JENNIFER, AREN'T YOU I'M HERE. SPOT LOOK AT YOU, HUH? I'M NOT SURE WHERE THE AREAS I KNOW HE'S AROUND. UM SO THANK YOU THIS AS YOU READ THIS ITEM AS A REQUEST OF REASON, THE SUBJECT PROPERTY I DID HERE EARLIER TODAY FROM THE APPLICANT THEY ARE REQUESTING TO TABLE THE ITEM TO THE OCTOBER 3RD CITY COUNCIL MEETING BELIEVED THEY HAD SOME TRAVEL ISSUES OR ARRANGEMENTS THAT THEY WANTED TO TRY TO WORK AROUND SO THAT THEY COULD BE HERE FOR THE ITEM. STAFF IS COMFORTABLE WITH THE REQUEST TO TABLE AND IF THE COUNCIL SO DESIRES IF YOU WOULD JUST CONTINUE THE PUBLIC HEARING TO OCTOBER, THE THIRD IS THERE ANYONE THAT DID COME TO SPEAK ON THE SENATE TONIGHT? MOTION PASSES NEXT ITEM 220074 Z TO CONDUCT A PUB HEARING PUBLIC HEARING TO CONSIDER AND ACT ON REQUEST TO RESOUND SUBJECT PROPERTY FROM PLAN DEVELOPMENT, DISTRICT AND QUARTER OR COMMERCIAL OVERLAY DISTRICT TO PLAN DEVELOPMENT DISTRICT AND CORRIDOR COMMERCIAL OVERLAY DISTRICT GENERALLY TO MODIFY THE DEVELOPMENT STANDARDS AND TO ALLOW FOR COMMERCIAL AND ON A RELATED USES, LOCATED APPROXIMATELY 330 FT SOUTH OF NORTHBROOK DRIVE. ON THE WEST SIDE OF HIGHWAY 75. JENNIFER THANK YOU, MR MAYOR. JENNIFER ARNOLD, DIRECTOR OF PLANNING AS YOU READ THIS REQUEST TO REASON. THE SUBJECT PROPERTY. IT'S CURRENTLY ZONED PD PLAY DEVELOPMENT DISTRICT WITH THE BASE OF C PLANNED CENTER, WHICH IS A HIGH INTENSITY COMMERCIAL ZONING DISTRICT. THE REQUEST IS TO RESIGN THE PROPERTY TO PD WITH A BASE OF C THREE, WHICH IS THE EQUIVALENT HIGH, HIGH INTENSITY COMMERCIAL ZONING DISTRICT. AND WITH THEM ALLOWED USES TO INTRODUCE AUTO REPAIR AND AUTO BODY REPAIR ON THE SITE . THIS LOCATION MAY LOOK FAMILIAR TO YOU. IT IS PART OF THE BRANDON THOMAS SUBARU DEALERSHIP THEY ACTUALLY OWN QUITE A BIT OF PROPERTY OUT HERE, AND IT IS SORT OF A MIXED BAG OF ZONE. ING'S CURRENTLY THEIR COLLISION CENTER IS OPERATING OUT OF THIS TRACT, WHICH ALLOWS FOR THAT OPERATION THEY WOULD LIKE TO MOVE THAT OPERATION INTO THE EXISTING BUILDING. THAT'S ON THAT. 75 FRONTAGE. THE REQUEST TO REZONE WILL ALLOW FOR THEM TO SORT OF MOVE AROUND SOME OF THE INTERNAL OPERATIONS OF THEIR DEALERSHIP ONTO THIS FRONTAGE STAFF'S REVIEW THE REQUEST AND WHY WE WOULDN'T TYPICALLY BE SUPPORTIVE OF AUTO REPAIR USES NECESSARILY. UM ALONG THE 75 FRONTAGE. IT IS A COMPONENT OF THE DEALERSHIP. THERE IS MANY STORAGE AROUND IT , AND IT DOES MAKE A LITTLE BIT OF SENSE HERE, SO WE ARE COMFORTABLE RECOMMENDING APPROVAL OF THE REQUEST TO REZONE PLANNING AND ZONING COMMISSION IS ALSO RECOMMENDING APPROVAL, AND I'M HAPPY TO ANSWER ANY QUESTIONS. AND FOR A WEIRD, I THINK, HAVEN'T WE APPROVED THIS PREVIOUSLY BUT JUST GOT HUNG UP. WITH DURING COVID AND WHATNOT. SO THIS THIS IS BRANDON THOMAS SUBARU? YES, BUT IT WAS A DIFFERENT LOCATION THAT THE ONE THAT YOU MIGHT BE THINKING OF AS ONE ON 1 21. THE QUESTIONS FOR JENNIFER. THIS MIGHT BE ONE FOR THE APPLICANT. BUT DO YOU HAVE ANY IDEA WHAT THEY'RE GONNA DO IN THE BACK? WITH THE BUILDING. THEY'RE MOVING THE. I BELIEVE THAT THEY