WE'RE THE WE WELCOME YOU TO THE MCKINNEY URBAN TRANSIT DISTRICT BOARD. IT'S TUESDAY, JUNE 28TH.

IT'S A LITTLE AFTER 5 15. AND WE'LL MOVE TO PUBLIC COMMENTS ON AGENDA ITEMS ANYBODY SIGNED UP.

[CONSENT ITEMS]

OKAY. WE'LL MOVE TO CONSENT ITEMS. UM. WE HAVE A MOTION ON THE CONSENT ITEM. MAKE THE MOTION. WE APPROVE THE CONCERN ITEMS. HAVE EMOTION IN A 2ND 2ND. SECOND ALL IN FAVOR, HIGH IMPOSED OKAY? WE'LL GO TO REPORTS ITEM 2 TO 0585. REPORTS CCT UPDATE FROM DART. IS THAT

[Report - CCT Update from DART]

YOU? BRYAN MCCUTCHEON IS GOING TO PRESENT FOR US. I JUST WANTED TO REMIND THE BOARD THAT WE HAVE LESS THAN 45 MINUTES COMES NEXT. THANK YOU. GOOD EVENING. MY NAME IS RYAN MCCUTCHEON. I'M A PROJECT MANAGER IN THE SERVICE PLANNING DEPARTMENT FOR DARDEN. TODAY I'LL BE PROVIDING YOU AN UPDATE ON THE COLLIN COUNTY TRANSIT PROGRAM. WE WILL FOCUS ON TWO MAIN TOPICS TODAY. THE FIRST TOPIC WILL BE THE KEY PERFORMANCE INDICATORS OR THE GENERAL HEALTH OF THE PROGRAM, AND THEN WE'LL ALSO FOCUS ON THE TECHNOLOGICAL ASPECTS OF THE PROGRAM SUMMARIZED BY THE LIFT SERVICE, WHICH RECENTLY CAME ON AT THE END OF APRIL, AND ALSO THE PROGRESS THAT WE'VE MADE WITH REGARDS TO THE GO PASS INTEGRATION. SO LOOKING AT THE RIDERSHIP OVER THE SPAN OF THE FIRST FIVE MONTHS OF SERVICE, WE HAVE DOUBLED WHAT WE ACTUALLY PRODUCED IN THE FIRST MONTH OF SERVICE IN JANUARY, DIVING A LITTLE BIT DEEPER INTO THE MAIN NUMBERS, YOU'LL SEE THAT WE HAVE A RIDERSHIP OF 2000 AND EIGHT, WHICH WERE HAPPY TO SEE. ARAB WHEN YOU SAY RIGHT? SAYING THERE'S TOO. EIGHT INDIVIDUAL. WHO. WRITERS LATER ON IN THIS PRESENTATION. A ROUND TRIP. NO A SINGLE A ONE WAY TRIP. NOW MAJORITY OF OUR WRITERS DO MAKE ROUND TRIPS, ESPECIALLY THOSE THAT HAVE THE REOCCURRING TRIPS FOR TRIPS TO DIALYSIS OR PHYSICAL THERAPY. ALSO LOOKING AT THE SENIOR CENTER TRIPS THAT WE MAKE TO WALMART EVERY TUESDAY , WEDNESDAY AND THURSDAY, SO IT'S ALMOST A 1 TO 1 RELATIONSHIP WITH REGARDS TO THE NUMBER OF RIDERS THAT WE TAKE THEM TO WHEREVER IS THAT THEY'RE GOING AND THEN THEY GET THAT RETURN TRIP BACK. IT'S VERY RARE THAT WE HAVE SOMEBODY THAT OPERATES OUTSIDE OF OUR SERVICE HOURS. SO DIVING DEEPER INTO THE MAY RIDERSHIP BECAUSE THIS DOES TRULY REFLECT ARE FULLY DEDICATED SERVICE AND ALSO THE LIFT SERVICE IN FULL OPERATION IN THE MONTH OF MAY, LOOKING AT THE AVERAGE WEEKDAY IT'S ABOUT 88 RIDERS PER DAY AND THEN LOOKING AT THE WEEK. IT'S ABOUT . ON 22. RIDERS. ON SON. WRECKED CORRELATION WITH THE WAIT TIME OVER THE LAST COUPLE OF MONTHS SINCE WE'VE ADDED LIFT TO OUR SERVICE, YOU WILL SEE A PRECIPITOUS DECLINE WITH THE WAIT TIMES THAT ARE WRITERS ARE FACING WHICH IS SOMETHING THAT WE ARE VERY HAPPY WITH. AND I WOULD LIKE TO REMIND THE BOARD THAT ARE AVERAGE WAIT TIME OR OUR THRESHOLD THAT WE HAVE BEEN WORKING WITH OR OPERATING UNDER THIS SYSTEM. IS 30 MINUTES. SO AT 17 MINUTES FOR THE LAST MONTH , I THINK IS A GREAT IMPROVEMENT AND SOMETHING THAT IS A DIRECT BENEFIT TO OUR WRITERS. LOOKING AT THE DISTANCE THAT ARE WRITERS TRAVEL. WE SAW THE HIGHEST DISTANCE TRAVELED IN THE MONTH OF MARCH AND THIS PAST MONTH OF MAY, IT WAS ONLY AT JUST ABOUT SEVEN MILES PER TRIP. LOOKING AT THE DURATION THAT HAS ALSO SLIGHTLY DECLINED TO THIS LAST MONTH AT 18 MINUTES. LOOKING AT THE NO SHOW OR THE CANCELATION RATE OF THE WRITERS. THAT IS FOR THE LAST MONTH AT 4.6% AND OUR THRESHOLD THAT WE'RE USING, AS A KEY BAROMETER IS ANYTHING BELOW 5% IS WHAT WE PERCEIVE TO BE AS NORMAL. LOOKING AT THE NO DRIVERS AVAILABLE. I KNOW THIS IS SOMETHING THAT WE HAVE TALKED ABOUT WITH THE BOARD BEFORE AND WHAT I AM GLAD TO REPORT WITH REGARDS TO THE LAST MONTH OF MAY, THERE WERE ONLY FOUR TRIPS THAT WERE REFUSED BECAUSE THERE WERE NO DRIVERS AVAILABLE. SO THAT DOESN'T EVEN MONITOR OR REALLY, AS YOU CAN SEE MONITORS AS A 0. BUT IT IS SOMETHING THAT WE'RE STILL CONSTANTLY

