UH LUCKY TO BE ON COUNCIL AT THE TIME WHEN WE HAVE SUCH GREAT LEADERSHIP IN THE PARKS DEPARTMENT BECAUSE IT'S CERTAINLY SOMETHING THAT WE ARE ABLE TO BE VERY, VERY PROUD OF IN THE CITY, SO WHEREAS THE CITY OF MCKINNEY RECOGNIZES PARKS AND RECREATION PROGRAMS AND FACILITIES ARE AN IMPORTANT PART OF OUR COMMUNITY AND COMMUNITIES ACROSS THE UNITED STATES, WHEREAS PARKS AND RECREATION PROGRAMS AND ACTIVITIES ARE VITAL TO ESTABLISHING AND MAINTAINING THE HIGH QUALITY OF LIFE. AND CONTRIBUTES TO THE ECONOMIC AND ENVIRONMENTAL WELL BEING OF MCKINNEY AND THE REGION. WHEREAS MCKINNEY PARKS AND RECREATION OFFERS A VARIETY OF OPPORTUNITIES DESIGNED FOR ALL AGES AND INTERESTS, INCLUDING POPULAR RECREATION, ATHLETICS, AQUATICS PROGRAMS, AS WELL AS AS WELL AS SPECIAL COMMUNITY EVENTS, ARTS AND CULTURAL ACTIVITIES AND VOLUNTEER OPPORTUNITIES. VERY BRIEFLY LIKE TO DISCUSS ITEMS ON THE AGENDA TIMELINE AND INTRODUCED THE CONSULTANT. IN A LITTLE MORE THAN TWO YEARS AND SEPTEMBER 2024 THE CITY'S 28 YEAR LICENSE AGREEMENT FOR SOLID WASTE AND RECYCLING COLLECTION WILL EXPIRE. IN ANTICIPATION OF THIS EVENT, THE CITY THE CITY CONTRACT ID WITH A CONSULTANT TO DEVELOP A SOLID WASTE MANAGEMENT STRATEGY TO HELP IDENTIFY FUTURE DIRECTION FOR THE CITY RELATED TO SOLID WASTE AND RECYCLING. THE PURPOSE OF THIS PRESENTATION THIS AFTERNOON IS TO PRESENT THIS DRAFT STRATEGY PLAN. AND TO SEEK COMMENTS. THE PRESENTATION COVERS PRELIMINARY STRATEGIES AND OPTIONS FOR HIGH PRIORITY SECTORS AND PROVIDES RECOMMENDATIONS BASED ON AN EVALUATION OF CITY REGIONAL STATE. POLICIES PROGRAMS AND SERVICES AS WELL AS NATIONAL EMERGING TRENDS. AND IT IDENTIFIES POTENTIAL GOALS, STRATEGIES AND ALTERNATIVES TO MEET THE CITIES. MOST CRITICAL NEEDS OVER THE NEXT TWO DECADES. BASED ON THIS, THE CONSULTING TEAM HAS DEVELOPED A PRINCIPLED STRATEGY THAT AIMS TO BE FLEXIBLE AND OPEN TO ADAPTION BASED ON OUR CHANGING NEEDS. AND IT DOES NOT. WE EXPECT THE NEXT STEPS IN THIS PROCESS TO BE THE DEVELOPMENT ISSUE OF AN RFP OVER THE NEXT 6 TO 8 MONTHS WITH THE GOAL OF PRESENTING TO COUNCIL RECOMMENDATION FOR A SOLID WASTE. AND RECYCLING COLLECTION CONTRACTOR IN THE SPRING OF 2023. SO NOW I'D LIKE TO INTRODUCE THE CONSULTANT WHO LED THIS PROJECT DEVELOPMENT. SCOTT PASTERNAK WITH BURNS, MCDONALD ENGINEERING. OPTIONS AND STRATEGIES, WE WORK WITH THE CITY TO DETERMINE WHAT ARE THE GUIDING PRINCIPLES FOR THIS PLANNING PROCESS, SO WE LOOK AT GUIDING PRINCIPLES AS BEING OUR COMPASS THAT WE WANT TO MAKE SURE THAT