THIS IS A PUBLIC HEARING ITEM TO SET THE TYPE OF NOTICE TO BE GIVEN AS PART OF OUR NEW CODE. MCKINNEY INITIATIVE. THIS IS SOMETHING THAT WE SPOKE ABOUT A COUPLE OF WEEKS AGO OUT YOUR WORK SESSION AS A REMINDER. WE ARE TAKING A LOT OF THE CITY'S DEVELOPMENT REGULATIONS. AND PUTTING THEM INTO ONE UNIFIED DEVELOPMENT CODE WITH THAT, OF COURSE, TAKES COUNCIL ACTION AS WELL AS THE PUBLIC HEARING. STATE LAW DOES ALLOW THE CITY TO DESIGNATE THE TYPE OF NOTICE TO BE GIVEN FOR THIS TYPE OF AN ACTION. AND SO WE ARE ASKING THAT YOU CONSIDER THAT FOR THIS NEW UNIFIED DEVELOPMENT CODE. I DID WANT TO WALK THROUGH VERY QUICKLY. JUST THE TYPES OF NOTICE THAT WE ARE PROPOSING TO INCLUDE WITH THIS ACTION FIRST IS A LEGAL NOTICE THAT WOULD BE POSTED IN A PAPER OF GENERAL CIRCULATION HERE IN MCKINNEY, THE SECOND WOULD BE INTERNET NOTICE AN INTERNET POSTING OF THE CODE AND INFORMATIONAL ADVERTISEMENT IN THE OCTOBER EDITION OF COMMUNITY IMPACT NEWSPAPER AND A COMMUNITY ANNOUNCEMENT THAT WOULD BE CIRCULATED THROUGH THE OCTOBER UTILITY BILLS FOR RESIDENTS HERE IN MCKINNEY. SO ASIDE FROM THE TYPICAL NOTICE THAT WOULD BE REQUIRED FOR AN ACTION SUCH AS THIS, WE ARE RECOMMENDING SOME ADDITIONAL NOTIFICATIONS AS PART OF THIS ACTION. AND WE DO HOPE THAT WE ARE ABLE TO BE IN FRONT OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION AT A JOINT MEETING ON NOVEMBER THE 15TH TO CONSIDER ACTION ON APPROVAL OF THAT UNIFIED DEVELOPMENT CODE, AND WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS FOR JENNIFER. THANK YOU, JENNIFER.IS A PUBLIC HEARING. IS THERE ANYONE THAT WOULD LIKE TO SPEAK TO THIS ITEM? USE PRIMARY QUEST FOR A PUMP STATION, NORTH TEXAS MUNICIPAL WATER DISTRICT, LOCATED AT 37, 1 , RED BUD BOULEVARD AND ACCOMPANIED ORDINANCE, JENNIFER THANK YOU, MR MAYOR. YOU WILL SEE ME QUITE A BIT TONIGHT. UM THIS FIRST ITEM IS A REQUEST FOR AN S U P A SPECIFIC USE PERMIT FOR THE NORTH TEXAS MUNICIPAL WATER DISTRICT PUMP STATION. AS YOU READ THIS REQUEST IS THAT 37 01 RED, BUT IT IS JUST NEXT TO THE CITY'S A PUMP STATION. THE PROPERTY IS ABOUT 10 ACRES IN SIZE, AND THE ZONING ON THE PROPERTY IS A G AGRICULTURAL DISTRICT, WHICH DOES REQUIRE CONSIDERATION OF AN SUV TO ALLOW OPERATION OF A PUMP STATION ON THE SITE. IT SAYS. JUST THE S U P EXHIBIT HERE. YOU'LL SEE THAT THEY ARE PROPOSING. UM, CURRENTLY ONE TANK BUT ULTIMATE THAT ULTIMATELY THEIR PLAN WOULD BE TO HAVE TWO TANKS AND ALL THE ASSOCIATED UM, EQUIPMENT AND OFFICE FIELD OFFICES NECESSARY TO RUN THOSE STAFF HAS REVIEWED THE SCP REQUEST, GIVEN THE SURROUNDINGS AND THE CONFIGURATION THAT IS PROPOSED. YOU MAY RECALL THAT WE'VE HAD AT LEAST ONE OTHER S U P FOR PERSONAL SERVICE OUT IN THIS OFFICE PARK HERE RECENTLY, AND THIS IS JUST ANOTHER VERY SIMILAR TYPE OF[00:15:03]
USE. LOOKING TO OPERATE OUT HERE . STAFF HAS REVIEWED THE REQUEST . WE ARE COMFORTABLE THAT THIS IS AN APPROPRIATE USE FOR THIS OFFICE PARK AND WE ARE RECOMMENDING APPROVAL. I KNOW THAT THEY HAVE A LOT OF, UM, VERY WELL KNOWN CLIENTS. I BELIEVE THEY SERVE THE DALLAS COWBOY CHEERLEADERS. AND SO IT IS ONE OF SEVERAL LOCATIONS THAT THEY HAVE AROUND THE METROPLEX. SO WE'RE EXCITED THAT THEY WOULD POTENTIALLY BE HERE. IMAGINE IF I WAS A WOMAN. I WOULD HAVE KNOWN THE ANSWER TO THAT QUESTION. MAYBE IT'S VERY NECESSARY WITH THE APPLICANT LIKE TO COME UP. I'LL SECOND.[Conduct a Public Hearing to Consider/Discuss/Act on a Specific Use Permit Request for a Restaurant with Drive-Through (Seven Brew Coffee), Located on the Northwest Corner of U.S. Highway 380 (University Drive) and Sharon Lane, and Accompanying Ordinance]
MOTION PASSES. 220013 S U P THREE DR POPCORN YOU CONSIDER DISCUSS ACT ON A SPECIFIC USE PERMIT REQUEST FOR A RESTAURANT WITH DRIVE THRU SEVEN BREWED COFFEE. LOOK AT IN THE NORTHWEST CORNER OF U. S HIGHWAY. 3 80 SHARON LANE ACCOMPANIED ORDINANCE. THANK YOU, MR MAYOR.SO THIS SITE MAY LOOK FAMILIAR TO MANY OF YOU. THIS IS THE SIDE OF THE BILL SMITH'S CAFE OR FORMER BILL SMITH'S CAFE OVER ON HIGHWAY 3 80, JUST WEST OF SHARON LANE OF THE TRACT ITSELF IS ABOUT 800.5 ACRES IN SIZE, AND IT IS ZONED BIEN NEIGHBORHOOD BUSINESS ZONING DISTRICT. THIS ZONING DISTRICT DOES REQUIRE CONSIDERATION OF AN SCP TO OPERATE A RESTAURANT WITH DRIVE THROUGH ON THE TRACT. AS PROPOSED SEVEN BREW COFFEE WOULD LIKE TO DEVELOP A DRIVE THROUGH COFFEE. UM UH, BUSINESS ON THIS TRACT STAFF HAS REVIEWED THE REQUEST. WE DO FIND THAT ITS LOCATION ON 3 80. IT IS SURROUNDED PREDOMINANTLY BY COMMERCIAL BUSINESSES. THERE IS A, UM A, UM, AUTO RELATED USE JUST TO THE WEST, AND THERE IS A STRIP CENTER TO THE EAST OF THE PROPERTY. SO GIVEN THAT LOCATION WE ARE COMFORTABLE THAT THE USES APPROPRIATE FOR THIS SITE. I DO WANT TO MAKE SPECIAL NOTE THAT AS PART OF THE S U P REQUEST, THE APPLICANT IS ALSO REQUESTING A REDUCTION IN THE TYPICALLY REQUIRED LANDSCAPES THAT BACK ON THE REAR SIDE OF THE PROPERTY.
TYPICALLY WITH THE CORNER LOTS THE SIZE OF YOUR LANDSCAPE. SETBACK AROUND THE PROPERTY IS DICTATED BY THE LARGEST RIGHT OF WAY THAT YOUR PROPERTY FRONTS AND SO FOR THIS PARTICULAR TRACK US 3 80 WOULD REQUIRE A 20 FT LANDSCAPE SET BACK ACROSS THE ENTIRE PROPERTY. HOWEVER ON THE REAR SIDE OF THE PROPERTY WERE BAILEY STREET IS AND I'LL HIGHLIGHT THAT HERE. BAILEY STREET RIGHT HERE. THE AFRICAN IS REQUESTING TO REDUCE THAT 20 FT LANDSCAPE SETBACK TO 10 FT STAFF HAS COMFORTABLE WITH THAT REQUEST TO REDUCE FOR TWO REASONS. BAILEY STREET IN AND OF ITSELF WOULD HAVE ONLY TYPICALLY REQUIRED THAT 10 FT LANDSCAPE BUFFER. THE ONLY REASON THAT IT WOULD BE REQUIRED TO BE 20 HERE IS BECAUSE OF THAT FRONTAGE ON 3 80. WE ALSO HAVE NOTED THAT THE AUTO RELATED USE TO THE WEST IS ALSO OBSERVING THAT SIMILAR 10 FT LANDSCAPE SETBACK. SO WE ARE COMFORTABLE THAT THAT IS APPROPRIATE HERE. THERE WAS A LOT OF DISCUSSION AT THE PLANNING AND ZONING COMMISSION ABOUT THIS PARTICULAR REQUEST. SPECIFICALLY THERE WAS A LOT OF DISCUSSION ABOUT THE FIRE LANE AND ACCESS ON TO SHARE AN AND BAILEY DRIVE. WE DID HAVE A LOT OF, UM BACK AND FORTH WITH THE COMMISSION ON THAT, NOTING THAT THERE IS CURRENTLY A DR LANE.
APPLES. THERE IS CURRENTLY ACCESS TO 3 80 OR DRIVEWAY GOING ONTO THREE DAY RIGHT ABOUT THERE. ON THE CURRENT SITE, HOWEVER, THAT DOES NOT MEET CURRENT STANDARDS THERE, THE SPACING BETWEEN THAT EXISTING DRIVEWAY AND SHARON LANE DOES NOT MEET THIS THE SPACING REQUIREMENTS OF TECHSTAT, NOR DO I THINK IT MEETS THE SPACING REQUIREMENTS OF THE CITY, AND SO WITH THEIR COMPLETE REDEVELOPMENT OF THE SITE, THEY DID RECONFIGURE THAT FIRE LANE.
TO TAKE ACCESS OFFICE SHARON AS WELL AS IN THE REAR OFF OF BAILEY. AS PART OF OUR REVIEW.
WE DEFINITELY RECOGNIZE THAT THE NORTH SIDE OF BAILEY OR RESIDENTIAL HOMES, WE NOTED TWO PREDOMINANT ITEMS HERE ONE THOSE HOMES DUE BACK ONTO BAILEY. SO DOES THE IT'S THE BACKSIDE OF THOSE PROPERTIES. THEY'RE NOT FRONTING OR SIGHTING IN THAT PARTICULAR STRETCH OF BAILEY'S
[00:20:01]
ACTUALLY A VERY SHORT ST SEGMENT, AND FOR ALL INTENTS AND PURPOSES, IT DOES TEND TO OPERATE AS AN ALLEY MORE SO THAN IT DOES A STREET. IN FACT, THE COMMERCIAL DEVELOPMENT RIGHT THROUGH HERE, ACTUALLY, KIND OF IS DEAD ENDS OR HITS RIGHT INTO BAILEY AND THE AUTO RELATED USE TO THE WEST IS ALREADY OBSERVING A FIRE LANE ACCESS ONTO BAILEY AS WELL. SO WE DID. WE DID MAKE SURE TO TAKE A LOOK AT THAT BECAUSE WE WANTED TO PAY SPECIAL ATTENTION TO THE PROXIMITY TO THE RESIDENTIAL. HOWEVER GIVEN THE DEVELOPMENT FOOTPRINTS THAT WE'RE SEEING WHAT'S BEING PROPOSED HERE, WE DID FEEL COMFORTABLE WITH THAT. PLANNING AND ZONING ULTIMATELY RECOMMENDED APPROVAL OF THIS ITEM AS WELL AND A VOTE OF 61. AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE. SO. SO, WHAT YOU'RE SAYING IS THAT BILL SMITH IS NOT COMING BACK. IT IS NOT COMING BACK. YOU KNOW WHAT I WONDER ON THIS? JENNIFER IS WE'RE TALKING ABOUT THE S U P BECAUSE IT'S A DRIVE THROUGH YOUR POINT ON THE INGRESS EGRESS ONTO 3 80 THAT BILL SMITH'S ENJOYED IS NOT COMING BACK EITHER, RIGHT? NO MATTER WHAT GOES THERE. SO I WONDER EVEN IF WE DIDN'T LET'S SAY WE DID NOT APPROVE. THIS S U P SOMETHING'S GOING TO GO ON THERE THAT IS STILL GOING TO INGRESS EGRESS ONTO SHARING AND BAILEY. IT SEEMS TO ME THAT IS MY UNDERSTANDING FROM ENGINEERING. THAT'S CORRECT THE SAME CONVERSATION WITH THE DEPARTMENT TODAY, OKAY? BECAUSE I GET IT. I YOU KNOW BAILEY TO ME AND I'M NOT TRYING TO MINIMIZE IT IS A GLORIFIED ALLEY. IT'S A ONE OF THE BEST ALLIES IN THE CITY AS FAR AS WITH GOES, BUT THERE'S NOTHING THE FRONTS ONTO IT. THERE'S ABOUT FOUR OR FIVE FOLKS. IT SEEMS TO ME, MAYBE MORE. FORGIVE ME, THE THAT DO BACK UP ONTO IT, AND I GET THAT THEY THAT'S WHERE THEY PARK, THEIR CARS AND THE ACCESS IT IN A LOT OF TRAFFIC ON IT'S DIFFICULT AND WEIRD, BUT UM THERE JUST SEEMS TO BE THE FATE OF THIS LOT. SO ANYWAY, THANK YOU. SO WHEN YOU SAY TEXT DOT I MEAN, BECAUSE THE STATE OWNS 3 80 THEY HAVE CONTROL OVER THAT'S CORRECT. IF THEY WANTED TO KEEP THAT. THROUGH TEXT WOULD NOT LET THEM I MEAN, THERE'S MATT MATT SPEAK FROM ENGINEERING ON PERMITTING WITH TEXT DOT AND WHAT THEY WOULD AND WOULDN'T ALLOW OR REQUIRE. UH GOOD EVENING, MAYOR AND COUNCIL. UM UM UM, MATT RICHARDSON. I'M THE DEVELOPMENT REVIEW MANAGER FOR ENGINEERING. TYPICALLY THE CITY AND TECH START WHEN A PROPERTY DOES FULLY REDEVELOPED. WE WOULD LOOK AT THOSE PROPERTIES BE FULLY BROUGHT INTO COMPLIANCE WITH CURRENT STANDARDS THAT DOES INCLUDE THINGS LIKE DRIVEWAY SPACINGS. SO IN A CASE LIKE THIS, WHERE THE PROPERTY IS BEING TORN DOWN, RAISE THAT IT IS BEING FULLY REDEVELOPED. BOTH THE CITY AND TEXTILE WOULD LOOK TO HAVE CURRENT STANDARDS MET TO THE GREATEST EXTENT POSSIBLE, SO AS IT STANDS RIGHT NOW, TEXT DOESN'T EVEN ALLOW WOULDN'T ALLOW WOULD NOT TECH STOCK CRITERIA, WHICH ARE TYPICALLY MORE STRINGENT THAN THE CITIES. YOU WOULD NOT GET A DRIVEWAY ON THAT FRONT EDGE, SO THANKS.THANK YOU, MATT. YEAH, I, UM I WAS GONNA SAY BASICALLY WHAT? WHAT YOU JUST SAID PATRICK. AS I GOT AN EMAIL AT LEAST ONE UM AND I WANTED TO KNOW THAT VERY THAT THAT THAT SAME ANSWER TO THAT QUESTION IF IT WASN'T FOR THE S U P AND IF ANY, ANY OTHER USE WAS COMING? WOULD IT BE THE SAME ? AND I WAS TOLD? YES UM SO I DON'T KNOW IF THOSE WHO ARE OPPOSED ARE AWARE OF THAT. BUT THAT IS A PREDICAMENT, APPARENTLY WITH THAT PIECE OF PROPERTY. UM. THIS IS A PUBLIC HEARING. I DO HAVE SOME CARDS. I'M GOING TO, UH CAN YOU GO THROUGH THEM? THE FIRST IS BRIAN JOHANSEN. THESE ARE NON SPEAKING. OH I'M SORRY. NOT FOR THIS ITEM. OKAY? SORRY I DIDN'T EVEN LOOK AS HE TOMORROW ASSUMED. IS THERE ANYONE HERE THAT WOULD LIKE TO SPEAK TO THIS ITEM? I'M NOT SHOWING THAT ANYONE IS REGISTERED. BUT IF YOU MADE THE TRIP HERE AND YOU'D LIKE TO PLEASE LET ME KNOW. OKAY? ANY OTHER DISCUSSION. IF NOT, IS THERE A MOTION. MR WEBB MOVED THAT WE CLOSED THE PUBLIC HEARING, BUT I WOULD LIKE TO MAKE ONE OF THE REMARKS. A SECOND THAT TEST YOUR VOTES, PLEASE. WE'RE JUST CLOSING THE PUBLIC HEARING. I DROVE BY THE PROPERTY TODAY, AND THAT'S WHAT STRUCK ME. UM I DON'T SEE. ANY OTHER GOOD ALTERNATIVE. AND JUST ONCE AGAIN STRIKES ME. WE HAVE SOMETHING ELSE ON THE AGENDA COMING UP TODAY THAT MAKES ME APPRECIATE ALL THE WORK THAT ARE PLAYING DEPARTMENT DOES IN THE NEW BUILDING OF OUR CITY BECAUSE THERE'S PARTS OF OUR CITY THAT WERE BUILT WITHOUT MACRO PLANS. THEY'RE ABOUT HOW WE'RE GOING TO ADJUST FOR THESE THINGS AND DOING GROSS EGRESS AND UM I JUST SO I APPRECIATE ALL THE STUFF
[00:25:05]
THAT GOES ON WITH OUR PLANNING THAT HIS LEGACY ISSUES ARE ALL WE'VE GOT. SO THANK YOU. NO OTHER DISCUSSION ENTERTAIN A MOTION. APPROVE THIS ISLAND. NORTH OF JEFFERSON STREET ON THE EAST SIDE OF ROCK WALL STREET.