[00:05:05]

MONITORING. WHEN WE SEE THAT THERE ARE NO DRIVERS AVAILABLE. WE MAKE SURE THAT WE COMMUNICATE WITH THE WRITERS TO MAKE SURE THAT WE WERE ABLE TO ASSESS IF THAT IS A CRITICAL TRIP THAT THEY NEED TO MAKE, BUT WE FEEL THAT ADDING LIP SERVICE HAS DONE WONDERS WITH REGARDS TO THE NEW DRIVERS AVAILABLE, SO WHAT HAPPENED BETWEEN MARCH AND APRIL. IS THAT DID WE HIRE MORE PEOPLE? DID WE MEAN THAT'S A GREAT DROP, BUT WE ATTRIBUTE THAT TO IT IS A COMBINATION OF A COUPLE THINGS. WE DID ADD ANOTHER DRIVER FOR THE DEDICATED FLEET, SO CURRENTLY WE ARE OPERATING WITH FIVE DEDICATED VEHICLES IN THE MONTH OF MARCH OR THE MIDDLE OF MARCH. WE ADDED ANOTHER DRIVER, AND THEN AT THE END OF APRIL, WE ALSO ADDED LIFT SERVICE, AND, UH WE DID HAVE SOME TESTING WITH LIFT SO THAT ALSO IN THE MONTH OF APRIL, WHICH ALSO CONTRIBUTED TO DROPPING THE NO DRIVERS AVAILABLE. WHAT WAS IT? TOOK US FROM THAT FIRST LINE UP TO 2000 AND EIGHT TRIPS IN THE MONTH OF MAY BECAUSE THAT WAS SIGNIFICANT INCREASE. YES, SIR. I THINK THERE'S BEEN A COUPLE OF THINGS. NOT ONE THING I WAS GOING TO MENTION IN A COUPLE OF SLIDES LATER. IF I'M GETTING AHEAD OF YOU JUST KEEP ON WITH YOUR PRESENTATION. IF YOU DON'T MIND , I WILL. I WILL ADDRESS THAT POINT IN THE NEXT COUPLE OF SLIDES. ARE THERE ANY OTHER QUESTIONS BEFORE I MOVE ON WITH THE NO DRIVERS AVAILABLE? SO I'LL GET TO YOUR QUESTION RIGHT NOW. SO LOOKING AT THE UNIQUE RIDERS OR THE ELIGIBILITY PROCESS, SINCE DART HAS TAKEN OVER. WHAT I AM PLEASED TO REPORT IS THAT SINCE THE BEGINNING OF SERVICE, WE HAVE REGISTERED 192 NEW WRITERS, AND I THINK THAT IS ONE OF THE DRIVING FACTORS WITH ACTUALLY THE INCREASE IN OUR RIDERSHIP. THAT COUPLED WITH THE FACT THAT WE'VE ADDED MORE VEHICLES TO OUR SERVICE SO THAT IT HAS REDUCED THE NO DRIVERS AVAILABLE AND THAT IT HAS REDUCED WAIT. TIME IS SOMETHING THAT I SEE AS A POSITIVE ASPECT, AND I WOULD LIKE TO REMIND THE BOARD THAT WE HAVEN'T REALLY FULLY MARKETED THIS PROGRAM BECAUSE WE ARE WAITING UNTIL WE HAVE THE GO PASS INTEGRATION INSTALLED. SO THAT WHEN WE REACH OUT TO NEW PERSPECTIVE WRITERS WE TRY TO DO IT IN ONE FAIL SWOOP. WE DON'T WANT TO KEEP GOING BACK OUT THERE NOW. THAT'S NOT TO SAY THAT WE'RE GOING TO STOP MARKETING THE PROGRAM IN YEARS TWO AND THREE, BUT REALLY IN ORDER TO EDUCATE THE WRITERS ON USING THE GO PASS APP. WE WANT TO GET THAT DONE CORRECTLY, THE FIRST TIME. ANOTHER THING I'D LIKE TO POINT OUT IS THAT MISS PIN SEAN AND MYSELF HAVE GONE TO A FEW DIFFERENT EVENTS. YOU REMEMBER SEEING US AT THE AT THE Q HONEST CLUB. WE ALSO PARTICIPATED IN THE CITY OF MCKINNEY CHAMBER OF COMMERCE. SENIOR WEEK MONTHLY MEETING, AND THEN JUST THIS PAST SATURDAY, WE WERE BOTH PRESENT AT THE COMMUNITY CONNECTIONS EVENT THAT WAS HELD HERE, SO BEING HERE BEING ABLE TO REACH OUT TO WRITERS AND TALK TO THEM FIRST HAND, I THINK IS CONTRIBUTING TO NEW RIDERS. AND ALSO WE HAVE A LOT OF PARTNERS WITHIN THIS COMMUNITY. PRIMARILY THE HEALTHCARE PROVIDERS THAT ARE REALLY PROVIDING THEIR PATIENTS , THE RESOURCES AND THE INFORMATION ABOUT OUR PROGRAM. THUS THEY CONTACTED US THROUGH THE ELIGIBILITY PROCESS, AND THAT'S HOW WE'RE ABLE TO SCREEN NEW WRITERS. BUT I SEE THIS YOU KNOW, CONSISTENTLY GOING UP, AND JUST THIS MONTH, I'M THINKING THAT WILL HIT PROBABLY ABOUT 50 NEW RIDERS JUST FOR THE MONTH OF JAIL. YES THE NUMBERS I'M LOOKING AT ON THE SCREEN OR PER MONTH NEW RIDERS THAT YOU'RE ADDING, SO THERE'S A CUMULATIVE TOTAL. THERE IS CORRECT, SO OUR CUMULUS TOTAL IS 192 FOR THE FIRST FIVE MONTHS OF SERVICE CONCERNS ABOUT HAVING MORE RIDERS THAN OPERATORS. THAT IS SOMETHING THAT WE ARE CONSTANTLY MONITORING. AND AS OF RIGHT NOW , IT IS NOT AN ISSUE BECAUSE WE HAVE A CLOSE PARTNERSHIP WITH LIFT. WE ACTUALLY MET WITH LIFT AND SPARE THE OTHER TECHNOLOGICAL PROVIDER ON THIS TEAM EARLIER TODAY, AND SO THAT IS SOMETHING THAT THEY ACTIVELY MONITOR THE SUPPLY VERSUS THE DEMAND. AND I KNOW THAT THEY ALSO ARE INCENTIVIZING PEOPLE THROUGH DIFFERENT PROGRAMS THROUGH LIFT TO GET MORE DRIVERS OUT THERE, SO IT IS SOMETHING THAT THEY'RE KEEPING AN ACTIVE APPROACH ON MONITORING JUST TO CHECK THE TEMPERATURE OF IT TO SEE IF MORE LIFT DRIVERS NEED TO BE DIVERTED UP HERE. THANK YOU.

