[Financial Report]
TIME, WE WILL GO TO REPORT ITEM 22-0997 REPORT CHANCE, MILLER. GOOD MORNING CHANCE. MILLER FINANCIAL COMPLIANCE MANAGER. AWESOME. SO THIS IS THE PRELIMINARY SEPTEMBER. THIS IS THE LAST MONTH OF OUR FISCAL YEAR. THIS IS MORE, I GUESS THE BETTER. WAY OF HELPING YOURS IS A GOOD OF THE CASH FLOW FOR THE MONTH SEPTEMBER BECAUSE THE NEXT 2 TO 3 MONTHS WILL BE MAKING JOURNAL ENTRIES TO THIS MONTH AS WE CLOSE OUT THE FISCAL YEAR SO OUR AUDITORS WILL COME AROUND DECEMBER AND I'LL BE ABLE TO PREVENT THE PRESENT YOU ALL THAT TIME. OUR FINAL SEPTEMBER YOU GIVE ME ALL YOUR OFFICIAL FUND BALANCED IN THE YEAR AND ALL THAT STUFF, BUT THIS IS AT LEAST[00:15:01]
A GOOD, UM, SNAPSHOT OF WHERE WE'RE AT RIGHT NOW. UM BUT JUST THEN FREE ALL KNOW EVERYTHING.WELL, A LOT OF THESE NUMBERS WILL CHANGE THEIR THESE NEXT FEW MONTHS. SO AS WE'RE GOING THROUGH REVENUES, UM LOOK INTO THAT TOP PART UP THERE. WE HAD 1.8 MILLION IN SALES TAX RECEIPTS. WE HAD 277,000 AND INTEREST INCOME. TOTAL WAS RIGHT AROUND 2.1 MILLION IN THE MONTH OF SEPTEMBER. WE'RE GOING DOWN TO EXPEND EXPENDITURES IN THE BOTTOM PART. UM OPERATIONS WE HAD AROUND 35,000. AND PROJECTS WE HAVE 577,000. I WILL NOTE AT THE BOTTOM PART. THE PART CONSTRUCTION FUND IS INCLUDED SHOULD WE CALL THAT PROJECTS AS WELL, BY THE WAY, WE ACCOUNT FOR IT IN THE NON DEPARTMENTAL, SO THAT'S 496,000 AS WELL. AND BUILDINGS AND STRUCTURES ALSO PROJECTS THAT 731,000 AT THE BOTTOM, SO YOUR TRUE NON DEPARTMENTAL IS MORE AROUND 55,000. SO YOUR TOTAL EXPENSES FOR THE MONTH OF SEPTEMBER WAS 1.9 MILLION, AND THIS IS A GOOD TIME TO LOOK AT THE YEAR TO DATE. ACTUALS HAS HIS LAST MONTH OF THE FISCAL YEAR. SO YOU CAN LOOK AT OUR TOTAL REVENUES FOR THE YEAR WAS 22.4 MILLION. THAT WILL CHANGE A LITTLE BIT. IT WILL BE PRETTY CLOSE TO THAT. OUR TOTAL EXPENSES WITH 16 MILLION. AND SO OUR NET INCREASE IN FUND BALANCE WAS 6.3 MILLION. AT THE VERY BOTTOM LEFT. THIS IS THE FIRST TIME I'VE MENTIONED THIS, BUT THIS IS WHERE WE KINDA PROJECT THE FUND BALANCE. AT THE BEGINNING OF THE YEAR, WE HAD A 61 MILLION FUND BALANCE, AND SO THE NET INCREASE OF SIX MILLION WILL BE AROUND 67 MILLION. IF I BALANCED IN THE YEAR THAT WILL LIKELY CHANGE A LITTLE BIT, BUT THAT'S STILL GOOD ESTIMATE AT THIS TIME TO GO OFF OF IF YOU WANT TO MOVE TO THE SALES TAX PAGE, UNLESS WE HAVE ANY QUESTIONS ON THIS PAGE BEFORE WE MOVE ON. ANY QUESTIONS? ALRIGHT ONE MORE OF THE SISTER CITY COMPARISON. YEAH. THERE WE GO. ALL RIGHT. SO THIS IS JULY COLLECTIONS. THIS IS THE MONEY WE RECEIVED IN SEPTEMBER FROM THE CONTROLLER. WE HAD A 16.4% INCREASE OVER LAST YEAR. ALAN HAD A 14.6% FRISCO HAD A 22.8% AND PLANO HAD 11.5% SO IF YOU'RE LOOKING AT OUR YEAR TO DATE MCKINNEY WE HAD 16.1% YOU KNOW, WE BUDGETED AROUND OUR ORIGINAL BUDGET WAS AROUND 6 TO 7. THAT'S NEARLY DOUBLE WHAT WE BUDGETED. UM AND YOU CAN KIND OF SEE HOW HER SISTER CITIES ARE DOING AS WELL. THIS IS THE FIRST MONTH ALAN PICKED PICKED UP TWO DOUBLE DIGIT DIGIT INCREASE. THEY HAVE BEEN AROUND TWO OR 3% A MONTH, SO IT'S GOOD TO SEE THEM START TO PICK UP AS WELL. UM AND THE FIRST GOES INCONSISTENT THAT 22. UM AND I'LL BE HAVING TO STAND FOR ANY QUESTIONS AT THIS TIME, AND THEN I'LL HAVE MORE INFORMATION WHEN I PRESENT THE FINAL FINANCIALS IN SEPTEMBER.
ARE THERE ANY QUESTIONS THE CHECKS AND ISSUED AND WERE ATTACHED. IN THE AGENDA THAT WAS SENT TO YOU. ARE THERE ANY QUESTIONS? THE REASON FOR ALAN GETTING A BUMP. DO THEY DO ANYTHING? NOTHING I MEAN, SO WHENEVER SOMETHING SHOWS UP LIKE THIS, I WILL HAVE TO RELY ON THEIR YEAR IN LIKE REPORTS. AND SO THEY'RE EVERY CITY AROUND HERE A YEAR ENDED SEPTEMBER 30TH . SO PROBABLY BE. NOVEMBER IS WHEN I START SEEING SOME ANNUAL REPORTS AND SHOULD GET MORE INFORMATION AT THAT TIME, BUT THE STUFF I SEE FROM MCKINNEY, I CAN'T SEE FOR THE OTHER SISTER CITIES. I'M ONLY ALLOWED TO SEE MCKINNEY SO I JUST HAD TO RELY ON HOPEFULLY THE OTHER SISTER CITIES PUT OUT THE INFORMATION WE PUT OUT THERE. AND I'LL BUILD TO SEE AT THAT TIME, BUT RIGHT NOW I HAVEN'T SEEN ANYTHING AND HOPEFULLY IN NOVEMBER, I'LL BE ABLE TO KIND OF COMMENT ON FRISCO BECAUSE I WANT TO KNOW WHY THEY'RE INCREASES HAVE BEEN, YOU KNOW, 20% PLUS AND, UM ALAN, WHILE THEY'VE BEEN LOWER THAN PLAY NOTES, KIND OF BEEN CONSISTENT AROUND THAT ROUND ABOUT WHERE WE'RE AT TWO, SO THANK YOU. THANK YOU. ITEM 22-0998 BOARD AND LASER REPORTS

UM I WILL JUST ALSO THE MCKINNEY YOUNG PROFESSIONAL CHEERS FOR CHARITY. I WAS A LITTLE DISAPPOINTED THAT I DIDN'T GET MY STEIN IN SEEMED LIKE MICHAEL JONES ABOUT EVERYBODY'S STEIN SO, BUT I THINK THEY REALLY DID WELL IN WHAT THEY RAISED SO SUPER EXCITED, AND ALSO WITH WHAT IS NOT ON HERE WASN'T REALLY A BOARD. UH, ACTIVITY. ATTENDED THIS NEWS OF SOFT OPENING THAT WAS PUT ON BY HUGS. IT WAS IN FRISCO. IT WAS AMAZING. UM OF COURSE, THE FOOD WAS REALLY GOOD[00:20:03]
AND WHAT THEY WERE DOING FOR OUR HELPERS IN OUR LEADERS IN AND HUGS WAS JUST AMAZING. EVERYONE WAS SO GRATEFUL. BUT THEY MADE MAYOR FULL OF SIT ON THE GROUND OUTSIDE SO. HE HAD TO SIT ON THE GROUND. AND BUT HE WAS VERY HE WAS OKAY WITH THAT. UM AND I ALSO ASKED MARY FULL OF WHAT WE HAVE TO DO TO GET ONE OF THESE IN MCKINNEY BECAUSE IT WAS REALLY GOOD, BUT I JUST WANT TO SAY KUDOS TO HER UGGS AND SNOOZE FOR WHAT THEY'RE DOING IN THE COMMUNITY AND FOR OUR VERY SPECIAL HELPERS AND WITH HUGS ANYONE WANT TO PROVIDE. I KNOW A LOT OF OTHER BOARD MEMBERS ATTENDED DIFFERENT EVENTS. I'LL START HERE. VERY PLEASED TO HAVE GONE TO THE MAIN GATE GALA. IT WAS A LOVELY AFFAIR. COMPLETE TRANSFORMATION OF THE HORSE BARN . UM I ASSUME THAT THEY RAISED QUITE A BIT OF MONEY FOR THEIR OPERATIONS, OF COURSE, VERY SPECIAL OPERATIONS FOR THE COMMUNITY AND JUST A PLEASURE TO REPRESENT CDC THERE AND BE A PART OF IT. YEAH TWO ATTENDED MAIN GATE BUT ALSO I ATTENDED THE ROOTS RIBBON CUTTING AND IF YOU HAVEN'T BEEN THERE, YOU NEED TO GO CHECK IT OUT. BECAUSE THEY HAD GREENHOUSE IS GONNA BE ABSOLUTELY AMAZING. I WAS BLOWN AWAY BY THEM, SAYING THAT WANTS TO GET UP AND RUNNING ON THE HYDROPONICS THAT THAT ONE GREENHOUSE IS GOING TO PRODUCE BETWEEN 30 AND 40,000 HEADS OF LETTUCE A YEAR AND TAKES FROM SEA TO THE TIME THEY HARVESTED. IT'S SIX WEEKS JUST ABSOLUTELY AMAZING WHAT THEY'RE DOING OUT THERE. MR KELLY. COMMUTERS TO YOU, SIR. ON YOUR AUCTION. UH, I M SEEING IT WAS FANTASTIC. THANK YOU. UM I'LL JUST ADD SOME CONTEXT OF WHAT HE'S TALKING ABOUT. THE COMMUNITY HEALTH CLINIC HAD A GALA, WHICH WE SPONSORED AND, UM A NUMBER OF YOU. A LOT OF THE BOARD WAS THERE, AND I APPRECIATE THAT BECAUSE MY WIFE IS ON THE BOARD OF CHC AND BOB THOMAS AND I WERE THE LIVE AUCTIONEERS FOR THE EVENING. ACTUALLY, I WAS JUST BOBS HYPE, MAN. BOB WAS THE AUCTIONEER AND I WAS JUST THERE TO HYPE UP THE CROWD. SO, UM, IT WAS A GOOD NIGHT FOR CHC AND A GOOD NIGHT FOR M C, D. C ALL ATTENDING AND I APPRECIATE YOU BEING THERE. AND I JUST LIKE TO GIVE A SHOUT OUT TO LINDA FOR KEEPING US ALL UPDATED ON. YOU KNOW THE WAY THAT SHE ORGANIZES COMING EVENTS, LETTING US KNOW WHAT'S HAPPENING, SO IT GIVES EACH OF US AN OPPORTUNITY TO BE OUT MAY MANAGING ALL OF THE GALA SEAT. SO, LINDA THANK YOU, I THINK FOR ME HIGHLIGHTS, IN ADDITION TO ALL THE WONDERFUL NOT FOR PROFIT THINGS THAT WE'VE HAD THE OPPORTUNITY TO PARTICIPATE IN. WERE SOME OF THE RIBBON CUTTINGS, THE CHILDREN'S ADVOCACY CENTER WAS JUST SO WELL ATTENDED, SAID AND A BEAUTIFUL DAY THAT IS SUCH AN ASSET TO FAMILIES AND CHILDREN IN OUR COMMUNITY. UM ALSO LAST WEEK, I ATTENDED THE RIBBON CUTTING FOR INDEPENDENT FINANCIAL UM, AND TO SEE WORLD CLASS ART COMING INTO OUR CITY AND WHAT'S HAPPENING? THERE WAS JUST AMAZING FOR ANY OF YOU THAT HAVEN'T HAD A CHANCE TO WALK THROUGH THOSE BUILDINGS. PLEASE, UM SEE SOME AMAZING CONTEMPORARY TEXAS ARTISTS IN IN THOSE BUILDINGS AND TO SEE DAVID CYRIL'S COME IN THE ARTIST FOR THAT WONDERFUL SCULPTURE FOR ME, UM IT WAS WONDERFUL. SO THANK YOU. EVERYTHING ELSE TODAY. NO I WE'VE JUST GOT A LOT GOING ON, AND WE'RE ALL OUT IN THE COMMUNITY DOING ALL KINDS OF DIFFERENT THINGS. YOU YOU NAMED A 10 DIFFERENT EVENTS. I WAS ONLY ABOUT AT ABOUT FOUR OF THEM , BUT WE ARE ALL SPLITTING THEM UP AND BEING OUT THERE, AND IT'S AWESOME TO SEE EVERYBODY. GOING BEYOND JUST THIS MEETING. NOPE. THAT'S ALL I HAVE. NO OKAY. ALL SET IT OFF. NEVER YEAH. ALL THE SENTIMENTS OF EVERYONE. THE EVENTS HAVE BEEN AMAZING TO ATTENDED THE CHILDREN'S ADVOCACY . FOR ME. IT WAS QUITE AN EXPERIENCE TO GO BEHIND THE SCENES. UM, TO GO INTO THE DIFFERENT ROOMS WHERE MAYBE THE CHILDREN ARE AND KIND OF EXPERIENCE WHAT THEY MAY GO THROUGH AND TO SEE COMMUNITY MEMBERS PULLED TOGETHER FROM DONORS. AND OF COURSE, THE APPRECIATION THERE WAS EXPRESSED TOWARD M C, D. C AND OUR DONATION SO WONDERFUL USE OF TAX DOLLARS VERY PROUD AND APPRECIATIVE TO BE A PART OF THAT EFFORT. INDEPENDENT BANK RIBBON CUTTING AWESOME EVENT, UM, TO SEE THE DIFFERENT COMMUNITY MEMBERS COME TOGETHER TO HEAR THE HUMBLE BEGINNINGS OF HOW INDEPENDENT FINANCIAL BEGAN . WHAT A BLESSING. WHAT AN EXPERIENCE SO GLAD TO BE SERVING. AWESOME. THANK YOU ALL FOR AGAIN GOING ABOVE AND BEYOND[00:25:03]
JUST THESE MEETINGS AND SERVING IN THE COMMUNITY WE JUST ASKED SO APPRECIATED. AND I KNOW CINDY AND LINDA AND, OF COURSE, MAYOR FULLER ALSO APPRECIATE WHAT WE DO BEYOND THESE MEETINGS. SO THANK YOU SO MUCH AT THIS TIME, A CITY SYRIA, MCKINNEY THE MANAGER WORMS. GOOD MORNING. MY NAME IS PAUL GRIMES CITY MANAGER. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT, MEMBERS OF THE BOARD MEMBERS, OR I SHOULD SAY NEW OFFICERS ELECT LOOK FORWARD TO CONTINUED COLLABORATION ON A NUMBER OF THINGS. HERE YOU JUST IN THEME WITH WHAT YOU ALREADY SAYING.THERE'S A LOT OF THINGS HAPPENING. UM LAST NIGHT, RIGHT HERE IN THIS ROOM. WE HAD OUR SECOND OF THREE SCHEDULED. WE MAY NEED 1/4. WE'LL SEE. BUT FOR THE AIRPORT BOND COMMITTEE, WE HAD EACH ONE OF THOSE MEETINGS. THE FIRST ONE WAS ON OCTOBER 12TH. THE SECOND ONE WAS LAST NIGHT. OCTOBER 26. THEN WE HAVE ANOTHER ONE SCHEDULED FOR NOVEMBER. 9TH. WE'VE GOT ABOUT 40 PEOPLE FROM NOT ONLY THE COMMUNITY BUT AROUND THE REGION TO TALK ABOUT AND LEARN ABOUT THE AIRPORT PASSENGER SERVICE TERMINAL CONCEPT. UM AND SOME OF THE DETAILS. SO LAST NIGHT SPECIFICALLY, WE TALKED ABOUT OUR DEBT CAPACITY. WE HAD OUR BOND COUNCIL HERE. WE HAD OUR FINANCIAL ADVISOR HERE, AND STAFF TALKED ABOUT CITIES DEBT CAPACITY, TALKED ABOUT GUIDELINES FOR WHAT CITIES CAN AND CAN'T DO WHEN IT COMES TO A BOND ELECTION. WHO CAN SAY WHAT AND WHEN. AND HOW SO TO SPEAK. WE HAD SOME DISCUSSION ON OUR ECONOMIC IMPACT STUDY THAT INFORMATION WAS PRESENTED, AND THEN WE HAD SOME BREAKOUT SESSIONS WHERE THERE ARE FIVE DIFFERENT BREAKOUT SUBCOMMITTEES , AND THEY EACH KIND OF FOCUS ON THAT SUBJECT MATTER AREA. WE HAVE A LOT OF INFORMATION. UM AGAIN. THAT'S THE THIRD MEETING IS SCHEDULED FOR NOVEMBER 9TH, BUT WE CONTINUE TO MOVE FORWARD. THE IMPACT THE INTENT OF THIS IS TO GET SORT OF THE BOND COMMITTEE TO THEN WAY IN TO THE CITY COUNCIL BY FEBRUARY IN THE COUNCIL WILL CONSIDER WHETHER TO CALL AN ELECTION FOR MAY OF 2023. FOR FUNDS BONDING ISSUING DEBT TO CONSTRUCT A NEW PASSENGER SERVICE TERMINAL. SO THE COUNCIL THAT IS A DATA POINT PRETTY IMPORTANT ONE. BUT THERE ARE A NUMBER OF OTHER DATA POINTS THE COUNCIL AWAY AND CONSIDER AS WELL IN THAT PROCESS. ON OTHER MATTERS. WE ALSO HAD A LITTLE EVENT ON MONDAY. RAIN OR NOT. WE HAD A GROUNDBREAKING CEREMONY FOR OUR NEW CITY HALL. SO THE AREA AROUND THE FLOUR MILL THAT DISTRICT AROUND THE FLOUR MILL CONTINUES TO TRANSFORM. WE ALL KNOW ABOUT THE TOPS. YOU ALL ARE VERY INTIMATELY FAMILIAR WITH THE TUBS PROJECT ON THE SOUTH SIDE OF THE FLOUR MILL ON THE NORTH SIDE FACING THE SILOS, OF COURSE, WILL BE THE SITE OF THE NEW CITY HALL PROJECT IS OFFICIALLY UNDERWAY. 