I'VE KNOWN DEAN FOR A NUMBER OF YEARS AND AS A STARTED WORKING ON THE COUNCIL OF 56 YEARS AGO, I STARTED NOTICING DEAN'S NAME MORE AND MORE FREQUENTLY IN OUR PRINTED BROCHURES OF THE WORK HE DOES BEHIND THE SCENES. AND I KNOW THAT DEAN WAS HEAVILY INVOLVED IN THE DRUM CORPS INTERNATIONAL AND GETTING THEM HERE TO TOWN. AND THIS WEEKEND OR THIS PAST WEEK AT THE DRUM COURT FESTIVAL , I ASKED DEAN, I SAID, HOW DID THAT COME ABOUT? AND DEAN SAID THAT HE WAS HAVING LUNCH WITH THE MAN WHO KNEW THE PRESIDENT OF DRUM CORPS INTERNATIONAL. AND THE SUBJECT CAME UP THAT THEY NEED. WE'RE LOOKING FOR A NEW STADIUM IN NORTH TEXAS TO HOST SOME OF THEIR EVENTS AND BEING PROMPTLY REPLIED, WELL, I JUST GAVE THE CITY OF MCKINNEY, A BRAND NEW STADIUM, AND HE TOOK IT FROM THERE WENT UP TO THE CATERED TO MEET WITH THIS GENTLEMAN WHO WAS PRESIDENT OF DRUM CORPS INTERNATIONAL, AND HE SAW THE OPPORTUNITY SEIZED ON THE OPPORTUNITY FOR THE BENEFIT OF EVERYBODY HERE IN MCKINNEY. AND JUST REALLY WENT WELL OUT OF HIS WAY TO MAKE SURE THAT MCKINNEY COULD BE THE HOST IS SUCH A WONDERFUL EVENT. I DON'T THINK THAT ANYONE WHO WAS THERE THIS PAST WEEK DID NOT ENJOY THEMSELVES FULLY BECAUSE IT WAS A TREMENDOUS TREAT FOR THE CITY OF MCKINNEY. AND I JUST WANTED TO MAKE SURE THAT WE GAVE YOU A LITTLE RECOGNITION FOR TAKING THE INITIATIVE AND DOING ALL THE HARD WORK TO GET THAT PROGRAM HERE, AND I KNOW YOU BROUGHT SOME FOLKS WITH YOU THAT YOU WANT TO INTRODUCE AS WELL. BUT THANK YOU. DEAN I APPRECIATE WHAT YOU'VE DONE FOR THE CITY OF MCKINNEY AND WE ALL DO. AND I JUST SAID THAT THAT WAS A SIX YEARS IN THE MAKING, WORKING ON THIS FOR SIX YEARS TO BRING THIS EVENT. IT WAS NOT. IT WAS STARTED, AS WAS JUST SAID. AND THEN IT WAS SIX YEARS OF WORK AND PERSEVERANCE. SO AS A GROUP EFFORT, WE HAD GREAT SUPPORT FROM THE CITY. MR MAYOR, YOU ARE INVOLVED. THERE'S MANY TIMES THAT WE TALKED, MR GRIMES, YOU AS WELL VISIT MCKINNEY WAS A PARTNER ALL ALONG. DR MCDANIEL AND I'M ASD WAS ABSOLUTELY CRITICAL, OBVIOUSLY PULLING OFF AN EVENT LIKE THAT WITH 80 VOLUNTEERS IN THAT STADIUM THAT[00:05:04]
