ATTACKED WITH STATEWIDE MUNICIPAL COURTS AND ALL OTHER TEXAS COURTS COMBINED. THE PUBLIC IMPRESSION OF THE TEXAS JUDICIAL SYSTEM IS LARGELY DEPENDENT UPON EXPERIENCES WITHIN THE MUNICIPAL COURTS. [Update on Parks & Recreation Projects]

WORK SESSION ITEM. 22 1013 UPDATE ON PARKS AND RECREATION PROJECTS. LADIES AND GENTLEMEN, MICHAEL KOWSKI. OH THANK YOU, MR MAYOR, MICHAEL KOWSKI, BLUSHING DIRECTOR OF PARKS AND RECREATION . I LOVE TO COME HERE EVERY SO OFTEN GIVE AN UPDATE ON WHAT WE'RE DOING ACROSS OUR PARK SYSTEM. SO LET'S GET AFTER IT HERE. FINCH PARK IS NOW OPEN. PICKLEBALL COURTS ARE OPEN.

PLAYGROUND IS OPEN AND SO ON, AND SO FORTH. THE GREAT EDITION JUST SOUTH OF DOWNTOWN MCKINNEY HERE. PLAYGROUND EQUIPMENT IS IN . WE ARE CURRENTLY INSTALLING NEW PLAYGROUND OR I'M SORRY.

SHADE STRUCTURES OVER THAT CAME IN EARLY, WHICH IS GOOD NEWS, SO THEY'RE BEING INSTALLED RIGHT NOW. M. C, D. C FUNDED PROJECTS $6 MILLION FOR THIS PARK MULTIYEAR PROJECT, SO KUDOS TO MY TEAM FOR SEEING THIS THROUGH. I'M GOING TO SPEND A FEW SLIDES BRAGGING ABOUT OUR VOLUNTEER NETWORK, SO THE MCKINNEY GARDEN CLUB HAS BEEN PLANTING AND MAINTAINING FLOWERS IN HIS PARKS IS 1940. AND THEY'RE OUT THERE PAST COUPLE OF WEEKS, IMPROVING THESE LANDSCAPE BEDS WE PUT IN WITH THEIR HELP. SO WHEN YOU SEE BEAUTIFUL FLOWERS LIKE THIS, IT'S A TEAM EFFORT FROM ACROSS OUR DEPARTMENT. OF COURSE, OUR CITIZENS PAY FOR THE FLOWERS OR WELL, WE'LL PROVIDE SOMETIMES A MULCH IN SOME IRRIGATION HELP, BUT THEY DO ALL THE WORK. WELL. THE FORMER GOLF COURSE. MCKINNEY GREENS SOUTH OF TOWN LAKE, WE PLANTED 1600 TREES THIS PAST YEAR. BY VOLUNTEERS IN ONE DAY.

SO WE WENT OUT THERE AS A TEAM PARKS MAINTENANCE TEAM AND DRILLED ALL THE HOLES. AND THEN WE GOT A GRANT FOR $51,000 BR PARKS FOUNDATION AND PLANTED ALL THE TREES TOGETHER. PARTS FOUNDATION WAS STARTED IN 2017. THEY'VE ENGAGED OVER 550 UNIQUE VOLUNTEERS ACROSS OUR CITY DO

[00:05:03]

WORK. AND YOU'LL SEE THIS IN THE NEXT FEW SLIDES VALUE TO THE CITY. VOLUNTEER HOURS WORTH ABOUT 30 BUCKS AN HOUR. THAT'S A LOT OF MONEY. A LOT OF EQUITY WE'RE GETTING FROM THESE VOLUNTEERS TO IMPROVE THEIR PARK SYSTEM. SAME WITH GREAT BRANCH. GREAT BRANCHES, LOOKING AT 3 80 BETWEEN RIDGE AND LIKE FOREST IN THE SOUTH SIDE. WE EVEN START THREE MILES OF NATURAL TRAILS THIS PAST YEAR. ALL VOLUNTEER WORK ALL WEEKEND WARRIORS COMING IN. THIS I'LL GO BACK TO THIS ONE AND THE BOTTOM RIGHT HAND SIDE THAT WAS ABOUT THREE WEEKENDS AGO. WE'RE PLANTING WILDFLOWER SEEDS OFF THROUGHOUT THE PARK AS WELL. SO THIS IS TRULY THE CASE OF YOU. PLANT A TREE NOW AND IN FIVE OR 10 YEARS, THIS ENTIRE PARKER FEEL MUCH DIFFERENT, MUCH MORE ESTABLISHED. THE SAME VOLUNTEER SPIRIT IS THAT IRWIN PARK IN THE FOREGROUND HERE IS OUR SKILLS COURSE. YOU MAY RECALL THIS EVENT THAT WE HAD THE GRAND OPENING. BUILT OVER TWO YEARS.