24 TO 26 MONTH CONSTRUCTION CYCLE. AND WE MOVE FORWARD WITH THAT. AND THE OTHER THING. I'D BE REMISS IF I DIDN'T POINT OUT AS WELL. IT'S NOT THE CITY IMMEDIATELY OR OR SPECIFICALLY, IT IS CERTAINLY RELATED TO US, AND THAT IS A BOARD MEMBER. KELLY'S WORKS WITH WATER DISTRICT, THE WATER DISTRICT HELD A RIBBON CUTTING FOR THE KICK OFF THE LAUNCHING OF THE NEW RESERVOIR THE DARK LAKE A COUPLE OF WEEKS AGO. THAT IS A MAJOR NEW WATER SOURCE FOR THIS GROWING REGION AND THE WATER DISTRICT. WE ARE A MEMBER OF FOUNDING MEMBER COMMUNITY OF THE NORTH TEXAS MUNICIPAL WATER DISTRICT. SO WE WERE THERE FOR THE MCKINNEY AND OTHER COMMUNITIES FROM THE VERY BEGINNING WHEN THE WATER DISTRICT WAS CREATED IN THE 19 FIFTIES AS A TO ENSURE AT THE TIME IT WAS TO REALLY ENSURE AGAINST DROUGHT, AND NOW IT'S JUST MAKE SURE WE HAVE WATER. UM AND OBVIOUSLY, THE IMPACT OF INSURANCE AGAINST PROTECTING AGAINST DROUGHT. SO THAT'S VERY EXCITING. NOT EVERYTHING WE DO, THOUGH, IS ALL ABOUT JUST RIBBON CUTTING AND WE HAVE TO PROBLEM SOLVE, AND SOMETIMES WE HAVE PROJECTS THAT RUN AGROUND OR RUN SORT OF IN INTO SOME CHOPPY WATERS. WE HAVE TO FIGURE OUT A WAY TO FIX THOSE OR MAKE THEM CONTINUE TO COME TO FRUITION OR SOMETIMES YOU SHED THEM. BUT IN THIS CASE, I'M SPEAKING ABOUT THE FBO TERMINAL AT THE AIRPORT. AS YOU KNOW, WE'VE HAD A COUPLE OF CONTRACTORS THAT RAN INTO SOME TROUBLE. THEY WENT BANKRUPT OR THEY HAD SOME ISSUES AND THEY HAD TO STOP CONSTRUCTION. SO WE HAVE THE GOOD NEWS FOR THE CITIES WERE PROTECTED. WE HAD PERFORMANCE BOND THAT THE CONTRACTOR WAS REQUIRED TO HAVE. THAT'S WHAT WE DO THAT WE REQUIRE THESE THINGS TO PROTECT THE INTERESTS OF THE COMMUNITY. AND WHILE IT TAKES LONGER TO GET THE PROJECT COMPLETED AS A RESULT OF HAVING TO SORT OF SORT THROUGH ALL OF THESE LEGAL ISSUES. GOOD NEWS FOR THE TAXPAYERS IS THAT WE ARE PROTECTED. THE CONTRACTOR HAS BEEN SELECTED AND WE ANTICIPATE THAT THAT WORK WILL RESUME VERY SHORTLY WITH CROSSLAND CONSTRUCTION SORT OF SERVING AS THE CONSTRUCTION MANAGER. THEY'RE VERY GOOD FIRM. WE HAVE NO CONCERNS ABOUT THEM RUNNING INTO FINANCIAL TROUBLE IN THAT AIRPORT. FBO TERMINALS SHOULD BE DONE. IT WAS ALREADY ABOUT 85% COMPLETE, SO IT WA COMPLETION. THEY JUST STARTED. IT'S MAINLY PUTTING FLOORING IN AND SOME OTHER THINGS THAT HAVE TO BE DONE. BUT THAT PROJECT WAS WILL BEGIN WILL RESUME ITS ITS PATH TOWARD COMPLETION, AND THAT SHOULD BE DONE SOON, SO WE'LL BE LOOKING FORWARD TO THAT RIBBON
[00:30:06]
CUTTING THAT ONE WILL BE EXTRA SPECIAL, PERHAPS STAND FOR ANY QUESTIONS. AGAIN RAIN OR SHINE.WE WERE OUT THERE FOR THE GROUNDBREAKING. THANK YOU FOR ALL THE GREAT WORK THAT YOUR TEAM, UM YOU KNOW IT'S DOING AND SO JUST WE APPRECIATE YOU. THANK YOU. MAYOR FULLER FOR YOU KNOW, BEING THE STAPLE TO KEEP THAT GOING AND BEING PERSISTENT THAT THIS HAPPENED, SO THANK YOU SO MUCH. WE'RE EXCITED. THANK YOU. THAT WE HAVE VISIT MCKINNEY, ERIN. THANK YOU, MADAM. CHAIR MADAM PRESIDENT, MEMBERS OF THE BOARD ERIN WARNER, EXECUTIVE DIRECTOR OF VISIT MCKINNEY EXCITED TO BE HERE WITH YOU THIS MORNING AND ALSO LISTENING TO YOU TALK ABOUT ALL THE DIFFERENT EVENTS AND THINGS THAT YOU EXPERIENCED OVER THE LAST WEEK OR TWO. HERE IN MCKINNEY THIS SEASON IS REALLY OUR TIME TO SHINE AS A COMMUNITY. IT'S THE MOST BEAUTIFUL TIME TO COME AND EXPERIENCE WHAT WE HAVE TO OFFER , AND EVERY WEEK IS PACKED. ALMOST EXACTLY HOW YOU JUST EXPLAINED IT. ONE OF THE THINGS I'M PROUD THAT OUR TEAM PUTS TOGETHER IS THE WEEKEND UPDATE.
HEY IF YOU DON'T SUBSCRIBE TO THAT I ENCOURAGE YOU TO SUBSCRIBE TO THAT THROUGH OUR WEBSITE EVERY WEEK. IT'S ALL THE EVENTS THAT ARE HAPPENING THROUGHOUT THE COMMUNITY, AS WELL AS PARTNER EVENTS THAT HAPPENED AT TUBS AND OTHER VENUES LIKE THAT, SO THAT MIGHT HELP YOU AND STAY UP TO DATE ON THINGS THAT YOU MIGHT NOT EVEN KNOW OR OR HAPPENING AROUND TOWN. UM LAST WEEK AT THE MEETING, I SHARED A PIECE OF INFORMATION FROM A CONVERSATION I HAD WITH ONE OF OUR LOCAL HOTELIERS. AND THIS WAS REGARDING AN RFP THAT WAS LOST FOR THIS COMING YEAR WITH LOCAL CORPORATE CLIENT THAT WAS THAT HAD TYPICALLY BROUGHT THEIR HOTEL BUSINESS AND THEIR TRAINING AND ALL OF THAT BUSINESS TO ONE OF OUR LOCAL PROPERTIES. UM THAT PIECE OF BUSINESS THAT WAS LOST FOR 11 YEAR THROUGH AN RFP PROCESS IS A LOSS OF ABOUT A HALF A MILLION DOLLARS IN REVENUE FOR OUR HOTEL PROPERTY BETWEEN THE ROOM NIGHTS AND THE FOOD AND BEVERAGE THAT COMES ALONG WITH ALL THE TRAINING AND ACTIVITIES. AND SO THE HOTEL GOT ON THE PHONE WITH ME, GM AND DIRECTOR OF SALES AND THEY INFORMED ME ABOUT THE THIS CONVERSATION. WE WEREN'T INVOLVED. AND PRIOR TO THAT, THAT WAS THE FIRST TIME I HAD HEARD ABOUT IT. BUT AS A NEW DIRECTOR, AS I HAVE FRESH EYES ON ON OUR WHAT WE HAVE HERE IN THE COMMUNITY. IT WAS AN EYE OPENING OPPORTUNITY FOR ME TO TAKE A STEP BACK AND THINK ABOUT, UM OUR ROLE AS VISIT MCKINNEY. BUT EVEN BACK TO THAT QUOTE THAT I SHARED, I THINK AT OUR LAST MEETING WITH YOU GUYS HOW I MIGHT BE ONE OF THE LEADING VOICES TALKING ABOUT TOURISM, BUT AT THE SAME TIME I CAN'T DO THIS WITHOUT ALL OF OUR PARTNERS, AND, UM AND SO AFTER THAT MEETING, WE HAVE HAD SOME REALLY GREAT CONVERSATIONS WITH R E D C PARTNERS ON SOME DIFFERENT IDEAS THAT WE HAVE TO GET AROUND TO OUR LOCAL CORPORATE, UM COMPANIES AND HAVE SOME GOOD CONVERSATIONS ABOUT HOW WHEN YOU KNOW, WE TALK HERE ABOUT SPENT HERE AND IT STAYS HERE IN THE SAME VEIN WHEN YOU WHEN YOU STAY OR ARE WHEN YOU STAY HERE PHYSICALLY WITH YOUR TRAININGS, AND ALL OF THAT, THE IMPACT THAT HAS ON THE COMMUNITY AND AGAIN THAT HALF A MILLION DOLLAR REVENUE WAS DIRECTLY WITH THE HOOK. TELL THAT DOESN'T INCLUDE ALL THE SALES TAX DOLLARS THAT THOSE PEOPLE WOULD SPEND OUTSIDE OF THEIR TRAININGS AND STUFF IN THE TOWN, AND THAT'S JUST ONE CORPORATE CLIENTS. SO A LOT OF RELATIONSHIPS. I SEE FOR ME TO GET OUT IN THE COMMUNITY AND BUILD AND AGAIN. I'LL DO THAT WITH THE HELP OF E, D. C AND C D C NEXT TO ME, BUT AND WHILE I HATED TO HEAR IT, IT DID GIVE ME SOME IDEAS FOR SOME INNOVATIVE THINGS WE CAN DO AS A GROUP, AND I HOPE THAT OVER THE NEXT YEAR AND BEYOND, WE CAN WE CAN HELP WITH WITH SOME NEW PROGRAMS THAT WE HAVEN'T DONE BEFORE. AND TO HELP WITH THAT CONVERSATION. THE OTHER THING I WANNA PUT ON YOUR RADAR IS A DIVISION TWO FOOTBALL CHAMPIONSHIP. IT'S CRAZY THAT THAT'S COMING REALLY TO RIGHT AROUND THE CORNER. WE'RE PLANNING THAT WITH OUR COMMITTEE . IT'S GOING TO BE DECEMBER 17TH 2022. IT IS GOING TO BE A DAYTIME GAME THIS YEAR LAST YEAR , I BELIEVE IT WAS A NIGHTTIME GAME. IT WAS VERY COLD. AND SO MAYBE THE SUNSHINE WILL KEEP IT A LITTLE BIT WARMER FOR THAT GAME, BUT WE'LL CONTINUE TO SHARE THAT MESSAGE OUT. THIS IS REALLY JUST YOUR FIRST KIND. TO SAVE THE DAY. WE WON'T KNOW WHO'S PLAYING UNTIL THE WEEK BEFORE, SO THAT'S ALWAYS A FUN CHALLENGE TO PULL ALL THAT TOGETHER, BUT WE'LL WELCOME THEM INTO MCKINNEY AND WE'LL GIVE THEM A GREAT SHOW AND FOR A LOT OF THESE TEAMS IN DIVISION TWO WHEN THEY PLAY IN THE MSD STADIUM, IT'S LIKE PLAYING THE SUPER BOWL BECAUSE OF YOU KNOW THE FACILITY THERE IN SO IT'S KIND OF FUN TO WATCH THEIR FACES LIGHT UP. LAST THING WE'RE WORKING WITH THE BYRON STAFF ALREADY FOR NEXT YEAR, WHEN IT COMES TO ROOM BLOCKS FOR THEIR STAFF, AND FOR THE PLAYERS OF THE EVENTS, AND IF YOU DON'T KNOW THERE'S GOING TO BE THE A.
[00:35:02]
C N S AND FRISCO THAT SAME WEEK , AND SO WHAT THAT DID, THOUGH, IS THAT PUSHED ALL OF THE ROOM BLOCKS TO MCKINNEY HOTELS, SO I CAN'T SAY THAT I'M VERY UPSET ABOUT THAT. IT'S NO. WE'RE MOVING ALL THAT BUSINESS HERE. AND UH AND WE WORKED REALLY, REALLY CLOSELY WITH OUR WITH THE SALESMANSHIP CLUB AND THE BYRON STAFF TO MAKE SURE THAT THEY GOT WHAT THEY NEEDED WITH THOSE HOTEL PROPERTIES. SO, UM, AGAIN , I KNOW THERE'S A LOT OF OTHER WORK HAPPENING ON THE BUYER AND ALREADY IT IT GOES FULL CIRCLE, BUT WE'RE EXCITED TO BRING THAT HERE AGAIN. SO THAT'S ALL I'VE GOT. ON THE FIRST COMING YOU MADE. IS THERE ANY OPPORTUNITY OF SALVAGING, BUT THAT ENTITY AT A LATER DATE TO COME BACK OR SO THE TYPICALLY THOSE ARE ONE YEAR RFP S. AND SO WE MAY NOT BE ABLE TO SALVAGE THE ONE THAT THEY'VE ALREADY SIGNED. THERE ARE SPECIFIC REASONS WHY THEY WANTED TO TAKE THEIR BUSINESS SOMEWHERE ELSE. AND THAT'S WHERE WE AS A GROUP HAVE TO KIND OF GET A LITTLE INNOVATIVE TO FIND A SOLUTION AROUND THAT HURDLE IS THE SAME. IT'S THE SAME HURDLE THAT OTHERS FACE WHEN THEY'RE CONSIDERING WHERE WHETHER THEY WANT TO KEEP THEIR BUSINESS HERE OR, UM, YOU KNOW, HYPOTHETICALLY , TAKE IT SOMEWHERE LIKE LEGACY WEST THAT THAT HAS A LOT OF WALK ABILITY AND RESTAURANTS AND THINGS LIKE THAT FOR THEIR ATTENDEES TO EXPERIENCE RIGHT OUTSIDE OF A HOTEL PROPERTY. UM SO AND THAT'S WHERE I'M WORKING ON RIGHT NOW. BUT AGAIN, THEY'RE NOT THE ONLY LOCAL CORPORATE CLIENT THAT DOESN'T BRING THAT BUSINESS TO MCKINNEY. UM SO THAT'S WHERE I AM EXCITED TO WORK THROUGH THE RELATIONSHIPS AND JUST HAVE SOME REALLY GOOD CONVERSATIONS ABOUT HOW WE MIGHT BE ABLE TO PROVIDE SOME ASSISTANCE TO KEEP THAT HERE.THANK YOU. ANY OTHER QUESTIONS OF QUESTION? COULD YOU GIVE SOME EXAMPLES OF THE INNOVATIONS OR THE WAYS YOU'RE THINKING ABOUT BEING MORE PROACTIVE? ABSOLUTELY SO THERE'S A THERE'S A PROGRAM CALLED A GAP PROGRAM AND THE SEVERAL CVS HAVE PLANO AS AS AN EXAMPLE. THIS IS A SIMILAR TO LIKE GRANTS OR THINGS LIKE THAT . THE GAP PROGRAM PROGRAM IS ACTUALLY AVAILABLE TO THE HOTELIERS. AND SO WHEN THEY'RE GOING THROUGH AN RFP PROCESS, AND THEY HAVE SOMEONE BASICALLY A FISH ON THE LINE, BUT THEY NEED A LITTLE HELP GETTING IT TO FINALIZE. THEY CAN APPLY FOR FUNDS THROUGH A GAP PROGRAM. THERE'S A THERE'S A THERE'S A CALCULATOR ESSENTIALLY ON THERE . IT'S HOW MANY ROOM NIGHTS WITH THE RATE IS, AND IT SPITS OUT A NUMBER OF HOW MUCH ASSISTANCE THEY WOULD QUALIFY FOR. IT'S A REIMBURSEMENT. SO IF YOU SAY YOU'RE GOING TO HAVE 200 ROOM NIGHTS WE END UP WITH 115 YOU GET PAID FOR WHAT YOU ACTUALLY BRING TO THE CITY, AND SO IT IS A REIMBURSEMENT PROGRAM. BUT AGAIN, THOSE FUNDS CAN BE USED FOR THINGS LIKE TRANSPORTATION.
