MEMBERS OF THE BOARD. MR PRESIDENT. MY NAME IS PAUL GRIMES CITY MANAGER. I WANTED TO START OFF HERE WITH A COUPLE OF UPDATES THIS MORNING. WE HAVE TODAY THAT WORK SESSION THIS AFTERNOON. WE'RE GONNA BE TALKING ABOUT CITY COUNCILS TALKING ABOUT THE ASSEMBLY IF YOU WILL OF A BOND COMMITTEE, SPECIFICALLY WITH RELATED AS IT PERTAINS TO THE AIRPORT NATIONAL AIRPORT. IT'S REALLY AN EXCITING TIME YOU'RE GOING TO SEE IT WORK SESSIONS. SOME DISCUSSION ABOUT THAT, AND THEN ON SEPTEMBER 27TH . THEY HAVE A SPECIAL MEETING SCHEDULED FOR SOME OTHER THINGS, BUT THEY'RE ALSO GOING TO CONSIDER AND PROBABLY LIKELY ADOPT OFFICIALLY THE BOND COMMITTEE THAT WILL THEN MEET THROUGHOUT THIS FALL AND THEN MAKE A REPORT TO THE CITY COUNCIL WHETHER OR NOT TO HOLD A BOND ELECTION WITH RESPECT TO THE AIRPORT. SO THIS BOND COMMITTEE LIKE I SAID, WE'LL BE DISCUSSING TODAY THEY'LL ADOPT THE BOND COMMITTEE AND APPOINT THEM ON THE 27TH OF SEPTEMBER AND THEN WE'LL GET OFF TO THE RACES IF YOU WILL, ON THE WORK OF A BOND COMMITTEE. VERY IMPORTANT WORK. WE EXPECT PROBABLY 35 OR 40. MEMBERS OF THIS BIND COMMITTEE. SO CITY COUNCIL OF COURSE, WE HAVE THE FINAL SAY ON THAT. WE THEN PRESENT THAT TO THE CITY COUNCIL, THE COUNCIL MOLES THAT AND CHOOSE ON IT, IF YOU WILL, AND THEN THEY WILL ADOPT THAT THIS FALL AS OUR OFFICIAL LEGISLATIVE PRIORITIES.

FOR THE UPCOMING YEAR IMPORTANT YEAR BECAUSE WE HAVE A STATE LEGISLATION THIS LEGISLATIVE SESSION, OF COURSE, AND THEN A LOT OF THINGS HAPPENING AT THE FEDERAL LEVEL. CITY HALL IS YOU MIGHT SEE IF YOU DRIVE BY THE FUTURE CITY HALL SITE ON THE NORTH SIDE OF VIRGINIA, EAST OF THE HIGHWAY FIVE SPECIFICALLY JUST ON THE EAST SIDE OF THE RAILROAD TRACKS. YOU'LL SEE DIRT MOVING THE FORMERLY KNOWN AS ICE HOUSE. IT WAS BIG BASS TOWING THAT BUILDING HAS BEEN REMOVED.

THE SOILS ARE BEING REMEDIATED AND REMOVED AT THIS TIME, SO THE WORK IS REALLY GETTING UNDERWAY.