YES. SO NOW SPEAKING TO THE TECHNOLOGY ASPECTS THAT I SPOKE A LITTLE BIT ABOUT EARLIER. SO LIFT SERVICE. THE PILOT TEST WAS COMMENCED THE LAST THE LAST WEEK OF APRIL. WE'VE ALSO IN

[00:10:01]

COMBINATION WITH SPARE HAD A LIFT, OPT IN CAMPAIGN WHERE BASICALLY WE ARE REACHING OUT TO RIDERS. THAT DO NOT HAVE A DISABILITY THAT WOULD PREVENT THEM FROM ACTUALLY USING A LIFT VEHICLE TO ACTUALLY ENGAGE THEM AND EDUCATE THEM ON THE ABILITIES TO USE LIFT, SO I THINK THIS APPROACH OF BEING PROACTIVE SPEAKING TO THE WRITERS AND YOU KNOW, ADDRESSING ANY CONCERNS THAT THEY HAVE, BECAUSE AGAIN THINKING OF THE DEMOGRAPHICS THAT WE'RE PROVIDING SERVICE TO. MAYBE SOME OF THE SENIORS IN OUR GROUP HAVE NEVER EVEN HEARD OF LIFT, AND SO IT'S A MATTER OF AGAIN, TELLING THEM ABOUT THE SERVICE THAT BENEFITS OF THAT. AND THEN IF THEY SO CHOOSE, THEY OPT INTO THE SERVICE AND WE'VE HAD A GREAT SUCCESS WHEN WE'RE ABLE TO REACH THESE INDIVIDUALS SPEAK TO THEM ON A ONE ON ONE BASIS. TO REALLY ENCOURAGE THEM TO SIGN UP FOR THE LIFT SERVICE. AND I THINK THAT IS MATCHED WITH THE FACT THAT WE HAVE VERY LITTLE TO NO NO DRIVERS AVAILABLE AND AT THIS CURRENT TIME, I DON'T SEE OUR RAPID INCREASE IN WRITERS OUTPACING THE SUPPLY THAT WE CURRENTLY HAVE. NOW IN FUTURE MEETINGS, WE WILL BE BRINGING TO YOU WHAT THE ACTUAL DATA CLICK ATED FLEET SERVICE LOOKS LIKE BECAUSE WE ARE IN ACTIVE DISCUSSIONS WITH BOTH SPARE. AND LIFT ON. DO WE HAVE THE ABILITY TO RECEIPT OR PULL BACK SOME OF OUR DEDICATED VEHICLES AND AGAIN THE DEDICATED VEHICLES ARE THE WHEELCHAIR ACCESSIBLE VEHICLES.