THANK YOU, MR MAYOR. THIS REZONING REQUEST PROBABLY FEELS VERY FAMILIAR TO YOU ALL. AND QUITE FRANKLY, IT'S VERY SIMILAR TO WHAT YOU EXPERIENCED ABOUT A YEAR AGO ON THIS PARTICULAR PROPERTY. THE TRACT ITSELF IS ABOUT 0.7 ACRES IN SIZE, AND IT IS IN ONE OF OUR HERITAGE OR LEGACY RESIDENTIAL AREAS HERE IN MCKINNEY AND YOU'RE DOWNTOWN. THE PROPERTY IS CURRENTLY ZONED RS 60 AND THE AFRICANS REQUESTING TO REZONE TO THE D R DUPLEX ZONING DISTRICT TO ALLOW FOR DEVELOPMENT OF DUPLEX USES ON THE TRACT. TO THE NORTH OF THE PROPERTY IS MOUNT PILGRIM CHURCH INTO THE SOUTH OF THE PROPERTY IS A DRAINAGE CULVERT AND A SINGLE FAMILY HOME JUST SOUTH OF THAT. STAFF HAS REVIEWED THE REQUEST. THEY ARE REQUESTING ONE OF THE CITY'S STRAIGHT ZONING DISTRICT. ER DUPLEX RESIDENTIAL. WE DID NOTE THAT WITH THE COMPREHENSIVE PLAN , THE AREA IS DESIGNATED AS URBAN LIVING, WHICH DOES CALL FOR A VARIETY OF RESIDENTIAL PRODUCT TYPES AND DENSITIES. WHEN LOOKING AT THE OVERALL AREA HERE, WE DO KNOW THAT THERE ARE A LOT OF SINGLE FAMILY RESIDENTIAL HOMES, BUT THERE ARE ALSO A MIX OF DUPLEXES THROUGHOUT THIS PARTICULAR AREA . MCKINNEY AS WELL AS SOME CHURCHES THAT ARE REALLY PROMINENT OVER HERE IN THIS PARTICULAR NEIGHBORHOOD. CONSIDERING ITS ALIGNMENT WITH A COMPREHENSIVE PLAN AND THE EXISTENCE OF SOME DUPLEXES THROUGHOUT THIS AREA. WE ARE RECOMMENDING APPROVAL OF THE REQUEST. WE DO WANT TO NOTE THE PLANNING AND ZONING COMMISSION DID CONSIDER THE ITEM AND THEY ARE RECOMMENDING DENIAL OF THE REQUEST IN A 43 VOTE. THIS WOULD REQUIRE A SUPERMAJORITY VOTE BY THE CITY COUNCIL FOR APPROVAL OF THE ZONING. I DO ALSO WANT TO NOTE FOR THE RECORD. IT'S ALSO IN YOUR PACKET, BUT WE DID RECEIVE A WRITTEN PROTEST FOR THE PROPERTY OR FOR THE REZONING REQUEST. RATHER AND THAT PROTEST DOES INCLUDE SIGNATURES OF PROPERTY OWNERS REPRESENTING 65.8% OF THE AREA WITHIN THAT 200 FT PROTEST BOUNDARIES SO BETWEEN THE P AND Z RECOMMENDATION IN THAT VALID PROTEST. THIS DOES REQUIRE THAT SUPER MAJORITY VOTE OF THE COUNCIL FOR APPROVAL. AND I WOULD BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE. I KNOW AT THE PLANNING AND ZONING COMMISSION, THERE WAS A LOT OF DISCUSSION ABOUT FLOODPLAIN AND FLOODWAY. SO MATT IS HERE TO HELP WITH THAT AND THE AFRICANS HERE AS WELL. JENNIFER WHERE ARE THE OTHER DUPLEXES? I DROVE AROUND THERE YESTERDAY. I COULDN'T FIND ONE. WE'LL HAVE TO DO SO WE'LL HAVE TO BLOW OUT THE MAP A LITTLE BIT HERE. SO, UM ARE WE ABLE TO GO TO AN AERIAL VIEW? WHICH IS GOOD FOR A MAP. THERE ARE NOT ANY ALONG ROCK, WALL STREET, NORTHEAST AND ABOUT AND TO THE NORTHEAST AND DUE EAST. THERE ARE A HANDFUL. THERE'S THERE, ALCOHOL PEPPERED THROUGHOUT THEIR NOT BIG BLOCKS . THERE'S MAYBE TWO OR THREE IN A ROW OR ONE OR TWO IN A ROW, BUT THEY ARE SPRINKLED THROUGHO AND DROVE AROUND ASTON SOUTHEAST AND FOR THE LIFE
[00:30:05]
OF ME. I DIDN'T SEE ONE AND FROM FROM A PLANNERS WORLD THAT'S GREAT, BECAUSE THAT MEANS THAT THEY REALLY BLEND IN WITH THAT SINGLE FAMILY LOOK AND FEEL. UM BUT THERE ARE DUPLEXES OUT THERE. BUT THIS IS A TWO STORY DUPLEX. THIS IS NOT TYPICAL FOR THAT AREA. CORRECT ARE THE OTHER DUPLEXES IN THE AREA? PROBABLY ONE STORY. I THINK YOU'RE CORRECT THERE. YEAH SO THIS WOULD THIS WOULD STAND OUT AND LOOK, LOOK, IT WOULD IT WOULD LOOK, IT WOULD BE TWO STORIES FOR SURE. YEAH. THANK YOU. THAT'S ACCOUNT NEED TO SEE ANY MAP. APPRECIATE IT. THANK YOU.UH, ANY OTHER QUESTIONS FOR JENNIFER WILL HAVE THE APPLICANT COMMITMENT. ONE. YOU HAVE A PRESENTATION FOR TODAY. THANK YOU. INTRODUCE YOURSELF. ABSOLUTELY YES. MY NAME IS IMAN.
FARZAD POOR HOPE YOU'RE DOING WELL. I AM ACTUALLY THE REAL ESTATE BROKER ON THIS TRANSACTION, AND I APPRECIATE YOUR TIME HERE. FOR GIVING ME THE OPPORTUNITY TO PROPOSE IS DISCUSSED THE REASON PROPOSAL FOR 8 TO 7 ROCK WALL STREET FROM A SINGLE FAMILY, TWO DUPLEX RESIDENTIAL HOW DO I GO TO THE NEXT PLANE? THIS PROJECT STARTED IN LATE 2019 PRIOR TO PURCHASING THE CONTRARY. THE PROPERTY THIS WAS FIVE DIFFERENT TRACKS. AS YOU CAN SEE. AT THE VERY TOP.
THERE'S A SCREENSHOT OF A CONVERSATION WITH CITY OF MCKINNEY. WE REACHED OUT TO THE CITY OF MCKINNEY FOR THEIR HELP, AND AS YOU CAN SEE, HE SAYS, THEY READ THAT REPLANNING TO FIVE LOTS INTO FOUR MORE NORMAL SIZE SHAPE LOTS WOULD BE THE BEST OPTION. AND SHOULDN'T BE ANY ISSUES ASSOCIATED WITH THAT . SO THE MY CLIENT WENT AHEAD AND PURCHASED THE PROPERTY TO REPLANT THAT INTO FOUR DIFFERENT LOTS AND BECOME A RESIDENT OF THE NEIGHBORHOOD WITH THEIR FAMILY. UH, TWO KIDS AND SONS. NEXT PAGE, ALL RIGHT? AFTER CLOSING, WE PROPOSED A NEW SITES THERE IS FOUR DIFFERENT LOTS TO FACING THE ROCK WALL STREET AND TWO FACING THE LINDSAY STREET.
ONCE WE PROPOSED A NEW SITE, WE REALIZED THAT CITY OF MAKE ANY MENTION THAT THERE IS SOME DRAINAGE ISSUES. UNFORTUNATELY WITH THE PROPERTY WHICH HAS THE PROPERTY AND THE STREET, BOTH ON 100 YEAR FLOOD PLAIN ZONE AND CANNOT BE PLAID REPLANTED UNLESS IT'S FIXED, AND UNFORTUNATELY AS A REAL ESTATE BROKER, ONE OF THE THINGS THAT WE DO FIRST WE GO AND LOOK IN FEMA TO SEE IF THAT INFORMATION IS DISCLOSED OR NOT UP TO THIS DAY STILL IS NOT DISCLOSED, DISCLOSED ON FEMA, BUT IT WAS SOMETHING THAT WE HAD TO DEAL WITH. SINCE THE LANDLORD THE MY CLIENT AND THE OWNER INVESTED A LOT OF MONEY, THEIR LIFE SAVINGS AND WILL LOVE THE LOVE THE NEIGHBORHOOD AND THE NEIGHBORS WOULD LOVE TO, UM, THEY DECIDED TO DESIGNATE ABOUT 10,000 SQUARE FEET OF THEIR OWN LOT TO BUILD A DRAINAGE FOR 100 YEAR FLOOD EVENT AND THAT HAS ELIMINATED THE THREAT FOR ANY KIND OF FLOODING FOR THE NEIGHBORS AND ANYWHERE ON THAT STREET. AND WE HAVE SPOKEN WITH ENGINEERS AND I BELIEVE THEY HAVE APPROVED THAT AS WELL. AS A RESULT, THE FOUR LOTS HAVE BEEN DIVIDED TO THREE LOTS. WE CANNOT HAVE FOUR LOTS ANYMORE. SO THREE LOTS AND THE POSITIVES THINK ABOUT THAT IS THAT, UM THE DRAINAGE AREA IS GOING TO BE MAINTAINED BY THE BY THE LOT.
OWNERS FEATURED ORDERS OF THE LOTS SO IT WILL BE NOT ANY EXCESSIVE MAINTENANCE ON THE CITY. BEFORE AND AFTER YOU CAN SEE AT THE TOP THAT IS THE DRAINAGE. AND AFTER ABOUT THREE MONTHS OF HARD WORK AND $100,000 IN INVESTMENT ON THE PROPERTY TO MAKE THIS MORE APPEALING AND MAKE THE DRAINAGE FOR 100 YEAR FLOODPLAIN, THE PROPERTY WAS FIXED. UM DURING THIS TIME AS A REAL ESTATE BROKER, WE DID A FEASIBILITY STUDY AND WE REALIZED THAT THE SINGLE FAMILY IN THIS NEIGHBORHOOD IS NOT AFFORDABLE. ACCORDING TO THE PRICES TO THE RIGHT TOP. I PUT IT IN A SQUARE, UM, AVERAGE PRICE PER SQUARE FEET IN THIS NEIGHBORHOOD HAS RISEN UP TO $230 PER SQUARE FEET, A SINGLE FAMILY. LET'S SAY ABOUT 3500 SQUARE FEET AT 230 YOU'RE LOOKING ABOUT SOMEWHERE AROUND 800,000. WITH THE CURRENT INTEREST RATE YOU'RE LOOKING ABOUT $5000 MONTHLY PAYMENT AND $160,000 IN DOWN PAYMENT. OR OTHER OPTION. WHAT WE RECOMMEND TO THE CITY AND TO OUR CLIENT IS TO CONSIDER DOING A DUPLEX BECAUSE THAT WOULD, UM, IF YOU'RE THAT WOULD LOWER THE COST OF OWNERSHIP IN THAT NEIGHBORHOOD AND MAKE IT MORE AFFORDABLE FOR THE FOLKS IN THAT AREA. THE DUPLEX AT 1,771,750. SQUARE FEET $230 A SQUARE FOOT YOU'RE LOOKING SOMEWHERE ABOUT 400 K, WHICH IS MUCH MORE AFFORDABLE LONG TERM. SO THESE ARE FOR RENT OR FOR PURCHASE. THESE ARE FOR THE LANDLORD. MY CLIENTS TO LIVE THERE HIMSELF AND HIS FAMILY. AND IF THERE IS ANY EXTRA ONES, THEY WOULD LIKE TO SELL THOSE AS A PART TO PAY
[00:35:06]
FOR THE PROJECT TO SELL THEM. NOT REALLY. YES. ALRIGHT I'LL REQUEST IS TO, UH THERE ARE EXISTING DUPLEXES. SO THAT ANSWERS YOUR QUESTION. SO THERE IS AN AREA OF THE MAP YOU CAN SEE ON FIT ZOO THERE IS MULTIPLE DUPLEXES, AND I THINK THEY ARE ACTUALLY ZONING AS M F ONE AND THE RD THIRTIES ON THE MAP. YOU CAN ALSO SEE THOSE ARE ZONE AS DUPLEX. SO WE WOULD LIKE TO REASON FROM A SINGLE FAMILY TO DO PLACE. AND WE UNDERSTAND THE CITY OF MAKING ME IS UNIQUE BY NATURE, AND WE ARE EXCITED ABOUT THE MOST MUNICIPAL COMPLEX BEING BUILT A COUPLE OF STREETS OVER.THANKFULLY WE HAVE THE SIMILAR DESIGN AND IDEA IN MIND FOR THE NEIGHBORHOOD AND MY CLIENTS WOULD LIKE TO RECOURSES ZONING. THAT IS ALL I HAVE FOR TODAY. IF ANY QUESTIONS I'LL BE MORE THAN HEPATITIS. QUESTIONS FOR THE AFRICAN. THANK YOU, UM. ON THE DRAINAGE. CAN YOU SPEAK TO THAT FOR US? I MEAN, WE HAVE 100 YEAR FLOOD PLAIN. OBVIOUSLY, THEY WOULD HAVE TO BE YES, SIR. MR MAYOR. SO THIS IS AN AREA WHERE , AS THE APPLICANT NOTED, THIS IS NOT SOMETHING THAT'S NOTED ON FEMA MAPS. FEMA TENDS TO FOCUS ON BIGGER CREEKS AND THINGS LIKE THAT. UM THAT THIS IS A SMALLER URBAN DRAINAGE CHANNEL THERE IS THERE THERE. THERE IS STREET FLOODING IN THIS AREA THAT CAN HAPPEN DURING DURING MAJOR RAIN EVENTS. UM SO THAT'S THAT'S WHAT THE DRAINAGE STUDY IDENTIFIED.
THAT'S WHAT WE WERE TRYING TO. FIXED AT THIS LOCATION TO BE SURE THAT ANY ANY HOMES CONSTRUCTED ON THIS PROPERTY WOULD NOT BE INUNDATED BY BY A MAJOR RAINFALL EVENT. IT'S NOT, UNFORTUNATELY SOMETHING THAT YOU CAN FIND ON FEMA MAPS. THINGS LIKE THIS ARE SCATTERED. ALL ALL OVER TOWN. SOMETIMES WHERE THERE'S JUST THESE LITTLE POCKETS OF DRAINAGE. HAVE THAT HAPPEN WITH WITH WITH WHAT THEY'VE DONE, AND THEN THE I BELIEVE AT THAT. AT THIS POINT, WE'VE EVEN GOTTEN FINAL ACCEPTANCE ON THE, UM I'M GRADING WORK AT THIS AT THIS LOCATION, AND IT'S BEEN DONE SO THERE SHOULD BE NO NO MORE FLOODING AT THIS LOCATION OTHER THAN IN IN THE DESIGNATED CHANNEL, AND, UH, POND AREA, SOME. SO JUST RIGHT NOW, MY QUESTION IS GOING TO BE PURELY, UM I MEAN TO ME, I THINK THE RHETORICAL BUT MAYBE NOT. AND IT'S NOT PUSHING. ADVOCATING ONE WAY OR THE OTHER. JUST JUST CLARIFICATION. UM, IF CONCERNED BY RESIDENTS ARE FLOODING DRAINAGE, OBVIOUSLY, WHETHER THERE'S A STRUCTURE OF 3500 FT.
THAT'S AN ACTUAL DUPLEX WITH THE FIREWALL BETWEEN THEM OR A SINGLE FAMILY STRUCTURE. THERE IS ZERO DIFFERENT IMPACT ON WHAT DRAINAGE WOULD BE THAT THAT'S NOT GOING TO HAVE ANY IMPACT ON THE DRAIN. NO IMPACT WHATSOEVER. SO CURRENTLY AGAIN, JUST TRYING TO GO THROUGH THE DIFFERENT THINGS. CURRENTLY UM WHAT? WHAT WOULD BE ALLOWED ON SINGLE FAMILY? CAN BE DONE RIGHT RIGHT NOW AND WHAT THEY'RE ASKING FOR IS NOT SOMETHING THAT ALTERS ANY DRAINAGE IMPACT WHATSOEVER. THEN WHAT COULD BE DONE TODAY? THE RE ZONING OF THE PROPERTY WILL NOT HAVE ANY IMPACT ANY IMPACT ON DRAINAGE, RIGHT? UM OKAY. THANK YOU. ANY ANYONE ELSE HAVE QUESTIONS FOR STAFF? SO QUICK QUESTION. SO IF. LET'S SAY A LOT THREE IS SOLD. CAN YOU YOU DON'T WANT TO BUILD ON THE BLUE AREA.
