[PUBLIC COMMENTS ON AGENDA ITEMS (For Non-Public Hearing Items)]
ALL RIGHT. NEXT ITEM IS PUBLIC COMMENTS ON AGENDA ITEMS, AND I BELIEVE WE HAVE ONE SPEAKER ON NON AGENDA, SO WE'RE GOING TO GO AHEAD AND INCLUDE UM VENEZUELA. THE FIRST IS JOHN DEL ANTONIO.THANK YOU, MR MAYOR, COUNCIL MEMBERS, JOHN DILLON, 20TH 60 TO 1. VIRGINIA PARKWAY. MCKINNEY I'M SPEAKING HERE TONIGHT IS BOARD PRESIDENT OF THE STONEBRIDGE RANCH COMMUNITY ASSOCIATION. TONIGHT'S AGENDA CONTAINS A RESOLUTION TO APPROVE CONSULTING ENGINEERING SERVICES AGREEMENT IN THE AMOUNT OF $333,500 FOR AROUND ABOUT PROJECT AT THE INTERSECTION OF GLEN OAKS AND RIDGE ROAD DRIVE. OUR ASSOCIATION JUST BECAME AWARE OF THIS ITEM ON THE AGENDA LAST FRIDAY EVENING, JULY 15TH. RESPECTFULLY ON BEHALF OF OUR ASSOCIATIONS IN ANY 461 100 HOMEOWNERS. WE ARE REQUESTING YOU TABLE THIS ITEM UNTIL THE SECOND COUNCIL MEETING IN AUGUST TO GIVE OUR ASSOCIATION THE OPPORTUNITY TO SURVEY OUR HOMEOWNERS AND GET THEIR REACTION TO THIS PROPOSED CONSTRUCTION. AT THAT TIME, WE WOULD BE ABLE TO PROVIDE THE COUNCIL WITH THE RESULTS OF THAT SURVEY CONSIDERATION OF ANY FUTURE CONSTRUCTION. ONE QUESTION I DO HAVE IS THERE A TRAFFIC STUDY THAT RECOMMENDS AROUND ABOUT FOR THIS
[00:10:01]
INTERSECTION? THANK YOU. GOOD JOB. BETH BENTLEY.GOOD EVENING, MR MAYOR COUNCIL AND MR CITY MANAGER. AFTER THE DISCUSSION ON REDISTRICTING. I JUST WANTED TO PROVIDE SOME FEEDBACK AND COMMENTS. MR MAYOR . THANK YOU FOR TAKING THE THOUGHTFUL CONSIDERATION OF REVISITING THAT REDISTRICTING ITEM THAT WAS PRESENTED IN THE WORK SESSION. VOTING RIGHTS. FAIR REPRESENTATION. THOSE VERY BASIC YET WEIGHTY CIVIL RIGHTS.
THAT IS WHAT THAT AGENDA ITEM IS ABOUT. AS A DISCUSSION OF REDISTRICTING CONTINUES. THIS IS THE CHANCE TO ENSURE THAT IT ALIGNS WITH WHAT WAS PRAYED TODAY BEING LOVING AND BEING KIND PROGRESSIVE AND FAIR REPRESENTATION OF THE CITIZENRY SHOULD ALWAYS BE TOP OF MIND.
THANK YOU, MR MAYOR AND COUNCIL FOR ENSURING THAT THE GOAL IS NOT TO PUSH PARTICULAR CONSTITUENTS INTO AN AREA SOLELY FOR THE SAKE OF VOTES OR TO MAINTAIN A PARTICULAR STATUS AND CERTAINLY NOT TO KEEP LOW INCOME HOUSING FROM BEING DEVELOPED. AND CERTAINLY ENSURING THAT JERRY MANDARIN AND MANIPULATIVE VOTING PRACTICES NEVER MAKE IT INTO MCKINNEY, TEXAS IN CURRENT OR FUTURE POLICIES OR PRACTICES . THANK YOU FOR BEING THAT TYPE OF LEADERSHIP. THANK YOU. THANK YOU, BETH. ROBIN BROWN. GOOD EVENING. MY NAME IS ROBIN BROWN . AND I'M A RESIDENT OF MCKINNEY . I BELIEVE THAT COUNCIL MEETINGS ARE A PLACE WHERE NEIGHBORS CAN COME AND SHARE WITH OTHER NEIGHBORS. THE THINGS GOING ON IN OUR COMMUNITY. I AM HERE TO SHARE SOMETHING WITH ALL OF YOU, MY MCKINNEY NEIGHBORS THAT RECENTLY OCCURRED IN OUR COMMUNITY SEVERAL WEEKS AGO, A FEW DAYS BEFORE JUNETEENTH WHILE JOGGING IN FRONT OF BENNETT ELEMENTARY SCHOOL GOLF CART WITH FOUR SEEMINGLY HIGH SCHOOL AGE BOYS RODE PAST ME AND ONE OF THEM YELLED I, OF COURSE, WAS TAKEN ABACK. THIS WAS THE FIRST TIME IN MY LIFE THAT I HAVE BEEN CALLED THIS SLUR. I DIDN'T HAVE A PHONE AND WAS ALL BY MYSELF. IT WAS QUIET AND LATE IN THE EVENING, AND THEY YELLED IT AND I HEARD THE ENGINE OF THE COURT HOME AS THEY WILL BUY. I WAS OVERWHELMED WITH EMOTION, BUT IMMEDIATELY NOTICED THAT ALTHOUGH, ALTHOUGH ONLY ONE OF THEM HAD YELLED IT, NO ONE ELSE ON THE CART SAID ANYTHING LIKE, DON'T SAY THAT, OR THAT'S NOT RIGHT. THEY JUST KEPT WRITING.
ROUNDED THE CORNER AND I CHANGED MY ROUTE TO FOLLOW THEM, HOPING TO FIND THE CAR PARKED IN FRONT OF THE HOUSE SO I COULD RING THE DOORBELL. I KNOW SO MANY PEOPLE BELIEVE THAT THINGS LIKE THIS NO LONGER HAPPENS, SO I WANTED TO LET SOME ADULT ASSOCIATED WITH THESE KIDS KNOW THAT IN 2022 KIDS ARE RUNNING AROUND ON GOLF CARTS CALLING BLACK PEOPLE. I COULDN'T FIND THE CARD, BUT I WAS SHAKEN TO THE CORE. I THOUGHT ABOUT THE RECENT RACIALLY MOTIVATED SHOOTINGS IN BUFFALO AND WONDERED IF THE KIDS WHO CALLED ME A WERE CAPABLE OF KILLING OVER THE NEXT DAYS AND WEEKS. I COULDN'T FOCUS AT WORK AND WAS SUSPICIOUS OF EVERY GOLF CART. I SAW. IT WAS ONLY MY FAITH IN GOD THAT CONVINCED ME TO RETURN TO JOGGING ON JULY 4TH WHILE WAITING FOR THE FIREWORKS TO BEGIN ACROSS FROM THE NEW EMERSON HIGH SCHOOL WHILE MY BACK WAS TURNED TO THE STREETS AS I SET UP MY LAWN CHAIR, I HEARD BEING YELLED AT ME FROM A PASSING CAR. I IMMEDIATELY TURNED TO MY TEENAGE CHILDREN WHO WERE NEXT TO ME AND SAID, HAVE I JUST BEEN CALLED FOR THE SECOND TIME IN ONE MONTH AND THEY BOTH SAID YEP. THE THING ABOUT THIS INSTANCE WAS THAT I WAS SURROUNDED BY MY NEIGHBORS. THERE WERE PEOPLE ON EITHER SIDE OF US WITHIN SIX FT. AND NO ONE SAID A WORD. MY SON WHO WAS FACING THE STREET WHEN IT HAPPENED, SAID THAT THE CAR CAME FROM THE FAR LINKED TO THE LANE CLOSEST TO US AND ROLL DOWN THE WINDOW AND HE ACTUALLY THOUGHT THAT THEY WERE GOING TO SHOOT US . HATE CANNOT BE LEGISLATED AWAY , SO I AM NOT SPEAKING TO YOU AS MY LEGISLATIVE REPRESENTATIVES. I'M SPEAKING TO YOU AS NEIGHBORS AND ASKING YOU TO SPEAK WITH YOUR CHILDREN AND TEENAGERS. IF YOU ARE ACTIVELY TEACHING YOUR KIDS TO HATE MY FAMILY, AND I PRAY FOR YOU IF YOU ARE NOT PLEASE SPEAK WITH YOUR KIDS AND LET THEM KNOW THE HISTORY OF VIOLENCE AGAINST PEOPLE OF COLOR AND CONNECT THAT TO THE RISE OF HATE SPEECH VIOLENCE CURRENTLY IN OUR COUNTRY, IT IS NOT ENOUGH TO TELL YOUR KIDS WE LOVE EVERYONE. TELL THEM NOT TO USE HATEFUL WORDS OR TRY TO MAKE OTHERS FEEL UNWELCOME. TEACH THEM THAT EVERYONE IS A CHILD OF GOD WHO DESERVES RESPECT. AND IF YOU HEAR THEM SPEAKING HATEFUL THINGS, TELL THEM THAT IT BREAKS YOUR HEART IF IT TRULY DOES AND DEMAND THAT THEY STOP IT. THANK YOU. ROBIN. I WANT TO TELL YOU THAT TRULY BREAKS MY HEART. THAT'S THAT'S UM THAT'S DISGUSTING, SICKENING AND I HAVE I APOLOGIZE THAT YOU WOULD. THAT'S JUST THERE'S NO WORDS. VERY FOR TO KNOW THAT THAT HAPPENED IN THIS CITY. AND I WOULD WE HAVE HERE COME ACROSS THAT GOLF CART OR HE KNEW THAT
[00:15:07]
CAR. CALL ME AND LET ME GO WITH YOU OVER THERE. THAT'S JUST TRULY JUST DEPLORABLE, DEPLORABLE AND HORRIBLE AND. WHAT A SAD, SAD REPRESENTATION THAT IS OF HUMAN BEINGS TO FOR SOMEONE TO DO THAT, SO I FEEL FOR YOU. THANK YOU. I'M SORRY. I'M ALSO. A LITTLE EMOTIONAL ABOUT THOSE WORDS. I MEAN, I THINK, UM, THERE HAVE BEEN INSTANCES IN MY LIFE WHERE I'VE BEEN IN A SIMILAR SITUATION. SO THOSE WORDS DEFINITELY STRIKE VERY DEEPLY FOR ME. UM AND I HATE THAT ANYONE AROUND YOU WOULD EVER SAY THAT I HATE MORE THAT NO ONE WOULD STAND UP AND SAY THAT WAS WRONG AROUND YOU. IT'S JUST AS HURTFUL. UM BUT WHAT I WILL SAY IS THAT I DON'T KNOW HOW LONG YOU'VE BEEN IN MCKINNEY. I HOPE THAT YOUR FUTURE EXPERIENCES ARE THE EXACT OPPOSITE OF THAT. MY EXPERIENCE HERE HAS BEEN HAVE BEEN EMBRACED BY THIS COMMUNITY, AND I HOPE THAT THE RESIDENTS HERE EMBRACE YOU AND HELP YOU TO FILL THAT. WARMTH THE CONNECTION THE LOVE HERE BECAUSE THAT SHOULD NEVER HAPPEN. HOPEFULLY HOPEFULLY OUR RESIDENTS WILL IN THE FUTURE.STEP UP AND SAY SOMETHING IF THEY EVER SEE THAT AGAIN TO ANYONE THAT STOOD IN, STOOD BY AND THEN SAY ANYTHING, YOU'RE JUST DEPLORABLE AS WHOEVER SAID IT. SO ALL RIGHT. CONSENT AGENDA
[CONSENT AGENDA]
. WE'RE GOING TO PULL DOWN ONE ITEM THAT ITEM NUMBER TWO. SOMEONE HAVE IT HANDY. AROUND ABOUT FOR THAT, SO WE CAN HAVE DISCUSSIONS. 69. 22 OH, 6 TO 9. WE'RE GOING TO PULL THAT DOWN TO DISCUSS THAT. IS THERE A MOTION? I'LL MOVE THAT WE APPROVE ALL THE ITEMS EXCEPT 2206 TO 9 SECOND CAST YOUR VOTES. HMM. PARTY BUT JOINING US. MOTION PASSES ITEM. 2206 TO 9. WHO IS[Consider/Discuss/Act on a Resolution Authorizing the City Manager to Execute a Contract with Teague Nall & Perkins, Inc. to Provide Consulting Engineering Services for the Glen Oaks Drive and Ridge Road Roundabout Project and Authorizing Any Supplemental Agreements]
GOING GARY GOING TO GET UP AND SPEAK TO THAT. I KNOW WE DID HAVE A TRAFFIC STUDY. IF YOU WOULD SPEAK TO THAT, IF YOU WOULD FIRST, UM YEAH, IT'S INCLUDED IN THE PRESENTATION HAPPENS AMERICAN. OKAY, KEEPING IT UP, PLEASE. OKAY? OKAY MAYOR COUNCIL. THANK YOU VERY MUCH.GARY GRAHAM, DIRECTOR OF ENGINEERING. WE HAVE RECEIVED QUITE A BIT OF A CITIZEN COMMENTS OVER THE LAST DAY AND A HALF REGARDING OUR PROPOSED DESIGN CONTRACT FOR THE ROUNDABOUT IT GLEN OAKS AND RIDGE ROAD, SO WE WANT TO GIVE YOU SOME BACKGROUND AND HISTORY ON THE INTERSECTION AND WHAT'S BEEN DONE TODAY. SO FOR THOSE NOT FAMILIAR WITH INTERSECTION RICH ROAD RUNS NORTH SOUTH THROUGH THE HARDEST. STONEBRIDGE GLEN OAKS, RUNS EAST WEST THAT CONNECTS LIKE FORCED TO STONEBRIDGE WITH THE ONLY FOUR WAY INTERSECTION THERE AT RIDGE.
UM THERE IS A PHOTO UP THERE, SHOWING THE ALWAYS STOP CONTROL . WE HAVE TWO LANES IN EACH DIRECTION AND TURN LANE AT THE INTERSECTION, WHICH CAN CAUSE SOME CONFUSION FOR DRIVERS. AT THE AT THE STOP SIGN. WE'VE ALL SEEN IT DRIVEN THROUGH THAT INTERSECTION. YOU SEE SOME PEOPLE THAT WE WONDER WHEN THEY GOT THEIR DRIVER'S LICENSE. OR HOW THEY GOT IT. SO, UM WHAT BROUGHT THIS TO OUR ATTENTION IS THE CRASH CRASH CRASH HISTORY? UM IN 2019, THEREFORE INJURY ACCIDENTS AND WE RECEIVED A LOT OF INPUT FROM THE RESIDENTS THAT WE NEED TO DO SOMETHING BEFORE WAY STOP CANNOT RETAIN REMAIN. UM, SO PLOTTING THE 31 ACCIDENTS OVER THE LAST SEVEN YEARS, ABOUT A LITTLE OVER FOUR PER YEAR, 74% ARE ANGLED CRASHES. THOSE ARE THE MORE SEVERE TYPE ACCIDENTS THAT HAPPENED THAT CAN CAUSE LEAD TO INJURY. THERE'S A FEW THAT WE HAD SOME DISTRACTED DRIVERS OR END UP RUNNING OFF THE ROAD THAT CAUSE SOME INJURY AS WELL. BUT THE MAJORITY OF THOSE HAPPENED IN THE INTERSECTION AND RESULT OF DRIVER INATTENTION NOT OPERATING THAT STOP SIGN CORRECTLY, WHATEVER SO THAT CORRESPONDS TO. WHAT ARE WE GOING TO DO? AND IN 2018 AS PART OF THE COMPREHENSIVE PLAN, WE ADOPTED A STRATEGY THAT WHEN WE LOOK AT NEW INTERSECTIONS OR INTERSECTION, RETRO RETROFITS, WE'RE NOT GONNA JUST LOOK AT SIGNALS LIKE WE ALWAYS HAVE. WE'RE ALSO GOING TO LOOK AT ROUNDABOUTS. AND SO WE ARE. WE ENGAGED A CONSULTANT SAID. HEY, LET'S LOOK AT THE CITY. AND WHAT CAN WE WERE SOME LOCATIONS WHERE ROUNDABOUTS MAKE SENSE. THEY IDENTIFIED 11 LOCATIONS AND ONE OF WHICH WHICH BEING GLEN OAKS AND RIDGE. UM SO WE DID THIS STUDY IN 2018 19. THE ACCENTS HAPPENED IN 19. SO WE SAID,
[00:20:08]
OKAY, WELL, LET'S EVALUATE AROUND ABOUT FOR THIS LOCATION AND SEE WHAT MAKES SENSE FOR THE BEST. SO WE BROUGHT IN A CONSULTANT AND I HAD HIM DO WHAT'S CONSULTING CALLED THE INTERSECTION CONTROL , EVALUATION AND ICE REPORT, AND THAT REPORT COMPARED THE SAFETY AND OPERATIONAL COSTS. LEAVING THE INTERSECTION ISN'T ALWAYS STOP INSTALLING A TRAFFIC CIRCLE OR CONVERTING THE INTERSECTION TO AROUND ABOUT ALWAYS STOP WAS RULED OUT FOR THE VIABLE LONG TERM OPTION BECAUSE IT CAN'T HANDLE THE FUTURE TRAFFIC GROWTH ALONG THE INTERSECTION. THE REPORT DETERMINED BUT LOOKING AT OPERATION SAFETY OVERALL LIFECYCLE COSTS AND AESTHETICS THAT THE ROUNDABOUT WOULD BE THE BEST FUTURE OPTION. YOU CAN SEE THE BOTTOM TABLE THERE REPRESENTS THE LEVEL OF SERVICE FOR THE CAPACITY ANALYSIS THAT WAS DONE AT THE INTERSECTION FOR 2019 VOLUMES AND FOR PROJECTED OUT TO 2020 VOLUMES. EXCUSE ME 2040 VOLUMES. YOU CAN SEE THE STOP SIGN GOES TO LEVEL SERVICE F UNACCEPTABLE LEVEL SERVICE. THE ROUNDABOUT OPERATES AT A IN THE CURRENT BE IN THE FUTURE AND THEN SIGNAL OPERATES. YOU KNOW, THERE'S JUST SOME DELAY ASSOCIATED WITH TRAFFIC, SO WHEN YOU SHOW UP, THERE'S NO ONE THERE AND YOU'RE STILL WAITING.YOU KNOW, THERE'S JUST YOU KNOW THAT THAT INHERENT DELAY SO, UM , SO AS PART OF THAT RECOMMENDED STATION WHEN THEY SAID WE RECOMMEND AROUND ABOUT WE HAD THEM DRAW UP A SCHEDULE CONCEPT OF WHAT THIS ROUNDABOUT COULD LOOK LIKE. AND SO WE THIS IS A WHAT WE CALL A TWO BY ONE ROUNDABOUT. SO THERE ARE TWO CIRCULATING LANES NORTH SOUTH BECAUSE YOU HAVE TWO LANES ON RIDGE GOING NORTH SOUTH. WE NEED TO KEEP THAT HEAVIER VOLUME BUT EAST WEST ON GLEN OAKS, THERE'S LOWER VOLUMES. IT'S YOU KNOW, IN THE 5 TO 13,000 VEHICLES A DAY RANGE YOU REALLY DON'T NEED TWO LANES GOING ACROSS. SO AS YOU COME EAST WEST, YOU WOULD HAVE A RIGHT TURN THAT WOULD TURN RIGHT. SO IF YOU'RE COMING WEST AND ON GLEN OAKS, AND YOU TURN RIGHT TO GO NORTH ON RIDGE, BUT IF YOU WANT YOU THE LEFT LANE WOULD LIKE TO GO STRAIGHT OR TO MAKE A LEFT HAND MANEUVER BY GOING AROUND THE ROUNDABOUT AND, CONVERSELY, FOR THE EASTBOUND MOVEMENT TO TURN SOUTH WE ALSO HAD THE CONSULTANTS, YOU KNOW, BECAUSE OF THE AREA. WE KNOW THAT AESTHETICS ARE IMPORTANT.