IT COULD BE USED TO HELP ALLEVIATE COST FOR, LIKE FOOD AND BEVERAGE FOR BREAKOUT SESSION OR WHATEVER IT MIGHT BE FOR A TRAINING. UM AND SO THOSE ARE THOSE ARE JUST LITTLE THINGS THAT THAT THE HOTEL CAN THEN USE ON ON THE BACK END OF THE SALES PROCESS TO TRY TO KEEP THAT BUSINESS HERE. UM ALSO TALKING WITH THE D. C WE HAVEN'T GOTTEN INTO A LOT OF DETAILS, BUT WITH LOCAL MCKINNEY CLIENTS, I THINK THAT THERE MAY BE SOME OTHER WAYS THAT THROUGH THEIR PROCESS , WE MIGHT BE ABLE TO HELP KEEP THAT BUSINESS HERE. SO WE'RE WORKING THROUGH THAT AS WELL.
BUT GAP PROGRAM WOULD BE THROUGH THE CBB. WHERE IS THE MONEY FOR THE GAP PROGRAM COMPANY WOULD HAVE TO COME THROUGH OUR BUDGET , SO WE DO HAVE GRANTS THAT WE CURRENTLY DO YOU AND THEN WE WOULD HAVE TO UTILIZE ANOTHER SOURCE IN OUR BUDGET TO CREATE LIKE AN OFFICIAL GAP PROGRAM. SO WE'RE WORKING THROUGH THAT AS WELL AND WE HAVE A LITTLE BIT OF FUNDS TODAY THAT THAT WE COULD UTILIZE IF THERE IF WE HAD KNOWN IN ADVANCE THAT THIS WAS A HURDLE, WE COULD HAVE POTENTIALLY UH, DIPPED INTO THE TO PLAY A ROLE IN IT. BUT WORKING ON MAKING SURE THAT THAT WE KNOW AHEAD OF TIME SO THAT WE CAN ASSIST IF AT ALL POSSIBLE, UM AND ALSO HAD THESE ASSISTANCE THINGS AVAILABLE TO OUR PROPERTIES. YEAH. THANK YOU HERE. THANK YOU. I M M E, UH, ECONOMIC DEVELOPMENT CORPORATION IS NOT HERE. BUT THE REPORT IS ATTACHED IS ATTACHED TO THE AGENDA THAT WAS SENT TO YOU. MAIN STREET IMPACT, ANDREW. GOOD MORNING. THANK YOU, MADAM CHAIR CDC BOARD. IT'S A PLEASURE TO BE HERE THIS MORNING. WE'VE HAD A BUSY MONTH. A SINCE WE WRAPPED UP, OCTOBERFEST. WE WENT RIGHT INTO A CIRCUS THAT CAME DOWNTOWN WAS A WILD WEST THEME. IT WAS A REALLY UNIQUE EXPERIENCE. WE HAD LOTS OF SOLD OUT SHOWS WE MORE THAN DOUBLED THE MANAGE SHOWS SO WE DIDN'T QUITE SELL OUT ALL OF THEM. BUT YOU KNOW IT'S A LOT OF GROWTH FOR US. AND YOU KNOW THESE SORT OF EVENTS ARE AWESOME. THEY ADD A LOT TO OUR CULTURAL DISTRICT. UM THIS UPCOMING WEEKEND. WE HAVE THE SPECTACULAR BEER WALK, WHICH IS ALWAYS A FUN ONE. UM AND THEN WE ARE KNEE DEEP IN PLANNING FOR THE HOLIDAYS. WE HAVE LOTS OF DIFFERENT THINGS. WE HAVE ANNUAL HOLIDAY CAMPAIGN THAT WE PUT ON FOR SHOPPING AND DINING AND ENJOYING THE HOLIDAYS AND DOWNTOWN. WE ALSO HAVE THE TREE ARRIVING ON NOVEMBER 15TH. AND THEN NOVEMBER 25TH OR 27TH. WE
[00:40:04]
START WE KICK OFF HOME FOR THE HOLIDAYS. WE HAVE THE TREE LIGHTING ON THE 25TH IS ALWAYS AND 26 IS SMALL BUSINESS SATURDAY, SO IT'S A REALLY IMPORTANT THING FOR OUR DISTRICT . IF YOU DON'T KNOW DOWNTOWN, MCKINNEY IS HOME TO ONE OF THE LARGEST CONCENTRATIONS THE SMALL BUSINESSES IN THE STATE OF TEXAS SOMETHING WE'RE REALLY PROUD OF. AND, UM YOU KNOW TODAY WHERE WE COUNT ABOUT 180 SMALL BUSINESSES IN DOWNTOWN. UM AND THEN FOR IMPACT. NOVEMBER 4TH, WE HAVE JASMINE GIN WITH A NIGHT OF INSPIRATIONAL JAZZ. THAT'S A PHENOMENAL SHOW. IF YOU HAVE A CHANCE TO GO SEE THAT AND THEN NOVEMBER 5TH THE BLUEGRASS. UM SATURDAY NIGHT, THAT'S AWESOME SHOW AS WELL. SO UM LOTS OF FUN THINGS, BUT WE'RE MORE THAN HAPPY TO KIND OF KEEP THE ACTIVITIES ALIVE AND YOU KNOW, DOWNTOWN DURING THE HOLIDAYS IS ONE OF MY FAVORITE THINGS. SO IF YOU HAVE A CHANCE TO COME OUT AND VISIT, THERE'S LOTS OF DIFFERENT ACTIVITIES AND EVERYBODY'S GEARING UP WITH THEIR HOLIDAY SHOPPING AND THE WINDOWS LOOK AMAZING. SO THANK YOU ANY QUESTIONS? I'LL COMMENT . LAST YEAR, I ATTENDED THE JASMINE GENT EVENT TO COLLECTIVE ARTS, AND IT WAS JUST REALLY AMAZING. AND I KNOW ALREADY THEY EXCEEDED THEIR SALES FROM LAST YEAR, BUT ALSO THE PIECE THAT I LIKE IS THAT SHE IS ALSO COMING IN AND WORKING WITH THE SCHOOL DISTRICT IS WORKING WITH DR MCDANIELS IN THE SCHOOL DISTRICT TWO PROVIDE TO WORK WITH THE STUDENTS, SO SHE'S COMING IN A LITTLE EARLY TO DO SOME OF THE TRAINING, SO I WOULD JUST ENCOURAGE ANYONE THAT HASN'T BEEN TO THAT EVENT TO DEFINITELY GO TO SUPPORT IT, BECAUSE I THINK IT IS DEFINITELY GONNA BE A STAPLE THAT WE HAVE IN OUR COMMUNITY, AND I THINK IT WAS JUST A REALLY AWESOME SHOW LAST YEAR, SO THANK YOU FOR THE PARTNERSHIP. THAT YOU'RE DOING WITH THAT ENTITY. I JUST WANTED TO COMMENT THAT, UM MY ENTIRE FAMILY CAME TO SEE US LAST WEEKEND ALL AT ONCE. AND, UM WELL, THAT WASN'T EXCITING ENOUGH. THEY ALL WANTED TO GO DOWNTOWN. AND SO I TOLD HIM ABOUT THE CIRCUS. WE DIDN'T GO TO THE CIRCUS BECAUSE I DON'T KNOW IF THEY WOULD ENJOY IT, LIKE THE LITTLE KIDS WOULD, BUT , UM, I HAVE, AND I'VE BEEN TO DOWNTOWN A LOT DURING DIFFERENT EVENTS, BUT, UM, IT WAS IT WAS AMAZING THAT JUST A RANDOM WEEKEND IN OCTOBER A LITTLE BITTY CIRCUS AND WE WERE, YOU KNOW, STANDING IN LINE AT STORES , UM, TRYING TO AND WE ONLY GOT THROUGH HALF OF DOWNTOWN. AS MY SISTER SAID, I ONLY GOT THROUGH HALF OF IT, SO SHE'S GOT TO COME BACK TO GET TO THE NEXT HALF OF DOWNTOWN. BUT AGAIN, JUST THE AMAZING WORK THAT YOU ALL DO. UM YOU KNOW, THROUGH THROUGH, UM, DOWNTOWN AND THROUGH VISIT MCKINNEY JUST GETTING PEOPLE TO SEE WHAT WE HAVE TO OFFER IS AMAZING. AND I THERE'S NO QUESTION THAT IT'S JUST TO SAY ONCE AGAIN. HOW HOW QUAINT AND WONDERFUL AND IT. YOU KNOW, THAT'S THE FIRST THING THAT MY FAMILY SAYS LET'S JUST GO DOWNTOWN AND SAID WE'LL GO DOWNTOWN. DON'T WORRY, SO AND WE CONTRIBUTED TO THE ECONOMY, TOO. THAT'S ALWAYS APPRECIATED.COULDN'T GET ENOUGH. WE COULDN'T GET A RESERVATION AT LAYERED AND THEN YOU KNOW WE WERE TRYING TO.
I MEAN, ALL THESE THINGS WERE HAPPENING, BUT IT WAS REALLY EXCITING TO SEE THAT MUCH HAPPENING DURING WHAT WAS, YOU KNOW NOT NOT A LOT HAPPENING. THAT PARTICULAR WEEKEND. GREAT.
THANK YOU. IS THERE ANYTHING YOU CAN SHARE WITH US ABOUT OCTOBERFEST RESULTS? YEAH AND YEAH, SO, OCTOBERFEST, WE HAD A GREAT WEEKEND. UM, YOU KNOW, WE HAD A LOT OF OPERATIONAL CHANGES . GOING MOVING AWAY FROM TICKETS WAS A HUGE SUCCESS. I THINK, UM , I'LL BE IN TROUBLE IF WE EVER TRY TO GO BACK FROM THE GENERAL PUBLIC. EVERYONE LOVED THAT. UM WE IT WAS THE HOTTEST OCTOBERFEST ON RECORD, SO JUST IT WAS 98 99 ON SUNDAY. SO THAT DID ATTEND OR EFFECTS SOME OF OUR DAYTIME TRAFFIC, BUT WE SAW ON FRIDAY AND SATURDAY IS THAT EVERYBODY JUST CAME LATER. YOU KNOW, AFTER THE SUN WENT DOWN, BUT SUNDAY WE WEREN'T ABLE TO RECAPTURE SOME OF THOSE SOME OF THOSE NUMBERS, SO WE ARE DOWN A LITTLE BIT FROM OUR PREVIOUS YEAR, BUT OVERALL SALES WHERE ABOUT LEVEL AND THEN OUR NET FOR THE EVENT WAS OUR SECOND BEST EVER, SO WE FEEL REALLY GREAT ABOUT ALL THOSE WINDS. AGAIN WHETHER IT'S ALWAYS SOMETHING THAT WE CONTEND WITH AND YOU KNOW, BUT OVERALL, THE POSITIVE RESULTS. UM FOR US, YEAH. DO WE HAVE CELLPHONE OR RETAIL COACH DATA FROM THAT, AND WE WERE ABLE TO GET IT FROM, UH, FROM Y'ALL, ACTUALLY FROM THE RETAIL COACH, 70,000 UNIQUE PEOPLE OVER THE THREE DAYS CORRECT. AND HOW ABOUT DIA DE LOS MUERTOS? ANY UPDATES FROM THAT AND COMPARISON TO LAST YEAR? AH I DON'T KNOW ABOUT. I KNOW THAT WE SAW THE REPORT. I DON'T HAVE THAT OFF THE TOP OF MY HEAD. UM IT WAS A MASSIVE EVENT. SO IF YOU CAME TO SEE THAT IT IS SUCH A PHENOMENAL EDITION TO THE CULTURAL DISTRICT . OBVIOUSLY WE JUST ARE
[00:45:08]
SUPPORTING ROLE FOR THAT FOR THE LEGACY KEEPERS, BUT, UM, THEY JUST DO A GREAT JOB AND IT WAS JAM PACKED WHEN I WAS THERE, SO THE CELLPHONE DATA WAS WAS REALLY IMPRESSIVE. I DON'T KNOW HOW IT CORRESPONDS TO LAST YEAR, CINDY, YOU MIGHT KNOW THAT THEY HAD ACCORDING TO THE CELL PHONE ANALYSIS. 3700 AT THE DEER DALLAS MARTOS, AND I THINK LAST YEAR AND HAVE TO GO BACK AND LOOK BUT I THINK IT WAS RIGHT AROUND 3000. I THINK YOU KNOW I'LL TALK TO THEM ABOUT IT. THEY DON'T NEED TO COMPETE WITH THE WINE AND MUSIC FESTIVAL THAT STRETCHES US BACK AND FORTH AND OKAY, KIND OF STRETCHES US SO BUT NO NOW THAT THEY PICKED DIFFERENT I'M GONNA KIND OF PUT PUT THAT OUT IN THE AIR, LIKE LET'S NOT COMPETE. CAN I JUST MAKE ONE MORE COMMENT? UM SO, OCTOBER FEST WAS AWESOME. YOU GUYS DO GREAT AS ALWAYS, UM IT SEEMS, THOUGH, EVERY YEAR WE RUN OUT OF BEER. AH! OCTOBERFEST. UM WHEN ARE WE GOING TO GET OUR PURCHASING DOWN? SO UM, THAT THE MARQUIS REASON THAT PEOPLE COME TO THIS EVENT IT'S STILL AVAILABLE FOR THEM. SO WE, WE RAN OUT OF HALF BROW. WHICH IS ALWAYS A PROBLEM, AND WE ALWAYS THINK LIKE THIS PAST YEAR WE INCREASED 25. WITH HALF BROW, AND WE STILL BLEW THAT SO AND I THINK THAT WAS OPERATIONALLY. WE HAD A LOT OF WINS BECAUSE OUR BEER LINES WHERE THE SHORTEST AND QUICKEST EVER BEEN, THAT'S TRUE. AND BECAUSE OF THAT WE SOLD WAY MORE BEER THAN WE EVER HAVE SOLD SO IT'S A BIT OF THAT.AND THEN HALF BROW IS WE HAVE TO PUT THAT ORDER IN ABOUT A YEAR AHEAD. SO I RIGHT NOW, STARTING THAT NOT QUITE A YEAR. IT'S ABOUT EIGHT MONTHS, BUT WE'RE GETTING READY TO PUT THAT ORDER IN BECAUSE WE HAVE TO. THEY HAVE TO MAKE IT AND THAT HAS TO COME FROM GERMANY. AND SO, UM IT'S HARD TO GET NEW PRODUCT IF WE FEEL LIKE LAST MINUTE, SO WE HAVE TO BE A LITTLE BIT MORE CONSERVATIVE WITH THAT ORDER. UM, BUT WE'RE GONNA IT'S GONNA BE BETTER THIS YEAR. I'LL SAY THAT JUST ORDER MORE THAN WE HAVE EXTRA BECAUSE I HAVE A BEAUTIFUL RIGHT. I DIDN'T RUN OUT OF TUBS, NO TOPS, NO ISSUES THERE. ANOTHER QUESTION. OKAY? YEAH. PARKS AND REC MR COUNCIL.