BUT THAT CAN STILL BE PART OF THE LAWN OR WHATEVER PART OF THAT IS CORRECT. THAT WOULD BE PART OF THE BACKYARD, BUT THEY'RE BUILD ON THAT. THAT'S CORRECT, SIR. OKAY? OKAY? ALL RIGHT. THANK YOU. YOU'RE WELCOME. UM. THIS IS A PUBLIC HEARING, AND I KNOW I HAVE SOME CARDS UP HERE. I'LL GO THROUGH THESE FIRST I BELIEVE. AND IF I SAY I'M GONNA READ THESE, AND I'M I BELIEVE THAT WHEN I READ THEM, THESE ARE PEOPLE THAT DO NOT WISH TO SPEAK, BUT THEY WANT TO REGISTER THEIR POSITION. IF I'M WRONG, AND YOU WANT TO SPEAK, PLEASE LET ME KNOW. BRYAN JOHANSON DOES NOT WISH TO SPEAK BUT WANTS TO JOHNSON. I'M SORRY . YEAH JOHNSON. SORRY UM, IS IN OPPOSITION TO THE REQUEST. UM. CASSIE NICHOLS. IS AN OPPOSITION TO THIS REQUEST. TANYA BURNS IS AN OPPOSITION TO THE REQUEST. I'M DOROTHY BRADLEY AND OPPOSITION TO THE REQUEST. JAM MP IS AN OPPOSITION TO THE REQUEST. I'M SORRY, JAMON. THAT'S RIGHT, JOHNNY BARRETT. IN
[00:40:03]
OPPOSITION AS A MEMBER OF THE MOUNT PILGRIM BAPTIST CHURCH. I OPPOSE THE BUILDING OF DUPLEXES.HE WROTE A COMMENT SO I READ THAT JULIAN PALMER WISHES TO REGISTER THEIR OPPOSITION AGAINST IT. AND THEN I ALSO HAVE BETTY PALMER. HE WANTS TO REGISTER HER OPPOSITION. IT'S BEEN A MEMBER OF THE COMMUNITY FOR OVER 50 YEARS, BELIEVES IT TO BE A SAFE, PEACEFUL PLACE TO LIVE FOR ALL THE NEIGHBORS KNOW EACH OTHER COMMITTEE HAS A FAMILY ATMOSPHERE, OR LIKE TO HELP EACH OTHER. MM. RAISE THEIR CHILDREN. UH, AND RISK. I DON'T FEEL LIKE YOU COULD FIND A SAFER ENVIRONMENT AND ASKING, PLEASE LEAVE COMMUNITY SINGLE FAMILY FOR THE SAFETY AND PEACE OF MIND OF THE FELLOW SENIOR CITIZENS. WE WOULD NOT LIKE TO SEE. DUPLEX BUILT THERE. AH, RASHAAN PALMER.
HAS SIGNED UP TO SPEAK. IS THAT CORRECT? COME ON UP. WHEN YOU COME UP STATE YOUR NAME AND ADDRESS FOR THE RECORD, IF YOU WOULD YOU HAVE THREE MINUTES TO SPEAK AND SEE THE COUNTER ON YOUR LEFT OR RIGHT. YES, SIR. JOHN PALMER, 23 36 NORTH FEDERAL MCKINNEY, TEXAS, AND I AM A MEMBER OF THE MOUNT PILGRIM BAPTIST CHURCH. AND I'VE BEEN A MEMBER THERE FOR 50. PLUS YEARS.
UM I'M NOT SURE ABOUT THE FLOOD THING THEY'RE GOING ON, UM ALL THE YEARS I'VE BEEN THERE. I HAVE NEVER SEEN IT FLOOD WHERE IT'S CAUSE DAMAGE. DANNY WANTS PROPERTY OR ANY ANYTHING TO THAT NATURE. UM AND DUPLEXES. HE MENTIONED THAT THERE WERE DUPLEXES ON VICTORIA STREET. MY MOM LIVES UP ON 50 STREET. I GREW UP ON THE STREET, THE ONLY DUPLEXES THAT I AM AWARE OF, OR THE, UM, THE HOUSING THE CITY OE DUPLEXES THAT HAVE BEEN THERE. FOR YEARS. UM THERE HAVE BEEN NO OTHER DUPLEXES THAT I'M AWARE OF THAT HAVE BUILT BEING BUILT THERE IN THE NEIGHBORHOOD. UM THE DUPLEX IS, UM. AND I'M KIND OF HEARING THAT THEY'RE GOING TO LIVE THERE AND THEN THEY'RE GOING TO SELL. AH TWO STORIES DO PLEXUS. UM I MEAN, THAT'S NOT CONDUCIVE OF THE NEIGHBORHOOD.
UH, THE PRICE OF HOMES IN THAT NEIGHBORHOOD THAT I'VE SEEN AND I'VE WATCHED IT. THEY'VE BEEN IN THE 2 TO $300,000 SO. AND I KNOW COSTS ARISING, BUT, UM PEOPLE ARE MOVING INTO THOSE HOMES, PURCHASING THEM, SO THEY'RE STILL AFFORDABLE $800,000. AND SO NOW THAT'S FOR THE UM PEOPLE IN THAT NEIGHBORHOOD, ESPECIALLY THE OLDER PEOPLE, UM MAYBE NOT SO AFFORDABLE, BUT WE WANT TO KEEP THAT NEIGHBORHOOD SAFE. WE STILL HAVE A LOT OF SENIOR CITIZENS THAT HAVE LIVED THERE FOR YEARS. THERE'S A LOT OF TRAFFIC ALREADY COMING THROUGH THE NEIGHBORHOOD WITH ROCKWALL BEING A MAJOR STREET THROUGH THAT AREA. UM AND WITH ALL THE OTHER THINGS THAT ARE COMING TO THAT. UM YOU KNOW, WE DON'T NEED THAT EXTRA TRAFFIC. UM, SO I'M OPPOSING THAT AND ASKED HIM THAT YOU WOULD HONOR THAT. THANK YOU. FUENTES. I DID. MY NAME IS DENNIS 2011 9 OR NINE ROCKWALL.
I USED TO OWN 905907. I SOLD THEM. AND, UH, AND I HAVE NEVER SEEN NO FLOODING THERE. NEVER SO I DON'T KNOW WHERE THEY GOT THIS IDEA, BUT FLIRTING AND THE WORK THAT THEY'VE DONE THAT CREEP FIVE YEAR OLD KID WOULD HAVE DONE IT. SO I DON'T KNOW WHY HE'S SAYING THAT HE'S ON FLOODED ANYTHING. MY QUESTION. IS THIS GENTLEMAN BEHIND ME? HE WAS THERE SATURDAY OR FRIDAY WHEN IT WAS THAT I HAD A CONVERSATION WITH HIM. SEE YOU STANDING THERE. HE'S STANDING HERE. HE WALKS UP TO ME LIKE THIS. I GOT A PROBLEM. THAT AIN'T MY PROBLEM. I GOTTA LEARN MY MIND SAID VERY MY PROBLEM. DUPLEX IS THERE OR NOT? BEAUTIFUL THAT NEIGHBORHOOD WHEN I MOVED THERE.
BACK IN 80. WELL THEN SEVENTIES. IT WAS CHAOS. I MEAN, THEY WERE STEALING, ROBBING AND EVERYTHING . WE FINALLY GOT THE NEIGHBORHOOD, BUT WE WANTED AND THAT'S WHAT WE LIKE TO KEEP IT.
AND THE LAST TIME DUPLEXES ONE THIS TIME I'VE ONLY SEEN ONE BEHIND HER. THERE WERE THERE WAS DRINKING, SHOOTING AND GROWING AND EVERYTHING. IF HE BRINGS THOSE TWO PLACES IN, IT'S GONNA BE THE SAME THING TO AND I WILL NOT TRY EVERYTHING POSSIBLE NOT HAVING BUILT THERE. I MEAN, THAT'S THAT'S THE BOTTOM LINE. I'M NOT GOING TO ALLOW IT. AND IN THE INDIAN SAYING THREATENING SOMEBODY WAS THREATENING HIM. NO, THAT'S A LIE. THAT'S THE ONLY REASON WHY I'M HERE.
[00:45:05]
BECAUSE THE LAST TWO TIMES I WASN'T HERE. I HATE LIARS. THAT'S ALL I GOT TO SAY. THANK YOU. EDDIE BURNS. HELLO. I'M EDDIE BURNS. AND I ALSO TOLD HIM MAN, PILGRIM BAPTIST CHURCH. AND MY FATHER IN LAW ACTUALLY LIVES ON WE'RE USED TO LIVE ON A 21. I MEAN, 911 ROCK WALL STREET. WHAT WE'RE HERE TO DO IS TO LOOK AT MAINTAINING THE CONTINUITY OF THE NEIGHBORHOOD. THAT'S WHAT WE WANT. WE DON'T WANT TO DUPLEX TO STAND OUT AND BE AN EYESORE.THAT'S WHAT WE'RE LOOKING. WE'RE LOOKING AT FRAMING OUR NEIGHBORHOOD, SO IT'S GONNA LOOK WONDERFUL, LIKE SOME OF THE OTHER NEIGHBORHOODS. THAT'S WHAT WE WANT. AND THERE'S A COLLECTIVE RESPONSIBILITY FOR ALL OF US TO TRY TO MAKE SURE THAT THE COMMUNITY HAS A VOICE.
WE WANT TO HAVE A VOICE. THIS IS SIMPLY AN INVESTMENT. WE ALL KNOW THAT IT'S AN INVESTMENT PROPERTY. AND THEY WANT TO BE ABLE TO GET A RETURN ON THE INVESTMENT. NO ONE'S OPPOSED TO THAT, BUT WE WANT TO HAVE SINGLE FAMILY DWELLINGS, AND WE WANT THE CONTINUITY OF THE ENVIRONMENT TO JUST B. INVITING. WE WANT TO MAINTAIN THAT BECAUSE WE STARTED ON A GOOD TRACK NOW.
AND ALL THE CHANGES AND EVERYTHING THAT ARE HAPPENING ON THE EAST SIDE OF MCKINNEY THAT NEVER HAPPENED BEFORE. YOU KNOW, WE WANT TO MAINTAIN THAT AND KEEP THAT MOMENTUM. AND THAT'S ALL I HAVE TO SAY ON THAT. THANK YOU, SIR. KIMBERLY PALMER.
GOOD EVENING. MY NAME IS KIMBERLY PALMER, AND I'M, A RESIDENT OF THE ROCKWELL COMMUNITY. I'M HERE TO OPPOSE THE REQUEST TO BUILD DUPLEXES IN OUR NEIGHBORHOOD. THROUGHOUT THE COURSE OF THIS PROCESS, THE OWNER AND HIS REPRESENTATIVES HAVE CLAIMED THAT THEY WANT TO BUILD THE DUPLEXES IN ORDER TO HELP IMPROVE OUR COMMUNITY. THEY EVEN STATED THAT THEY LOVE US.
BASED ON THE STATEMENTS MADE AT THE PLANNING AND ZONING COMMITTEE, HELD ON AUGUST 23RD.
EXCUSE ME. BASED ON THE STATEMENTS MADE AT THE PLANNING IS OWNING MEETING HELD ON AUGUST 23RD 2022 THAT COULDN'T BE FARTHER FROM THE TRUTH. I WAS SIMPLY PRESENT THE FACTS AND LET YOU DETERMINE WHAT THE TRUTH REALLY IS. THESE FACTS CAN BE VIEWED ON THE CITY OF MCKINNEY'S FOOTAGE OF THE PLANNING IS ON A MEETING ON AUGUST 23RD 2022. APPROXIMATELY 40 MINUTES, 40 MINUTES AND 55 SECONDS. REPRESENTATIVE ON ME SAY THAT THEIR GOAL WAS TO CREATE MORE DENSE, MORE DENSE AREA TO MAKE MORE PROFIT BECAUSE THEY HAVE BEEN SPENDING A LOT OF MONEY ON THE CULVERT. CREATING MORE DENSITY IN OUR AREA MEANS MORE CONGESTION AND TRAFFIC IN OUR NEIGHBORHOOD, THEN AT APPROXIMATELY 42 MINUTES AND 31 SECONDS, OWNER ALI CAME TO THE PODIUM AND AT 44 MINUTES AND 55 SECONDS, SECONDS. HE STATED THAT BUILDING THE DUPLEXES FOR RENT ON THIS PROPERTY WILL BE FOR HIS RETIREMENT PLAN AND THEN LATER TO SUPPORT HIS FAMILY. 46 MINUTES AND 45 SECONDS ON OUR LI SAID THAT HE'S BUDGETING TO BUILD FANCY LUXURY DUPLEXES FOR APPROXIMATELY 506 $100,000 THEY HAVE SINCE REDUCED IT TO 400,000 . THERE ARE NO HOMES IN OUR AREA. THAT ARE CLOSE UP THERE. THERE'S THERE ARE NO HOMES IN THE AREA. THERE ARE EVEN NEAR THEIR PRICE POINT TO DRIVE UP OUR PROPERTY TAXES EXPONENTIALLY AND COULD POSSIBLY DRIVE OUT GENERATIONS OF FAMILIES THERE WILL NO LONGER BE ABLE TO AFFORD TO LIVE THERE. BASED ON THE INFORMATION PRESENTED, IT APPEARS THAT THESE LUXURY DUPLEXES WILL BE BETTER SUITED FOR THE NEIGHBORHOODS IN THE DOWNTOWN DISTRICT OR ON THE WEST SIDE OF TOWN WHERE PROPERTIES ARE COMPARABLE IN PRICE. IT WOULD ALSO BEHOOVE US TO KNOW WHAT THEY WILL BE CHARGING TO RENT THESE DUPLEXES BECAUSE THAT THOSE PRICE POINTS THEY WOULD HAVE TO CHARGE RENTERS NO LESS THAN 2000 PER MONTH TO RECOUP THEIR EXPENSES, WHICH IS NOT AFFORDABLE. AT ONE HOUR, NINE MINUTES AND 30 SECONDS. THE REPRESENTATIVE IMAN, HE STATED. THERE IS NO LONGER ABOUT 95 80 70 YEAR OLDS IN THE COMMUNITY. IT'S ABOUT THE NEW GENERATION. IF IT'S ABOUT THE NEW GENERATION , WHAT VALUE ARE THEY PLACING ON THE CURRENT HOMEOWNERS IF YOU RECALL THEIR PREVIOUS REQUEST TO BUILD DUPLEX IN OUR COMMUNITY WAS UNANIMOUS UNANIMOUSLY DENIED BY BOTH THE PLANNING HIS OWN COMMITTEE ANY CITY COUNCIL LAST YEAR. EVEN THOUGH IT WAS DENIED THE DEVELOPERS CONTINUE TO THEIR PLAN FOR DUPLEXES. THIS WAS A BLATANT DISREGARD FOR THE WISHES OF THE HOMEOWNERS. SO WHAT DO THESE DEVELOPERS, WORDS AND ACTIONS SAY ABOUT WHAT THEY FEEL ABOUT OUR CURRENT COMMUNITY? IT SAYS THAT THEIR FOCUS IS NOT ON OUR COMMUNITY AT ALL. THEIR FOCUSES SPECIFICALLY ON GAINING MORE WEALTH AT THE COST OF OUR LEGACY AND OUR PEACE OF MIND. THAT IS WHY THEY'RE REQUEST SHOULD BE DENIED. THANK YOU. THANK YOU. JONAS PALMER. ALL RIGHT. GIVE ME A FAVOR. WE WANT
[00:50:06]
TO GET THROUGH THE NIGHT. SO PLEASE, NO MORE APPLAUSE. IF YOU WOULD, UM JONAS PALMER. GOOD EVENING, LADIES AND GENTS. MY NAME IS JOHN PALMER AND, UH, YOU KNOW, I DON'T COME UP HERE TO BEAT A DEAD HORSE. WE'VE ALREADY SAID PLENTY OF THE THINGS THAT NEED TO BE SAID. IT'S CLEAR AS DAY THAT THE HOMEWARES DON'T REALLY CARE ABOUT OUR NEIGHBORHOOD THEY'VE SET ON MULTIPLE OCCASIONS THAT IT'S REALLY JUST A RETIREMENT PLAN. IT'S REALLY FOR THEM TO RECOUP THE MONEY THAT THEY GAINED, AND, UH, SITTING HERE THINKING ABOUT WHAT'S BEEN SAID BY FOCUS ON THE COMMITTEE BEFORE NOW, Y'ALL PER SE, BUT SOME OTHER PEOPLE IF WE PUT HOUSES OVER THERE THAT ARE ABOUT $600,000 500,000 DOLLARS. THAT MAKES NO DIFFERENCE IF WE'RE PUTTING DUPLEXES OVER THERE AROUND THE SAME PRICES, AND IF IT'S ABOUT THIS NEW GENERATION, I'M A PART OF THIS NEW GENERATION AND I COULDN'T AFFORD $2000 RENT EVERY MONTH, SO WELL, I SEE IT IS IF WE'RE GOING TO BE SITTING HERE, TRYING TO PUT SOMETHING IN OUR NEIGHBORHOOD IS BETTER TO KEEP THINGS THE WAY THEY WERE. SO THE LAST TIME THERE IS A REASON WHY THERE'S HISTORIC MARKERS ABOVE OUR STREET SIGNS NOW BECAUSE THERE'S HISTORY THERE THAT NEIGHBORHOOD HAS BEEN A HISTORICALLY BLACK NEIGHBORHOOD SINCE WHAT? THE 18 HUNDREDS. MY GRANDMOTHER HAS SENT ME HERE TO SPEAK ON HER BEHALF BECAUSE SHE WANTS TO SEE IT TO STAY THE SAME. SHE'S BEEN THERE FOR OVER 50 YEARS. SAME WITH MY GRANDFATHER'S SAME WITH MY FATHER. SO I SEE THIS. THIS IS A BLATANT DISRESPECT TO OUR HISTORY, A LACK OF CARE AND A LACK OF DESIRE TO CARE FOR OUR COMMUNITY. AND IN THAT REGARD, AND FOR THAT REASON, I THINK THAT WE SHOULD CONTINUE TO PUSH AGAINST THE BUILDING OF DUPLEXES AND AT LEAST TRYING TO FIND A WAY TO MAKE SOMETHING MORE AFFORDABLE OVER THERE OVER THERE. THAT DOESN'T HAVE TO NECESSARILY BE A $600,000 HOUSE.OVER $400,000 DUPLEXES. THANK YOU. THANK YOU. ANGELA HENDERSON.
