[CONSENT ITEMS]
ANYBODY OUT THERE, SO WE'LL PROBABLY MOVE FORWARD HERE. WE'LL MOVE ON TO CONSIDER ITEMS . THIS PORTION OF THE AGENDA CONSISTS OF NON CONTROVERSIAL CONTROVERSIAL IN HOUSEKEEPING ITEMS REQUIRED BY LAW ITEMS MAY BE CONSIDERED INDIVIDUALLY BY THE BOARD OR COMMISSION MEMBERS MAKING SUCH REQUESTS PRIOR TO EMOTION AND VOTE ON CONSENT ITEMS FIRST WE HAVE TO THAT 0658. [Consider/Discuss/Act on the Eighth Amended and Restated Bylaws of McKinney Economic Development Corporation]
KIDS FIXED. NEXT IS THE REGULAR AGENDA. UM WE HAVE 2 2000 0659 CONSIDERED DISCUSSED ACT ON THE EIGHTH AMENDMENT AND RESTATE BYLAWS OF THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION. AND WE HAVE MR HAUSER IS GONNA GIVE US A BRIEF SUMMARY OF IT. YES, SIR. GOOD MORNING, MR CHAIRMAN, MEMBERS OF THE BOARD. AH BOARD COUNSEL MARC HAUSER. I WANTED TO JUST BRIEFLY INTRODUCED THIS ITEM. I KNOW THAT THE BOARD'S BEEN WORKING ON THIS WITH THE CITY COUNCIL FOR MANY MONTHS AND UM APPRECIATE THE PARTNERSHIP THAT HAS BEEN MADE ON THIS PARTICULAR TYPE OF PROJECT IN THIS IS THE BYLAW AMENDMENT THAT WILL ESSENTIALLY SET IN MOTION THE BUDGET MECHANISM. FOR THE BOARD TO ANNUALLY PUT THESE FUNDS INTO OR SET ASIDE ON A LINE ITEM FOR THE PROGRAM, WHICH I KNOW THAT YOU'RE WELL AWARE OF, WHICH IS THE TRANSPORTATION SO WHAT IT DOES IS ESSENTIALLY ENCAPSULATES THE STATUTE. AND THEN IT TALKS ABOUT THE RATIONALE FOR THE FUNDING, WHICH IS THE PROMOTION OF ECONOMIC DEVELOPMENT FOR THE INFRASTRUCTURE. AND THEN REQUIRES THE BOARD ANNUALLY TO ESSENTIALLY ALLOCATE THE MONEY OR APPROPRIATE THE MONEY ACCORDING TO WHAT WE CALL OPTIONS SEAT. OPTION THREE AH! AND PROCEDURALLY. YOU GOT TO NOTICE WHICH IS REQUIRED IN YOUR BYLAWS AND THERE IS ONE OTHER THING IN THERE THAT IS UNRELATED THAT CINDY BROUGHT TO MY ATTENTION, WHICH WAS ANNUALLY. YOUR BUDGET WHICH YOU HAVE IS YOUR NEXT ITEM. IS TO BE APPROVED BY THE 25TH. OF JULY, WHICH WAS A DAY THAT IF YOU REMEMBER SANDY HEART THAT WAS THE DAY THAT SANDY HEART NEEDED TO HAVE EVERYTHING FROM YOU, AND SO WE CHANGED TO THE 31ST. SO IT'S JUST A FIX. HOUSEKEEPING FIX, BUT THOSE ARE THE TWO CHANGES AND I'M HAPPY TO ANSWER ANY QUESTIONS. MR. HOLLOWAY'S HERE IF YOU HAD A QUESTION ABOUT HOW THE FUNDS WILL BE. ADMINISTERED BUT IN SHORT, THERE'LL BE A SLATE OF ROAD PROJECTS THAT ARE BROUGHT. THE FOURTH QUARTER OF EACH YEAR TO BOTH CITY COUNCIL AND YOU'RE BORED. TO REVIEW AS FAR AS WHAT THE UPCOMING YEARS EXPENDITURES WOULD BE. PROJECTS FOR WHICH[00:05:05]
THOSE FANS WOULD BE USED FOR. DON'T BELIEVE THERE'S ANYTHING THIS YEAR AND THE ONLY THING THIS YEAR THAT I KNOW IS HAPPENING AND MARK CORRECT ME. IS THAT IN AROUND NOVEMBER WILL KNOW THE AUDITED NUMBER OF THE SALES TAX. WHICH WILL BE THE FLOOR FOR WHICH WE WILL THEN MEASURE OF ABOVE THAT FLOOR EACH YEAR. AND SO THAT NUMBER WILL OBVIOUSLY BE PROVIDED TO YOU IN NOVEMBER. YEAH QUESTIONS. SO THAT'S GONNA WORK. JUST LIKE CURRENTLY RIGHT NOW HOW THE CDC WORKS WITH THE PARKS AND REC WHEN IT COMES TO THEIR $5.5 MILLION THAT'S ALLOCATED TO PARKS AND REC. IS THAT CORRECT AN ITEM ON AGENDA. NOVEMBER 4TH QUARTER. OF A LIST OF ROADS THAT WILL HAVE ALREADY BEEN DISCUSSED WITH PETER AND HIS STAFF AND BROUGHT TO YOU FOR SURE. YES FOURTH QUARTER OF THE FISCAL YEAR. YES, SIR. FOURTH QUARTER THE CALENDAR YEAR CALENDAR. YES, SIR. SO IT WILL BE IN THE UNTIL NOVEMBER UNTIL HOW MUCH MONEY WE'RE GOING TO HAVE. THAT'S RIGHT. AND THEN THE C I P FOR ANY GIVEN YEAR IS PREPARED IN THE SUMMER. BANK, AND THEN IT'S IN THE CITY'S BUDGET. OUT OF THAT C I. P THEN GARY AND HIS TEAM PETER AND PAUL WILL IDENTIFY THE ROADS THAT WOULD BE QUALIFYING FOR YOUR PROJECT. SO THE FIRST TIME WE GET A LIST OF ROADS WILL BE NEXT. NEXT YEAR, RIGHT? THAT'S MY UNDERSTANDING. IS THAT RIGHT? YOU ROAD READY? THERE WON'T BE A LOT OF FUNDS ANYWAY. BUT THAT WOULD BE NEXT. FALL WOULD BE THE NEXT IT WILL BE THE FIRST TIME YOU GET A ROAD SLEIGH. AND AS A PARTICIPANT IN THE COUNTRY IN THE ROADS NOW WOULD THE BOARD HAVE AS WE LOOK FOR FUTURE ECONOMIC DEVELOPMENT WITHIN THE CITIES THAT WE'RE TRYING TO STIMULATE? WOULD WE HAVE THE OPTION TO BRING BEFORE COUNCIL OF THESE PARTICULAR ROADS THAT WE THINK NEEDS