NOVEMBER, 8TH 2022 CITY OF ELECTION ARIAN ORDINANCE AND POLITICAL SIGNS WITHIN THE CITY.

THAT'S EXODUS. MHM. WAIT FOR THESE FOLKS TO CLEAR OUT AND GOOD AFTERNOON MARIAN COUNCIL AND I'LL ADD A VERY FINELY DRESSED MAYOR AND COUNCIL THIS AFTERNOON. EMPRESS DRAIN THE CITY SECRETARY. I'LL BE PROVIDING AN UPDATE ALONG WITH OUR CODE SERVICES TEAM IN REGARD TO THE UPCOMING ELECTION AND THE ISSUE OF ELECTIONEERING AND POLITICAL SIGNS. VERY QUICKLY.

THERE IS AN ELECTION THAT WILL BE COMING IN THE NEXT. UH IN THIS FALL ON NOVEMBER, 8TH TO ADDRESS THE ITEM OF THE LOCAL OPTION ELECTION TO LEGALIZE THE SALE OF ALCOHOLIC BEVERAGES. AS YOU RECALL. THIS ITEM WAS BROUGHT FORWARD BY PETITION OF THE CITIZENS OF MCKINNEY AND PROPERLY BROUGHT FORWARD IN A BALLOT IN WHICH YOU CALL THAT ELECTION BACK IN MARCH. WE WILL PROVIDE A CONTRACT FOR SERVICES WITH THE COLLIN COUNTY ELECTIONS ADMINISTRATION IN THE NEXT MONTH. THE JUST QUICKLY THE TOTAL COST OF THAT ELECTION FOR THE 30TH SOLE GOVERNING BODIES THAT ARE INVOLVED IS ABOUT $1.9 MILLION IN THE CITY SHARE OF APPROXIMATELY 10% OF THAT COST.

JUST A COUPLE OF DAYS TO NOTE IN TERMS OF THE NOVEMBER 8TH ELECTION OF THE LAST DAY TO ADD ANY ADDITIONAL ITEMS TO THAT BALLOT FOR ANY OF THE GOVERNING BODIES IS AUGUST 22ND THE DEADLINE FOR VOTERS TO REGISTER TO PARTICIPATE IN THAT ELECTION IS OCTOBER 11TH AND THE EARLY VOTING PERIOD IS OCTOBER 24TH THROUGH NOVEMBER 4TH AND THEN JUST MOVING AHEAD INTO 2023.