MY NAME IS ANGELA HENDERSON. I HAVE BEEN, UM, PRACTICALLY A LIFETIME MEMBER RESIDENTS ON A 24 ROCK WALL STREET WHERE I RESIGNED NOW, WHICH IS DIRECTLY ACROSS THE STREET FROM WHERE THERE ARE PROPOSING TO DO TO BUILD A DUPLEX IS, UM, I JUST WANT TO SAY AS UM, A MEMBER OF THAT COMMUNITY. IT HAS ALWAYS BEEN A LOW CRIME RATE. UM IT'S BEEN A SINGLE FAMILY HOME RESIDENT SINCE I'VE BEEN THERE ALMOST 60 YEARS. MY GRANDCHILDREN BEING THAT WE HAVE BEEN, UM OWNERS OF THAT SAME PARTICULAR PROPERTY SINCE 19 OH, SIX. SO I HAVE RAISED MY GRANDCHILDREN THERE AS WELL. WELL, THEY'RE MY GRANTED WILL BE THE SIXTH GENERATION IN THE NEIGHBORHOOD. SO I'M JUST JUST ASKING THAT WE'RE NOT OPPOSED TO SINGLE FAMILY HOMES WERE NOT TO BE YOUR FATHER. THE AREA. WE'RE ALL FOR THAT, BUT TO BUILD DUPLEXES AS THEIR REPUBLIC, BECAUSE, LIKE I SAID, IT'S DIRECTLY ACROSS THE STREET FROM MY HOUSE, SO IT WOULD BE EXCESSIVE TRAFFIC. UM, MAYBE SOME UNDESIRABLES. I DON'T YOU KNOW, YOU JUST NEVER KNOW. AND WITH MY TO MY GRANDCHILDREN RUNNING AROUND AT THE YARDS, PLAN AND STUFF, YOU KNOW, I JUST DON'T WANT TO HAVE THAT EXTRA UM, WARY. ABOUT THAT, AND ALSO THE DRAINAGE ISSUE. LIKE I SAID, I'VE BEEN THERE BE 60 YEARS THIS YEAR AND NEVER HAS THERE BEEN ANY DRAINAGE ISSUE EVER THAT THE CITY HAS ALREADY COME IN, AND, UM, IMPROVE THE DRAINAGE AREAS THERE BECAUSE WHEN I WAS A KID BECAUSE I LIVED THERE AS WELL, THAT WAS JUST A BASIC DITCH. BUT THE IMPROVEMENT OF THE COVER THAT HAD PUT THERE SEVERAL YEARS AGO HAS BEEN THERE. SO I'M JUST ASKING THAT YOU KEEP THE INTEGRITY OF OUR NEIGHBORHOOD AS A SINGLE FAMILY HOME NEIGHBORHOOD. AND THEY'RE, TOO WOULD NOT GRANT THIS REQUEST. THANK YOU. THANK YOU. JAMES HENDERSON. HMM. GOOD EVENING, LADIES AND GENTLEMEN, MY NAME IS JAMES ANDERSON AND I AM I LIVED AT 8 24 ROCK WALL AS WELL. AND I'VE BEEN AT THAT DWELLING PLACE FOR OVER 20 YEARS AT THIS POINT. AND FOR THEM TO TALK ABOUT DRAINAGE AND FLOODING. IN 20 YEARS. IT HADN'T BEEN THAT AT ALL. AND I GREW UP HERE IN MCKINNEY. I WENT TO OLD MCKENNA HIGH SCHOOL. I LIVE BACK ON THE BACKSTREETS OF MAPLE STREET. AND AS A KID COMING UP TALKING ABOUT FLOODING. NO, I PLAYED THERE. SANDLOT FOOTBALL ALL THESE THINGS. WE WANT TO MAINTAIN THAT WHICH WE GREW UP WITH WHICH I GREW UP WITH. AND THAT IS THE INTEGRITY. OF. ROCK, WALL STREET INDUSTRY, MAPLE STREET ALL OF THE STREETS THERE, AND THEY TALK ABOUT DUPLEXES ALL OVER IN THAT THAT'S THAT'S A LIE. YOU HAVE APARTMENTS. IN THAT AREA OVER
[00:55:03]
THERE ON BUNKER STREET AND SUCH AS THAT BUT YOU DON'T HAVE TO STORY DUPLEXES, WHICH THEY ARE TRYING TO BUILD. MR AL AHI AND THE LAST MEETING THE THINGS THAT HE SAID THAT WHEN HE WAS THERE IN HIS WORKERS WAS THERE. PEOPLE GATHER AROUND HIM. TWO, MORE OR LESS, I GUESS. TWO DISTRICTS, COURAGE THEM FROM DOING WORK. THAT'S A LIE. I'M THERE EVERY DAY. I'M RETIRED. AND I LIVE ACROSS THE STREET FROM THIS FROM WHAT'S GOING ON, AND I WATCHED THEM, DAVID. I WATCHED THE NEIGHBORHOOD BECAUSE I STAND OUT WATCH. I SEE WHAT'S GOING ON. WE DON'T NEED ANYTHING ELSE COMING THROUGH OUR COMMUNITY WITH DUPLEX APARTMENT BECAUSE GUESS WHAT IT BRINGS IN A WHOLE LOT MORE TRAFFIC, NOT JUST CALL FROM CARS, BUT PEOPLE FROM DIFFERENT AUDIENCE. YOU DON'T KNOW WHO THEY ARE. WE HAVE KIDS THAT GROWING UP THERE IN THE NEIGHBORHOOD. WE WANT TO KEEP IT SAFE FOR OUR KIDS. AND FOR THE UNDERSTAND SAVE FORGET A 95 YEAR OLD WOMAN. THAT LET ME KNOW WHAT YOU THINK ABOUT. THE PEOPLE THAT HELPED BUILD THAT NEIGHBORHOOD TO BRING IT TO WHERE IT IS RIGHT NOW. AND IF GOD WAS SO GRACEFUL ENOUGH TO KEEP THAT 95 YEAR OLD WOMAN HERE TODAY, AND SHE'S STANDING ON HER INTEGRITY AND WHAT SHE WOULD LIKE FOR IT TO BE, WHO ARE YOU TO DENOUNCE HER? BECAUSE YOU WANT TO MAKE MONEY. NO. WE ARE AGAINST THIS AND WE HOPE THAT YOU ALL WILL SEE OUR CRY. AND WHAT WE'RE SAYING TO YOU ALL THIS AFTERNOON. IT'S ALL ABOUT MONUMENT WITH MR ALI. HE TALKED TO ME ABOUT A MINUTE. THEY WILL THINK HE STOOD IN MY DRIVEWAY AND TALK TO ME. WE TALK ON SEVERAL OCCASIONS. HE'S TALKING ABOUT WHAT HE'S GOING TO DO IN THIS THAT WHAT HE HAS DONE. HE HADN'T DONE ANYTHING THAT THE CITY HAD ALREADY DID FOR HIS COMPANY AND PUT THOSE CARPETS IN TO HELP THE DRAINAGE BUT FLOODING THAT HAS NOT BEEN AN ISSUE. AND I HOPE THAT THE COUNCIL WOULD SEE AND UNDERSTAND WHAT WE'RE COMING FROM AND HOW WE FEEL ABOUT OUR COMMUNITY WE WANTED TO MAINTAIN IN STATE THE WAY IT IS. THANK YOU. THANK YOU. DO NOT HAVE ANY OTHER SPEAKERS THAT HAVE SIGNED UP TO SPEAK. OKAY YES, YOU CAN COME UP. FILL OUT A CARD IF YOU WOULD, IF YOU WOULD BOTH COME UP. COME ON UP, SIR. BACK. MY NAME IS ALI FIRES . LOOK FOR I AM THE OWNER. I PURCHASED THESE LOTS. I HEARD WITH ALL THE LADIES AND GENTLEMEN THEY MENTIONED THEY ARE TALKING ABOUT THE FLOOD THAT THE FLOOD IS LIE. I DON'T MIND. I WANT THE FLOOD TO BE LIE. I PURCHASED FIVE LOTS IN THAT AREA. TO BUILD AND. OUT OF THOSE FIVE LARGE. I HAVE TO GIVE UP.IT COULD HAVE BEEN FIVE SINGLE FAMILY HOMES. MY ARGUMENT IS THAT I HAVE TO GIVE UP. FOR THER THE TWO OF THE LOTS. SO RIGHT NOW I'M LEFT WITH THREE LOTS. IF THE FLOODING IS LIE. JUST LET ME BUILD FIVE SINGLE FAMILY HOME. THAT'S ALL I'M ASKING. IF THE FLOODING IS NOT A LIE. AT LEAST YOU KNOW, JUST BECAUSE I HAD TO SPEND MONEY. I HAD TO SPEND MY TIME IT TOOK ME EIGHT MONTHS.
MORE THAN WITH THE ENGINEERING PART OF IT TOOK ME A YEAR AND A HALF. AND I PAID FOR THE ENGINEERING PAID FOR THE JOB TO BE DONE TO FIX THE ISSUE AND FROM WHAT I WAS TOLD FROM THE HYDROLOGISTS, THE ISSUE THAT WE FIXED IT WOULD CAUSE THE DRUG WALLACE STREET PLUS THE LINDSAY STREET. TO BE FLOODED ALL THE HOUSES OVER THERE BECAUSE OF WHAT WE HAVE DONE AND WE GAVE UP. I GAVE UP TO LOTS FOR THE WATER TO JUST BE THERE AND NOT INTO THE STREET. SO ALL THE NEIGHBORHOOD BE SAFE. SOMEHOW I AM PRESENTED AS A GREEDY PERSON. I AM PRESENTED AS A LIAR. I AM SORRY I. I IN MY, YOU KNOW, WE DO NOT COMMENT. DONE SOMETHING. LET ME LET ME INTERRUPT YOU FOR A SECOND. IF SOMEBODY COMMENTS AGAIN, I WILL ASK YOU TO LEAVE. THAT'S REALLY THAT'S THAT'S DISRESPECTFUL. THERE WAS NO COMMENTS BEING MADE FROM THE APPLICANTS WHEN OTHER PEOPLE WERE SPEAKING AND I WILL SPEAK JUST FOR A MINUTE. THE FLOODING ISSUE THAT HE'S REFERRING TO HAS ABSOLUTELY NOTHING TO DO WITH HIM. HAS NOTHING TO DO WITH HIS CLAIM. IT WOULDN'T MATTER IF HE CAME IN HERE AND SAID THERE WAS NO FLOODING. IT WOULDN'T MATTER IF HE CAME IN HERE AND SAID THAT THE WHOLE PLACE FLOODS THAT WE WOULD PAY NO ATTENTION TO THAT. WHAT WE HAVE TO PAY ATTENTION TO WHAT OUR CITY ENGINEERING DEPARTMENT PAYS ATTENTION TO IS THE FEMA MAPS OKAY WITH FEMA
[01:00:01]
SHOWS A LOT TO BE IN 100 YEAR. FLOODPLAIN ALREADY PART OF THE PROPERTY. YOU HAVE TO DEAL WITH THAT YOU AS A DEVELOPER, BUILDER, ANYTHING YOU HAVE ABSOLUTELY. ZERO. ZERO ABILITY TO REFUTE THAT TO COME IN WITH A MILLION PEOPLE TO SAY IT DOESN'T FLOOD DOES NOT MATTER. DOES NOT MATTER. IT HAS TO BE DONE THROUGH FEMALES, A FEDERAL EMERGENCY MANAGEMENT AGENCY THAT DEALS WITH AND DETERMINES WHETHER AN AREA HAS 100 YEAR. FLOODING OR NOT. PERIOD. SO.WHETHER IT FLOODS IT DOESN'T FLOOD. THIS GENTLEMAN HAS NO SAY. OKAY? NO SAY SO. IF ANYONE IS INTERPRETING THE FLOODING TO BE SOME PART OF THE NEGOTIATION. I CAN JUST TELL YOU THIS FROM THIS ASPECT, NOT TALKING ABOUT ANYTHING ELSE THEY'RE SAYING ON THE FLOODING. IT IS NOTHING.
WITHIN HIS CONTROL. IT'S NOT HIS ARGUMENT. THIS IS A FEDERAL ARGUMENT, NOT HIS NOT A CITY ARGUMENT. NOT HIS ARGUMENT. FEDERAL. SO I'M GONNA FINISH. MY ARGUMENT IS THAT I HAD FIVE LOTS TO BUILD FIVE HOUSES ON IT. NOW THERE'S THREE LORDS I GAVE UP TO LOTS. PLEASE ALLOW ME TO HAVE TWO DUPLEXES ONE SINGLE FAMILY IF THE PLANS DOES NOT MEET THE NEIGHBORHOOD. WE ARE WILLING TO GO AND CHANGE IT AND COME BACK WITH WHATEVER MEET THIS EXPECTATION OF THE NEIGHBORHOOD.
THE THOUGHT THAT BECAUSE CITY OF MCKINNEY'S BUILDING ON THIS SIDE THEY WANT TO GO TO REVITALIZE THE NEIGHBORHOOD. I'M NOT GONNA I DON'T SEE EVEN UNIVERSE SOMETHING YOU BRING PEOPLE. YOU SELL IT, YOU KNOW 3 400. WHAT HE SAID. IN THE NEIGHBORHOOD. THEY SOLD HOUSES FOR $200 250 DOLLARS PER SQUARE FOOT. THAT IS THE NEW PRICE. AND. IF YOU DON'T GO WITH DENSITY EVENTUALLY ALL THE NEIGHBORHOOD THEY ARE HAVE TO LEAVE THIS NEIGHBORHOOD BECAUSE THEY WITHOUT DENSITY, YOU CANNOT CHEAT KEEPER AFFORDABILITY. THAT'S MY REQUEST. JUST, YOU KNOW, AT LEAST GIVE ME THAT FIVE LOTS THAT I HAD. LET ME BUILD TWO DUPLEXES AND ONE SINGLE FAMILY. THANK YOU. THANK YOU.
THANK YOU VERY MUCH. COME UP STATE YOUR NAME AND ADDRESS FOR THE RECORD. SO I CAN SIT DOWN.
JEFF STEWART. WE ACTUALLY MET INFORMALLY ON OR ABOUT APRIL AND THE LOBBY HERE. I DON'T KNOW IF YOU REMEMBER ME. BUT I WAS STRUGGLING WITH BIPOLAR MANIAC THAT MOMENT, SO I MAY HAVE BEEN A LITTLE MORE ROUGH AROUND THE ADDRESS. MY PRAYERS ARE WITH YOU ON YOUR UPCOMING SURGERY. AND I HAVE ONE QUESTION FOR EVERYONE IN THE ROOM. UM. 75% OF THE US POPULATION IS THREE PACK PAYCHECKS AWAY FROM BECOMING HOMELESS. DUE TO SOME SERIOUS MEDICAL ISSUES. I WENT FROM BEING IN THE TOP 1% FOR SIX YEARS RUNNING. TO BEING HOMELESS. ON THE STREETS OF MCKINNEY. IS THERE AN OFFICIAL POLICY ABOUT THE HOMELESS BECAUSE I'M CONFUSED BETWEEN THE POLICE ROUSTING EVERYBODY OUT. CAME OUT OF THE CITY. I MET THE CHIEF OF POLICE. THE END OF LAST WEEK. THE ONE THAT'S RETIRING. HIS NAME ESCAPES ME, AND HE SAID, IT'S COMING FROM THE STATE. NOT FROM YOU. SO RIGHT NOW, THIS IS A PUBLIC HEARING ON THIS PARTICULAR ITEM. I DID NOT REALIZE YOU WANT TO SPEAK SO PUBLIC COMMENTS WILL BE AT THE END. BEST OF LUCK UP. MY PRAYERS ARE WITH YOU AND WE'LL PICK IT UP. APPRECIATE IT. THANK YOU. THANK YOU. ANYONE ELSE HERE TO SPEAK ON THIS ITEM? THIS IS A PUBLIC HEARING. YES, SIR. YOU STATE YOUR NAME AND ADDRESS. AND IF THEY DON'T HAVE A CARD, IF YOU WOULD PLEASE FILL IT OUT. I APPRECIATE IT. GOOD EVENING, MAYOR AND COUNCIL. MY NAME IS BRIAN JOHNSON THORNTON. UM MY FAMILY. MY GRANDFATHER SERVED IN WORLD WAR ONE. AS A BLACK MAN. SERVED SIGNED UP FOR WORLD WAR TWO CAME BACK TO MCKINNEY TO RETIRE. THEY DON'T ROCK WALL. AND MY GRANDMOTHER FOR YEARS. THIS IS REAL SENTIMENTAL TO ME.
AS A MAN OF 54 YEARS OF AGE. I'M A FORMER EMERGENCY RESPONDER GRAND PERRY STATION. MY GRANDFATHER WAS CROSSING THE STREET IN UNIFORM. HE CAME BACK FROM FIGHTING A WAR. A MAN HIT HIM BECAUSE HE DIDN'T FEEL MY GRANDFATHER NEED TO BE IN THE UNIFORM. TOOK HIS LEG OFF. FOR MY GRANDFATHER. AND THIS AND THE PEOPLE THAT'S NOT HERE AND I SPEAK FOR THEM. GOD BLESS THEM.
THEY BUILT THAT CHURCH. AND IF YOU EVER GO TO OUR CHURCH AND YOU LOOK YOU SEE ON THE OUTSIDE OF IT, YOU SEE BRICKS. OF MEMBERS THAT ARE NO LONGER THERE. THEY DID. THEY BUILT THEIR CHURCH BY HAND BRICK BY BRICK. WE'VE ASKED TO BE QUADRILLE WITH THE GENTLEMAN. I UNDERSTAND HE HAS THE MONEY TO BE ABLE TO FINANCE THE STUFF WE ASKED TO BITE. A LOT WERE CHURCH MEMBERS. THAT IS NOT A RICH COMMUNITY HASN'T BEEN HE CAN SPEAK ABOUT DENSITY UNDERSTAND?