SOME SORT OF HELP GROWTH INFRASTRUCTURE, LIKE EVEN IN THE MID YEAR. YEAH. YES, SIR. I WOULD ASSUME THAT IF THE PROJECT COMES IN THAT WHO'S INCLUDES SOME TYPE OF INFRASTRUCTURE AND THEN. GUYS WOULD BE PART OF THAT TO NEGOTIATING 3 80 AGREEMENT ANYWAY, RIGHT? GOOD. ABSOLUTELY GOOD. I'M LIKE. WHAT WE HAD LAST YEAR WITH ROAD CONSTRUCTION TIED TO AN EXPANSION. YES. YOU THINK ANOTHER ONE OUT BY THE AIRPORT? YOU THINKING EVERYONE? THERE'S ANOTHER ONE NORTH THAT YOU GUYS APPROVED ON NORTH 52. ALL RIGHT. MHM. THANKS MARK. THANK YOU. I WOULD LIKE TO SAY THAT, YOU KNOW, YOU KNOW. WOULD I LOOK FOR WHEN I LOOK, YOU KNOW FOR A PLACE TO LIVE. EXPRESSION I THINK A LOT OF PEOPLE HERE ON HIS BOARD, PROBABLY FOR THE SAME THING. IT'S A QUALITY OF LIFE. AND I THINK YOU KNOW, AND THAT FOR QUALITY OF LIFE FOR ME. THE THREE FACTORS IS JUST IT'S LIVE WORK AND PLAY HAVE BEEN PREACHING THAT FOR PROBABLY SIX YEARS NOW. OH BUT TO ACHIEVE THIS, I THINK WHEN I LOOK FOR A CITY I MEAN, SAME THREE PILLARS THAT THE CITY KIND OF GOES TO CORRELATE TO THAT IS PROTECTING US WITH OUR POLICE AND FIRE.PROVIDING QUALITY PARKS AND RECREATION AND THEN AGAIN QUALITY INFRASTRUCTURE AND YOU KNOW, THE CITY OF MCKINNEY IS GROWING EXPERIMENTALLY RIGHT NOW IT'S GROWING AT A VERY FAST PACED AND TO KEEP UP WITH THOSE KNEES. CITY DOES NEED ANOTHER SUSTAINABLE GROWTH, SUSTAINABLE SOURCE OF FUNDING, AND I THINK WITH THIS MEASURE HERE SUPPORTED BY THE M E, D C AND THE C D. C I THINK THAT GETS US THERE. UH, YOU KNOW, WE HAVE A HUGE PROBLEM WITH CONGESTION ON 3 80. AND IT MIGHT BE 10 TO 20 YEARS WHILE WE WAIT ON TAX ACT TO FIND A SOLUTION. I THINK THIS RIGHT NOW GIVES US A PATH FORWARD TO CREATE ARTERIES AND THOROUGHFARES THROUGHOUT THE CITY THAT CAN ACTUALLY HELP RELIEVE CONGESTION. AND YOU KNOW AGAIN THAT HELPS WITH THE QUALITY OF LIFE BECAUSE TO ME QUALITY OF LIFE. IS NOT SITTING TRAFFIC 40 MINUTES TO GET SOMEWHERE TO GET THE AID TO BE SO YOU KNOW? ANY OTHER COMMENTS OTHER THAN AND I THINK THAT, UM YOU KNOW, AS FAR AS, UH WHAT WE CAN DO FOR THE CITY TO HELP OUT. THIS IS PROBABLY ONE OF THE BEST OPTIONS WE HAVE. WITH THAT. MOTION TO APPROVE. I'LL MOVE TO APPROVE THE SOLUTION. ADAM. ANY FURTHER DISCUSSION. DO YOU HEAR THAT? ALRIGHT PASSES. I DIDN'T EVEN VOTE. AND I DIDN'T ONLY I DID. NOW KICK ME ON THIS. THE LEAVE VOTE FOR EVERYBODY. HOW ARE WE GOING? NO I HAD THE
[00:10:13]
MOTION BUTTON BUTTON ONLY HIT THE MOTION BUTTON. I THINK I VOTED FOR EVERYBODY AGAIN. THE MOTION BY BRIAN SECOND BY FAD DID YOU HIT 2ND 3RD? I GOT NOTHING. A HIGH OH, OKAY?[Consider/Discuss/Act on MEDC FY23 Budget]
PUTTING A HAND VOTE. OKAY WELL, NEXT, WE'LL MOVE ON THEN TO 0660 AND THAT'S CONSIDERED DISCUSSED . ACT ON THE M E D C FISCAL 2023 BUDGET. AND, UH, I THINK MR MINISTER ALI, ARE YOU GONNA PRESENT THIS JUST GOT A COUPLE. I DON'T THINK IT'S THERE IS A DETAILED BUDGET. UM THAT'S IN THE AGENDA, BUT I JUST GOT A COUPLE OF SUMMARY ITEMS SO STARTING WITH REVENUE AH! AS IS CUSTOMARY THE BUDGETED GROWTH IN SALES TAX REVENUE IS 5% OVER PRIOR YEAR. OH, YOU DO HAVE IT.OKAY, COOL. UM UH, ARE JUST FOR HISTORICAL PURPOSES. YOU CAN SEE HOW ARE REVENUES INCREASED OVER PRIOR YEAR TO DATE AS CHANCE, MILLER EXPLAINED TO THE FINANCE COMMITTEE, UH, THE CERTAINTY OF DOUBLE DIGIT GROWTH WITH TODAY'S ECONOMIC CONDITIONS IS MAYBE NOT AS QUITE AS STRONG AS IT HAS BEEN THE LAST FEW YEARS. UM SO, UH, BUT ALSO THAT THE CITY LIKES TO TAKE A CONSERVATIVE ESTIMATE . THE OTHER THING GOING ON IN THE IN THE REVENUE LINE IS WE HAVE NOW A NEW POLICE. FOR OUR A D. C. C D. C OFFICE AS WELL AS A SUB LEASE TO THE CHAMBER OF COMMERCE. IN THE WAY THAT'S SHOWN UP IN THE BUDGET. IS THERE SOME OTHER REVENUE LINE ITEM, WHICH IS ABOUT 200,000 AND CHANGE, AND THAT ADDS ANOTHER 1% IF YOU WILL TO TOTAL REVENUE. SO UM, THAT'S THE MAJOR PORTION OF THE REVENUE SIDE IF YOU GO TO THE NEXT SLIDE. SO KEY EXPENSES . UH OF COURSE. FIRST IS SAVAGE WAGES AND BENEFITS. WE HAVE BUDGETED FOR A NEW PROJECT MANAGER POSITION THAT'S CURRENTLY UH NOT IT DOESN'T EXIST. AND THEN, OF COURSE, AS I MENTIONED THE OFFICE RENT, UM ON THE NEW LOCATION, SO ON THE RENTS A LITTLE HIGHER AT THE NEW LOCATION THAN IT WAS AT THE OLD AND THEN