THE DEMOGRAPHICS OF WHAT WE ARE MISSING AND WHAT WE ARE LAGGING. THERE HAS TO BE SOMEWHERE WE CAN'T BE THE BEST CITY IN THE UNITED STATES A ABLE TO TAKE CARE OF THIS VERY CRITICAL PIECE. WE SHOULD NOT BE ALLOWING OUR RESIDENTS TO HAVE TO RELOCATE TO SOMEONE BECAUSE THEY CANNOT AFFORD TO LIVE. IN

[02:30:03]

COMMUNITIES IN WHICH THEY MAY HAVE BEEN RAISED IN YOU KNOW, I FEEL VERY DISCOURAGED FROM MY DAUGHTER, WHO WENT TO SCHOOL WENT TO COLLEGE DAY WHERE SHE WAS SUPPOSED TO DO GOT A DEGREE , BUT SHE CANNOT COME BACK HERE TO MCKINNEY. AND EVEN PURCHASE A HOUSE. UM, SO EXCITED FOR THIS OPPORTUNITY THAT I KNOW. CANCEL INCLUDE EAU HAVE SOMETHING I WANT TO SAY. ONE THING CRYSTAL MIND GOING TO ADD ONE THING. PATRICK LUSSIER MCKINNEY CITY COUNCIL. I DON'T WANT TO NECESSARILY SPEAK UP TO HALF OF ALL CITY COUNCIL. I THINK IT'S FAIR TO SAY THAT WE UNDERSTAND THAT COMMUNITY LAND TRUST WITH ACQUIRING THESE THESE LOTS AND . THERE'S NOT MUCH OPPORTUNITY TODAY, RIGHT? I MEAN , YOU KNOW, LAND AND HOUSES ARE IN DEMAND, BUT WE DO VIEW THAT AS CYCLICAL. THINGS DO CHANGE OPPORTUNITIES WILL COME UP. SO IT'S JUST SOMETHING THAT WE HAVE PUT IN THERE. WE DON'T LOOK AT IT AS A SHORT TERM PLAY HERE IS A SOLUTION. IT'S KIND OF A LONG TERM SOLUTION WITH THE COMMUNITY LAND TRUST. BUT YOU KNOW, WHEN IS THE BEST TIME TO PLANT A TREE? 20 YEARS AGO, RIGHT? SO YOU KNOW THIS ONE JUST NEEDED TO GET DONE, AND WE GOT IT DONE.

ADDITIONAL QUESTIONS. I KNOW YOU ALL DONE WITH YOUR PRESENTATION WHEN YOU'RE DONE, OKAY? I JUST I JUST THINK THERE'S SO MUCH BEING DONE A CROSS. THE U. S THESE DAYS AND TO LOOK AT, UM BE BE ABLE TO HAVE A PLATFORM SO THAT WE CAN SEE SOME OF THE BEST OF THINGS THAT ARE HAPPENING AND OTHER CITIES AND TO UH, I GUESS OUR BOARD BEING FORMED OF SOME OF THOSE THINGS AND BE PART OF THE CONVERSATION. WOULD I THINK BE A GOOD BE A GOOD FIRST PLACE AND HOW WE DO THAT, CINDY? I'M GLAD THAT YOU CHIMED IN, AND ANGELA BECAUSE I THINK THERE ARE MULTIPLE WAYS IN WHICH WE COULD APPROACH THIS. SO THE IDEA OF TAKING IT OFFLINE INTO A CONVERSATION TO THINK ABOUT HOW WE MAY BEST SERVE. AS AS BOARD MEMBERS IS A GOOD SUGGESTION. I FEEL LIKE I NEED A CHART OR SOMETHING. UM WHEN THERE'S SUCH GREAT INFORMATION, AND THERE'S SO WITH THE NUMBER OF UNITS OR THE NEED AND SO I AND CINDY, I'M NOT ASKING YOU TO PUT IT TOGETHER. BUT IF THERE'S ANY WAY THAT THAT WE CAN WORK ON BRINGING TOGETHER WITH THE NEED IS WITH THE 20,000 GOAL WAS UNIT GOAL. AND IT I THINK IT WOULD HELP FOR MY PERSPECTIVE TO SEE WHERE WE STAND IN TERMS OF WHAT WE ARE OFFERING OUR CITIZENS AND THEN KEEP IT UPDATED AS THINGS CHANGE BECAUSE IT IS A PRIORITY FOR US. UM BECAUSE THIS IS THIS IS THE BEST THING THAT COULD COME TOGETHER. IT'S SUCH A TIMELY MOMENT FOR US IS WE'RE THINKING ABOUT THIS. JUST HEARING FROM YOU ALL AND ALL THE THINGS YOU WERE DOING, AND I JUST FEEL LIKE BECAUSE I LIKE EXCEL. I FEEL LIKE I JUST NEEDED IN A CHART. SO I MAY DO THAT ON MY FREE TIME FOR FUN. BUT I'M GONNA ASK, UM, THAT WE LOOK AT THAT AND THAT WILL HELP US SEE AND TRACK. WHAT EVERYONE'S DOING AND HELP US SEE WHERE WE CAN CONTINUE AND MAYBE ADD TO IT WHERE WE'RE HELPING FUND IN THOSE DIFFERENT AREAS TO, UM, ANYWAY, JUST A SUGGESTION. ANY ADDITIONAL COMMENTS. THANK YOU ALL. FOR THIS GREAT INFORMATION
