MY NAME IS PAUL GRIMES CITY MANAGER. A COUPLE OF THINGS TO UPDATE YOU ON SO LAST FRIDAY, IN THIS VERY ROOM, WE PRESENTED OUR BUDGET FOR FISCAL YEAR 22 23 FISCAL YEAR ENDING SEPTEMBER 30TH OF 2023. WE PROPOSED A GENERAL FUND BUDGET OF $191 MILLION A TOTAL BUDGET OF 652 MILLION THE DIFFERENCE, OF COURSE, VARIOUS FUNDS, YOUR WATER UTILITY AND ALL THE OTHER CAPITAL IMPROVEMENT FUND, ETCETERA. THAT IS A TAX RATE PROPOSED OF 0.4575, WHICH IS A REDUCTION IN TAX RATE FROM 0.497 . SO ABOUT FOUR CENTS THE EFFECTIVE RATE WILL BE BASICALLY WHAT IT IS CALLED AND UNDERSTATE. LEGISLATIVE LEISURE DOMAIN. UM NO NEW REVENUE RATE.NO NEW REVENUE RATE PLUS POINT PLUS 2.81% SO THE LEVEE EFFECTIVELY IS AN INCREASE OF 2.81. UM, SO WE ARE. WELL BELOW THE RATE OF INFLATION, WHICH IS HOVERING AROUND 9% SO FIVE IS THE LAST SIX YEARS WE PROPOSED A BUDGET HAS BEEN UNDER THE RATE OF INFLATION, AND THE ONE YEAR THAT IT WAS ABOVE WAS MAYBE 1% VERSUS 1.9% SO WE ARE PLEASED TO BE ABLE TO PRESENT A BUDGET THAT WE THINK IS RESPONSIBLE. WE'VE GOT LOTS OF THINGS AS WE CONTINUE TO GROW LOTS OF POSITIONS TO FUND LOTS OF EQUIPMENT TO PURCHASE. I WILL SHARE ONE OTHER ASPECT WHICH WE SHARED WITH THE CITY COUNCIL. WHEN YOU ADJUST FOR INFLATION. FROM 20 OH, 9 TO 2022. CAPITAL SPENDING HAS DECREASED BY 8.1% AND OUR STAFFING PER CAPITA HAS DECLINED BY 8.33% SO WHAT THAT MEANS IS EFFECTIVELY EVEN THOUGH THE BUDGET INCREASES AND WE'RE GROWING AND ALL OF THESE THINGS AND TAXES DO GO UP OVER TIME AS IT DOES EVERYTHING. WE'RE ACTUALLY REDUCING THE SIZE OF OUR LOCAL GOVERNMENT ON A PER CAPITA BASIS. OUR STAFF GROWS, BUT ON A PER CAPITA BASIS, WE'RE TRYING TO KEEP HIS TRIM AS POSSIBLE, AND THAT IS THE CHALLENGE OF OUR TIME BECAUSE WE DON'T HAVE A LOT OF SLACK BUILT INTO THE BUDGET WHEN IT COMES TO UM UM, OUR STAFF CAPACITIES WE HAVE GET AFTER IT, AND OUR STAFF WORKS VERY HARD, BUT WE DON'T HAVE A LOT OF ABILITY SOMETIMES TO BE ABLE TO HANDLE OR PICK UP EXTRA TYPES OF THINGS WITHOUT HAVING TO ADD MORE STAFF. THAT'S HOW WE DO IT. UM OUR FIRE AND POLICE ARE GOING TO BE WELL FUNDED. THAT IS THE SINGLE BIGGEST PRIORITY OF THE COMMUNITY. IT ALWAYS IS, TYPICALLY WHEN WE DO OUR COMMUNITY WIDE SURVEYS AND WHEN WE SPEAK TO FOLKS, AND THEY TELL US WHAT THEIR PRIORITIES ARE, AND WE'RE ADDING QUITE A FEW POLICE AND FIREFIGHTERS THIS YEAR AS WELL SO WE CAN KEEP UP WITH THE GROWTH. WITH THAT I WILL STAND FOR ANY QUESTIONS. ANY QUESTIONS FROM THE CRIMES.