TO WE'VE GOT TO INCLUDE THE, UM RENT FOR THE CHAMBER, WHICH WAS CAPTURED UP IN OTHER REVENUE. SO. AH THEN NEXT PROFESSIONAL AND CONTRACTING SERVICES. PETER, YOU WANT TO TACKLE THOSE NEXT TO THE NEXT YEAR WITH PROFESSIONAL CONTRACTOR SERVICES AND MARKETING. WE DID SOME MOVING AROUND SOME OF OUR OUR MARKETING CONTRACTS THAT WE CURRENTLY HAVE THAT WE HAD IN THE MARKETING BUDGET. WE MOVED TO PROFESSIONAL SERVICES BECAUSE IT IS A PROFESSIONAL SERVICES CONTRACTS . SO WE CLEANED UP THAT AND THEN WITHIN MARKETING AND PROMOTIONAL, WE DID ADD SOME ABOUT. I WOULD SAY RIGHT AROUND $200,000 TO THAT LINE ITEM BECAUSE WE DO PLAN TO DO NOW THAT WE HAVE LUKE ONBOARD WITH DO PLAN TO DO A LOT MORE DIGITAL MARKETING, SO WE'VE ADDED IN MONEY FOR PAID DIGITAL MARKETING CAMPAIGNS, THERE MAY BE SOME ADDITIONAL PRINT OPPORTUNITIES THAT COME UP WITH VALUE WAITING THOSE ON A CASE BY CASE BASIS.
UM AND THEN WE ADDED IN MORE MONEY FOR MARKETING AND PROMOTION TO SUPPORT ALL OF OUR MARKETING INITIATIVES THROUGHOUT THE YEAR. LIKE THE BUYER, NELSON IS NOW THE DIFFERENT NET CAR EVENTS THAT WE DO WHERE WE HAVE TO PAY FOR EXHIBITING SPACE. SO AND WE ADDED IN A LITTLE. MORE FOR PROMOTIONAL PRODUCTS BECAUSE WE HAVE, UM WE PURCHASED THEM IN BULK, AND THE LAST TIME WE MADE A BIG BULK PURCHASE OF THEM WAS BACK IN 2019 AND 2020. SO A LOT OF THOSE ITEMS THAT WE USE FOR YOU KNOW WHAT THAT WE HAVE AT DIFFERENT EVENTS THAT WE GIVE OUT FOR. I'M JUST YOU KNOW, DIFFERENT PENS AND THING YET ARTICLES AND STUFF LIKE THAT WE'RE OUT OF, SO WE'RE GOING TO HAVE TO DO A HEALTHY REORDER IN THE NEXT YEAR. SO WE ADDED IN ADDITIONAL FUNDS TO COMPENSATE FOR THAT REORDER, BUT WE DO TRY TO EXERCISE COST SAVINGS AND THOSE BY BUYING THEM IN A BULK QUANTITY SO THAT WE GET A LARGER DISCOUNT FOR THE BULK, BUT WHEN YOU BUY BULK UP A LITTLE BIT MORE, SO, DID YOU SAY TEAM TEXAS? YES, AND ALSO WE ADDED IN A NEW WE WERE MEMBERS OF TEAM
[00:15:05]
TEXAS, WHICH IS PART OF THE GOVERNOR'S OFFICE OF ECONOMIC DEVELOPMENT THAT ALLOWS. I'M SORRY. THAT'S WITH PDC. IS THAT RIGHT? MICHAEL? THERE'S TWO SEPARATE ONE IS GO BIG TEXAS WHEN HIS TEAM TEXAS WELL, WHEN WE ORIGINALLY DID OUR 2020 BUDGET WHEN WE WHEN WE WERE, UH, GET RIGHT GETTING INTO COVID. WE HAD TO MAKE SOME AGGRESSIVE CUTS TO THE BUDGET. THAT WAS ONE OF THE THINGS THAT WE TOOK OUT OF THE BUDGET. SO WE'VE JUST BASICALLY ADDED THAT BACK IN, BUT IT IS A $28,000 COSTS FOR THE YEAR. BUT THROUGHOUT THAT THAT MONEY IT GIVES US ACCESS TO ALL OF THE SHOWS AND EVENTS AND TRADE MISSIONS. THAT TEAM TEXAS GOES ON. GIVES US A SEAT IN THOSE DIFFERENT EVENTS, SO WE ADDED THAT BACK IN FOR OUR RECRUITMENT EFFORTS. THANKS AND THEN, OF COURSE, YOU CAN SEE THE ECONOMIC INCENTIVES BUDGET. IT WAS 15.4. IT'S ESTIMATED 15.4 MILLION. THAT WASN'T THE BUDGET . THAT'S THE FINAL AMOUNT FOR 2022 THAT'S ESTIMATED IN THAT IS BUDGETED AT 14.2 MILLION. AND THEN THE NEW ITEM. WE JUST VOTED ON. IS THE BUDGET RAILWAY TRANSFER HAS AN AMOUNT OF 518,000. FOR 2023 BUDGET. AND THEN THE LAST PAGE IS JUST A KIND OF RECAP. UM SO YOU CAN KIND OF SEE WHAT THE NUMBERS LOOK LIKE. 22 MILLION IN TOTAL REVENUE. AND OPERATING EXPENSES COME OUT TO UM. 17.3% THAT SHOULD SAY THAT 2023 REVENUES FOR OPERATING SPENCE, WHICH IS PRETTY GOOD. I THINK OUR TARGET HAS BEEN TO STAY BELOW 19. AND UH, WITH THE HEALTHY ECONOMIC INCENTIVE BUDGET LEFT AT 14.3 MILLION OR TWO MILLION.QUESTIONS. COMMENT WHENEVER WE'RE DONE. HAVE A COMMENT. NOT A QUESTION. WHENEVER YOU'RE AND WE'RE DONE. ARE YOU DONE? YOU DONE, SIR? I JUST WANT I JUST WANT TO MAKE A COMMENT QUICKLY ABOUT THE TEAM TEXAS. FOR PEOPLE OUT THERE THAT MIGHT NOT BE FAMILIAR WITH IT BECAUSE IT DOES SEEM LIKE A COST. YOU KNOW THAT PEOPLE QUESTION SOMETIME WHILE YOU DO THAT, AND YOU KNOW, BACK WHEN WE HAD IT IN PLACE BEFORE WHEN I WAS MIRROR. UM IT GAVE US WE WERE BASICALLY INVITED TO SEVERAL THINGS WITH GOVERNOR PERRY, WHERE WE WERE DIRECTLY INVOLVED WITH THE GOVERNOR'S OFFICE. INCLUDING THE WORLD EXPO IN SHANGHAI. WHERE I WAS ON SPEAKING PANEL WITH OTHERS CITIES AND ULTIMATELY THAT 20 OR $25,000 COST. WAS PART OF WHAT NEGATIVES. ULTIMATELY THE TRIP THAT GOT A SWISS DURING HERE IN MCKINNEY, THAT WAS A $40 MILLION