THIS IS WHAT THEY PREPARED AS A POTENTIAL, YOU KNOW THAT WE WOULD FURTHER VET DURING THE DESIGN PROCESS WITH STONE BRIDGE TO MAKE SURE WE HAVE THEIR INPUT ON THE OVERALL OVERALL DESIGN, BUT A COUPLE DIFFERENT OPTIONS THEY DREW UP, BUT SUMMARIZE IT AGAIN. BENEFITS OVER A SIGNAL FROM THE REPORT WAS IMPROVED OPERATION. LOWER VEHICLE SPEEDS ENTERING THE ROUNDABOUT AND THAT'S ACHIEVED BY YOU CAN SEE THE SEVERE CURVATURE IN THE HORIZONTAL CURVATURE ENTER THE ROUNDABOUT. ANNOTATE JUST TO MAKE THAT LOOK CLEAR. RIGHT HERE. ON EACH LEG. YOU'RE REALLY FORCING THE TRAFFIC TO SLOW DOWN THROUGH THE HORIZONTAL CURVE. THEY ARE SLOWING DOWN TO YIELD TO MAKE SURE THERE'S NO ONCOMING TRAFFIC AND THEN THEY ENTER THE ROUNDABOUT. UM, THERE'S LESS CONFLICT POINTS, WHICH I WILL TOUCH ON A MINUTE. THERE'S SHORTER PEDESTRIAN CROSSING DISTANCES, WHICH WILL TOUCH ON REDUCE INJURY CRASHES, APPROVED AESTHETICS AND AGAIN THE LOWER OVERALL OPERATIONAL COSTS. SO. WITH THE DIFFERENT PUBLIC COMMENTS THAT RECEIVED OVER THE LAST DAY AND A HALF. WE TRY TO PUT TOGETHER SOME OF THE COMMON CONCERNS REGARDING ROUNDABOUTS THAT WE HEARD IN THE EMAILS. AND THEN JUST OVERALL THAT YOU KNOW, THROUGH THE PROFESSION THAT WE HAVE HEARD. AND SO, UM WE'LL JUST TAKE THEM ONE AT A TIME. A LOT OF PEOPLE FEEL THAT AROUND ABOUT SOME LESS SAFE THAN THE SIGNAL, AND ACTUALLY, THAT'S NOT THE CASE. SAFETY IS ONE OF THE LEADING REASONS FOR THE RECOMMENDATION BECAUSE THEY HAVE A PROVEN TRACK ROAD RECORD OF LOWER CRASHES, AND IF THERE IS A CRASH, IT'S HAPPENING AT A LOWER SPEED. AND SO THIS CRASHES THE WHEN THEY DO HAPPEN ARE LESS SEVERE. THERE IS A 78 TO 82% REDUCTION IN INJURY OR LOSS OF LIFE ACCIDENTS. ALSO WHEN YOU LOOK AT A TRADITIONAL SIGNALIZED INTERSECTION, THERE ARE A BUNCH OF CONFLICT POINTS UP THERE ON THE ON THE GRAPHIC UNDER SIGNALIZED INTERSECTION, YOU CAN SEE ALL THE MOVEMENTS THAT ARE POSSIBLE APOLOGIZES A LITTLE FAINT ON THE SCREEN, BUT EVERY OPPORTUNITY FOR A TURNING VEHICLE OR VEHICLE MOVING STRAIGHT THROUGH THE INTERSECTION. YOU CAN SEE THE OPPORTUNITIES FOR COLLISIONS. ON A SIGNALIZED INTERSECTION.
THAT'S 50 DIFFERENT AREAS WHERE YOU COULD HAVE AN OPPORTUNITY FOR CONFLICT. DIVERGING EMERGING MOVEMENTS CROSSING MOVEMENTS. WHEN YOU MOVE TO A MULTI LAYER ROUNDABOUT, WE REDUCE THAT OVER HALF TO 22 POTENTIAL COLLISION CONFLICT POINTS SO AGAIN, EMPHASIZING THAT REDUCTION AND POTENTIAL FOR SAFETY THERE. NEXT. LET'S TALK ABOUT PEDESTRIAN AND SCHOOLCHILDREN.
THIS IS IN THE PROXIMITY OF GLEN OAKS ELEMENTARY. SO LET'S TALK ABOUT SAFETY OF CHILDREN USED IN THE ROUNDABOUT. AND SO AGAIN. CONFLICTS ARE REDUCED BECAUSE YOU'RE COSTING A ROUNDABOUT AT A LEG AT A TIME OR TWO LANES AT A TIME. SO, UM FOR A TRADITIONAL INTERSECTION. WHEN YOU YOU KNOW
[00:25:08]
, TODAY YOU HAVE TO. YOU KNOW WHEN VEHICLES ARE STOPPED, YOU START TO CROSS ACROSS ALL FOUR LEGS ARE FOUR LANES OF THE INTERSECTION AND MAKING SURE HOPEFULLY NO ONE'S NOT NOT PAYING ATTENTION, AND, YOU KNOW, COMING THROUGH AND, YOU KNOW, UM POTENTIAL FOR AN ACCIDENT. BUT FOR AROUND ABOUT TAKING THAT SAME MOVEMENT, I START HERE AT THE WE'LL TALK ABOUT THE EAST LEG. I HAVE TO LOOK BACK TO MY LEFT AT THE CARS IN THE ROUNDABOUT. MAKE SURE THERE'S NO CARS COMING THAT WAY AND ONE OF THE MAIN PRIMARY DESIGN CONCEPT WHEN WE WERE DOING AROUND ABOUT IS SIGHT DISTANCE. WE WANT TO MAKE SURE VEHICLES CAN SEE OTHER VEHICLES AND VEHICLES CAN SEE PEDESTRIANS AND PEDESTRIANS CAN SEE THE VEHICLES THAT ARE MAKING THE MANEUVERS AND SO YOU LOOK TO YOUR LEFT. YOU MAKE SURE NO ONE'S COMING FROM THE ROUNDABOUT YOU CROSS TO THE MIDDLE. THAT AREA WE CALL A SPLITTER ISLAND. THAT'S THE TECHNICAL TERM, BUT THAT IS A REFUGE POINT. SO THAT IS GENERALLY YOU KNOW SIX FT WIDE EIGHT. FT. WIDE DEPEND ON HOW WIDE WIDE ONE MAKE THE SIDEWALK AND ROUGHLY 10 FT AND LINKS SO IT'S A FAIRLY LARGE AREA FOR YOU TO WAIT. SO YOU MAKE SURE YOU'RE COMFORTABLE WAITING THERE AND THEN YOU LOOK TO THE RIGHT AND YOU LOOK FOR THAT EASTBOUND TRAFFIC. EXCUSE ME WESTBOUND TRAFFIC AND YOU MAKE SURE NO ONE'S COMING ACROSS THE OTHER SIDE. AGAIN THEY WOULD DO THE SAME MANEUVER GOING ACROSS THE NORTH LEG OR THE NORTH LAKE ALSO HAS THE UNDERGROUND CROSSING IF THEY WANTED TO UTILIZE THAT. ANOTHER COMMON CONFIRMED CONCERN IS THERE TOO CONFUSING AND MULTI LANE ROUNDABOUTS ARE NEW TO THE NORTH TEXAS AREA. THERE ARE SEVERAL AND OTHER ADJACENT COMMUNITIES. WE HAVE FOUR UNDER CONSTRUCTION ALONG WILMOTH RIGHT NOW. WE DO NOT HAVE ANY OTHER ONES IN OPERATION AND WE UNDERSTAND THAT THEY CAN BE CONFUSING. SO WE ARE WORKING WITH OUR COMMUNICATIONS AND MARKETING TEAM RIGHT NOW TO DEVELOP A ROUND ACCOUNT EDUCATION PROGRESS PROGRAM. YOU CAN GO AND SEE THIS ONLINE TODAY . THIS IS FOR MCKINNEY. THIS IS WHAT WE HAVE DRAFTED UP USING BEST PRACTICES FROM SOME OF THE LEADING ROUNDABOUT EXPERTS WHAT OTHER CITIES HAVE DONE AND WE'RE PUTTING THIS TOGETHER SO WE CAN AS WE GET CLOSER TO COMPLETING THE CONSTRUCTION OF THOSE OTHER ROUNDABOUTS, WE CAN RAMP UP THAT EDUCATIONAL COMPONENT. PARTNER WITH COMMUNITY IMPACT. IF WE NEED TO MAIL THESE OUT THROUGH OUR WATER BILL, GET THIS OUT IN FRONT OF FOLKS SO THEY CAN GET EDUCATED ON HOW TO DRIVE THEM. UM THERE'S ALSO MAINS RESPONSIBILITY. STAFF SUPPORT TO MAKE SURE THE PAVEMENT MARKINGS ASSIGN, INTERRUPT A DATE TO MAKE SURE IT'S CLEAR AS PEOPLE ARE GOING THROUGH THE ROUNDABOUT. THEY KNOW HOW TO OPERATE. WE HEARD A LOT THAT YOUNG DRIVERS WON'T UNDERSTAND HOW TO USE THEM, ESPECIALLY HIGH SCHOOL DRIVERS. AND SO THIS PHOTO IS AT A SINGLE LANE ROUNDABOUT, SO IT'S SLIGHTLY DIFFERENT THAN WHAT WE'RE PROPOSING AT GLEN OAKS AND RICH, BUT THIS IS AT GRAVES AND ROCKHILL. SO THIS IS AT THE FIRST BAPTIST CHURCH LOOKING SOUTH. SO ROCK HILLS EAST WEST GRAVES IS GOING SOUTH. AND AT THE END OF GRACE AT WILSON CREEK PARKWAY IS MCKINNEY HIGH, AND SO THIS WAS CONSTRUCTED AND OPERATED OPERATIONAL IN SEPTEMBER OF 2020 . AND SO SINCE SEPTEMBER OF 2020 . WE HAVE NOT HAD ONE INCIDENT HAS BEEN REPORTED THAT WE'RE AWARE OF AN ACCIDENT. THIS LOCATION SO HIGH SCHOOL KIDS ARE FIGURING THIS OUT. WE HAD SOME COMMENTS THAT THE TRAFFIC VOLUMES TOO HIGH FOR GLEN OAKS AND, UM RIDGE FOR AROUND ABOUT THAT LOCATION. THE GENERAL RULE OF THUMB WHEN WE'RE DOING ROUNDABOUT DESIGN IS A SINGLE LANE ROUNDABOUT 20,000 VEHICLES A DAY CAN HANDLE THAT MANY VEHICLES. A TWO BY ONE IS CAN HANDLE 30,000, WHICH IS THE EXAMPLE THAT WE'RE TALKING ABOUT HERE AND THEN DUELING AROUND ABOUT LIKE UPON WALNUT THAT WE'RE CONSTRUCTING CAN HANDLE 45,000 VEHICLES A DAY AND SO TODAY. WE HAVE JUST ABOUT 20,000 VEHICLES A DAY GOING THROUGH THE GLEN OAKS AND RIDGE INTERSECTION. AND PROJECTED THROUGH 2040. WE'RE IN THAT 26 27,000 VEHICLES PER DAY. SO NOT A HUGE GROWTH, BUT WELL WITHIN THE 30,000 VEHICLE DAY THRESHOLD THAT WE FEEL COMFORTABLE AGAIN. THE ICE REPORT THAT WE DID STUDY THE INTERSECTION CAPACITY USING THE 2040 VOLUMES AND FOUND IT OPERATED ADEQUATELY. SCHOOL TRAFFIC WILL BACK UP THROUGH THE ROUNDABOUT. VALID CONCERN. WE HAD THE SAME CONCERN. SO THIS SHOWS GLEN OAKS ELEMENTARY ON THE LEFT OF THE, UH STAY HERE WENT OUT ELEMENTARY OVER HERE AT THE INTERSECTION OF GLEN OAKS AND RIDGE THERE, UM WE. WE? WE HAVE DOWEL DOWN MIDDLE SCHOOL AS WELL TO THE NORTH. THAT'S ABOUT 20 101 100 FT PEOPLE BROUGHT THAT UP AS A CONCERN. THAT'S FAR ENOUGH AWAY. THAT'S NOT GONNA HAVE ANY TRAFFIC. YOU KNOW IF YOU'VE BEEN OUT THERE DURING THE PICK UP TIME, PEOPLE SIT OUT ON RIDGE AND YOU GOT TO BE AWARE OF YOUR SURROUNDINGS THAT QUEUE OF TRAFFIC WON'T EVER BACK TO THE INTERSECTION. BUT WE WERE A LITTLE BIT MORE CONCERNED BECAUSE GLENDA OAKS ELEMENTARY IS ONLY 650 FT AWAY. SO WE DID A WE WENT OUT AND VIDEOED THE OPERATIONS AT THE ENTRANCE AND[00:30:02]
THE OPERATIONS AT GLEN OAKS AND RIDGE. AT THE SAME TIME, WE HAVE TIME STATE CAMERAS DOING, YOU KNOW, LOOK AT THE SAME EXACT TIME RECORDING THE VEHICLE CUES AND SO WHAT WE SAW WAS THE CLOSEST THE TRAFFIC GOT OVER THAT DISMISSAL PERIOD WAS OVER ABOUT 200 FT AWAY FROM THE INTERSECTION AND THAT ONLY LASTED FOR ABOUT FIVE MINUTES. SO TRAFFIC BACKED UP AND SAT THERE FOR A COUPLE OF MINUTES AND THEN IT JUST STARTED TO DISSIPATE. THEY MOVED THEM THROUGH THE SCHOOL SITE. WE'RE VERY CONFIDENT THAT WE SHOULDN'T HAVE A PROBLEM WITH TRAFFIC BACKING UP FROM THE ELEMENTARY SCHOOL INTO THE INTERSECTION. CONSTRUCTION WILL BE DESTRUCTIVE. THIS IS A TRUE STATEMENT. THERE'S NOTHING WE CAN GET AROUND WITH THAT, UM, WE'VE ALL DEALT WITH CONSTRUCTION ALL OVER THE PLACE. THAT'S A HEADACHE. AND SO WHAT OUR INITIAL THOUGHT IS WE GO INTO THE DESIGN PHASE, AND IF WE CAN HAVE IT DESIGNED IN TIME, WE WOULD GO TO CONSTRUCTION WHEN SCHOOL IS OUT THIS NEXT SUMMER. IF WE CAN'T HAVE THE DESIGN, COMPLETE BY THE TIME SCHOOL'S OUT AND DID IT AND HAVE A CONTRACTOR READY TO GO, WE WOULD POSTPONE THE CONSTRUCTION. UNTIL THE FOLLOWING SUMMER, BECAUSE WHAT OUR INITIAL THOUGHT IS WE CLOSED THE INTERSECTION COMPLETELY DURING THE SUMMER, WHEN TRAFFIC VOLUMES ARE ALLIES LIGHTER, BUT WE UNDERSTAND THAT THE IMPACT TO THE NEIGHBORHOOD SO WE'VE GOT TO KIND OF CONFIRM THAT WITH THE STONEBRIDGE COMMUNITY, BUT OUR INITIAL THOUGHT IS WE GIVE THEM AS MUCH TIME WITH AS MUCH UNINTERRUPTED. UH OPERATIONS AS POSSIBLE TO GET AS MUCH TRAFFIC OR MUCH OF THE COMPLETED AS POSSIBLE. AND THEN WHEN SCHOOL OPENS, WE HAVE OPERATIONS BACK SO PEOPLE CAN GET TO THE ELEMENTARY SCHOOL. WE'RE THINKING. INITIALLY IT'S A SIX MONTH CONSTRUCTION SCHEDULE TO RECONSTRUCT EVERYTHING. UM, BUT. STILL GOT A LOT OF DETAILS TO WORK OUT. THAT'S JUST OUR ESTIMATE RIGHT NOW. UH, I'M SO SORRY. SIX MONTHS THE WHOLE INTERSECTION WOULD BE CLOSED OR THAT WOULD ONLY BE A PORTION OF THE SIX MONTHS WE'D ONLY CLOSED A PORTION OF THE SIX MONTHS DURING ONE SCHOOL IS CLOSED. SO IF SCHOOL GETS OUT MAY 24TH WERE OUT THERE THE NEXT DAY AND CLOSING IT DOWN OPERATING EVERYBODY'S BACK EARLY AUGUST WE'RE OPEN. OPERATION AGAIN AND SOME MANNER. IN AUGUST. THANK YOU. SO WE DID HAVE A PUBLIC ENGAGEMENT PHASE INCLUDED IN THE SCOPE. THAT'S BEFORE YOU TONIGHT. OUR THOUGHTS ON THAT PUBLIC ENGAGEMENT IS WE UNDERSTAND IT'S A NEW CONCEPTS. WE NEED TO DO SOME OUTREACH TO THE PUBLIC. AND THEN WE ALSO AGAIN THAT AESTHETIC COMPONENT WAS GOING TO BE A PART OF IT. UM ANOTHER COST COMMENT WAS ROUNDABOUTS ARE TOO EXPENSIVE, AND CERTAINLY ON A RETROFIT WHEN YOU'RE PUTTING MIGHT MAKING MODIFICATIONS LISTEN, PAVEMENT IS MORE EXPENSIVE. NO NO DOUBT ABOUT IT. DESIGN COST WE HAVE IS FOR 330,000 AND THEN ARE ESTIMATED CONSTRUCTION COST IS 1.2 MILLION A TRAFFIC SIGNAL. IF WE JUST PUT A TRAFFIC SIGNAL OUT, THERE IS PROBABLY GOING TO BE 350 TO $450,000 RANGE. VASTLY DIFFERENT. WE KNOW THAT BUT AS YOU LOOK AT THE LONG TERM OPERATION AND LOST TIME TO RESIDENTS AND VEHICLES GOING THROUGH THE INTERSECTION, THAT'S WHERE THE ROUNDABOUT SHINES. YOU THINK ABOUT, UM AGAIN DURING THE MIDDLE OF THE NIGHT OR EARLY MORNINGS WHEN THERE'S NOT A LOT OF TRAFFIC OUT THERE. YOU COME UP AND IT COULD BE READ AND YOU HAVE TO STOP. RIGHT. YOU'RE YOU'RE WAITING AT THAT TIME IF YOU COME UP WHEN YOU'RE AROUND ABOUT SITUATION, YOU'RE YIELDING. YOU DON'T SEE ANY OTHER TRAFFIC. YOU MOVE RIGHT THROUGH. IF THERE IS HEAVIER TRAFFIC YIELD. MAKE YOUR MOVEMENT YOU GO THROUGH PRETTY QUICKLY. SO, UM THERE'S A THERE'S A RIGHT APPLICATION FOR ROUNDABOUTS. IT'S NOT EVERYWHERE. AND SO WE'RE NOT AROUND ABOUT SHOULD BE AT EVERY INTERSECTION. BY ANY MEAN, YOU KNOW, YOU GOT TO LOOK AT ALL THE DIFFERENT FACTORS AND IN THIS PARTICULAR ONE, WE THINK IT'S THE RIGHT CHOICE. SO WITH THAT I'M GOING TO OPEN UP TO ANY QUESTIONS YOU HAVE. QUESTIONS UH, YOU SAID THAT IT'S REALLY KIND OF COME TO YOUR ATTENTION WITH THIS PARTICULAR INTERSECTION BECAUSE THERE'S BEEN ABOUT FOUR AN AVERAGE OF FOUR ACCIDENTS A YEAR. CORRECT AND THEN YOU KNOW TO I GUESS 3/4 OF THEM HAVE BEEN WITH INJURIES. 12 HAVE BEEN WITH INJURIES OF THE 30 75% ARE ANGLE IN ENGLAND . OKAY WHICH HAS A HIGHER PROBLEMS. 3RD 3RD THAT ARE YES, THEY ARE INJURY. HOW IT SEEMS LIKE WE'RE SPENDING A LOT OF MONEY. TO PREVENT THE FOUR ACCIDENTS A YEAR. I MEAN 1.5 MILLION OR $1.6 MILLION, AND I DON'T MIND SPENDING THAT. UM AND I WOULD HOPE STONEBRIDGE, JOHN, AND YOU'RE THE PEOPLE THAT YOU REPRESENT. I MEAN TO ME. I THINK IT'S A GREAT THING. I MEAN, I LIVED FOR TWO YEARS IN ENGLAND, AND WE JUST THAT'S HOW THEY DO IS ROUNDABOUTS AND IT'S IT MOVES TRAFFIC. IT'S GREAT, UM BUT I DON'T WANT TO SPEND IT. IF WE'RE GONNA I MEAN, IT'S A LOT OF MONEY TO SPEND IF THE PEOPLE DON'T WANT IT. I MEAN, SO THAT YOU KNOW, I DON'T WANT TO HAVE TO FORCE IT DOWN BECAUSE THAT'S A LOT OF MONEY. AND SO I DON'T MIND NOT SPENDING IT IF THEY'RE[00:35:03]