WE WANT TO MAKE SURE THAT WE'RE NOT PUTTING ANY OF OUR DISADVANTAGED OR VULNERABLE POPULATION AT RISK OF NOT HAVING THE SERVICE. BUT WE'RE ALSO THINKING ABOUT IT IN TERMS OF THE BUDGET AND THE MONITORING OF THE BUDGET, SO THAT IS SOMETHING THAT WE WILL BE BRINGING TO YOUR ATTENTION OVER THE NEXT FEW MONTHS, AND WHEN WE FEEL THAT IT WILL BE TIME TO PUSH MORE SERVICE TO LIFT AND ACTUALLY TAKE SOME OF OUR DEDICATED SERVICE BACK WHAT I CAN TELL YOU WITH REGARDS TO THE MONTH OF MAY WE ACTUALLY HIT OUR TARGET WITH REGARDS TO THE LIFT SERVICE. IT WAS ALWAYS OUR INTENT IN THE FIRST YEAR OF SERVICE TO HAVE 30% OF THE TRIPS PROVIDED BY LIFT NOW, ALBEIT LIFT CAME IN A LITTLE BIT LATER THAN WHAT WE HAD ANTICIPATED, BUT WE SEE IT.

GOING FORWARD, THAT IT WILL PROBABLY BE SOMEWHERE FOR THE NEXT FEW MONTHS ANYWHERE FROM I WOULD SAY 30 TO 40% OF OUR RIDERSHIP, AND THAT NUMBER COULD ACTUALLY GROW. BY YEAR TWO. WE WERE HOPING TO GET TO 40% OF OUR RIDERSHIP DIVERTED TO LIFT AND BY YEAR 3 50% BUT AGAIN, SOME OF THE OTHER PROGRAMS THAT I MANAGED FOR DARK. WE ARE SEEING QUITE THE APPETITE FOR THE RIDERS TO USE THE T N CS OR THE TRANSPORTATION NETWORK COMPANIES. AND WE SEE THAT THAT IS A GREAT BENEFIT BECAUSE IT WILL REDUCE THE OVERALL COST OF THE PROGRAM. SO GOING BACK TO THE SLIDE. WE ARE MEETING BI WEEKLY WITH ALL OF OUR KEY PARTNERS WITH REGARDS TO THE TECHNOLOGICAL ASPECTS, SO WE'RE MEETING WITH THE BUSINESS INNOVATION TEAM, WHICH IS THE GATEKEEPERS IN THE DARK ORGANIZATION FOR THE GO PASS APP. WE HAD THAT MEETING THIS MORNING, SO WE'RE MEETING WITH SPARE THE CITY OF MCKINNEY IS THERE? UM AND THEN ALSO LIFT TO SEE HOW THE HOW THINGS ARE PROGRESSING AGAIN. UM WE ARE STILL SLIGHTLY DELAYED WITH REGARDS TO LAUNCHING THE GO PAST INTEGRATION WE HAVE WE GOT THROUGH THE LEGAL HURDLES WITH THE CONTRACTING WITH BOTH SPARE AND LIFT THAT TOOK A LITTLE BIT LONGER THAN WE HAD ANTICIPATED.

AND NOW THERE'S A SORT OF A SMALL BOTTLENECK WITH REGARDS TO THE INTEGRATION PIECE. WE ARE ANTICIPATING THAT WE WILL BE ABLE TO TEST THE GO PASS APP IN THE MONTH OF AUGUST. AND THEN AN ACTUAL ANTICIPATED IMPLEMENTATION DATE OF USING THE GO PASS APP IN SEPTEMBER OF 2022 AT THAT POINT IN TIME, WE WILL HAVE THREE MECHANISMS FOR BOOKING TRIPS. THE FIRST MECHANISM IS THE CALL CENTER, AND THAT'S OUR MAIN GOAL IS TO REDUCE THE BURDEN ON THE CALL CENTER AND THUS ALSO REDUCING THOSE COSTS WERE ALSO REALLY RELYING HEAVILY UPON REOCCURRING TRIPS. IT'S A GREAT TECHNICAL ASPECT THAT SPARE ALLOWS US TO DO SO. IT ALLOWS US TO BOOK TRIPS FOR THOSE THAT HAVE THAT CONSISTENCY WITH THEIR SCHEDULE. PEOPLE THAT GO TO DIALYSIS APPOINTMENTS OR PHYSICAL THERAPY . THEY DON'T HAVE TO USE THE CALL CENTER. IF THEY HAVE THAT CONSISTENT TRIP, THEY CAN SET THAT UP THROUGH A REOCCURRING TRIP, AND THEN AGAIN THAT ALSO TAKES BURDEN OFF OF THE CALL CENTER. AND THEN THE FINAL PIECE WILL BE THE GO PAST INTEGRATION , WHICH WILL BE FOR THOSE THAT WANT TO MONITOR THINGS VIA THEIR SMARTPHONE OR THEIR COMPUTER.

AND SO WE FEEL THAT THE COMBINATION OF THOSE THREE MECHANISMS FOR BOOKING TRIPS

[00:15:04]

