WE READ WE DO HAVE EIGHT O'CLOCK. GOOD MORNING. I NOW CALL THE MEETING OF THE MCKINNEY
[CALL TO ORDER]
COMMUNITY DEVELOPMENT CORPORATION TO ORDER THE TIME IS EIGHT O'CLOCK. WE ARE IN COUNCIL CHAMBERS AT 2 TO 2 NORTH TENNESSEE STREET, MCKENNEY, TEXAS, AND I GET TO DO THIS.IT'S A PLEASURE TO BE HERE THIS MORNING FILLING IN FOR MISS WOODS, WHO IS TRAVELING, SO SHE SAID SHE WOULD BE WATCHING ME THIS MORNING. NO PRESSURE THERE , BUT IT'S ALWAYS GREAT TO SEE EVERYBODY THIS MORNING AND I HAVE THE GREAT PLEASURE OF INTRODUCING FATHER, PETER MULLEN'S OF ST ST PETER'S EPISCOPAL CHURCH, WHO WILL LEAD US IN AN INVOCATION THIS MORNING. THANK YOU. I BRING GREETINGS FROM ST PETER'S, WHICH IS THE EMPTY BOWLS CHURCH IN MCKINNEY AND FROM THE EMPTY BOWLS BOARD AS WELL. AND THANKS TO YOU ALL FOR EVERYTHING THAT YOU DO TO SUPPORT THAT EFFORT AND THOSE IN NEED IN OUR COMMUNITY. EPISCOPALIANS HAVE A PARTICULAR CALL TO PRAYER. IT'S CALL AND RESPONSE. I SAID, THE LORD BE WITH YOU. AND WHO KNOWS HOW TO RESPOND WITH YOU. ALRIGHT, LET'S TRY THAT THE LORD BE WITH YOU. LET US PRAY.
ALMIGHTY GOD, WE GIVE YOU THANKS FOR THE CITY FOR THIS COMMUNITY OF PEOPLE THAT YOU HAVE GATHERED TOGETHER. AND WE THANK YOU FOR THE GIFTS AND TALENTS THAT YOU'VE GATHERED HERE THAT MAKE US UNIQUE. WE ASK YOU TO GIVE WISDOM AND GUIDANCE TO THIS BOARD TODAY. THAT THE DECISIONS THEY MAKE WOULD BE FOR THE GOOD OF YOUR PEOPLE AND THE STRENGTHENING OF THIS CITY. AND WE ASK YOU ALWAYS TO KEEP US EVER MINDFUL OF THOSE WHO ARE MOST VULNERABLE IN OUR COMMUNITY. THIS WE ASK THROUGH. JESUS CHRIST, OUR LORD. AMEN. THANK YOU FOR THE MONTH. AND AT THIS TIME WOULD YOU PLEASE STAND AND JOIN IN THE PLEDGE OF ALLEGIANCE? FLAT. UNITED STATES.
ONE NATION INDIVIDUAL WITH JUSTICE FOR ALL. UM AT THIS TIME , DO WE HAVE ANY PUBLIC COMMENTS ON NON PUBLIC HEARING AGENDA ITEMS? HI, UM, MOVING TO CONSENT ITEMS. WE HAVE ONE ONLY ONE
[CONSENT ITEMS]
CONSENT ITEM TODAY AND THAT WOULD BE ITEM 22 OH 780 MINUTES OF THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION MEETING OF JULY 28TH 2022. WE HAVE A MOTION TO APPROVE. SO MOVED.SECOND, OKAY? MOVED BY DAVID. SECOND SECONDED BY JACKIE. BUT OKAY THERE WE GO. MOTION PASSES.
[Financial Report]
MOVING ON TO REPORTS ITEM 2 TO 0781 THE FINANCIAL REPORT CHANCE MILLER. GOOD MORNING CHANCELLOR . FINANCIAL COMPLIANCE MANAGER WILL BE GOING OVER THE JULY FINANCIALS TODAY. THIS IS 10 MONTHS THROUGH THE FISCAL YEAR AFTER THIS MONTH, WE'LL HAVE TWO MORE MONTHS. UM HE MAKES SURE IF YOU CAN SEE THAT MY ABLE TO ZOOM OOPS. SORRY TO ZOOM IN A LITTLE BIT SO YEAH, THAT BIT. OKAY SO WE'RE LOOKING AT THE TOP PART THAT'S GOING TO BE OUR REVENUES THROUGH JULY OF THIS YEAR, SO WE HAD 1.6 MILLION IN SALES TAX REVENUE, AND WE HAVE 93,000 AND, UM, INTEREST INCOME, SO WE HAD CLOSE TO 1.7 MILLION IN REVENUE. UM WE SCROLL DOWN TO THE EXPENSES WAY FOR OPERATIONAL EXPENSES WE HAD 53,000 FOR JULY. FOR PROJECT EXPENSES. WE HAD 87,000 AND I'LL NOTE THAT IN THE BOTTOM SECTION. UM THE BUILDINGS AND STRUCTURES IS ALSO RELATED TO PROJECTS. JUST THE WAY WE ACCOUNT FOR IT. WE HAVE A NON DEPARTMENTAL RIGHT NOW. SO THE 2.6 MILLION IS RELATED TO TUBS OF THE IN THE BOTTOM SECTION, SO THAT REALLY NEEDS TO BE FACTORED INTO THE UM, TOTAL PROJECTS ALONG WITH THE PARK INSTRUCTION FUNDS. SO IN THAT NON DEPARTMENT ON THE BOTTOM, YOU'LL SEE 320,000 FOR PARK CONSTRUCTION FUND. UM 2.6 MILLION FOR BUILDINGS AND STRUCTURES, SO THAT BRINGS PROJECTS FOR THE MONTH OF JULY CLOSE TO 3.2 MILLION, AND THE REMAINING PART OF NON DEPARTMENT ON THE BOTTOM WAS THE THAT SERVICE PAYMENTS AND THIS IS THE TIME OF THE YEAR. WE MAKE CALLS ANNUAL DEBT SERVICE PAYMENTS. SO YOU CAN SEE HOW THAT'S BROKEN DOWN IN THE BOTTOM SECTION AS WELL. SO TOTAL EXPENSES FOR THE MONTH OF JULY WAS 4.5 MILLION, RESULTING IN[00:05:02]