GOOD MORNING, MICHAEL KOWSKI, DIRECTOR OF PARKS AND RECREATION . SOME GREAT NEWS FINCH PARK IS OFFICIALLY OPEN. THAT'S A BIG PROJECT FOR US IN THIS ROOM HERE. THREE YEAR PROJECT $6 MILLION INVESTMENT BY CDC AND IS OPEN. IN OTHER NEWS, AND THIS CAN'T BE RIGHT. FINCH PARK IS CLOSING ON MONDAY. THE PLAYGROUND AREAS CLOSING DOWN SHADE STRUCTURE WAS DELAYED FOR A LITTLE BIT. IT ARRIVED. WE'RE GONNA PUT IT IN AS SOON AS POSSIBLE, SO WE'LL ANNOUNCE THE PUBLIC ALL THOSE DETAILS, BUT ALL JOKING ASIDE, WE ARE SO PROUD TO OFFER THIS, UH, RENOVATED PARK TO OUR COMMUNITY. INDOOR TENNIS IS STILL SCHEDULED TO OPEN UP FIRST QUARTER OF NEXT YEAR. WE HAVE A COUPLE OF DELAYS, WINDOWS AND THE ELEVATOR. NO SURPRISES, SO WE'LL KEEP YOU UP TO DATE AND THOSE DEVELOPMENTS. VERY HAPPY TO ANNOUNCE THAT WE WILL BE TEARING UP FIELDS AT THE CRAIG RANCH SOCCER COMPLEX. HOPEFULLY THIS MONTH. IT'S A LONG TIME COMING TO CONVERT OUR NATURAL GRASS FIELDS AND SYNTHETIC. WE WILL START WITH SIX FIELDS. THAT'S HALF THE COMPLEX. IT'S ABOUT AN 18 MONTH PROJECT WILL INCLUDE NEW RESTROOM BUILDINGS, AND SO ON. THAT IS A $25 MILLION INVESTMENT IN ONE OF OUR SPORTS COMPLEXES. FULLY FUNDED BY BAND OF MONEY AS WELL AS DEVELOPER CONTRIBUTIONS. SO AS PEOPLE SEEK GROWTH IN A CHALLENGE TO COME WITH IT. I'D LIKE TO RECOGNIZE HIM UPSIDE WITH THAT WHICH IS REINVESTMENT OR PARK SYSTEM AND REINVESTMENT IN ADDING MORE PART ACRES TO OUR SYSTEM OVERALL. ALSO MARY WILL CRAIG PARK AND MURPHY PARK WILL BE OPENED UP, HOPEFULLY A SECOND QUARTER OF NEXT YEAR. TWO MAJOR PARK RENOVATION PROJECTS FUNDED BY M. C. D. C AND ROBINSON RIDGE PARK . MOST IMPORTANT WAY, MR SHAME.
WE HAVE A CONSTRUCTION MEETING THIS MONTH WITH OUR CONTRACTORS THAT WE'VE HIRED SO DIRT WILL BE MOVING FIRST QUARTER OF NEXT YEAR ON THAT PROJECT. I WISH TO SAY SOMETHING ABOUT OUR MEETINGS TEAM, SO WE HAD A TORRENTIAL DOWNPOUR ON MONDAY. SOME AREAS MCKINNEY TUNA INCHES PLUS OR MINUS THREE OR FOUR YEARS AGO THAT WOULD HAVE SHUT DOWN OUR SPORTS COMPLEXES FOR THREE OR FOUR DAYS. MR GRIMES AND I MY FIRST MONTH HERE. WE HAD A CONVERSATION ABOUT THAT CHALLENGE AND WHAT IT MEANT TO OUR CITIZENS AND OUR PARENTS IN PARTICULAR, AND HE HELPED PULL TOGETHER. SOME FUNDS TO SOLVE THAT ISSUE IN MY TEAM DID JUST THAT. IT RAINED ALL DAY. ON MONDAY, WE CANCEL THE ZERO BASEBALL SOFTWARE GAMES ON TUESDAY. THEY PLAYED THE NEXT
[00:50:02]
DAY. SO KUDOS TO OUR MEETINGS TEAM FOR DO NOT WORK AND JUST WANT TO KIND OF LOOK BACK EVERY SO OFTEN TO THE SUPPORT WE GET FROM OUR LEADERSHIP INTERNALLY TO SAY THANK YOU FOR THAT, BECAUSE IT'S JUST REAPING BENEFITS OVER AND OVER AGAIN. AND LASTLY, WE HAD SOME OTHER HALLOWEEN EVENTS HAPPENING THIS PAST WEEKEND. STARTED OFF ON FRIDAY AT THE SENIOR RECREATION CENTER. THE TRICK OR TREAT TREAT . MARCH 250 KIDDOS MARCH THROUGH THE CENTER GOT CANDY FROM ALL THE SENIORS AND STAFF ARE LARGEST TURNOUT BY FAR ON SATURDAY MORNING WE HAD THE PUMPKIN DUNK OF THE APEX CENTER. RELOAD PUMPKINS INTO THE INDOOR POOL. KIDS JUMP IN PICK UP THEIR PUMPKIN AND SO ON. 150 PEOPLE PARTICIPATED IN THAT EVENT. ALSO WORTH NOTING IS THAT WE HAVE A SPECIAL SESSION AT THE END FOR THOSE CITIZENS WITH SPECIAL NEEDS. WHO NEEDED MAYBE LESS CHAOTIC ATMOSPHERE TO ENJOY THAT EXPERIENCE AS WELL. AND THAT'S GROWING EACH YEAR. WE LOVE THAT MYSTERY ANNOUNCED THAT WE'RE CATERING TO EVERYBODY IN MCKINNEY AND BEHIND AND LASTLY, OF COURSE, TRICK OR TREAT TRAIL. FANTASTIC EVENT AND SATURDAY AFTERNOON INTO THE EVENING.WE'RE GETTING SOME CELLPHONE ANALYSIS AS WELL COMING PROBABLY IN A FEW DAYS, BUT WE DO HAVE AN OLD SCHOOL METHOD OF CHECK STUFF. NUMBER OF PIECES OF CANDY . GIVEN OUR SO OUR TEAM BROUGHT FROM ONE BOOTH 3000 PIECES OF CANDY. WE GAVE ONE PER KID WE RAN OUT. 3000 KIDS PLUS ONE PARENT AT 6000 PEOPLE, JUST WITH THE EYE TEST AND BASIC, SO WE'RE CURIOUS TO SEE WHAT WE COME BACK WITH. BUT I WILL SAY SMELLS ALL OVER THE PLACE IN SPITE OF THE WIND. WE SAW MANY COSTUMES.
DETERIORATE RIGHT? YOU KNOW THAT YOU'RE LESS AND LESS AS THEY WENT ALONG, HATS FLYING AND SO ON, BUT OVERALL GREAT RESPONSE BACK FOR THAT. SO, MADAM CHAIR, I WILL STAND FOR ANY QUESTIONS.
SO NEXT YEAR. I'M JUST GONNA PUT IT OUT THERE, GEORGE. WE'RE GONNA HAVE LIKE M, C, D. C AND CITY OF MCKINNEY, PUMPKIN. DON'T GONNA BE GONE TO SEE WHICH ONE OF US GETS THE MOST PUMPED. GET THE MOST PUNKERS SO, BUT KUDOS TO ALL OF THAT. THAT IS REALLY GREAT AGAIN. I JUST KEEP TALKING ABOUT GREAT THINGS AND MCKINNEY ANY OTHER COMMENTS OR QUESTIONS ? WE ATTENDED THE PUMPKIN DUNK AND I VERY MUCH APPRECIATED THE SESSION FOR THE SPECIAL NEEDS CHILDREN. I WASN'T AWARE OF THAT. I THOUGHT THAT WAS REALLY WONDERFUL, SILENT FORWARD TO SHARING THAT MORE WIDELY IN THE COMMUNITY. WE WENT TO ONE OF THE MOST TRADITIONAL SESSIONS AND I WAS GLAD THIS YEAR IT SEEMS LIKE A CHANGE. IN YEARS PAST. IT WAS A LITTLE MORE PUMPKINS AND MY KIDS COULD GET AS MANY AS THEY NEEDED AND THEN MOM HAD TO CARRY THEM OUT, WHICH WAS A LONG WALK TO THE CAR. BUT THIS YEAR IT WAS ONE BIG PUMPKIN PER KID, AND I THOUGHT THAT WAS A NICE CHANGE. I ALSO LIKE THE CHANGE WITH EVERYBODY COMING IN FROM THE OUTSIDE. IT SEEMED LIKE A MUCH MORE STREAMLINED PROCESS. SO COMPLIMENTS ON THAT ONE NOTE. EVERY TIME WE GO TO THE APEX CENTER, I'M STRUCK THAT THERE'S NO SIGNAGE. AND IT SAYS GABE SAYS BIG PARK. BUT IF YOU DON'T KNOW WHAT'S THE APEX CENTER? YOU DON'T KNOW AND I WAS CURIOUS IF THAT'S SOMETHING THAT WE'RE WORKING ON, OR IF THAT'S SOMETHING YOU'RE CONTEMPLATING FUNDED. THE SIGN IS UNDER CONSTRUCTION RIGHT NOW.
WONDERFUL SO TWO SIDES, ONE THAT ALMOST ELDORADO CORNER AND ONE FACING OUT PS ASIDE, OKAY, CONSTRUCTION I LAST I HEARD MAYBE A COUPLE OF MONTHS OUT, THEN YOU I GOT THE NOD A COUPLE OF MONTHS OUT. ALSO AT THAT HARD CORNER, WE'RE GOING TO INSTALL A MORE MONUMENTAL SIGN THERE AT ALMA AND ALVARADO. BUT THE DIGITAL MESSAGE BOARD TO AGAIN. MORE CITY ANNOUNCEMENTS. MORE PARTIAL MIGRATION ANNOUNCEMENTS EXCELLENT. I JUST LIKE TO MAKE A COMMENT THAT FINCH PARK LOOKS AWESOME. UM AS A EAST SIDER, I USE FINCH A LOT, AND IT REALLY DOES LOOK VERY GOOD. YOU'VE DONE A GREAT JOB TRAILS LOOK GREAT PICKLEBALL COURTS, EVERYTHING. HAVEN'T FOUND THE WATER FOUNTAINS YET. YOU'RE GONNA HAVE TO POINT THEM OUT TO ME BECAUSE I'M STILL LOOKING. BUT UM REALLY , UH, REALLY THINK YOU DID A GREAT JOB THERE AND EXCITED ABOUT THAT PART? WELL UM, NO DOUBT. HAND GOING CONVERSATION. YEAH I'M PUSHING FOR MORE WATER FOUNTAINS THAT WORK IN ALL OF OUR PARKS. AND MR KOWSKI AND I ARE CONTINUING TO TALK ABOUT THAT. THANK YOU. THANK YOU. WE HAVE TOUCHED SUBCOMMITTEE, BUT DEBORAH BRANFORD. YES MADAM CHAIRMAN. PRESIDENTS NIBBLE MEMBERS OF THE BOARD. THE SUBCOMMITTEE CONTINUES TO MEET WEEKLY SUBCOMMITTEE CONSISTING OF DAVID KELLEY AND THE WOODS AND MYSELF SO A FEW OF US WERE ABLE TO, UM MEET ON SITE SOMEONE ZOOM ON LAST WEEK SAW THE BUREAU REBUILDING. FRAMEWORK WORK ON THE TAP ROOM. AND THE KITCHEN AND THE PARKING LOT IS ALSO BEING PAVED. UM THEY'RE STILL EMPHASIS ON THE IMPORTANCE OF STAYING TRUE TO THE COMMUNITY GATHERING SPACES. UM AS FAR AS THE B Y O B PROGRAM, THE BUILD YOUR OWN BUSINESS, SO, AS YOU KNOW, THERE WERE 75 APPLICATIONS THAT WERE SUBMITTED. SO THERE
[00:55:03]
WERE SOME THAT WERE SELECTED THAT WE THINK WILL BE A GOOD FIT. SO THE TAPS TEAM AS WELL AS THE SOME OF THE BOARD HAS BEEN CONSISTENT IN THOSE INTERVIEWS. GOT SOME GOOD CHOICES LOOKS LIKE SO, UM KEEP IN MIND, THERE'S ONLY SIX SILOS. SO. IT'LL BE INTERESTING TO SEE HOW IT GOES SAUCE. SOME OF THE PICTURES OF HOW IT'S GONNA LOOK WHICH WERE FANTASTIC, SO I'M EXCITED TO REALLY SEE THIS DEVELOPED AND TO WATCH THIS PROJECT AS A WHOLE. ON HOW IT'S COME TOGETHER SO WITH THAT BEING SAID THERE IS A SOFT OPENING SCHEDULED IN DECEMBER. AND A GRAND OPENING FOR EARLY IN THE SPRING. COMMENT. WHAT'S THE ITEM? 22-0999 PRESIDENTS REPORT[President’s Report]
PRESIDENT SNIPE. THANK YOU, MADAM CHAIRMAN MEMBERS OF THE BOARD. FIRST OF ALL CONGRATULATIONS TO EVERYONE WHO WAS SELECTED AS AN OFFICER TODAY LOOK FORWARD TO THE COMING YEAR.PLEASE TAKE A LOOK AT THE INFORMATION ATTACHED TO THE AGENDA. THERE IS A RECAP OF THE, UM FUNDING WARRANTS THAT WERE MADE BY THIS BOARD FOR FISCAL YEAR 22. THE TOTAL AMOUNT WAS OVER 17 MILLION THAT WAS INVESTED IN THE COMMUNITY FROM THE HALF CENT SALES TAX THAT GOES TO CDC. SO TAKE A LOOK AT THAT. THERE ARE ALSO SEVERAL FINAL REPORTS, TWO OF THEM FOR PROMOTIONAL GRANTS THAT WERE AWARDED ONE FOR CHESTNUT SQUARE EVENTS AND THE OTHER FOR THE MILLHOUSE EVENTS. OUR FINAL REPORTS, I THINK, KEEP GETTING BETTER AND BETTER. THE INFORMATION THAT'S INCLUDED AND REPORT ON THE METRICS THAT WERE IDENTIFIED FOR EACH EVENT ARE ACCOUNTED FOR, AND THOSE REPORTS THEY DID A REALLY GREAT JOB AS WELL AS PROVIDING SAMPLES OF THE PROMOTIONAL. INFORMATION AND MATERIALS THAT WERE DISTRIBUTED ON BEHALF OF THE EVENTS. THERE WAS ALSO A FINAL REPORT FOR THE FIRST GRANTED CHESTNUT SQUARE FOR THE DEVIL HOUSE IMPROVEMENTS . THE PROJECT ISN'T COMPLETE, SO IT'S SORT OF AN INTERIM REPORT LEADING INTO, UM THE ADDITIONAL AWARD THAT WAS MADE SO JAMIE WILL PROVIDE THAT. WHEN THAT IS COMPLETE. WE TALKED ABOUT DID ELLIS MUERTOS 3700 PEOPLE? UM AT THAT EVENT ON OCTOBER 15TH DOWNTOWN AND MARY TALKED ABOUT THIS A LITTLE BIT. WE ALSO CAPTURED THE DATA FOR THE DOWNTOWN AREA. THERE ARE OVER 16,000 PEOPLE IN DOWNTOWN MCKINNEY ON THAT SATURDAY AND IT WAS IT WAS BUSY. EVERYWHERE YOU LOOKED, PEOPLE WERE TAKING ADVANTAGE OF THE DOUBT AND WHAT THE DOWNTOWN HAS TO OFFER FOR THE MCKINNEY WINE AND MUSIC FESTIVAL CAPTURED FROM THE DATA ANALYSIS 4400 ATTENDEES AT THAT EVENT AT TOWN LAKE PARK, AND THEN AS MIKE MENTIONED WE'LL HAVE A REPORT FOR TRICK OR TREAT TRAILS AS WELL BY THE NEXT BOARD MEETING. UM CAN I ASK A QUESTION ABOUT THAT? YOU DON'T HAPPEN TO HAVE COMPARATIVE DATA FOR THE DALLAS MARTOS FROM LAST YEAR OR YOU WANT TO LOOK IT UP? YEAH IT'S AROUND 3000. I BELIEVE 3000 LAST YEAR AND 37. OKAY, GOOD. UR PROMOTIONAL GRANTS OPENS NEXT TUESDAY. NOVEMBER 1ST WILL ACCEPT APPLICATIONS THROUGH THE END OF NOVEMBER. PRESENTATIONS WILL BE MADE TO THE BOARD. AT THE DECEMBER MEETING. HAPPENING. ANSWER ANY QUESTIONS? THANK YOU FOR ALWAYS PROVIDING THESE VERY, UM VERY PROVIDING THE CLARITY ON THESE REPORTS AND GETTING IT TOGETHER. FOR US. IT'S VERY HELPFUL, AND I'M VERY APPRECIATIVE THAT ON THE FINAL REPORTS THAT THE RECIPIENTS ARE LISTENING TO SOME OF OUR COMMENTS ON HOW THESE ARE THE THINGS THAT WE WANT TO SEE AND ALSO WENT. APPLICANTS COME, WE ALSO WE OFTEN REFER THEM TO GO BACK AND LOOK AT YOU KNOW SOME OF OUR AGENDA, SEE WHAT SUBMITTED SO THAT WHEN YOU SUBMIT YOUR APPLICATION OR SUBMIT YOUR REPORT, YOU KNOW WHAT WE'RE LOOKING FOR. GO BACK AND LOOK AT THE PRESENTATIONS AND I THINK THEY'RE LISTENING AND THEY'RE GETTING BETTER. AND SO I'M VERY APPRECIATIVE TO THAT . THANK YOU VERY MUCH. WE WILL NOW GO INTO REGULAR AGENDA ITEMS
[Training on Type B Corporate Requirements: Type B Permissible Projects and Related Issues]
ITEM 22-1000. TRAINING ON TYPE B CORPORATE REQUIREMENTS TO BE PERMISSIBLE PROJECTS AND RELATED ISSUES. THE PRESENTATION BY THE GREAT JEFF MORE WHY, THANK YOU, MADAM CHAIR BOARD A GOOD MORNING. THIS IS THE FUN PART OF THE MEETING, IS IT I'M WITH, YOU KNOW, LAW FIRM BROWN AND HOFFMEISTER WORK WITH MARC HAUSER AND OCCASIONALLY HE LETS ME OUT OF THE OFFICE. I WAS LOOKING AT THE NOTES. LOOKS LIKE I WAS HERE 364 DAYS AGO. IT ONLY SEEMS LIKE SIX MONTHS, BUT GOOD MORNING. UM. PROBABLY THE PRESENTATION LOOKS VERY SIMILAR TO LAST YEAR'S, AND I THINK IT'S[01:00:04]
37 SLIDES. I'M GOING TO FLY THROUGH IT, BUT I'M GONNA SLOW DOWN WHERE YOU HAVE QUESTIONS.UM, SO YEAH. IF YOU'VE GOT A QUESTION, YOU KNOW GET IT ANSWERED, BUT YET THIS IS A GUESS. TRUNCATED PRESENTATION. STATE LAW MANDATES A SIX HOUR TRAINING SESSION. I DON'T KNOW IF ANY OF YOU HAVE BEEN TO IT. THAT'S NOT THIS THAT THIS IS NOT THE SIX HOUR IT'S GOING TO BE MORE ABBREVIATED HAVE TAKEN MY WATCH OFF. SO I'M GONNA TRY TO GO THROUGH. BUT AGAIN, I'M GOING TO GO THROUGH THIS AS QUICKLY AS POSSIBLE. BUT AGAIN, IF YOU HAVE QUESTIONS, I'M GOING TO GET AN ANSWERED. AND UH YOU KNOW, JUST FOR STARTERS, YOU KNOW THIS IS DEALING WITH THE ECONOMIC DEVELOPMENT SALES TAX. YOU KNOW, YOU HAVE AN EIGHT AND A QUARTER SALES TAX RATE. STATE GETS SIX AND A QUARTER LOCAL ENTITIES, USUALLY UP TO 2% OF THE CITY HAS A ONE CENT M E M E D. C HAS A HALF CENT AND YOU ALL HAVE A HALF CENTS SO THE FIRST PART OF THIS PRESENTATION IS GOING TO BE JUST KIND OF PROCEDURAL STUFF. HEARINGS YOU KNOW, RESIDENCY, YOU KNOW DIFFERENT THINGS THAN THE LAST PART IS GOING TO BE. YOU KNOW WHAT CAN YOU SPEND THE MONEY ON? AND SO I GET THE MORE FUN PART. AND SO I'M JUST GOING TO KIND OF GO THROUGH THIS REAL QUICK. UH THIS IS GOVERNED BY THAT DEVELOPMENT CORPORATION ACT , WHICH IS CHAPTERS 501505 AND LOCAL GOVERNMENT CODE. SO YOU'RE GOING TO SEE SOME REFERENCES UP THERE LIKE 505.159. THOSE ARE ALL TO THE LOCAL GOVERNMENT CODE FOR THOSE THAT OR INTO CHECKING OUT THOSE STATUTES. DO YOU HAVE TO CONDUCT HEARINGS ON PROJECTS ? ANSWERS YES, YOU GOT, YOU KNOW ON PROJECTS. YOU HAVE TO HAVE AT LEAST ONE PUBLIC HEARING.