INVESTMENT. SO THERE IS A THERE IS A DIRECT CORRELATION BETWEEN HAVING THAT ABILITY TO HAVE TO BE INVITED TO THE TABLE. FOR A SITE SELECTOR MEETINGS IN NEW YORK AND THINGS LIKE THAT TO GET PEOPLE TO COME TO MCKINNEY. AND QUITE FRANKLY, AT THE TIME THAT WE DID THAT. WE WERE, YOU KNOW, FRISCO IS ALREADY INVOLVED. WE WERE NOT AND THAT'S HOW WE FOUND OUT ABOUT IT, BUT IT IS VERY GOOD PROGRAM. I WILL ADD ONE THING TO, UM ADDITIONALLY IN THAT NEW REVENUE LINES THAT JOE WAS GOING OVER THAT ALSO ACCOUNTS FOR THE ANNUAL REVENUE WILL RECEIVE BE RECEIVING FROM THE PARKING DECK. FROM THE NEW OFFICE BUILDING SO THAT IT'S JUST ANOTHER ITEM THAT GOES INTO THAT NEW REVENUE LINES THAT IS NOT FROM SALES TAX COLLECTION. HMM. THERE'S NO ANY QUESTIONS OR COMMENTS. DO WE HAVE A MOTION TO APPROVE? MOVED TO APPROVE. YOU HAVE A SECOND. BUT THAT SECOND BY JULIE WILLIAMS. WHO IS THE OUTLIER? THIS TIME I VOTE? YES, YEAH. MHM BY ONE. ALRIGHT AGAIN, IT DIDN'T MOTION PASSES. MAN SO
[Consider/Discuss/Act on the Grant of a 15’ Permanent Water Easement (27,635 sf)/15’ Temporary Construction Easement (25,942 sf) to the City of McKinney, Texas [McKillop/SH 5 tract] and the Grant of an Aerial Easement (125.25 sf) to Oncor Electric Delivery Company LLC [Lake Forest/SRT tract]]
NEXT WE HAVE TO DIOCESE 0661 CONSIDERED DISCUSSED ACT ON GRANT OF, UH 15 BE PERMANENT WATER EASEMENT. MR HAUSER? YES, SIR. EXPLANATION QUICKLY ON THIS ONE AGAIN. THIS COULD HAVE BEEN PUT ON CONSENT, BUT I THINK IT'S ALWAYS NICE TO UPDATE THE BOARD AND SOME OF THE PROPERTY PROPERTIES THAT THE BOARD OWNS IN THE ISSUES. THE FIRST ONE IS WATER LINE EASEMENT TO THE CITY[00:20:02]
OF MAKENI ALONG HARRY MCKILLOP. WHICH WILL ENHANCE THE SOUTHEAST QUADRANT. BUT I WANTED THE BOARD TO BE AWARE THAT THE PROJECT THAT YOU ALSO HAVE IDENTIFIED FOR THE PROPERTY WHICH WE'RE WORKING ON A TRANSACTION IS NOT AFFECTED BY THIS EASEMENT AND THAT THE PRICE INVOLVED IN THAT TRANSACTION IS NOT AFFECTED BY THIS EASEMENT. SO I WANTED TO JUST UPDATE YOU AND THAT TRANSACTIONS MOVING ALONG, UH, THE SECOND ONE IS ON THE PROPERTY THAT THE BOARD OWNS ON LIKE FOREST. AH AND SRT. YEAH I KNOW THAT'S ANOTHER PROJECT THAT'S WORKING ON THAT PROPERTY.UH AND WE WANTED TO MAKE SURE THAT THE EASEMENT THAT WAS BEING REQUESTED BY ENCORE DID NOT CAUSE ANY ISSUES OR INTERFERE WITH ANY OF THE LONG TERM USES OF THAT PROPERTY. AND IT IS A SMALL TRIANGLE AND, UH, AFTER TALKING TO THE ENGINEER FOR ENCORE COUPLE OF TIMES. THERE WON'T BE A POLL PUT. IT WILL JUST BE AN AERIAL EASEMENT WITH A LINE OVER A SMALL LITTLE CORNER. IN THE CORNER IS OUT OF HARM'S WAY, AND I KNOW THAT'S A LOT OF MINUTIA. BUT LITTLE THINGS SOMETIMES AFFECT VALUE. AND SO I WANTED THE BOARD TO BE AWARE THAT THIS SHOULD BE OUT OF HARM'S WAY AND YOU'LL GET PAID. SOMETHING LIKE 1000 BUCKS FOR THIS ONE. SO WITH THAT? EXCUSE ME, THAT'S IT. THAT'S IT, JUST ME. 125 SQUARE FEET. THAT'S ABOUT THE SIZE OF MY PODIUM HERE, BUT I WANTED THE BOARD TO BE AWARE OF THAT. YOU KNOW, YOU DO HAVE SOME VERY, UM STRATEGIC PART PROPERTIES, AND I THINK IT'S ALWAYS IMPORTANT THAT YOU UNDERSTAND THAT. YOU KNOW, WE'RE PEOPLE ARE ASKING FOR EASEMENTS , AND WE DON'T WANT TO MAKE SURE THAT THE VALUES PRESERVED. ANY QUESTIONS? MHM QUESTIONS OR COMMENTS. DOLLARS. BUDGETED RUN BUDGETED, MR MILLER. THANKS MARK . WHEN I ASKED ABOUT THE LAND SPEED OF A SWALLOW. YEAH. ALRIGHT UM NO FURTHER COMMENTS OR QUESTIONS DO HAVE EMOTION. APPROVED. I'LL MAKE A MOTION TO APPROVE. 2ND 2ND. DISCUSSION. MY THING IS WORKING. RIGHT AND VOTE. MOTION PASSES. NEXT ON THE AGENDA. WE HAVE 22.66 TO
[Consider/Discuss/Act on the June 2022 Financials]
CONSIDER DISCUSSED ACT ON THE JUNE 22 FINANCIALS. MILLER. GOOD MORNING. GOOD MORNING CHANCE.MILLER FINANCIAL COMPLIANCE MANAGER. I WAS GONNA TRY A NEW APPROACH TODAY. INSTEAD OF JUST TALKING. I WAS GOING TO JUST GO THROUGH SOME OF THE VISUALS SO THAT YOU CAN SEE WHAT I'M REFERRING TO, INSTEAD OF ME JUST READING OFF THE PAPER BELOW AND FEEL LUCKY THAT I'D LIKE TO STICK WITH THAT GOING TO NEXT YEAR'S NEXT FISCAL YEAR IN MARCH AND UPDATE THE FINANCIAL SO WOULD BE A GOOD PRACTICE BEFORE WE STARTED TO DO THAT. UM SO WE'RE GOING OVER JUNE OF 2022.