THAT, UH, DEFICIT OF A CASH FLOW OF 2.8 MILLION BY YEAR. TODAY YOU'RE POSITIVE 4.5 MILLION UM AS THERE THERE IS NO QUESTIONS ON THIS. THEN I'LL MOVE TO THE SALES TAX. SO IT'S GONNA BE PAGE. I THINK FOR THE MEDIA. ONE OF. THANK YOU. UM SO THIS IS OUR SISTER CITY SALES TAX COMPARISON USUALLY TALK ABOUT IT EVERY MONTH, BUT JULY COLLECTIONS APPLIES TO THE MONTH OF MAY. SO THIS WAS CELLS TEXT FOR THE MONTH OF MAY. MCKINNEY YOU CAN SEE THAT WE HAD A 7.9% INCREASE OVER LAST YEAR. UM I WILL NOTE THAT WE HAD LAST YEAR WE HAD AUDIT COLLECTIONS ARE TRUE INCREASE WAS 15% SO WHEN YOU'LL SEE THAT'S A LITTLE ALONG THE SAME LINES FOR ALL THE OTHER CITIES AS WELL. SO ALLEN HAD A 3.4% INCREASE WITH THEIR TRUE INCREASES. 5. FIRST GO AHEAD OF 27.4% INCREASE, BUT THEIR TRUE INCREASE WAS 32. I HAD A 17.1% INCREASE IN THEIR TRUE INCREASE WAS 19% IT'S USUALLY NOT LIKE THAT AT ALL CITIES ALL HAVE THE SAME SKEWED NUMBERS LIKE THAT, BUT THAT'S JUST HOW IT PLAYED OUT THIS MONTH YEAR TODAY AT 16.6% INCREASE THROUGH JULY, UM AND LIKE I SAID, THAT'S FOR MAY COLLECTIONS, SO JUST JUNE WAS GOING TO BE OUR MONTH WE WERE PLANNING ON SEEING POSSIBLY A SLOWER INCREASE IN SALES TAX, SO THAT WILL BE NEXT MONTH. SO UM, I'LL RELAY THAT INFORMATION WHEN WE GET THAT, UM BESIDES, THAT, OBVIOUSLY, 16.6% IS DOING GREAT.I DIDN'T SEE ANYTHING IN THIS CELL SEX BY INDUSTRY, A RETAIL TRADERS TRENDING AS THE MOST. I MEAN, THAT'S THE ONE WHERE WE GET OUR MOST SALES TAX FROM. THAT'S STILL TRAINING AT THE HIGHEST PERCENTAGE, SO THAT'S IT IN THE BIG TAKE CARE OF WHATEVER YOU SAY IT TO, UM, THE PERCENTAGE OF YOUR SAYING THAT 16.6% SO LONG. I HAVE NO NOTHING ELSE TO SAY UNLESS YOU HAVE ANY QUESTIONS ALONG THAT NEXT MONTH , WILL BE TELLING IN REGARDS TO THE SALES TAX THAT WE RECEIVE FOR THAT MONTH. SIR. ANY IDEA WHY FRISCO HAD SUCH A LARGE INCREASE. SO EVERYTHING WE CAN TELL IT LOOKS THAT COVID, UM THEIR TRAINING LITTLE BIT LONGER IN THE COVID WAS PART OF IT THAT IT DIDN'T REALLY HIT US AS A CITY AS A WHOLE, BUT THEN THEY'RE INCREASES WERE A LOT LESS THAN THEY WERE ANTICIPATING DURING THE COVID YEARS, SORT OF THINKING THAT THAT MIGHT HAVE HAD A LITTLE BIT OF FACTOR OUT OF IT THAT THEY'RE COMING WHEN WE'RE LOOKING AT A YEAR TODAY FROM LAST YEAR THAT THAT'S POSSIBLY SKIPPING IT A LITTLE BIT BECAUSE I'M LOOKING AT TWO YEARS AGO. IT'S LOOKING LIKE THE INCREASE WAS ONLY YOU KNOW, ABOUT FIFTH. 15 18% TRAINING ON A YEAR TO YEAR BASIS, SO THAT LOOKED NORMAL. THAT'S MY BEST GUESS AS OF RIGHT NOW, I DON'T SEE THE SAME INFORMATION I GET FROM MCKINNEY SO I CAN'T TELL IF NEW BUSINESSES ARE COMING TO FRISCO OR ALL THE DATA BEHIND THAT. IF I'M LOOKING AT IT BY INDUSTRY, EVERYTHING LOOKS ABOUT STUDY ACROSS INDUSTRY. SO THERE'S REALLY NO TELL FOR ME WHEN LOOKING AT BROAD INFORMATION. UM BECAUSE I DON'T GET THE SAME INFORMATION I GET FROM MAKING ME SO, UM THAT'S MY BEST GUESS RIGHT NOW. AS THE COVID AND NEXT YEAR I'LL POINT TO SEE STEADY INCREASES ALONG ALL THE CITIES. I DON'T KNOW WHY ALAN IS TRENDING BEHIND THAT'S BEEN CONSISTENT THROUGH THE PAST SEVEN MONTHS, EVERYONE ELSE ALL THE OTHER SISTER CITIES FOR THE LAST SEVEN MONTHS OR SHOWING AROUND TO 12 14. BESIDES FRISCO'S LITTLE BIT AHEAD, BUT ALAN'S OUT LIKE A 1% INCREASE OVER LAST SEVEN MONTHS, SO I DON'T KNOW EXACTLY THE REASONING BEHIND THAT AS WELL. SO UM, BUT PLANO AND MCKINNEY ARE TURNING ALONG RIGHT ON THE SAME ONE EVERY MONTH WAS WHAT I CAN TELL.