WANT TO CONTINUE. I MEAN, THEY'LL CONTINUE USING IT NOW. WHETHER OR NOT IT WILL BE FOR INVENTORY OR MINOR REPAIRS. I'LL HAVE TO DEFER THAT TO THEM. JUST CURIOUS. THE APPLICANT PLEASE COME UP. IRAN AND MEMBERS OF CITY COUNCIL BOB ROTOR 1700 RED BUD SUITE 300 IN MCKINNEY.CARROLL ON BEHALF OF THE THOMAS GROUP AND THOMAS THREE. THE OWNERS OF THIS PROPERTY. I THINK JENNIFER GAVE YOU A VERY COMPLETE DESCRIPTION OF WHAT WE'RE TRYING TO DO. I DO WANT TO ADD THAT THERE IS NO INTENT WITH REGARD TO THIS REZONING TO CHANGE THE BUILDING. SO THE OTHER THAN PUTTING A NEW FACADE ON THE BUILDING AS THE SUBARU DEALERSHIP MOVES OUT ON 1 21 THAN THIS BUILDING IN THE BUILDING TO THE NORTH ARE GOING TO BE MORE INTEGRATED INTO THE BOTTOM. THOMAS FORD FAMILY OF BUILDINGS AND SO YOU'LL SEE SOME RENOVATION. THEY'RE ALL OF THE WORK ALL OF THE BODYWORK THAT WE'RE TALKING ABOUT THAT PRESENTLY OCCURS IN THE THOMAS AUTO COLLISION CENTER TO THE TO THE WEST WILL BE DONE IN THIS BUILDING, BUT IT WILL ALL BE INSIDE. THERE'LL BE NO OUTSIDE WORK DONE OR ANYTHING ELSE. THE BUILDING ALREADY HAS ADEQUATE, UH, FENCING, SO ANY STORAGE OF AUTOMOBILES OVERNIGHT WILL BE ON THE BACKSIDE OF THE BUILDING.
THERE'LL BE NO OUTSIDE STORAGE ON THE FRONT. UM IN ANSWER TO YOUR QUESTION, MR FRANKLIN. UH, THE BOB THOMAS HAS, UM HEY, CONTRACT AS I UNDERSTAND IT WITH AMAZON TO PROVIDE SERVICE TO ITS LAST MILE VEHICLES. THESE ARE BOX TRUCKS AND VANS. PRESENTLY HE PROVIDES THAT SERVICE ON SITE THROUGH A MOBILE UNIT OUT OF THE AMAZON. PLACE I GUESS THAT'S THE OLD BLOCKBUSTER LOCATION. THE CEILING HEIGHTS IN THE EXISTING COLLISION CENTER ARE HIGHER THAN THE CEILING HEIGHTS IN THE SUBJECT PROPERTY WERE SEEKING TO REZONE IN THOSE CEILING HEIGHTS WOULD ALLOW BOB TO PUT A BOX TRUCK, FOR EXAMPLE, ON A LIFT. TWO SERVICES, AND HE CAN'T DO THAT IN, UH IN, YOU WOULD NOT BE ABLE TO DO THAT IN THIS FACILITY . WE'RE SEEKING THE ZONE, ALTHOUGH HE CAN THE TRUCKS ARE REGULAR TRUCK. PICK UP TRUCKS AND CARS WORK. FOR THIS NEW LOCATION FOR THIS SIDE. THAT'S THE SUBJECT OF THE REZONING. SO THAT'S WHAT'S GOING ON HERE. HE'S TRYING TO MOVE THE PIECES
[00:15:03]
AROUND ON THE CHESSBOARD AND INCREASE HIS, UM VAN AND BOX TRUCK MINUS CAPABILITIES. ANY OTHER QUESTIONS. BE HAPPY TO TRY TO ANSWER THEM. THANK YOU, BOB. THIS IS A PUBLIC URINATION.ANYONE THAT LIKE TO SPEAK TO THIS ITEM? SEEING NONE ENTERTAIN A MOTION. MAKE A MOTION. WE CLOSED THE PUBLIC HEARING AND APPROVE THIS ITEM SECOND. CAST YOUR VOTES.

I WAS WORKING BACK AT THE OFFICE HAD THE VIDEO OF I DIDN'T REALIZE THAT WAS NOT SO, UH, WHICH IS TRYING TO GET SOME THINGS DONE. SO THE THREE ITEMS WE HAVE FOR EMINENT DOMAIN HERE TODAY ARE ALL RELATED TO THE SAME PROJECT. THE ONE THAT MAYOR REFERENCE UM AND ALL OUR HAVE LITTLE DIFFERENT ISSUES, BUT ON A VERY SIMILAR STORY, UM WE HAVE BEEN NEGOTIATING WITH HIS PROPERTY OWNERS FOR, UM CLOSE TO A YEAR VARIOUS REASONS.YOU KNOW, DIFFERENT THINGS HAVE COME UP THIS PARTICULAR PROPERTY . WE HAVE AGREED TO A PRICE.