[01:05:05]
THE FLOOD COMES FROM FEMALE. I UNDERSTAND THAT BUT WE'VE DONE EVERYTHING WE COULD TO TRY TO KEEP. DUPLEXES. FROM GOING UP OR TOWN HOMES, APARTMENTS OR WHATEVER. WE'RE NOT OPPOSED TO HIM TRYING TO BUILD SOMETHING ELSE. IT'S NOT SO MUCH OF THE TRAFFIC WITH ME. IT'S JUST LET'S KEEP THINGS THE SAME. WHY DO WE HAVE TO CHANGE AND WHY DOES HE WANT TO BUILD RIGHT THERE IN THAT COMMUNITY? IF YOU HAVE THIS MONEY, YOU WOULD WANT TO BUILD SOMEWHERE ELSE WHERE YOU COULD GET THE PRICE FOR YOUR YOUR YOUR SQUARE FOOTAGE. WHY NOT THAT THAT LESS OF COMMUNITY? THAT'S MY QUESTION. HE'S ABLE TO BUILD ANYWHERE. THAT'S WHAT AMERICANS MADE FOR. BUT WHEN YOU SAY AND YOU SPEAK OF ELDERS THAT FOUNDED THAT HELPED BUILD MCKINNEY, MY AUNT, MY AUNT FLORENCE. SHE WAS ON THE MEMBER. SHE HELPED DO THAT A LOT OF THE DEAL T TRANSPORTATION FOR THE CITY OF MCKINNEY. AND FOR THE CITY OF DOLLARS. THIS IS DEFINITELY A SLAP IN THE FACE FOR ANYBODY TO COME IN THERE AND TRY TO BUILD ANYTHING AND WHERE I'M AGAINST IT, AND I KNOW OTHER PEOPLE. WE SPEAK AGAINST IT, NOT A ANYTHING ELSE GOING UP. BUT NOT TO DUPLEX. WE DON'T NEED THAT. IT'S JUST IT'S A SORT DOWN AND THERE'S NO WAY YOU CAN TELL ME THAT THERE'S OTHER DUPLEXES RIGHT NEXT TO IT. LOOK AT THE MAP. THAT'S THIS GENTLEMAN, JUST THE CITY, THE CITY MANAGER PAUL GROUNDS. I THINK, HE SAID HE DROVE BY IT. THERE'S NOTHING TO WEAR CLOSER THERE. NOT IN THAT AREA. THANK YOU. THANK YOU. YEAH. ALRIGHT. I DO NOT SHOW ANYONE ELSE HERE TO SPEAK SO MOTION TO CLOSE THE PUBLIC HEARING. THIS CASH FOR VOTES, AND THIS IS TO CLOSE THE PUBLIC HEARING. THIS IS NOT IN CONCERNING THE ITEM ITSELF JUST TO CLOSE THE PUBLIC HEARING.FOUR CLUBS AND PUBLIC. UM, JENNIFER, I HAVE A QUESTION FOR YOU IF I COULD. SO INITIALLY, WHAT WAS SHOWN WAS THAT THE THOUGHT THAT THERE WAS FOUR LOTS THEN I HEARD SIX LOTS AND FIVE LOTS. I'M STRUGGLING TO FIND OUT HOW YOU WOULD LET'S SAY THERE WAS NO FLOODPLAIN. WITH ACCESS.
HOW COULD YOU DO MORE THAN FOUR LOTS THERE? CAN WE GO BACK TO THE APPLICANTS? PRESENTATION I BELIEVE THEY TALKED. THEY KIND OF SHOWED SHOWED IT WHERE THEY HAD TO COMBINE EVERYTHING. SO I'M NOT FAMILIAR WITH THE CONFIGURATION FOR FIVE LOTS. I HAD ALWAYS OPERATED UNDER THE CONFIGURATION OF FOUR LOTS AND YOU'LL KIND OF SEE THEM THERE. REMEMBER EVEN THE EMAIL SAID FOUR, SO I'M JUST TRYING TO 123 AND FOUR BUT WHEN THE FLOODWAY WAS BACK TWO SIDES. FIVE VERY SPEECHES. IF YOU GO TO THE FIRST SLIDE, I GUESS I DON'T KNOW. SORRY I'M SITTING HERE, RIGHT? YOU WANNA TALK ABOUT IT, OKAY? I'M GONNA LET MATT TALK ON IT. HE'S BEEN MORE INVOLVED SINCE I WAS QUOTED ON THE ORIGINAL EMAIL HERE. THERE WAS THERE WERE FIVE LOTS OUT HERE ORIGINALLY. UM, I WOULD LIKE TO POINT OUT THAT ONE OF THOSE LOTS BACK HERE WAS A LANDLOCKED LOT. IT HAD NO ONE LOOKS LIKE THAT'S WHAT I'M JUST COVERED UP. IT'S VERY IT'S RIGHT IN THE MIDDLE STREET ACCESS CORRECT THERE. THERE WAS A LANDLOCKED LOT IN THE MIDDLE THAT DIDN'T HAVE ANY STREET ACCESS. THAT'S MY POINT, SOME SOME ELEMENT OF REPLANTING THE PROPERTY WOULD HAVE BEEN NEEDED TO DO. HAVE ACCESS TO THAT ALLEY. HMM THAT ALLEY IS NO LONGER THERE USED TO BE CANAL.
THAT'S WHERE THE ALLEY IS WHERE THERE IS NOW. JUST A DRAINAGE DITCH. THERE IS NO WAY WE HAVE LOTS OF PROPERTIES IN OLD MCKINNEY THAT ONLY HAVE ACCESS THROUGH AN ALLEY. RIGHT? BUT I DROVE HAVE EXISTED AT ONE POINT THAT THERE WOULD HAVE BEEN ACCESSED THEIR A WE TYPICALLY DON'T CONSIDER AN ALLEY TO BE ADEQUATE FOR ANY NEW HOME CONSTRUCTION, RIGHT? BUT I'VE GOT NEIGHBORS THAT LIVE IN AN ALLEY. THERE. THERE ARE SOME THAT EXIST. YES, BUT BUT PRACTICALLY NOW THERE'S NOT AN ALLEY PER SE. IT'S A DRAINAGE DITCH DRAINAGE DITCH THERE. THE ALLEY WOULD HAVE TO BE PAVED UNDERGROUND PIPES PUT IN FOR SOMETHING TO HAPPEN ON THAT LONG. AND IS THERE A RIGHT AWAY THERE FOR THE ALLEY? THAT'S APPEARS TO BE A 15 FT RIGHT AWAY PER THIS EXHIBIT HERE. OKAY? UME SPEECH ON FEMA. OF COURSE, ANOTHER PART OF THAT SPEECH WOULD BE THAT FEMALE COULD YOU COULD MAKE APPLICATION OF FEMALE AND DO A STUDY AND PROVE UP THAT THERE'S NOT THERE'S NOT A FLOOD. EVENT ISSUE 100 YEAR FLOOD ISSUE EVENT THAT MAY BE AN OLD REMNANT FROM AN OLD I MEAN AT THE END OF THE DAY, FLOOD STUDIES ARE LARGELY BASED ON STATISTICS CALL IT THE 100 YEAR FLOOD EVENT FOR A REASON. IT MIGHT NOT HAPPEN FOR A VERY LONG PERIOD OF TIME.
BUT BASED ON THE STATISTICS AVAILABLE FOR THIS AREA BASED ON THE ANALYSES THAT HAVE BEEN DONE , WE'VE DETERMINED THERE'S THE POSSIBILITY FOR FLOODING TO OCCUR. HERE'S SO HE WOULD NOT
[01:10:04]
HAVE SUCCESS. YOU DON'T THINK TRYING TO. IT'S NOT THE RIGHT WORD, BUT I'LL USE IT FOR THE LAYMAN TO APPEAL. UM THE FLOODING. I WON'T BE ABLE TO GET INTO THE DETAILS OF WHAT'S POSSIBLE OR NOT POSSIBLE. I MEAN, IMPROBABLE THAT ANYTHING IS POSSIBLE. IT JUST DEPENDS ON HOW HOW. HOW THE, UM I'M STATISTICS CAN BE ANALYZED. THANK YOU. SO. DIFFICULT SITUATION, RIGHT? I MEAN, I HAVE EMPATHY, OBVIOUSLY, FOR EVERY HOMEOWNER IN HERE THAT OWNS A HOME THERE IN SINGLE FAMILY, AND I AND. PERSON BOUGHT THE PROPERTY, KNOWING THAT IT WAS SINGLE FAMILY AND I CAN TELL YOU VERY UNFORTUNATE FOR YOU GUYS WERE I'M LANDING RIGHT NOW IS THAT I'M GOING TO BE ON THE SIDE OF, UM OF THE HOMEOWNERS AND SINGLE FAMILY. HOWEVER I ALSO SAY THAT YOU MADE A STATEMENT THAT IF THE HOMEOWNERS WEREN'T HAPPY WITH THE PLAN, YOU WOULD GO BACK AND YOU'D REDO IT AND TRY TO GET THEIR BUY IN UM, I AM EMPATHETIC TO THE FACT THAT YOU BOUGHT PROPERTY AND, UM AND TO YOU'VE LOST PROPERTY THAT YOU WERE NOT AWARE WHEN YOU BOUGHT IT. IT'S THE FEMALE MAP DID NOT SHOW IT. UM THAT'S THAT IS A HORRIBLE SITUATION TO BE IN. UM AND BECAUSE YOU'RE GIVING UP 25% OF THE LOT YOU'RE FACED WITH HAVING TO TRY TO INCREASE DENSITY. IF THERE WAS NATALIE BACK THERE, YOU KNOW, I WOULD BE SUGGESTING TO YOU THAT YOU COME TALK TO THE NEIGHBORS AND GET THEIR BUY IN ON A REZONING TO DECREASE THE SIZE OF THE LOTS AND BE ABLE TO STILL BUILD SINGLE FAMILY BUT ON SMALLER LOTS, BUT THERE'S NOT AN ALLEY BACK THERE. UM AND I DON'T KNOW WHAT IT WOULD COST YOU TO GO IN AND PUT IN A AN UNDERGROUND DRAINAGE PIPE AND TRY TO PAVE OVER AND ALL THAT. UM, BUT I AM EXTREMELY EMPATHETIC TO THE FACT THAT YOU BOUGHT PROPERTY AND, UH DIDN'T GO IN BUYING IT, KNOWING THE CONDITION THAT EXISTS AND THAT'S DIFFERENT THAN SOMEONE THAT WENT IN BUYING SINGLE FAMILY. KNOWING ALL THE CONDITIONS AND JUST HOPE THAT THEY WOULD GET IT. REZONED WENT IN. IT SOUNDS LIKE IF I TAKE YOU AT FACE VALUE, YOU DIDN'T COME IN TO DO MORE TO DO TOWN HOMES OR DUPLEXES. YOU CAME IN ASSUMING THAT YOU HAD THE ABILITY TO BUILD FIVE HOLMES. UM SO I HAVE GREAT EMPATHY FOR YOU.AND THAT, UM UNFORTUNATELY, THE REST OF THE NEIGHBORHOOD UM, I DON'T. I DON'T KNOW THAT IT'S PROPER FOR THEM TO SUFFER. UM FOR THAT UNFORTUNATE CIRCUMSTANCE. HOW DO THEY SUFFER? WELL IF THEY THAT YOU COULD YOU COULD PUT FIVE HOUSES ON THEIR LET'S SAY YOU COULD ONLY PUT FOUR HOUSES HE'S SUGGESTING. FIVE. FIVE BASICALLY HOMES TO LIVE, SO THERE'S NO SUCH I DON'T SEE THE SUFFERING. UM I JUST DUPLEXES. 66 LIVING PLACES. THREE DUPLEXES? NO HE'S GONNA LIVE. HE'S GONNA KEPT SAYING FIVE. NO, HE'S GONNA BUILD HIS OWN HOME AND THEN HE'S GOING TO HAVE TO DUPLEXES AND THAT FIVE. FROM WHAT I UNDERSTAND WHAT WE'RE TALKING ABOUT HERE TODAY IS THREE DUPLEXES REGARDLESS OF WHAT HE IMPLICATED, AUDIBLE THERE, BUT THAT'S WHAT IS FRONT OF US THROUGH DUPLEXES. I MEAN, WOULD IT WOULD IT MAKE ANY DIFFERENCE TO THE AND THIS IS VERY UNUSUAL . I'M GOING TO DO THIS, BUT I'M GOING TO ASK FOR PURELY JUST TO RAISE YOUR HAND. WOULD IT MAKE ANY DIFFERENCE ANYONE HERE IF THERE WAS IF THE ZONING ALLOWED FOR ONE SINGLE FAMILY RESIDENCE AND TWO DUPLEXES, BUT THAT MAKE A DIFFERENCE WOULD BE IN FAVOR POTENTIALLY OF THAT. RAISE YOUR HAND. SO SO, WHAT I'M SAYING IS DUPLEXES IN GENERAL, IS THE OPPOSITION IT YOU KNOW, THEY KEPT COMING. WELL YOU KNOW, THERE'S SOMETHING ABOUT CRIME AND DUPLEXES. I DIDN'T KNOW THE CRIME WAS ASSOCIATED WITH TWO BLOCKS IS I DON'T THINK IT REALLY IS ESPECIALLY WHEN THIS DUPLEX COSTS 400 OVER $400,000. I MEAN, EVEN IF YOU RENTED THAT OUT, YOU'RE GOING TO RENT IT OUT. $4000 A MONTH JUST TO MAKE ANY TYPE OF PROFIT. AND IF YOU BUY IT, YOU'RE GONNA BE PAYING $3000 A MONTH, AND I'M PROBABLY PRETTY SURE THAT NOBODY IN THAT NEIGHBORHOOD IS PAYING $3000 A MONTH RIGHT NOW FOR A HOUSE PAYMENT. I MEAN, SO. I JUST DON'T GET WHERE THE CRIME COMES FROM. WHEN BECAUSE YOU'RE GOING TO HAVE GOOD PEOPLE, GOOD EDUCATED, YOU KNOW, PEOPLE THAT YOU WOULD LIKE TO HAVE HIS NEIGHBORS IN THIS AREA BECAUSE THEY, YOU KNOW, I MEAN, THESE ARE GOING TO BE GOOD PEOPLE WHO EARN OR HAVE SOME WEALTH BECAUSE OF THE JUST THE COST OF THESE THINGS. SO IF YOU WOULD YOU DO THIS, THIS IS THE QUESTION. YOU HAVE A WELL ESTABLISHED EXISTING NEIGHBORHOOD. THAT'S BEEN HERE FOR A LONG TIME, AND YOU'RE
[01:15:02]
ASKING THEM TO CHANGE THE FABRIC OF WHAT'S IN THAT COMMUNITY RIGHT NOW AND PUT UP DUPLEXES.WOULD YOU DO THIS IN ELDORADO? TO DO THIS AND STONEBRIDGE, WOULD YOU EVEN CONSIDER CHANGING IT FROM A SINGLE FAMILY? TWO DUPLEXES WHEN THE WHEN THE NEIGHBORS ARE CLEARLY TELLING US THEY DON'T WANT TO HAVE THAT IN THEIR NEIGHBORHOOD. MY QUESTION IS, YEAH. I MEAN, I KNOW IT'S YOU KNOW, ON OLDER SIDE OF TOWN , BUT THAT IS A VERY WELL ESTABLISHED NEIGHBORHOOD WITH NICE EDUCATED PEOPLE THAT LIVED THERE. AND YOU'RE GONNA ASK HIM TO CHANGE COMPLETELY. WHAT THEY SEE IN THAT NEIGHBORHOOD? YES. ARE THERE OTHER DUPLEXES THAT WE DON'T REALLY NOTICE? PROBABLY BECAUSE THEY'RE ONE STORY. AND NOW WE'RE GOING TO CHANGE IT EVEN MORE AND MAKE IT MORE NOTICEABLE BY PUTTING HIS TWO STORY VERY MODERN. LEE DESIGNED DUPLEX THERE. SO I UNDERSTAND EXACTLY WHAT THE RESIDENTS ARE CONCERNED ABOUT. I'M NOT CONCERNED ABOUT CRIME. I'M NOT.