THANK YOU. ANY OTHER QUESTIONS. THANK YOU. THANK YOU APPRECIATE IT. I DON'T KNOW HOW TO CLEAR THIS WITH. OKAY NEXT UP ITEM 22-78. I WAS 78 TO BOARD AND LIAISON REPORTS. UM, JUST.
CHECKS ISSUED, OKAY? OKAY ANY ANY QUESTIONS ON THE CHECKS THAT WERE ISSUED THIS PAST MONTH? OKAY? OH, THANK YOU, BECAUSE YOU SHAKE IT. ALL RIGHT, SO NEXT UP, BOARD AND LIAISON REPORTS, UM
[Board and Liaison Reports Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation TUPPS Subcommittee]
THIS LAST MONTH HAS BEEN A BUSY ONE, AND I THINK LOTS OF OUR MEMBERS HAVE BEEN OUT IN THE COMMUNITY AND JUST A FEW HIGHLIGHTS. UM WE'VE HAD THE MISTY NEW TEACHER BREAKFAST, WHICH A NUMBER OF US ATTENDED, AND IT WAS FABULOUS TO SEE. THE SCHOOL YEAR, RAMPING UP EXCITED TEACHERS. I HAVE THE PLEASURE OF SITTING WITH A GROUP OF MIDDLE SCHOOL GRADE SCHOOL TEACHERS, AND THERE WAS JUST SO MUCH EXCITEMENT. SCHOOL BOARD MEMBERS WERE OUT THE SCHOOL SUPERINTENDENT, AND I WOULD JUST SAY IT WAS REALLY A GREAT OCCASION. THE LEADERSHIP MCKINNEY CLASS OF 2023 THE WELCOME EVENT FOR THAT. WE HAD A REALLY LOVELY, AFFORDABLE HOUSING COLLABORATIVE DISCUSSION , WHICH I'M LOOKING FORWARD TO CONTINUING, UM, AMAZING RESULTS POSTED FOR THE BYRON NELSON AND LUNCH WITH THE MOMENTOUS INSTITUTE TOURS ARE ALL OF OUR[00:10:04]
GROUP. WERE ABLE TO ATTEND THAT, UM THE THIS WEEK'S CHAMBER, EAST SIDE DEVELOPMENT UPDATE. AND TONIGHT WE HAVE THE VOLUNTEER MCKINNEY AWARDS EVENT, SO ANY OTHER COMMENTS OR OBSERVATIONS, THINGS THAT ANY OF THE BOARD WANTS TO SHARE. WOULD MIMIC THE , UM AM I S D BREAKFAST. IT WAS NICE. I GOT TO SIT WITH A BUNCH OF ELEMENTARY SCHOOL TEACHERS AND THEY WERE VERY, VERY EXCITED, AS IS TYPICAL RIGHT BEFORE SCHOOL STARTS. I'D LIKE TO HAVE A BREAKFAST WITH HIM AT THE END OF THE YEAR TO SEE IF THAT EXCITEMENT IS STILL THERE. BUT GOD BLESS HIM BECAUSE I SURE COULDN'T DO IT. BUT IT WAS A NICE EVENT AND, UM I ASKED ABOUT THE STAFFING BECAUSE I KNOW THERE'S A LOT OF STAFFING ISSUES IN OUR SCHOOLS AND UM, WHEN I WAS ASKING THE PRINCIPAL AT MCKINNEY BOYD, SHE SAID, ACTUALLY, WE'RE DOING PRETTY WELL COMPARED TO WHAT WE'RE HEARING. SO THAT'S THE GOOD NEWS, I GUESS FOR MY S D. YEAH TO THE BREAKFAST WAS FANTASTIC.I REMEMBER IN SCHOOL. THE TEACHER ALWAYS SAID. WHY IS EVERYBODY SITTING IN BACK OF THE CLASS? AND IT'S KIND OF INTERESTING THAT ALL THE TEACHERS WERE SITTING IN BACK OF THE AUDITORIUM. SO IT WAS A FANTASTIC EVENT. LOOKING FORWARD TO TONIGHT AS WELL. ALRIGHT IF THERE AREN'T ANY OTHER COMMENTS WE HAVE THE CITY OF MCKINNEY REPORT WITH MR GRIMES. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT. MEMBERS OF THE BOARD. MY NAME IS PAUL GRIMES CITY MANAGER. COUPLE OF THINGS TO UPDATE YOU ON WE HAVE ON AUGUST 12TH RIGHT HERE IN THIS ROOM. WE PRESENTED OUR FISCAL YEAR 23 BUDGET TO THE CITY COUNCIL $191 MILLION GENERAL FUND $652 MILLION TOTAL BUDGET REASON WHY THERE'S A DIFFERENCE BETWEEN YOUR GENERAL FUND BUDGET AND YOUR TOTAL FINALS. YOU HAVE LOTS OF OTHER FUNDS. YOU HAVE WATER UTILITY FUNDS. YOU HAVE CAPITAL IMPROVEMENT FUNDS. WE HAVE RISK FUNDS AND EQUIPMENT REPLACEMENT FUNDS, ETCETERA WHEN YOU ADD IT ALL UP AT $652 MILLION TOTAL BUDGET, 191 MILLION IS GENERALLY ARE OPERATING BUDGET FOR THE CITY OPERATIONS. THAT WAS A SERIES WE HAD. OF COURSE, PUBLIC INPUT WILL HAVE A PUBLIC HEARING ON SEPTEMBER 6TH BUDGET WILL BE ADOPTED ON SEPTEMBER 6TH OR SEPTEMBER 12TH, DEPENDING ON WHAT THE COUNCIL DECIDES TO DO ON THE BUDGET ADOPTION. THIS BUDGET INCLUDES A FOUR CENT RATE REDUCTION FROM 40.4972 POINT 457 . IT'S AN EFFECTIVE RATE INCREASE OF 2.81. I REMIND YOU, THOUGH, THAT WE ARE AN INFLATIONARY ENVIRONMENT OF ABOUT 9% SO, UH, 2.81% IS WELL BELOW THE RATE OF INFLATION. COUNCIL IS ALSO COULD DELIBERATING ON REDISTRICTING.
