AFTERNOON WE'LL CALL THIS MEETING TO ORDER TODAY IS TUESDAY, SEPTEMBER 27TH YEAR, 2022 WERE IN COUNCIL CHAMBERS THAT 2 22, NORTH TENNESSEE STREET AND CITY OF MCKINNEY, TEXAS. THIS IS OUR SPECIAL MEETING. FIRST AGENDA ITEM IS 22. 0895 WELL, FIRST WE HAVE ANY

PUBLIC COMMENTS NO ONE HAS SIGNED UP TO 20895 CONSIDERING ACT ON APPOINTING MEMBERS TO A BOND COMMITTEE RELATED TO POTENTIAL BOND ELECTION MAY 6 2023 MR SHELTON. GOOD AFTERNOON, MAYOR COUNCILOR THROUGH A BRIEF I WANT TO FOCUS ON BRIEF PRESENTATION, BUT. ESSENTIALLY WE'VE BEEN TALKING ABOUT THIS THE LAST MONTH OR SO APPOINTING MEMBERS TO THE BOND COMMITTEE.TONIGHT'S THE NIGHT WHERE WE'RE GOING TO FORMALLY APPOINT THEM. AH! TURN THIS ON. THERE WE GO.
SO AS YOU'RE ALL AWARE WE HAVE FIVE SUBCOMMITTEES THAT ARE WE'RE APPOINTING PEOPLE TO ONE OF THEM IS THE GOVERNMENTAL AND REGIONAL SUBCOMMITTEE, WHICH WE KIND OF WORK TO GET THE RIGHT PEOPLE FROM OUR NEIGHBORING COMMUNITIES AND SOME OF OUR STATE REPS TO PARTICIPATED ALONG WITH OUR OTHER COMMITTEES, WHICH ARE COMMUNITY STAKEHOLDERS, DEVELOPMENT AND INFRASTRUCTURE, BUSINESS AND INDUSTRY AND FINANCE SUBCOMMITTEES. UH THESE ARE THE PEOPLE WHO HAVE BEEN NOMINATED BY THE MEMBERS OF THE COUNCIL. AND HAVE BEEN ASSIGNED BY THE COUNCIL MEMBERS TO THE VARIOUS SUBCOMMITTEES. SO THERE ARE SOME THAT ARE UNASSIGNED. UP AT UP ON YOUR DESK TONIGHT.
THERE ARE TWO SHEETS. ONE IS KIND OF A SUMMARY OF WHAT? THIS SLIDE SHOWS AND THEN THE OTHER IS THE LIST OF ALL THE NAMES WHO HAVE BEEN APPOINTED OR RECOMMENDED FOR APPOINTMENT BY THE COUNCIL MEMBERS AIRPORT. TIM ROGERS HAS BEEN OUT OF TOWN SO HE HASN'T MADE ASSIGNMENTS, BUT I WOULD ASK THAT TONIGHT WE ASSIGN HIS FOUR MEMBERS, WHICH ARE TOMORROW, SAY DICK THOMPSON.
STEPHANIE SOUTH AND MARK COPE ALONG WITH THE OTHERS, AND THEN WE'LL ALLOW HIM TO PLACE THEM ON THE SUBCOMMITTEE'S ONCE HE RETURNS FROM HIS TRIP. SO BRIEFLY. TIMELINE HERE WE ARE.
SEPTEMBER 27TH ACCOUNT, POINTING THE BOND COMMITTEE. AND THEN STARTING HERE IN OCTOBER, WE'RE GOING TO HAVE A BOND COMMITTEE MEETINGS. THE FIRST ONE IS PLANNED FOR OCTOBER. 12TH THAT'S GOING TO BE THE KIND OF A GROUP MEETING WITH ALL THE SUBCOMMITTEE'S TOGETHER WHERE WE ARE GOING TO GO THROUGH THE UNFUNDED PROJECTS, THE THINGS THAT ARE BEING PROPOSED FOR THE UPCOMING BOND ELECTION. I SPENT A LOT OF TIME GOING THROUGH THE DETAILS. SOME OF THE THINGS THAT COUNCIL HAS SEEN BEFORE, UM, ALSO GOING TO TALK ABOUT THE CURRENT DEBT STATUS AND DEBT CAPACITY OF THE CITY SO THAT THE ENTIRE COMMITTEE UNDERSTANDS WHAT THIS MEANS TO THE TAXPAYERS . WE ARE LOOKING AT PROPOSING A BOND ELECTION. TYPICALLY THAT WOULD NOT REQUIRE ANY ADDITIONAL , UH, TAX FUNDING THAN WHAT IS ALREADY IN OUR INTEREST IN SINKING. PORTION OF THE BUDGET.
WEDNESDAY, OCTOBER 26TH. WE'RE GOING TO HAVE A PRESENTATION FROM BOND COUNCIL VERY WHERE WILL THESE MEETINGS B? DO WE KNOW YET? THERE WILL BE HERE IN CITY HALL. OKAY SO WHAT WE TYPICALLY DO IS WE MEET HERE COLLECTIVELY AT CITY HALL OFFERS SOME FOOD FOR THE BANK COMMITTEE MEMBERS, AND THEN WE BREAK OUT INTO VARIOUS CONFERENCE ROOMS FOR THE SUBCOMMITTEE MEETING.