WILL PROVIDE RIDERS AND ADDED BENEFIT TO THE SERVICE. SO ON THIS LAST SLIDE, I WANTED TO SHOW YOU FROM A GRAPHICAL SENSE PROGRESS THAT WE HAVE MADE WITH THE GO PASS AND LIFT INTEGRATION . SO WHAT YOU'LL SEE IS A SERIES OF SLIDES IN TERMS OF THE ACTUAL BOOKING OF TRIP AND THEN THE MONITORING OF THE TRIP. SO ON THE FIRST SLIDE ON THE FAR LEFT, YOU'LL SEE WHAT IS SIMILAR TO WHAT WE HAVE. IN OUR DARK, GO PASS APP. AND SO THIS IS THE TRIP PLANNING PROCESS AND THEN SO YOU ADVANCE TO THE NEXT SCREEN. ONCE YOU SELECTED HOW MANY PASSENGERS ARE RIDING WITH YOU? AND THEN ON THIS SCREEN, WHAT I REALLY WANT TO HIGHLIGHT TO YOU IS TWO THINGS SO YOU'LL HAVE SORT OF THE GEOSPATIAL REFERENCE SO THEY'LL BE ABLE TO SEE FROM A MAPPING PERSPECTIVE WHERE THAT VEHICLE ACTUALLY IS AND BE ABLE TO TRACK IT ALONG ITS PATH. NOW ONE OF THE REALLY IMPORTANT TOOLS HERE IS THE PINK BUTTON. AND SO THAT WILL BE A BUTTON WHERE THEY CAN ACTUALLY HAVE ACCESS TO LIFT TOOLS AND WHAT THOSE TOOLS ARE BASICALLY, SECURITY FEATURES THAT IF SOMEBODY WANTS TO ACTUALLY CONTACT THE DRIVER, OR MAYBE THEY'VE LEFT SOMETHING IN THE VEHICLE. THEY CAN HIT THE TOOLS BUTTON AND REACH OUT TO THAT DRIVER. THE NEXT SLIDE WILL SHOW YOU THE ACTUAL, UH, INFORMATION ON THE DRIVER, SO YOU'LL SEE THEIR NAME IF YOU'VE EVER USED THE TNC BEFORE. YOU'RE VERY FAMILIAR WITH THIS SCREEN. UM IT WILL ALSO SHOW YOU SOME KEY POINTS LIKE WHAT THE VEHICLE LOOKS LIKE THE MAKE THE MODEL THE COLOR. AND THEN YOU ALSO SEE THE LICENSE PLATE. SO THESE ARE THINGS THAT WE WILL ALL BE ACTIVELY ENGAGING OUR RIDERSHIP ON EDUCATING THEM ON IF THEY WERE TO USE THE GO PAST. THESE ARE ALL THE BENEFITS AND TOOLS THAT THEY WILL BE ABLE TO HAVE ACCESS TO AT THEIR FINGERTIPS. THE NEXT SLIDE OVER YOU'LL SEE JUST SOME VARIOUS METRICS WITH REGARDS TO THE LIFT TRIP, AND THEN FINALLY, THE LAST SLIDE.

YOU'LL SEE THAT IF YOU NEEDED TO SHARE YOUR TRIP INFORMATION WOULD SAY YOUR CAREGIVER OR YOUR PARENTS. MAYBE YOU'RE LEAVING MY POSSIBILITIES. AND YOU JUST WANT TO TELL YOUR MOM THAT YOU'RE ON YOUR WAY HOME, THEY WOULD BE ABLE TO DO THIS THROUGH THEIR SMARTPHONE. IS THIS INTEGRATED WITH LIFT OR LIKE I HAVE A LIFT APP ON MY PHONE, SO IT'S NOT THE SAME THING. CORRECT IT IS NOT THE SAME THING. IT'S VERY, VERY SIMILAR CARGO PASS APP. AND SO THERE IS BASICALLY WE'RE SHARING A P. I S SO IT'S LIKE A HANDSHAKE BETWEEN THE LIFT APP, THE SPARE TECHNOLOGY AND THE GO PASS OUT. AND SO THE REASON WHY WE WANTED TO BE THROUGH THE GO PASS APP IS IF THEY WERE BOOKING IT THROUGH LIFT, THEY WOULD NOT RECEIVE THE BENEFIT OF THE THREE OR $5 TRIP FARE. THEY'RE JUST BOOKING IT THROUGH LIFT THEY WOULD BE CHARGED. YOU KNOW, WHATEVER THE MARKET WILL BEAR FOR THAT TRIP, SO THAT BOTH JUST TO GO PASS OUT CORRECT. SO I'M CURIOUS. WITH OUR AGREEMENT WITH DART. WHAT. HOW DO YOU GET PAID ? FRIDGE TRIP? HOW HOW? HOW DO YOU? HOW DOES DARK GET PAID? ON A MONTHLY QUARTERLY BASIS. WHEREVER HOWEVER, WE PAY YOU. HOW DOES HOW IS DARK COMPENSATED ? SO WE HAVE A COUPLE OF DIFFERENT LINE ITEMS IN THE INVOICE IN THE BUDGET, SO WE HAVE PROVIDED SO WE HAVE THE BASICALLY MY FEET. THE CONTRACT MANAGER FEE, WHICH IS OVER THE COURSE OF THE ENTIRE YEAR DIVIDED UP THEN WE ALSO HAVE R G N A FEED. UM AND THEN THE OTHER OTHER, THE OTHER LINE ITEMS THAT WE HAVE BUILT FOR WOULD BE THE GO PAST INTEGRATION. AND THEN ALSO ANY COLLATERAL COMING OUT OF OUR MARKETING DEPARTMENTS. THOSE ARE ALL DIRECT CHARGES OR EXPENSES THAT ARE REIMBURSED BY MUT DATE. OKAY NOW, WITH REGARDS TRIP, THE COST OF THE TRIPS AND STUFF THE COST OF THE TRIPS. THAT ACTUALLY IS LET ME THINK ABOUT THIS BECAUSE I MANAGED A COUPLE OF DIFFERENT PROGRAMS. SO WITH LIFT WE HAVE WHAT'S CALLED A PICKUP FEE, A DROP FEE. AND THEN BASICALLY THE ALGORITHM THAT THEY USE, SO IT'S BASICALLY UM I DON'T HAVE THE EXACT FIGURES, BUT I COULD GET THAT TO YOU BECAUSE IT IS IN OUR BUDGET, BUT THAT IS A DIRECT PASS THROUGH THE COST THAT'S PROVIDED TO A BEAUTY D AND THEN WITH REGARDS TO THE DEDICATED FLEET.

