I HAVE BEEN WITH THE CITY SINCE JANUARY, UH, BEFORE THAT I WAS AN INSPECTOR AND A RESIDENTIAL PLANS EXAMINER FOR A COUPLE OF DECADES BEFORE THAT.
SO HOPEFULLY I CAN HELP YOU OUT WITH ANY QUESTIONS YOU HAVE.

SO WE'RE HERE TODAY TO TALK ABOUT THE UPCOMING CHANGES TO THE CODE.
WE'RE SWITCHING TO THE 2021 INTERNATIONAL CODES EFFECTIVE JANUARY 1ST, 2023.
WE WANNA TALK ABOUT THE RESIDENTIAL PROVISIONS TODAY.
RESIDENTIAL PROVISIONS ARE COVERED IN MULTIPLE AREAS.
UH, WE'RE GONNA GO OVER THE INTERNATIONAL RESIDENTIAL CODE CHANGES, INCLUDING GENERAL CONSTRUCTION, MECHANICAL, ELECTRICAL, AND PLUMBING, THE INTERNATIONAL ENERGY CONSERVATION CODE, THE INTERNATIONAL SWIMMING POOL IN SPA CODE AND THE INTERNATIONAL EXISTING BUILDING CODE, WHICH IS A NEW ONE.
CODES ARE UPDATED EVERY THREE YEARS.
SO IF YOU LOOK AT THE ICC CODES, YOU'RE GONNA SEE MULTIPLES OF THREE IN THE DIFFERENT INCREMENTS.
THERE'S A LOT THAT GOES INTO EACH OF THE CODE CHANGES.
AND I WANT YOU TO UNDERSTAND THAT THESE ARE SOMETHING THAT THE CODE COMMUNITY TAKES VERY SERIOUSLY.
CODES ARE DEVELOPED THROUGH A LONG PROCESS.
ANYONE CAN SUBMIT POTENTIAL CHANGES PROCESSED BY COMMITTEE VOTED ON BY CODE OFFICIALS PROCESSED BY ANOTHER COMMITTEE, PUBLICIZED, ANALYZED BY THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS ANALYZED BY THE CITY.
AND THEN FORMALLY ADOPTED CITIES HAVE TO ACTUALLY ADOPT CODE VERSIONS INTO ORDINANCE FOR THEM TO BE THE LAW OF THE LAND.
SO THAT'S THE PROCESS THAT WE'RE GOING THROUGH.
NOW, WE'LL GO AHEAD AND LAUNCH INTO THE INTERNATIONAL RESIDENTIAL CODE CHANGES.
THERE WAS A CHANGE IN THE DEFINITION OF A GRADE FLOOR, EMERGENCY ESCAPE AND RESCUE OPENINGS.
YOU MAY KNOW THAT THE WINDOW OPENING SIZE IS LAST FOR THE GROUND FLOOR, THAT IT IS FOR UPPER FLOORS FOR EMERGENCY ESCAPE AND RESCUE THE CODE.
NOW CLARIFIES THAT IN ORDER TO GET THAT GROUND FLOOR QUALIFICATION, IT CAN BE NO MORE THAN 44 INCHES ABOVE OR BELOW ADJACENT GRADE TO THE BOTTOM OF THE OPENING, NOT THE SI.
THE CODE HAS ALSO ADOPTED LANGUAGE, FORMALLY ADDRESSING, UH, INTERMODAL SHIPPING CONTAINERS AS A MEANS OF CONSTRUCTION.
UH, THEY'RE NOW RECOGNIZED AND REGULATED BY THE CODES.
NOW THERE'S ALSO A SUPPLEMENT TO THE CODES THAT GOES INTO GREATER DETAIL ABOUT SHIPPING CONTAINER CONSTRUCTION.
AND IF YOU AREN'T FAMILIAR WITH IT, THE CITY OF MCKINNEY HAS A NEW SUBDIVISION ON THE EAST SIDE BEING BUILT BY HABITAT FOR HUMANITY CALLED COTTON GROVES.
THAT'S BEING CONSTRUCTED ENTIRELY OF SHIPPING CONTAINER BUILDINGS.
IF YOU HAVEN'T SEEN IT GO OUT THERE.
THEY'RE DOING, UH, DUPLEXES WITH FOUR CONTAINERS FOR EACH DWELLING UNIT.
THERE WAS A CHANGE TO THE ULTIMATE DESIGN, WIND SPEED.
THEY RECALCULATE THIS EVERY COUPLE OF CODE CYCLES, AND IT'S NOW 1 0 5 FOR OUR AREA.
THEY CHANGED THE DEFINITION OF STORY HEIGHT TO 13 FOOT SEVEN INCHES PROVIDED YOU MEET THE FRAMING REQUIREMENTS AND, UH, THERE'S ADDITIONAL PROVISIONS FOR THE DWELLING GARAGE OPENING.
UM, SO THE DOOR HAD TO BE SOLID CORE.
IT HAD TO BE WEATHER STRIPPED.
IT HAD TO BE SELF-CLOSING AND NOW THEY'VE ADDED THAT IT HAS TO BE SELF LATCHING.
SO YOUR KIDS ARE NOT GONNA LEAVE THAT DOOR OPEN BETWEEN THE HOUSE AND THE GARAGE.
THIS IS SOMETHING NEW ADDED BY THE COUNCIL OF GOVERNMENT'S AMENDMENTS REQUIRES BLOCKING FOR FUTURE HANDICAPPED, GRAB BARS AROUND AT LEAST ONE GROUND FLOOR TOILET.
IF YOU HAVE A BATHROOM ON THE FIRST FLOOR, YOU NEED TO GO AHEAD AND PROVIDE BLOCKING CUZ HEY, THIS COULD BE SOMEBODY'S FOREVER HOME THAT YOU GROW OLD IN AND YOU MAY EVENTUALLY WANNA PUT UP GRAB BARS IN THAT BATHROOM.
THERE'S A NEW SECTION ABOUT SMOKE ALARMS IN CASES LIKE THIS PICTURE WHERE YOU HAVE A LOWER HALLWAY ADJACENT TO A HIGHER CEILING ROOM.
IF THE CHANGE IN THE CEILING HEIGHT IS MORE THAN 24 INCHES, THEN THE LAWS OF PHYSICS SAY THE SMOKE IS GONNA RISE AND POSSIBLY PASS THE SMOKE DETECTOR AT THAT LOWER CEILING HEIGHT.
SO YOU STILL HAVE TO PUT ONE UP HIGH.
IN THAT CASE, THERE'S A CLARIFICATION THAT WHEN YOU HAVE A LIVE WORK UNIT, THEN THE COMMERCIAL PORTION OF IT DOES HAVE TO MEET ACCESSIBILITY REQUIREMENTS.