I'M JUST GOING TO HIT THE TWO PAGES THAT I TALKED ABOUT, AND LOOKS LIKE IT'S OFF CENTERED. DO YOU KNOW THAT I'M GONNA IF YOU WANT TO SCROLL UP A TAD THERE WE GO. SO JUNE PUTS A 75% THROUGH THE FISCAL YEAR. THE FAR LEFT COLUMN SHOWS WHAT THE BUDGET THAT WAS ADOPTED. YOU KNOW, THAT WAS ABOUT A YEAR AGO TODAY WHEN THE BOARD APPROVED THAT SO THAT SECOND COLUMN SHOWS THE MONTHLY ACTION. THAT'S WHAT WE DID IN JUNE. SO THAT'S WHAT I'LL BE TALKING ABOUT. TODAY. THAT TOP PART IS REVENUES SO SALES TAX WE HAD 1.7 MILLION AND SALES TAX REVENUE BRINGS A YEAR TO DATE TO 15.3 MILLION. INTEREST INCOME OF 14,000 YEAR TO DATE OF 34,000. AND SO TOTAL REVENUES FOR THE MONTH OF JUNE WAS 1.7 MILLION. MOVING DOWN THE EXPENSES DOWN BELOW THAT, UM, SO I'LL KIND OF HIT THE BIGGER CATEGORIES SO THAT IT MAY BE C OPERATIONAL EXPENSE FOR JEAN WAS 502,000. UM A LITTLE BIT FURTHER DOWN. WE HAVE PROJECTS OF 101 188,000 AND THEN, UH, VERY BOTTOM SECTION ON DEPARTMENTAL IS MAINLY A TRANSFER TO THE NINE S FUND. AND THAT IS THE COVER THAT DEBT SERVICE THE ALL CURRENTLY HAVE ISSUED, AND SO I TOLD 238,000 TOTAL EXPENSES WAS 930,000 ON THE BOTTOM, WHICH RESULTED IN A NET SURPLUS OF 800 OR CLOSE TO 817,000. UM ARE YEAR TODAY IS A DEFICIT OF THREE MILLION. BUT A LOT OF THAT IS THAT 10,000,010 30.7 MILLION. THAT WAS THE CONSTRUCTION OF THE. TRYING TO THINK WHAT BUILDING WAS, UM, THE PARKING DECK THAT AT YEAR END IT MIGHT NOT BE FULLY DONE SO I MIGHT HAVE TO UPDATE THAT 10.7 MILLION NUMBER. UM SO I ANTICIPATE THAT GOING DOWN. I DON'T KNOW THE PROGRESS THEY'VE MADE ON THAT AT THIS TIME, BUT AT THE YEAR END, I'LL UPDATE THAT. UM SO I'LL TOUCH ON SALES TAX NOW, IF YOU WANT TO CENTER THAT UP FOR ME, DINA PERFECT. SO JUNE. THIS IS THE COLLECTIONS WERE RECEIVED IN JUNE THAT
[00:25:02]
APPLIES TO APRIL SALES TAX. SO WE RECEIVED FOR 14.5% INCREASING THE TOP THAT I HAVE THE SISTER CITIES WERE THE FIRST ONE. UM, AND THAT SHOWS ARE AH, VARIANTS TO LAST FISCAL YEAR, SO WE HAD A 14.5% INCREASE OVER LAST LAST OR LAST JUNE COLLECTIONS. ALLEN HAD A 0.8% INCREASE. FRISCO HAD A 26% INCREASE, AND PLANO HAD A 14% INCREASE NOW, YEAR TODAY BELOW THAT JUST SHOWS HOW YOU KNOW ALL THE MONTHS THROUGH THIS FISCAL YEAR. UM AND WHAT THAT TOTAL BRINGS US TO, SO WE'RE AT 17.6% BALANCE AT 8.6% FRISCO'S AT 24.4% AND PLANO'S AT 17.7. NOW THIS IS ONE OF THE UNUSUAL MONTHS THAT WE HAD NO AUDIT COLLECTIONS, AND BASICALLY, NONE OF THE SISTER CITIES HAD AUDIT COLLECTIONS OR PRIOR PERIOD COLLECTIONS THAT ALTERED THE NUMBERS. THESE ARE VERY ACCURATE NUMBERS THAT ARE GOOD TO BASE YOUR THERE'S GOOD ANALYSIS OFF OF AND YOU CAN SEE THAT WE'RE KIND OF TRAINING IN LINE WITH PLANO FRISCO IS A LITTLE BIT AHEAD. THEY HAD A LITTLE BIT SLOWER YOUR LAST YEAR, SO MAYBE IF YOU'RE LOOKING AT A TWO YEAR TREND, WE'RE PRETTY CLOSE TO FRISCO AND PLANO. IT SEEMS LIKE ALAN. I'M NOT EXACTLY SURE WHY ALAN IS TRENDING BEHIND THAT HAS BEEN CONSISTENT FOR THE PAST SEVEN MONTHS OR SO. UM AND THEN THE VERY BOTTOM SECTION JUST SHOWS ARE EACH CITY'S MONTHLY COLLECTIONS THROUGHOUT THE YEAR. AND SO YOU CAN LOOK AT ANY TIME AND YOU KIND OF SEE HOW ALLEN'S KIND OF TAPERED UP TAPERED OFF OVER THE LAST SIX MONTHS. HOW DO WE MAKE SURE WE'RE MORE LIKE FRISCO AND NOT LIKE ALAN? AH I DON'T GET THE SAME INFORMATION I GET FROM MCKINNEY FOR THOSE THOSE CITIES, SO I'M NOT EXACTLY SURE IF MAYBE IT'S YEAH, I DON'T HAVE A GOOD ANSWER WHAT'S CAUSING ALLEN? I CAN TELL YOU THAT BALANCE AND ANOMALY IF WE'RE COMPARING ALL THESE SISTER CITIES IN OUR AREA THAT MOST OF US ARE TRAINING LIKE PLANO, FRISCO AND MCKINNEY, SO I'M NOT EXACTLY SURE. MAYBE IT'S THE TYPE OF BUSINESSES THEY HAVE.MAYBE THEY'RE THE CELLS TAXES. HISTORICALLY THEY'VE ALWAYS BEEN A STEP BEHIND. IS THAT WHAT YOU'RE SAYING? NOT NECESSARILY. THERE'S BEEN SOMETHING RECENTLY . I MEAN, THEY'VE BEEN A LITTLE BIT SLOWER BEHIND. BUT THIS HAS MAINLY BEEN RECENTLY THAT OVER THE LAST SEVEN MONTHS, EVEN BEFORE THESE LAST SEVEN MONTHS THAT WE WERE TRAINING PRETTY EVEN WITH ALAN AND THEY WERE WITH US LAST SEVEN MONTHS, THEIR ONLY AT LIKE A 1% INCREASE, WHILE WE'RE STILL STRONG DOUBLE DIGIT INCREASES, SO SOMETHING'S GOING ON THE LAST SEVEN MONTHS. MAYBE THERE'S A BIG AUDIT COLLECTION THAT MIGHT HAPPEN NEXT, YOU KNOW, OVER THE NEXT FEW MONTHS OR NEXT FISCAL YEAR.
