CITY MCKINNEY PROCLAMATION, WHEREAS CHANGE IS CONSTANT AND AFFECTS ALL CITIES, TOWNS, SUBURBS, COUNTIES, BURROWS, TOWNSHIPS, RURAL AREAS AND OTHER PLACES. WHEREAS COMMUNITY PLANNING AND PLANTS CAN HELP MANAGE THE CONSTANT CHANGE FOR CITIES, TOWNS AND OTHER PLACES IN A WAY THAT PROVIDES BETTER CHOICES FOR HOW PEOPLE WORK AND LIVE, WHEREAS COMMUNITY PLANNING PROVIDES AN OPPORTUNITY FOR ALL RESIDENTS TO BE MEANINGFULLY INVOLVED IN MAKING CHOICES THAT DETERMINE THE FUTURE OF THEIR COMMUNITY. WHEREAS THE MONTH OF OCTOBER IS DESIGNATED AS NATIONAL COMMUNITY PLANNING MONTH THROUGHOUT THE UNITED STATES OF AMERICA AND ITS TERRITORIES. AND WHEREAS NATIONAL COMMUNITY PLANNING MONTH GIVES US THE OPPORTUNITY TO RECOGNIZE THE PROFESSIONAL PLANNING STAFF AND MEMBERS OF OUR COMMUNITY WHO DEDICATE THEIR TIME AND EXPERTISE TO THE IMPROVEMENT OF OUR CITY NOW, THEREFORE, I GEORGE FULLER, BY THE POWER VESTED IN ME AS MAYOR OF THE CITY OF MCKINNEY, TEXAS, TO HEREBY PROCLAIMED THE MONTH OF OCTOBER 2022 AS COMMUNITY PLANNING MONTH, MCKINNEY, TEXAS WITNESSED MY TENDENCY ALL THIS 18TH DAY OF OCTOBER, 2022. I JUST WANT TO GIVE A BIG THANK YOU TO THE PLANNING DEPARTMENT STAFF CITY COUNCIL AND ARE PLANNING AND ZONING COMMISSION BECAUSE I KNOW THAT I'M THE ONE THAT STANDS AT THE PODIUM A LOT TALKING TO YOU. BUT THESE ARE THE REAL FOLKS THAT ARE BEHIND THE SCENES DOING THE REAL WORK, SO I JUST APPRECIATE THE SUPPORT FROM EVERYBODY AND THANK YOU VERY MUCH. BRILLIANT PHOTOGRAPHER. MOVE TO 2 TO 0 LANDMASS SIX PRESENTATION OF THE CITY POLICE. THANK YOU, MR MAYOR. MEMBERS OF COUNCIL. MY NAME IS TREVOR MINYA AND I'M THE DIRECTOR OF STRATEGIC SERVICES EVERY TWO YEARS, THE TEXAS STATE LEGISLATURE MEETS AND THAT'S COMING UP HERE IN JANUARY, UM, IN CONCERT WITH THAT COUNCIL. ENDEAVORS TO ADOPT A SLATE OF PRIORITIES. STAFF HAS PUT TOGETHER SOME DRAFT PRIORITIES, WHICH ARE ATTACHED TO THIS AGENDA ITEM AND I'LL BE GOING OVER KIND OF THE HIGHLIGHTS AND A FEW SLIDES. HERE TODAY. OH, THIS IS THE OVERALL SUMMARY OF THE DIFFERENT AREAS THAT WE FOCUS ON. THE FIRST IS IN COORDINATION WITH THE TEXAS MUNICIPAL LEAGUE, OUR HOME OUR DECISIONS. I'LL GET A LITTLE MORE INTO THAT ON THE NEXT SLIDE. THE SECOND IS THE MCKINNEY NATIONAL AIRPORT. YOU'LL SEE THAT THESE MIRROR OVER TO THE SIX POLICY PRIORITIES THAT THE COUNCIL ADOPTS BACK IN FEBRUARY WITH SOME FLAVOR MIXED IN HERE AND THEIR GENERAL ECONOMIC DEVELOPMENT TAX REFORM AS IT RELATES TO PROPERTY TAXES AND SALES, TAXES, EDUCATION AND WORKFORCE. TRANSPORTATION WATER.ELECTIONS ON THE LOCAL LEVEL AND FINALLY TRANSPARENCY WHETHER RELATES TO GENERAL GOVERNMENT TRANSPARENCY OR FINANCIAL TRANSPARENCY. THE BALANCE OF THE RECOMMENDED PRIORITIES HAS SHIFTED SOMEWHAT, BUT NOT IN A MANNER THAT'S MAJOR. THERE ARE TWO ITEMS THAT I WANT TO

HIGHLIGHT. THE FIRST IS KIND OF THE OVERARCHING THEME THAT WE ALWAYS HIGHLIGHT, AND I RECOMMEND THAT WE ALWAYS INCLUDE IN OUR LEGISLATIVE PRIORITIES, WHICH IS TO SUPPORT LEGISLATION THAT UPHOLDS OUR MUNICIPAL AUTHORITY AND TO OPPOSE LEGISLATION THAT WOULD ERODE OUR MUNICIPAL AUTHORITY. THAT'S KIND OF THE CATCH. ALL DOCUMENTS BULLET POINT THAT ALLOWS US TO MOVE NIMBLY AS THE SESSION GOES ON THROUGH THE MONTHS OF JANUARY , FEBRUARY, MARCH, APRIL AND MAY OF NEXT YEAR AS ITEMS GIVE FILED , THAT