ALL VOLUNTEERS AGAIN BUILT THIS ENTIRE STRUCTURE FOR US. DOOR BOCK, DALLAS OFF ROAD BIKE ASSOCIATION THEY'VE GIVEN ABOUT 11,000 HOURS OF VOLUNTEER TIME TO MAINTAIN IN THE PAST 20 YEARS. BUT HERE'S EVEN A BETTER STORY. THEY WERE AVERAGING ABOUT £500 FOR HOURS A YEAR THE PAST COUPLE OF YEARS. OVER 1500 THIS YEAR TO DATE WITH 1800 VOLUNTEER HOURS TODAY. SO THESE ARE PEOPLE COMING FROM ALL OVER THE METROPLEX TO MCKINNEY TO VOLUNTEER TO GIVE BACK TO OUR SO WHAT DO THEY DO? I MEAN, ARE THEY? WHEN YOU SAY BUILDING TRAILS? ARE THEY THROWING DIRT ON TOP AND BUILDING THE HILLS AND CLEARING STUFF? AND SO WE HAVE 10 MILES OF ACTUAL MOUNTAIN BIKE TRAIL AND DRAWN HERE FOR A MOMENT YOU'VE SEEN IN THE BACKGROUND, A LITTLE TRAIL LOOP.

THAT'S 10 MILES OF TRAILS. THEY MAINTAIN ALL THAT FOR US. SO AFTER EVERY RAIN, THE GRAPH THERE AND REPACK THE DIRT AND MAKE SURE IT'S SAFE FOR BIKE RIDERS GO THROUGH THERE AND THEN THIS THE BIG PROJECT WE DROPPED OFF SOME SPOILS FROM PROJECTS EXTRA DIRT. THEY HAD DIRT BROUGHT TO HIM FROM OTHER FOLKS AND LONG BEHOLD, WE'RE ABLE TO CRAFT THIS. THEY DID ALL THIS WORK AGAIN. OUR SENIOR RECREATION CENTER. WE JUST HAD OUR 20TH ANNIVERSARY CELEBRATION OF THE CENTER. YOU MAY NOT KNOW THIS, BUT OUR CENTER RUNS BY VOLUNTEERS. WE HAVE 63 ACTIVE VOLUNTEERS. THEY RUN 65% OF OUR PROGRAMS THERE. THINK ABOUT BINGO AND CRAFT MAKING AND QUOTE MAKING ITS RUN BY VOLUNTEERS. THEY'VE GIVEN US ABOUT 5500 HOURS THIS FISCAL YEAR AGAIN VALUE TO THE CITY THAT STAFF THAT WE DON'T HAVE TO KEEP ON BOARD TO DELIVER THOSE SERVICES.

SOME HIGHLIGHTS FROM OUR SENIOR RECREATION CENTER IN SENIOR POOL 70 FOR SPECIAL EVENTS THIS YEAR.

48 BUS TRIPS AND WEAK CASE FROM LESSONS TO OVER 1400 KIDS AND YOUNG ADULTS. SO IT'S 1400 PEOPLE IN MCKINNEY, WHO ARE SWIM BETTER TODAY BECAUSE OF THIS ONE POOL IN OUR SYSTEM. THAT'S NOT THE APEX CENTER THAT DOESN'T INCLUDE OUTDOOR POST JUST THAT ONE POOL. IT'S IMPOSSIBLE TO QUANTIFY THE VOLUNTEER HOURS FROM OUR SPORTS GROUPS. BUT SOME GOOD NUMBERS HERE. WE HAVE SIX SPORTS ASSOCIATIONS THIS PAST SEASON. WE ARE BACK TO OUR PRE COVID NUMBERS. 12,000 TOTAL PLAYERS ACROSS ALL OF OUR SPORTS, BASEBALL, SOFTBALL, SOCCER, LACROSSE, ETCETERA. AND THIS YEAR WE HAD A BANNER YEAR 14 TRAVEL TOURNAMENTS. THAT'S WHERE 30% OF TEAMS TRAVEL FROM MORE THAN 60 MILES AWAY. 3800 TEAMS CAME TO MCKINNEY. THAT'S 10 KIDDOS PER TEAM, TYPICALLY, PLUS PARENTS AND GRANDPARENTS. THAT'S A HUGE PLAYER IN OUR ECONOMIC STRENGTH HERE, MAKING THAT'S WHY WE'RE IMPROVING OUR SPORTS COMPLEXES. SO UPPER LEFT OF THE LEFT HAND SIDE IS ALL RUSSIA RESTROOMS. THAT'S NOT A RENDERING THAT IS OUR BRAND NEW BATHROOM FACILITY AT THAT PARK.