WE ANTICIPATE THAT THEY WILL PROBABLY VOTE ON OCTOBER 4TH ON REDISTRICTING, WHICH IS PURSUANT TO THE 2010 CENSUS. WE HAVE TO, OF COURSE, ADJUST OUR DISTRICTS IN ACCORDANCE TO OUR POPULATION DISTRIBUTION AND MAKE SURE THAT THERE ARE RELATIVELY EVENLY BALANCED. AND AS YOU CAN IMAGINE , THAT'S A I MEAN, THAT'S WITH ALL DUE RESPECT. IT'S A POLITICAL DECISION TO ULTIMATELY DETERMINE WHAT YOUR DISTRICTS ARE GOING TO BE, AND SO THEY'RE GOING THROUGH SOME OF THOSE DELIBERATIONS. BUT WE DO ANTICIPATE THEY'LL APPROVE IT ON OCTOBER 4TH. THE LAST CITY COUNCIL MEETING, THE COUNCIL AUTHORIZED STAFF TO BEGIN NEGOTIATING WITH SCI FI NETWORKS. THIS IS A PERIOD BELIEVE IT'S 120 DAY PERIOD FOR EXCLUSIVE DISCUSSIONS NEGOTIATIONS FOR A BROADBAND ROLLOUT I C T INFRASTRUCTURE MEETING INFORMATION, COMMUNICATION TECHNOLOGY, AND OUR VIEW IS CRITICAL INFRASTRUCTURE JUST AS ROADS AND WATER UTILITIES ARE OUR CITY IS IN SORT OF THE MIDDLE OF THE PACK WHEN IT COMES TO OUR BROADBAND CONNECTIVITY. CITY COUNCIL, BY THEIR DIRECTION WOULD LIKE TO IMPROVE THAT. AND SO WHAT WE'VE DONE IS GO TO THE MARKETPLACE AND OFFERED TO PARTNER WITH A COMPANY THAT CAN HELP BUILD FIBER. LARGE PIPES FOR DATA WITH LOW LATENCY, WHICH IS AN INDUSTRY TERM, BUT LOW LATENCY MEANS LOW DELAY IN THE SIGNALS, WHICH YOU THINK OF THINGS ABOUT THE DIGITAL ECONOMY . LOW LATENCY IS PRETTY IMPORTANT. IF YOU'RE A GAMER, YOU KNOW WHAT I MEAN. I'M NOT A GAMER, BUT I TRUST MY KIDS. ADVICE ON THAT, ANYWAY MORE TO FOLLOW ON THAT. THAT'S KIND OF AN EXCITING INITIATIVE. UM IN THE BUDGET PROPOSAL. UM THAT'S SOMETHING THAT MAY BE OF INTEREST IN GERMAN TO YOU AS WE PROPOSED A DIFFERENT FORMULA MOVING FORWARD IN THIS BUDGET, AND WE THINK IT'S A GOOD WAY TO GO OUR PEER CITIES FRISCO AND PLANO BOTH DO THE SAME THING AS THEY ESTABLISH A PER CAPITA EXPENDITURE FOR COMMUNITY AND COMMUNITY GRANTS OR COMMUNITY EVENTS SUPPORT. UM I CALL IT WEAVING THE FABRIC OF THE LOCAL COMMUNITY RIGHT WITH WHEN YOU OFFER $10,000 TO A PARTICULAR CHARITABLE PHILANTHROPIC ORGANIZATION FOR AN EVENT THEY DO. THAT'S NOT A BIG DOLLAR IN OUR BUDGET, BUT IT SURE IS VERY MEANINGFUL FOR THAT GROUP. SO UM
[00:15:04]
, WE ARE TIED IN A NUMBER OF ABOUT 2 75 PER CAPITA, SO AS WE GROW AS A COMMUNITY THAT TO 75.THAT NUMBER WILL CONTINUE TO GROW AS WE GROW AS A COMMUNITY. HERE TO FOUR. WE JUST SORT OF USED THE NUMBER AND WE ADJUSTED PERIODICALLY, BUT THERE WAS NO FORMULA. THIS IS A LITTLE BIT MORE REFORMULATED APPROACH. LIKE I SAID, IT'S CONSISTENT WITH WHAT SOME OF OUR NEIGHBORING COMMUNITIES DO, AND THAT YIELDS SIGNIFICANT AMOUNT OF MONEY. IT'S ABOUT $300,000 A YEAR THAT WE CAN USE FOR SPENDING ON VARIOUS DIFFERENT THINGS THAT THE COMMUNITY GRANTS COMMISSION.