MAY NOT NECESSARILY BE CONTEMPLATED IN THE BODY OF THE DOCUMENT, BUT THAT WE KNOW WITHOUT A SHADOW OF DOUBT THAT WE WOULD SUPPORT OR OPPOSE IN THAT MANNER. THE SECOND IS IN RELATION TO FUNDING THAT WILL BE ADVOCATING FOR THAT'S A DIFFERENT THAN THE PREVIOUS LEGISLATIVE SESSION IN RELATION TO THE MCKINNEY NATIONAL AIRPORT. BOTH OF THESE ARE IN RELATION TO THE EAST SIDE DEVELOPMENT THAT'S BEING CONTEMPLATED RIGHT NOW BY THE COUNCIL AND THE 2023 BOND COMMITTEE. UM SPECIFICALLY THE EAST PARALLEL TAXI LANE THAT'S EAST OF THE RUNWAY, ■18 36, AND THEN THE AIRPORT ACCESS ROADWAY THAT GROWS NORTH SOUTH, GENERALLY NORTH OF FM 46. UM I HIGHLIGHT THOSE BECAUSE THOSE ARE ACTUAL ITEMS THAT WERE KNOCKING ON DOORS ASKING FOR FOLKS TO PUT IN REQUESTS FOR FUNDING, WHETHER IT BE FROM THE STATE TRANSPORTATION FUNDING THE STATE'S GENERAL FUND ACCOUNT OR ANYTHING ELSE THAT WE CAN GET. THOSE ARE LARGE LIFT ITEMS. I DON'T PROMISE ANYTHING. UM BUT THOSE ARE GOING TO BE INITIATIVES THAT WE'RE GONNA BE GOING AFTER DURING THE 88 LEGISLATIVE SESSION. I WANT TO HIGHLIGHT THAT WE'RE GONNA HAVE A NEW CAST OF CHARACTERS THAT REPRESENT THE CITY OF MCKINNEY HOUSE DISTRICT, 61, WHICH WAS PREVIOUSLY HELD BY THE HOUSE DISTRICT, 70. THAT'S REPRESENTATIVE SCOTT SANDFORD. HOUSE DISTRICT 66 67 89 ALL TOUCH MCKINNEY, WHETHER IT'S A LARGE PORTION OR JUST A LITTLE SLIVER. ON THE SENATE SIDE WILL HAVE AN ADDITIONAL SENATOR AND SENATE DISTRICT 30 AND THEN SENATE DISTRICT EIGHT. IT SAYS PRE DISSIDENT DISTRICT EIGHT. THAT'S JUST BECAUSE THE BOUNDARIES OF THAT SENATE DISTRICT HAVE CHANGED DRAMATICALLY, HOWEVER, UM, IT'S STILL THE SAME DISTRICT NUMBER THAT REPRESENTS MCKINNEY. THE REPRESENTATIVES THAT ARE IN PLACE NOW. AFTER NOVEMBER, 8TH WILL REACH OUT TO THOSE REPRESENTATIVES AND BITE THEM TO COME TO PROBABLY THIS ROOM AND JUST HEAR BRIEFING ABOUT THE RECOMMENDED PRIORITIES THAT THE COUNCIL SHOULD YOU SHOW SO ADAPT THIS EVENING JUST TO GIVE THEM A RUN OF THE RUNDOWN OF WHAT OUR PRIORITIES ARE. THESE ARE IMPORTANT DATES. SO THIS EVENING, THE COUNCIL HAVE THE ADOPTION OF THE PRIORITIES BEFORE IT ON THE REGULAR MEETING. ELECTION DAY ON THE EIGHTH OF NOVEMBER IS GOING TO KIND OF GIVE US A LITTLE WINDOW AND WHO WE'RE GOING TO BE WORKING WITH DURING THE SESSION NOVEMBER, 14TH WILL BE THE FIRST DAY THAT LEGISLATORS CAN FILE BILLS IN TEXAS SO WE'LL START TO LOOK AND COAL THROUGH WHAT IMPACT CITIES AND WHAT DOESN'T THEN NOVEMBER THROUGH JANUARY, WILL START THE MEETING WITH THE DELEGATION WITH ANY AGENCY STAFF THAT'S RELATED TO OUR PRIORITY DOCUMENT. AND THEN FINALLY EXCUSE ME. ON JANUARY 10TH. THE SESSION WILL BEGIN IN EARNEST.UM EVERY WEEK THEREAFTER WILL BE ENGAGED THERE IN AUSTIN BUILT. FILING DEADLINE IS MARCH 10TH.
AND THEN, UM, THE FIRST REGULAR SESSION WILL END ON MAY 29TH. IF THEY HAVE SESSIONS AFTER THAT, IT'S UNDER THE GOVERNMENT OR THE GOVERNOR'S PURVIEW TO CALL SPECIAL SESSIONS. BUT JUNE 18TH WOULD BE HIS FILING DEADLINE TO VETO ANYTHING THAT WAS FILED AND PASSED IN THE REGULAR SESSION.
SO THAT'S KIND OF THE FAST AND FURIOUS THROUGH NOT ONLY RECOMMENDED PRIORITIES, THE DATES AND THE CAST OF CHARACTERS THAT WE'RE GOING TO HAVE IN FRONT OF US DURING THE NEXT 88TH SESSION OF THE TEXAS LEGISLATURE , UM, I'M HAPPY TO ANSWER ANY QUESTIONS FILLING ANY GAPS.