BUILT UP OUT OF THE FLOODPLAIN SO NO LONGER FLOOD DURING EVENTS. GAME NESBITT BY THE LIBRARY. WE HAVE A FOUR PACK OF SOFTBALL FIELDS UNDER DESIGNED, OF COURSE, CRAIG RANCH WERE UNDERGOING MAJOR RENOVATIONS STARTING THIS MONTH. WE'RE HOPING TO BREAK GROUND. THE TIMING OF THE CRAIG RANCH IS PERFECT AS DISTRICT 1 21 AND HUB 1 21 GAIN UM, THEIR BRAND AND MORE PEOPLE IN THIS AREA. THAT WOULD BRING PEOPLE TO THIS AREA OF MCKINNEY. INDOOR TENNIS. HUGE INVESTMENT FOR THE CITY. WE ARE ON SCHEDULE OPENED UP THE FIRST QUARTER OF NEXT YEAR. ELEVATOR IS OUR BIG HANG UP RIGHT NOW. THAT'S WHAT'S THAT COMES IN. WE CAN OPEN UP SIX INDOOR TENNIS COURTS. WE THINK THIS WILL POSITION US AS HAVING THE PREMIER TENNIS FACILITY IN THE STATE PUBLIC FACILITY I SHOULD SAY IN THE STATES 23 OUTDOOR COURTS, SIX INDOOR COURTS. IT'S CRAZY HOW MUCH THOSE COURTS GET USED. YEAH IT IS. YEAH, I MEAN, WEEKDAY NIGHT. YOU SEE 30 PEOPLE IN ONE COURT, SOMETIMES GETTING LESSONS SAY NOTHING OF THE DAYTIME ACTIVITY. YEAH. THERE IS

[00:10:06]

A NUMBER I SAW. DON'T QUOTE ME ON THIS, BUT I BELIEVE IT WAS DURING COVID TENNIS GAINED FIVE MILLION PLAYERS DURING COVID. TENNIS DID. IT'S ONE OF THE FASTEST GROWING SPORTS. I WANT YOU TO KNOW THAT BECAUSE A FEW OF US LEFT THE TENNIS COURTS OPEN DURING COVID. JUST JUST SAYING TENNIS AND GOLF BOTH WIN. THAT'S RIGHT. YES, SIR. SO WE ALSO DO THINGS OF MORE MODEST SCALE, BUT EQUALLY IMPORTANT. WE HAVE A CONCERTED PLAN IN PLACE TO UPDATE OUR PLAYGROUNDS ACROSS OUR PARK SYSTEM. OUR GOAL IN THE NEXT COUPLE OF YEARS IS THEY HAVE NO PLAYGROUND SYSTEM OTHER THAN 15 YEARS IN MCKINNEY, NO 67 . YEARS AGO, WE HAD SOME PIECES OF EQUIPMENT THAT WERE 30 YEARS OLD. THAT WAS UNACCEPTABLE. SO IN CONCERT WITH THIS GROUP HERE IN DC WE'VE COME UP WITH A PLAN AND WE ARE HITTING IT EVERY SINGLE YEAR. TWO OR THREE PARKS PER YEAR, RENOVATED. HUGE IMPACT IN NEIGHBORHOODS. WE GET MORE THANK YOU'S FOR A SIMPLE PLAYGROUND REPLACEMENT THAN ANYTHING ELSE WE DO. BECAUSE THE FAMILIES AND KIDS APPRECIATE IT SO MUCH. SO TELL ME PARK WE ARE A GREAT, UM, PATH TO RENOVATE TOWN LAKE PARK. I'M GONNA PLAY VIDEO THAT WILL SET THE TONE OF GIVING AN IDEA WHAT THE POTENTIAL IS FOR ATOMIC PARK. THEN IT HAS SOME IMAGES. WE CAN GO THROUGH THE EXPLAIN SOME DETAILS. SO WITH THAT, MISS EMPRESS. YEAH.