YOU'LL SEE THE CONTRACT CITY COUNCIL SEE THE CONTRACT FOR THE NOTICE TO PROCEED ON THE CONSTRUCTION, PROBABLY MID ISH, MADE OCTOBER, PROBABLY THE SECOND MEETING OF OCTOBER. PROMOTIONAL AND COMMUNITY GRANTS OPENS UP IN NOVEMBER AND RUNS THROUGH THE END OF NOVEMBER. WE WILL THE BOARD WILL, UM HERE IN OUR DECEMBER MEETING. ALL THE PRESENTATIONS FROM THE GRAND APPLICANTS AND THEN ACTION WILL BE TAKEN IN JANUARY. 2023 THE RETAIL DEVELOPMENT INFRASTRUCTURE GRANT, WE HAD A PUBLIC HEARING ON AUGUST MEETING. AND THERE WAS ONE APPLICANT, THE COTTON MILL FOR FUNDING SUPPORT FOR SEWER INFRASTRUCTURE IMPROVEMENTS AND A NEW EVENT VENUE AT THE MIDDLE . WE THE BOARD WILL TAKE ACTION ON THAT THIS WEEK AFTER SEPTEMBER 22ND MEETING IN YOUR PACKET, YOU'LL HAVE A LOVELY ARRAY OF PHOTOS PROVIDED BY FOR THE TOPS BREWERY PROJECT. LOTS OF THINGS HAPPENING THERE. THIS DEAL IS FINALLY GOING UP. UM THEN THE NEXT EVENT COMES UP THE DRACULA FOR THE MCKINNEY REPERTORY THEATER. THERE WILL BE A GREAT CHILI COOK OFF AT THE ADRIATIC TO THE AND THEN OCTOBER 15TH. THE LEGACY KEEPERS WILL BE PRESENTING THE DEA DELAYS MUERTOS. THE MCKINNEY WINE AND MUSIC FESTIVAL, WHICH IS ALWAYS A HUGE DRAW HAPPENS.

OCTOBER 15TH. THEY LACROSSE TOURNAMENT FOR HIGH SCHOOL BOYS THAT RELAX AND TOURNAMENT HAPPENS. THE 15TH AND 16TH AND THEN ALSO OCTOBER, 22ND AND 23RD AND MY FAVORITE, THE MCKINNEY PHILHARMONIC ORCHESTRA HAS THE HALLOWEEN SPECTACULAR ON OCTOBER 22ND SO LOTS OF CULTURAL THINGS GOING ON. MM. AND ALSO A GRANT WAS AWARDED TO THE ADRIATIC BUSINESS ASSOCIATION TO COMPLETE THE PROJECT FOR PRIVATELY, PRIVATE AND PUBLIC ACCESSIBLE HARBOR PARK AT THE ADRIATIC TO THERE WERE THERE WAS A RETAINING WALL SEATING AND GRADE LEVEL OBSERVATION DECKS. UM, IMPROVEMENTS. UM. MAJOR PARKS AND RECREATION PROJECTS FOR, UM IF SET FOR 2023. THERE WAS AN

WHEN I DECIDED TO BUILD A LIFE WITH MY REMARKABLE SPOUSE LINK. WHEN YOU ESTABLISHED THE LEGACY OF COMMUNITY SERVICE TO WHICH I COULD ONLY ASPIRE. NEVER REACH. ANY SUCCESSES I HAVE ENJOYED WOULD NOT HAVE BEEN POSSIBLE. WITHOUT YOUR STEADFAST AND UNWAVERING SUPPORT. I LOVE YOU WITH A LL MY. UM ALL OF OUR METRICS ARE DOING FANTASTIC. EXCEPT FOR THAT FIRST ONE, UM THE AGAIN WE'RE WE'RE WE HAVE JUST INCREDIBLE VOLUME OF PROJECT ACTIVITY COMING IN THIS YEAR. WE WE'VE WITHIN THE LAST MONTH. WE'VE GOTTEN AT LEAST THREE NEW, VERY LARGE PROJECTS AGAIN, LOOKING AT PROJECT LIFE CYCLES AND THINGS ARE TAKING LONGER THESE DAYS. WE'RE LOOKING AT A MINIMUM 12 TO 18 MONTHS SO THINGS THAT WE START WORKING ON TODAY WE WON'T BE REALIZED POTENTIALLY TILL UM, 12 TO 18 MONTHS FROM NOW, HOPEFULLY SOONER, BUT WE'RE WE'RE GOING THROUGH THAT THAT REBUILDING YEAR AGAIN, HAVING, UM, JUST STRANGE REAL ESTATE OCCURRENCES HAPPENED THROUGH SOME OF OUR PROJECTS.
