HEARING ITEMS. I'M NUMBER 2 TO 0823 CONDUCTED PUBLIC HEARING TO CONSIDER AN ACT ON THE ADOPTION OF THE BUDGET APPROPRIATION. ORDINANCE FOR PHYSICAL YEAR 22 23. GOOD EVENING MAYOR PRO TIM AND COUNSEL MARK HOLLOWAY, CHIEF FINANCIAL OFFICER FOR THE CITY. UM TONIGHT IS THE CULMINATION OF A VERY LONG PROCESS FOR US THAT WE BEGAN IN JANUARY. WITH THE OVERALL BUDGET PROCESS. THERE ARE FOUR SEPARATE ITEMS THAT WILL BE COMING UP IN THE NEXT FOUR IN FRONT OF YOU FOR ADOPTION FOR THE FISCAL YEAR, 23 OPERATING AND CRP BUDGET I HAVE TWO VERY SHORT PRESENTATIONS DURING TWO OF THE AGENDA ITEMS AND WE WILL CONDUCT TWO PUBLIC HEARINGS DURING THE PROCESS. THE FIRST ITEM IS A PUBLIC HEARING ON THE BUDGET ORDINANCE ITSELF AT THE CONCLUSION OF THE PUBLIC HEARING, YOU WILL HAVE THE OPTION TO PASS THE BUDGET ORDINANCE AT THAT POINT, UH AND THEN THIS WILL NEED TO BE PASSED BY A ROLL CALL VOTE. WE WILL THEN HOLD A RATIFICATION OF THE INCREASE IN PROPERTY TAX REVENUE . UM REVENUE, NOT NOT WRITE ANY YEAR THAT YOU COLLECT MORE IN PROPERTY TAXES, REGARDLESS OF WHAT YOU DO WITH THE RIGHT WHERE THE RIGHT GOES UP OR DOWN, YOU HAVE TO PASS THIS ORDINANCE. IT'S PASSED WITH A SPECIFIC MOTION THAT IS IN FRONT OF YOU.

THIRD WE HOLD A PUBLIC HEARING ON THE OVERALL TAX RATE. UM AFTER THAT PUBLIC HEARING, A SPECIFIC MOTION MUST BE RED AND THE TAX RATE WOULD BE ADOPTED WITH A ROLL CALL VOTE AT THAT POINT, AND THEN FINALLY TO SUPPORT THE OVERALL BUDGET THAT'S BEEN PASSED, STAFF WOULD ASK THAT YOU PASSED THE RATE IN FEE ORDINANCE OF THE FOR THE NEXT FISCAL YEAR. IT'S MANNER CHANGES THIS YEAR WITH THE WITH THE EXCEPTION OF THE WATER AND SEWER RATES. THOSE WERE THE INCREASES THAT WE DETAILED DURING THE BUDGET WORKSHOP PROCESS. WE'RE PASSING ON SOME SOME INCREASES THAT WE'RE GETTING FROM THE NORTH. TEXT MINISTER WATER DISTRICT SO THAT'S WHERE WE'RE HEADED FOR THE NEXT FOUR ITEMS, AND I WILL BEGIN WITH THE WITH A SHORT PRESENTATION. YOU HAVE SEEN THIS PRESENTATION BEFORE BEFORE WE HEADED AT THE LAST COUNCIL MEETING, BUT WE'RE DOING BE DOING A PUBLIC HEARING THIS OFFICIAL PUBLIC HEARING ON THE BUDGET SO JUST GO THROUGH A FEW OF THE HIGHLIGHTS FOR EVERYBODY. THE MAIN ONE IS WILL BE DEEP WITH THIS BUDGET AND THE TAX RATE WILL BE DECREASING THE PROPERTY TAX RATE OF THE CITY BY FOUR CENTS TO JUST ABOUT A LITTLE OVER 45 CENTS. OUR SALES TAX REMAIN STRONG. OUR DATA KEEPS COMING IN. WE THINK WE'VE GOT A GOOD NUMBER FOR THE END OF THE YEAR AND A 5% INCREASE BUILT IN FOR THE NEXT FISCAL YEAR, WHICH IS FAIRLY CONSERVATIVE, BUT WILL ALLOW US TO CHANGE OF THE ECONOMY CHANGES. THE 23 BUDGET WILL PROVIDE MARKET ADJUSTMENTS FOR ALL OF OUR EMPLOYEES. STEP INCREASES OUR BUDGET IN THE FISCAL YEAR 23 BUDGET WE DO HAVE AN ALLOWANCE