OKAY? OKAY? HMM. OKAY.

MM HMM . HMM. MM HMM. MHM.

HMM. HMM.

[00:15:07]

SWITCH BACK, PLEASE. IT'S WHAT YOU SAW. THERE IS THE POTENTIAL OF TOWN LAKE PARK. WHAT CAN HAPPEN THERE? IT'S AN ULTIMATE VISION. IT WILL NOT HAPPEN OVERNIGHT. AS YOU CAN EXPECT.

HOWEVER WE WERE ASPIRATIONAL MY DEPARTMENT. WE ARE AIMING FOR HAVING THE BEST PARK. WE THINK TOWN LAKE IS A FRONT DOOR OF OUR COMMUNITY. IT IS SYNONYMOUS WITH MCKINNEY, IN MANY RESPECTS IS OUR CENTRAL PARK. AND DESERVES AN UPGRADE. IN FACT, OUR 2017 MASTER PLAN IDENTIFIED 10 PARKS THAT NEEDED TO BE RENOVATED. WE'VE DONE NINE OF THEM. THIS IS NUMBER 10. SO WE ARE RIGHT ON PACE AS COMMITTED TO OUR PUBLIC. WE'VE DONE PUBLIC INPUT IN 2017. AND 2019. WE'VE HAD MULTIPLE SESSIONS WITH OUR PARTNER ADVISORY BOARD M C D. C EVEN TOGETHER COMING UP WITH THE PLANS, YOU SEE? AND I WAS I'LL WALK THROUGH A COUPLE HIGHLIGHTS WHICH ARE IMPORTANT TO POINT OUT. FIRST AND FOREMOST, YOU'LL SEE BOARDWALKS. GET THE TRAILS OUT OF THE FLOODPLAIN AS BEST WE CAN. REALLY LEND ITSELF TO THE NATURAL ASPECT OF THE ENTIRE LAKE. PYLONS WOULD BE DRIVEN INTO THE GROUND TO CAPLIS THIS WE'RE TRYING TO GET DIFFERENT EXPERIENCES INSIDE THE FOREST, SO CERTAIN PORTIONS, PORTIONS OF THE WOODS WILL BE LIT UP WITH LED LIGHTING. SO DURING THE HOLIDAYS, YOU CAN CHANGE THE LIGHTING FROM CHRISTMAS THEMES TO HALLOWEEN THEMES AND LET THE FOREST TO MAKE NIGHT WALKS IN THE TRAILS, MORE ADVENTUROUS AND MORE EASILY ACCESSIBLE FOR FAMILIES. WE HAVE A BRAND NEW PAVILION. THAT IS DESIGNED TO BE ON THE WATER ITSELF IS DESIGNED ACTUALLY TO BE UNDERWATER IF YOU WILL. AND THE WATER RECEDES. IT WILL BE FUNCTIONAL. HERE'S A BETTER LOOK AT THAT PAVILION. YOU'LL SEE THE LARGE BOULDERS IN THE LAW AND THEY'RE PROCEEDING.

THOSE WERE NOT WASH AWAY. THEY'RE DESIGNED TO BE THERE. YOU SEE THE BOARDWALKS WITH SEATING OUT THERE? OUTDOOR FITNESS. WE HAVE JUST OVER A ONE MILE LOOP AROUND THE PARK TODAY , AND WE SEE MORE AND MORE PEOPLE DOING EXERCISING AS YOU'RE GOING ALONG SO WELL.

PEPPER ALONG THE TRAIL. THESE GREAT LITTLE WORKOUT AREAS, PEOPLE STOP. AND DO SOME FITNESS ALONG THE WAY. AND THEN A TREE HOUSE. SO THIS IS ON THE SOUTH SIDE OF THE LAKE. THAT THESE BOARDWALKS WOULD COME UP TO A TREEHOUSE SETTING TO ALLOW PEOPLE TO GET UP IN THE AIR AND HAVE A BETTER VISTA AND TOWN LAKE LONG TERM, WE CAN INTRODUCE ZIP LINING AND OTHER THINGS THERE. MORE IMPORTANTLY WHEN YOU THINK ABOUT OUR SPECIAL EVENTS HERE. WE HAVE THE LARGE PAVILION ON THE WATER PROPOSED. YOU CAN HAVE A BAND PLAYING THERE. YOU CAN HAVE ANOTHER BAND PLAYING UP HERE IN THE TREE HOUSE. SO MULTIPLE BANDS PLAYING AT THE SAME TIME THROUGHOUT THE PARK.