IT'S JUST AN HOURLY RIGHT THAT WE CHARGE BACK TO THE PROJECT. SO WHAT IS THE PRICE OF GAS DONE? THE FACT THAT IT'S DOUBLED SINCE THE FIRST OF THE YEAR. IT DOES PLAY A SMALL IMPACT IN THIS , SO LET ME BRING IT BACK TO OUR DEDICATED FLEET. WE DO HAVE TO PROVIDERS. WE HAVE ECHO TRANSPORTATION AND WE HAVE IRVING HOLDINGS CO TRANSPORTATION IS THE ONES THAT

[00:20:05]

ARE OPERATING THE M UTD VEHICLES SO THEY ARE BLOCKED BUSSES. NOW THEY ACTUALLY CHARGE A FUEL SURCHARGE FEE BASED ON THE GAS PRICES. AND SO WHAT WE'VE BEEN SEEING AS ANYWHERE FROM, I WOULD SAY 2 TO $400 PER MONTH CHARGED TO THIS PROGRAM BASED ON THE GAS PRICES, IRVING HOLDINGS, THEY DO NOT CHARGE US ANY FIELDS WITH REGARDS TO GAS PRICES. SO IT'S JUST THE STRAIGHT 49 50 OR $40 EXCUSE ME THAT THEY BUILD AS PER HOUR AND THEN ECHO TRANSPORTATION BUILDS US $72.93 PER HOUR. I WAS HAVING A LITTLE BIT EFFECT, BUT OBVIOUSLY THE OTHER OR PROVIDERS ARE KIND OF EATING. IT'S EATING INTO THEIR PROFITS BECAUSE THEIR SECOND PAID THE SAME. THAT IS CORRECT NOW BECAUSE WE'RE ON THIS TOPIC I WOULD LIKE TO BRING TO YOUR ATTENTION AND BEAUTY, THE MUTV VEHICLES. THEY ARE A GREAT ASSET BECAUSE THEY REALLY HELP US WITH REGARDS TO THE SENIOR CENTER TRIPS THAT WE PERFORM ON TUESDAY , WEDNESDAY AND THURSDAY TO WALMART, SO IT GIVES US THE ABILITY TO HAVE ANYWHERE FROM 8 TO 10. PEOPLE IN THAT VEHICLE RUNNING A VERY EFFICIENT TRIP.

BUT WE HAVE ALSO RUN INTO ISSUES WITH THE VEHICLES BREAKING DOWN . WE HAVE ONE VEHICLE WITH A RAMP BROKE DOWN. WE HAD ANOTHER VEHICLE WHERE THE A C WENT OUT NOW ECHO TRANSPORTATION BASED ON THEIR CONTRACT THAT THEY HAVE WITH SPARE. THEY HAVE EATEN ALL OF THOSE COSTS. TODAY THE ONLY COST THAT WOULD BE ABSORBED BY THE CITY OF MCKINNEY MCKINNEY URBAN TRANSIT DISTRICT IS IF THERE WAS A MAJOR OVERHAUL ON, SAY, THE ENGINE OR SOME VERY LARGE TICKET ITEM PRICES, BUT THE MUTTS. VEHICLES ARE AT THIS POINT, THEY HAVE LIVED PAST THEIR USEFUL LIFE WITH REGARDS TO MILEAGE, BUT CURRENTLY THEY ARE WORKING FAIRLY. WELL. UM, BUT UM, PARTNERSHIP WITH ECO TRANSPORTATION. I FEEL THAT THEY'RE GOING ABOVE AND BEYOND, UM, WHAT THEY ARE ACTUALLY SUPPOSED TO BE DOING. THEY'RE DOING A GREAT JOB OF KEEPING THE VEHICLES MAINTAINED AND KEEP KEEPING THEM OUT ON THE ROAD. BUT I JUST WANTED TO BRING THAT MANY VEHICLES LIKE THAT. DO WE HAVE WE HAVE THREE AND UTD VEHICLES IN SERVICE. AND HAVE WE BEEN APPROACHED ABOUT REPLACING THEM? WE'VE HAD SOME CONVERSATIONS, AND I KNOW MISS PIN. SHAWN HAS BEEN WE HAVE HAD CONVERSATIONS WITH ECHO ABOUT THE ABILITY TO MAYBE PURCHASE A SMALLER VEHICLE AND THEN EMPLOY THAT AND BASICALLY AS OF TODAY, WE HAVE TWO MUTV VEHICLES OUT ON THE ROAD OVER THE COURSE OF EIGHT HOURS, SO WE HAVE ONE SPARE VEHICLES SHOULD ONE GO DOWN. SO THAT IS A CONVERSATION THAT WE ARE HAVING. INTERNALLY AND THEN, UM, AT SOME POINT, PROBABLY BRING IT TO THE BOARD.