HOWEVER THEY CANNOT BECOME UP WITH A CLEAR TITLE AND SO FOR US TO MOVE FORWARD WITH THE PROJECT. WE NEED TO MOVE FORWARD WITH EMINENT DOMAIN SO WE CAN GET A CLEAR TITLE AND ADVANCE THE PROJECT. YOU KNOW, AS EVERY CASE WITH EMINENT DOMAIN IS MR PHILLIPS LIKES TO POINT OUT. UM WE ARE WE GET AN APPRAISAL. WE OFTEN MAKE A FAIR MARKET OFFER TO THE PROPERTY OWNER. THEY HAVE THE ABILITY TO COUNTER THAT. UM IF WE CAN REACH AN AGREEMENT, WE WILL IF WE CANNOT REACH AN AGREEMENT OR IF THERE IS A SPECIAL CIRCUMSTANCE LIKE THIS, WHERE THE TITLE IS TIED UP, WE ARE WHAT WE CAN GO TO AN EMINENT DOMAIN. THE COMMISSIONER'S COURT ACTUALLY SAID. I WILL SET WITH THE FAIR MARKET VALUE IS BUT IT ALLOWS US TO GET THE TITLE FREE AND CLEAR. WHILE THERE'S SOME OTHER LEGAL ISSUES THAT ARE, UM HOLDING UP THE OVERALL PROCESS. GARY DOES THE. JUST THE PAYMENT FROM THE CITY. GET ESCROW UNTIL THE TITLE IS CLEARED UP, BUT WE GET TO MOVE FORWARD WITH WORK.
YES. JUST FOR A POINT OF CLARIFICATION, SAID COMMISSIONERS COURT. BUT THAT'S NOT THE COLLEGE SPECIAL COMMISSIONERS COURT. THANK YOU, SIR. DIDN'T WANT TO TAG THEM WITH THE RESPONSIBILITY. YES YES, THEY APPOINTED SPECIAL COMMISSIONERS COURT OF RESIDENTS OF COLLIN COUNTY THAT WOULD WOULD ACT IN THEIR BATH. QUESTIONS FOR GARY. SO REQUIRE A ROLL CALL VOTE. THERE IS A MOTION. I'LL MAKE THE MOTION. I MOVE THAT THE CITY OF MCKINNEY, TEXAS CITY COUNCIL APPROVED THIS ITEM HAS WRITTEN ADOPT THE RESOLUTION DESCRIBING THIS AGENDA ITEM AUTHORIZED THE USE OF THE POWER OF EMINENT DOMAIN TO ACQUIRE FOR PUBLIC USE ALL NECESSARY PROPERTY INTERESTS FROM GSC MCDONALD MCKINNEY LLC. WITH ALL APPLICABLE LAWS AND RESOLUTIONS. AGAIN, SO THIS IS FOR THE SAME PROJECT CONSTRUCTING THE 24 INCH WATER LINE. WE HAVE BEEN WORKING WITH THE PROPERTY OWNER. THIS THIS PROPERTY OWNER HAS AN ACCESS EASEMENT TO WASTE CONNECTIONS. AND SO WE HAVE BEEN WORKING TO MAKE SURE NEGOTIATE WITH THEM ON HOW WE CAN MAKE SURE WE HAVE ADEQUATE CONNECTION FOR WASTE CONNECTIONS TO DO THEIR BUSINESS. WE'VE COME TO A AGREEMENT ON THE PRICE OF THE EASEMENT HOW WE'RE GOING TO CONSTRUCT THE WORK, HOWEVER, THERE IS A TREE, A VERY LARGE TREE THAT IS IMPACTED BY THE CONSTRUCTION. UM AND MR HAUSER MAY HAVE TO COMMENT ON THIS. BUT FROM WHAT I UNDERSTAND, WE CANNOT COMPENSATE FOR SAID TREE BECAUSE OF. THE REQUIREMENTS SET FORTH ON ACQUISITION FOR THE PROJECT. UM SO WE'RE TRYING TO CONFIRM THE COST. WE HAVE CONFIRMED WHAT THEY'VE ASKED FOR, BUT WE CAN'T JUSTIFY PAYING 300% OF THE VALUE OF THE EASEMENT FOR THE TREE. AND SO AS WE ARE WORKING WITH THEM AND TRYING TO FIGURE THAT OUT AGAIN, WE'RE TRYING TO SAY PUT A DATE CERTAIN ON ONE WILL HAVE ACCESS TO THE PROPERTY SO THE PROJECT CAN MOVE FORWARD, BUT THEN WE'RE ALSO TRYING TO FIGURE OUT HOW WE CAN ADEQUATELY COMPENSATE THEM FOR THE TREE. $20,000 FOR THIS RATHER LARGE TREE AND. UH MOVE THE PROJECT FORWARD SO WE MAY END UP AN IMMINENT ACTUALLY, SPECIAL COMMISSIONERS WHO WORKED SO THAT THEY CAN SET THAT PRICE AND WE CAN JUSTIFY PAYING IT. ANY QUESTIONS FOR GARY? MOTION. WE HAVEN'T COME TO AGREEMENT WITH THIS PARTICULAR PROPERTY OWNER YET.THEY KIND OF THEY COME IN. THEY NEGOTIATE. WE TRY TO WORK WITH THEM. THEY DISAPPEAR FOR A WHILE THEY COME BACK, AND IT SEEMS LIKE EACH TIME THEY COME BACK, THEY COME BACK WITH A DIFFERENT TASK. AGAIN SO WE WANT TO HAVE THE AUTHORIZATION TO TELL THEM WE COULD GO TO IMMINENT DOMAIN.