AND THEN A DOG PARK JUST EAST OF THE SOFTBALL FIELDS. THERE IS CITY AND LAND THAT WE'RE LOOKING TO TRANSFORM INTO A DOG PARK. ONE OF THE BIGGEST REQUEST WE GET IS FOR HIS SECOND DOG PARK IN THE KIDNEY, IN PARTICULAR EAST OF 75. SO THAT WOULD CERTAINLY CHECK THAT BOX. AND HERE'S THE OVERALL SCHEMATIC AND I'LL JUST POINT OUT THAT DOG PARK AREA IT'S BACK OVER HERE AND X IS A SENIOR RECREATION CENTER. HELP GET YOUR BEARINGS EVEN BETTER. THE OTHER THING I WANT TO POINT OUT IS THERE'S THIS PENINSULA THAT'S RIGHT NOW NOT CONNECTED. THERE'S TWO PENINSULAS SO JOIN THOSE TOGETHER WITH THE BRIDGE BOARDWALK CONCEPT. AND THEN FINALLY THE TREEHOUSE IS LOCATED. RIGHT THERE. AND ALONG THE WAY YOU'LL SEE IN THE BROWN COLOR. THE BOARDWALKS AND PIERS KIND OF ENTERING INTO THE WATER SO BETTER SPOT FOR KAYAK LAUNCHES AND FISHING PIERS AND SO ON. ALL THE THINGS TELLING LIKE IS KNOWN FOR SO I'D LIKE TO PAUSE THERE FOR A MOMENT AND ANSWER ANY QUESTIONS YOU MAY HAVE. I MISSED BEFORE I MOVE ON.

SURE WE'D LOVE TO, OF COURSE. SE NIXED THE IDEA OF BUILDING A SECOND SENIOR CENTER CENTER, OR WHAT ARE WE DOING WITH ABOUT THAT PROCESS? WE SET ASIDE MONEY FROM THE 2019 BAND. THAT MONEY IS NOT GOING AS FAR AS YOU USED TO. RIGHT NOW WE'RE FOCUSING ON OUR SPORTS COMPLEXES, CRAIG RANCH AND SO ON. SO THE SENIOR RECREATION CENTER PROJECT WILL BE DISCUSSED PLAY. I'LL SAY SECOND QUARTER OF NEXT YEAR HOW WE PROCEED WITH THAT. SO WHEN WE ISSUED THOSE WHEN WE WENT TO THE VOTERS WITH THOSE BONDS DID WE PUT THE FACT THAT WE WANTED TO DO A SENIOR CENTER? IN THAT IN THAT BOND IN THE BOND VOTE, SO THE $91 MILLION WE GOT APPROVAL TO DO MANY THINGS. NOTHING OBLIGATED, HOWEVER, OKAY SPORTS COMPLEXES AND FACILITIES AND THIS AND THAT BECAUSE I THOUGHT WE HAD KIND OF OBLIGATED OURSELVES FOR THE SENIOR SENATOR, BUT WE DID NOT CERTAINLY ANNOUNCED THAT THAT WAS ONE OF OUR PRIORITIES IN OUR PARK SYSTEM. BUT IN TERMS OF LETTER LEGAL LETTER OF THE LAW, WE'RE NOT GIVE YOU SOME MONEY FOR THAT INITIATIVE, THE

[00:20:03]

EXISTING ONE WE DID. YES, SIR. IMPROVEMENT SHOULD WE GO AHEAD AND IMPROVE IT FURTHER, FOR INSTANCE, OR BUILD A NEW ONE? DE FACILITY WILL STATE PART OF OUR PARKS SYSTEM? SURE WHAT YOU CAN IMAGINE YOU HAVE THE SENIOR REC CENTER ON THE EAST SIDE, THE REC CENTER TOWN LAKE FROM ANY COMMUNITY CENTER ON THE WEST SIDE BOOK ENDING THIS GREAT PARTNER. SO WE'RE VERY INTENTIONAL. HOW WE'RE BRINGING IT ALL TOGETHER. OKAY THANK YOU. BUT WHAT IS THE TIMELINE? DO YOU THINK AND THIS PROJECT HERE TONIGHT AND REGULAR GENDER. YOU HAVE THE DESIGN CONTRACT WITH A DOG PARK. THAT IS THAT ONE. WE GET THAT GOING DESIGN OVER THE NEXT EIGHT MONTHS. CONSTRUCTION DONE NEXT YEAR, HOPEFULLY STARTING NEXT YEAR. I SHOULD SAY THE BALANCE OF IT. EMC D. C. HAS IDENTIFIED THIS AS A SIGNATURE PROJECT THEY'D LIKE TO SUPPORT. WE'RE HAVING MORE CONVERSATIONS.