NIGHT HOSTING 5000 CITIZENS, NOT JUST FROM MCKINNEY. WE'RE WAITING FOR THE DATA FROM D. C, BUT WE EXPECT THAT WE DREW PEOPLE FROM AS FAR AWAY OR TWO OR THREE HOURS BECAUSE IT WAS A GREAT SHOW AND WE HAD A GREAT LINE UP IN A GREAT VENUE, AND HE DID. BUY INTO IT. BUT IT WOULD GET THE DRUM CORPS IS A PLACE TO PARK FOR A COUPLE OF DAYS AND TO NOT BE ON THE ROAD, TRAVELING OVERNIGHT FROM ONE VENUE TO THE NEXT AND THAT WE SAW IT AS AN OPPORTUNITY TO ALSO GIVE OUR STUDENTS IN THE AREA CHANCE TO HAVE VERY RICH EXPERIENCES IN DIFFERENT KINDS OF CAMPS. SO THINK ABOUT, UM, THE CALIBER OF THOSE MUSICIANS GETTING IT. AND OUR STUDENTS GETTING A CHANCE TO BE AT A AT A DRUM CAMP, BUT A BRASS CAMP AT A COLOR GUARD CAMP AND, UM AND WE CAN BE THAT LOCATION AND TOPS I SHOULD HAVE NAMED TOPS. TOPS HAS BEEN A FANTASTIC PARTNER, AND OUR COMMITTEE IS SO EXCITED ABOUT THAT NEW FACILITY AND I KNOW ALL OF YOU HAVE PUT TREMENDOUS SUPPORT AND EFFORT INTO IT. AND SO WE'RE ALREADY WORKING WITH KEITH AND THE TOP SCREW ON WHAT WE CAN DO. GOOD EVENING, MAYOR AND COUNCIL.TONIGHT WE BEGIN THE PROCESS OF SETTING THE PROPERTY TAX RATE FOR FISCAL YEAR 2023 ACTION TONIGHT. WILL SET THE TAX RATE CEILING SCHEDULE OUR TAX RATE PUBLIC HEARING AT A LATER DATE AND THEN ALSO SET THE ACTUAL DATE OF THE ADOPTION OF THE TAX RATE. SO WITH THAT, YOU KNOW, TONIGHT WE WILL PASS ARE ASKING TO PASS A THIS WITH SPECIFIC WORDING IN A MOTION THAT IS BEFORE YOU TONIGHT. UM THIS ONE IS REQUIRED FOR PROPOSING THIS TAX RATE. BUT TONIGHT WE'RE PROPOSING A TAX RATE CEILING AT ABOUT JUST UNDER 46. CENTS 460.459547. FOR CONTRAST, OUR CURRENT TAX RATE THIS YEAR IS SET AT 49.7 CENTS. SO, UM, SETTING A CEILING TONIGHT WOULD BE ALMOST A FOUR CENT DROP IN THE OVERALL TAX RATE. I WILL SAY THAT THE CITY MANAGER'S RECOMMENDED TAX RATE THAT YOU WILL SEE IN THE BUDGET. UM AND WE WILL BE. WE HAVE A BUDGET WORKSHOP ON AUGUST THE 12TH. UM THAT IS ACTUALLY GOING TO BE LESS THAN THE CEILING AS HIS FAIRLY TRADITIONAL. THIS IS TO GIVE YOU THE COUNCIL THE ABILITY TO SET WHATEVER TAX RATE THAT YOU SO CHOOSE, BUT SAY MANAGERS TAX RATE IS LESS UM, I WANT TO JUST GO OVER WHAT WE'RE ACTUALLY DOING HERE TONIGHT. NO NEW REVENUE TAX RATE THAT WE'RE GOING TO TALK ABOUT IS A CALCULATED, RIGHT? UM IT PROVIDES THE TAXING UNIT, WHICH IS ASKED THE SAME AMOUNT OF REVENUE RECEIVED IN THE YEAR BEFORE ON PROPERTIES TAX IN BOTH YEARS. SO THAT MEANS THAT AS VALUES RISE, THE NO NEW REVENUE RATE WOULD GO DOWN. AND THEN WE WOULD ALSO TALKING ABOUT THE VOTER APPROVAL TAX RATE, WHICH IS SET AT 3.5% THE NO NEW REVENUE RATE. UM AND IF YOU GO