WHATEVER STRATEGIES ARE ULTIMATELY INCLUDED IN THE PLAN. ARE CONSISTENT WITH WHAT IS IDENTIFIED HERE, AND I THINK ERIC REALLY STOPPED TO A NUMBER OF THESE GUIDING PRINCIPLES IN TERMS OF MAKING SURE THAT THEY ARE FLEXIBLE BUT ALSO AFFORD THINKING INTO THE FUTURE. SO THE FIRST ONE SPEAKS TO THE IMPORTANCE OF DEVELOPING INNOVATIVE MUNICIPAL SOLID WASTE MSW MANAGEMENT METHODS THAT ARE CONSISTENT WITH THE SOLVE WASTE MANAGEMENT HIERARCHY. WHAT WHAT THAT HIERARCHY IS, BUT IT'S REALLY FOCUSING ON ISSUES LIKE REDUCING THE AMOUNT OF WASTE THAT'S GENERATED REUSING MATERIAL AND THEN ALSO LIMITING WHAT HAS TO GO TO THE LANDFILL, SO I'LL COME BACK TO THESE GUIDING PRINCIPLES IN JUST A MOMENT, BUT TO GIVE YOU A SENSE OF WHAT THE HIERARCHY LOOKS LIKE. AND THEN THE FIFTH ONE IS ONE THAT THAT WE REALLY THINK IT IS VERY FORWARD THINKING BECAUSE OF THE TECHNICAL. THERE ARE A NUMBER OF TECHNOLOGIES THAT ARE REALLY COMING INTO USE IN THE SOLID WASTE INDUSTRY, AND THAT'S TO STRATEGICALLY UTILIZED PROGRAM DATA. IN TECHNOLOGY FOR INFORMED DECISION MAKING. WHAT I WOULD LIKE TO DO NOW, BEFORE WE JUMP INTO SOME OF THE SPECIFIC STRATEGIES AND RECOMMENDATIONS THAT ARE IN THE ACTUAL PLAN FOR YOU ALL. THIS JUST GIVES YOU A SENSE OF HOW THE MCKINNEY COMPARES TO THE OTHER FOUR MEMBER CITIES THAT ARE PART OF THE NORTH TEXAS. MUNICIPAL WATER DISTRICT IN AT ABOUT Ā£2000 PER HOUSEHOLD PER YEAR OR SLIGHTLY ABOVE THAT IS ACTUALLY RELATIVELY IN LINE WITH WHAT WE WOULD TYPICALLY SEE FURTHER COMMUNITIES HERE IN TEXAS OR INTERNATIONAL. BUT ON THE RIGHT HAND SIDE ON A STATEWIDE BASIS, MORE THAN HALF OF WHAT GOES INTO A LANDFILL. CAN ACTUALLY BE RECYCLED, AND THIS IS IN THE FORM OF ORGANICS AND THEN OTHER MORE TYPICAL RECYCLING MATERIALS LIKE PAPER, PLASTIC, GLASS AND OTHER TYPES OF MATERIALS. AND SO WHAT THIS TELLS US IS THAT IT'S NOT. THIS IS NOT A MCKINNEY ISSUE, BUT IT IS A IT'S REALLY A STATE AND NATIONAL ISSUE THAT THERE'S LITERALLY THOUSANDS OF TONS OF MATERIAL PER YEAR THAT ARE WORTH MILLIONS AND MILLIONS OF DOLLARS PER YEAR THAT ARE GOING TO BE A LANDFILL. SOME EXAMPLES OF ORGANICS THAT COULD BE RECYCLED. I'M TRYING TO YEAH YARD WASTE SO GRASS LEAVES BRUSH. ARE THE TYPICAL TYSON MATERIALS. WE ARE SEEING MORE SO ON A COMMERCIAL BASIS, BUT A GREATER INTEREST IN DIVERTING MORE FOOD SCRAPS. SO IT'S A RESIDENTIAL. WE DON'T HAVE A METHOD OF RECYCLING FOOD SCRAPS TO DO. WE RIGHT NOW. A RESIDENT COULD GET THAT SERVICE ON A SUBSCRIPTION BASIS. WE DID EVALUATE THAT AS A PART OF THE STRATEGY.