AISLEWAY UP THE RIDGES ACROSS THE TOP FOR THE FIRE DEPARTMENT TO GET UP ON THE ROOF, DO THEIR THING, GET AROUND, CUT HOLES.

SO IF THE POOL EXCAVATION IS ANY CLOSER THAN THAT, YOU HAVE TO SUBMIT AN ENGINEER'S LETTER AND POTENTIALLY AN ALTERNATE DESIGN.
BEEFING THAT UP A LITTLE BIT MORE IF THAT BECOMES NECESSARY.
SO IF YOU'RE THREE FEET AWAY FROM THE HOUSE AND THE POOL IS GREATER THAN THREE FEET AT THAT POINT PROBLEM, IF YOU'RE THREE FEET AWAY FROM THE HOUSE AND THE POOL IS ONLY 18 INCHES DEEP AT THAT POINT.
SO YOU'RE TALKING ABOUT THE EXCAVATION UP THE FACING POOL.

ASSUMING THE LOADING IS BASICALLY CARRIED DOWNWARD.
THIS HAS BEEN A BEST PRACTICE FOR A LONG TIME.
AND THIS HAS BEEN SOMETHING THAT, THAT WE REFER TO THIS ISN'T REALLY A NEW THING, BUT ACTUALLY CODIFYING IT IS NEW.