IF THEY'RE JUST GOING TO GRAB OR NOT, IT'S PROBABLY NOT THE BEST WAY. BUT IF THEY'RE IF THEY'RE NOT GOING TO BE HAPPY WITH YOU KNOW, AND I THINK THERE WOULD BE HAPPY ULTIMATELY WHEN THEY GOT UM YOU KNOW SOME SOME TIME AND SOME 10 YEAR BEHIND USING IT AND STUFF LIKE THAT, BUT IT'S NOT, YOU KNOW, IT'S NOT AN EASY FIX FOR SURE. SO ANECDOTALLY. WE HEARD A LOT OF THE SAME COMMENTS WHEN FOR RACHAEL AND GRAVES, AND SINCE IT'S BEEN CONSTRUCTED, AND PEOPLE GOT USED TO IT, WE'RE NOT HEARING ANY COMPLAINTS OF THE OPERATION, RIGHT? COMPARATIVELY WHAT IS THE COST OF A FOUR WAY WITH LIGHTS TRAFFIC LIGHTS TO CREATE AN INSTANCE IF WE JUST INSTALLED THE TRAFFIC SIGNAL WOULD REQUIRE VERY LITTLE PAYMENT MODIFICATION, IF ANY, AND SO WE'RE REALLY JUST TALKING ABOUT PUTTING THE TRAFFIC SIGNAL IN BY ITSELF, AND THAT'S IN A 650,450 RANGE. SO, MR ROGERS CORRECT. THIS IS A LOT MORE EXPENSIVE. SO GO AHEAD. UM AT THE INTERSECTION. THINK THIS THROUGH. PULL UP THE GROUND IF WE IF WE IF WE GO AHEAD AND APPROVE THE FUNDING. AND THEN WE DECIDED NOT TO DO IT. THEN WE'RE SPENDING $333,000. SO IF WE PROVIDE PROOF APPROVED THE DESIGN TONIGHT, YOU KNOW, WE UNLESS GIVEN DIRECTION TO EXPLORE OTHER OPTIONS, WE FEEL LIKE A STAFF. WE'VE ALREADY DONE THAT. WE'VE ALREADY EXPLORED WHAT THE BEST OPTION IS, AND ARE MAKING A SOLID RECOMMENDATION TO THE CITY COUNCIL FOR APPROVAL. IF YOU REDIRECT US TO GO BACK TO AND WORK WITH THE HOA, OR DO SOMETHING ELSE. WE CAN ALWAYS MODIFY THAT DESIGN. IF IT JUST ENDS UP BEING A SIGNAL THIS CONSULTANT WE HAVE THE CONTRACT FOR WE WOULD MODIFY THE CONTRACT. JUST DO THE SIGNAL DESIGN. OKAY, SO WE'RE NOT OKAY. WE'RE NOT GONNA BE OUT ANY MONEY. OKAY? BUT THAT ONE THAT WOULD BE MY PREFERENCE BECAUSE I THINK IT'S IMPORTANT TO GET THE FEEDBACK FROM STONEBRIDGE. UH AND SEE WHAT THE PEOPLE WANT. I MEAN, IT'S A I DON'T HAVE A PROBLEM WITH RANDY. I KIND OF LIKE THE IDEA OF DRIVEN OVER IN ENGLAND BEFORE BUT IT TAKES SOME GETTING USED TO AND THERE'S WORTH SOME REAL CONCERNS OUT THERE. I AGREE. JUST TAKE SOME GETTING USED TO, AND I AM A ROUNDABOUT PROPONENT. I HAVE RESISTED RECOMMENDING MULTILAYERED ROUNDABOUTS FOR AWHILE. I'VE BEEN WITH BEGINNING FOR 12 YEARS AND WE ARE JUST NOW MOVING INTO THAT IT WAS TO GET RESIDENTS ACCUSTOMED TO SINGLE LANE ROUNDABOUTS FIRST. AND SO WE DID SOME SMALLER, YOU KNOW, UH ROUNDABOUTS AND IN SUBDIVISION SO YOU CAN SEE THEM AT VARIOUS LOCATIONS AND GET USED TO USING THEM. I FEEL LIKE NORTH TEXAS. WE ARE TO THE POINT WHERE YOUR NEIGHBORING CITIES HAVE MULTI LEE AROUND ABOUT. WE ARE STARTING TO GET USED TO THAT. AND I THINK OUR DRIVERS ARE CAPABLE OF LEARNING AND HANDLING IT. UM, MY CONCERN.FRANKLY IT'S JUST JUST LISTENING TO THE RESIDENTS IS THERE'S GOING TO BE A LOT OF NEGATIVE OUTCRY. AND YOU KNOW THE RECOMMENDATION WILL BE JUST GO WITH THE SIGNAL. YOU KNOW THERE IS AN YOU KNOW WHERE I GET HUNG UP ON IT IS THAT THREE MONTHS WITHOUT THAT INTERSECTION, WHICH THERE'S NOT THAT MANY GREAT OPTIONS THERE FOR PEOPLE, AND SO THERE'S A LOT OF SQUEEZE WITH THIS WHEREAS ON WHAT WE'RE DOING ON WILMOTH, THERE'S NONE BECAUSE THERE'S NOBODY THERE RIGHT NOW.
UM, MY IN. YOU MENTIONED THAT AND I APPRECIATE YOU MENTIONING THE TRAFFIC TODAY IS ABOUT 20,000 CARS AND WERE PROJECTED BY 2040. AN INCREASE TO 26, WHICH THAT'S A LONG WAY AWAY, AND NOT THAT MUCH MORE TRAFFIC. BUT IT SEEMS TO ME THAT, UM YOU KNOW, GIVEN THAT WE HAVE TO CLOSE THAT INTERSECTION THAT IS JUST EXPENSIVE. EMOTIONALLY THEN FOR FAMILIES, AND I'M SEEING A LOT OF FEEDBACK AND VERY LITTLE OF IT POSITIVE. THAT WE, UM OF AN APPETITE TO TABLE THIS, BUT BUT MY, MY THOUGHT WOULD BE THAT WE LET WILMOTH RUN ITS COURSE. LET PEOPLE GET USED TO IT. LET PEOPLE SEE IT AND THEN GIVE THESE FOLKS A CHANCE. ANOTHER BITE AT THE APPLE. UM BECAUSE THIS IS A BUSY PLACE TO SHUT DOWN FOR SOMETHING THAT THEY ARE VERY RELUCTANT TO GET. BUT I BECAME A FAN OF ROUNDABOUTS OF ALL PLACES. LUBBOCK, TEXAS WHEN MY GIRLS WERE THERE, THEY'VE GOT TONS OF ROUNDABOUTS AROUND CAMPUS RIGHT NOW. AND MAN, THEY'RE BEAUTIFUL, SO PERSONALLY PROPONENT OF THEM, I BEEN ADOPTED BECAUSE I DIDN'T LIKE HIM FIRST, BECAUSE I'M A RED BLOODED MALE AMERICAN. WE DON'T LIKE ROUNDABOUTS. DO WE EXPERIENCE THEM AND SO BUT YOU KNOW FOR THE SHUTDOWN AND THE COST ON THIS THING I HAVE AN APPETITE TO TABLE THIS LET ME CLARIFY WERE PROPOSALS TO SHUT IT DOWN. WE DON'T HAVE TO. WE COULD CONSTRUCTED UNDER OPERATION THE WHOLE TIME. OUR THOUGHT WAS TO TRY TO DECREASE THE AMOUNT OF CONSTRUCTION TIME WOULD BE THE OPTION TO BECAUSE IF WE KEPT CONSTRUCTION THE WHOLE TIME, WHAT ARE WE LOOKING ABOUT? PROBABLY A YEAR TO CONSTRUCT IT, THEN I THINK IT'S GOING TO BE CLOSER TO MAYBE
[00:40:02]
EIGHT MONTHS. BUT AGAIN, WE ARE JUST YOU KNOW THE CONSULTANTS. IT HASN'T HAD TO PUT PLANS TOGETHER. HE'S GOT THEY'VE GOT A LOT OF WORK TO DO TO FIGURE OUT WHAT THAT ACTUAL TIMEFRAME IS.THIS IS JUST OUR ESTIMATES RIGHT NOW. I'M I'M OF A DIFFERENT OPINION, AND JOHN I KNOW WE'VE TALKED ABOUT IT, AND I CERTAINLY RESPECT THE IDEA OF COMMUNITY OUTREACH. UM. BUT I THINK WHAT WE'RE TALKING ABOUT HERE IS A MOBILITY ISSUE. YES, IT'S IN. IT'S IN STONEBRIDGE, BUT IT BE A MOBILITY ISSUE. IF IT WAS IN IT WAS AS IT IS IN WILMOTH OR IF IT WAS IN CRAIG RANCHER. IF IT'S WHEREVER, SO IT'S A IT'S REALLY A MOBILITY ISSUE FOR THE COMMUNITY AS A WHOLE. UM AS AS A RESIDENT OF STONEBRIDGE AND PRESIDENT OF THE STRONG WORDS COMMERCIAL ASSOCIATION. I LOVE THE IDEA OF A ROUNDABOUT IS SOMETHING THAT FURTHER CREATES A SENSE OF PLACE IN STONEBRIDGE, AESTHETICALLY TREMENDOUSLY APPEALING. THE THROUGHPUT IS ABOUT A QUARTER OF THE TIME FOR AROUND ABOUT TRAVELING AROUND ABOUT THAT IT IS A TRAFFIC LIGHT. IT'S FAR, FAR MORE EFFICIENT. I DO UNDERSTAND THINGS LIKE THIS WHEN YOU IF WE WERE TO GO OUT JUST ON A SOLICITED COMMUNITY INPUT. WITH PEOPLE WITH THE COMMUNITY THAT DOESN'T HAVE THE DON'T HAVE THE TIME INVESTED IN THE STUDIES THAT THE CITY HAS DONE THAT THE EXPERTS HAVE PROVIDED THE THAT WE'VE HAD DONE, THEN IT'S REALLY BECOMING A REFERENDUM ON CHANGE MORE THAN IT IS. DO WE WANT TO ROUND ABOUT, IN MY OPINION, SOME THINGS THIS BEING ONE OF THEM SAFETY MOBILITY. I THINK THE AESTHETIC ASPECT IS JUST GREAT AS A CHERRY ON THE TYPE OF A SUNDAY BUT I THINK WHEN WE'RE FOR ME WHEN WE'RE TALKING ABOUT MOBILITY AND SAFETY UM JUST GOING OUT. AND WHEN YOU ASKING PEOPLE ABOUT HEY, DO YOU WANT CHANGE? THAT'S HARD. THAT'S YOU KNOW, AND SO IT'S. THERE'S SOME ITEMS THAT I THINK AS ELECTED OFFICIALS WERE GOING TO BE CHARGED WITH GOING BEYOND THE EMOTION OF CHANGE AND TAKING EXPERT FEEDBACK AND LOOKING AT WHAT IS THE END RESULT FOR THE COMMUNITY, AND DOES IT IMPROVE THE MOBILITY AS IT DOES IN THIS CASE? AND REDUCE ACCIDENTS AND ALL THE SCIENCE. IS THERE ALL THE DATA IS THERE. SO WE KNOW WE'RE NOT GOING TO GET THAT RIGHT. WHAT WE'RE GOING TO GET IS JUST AN EMOTIONAL RESPONSE ON CHANGE, AND I GET THAT, BUT I'M FOR IT. I THINK AS A RESIDENT AND JUST SOMEONE THAT UNDERSTANDS ARE AS WE ALL DO OUR MOBILITY. I NEED THERE TO CHANGE FOR IT. I BELIEVE IT WILL BE A GREAT ENHANCEMENT AND I THINK THAT THE MOMENT IT'S DONE. THE REQUEST WILL BE CAN WE DO IT AT TWO OTHER INTERSECTIONS? BECAUSE IT WILL BE IT WILL BEAUTIFY THAT AREA AS MUCH AS ANYTHING ELSE. SO I AM FOR IT. GARY ON. I WAS THE ONE WHO CALLED THIS ITEM DOWN AND I ASKED YOU EARLIER IF THERE HAD BEEN A STUDY DONE ON THIS, AND I THOUGHT YOU HAD SAID EARLIER MEETING IT WAS IN 15 OR 16 WAS 15 OR 16 OR 18. WE STARTED LOOKING AT THE ACCENTS BACK IN 15 16 WHEN WE STARTED TO SEE THE UPTICK OF, BUT THE REPORT WAS DONE AND 2021 MISTAKE. WE APOLOGIZE. I MUST STATE EARLIER. IT'S NOT THE FIRST ONE I MADE. UM. WE STARTED TO LOOK AT THE ACCIDENTS ABOUT SEVEN YEARS AGO, AND THERE'S BEEN FOUR PER YEAR. I DON'T THINK THAT CRIES OUT TO ME TO SPEND $1.5 MILLION WITH THE STUDY AND REDESIGNING AND INTERSECTION YET. INITIALLY I HAD ASKED TO TAKE THIS DOWN SIMPLY TO GET THE PUBLIC'S INPUT FROM IT. BECAUSE I'VE HEARD QUITE A BIT ABOUT IT. SINCE I HEARD ABOUT LAST WEEK. AND SO I THINK IT'S RELATIVELY NEW, ALWAYS A PROPONENT FOR BUILDING GOOD NEIGHBORS AND BEING GOOD NEIGHBORS. I THINK I MENTIONED THAT THIS COUNCIL IN THE PAST UM , BUT I WOULD LIKE TO SEE THE CITY BE A GOOD NEIGHBOR AND GO OUT AND LET THE FOLKS IN STONEBRIDGE AND THE OTHER PEOPLE AFFECTED BY IT. KNOW WHAT THESE STUDIES SAY AND LET THEM HAVE AN OPPORTUNITY JESTED BEFORE WE JUST SHOVE IT DOWN THEIR THROAT AT THE COST OF $380,000 FOR THE INITIAL STAGE. AND THAT'S WHAT I WANT TO ASK TO DO THIS EVENING SO THAT WE CAN GIVE SOME EDUCATION AND YOU SAID YOU WANTED TO DO THAT TO THE FOLKS WHO LIVE OUT THERE. THE OTHER CONCERN THAT I HAVE IS IF WE'RE AT FOUR ACCIDENTS A YEAR RIGHT NOW, AND I KNOW WE'VE BEEN DEALING WITH GROWTH FOR YEARS HERE IN MCKINNEY, BUT I JUST DON'T SEE THAT INTERSECTION REALLY GROWING THAT MUCH UNLESS IT'S IN THE NORTH SOUTH CORRIDOR BECAUSE IT'S PRETTY MUCH BUILT OUT AS IT IS, AND I DON'T SEE ANY COUNCIL IN FUTURE, CUTTING THE LOTS IN HALF AND STONEBRIDGE. SO YOU CAN DOUBLE THE COMMUNITY, SO I DON'T THINK THAT THERE'S REALLY A NECESSITY FOR IT AT THE EXPENSE. I DO AGREE WITH MARY FULLER THAN I THINK IT WOULD BE NICE. I THINK
[00:45:07]
YOU WOULD ENHANCE THE AREA ONCE PEOPLE LEARN TO LIVE WITH IT, BUT I JUST DON'T SEE IT'S WORTH THE EXPENSE AT THIS POINT IN TIME, BUT I WOULD ASK THAT IT BE TABLED AND ALLOWS SOME EDUCATION TO THE FOLKS WHO ARE INTERESTED IN IT. SECURITY GET SOME CLARIFICATION, THOUGH. UM I JUST WANTED BEFORE I ASK THE QUESTION. UM FOR ME. IT'S NOT JUST ABOUT FOUR ACCIDENTS. IT'S ABOUT WHERE WE'RE CUTTING THE. DELAY TIME BY 75% SO IT'S A ENHANCING MOBILITY, USUALLY AS MUCH IF NOT MORE THAN WHAT JUST FOR ACCIDENTS A YEAR WOULD DRIVE ME TO CONSIDER. SO FOR ME, IT'S ABOUT THAT. I THINK YOU KNOW WHEN I THINK ABOUT LIKE FOREST UM, RIDGE RATHER. ALL THOSE RIDGE LIKE PORTION HARDEN, FOR THAT MATTER, AS THE GROWTH IS UP NORTH, PEOPLE ARE USING THOSE ROADS AS WELL TO COME DOWN TO 1 21. SO I THINK I THINK THAT'S WHERE THE TRAFFIC INCREASES MORE THAN IT IS RESIDENTIAL WOULD BE MY GUESS THAT'S CORRECT, BUT CERTAINLY TO TRY THIS POINT. AND YOU ALREADY STATED IN 18 YEARS, IT'S GOING TO INCREASE WHAT 30% WHEREAS ANOTHER AREAS IT'LL FOUR OR FIVE FOLD. UM BUT IF WE WERE TO APPROVE THIS TONIGHT BECAUSE AGAIN WE STUDY HAS BEEN DONE. WE KNOW THERE IS A NEED TO DO SOMETHING. AND THERE WAS A COMMENT MADE THAT WE COULD SWITCH THE STUDY. THAT THE SCOPE OF WORK FROM THE CONSULTANT TO IT TRAFFICS AND THAT'S WHERE WE WENT. WHAT IS THE POINT IN TIME THAT WE DON'T LOSE ANY MONEY IN GETTING THEM INITIATED TODAY? BECAUSE I KNOW THE FIRST PART OF THE STUDY IS ACTUALLY JUST ALL THE TRAFFIC. TRAFFIC STUDY.RIGHT THAT'S COMPLETE. WE GAVE THE GO TODAY. YOU SAID THAT WE COULD FLIP THE SCOPE. IS THERE A PERIOD OF TIME THAT WE HAVE BEFORE THAT WE HAVE LOST MONEY IN THE DESIGN OF THE ROUND ABOUT UM THEY HAVE ABOUT. A MONTH MONTH AND A HALF AND SURVEY THE FIRST THING THEY'RE DOING IS THEY'RE GOING TO GO SURVEY THE WHOLE AREA SO THEY CAN MAKE THEIR DESIGN MODIFICATIONS RIGHT? AND THAT TIME WE COULD ENGAGE WITH STONEBRIDGE AND HOW THAT DISCUSSION