UM NOT KNOWING WHAT I'D GOTTEN MYSELF INTO. NOT BY BEING INCREDIBLY EXCITED AND HONORED. THAT COUNCIL APPOINTED ME AND, UM THIS IS THIS IS THE MOVEMENT OF TIME. AND THIS IS HOW THE GENERATIONS MOVE FORWARD DAVID AND, UM, KURT PAST THE TOWARDS TO JACKIE AND RICK. AND UM, TODAY YOU PASS IT ON TO THE REST OF THIS BOARD. AND IN THREE YEARS, UM, DEBRA AND MYSELF WILL BE ROLLING OFF AND, UM, THERE WILL BE ANOTHER ALTERNATE, UM AND NEW MEMBER SITTING THERE AND SO, UM I GUESS MY COMMENTS REALLY ARE FOR JOHN. AND FOR JOY. YOU'RE ALWAYS THERE.

YOU'RE ALWAYS HELPING OUT VOLUNTEERING IN THE COMMUNITY, AND THAT DOES NOT GO UNNOTICED AND IT'S SPEAKS VERY HIGHLY OF THIS BOARD AS A WHOLE. TO SEE EVERYONE GO ABOVE AND BEYOND AND REALLY NOT ONLY PROVIDE THE BOARD LEADERSHIP AND THE FUNDING FOR A LOT OF OUR NONPROFITS, BUT YOUR AT THEIR EVENTS, YOU'RE AT THE ACTIVITIES IN. YOU'RE ALWAYS WILLING TO HELP OUT. AND SO THAT'S GREATLY APPRECIATED AND HOPEFULLY CONTINUE WORKING WITH THE TWO OF YOU IN YOUR NEW ROLES. JUST FOR THE UPDATE A COUPLE OF THINGS I HAVE ON MY LIST. THE FIRST IS SINCE OUR LAST MEETING WITH CDC WE DATED AFTER BUDGET BACK ON SEPTEMBER 6TH, THE CITY COUNCIL. ADOPTED THE NEW BUDGET THAT GAVE OUR CITIZENS ARE FORCED SINCE FOUR CENT REDUCTION IN THE TAX RATE.

WHICH IS THE LARGEST THAT I'VE SEEN IN THE HISTORY OF MCKINNEY. UM, A LOT OF THAT'S DUE TO THE ECONOMIC TIMES WE'RE IN RIGHT NOW, WITH THE PROPERTY VALUES GOING UP, BUT IT WAS 100 MINUTES $190 MILLION GENERAL FUND BUDGET AND I BELIEVE IT WAS ABOUT A $652 MILLION TOTAL BUDGET THIS YEAR, WHICH IS, OF COURSE, THE LARGEST EVER IN THE CITY OF MCKINNEY. THERE WERE 50 NEW STAFF MEMBERS. ONE OF THE THINGS WE REALLY PRESS THIS YEAR WAS TRYING TO PLAY CATCH UP IN SOME OF OUR DEPARTMENTS, IN PARTICULAR PUBLIC SAFETY DEPARTMENTS, POLICE AND FIRE FRONT LINE POLICE OFFICERS AND FRONTLINE UM FIREFIGHTERS, IN PARTICULAR TO MAKE SURE THAT WE CAN PROVIDE THOSE SERVICES TO THE CITIZENS AS WE GROW EXACTLY . NEWS ON THE CITY HALL BUILDING . WE ARE OUT TO BID RIGHT NOW. WE SHOULD BE PRESENTING A GMP AND CONSTRUCTION CONTRACT TO THE CITY COUNCIL ON OCTOBER 18TH. WE ARE SCHEDULING A GROUNDBREAKING CEREMONY FOR OCTOBER. 24TH AT FOUR PM IT WILL BE OVER THERE VERY SIMILAR, PROBABLY EXACT LOCATION WHERE WE HAD OUR RIBBON CUTTING FOR THE SILO PROJECT. THAT'S EXCITING. WE'RE LOOKING AT A 24 MONTH CONSTRUCTION PERIOD, WHICH WOULD PUT US IN OCTOBER OF 2024 FOR COMPLETION, SO HOPEFULLY MOVED IN AND READY TO ROLL IN OUR NEW CITY HALL BY THE END OF 2024. YOU'VE PROBABLY SEEN SOME NEWS ON THE BOND COMMITTEE THAT THE CITY COUNCIL HAS FORMING. THEY ARE LOOKING TO APPOINT THE BOND COMMITTEE ON NEXT TUESDAY. THE 27TH THIS IS GOING TO BE A LITTLE DIFFERENT THAN OUR OTHER BOND REFERENDUMS WE'VE HAD IN THE PAST THAT CONSISTED OF A NUMBER OF DIFFERENT QUESTIONS OF DO WE FUND STREETS? DO WE FOUND FACILITIES? WE FUND PARKS. THIS ONE CITIES DECIDED TO GO FORWARD WITH A SINGULAR ITEM THAT IS ON MCKINNEY NATIONAL AIRPORT. IT'S KIND OF A CONFLUENCE OF MANY

POSITIVE FACTORS THAT MAKE THIS THE RIGHT TIME FOR THE KIDNEY NATIONAL AIRPORT TO LOOK AT WHAT IS GOING TO BE WHEN IT GROWS UP. UH, AND PLAYING FOR THAT AND FUND SOME OF THOSE IMPROVEMENTS SO THAT WE CAN BE THE ECONOMIC DRIVER FOR THE CITY AND THE REGION AT THE AIRPORT THAT IT'S ALWAYS INTENDED TO BE THE CITY COUNCIL. WAY BACK IN 1979 MOVE FORWARD WITH CONSTRUCTION OF A NEW AIRPORT AND THE CITY'S OWNED IT SINCE THAT TIME IN 2013 CITY COUNCIL CHOSE TO PURCHASE THE FBO, THE FIXED BASE OPERATOR BUSINESS, WHICH IS THE FUELING AND THE HANGAR RENTALS AND THE OFFICE SPACE RENTALS IN BOTH OF THOSE HAVE BEEN GREAT. WE'VE HAD A GREAT AIRPORT FOR MANY, MANY YEARS IN THE FBO IS NOW OPERATING AT A LEVEL THAT WAS BEYOND EXPECTATIONS, HONESTLY.

AND SO, WITH SOME OF THE THINGS GOING ON WITH GROWTH AND INFRASTRUCTURE EXTENSIONS TO THAT SIDE TO THE EAST SIDE OF THE AIRPORT, AND IN PARTICULAR THIS TALK ABOUT SPUR 3 99 EXTENDING AROUND THE AIRPORT. THIS IS THE TIME TO BE PLANNING FOR WHAT WE'RE GOING TO DO ON THE OTHER SIDE OF THE RUNWAY. WE'RE KIND OF BUILDING OUT THE WEST SIDE WHERE YOU SEE ALL THE ACTIVITY TODAY? AND WE'RE PLANNING FOR WHAT'S GOING TO BE ON THE EAST SIDE. THAT'S EXCITING AND WILL BE MOVING FORWARD, HOPEFULLY WITH A MAY OF 2023 BOND ELECTION, WHERE CITIZENS CAN CHOOSE WHETHER OR NOT TO PROVIDE THE FUNDING FOR THOSE IMPROVEMENTS. THE LAST THING I HAVE IS POLICE CHIEF CONNOLLY IS NO LONGER GOING TO BE CHIEF CONNELLY.