I'M NOT EITHER. I AGREE WITH CONCERNED ABOUT TRAFFIC, BUT I UNDERSTAND WHAT YOU'RE SAYING ABOUT KEEPING THE FABRIC OF THAT NEIGHBORHOOD THE SAME. YOU'RE GONNA GO FROM HOMES THAT ARE PRICED FAR UNDER THIS. AND NOW PUT IN DUPLEX IS THIS IS NOT AFFORDABLE. NOW I HAVE TO TELL YOU IF IT WERE VERY AFFORDABLE, I WOULD PROBABLY BE ON THE FENCE A LITTLE BIT MORE, BUT THESE ARE NOT AFFORDABLE UNITS. THESE ARE FAR OUT PRICE FOR ANY OF THE HOUSES AROUND IT. DOES NOT MAKE SENSE TO PUT THIS PRODUCT RIGHT IN THE MIDDLE OF AN EXISTING NEIGHBORHOOD. SO YOU KNOW THAT THIS COUNCIL ALWAYS YOU KNOW, HAS VOTED MANY TIMES TO PUT MULTI FAMILY HOUSES IN EXISTING STREET OF EXISTING HOMES. WE HAVE NEVER DONE THAT. NO YOU PUT IT RIGHT NEXT TO EXISTING HOMES . WE MAY PUT A DEVELOPMENT ON A CORNER, BUT WE DON'T PUT IT IN THE MIDDLE OF AN EXISTING NEIGHBORHOOD. WE HAVE NEVER DONE THAT. IT'S NOT SOMETHING THAT WE WOULD EVER CONSIDER ANYWHERE ELSE. MULTI FAMILY DOESN'T GENERALLY GO ON. IN THE MIDDLE. AND THIS IS RIGHT SMACK IN THE VERY MIDDLE OF THIS NEIGHBORHOOD. MULTI FAMILY, IT IS. IT IS MULTIPLE. IT'S A DUPLEX. TWO HOMES. MY QUESTION IS, WOULD YOU DO THIS IN STONEBRIDGE OR ELDORADO? PROBLEM WITH IT? ABSOLUTELY NO PROBLEM WITH IT. WOULDN'T MY ISSUE IS A LITTLE BIT DIFFERENT. IT'S CERTAINLY NOT THE CRIME. I MEAN TO SAY THAT SOMEBODY LIVING IN AN 1800 SQUARE FOOT HOME IS MORE HAS MORE PROPENSITY TO COMMIT CRIME THAN SOMEONE LIVING IN A 35 100 SQUARE FOOT HOME. I DON'T I DON'T SEE THAT. WRONG. YOU KNOW, I THINK THAT, UM. THAT'S THE TWO STORY DUPLEX. AND SHOWING THE DESIGN THAT IS OUT OF CHARACTER FOR EVERY OTHER HOUSE. THERE THAT TO ME IS WHAT'S THE BIGGER RUB FOR SOMEONE THAT'S BORN IN THAT COMMUNITY AND LIVING IN THAT COMMUNITY. IT'S A VERY ADDED CHARACTER. SITUATION BUT I WOULD BE FAR MORE INCLINED. IF I WERE YOU. I WOULD BE THINKING IN TERMS OF IS THERE AS I SAID, BEFORE GETTING A SMALLER LOT VARIANTS WHERE YOU CAN BUILD A SINGLE FAMILY. UM THAT. BECAUSE I LIKE MAYOR PRO TEM BUILDING A SMALLER HOME. I DON'T I DON'T. I DON'T SEE THAT AS AN ISSUE AT ALL. THE PROBLEM IS YOU NEEDING TO GO TWO STORY AND BUILD SOMETHING THAT IS THEN OUT OF CHARACTER WITH EVERY OTHER HOUSE . THERE HE BUILT A TWO STORY SINGLE HOME, THAT'S OK. YEAH, YOU WOULDN'T BE THEY WOULD NEED TO BE HERE. YEAH, THAT'S RIGHT. WE WOULDN'T WOULDN'T REQUIRE THEM TO BE HERE. SO THEY COULD BUILD A TWO STORY SINGLE HOME. YES. I'M GOING TO MAKE A COUPLE OF SOME REMARKS IN SOME OF THESE ARE TO THE RESIDENTS FIRST TO MR BRIAN JOHNSON. IT WAS ME WHO SAID THAT I DROVE AROUND. IT WASN'T THE CITY MANAGER. JUST OBSERVATION FIXED UP SERVING. YEAH, I'M BETTER LOOKING THAN HIM. BUT WE GET CONFUSED ALL THE TIME. THANK YOU. THANK YOU. BUT IT WAS ME AND HE DID POINT OUT TO ME AS WE'VE BEEN SITTING HERE. THERE ARE SOME DUPLEXES, BUT I MISSED HIM. HE SHOULD WE HAVE THE DRIVEWAYS WERE CLOSE. SO THERE'S SOME KIND OF AROUND THERE, BUT THAT'S NOT A BIG DEAL. UM LET ME TALK ABOUT WHERE THEY CAME UP WITH THE 230 SQUARE FOOT HOUSES. BASICALLY THERE'S THREE MAIN PARTS THAT GO TO PRICE A HOUSE. THERE'S MATERIALS , THERE'S LAND AND THERE'S LABOR. OKAY NOW ONE COULD MAKE THE POINT THAT THE LAND OVER HERE MIGHT BE A LITTLE BIT LESS EXPENSIVE. THIS IN CRAIG RANCH, AND I THINK THAT'S PROBABLY FAIR TO SAY. ALL RIGHT, BUT NO MATTER WHAT COMES THEY'RE THEY'RE LOOKING JUST BASED ON THE WAY THINGS ARE PUTTING IN ABOUT $230 A SQUARE FOOT IN LABOR AND MATERIALS INTO THIS THING, SO WHATEVER IS COMING IS PROBABLY NOT GOING TO BE AFFORDABLE, SO AFFORDABLE IS RELATIVE TO WHAT THE MAYOR'S POINT WAS, IS IF WE CAN SHRINK THE LAND THAT THEY HAVE TO USE, THAT'S SOMETHING TO MAKE IT MORE AFFORDABLE. I'LL GIVE YOU AN EXAMPLE. AND I'VE TALKED ABOUT THIS A COUPLE TIMES IN COUNCIL. IF YOU DRIVE OUT TO CRAIG RANCH, YOU'RE GOING TO SEE SOME HOMES BY DREES THAT ARE THREE STORY. MAN. THESE ARE SHOTGUN SHACKS, THREE STORIES THAT COME STANDARD WITH AN ELEVATOR SHAFT. BUT NO ELEVATOR.
IN MCKINNEY, TEXAS. OKAY THAT'S GOES TO SHOW HOW THEY'RE TRYING TO SQUEEZE THE LAND TO BE
[01:20:07]
SMALLER, UM MHM. ON DUPLEXES. I DON'T KNOW. I'VE BEEN IN MCKINNEY FOR 26 YEARS, BUT YOU KNOW IF Y'ALL EVER DRIVE AROUND TO ROUGHLY GRAVES AND HUNT STREET. YOU'RE GOING TO SEE ALL OF A SUDDEN IN THE HISTORIC DISTRICT. THIS SLEW OF DUPLEXES HOW ARE THEY DOING HERE? I DON'T KNOW. BUT THERE THEY ARE. AND YOU KNOW WHAT THEY'VE BEEN KEPT UP PRETTY GOOD. AND PEOPLE BEHAVE THEMSELVES OVER THERE. YOU'VE GOT FINCH AND, UM I CAN'T REMEMBER THE OTHER STREET THAT'S OVER THERE, BUT REALLY NICE STREETS WITH REALLY NICE HOMES. THOSE DUPLEXES ARE JUST THERE, AND I KIND OF SMILE WHEN I SEE HIM BECAUSE WE DO HAVE A HOUSING PROBLEM IN MCKINNEY. THERE'S ANOTHER COMMUNITY THAT'S ROUGHLY AT WHITE AVENUE AND COMMUNITY DRIVE KIND OF NEAR RAYTHEON, AND THEY'VE GOT THESE. THIS IS A STANDALONE RENTAL COMMUNITY THAT I REALLY DON'T LIKE, BUT IT'S THERE AND THEY'VE GOT THESE. THESE PLACES WITH THEIR OWN FOUR WALLS, ROUGHLY 1400 SQUARE FOOT , THREE BEDROOMS, TWO BATHS RENTING FOR 3300 MONTH. WHAT IS THAT? THAT'S JUST THAT'S YOU CAN YOU CAN SEE THAT'S GREED. BUT THAT'S JUST THE MARKET WHAT WE WOULD LOVE TO DO. IS TO GET MORE PLACES FOR FOLKS TO LIVE. WE WOULD I WOULD LOVE I'M GOING TO HONOR YOUR REQUEST. OKAY UH, MISS HENDERSON. I APPRECIATE YOU TALKING TO ME YESTERDAY WHEN I CAME UP TO YOU AT CHURCH, BUT I'M GOING TO HONOR YOUR REQUEST BECAUSE MHM IS DOCTOR, FELTON SAID. I WOULDN'T WANT THIS IN MY NEIGHBORHOOD AND WHAT'S THE DIFFERENCE? I MEAN, WE HAVE A FABRIC OF A NEIGHBORHOOD THAT SINGLE FAMILY, BUT I DO WANT THERE TO BE AN APPETITE, TOO. MAKE THESE LOT SMALLER SO THAT WE CAN HAVE MORE HOMES. BUT I DO RESPECT EVERYTHING YOU ALL HAVE SAID AND SERVE. I RESPECT WHAT YOU'VE GONE THROUGH. I RESPECT THAT. YOU BOUGHT THIS THING. YOU HAD GOOD INTENTIONS OF PUTTING SINGLE FAMILY UP THERE. YOU GOT PUNCHED IN THE GUT BY HAVING TO PUT THAT DRAINAGE CANAL IN THERE. YOU DIDN'T WANT TO PUT THAT THING IN. THAT WASN'T VOLUNTARY. THAT WASN'T YOUR DECISION. I ALSO SAW HOW THE ELEVATION DIPPED ON THAT THING TO MAKE THAT LOT UNUSABLE. AND I HOPE THAT YOU CAN DO WELL ON THIS. THIS THESE LOTS. I HOPE YOU CAN DO WELL. I HOPE YOU CAN SERVE THE COMMUNITY, RIGHT? I DON'T THINK YOU HAD ANY BAD INTENTIONS. IT'S JUST A REALLY UNFORTUNATE SITUATION. THANK YOU, MR MAYOR. YES INDUSTRY DISTRICT. WHAT DO YOU THINK? JENNIFER? CAN I ASK YOU A QUESTION? IT'S KIND OF THEORETICAL. ACCESSORY DWELLING UNIT. YES SIR. WHAT'S THE WHAT'S GOING TO BE THE PROCESS TO APPLY FOR AN ACCESSORY DWELLING UNIT AND THE RESTRICTIONS OF AN ACCESSORY DWELLING UNIT UNDER THE NEW CODE? UNDER THE NEW CODE , THEY WILL BE ALLOWED BY RIGHT, UM AND SINGLE FAMILY ZONING DISTRICTS SO LONG AS THE ACCESSORY DWELLING UNIT CAN MEET THE PRINCIPAL SETBACK OR THE SETBACKS OF THE PRINCIPAL BUILDING. IN GENERAL, ACCESSORY DWELLING UNITS ARE LIMITED TO, UH NO GREATER THAN 50% OF THE SQUARE FOOTAGE OF THE PRIMARY HOME. SO IF YOU'VE GOT A 2000 SQUARE FOOT HOME ACCESSORY DWELLING UNIT CAN'T EXCEED 1000 SQUARE FEET. WE DO HAVE AND I DON'T REMEMBER THE NUMBERS OFF THE TOP OF MY HEAD. WE DO RECOGNIZE THAT THERE ARE SOME HOMES THAT ARE A SMALLER FOOTPRINT, SO I THINK HOMES THAT ARE LESS THAN 1500 SQUARE FEET OR LESS THAN 1200 SQUARE FEET.GET A LITTLE BIT OF AN EXTRA BONUS FOR THAT 80 YOU SIZE. UM BUT THE PRIMARY THING IS THAT THEY WOULD HAVE TO MEET THE PRINCIPAL BUILDING SETBACKS. THERE IS A CAP ON THE SIZE AND THEY WOULD HAVE TO HAVE THEY HAVE TO HAVE A SHARED WATER METER FOR THE PRIMARY UNIT SO IT COULD NOT BE TWO SEPARATE WATER METERS. SO I GUESS WHEN I'M. LOOKING AT THIS AND I SEE SIX MONTHS DOWN THE ROAD. YOU HAVE THREE USABLE. RESIDENTIAL PROPERTIES WHERE THEY COULD BUILD A 2000 SQUARE FOOT HOUSE OR SOMETHING LIKE THAT, IN 1000 SQUARE FOOT ACCESSORY DWELLING UNIT AND YOU COULD STILL END UP WITH SIX RENTERS. ON THESE THREE LOTS. IS THAT CORRECT? CORRECT.
SO OKAY? I GUESS. AND CURRENTLY WE'VE GOT A 31,000 SQUARE FOOT LOT AND A 6000 SQUARE FOOT LOT MINIMUM AREA. THAT WOULD ACCOMMODATE IF IT HAD THE RIGHT FRONTAGE ABOUT FIVE LOTS BUT A LITTLE BIT MORE THAN FIVE LOTS. SO THE ISSUE WITH. A DUPLEX ISN'T NECESSARILY THE INTENSITY OF USE BECAUSE THEY'RE GOING TO BE ABLE TO ACCOMPLISH THAT INTENSITY OF USE. IN THE FUTURE.
AND THEY WERE PRETTY CLOSE TO BEING ABLE TO ACCOMPLISH IT. YOU KNOW, BEFORE THEY RAN INTO THESE ISSUES, SO YOU COULD HAVE SIX NEW MEMBERS OF THE COMMUNITY IN THIS PROPERTY. IN ONE WAY OR ANOTHER. YEP. POTENTIALLY, YEAH. AND THERE'S NOTHING WE CAN DO THAT CAN DICTATE WHETHER OR NOT
[01:25:04]
THOSE MEMBERS ARE. RENTERS ARE OWNERS, AND I THINK IT'S SUCH A GREAT POINT. UM FROM A PLANNERS PERSPECTIVE, THE ZONING ORDINANCE PERSPECTIVE, WE DO NOT GOVERN, WHETHER IT'S OWNERSHIP OR RENTAL. WE ARE LOOKING AT THE USE AND THE FORM AND SO YOU KNOW WHEN WE'RE EVALUATING THAT AS A PLANNING STAFF, AND WE'RE MAKING A RECOMMENDATION TO THE COUNCIL , IT IS BASED ON THAT USE FORM AND INTENSITY OF USE IN A GIVEN LOCATION. SO WHEN WE GET DOWN TO KIND OF WHAT WE CAN CONTROL IN THIS. THE INTENSITY IS GOING TO BE POSSIBLE. THE FORM OF OWNERSHIP PERFORM OF OCCUPANCY IS GOING TO BE POSSIBLE. AND ANYWAY WE GO AND IT REALLY COMES DOWN TO KIND OF A PREFERENCE OF DESIGN. DO WE HAVE A HOME WITH TWO DOORS ON THE FRONT OR DO WE HAVE A HOME WITH A DOOR IN THE FRONT DOOR IN THE BACK? AND I GUESS I HAVE STRUGGLED WITH THAT IDEA BECAUSE I DON'T NECESSARILY HAVE A PROBLEM. FROM A DESIGN ELEMENT OF A PROPERTY. I CAN'T CONTROL THE INTENSITY OF USE. I CAN'T CONTROL THE TYPE OF OWNERSHIP. UM. AND I LOOK AT A LANDSCAPE AS PATRICK WAS MENTIONING. WE NEED MORE HOUSING SUPPLY. INFILL AND DENSITY IN THAT INFILL IS GOING TO BE GOOD FOR US. BUT I ALSO ON THE FLIP SIDE UNDERSTAND THAT THERE ARE NOT MANY PLACES WHERE WE CAN ACHIEVE INFILL AND DENSITY OF INFILL. EXCEPT FOR OLD MCKINNEY CORRECT. BECAUSE OF OAS AND ANY NUMBER OF FACTORS AND SO DEFINITELY MORE CHALLENGING, KIND OF CREATED A. ISSUE HERE.SO TO SPEAK, WHERE THIS STUFF'S COMING, AND WE'VE GOT TO FIGURE OUT A WAY TO GET OUT OF IT. WHAT IS GOOD FOR COMMUNITY? UM AND THAT THAT IS SOMEWHAT DIFFICULT BECAUSE OF THE YOU KNOW WHAT LITTLE WE CAN ULTIMATELY CONTROL IN IT. I DO THINK THAT WHEN WE'RE TALKING ABOUT I GUESS THOSE FACTORS. I'VE HEARD TWO ARGUMENTS KIND OF IN THE SAME UM SIDE WHERE. IT THIS GOES AGAINST THE FABRIC OF THE COMMUNITY. UM IT IS RENTERS, AND IT'S DUPLEXES THAT IS DIFFERENT THAN WHAT WE HAVE. BUT AT THE SAME TIME, IT'S TOO EXPENSIVE. IT IS TOO MUCH AND KIND OF IT MAKES IT SEEM LIKE WHERE YOU WERE. WE'RE USING STEREOTYPES OF A DUPLEX THAT EXIST. 20 OR 30 YEARS AGO VERSUX TODAY, WHICH IS A WAY TO COVER UP SOME COSTS THAT THAT ARE THAT ARE DIFFICULT, I GUESS. THAT IS A LONG WAY TO SAY THAT I HAVE REALLY STRUGGLED WITH THIS AND I DON'T THINK THAT ULTIMATELY I HAVE A WHOLE LOT OF CONTROL IN IT. I DO WANT TO HONOR THE COMMUNITIES. UM. HAVE A DESIRE TO KEEP THAT DESIGN COMPONENT OF THE DUPLEX OUT OF A SINGLE FAMILY NEIGHBORHOOD. BUT I GUESS I AM SAYING THAT AND UNDERSTANDING THAT THAT IS NOT GOING TO KEEP OUT THE INTENSITY OF USE. OR THE TYPE OF OWNERSHIP THAT COMES WITH UM, UH, KIND OF THAT THAT THAT STEREOTYPE OF A DUPLEX AND SO THOSE ARE COMING EITHER WAY. UM TO INFILL PROPERTIES. IN EAST MCKINNEY. UY OF SAYING UM, I AM NOT IN FAVOR OF THIS THIS BUT I THINK WE NEED TO UNDERSTAND. DENSITY IS COMING IN, AND THERE IS GOOD IN THAT DENSITY. UM. I THINK OF, UH, YOU KNOW, FAMILIES WHERE UM KIDS WHO HAVE HAVE STARTED THEIR OWN CAREERS AND HAVE TO FACE THIS HOUSING MARKET RIGHT NOW. MHM.