BUT IN SOME CASES WE JUST HAVE TO DEFER BACK TO AN ENGINEER.
I MEAN, IF YOU'RE, IF YOU'RE DIGGING RIGHT AT THE FOOTING OF RETAINING WALL, WE'RE PROBABLY GONNA SEND YOU TO GET AN ENGINEER'S LETTER ANYWAY,
THAT'S WHY WE HAVE TO ADDRESS THESE THINGS.
IF THE HOUSE IS ON HERE, THEN THAT KINDA GOES AWAY WITH SO LONG.
THAT REQUIREMENT NOT NECESSARILY THE, THE AMENDMENT IS NOT THAT SPECIFIC.
IT'S JUST FROM THE FOUNDATION LOADING OUTWARD TO TRY TO KEEP THAT ONE TO ONE DECKS ARE A NEW THING.
BASICALLY THE STRUCTURAL DESIGN CRITERIA THAT GOES INTO DECKS WAS REVISED.

SO COUNT ON THAT ENTIRE SECTION BEING REWRITTEN GARAGE DOORS ARE ANOTHER THING THAT'S EVOLVING AND I'M GLAD TO SEE IT.
GARAGE DOORS ARE TYPICALLY THE WEAKEST POINT OF A BUILDING.
IF THERE'S ANY KIND OF WIND EVENT, THAT'S GONNA BE THE FIRST THING TO GO.

SO OVER TIME, THE CODE HAS GROWN TO ADDRESS THESE THINGS IN GARAGE DOOR DESIGN.THE CODE IS NOW REQUIRING A LABEL ON ALL GARAGE DOORS.
THAT INCLUDES EVERYTHING FROM THE MANUFACTURER AND SERIAL NUMBER TO THE POSITIVE AND NEGATIVE DESIGNED WIND PRESSURE RATINGS AND THE TESTING STANDARD THAT ARRIVED AT THOSE.
SO GOING FORWARD, WE'RE GONNA BE LOOKING FOR THAT LABEL ON NEW GARAGE DOORS.
THERE'S SOME NEW LANGUAGE ON DRYER, VENT TERMINATION.
IF THE MANUFACTURER CALLS FOR A PARTICULAR CLEARANCE FROM OPENINGS.
IF THE MANUFACTURER DOES NOT SPECIFY, THEN IT'S THREE FEET IN ALL DIRECTIONS, INCLUDING VENTED SOFTENS.
WE USED TO ALLOW COMMERCIAL COOKING APPLIANCES AND HOUSES.
IF IT'S ENGINEERED THAT ALLOWANCE HAS BEEN REMOVED NO MORE COMMERCIAL COOKING APPLIANCE AND RESIDENCES.

MAKE SURE THAT THEY'VE GOT THE WATER TEST ON 'EM AIR VACUUM TESTING IS ALSO ALLOWED FOR PLASTIC PIPE UNDER CERTAIN CIRCUMSTANCES.
THE DEVELOPED LENGTH OF HOT WATER PIPING TO FIXTURES IS LIMITED TO A HUNDRED FEET CLOSE TO A HUNDRED FEET, BUT THE RULE OF THUMB A HUNDRED FEET, IF YOU CAN'T MEET THE A HUNDRED FEET, THEN WE START HAVING TO TALK ABOUT RECIRCULATING PUMPS AND WHATNOT FOR LARGER HOUSES.

BASICALLY THIS IS AN ACCEPTED PRACTICE, BUT THERE'S A CERTAIN PROCEDURE THAT MUST BE FOLLOWED, INCLUDING PRE CAMERAING, CLEANING, LINING POST CAMERAING AND ALL OF THE EVIDENCE HAVING TO BE SUBMITTED, SUBMITTED TO AN INSPECTOR.
YOU KNOW, WE STILL HAVE TO KNOW WHAT'S GOING ON.
WE STILL HAVE TO BE ABLE TO HAVE ASSURANCE THAT THIS WAS DONE CORRECTLY.
SO THE PROCEDURE MUST BE FOLLOWED IN ORDER FOR THE CITY TO ACCEPT THIS AS REPAIR.
NOW, WE'VE BEEN UNDER THE 2020 NATIONAL ELECTRIC CODE FOR A YEAR NOW BECAUSE IT'S MANDATORY FOR THE STATE, BUT A COUPLE OF PROVISIONS OF IT THAT PERTAIN TO, UH, RESIDENTIAL ARE THAT A READILY ACCESSIBLE DISCONNECT IS REQUIRED.
AND ALSO A SEARCH PROTECTIVE DEVICE IS REQUIRED ENERGY CONSERVATION CODE.
THIS IS ALWAYS A MOVING TARGET.
THE ENERGY CODE DOES ALLOW MULTIPLE COMPLIANCE PATHS.
SO YOU CAN'T SAY WE DIDN'T GIVE YOU OPTIONS HERE.