MEETS AND DISTRIBUTES A GOOD PORTION OF THAT FUNDING. WE ALSO HAVE $50,000 IN THIS YEAR'S BUDGET FOR CHESTNUT SQUARE. UH THAT IS COMING OUT OF THE HOTEL MOTEL TAX THAT'S PROPOSED IN THE BUDGET. WE ANTICIPATE ONCE THE COUNCIL APPROVES THE BUDGET THAT THAT WILL REMAIN IN THEIR UM AND SO THOSE ARE THE TYPES OF THINGS WE LIKE TO TRY TO DO FOR THE COMMUNITY. IT'S NOT A HUGE DOLLAR AMOUNT, BUT IT'S SOMETHING THAT WE CAN DO TO TRY TO HELP. LIKE AS I SAID, WE HAVE THE FABRIC STITCHED THE FABRIC FOR THE LOCAL COMMUNITY WITH THAT, I WILL STAND FOR ANY QUESTIONS. JUST HAVE A QUESTION ABOUT THAT FOR CHESTNUT SQUARE IS THAT YOU KNOW, LIKE OUR FUNDS IS REIMBURSABLE IS THAT FUNDS THAT THEY CAN LIKE SAVE FOR A RAINY DAY? OR IS IT USED FOR THEIR OPERATING BUDGET? THAT'S CORRECT, NOT PRECLUDE YOU FROM OFFERING PROJECT SPECIFIC GRANTS OR EVEN PROMOTIONAL GRANTS. INSOFAR AS THEY HAVE THEM. THIS IS A OPERATING BUDGET ASSISTANCE. SO JUST OPERATING OR IS THERE? ARE THERE ANY LIMITATIONS? I MEAN, I KNOW WE HAVE OUR LIMITATIONS. Y'ALL'S ARE WIDE OPEN WITH THIS FUND. IT'S WIDE OPEN. I MEAN, THEY'RE GONNA USE IT. THEY EVEN STATED THAT THEY WOULD USE IT FOR OPERATING ASSISTANCE. SO THERE'S NO ANY KIND OF OKAY, THAT'S RIGHT. PAUL. I JUST WANTED TO, UM UM, BROADBAND KIND OF POINT OUT SOMETHING THAT WAS INTERESTING TO ME. SO SCI FI IS , UH, HAS BEEN AWARDED THE CONTRACT TO LAY FIBER CONTRACT WERE FINALISTS AND YOU ARE IN NEGOTIATIONS RIGHT? BUT THEY ARE NOT GOING TO BE THE SOLE PROVIDER OF BROADBAND, UM, FIBER INTERNET CITY ESSENTIALLY THAT THEY ARE LAYING HIGHWAY THAT OTHER COMPANIES CAN RUN THEIR FIBER ON RIGHT AND SO YOU ARE ACTUALLY FOSTERING COMPETITION AND CREATING, UM, PROBABLY THE LOWEST PRICES POSSIBLE. THAT'S PRECISELY WHAT WE'RE TRYING TO DO. WE THINK THE PUBLIC POLICY OBJECTIVE FROM A CITY COUNCIL VIEWPOINT IN A CITY VIEWPOINT IS TO FOSTER MORE COMPETITION TO CREATE THE CONDITIONS FOR COMPETITION TO OCCUR. IF YOU CAN PUT THE INFRASTRUCTURE IN PLACE JUST AS WE BUILD THE PUBLIC BUILDS ROADWAYS, AND THEN YOU TELL BUSINESSES LOCATE ALONG THOSE ROADWAYS AND DO SOMETHING WITH THE BUILD AN AIRPORT RUNWAY AND THEN THE BUSINESSES COME IN AND OPERATE ON THE RUNWAY. YOU BUILD IMPORT. WE DON'T HAVE A COURT. BUT IF YOU HAD A PORTS, YOU DO THE SAME THING. SAME CONCEPT. IN THIS CASE WE WOULD AUGMENT OR FACILITATE ADDITIONAL FIBER, UH, CONSTRUCTION AND THEN INVITE THE PRIVATE SECTOR TO COME IN AND OPERATE. WE WOULD NOT OPERATE THIS FIBER NETWORK.
IT WOULD BE PRIVATELY OPERATED. WE'RE JUST TRYING TO FACILITATE THE CONSTRUCTION BY CONVENING THE PARTIES AND BEING ABLE TO OFFER SOME ASSISTANCE WITH RIGHT AWAY THAT THERE'S A SIDE BENEFIT FOR US IS WE DON'T HAVE AS MUCH DISRUPTION TO OUR RIGHT OF WAY. IF YOU CAN HAVE SOMEBODY COME IN AND BUILD THAT INFRASTRUCTURE THAT OTHERS CAN PLAY ON, THEN YOU DON'T HAVE AS MANY STREET CUTS, FOR EXAMPLE. THANKS. THANK YOU, MR GRIMES. NEXT STOP VISIT MCKINNEY. MR WERNER. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT, MEMBERS OF THE BOARD ERIN WARNER, EXECUTIVE DIRECTOR AT VISIT MCKINNEY, EXCITED TO BE IN FRONT OF YOU THIS MORNING. A LITTLE BIT AGO, WE TALKED A LITTLE BIT ABOUT THE BYRON NELSON AND SOME OF THE STATS THAT CAME OUT AND THAT WAS IT WAS REALLY NEAT TO SEE THE ECONOMIC IMPACT STUDY ONE OF THE NUMBERS THAT WASN'T UH, POSTED ON ON WHAT I SAW BUT WAS IN THE FINAL STUDY WAS TALKING ABOUT HOTEL ROOMS WITH VISIT MCKINNEY.