NOW. YOU WOULDN'T NEED AS AN ELABORATE DESIGN OUR SURVEY. IF YOU'RE JUST DESIGNING A TRAFFIC SIGNAL IF YOU MADE THAT, SO THERE MAY BE A LITTLE MONEY THAT'S NOT USED EFFICIENTLY IF WE SWITCHED THE DESIGN TO A SIGNAL DESIGN, BUT, UM, WE HAVE ABOUT A MONTH MONTH AND A HALF TO ENGAGE IN THAT THAT THAT THAT PUBLIC DIALOGUE AND THEN YOU KNOW, MAKE A DECISION. IF WE WANT TO GO SIGNAL, MODIFY THE SCOPE OR KEEP IT AS A ROUNDABOUT DESIGN. THE INFORMATION WE WOULD GENERALLY WANT TO BE GATHERING DURING THE TIME OF OUR REACHES MORE EFFICIENT. IS IT SAFER DOES IMPROVE THE MOBILITY? DOES IT DECREASE? WAIT TIMES. THOSE THINGS WE ALREADY KNOW. WE ALREADY KNOW. YES SIR. SO IT WOULD ARE CERTAIN OUR MARRIAGE IS GOING TO BE THE RESPONSE ON CHANGE OR NOT, YES. AREA OF GOT TWO QUICK QUESTIONS ONE BEFORE ACCIDENTS PER YEAR WITH THOSE SAID THOSE WERE INJURY ACCIDENTS. JUST TO CLARIFY HOW YOU WERE CATEGORIZING THAT SO HERE YOU CAN SEE THE NUMBER OF ACCIDENTS PER YEAR AND HOW MANY OF EACH OF EACH YEAR THERE WERE THAT WERE INVOLVED INJURIES THAT 2019 TIME FOR MORE. WE REALLY HEARD A LOT FROM THE NEIGHBORHOOD. LOCAL NEIGHBORHOOD WAS WHEN THEY WERE THE FOUR ACCIDENTS PER YEAR ONE OF ALL THAT BELIEVE IN MINIVAN GETTING HIT BY SOMEBODY THAT RAN THE STOP SIGN, AND IT ACTUALLY ROLLED THE MINIVAN. I BELIEVE, REMEMBERING THAT ACCIDENT CORRECTLY SO KIND OF SEVERE, RIGHT. AND SO, UM YOU KNOW THAT LED US DOWN THE PATH WE'RE AT, RIGHT, SO WE LOOK AT SIGNALIZED ON SIGNALIZED INTERSECTIONS ON AN ANNUAL BASIS WHERE THOSE ACCIDENTS HAPPENING. WE TRY TO GO OUT AND MAKE FIXES AT THOSE RIGHT, ADDING EXTRA TURN LANES, MAKING MODIFICATIONS WHERE WE CAN, UM THIS PARTICULAR LOCATION SINCE 2012 HAS THE THIRD HIGHEST AMOUNT. ACCIDENTS THAT THAT FOR AN UN SIGNALIZED INTERSECTION. UM SO IN ANY DEATHS FATALITIES OUT THERE, NOT THAT I'M AWARE OF, SIR. WE HAVE BEEN. WE HAVE BEEN BLESSED AS A COMMUNITY WE HAVE HAD RELATIVELY FEW PER YEAR AND THEY HAVE INVOLVED ACCESS INVOLVED FATALITIES, AND USUALLY THERE IS A CONTRIBUTING CIRCUMSTANCE THAT LED TO THAT FATALITY STANCE ON INJURY CRASHES IS THAT INCLUDE PERSONAL INJURY CASES WHERE EVERYBODY'S NECK HURTS. FOLLOWING THE ACCIDENT. THIS IS FROM THE ACCIDENT REPORT FROM THE POLICE OFFICER AT THE SCENE THAT REPORTS THERE WAS AN INJURY BECAUSE SOMEBODY WAS TAKEN AWAY IN AN AMBULANCE OR WAS SENT. THEY SAID. THEY WERE GOING TO
[00:50:04]
THE HOSPITAL OR SOMETHING LIKE THAT. IT DOES NOT IF SOMEONE CHANGES THEIR STORY A MONTH LATER, THE ACTION REPORTS NOT MODIFIED TO ADD AN INJURY AT THAT POINT. AND IT'S MORE SLIDE ON MY PROFESSION THAN YEARS. UMT OCCURRED OUT THERE OF THOSE HOW MANY WERE TRANSPORTED BY AMBULANCE TO A HOSPITAL. DO YOU KNOW? I DON'T KNOW. I DON'T KNOW WHAT'S AHEAD. WE COULD PULL THE ACCIDENT REPORT AND IN REPORTS AND GET THAT DATA TO THE COUNCIL IF YOU'D LIKE. THANK YOU. GARY IF WE WERE TO CONTINUE THIS TO THE 16TH NEXT MONTH, DO WE DO WE LOSE THE WINDOW TO HAVE DESIGNED DONE TO BEGIN THIS COMING SUMMER? I BELIEVE SO. I MEAN, WE'RE WE'VE BEEN PUSHING THIS CONSULTANT AGAINST THE DESIGN CONTRACT SO WE CAN GET THIS GOING AND WE ACTUALLY WE WERE GOING TO FUND THIS. STARTING OCTOBER ONE. WE REARRANGE SOME FUNDING TO GET THIS GOING NOW TO TRY TO HIT THAT WINDOW. GARY I'LL JUST CONTINUE MY COMMENTS. I LIKE THE ROUNDABOUT INTERSECTIONS. THIS IS A PERFECT INTERSECTION FOR IT BECAUSE OF THE EBB AND FLOW OF TRAFFIC IN THIS AREA. UM. I DON'T DISAGREE THAT THERE MIGHT BE SOME PUBLIC OUTREACH THAT'S NEEDED BECAUSE I WOULD ALSO ADD TO THAT THE COMMUNITIES ALONG WILMOTH I WOULD LIKE THAT AS WELL AND WHAT THEY COMING TOWARDS THEM. AND SO IT MAY BE A GOOD PRACTICE TIME TO LAY THAT OUT. WE'VE GOT HIS OWN IN CASE COMING AT SOME POINT IN THE NEXT MONTH, AND I THINK I HEARD MORE ABOUT THE ROUNDABOUT CONCERNS THAN ABOUT THE ZONING CASE. AND SO UM, THERE IS SOME ANOTHER'S HESITANCY IN IT, BUT I THINK ONCE PEOPLE SEE UM THE ADVANTAGE IS THAT IT DOES BRING THEM IN TERMS OF TIME SAVINGS AND YOU KNOW, EVEN EVEN, UM. NOISE AND, UH, AND FUEL EFFICIENCIES AND ALL THE THINGS THAT COMES WITH, YOU KNOW THE EFFICIENCIES THAT AROUND ABOUT BRING FOR ALL OF US, PEOPLE BUY INTO A LITTLE BIT MORE SO. SO WHAT'S THE APPETITE UP HERE? HMM MY APPETITE IS TO MOVE TO DESPITE IT MIGHT DELAY THIS FOR A YEAR TO TABLE THIS 16TH 16TH BECAUSE GARY'S PRESENTATION I FOUND VERY COMPELLING WITH THE FACTS. NOW, A LOT OF PEOPLE IN THE IN THE COMPLAINTS OR THE CONCERNS. ILLUSTRATE THAT. OH, THIS IS THE WAY THINGS WILL GO. BUT GARY'S PRESENTATION CLEARLY SHOWS THAT NO, THIS IS NOT THE WAY IT'S GOING TO GO AND I'VE GOT TO THINK SOME MINDS WILL BE CHANGED. I THINK IT'S A SIGN OF RESPECT TO PEOPLE TO TABLE THIS AND LET THAT PRESENTATION COME OUT AGAIN. I THINK IT'S A GOOD IDEA. I THINK IT'S GOOD POLICY, BUT I THINK THAT WE NEED TO WALK ON THIS THING AND NOT RUN AND SO OF WHEN IT'S APPROPRIATE. I'LL MOVE TO TABLE THIS WOULD ACTUALLY JUST SUGGEST TABLE INDEFINITELY, SO WE'RE NOT FORCED TO COME BACK ON THE 16TH THAT GIVES US MORE OPPORTUNITY TO ENGAGE WITH THE STONEBRIDGE OUT AWAY. IF WE KNOW WE'RE NOT GOING TO HIT NEXT SUMMER, ANYWAY, LET'S NOT RUSH IT AND MAKE SURE WE GET THE ENGAGEMENT WITHIN THAT WE CAN THAT'S WHAT FRANKLIN YOU REPRESENT THAT DISTRICT. WHAT DO YOU THINK I WOULD AGREE WITH PATRICK? MR. SO WE'LL MOVE IT, SIR. MOTION TABLE INDEFINITELY. SO MOVED THE SECOND, OKAY? PLEASE CAST YOUR VOTES. ALRIGHT WE WILL MOVE ON TO PLAN CONSIDERATION TO 2011.[Consider/Discuss/Act on a Preliminary-Final Plat for Lots 1-4, Block A of the Willis Addition, Located in the McKinney ETJ at the Southeast Corner of County Road 123 and County Road 124]

THANK YOU, MR MAYOR. JENNIFER ARNOLD, DIRECTOR OF PLANNING. YOU DO HAVE TO PLATTS ON YOUR AGENDA TONIGHT, BOTH OF WHICH ARE ON BEFORE YOU SIMPLY BECAUSE THEY ARE IN THE J. THEY HAVE INDICATED TO US THAT THEIR DESIRE IS TO DEVELOP THESE FIRST SINGLE FAMILY RESIDENTIAL USES THE PLOT. IT DOES MEET A MAJORITY OF THE REQUIREMENTS OF THE CITY'S SUBDIVISION ORDINANCE , WITH THE EXCEPTION OF A REQUEST FOR A VARIANCE TO NOT INSTALL SANITARY SEWER. UM OUR ENGINEERING STAFF HAS REVIEWED THAT THEY ARE SUPPORTIVE OF THAT VARIANCE DUE TO THE EXTENSION OF INFRASTRUCTURE INTO AN AREA THAT IS OTHERWISE NOT IN THE CITY LIMITS AND THEREFORE NOT UNDER CITY ZONING CONTROL. SO STAFF IS RECOMMENDING APPROVAL OF PRELIMINARY FINAL PLATT WITH THE CONDITIONS AND VARIANCES LISTED IN THE STAFF REPORT, AND I'M HAPPY TO ANSWER ANY QUESTIONS. I SHOULDN'T. MOTION. [Conduct a Public Hearing to Consider/Discuss/Act on a Request by the North Texas Municipal Water District (“NTMWD”) for a Grant by the City of McKinney of a Temporary Construction Easement Across Public Land Owned by the City that is Designated as Parkland, Which Parkland is Generally Located Just East of Airport Drive approximately 1,500 feet south of US 380, for the Construction and Installation of a Sanitary Sewer for the Mutual Benefit of NTMWD and the Public and Accompanying Ordinance]
220639 CONDUCTED PUBLIC HEARING TO CONSIDER AND ACT ON REQUEST. THIS IS A PUBLIC, UH, PUBLIC HEARING ITEM UNDER A REGULAR AGENDA. 220639 CONDUCTED PUBLIC HEARINGS CONSIDERING ACT ON REQUEST BY THE NORTH TEXAS MUNICIPAL WATER DISTRICT FOR A GRANT BY THE CITY OF MCKINNEY OF TEMPORARY CONSTRUCTION EASEMENT ACROSS PUBLIC LAND OWNED BY THE CITY. THAT IS DESIGNATED PARKLAND, WHICH PARKLAND IS PARKLAND IS GENERALLY LOCATED JUST EAST OF AIRPORT DRIVE APPROXIMATELY 1500 FT. SOUTH OF US 3 80 FOR THE CONSTRUCTION AND INSTALLATION. OF A SANITARY SANITARY SEWER FOR THE MUTUAL BENEFIT OF NORTH TEXAS MUNICIPAL WATER DISTRICT IN THE PUBLIC AND ACCOMPANYING ORDINANCE. MICHAEL HUBERT. MR MAYOR, MEMBERS OF COUNCIL. MICHEL HEBERT, ASSISTANT CITY ENGINEER. THIS ITEM WE'VE HAD A COUPLE OF THESE COME UP AND THIS ONE AGAIN GRANTS AUTHORITY TO THE CITY MANAGER EXECUTE IN THIS CASE IN TEMPORARY CONSTRUCTION EASEMENT FOR THE CONSTRUCTION OF THE NORTH TEXAS WASTEWATER LINE THROUGH CITY PARK PROPERTY NEAR THE INTERSECTION OF AIRPORT AND SOUTH OF 3 80. AS THE NAME IMPLIES, A TEMPORARY CONSTRUCTION EASEMENT WILL GO AWAY UPON COMPLETION OF ALL ACTIVITIES ASSOCIATED WITH THE PROJECT, SO THERE'S NO PERMANENT IMPACT ON THE PARK PROPERTY. WE HAVE WORKED WITH PARKS AND WITH NORTH TEXAS TO COME UP WITH THE BEST, THE BEST, MINIMAL IMPACT TO THE PROPERTY. AND BUT SINCE THIS IS A PARK PROPERTY STATE LAW REQUIRES THAT WE FOLLOW A PROCESS TO DETERMINE THAT THERE IS NO FEASIBLE ALTERNATIVE TO THAT WHICH WE'RE DOING, UM, AND THAT INVOLVES A PUBLIC HEARING AND PUBLIC NOTICE AND HAVING FOLLOWED THAT STATE PROCESS STAFF RECOMMENDS APPROVAL OF THIS ITEM UPON LISTENING TO THE COMMENTS IN THE PUBLIC HEARING, AND MR MARK SIMON OF NORTH TEXAS IS HERE WITH A BRIEF PRESENTATION ON THE PROJECT ITSELF. GOOD EVENING, MAYOR FULLER AND COUNCIL. SO I GUESS THE BRIEF PRESENTATION HERE TO TALK ABOUT WHAT WE CALL THE MCKINNEY EAST SIDE EXTENSION. IT'S REALLY TWO PIPELINES. NEXT SLIDE, PLEASE. SO THERE'S A PIPELINE ACTUALLY, TWO PIPELINES RIGHT NOW THAT RUN FROM THIS INTERCEPTOR CONNECTION. UM UP THERE, THROCKMORTON CREEK. AND IT GOES ALL THE WAY DOWN. UM TO OUR NORTH MCKINNEY. TRANSFER LIFT STATION. UM. THE PROPERTY THERE THAT'S SHOWN AS THE CITY OF MCKINNEY PROPERTY, AND HIS DETONATED PARKLAND. UH WE ORIGINALLY ACQUIRED THE EASEMENTS PRIOR TO MCKINNEY ACQUIRING THE PROPERTY, SO WE'VE HAD THESE EASEMENTS FOR QUITE SOME TIME. NOW THE TIME HAS COME THAT THE ONE OF THE ORIGINAL LINES THAT WAS PUT IN IN THE EIGHTIES. UM IS ONLY 24 INCHES AND MCKINNEY IS GROWING ALL ALONG THAT ROUTE, AND WE NEED TO UP SIZE THAT LINE UM 2 48 INCHES. SO WE WOULD LIKE TO REPLACE THAT LINE AND THEN WITHIN THE THING BACK TO SLIDE, PLEASE. SO HERE'S A BLOW UP OF THE AREA THAT WE'RE CROSSING. YOU CAN SEE THERE'S TWO LINES RUNNING THROUGH THERE. THAT'S THE EXISTING EASEMENTS AS WELL AS A WATER LINE THAT RUNS THROUGH THERE AND THEN THE BLUE AREAS, THE AREA THAT WILL BE THE TEMPORARY CONSTRUCTION EASEMENT SO THAT SO THAT THE CONTRACTOR CAN MOBILIZE ALONGSIDE THE LINE. REMOVE THE OLD PIPES INSTALLED[01:00:01]
THE NEW PIPE. THERE IS ONE SURFACE IMPACT. UM, THAT'S THE RED CIRCLE THERE THAT WILL BE A MANHOLE THAT HAS EVENT ON IT FOR ODOR CONTROL. THE HIGH POINT THERE'S ANOTHER MANHOLE, BUT THAT WILL BE A GRADE WITHIN THE ALIGNMENT AND THEN THE TEMPORARY CONSTRUCTIONS BUT ONLY HAS ONE AREA THAT REALLY HAS ANY TREES, AND IT'S SHOWN THERE. KIND OF IN THE MIDDLE, AND WE WILL PROTECT THOSE TREES AS OPPOSED TO REMOVING THEM. NEXT SLIDE. SO JUST A LITTLE BIT OF BACKGROUND HERE. THE PIPELINE THAT WE'RE INSTALLING, IT'S GOING TO REPLACE AN UPSIDE THE EXISTING INTERCEPTOR. THIS WILL ALLOW BOTH LINES TO CARRY CAPACITY OF UP TO 109 MG D. AND THAT MEETS THE GROWTH PROJECTIONS, BOTH FOR THE CITY OF MCKINNEY, AS WELL AS ANIMAL IHSA THROUGH 2070. THIS IS REPLACES SOME EXISTING DETERIORATED PIPE THAT WAS INSTALLED, UM, DURING THE EIGHTIES AND. IT ALLOWS ADDITIONAL POINTS OF CONNECTION FOR FUTURE DEVELOPMENT. UM FOR MCKINNEY. UM THIS IS A THIS POINT OF ENTRIES INTO THE UPPER EAST FORK SYSTEM. UM WILL ALLOW US TO EITHER TREAT THE WATER, THE WASTEWATER AT OUR WILSON CREEK PLANT OR TRANSFER TO NEW SISTER GROWTH FACILITY. NEXT SLIDE, PLEASE. SO AGAIN, JUST THE SUMMARY OF UPSIDES AND REPLACE THE EXISTING ALIGNMENT. THERE'S ABOUT 3.5 MILES OF NEW INTERCEPTOR, AND IT RANGES STARTING 42 IN THE NORTH, AND IT GOES UP TO 66 THE BOTTOM. THERE WILL BE MANHOLES AND IMPROVEMENTS ALONG THE WAY IS REPLACES A DETERIORATING, UM, FACILITY. AND THIS WOULD ALLOW US TO CONVEY FLOW TO THE NORTH MCKINNEY TRANSFER LIFT STATION, WHICH THEN ALLOWS US TO PUMP IT TO THE NEW HOPE AREA WHERE SISTER GROVE REGIONAL WATER RESOURCE RECOVERY. THIS IS THE MOST FISCALLY RESPONSIBLE ROUTE WE HAVE. OTHERWISE WE WOULD HAVE TO GO THROUGH THE PROCESS OF FINDING A WHOLE NEW ALIGNMENT AND THEN BUILDING A WHOLE SEPARATE PIPELINE OUTSIDE OF EASEMENTS THAT WE ALREADY OWN. WE EXPECT THE CONSTRUCTION TO LAST ABOUT TWO YEARS, AND WE'RE HOPING TO BEGIN THAT IN THE FALL OF THIS YEAR. NEXT SLIDE. SO THAT SO IT WAS ORIGINALLY ACQUIRED ON PRIVATE PROPERTY IN 1991 CITY. MCKINNEY ACQUIRED THAT PROPERTY IN 2004 DESIGNATED AS PARKLAND. THERE WILL BE TWO PROPOSED MANHOLES IN THE PARK. BE AT GRADE APPROXIMATELY 1.3 ACRES OF PARKLAND, UM, WOULD BE USED TO FACILITATE THE CONSTRUCTION. THERE WOULD BE NO ADDITIONAL PERMANENT EASEMENT THROUGH THE PARK LINE REQUIRED AFTER COMPLETION OF THE WORK.AND THEN THE EXISTING TREES SHOULD BE PROTECTED. NEXT SLIDE. I THINK THAT'S IT. AND WITH THAT, I'LL ENTERTAIN ANY QUESTIONS. QUESTIONS. THERE'S A PUBLIC HEARING. IS THERE ANYONE HERE THAT WOULD LIKE TO SPEAK TO THIS ITEM? SEEING NONE ENTERTAIN A MOTION. MR MAYOR MOVED THAT WE APPROVED THIS ITEM AS RECOMMENDED HERE AND CLOSE THE PUBLIC HEARING. SECOND CAST YOUR VOTES. NO. ALL RIGHT. NEXT ITEM 2 TO 0576 CONSIDERING ACT ON ORDINANCE APPROVING THE