MAYBE IT'S THE SALES TAX BILL THAT'S FINALLY HITTING THEM. MAYBE A BUSINESS MOVE THAT THERE'S A MILLION REASONS WHY IT COULD BE AND I DON'T GET THE INFORMATION THAT I GET FROM EVERYBODY'S WAITING FOR THE FARMED OPEN. MAYBE YOU KNOW, UM , AND SAYING THAT LOOKING AT THE INDUSTRY'S, UM EVERYTHING LOOKED NORMAL AND INDUSTRIES CONSTRUCTION WAS UP ABOUT DOUBLE THE PERCENTAGE THE LAST YEAR OR SO ABOUT WE RECEIVED ABOUT 200,000 AND CONSTRUCTION SALES TAX LAST FISCAL YEAR THIS YEAR, HAS CUSTODY 500,000. AND BESIDES THAT, UM, THAT'S THE ONLY THING I NOTICED, AND I'LL BE HAPPY TO STAND FOR ANY QUESTIONS. QUESTIONS. YOU SAID YOU THE YOU DO. LOOK AT THE DIFFERENT INDUSTRIES. IS THERE A CHART THAT YOU COULD SHOW US FOR? JUST MHM. UM BRUCE FOR US. IT'S AN OPEN GOVERNOR WEBSITE. I DON'T WANT TO PUT ON THE SPOT TO GO TO NOT ASKING TO DO IT RIGHT NOW. BUT I'M JUST SAYING IN THE FUTURE, JUST MAYBE ON A QUARTERLY BASIS OR WHATEVER. IF WE COME TOGETHER JUST SO YOU CAN SEE WE CAN SEE WHAT PARTICULAR INDUSTRIES ARE HAVING, UM, A BUMP EVERY EVERY YEAR VERSUS WHICH ONES ARE GOING DOWN JUST SO WE CAN KIND OF EVERY MONTH AND I'LL BE MORE THAN HAPPY TO MAYBE EVEN PUT A SNAPSHOT IN THE FINANCIAL FANTASTIC. YOU CAN SEE THE INDUSTRIES AND SHOW YOU WHAT I LOOK LIKE WHAT I LOOK AT AS WELL. SO YEAH, THAT'S ON OUR WEBSITE ALSO SHOW DOWNTOWN SALES TAX ON OUR WEBSITE AS WELL. SO YOU CAN SEE HOW WHICH WAS HELPFUL IN THE COVID HERE BECAUSE DOWNTOWN WAS HIT WHILE WAS THE CITY WAS STILL SHOWING INCREASES, SO SOME OF THAT IS HELPFUL INFORMATION TO SEE HOW DIFFERENT PARTS OF THE CITY ARE IMPACTED. WILL BE ABLE TO STAND FOR ANY QUESTIONS. THANK YOU. I LIKE THE VISUALS. BETTER THIS APPROACH. ALRIGHT. THANK YOU VERY MUCH. THANK YOU. ALL RIGHT.
DO WE HAVE A MOTION TO APPROVE THE JUNE 22 FINANCIALS? MOTION BY MOHAMED AND A SECOND BY KURT.