THERE'S A NEW DEFINITION FOR THERMAL DISTRIBUTION EFFICIENCY.
THAT'S THE PERCENT DIFFERENCE BETWEEN THE INLET TEMPERATURE AND THE OUTLET

TEMPERATURE OF AN AIR DUCT, UH, THERMAL ENVELOPE CERTIFICATE.THIS REQUIREMENT HAS BEEN EXPANDED.
UM, YOU HAVE TO INCLUDE THE BUILDING ENVELOPE, ENERGY VALUES, THE CODE EDITION ERI, WHICH COMPLIANCE PATH YOU USE.
AND IF YOU DO HAVE A PV SYSTEM ON THE HOUSE, IT HAS TO INCLUDE INFORMATION ABOUT THAT.
NOW Y'ALL MAY HAVE HEARD THAT THERE WAS A CLIMATE ZONE CHANGE IN THE DALLAS FORT WORTH AREA, ESPECIALLY IF YOUR COMPANIES ARE WORKING THROUGHOUT THE AREA THAT THIS WAS SORT OF AN, UH, UM, MONKEY WRENCH THROWN INTO OUR INDUSTRY BECAUSE THE DFW AREA IS NOW DIVIDED INTO TWO CLIMATE ZONES, ZONE ONE AND ZONE TWO, CUZ EVERYBODY KNOWS WHEN YOU PASS FROM DALLAS COUNTY INTO COLIN COUNTY, YOU GET A CHILL, RIGHT? WANT YOU TO KNOW THAT DOESN'T AFFECT US? WE ARE COLIN COUNTY IS STILL CLIMATE ZONE.
THREE, NOTHING HAS CHANGED AS ALWAYS EVERY CODE EDITION, THE R VALUES AND YOU FACTOR REQUIREMENTS INCREASE.
HOWEVER, THIS IS AN OFF YEAR FOR THE STATE TO ADOPT THE ENERGY CODE AND FOR THE ADDITIONS THAT THE STATE DOESN'T ADOPT, THEN THE COUNCIL OF GOVERNMENTS HAS A LITTLE BIT MORE LEEWAY IN WHAT WE CAN AMEND.
SO THE COUNCIL OF GOVERNMENT'S AMENDMENTS, WHICH ARE SHOWN HERE BY THE NUMBERS, CROSSED OUT IN THE OTHER NUMBERS, ADDED SOFTEN THE BLOW A LITTLE BIT OF THE INCREASES IN THESE REQUIREMENTS.
SO YOU'RE NOT GONNA SEE A SUBSTANTIAL CHANGE IN HOW TO CONSTRUCT YOUR BUILDINGS UNDER THIS YEAR'S ENERGY CODE.
AND ONCE AGAIN, THE SLAB INSULATION REQUIREMENT HAS BEEN DELETED BECAUSE WE ARE A HIGH TERMITE PRONE REGION AND THAT TRUMPS THE SLAB INSULATION REQUIREMENT BECAUSE THAT JUST MAKES IT WORSE FOR SURE.
THIS IS SOMETHING WHERE THE, THE CODE HAS KIND OF TALKED AROUND IT BEFORE, BUT NOW IT JUST STRAIGHT UP SAYS THE DOOR PANEL HAS TO BE R 10 AND WEATHER STRIPPED.
THERE'S ALSO LANGUAGE ABOUT INSULATION RETENTION.
BASICALLY YOU HAVE TO BUILD A LITTLE DAM AROUND THE ATTIC OPENING AND AT ANY DROP OFF.
SO YOU DON'T HAVE THE ISSUE WITH THE BLOWN IN INSULATION, JUST FALLING OFF THE EDGE, SOME NEW STUFF ABOUT TESTING OR AIR LEAKAGE.
TESTING ADDED A DEFINITION FOR DWELLING UNIT ENCLOSURE AREA.

WELL, WE UNDERSTAND THAT THAT IS A SIGNIFICANT, HIGHER, SIGNIFICANTLY HIGHER COST TO BUILDERS THAN THE STANDARD GIANT CONTRACTOR BOX OF SWITCHES.