OF COURSE WE DO OUR BEST TO TRACK AS MANY HOTEL ROOMS THAT COME THROUGH THE CITY AS POSSIBLE. WE DO THAT THROUGH TRYING TO COLLECT PICKUP REPORTS WORKING WITH THE BYRON STAFF AND SPONSORS AND THINGS LIKE THAT. BUT THERE ARE A LOT OF HOTEL ROOM NIGHTS THAT WHERE PEOPLE STAY IN OUR PROPERTIES, AND THEY DON'T NECESSARILY TELL THE HOTELS. YOU KNOW WHAT THEY'RE STAYING FOR. SO THIS STUDY WENT INTO MORE DETAIL ON THAT, AND I WAS EXCITED TO SEE THAT THERE WERE OVER 8200 ROOMS PICKED UP IN MCKINNEY THAT WERE ATTRIBUTED BACK TO THE BYRON AND EVEN MORE THAN THAT ACROSS CALLING COUNTY. UM AND SO DEFINITELY A GOOD IMPACT ON OUR COMMUNITY WHEN IT COMES TO HOTELS, AND WE WILL SEE ANY CHANGE NEXT YEAR, WITH FRISCO HOLDING THE COUNTRY MUSIC AWARDS ACM IN AT THE STAR THE SAME WEEK OF THE BYRON. MOST OF THEIR HOTEL PROPERTIES ARE ACTUALLY ALREADY BLOCKED OUT. THEREFORE ANYONE WHO WAS STAYING FOR THE BYRON AND FRISCO WILL BE
[00:20:01]
MOVING INTO MCKINNEY A LITTLE MORE AND THEN SOME OF OUR OTHER NEIGHBORING COMMUNITIES FOR OUR OVERFLOW. SO NEXT YEAR, IT WILL BE WE'LL PROBABLY SEE EVEN A LITTLE BIT MORE OF A CHANGE WITH HOW THAT BREAKS DOWN. AND WE MOVE STRAIGHT WITH OUR STAFF FROM DC RIGHT INTO PLANNING. N C . A D TWO FOOTBALL CHAMPIONSHIP THAT WILL BE TOWARDS THE END OF THE YEAR. WE KICKED IT OFF WITH THE LONE STAR CONFERENCE AND MEDIA DAY AT THE MSD STADIUM AND, UM, GOT TO SEE ALL OF THE WELL, I GUESS SOME OF THE TOP STUDENT ATHLETES FROM THAT CONFERENCE COME IN, AND THEY GOT TO DO SOME MEDIA COVERAGE AND SEE THE FIELD AND HOPEFULLY ONE OF THOSE COULD POTENTIALLY COME AND PLAY FOR US. IN THE IN THE BIG TOURNAMENT. WE ALSO HAVE OUR GRANT CYCLE FOR OUR PROMOTIONAL GRANTS THAT WILL BE KICKING OFF HERE SOON. WITH A DEADLINE OF OCTOBER 7TH, UM AND OUR NEW BOARD IN OCTOBER WILL BE HEARING PRESENTATIONS THAT THEIR FIRST BOARD MEETING, SO WE'RE GONNA HIT THE GROUND RUNNING WITH OUR NEW BOARD MEMBERS AT THAT TIME. WHEN IT COMES TO THE STARR REPORT, WHICH IS HOW WE TRACK OF OUR DATA FOR VISIT MCKINNEY ONE HOTEL'S OCCUPANCY, AVERAGE DAILY RATES AND SUCH ON IN JULY OR OCCUPANCY WAS 70.5% WHICH IS UP 1.2% FROM LAST YEAR. IN JULY.THIS THIS WAS OUR LOWEST INCREASE SO FAR HERE TODAY, AND I THINK THAT THERE THERE YOU COULD LOOK AT HOW EXTREMELY HOT IT WAS FOR ONE THING, BUT ALSO WELL, KIND OF PAY ATTENTION TO THIS AND SEE IF THERE'S ANY NEW TRENDS WITH SOME OF THE THINGS GOING ON IN THE ECONOMY. FROM A TRAVEL STANDPOINT, UM BUT A YEAR OVER YEAR TO DATE WERE UP 8.8% WHICH IS GREAT. UM THEN THEN THERE'S ANOTHER SIDE TO THIS. THE AVERAGE DAILY RATE. IF ANY OF YOU ARE TRAVELING RIGHT NOW FOR BUSINESS, YOU'VE PROBABLY SEEN THIS AND SOME OF YOUR HOTEL STAYS. HOTEL PRICES ARE FAIRLY HIGH RIGHT NOW. AND SO OUR AVERAGE DAILY RATE FOR THE YEAR IS UP. 14.7% WHICH IS ABOUT $12 , ON AVERAGE HIGHER PER NIGHT ACROSS THE ACROSS THE BOARD. ONE OF THE DATA, ONE OF THE DATA THINGS WE TRACK IN MCKINNEY, AS WE DO HAVE A FAIRLY LARGE AMOUNT OF HOTEL PROPERTIES OF ALL DIFFERENT SIZES AND TYPES AND AGES AND SO WE'VE ACTUALLY IN THIS MONTH TEARED OUT OUR PROPERTIES AND MULTIPLE TIERS SO THAT WE CAN TRACK THAT DATA BASED ON THE DIFFERENT TYPES AND SO IN OUR TIER ONE PROPERTIES, WE ACTUALLY SAW THAT OUR HOTELS ON AVERAGE DATED RADAR TRACKING WITH OUR NEIGHBORING COMMUNITY. HE'S AT IT LIKE $118 AVERAGE DAILY RATE WOULD I THINK FRISCO MAY HAVE BEEN THE ONLY ONE THAT HAD A HIGHER AVERAGE DAILY RATE, BUT THEY ALSO HAVE SOME PRETTY