[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “RG18” - General Residence District to “PD” - Planned Development District, to Allow Multi-Family and Commercial Uses and to Modify the Development Standards, Located Approximately 950 Feet East of Hardin Boulevard and on the North Side of McKinney Ranch Parkway, and Accompanying Ordinance]
REQUEST TO REZONE SUBJECT PROPERTY FROM OUR G 18 GENERAL RESIDENTS DISTRICT. PD PLAN DEVELOPMENT DISTRICT TO ALLOW MULTI FAMILY AND COMMERCIAL USES AND MODIFIED THE DEVELOPMENT STANDARDS. LOCATED APPROXIMATELY 950 FT EAST OF HARDENED BOULEVARD. AND THE NORTH SIDE OF MCKINNEY RANCH PARKWAY AND ACCOMPANYING COORDINATES. THANK YOU, MR MAYOR, JENNIFER ARNOLD, DIRECTOR OF PLANNING AND AS YOU READ, THIS IS A REQUEST TO REASON. THE SUBJECT PROPERTY FROM ITS EXISTING R G 18 RESIDENTIAL ZONING DISTRICT TO A P D. THE REQUEST IS TO SPECIFICALLY MODIFY THE DEVELOPMENT STANDARDS FOR MULTI FAMILY USES AND TO ALLOW FOR COMMERCIAL USES. THE TRACT ITSELF IS ABOUT 12.5 ACRES IN SIZE, AND IT IS LOCATED EAST OF HARDEN ON THE NORTH SIDE OF MCKINNEY RANCH PARKWAY. THE PROPERTY IS CURRENTLY ZONED TO ALLOW FOR MULTI FAMILY RESIDENTIAL USES TO THE APPLICANT IS SPECIFICALLY REQUESTING THE REASON TO MODIFY SOME OF THOSE DEVELOPMENT STANDARDS. MOST OF WHAT THEY'RE REQUESTING, IF NOT ALL, ARE FAIRLY TYPICAL OF WHAT WE'VE SEEN WITH MULTI FAMILY REQUESTS OVER THE LAST YEAR OR TWO. UNDER THE R G 18 ZONING. THE DENSITY ON THIS PROPERTY IS CURRENTLY CAPPED AT 24 UNITS TO THE ACRE. THE APPLICANT IS REQUESTING TO AN INCREASE THAT TO 25 UNITS TO THE ACRE OVERALL THAT WOULD ADD AN ADDITIONAL 13 UNITS POTENTIALLY ON THIS PROPERTY.THE AFRICAN IS ALSO PROPOSING TO MODIFY THE BUILDING HEIGHTS TO ALLOW FOR THREE STORIES ON THIS SUBJECT PROPERTY, HOWEVER, THEY ARE INCLUDING IN THE ZONING STANDARDS, A BUILDING HEIGHT CAP ON THE NORTHERN PORTION OF THE PROPERTY SO THAT ANYTHING WITHIN 100 FT. OF THAT NORTHERN PROPERTY WOULD BE LIMITED TO A TWO STORY, UM, PRODUCT TYPE. THE APPLICANT IS ALSO ASKING FOR SOME MODIFIED SETBACKS ON THE REAR INSIDE PROPERTY LINES. THOSE ARE OUTLINED IN YOUR STAFF REPORTS, GIVEN THE STEP DOWN THAT THEY ARE DOING ON THE PERIMETER OF THE PROPERTY, AS WELL AS SOME EXISTING ALLEY AND ROADWAYS. STAFF IS COMFORTABLE WITH THOSE MODIFICATIONS. STAFF HAS ALSO REVIEWED THE REQUEST OF LET ME BACK UP. INCLUDED IN THE REQUEST. NAPKIN IS ALSO PROPOSING A REQUIREMENT FOR 5000 SQUARE FEET OF COMMERCIAL USES ON THE PROPERTY STAFF HAS REVIEWED THAT REQUEST. WE ARE SUPPORTIVE OF WHAT THE APPLICANT IS PROPOSING. WE DO WANT TO NOTE A COUPLE OF REASONS WHY WE'RE RECOMMENDING APPROVAL ONE. THE ZONING ON THE PROPERTY ALREADY ALLOWS THE RESIDENTIAL USES. THE PROPERTY ITSELF IS OFFSET FROM THE PRIMARY HARDCORE. CORNERS.
[01:15:04]
AND IT IS INCLUDING THAT PROPOSAL FOR COMMERCIAL USES. THE COMPLAINT DOES DESIGNATE THIS TRACK FOR WHAT WE CALL SUBURBAN LIVING, WHICH WOULD NOT TRADITIONALLY INCLUDE MULTI FAMILY USES, HOWEVER, WHEN WE LOOK THROUGH THE DECISION MAKING CRITERIA IN THE CONFERENCE OF PLAN, WE DO STILL FEEL IT IS COMPATIBLE WITH THAT SUBURBAN LIVING PLACE TYPE DESIGNATION.THE PLANNING AND ZONING COMMISSION REVIEWED THIS REQUEST AT THEIR LAST MEETING AND ARE RECOMMENDING APPROVAL IN A VOTE OF 60. I DO WANT TO NOTE THAT WITH THAT MOTION FOR APPROVAL, THE PLANNING AND ZONING COMMISSION ALSO HAD A FAIR AMOUNT OF DISCUSSION ON THAT COMMERCIAL THAT'S INCLUDED PLANNING AND ZONING COMMISSION SAID THEY WOULD ALSO BE COMFORTABLE WITH THE REQUEST IF IT DID NOT INCLUDE THAT COMMERCIAL, AND THEY WANTED TO MAKE SURE THAT WAS CONVEYED TO THE COUNCIL AS WELL. KNOWING THAT WE'VE HAD SOME OTHER PROJECTS RECENTLY, WHERE WE'VE TALKED ABOUT THE VIABILITY OF COMMERCIAL FROM STAFFS PERSPECTIVE THAT 5000 SQUARE FOOT COMMERCIAL IS A VERY SMALL AMOUNT. I MEAN, IT'S CERTAINLY INTERNAL TO THE MULTI FAMILY BUT WE DO THINK THAT IT COULD BE VIABLE. HOWEVER OUR RECOMMENDATION OF APPROVAL DOES NOT HINGE ON THAT COMMERCIAL BEING INCLUDED SO WE WOULD STAND AND SUPPORTED THE REQUEST EITHER WAY. UM. ZONING EXHIBIT. THE APPLICANTS DONE QUITE A BIT OF OUTREACH WITH THE NEIGHBORHOOD SURROUNDING IT. I KNOW THEY'RE HERE TONIGHT AND ALSO HAVE A PRESENTATION TO SHARE. I'M HAPPY TO ANSWER ANY QUESTIONS. AND IF YOU DON'T HAVE ANY FOR ME YET, I'LL TURN IT OVER TO OUR APPLICANT. GREAT. THANK YOU, JENNIFER. WE SHOULD HAVE BEEN INCLUDED. THERE WE GO. GET A SLIDE. NINE, PLEASE. YES. MR MAYOR COUNCILMAN'S BILL DOLLS FROM 23 23 ROSS AVENUE. THANK YOU. UM. THANK YOU FOR ALLOWING ME TO COME FORWARD TONIGHT.
HERE. IT'S PRIVILEGED TO BE HERE TONIGHT REPRESENTING FAIRFIELD. THE PROPOSED DEVELOPER, THE PROPOSED DEVELOPMENT I'D LIKE TO THANK JENNIFER AND CAITLIN, FOR ALL THEIR WORK. THIS IS BETTER, UM, PRETTY LENGTHY PROCESS. I THINK WE'VE COME A LONG WAY. I REALLY WOULD LIKE TO THANK THE ELDORADO POINT HOMEOWNERS ASSOCIATION AS JENNIFER SAID. WE HAD SEVERAL MEETINGS WITH THEM NUMEROUS CALLS. WE HAVE MADE SOME MAJOR MODIFICATIONS TO THE PLAN. ONE JENNIFER REFERENCE WAS WE WERE WE WANT TO COMMIT ORIGINAL WITH 23 AND FOUR STORY DEVELOPMENT. WE DECIDED TO GO AHEAD AND LIMIT TO THE NORTHERN TRACK TO JUST TWO STORIES AND THEN 100 FT. BACK. EVERYTHING ELSE WILL BE THREE STORIES, SO WE REDUCED AS A RESULT OF OUR MEETING WERE REDUCED THROUGH THE HEIGHT FROM 4 TO 3 STORIES, WHICH OBVIOUSLY REDUCED OUR DENSITY AS WELL. AH! WE AGREED WE WOULD PUT NO BALCONIES ON THE NORTH SIDE. SO WE AGREED TO THAT . AS A RESULT OF THE QUESTION REQUEST FROM THE NEIGHBORHOOD. WE'VE GOT A BUFFER AS YOU CAN SEE THERE ALONG THE NORTH BOUNDARY. CAN WE WORK THAT OUT WITH THE NEIGHBORHOOD AND ENHANCED LANDSCAPING BACK THERE? UH, RETAIN SOME TREES ALONG THE EASTERN BOUNDARY THAT WAS IMPORTANT TO THE NEIGHBORHOOD, AND WE AGREED TO DO THAT AS WELL. AND THEN LIMITS RETAIL USES. SO IF YOU SEE IN OUR LOOKING RPG, WE HAVE THAT ARE PERMITTED AND WE'VE SPECIFICALLY EXCLUDED RETAIL USES. UM AND WE'VE HAD DISCUSSIONS AS LATE AS LAST NIGHT, AND IT WAS IN CONVERSATION WITH ONE OF THE NEIGHBORHOOD REPS AND THEY ASKED IF WE WOULD FURTHER INCREASE THE HEIGHT OF OUR MASONRY WALL ALONG THE NORTH BOUNDARY FROM SIX, WHICH IS REQUIRED UNDER THE CITY ORDINANCE TO EIGHT. WHEN WE ARE AGREEABLE TO DO THAT AS A AS ANOTHER CONDITION. UH AGAIN, WORKING WITH THE NEIGHBOR. THEY WERE GREAT TO WORK WITH THEIR VERY BUSINESS AND CORDIAL AGAIN. THIS IS A P D. I WON'T GO OVER THE DETAILS AGAIN. BUT I THINK THE MAIN ASK ARE GOING FROM 24 UNITS AN ACRE TO 25 UNITS AN ACRE AND THEN INCREASING THE HEIGHT FOR THE PROPERTIES. 100 FT. SOUTH OF THE NORTHERN POVERTY LINE. I'M GOING TO TURN OVER THIS ACT. JOHNSTON WITH FAIRFIELD, WHO WOULD LIKE TO ADDRESS THE COUNCIL AS WELL AGAIN? THANK YOU VERY MUCH. GOOD EVENING MAYOR COUNCIL. REALLY EVERYBODY STOLE MY THUNDER TONIGHT. SO, UH, I REALLY JUST WANTED TO BEGIN POINT OUT. WE CAME STARTED THIS PROJECT AND MET WITH STAFF FIRST BACK IN DECEMBER OF 2021. SO AGAIN WHAT YOU SEE HERE TONIGHT? IT'S REALLY BEEN AN EVOLUTION. UM IT STARTED OFF. IT'S GONE THROUGH A NUMBER OF ITERATIONS. WE'VE HAD A NUMBER OF CONVERSATIONS AND MEETINGS TO GO THROUGH IT. AND SO OUR GOAL WITH THIS WAS IN LOOKING AT WHAT IS ALLOWABLE BY RIGHT TODAY IN ORDER IN TERMS OF JUST BUILDING APARTMENTS. WE THOUGHT WE COULD DO A BETTER JOB. WE CAN BUILD SOMETHING THAT WE BELIEVE IS BETTER SUITED FOR THE COMMUNITY. IT FITS BETTER IN TODAY'S STANDARD, IT'S MORE IN LINE WITH WHAT TENANTS WANT TODAY. AND WE JUST FELT LIKE IT BETTER REPRESENTS A GOOD A PRODUCT IN MCKINNEY. AND SO THAT WAS OUR GOAL WITH THIS, YOU KNOW , I HEARD THE TOUCH AND THE
[01:20:04]
DENSITY INCREASE. THE DENSITY INCREASE WASN'T NECESSARILY A RESULT OF US TRYING TO HIT A CERTAIN NUMBER OF UNITS. WE LOOKED AT THE SITE. WE DESIGNED THE SITE AND THE SITE AGAIN IS MORE OFTEN A NUMBER OF FORMS IN FASHION. AND SO WHAT YOU SEE HERE TODAY IS MORE OF A BUILDING OUTLINE AND AS A RESULT OF ALL THOSE DISCUSSIONS AND COMPROMISES THAT'S WHAT YOU HAVE BEFORE YOU, UM ONE OTHER ASPECT. I KNOW IT'S BEEN TOUCHED ON I KNOW PLANNING COMMISSION DID SPEND A FAIR AMOUNT OF TIME TALKING ABOUT THE COMMERCIAL COMPONENT OF THIS, UM FROM THE FAIRFIELD PERSPECTIVE. WE'RE MORE THAN HAPPY TO BUILD THE PROPOSED COMMERCIAL STAFF SUGGESTED. AT THE SAME TOKEN, WE'RE MORE THAN HAPPY TO REMOVE THAT COMMERCIAL AND BUILD APARTMENTS. IT IS A PORTION OF THE BUILDING AND SO THE REQUEST AND THE DISCUSSION WE'VE HAD INTERNALLY WITH STAFF AS WELL AS THE NEIGHBORHOOD HAS BEEN. IF WE WERE TO TAKE THAT COMMERCIAL OUT, WE WOULD USE THAT SPACE AND DROP THE UNITS BACK IN WHICH UM AGAIN. THE COMMERCIAL TODAY IS LOCATED DIRECTLY ON THIS FRONTAGE OF THE PROPERTY, AND SO THAT WOULD ROUGHLY INCREASE THE DENSITY OF THE PROJECT BY ANOTHER UNIT BREAKER. SO UM, AT THAT SAME TOKEN, WE'RE HAPPY TO BUILD THE COMMERCIAL SPACE OR WE'RE HAPPY TO ADD THE DENSITY. IF THAT'S SOMETHING THAT YOU GUYS WOULD CONSIDER AND SO UH, WHAT WOULD YOU SEE BEING THE RETAIL COMMERCIAL USE THERE. UM OUR DISCUSSIONS WITH MOST OF THE LOCAL RETAIL BROKERS THAT WE'VE SPOKEN TO HAVE LED US TO BELIEVE THAT THIS IS GOING TO BE MORE OF A MOM AND POP 10 IN THE LOCAL TENANT. WE DON'T BELIEVE THAT THERE'S PROBABLY ENOUGH DRIVE BY TRAFFIC TODAY ON MCKINNEY RANCH PARKWAY TO SERVICE WOULD SAY, A TRIPLE TRIPLE A CREDIT TENANT. AND SO WE KNOW THAT THERE ARE DRAWS THERE. CERTAINLY YOU'VE GOT THE STADIUM ACROSS THE STREET. THERE ARE GONNA BE TIMES OF HEAVY TRAFFIC, BUT I DON'T KNOW THAT THAT'S GOING TO BE ENOUGH TO SUPPORT THE COMMERCIAL SPACE LONG TERM, BUT AGAIN, WE HAVE OVER 300 RESIDENTS THAT WE'RE GOING TO BE BRINGING TO THIS AREA AND WE HAVE A VERY VIABLE NEIGHBORHOOD THERE. SO THAT'S WHY WE LOOKED AT IT, AND WE'RE CERTAINLY WILLING TO INCLUDE THE COMMERCIAL SPACE, BUT AGAIN, IT'S NOT NECESSARILY OUR FORTE. SO WE DO MANAGE A LOT OF COMMERCIAL SPACE, AND WE'RE HAPPY TO ADD IT IN THERE. UM BUT IN TERMS OF TENANT PROFILE, THAT'S SORT OF WHAT WE'RE THINKING. ANYTHING THAT WOULD GO THERE. WE WOULD WANT IT TO BE AN AMENITY FOR OUR CHANCE AS WELL AS THE SURROUNDING NEIGHBORHOOD. QUESTIONS. CERTAINLY LOVE THE IDEA OF COMMERCIAL, BUT BUT NOT IF IT'S GONNA SIT VACANT AND IT'S JUST BEING DONE TO APPEASEE COMMERCIAL SIDE OF THIS, TOO, IS JUST YOU KNOW, WE AS YOU GUYS NOTICE, WE DO HAVE A RELATIVELY LARGE GREEN BUFFER HERE, WHICH IS THE ATMOSPHERE GAS EASEMENT THAT RUNS ACROSS THE FURNITURE.THAT'S WHAT COMMERCIAL ONE IS A BIG BUFFER RIGHT? SO IT DOES CREATE FROM A PEDESTRIAN WALK ABILITY PERSPECTIVE. WE LOVE TO BE ABLE TO PUSH ALL THAT RIGHT UP AND GET THE COMMERCIAL WHERE IT'S MORE VISIBLE. UM, BUT AGAIN. UM THAT'S JUST ONE ATTRIBUTE THAT WILL WORK THROUGU PROBABLY CAN'T SPEAK TO THIS, BUT I DO BELIEVE JUST TO THE WEST OF THIS PROPERTY IS A SMALL STRIP CENTER COMMERCIAL CENTER GOING IN UH, I DROVE BY THE OTHER DAY, SO IT STRUCK ME.