I SUSPECT THIS IS PROBABLY A 68 YEAR LIFT OVERALL. THE PARKING SITUATION BECAUSE RIGHT NOW THERE ARE A LOT OF GREAT EVENTS, BUT PEOPLE ARE IS THAT GOING TO CONTINUE OR IS THERE EXPAND THE PARKING FANTASTIC QUESTION. FIRST AND FOREMOST, I THINK ARE BIG EVENTS, PARKING CROSS STREETS GONNA HAPPEN WHAT WE'RE DOING. I'M A DRAGON IN THE SCREEN. HERE'S THE PARKING WE USE RIGHT NOW FROM THE HIGH SCHOOL. WE'RE BUILDING A BRAND NEW PARKING LOT RIGHT ACROSS THE STREET FROM IT WITH A BETTER POSITION CONNECTION ACROSS SO THAT ALLOWS FOR THAT MORE PARKING THEIR LARGER PARKING LOT HERE AND PART OF THE DOG PARK IS AN AD. 100, PLUS PARKING SPACES HERE AS WELL. SO OVERALL, WE'RE GOING TO ADD PROBABLY 30% MORE PARKING ON THE PARK PROPERTY. IN ADDITION TO THAT, IT BETTER PETITIONER CROP PETITION CROSSING TO THE HIGH SCHOOL. IS THERE STILL A PLAN TO CONNECT THE TRIALS TO THE EAST? THERE IS A BOND THERE IS SO A COUPLE OF THINGS WE'RE LOOKING AT. AND I WILL SPEAK ABOUT THE TRAILS PLAN IN PARTICULAR. LATER ON, WE HAVE A TRAIL CONNECTION THAT COMES RIGHT DOWN HERE AND HEADS TOWARDS THE GOLF COURSE LIKE THAT. WE RECEIVED A GRANT FROM COLLIN COUNTY TO DO THAT PROJECT THAT WILL START NEXT YEAR. THAT WILL LINK THIS ENTIRE PARK WITH THE FORMER GOLF COURSE. FEW MILES MORE PATHWAYS. AND THEN HEADING THIS WAY. WE'RE TRYING TO GET THE FINCH PARK. GET THE FRENCH PARK. THAT'S ANOTHER GREAT, UM, ALONG THE JOURNEY TO STOP AND EVERYTHING ELSE. THERE'S A COUPLE OF GAPS THERE.