START THAT PROCESS. WE HAVE A DATE CERTAIN FOR THE PROJECT, AND WE CAN MOVE ON WITH, UM THE PROCESS TO GETTING A CONSTRUCTED BUT THEN ALSO KIND OF GIVE THEM SOME MOTIVATION TO STAY AT THE TABLE, FINISH NEGOTIATIONS AND YOU KNOW. GET THE KNEES WITH THE CITY NEEDS TO BUILD THE PROJECT.

DEVELOPMENT DISTRICT C TWO COMMERCIAL DISTRICT, LOCATED IN THE SOUTHWEST CORNER OF VIRGINIA PARKWAY AND SOUTH INDEPENDENCE PARKWAY AND ACCOMPANYING ORDINANCE. JENNIFER THANK YOU, MR MAYOR FOR ARNOLD, DIRECTOR OF PLANNING ONCE AGAIN AS YOU READ THIS REQUEST REASON ON THIS SUBJECT PROPERTY. IT IS LOCATED AT THE SOUTHWEST CORNER OF VIRGINIA PARKWAY AND INDEPENDENCE. THE TRACK ITSELF IS ABOUT 2.5 ACRES IN SIZE AND THE CURRENT ZONING ON THE PROPERTY WHILE IT IS A PPD PLAN DEVELOPMENT DISTRICT, UM THE ALLOWED USES AND DEVELOPMENT STANDARDS FOR THE SITE WOULD ALLOW FOR OFFICE USES, ALTHOUGH COMMERCIAL USES ARE ALLOWED ON THE PROPERTY. CURRENTLY THE APPLICANT HAS REQUESTED TO REZONE TO A MORE MODERN ZONING DISTRICT OF OUR C TWO DISTRICT.SPECIFICALLY BECAUSE THEY ARE LOOKING TO DEVELOP A DAYCARE AND POSSIBLE OFFICE ON THE 2.5 ACRE TRACT. SO THE PROPERTY IS LISTED AS SUBURBAN LIVING IN THE CITIES COMPREHENSIVE PLAN, WHICH WOULD ALLOW FOR SMALL SCALE COMMERCIAL USES. IMPROVEMENT ADVISORY COMMITTEE. UM MR MAYOR. I AM I HAVE NOT SPOKEN TO THIS GENTLEMAN, BUT I'D LIKE TO NOMINATE CHET FISHER. FOR THIS POSITION, CHAT, AND I AND JUSTIN. MAYBE SOME OTHER COUNCIL MEMBERS BECAME ACQUAINTED ON AN APARTMENT DEVELOPMENT AND INDEED T J EARLIER THIS YEAR, AND I WAS VERY IMPRESSED WITH HIS DEMEANOR , HIS THOUGHTFULNESS AND I THINK HE'D BE A POSITIVE LIKEWISE. ANYONE ELSE HAVE A NAME? THEY LIKE TO PUT FORTH. I HAVE DOMINATION. I DO NOT BELIEVE THAT THIS POSITION REQUIRES YOU TO BE A MEMBER OF THE CITY OF MCKINNEY, BUT IN THE AREA AND INTERESTED IN THE CITY AND OUR FRIENDS STEVE WILSON SITTING THERE. IS VERY INTERESTED IN THE DEVELOPMENT OF MCKINNEY TENDS ALL OF OUR MEETINGS. I HAVE I WOULD LIKE TO SEE HIM INVOLVED ON ONE OF THESE BOARDS AS WELL AND IT'S AN EXCELLENT OPPORTUNITY FOR HIM. SO STEVE, IS THAT SOMETHING YOU'D BE INTERESTED IN? UM. I THOUGHT TWO OF STEVE NOT TRYING TO TAKE CREDIT FOR THE BIG SALAD, AS THEY SAY, BUT IS STEVE ELIGIBLE , UM, TO SERVE ON THIS GIVEN THAT HE LIVES IN YOU LIVE IN TRENDY FALLS, RIGHT, SIR. SO I JUST WANT TO MAKE SURE IF YOU'RE ELIGIBLE THAT FULLY SUPPORT THAT HE IS ELIGIBLE. OKAY TALKED A LITTLE BIT ABOUT BEFOREHAND. ATTORNEY FALLS HAS ITS OWN CAPITAL IMPROVEMENTS THAT ARE ALREADY KIND OF BAKED IN ELIGIBLE TO YOUR QUESTION AND OKAY, OBVIOUSLY CARES A LOT ABOUT CITY MCKINNEY. I WAS TWO YEARS OLD WHEN HE STARTED WORKING THERE AND SO THE IMPACT THAT HE HAS HAD ON GENERATIONS OF THIS COMMUNITY. UM YOU KNOW IS PROFOUND AND CONGRATULATIONS TO HIM FOR 39 YEARS. AND THEN LASTLY, UM. DR JIM WILSON PASSED AWAY. UH LAST WEEK, MISS DR WILSON WAS 91 YEARS OLD. HE WAS 1/5 GENERATION COLLIN COUNTY RESIDENT. HE WAS A GRADUATE OF AUSTIN COLLEGE. HE SERVED IN THE NAVY. HE PRACTICED MEDICINE IN MCKINNEY SINCE 1967 UNTIL HE
[00:35:03]