FOR A MARKET STUDY THAT HR IS NOW WORKING ON TO MAKE SURE THAT WE'RE COMPETITIVE IN THE MARKETPLACE. AND WE ARE DOING OUR PLANS. STEP INCREASES, FIRST WARNING PERSONNEL AS WELL. WE ARE DOING INCREASED MAINTENANCE FOR FUNDING FOR STREET MAINTENANCE THIS YEAR ON THE GENERAL FUND SIDE AND IN THE C I P AND WE WILL BE PROVIDING SOME NEEDED STAFFING IN A LOT OF OUR AFFECTED DEPARTMENTS, BUT LOT OF IT'S IN PUBLIC SAFETY ON THE GENERAL FUND SIDE, UM POLICE AND FIRE ABOUT 27 POSITIONS. I BELIEVE BETWEEN THOSE 2 50.5 IN THE ENTIRE GENERAL FUND AND JUST OVER 60 FOR ALL FUNDS. I DID WANT TO JUST BRIEFLY TOUCH ON THE GENERAL FUND, WHICH IS OUR MAIN OPERATING FUND OF THE CITY. WE DO HAVE GENERAL FUND REVENUES PROJECTED AT ABOUT 190 A HALF MILLION FOR FISCAL YEAR 23. UM, PROPERTY TAXES VERY HAPPY TO SAY ONCE AGAIN. THAT PIECE OF THE PARK KEEPS SHRINKING SALES TAX, STARTING TO FILL IN MORE AND MORE OVER TIME. UM WHAT YOU REALLY WANT TO SEE GROWING CITY LESS RELIANT ON PROPERTY TAXES MORE RELIANT ON SALES TAXES.

GENERAL FUND EXPENDITURES. IT'S BALANCED BUDGET. AH ABOUT JUST UNDER 50% OF THE OF THE BUDGET 46% FOR POLICE AND FIRE THAT'S FAIRLY STANDARD. WE HAVE SHOWN THE SLIDES COMPARING US TO OUR SISTER, CITIES AND CITIES ACROSS STATE. THIS IS CLEARLY ABOUT WHAT YOU SEE ON THE ON THE GENERAL FUND SIDE. THESE ARE THE STAFFING EDITIONS. THE 50 THAT I MENTIONED. YOU SEE THE 27 GOING TO PUBLIC SAFETY THERE? UM NOT A LOT OF NEW PROGRAMS THIS YEAR. THIS IS A LOT OF BEEFING UP STAFF BECAUSE WE ARE STRETCHED VERY, VERY THIN AS YOU'LL SEE WE'VE TALKED ABOUT IN OUR BUDGET WORKSHOP IN A GROWING CITY. THAT'S WHAT YOU START SEEING, NOT LIKE I SAID, NOT A TON OF NEW PROGRAMS THIS YEAR, A LOT OF STARTING TO FILL IN SOME OF OUR GAPS. ON THE WATER WASTEWATER SIDE THAT WATERLINE REPLACEMENT PROGRAM WE STARTED YEARS AGO TO BRING OUR WATER LOSS DOWN. WE'RE GONNA CONTINUE THAT WE'RE STARTING TO COME TOWARDS THE END OF THAT. BUT AS YOU REPLACE THOSE COPPER LINES WILL START BACK OVER, BUT THAT THAT HAS BEEN, UH, A BIG SUCCESS. WE DO ANTICIPATE THAT SELL FOR FISCAL 23 FOR CAPITAL PROJECTS ON THE WATER AND WASTEWATER SIDE. AND WE ARE ADDING SOME SUPPLEMENTALS FOR SOME POSITIONS INTO SOME AND SOME UM, EQUIPMENT AS WELL.