LARGE HOTEL PROPERTIES AND CONFERENCE CENTERS OVER THERE. AND SO WE'RE DOING OUR BEST TO TRY TO GET A GOOD UNDERSTANDING OF WHERE WE'RE AT TODAY AND WHERE WE'RE GOING AND TRACK THAT DATA FOR THE FUTURE. AND SO MAKING SOME CHANGES THERE. THE LAST THING I'M GONNA SAY, BECAUSE I KNOW THAT MANY OF YOU HAD A RELATIONSHIP WITH HER. RACHEL THOMAS ON OUR TEAM. UM, SHE HAS ANNOUNCED THAT SHE HAS ACCEPTED ANOTHER OFFER WITH HER PREVIOUS EMPLOYER, SO SHE IS GOING BACK TO THEM AND WE ARE. WE'RE GOING TO MISS HER BIG TIME ON OUR TEAM. SHE BROUGHT SO MUCH INNOVATION AND CREATIVITY TO FIRST IN HER YEAR YEAR AND A HALF THAT SHE WAS THERE. TODAY WE WILL BE HAVING A LITTLE THING AT OUR OFFICE AT FOUR O'CLOCK. UM, JUST WISH HER WELL, SO IF YOU ARE AVAILABLE, FEEL FREE TO STOP BY, AND IF NOT SHOOT AN EMAIL OR A TEXT MESSAGE THANK YOU. THANK YOU AND FOR ANYBODY THAT WANTS TO TAKE A DEEP DIVE INTO ANY ANY MORE OF THE VISITOR VISIT MCKENNEY THERE ARE ATTACHED. THERE'S AN ATTACHED REPORT WITH THE AGENDA ITEMS, SO OKAY, UM AND M. E, D S OR M E D. C OKAY, THERE REPORT IS ATTACHED . I THINK PETER IS HE'S NOT HERE. OBVIOUSLY OKAY. NEXT OKAY. COME ON. UP. NEXT UP MAIN STREET. ANDREW JONES, BBC. AWFUL DOING THAT. THANK YOU, MADAM VICE CHAIR, MADAM PRESIDENT BOARD. UM WE HAD A BUSINESS WHERE WE'RE ALREADY OFF TO A VERY BUSY AUGUST. WE HAD IT BACK TO 87 STROLL, SO THERE'S SOME AWFUL OUTFITS THAT CAME BACK AND WE HAD A DELOREAN. BUT OVERALL, THERE'S A LOT OF FUN. UM THIS UPCOMING AUGUST 31ST AT FOUR PM WE DO HAVE A MEET AND GREET FOR THE SILOS WITH YOU ALL ARE ALL INVITED TO THAT TO GET A CHANCE TO MEET AND TALK WITH THE ARTIST THAT'S BEEN DOING THE SILOS. . CONDUCT A PUBLIC HEARING AND CONSIDER DISCUSS ACT ON A PROJECT GREAT APPLICATION SUBMITTED. WE'RE DOING THIS ONE. OKAY IT'S A PUBLIC HEARING. OKAY ALL RIGHT. THIS IS A PUBLIC HEARING SUBMITTED BY ADRIATIC, A MASTER ASSOCIATION ITEM 22 16 IN THE AMOUNT OF $98,392 TO COMPLETE A PRIVATELY OWNED PUBLIC ACCESSIBLE HARBOR PARK AT ADRIATIC, A VILLAGE INCLUDING AMPHITHEATER STYLE SEATING. MADAM CHAIRMAN, UM I JUST WANTED TO MAKE A QUICK COMMENT DUE TO AN ERROR IN THE POSTING. THIS ITEM WAS ACTUALLY ON THE JULY AGENDA, BUT WE HAD POSTED WITH THE ADRIATIC AND BUSINESS ASSOCIATION INSTEAD OF ADRIATIC AND MASTER ASSOCIATION. SO ADVICE FROM COUNSEL WAS TO GO BACK AND START THE PROCESS OVER SOME OUR APOLOGIES TO YOU AND THANK YOU VERY MUCH FOR BEING HERE SINCE IT WAS PRESENTED LAST TIME FOLLOWING THE PRESENTATION OF THE BOARD IS WILLING TO. I WOULD SUGGEST THAT YOU CONSIDER COMPLETING THE ADD IN THIS DAY, CLOSING THE PUBLIC HEARING AND TAKING ACTION ON IT. THANK YOU. THANK YOU FOR GIVING US THE OPPORTUNITY TO DO A SECOND CHANCE TO BE HERE. AND YEAH, SOMETIMES THOSE THOSE, UH, CLERICAL THINGS HAPPEN. SO THANK YOU SO MUCH FOR BEING HERE THIS MORNING. I LIKE TO THINK IT WAS SO GOOD THE FIRST TIME YOU JUST WANT TO HEAR IT AGAIN. IT'S ALL RIGHT. OKAY? SO THE ADRIATIC A MASTER ASSOCIATION IS A PROPERTY OWNERS ASSOCIATION WITH 38 MEMBERS. WE PROVIDE HOUSING OFFICE AND RETAIL SERVICES FOR MCKINNEY RESIDENTS, AND OUR GOAL IS TO BRING COMMERCE AND[00:40:05]