PROCEDURALLY THERE'S SOME OTHER ISSUES YOU HAVE TO DO YOU HAVE TO GET CITY COUNCIL APPROVAL. A LOT OF THAT CAN BE DONE DURING THE BUDGET, THE BUDGET PROCESS. STATE LAW PROVIDES THAT ALL EXPENDITURES OF THE E D OR THE CDC HAS TO BE APPROVED BY CITY COUNCIL THAT APPROVAL GETS DONE AND ANY NUMBER OF WAYS YOU HAVE TO PUBLISH NOTICE OF PROJECTS. YOU HAVE TO WAIT 60 DAYS BEFORE YOU CAN FUND IT. THIS WAS ALL WRITTEN WITH THE BALLPARK IN ARLINGTON IN MIND. I KNOW THAT'S THE OLD BALLPARK, WHICH DOESN'T SEEM THAT LONG AGO, BUT THAT WAS THE FIRST TYPE B PROJECT AND UNDER THAT STATUTE, THEY HAD PUBLISHED NOTICE OF THE PROJECT TO WAIT 60 DAYS IF THEY GET ANY OBJECTIONS TO THAT PROJECT, IF SO, AND YOU KNOW IT, SO YOU'VE GOT TO PUT TO A VOTE OF THE VOTERS AT A UNIFORM ELECTION DATE. SO THAT THAT'S GENERALLY THE PROCEDURE. AND SO YOU KNOW, YOU KNOW ONE OF THE QUESTIONS THAT COME UP WHEN DO YOU HAVE TO PUBLISH NOTICE OF A PROJECT? IT JUST SAYS, YOU KNOW, THERE'S NOT LIKE A CERTAIN TIME FRAME BEFORE THE PUBLIC HEARING. YOU JUST HAVE TO PUBLISH NOTICE. AND THEN YOU CANNOT MAKE EXPENDITURES FOR 60 DAYS AFTER THAT PUBLICATION, AND SO THAT THAT'S THE STATE LAW REQUIREMENT. CAN YOU JUST GIVE MONEY TO AN ENTITY? THE ANSWER IS NO. YOU HAVE TO HAVE A PERFORMANCE AGREEMENT. STATE LAW HERE LAYS OUT SOME MINIMUM THINGS THAT THAT THEY HAVE TO DO IN THAT PERFORMANCE AGREEMENT. THEY HAVE TO INDICATE THE CAPITAL INVESTMENT MADE JOBS CREATED OR RETAINED AND THEN SPECIFY ANY SORT OF PENALTY FOR NON PERFORMANCE. IF THEY SAY THEY'RE GOING TO CREATE 10 JOBS THAT CREATE FOUR AS A BOARD YOU GET DECIDED WITH THE PENALTY IS BUT THERE SHOULD BE SOME SORT OF, YOU KNOW PENALTY PROVISIONS.
WHO ADMINISTERS AN OVERSEAS THE TAX AT Y'ALL, UH, WHEN THE TAX WAS VOTED IN A NUMBER OF YEARS AGO, THE FIRST THING THAT WAS DONE WAS TO CREATE A NONPROFIT CORPORATION. YOU'RE THE BORDER DIRECTORS OF THAT NONPROFIT CORPORATION. THE BOARD OVERSEES THE SALES TAX REVENUE. BUT AS IT POINTS OUT AT THE BOTTOM OF THAT SLIDE THAT CITY COUNCIL GETS TO PROVE THE EXPENDITURES AS WELL.
UM YOU KNOW, THE CITY COUNCIL GET TO APPROVE? YES AND WHAT WE DO IS JUST GIVE YOU THE STATUTE THERE THAT YES. CITY COUNCIL GETS TO APPROVE ALL PROGRAMS AND EXPENDITURES OF THE C D. C CITY COUNCIL GETS TO POINT THE BOARD SEVEN MEMBER BOARD UNDER THE GUESS THE BYLAWS AND THE CITY'S POLICY BOARD MEMBERS HAVE TO BE RESIDENT OF THE CITY. AH AND AGAINST CITY COUNCIL CAN APPOINT AND REMOVE WITH OR WITHOUT CAUSE. HOW LONG DO YOU SERVE AS A AS A BOARD MEMBER? THE TERM IT'S A TWO YEAR TERM, SO YOU GOT TWO YEAR TERMS AND STATE LAW DOES NOT IMPOSE ANY TERM LIMITS LOCALLY, YOU CAN DO TERM LIMITS. UM LET'S SEE THE THAT'S THE TERM AS A AS A BOARD MEMBER. SO WHO DETERMINES AND I THINK WE JUST DID THAT. YEAH WHO GETS THE POINT? THE OFFICERS? THAT'S YOURS, SO I'LL SKIP THAT. AND HOW LONG DO YOU SERVE AS AN OFFICER? NOT AS A BOARD MEMBER.
BUT AS AN OFFICER FOR THE UNDER THE BYLAWS. IT'S ONE YEAR AND THAT THAT'S SO THAT'S VERY COMMON FOR MOST ADCS THAT YOU'VE GOT A ONE YEAR TERM. AND THEN YOU'RE DOING ANNUAL ELECTIONS AS OFFICERS. UH YOU KNOW WHAT CONSTITUTES A QUORUM. QUORUM IS FOR THE ABILITY TO START A
[01:05:04]
MEETING. YOU HAVE TO HAVE FOUR OF THE SEVEN YOU HAVE TO HAVE A MAJORITY OF THE BOARD HERE FOR MEETING AND SO THAT THAT THAT'S ESTABLISHED BY STATE LAW. ARE YOU SUBJECT? THE OPEN MEETINGS ACT? YES, YOUR SUBJECT. THE OPEN MEETINGS ACT SO THAT THAT BRINGS SOME UNIQUE ISSUES IN THAT. YOU KNOW, QUORUM CAN'T VISIT ABOUT, YOU KNOW, M C D C ISSUES ON THE SIDE HAS TO BE AT THE MEETING CAN'T OR WARM BY EMAIL, TELEPHONE, AND YOU KNOW IF A QUORUM IS GATHERING ON CDC ISSUE , IT SHOULD BE HERE AT THE RIGHT HERE AT THE MEETING WHERE THE PUBLIC HAS A RIGHT TO OBSERVE.THE GOVERNMENT INACTION AND SO THAT THAT'S THE YOU KNOW REAL QUICKLY. THE OPEN MEETINGS ACT.
HOW AM I DOING ON TIME? I'M FLYING THROUGH OUR NEED TO SLOW DOWN OR NO, YOU HAVE MANY MINUTES. OKAY YOU HAVE 35 SLIDES AND WE'RE ON 13. OKAY SAID I DO QUICK, BUT I CAN'T. I GOT QUESTIONS. I CAN SLOW DOWN AND YOU KNOW, GET QUESTIONS ANSWERED BECAUSE I MOST OF US HAVE DONE THIS LIKE FIVE TIMES NOW. NO GOOD. THERE'S SOME NEWBIES HERE . BUT THERE ARE SOME NEW YEP.
AND SO I'M TRYING TO BE MINDFUL BIT. YEAH. GET YOU THE INFORMATION, BUT AGAIN, YOU ANSWER THE QUESTIONS ARE YOU SUBJECT TO PUBLIC PUBLIC INFORMATION ACT ANSWERS YES, AND THAT THAT'S A STATE LAW MANDATE. SOME OTHER PROCEDURAL ISSUES. YOU KNOW, I THINK YOU'RE ON THE NINTH AMENDED BYLAWS, YOU KNOW? CAN YOU AMEND YOUR BYLAWS? YES YOU CAN AMEND YOUR BY BY LAW OF CITY COUNCIL HAS TO APPROVE THEM . THEY HAVE TO PROVE IT BY A RESOLUTION OF THE CITY COUNCIL THAT THE BYLAWS YOU CAN'T VIOLATE STATE STATUTE OR YOUR ARTICLES INCORPORATION. SO THAT'S KIND OF HIERARCHY. GET STATE LAW. YOU GOT YOUR ARTICLES, INCORPORATION. THEN YOU GET THE BYLAWS. AH ECONOMIC DEVELOPMENT REPORT EVERY YEAR. WE HAVE TO DO AN ECONOMIC DEVELOPMENT REPORT TO THE COMPTROLLER'S OFFICE TO SEE WHERE MONIES ARE BEING SPENT.
THIS WAS ADDED YEARS AGO. AND YOU KNOW THIS, AND ALSO THE TRAINING I MENTIONED. THIS IS THE TWO AREAS WHERE THE COMPTROLLER HAS OVERSIGHT OVER OVER ADCS TO SEE AND THEY CAN IMPOSE A PENALTY FOR NOT DOING THE TRAINING OR NOT DOING THIS REPORT. I THINK IN BOTH INSTANCES THEY HAVE NEVER IMPOSED A PENALTY. UM BUT, YEAH , WE HAVE TO DO AN ANNUAL REPORT THAT 2019 THAT GETS CHANGED FROM APRIL 1ST OR SIMILAR. EXCUSE ME . FEBRUARY 1ST APRIL 1ST. BUT YES, THAT'S WHAT THE REPORT USED TO LOOK LIKE AND SO THAT THAT'S SOME OF THE STATE AGENCY OVERSIGHT. UM ANOTHER AREA WHERE THE ATTORNEY GENERAL'S OFFICE HAS OVERSIGHT IS FOR, YOU KNOW, PROVIDING ANYTHING OF VALUE. YOU DON'T HAVE A CONTRACT AND SO WITH SOMEBODY THAT'S DOING BUSINESS RECRUITMENT BUT THAT'S THE ONE AREA THAT THE A G S OFFICE HAS OVERSIGHT. OKAY HERE'S THE FUN PART. UNLESS THAT FIRST PART WAS FUN. WHAT WE GO THROUGH THE HOW MANY SLIDES I'VE GOT HERE. I'VE GOT A FEW. AND WHAT WE'VE DONE IS PUT THE STATUTES IN HERE. SO THIS IS WHERE YOU KNOW YOU CAN WHETHER OR NOT YOU CAN, YOU KNOW, DO A CERTAIN PROJECT. IT COMES FROM THESE STATUTES. THERE'S ALSO GIVE JOB TRAINING THAT YOU CAN PAY FOR. AND ALSO PROMOTIONAL ACTIVITY. SO THOSE ARE THREE AREAS JUST PROJECTS, JOB TRAINING AND THEN PROMOTIONAL ACTIVITY. SO THAT'S AND I'M GONNA GIVE YOU THE STATUTES. I PUT STARS NEXT TO SOME OF THEM IN THAT. THAT'S WHERE I SEE A DOING THE SALES TAX TRAINING AROUND THE STATE THAT THIS WHERE I SEE THE PROJECTS ARE GETTING DONE. UNDER THESE STATUTES, THIS ONE IS A KIND OF THE TRADITIONAL DEFINITION OF PROJECT, BUT IT'S FOR PRIMARY JOB EMPLOYER AND WE'LL TALK ABOUT THAT AND USUALLY FOR MANUFACTURING INDUSTRIAL FACILITIES. ON THE NEXT SLIDE. YOU MIGHT HAVE RACHEL OR NATIONAL CORPORATE HEADQUARTERS, YOU KNOW, WAREHOUSE DISTRIBUTION CENTERS.
THOSE ARE KIND OF PRIMARY JOB. EMPLOYERS AND I'LL GO BACK HERE. AND IF IT'S A PRIMARY JOB EMPLOYER AT THE VERY TOP, YOU CAN PROVIDE LAND BUILDINGS, EQUIPMENT FACILITIES, EXPENDITURES, TARGETED INFRASTRUCTURE AND IMPROVEMENTS CAN PROVIDE MONEY FOR A PRIMARY JOB EMPLOYER. SO THOSE AS A BOARD. YOU CAN MAKE THAT DECISION IF THEIR PRIMARY JOB EMPLOYER THERE'S A LOT YOU CAN DO THAT PROBABLY THERE'S I CAN'T REALLY THINK OF ANYTHING YOU CAN'T DO. BUT YOU HAVE TO HAVE PERFORMANCE AGREEMENT. THEY HAVE TO COMMIT TO DO CERTAIN THINGS.