NEXT WHICH IS USUALLY FIRST. WE'RE KIND OF MOVING TO THE BOTTOM HERE AS REPORTS OF WE

ALRIGHT GOT HIS CHEAT, CHEAT, REPLACING THIS GOOD MORNING ADDRESS FOR THE RECORDING OF THE CHAIR. MEMBERS OF THE BOARD MR PRESIDENT PAUL GRAHAM CITY MANAGER. JUST A COUPLE OF ITEMS TO SHARE WITH[00:30:01]
YOU. AS YOU KNOW, YOU JUST ADOPTED YOUR BUDGET PROPOSAL. WE ARE MAKING OUR BUDGET PRESENTATION TO THE CITY COUNCIL RIGHT HERE IN THIS ROOM ON AUGUST 12TH. WE'LL BE PRESENTING A BUDGET. UM YOU KNOW, IT'S FUNNY THE LAST SEVERAL YEARS. 2019 I REMEMBER IN MY MIND, WENT BACK AND LOOKED AT MY BUDGET REMARKS AND IN 2019. THE COMMENT WE MADE WAS SORT OF STEADY AS YOU GO CONTINUE WHAT WE WERE DOING AND THEN ALL HECK BROKE LOOSE. WE ENTERED INTO A PANDEMIC IN 2020. WE HAD WE WENT INTO THAT BUDGET, NOT REALLY KNOWING WHAT TO EXPECT. WE WEREN'T SURE IF WE WERE GOING TO GO INTO A BIG RECESSION OR WHAT, AND WE HAD A VERY CAUTIOUS BUDGET THE NEXT YEAR LAST YEAR, WE DID THE SAME THING. IT WAS CONTINUED HEADWINDS FROM THE PANDEMIC, BUT WE STARTED SEEING INFLATION INCREASING LAST YEAR, IT WAS 6. NOW. THIS YEAR, WE'RE PREPARING A BUDGET WITH HEADLINE INFLATION AROUND 9% SO WE WILL. IT SEEMS THAT EVERY YEAR WE'RE WHIPSAWED WITH ONE NEW FACTOR. GLOBAL EVENT. GLOBAL EVENTS ARE CERTAINLY MAKING IT A VERY INTERESTING TIME. UM AND WE'RE HAVING TO PREPARE A BUDGET IN AN INFLATIONARY ENVIRONMENT THAT WE'VE NEVER SEEN IN OUR PROFESSIONAL CAREERS. I REMEMBER IT WHEN I WAS A BOY YOUNG TEENAGER IN 1981 82 WHEN WE SAW INFLATION DOUBLE DIGITS, BUT WE HAVEN'T SEEN IT THIS HIGH SINCE SO IT IS DEFINITELY NEW TERRITORY. THE GOOD NEWS ABOUT INFLATION IN YOUR SALES TAX NUMBER IS GOING TO KEEP GOING UP BECAUSE INFLATION WILL KEEP PUSHING THOSE NUMBERS UP TO HELP OFFSET I SUPPOSE ANYTHING ELSE OR ANY REDUCTIONS? UM CITY HALL PROJECT CONTINUES TO MOVE FORWARD. WE ARE EXPECTING IT CAN NOTICE THE PROCEED IN OCTOBER. THAT'S A BIG PROJECT ABOUT $98 MILLION IS WHAT WE'RE EXPECTING . WE ARE FINALIZING THE SOURCES OF FUNDING FOR ALL OF THAT. BUT IT IS A WE'RE USING A VARIETY OF SOURCES TO HELP FUND THE CONSTRUCTION OF CITY HALL. IT'S GOING TO BE A GREAT PROJECT AND A GREAT SHOT IN THE ARM FOR THE REDEVELOPMENT AND REVITALIZATION OF THE EAST SIDE, SO TO SPEAK THE EAST OF HIGHWAY FIVE MILL DISTRICT, AND WE LOOK FORWARD TO THAT PROJECT MOVING FORWARD. ON JULY 11TH THROUGH 13TH MAYOR FULLER MYSELF. SEVERAL MEMBERS OF STAFF AIRPORT DIRECTOR KEN CARLY BARRY SHELTON, ASSISTANT CITY MANAGER, AND TREVOR MAYNARD . WE TRAVELED TO WASHINGTON D. C. WE MET WITH MEMBERS OF THE FAA, ALSO MEMBERS OF THE DEPARTMENT OF TRANSPORTATION AS WELL AS OUR LEGISLATIVE DELEGATIONS TO TALK ABOUT SOME ITEMS THAT ARE OF STRATEGIC IMPORTANCE TO MCKINNEY, INCLUDING THE FUTURE OF MCKINNEY NATIONAL AIRPORT, SO THEY WERE VERY PRODUCTIVE MEETINGS. WE THINK THE MESSAGE WAS DELIVERED , SO TO SPEAK. WE THINK WE'VE GOT A GOOD COLLABORATIVE RELATIONSHIP WITH BOTH REGIONAL FAA AND BOT OFFICES, AS WELL AS THE FEDERAL THE WASHINGTON BRANCH AS WELL. AND THEN FINALLY , FINALLY, UM I WOULD POINT OUT THAT WE ARE CURRENTLY ASKING FOR RESIDENTS AND BUSINESSES TO VOLUNTARILY CONSTRAIN THE USE OF WATER RIGHT NOW. YOUR TYPICAL SUMMERTIME WATER RESTRICTIONS OR TWICE A WEEK. I SEE A LOT OF GREEN LAWNS. I'M NOT SURE HOW THEY DO IT TWICE A WEEK, BUT WE'RE ASKING FOLKS TO DO ONCE A WEEK. DURING THIS DROUGHT WE'VE HAD 51 DAYS I JUST SAW IN THE NEWS THIS MORNING 51 DAYS OF NO MEASURABLE RAIN. THAT'S GOING TO CONTINUE. WE'RE ONLY IN LATE JULY, AND USUALLY THIS IS THE DRIEST TIME OF THE YEAR THROUGH AUGUST, AND SO WE ARE ASKING FOLKS TO VOLUNTARILY REDUCE THEIR WATER USAGE WATER FOR IRRIGATION PURPOSES, AND MOST OF IT IS IRRIGATION. MOST OF THE USAGE THERE. WE'RE SEEING WATER DISTRICT PUMPED A RECORD AMOUNT.THEY'VE NEVER PUMPED 600 PLUS MILLION GALLONS OF WATER A DAY. THEY DID THAT LAST WEEK. I THINK IT WAS, UM AND YOU KNOW IT'S WE HAVE THE WATER IN THE RESERVOIRS. INTERESTINGLY THANK THANKFULLY IT WASN'T ALWAYS THE CASE, BUT OUR PIPES AND THE ABILITY TO TREAT THE WATER WITH OUR INFRASTRUCTURE THAT'S IN PLACE IS CONSTRAINED. AND SO WE ARE ASKING FOLKS, WE'RE GOING TO SEE WATER RATE INCREASES THIS NEXT YEAR, MAINLY BECAUSE OF GLOBAL EVENTS, THE INPUTS, THE CHEMICAL COSTS, ETCETERA ARE GOING UP AND SO WE'RE GOING TO HAVE TO PASS THOSE THROUGH FROM THE WATER DISTRICT ONTO THE WATER CUSTOMERS. WE HAVE, BUT VOLUNTARY RESTRICTIONS ARE IN PLACE, AND IF IT CONTINUES, WE'RE GOING TO HAVE TO MAKE A MANDATORY, BUT RIGHT NOW WE'RE TRYING TO AVOID THAT, SO I WILL STAND FOR ANY QUESTIONS. YEAH, SO IF YOU WERE TO MAKE IT MANDATORY, WOULD THAT SUPERSEDE ANY H O A RULE BECAUSE I THINK THE BIGGEST QUESTION I GET IS LIKE WELL, THEY SAY, CONSERVE WATER. BUT THEN I'LL GET A FINE FROM THE H O A FOR HAVING A BROWN LAWN. IT WILL SUPERSEDE THE RULES. WATER RESTRICTION WILL BE MANDATORY, IF IT'S PUT IN PLACE THAT WILL SUPERSEDE ANY RESTRICTIONS. YEAH, BUT WE CAN'T HAVE YOU KNOW, UM OPULENT USE OF WATER IN A DROUGHT CONDITION. THAT'S IRRESPONSIBLE TO DO THAT. I WILL SAY WITH THE NEW