YES ONCE WE HAVE MORE INFORMATION ON WHAT THERE IS AVAILABLE ONE THING TO KEEP IN MIND RIGHT NOW, THE GLOBAL SUPPLY CHAIN IS STILL A MAJOR ISSUE THAT WE ARE FACING TRYING TO GO OUT AND PROCURE A VEHICLE COULD TAKE HIM MAYBE UP TO 180 DAYS. ALSO THERE'S THINGS THAT WE NEED TO THINK ABOUT WITH REGARDS TO DO WE GO WITH A USED VEHICLE, WHICH MIGHT BE A LITTLE BIT CHEAPER, OR DO WE ACTUALLY GO OUT AND PROCURE A BRAND NEW VEHICLE? BUT THESE ARE THINGS THAT WE ARE CONSIDERING AND WILL BRING BACK TO THE BOARD AT A LATER DATE. UM YOU HAVE A GREAT BUT WE ARE RUNNING LOW ON TIME. SO I'M GONNA CATCH ON. THANK YOU . THANK YOU. PINCH ON ARE YOU

[Update on Nonprofit Partnership Pilot]

ARE YOU GETTING AN UPDATE ON THE NONPROFIT PILOT? AM. SO IN SHORT , WE WENT TO 10 AGENCIES AFTER YOU ALL REQUESTED. UH, YOU KNOW THAT WE TALK ABOUT THIS PILOT, SO WE'VE GONE TO 10 AGENCIES DISCUSSED WITH THEM, UM OH, SORRY. IN SHORT, ONE AGENCY HAS RESPONDED WITH INTEREST. WE'RE ASSUMING THAT FINANCES ARE YOU KNOW SOMETHING THAT THE AGENCIES ARE STRUGGLING WITH IN BRINGING THE PROGRAM TO THEIR CLIENTS. HOWEVER YOU KNOW, WE HAVE MARKETED TO ALL THESE AGENCIES.

UM IT'S JUST THAT ONLY ONE HAS A FINANCIAL, UM WHEREWITHAL TO PARTICIPATE IN THE PILOT. WHAT'S THE FINANCIAL OBLIGATION THAT WE ASK OF THEM THAT THEY SHARED A PORTION OF THE FEE BECAUSE I THOUGHT IT WAS MAINLY ON CERTIFICATION AND RIGHT, SO THEY WOULD DO THAT CERTIFICATION AND ELIGIBILITY. BUT THERE'S ALSO A PORTION THAT IF THEY WOULD LIKE TO PAY FOR THEIR CLIENTS TO TAKE SIX MONTHS WORTH OF TRIPS, OR HOWEVER LONG THE AGENCIES WANTED TO DETERMINE THAT MAY OR MAY NOT HAVE A FINANCIAL OBLIGATION ON THEIR END IF THEY JUST CERTIFIED THEM. HOUSING OR MEDICAL OR ONE

[00:25:03]

OF THOSE ONE OF THE PREP NONPROFITS THAT GOES AHEAD AND CERTIFIES THEIR CLIENTS ANYWAY.

THEY COULD REPLICATE IT TO US AND ENTER THEM INTO OUR POOL. AND THEN THAT CLIENT COULD PAY FOR IT. NOT NECESSARILY NONPROFIT, RIGHT? CORRECT IN THAT SITUATION, IT WOULDN'T BE A PART OF THE PILOT. THEY WOULD JUST BE SUBMITTING THE APPLICATION ON BEHALF OF THE CONSTITUENT UM, THE PIE WAS REALLY SET UP FOR THE FUNDING AS WELL WOULD BE ELIGIBILITY. AND THEN HOW ARE THEY GOING TO PAY FOR IT? UM, SO ONE AGENCY HAS RESPONDED WITH INTEREST AND WE WILL OBVIOUSLY KEEP THE BOARD APPRISED AS MORE AGENCIES COME BACK. EXPLAIN EXACTLY WHAT THIS IS. I'M YEAH. SO THE NONPROFIT PILOT SHIP OR THE NONPROFIT PARTNERSHIP PILOT IS ESSENTIALLY NON PROFITS WOULD CERTIFY THEIR CLIENTS SAY THAT THEY MEET THE QUALIFICATIONS TO PARTICIPATE IN THE PROGRAM, AND THEN THEY WOULD PROVIDE FUNDING FOR A PERIOD OF TIME SO THAT IT COULD TRAVEL. IN THE AREA, OKAY? MM. OKAY? ANY OTHER QUESTIONS. GREAT MOVED TO A REGULAR AGENDA ITEM 2 TO 0587.

[Consider/Discuss/Act on Fare-Free Personal Care Attendants for Collin County Transit Riders]

CONSIDER IT AN ACT ON FAIR FREE. PERSONAL CARE ATTENDANTS FOR COLLIN COUNTY TRANSIT WRITERS.

YES SO AS A CURB TO CURB SERVICE . OUR OPERATORS ARE NOT TO ASSIST PEOPLE IN GETTING OUT OF THEIR HOMES OR GETTING INTO THE VEHICLES THAT CAN BE DIFFICULT FOR SOME PEOPLE WHO NEED THAT ASSISTANCE. IN THE SYSTEM THE WAY THAT SET UP RIGHT NOW THAT ADDITIONAL PERSON WOULD HAVE TO PAY THE THREE OR $5 FARE. UM THAT'S A FINANCIAL BURDEN THAT I FEEL LIKE YOU KNOW THE PLATFORM CAN EASILY ACCOMMODATE, UM WE DO NOT HAVE ANY RIDES PRESENTLY THAT HAVE USED PERSONAL CARE ATTENDANT. SO REALLY, WE'RE SETTING THIS UP FOR IN THE CASE THAT IT'S NEEDED THAT IT WOULDN'T BE A COST TO THE PERSON THAT'S HELPING THE WRITER. SO HOW THIS WOULD WORK IN OUR SYSTEM IS WE WOULD JUST CODE. WHEN WE'RE DOING THE APPLICATION . THEY WOULD CHECK THAT THEY NEED A PERSONAL CARE ATTENDANT AND THAT WOULD AUTOMATICALLY CODE THEIR RIDE FOR TWO PERSONS.