RETIRED. HE WAS NAMED THE CHAMBER OF CITIZENS A YEAR IN 2010, AND HE HAD THREE KIDS. TWO OF THEM ARE, UM, EXCELLENT CITIZENS OF THE CITY OF MCKINNEY AND PRAYING FOR THEIR FAMILY.THANK YOU. I JUST WANT TO REITERATE I WENT TO THAT. HMM. TO THAT DEDICATION ON SATURDAY FOR GILDA GARZA. AND THERE WERE SEVERAL COUNCIL MEMBERS AND THE MAYOR. THEY GAVE HEARTFELT SPEECHES ABOUT THEIR TIME WITH GILDA. AND I CAN JUST TELL YOU THAT. ONE OF THE MOST ONE OF THE THINGS I REALLY MISS ABOUT GILDA. IS ANY TIME YOU SAW HER AND YOU MADE. I CAN'T KIND OF TACT. YOU GOT THAT FAMOUS GILDA SMILE. AND SHE WAS ALWAYS SMILING. SHE WAS ALWAYS WHATEVER SHE WAS NEVER NOT WORKING. SHE WAS ALWAYS INVOLVED ALWAYS, UM, DID SO MUCH FOR HER DISTRICT FOR THE CITY OF MECHANIC. AND I JUST WANT TO THANK EVERYBODY FOR COMING TO THAT. AND, UM AND LISTENING TO ALL THE PEOPLE THAT SPOKE UM AND ON ANOTHER NOTE E. D. C. AH! WE HAD KEN SIPPY AURA WHO HAD TURNED OUT AND HE WAS LEAVING TODAY. TODAY WAS HIS LAST MEETING. WE'RE GONNA MISS HIM AND HIS LEADERSHIP. ON THE D. C. WE WISHED HIM WELL. AND, UH, HOPEFULLY, HE WON'T GO FAR FROM THE CITY. MHM. THAT'S ALL I HAD. CAN JUST PUT A BIG SWIMMING POOL INTO HIS HOUSE. I DON'T THINK HE'S GOING ANYWHERE. AT LEAST I HOPE NOT. I'M GONNA ECHO A LOT OF WHAT RICK SAID. WE DIDN'T PLAN THIS, BUT IF YOU'RE IN LEADERSHIP CLASS, RAISE YOUR HAND IF YOU READ THE GILDED DEDICATION OKAY. I'M GOING TO GIVE YOU ALL SOME HOMEWORK. SINCE WE'RE LETTING YOU OUT EARLY HERE TONIGHT. I WANT YOU TO GO BY THAT. GILDA GARZA AQUATIC CENTER THREAT BY OLD SETTLER'S PARK. AND HERE'S WHAT I WANT YOU TO THINK. THE WHEN THAT THING WAS BUILT THOSE YEARS AGO, YOU KNOW THERE WAS NOTHING THERE FOR THOSE KIDS TO DO. THEY COULD GO TO JUANITA MAXWELL POOL, BUT THAT WAS WAY UP ON HIGHWAY FIVE AND CROSSING 3 80. GILDA MADE THAT HAPPEN. WE CAN TAKE IT WE CAN TAKE FOR GRANTED WHAT OUR COMMUNITY LOOKS LIKE, BECAUSE IT'S ALREADY DONE. BUT THAT WAS NOT AN EASY GET FOR HER , KATE, BUT IT WAS OBVIOUSLY THE RIGHT THING. AND WE LOOK AT IT NOW WE SAY, WELL, YEAH, BUT IT'S NOT LIKE THAT WHEN YOU'RE MOVING FORWARD, AND YOU ALL ARE GOING TO BE CHARGED WITH DOING STUFF LIKE THAT. IN LATER YEARS, BUT BUT GILDA WAS A FORCE AND Y'ALL DIDN'T KNOW HER. I KNOW THAT YOU DIDN'T MEET HER. BUT YOU KNOW, WE NEED THOSE FOLKS AND SHE WAS A GEM AND SO NAMING IT AFTER HER WAS SO APPROPRIATE. THEN I WANT TO PIVOT TO SOMETHING THAT COUNCILMAN FRANKLIN SAID. I WANT TO RECOGNIZE FIVE PEOPLE. BUT THIS PROBABLY DOING SOME PEOPLE INJUSTICE ON THIS. I WANT TO RECOGNIZE KINSA, PEORIA. RICK GLUE. JACKIE BREWER, KIP DIXON AND MOLLY BREWER HAN. THESE ARE PEOPLE WHO STARTED THEIR 10 YEARS ON THEIR VARIOUS BOARDS.
SOMETIMES DURING THE OBAMA ADMINISTRATION, AND THEY WORKED ON E D. C C, D C PARKS AND ARTS AND YOU KNOW, THEY WENT ABOVE AND BEYOND EACH ONE OF THEM DID FOR YEARS AND YEARS AND YEARS ON THEIR BOARDS, GIVING BACK EACH ONE OF THEM LEFT THEIR BOARDS MUCH BETTER THAN THEY FOUND THEM. UH, THE REWARD THEY GET IS THE RELATIONSHIPS. THEY MADE THE PRIDE IN WHAT THEY TOOK, AND THEY CAN EACH ONE OF THEM DRIVE AROUND MCKINNEY FOR THE REST OF THEIR LIVES AND SAY, LOOK AT THINGS AND SAY HE I WAS PART OF WHAT MADE THAT HAPPEN. AH! AND I DON'T THINK WE'VE SEEN THE LAST OF THESE FOLKS. YOU KNOW, UM, YOU KNOW JACKIE'S ALREADY ON THE ARTS BOARD AND THESE FOLKS ARE GOING TO COME BACK BECAUSE THIS STUFF GETS IN YOUR BLOOD, BUT THEY ARE THE PEOPLE WHO SERVE ON THESE BOARDS AND DO THE QUIET, HEAVY LIFTING OF THIS COMMUNITY OR SO APPRECIATED AND SO VALUED.