SO UM, WILL BE REALLY WE'RE IN THE PROCESS OF GETTING READY FOR THE NEXT SESSION AND HOPEFULLY PASSING THINGS THAT ARE GOING TO BE BENEFICIAL TO BUSINESS, WHETHER IT'S EDUCATION AND WORKFORCE DEVELOPMENT. UM UNFORTUNATELY, WE WERE UNABLE TO GET THE CHAPTER 3 13 3 AUTHORIZED FOR EDIE TOOL IN TOOLBOX, BUT WE'LL BE LOOKING AT THAT AS WELL. SO WITH THAT I WILL STAND FOR ANY QUESTIONS. MR KOWSKI OUTLINED HOW THOSE FUNDS WOULD BE ALLOCATED FOR HIS VARIOUS PROJECTS AND A CITY REQUEST FOR SUPPORT FOR DEVELOPMENT OF THE OUTDOOR SPACE AT THE NEW MUNICIPAL COMPLEX. SO THE ACTION WILL BE TAKEN ON THOSE NEXT WEEK. THE BOARD APPROVED 11 PROMOTIONAL AND COMMUNITY EVENT GRANTS TOTALING JUST OVER $100,000 AND WE'RE VERY EXCITED. THREE OF THOSE ARE NEW FIRST TIME APPLICANTS TO CDC AND INCLUDE THE MCKINNEY REPERTORY THEATER SERIES OF EVENTS AT ADRIATICO. UM SO I LOOK FORWARD TO THOSE WE RECEIVED JUST ONE APPLICATION FOR AN INFRASTRUCTURE GRANT DURING THE MOST RECENT CYCLE, AND IT'S FOR IMPROVEMENTS TO EXPANSION IMPROVEMENTS TO THE EVENT CENTER AT THE COTTON MILL, SO THERE WILL BE A PUBLIC HEARING, UH, SCHEDULED FOR THAT ITEM AT NEXT WEEK'S MEETING. UM WORKING ON A RFP TO LOOK AT HOW WE INCREASE THE FOOTPRINT OF OUR BROADBAND WITHIN THE CITY AND TONIGHT AT THE CITY COUNCIL WORK SESSION, TREVOR WILL BE PRESENTING THE RESULTS OF THAT. SO AGAIN, UM ONE OF THE THINGS WE ADDED TO THE REPORT THIS MONTH BECAUSE AGAIN WE'VE BEEN SAYING THAT IT'S BEEN KIND OF A LITTLE BIT OF A STRANGE YEAR IN THAT WE HAVE HAVE WON SEVERAL PROJECTS, BUT WE'RE STILL WORKING HARD ON GETTING THE CONTRACTS ARE SIGNED FOR DIFFERENT REASONS. SO WE WANTED TO SHOW IT HERE THAT YOU KNOW WE DID HAVE ANOTHER PROJECT WIN. UM THAT WE THAT WAS CLOSED, SO OUR TOTAL WENT UP SLIGHTLY WITH A SMALLER PROJECT, BUT IT'S STILL EVERY PROJECT COUNTS. SO ARE CLOSED PROJECT CAPITAL INVESTMENT SO FAR THIS YEAR IS 13.6 MILLION, BUT WE HAVE AN ADDITIONAL 49 MILLION OF PROJECTS THAT ARE WAITING TO CLOSE THAT WE HAVE ALREADY APPROVED AND WE'RE JUST WAITING ON THE CONTRACTS TO GET APPROVED. SO ARE OUR TOTAL IS MORE IN THE CLOSER TO THE 60 MILLION RANGE FOR THIS YEAR, ASSUMING WE GET ALL THOSE PROJECTS CLOSED THIS YEAR, BUT KIND OF A BLEAK PRESENTATION FOR THE LAST FEW MONTHS. JUST, YOU KNOW, WITH THAT ROLLING CLOSED NUMBER THERE, SO WE WANT TO SHOW YOU THAT SO YOU THE ACTUALS OF WHAT? YOU KNOW THE PROJECTS. WE HAVE CLOSED IN THE CURRENT AMOUNTS WE HAVE FOR THIS YEAR VERSUS JUST CLOSE THINGS. UM. EVERYTHING ELSE IS ALL THE OTHER STATS ARE REALLY ON TARGET WITH FOR THE YEAR WE HAVE FULL PROJECT PIPELINE.