THANK YOU. ON THE 26TH BOND COUNSEL TO ADVISE EVERYONE ON THEIR ROLES AND WHAT THEY CAN AND CANNOT DO RELATED TO THE BOND AND THEN BREAKING INTO SUBCOMMITTEES. WE'VE TALKED A LITTLE DIFFERENT THAN OUR NORMAL SUBCOMMITTEES THAT WE'VE HAD FOR PREVIOUS BOND ELECTIONS BECAUSE IT'S REALLY A SINGLE TOPIC OR SINGLE REFERENDUM ON THE AIRPORT BONDS. WHERE TYPICALLY WE HAVE A STREETS COMMITTEE AND FACILITIES COMMITTEE AND THE PUBLIC SAFETY COMMITTEE. AND THEN THEY KIND OF FIGURE OUT WHAT PROJECTS THEY WANT TO PROPOSE. AND THEN THEY HAGGLE IT OUT WITH EACH OTHER TO SEE WHERE THE MONEY IS SPLIT UP SO THAT WE CAN GET THE RIGHT STREETS AND THE RIGHT BUILDINGS CONSTRUCTED THIS TIME. IT'S GONNA BE A LITTLE DIFFERENT. WE'RE BREAKING THEM UP BY AREA OF INTEREST. SO THE COMMITTEE THAT IS THE CITIZEN COMMITTEE. THEY WILL PROBABLY BE INTERESTED IN THINGS LIKE TRAFFIC IMPACTS AND NOISE IMPACTS. THE BUSINESS COMMUNITY WOULD BE INTERESTED IN THE BENEFIT TO THE BUSINESS COMMUNITY HERE IN TOWN ARE REGIONAL GOVERNMENTAL ENTITIES WILL BE LEARNING OF WHAT WE'RE PROPOSING, AS WELL AS HOW IT WOULD AFFECT OR IMPACT THERE.
THEIR CONSTITUENTS, AND THEN WE'LL GET TOGETHER AND TALK COLLECTIVELY ABOUT WHAT THE PROJECTS ARE. THE GIFT FUNDED AND THEN WEDNESDAY, NOVEMBER 9TH . WE'RE TALKING ABOUT HAVING THE SUBCOMMITTEE CHAIRS REPORT ON THE DISCUSSIONS IN EACH OF THOSE SO THEY COULD GET TOGETHER AND UNDERSTAND. WHERE THE SUBCOMMITTEES HAVE FALLEN. AND THEN, UH, FINAL EDITS AND CONSIDERATIONS REGARDING THE RECOMMENDATION GOING FORWARD. IF WE NEED MORE MEETINGS BASED ON THE CONVERSATIONS NEEDING MORE TIME TO HASH OUT. SOME OF THE ISSUES WILL GET THOSE SCHEDULED AS WELL. ULTIMATELY THE BOND COMMITTEE IS GOING TO REPORT BACK TO THE CITY COUNCIL. THE

EXECUTIVE COMMITTEE, WHICH IS A REPRESENTATIVE FROM EACH OF THE SUBCOMMITTEE'S WOULD PRESENT RECOMMENDATIONS TO THE COUNCIL AND THE COUNCIL WILL DISCUSS THOSE RECOMMENDATION AND REALLY SET THE FINAL SLATE OF WHAT PROJECTS ARE TO BE INCLUDED. AND THEN COUNCIL WILL DIRECT STAFF WHETHER OR NOT TO PREPARE FOR THE CALLING OF THE BOND ELECTION IN MAY OF 23. IF THE COUNCIL CALLS FOR THAT BOND ELECTION, THEN WE'LL WORK THROUGH THE ISSUES WITH THE BOND COUNSEL TO MAKE SURE THE REFERENDUMS ARE WORDED PROPERLY. THAT GIVES US THE FLEXIBILITY TO DO THE PROJECTS THAT WE WOULD LIKE TO DO, AND THEN WE WILL STRUCTURE THE BALLOT PROPOSITIONS ACCORDINGLY. LIKE UH, TREVOR MINIATURE, HAS SAID PREVIOUSLY THE CALL FOR THE BOND ELECTION HAS TO BE 60 DAYS PRIOR TO THE BOND ELECTION ITSELF, SO THAT PUTS US IN ABOUT THE FEBRUARY TIME FRAME WORK. WE NEED TO HAVE THE BOND COMMITTEE WRAPPED UP WITH THE CALL OF THE ELECTION.AND THEN WE PUT THE SLIDE IN THE PRESENTATION EACH AND EVERY TIME JUST SO THAT WE UNDERSTAND THE ROLES. THE COMMITTEE MEMBERS WHO ARE ON THE MEMBERS OF THE COMMUNITY THEY CAN SERVE ON THE COMMITTEE. THEY CAN SUPPORT THE BOND INITIATIVES THEY CAN DEVELOP POLITICAL ACTION COMMITTEES TO SUPPORT ONCE WE HAVE ALL THE INFORMATION TO THE COMMITTEE THAT CITY STAFF REALLY IS INFORMATION SHARING BODY WERE NOT ALLOWED TO GO OUT AND ADVOCATE FOR OR AGAINST ANY OF THE ELECTION. ITEMS AND SO WE'LL PROVIDE THE INFORMATION TO THE COMMITTEE MEMBERS, AND THEN WE KIND OF STEP BACK AND ALLOW THEM TO GO FORWARD WITH THOSE EFFORTS. THAT BEING SAID TONIGHT'S ITEM IS AN ACTION ITEM FOR YOU TO ADOPT THE BOND COMMITTEE MEMBERS AND LIKE I SAID EARLIER, I HAD ASKED THAT YOU ADOPT THE FULLEST, INCLUDING MAYOR PRO TEM ROGERS NAMES AND ALLOW HIM TO ASSIGN THEM WHEN HE RETURNS FROM HIS TRIP.