AND I WANT TO JUST RECOGNIZE THOSE FIVE BECAUSE I'VE WORKED WITH HIM ON SOME LEVEL. THANK YOU, MR MAYOR. CHARLIE? SURE. WONDER SIDE, UNIVERSITY OF TEXAS PLAYED A GREAT GAME AGAINST ALABAMA LOST BY ONE POINT, AND EVERYBODY THINKS THAT IT WAS THE COACHING AND THE PLAYERS WHO DID IT, BUT IT WAS HIGH FLYING. KATIE MCGILL, THE UNIVERSITY OF TEXAS CHEERLEADER FORMALLY FROM MCKINNEY BOARD HIGH SCHOOL, WHO BROUGHT THEM THAT CLOSE TO VICTORY AGAINST THE NATION'S NUMBER ONE TEAM. NOW I WANT TO MAKE SURE THAT WE TOOK FULL CREDIT FOR THAT. SECONDLY IN OUR HIGH SCHOOL FOOTBALL SEASON HAS IT GOES WE'RE IN A WEEK FOUR OR FIVE RIGHT NOW. ELDRICK CLUSTER WHO IS QUARTERBACK FOR MCKINNEY HIGH SCHOOL WAS THE HANDS ON NUMBER ONE PICK BY THE DALLAS MORNING NEWS STAFF TO BE THE OFFENSIVE PLAYER OF THE NORTH TEXAS REGION. HE'S PUTTING UP
[00:40:02]
SOME BIG NUMBERS COMING INTO HIS OWN. QUARTERBACK RANKINGS, RAISING UP TO 145. ON THE OTHER SIDE OF TOWN. YOU'VE GOT COLIN HITCHCOCK OF IT. MCKINNEY NORTH WHO'S RUNNING THE SHOW, YOU WILL SEE BOTH OF THESE YOUNG MEN PLAYING IN COLLEGE FOOTBALL IN THE DIVISION ONE RANKS IN THE COMING YEARS. GET OUT AND SEE THEM WHILE THEY'RE HERE, SOMETHING FROM MCKINNEY TO BE EXTREMELY PROUD OF IS OUR CHILDREN. THEY WERE DOING A GREAT JOB FOR YOU. UH SADLY, WE HAD A COUPLE OF OUR POLICE OFFICERS WHO WERE INVOLVED IN AN ACCIDENT THIS LAST WEEK WITH ONE ANOTHER. BOTH OF THEM ARE HOSPITAL LIVES. UH, NOT IN GOOD SHAPE, BUT THEY ARE RECOVERING AND WILL MAKE A FULL RECOVERY. UH AND THAT IS OFFICER MIKE DAVIS AND JOHN HARRIS AND OFFICER HARRIS HAS BEEN WITH MCKINNEY PROBABLY HAVE 17 YEARS. I HAD THE OCCASION TO SEE MIKE AT WORK LAST WEEK BEFORE THE ACCIDENT AND TOOK ME SPEEDING THROUGH A SCHOOL ZONE WHILE TALKING ON A CELL PHONE TO GET TO MEET HIM, BUT I GOT TO MEET HIM AND ALSO MEANT AN OFFICER HIBBS AND I HAVE TO TELL YOU THAT AFTER THEY FINISHED THEIR WORK WITH ME, ADVISING ME OF ALL THE THINGS I HAD DONE WRONG. I ADVISED HIM OF ALL THE THINGS THAT THEY HAD DONE RIGHT AND HOW THEY WERE SHINING. EXAMPLES OF WHY THIS COUNCIL SUPPORTS OUR POLICE 100% BECAUSE THEY WERE KIND. THEY WERE RESPECTFUL AND THEY WERE FRIENDLY AND THEY DID THEIR JOB. NICE WORK, CHIEF.THANK YOU FOR YOUR OFFICERS AND WORK THEY DO HERE IN OUR COMMUNITY AND EXTREMELY PROUD OF THEM. AND PLEASE. KEEP OFFICER DAVIS AS WELL AS OFFICER HARRIS IN YOUR PRAYERS FOR A FULL AND COMPLETE RECOVERY. THANK YOU. JUST A COUPLE OF WEEKS AGO AT THE LAST COUNCIL MEETING, I SPOKE ABOUT THE VANDALISM THAT OCCURRED AT STONEBRIDGE UNITED METHODIST CHURCH. AND UM, FIRST OF ALL, ONE OF THE THANK ALSO THE POLICE