AND SO THAT THAT'S WHAT YOU KNOW THAT THAT'S ONE STATUTE ADDRESSING THE TYPES OF PROJECTS THAT YOU CAN UNDERTAKE PRIMARY JOB. THAT TERM IS DEFINED TERM LAWYERS. LAWYERS LIKE ME GETS A DEAL WITH THIS, AND SO I DON'T THINK YOU ALL WILL HAVE TO DEAL WITH IT, BUT WE HAVE TO FIT INTO THE DEFINITION OF PRIMARY JOB IN THAT THERE'S A WHOLE HOST OF CATEGORIES. THE BIG ONES WOULD BE MANUFACTURING, TRANSPORTATION, WAREHOUSING. I ALWAYS POINT OUT AT THE VERY
[01:10:06]
BOTTOM CORRECTIONAL INSTITUTIONS. BECAUSE IF I GO BACK HERE IT SAYS YOU HAVE TO EXPORT SOMETHING. AND SO YOU'RE EXPORTING SOMETHING LOCALLY INTERNATIONALLY, REGIONALLY STATEWIDE, AND THEN YOU HAVE TO MEET ONE OF THESE 16 CATEGORIES AND CORRECTIONAL INSTITUTIONS WERE ADDED. AND I ALWAYS I ALWAYS POINT OUT. I DON'T KNOW WHAT THEY'RE EXPORTING. HAVE THAT SOMEBODY AT ONE OF THE CONFERENCES RAISED THEIR HAND AND THEY SAID JEFF THEY'RE EXPORTING JUSTICE, SO IT FITS THE STATUTE, BUT IT'S A IT'S A KIND OF A PIGEON HOLED INTO WRONG AREA OF THE STATUTE. THIS ONE. WE DO A LOT OF PROJECTS HERE, UH, TARGETED INFRASTRUCTURE HAS TO PROMOTE NEW OR EXPANDED BUSINESS DEVELOPMENT. AND SO WE'VE DONE A LOT OF PROJECTS UNDER THIS PARTICULAR STATUTE, BECAUSE I MEAN WHAT IT SAYS THAT YOU KNOW INFRASTRUCTURE NECESSARY TO PROMOTE OR DEVELOP NEW OR EXPANDED BUSINESS ENTERPRISE.AND THEN IT GIVES YOU THE LIST SAYS LIMITED TO ITS LIMITED TO THESE ITEMS, YOU KNOW, STREETS AND ROADS, WATER, SEWER, ELECTRIC GAS DRAINAGE. THOSE WHEN THEY'RE GOING FROM MEXICO CAN DO BEACH REMEDIATION. SO IT'S A THERE'S A LAUNDRY LIST, BUT IT IS LIMITED TO THAT. BUT SO IF IT'S A NEW BUSINESS OR EXPANDING EXISTING BUSINESS THIS IS THE INFRASTRUCTURE YOU YOU COULD ASSIST WITH. NOW HERE, THERE'S A PROVISION FOR MASS TRANSIT. WE'VE DONE SOME PROJECTS UNDER THIS. THIS IS ADDED NUMBER OF YEARS AGO BY SENATOR FLORENCE SHAPIRO IS ODDLY IN CHAPTER FIVE. OH TO IT'S THE ONLY PROVISION THAT'S IN 502, BUT ALLOWS M C D. C TO HELP WITH CERTAIN YOU KNOW, MASS TRANSIT RELATED FACILITIES. AND WE'VE DONE A FEW PROJECTS ON HERE. FIVE OR 5.152. THIS IS WAS WRITTEN FOR CITY OF ARLINGTON BALLPARK IN ARLINGTON. THIS IS THE ORIGINAL TYPE B BALLOT LANGUAGE, AND THIS IS WHERE YOU GET TO DO PARKS. THIS IS WHERE YOU CAN DO PROFESSIONAL AMATEUR SPORTS ATHLETIC ENTERTAINMENT, TOURIST CONVENTION AND PUBLIC PARKS. AND THEN IT GIVES YOU A LAUNDRY LIST OF ITEMS THAT YOU KNOW THAT YOU COULD DO. SO THIS IS WHERE WE'VE DONE A LOT OF PROJECTS. THAT YOU CAN PROVIDE LAND BUILDINGS, EQUIPMENT FACILITIES IMPROVEMENTS. FOR ANY OF THOSE, YOU KNOW, BOLD AND UNDERLINE TYPE OF PROJECTS. AND SO THIS IS REALLY THE DIFFERENCE BETWEEN THE M E, D. C AND M C. D. C IN THAT YOU GET TO DO THESE TYPES OF PROJECTS. THIS IS A YOU KNOW A BIG DIFFERENCE BETWEEN Y'ALL AND THE M E. D. C.
AFFORDABLE HOUSING. THIS IS AN AREA WHERE WE'VE DONE A NUMBER OF PROJECTS THAT YOU CAN DO AFFORDABLE HOUSING HAS TO MEET THE FEDERAL DEFINITION OF AFFORDABLE HOUSING SO GENERALLY FOR VERY LOW INCOME FAMILIES ARE LOW INCOME FAMILIES THAT YOU CAN ASSIST WITH HOUSING. THIS IS A TYPE B PROJECT TAIPEI THE M E M B E D. C CANNOT DO IT. SO THEN WE'VE GOT SOME PROJECTS HERE THAT THIS PARTICULAR STATUTE WAS WRITTEN FOR THE CITY OF SAN ANGELO YEARS AGO, AND IT SAYS YOU CAN DO WATER SUPPLY FACILITIES, WATER CONCERT FIT CONSERVATION PROGRAMS. AT THE VERY BOTTOM. IT SAYS. YOU'VE GOT TO PUT TO A VOTE OF THE VOTERS, THOUGH. SO IF YOU WANTED TO DO THIS PROJECT, YOU KNOW YOU HAVE TO GET VOTER APPROVAL TO DO THESE TYPES OF PROJECTS. THEN YOU'VE GOT 505.155. WHICH IS A, UH IT'S A PRIMARY JOB. EMPLOYER PROVISION. YOU'VE GOT TO MEET THE DEFINITION OF PRIMARY JOB BECAUSE THAT FIRST PARAGRAPH SAYS IT HAS TO CREATE A RETAINED PRIMARY JOBS. AND THEN IT SAYS, YOU CAN DO LIKE A PUBLIC SAFETY FACILITIES, STREETS AND ROADS.
DRAINAGE RELATED IMPROVEMENTS, DEMOLITION OF EXISTING STRUCTURES. WE HAVEN'T SEEN A LOT OF PROJECTS DONE UNDER THIS. PROVISION BUT BUT IT IS A YOU KNOW, A STATUTE THAT Y'ALL COULD UTILIZE. SO THOSE ARE THE YOU KNOW THE DEFINITIONS OF PROJECT PROCEDURALLY JUST REAL QUICK. I WANT TO, YOU KNOW, LEAVE YOU WITH THE STATUTES THAT TALK ABOUT THE APPROVAL PROCESS AGAIN . YOU KNOW A LOT OF PROJECTS GET APPROVED DURING THE BUDGET. SO YOU KNOW THAT YOU TAKE THAT INTO ACCOUNT, BUT THIS STATUTE HERE SAYS THE UNIT WILL APPROVE ALL PROGRAMS AND EXPENDITURES OF THE CORPORATION. THAT TERM UNIT IS DEFINED AS CITY COUNCIL CITY COUNCIL GETS TO PROVE ALL PROGRAMS AND EXPENDITURES. THAT DOESN'T SAY WINTER. HOW SO? YEAH, AGAIN. A LOT OF IT'S DONE DURING THE YOU KNOW, DURING THE BUDGET, YOU KNOW, A LOT OF IT COULD BE DONE, YOU KNOW, VIA BYLAWS OR SOME OTHER POLICY. SO YOU HAVE THAT OUT THERE THEN YOU ALSO HAVE A PROVISION HERE THAT SAYS YOU HAVE TO HOLD AT LEAST ONE PUBLIC HEARING AND SO ON PROJECTS. WE DO THAT PUBLIC HEARING. AND THEN THE NEXT SECTION. IT'S IN ARTFULLY WORDED THAT IT SAYS YOU CAN'T MAKE AN EXPENDITURE UNTIL 60 DAYS. YOU KNOW PASSES FROM THE PUBLICATION. AND SO TECHNICALLY READING THAT YOU DON'T HAVE TO PUBLISH NOTICE OF THE PUBLIC HEARING. YOU GOT TO PUBLISH NOTICE OF THE PROJECT, AND THEN YOU GOTTA WAIT 60 DAYS TO FIND IT, BUT I WOULD SAY IT'S VERY
[01:15:01]
COMMON TO PUBLISH NOTICE OF PUBLIC HEARING ON THE PROJECT, GIVEN YOUR CITIES FOR ZONING, ANNEXATION BUDGET WHAT TAX RATE LEVY PUBLISHING NOTICE OF PUBLIC HEARING ON THOSE ITEMS AND SO THAT THAT THAT'S A COMMON WAY TO HANDLE THIS, BUT TECHNICALLY, YOU JUST HAVE TO PUBLISH NOTICE OF THE PROJECT. SO THIS COULD BE YOUR APPROVAL PROCESS GENERALLY , UH, NOW AGAIN, 45 AND SIX OF CITY COUNCIL HAS ALREADY APPROVED IT VIA THE BUDGET, FOR EXAMPLE, YOU WOULD NOT HAVE TO DEAL WITH THAT. BUT YET YOU COULD PUBLISH NURSING PROJECT. JUST GET IT ON YOUR AGENDA, HOLD A PUBLIC HEARING AND GET IT APPROVED THAT THAT GENERALLY COULD BE YOUR PROCESS. THAT'S APPROVED PROJECTS. NOW THAT'S PROJECT SO, YOU KNOW, PROMOTIONAL ACTIVITY. WHAT IT SAYS YOU CAN SPEND UP 10% OF YOUR REVENUE PER YEAR FOR PROMOTIONAL ACTIVITY THAT THAT BEGS THE QUESTION. WELL, WHAT'S THAT? WHAT'S PROMOTIONAL ACTIVITIES THAT ADVERTISING? UH AND THERE'S AN ATTORNEY GENERAL OPINION FROM YEARS AGO THAT SAYS IT HAS TO PUBLICIZE OR ADVERTISE THE CITY FOR BUSINESS DEVELOPMENT. AND SO IS THAT, YOU KNOW, ADVERTISING OCTOBER FEST OR SOME OTHER EVENT THAT YOU'RE HAVING THAT YOU KNOW IF IT'S GOING TO PUBLICIZE OR ADVERTISE THE CITY FOR BUSINESS DEVELOPMENT THAN THAT CAN FIT. SO YOU'VE GOT 10% OF YOUR REVENUE THAT YOU CAN ALLOCATE FOR PROMOTION. THAT SAME ATTORNEY GENERAL OPINION FROM YEARS AGO, SAID THAT LET'S SAY YOU ADD ALLOCATED 10% LAST YEAR FISCAL YEAR. YOU SPENT 8% OF IT.NOW NEW BUDGETS COMING ALONG YOUR ALLOCATED ANOTHER 10% THEY SAID YOU COULD ROLL OVER THAT UNEXPENDED PORTION INTO YOUR NEW BUDGET. AND SO I MEAN, I GUESS YOU COULD BUILD UP. YOU KNOW, PROMOTIONAL BUCKET WERE THE UNEXPENDED PORTION GETS ROLLED OVER AND THEN YOU ALLOCATED NEW 10% FOR PROMOTIONAL ACTIVITY. IS THERE A LIMIT TO HOW MANY YEARS YOU CAN ROLL IT? NO YEAH, YOU CAN ROLL IT OVER IS AS OFTEN AS YOU WANT. JUST AS LONG AS YOU'RE ALLOCATING. THE QUESTION THEY WERE PRESENTED WAS YOU KNOW, LET'S SAY YOU DON'T ALLOCATE ANYTHING FOR PROMOTION FOR THREE YEARS. AND THEN YOUR FOUR. CAN YOU SPEND 40% THEY SAID NO. YOU GOTTA IF YOU ALLOCATE IT, AND YOU JUST EXPANDED, YOU CAN ROLL IT OVER AND THEN ALLOCATED NEW 10% FOR THE NEXT YEAR. OKAY SO THAT THAT'S PROMOTIONAL ACTIVITY NOW. JOB TRAINING IS LAST AREA THAT SUPPORTS THE CATEGORY THAT YOU CAN SPEND MONEY ON. AND IT SAYS THAT YOU KNOW YOU CAN PROVIDE JOB TRAINING TO A BUSINESS ENTERPRISE. SO IT'S A BUSINESS. BUT WHAT THEY HAVE TO DO IS COMMITTED WRITING TO INCREASE THEIR PAYROLL OR CREATE NEW JOBS THAT WILL PAY THE PREVAILING WAGE FOR THAT OCCUPATION AND IN THE CITY OF MCKINNEY AREA. AND IF THEY'RE WILLING TO DO THAT, THEN YOU CAN PAY FOR THE JOB TRAINING. IT DOES NOT HAVE TO BE A PRIMARY JOB EMPLOYER. YOU KNOW IT COULD BE RETAIL. IT COULD BE A PRIMARY JOB EMPLOYER, BUT IT JUST HAS TO BE A BUSINESS ENTERPRISE. AND SO THAT IS YOU KNOW YOUR JOB TRAINING AND I THINK I DID THAT IN 17 MINUTES. GOOD GOOD TIME, AND SO I'D BE HAPPY TO ANSWER ANY QUESTIONS. NOW WE WANT TO THANK YOU BECAUSE YOU KNOW THIS KEEPS US ON OUR TOES. IT KEEPS OUR MINDS TURNING TO POTENTIAL OPPORTUNITIES THAT WE MAY NOT HAVE FUNDED. SO UM, THANK YOU, FOR YOUR TIMELY REMINDERS. VERY WELCOME. GLAD TO DO IT. I GUESS I'LL SEE YOU IN 364 DAYS. THANKS THANK YOU, JEFF. THANK YOU SO MUCH WILL GO TO ITEM 22-1001.
[Update on Towne Lake Park Master Plan & Citywide Trails Plan]
TOWN LAKE PARK MASTER PLAN UPDATE BY PRESENTER MIKE KOWSKI. GOOD MORNING AGAIN. MICHAEL KOWALSKI, DIRECTOR OF PARKS AND RECREATION. WE HAVE A GREAT STORY TO SHOW TODAY, AS YOU KNOW, IN 2017 MASTER PLAN, WE IDENTIFIED 10 PARKS. THAT NEEDED WORK, AND WE'VE DONE NINE OF THEM. THIS IS NUMBER 10 KIND OF LIKE. IT'S ALSO THE PART THAT THIS GROUP HAS HAS SIGNALED TO US IN MANY OCCASIONS THAT DESERVES SOME CDC. FUNDS INTO THE HELP WITH THE PROJECT MOVING FORWARD. SO WHAT WE'RE SHOWING TODAY SOME ASPIRATIONAL PICTURES AND IMAGES TO START A CONVERSATION. WE ARE MOVING FORWARD WITH A FEW PARTS OF IT NOW EXPLAIN THAT AS WE GO ALONG HERE FOR THE SETTING THE CONTEXT . TOWN LAKE IS LOCATED EAST OF 75. WHENEVER OLDER PARKS IN THE CENTER OF A GREAT MIX OF DIFFERENT USES FROM THE AIRPORT TO DOWNTOWN MCKINNEY AND CERTAINLY EASILY ACCESSIBLE FROM THE HIGHWAY, SUCH A REGIONAL PARK. AND AS EXPLAINED TO ME, TELL THE QUEST SYNONYMOUS WITH THE CITY OF KIDNEY FOR MANY, MANY YEARS, IT WAS THE KEY PARK IN OUR AREA. IT SHOWS WELL. A NICE SUNNY DAYS. IT SHOWS VERY, VERY WELL. BUT IT HAS ITS[01:20:04]
CHALLENGES. FIRST OF ALL, IT'S A GIANT PARK, SO IT'S NOT ONLY THE 300 ACRES AT THE TOP PIECE, BUT ALSO IN OUR MIND, AT LEAST INCLUDES THE GOLF COURSE. THE FORMER GOLF COURSE THAT'S SOUTH OF EL DORADO ALONG HIGHWAY FIVE THERE. WE KIND OF PUT SOME BUBBLES ON THERE TO SPEAK TO THE DIFFERENT PIECES OF THE PUZZLE THAT REALLY FORM THE OVERALL PARK A CONTEXT. SOMEONE WHO WALKED THROUGH A FEW THINGS THAT WE'VE DONE FIRST AND FOREMOST A GREAT SHOT THE TREE CANOPY. AND ALL THESE YELLOW PIECES IS ALL THAT WE NEED TO TOUCH IN THE PARK. IT'S ALL WHAT WE NEED TO TOUCH ONLY NEED TO IMPROVE THE YELLOW AREAS OF THE PARK. SO PEOPLE MAY THINK THAT WE'RE DOING A GIGANTIC RENOVATION, IMPACTING TREES AND SO ON. IT'S CERTAINLY NOT THE CASE. IT'S MORE A MODEST ALONG THE EDGES. WHAT HAVE WE DONE? WHAT ARE WE DOING? SO SENIOR RECREATION CENTER RENOVATIONS DONE. REC CENTER. TALIC RENOVATIONS LETTER P THAT'S ALSO IN PROGRESS OR IN DESIGN PHASE RIGHT NOW. WE'VE INSTALLED THE KAYAK LAUNCH. WE'VE UPDATED THE FIELDS WERE ABOUT TO IMPROVE THE PLAYGROUND SHADE STRUCTURES BY THE BASEBALL SOFTBALL FIELDS. THE GREENS PARK IS IN DESIGN RIGHT NOW. CONSTRUCTION WILL START FIRST QUARTER NEXT YEAR. LIGHTED WOODS. I'LL TALK ABOUT THAT IN A MOMENT. BETTER TRAIL CONNECTIONS. PLANTING MORE TREES AND ON AND ON THROUGH EACH OF THESE TO SET THE TONE HERE. AS I MENTIONED SENIOR REC CENTER IS DONE BOOKENDS THE EAST SIDE OF THE PARK AND THE WEST SIDE IS THE REC CENTER OF TALIC. WE'RE ALREADY STARTING TO SCHEMATIC DESIGNS TO RENOVATE THAT FACILITY. BASICALLY TO OPEN IT UP TO BE THE JUMPING OFF POINT FOR TALIC. THREE GO TO GET YOUR KAYAK RENTAL GO ALREADY FOR CAMPING OPPORTUNITIES AND SO ON. THE KAYAK LAUNCH IS IN VERY POPULAR ALREADY. I WILL MAKE A NOTE THAT IT IS INACCESSIBLE KAYAK LAUNCH, SO THOSE WITH MOBILITY CHALLENGES ARE ABLE TO ACTUALLY ENTER THE WATER MORE EASILY USING A RAMP SYSTEM. USING HER ARM STRENGTH TO PULL THEMSELVES UP AND OUT OF THE WATER AS THEY COME BACK TO THE LAUNCH ONE, THE FIRST IN THE AREA INSTALLED WE GOT VERY LUCKY WITH THIS ONE. WE HAD THE IDEA RECALL AROUND THE COMPANY HAD ONE IN STOCK. HOW RARE IS THAT? SO IT WAS LITERALLY INSTALLED WITHIN DAYS FROM THE IDEA OF THE PHONE CALL AND EXECUTION. AS I SAID, WE UPDATED THE FIELDS AND WE'RE GOING TO UPGRADE THE PLAYGROUND EQUIPMENT BY THE DIAMOND. THE GREENS PARK. THIS IS FUNDED BY M. C. D. C. ABOUT A FOUR ACRE PARK ALONG STEWART ROAD. THAT'S THE FINAL DESIGN PHASE AS I MENTIONED ALREADY AND THEN LIGHTED WOODS. THIS IS IN DESIGN PHASE AS WELL. WE'RE GOING TO TAKE POCKETS OF SOME OF THE FOREST AND APPLIED IT AND PUT DIFFERENT LIGHTING IN THE FOREST. SO THINK ABOUT OUR HALLOWEEN EVENT. IT COULD HAVE BEEN LIT UP AND THE COLORS CHANGE FOR HALLOWEEN FOR CHRISTMAS AND SO ON. ALLOWS FAMILIES TO KIND OF ENGAGE THE TRAIL NETWORK IN THE EVENING TIME AND MAKING A DIFFERENT EXPERIENCE EACH TIME THEY VISIT THE PARK. WE ARE ADDING MORE TRAIL CONNECTIONS. WE JUST RECEIVED A GRANT FROM CAROLINE COUNTY FOR $280,000 TO ENHANCE MORE TRAILS IN THE FORMER GOLF COURSE. AND IF YOU RECALL, WE HAD A TREE PLANTING EVENT ON THE GOLF COURSE WE PLANTED 1600 TREES WITH VOLUNTEERS AND ONE DAY THAT WAS ABOUT A YEAR AGO.AND SO WE'RE REALLY LOOKING TO RESTORE THAT CANOPY ON THAT OLD FORMER GOLF COURSE. YOU MAY RECALL THIS FROM OUR JOINT MEETING EARLIER THIS YEAR. WHERE WE HAVE SOME SKETCHES FOR DOING AND THE TEAM HERE. WE LOOKED AT DIFFERENT IDEAS AND SO ON. SO PHASE ONE IN OUR MIND IS TO ADD THE DOG PARK TO TOWN LAKE AND THE FAR EAST SIDE AND OVER THE YEARS WORK OUR WORK OUR WAY WEST TOWARDS 75 DO DIFFERENT IMPROVEMENTS. AND THIS IS THE MASTER SKETCH THAT WE HAD TAPED UP ON THE WALL. WE ALL LOOKED AT AND EDIT OUR TWO CENTS. WE'VE TAKEN ALL THOSE COMMENTS. AND WE REALLY MARRIED THEM WITH SOME IDEAS THAT CAME OUT OF OUR STAFF. SO THIS IS OUR INSPIRATION FOR RENOVATING TOWN LAKE BASICALLY BECAUSE IT HAS FUNDING CHALLENGES TO ADD MORE BOARD. WALKER ELEVATED TRAILS IN THAT AREA TO CATTLE MEANT THE CURRENT TRAIL NETWORK. BECAUSE AFTER IT RAINS, THIS IS WHAT IT LOOKS LIKE. I HAVE A FEW OF THESE IMAGES THAT TELL A STORY.