ABOVE THE NO NEW REVENUE, OR THE 3.5% VOTER APPROVAL RATE ELECTION WOULD BE REQUIRED. NOW THERE IS AN INSTANCE WHERE YOU COULD. THERE'S A TAX RATE INCREMENT THAT WE DIDN'T USE IN PREVIOUS YEARS THAT WE COULD GO EVEN HIGHER. BUT YOU'RE WE'RE ASKING YOU TO SET THE CEILING TONIGHT IT LOWER THAN THE 3.5% SO LET'S NOT EVEN WORRY ABOUT THE ACTUAL INCREMENT RATE. UH I DO WANT TO SHOW YOU THESE RATES COMPARISON YOU CAN SEE THAT THE TAX RATE CEILING AT 45 POINT NONSENSE THAT NO NEW REVENUE RATES 43 3. THAT'S A LITTLE MISLEADING, THOUGH, BECAUSE OF THE DEBT RATE IS SET. DIFFERENTLY WHICH IS A THAT WILL BE SET THIS YEAR AT ABOUT 14.5 CENTS. WE'VE BEEN STRIVING TO KEEP THE DEBT RATE AT 15.2 CENT LEVEL. YOU SEE THERE BUT WE DID WE LOSE ABOUT 7/10 OF A CENT ON THE DEBT RATE THIS YEAR. UM THAT JUST GIVES US THE CAPACITY TO CONTINUE WITH OUR CAPITAL IMPROVEMENTS. BUT AND THEN OUR CEILING ON THE M AND A RATES ABOUT 31 CENTS. AND WHEN YOU SAY GO BACK TO THAT YOU SAID YOU'RE LOSING IT OR YOU'RE GAINING IT.WELL YOU'RE RIGHT. YOU'RE LOSING 7/10 OF A CENT ON THE ON THE DEBT RATE. WE CAN ALWAYS SET THE DEBT RATE AT THE AMOUNT OF THE DEBT THAT WE CURRENTLY HAVE ON THE CASE, SO IT'S GOING TO BE LOWER. YES THE 7/10 OF A PENNY WILL BE COMING OFF THE TAX RATE. WE'VE BEEN TRYING TO MAINTAIN THAT DEBT RATE AT 15 CENTS. BUT BECAUSE THE VALUES CAME IN AND I'LL TALK A LITTLE BIT ABOUT THAT THE VALUES CAME IN HIGHER THAN WE THOUGHT. SO THEN WE SET OUR DEBT, SO WE WERE LOSING ON THE CAPACITY SIDE JUST A LITTLE BIT THERE. IT'S NOTHING TO WORRY ABOUT, BUT BUT THAT'S JUST IS.
IS THIS THE LARGEST TAX RATE REDUCTION? WE'VE EVER HAD EVEN BEFORE BEFORE WE TALK ABOUT WHAT THE PROPOSED RATE WILL BE. THE RATE WILL BE GOING DOWN AT LEAST WITH THE CEILING SET AND I WOULD BE GOING DOWN RIGHT AT ALMOST FOUR CENTS, WHICH IS HIGHER THAN THAN ANY OF THAT I CAN FIND FROM ANY PAST HISTORY. WE DID LOWER IT A LITTLE, AROUND THREE CENTS ABOUT FISCAL YEAR 19 BETWEEN 18 AND 19. THERE WAS A THREE CENT DROP THIS WOULD BE FOR IT WOULD BE MORE IT IS DRIVEN QUITE A BIT BY THE VALUES THAT YOU'RE SEEING IN FRONT OF SUCH A GREAT CITY COUNCIL. THAT'S PART OF IT, TOO, BECAUSE THE COUNCIL'S DON'T CHOOSE TO PASS THOSE THOSE RATE DECREASES ON. THEN YOU CLEARLY DON'T SEE THOSE SO. AND WE WILL.