DEPARTMENT. THEY HAVE BEEN JUST PHENOMENAL, PHENOMENAL WORKING THIS CASE AND THEY ARE REALLY ON TOP OF IT REALLY APPRECIATE THAT DEPARTMENT. BUT I ALSO WANT TO SAY JUST TO THE COMMUNITY. THANK YOU FOR THE OUTPOURING. I'VE GOT A NUMBER OF TEXTS, EMAILS, PHONE CALLS FROM PEOPLE SUPPORTING UM, OUR EFFORTS TO MAKE SURE THAT WE ARE A COMMUNITY THAT IS LOVING AND INCLUSIVE AND TOLERANT OF ALL, SO I JUST WANTED TO SAY THAT, UM , WE'RE GOING TO STILL BE WORKING TO MOVE FORWARD. THERE'S A GROUP THAT'S MEETING JUST THIS WEEK, CREATING A CAMPAIGN THAT WE ALL SHOULD BE ABLE TO JOIN AND SAY WE ARE NOT GOING TO STAND FOR RACISM IN THIS COMMUNITY. AND SO I'M REALLY PROUD OF THE WORK THAT'S BEING DONE THERE ONCE ALSO ECHO JUSTIN. WE GOT TO DO SOMETHING REALLY FUN WITH KGB. WE'RE REALLY EXCITED ABOUT HB COMING TO THE AREA. THEY'RE COMING TO FRISCO FIRST, BUT MCKINNEY'S NOT FAR BEHIND, BUT THEY HAD AN INCREDIBLE DINING SERVICE. FOR US. IT WAS AN IMMERSIVE DINING EXPERIENCE. A LOT OF REALLY INTERESTING FOODS. MY FAVORITE WAS THE PORK BELLY WRAPPED IN SMOKED COTTON CANDY. IT WAS PHENOMENAL, PHENOMENAL, BUT THEY FEATURED SOME OF THEIR KIND OF PREMIER PRODUCTS THAT THEY'RE BRINGING TO THE AREA, SO WE'RE EXCITED FOR THEM. THEY'VE ALREADY GOTTEN INVOLVED IN THIS COMMUNITY AND HAS BEEN A GREAT SUPPORT TO A NUMBER OF THE NONPROFITS HERE, SO WE'RE LOOKING FORWARD TO CONTINUING A PARTNERSHIP WITH THEM. WELL I WOULD LIKE TO JUST REMIND FOLKS IS REALLY ONLY ONE ANNOUNCEMENT AND THAT IS THAT THE BIG ONE IS THIS WEEKEND IS OCTOBERFEST. SO STARTING FRIDAY, FRIDAY, SATURDAY SUNDAY OCTOBERFEST, THE BEER, THE KEG TAPPING. I BELIEVE IT IS. COUNCILMAN PHILLIPS DOING YES. IS HE THAT DATE WITH TENNESSEE FOOTBALL? OKAY THAT'S A GOOD THAT'S A GOOD DATE PASSED THAT ON THE COUNCIL, INCLUDING COUNCIL INCLUDED WILL BE UNDER PAST FOUR TIMES. YES HE WILL BE UNDER A LOT OF PRESSURE BECAUSE YOU HAVE TO TAP THAT KEG AND MAYBE TWO OR THREE TABS, MAYBE TAPPING SO SHOT AND THE FUN IS HANDING OUT THE STEIN'S FULL OF BEER TO THE FOLKS IN THE CROWD THAT ARE THERE TO GET FREE BEER , WHICH IS A LOT OF FUN, SO IT'S A GREAT NIGHT. WHETHER IT'S GONNA BE GOOD. IT'S GONNA BE WARM. IT IS EVERY YEAR, BUT WE'RE VERY EXCITED ABOUT OCTOBERFEST. ONE THING I WILL REMIND FOLKS IS THAT THIS YEAR WE ARE DOING THERE WILL BE NO LINES. YOU WON'T HAVE TO WAIT IN LINE TO BUY TICKETS AND THEN WAITED ANOTHER LINE TO GET BEER. YOU PROBABLY HAVE TO WAIT IN LINE TO GET BEER. THEY'RE THERE ALL THE TIME. PAYMENTS ARE ELECTRONIC PAYMENTS THIS YEAR, SO IT IS TICKETLESS. UM NO CASH. DON'T BELIEVE IT'S CASH. BRING YOUR DEBIT CARD OR SOMETHING.