WELL, MAYBE THERE IS A MARKET FOR COMMERCIAL RIGHT HERE. I KNOW JUST TO THE NORTHEAST OF YOUR PROPERTY. THERE'S A LOT OF MULTI FAMILY A LOT OF MULTIFAMILY RIGHT AROUND THERE AND KIND OF A DEARTH OF COMMERCIAL. AROUND THERE. SO I WAS THINKING, MAYBE SOME ENTERPRISING YOUNG FELLOW SEES A MARKET THERE FOR COMMERCIAL THAT I HADN'T THOUGHT ABOUT. UM I THINK OUR INCLUSION OF COMMERCIAL INITIALLY WAS INSPIRED BY THE FUTURE LAND USE PLAN, WHICH CALLED FOR NEIGHBORHOOD COMMERCIAL IN THIS LOCATION. WE WANTED TO BLEND THE EXISTING ZONING AND ENTITLEMENTS THAT ARE THERE TODAY THAT ALLOW FOR MULTI FAMILY WITH THE FUTURE LAND USE PLAN, WHICH CALLS FOR A NEIGHBORHOOD COMMERCIAL AND A LOT OF OUR DISCUSSIONS WITH STAFF, OR HOW DO WE CREATE COMMUNITIES THAT MAYBE LOOK A LITTLE BIT DIFFERENT THAN THINGS WERE BUILT 10 YEARS AGO, AND SO THERE'S A LOT THAT WE DO A LOT OF URBAN DEVELOPMENT. UM I WOULD SAY OVER HALF OF THE PROJECTS ACROSS THE NATION. WE DO INCLUDE SOME FORM OR FASHION OF RETAIL, SO WE'RE VERY COMFORTABLE AND EXPERIENCED AND DOING THAT. AT THE SAME TOKEN, THIS IS A LITTLE BIT DIFFERENT OF A LOCATION. A LOT OF THE COMMERCIAL. I THINK YOU'RE SPEAKING TO ON WEST.
THOSE ARE HIGHWAY FRENCH COMMERCIAL PROPERTIES. UM AND THE RESIDENTIAL BACKS UP AND BEHIND THAT, AND SO WE TYPICALLY SEE THAT GRADUATED, UM, YOU KNOW MOVEMENT FROM COMMERCIAL USES DOWN TO HIGHER DENSITY RESIDENTIAL DOWN TO THE SUBURBAN LIVING AREAS, AND SO AGAIN, THAT'S WHY WE FELT COMFORTABLE BEING ABLE TO INCLUDE THIS YEAR . WE DON'T THINK THERE'S AN OVERPOPULATION OF COMMERCIAL, BUT AT THE SAME TOKEN, IT'S NOT THE HARD CORNER. IT'S NOT THE PEDESTRIAN WALK ABILITY. IT'S NOT NECESSARILY WHAT YOU'D GRAVITATE TOWARDS YOUR NO
[01:25:04]
BRAINER FOR COMMERCIAL. UM BUT I ALSO AGAIN THE AMOUNT OF SPACE WE'RE DOING HERE IS NOT SOMETHING THAT IS GOING TO OVERCOME AND CREATE A BIG GHOST BOX IN THE FIRST LEVEL OF THE ENTIRE PROJECT. MARKETS CAN DEFINE WHO WE GET HOW WE HOW WE LEASE IT. I HAVE A TENDENCY TO LEAN TOWARD JUST HAVING THE STREET MULTI FAMILY PROJECT. MINUTES MID BLOCK COMMERCIAL. IN MY EXPERIENCE, MID BLOCK COMMERCIAL THAT THEN YIELD MUCH. AND YOU'RE GOING TO HAVE YOUR BIG CORNER IS GOING TO BE AT HARDEN AND 1 21. THAT'S WHERE YOU PICK COMMERCIALS GOING TO BE. AND SO I JUST DON'T SEE IT BEHIND THE LANDSCAPE BUFFER. WELL, YEAH, I CAN'T SEE. SO, UMS LIKE YOU'RE WILLING TO DO COMMERCIAL YOUR PREFERENCES TONIGHT. I THINK WE WOULD PREFER TO DO THE MULTIFAMILY. UM IF POSSIBLE, AND ONE NOTE TO WE HAVE DISCUSSED THIS IN CONTEXT WITH THE NEIGHBORHOOD OF EL DORADO NEIGHBORHOOD WITH THEIR BOARD AND THEY WERE REALLY AGNOSTIC TOWARDS COMMERCIAL OR THE INCREASED DENSITY. SO WE TALKED ABOUT YOU KNOW THAT MAY LOOK LIKE ANOTHER 12 UNITS OR SO , BUT THAT WAS NOT SOMETHING THAT THEY WERE CONCERNED WITH.WELL, THERE'S NO MORE DISCUSSION. APPEARING AS A PUBLIC HEARING. IS THERE ANYONE HERE THAT WOULD LIKE TO SPEAK TO THE ATOM? I EMOTIONALLY MOVE THAT WE CALLED THE PUBLIC CLEARING. SECOND. PLEASE CAST YOUR VOTE BECAUSE THE PUBLIC HEARING. AND JUST AS A SIDE NOTE. MAKE SURE. DIDN'T MISLEADING WHEN STEP DIDN'T ASK FOR COMMERCIAL TO BE THERE. THAT WAS JUST A COMPREHENSIVE UM PLAN. UH, COMMERCIAL COM PLAN. UH ACTUALLY, THAT DESIGNATION IS JUST WEST OF YOUR SITE. SO IT WASN'T A WASN'T A STAFF. I REQUEST. AND P AND Z SAID THAT THEY WERE COMFORTABLE WITH THE WITH REQUEST WITHOUT THE COMMERCIAL. ALMOST START, I'LL BUT I'M JUST GOING TO JUST SAY A COUPLE WORDS. I AM. ANYTIME YOU KNOW THIS THIS IS ALREADY ZONED FOR FROM, UH, MULTI FAMILY AND, UM. I STILL WASN'T REALLY HAPPY ABOUT IT. I JUST THOUGHT, WELL, THEY WANT MORE OF THIS AND THAT AND THEN I GO BACK, AND MY BIGGEST ISSUE WAS TALKING TO THE NEIGHBORS AND I WENT TO VISIT WITH THE NEIGHBORS AND NONE OF THEM HAD A PROBLEM WITH IT.
THEY'RE GOING TO GET THEIR TWO STORIES RIGHT NEXT TO REALLY ALL THAT. THEY SEE. UM AND I APPRECIATE THE EIGHT FT VERSUS A SIX FT. THERE'S A LITTLE BIT BUT I I'M NOT A BIG FAN OF JUST KIND OF THIS LITTLE TINY BIT OF COMMERCIAL RIGHT? AS AS RICK SAID MIN BLOCK AND. AND I, SO I'LL GO AHEAD AND MAKE A MOTION TO PROVE THIS. UM WITH A MODIFICATION WITH NO COMMERCIAL.
I'LL SECOND THAT WE DO THAT. YOU MAY I DO WANT TO ADD ONE CLARIFYING COMMENTS. THE APPLICANT DID MENTION THAT IF THE COMMERCIAL WERE REMOVED THAT IT MIGHT RESULT IN AN UPTICK IN THE DENSITY, SO DO YOU WANT TO MAKE SURE THAT THERE IS A DISCUSSION ABOUT CHANGING THAT DENSITY AS WELL? SO WITH THE REQUEST RIGHT NOW, ITS DENSITY OF 25 UNITS TO THE ACRE I BELIEVE WHAT I'VE HEARD IS 27 UNITS TO THE ACRE BECAUSE THERE IS NO ADDITIONAL AREA FOR THEM TO BUILD THAT MULTI FAMILY THAT WAS OTHERWISE COMMERCIAL. SO THE CAP THAT WAS IN THE ZONING CODE RIGHT NOW, THE 25 UNITS TO THE ACRE INCLUDED THAT COMMERCIAL. WHEN YOU PULL IT OUT, THEY'RE GOING TO NEED TO GO UP IN ORDER TO CONVERT THAT COMMERCIAL SPACE TO PUT THAT IN THE MOTION. WE WOULD INCREASE TO INCREASE THE DENSITY TO 27. YES, SIR. HOW MANY? HOW MANY ACRES IS THE SITE ABOUT 12.5? 12.5 SO. DISCREPANCY SO THAT WOULD BE 24 UNITS AND NEW S STATED THAT THEY WOULD IT WOULD BE ABOUT 12 UNITS. BECAUSE THEY THEY'RE NOT GOING TO FIT 24 UNITS AND 5000 SQUARE FEET. SO CAN WE IT IS THE AND WHAT AM I MISSING THERE? BECAUSE GOING TO 27 WOULD BE ON THE AFRICAN.
YEAH. SORRY I VE WE ACTUALLY HAVE 7200 SQUARE FEET BLOCKED OUT IN THE PLAN TODAY. UM AND SO I THINK AS A RESULT, IT WAS GOING TO BE SLIGHTLY OVER 26 UNITS. IT WAS GONNA BE LIKE
[01:30:02]
26.1. WHEN WHEN I ADDED THE UNIT COUNT UP, SO I WAS NOT SURE IF WE COULD DO A POINT OR IF YOU JUST HAD TO ROUND UP TO THE NEXT HOLE NUMBER SO NO. 26 WOULD BE PROBABLY COULD DROP A UNIT OFFICE SUIT TO BE TO MAKE THAT SO. IS THIS SITE PLAN? THE P D. IS THAT TIED CYCLING TIED TO THE PD? SO IT'S NOT SO YEAH. IT WOULD BE A WHOLE NUMBER. IT WORKS. SORRY, I THOUGHT YOU KNOW 26 TO 27 UNITS TO THE ACRE. QUITE HONESTLY, THE FEEL OF THAT DEVELOPMENT AT THAT EITHER ONE IS NOT GOING TO BE RECOGNIZABLE TO THE AVERAGE RESIDENTS. SO STAFFS NOT UNCOMFORTABLE WITH THE 27 UNITS TO THE ACRE. BUT IF THE COUNCIL IS MORE COMFORTABLE WITH 26 UNITS TO THE ACRE FOR ME, IT WAS JUST MORE OF A MAGIC THING. I HEARD 12 UNITS AND THEN THEN 24 WOULD BE VIOLENCE, BUT BUT I GET IT. 26 18. WHAT 26 18 , SO THE MOTION IS TO APPROVE IT WITH? OKAY APOLOGIES AND THE SO LET ME I WANT TO RECAP THE MOTION BASED ON WHAT I THINK I'VE HEARD. I APOLOGIZE BECAUSE WE'RE GOING ALL OVER THE PLACE. ONE WOULD BE TO REMOVE THE COMMERCIAL. AND INCREASE THE DENSITY TO 27 UNITS TO THE ACRE 26 THEN ALSO THAT INCLUSION FOR THE INCREASED HYPE FOR THE SCREENING WALL ON THE NORTH SIDE SIX FT. 8 FT. FROM 6 TO 8 FT. AND I APOLOGIZE. WE GET FOCUSED ON THAT DENSITY AND COMMERCIAL AND FORGOT ABOUT THAT. IF YOU WANT TO INCLUDE ALL I'LL MOVE THAT WE REMOVE THE COMMERCIAL. UM INCREASE THE DENSITY OF 27. UNITS PER ACRE AND INCREASE THE WALL BACK WALL FROM SIX FT TO EIGHT FT. I WILL. SECOND. PLEASE CAST YOUR VOTES. TO CONDUCT A PUBLIC HEARING THE ACT ON A REQUEST TO REZONE THE SUBJECT. PROPERTY FROM PD PLAN DEVELOPMENT DISTRICT HISTORIC PRESERVATION OVERLAY DISTRICT IN TRADITIONAL MCKINNEY NEIGHBORHOOD OVER THE DISTRICT PD PLAN DEVELOPMENT DISTRICT, HISTORIC PRESERVATION, OVERLY DISTRICT AND TRADITIONAL MCKINNEY NEIGHBORHOOD OVER THE DISTRICT GENERALLY TO ALLOW FOR SINGLE FAMILY RESIDENTIAL USES AND TO MODIFY THE DEVELOPMENT STANDARDS LOCATED IN SOUTHEAST CORNER OF COLLEGE STREET AND HOUSE STREET ACCOMPANY AN ORDINANCE. THANK YOU, MR MAYOR.AND THANK YOU FOR BEARING WITH US ON THAT MOTION. I APOLOGIZE FOR SOME OF THIS FALSE STARTS THERE. AS YOU READ. THIS IS A REQUEST TO REZONE THE SUBJECT. PROPERTY FROM P D TWO P D. IF THE LOCATION LOOKS FAMILIAR TO YOU, IT'S BECAUSE IT WAS RECENTLY IN FRONT OF THE COUNCIL FOR REZONING SEVERAL MONTHS AGO AS THE APPLICANT BEGAN LAYING OUT THE SITE FOR THEIR PROPOSED SINGLE FAMILY RESIDENTIAL DEVELOPMENT. THEY DID RECOGNIZE REALIZED THAT THEY NEEDED ONE MORE SLIGHT MODIFICATION TO THE STANDARDS SO WITH THE REZONING THAT WAS APPROVED A FEW MONTHS AGO, THIS PARTICULAR TRACK WAS FOLLOWING THE RS 60 LEGACY ZONING DISTRICT INCLUDED WITH THAT ZONE WITHIN THAT ZONING DISTRICT IS A 25 FT FRONT YARD SETBACK WITH NO ALLOWED ENCROACHMENTS. AND AGAIN THAT IS A LEGACY ZONING DISTRICT WITH THE REZONING REQUEST, IT DID NOT ASK TO MODIFY THAT FRONT YARD REQUIREMENT. HOWEVER THE APPLICANT IS REQUESTING NOW TO MODIFY THAT FRONT YARD REQUIREMENT TO BE MORE IN LINE WITH OUR MODERN ZONING DISTRICT FOR SINGLE FAMILY RESIDENTIAL. WITH THAT IT WOULD ADJUST THAT FRONT YARD REQUIREMENT FROM 25 FT WITH NO ENCROACHMENT. TO A 20 FT FRONT YARD SETBACK WITH A 10 FT. ALLOWED ENCROACHMENT FOR OPEN PORCHES. THIS WOULD NOT INCLUDE GARAGES OR ANY PART OF THE BUILDING FACADE. IT'S GOING TO BE YOUR FRONT PATIO YOUR FRONT PORCH AGAIN. THIS UH, THIS FRONT YARD AND ENCROACHMENT ALLOWANCE IS CONSISTENT WITH THE CITY'S CURRENT CODE FOR SINGLE FAMILY RESIDENTIAL. IT IS ALSO SOMETHING THAT'S BEING PROPOSED TO CARRY FORWARD WITHIN THE NEW CODE AS WELL. STAFF HAS REVIEWED THE REQUEST. AND ALTHOUGH THIS IS AN INFILL DEVELOPMENT, AND IT MAY NOT ALWAYS BE COMMISERATE WITH OUR CURRENT STANDARDS, WE DO FEEL THAT THIS LOCATION IS ON A LARGE ENOUGH TRACKED AND THE LAYOUT OF THIS PARTICULAR PROJECT IS SUCH THAT THESE FRONT YARDS ARE INTERNAL TO THE DEVELOPMENT. SO WE ARE COMFORTABLE WITH THE REQUEST. WE ARE RECOMMENDING APPROVAL, PLANNING AND ZONING COMMISSION ALSO CONSIDERED THE REQUEST AND IS RECOMMENDING APPROVAL. AND I'M HAPPY TO STAND FOR ANY QUESTIONS. QUESTIONS JENNIFER. IT SEEMED TO ME THAT I THINK LAST TIME IT CAME BEFORE US. IT WASN'T FOR A REASON, BUT WAS FOR A SPECIAL USE PERMIT OR SOMETHING LIKE THAT. SUCH THAT WE COULD ALLOW FOR THE BUILDING OF THE DETACHED GARAGES SO THEY DIDN'T HAVE TO KIND OF MAKE IT J HOOK INTO THE BACK OF THE HOUSE FOR A GARAGE. THAT IS CORRECT.