COMMUNITY TO ADRIATIC, A VILLAGE BY IMPROVING AND ENHANCING THE LANDSCAPE OF THE VILLAGE BY MAKING THIS AREA A BEAUTIFUL PLACE FOR MCKINNEY RESIDENTS TO LIVE AND WORK. WE ENCOURAGE OTHERS TO MOVE THEIR FAMILIES AND BUSINESSES. TO MCKINNEY AS WELL. ADRIATIC A VILLAGE IS MOST LIKELY THE MOST PHOTOGRAPHED LOCATION IN MCKINNEY EVERY WEEKEND. HUNDREDS OF VISITORS OF ALL RACES, RELIGIONS AND BACKGROUNDS, TWO'S ADRIATIC A TO PHOTOGRAPH AND CELEBRATE MAJOR LIFE EVENTS SUCH AS BIRTHDAYS, ANNIVERSARIES, QUINCEANERAS GRADUATIONS, PROMS AND WEDDING CEREMONIES. THE LARGE, OPEN FIELD IS FREQUENTLY A TAKEOFF OR LANDING AREA FOR HOT AIR BALLOONS. IN THE LAKE IS VERY POPULAR SPOT FOR FISHING, CANOEING AND PADDLEBOARDING. THE ADRIATIC. A BUSINESS ASSOCIATION ALSO HOST 12 TO 15 COMMUNITY EVENTS IN THE VILLAGE EACH YEAR , INCLUDING WINE WALKS, CAR SHOWS, COOK OFFS, PUMPKIN PATCH AND CHRISTMAS AND ADRIATIC TO OVER. ALL THESE EVENTS HAVE ATTRACTED AS MANY AS 1000 VISITORS IN THE PAST AND THE EVENT PROCEEDS HAVE BEEN DONATED TO LOCAL CHARITIES SUCH AS THE LIONS CLUB. THE BOYS AND GIRLS CLUB. THE S P C. C. S P. C. C. S P C. A AND THE LOVE LIFE FOUNDATION. THE ADRIATIC, A MASTER ASSOCIATION HAS DEVELOPED AND MAINTAINED. AND IMPROVED MULTI ACRE OPEN GREEN SPACE THAT IS RECOGNIZED AND UTILIZED AS A MCKINNEY PARK AMENITY BY RESIDENTS FROM ALL OVER THE CITY AND BEYOND. OVER THE YEARS, THE ADRIATIC ASSOCIATIONS HAVE COMPLETED NUMEROUS PROJECTS OUTSIDE THE DEVELOPER SCOPE TO ENHANCE THE AREA AND PROVIDE BETTER CONNECTIVITY TO THE CITY'S EXISTING PEDESTRIAN PATH NETWORK. TO DATE OVER $200,000 HAS BEEN SPENT ON THE IMPROVEMENTS ENJOYED BY THE COMMUNITY RESIDENTS BEFORE CONSIDERING THE MAINTENANCE EXPENSE. HURRIEDLY THERE REMAINS ONE ADDITIONAL PROJECT PHASE THAT WOULD COMPLETE THE HARBOR PARK AREA, GIVING IT AN ENHANCED AESTHETIC APPEAL AND PROVIDING A MUCH SAFER ENVIRONMENT FOR THE THOUSANDS OF RESIDENTS AND VISITORS WHO UTILIZED THE AREA. THE AMPHITHEATER STYLE BOWL SEATING FACING THE STAGE CONSTANTLY ERODES AND CREATES DANGEROUS CONDITIONS FOR THE HEAVY FOOT TRAFFIC THAT WE EXPERIENCE ON AN EVERYDAY BASIS. THE DESIRED SOLUTION IS TO BUILD AN AMPHITHEATER STYLE SEATING AREA INTO THE SLOPE WITH MULTILEVEL 18 INCH RETAINING WALL SEATING AND GRADE LEVEL OBSERVATION DECKS TO THE SOUTH OF THE SEATING AREA. THERE IS ALSO APPROXIMATELY 320 LINEAL FEET OF COBBLESTONE STAMPS PARK WALKWAY TO COMPLETE ALL TRAFFIC PATTERN CONNECTIONS AND ADDITIONAL IRRIGATION AND SIGNING OF THE IMPACT.IMPROVEMENT AREAS. THIS IS THE FINAL PHASE OF A LARGER PROJECT THAT HAS BEEN ONGOING FOR MANY YEARS. WE EXPECT TO HAVE THIS FINAL PHASE COMPLETED 180 DAYS FROM GRANT APPROVAL. THE AMOUNT OF THE REQUEST IS NOT TO EXCEED 94,300. THIS IS BASED ON ALL THE COST ESTIMATES RECEIVED AND ON THE BEST MOST RECENT INFORMATION ON LABOR COSTS AND MATERIALS. SHOULD THE COST OF THE PROJECT EXCEED THIS NUMBER. THE DISTANCE WILL BE FUNDED THROUGH SPECIAL ASSESSMENTS, AS HAVE ALL PROCEEDING PHASES OF THIS MULTI YEAR PROJECT, OUR DESIRE AND INTENT OR TO DELIVER THIS PROJECT UNDER THE ESTIMATED COST IN OUR DISCUSSIONS WITH MAJKOWSKI FROM PARKS AND REC, HE IS VERY MUCH IN SUPPORT OF THIS PROJECT AND HAS EXPRESSED HIS VIEW OF THIS AREA AS A DEFACTO EXTENSION OF OUR EXISTING PARK SYSTEM AND HAS STATED THAT HE LOOKS FORWARD TO INCORPORATE IN THIS AREA INTO REGULAR CITY PROGRAMMING. THE RETURN OF THE SMILES, CHARITY EVENT WE HOSTED FOR YEARS, THE HOSTING OF MUSIC AND ART FESTIVALS OPEN TO THE PUBLIC AND COMMUNITY FAMILY MOVIE NIGHTS ARE HIGHLY ANTICIPATED BENEFITS OF ENHANCING AND IMPROVING THIS AREA. WE INTEND TO ACTIVATE THIS AREA TO PROVIDE FREE AND FREE EVENTS AND RECREATIONAL VALUE FOR MCKINNEY, RESIDENTS AND VISITORS. QUESTIONS. UM. OKAY AND THANK YOU.