NOW THE WATER COMES UP FAST AND RECEIVES FAST, WHICH IS GOOD. WHEN IT DOES, IT TAKES OUR TEAM ABOUT A WEEK ACTUALLY CLEAN IT. BECAUSE ALL THE MUD AND STONE AND TREE LIMBS AND EVERYTHING ELSE COMES ALONG WITH IT. AND IT'S TYPICALLY MOVING WATER. SO AS YOU WALK THROUGH THE IMAGES YOU'RE ABOUT TO SEE. THINK ABOUT MORE ELEVATED TRAILS THROUGH THIS AREA THAT WOULD GIVE PEOPLE A DIFFERENT PERSPECTIVE BUT ALSO SURVIVES. MOST OF THE FLOODING EVENTS WILL BE TIME FOR FLOODING WILL JUST DO WHAT IT WANTS TO DO, BUT THIS WILL MAKE US MORE RESILIENT. AND THIS IS THE LAST
[01:25:03]
IMAGE THAT WAS SHOW AND SO HERE'S A INSPIRATIONAL IMAGE. ADDING THE BOARDWALK ALONG THE WATER'S EDGE. ADDING A PROPER AMBER AMPHITHEATER ON THE WATER INSTEAD OF US HAVING TO PUT A STAGE OUT THERE ALL THE TIME AND WILL IT IN THAT DIFFERENT AREA. LOOKING AT BRIDGING THOSE TWO PENINSULA PIECES THAT ALMOST TOUCH WITH THE BRIDGE. AND EVEN LOOKING AS FAR AS CAN WE HAVE AN ELEVATED BOARDWALK THAT ACTUALLY ENDS AT A TREEHOUSE THAT KIND OF REFERENCES AND TOUCHES THE WOODS TO GIVE PEOPLE A DIFFERENT PERSPECTIVE. AND WE HAVE A VIDEO THAT WE PREPARED AGAIN. THE KIND OF WALK YOU THROUGH THE ENTIRE EXPERIENCE AMENDABLE. CUE THAT UP. OKAY.YEAH. HMM HMM. HMM HMM . COME BACK TO MY PDF, PLEASE. THAT'S QUITE THE VISION AND IT IT IT LOOKS LOVELY. UM EXCEPT FOR THE MUSHROOM PARK. I'M NOT SURE WHAT'S UP WITH NO. I LOVE HER WITH THE MUSHROOMS. BUT OTHER THAN THAT LOOKED AWESOME. SO I CAN SPEAK TO THAT. FOR A MOMENT. THE 10TH FROM OUR DESIGN TEAM IS TO CREATE PLAYGROUND EQUIPMENT THAT SEEMS LIKE IT'S GROWING OUT OF THE FOREST FLOOR NOW WILL LOOK LIKE THAT. PROBABLY NOT, BUT AGAIN, INSPIRATIONAL. OKAY? SO HERE'S AN OVERALL BIRD'S VIEW WHAT WE'RE, AND AS I MENTIONED, WE LOOK TO ENGAGE CITY COUNCIL ON TUESDAY TO APPROVE A DESIGN CONTRACT FOR
[01:30:04]
THE DOG PARK PORTION, AND THAT IS TO THE RIGHT HAND SIDE OF THE BASEBALL SOFTBALL FIELDS THERE.GET THAT GOING NOW, THAT WOULD BE A GRASP DOG PARK. OUR CURRENT ONE IS MULCH. WE HAVE TWO OPTIONS FOR OUR CITIZENS. AND OVER TIME. SMALL DOG SECTION RIGHT? OF COURSE. AWESOME. THANK YOU. AND THEN WORKING OUR WAY WEST WATCH ARE CHIPPING AWAY AT DIFFERENT ASPECTS OF THE OVERALL PROJECT. THE ESTIMATE FOR THIS IS STILL BEING WORKED OUT, BUT WE THINK THE DOG PARK PORTION IS PROBABLY IN THAT $4 MILLION RANGE BECAUSE YOU'RE SOME SITE WORK TO DO IN THAT AREA, AND WE'LL KEEP LOOKING AT MORE ESTIMATES AS WE GO ALONG. I DO. YOU HAVE IMAGES HERE. I WON'T GO THROUGH. I BROUGHT HIM WITH JUST IN CASE THE VIDEO DIDN'T PLAY. BUT BE HAPPY TO ENTERTAIN ANY QUESTIONS BASED UPON WHAT YOU'VE SEEN SO FAR. THE IMAGE OF THE AMPHITHEATER. DID I SEE THAT INCORRECTLY? WAS THERE A WATER FEATURE OR LIKE A SPLASH PAD ON THE OUT? OKAY, GREAT OBSERVATION. SO WHAT THAT IS SO WE'VE SEEN ACROSS THE METROPLEX IS PEOPLE BOTH AMPHITHEATERS AND LARGELY UNUSED 99% OF THE TIME. OUR VISION IS DIFFERENT. OUR VISION IS TO CREATE THE LARGE SPLASH PAD AREA THERE. THAT'S IN USE ALL THE TIME DURING CANCERS . WE CAN ACTUALLY COORDINATE THE WATER AND LIGHTING WITH THE MUSIC. SO THEN THE WATER BECOMES A FEATURE OF THE CANCER. BUT MOST TIMES IN THE SUMMER. IT'S JUST A SPOT YOU GO FOR A SPLASH PAD. AND ARE THOSE THOSE SEATING AREAS LIKE PERMANENT LITTLE MULTI TON TON STONES? THAT WON'T WASH AWAY MHM. THIS WHOLE SETUP HERE DESIGNED TO GET WHAT SO THIS IS DESIGNED TO BE UNDERWATER AND RECEIVES A CERTAIN WAY SORT OF AGAIN FOR OUR TEAM EASIER TO CLEAN. UM AND SO IT WOULD BE MORE INTENTIONAL ABOUT HOW WE'RE DOING THIS. THE PIANO NEEDS TO MOVE BEFORE THE WORLD. THE OTHER ONE WAS THIS A LOT OF, UH, COME FROM WHEN WE HAVE THE BRAINSTORMING MEETING OVER IT. ALL SETTLERS WAS SOME OF THIS CONCEPT FROM THAT. SO THREE OR FOUR PHASES OF INFORMATION GATHERING 2017. THE PUBLIC OUTREACH IDENTIFIED THAT THIS SHOULD BE MORE BUT DESTINATION TYPE PARK MULTI PURPOSES SUCH AS THIS. WE DID A PERFECT DREAM CAMPAIGN IN 2019 RIGHT BEFORE COVID. WE'VE GOT MORE COMMENTS FROM THE PUBLIC AND VARIOUS THINGS. THIS CAME UP AGAIN. DOG PARK, FOR INSTANCE, CAME UP IN THAT CONVERSATION. AND THEN, OF COURSE, THERE ARE PARKS AND RECREATION BOARD AND THIS BOARD JOINT MEETINGS AND SEPARATE MEETINGS JUST FINE TUNING THE VISION OVERALL. SO THIS THIS SPLASH PAD BEING RIGHT THERE IN THIS BEING A FLOODED AREA. THERE'S I NOTICED HAVING DRAINAGE, BUT THERE'S NO ISSUES WITH SEDIMENT MUD GETTING INTO THE PUMPS TO NO. I KNOW I SHOULDN'T SAY THIS. IT'S ALL BEEN DESIGNED WITH THE INTENTION THAT IT COULD BE UNDERWATER.
LIKE MOST THINGS. AND BASICALLY THE FILTRATION SYSTEM. WE HAVE OUT OR INTEND TO HAVE OUT THERE WILL BE ACCOMMODATING TO ANY TYPE OF SILT GETTING INTO THERE. TWO QUESTIONS. UM, ABOUT THE DOG PARK. I MEAN, COULD IMAGINE SOMEBODY SAYING, YOU KNOW THAT DOESN'T PASS A STRAIGHT FACE TEST TO SPEND $4 MILLION ON A DOG AGILITY COURSE. UM WHAT DO WE SAY TO THAT? IT'S MORE THAN THAT, SO IT'S NOT ONLY AT LARGE DOG PARK MULTI ACRE DOG PARK, BUT THERE'S BILLIONS TO GO ALONG WITH IT. THERE'S HIKING BIKE TRAIL LOOPS THAT GO ALONG WITH THAT CONNECTED TOGETHER OPERATION CENTER. THERE'S A PLAY ZONE THAT INCLUDES MORE HORSESHOE PITS, BIBLE COURTS AND GAMES OF THAT NATURE OUT THERE AS WELL. SO IT IS, IN ESSENCE, ANOTHER KIND OF NEIGHBORHOOD PARK. WE'RE ATTACHING TO TOWN MAKE, I WOULD SAY, MAYBE FOR BRANDING PURPOSES. IN COMMUNICATION ABOUT THIS, YOU KNOW, JUST FOR THE PUBLIC TO NOT CALL IT A DOG PARK WITH A $4 MILLION PRICE TAG, BUT MAYBE GET A NAME THAT EXPANDS, UM ENCOMPASSES RATHER ALL THAT IT ENTAILS. BECAUSE WHEN YOU TOLD ME ALL ABOUT THAT I COULD SEE THE PRICE TAG ACCUMULATING TO THAT NUMBER, BUT DOG PARK ALONE . FOUR MILLION. I JUST THINK THERE MIGHT BE SOME QUESTIONS POINT. THANK YOU ABOUT THE CONCESSIONS. SO IN THE IMAGERY, UM IT SHOWCASED WHAT LOOKED LIKE FOOD TRUCKS. IS THAT WHAT'S ENVISIONED? OR IS THERE A CONCESSION THAT PARKS AND REC WOULD RUN TWOFOLD. SO IN THE MAIN CENTER AREA BY THE PAVILION WILL HAVE BUILDINGS THAT CAN ACCOMMODATE CONCESSIONS, RECREATION OR POTENTIALLY A PRIVATE SECTOR PARTNER. RUNNING SOMETHING OUT OF THEIR THIS IS NEAR THE DOG PARK. WE DESIGNED A CRESCENT CURVE THERE THAT CAN ALLOW THE FOOD TRUCK PARKING THERE. AS WELL. BUT IF IT WERE TO GO THE FOOD TRUCK ROUTE, AND THAT'S ANOTHER REVENUE GENERATOR FOR THE DEPARTMENT. IT IS THE EXPLAIN I'M TRYING TO FIND OUT WHERE THE DOG PART IS IN RELATION TO THE BOARDWALK. FOR THE FOOD TRUCKS NEXT TO THE BOARDWALK BECAUSE I THINK THAT WAS THE CONCEPT IS THAT YOU CAN GRAB SOME FOOD AND SIT ON THAT BOARDWALK AREA, SO THERE'S A PARKING LOT THAT WOULD BE BUILT AND GO BACK TO THIS IMAGE. PART
[01:35:01]
OF MY CLICKING HERE. KIND OF SEE IT HERE JUST OVER THE TIP OF THE PAVILION THERE THE AMPHITHEATER . THERE'S A NEW PARKING LOT THAT HAS A ROW FOR TEMPORARY FOOD, TRUCK PARKING AS WELL. SO WE TRY TO DO IS GET THE ELECTRICITY IN PLACE FOR THOSE AND WATER HOOKUPS. SO THAT'S WHAT THAT'S ACCOMMODATING. AND THEN IN THE BOTTOM LEFT HAND CORNER HERE, BUT A PARKING LOT. YOU CAN KIND OF SEE THE WOODS LIT UP RIGHT THERE. THAT'S THE CORNER THAT WE'RE GOING TO DO. THE LIGHTS IN THE FOREST BY THE PARKING LIGHTING WOULD THANKS. WELL I'LL JUST MAKE ONE COMMENT. IF I MAY, MADAM CHAIR, UM MIKE, I THINK THAT THIS THIS IS INCREDIBLY RESPONSIVE TO THE FEEDBACK THAT I FEEL LIKE THIS GROUP AND OTHER GROUPS HAVE GIVEN. I FEEL LIKE WE PARTICIPATED IN THESE VISIONING SESSIONS AND THIS FEELS LIKE YOU REALLY LISTEN TO US AND RESPONDED TO IT. AND UM I APPRECIATE THAT. I THINK THAT THIS REALLY REFLECTS EVERYTHING THAT THE GROUPS THAT WERE INVOLVED THERE WANTED TO SEE. AND I LOVE THAT THE DOG PARK IS ON THE TOP OF THE LIST. UM, IT'S IT ISN'T AMENITY THAT THE EAST SIDE DOES NOT HAVE IT ALL. AND IT IS AN AMENITY THAT THE WEST SIDE HAS A VERY NICE MARQUEE DOG PARK, AND IT'S GREAT THAT WE HAVE THAT ON THE EAST SIDE FOR APARTMENT DWELLERS, WHICH ARE YOU KNOW, IN THE SAME DENSITIES , IF NOT GREATER DENSITIES ON THE EAST SIDE, FOLKS WHO DON'T HAVE THAT OUTSIDE SPACE THAT'S IMPORTANT AND, UM, REALLY EXCITED TO SEE THAT THAT'S TOP ON THE TOP OF THE LIST. ALSO EXCITED TO SEE ALL THE WORK YOU'RE DOING ON TRAILS BECAUSE THAT'S THAT'S INCREDIBLY IMPORTANT TO PEOPLE WHO WANT TO WORK OUT. AND UM, YOU KNOW, JUST ENJOY THE CITY. UM IN TOTAL, CONNECTING ALL THESE TRAILS TOGETHER SO THAT WE CAN MOVE FROM, YOU KNOW, AND WE ALREADY CAN MOVE FROM BONNIE WANG TO TOWN LAKE AND THEN YOU KNOW, EVERYWHERE IN BETWEEN. CONNECTING ALL THESE TRAILS TOGETHER IS AWESOME. AND I'M HAPPY TO SEE THAT YOU'RE DOING WORK ON THAT GREAT PRESENTATION.EVERYTHING LOOKS GOOD. MR KELLY HAPPENS, SLIDES AT THE END HERE ON THE TRAIL SPECIFICALLY TIME PERMITS. I CAN GO THROUGH A COUPLE OF THOSE TO HIGHLIGHT YOU'RE VERY POINTS. THANK YOU.