IT WAS STILL A REZONING, BUT YOUR MEMORY IS CORRECT THAT THE REZONING WAS NOT TO CHANGE DENSITY. IT WASN'T TO CHANGE THE USE. IT WAS TO MODIFY THOSE SETBACKS AND BUILDING
[01:35:02]
SEPARATIONS. IT STRIKES ME THAT THIS KIND OF GOES HAND IN HAND WITH THAT IN THAT YOU KNOW, THEY NEED ROOM TO MANEUVER BACK THERE FOR THOSE GARAGES. AND SO HENCE THE 20 FT SETBACK, AS OPPOSED TO 25 FT. GIVES THEM FIVE FT. MORE ROOM TO MANEUVER BACK THERE FOR WHAT WE ALREADY PREVIOUSLY PASSED. ABSOLUTELY. THANK YOU. YOU'RE WELCOME. ALL RIGHT. THANK YOU. I BELIEVE OUR APPLICANT.YEAH UNLESS YOU FEEL YOU WOULD LIKE TO ADD SOMETHING CERTAINLY DON'T NEED TO KNOW THAT THE MOTION FAILS. I'LL REGRET DOING UM. AND AS YOU READ, THE APPLICANT IS REQUESTING TO REZONE THE PROPERTY FROM C PLANNED CENTER, WHICH IS A COMMERCIAL ZONING TO L. I LIGHT INDUSTRIAL ZONING DISTRICT STAFF HAS REVIEWED THE REQUESTED AND QUITE HONESTLY, IT'S FAIRLY STRAIGHTFORWARD FOR US. THIS PARTICULAR TRACT IS OFF OF THE HIGHWAY FRONTAGE. IT IS IN AN AREA THAT IS ALREADY LARGELY DEVELOPING FOR INDUSTRIAL USES, AND IT ALSO ALIGNS WITH THE CITY'S COMPREHENSIVE PLAN FOR INDUSTRIAL USES ON THE TRACT. THE APPLICANT IS REQUESTING THE REZONE TO BETTER ALIGN SOME ACQUIRED PROPERTY FOR THEIR OVERALL DEVELOPMENT PLANS FOR LIGHT INDUSTRIAL USES. SO WE HAVE REVIEWED THE REQUEST. IT DOES ALIGN WITH THE COMPREHENSIVE PLAN. YOU 3 80 VILLAS. IT IS ONE THAT WAS BEFORE THE COUNCIL SEVERAL MONTHS AGO FOR SOME LOW INCOME HOUSE TAX CREDITS AND DURING THAT CONSIDERATION BY THE COUNCIL, THERE WAS DEFINITELY DISCUSSION ABOUT THE INCLUSION OF COMMERCIAL, WHICH WAS CURRENTLY A REQUIREMENTS OF THE BEEN ZONING. THE APPLICANT HAS PROPOSED TO REZONE THE SUBJECT PROPERTY SPECIFICALLY. I'M JUST GONNA WE'RE HERE SPECIFICALLY TO REMOVE THAT REQUIREMENT FOR COMMERCIAL USES THEIR ON TRACKED ONE. SO WITH THIS REQUEST, I DO WANT TO HIGHLIGHT THAT THE MEAT AND POTATOES OF THE ORIGINAL ZONING ON THIS PROPERTY FOR THE MULTI FAMILY USES IS REMAINING INTACT. THERE WAS ALSO A REQUIREMENT IN TRACKED ONE FOR SOME LIVE WORK UNITS THAT THEY ARE REQUESTING TO REMOVE, AND YOU'LL NOTICE A NEW TRACT THREE IN THIS ZONING EXHIBIT. THIS IS SOME PROPERTY THAT SPHINX HAS ACQUIRED OVER THE YEARS. IT'S CURRENTLY ZONED FOR LIGHT MANUFACTURING USES. THEY ARE SEEKING TO INCORPORATE THAT INTO THEIR OVERALL FOOTPRINTS. IN ORDER TO, UM ALLOW FOR ADDITIONAL MULTI FAMILY DEVELOPMENT. SO WITH THE REQUEST, I'M GONNA GET OVER HERE TO MY TEACHING. THOSE ARE THE MAIN ITEMS THAT ARE INCLUDED WITH THE REZONING. I WILL NOTE THAT WITH THE INCREASE WITH THAT TRACKED THREE AFRICAN IS ALSO ASKING FOR A MODEST INCREASE IN THE DENSITY ON THE PROPERTY, AND I APOLOGIZE. I DID NOT HAVE THAT CUED UP. UM, IN MY FOOTNOTES HERE. TO INCREASE THE OVERALL UNIT COUNTS FROM 220 UNITS TO 260 UNITS ON THE TRACK, SO THEY ARE REQUESTING THE ABILITY TO DEVELOP AN ADDITIONAL 40 UNITS ON THE OVERALL PROPERTY. ADDITIONAL 40 BE ON TRACK THREE IT WOULD BE ON FRACTIONATED SO MUCH A DENSITY THING IS THE EXPANSION IN MY MIND. IT IS AN EXPANSION. I WILL TELL YOU THAT WITH THE REQUEST, THEY ARE ASKING TO INCREASE THE DENSITY.CURRENTLY IT WAS CAPPED AT 17 UNITS TO THE ACRE. THEY WOULD ASK FOR AN INCREASE TO 18 UNITS TO THE ACRE IN ORDER TO ACCOMMODATE THOSE ADDITIONAL AND THEN THE TRACK THREE THAT STILL IS ALONG THE SAME LINES AS WHAT THE OTHER TWO TRACKS WERE. THAT IS TAX CREDIT PROPERTIES. THIS ISN'T SOME OTHER KIND OF MARKET RIGHT PROPERTY. THIS IS AN EXPANSION OF THE EXISTING APPLICATION. ABSOLUTELY. YES. SO STAFF HAS REVIEWED THE REQUEST, GIVEN THE CURRENT ZONING ON THE PROPERTY AND THE SUPPORT FOR THE TDH TO TAX CREDITS HERE. THE INTRODUCTION OF AFFORDABLE UNITS ON THIS AREA AND THIS AREA OF MCKINNEY, WE ARE RECOMMENDING APPROVAL, PLANNING AND ZONING COMMISSION ALSO CONSIDERED THE ITEM AND IS RECOMMENDING APPROVAL, AND I'M HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS FOR JENNIFER. LAST ONE IS JUST SEEMS LIKE THE INGRESS EGRESS INTO THAT TRACK THREE IS TERRIBLE UNLESS WE DO KIND OF ALLOW THIS. YES AND QUITE ONE OF THE THINGS THAT WAS DISCUSSED AT PLANNING AND ZONING COMMISSION IS ACTUALLY MOVING INDUSTRIAL USES FURTHER AWAY FROM RESIDENTIAL SO BY ALLOWING THIS TO DEVELOP FOR MULTI FAMILY, YOU ARE SORT OF HELPING THOSE NEIGHBORS OUT WITH THE OTHERWISE INDUSTRIAL USES. THANK YOU.
JENNIFER AND THE ORIGINAL SITE PLAN THEY HAD I THINK THEY HAD INTENDED TO USE TRACK THREE. BUT NOT WITH ANY HOUSING, BUT IT HAD SOME OF THE PARKING AND SOME OF THE ACCESS, ALTHOUGH THROUGH THERE WAS PART OF THE OVERALL SITE PLANS JUST DIDN'T HAVE ANY HOUSING ON THAT'S CORRECT. FOR THE AREA IN THE ALL RIGHT HAND SECTION. THAT'S ALL TREES. WHAT'S THAT ZONE DOES RIGHT NOW . THIS YEAR ALL OF THAT TREES TO THE RIGHT OF THAT? LET ME PULL UP A LITTLE MAP REAL QUICK. SO I COULD HAVE DONE THAT. NO THAT'S OKAY. THAT'S KIND OF RIGHT HERE SEVEN YEARS IN SCHOOL TO LEARN HOW TO DO THAT. THERE'S A NUMBER OF RESIDENTIAL LOTS IN THERE, BUT THERE'S NO ACCESS TO MANY OF THEM THERE. AND THAT IS ALL IT LOOKS TO BE. I GOTTA WORRY AT MY SCREEN HERE CORRECTLY. A LOT OF THAT. IT'S A MIX BETWEEN OUR G 18 AND POTENTIALLY SOME ML LIGHT MANUFACTURING. ACTUALLY, THAT IS ALL M L LIGHT MANUFACTURING ZONING IN THAT TREAT AREA. ALL OF IT DOES. IT'S COMPLETELY SURROUNDED NOW BY RESIDENTIAL CORRECT IT IS. AND MY QUESTION AND COMMENT WAS JUST GEARED FORWARD. WHAT ARE WE DOING TO THAT PIECE OF PROPERTY AS FAR AS MARKETABILITY WITH WHAT WE'RE DOING AROUND IT? I DON'T KNOW THAT YOU CAN ANSWER THAT. QUESTIONS FOR JENNIFER. NOT JUST
[01:45:01]
DOES THE APPLICANT YEAH. YES, SIR. JOSEPH ACCOMMODATIVE 7635 TUNNEL CREST DRIVE. THANK YOU, MR MAYOR AND CITY COUNCIL PERSON. THIS IS THE SAME, BUT DEVELOPMENT HAS BEEN WORKING ON FOR TRIED IT LAST FOR FIVE YEARS. UM COMING TOGETHER. AND. I WANT TO TAKE EVERYBODY REALLY THE COOPERATION THAT WE HAVE ARE RECEIVED IN TERMS OF TRYING TO MAKE THIS WORK HAS BEEN REALLY LONG COMING. AND. THE ATTEMPT TH TO FIRST OF ALL ADDRESS THE REQUEST TO REMOVE THAT 12,000 SQUARE FOOT RETAIL IN FRONT. THAT'S WHAT ACTUALLY TRIGGERED. IT'S ONLY CHANGE REQUEST THAT WE ARE DOING NOW. THIS TRACK, CHERIE, WE ACQUIRED THAT OR ALMOST SHORTLY AFTER WE REZONED THIS SITE INITIALLY. AND IT'S REALLY HAD ALREADY BEEN DONE. SO THIS GIVES US THE OPPORTUNITY TO BASICALLY ASSEMBLE THE WHOLE THING AND MAKE IT MEANINGFUL, BUT I JUST STICKING OUT THERE.UM, WHAT WE ENDED UP DOING PRIOR TO THAT WAS REALLY A WHOLE BUNCH OF BUT YOU KNOW, OPEN GRASS WITH A LITTLE BIT OF PARKING AND WE JUST HAVE TO JUST KEEP PERMANENTLY MEANT MONDAY IT ANDS ALLOWS US TO MAKE YOU THINK CLEAN DEVELOPMENT WITH ALSO GIVE SOME OF THE OPPORTUNITY TO ADD ADDITIONAL WORKFORCE HOUSING UNIT THAT'S ACTUALLY NEED IT RIGHT NOW. AND OUR EMPLOYEES TO JUST WALK WITH US ON THIS ONE, AS YOU HAVE DONE. QUESTIONS FOR THE APPLICANT. SUPPRESSING THE IT'S. AT THE END OF THE DAY. WE'RE INCREASING 40 UNITS. THANK YOU.
PARTICIPATE PUBLIC HEARING MR ANYONE THAT WOULD LIKE TO SPEAK TO THIS ITEM? SEEING NONE ENTERTAIN A MOTION MAKE A MOTION THAT WOULD CLOSE THE PUBLIC HEARING AND IMPROVE THIS ITEM.

REZONE SUBJECT PROPERTY FROM AGRICULTURAL DISTRICT. TO LIGHT INDUSTRIAL DISTRICT LOCATED APPROXIMATELY 700 FT. SOUTH OF HARRY MCKILLOP BOULEVARD ON THE WEST SIDE OF THE AIRPORT DRIVE REQUESTS TO BE TABLED. THAT IS CORRECT. MR. MAYOR STAFF IS REQUESTING A TABLE. THIS ITEM THERE WAS A NOTICING ERROR. UM AND SO WE WILL NEED TO RE NOTICE THIS ITEM BEFORE APPEARS BEFORE YOU AGAIN. MOTION TO CONTINUE THE ITEM. HOW WOULD YOU LIKE US TO TABLE IT INDEFINITELY WILL NEED TO RE NOTICE IT. SO IT'S FINE MOTION THAT WE TABLE THIS ITEM INDEFINITELY. SECOND THAT MOTION. HIS CASH FOR VOTES. HER LAST ITEM OF THE EVENING. ACT ON AND ADOPTION OF RESOLUTION DETERMINING A PUBLIC NECESSITY TO ACQUIRE PROPERTY RIGHTS FOR PUBLIC USE BY EMINENT DOMAIN FOR WATERLINE AND TEMPORARY CONSTRUCTIONISM. IT'S ASSOCIATED WITH FM, 5 46 AND AIRPORT BOULEVARD AND WATERLINE PROJECT WITH PROPERTIES LOCATED NEAR THE SOUTHWEST CORNER OF HARRY MCCULLOUGH, BOULEVARD FM, 5 46 AND AIRPORT BOULEVARD AND AUTHORIZING THE CITY MEASURE. TO ESTABLISH PROCEDURES FOR ACQUIRING THE EASEMENTS ON SAID PROPERTY AND TAKE OH, THAT'S NOT NOW. OKAY, SO SOME OF MY PAGES BACKWARDS, SO THAT'S NOT OUR[01:50:02]
LAST ITEM THAT WAS GOING TO BE A VERY SENTENCE WHEN HE WAS LITTLE TAKE OFF MY WENT FROM THERE AND TAKE ALL THAT. WAS IT GOODNIGHT STEPS NECESSARY TO ACQUIRE THE NEEDED PROPERTY RIGHTS IN COMPLIANCE WITH ALL APPLICABLE LAWS AND RESOLUTIONS. OKAY THANK YOU. MAYOR COUNCIL. GARY GRAHAM , DIRECTOR OF ENGINEERING. SO THE WE HAVE THREE ITEMS WERE COMING OUT THIS ONE AND TWO FOLLOWING ARE IMMINENT DOMAIN ITEMS AND I JUST WANT TO WHEN THESE ITEMS COME UP, I WANT TO REITERATE OUR STANCE ON EMINENT DOMAIN. WE DO NOT LIKE TO GO TO INTERNET MAY WE WORKED VERY DILIGENTLY WITH THE APPLICANT OR THE PROPERTY OWNERS THAT WE HAVE A NECESSITY TO TAKE PROPERTY FROM OR REQUIRE PROPERTY FROM WERE VERY DEALINGS RELATED TO DO THAT IN A MANNER AND WITHOUT IMAGES AND DOMAIN. WE GO OUT AND WE OBTAINING. APPRAISAL OF THE PROPERTY TO ESTABLISH FAIR MARKET VALUE. WE MAKE AN OFFER TO THE PROPERTY OWNER, THEY HAVE THE OPPORTUNITY TO COUNTER WITH A DIFFERENT APPRAISAL. SOMETIMES THEY DON'T EVEN RESPOND TO OUR OFFERS. WE FOLLOW THE PROCEDURES WILL GIVE THEM APPROPRIATE TIME TO RESPOND IF THEY DON'T RESPOND, OR WE CANNOT COME TO AGREEMENT, BASED ON THEIR OFFER WILL MAKE A FINAL OFFER. AND IF WE CANNOT STILL COME TO AGREEMENT, THAT'S WHEN WE COME TO YOU FOR EMINENT DOMAIN AS A LAST RESORT. EVEN WHEN WE COME TO YOU WITH EMINENT DOMAIN AUTHORITY ON ANY DOMAIN DOES NOT MEAN WE WILL ACTUALLY FILE FOR EMINENT DOMAIN. WE WILL USE THAT AS ANOTHER LEVERAGE TOOL TO GO BACK TO THE PROPERTY OWNER AND SAY, HEY, WORK WITH US ON THIS AND, YOU KNOW, TRY TO CUT KIND OF MUTUAL AGREEMENT BEFORE WE GO TO A SPECIAL COMMISSIONERS COURT. IF THE LAST RESORT WE DO GO TO EMINENT DOMAIN, WE TAKE THIS TO A GROUP OF SPECIAL COMMISSIONERS APPOINTED BY THE COLLIN COUNTY COMMISSIONERS TO OVERSEE THE PROCEEDINGS OF WHAT WE FEEL IS THE FAIR MARKET VALUE AND WHAT THEY FEEL IS THE FAIR MARKET VALUE. THEY WILL ULTIMATELY DETERMINE WHAT THAT THAT VALUE IS THAT IS PAID TO THE APPLICANT TO THE PROPERTY OWNER FOR US ACQUIRING THAT PROPERTY OR THAT EASEMENT. THIS PARTICULAR PROJECT IS FOR A WATER LINE. 24 INCH WATERLINE ALONG HARRY MCKILLOP ALSO TURNS UP AIRPORT AND WILL SUPPLY WATER IS THE SECOND SOURCE FOR THE FUTURE DEVELOPMENT THAT'S HAPPENING OUT IN THIS AREA. WITH ALL THE DIFFERENT PROJECTS ARE LOOKING TO GO EAST OF THE AIRPORT. UM THIS PARTICULAR ITEM IS NOT NECESSARILY ONE OF PROPERTY OWNERS NOT WORKING WITH THIS. THERE IS A DISPUTE ON WHO OWNS THE PROPERTY. WE CAME TO YOU BACK WHEN WE DID THE ORIGINAL, UH WORK ON AIRPORT DRIVE TO EXTEND THAT PROJECT FROM HARRY MCKILLOP NORTH. WE HAD TO DO THE SAME PROCESS WITH THIS PARTICULAR PROPERTY OWNER WHEN TEXT CAME THROUGH AND ACQUIRED HERE. MCKILLOP THEY SPLIT THE PROPERTY INTO IS THIS PROPERTY NOW HAS ENDED UP IN A KIND OF A LEGAL BATTLE STILL ONGOING AND SO FOR EASE OF NEGOTIATIONS WITH THIS PROPERTY OWNER, IT'S EASIER FOR US TO GO TO EMINENT DOMAIN ESTABLISHED THAT FAIR MARKET VALUE AND THEN LET THE COURTS DECIDE WHO GETS THE MONEY IN THE END, BUT WE HAVE THE MONEY DECIDED, AND WE CAN MOVE FORWARD WITH OUR PROJECT. SO WITH THAT, I'M STAND FOR ANY QUESTIONS. I JUST WANT TO SAY I APPRECIATE YOU GIVING THE EXPLANATION OF EMINENT DOMAIN AND THE PROCEDURES INVOLVED IN IT BECAUSE I THINK EVERY TIME WE USE THE TERM EMINENT DOMAIN, PEOPLE THINK THAT WE'RE JUST TAKING LAND FROM PEOPLE WITHOUT COMPENSATION. THANK YOU FOR THE EXPLANATION THAT PEOPLE ARE ACTUALLY PAID FAIR MARKET VALUE FOR THEIR PROPERTY. I READ THE MOTION. IS THERE A PUBLIC AREA? IT'S NOT. OKAY CALL AFTER THE MOTION, A MOVE THAT CITY IN MCKINNEY, TEXAS CITY COUNCIL APPROVED THIS ITEM HAS WRITTEN AND ADOPT THE RESOLUTION DESCRIBED IN THIS AGENDA ITEM AND AUTHORIZED THE USE OF THE POWER OF EMINENT DOMAIN TO ACQUIRE FOR PUBLIC USE ALL NECESSARY PROPERTY INTERESTS FROM MO AND ASSOCIATES LLC, ALSO KNOWN AS MOHAN ASSOCIATES LLC AND MAGIC PARTNERS LLC, JIMMY ARE MONTGOMERY AND SUSAN KAY MONTGOMERY AS THEIR INTERESTS MAY APPEAR. YOU'RE GOING TO STAY THERE BECAUSE WE HAVE ITEM 2 TO 064 TO CONSIDER AND ACT ON ADOPTION OF THE RESOLUTION DETERMINING PUBLIC NECESSITY TO ACQUIRE PROPERTY HAS BEEN RIGHTS REPUBLIC. THANK YOU, MAYOR. GARY GRAHAM, DIRECTOR OF ENGINEERING, UM THE NEXT TWO ITEMS ARE ACTUALLY FOR THE SAME PROPERTY. WE HAVE TWO SEPARATE PROJECTS THAT ARE TRANSVERSE IN THIS PROPERTY. UM, AND THE REASON WE'RE KEEPING THEM AS SEPARATE ITEMS IS BECAUSE THERE'S TWO SEPARATE BUCKETS OF MONEY PAYING FOR THIS AND WE DO NOT WANT TO. AH, CONFUSED WITH THE COMMISSIONER'S COURT. THE TOTAL VALUE. WE WANT THEM ASSESSED INDEPENDENTLY, SO THE FIRST ITEM HERE IS THE SANDERS WHO WERE IS THE EASEMENT AND GREEN AND THE TEMPORARY CONSTRUCTION EASEMENT AND RED ASSOCIATED WITH EAST WEST ACROSS THIS PROPERTY. THIS IS FOR A 50 TO 54 INCH SEWER LINE. PRETTY BIG LINE THAT HELPS RELIEVE THE SEWER LINE THAT'S ALREADY RUNNING UP TO THE NORTHWEST SECTOR. THIS ADDS ADDITIONAL CAPACITY FOR THE ADDITIONAL DEVELOPMENTS HAPPENING UP THERE . HONEY CREEK PRESERVE AND UPS NORTH UP THE AREAS NORTH OF WEST . SO THIS IS A MUCH MEDIA PROJECT, TOO. PUT THE INFRASTRUCTURE IN PLACE TO ALLOW FOR THAT FUTURE DEVELOPMENT IN THE AND THE HONEY CREEK SEWER BASIN. SO WITH THAT I WILL STAND FOR ANY QUESTIONS. PRESENTATION OF COURSE, WILL ALSO APPLY TO THE NEXT ITEM ONCE WE GET TO IT . YES, SIR. TEMPORARY CONSTRUCTION EASEMENT QUESTION.IT'S MOTIVATED MORE OUT OF CURIOSITY, BUT THE TEMPORARY CONSTRUCTION EASEMENT DOES IT GO AWAY UPON THE TERMINATION OF THE CONSTRUCTION PROJECT? AND THE PERMANENT EASEMENT REMAINS THEREAFTER. THAT IS CORRECT, SIR. I'M SORRY I DID NOT POINT OR CONSTRUCTION EASEMENT TEMPORARY CONSTRUCTION. EASTMAN SHOULD BE A FRACTION OF THE COST. YES, SIR. WHY DOES THAT THING HOW WIDE IS THE EASTMAN? I DO NOT TEMPORARIES. TEMPORARIES MINT. UM. LET ME DOUBLE CHECK.