AND IT WOULD BE WONDERFUL IF THEY COULD BUILD AN ACCESSORY DWELLING UNIT ON THE BACK OF THEIR GRANDPARENTS. YOU KNOW, FAMILY HOME THAT THEY'VE OWNED FOR 100 YEARS. AND THOSE RESOURCES FOR US AS HOMEOWNERS. ARE GREAT. BUT THEY'RE ALSO GOING TO BE USED BY DEVELOPERS TO WE CAN'T RESTRICT THOSE RESOURCES OF ACCESSORY DWELLING UNITS JUST TO PEOPLE WHO WHO WHO ARE GOING TO BE ALTRUISTIC IN THEIR MOTIVES. THEY'RE GOING TO BE USED BY PEOPLE WHO ARE GOING TO MAKE MONEY OFF OF IT. AND SO UM, I GUESS. I WANT TO HONOR THE COMMUNITY'S WISHES IN THIS, BUT
[01:30:05]
I WANT TO. I WANT TO UNDERSTAND THAT IT'S COMING. THERE THERE ARE ARE ASPECTS OF THIS THAT ARE OUT OF CONTROL THAT ARE OUT OF OUR CONTROL. AND SOME OF THESE THINGS, I THINK WILL WE'RE GOING TO GET ANYWAY AND SOME OF THAT IS GOOD. AND SOME OF IT IS BAD AND BUT IT IT IS. IT'S COMING, SO THAT'S MY COMMENTS. IT WAS A GOOD POINT. JUSTIN ON WHAT'S COMING.JENNIFER IF THEY WERE YOU KNOW, SINGLE FAMILY ATTACHED. MHM. IS THERE A IS THAT A DIFFERENT DESCRIPTION? THEN. UM THEN A. THE PRODUCT THAT THEY'RE PROPOSING IT WOULD STILL REQUIRE A REZONING BECAUSE THAT RS 60 ZONING DISTRICT TODAY WOULD NOT ALLOW FOR TOWN HOMES IN TERMS OF DEFINITION, OF COURSE, THE TOWN HOME IS A DIFFERENT DEFINITION OF DUPLEX. TOWN HOMES ARE SINGLE UNITS SINGLE LOT, SO THERE IS AN IMAGINARY LINE IN BETWEEN THOSE THOSE UNITS OF A TOWN HOME WHEREAS IN A DUPLEX IT IS SEEN AS TWO UNITS ON A SINGLE LOT. BUT I WONDER IF THERE IS A PATH FORWARD FOR THEM COMING IN SINGLE FAMILY ATTACHED WHERE YOU'RE STILL ABLE TO GET THE SAME DENSITY BUT BY LEGAL DESCRIPTION, IT UM IF YOU'RE NOT FAMILIAR WITH WHAT I'M TALKING ABOUT, THERE IS A SEPARATE LOTS. BUT THAT LOT LINE IS IN THE MIDDLE OF A CEMENT WALL FIREWALL BETWEEN THE TWO UNITS. UM THAT'S UH. EVENTUALLY ANOTHER ABSOLUTELY. FROM A STAFF STANDPOINT AGAIN. WE'RE LOOKING AT IT. UM IT'S URBAN LIVING FOR THE COMPREHENSIVE PLAN. MIXED DENSITY MIXED PRODUCT TYPES MIXED USES, SO TOWN HOMES ARE DEFINITELY NOT OUT OF THE QUESTION. I JUST WONDER WHAT THE WHAT THE RESPONSE TO THE COMMUNITY WOULD HAVE BEEN HAD BEEN IN HERE WITH. TOWN HOME. I MEAN, FROM A GUY THAT'S BUILT BOTH. IT'S A DIFFERENT PLANET LOT. INTENTION PURPOSES, THAT'S GOING REAL DIFFERENCE. UM, BUT IT'S SINGLE FAMILY ATTENTION.
MANY OF THE UNITS IN ADRIATIC ARE SINGLE FAMILY ATTACHED. AND NO ONE'S ACCUSED THAT OF BEING YOU KNOW THE SLUMS OR ANYTHING. I'M DOING IT RIGHT NOW. SO, UH, I WOULD CONSIDER THAT, UM THERE WOULD BE A BETTER RESPONSE. BUTO MAKE A MOTION THAT WE DENY THIS ITEM PLACE SECOND. PLEASE CAST YOUR VOTES.
I WOULD ENCOURAGE YOU TO LOOK AT SINGLE FAMILY ATTACHED. UM. 220083 Z TO CONDUCT A PUBLIC
[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from "PD" - Planned Development District to "PD" - Planned Development District, Generally to Modify the Development Standards and to Allow Commercial Uses and a Pet Store, Kennel, Animal Boarding (Outdoor Runs) Use, Located at 9446 Virginia Parkway, and Accompanying Ordinance]
HEARING TO CONSIDER ACT ON REQUEST TO REZONE SUBJECT PROPERTY FROM PLAN DEVELOPMENT DISTRICT PD PLAN DEVELOPMENT DISTRICT GENERALLY TO MODIFY THE DEVELOPMENT STANDARDS AND ALLOW FOR COMMERCIAL USES, AND THE PET STORE KENNEL ANIMAL BOARDING OUT TO OUR RUNS. USE LOCATED 94 46 VIRGINIA PARKWAY. THANK YOU, MR MAYOR. AS YOU READ. THIS IS ON VIRGINIA PARKWAY. IT IS JUST SOUTH OF ARROW COUNTRY, UM, JUST SOUTH OF ARROW COUNTRY AIRPORT. IN FACT, YOU CAN SEE IT RIGHT THROUGH HERE. THE TRACK ITSELF AS TWO ACRES IN SIZE. IT IS CURRENTLY ZONED PD PLAN DEVELOPMENT DISTRICT, WHICH WOULD ALLOW FOR COMMERCIAL USES . HOWEVER THE APPLICANT IS REQUESTING TO REZONE THE PROPERTY PROPERTY TO ALLOW FOR COMMERCIAL USES AND SPECIFICALLY TO ALLOW FOR A VET CLINIC WITH OUTDOOR RUNS ON A PORTION OF THE PROPERTY. MM HMM. SO WHAT YOU'LL SEE HERE IS THE ZONING EXHIBIT AND IT IS SHOWING THAT THE PROPOSED REZONING FOR TRACKED A WOULD ALLOW FOR DEVELOPMENT OF COMMERCIAL USES WITH THE ALLOWED USE OF A VET CLINIC WITH OUTDOOR RUNS AND THEN ON TRACK TO BE RIGHT HERE. I MEAN, I DON'T MEAN TO INTERRUPT YOU, BUT IT'S THE IS THAT THING? NOT WORKING, NOT WORKING LIKE THAT'S HAPPENED THREE OR FOUR TIMES, BUT I'M JUST LIKE, OKAY, WELL, UM, I KNOW WE'RE NOT SUPPOSED TO USE THE LASER POINTER, BUT FOR TODAY, WE MAY HAVE TO SORRY ABOUT THAT. YEAH IT'S NOT MOST MY FINGERNAIL POLISH. UM OKAY.SO ON TRACKED A HERE ON THE WEST SIDE, UM, THERE, WHICH IS ABOUT I THINK THAT'S ABOUT 1.5 ACRES IN SIZE. THAT'S WHERE THEY'RE SPECIFICALLY ASKING FOR THAT ALLOWED USE OF THE VET CLINIC WITH OUTDOOR RUNS. AND THEN ON TRACK TO BE WHICH IS ABOUT 0.99 ACRES IN SIZE. THEY'RE ASKING FOR COMMERCIAL USES IN THE OPTION FOR A VET CLINIC WITH NO OUTDOOR RUNS. AS YOU SAW ON THE ON THE SLIDE HEADING THIS IS FOR UNDERDOG KENNELS. THIS IS A BOARDING AND GROOMING PLACE, AND
[01:35:02]
IN PARTICULAR STAFF TO REVIEW THE REQUEST. WE HAVE NO OPPOSITION TO THE COMMERCIAL USES OR THE IDEA OF OUTDOOR RUNS ON TRACK. A IN PARTICULAR, WE WILL NOTE THAT THE PROPOSED OUTDOOR RUNS ARE HERE ON THE REAR OF THE OKAY. SORRY HERE ON THE BACKSIDE OF THIS THE BUILDING AND THERE WOULD BE OTHER COMMERCIAL BUILDINGS ON THE EAST SIDE, ALTHOUGH THIS IS TECHNICALLY WITHIN THE QUIET ZONE OF THE CITY'S NOISE ORDINANCE, MEANING IT IS WITHIN 500 FT. OF RESIDENTIAL PROPERTIES. WE DO ALSO NOTE THAT IT'S ADJACENT TO AN AIRPORT AND A FAIRLY HEAVILY TRAFFICKED ROADWAY. GIVEN THAT AND THE PROPOSED UNDERDOG KENNEL AND THE LOCATION OF THE OUTDOOR USES HERE, WE DON'T HAVE ANY CONCERNS THAT IT WOULD BE A POTENTIAL NUISANCE. WE ALSO ARE COMFORTABLE THAT ARE NOISE ORDINANCE WOULD COVER ANY POTENTIAL NUISANCES THAT COULD OCCUR WITH THAT STAFF AS RECOMMEND APPROVAL OF THE REZONING REQUEST. PLANNING AND ZONING COMMISSION IS ALSO RECOMMENDING APPROVAL IN A VOTE OF 60, AND I AM HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS FOR JENNIFER. THE APPLICANT HERE.RIGHT THIS IS A PUBLIC HEARING. IS THERE ANYONE THAT HAS COME TO SPEAK ON THIS ITEM? SEEING NONE WILL MAKE A MOTION THAT WE CLOSE THE PUBLIC HEARING AND APPROVE THIS ITEM. I'LL SECOND HE'S CAST YOUR VOTES.
[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District to “PD” - Planned Development District, Generally to Modify the Development Standards and to Allow Single Family Attached Residential Uses, Located on the North Side of Wilson Creek Parkway and Approximately 150 feet West of Big Bend Drive, and Accompanying Ordinance]
NEXT ITEM, 220084 Z TO CONDUCT A PUBLIC HEARING TO CONSIDER AND ACT ON REQUEST OF HIS OWN SUBJECT. PROPERTY FROM PLAN DEVELOPMENT DISTRICT PLAN DEVELOPMENT DISTRICT. GENERALLY THEY WOULD MODIFY THE DEVELOPMENT STANDARDS INTO LAST SINGLE FAMILY ATTACHED.RESIDENTIAL USE IS LOCATED ON THE NORTH SIDE OF WILSON CREEK PARK GREEN, APPROXIMATELY 150 FT . WEST OF BIG BEN DRIVING A COMPANY AN ORDINANCE. THANK YOU, MR MAYOR. AS YOU READ. THIS IS A REQUEST TO REASON THE SUBJECT PROPERTY TO ALLOW FOR TOWN HOME USES. THE PROPERTY CURRENTLY ALLOWS FOR EXCUSE ME. THE PROPERTY IS CURRENTLY ZONED TO ALLOW FOR COMMERCIAL USES. BUT WE DO NOTE THAT IT IS MID BLOCK AND IT DOES HAVE HERE WE GO. IT DOES HAVE, UM I, UH, ROADWAY CUT TO THE REAR OF THE PROPERTY WERE ADDITIONAL SINGLE FAMILY RESIDENTIAL USES ARE PROPOSED TO BE CONSTRUCTED AND WE ACTUALLY HAD A REZONING REQUEST ON THIS PARTICULAR TRACK. EARLIER THIS YEAR, THE APPLICANT WAS PROPOSING MULTI FAMILY AT THAT TIME, AND IT WAS RECOMMENDED FOR DENIAL OF PLANNING AND ZONING COMMISSION AND ULTIMATELY WITHDRAWN A LOT OF THE DISCUSSION AROUND PLANNING AND ZONING COMMISSION WAS LESS INTENSE RESIDENTIAL USES ON THIS PARTICULAR TRACKED AND THEREFORE THE APPLICANT IS BACK WITH TOWN HOME. OUR REQUEST FOR TOWN HOMES THEY ARE REQUESTING SOME MODIFIED SPACE LIMITS FOR THEIR TOWN. HOME USES, WHICH ARE OUTLINED IN YOUR STAFF REPORT, AS WELL AS SOME MODIFIED LANDSCAPING STAFFS EVALUATED THAT REQUEST, AND WE ARE COMFORTABLE WITH THOSE CHANGES FOR TWO REASONS. ONE THE DEPTH AND CONFIGURATION OF THE LOT MAY BE CHALLENGING TO MEET THE STANDARDS THAT YOU WOULD SEE IN TODAY'S ZONING ORDINANCE FOR TOWN HOME USES. BUT ALSO WE'VE EVALUATED AGAINST THAT NEW CODE MCKINNEY INITIATIVE AND IT'S VERY COMPARABLE TO THAT. WE DO FEEL AS THOUGH THOSE MODIFICATIONS TO THE SPACE LIMIT WOULD ALLOW FOR QUALITY DEVELOPMENT OF TOWN HOME USES ON THIS TRACT. THE PROPERTY, AND THE COMPREHENSIVE PLAN IS DESIGNATED AS THE TOWN CENTER RESIDENTIAL PLACE TYPE. THEREFORE RESIDENTIAL USES ARE IN ALIGNMENT WITH A COMPREHENSIVE PLAN AND STAFF IS RECOMMENDING APPROVAL. PLANNING AND ZONING COMMISSIONS ALSO RECOMMENDED APPROVAL. AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE JENNIFER, THESE TOWN HOMES PLANTED INDIVIDUALLY WHERE THEY COULD BE SOLD INDIVIDUALLY. YES, SIR.
THANK YOU. QUESTIONS FOR JENNIFER, ARE THEY IS THERE A FLOODPLAIN ISSUE RIGHT THERE. UM WITH MATT STILL, IS THERE A FLIP ? OKAY CREEK. I'M NOT OVERLY FAMILIAR WITH ANYTHING THAT IS THAT. WHY THERE'S THE. IT KIND OF LOOKS LIKE A CREEK OR SOMETHING GOING THROUGH THERE.
THERE IS A CREEK THAT CUTS ALONG THE WEST SIDE OF THE PROPERTY THERE THAT GOES UNDER WILSON CREEK PARKWAY INTO TOWN LAKE. UM I KNOW WITH THE DEVELOPMENT THAT'S ALREADY PROPOSED JUST TO THE NORTH OF THIS. THEY HAVE ALREADY LOOKED AT A AT A STUDY FOR THAT FLOODPLAIN TO FILL IT AND TWEAK IT A LITTLE BIT. WE FOUND THAT WHAT WE'VE SEEN SO FAR DOESN'T CAUSE ANY NEGATIVE IMPACT ON ANYTHING ELSE. THANK YOU. THANK YOU. THIS WAS THE PROPERTY CAME IN WITH THE VERY QUINN. QUESTIONS. BECAUSE THE APPLICANT HERE YEAH. ANYONE HAVE QUESTIONS FOR THE APPLICANT? UM, I WOULD SAY IT'S ONE QUESTION HOW MANY UNITS. RIGHT. THIS IS A PUBLIC HEARING. IS THERE ANYONE
[01:40:07]
HERE THAT WOULD LIKE TO SPEAK TO THIS ITEM? SEEING NONE WOULD LIKE TO MAKE A MOTION. WE CLOSE THE PUBLIC HEARING AND APPROVE THIS ITEM. [Consider/Discuss/Act on Appointing a Member to the Visit McKinney Board]
CONSIDERED ACT ON APPOINTING A MEMBER TO THE VISIT MCKINNEY BOARD. JENNIFER THANKS, JENNIFER. WHAT A GREAT JOB EXTREMELY OKAY? PATRICK, YOU AND I HAVE HAD SOME DISCUSSION ON THIS. YOU HAVE A NAME TO PUT FORWARD MISTER BIRD LIKE THE COUNCIL TO CONSIDER JOHN CHRISTOPHER DAVIS. HE APPLIED TO BE ON THIS BOARD AND I THINK HE WAS THINKING HE MAY NOT HAVE ENOUGH TIME. BUT IT JUST STRUCK ME WHEN HE APPLIED TO BE ON THIS BOARD THAT HE COULD BRING A PERSPECTIVE THAT MAY BE VERY FEW CAN WITH A MUCH BIGGER PICTURE. THEN MCKINNEY. I ALSO UNDERSTAND THAT WE DID NAMED PATRICK MAGUIRE IS THE ALTERNATE WHEN WE NAME BOARDS AND COMMISSIONS. I ALSO UNDERSTAND THAT HE HAS BEEN VERY ACTIVE EVEN BEFORE GETTING ON THE BOARD WITH RESPECT TO DOING SOME HEAVY LIFTING WITH OCTOBERFEST AND THINGS SO I RESPECTFULLY SUBMIT THE COUNCIL TO CONSIDER THAT WE PUT MR MCGUIRE IS THE PERMANENT SEAT IN JOHN CHRISTOPHER DAVIS IS THE ALTERNATE I SPOKE TO JOHN CHRISTOPHER AND HE WOULD BE HONORED TO SERVE AS IN ANY CAPACITY, SO I SECOND THAT MOTION. ANYONE ELSE HAVE A NAME? THEY'D LIKE TO PUT UP WITH STEVE WILSON BEFORE YOU MAKING A POWER MOVE AGAINST STEVE WILSON ON THIS ONE. THE SHIRT DID ASK STAN LYNCH TO CONSIDER ALSO APPLYING FOR THE BOARD. WE NEED TO ANNEXES HOUSE FIRST, I THINK INSIDE JOKE. YES I WOULD. YOU KNOW, I RESPECTFULLY SUBMIT AND MOVE THAT WE NAME MR REQUIRED TO BE THE PERMANENT MEMBER AND MR DAVIS TO BE THE ALTERNATE. I'LL SECOND THAT MOTION TO. THANK YOU. CITIZEN COMMENTS ON MATTERS NOT ON THE AGENDA. I KNOW WE HAD AN IMPROMPTU ONE IN THE MIDDLE[CITIZEN COMMENTS ON MATTERS NOT ON THE AGENDA]
OF OUR PUBLIC HEARING, BUT THEY HAVE LEFT, IT SEEMS, IS THERE ANYONE ELSE THAT HAS SIGNED UP TO SPEAK? I DON'T SEE ANYBODY. BUT THERE'S ONE I AM SORRY I DO HAVE SOMEBODY MICHAEL DAVID. SO YOU HAVE STUCK THIS OUT. WELL DONE WAS KNOWN. I WONDER WHY THEY'RE THEY'RE HERE NOW WILL KNOW MY NAME IS MICHAEL DAVID. THIS LITTLE FLOWERS. MY WIFE, DEBBIE. AND I'VE BEEN THE TEAR IN 1995. AND I WOULD JUST LIKE TO SAY THAT TWO WEEKS AGO, 33 11 SEDONA LANE DISTRICT THREE. SO.A COUPLE OF WEEKS AGO, I WENT DOWNTOWN MCKINNEY CROWDED. I WAS VISITING A LITTLE CIGAR SHOP DOWN THERE THAT I WON'T NAME AND LOGO. YEAH, UM, BROKEN. SINCE IT WAS SO BUSY I HAD TO PARK IN THE PARKING GARAGE THERE, MCDONALD AND I GUESS THAT'S VIRGINIA, OKAY? ONLY TO FIND OUT THAT THE
[01:45:01]
ELEVATOR WAS BROKEN. SO UH, WHEN I GOT HOME, I GOT TO THINKING ABOUT THAT. AND I THOUGHT, YOU KNOW, I THINK OF GIVE OUR MERIT CINNAMON EMAIL. THAT WAS SATURDAY NIGHT. SUNDAY MORNING.HE RESPONDED. AND HE THANKED ME FOR TELLING HIM ABOUT THE ELEVATOR, NOT WORKING. AND HE, UM SAID HE WAS GONNA GET ON IT. THE NEXT DAY. ON MONDAY, HE CALLED HE EMAILED ME AND SAID.