IN THE VEHICLE. UM YEAH, WE RECOMMEND AUTHORIZATION FOR PERSONAL. SO IF TWO PEOPLE GO LIKE THAT, IT'S NOT THE FULL FARE, BUT IT'S JUST THERE'S A LIKE IF A HUSBAND AND WIFE GO IS THAT TWO FULL FARES OR IS THAT WON FAIR AND A HALF. HOW WAS IT CHARGED NOW TWO FULL FARES TO FULL FARES. ESSENTIALLY TAKING DOUBLE BECAUSE WE'RE NOT PAYING EXTRA ON THAT HOURLY COST. AND I THINK IT'S RELATIVELY FAIR TO SAY THE SECOND RIDER IS NOT ADDING ANY REAL MARGINAL COST TO US UNLESS THEY'RE TAKING THE SPACE OF ANOTHER FARE PAYING RIDER, WHICH DOESN'T REALLY SEEM TO BE THE CASE BECAUSE OUR VEHICLES ARE PRETTY BIG. AND IF IT'S A LIFT, IT'S GOING TO BE A SOLO TRIP ANYWAY. RIGHT SO THERE'S NOT REALLY ANY MARGINAL COST THAT MUTV IS INCURRING. BY ALLOWING THIS IS THAT FAIR, CORRECT? ANY DISCUSSION. I HAVE A PROBLEM WITH THAT. TO DO WE NEED A MOTION ON THIS. THEY HAVE EMOTION, MAKE A MOTION THAT WE APPROVE THIS ITEM. SECOND MOTION AND WE HAVE A SECOND ALL IN FAVOR. IN THE POST. OKAY. ITEM PASSES. GOOD TO GO ON THAT. AND

[Consider/Discuss/Act on a Resolution Authorizing the City Manager to Execute a Program Grant Agreement with the Texas Department of Transportation for the FY19 Bus and Bus Facilities Infrastructure Investment Program (5339) Funding]

THEN ITEM 2 TO 0588 CONSIDER AN ACT ON A RESOLUTION AUTHORIZING THE CITY MANAGER EXECUTE A PROGRAM GRANT AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR PHYSICAL YEAR 19 BUS AND BUS FACILITIES INFRASTRUCTURE INVESTMENT PROGRAM. 5339 FUNDING. YES SO THIS IS AN TEXT DOT FUNDS THAT PASS THROUGH TEXT DOT DID I SAY THAT RIGHT FUNDS THAT PASSED THROUGH TEXT DOT AND THESE FUNDS ARE ESSENTIALLY TO ASSIST US IN PURCHASING A VEHICLE, UM, CAPITAL FOR INFRASTRUCTURE. MAINTENANCE ANYTHING THAT WE WOULD NEED AS FAR AS VEHICLES FOR THIS CAN BE USED. THIS FUNDING CAN BE USED FOR THAT PURPOSE. UM THIS IS IMPORTANT BECAUSE YOU KNOW, RYAN WAS JUST MENTIONING THAT WE ARE LOOKING TO REPLACE SOME OF THOSE VEHICLES. OF WHAT WE MIGHT REPLACE THEM WITH. THIS IS PART OF THE FUNDING IN WHAT WOULD HELP US GET THERE. IT IS A $46,149 GRANT. SO WE'RE JUST AUTHORIZING THE CITY MANAGER TO BE ABLE TO ACCEPT THAT GRANT CORRECT. SO I'M NOT MISSING ANYTHING. IT'S YEAH, I HAVE IT ALL WRITTEN UP. I JUST I NEED YOU GUYS AS APPROVAL TO HIT THE GROUND. BUT WE HAVE TO MATCH

[00:30:01]

THAT GRANT IS THAT CORRECT? THERE IS A 20% MATCH. THERE'S A 20% MATCH OF FUNDING FOR CAPITAL PURCHASES. AND OF COURSE, WE WOULD BRING THAT BACK TO THE BOARD. YOU KNOW WHEN THE PURCHASE NEEDS TO BE MADE. BE SILLY NOT TO GREAT. I'LL MAKE A MOTION THAT WE APPROVE THIS ITEM. EMOTION SECOND. A SECOND ALL IN FAVOR. THE OPPOSED ITEM PASSES. OKAY WITH THE DOWN TO PUBLIC COMMENTS REGARDING MATTERS ON NOT ON THE AGENDA. DON'T SAY ANYTHING. UM, ANY

[BOARD OR COMMISSIONER COMMENTS]

COMMENTS FOR THE BOARD? LIKE TO THANK BOTH OF THE SPEAKERS FOR DOING A GREAT JOB OF GETTING THROUGH A LOT OF INFORMATION THAT YOU HAD TO PRESENT TO US AND BEING MINDFUL OF OUR TIME FRAME BECAUSE I SEE A QUICK TO ANGER BILL COPS, QUICK WANTS THIS DIOCESE THANK YOU BOTH VERY MUCH FOR BEING MINDFUL OF OUR TIME CONSTRAINTS. WELL DONE. THANK YOU. DR. MOTION TO DISMISS. MOVED. 2ND 2ND ALL IN FAVOR.