FAIRLY MODEST FOR THAT SIZE OF A BUDGET. UM THAT'S BECAUSE OF OUR WATER AND WASTEWATER RAISED. WE ARE GOING TO SEE ABOUT 13.4% INCREASE OUR COST OF OUR WATER FROM NORTH TEXAS. AND ABOUT 8.5% INCREASE ON WASTEWATER. UM. A LOT OF DIFFERENT REASONS THAT THEY'RE PASSING THAT ON. WE DIDN'T SEE RATE INCREASES FOR A COUPLE OF YEARS. UM BUT SO WE'RE CATCHING UP TO US THIS YEAR.

WE'RE GOING TO PASS ON A LITTLE BIT LESSER OF RATE INCREASE ON OUR SIDE. WE'RE GONNA BE ABLE TO HANDLE SOME OF IT THROUGH GROWTH IS RECALL WE TALKED ABOUT WITH OUR RAY CONSULTANTS BUT ABOUT 9% INCREASE ON WATER AND 8% INCREASE ON WASTEWATER. ALLOWS US TO CONTINUE TO SAY SUBSTANCE FISSION AND MAINTAIN THE COVERAGE LEVELS THAT WE NEED TO MAINTAIN. WITH THAT. THIS IS THE LAST SCHEDULED MEETING WE HAVE FOR THE BUDGET THIS YEAR. RATIFY THE PROPERTY TAX INCREASE IN THE PHYSICAL YEAR. 2022 23 BUDGET AS A RESULT OF THE CITY, RECEIVING MORE REVENUES FROM PROPERTY TAXES IN THE PREVIOUS PHYSICAL YEAR. MR HOLLOWAY. NO PRESENTATION ON THIS. THIS IS, UH, THIS IS NOT THE ACTUAL UM, TAX RATE. THERE WILL BE A PUBLIC HEARING AFTER THIS VOTE. THIS IS JUST IF YOU INTEND TO ACCEPT THE TAX RATE AS WE'RE ABOUT TO PRESENT IT, THIS WOULD BE REQUIRED TO ADOPT TO ADOPT THAT IT'S DONE ANYTIME THAT YOU BRING IN MORE PROPERTY TAXES. TO CONSIDER AND ACT ON A ORDINANCE ADOPTING A TAX RATE FOR PHYSICAL YEAR 22 23. MM MARK. SO THIS ONE DOES HAVE A SHORT PRESENTATION WITH IT AS WELL, BECAUSE IT'S UH PUBLIC HEARING ON GOAL OVER JUST A FEW SLIDES ON THE OVERALL TAX RATE. ALL RIGHT. SO FOR TAXES FOR FISCAL YEAR 23. WITH THIS RATE, EXISTING VALUES HAVE INCREASED ABOUT 13% MIGHT BE ALMOST 14% OVER FISCAL YEAR. 22 WE ARE PROPOSING TO BE 2.81% ABOVE THE NO NEW REVENUE RATE ON THE MM.

NO SIDE, THE TAX RATE WOULD BE 0.457485. WE DID SET A TAX RATE CEILING OF 0.459547. THIS DOES INDICATE ABOUT A FOUR CENT TAX DECREASES. YOU CAN SEE TAX RATE DECREASE. AS YOU CAN SEE ON THE PROPOSED PROPERTY TAX RATES. YOU CAN SEE WHERE WE'RE AT 40.497 IN FISCAL YEAR 22 WERE ANTICIPATING BEING AT 220.45748. THE DEBT RATE PORTION BEING 0.145688. IF YOU WERE RECALLED, WE JUST TALKED ABOUT BOND ELECTION AND HOW WE ATTEMPT TO KEEP THE INS RATE STABLE. YOU CAN SEE THAT JUST BECAUSE OF THE WAY THE VALUES GROUP AFTER WE SOLD THAT FOR THE YEAR, THE DEBT RATE IS ACTUALLY SHRINKING BY ALMOST ONE CENT, WHICH WAS GOOD, BUT IT WAS ALSO A LITTLE BIT UNINTENTIONAL, BUT IT NEEDED TO HAPPEN AT THE VALUE LEVELS WE WERE SEEING. I WAS TAKING A MUCH NEEDED VACATION AT THE TIME WHEN I HEARD ABOUT THIS, AND FRANKLY, I WAS JUST ANGRY WHEN I HEARD I WAS ANGRY. AND I AM SORRY FOR THE MEMBERS OF THAT CHURCH THAT HAVE HAD TO ENDURE WHAT HAS HAPPENED THERE. UM.