WOULD YOU GO BACK TO THE TREEHOUSE IMAGE WILL DO. HELP GET OUR BEARINGS AND WHERE THAT'S AT. SO THAT THE BRIDGE THAT GOES OVER THE WATER THAT KIND OF LOOKS LIKE AN IRA. TWO PIECES TERMINATES ACTUALLY DRAWING HERE. THAT'S A WALKING BRIDGE. IT'S A WALKING BREAKS MULTIPLE WAYS WE CAN DO IT. IT COULD BE A SIMPLE BRIDGE THAT CALL THAT'S AT TRAIL LEVEL. OR WE CAN ELEVATE IT TO GROW UP IN THE AIR A LITTLE BIT TO GIVE A BETTER EXPERIENCE AND TERMINATE RATIO HERE AT THE TREEHOUSE. AND GO BACK TO THE IMAGE. SO OFF OF THIS, SO HOW WE ENVISIONED IT.
OPERATING IS THIS WE CAN HAVE MULTIPLE THINGS GOING ON IN THE PARK. YOU CAN HAVE A MAJOR BAND PLAYING AT THE BANDSHELL. YOU CAN HAVE AN ACOUSTIC BAND UP HERE PLAYING. AND THEY WON'T EVEN HEAR EACH OTHER AT ALL. WE CAN ZIP LINING OFF HERE IN THE FUTURE. IT'S REALLY A MULTIPURPOSE SPACE FOR DIFFERENT THINGS YOU CAN YOU CAN CRAWL UP THE LITTLE TREEHOUSE FROM DOWN BELOW A SET OF STAIRS THAT I'M SAYING, OKAY? I WAS AT A. I'M FORGETTING WHERE I WAS. I WAS IN ARKANSAS. THAT'S WHAT I DO. REMEMBER AND I WAS AT, UM THAT'S THE BIG PARK WITH THE FLOWERS AND THE CRYSTAL BRIDGES. THREE ALRIGHT? SURE ANYWAY, THERE WAS A TREEHOUSE FORGETTING WHAT THE NAME OF ALL THIS WAS. BUT THERE WAS A TREE HOUSE AND, UM, REMEMBER GIVING FEEDBACK BECAUSE I THOUGHT THAT WAS THE MOST INCREDIBLE PART OF THE PARK AS YOU WENT IN, AND THERE WAS JUST THIS INCREDIBLE TREEHOUSE. THAT KIND OF JUST CAME OUT OF NOWHERE AND KIDS COULD JUST CRAWL UP AND EXPERIENCE AND THEN THE PARENTS WERE SITTING KIND OF ON THE OUTSIDE WATCHING THEM. AND SO I LIKE THIS CONCEPT. WHERE UM, IT'S KIND OF LIKE COMING OUT OF THE TREES. SO GREAT. THANK YOU.
FROM PARKING PERSPECTIVE. YOU HAVE ADEQUATE PARKING THAT WILL SUPPORT MOST ALL THE DIFFERENT PROGRAMMING BECAUSE YOU KNOW WHEN WE LIKE, HAVE JUNETEENTH AND WE'RE IN THIS SPACE YOU HAVING TO YOU KNOW ME OVER IT HIGH SCHOOL THAT IF THERE IS SOMETHING GOING ON AT THE HIGH SCHOOL THAT PROVIDES SOME ISSUES . GREAT QUESTION, I THINK FOR BIG EVENTS PARTNERSHIP WITH THE HIGH SCHOOL PROBABLY IS A LONG TERM SOLUTION. WE ARE ADDING MORE PARKING. I'M GONNA GO AHEAD AND ANECDOTE OR CIRCLE A COUPLE OF THINGS HERE. WE'RE ADDING MORE PARKING DOWN OVER HERE.
MOVING THE CURRENT PARKING LOT, MAKING A LARGER PARKING LOT HERE. SO IT'S YOUR POINT. MADAM
[01:40:01]
CHAIR, A BETTER POSITION CONNECTION BETWEEN THE PARKING AND TALK TO EACH OTHER BETTER AND THEN GOING BACK TO MS. BOOTHS COMMENT A LARGE PARKING LOT AS PART OF THE DARK BLACK PARK PROJECT AS WELL. AND WHAT THAT DOES IN A SENSE, IT INCREASES OUR PARKING BY 40% THAT'S OUT THERE, IF NOT MORE. ARE THERE? UM LIKE ADDITIONAL. BILLION TYPE SPACES. KINDA I MEAN, I KNOW I'VE SEEN BECAUSE I KNOW LIKE, OF COURSE ALONG THE TRAIL, AND I JUST THINK OF JUNETEENTH BECAUSE YOU KNOW SOME OF THOSE AREAS AND HOW IT WHEN IT WAS HOT. IT WAS KIND OF, YOU KNOW ON UNBEARABLE, MANY PEOPLE PROBABLY WOULD HAVE LOVED TO HAVE STAYED OUT THERE LONGER, BUT THE SHADE WAS WAS LIMITED IN IN A LOT OF THE AREAS AND, OF COURSE, IN THOSE CASES, YOU KNOW, A LOT OF PEOPLE ARE VENDORS BROUGHT TENTS. SO I JUST WONDER LIKE HOW YOU KNOW THE ACCOMMODATION OF MORE SHADE IN SOME OF THE TRAIL. IT'S NOT POPPING IN IMAGES I BROUGHT TODAY. BUT THAT'S THE IDEA TO HAVE MORE PAVILIONS. SO PAVILION RENTAL PARTICULAR THIS ISLAND COMMUNITY IS VERY HIGH. FOR FAMILY PARTIES, PARTLY PARTIES AND SO ON. WE WANT TO HAVE MORE AND I'M SET UP WHERE PEOPLE CAN RENT A BILLION ZONE. SO YOU HAVE FOUR SEPARATE ONES. INDIVIDUALLY OR RECOMMENDED ALL FOUR IN CREATING A NICE LITTLE PARTYING THAT TO YOURSELF. OUR CONSULTANT , BROUGHT SOME IDEAS ABOUT SOME OUTDOOR REMOTE WORKSPACES. BLACK PEOPLE WORK FROM HOME. CAN WE HAVE SOME SPOTS THAT ARE WIFI ENABLED YOU LOG IN. YOU PAY A LITTLE FEET, POTENTIALLY TO PARKS, RECREATION FROM YOUR LAPTOP OUT THERE AND HAVE A OUTDOOR WORK ENVIRONMENT. SO IT'S YOUR POINT. WE ARE LOOKING AT DIFFERENT WAYS TO DO THAT. AND THE OTHER QUESTION. THANK YOU. ME MADAM CHAIR, A COUPLE OF SLIDES AND OUR TRAILS. MASTER PLAN. UH WHEN YOU TALK ABOUT THE MASTER PLAN, WHAT'S GOING ON OVER THERE, YOU KNOW OFTEN BLOOM, DALE THEY LOVE. YOU KNOW MY ISSUE THAT WE DON'T HAVE ENOUGH. OH TRAIL OVER THERE BEHIND, UH, CREEK HARLOW. SURE I'M JENNY BAKER ACCUSED ME HONEST HERE, SO I'M GONNA TALK CORRECTLY FROM RON. OKAY? WE JUST BOUGHT PROPERTY ABOUT A BLACK MATH FROM YOUR HOUSE CREDIT TRAIL. ANY CONNECTION TO THE CHURCH? IS THAT CORRECT THE CHURCH OVER THERE'S BILLION TRAIL. TODAY. MADAM CHAIR. WE'RE CLOSING OUT IN TODAY SO YESTERDAY. I DON'T KNOW THE NAME . IT'S ALL RIGHT THERE ON BLOOM, DALE BLOOMINGDALE AND COMMUNITY COMMUNITY COMMUNITY. YEAH THIS IS A SITUATION THAT WE DID A PROGRAM, DEDICATION REQUIREMENT AND THE LANDSCAPE OF DEVELOPER WE HAD SOMETHING WE NEEDED TO MAKE A CONNECTION. AND WE THOUGHT ABOUT THIS ABOUT A YEAR AGO AND TOOK THAT MUCH TIME FOR IT TO COME ABOUT. AND AS MR KELLY ALREADY ALLUDED TO CONNECTIONS ARE SO IMPORTANT, WE HAVE AN AMAZING TRAIL NETWORK. BUT THERE'S GAPS SOMETIMES 10 FT. SOMETIMES TWO BLOCKS, OFTENTIMES THE PRIVATE DEVELOPERS CONTROLLING THAT PIECE THAT WE CAN'T GET ACROSS YET. BUT ONCE WE DO YOU OPEN UP. DOZENS OF MILES OF CONNECTIONS ACROSS OUR PARK SYSTEM. AND JUST TO SPEAK TO THAT FOR A MOMENT HERE. THE TRAILS PLAN IS PROBABLY 90% FINISHED. DONE A FULL ASSESSMENT OF OUR TRAILS. WE DID PUBLIC INPUT LAST MAY OF 2021. AND. SOME KEY TAKEAWAYS.FIRST OF ALL, BUILD THE FRAMEWORK. WHEN DEVELOPERS COME IN, WE BUILT STREETS. GET THE TRAILS IN NOW. IF YOU DON'T GET THEM IN NOW, MUCH HARDER TO PUT THEM IN LATER ON, OF COURSE.
WE'RE STILL LOOKING TO DO A 25 MILE LOOP AROUND THE ENTIRE CITY. IT IS POSSIBLE TO DO THIS.
WITH MINIMAL TO ZERO STREET CROSSING SO UNDER THE STREET AS MUCH AS POSSIBLE. SO IN ESSENCE, YOU CAN TRAVEL THE ENTIRE LOOP LONG TERM. I HAVE MINIMAL INTERACTION VEHICLES. THAT'S THE ASPIRATIONAL GOAL AS WE PUSH FORWARD WITH THIS FILL THE GAPS. ON THE WEST SIDE OF MCKINNEY, THEIR SUBSTANTIAL GAPS. WE ARE LUCKY THAT A LOT OF IT YOU ALWAYS HAVE BUILT ROBUST TRAILS AS PART OF THEIR PROJECTS AND DONE SOME GOOD SIGNAGE OUT THERE TO HELP PEOPLE NAVIGATE. AND THEN ON THE EAST SIDE, OF COURSE. CAN YOU HEAR FROM DOWNTOWN TO TOWN LAKE? PEOPLE FORGET THERE'S A COUPLE OF GAPS THERE THAT WERE THAT ARE MISSING. THEN TOLD SETTLERS TO THE JOHNSON BOWLING PROPERTY AND EVEN DOWN TOWARDS NICK LEVINE. WE OWN PART PROPERTY ALONG WITH DOWN THE LEGAL MIND. GET THAT CONNECTION GOING AS WELL. THERE'S A HIGHWAY FIVE PROJECT COMING ALONG JUST SOUTH OF ELDORADO PIPE MANY YEARS OUT. THAT ALLOWS US TO THE TRAIL UNDERNEATH HIGHWAY FIVE. SO IN ESSENCE, THE GOVERNMENT TOWN LAKE UNDER ELDORADO TO THE FORMER GOLF COURSE UNDER HIGHWAY FIVE PUBLIC, LABAN THAT'S A MAJOR CONNECTION. AND IN
[01:45:01]
DOWNTOWN AREA, YOU'RE UTILIZING WHAT WE CAN WITH THE MINIMAL RIGHTS OF WAY THAT WE HAVE. MAKE IT FUN. YOU KNOW, WE SPOKE ABOUT THE BICYCLE RENTAL. WE SPEAK ABOUT ICONOGRAPHY AND ARTWORK ON THE TRAILS, PLACEHOLDERS AND EVEN JUST BASIC SIGNAGE THAT'S COMING DOWN. AND THEN CONNECTING TO OUR NEIGHBORING CITIES. PART OF A SIX CITY PLAN THAT WILL HELP ALIGN TRAILS THAT CONNECT THE CITIES OVERALL. AND THEN JUST ONE THING I WANT TO SHOW HERE IS THIS WE'RE LOOKING AT ACTUAL SPOTS NOW. SO ACTUAL ONE BLOCK TO ONE MILE SEGMENTS OF CONNECTIONS HAVE BEEN MADE. SO THAT'S THE LEVEL OF DETAIL WE'RE TRYING TO GET INTO TO CREATE THESE ROBUST CONNECTIONS SO SOMETHING CAN DO IT. 20 MILE RIDE THERE WHERE THEY ARE TO GET BACK TO THEIR STARTING POINT, AND SO ON. SO WITH THAT I'LL STAND FOR ANY QUESTIONS ON THE TRAILS PLANE. JUST A COMMENT. UM THANK YOU FOR YOUR WORK ON THIS, I THINK, AS I SAID, TRAILS ARE INCREDIBLY IMPORTANT TO ENJOYING OUR PARKS. UM AND WE. WE CAN MAKE A HUGE DIFFERENCE IN PEOPLE'S ENJOYMENT OF THE CITY AND OF THESE PARKS BY BY DOING THAT. UM AS I'VE SAID TO YOU OFFLINE. WE NEED. WE NEED TO DO SOME WORK ON SIGNAGE AND UNDERSTANDING HOW THESE TRAILS CONNECT TO EACH OTHER. UM AND WHEN A TRAIL POPS UP ONTO A SIDEWALK AND THEN GOES BACK ONTO THE TRAIL, IT'S EASY TO LOSE IT , AND I ALSO WANT TO ENCOURAGE CREATION OF A REALLY EASY TO USE TOOL FOR UNDERSTANDING THE TRAIL NETWORKS ELECTRONICALLY AND UNDERSTANDING HOW TO HOW TO GET THROUGH THE DIFFERENT TRAILS AND A TOOL THAT YOU KNOW AN APP ON THE PHONE. THAT IS INTUITIVE AND EASY TO GRASP WOULD REALLY HELP.UTILIZATION, I THINK UNDERSTOOD. WE AGREE. THANK YOU. JUST 11 MORE QUESTION. THIS IS REALLY OUTSTANDING, YOU KNOW? COME FROM NEW YORK CENTRAL PARK IS THE CROWN JEWEL, NEW YORK CITY. THIS IS OUR CROWN JEWEL HERE, AND I'M JUST WONDERING IF THERE'S ANY UM , THOUGHT BETWEEN THE PARKS DEPARTMENT AND VISIT MCKINNEY FOR CONNECTING THIS PARK TO THE HOTELS SO THAT PEOPLE WHO COME FOR A WEEKEND IN MCKINNEY HAVE A WAY TO GET TO THE PARK. MAYBE THERE'S A SHUTTLE THAT OPERATES OR SOMETHING THAT WOULD JUST PROMOTE THE PARK HEAVILY RATHER THAN JUST SHOPPING IN DOWNTOWN MCKINNEY. ANY EARLY THOUGHTS ON THAT TIME. SO ERIN BEING A NEW EXECUTIVE DIRECTOR, AS HE MENTIONED HE AND I HAVE BEEN MEETING IN THIS VERY TOPIC ABOUT HAVING MORE CROSS POLLINATION.
WHEN SOMEBODY WALKS INTO VISIT MCKINNEY DOORWAY PRODUCT CONVERSATION SHOULD BE ABOUT MCKINNEY PARKS AND RECREATION AND HOW TO GET TO EXPLAIN Z FROM THERE, SO LET'S STEP ONE OF OUR JOURNEY TOGETHER. BUT 100% ARE WORKING ON THAT. THAT'S GREAT TO HEAR. THANK YOU. THANK YOU.
THANK YOU. APPRECIATE IT. THANK YOU. WE'RE NOW INTO. PUBLIC COMMENTS REGARDING MATTERS NOT ON THE AGENDA. HAVE ANY YOU NOT HAVE ANY, OKAY? ANY BOARD COMMENTS. AMAZING. WE WILL NOW