THAT THEY LOOKED INTO IT AND THERE WAS A PROBLEM. LOCATING APART. BUT HE SAID, I'LL TAKE CARE OF IT. WELL THAT LATER ON THAT WEEK, I WENT TO GET ANOTHER CIGAR. AND GUESS WHAT? ELEVATOR WAS WORKING. THANK YOU VERY MUCH . I WANT YOU TO KNOW THAT HE PROBABLY EMAILED YOU FROM HIS HOSPITAL BED. THAT'S EVEN MORE IMPRESSIVE. SO WELL DONE KIND OF WONDERING, WHY WOULDN'T RESPONDED TO ME AND I KNOW THAT SO ANYWAY, THANK YOU VERY MUCH. I APPRECIATE IT. I APPRECIATE YOU COMING DOWN AND SAYING THAT THANKS FOR WAITING INTELLIGENCE THAT AND I JUST FOR THE RECORD, I IMMEDIATELY REACHED OUT TO ANDREW JONES AND LET HIM KNOW ABOUT THE ISSUE AND HE WAS VERY RESPONSIVE RIGHT BACK TO ME AND HE FOUGHT. I FOLLOWED UP WITH HIM. HE FOLLOWED RIGHT BACK UP WITH ME. AND HE WAS HE WAS GREAT . I CALLED THE CITY MANAGER. HE TOLD ME DON'T BOTHER HIM ON THE TRUE AT ALL TRUE AT ALL, ANYWAY, NOT TRUE AT ALL. APPRECIATE IT. I APPRECIATE YOU. THANK YOU. UM OKAY. MY NAME IS GWEN CZAJKOWSKI. AND I'VE BEEN REQUESTED. SPEAK I DIDN'T COME HERE PREPARED TO SPEAK BUT CARD NO, I DON'T EVEN KNOW WHERE WHEN YOU'RE DONE. IF YOU WOULD PLEASE FILL OUT OF CARDS. WE HAVE TO RECORD IF YOU STATE YOUR NAME ADDRESS, WE HAPPY TO DO THAT. I WILL SAY THAT I'M AN ADVOCATE FOR THE HOMELESS. I WORK WITH THE HOMELESS. I'VE DONE THAT FOR FOUR YEARS. UM FOUR YEARS IN PLANO. TO FOUR YEARS IN COLLIN COUNTY. AND, UM I SAID THIS EVENING. THERE IS A THERE WAS SOMETHING THAT DID COME UP, AND I JUST DON'T KNOW THE ANSWER TO THIS. AND SINCE UM, THE GUY CAME EARLIER AND MENTIONED THIS. I'M JUST KIND OF I DIDN'T KNOW HE WAS GONNA BE HERE, BUT I'M ON THE HILLS. I'M COMING IN ON THE HEELS OF THAT. SO AS YOU MAY KNOW, THERE'S A CHRONIC PARKING PROBLEM. I WAS HOMELESS AT WALMART. 3 80. 75 AREA. READ, BUT AREA. AND OF COURSE, NOW WALMART IS CRACKING DOWN ON THOSE THAT ARE PARKING THERE.
FOR VARIOUS REASONS FOR SAFETY ISSUE REASONS AND SO FORTH. SO I WORK WITH A LOT OF WOMEN THAT ARE HOMELESS. BETTER SENIORS AND LIVE IN THEIR CARS. SO MY QUESTION TO YOU, THE CITY OF MCKINNEY IS. WHERE CAN. THE CITIZENS THAT ARE HOMELESS THAT LIVE IN THEIR CARS THAT ARE IN WAITING. FOR RABBIT HOUSING TO BECOME AVAILABLE AND SO FORTH. WHERE CAN THEY SAFELY PARK? AND NOT BE HARASSED BY THE POLICE AND NOT BE HARASSED BY OUR FEEL SAFE. OR MAYBE HAVE AN ABILITY TO USE A PUBLIC RESTROOM. AND WHAT ARE SOME OPTIONS? BECAUSE I HAVE AT THIS POINT IN TIME, FIVE OF THEM THAT ARE NOW KICKED OFF THE PARKING LOT. THAT I KNOW OF ALONG WITH PROBABLY THE OTHER 20. THAT ARE NOT SENIORS OF WALMART. AND I DON'T KNOW WHERE TO HELP THEM NOWHERE TO GO AND STAY SAFE AND PARK THEIR CARS OVERNIGHT BECAUSE THEY AND THEY DON'T HAVE THE EITHER HAVE LIMITED INCOME. OR THEY DON'T HAVE THE ABILITY TO GO TO A HOTEL. AND QUITE FRANKLY, SOME OF THOSE OPTIONS ARE SAFE FOR THEM, EITHER. SO I DIDN'T KNOW IF MCKINNEY HAS A PROVISION FOR THAT OR PLACE FOR THAT, OR A PARKING LOT FOR THAT. SO THAT'S MY QUESTION. SO THIS IS PUBLIC COMMENT. I APPRECIATE THAT COMMENT. AND IF YOU WILL EMAIL ME, UM G. FULLER AT MCKINNEY.
TEXAS ORG. I WILL GET BACK TO YOU WITH A PHONE NUMBER FOR ANYBODY THAT ISN'T HOMELESS SITUATION TO CALL. WE HAVE A HOMELESS TASK FORCE GROUP THAT IS WORKING DILIGENTLY TO TRY TO COME UP WITH NOT THERE'S THE ISSUE YOU'RE SPEAKING OF, AND AS YOU MIGHT IMAGINE, 100 OTHERS BUT THERE ARE SOME RESOURCES THAT I CAN DIRECT. WELL, I'M A I'M A RESOURCE SEARCHER. I'M A RESOURCE PRESENTER TO THESE DIFFERENT PEOPLE REACH OUT TO ME AND LET ME CONNECT WITH YOU ON
[01:50:04]
ALL THE RESOURCES THAT WE HAVE AVAILABLE AND DIFFERENT INTO A LOT OF THEM. I THINK I'M ASKING ABOUT A PARKING LOT ONE. I UNDERSTAND. OKAY I DON'T KNOW. ADDRESS THAT. YEAH, AND I DON'T KNOW WHERE TO EMAIL SO I WAS TRYING TO SAY IS IF HE ANSWERED YOUR QUESTION PUBLICLY HERE TONIGHT, IT MAY NOT ACCOMPLISH THE GOAL YOU'RE LOOKING TO ACCOMPLISH FOR YOUR FRIENDS.OKAY I APPRECIATE THAT. YOU'RE WELCOME. THANK YOU. ISTANBUL YA DON'T LIKE THAT BE I AM ONE OF THE HOMELESS. BEEN 17 MONTHS. UM, CAN WE GET YOUR NAME? MY NAME IS DEBORAH MALONE. UM. HAVE BEEN STAYING AT WALMART. LAST NIGHT WAS THE FIRST NIGHT THAT I APPROACHED, HASSLED. WHATEVER BILLY'S PEOPLE, SOME OF THE OTHER ONES HAVE I HAVE ONLY BEE, ACTUALLY. UM I GUESS ACTUALLY TALKING TO THE OTHER PEOPLE THAT WERE ON THE PARKING LOT. UM I WOULD RATHER NIGHT AND DROVE AROUND. THERE WAS 41 CARS. WAL MART. THEY WERE ALL HOMELESS. BECAUSE I'VE BEEN WATCHING. THIS HAS BEEN 17 MONTHS OF GOING I HAVE BEEN ON RAPID REHOUSING. FOR 15 MINUTES OF THIS AND THEY CAN'T FIND ME AN APARTMENT. UM BUT IT SAYS THAT THEY WILL TAKE YOUR. THEY WILL TAKE IT BECAUSE RAPID REHOUSING PAYS AT 100% IT'S NOT LIKE SECTION EIGHT. THESE APARTMENTS ARE NOT TAKING THIS TO PUT US AS SENIORS. AND THE HOMES. BECAUSE THEY'RE HARDER. AND I MEAN I HAVE DONE GRAYSON COUNTY. I HAVE DONE VERY AND COUNTY I YOU KNOW, I HAVEN'T GONE TO DALLAS COUNTY BECAUSE I CAN'T DRIVE THAT. I'VE LOOKED EVERYPLACE, SO THERE'S GOT TO BE SOME KIND OF UM RESOURCE. AND I MEAN, WE'RE NOT ALL SENIORS. BUT A LOT OF US ARE THERE IS SOME 20 YEAR OLDS THAT COULD GET THEIR BUTTON CURING. GET JOBS AND BUT THEY NEED SOME HELP DOING THAT. BUT AS A SENIORS, THE ONLY REASON I'M NOT ONE OF THE ADDICTED I DIDN'T DO DRUGS. I'M NOT A DRUNK. YOU KNOW, NONE OF THAT STUFF. THE APARTMENTS THAT WAS IN HAD ANY MANAGERS COMING IN. THEY MESSED UP THE PLAN. I WAS ODD. 3.5 YEARS NEVER BEEN LATE. NEVER MISSED A PAYMENT. NOTHING. AND I GOT KICKED OUT.
SO THAT'S HOW I ENDED UP WHERE I MET. A LOT OF THEM ARE UM. THEY'RE RECOVERING ADDICTS THERE ARE RECOVERING ALCOHOLICS, BUT ME. I'M NOT. AND WHY I KEEP AN APARTMENT? I DON'T KNOW, BUT THERE'S GOT TO BE SOMETHING OUT THERE. THEY HAD. BEEN A LONG RESEARCHING, MAKING PHONE CALLS TO MAKE 50 PHONE CALLS A DAY. UM, GET ONLINE LOOK. SO WHAT DO Y'ALL HAVE? OR WHAT SUGGESTIONS DO YOU HAVE? TO PUT A ROOF OVER MY HEAD. I'VE BEEN IN THE HOSPITAL FIVE TIMES SINCE JUNE.
I HAD TWO STROKES AND ENDED UP IN A COMA. ONLY 32 DAYS. SEND ME AN EMAIL AS WELL. IF YOU WOULD THANK YOU. ALL RIGHT. COUNCIL COMMENTS. ANYONE HAVE ANYTHING THEY'D LIKE TO SHARE BRIAN

LIKE OF THE OCTOBERFEST BECAUSE I KNOW THERE WAS A LOT OF ANXIETY ABOUT THE

AND THEY DID AN EXCELLENT JOB AND MAKING SURE EVERYTHING RAN SMOOTHLY AND WE MENTIONED ANDREW YESTERDAY OR EARLIER WITH THE ELEVATOR, BUT KUDOS TO HIM AND ALL THE MAIN STREET GROUP AND EVERYBODY WHO JUMPS INTO THAT. ON ON THAT GOING SMOOTHLY. UM ONE OTHER THING I'LL MENTION I WENT TO A BOYS AND GIRLS CLUB SPELLING BEE LAST WEEK AND I WATCHED A BUNCH OF I'LL CALL HIM. UH, MAYBE IT IS, UH. PROBABLY 10 12 HOURS A DAY, I IMAGINE FOR THE LAST YEAR PREPARING FOR THE FOR THAT THAT BEER STEIN HOLDING CHALLENGE THEY WERE JUST PURE PHYSICAL SPECIMENS TO JUST BE IN AWE OF TO WATCH THEM PERFORM WAS REALLY SOMETHING AND THE POLICE DEPARTMENT ONE FOR THOSE WHO ARE WERE NOT THERE AND DIDN'T CATCH THE WINNER. SEE THE HEADLINES ON CNN OR ESPN. SORRY, UM MAYBE BOTH. UH BUT I'M GONNA TALK ABOUT REAL QUICK TO EVENTS I WENT TO I WAS AT THE SCHOOL BOARD MEETING THIS PAST WEEK. AND THEN I WAS AT CALDWELL ELEMENTARY. THE MATURITY I SAW CALDWELL ELEMENTARY. WHERE SOMETHING THAT SOME OF THE PEOPLE THAT SAW THE SCHOOL BOARD NEED TO. NEED TO LEARN FROM THE MATURITY I SAW AT THE ELEMENTARY SCHOOL WAS FROM YOUNG KIDS. AND THE PARENTS AND THE TEACHERS AND ALL THE PEOPLE THAT HAVE BEEN TOGETHER, WORKING CONSTRUCTIVELY AND ENGAGED IN THE SCHOOL SYSTEM AND TO SEE THOSE KIDS IN THE ENTIRE SCHOOL HAVE PUT ON THE TAKING ON THIS CHALLENGE OF ACTS OF KINDNESS OVER THE LAST LAST SEVERAL MONTHS, AND THEY'VE THEY'VE BEEN GOING TO NURSING HOMES AND SINGING TO ELDERLY RESIDENTS. THEY'VE BEEN SENDING NOTES TO FIRST RESPONDERS, THANKING THEM, UM, MAKING LITTLE CRAFTS. THEY'VE BEEN DOING ALL KINDS OF THINGS AND RAISING MONEY. AND THE PARENTS THAT ARE ENGAGED IN A DONDE ME THAT YOU KNOW I GO AND I WATCH THE SAME CHARACTERS SOME SOME SOME OF OUR COMMUNITY FRIENDS, PEOPLE I KNOW. STEPHEN CALLOUS AND KATY SIMMS AND THAT THAT REGULAR GROUP AND I LISTENED TO THEM AND LISTEN TO THEM TALK IN THE COMMENTS THEY MADE AND IT DAWNED ON ME. I'VE BEEN IN MCKINNEY FOR 30 YEARS NOW, AND MY WIFE AND I HAVE BEEN ENGAGED IN THE SCHOOL DISTRICT AND THAT EVENTS AND TO EVENTS AND CHARITY EVENTS AND FUNDRAISING EVENTS AND EDUCATIONAL EVENTS AND BOOK READINGS AND BOOK PACK, YOU KNOW, UH, EVENTS I'VE BEEN TO. I'VE BEEN TO HUNDREDS AND HUNDREDS AND HUNDREDS OF EVENTS AND CONTRIBUTED THOUSANDS AND THOUSANDS OF HOURS AND TIME, AND, UH, I'VE NEVER SEEN ANY OF THEM. AT ANY ANY SCHOOL FUNCTION. NEVER ENGAGE IN A
[02:00:02]
CONSTRUCTIVE WAY AT ALL. UM I SEE EVERY SINGLE BOARD MEMBER BUT ONE AT EVERY EVENT. I'M AT VIRTUALLY I SEE ALL BUT ONE NEVER NEVER. CHAD. GREEN AT A SINGLE EVENT. YET THEY SPEW A LOT OF STUFF AND THEY TALK ABOUT A LOT OF THINGS. THEY TALK ABOUT OUR KIDS AND I HAVE CONVERSATIONS WITH SOME OF THE KIDS AND THE PARENTS WHEN I'M AT THESE EVENTS. AND THEY IMPLORE ME TO INVITE THOSE THOSE CHARACTERS. TO COME SIT WITH THEM. AND ELEMENTARY SCHOOL KIDS WOULD LIKE TO SIT WITH THEM. MIDDLE SCHOOL. KIDS LIKE TO SIT WITH THEM SCHOOL KIDS LIKE TO SIT WITH THEM PARENTS THAT ARE ACTUALLY ENGAGED AND KNOW WHAT'S GOING ON IN THE SCHOOL DISTRICT WOULD LIKE TO SIT WITH THEM. AND EDUCATE THEM. BECAUSE THEY AS I LISTEN TO THEM. OTHER THAN DISRUPT THE MEETINGS. OTHER THAN TRY TO OVERWHELM THE DISTRICT, WITH WITH WITH OPEN RECORDS REQUEST THAT TAKE MANY, MANY, MANY, MANY, MANY TAX DOLLARS OF OUR TAXPAYERS. TO DEAL WITH RHETORIC. NONSENSICAL. STUFF THEY SPEW IS IT'S A IT'S AN EMBARRASSMENT TO THEMSELVES, EMBARRASSMENT TO OUR COMMUNITY, AND IT DOESN'T REPRESENT WHO ARE SCHOOL DISTRICT IS AND THE TEACHERS AND THE SUPERMAJORITY ON THE SCHOOL BOARD DISTRICT THAT ACTUALLY CARE ABOUT OUR KIDS AND ARE TRYING TO DO A JOB. I ASKED THEM STEP ASIDE. AND LET THEM DO THE JOB THAT THEY'RE THAT THEY DO SO WELL, WHICH MAKES US SUCH A SUCCESSFUL COMMUNITY IN GREAT PART. BECAUSE OF THE SCHOOL DISTRICT. WE HAVE YES, I'VE CALLED HIM OUT BY NAME. AND I ENCOURAGE THEM BECAUSE I'M CALLING OUT BY NAME BECAUSE I AM ENCOURAGING THEM TO TAKE ME UP ON THIS OFFER TO COME WITH ME TO SOME DIFFERENT EVENTS AND GET EDUCATED ON WHAT'S ACTUALLY HAPPENING. AND I HOPE THAT THIS MESSAGE GETS TO THEM AND THEY WILL REACH OUT AND TAKE ME UP ON THIS OFFER I'VE GOT AS I SAID, KIDS FROM EVERY SCHOOL THAT WOULD LOVE TO SIT WITH THEM AND TEACH THEM. AND MAYBE IMPROVE THEIR CONSTRUCTIVE ENGAGEMENT IN THE COMMUNITY. THAT'S ALL I HAVE. MOTION THAT WE ADJOURN SECOND. ALL IN FAVOR. AYE.