THAT'S JUST A REMINDER THAT CITY COUNCIL ELECTIONS FOR SPECIFIC COUNCIL SEATS WILL BE UP AT THAT TIME. AND BEFORE I MOVE ON TO ELECTION YEAR, AND I CAN ADD STAND FOR ANY QUESTIONS THAT YOU HAVE ON THE ELECTION OF BALLOT. WE HAVE A QUESTION. YOU SAID THAT IT WAS 1.9 MILLION FOR THE ENTIRE ELECTION FROM THE COUNTY IN THE COUNTY. UH AND THIS END OF THE DIET SEEMS TO RECALL THAT MOST RECENT ELECTION WHERE MR CLOUTIER WAS ELECTED ONTO THE COUNCIL IS A COST US ABOUT 70,000. YOU'RE SAYING THIS ONE IS GOING TO COST US 190,000. YES SIR. IT'S A MUCH BIGGER ELECTION WITH THE LOT MORE VALID ITEMS AND A LOT MORE ENTITIES THAT ARE PARTICIPATING. WELL THAT SHOULD SPLIT THE COST OF WHICH WOULD MEAN THAT YOU STILL HAVE ONE. YOU CAN HAVE 25 THINGS. YOU CAN HAVE TWO THINGS. IT DOESN'T COST ANY MORE TO SO WE'RE PAYING. SO THERE'S SOME ECONOMIES IN TERMS OF WHEN YOU ORDER CERTAIN PRODUCTS SINGULARLY. THERE IS A COST WHEN YOU ORDER THOSE AND BOOKS THINK OF MAYBE A WALMART OR SOMETHING WHERE THEY'RE PERSON KNOWS ITEMS IN A GRANDER SCALE. YOU GET COST SAVINGS THERE. OKAY, SO THE FACT THAT WE HAVE 100,000 REGISTERED VOTERS. IT DOESN'T I MEAN, 15,000 MY RIGHT BEARING ON. YES, SIR. SO THE TOTAL CALLS FOR THE COUNTY TO CONDUCT THE SELECTION WOULD BE $1.9 MILLION APPROXIMATELY 30 ENTITIES THAT WILL BE PARTICIPATING, AND IT'S WEIGHTED BASED ON YOUR PERCENTAGE OF VOTERS. SO THE TOTAL NUMBER OF VOTERS 10% OF THOSE ARE ABOUT 10% ARE ALLOCATED TO THE CITY OF MCKINNEY. WELL. WE COULD WE COULD, AND THAT WOULD BE THE CONVERSE IF THE CITY OF MCKINNEY RAN ITS SPECIFIC ELECTION INDIVIDUALLY, OUR COSTS WOULD BE GREATER THAN $160,000. IT WOULD BE MORE THAN THAT 10. WELL BECAUSE WE LOSE OUT ON THE ECONOMY OF SCALE BACK DOWN OF THE LIQUOR ELECTION, THERE MIGHT BE A LYNCHING IN MCKINNEY PROBABLY BE SOME LITIGATIONS. I DON'T KNOW WHO WOULD BE EXCITED ABOUT THAT. GONNA MOVE ON TO ELECTION NEARING IN THE ISSUE OF SIGNAGE , UM AS YOU PROBABLY ALL AWARE AS BEING CANDIDATES OF ELECTIONS SOMETIMES, UH, DIFFERENT THINGS WITH TIME POSTINGS CAN GET CONTENTIOUS AND WE WANT TO BRING TO YOUR ATTENTION. SOME OF THE ISSUES THAT ARE RELATED TO THAT AND SEEK SOME GUIDANCE FROM YOU AND HOW YOU WOULD LIKE FOR STAFF TO MOVE FORWARD AND SOME AREAS SO WE'LL TALK SPECIFICALLY ABOUT ELECTION NEARING, WHICH IS SPECIFIC TO CITY ON LOCATIONS THAT SERVE AS VOTING LOCATIONS IN IT VOTING PERIOD. SPECIFICALLY FOR OUR ELECTION AREA THAT RELATES TO ANY TYPE OF SIGN POSTINGS OR ACTIVITIES THAT ARE TAKING PLACE WHERE VOTING OCCURS . SIGNS ARE ALLOWED IN THOSE SPACES FROM 24 HOURS BEFORE VOTING BEGINS UNTIL 24 HOURS AFTER THAT PERIOD, WHICH IS VERY IMPORTANT THAT WE MAINTAIN A 100 FT ELECTION FREE ZONE THAT IS RADIUS FROM BEYOND THE ENTRYWAY OF THE DOOR, SO YOU CAN KIND OF SEE THAT MAP. FOR EVERY LOCATION THAT'S DESIGNATED AS A VOTING PLACE. THERE WILL BE A PERIMETER ESTABLISHED TO LET PEOPLE KNOW HOW FAR THEY CAN GET OR HOW CLOSELY THEY CAN GET TO THE ENTRANCE OF THE DOORWAY. AND WHO ENFORCES THAT THE ELECTION JUDGE THE FACILITY OPERATORS IN ADDITION TO THE CITY SECRETARY'S OFFICE, THE CODE ENFORCEMENT CAN GET INVOLVED AS WELL AS LONG ENFORCEMENT, SOMETHING THAT'S NOT LISTED HERE, ESPECIALLY WHEN IT COMES TO THE VOTING LOCATIONS . WE DO WANT TO MAINTAIN A LOT OF CIVILITY AND ENCOURAGE AND WORK WITH THESE FOLKS TO BE IN COMPLIANCE. THERE IS A THIS IS A FINDABLE OFFENSE, THEY CAN BE A FIND IT AT A COST OF UP TO $500 PER DAY THAT IT ITEM IS OUT OF COMPLIANCE. EVERYBODY AT A REALLY AWKWARD SITUATION AND IT'S UM. IT MAKES IT REALLY, REALLY TOUGH ON THEM TRYING TO ENFORCE THESE THINGS. AND, UH. I'VE GOT THREE SPOTS WITHIN, LIKE A HALF A MILE. BETWEEN THE ELECTION CENTER, A LIBRARY. AND OLD SETTLERS IF THE LIBRARY IS ON IT. AND I MEAN, YOU'RE TALKING ABOUT 100 PEOPLE VOTING IN A DAY VERSUS HERE. I'M GUESSING YOU'RE TALKING ABOUT 500. PEOPLE VOTING FOR THOUSANDS. OH YOU'RE YOU'RE RIGHT. I'VE SEEN THAT LINE. SO I THINK THAT PEOPLE THINK OF THAT, SO SOME OF THAT IS BUILT IN THAT WE REALLY CAN'T MITIGATE IT BECAUSE OF THAT LOCATION IS VERY DESIRABLE, BUT ABSOLUTELY WE LOOK TO FIND ADDITIONAL VOTING LOCATIONS TO CONVENIENCE PEOPLE AND NOT SUBJECT THE LIBRARY TO ALL OF THAT TRAFFIC.

ABSOLUTELY THE REASON WHY IT IS HIGHLY DESIRABLE IS BECAUSE SCHOOL ISN'T ALWAYS OPEN FOR THE ELECTIONS. SO I THINK IF WE HAVE MORE CONSISTENCY IN THAT, THEN IT WOULD DIVERT PEOPLE AWAY BECAUSE RIGHT NOW I DON'T WANT TO GO OVER THERE TO VOTE GETTING ACCOSTED EVERY TIME YOU WALK UP TO THE DOOR, SO IT'S NOT A PLEASANT EXPERIENCE. I'D RATHER HAVE SOMETHING REALLY CLOSE BY, BUT CONSISTENTLY OPEN SO THAT PEOPLE GET USED TO GOING THERE. UM. I PROMISE, EMPRESS. THERE IS A QUESTION IN HERE. BUT THIS IS A BIT OF A NARRATIVE. IF YOU'RE REMEMBER BACK IN FEBRUARY, WE HAD A PRETTY ROBUST DISCUSSION IN TERMS OF SOME OF THE GUIDELINES THAT THE COUNCIL WOULD LIKE TO EMPLOY EMPLOYED DURING THE APPOINTMENTS PROCESS IN TERMS OF THE INCREASING NUMBER OF FOLKS WHO ARE INTERESTED IN SERVING ON THE BOARDS WHERE THERE'S TRADITIONALLY GONE UP FROM ABOUT 50 OR 60 PEOPLE A YEAR TO OVER 2000 AND SPEAKING OF 2200 IN THE LAST COUPLE OF YEARS, AS WELL AS THE COUNCIL'S DESIRE TO BE CONSISTENT WITH POLICY IN TERMS OF APPOINTING PEOPLE WHO REFLECT THE DIVERSITY OF THE COMMUNE.