DEVELOPMENT THAT'S HAVING ON THE EAST SIDE. IF YOU HAVEN'T SEEN THE MURAL THAT'S GOING UP THERE.IT IS AMAZING THE SKETCH. EVEN THE SKETCH SKETCHES LIKE HOW REALISTIC THAT'S THE RIGHT TERMINOLOGY, DON'T EITHER, BUT IT LOOKS. IT LOOKS SWEET. I TOOK THE FAMILY OVER THERE THIS WEEKEND. IT WAS LIKE AMAZING WHAT THAT PERSON CAN DO WITH. THE LIPS AND YEAH, THAT'S AMAZING, REALLY IS GOING TO BE YAHOO BACK AND LOOK AT THAT REALLY IS GOING TO TURN OUT TO BE A REAL SHOWCASE PROJECT BECAUSE THAT WILL FRAME THE CITY HALL PLAZA AT CITY HALL LOOKS OUT AND CITY HALL PLAZA IS DESIGNED TO BE SORT OF A PUBLIC GATHERING SPACES AS IT IS, AND IT WILL BE FRAMED BY A LARGE, UM, SILOS WITH SOMETHING REALLY INTERESTING MURAL TO SEE WHICH WE THINK IS GOING TO CAPTURE THE ESSENCE OF MCKINNEY AND WHAT IT MEANS AND SORT OF A FUTURE AND A YOUTHFUL A YOUTHFUL SORT OF, UM , OPTIMISTIC VIEW. MAYBE YOU MIGHT CALL IT SO I THINK IT'S GONNA BE GREAT. APPRECIATE YOU POINTING THAT OUT. IT WAS. IT IS AMAZING. IT IS AMAZING TO SEE FOR SURE. OKAY ALL RIGHT. THANKS SO MUCH. ALSO THEY ARE. JULY CYCLE FOR THE RETAIL DEVELOPMENT, INFRASTRUCTURE GRANTS OPENS AND WILL RUN THROUGH THE END OF THIS MONTH. THOSE ARE EXPENSES THAT HELPED TO COVER COSTS FOR HORIZONTAL INFRASTRUCTURE EXTERIOR TO A BUILDING. UM IMPROVEMENTS AND THE MAXIMUM AWARD FOR THAT IS 25,000 AND REQUIRES EQUAL MATCHING GRANT FOR THE APPLICANT IN YOUR PACKETS, YOU'LL FIND A JUNE REPORT AND PHOTO UPDATES FOR THE TAPS PROJECTS. [00:40:01]
YOUR HARD WORK AND HELPING US GET A GREAT LOOKING BUDGET THAT THAT STAYS UNDER. THAT MEANS ALL OF OUR REQUIREMENTS FOR THE YEAR AND ALSO BEAT OLIVER OBLIGATIONS, NEW AND OLD, SO[Consider/Discuss MEDC Monthly KPI Metrics Report]
THANK YOU TO THE FINANCE COMMITTEE FOR THAT. AND THEN, UM WITHIN THE MONTHLY METRICS HERE . UM PIPELINE IS STILL GOING STRONG. UH AGAIN. WE'RE WE'RE STILL WE HAVE A LOT OF OUTSTANDING AGREEMENTS THAT WE'RE STILL TRYING TO CLOSE AS FAR AS I CAN FOR OUR PRODUCTS FOR CAPITAL INVESTMENT. I THINK I DO WANT TO HIGHLIGHT ON THIS MONTH'S THING IS ARBITRARY VISITS YOU'LL SEE. COMPARED TO PRIOR YEARS. WE'RE DOING VERY WELL WITH B R E AND I WILL CREDIT THAT TO OUR MANAGER MADISON CLARK. SHE'S EVER SINCE WE'VE SHE'S TAKEN OVER ARBITRARY EFFORTS. SHE'S ONLY PHENOMENAL JOB AND RESHAPING THAT ENTIRE PROGRAM AND BRING IT UP TO WHERE IT NEEDS TO BE. SO KUDOS MEDICINE INTO MICHAEL TALLY. WHO'S SHE? SHE'S ON HIS TEAM AND HE HAS BEEN WORKING. I KNOW HE'S BEEN WORKING WITH HER AS WELL. SO I THINK WE HAVE A REALLY GOOD TEAM IN PLACE THAT IS REALLY STARTING TO GET OUT THERE AND GET THEM ENGAGED WITH THE COMMUNITY. THE WAY THAT WE NEED TO BE SO VERY PROUD OF OUR EFFORTS AND VERY UM WHERE IN AND YOU CAN SEE FROM THERE, WHERE EITHER AT OR ALMOST AT OVER 50% OF EVERYTHING ELSE THAT WE'RE WE'RE DOING, UM. WE'RE GEARING UP FOR OUR NEXT QUARTERLY NEWSLETTER. I THINK THAT'S TO RELEASE IN SEPTEMBER. IS THAT RIGHT, LUKE? UH SO THAT WILL KIND OF UPDATE SOME OF OUR EMAIL , MARKETING OPEN RATES. UM BECAUSE WE DON'T NECESSARILY SEND THOSE OUT BUT AGAIN, SO THAT'S ONE OF THE THINGS THAT WE'VE ADDED MONEY TO MARKETING TO, BECAUSE WE WANT TO BE ABLE TO SEND OUT MORE STUFF RIGHT NOW. WE'RE DOING QUARTERLY SO UM, YOU KNOW, WE DON'T EXPECT THAT THEM TO CONTINUALLY REOPEN THAT EMAIL. SO WE'RE STILL DOING GOOD WITH OUR OUR OPENING RATES, BUT SO FAR METRICS LOOK STRONG HEADING INTO THE OR THIRD QUARTER NOW. ANSWER ANY QUESTIONS? QUESTIONS FOR PETER. KPI S TOO, RIGHT. OH, THAT'S THAT'S THAT WAS THE METRICS. THE[BOARD COMMENTS]

C E O DINNER, UM THIS LAST WEEK, WHICH IS A GREAT EVENT AND A GREAT WAY FOR MCKINNEY TO OUT ADVERTISE IN THE SUBURB THAT'S SOUTH OF US IN DALLAS. SO WE ARE ABLE TO DO THAT. THEY WERE A TECHNOLOGY COMPANY THAT DEVELOPED A HAVE DEVELOPED, UM WHAT ARE THEY CALLED THE HEARING HEARING AIDS FOR INFANTS AND BABIES, SO I'M HAPPY TO LOSE TO A ORGANIZATION THAT'S DOING SOMETHING AMAZING FOR CHILDREN LIKE THAT.