YOU DON'T HAVE TO FIND IT FOR ME IN FRONT OF THE ENTIRE COUNSELOR. IT'S ROUGHLY 15 TO 20 FT. USUALLY IN THAT RANGE. THANK YOU. AND THAT WAS MORE CURIOSITY APOLOGIZE TO THE COUNCIL MEMBERS. EASEMENT IS THE BLUE WATER LINE EASEMENTS. IT'S A ACTUALLY A PROJECT THAT'S BEING CONSTRUCTED AND THIS WAS DESIGNING IT WILL BE CONSTRUCTED BY TURNING FALLS THE DEVELOPMENT. THIS IS THEIR SECOND SOURCE OF WATER THAT IS COMING DOWN FROM TRINITY FALLS. TO OUR RED BALL PUMP STATION. UM THE BELIEVE IT'S A 36 INCH LINE. THIS IS BEING CONSTRUCTED AGAIN. THE TEMPORARY CONSTRUCTION EASEMENT WILL GO AWAY AFTERWARDS . WE ARE ACTING ON BEHALF OF THE TRAINING FALLS GROUP TO INVOKE HIM IN A DOMAIN. IT WAS AN ITEM THAT WAS INCLUDED IN OUR DEVELOPMENT AGREEMENT WITH THEM THAT WE IF THEY COULD NOT OBTAIN THE EASEMENTS. WE WOULD DO THAT SO I ASKED IT HAPPY. TAKE ANY QUESTIONS? QUESTIONS. PLEASE. GIVEN SHORTER THEY ARE WE'RE GOING TO LENGTHEN IT, THOUGH. I MOVE THAT WE APPROVE THIS ITEM IS WRITTEN AND AUTHORIZED THE USE OF THE POWER OF EMINENT DOMAIN LITTLE CHOIR ALL NECESSARY. CONSTRUCT PARKING SPACES ON THE EAST SIDE OF THE PROSPEROUS T EARLY CHILDHOOD LEARNING CENTER THAT ENCOURAGE PROCESS SHARED BOUNDARY WITH CITY OF MCKINNEY PARKLAND, WHICH PARKING SPACES MAY BE USED JOINTLY BETWEEN THE EARLY CHILDHOOD CENTER IN THE CITY, PARKLAND OUTSIDE OF SCHOOL HOURS AND THE COMPANY ORDINANCE AND RECIPROCAL PARKING AGREEMENT. YOU ARE NOT MAJKOWSKI WHILE I AM NOT WAS OUT THERE AND I WAS WONDERING FOR HIM TONIGHT. JENNY BAKER PARKS AND RECREATION. WITH THIS ITEM THE PARKS DEPARTMENT IS REQUESTING TO ALLOW PROSPER SD TWOS AND APPROXIMATELY 10 FT. WIDE STRIP OF LAND LOCATED WITHIN A FUTURE NEIGHBORHOOD PARK FOR THE CONSTRUCTION OF PARKING SPACES ALONG AND ACROSS A SHARED PROPERTY LINE. OF THE FUTURE NEIGHBORHOOD PARK AND THE PROSPER I SD TRACKED AND SO FOR YOUR BENEFIT. THIS IS THE GENERAL LOCATION OF THE TWO TRACKS EAST OF INDEPENDENCE IN NORTH OF VIRGINIA. ZOOMING IN A BIT. UM THIS IS WITHIN THE HIGHLANDS OF WESTRIDGE FACE FOUR. YOU GET THE PARK TRACKED ON THE RIGHT. PSD TRACKED ON THE LEFT. BOTH ARE APPROXIMATELY 10 ACRES IN SIZE. THE LOCATION OF THE PROPOSED PARKING SPACES IS GENERALLY, UM IN THE RED BOX BETWEEN THE TWO PROPERTIES. AND THE CITY AND THE SCHOOL DISTRICT , UM, PROSPER FOR SCO. MCKINNEY MAINTAINED AN ONGOING MUTUAL MUTUAL BENEFIT OF SHARING PARKING SPACES BETWEEN OUR ELEMENTARY SITES AND OUR NEIGHBORHOOD PARKS, AND TYPICALLY, THE PARKING IS LOCATED UPON THE SCHOOL SITE BUILT BY THE SCHOOL. ALLOWS THE PARKS TO USE THE PARKING IN THIS CASE, HOWEVER, THE SCHOOL DISTRICT WAS SHORT ABOUT 10 FT ALONG THEIR WESTERN PROPERTY LINE. AND SO THIS AGREEMENT WOULD ALLOW THEM TO ENCROACH UPON THE FUTURE PARK TRACKED BY ABOUT 10 SPACES BY ABOUT 10 FT TO ALLOW THE CONSTRUCTION OF 27 PARKING SPACES. PARKING SPACES WOULD ALSO BE USED BY THE PARK PATRONS. AND I'M HAPPY TO ANSWER ANY QUESTIONS. JENNY, IS THIS A SITUATION WHERE WE ARE GRANTING THE LAND AND THEY'RE GOING TO GOING TO PUT THE COST OF ALL THE CONSTRUCTION. IT'S STILL GOING TO BE OUR LAND. BUT YES, THEY WILL BE BUILDING THE PARKING SPACES AND CONTRIBUTING TO THE COST OF THE CONSTRUCTION. RIGHT. OKAY BUT WE'RE NOT. WE'RE NOT GRANTING THE LAND. WE'RE JUST KIND OF ALLOWING THEM TO USE IT. YES SO IT'S A PRETTY GOOD DEAL FOR THE MCKINNEY TAXPAYER BECAUSE WE'D BE HAVING TO PAY FOR PARKING ANYWAY. THE PARK AT SOME POINT AND TYPICALLY, UM, WITH OUR NEIGHBORHOOD PARKS, WE SHARE PARKING SPACES WITH THE SCHOOL DISTRICT. SO IT'S A IT'S A MUTUAL BENEFIT. ABSOLUTELY THANKS. THANKS FOR STAYING WITH US TONIGHT. THE QUESTIONS.THERE'S A PUBLIC HEARING IF THERE'S ANYONE THAT LIKE TO SPEAK TO THIS ITEM. SEEN NONE.

ON THE AGENDA DO NOT SHOW ANYONE HAS SIGNED UP. COUNCIL AND MANAGER COMMENTS. COUNCILMAN[02:05:04]
BELLA START ON YOUR END TONIGHT. THAT'S RIGHT. SURE UM, JUST KIND OF RECAPPING SOME THINGS THAT HAS HAPPENED SINCE THE LAST TIME WE MET, UM WE ALL GOT TO VISIT THE TOPS. BREWERY CONSTRUCTION SITE IN LATE JUNE. WHICH WAS KIND OF EXCITING TO LOOK AT THEIR DOING GREAT THINGS, AND IT WAS FUN. SENIOR LAW COME TOGETHER, SO IF YOU ARE ON EAST LOUISIANA STREET. GO BY AND KIND OF WATCH HOW THEY PEELING APART THE OLD GRAIN SILOS TO CREATE AN ENVELOPE AND THEN PUT THEM BACK TOGETHER. AND MAINTAIN THE OLD LOOK OF THAT AREA, BUT WITH AIR CONDITIONING, AND SO IT WAS FUN TO SEE SEE THEIR PROGRESS AND ALL THEIR PLANS, AND SO UM, FOURTH OF JULY PARADE WAS GREAT . ANDREW JONES DID A GOOD JOB TRYING TO FILL AMY ROSENTHAL SHOES AT HIS FIRST EVENT.UNFORTUNATELY, FIREWORKS HAD TO BE CUT SHORT BECAUSE OF WEATHER, BUT ALWAYS A GOOD JOB BY CITY STAFF IN THE PARKS DEPARTMENT IN MAIN STREET ON OUR PROGRAMMING AND EVENTS. UM ON JULY 9TH, THE KANSAS CITY CHIEFS RUNNING BACK AND SUPER BOWL CHAMPION RONALD JONES, THE 2ND AND 80 Y L PUT ON THEIR FIFTH ANNUAL FOOTBALL CAMP FOR KIDS IN OUR COMMUNITY. IT'S A FREE EVENT THAT THEY PUT ON AND IT WAS BOOKED PRETTY QUICKLY BEFORE I COULD GET ANY INFORMATION OUT TO KIDS. THEY HAD IT ALL BOOKED UP. AND SO, UH , CONGRATULATIONS TO THEM AND THANK YOU TO THEM FOR ALL THEY'VE DONE IN OUR COMMUNITY. UM KIDS ARE ALWAYS EXCITED TO SEE RONALD THERE, AND NO DOCTOR FELT THIS WAS OUT THERE AND MAYOR CAME OUT LAST YEAR TO IT, AND IT'S ALWAYS A GREAT EVENT.
UM JULY 12TH. WE HAD A PUBLIC MEETING ON THE DECK PARK AND THEY ESTIMATED WE HAD 100 AND 2200 AND 50 PEOPLE COME OUT, WHICH I THINK IS A GREAT RESPONSE. THERE'S AN ONLINE SURVEY, BUT THAT'S THE TYPE OF ENGAGEMENT I FEEL LIKE WE NEED ON ISSUES TO GET CITIZEN FEEDBACK AND GREAT JOB BY THE ENGINEERING STAFF AND PUTTING THAT ON UM MOST NIGHTS YOU CAN FIND MY WIFE AND I SITTING AT THE CORNER OF MAIN STREET AND VIRGINIA. WATCHING BEETHOVEN.
HELTON PAINT THE SILOS. I THINK WE'RE OUT THERE JUST ABOUT EVERY NIGHT LAST NIGHT. AH, I SAT THERE AND THERE WERE SEVEN OTHER CARS WATCHING. WITH US AND IT IS JUST IT'S FUN TO SEE IT TO SEE IT. PROGRESS. IT IS AMAZING. AND IF YOU HAVE NOT BEEN BY THERE, YOU SHOULD GO BY THERE RIGHT NOW WOULD BE A GREAT TIME IF YOU'RE LEAVING COUNCIL. UM. AND THEN LASTLY ON JULY 2ND RUTH FRANCIS MAC NORRIS WAS LAID TO REST. MISS MISS NORRIS WAS A 91 YEAR OLD CITIZEN, LIFELONG CITIZEN OF MCKINNEY. SHE WAS THE YOUNGEST OF 10. THAT WAS BORN IN THE ROCK WALL COMMUNITY OF EAST MCKINNEY.
SHE WAS THE VALEDICTORIAN OF DODI HIGH SCHOOL IN 1947. HER AND HER HUSBAND WERE MARRIED FOR 60 YEARS AND SERVED AT THE THROCKMORTON CHURCH OF CHRIST TOGETHER FOR OVER 50 YEARS. AND MAYOR FULLER. I THINK YOU'VE GOT TO CELEBRATE HER 90TH BIRTHDAY LAST YEAR, TWO YEARS. I GUESS IT WAS TWO YEARS AGO. BECAUSE SHE WOULD HAVE BEEN 92 AT THIS POINT. BUT FOR THIS MONTH SO JUST THAT'S MY COMMENTS. I JUST WANTED TO BRING UP A CONCERN. UM BACK WHEN FREDERICK FRAZIER WAS ON THE COUNCIL, HE MENTIONED THIS ONE OF THE MEETINGS ABOUT THE TRASH THAT'S ALONG THE HIGHWAYS AND ALONG THE THOROUGHFARES. AH IT HASN'T CHANGED A WHOLE LOT EVERY TIME I DROP TO WORK EVERY DAY I DRIVE DOWN 75 3 80. THERE'S JUST TRASH EVERYWHERE. I'D LIKE TO ENCOURAGE PEOPLE YOU KNOW, TO PICK UP THEIR TRASH IF THEY SEE TRASH, PICK IT UP, THROW IT AWAY. I DON'T KNOW WHAT WE NEED TO DO WITH TEXT DOT THEY FINALLY CAME IN MODE, BUT THE MOWING, OF COURSE, SPREAD THE TRASH OUT ALL OVER THE OTHER PARCELS. SO. MAYBE WE NEED TO REACH OUT TO TEXT AND SEE IF WE CAN FIND OUT WHO YOU'RE SUPPOSED TO TAKE CARE OF THAT. THAT'S HOW I AM. IT'S 8 20 IN MCKINNEY, TEXAS, HIRING 101 DEGREES UM. MINUS LITTLE PIZZA TONIGHT. UM THE NORTH TEXAS WATER DISTRICT, WHICH SERVES US AS FOUR WASTEWATER TREATMENT PLANTS. WELL ONE OF THEM WENT OFF LINE THE OTHER DAY . UM BECAUSE OF THE EXTREME HEAT AND UNPRECEDENTED HIGH DEMANDS.
NOW THAT'S BACK UP TO 50% CAPACITY, BUT WHAT THEY'RE ASKING US TO DO IS TO CONSERVE WATER BY NOT WATERING OUR LAWN FOR THE NEXT, SAY, 48 HOURS UNTIL THEY'RE BACK UP 100. THEY
[02:10:01]
DO WANT TO MENTION THAT THE WATER IS VERY SAFE TO DRINK, AND THERE'S ENOUGH FOR HOUSEHOLD USES. THIS IS JUST OUTDOOR WATERING. ONLY THEY'RE ASKING US TO HOLD OFF ON MR BEAR. THAT'S ALL I HAD. I HAVE A LOT. TO APOLOGIZE TO KENDALL BREWER. I'VE FAILED TO MENTION HIS NAME AT OUR LAST MEETING. HERE'S THE NEW HEAD COACH MCKINNEY NORTH HIGH SCHOOL, THEIR FOOTBALL PROGRAM. I DID NOT MENTION HIM BY NAME. AH SAD NEWS RELATED TO ALL OF THE. PRODUCT DELAYS AND SUPPLY CHAIN ISSUES THAT DAVE CAMPBELL'S TEXAS HIGH SCHOOL FOOTBALL HAS NOT COME OUT THE FIRST WEEK OF JUNE AND WILL NOT BE OUT UNTIL THE END OF AUGUST BECAUSE OF PAPER SUPPLIES. SO THOSE OF YOU WHO ARE HAVING PROBLEMS SCHEDULING YOUR FALL. UH JOIN YOU IN THOSE CONCERNS, BUT THE END OF AUGUST DAVE CAMPBELL'S TEXAS FOOTBALL WILL BE OUT IN YOUR QUILLS WILL BE QUASHED AT THAT POINT IN TIME. THANK YOU, MR MAYOR. I THINK JUSTIN COVERED JUST ABOUT EVERY ANNOUNCEMENT THAT I HAVE, BUT SO BUT DEFINITELY WANT TO SAY THANK YOU TO A Y L FOR PUTTING ON ANOTHER GREAT EVENT THIS YEAR AND THANK YOU TO CITY STAFF, RED, RED, WHITE AND BOOM CELEBRATION IS ALWAYS SO MUCH FUN, AND THEY DO SUCH A GREAT JOB. SO IT WAS A NICE, SEAMLESS TRANSITION AND WILL STILL BE MISSING AMY A LOT, BUT ALSO UM. I WANTED TO JUST THANK ALL OF THE FOLKS THAT CAME OUT EARLIER TODAY FROM THE HISTORIC COMMUNITY, OR THE H P A. B AND SEVERAL OF THE BOARD MEMBERS WERE HERE TODAY, AND I KNOW THAT IT WAS A TOUGH CONVERSATION FOR US TO HAVE, BUT I JUST WANT TO SAY TO THE COMMUNITY THANK YOU FOR SHOWING UP AND EXPRESSING YOUR CONCERNS. WE APPRECIATE YOU ALL. THE ONLY THING I HAD IS, UM TO, UM, CONGRATULATE THE CITY ON ANOTHER WELL DONE PARADE. I THINK IT TO ME. IT JUST GETS BIGGER AND BIGGER. I THINK IT'S A VERY IMPRESSIVE OF, UH, I MEAN , IT IS THE HOME AMERICA HOMETOWN. I MEAN, IT'S A FUN FUNDED, PARTICIPATE. WE APPRECIATE ALL THE CITY SERVICES IN THE CITY EMPLOYEES THAT WORK OVERTIME AND EXTRA TIPS. TO PUT THAT TOGETHER, AND SO I HAVE ALWAYS BEEN GRATEFUL FOR THAT.IT WAS GREAT TO HAVE AMY IN THE PARADE FOR THE FIRST TIME. TYPICALLY, SHE'S RUNNING AROUND CRAZY, UM, DOING HER THING. UM BUT WE WILL. SHE WILL BE MISSED. AND BUT THAT'S ALL I HAVE.
RIGHT? HMM. HMM. THE ONLY THING I WAS GOING TO ADD, WAS ALREADY TALKED ABOUT BY COUNCILMAN BELLER, THE WORKSHOP WE HAD LAST WEEK WHICH WE WERE I WAS NOT ABLE TO ATTEND. I WAS IN WASHINGTON WITH THE MAYOR AND SOME OTHER STAFF, BUT I UNDERSTAND IT WAS WELL ATTENDED.
WENT OVER VERY WELL. THE SURVEY IS STILL OPEN. NOT TOO LATE TO WEIGH IN. YOU CAN GO TO OUR WEBSITE, MCKINNEY TEXAS .ORG AND FIND THAT SURVEY AND WEIGH IN ON THE PEDESTRIAN CONNECTION OPTIONS FOR THE EAST SIDE, AND THAT'S ALL I HAVE, SIR. RIGHT, UM I JUST LAST WEEK I GOT BACK FROM WASHINGTON D. C WITH CITY MANAGER AND STAFF AND, UH ENRICH LITTLE EVERYONE APPEAR HAS MET WHO WORKS FOR US VERY DILIGENTLY AND IN D C. MET WITH SENATOR CRUZ MET WITH SENATOR CORNYN'S OFFICE. CONGRESSMAN TAYLOR DETERMINANT, TRANSPORTATION, FAA AND ANTI A AND A LOT OF TREMENDOUS SUPPORT. UM, IN DC FOR PROJECTS THAT WE HAVE HERE IN OUR COMMUNITY, SO IT'S VERY EXCITING. THIS MEETING STARTED OUT CELEBRATING LIVE, HARVEY. UE ACCOMPLISHED 16 YEAR OLD WINNING THE WOMEN'S CHAMPIONSHIP AT WIMBLEDON YOUNG WOMEN'S CHAMPIONSHIP IN ONE BUTTON, AND THEN WE HEARD FROM ROBIN, WHO IS A YOUNG WOMAN OF COLOR HERE IN THE COMMUNITY THAT HAD RACIAL SLURS THROWN AT HER. WHICH IS WHAT A WHAT A OPPOSITE ENDS OF YOU KNOW, SPECTRUM OF THINGS THAT MCKINNEY I MEAN, CELEBRATING SOMEONE. SO WELL AND THEN BEING SO DISRESPECTFUL WAS REALLY THAT CONTRAST WAS. STARK IN THE VERY SAD AND AGAIN I WANT TO APOLOGIZE TO ROBIN FOR THE FACT THAT SHE WOULD HAVE HAD HEAR THAT GO THROUGH THAT IN THIS COMMUNITY THAT IS NOT REPRESENT WHO WE ARE. UM, WITH THAT. MY WIFE JUST TEXT ME FOR ME TO SAY SOMETHING. DONUTS WITH SUPERHEROES. SATURDAY AUGUST 6TH AT FIRE STATION NUMBER FIVE SO FAR, STATION NUMBER FIVE ACROSS FROM THE ADRIATIC TO THERE IS DONUTS WITH SUPERHEROES RAISED BACKPACKS OR BACKPACK, SUPPLIES AND WHATNOT.