AND THEN, UM, AND THEN THE LAST THING I WOULD JUST SAY HI TO THE LEADERSHIP IN KENNY FOLKS. WE SAW A LOT OF YOU AT THE GOVERNMENT DAY, WHICH WAS JUST RECENTLY. RIGHT HERE IN THIS ROOM, SO IT'S NICE TO SEE ALL OF YOU AGAIN. HOPEFULLY GET SOMETHING OUT OF IT, AND, UH, THANKS VERY MUCH, MR MAYOR. ALRIGHT. I WANT TO JUST SAY LEADERSHIP, MCKINNEY IS PUT ON BY THE CHAMBER OF COMMERCE, SO WE HAVE A REALLY ENGAGED CHAMBER AND LISA HERMES AND HER HER TEAM
[00:45:04]
DO A GREAT JOB, BUT I WANTED TO SHOUT OUT TO THEM FOR ALL THE EFFORT THAT THEY PUT INTO THE LEADERSHIP MCKINNEY CLASS EVERY EVERY YEAR. UM I WAS AT THE HALOS. GAME THROUGHOUT THE PITCH, I WOULD SAY THE LITTLE SEVEN YEAR OLD THAT WAS ON THE PLATE WAS GIVING ME THE STINK. I PLAYED A LITTLE BIT, BUT I STILL MANAGED TO GET THE BALL OVER THE PLATE. UM YOU BRUSH HIM BACK? I TRIED TO. YOU KNOW IF SOME REASON THE PARENTS WERE REALLY AGGRESSIVE TOWARDS ME ON THAT ONE, I DON'T THEY DIDN'T THINK THAT WAS APPROPRIATE, ACTUALLY WAS LUKE THAT WAS AT BAT, AND HE HIT THAT BALL SO HARD, MISSED MY HEAD BY A FEW INCHES, AND IT WAS AWESOME TO SEE THOSE KIDS HAVING FUN AND CALDWELL IN ELEMENTARY AND ANOTHER SCHOOL. WAS THERE A LOT OF KIDS OUT. BECAUSE OF THEIR THEIR ACTS OF KINDNESS. EFFORT THEY ARE ENGAGED IN, SO IT'S JUST GREAT COMMUNITY MIGHT THAT'S AGAIN PUT ON BY THE QANTAS CLUB. BRIAN HAZLEWOOD, WHO IS JUST EVERYWHERE I GO WHERE THERE'S SOMETHING GOOD HAPPENING, BRIAN IS THERE AND IN THE MIDDLE OF IT AND WHAT A WHAT AN ASSET TO THIS COMMUNITY AND I MISSED THE G B EVENT BECAUSE I WAS IN PLANO. THEY WERE CELEBRATING RICK GRADY. UM FOR THE, UH, THE DISABILITIES CHAMBER WAS GIVING HIM A AWARD.MATTER OF FACT, HE IS THE FIRST YEAR RECIPIENT AND THE AWARD WAS PUT IN HIS NAME AND IT WILL IT WILL EVERY YEAR BE GIVEN OUT AND IT'S THE RICK GRADY AWARD FOR JUST SERVICE IN THE COMMUNITY.
AND HE IS SO DESERVING. GILDA GARZA. THAT WAS THAT WAS A GREAT EVENT AND SO WARRANTED TO HONOR HER AND HER NAME AND HER LEGACY AND ALL THAT SHE HAS DONE. SUNDAY LEAH'S KIDS HAD AN EVENT OVER A GATHER THAT WE ATTENDED. KIDS WITH CANCER AND MET A LITTLE SEVEN YEAR OLD WARRIOR THAT DAY THAT IS DEALING WITH SOME REAL TOUGH ISSUES, CANCER. AND THEN, OF COURSE, THE FAMILY THAT'S IMPACTED WAS VERY VERY TOUCHING. UH, EVENT AND IF YOU ARE LOOKING FOR SOMETHING TO ORGANIZATION TO GIVE TO, WITH THE NORTH TEXAS, GIVING DAY, LEAH'S L E A S KIDS IS A GREAT ORGANIZATION. VERY IMPRESSIVE. UM WE SAID GOODBYE TO KEN SIPPY OR THIS MORNING. I WON'T BE AT ON THURSDAY. I'LL BE AT THE BUSINESS EVENT SPEAKING, BUT I KNOW THAT THAT WILL BE THE LAST DAY FOR JACKIE AND RICK GLUE. SO ONE OF PREEMPTIVELY SAY THANK YOU FOR THEIR SERVICE. THERE. I THINK THAT'S IT. I WAS GOING TO SAY FRIDAY AS OCTOBERFEST. I WILL NOT BE ABLE TO ATTEND THIS YEAR. UNFORTUNATELY, BUT PATRICK ONE, JUST ONE HIT. YEAH. YEAH AND KIP, KIP DIXON. MOLLY? UM ALSO PEOPLE THAT HAVE SERVED THAT ARE LEAVING THEIR BOARDS, AND WE'RE APPRECIATIVE OF ALL OF THEM. AND CHIEF I THINK CHIEF JO ELLEN BERG, CAN YOU ARE YOU'RE SUCH A. FORCE IN OUR POLICE DEPARTMENT AND OUR CITY SO WELL RESPECTED. UM I CAN'T TELL YOU WHEN, WHEN THE DECISION WAS MADE, AND CHIEF CONNOLLY, YOU KNOW, DECIDED TO MAKE THE TRANSITION THAT HE WAS GOING TO MAKE. UM HOW MANY PEOPLE I WAS CONTACTED BY HOW MANY OFFICERS I WAS CONTACTED BY JUST ADVOCATING FOR YOU. TO STEP INTO THAT POSITION AND ANOTHER SOME THINGS TOO. TO BE DISCUSSED MOVING FORWARD. I DON'T WANT TO GET AHEAD OF MYSELF, BUT JUST YOU SHOULD KNOW THAT. THERE WAS AN OFFICER THAT I CAME IN CONTACT WITH THAT DIDN'T MAKE MENTION OF HOW RESPECT HOW MUCH RESPECT THEY HAVE FOR YOU AND HOW THEY ADVOCATED AND REALLY JUST WANTED WANTED ME TO KNOW THAT THAT THEY WERE ADVOCATING FOR YOU AND, UH , AND CONSIDERATION OF THE POSITION SO YOU SHOULD KNOW THAT. IT WAS NONSTOP. SO WITH THAT. MOTION. TO ADJOURN. MOVED. ALL IN FAVOR.