THERE ARE OWNED BY PRIVATE PROPERTY. WE'RE TRYING TO WORK WITH MAKE THAT HAPPEN. WE'RE STILL TRYING TO DO THE LINKS WITH ALL THE SISTER CITIES. WE ARE NECESSARY TO HAVE AN EXHIBIT. I BELIEVE LATER ON THE TRAILS. IT MAY SPEAK TO THAT, BUT CERTAINLY LYING NORTHWEST QUADRANT TO PROSPER. AND THEN THERE'S THREE SPOTS TO ELLEN THAT WE'RE TRYING TO GET TO AS WELL. FROM THIS VIEW, PATRICK, WHERE THE FOOD TRUCKS. FOOD TRUCK TWO LOCATIONS, THE IMAGE YOU SAW. WAS ACTUALLY RIGHT BY THE DOG PARK. AND THEN SECOND SPOT RIGHT BY THE PAVILION. HERE AS WELL. YOU HAVE TWO SPOTS WERE ALSO ENTERTAINING SOME TYPE OF PAVILION THAT MAY BE ABLE TO BE USED AS A MORE ROBUST CONCESSION STAND RUN BY OUR DEPARTMENT OR WITH THE THIRD PARTY RUNNING IT TO HAVE COFFEES AND SO ON AT THE PARK. OF THE FEATURES YOU'VE SHOWN ON THIS AND I APPRECIATE EVERYTHING YOU'VE SHOWN. I THINK IT'S REMARKABLE. AND I CERTAINLY AGREE THAT TOWN LAKE IS A FRONT DOOR TO THE CITY AND SOMETHING THAT IS NEEDED SOME WORK FOR SOME TIME, BUT THE BOARDWALKS IN LIEU OF WALKING IN THE FLOODPLAIN AND YOU KNOW THAT? THAT'S JUST A HUGE THING THAT I THINK IS MAGNIFICENT. THAT WOULD MAKE THIS PLACE SO MUCH MORE USER FRIENDLY ON, YOU KNOW, PROBABLY 10 MONTHS OUT OF THE YEAR. THANK YOU. LIKE I DON'T KNOW IF YOU'RE RENDERING OF THE DOG PARK AREA SHOWS IT BUT YOU AND I TALKED ABOUT AND CAN YOU JUST MENTIONED FOR EVERYBODY'S SAKE? THE CONVERSATION ABOUT THE ALONG OUR BOASTING CREEK PARKWAY BY THE DOG PARK AREA. THERE'S AN UNMARKED CEMETERY. IN THAT AREA WERE AWARE OF IT AND PART OF THE STUDY. WE'VE DONE TWO THINGS. SO FAR. WE'VE DONE A SERVICE INVESTIGATION TO DETERMINE THE LIMITS OF WORDS AT THE DOG PARK DOES NOT ENCROACH JAPAN WHAT WE CAN SEE WE'RE ALSO GOING TO DO A MORE ADVANCED, THOROUGH STUDY TO MAKE SURE WE STAY OUT OF THAT THAT POTENTIAL AREA FOR THE UNMARKED CEMETERY. ANOTHER REASON WHY WE'RE DOING A DOG PARK THERE TO KEEP IT MORE NATURAL IN THAT AREA TO RESPECT WHAT MAY BE THERE TODAY. THANK YOU. OKAY? SO A FEW MORE THINGS TO UPDATE THE GROUP AND WE I MENTIONED 2017 MASTER PLAN A CITY GROWING THIS FAST NEEDS TO UPDATE THAT. EVERY SO OFTEN WE'VE BEEN WORKING WITH OUR PARKS IN ADVISORY BOARD. TO UPDATE IT IS NOT A REWRITE. LIKE I MENTIONED. FOR INSTANCE, OUR LAST MEASURE PLAN CALLED FOR 10 PARK RENOVATIONS. WE'VE DONE

[00:25:04]

NINE OF THEM. SO WE NEED TO GO BACK AND GET THAT NEXT COLLECTION OF WHAT WE'VE DONE, FOR INSTANCE, THAT URBAN PARK IS PRIORITIZING ITEMIZED THINGS WE NEED TO DO AT THAT PARK. SO WE NEED TO FIX THE RESTROOMS. THIS NUMBER ONE PRIORITY. AND THEN MORE FISHING PIERS AND SO ON.

WE'VE DONE THIS FOR EACH AND EVERY PARK ALONG THE WAY. JUST GO TO THE NEXT SLIDE AND THEN WRITE DOWN THE LINE HERE, PRACTICE FIELDS AND PAVILIONS AND SHADE STRUCTURES. WE'VE DONE A COMPLETE ANALYSIS OF EVERY PARK TO FIND OUT WHERE WE'RE AT. CELEBRATE THE WORK WE'VE DONE SINCE 2017 AND THEN THINK ABOUT THE NEXT COUPLE OF YEARS. SAME THING WITH OUR TRAILS PLAN.

WE'RE LOOKING TO DO A 25 MILE LOOP AROUND MCKINNEY. THAT'S HER ASPIRATIONAL GOAL. SO WILSON CREEK UP TO IN ESSENCE, MYERS PARK, NORTH OF ERWIN PARK AND DOWN TO THE AIRPORT. A 25 MILE LOOP. THAT IS A GROUP THAT PEOPLE CAN TRAVERSE BUT LIMITED INTERACTION WITH VEHICLES GOING UNDER STREETS AND OVER STREETS AND SO ON WHICH TRAILS WE HAD THAT ALONG WILSON CREEK BELT MEAN BELT ALREADY? WE'RE TRYING TO DO MORE OF THAT AROUND. SO THIS IS OUR ASPIRATIONAL GOAL, BUT NEAR TERM OR TRYING TO CONNECT THE GAPS, THERE ARE GAPS IN CERTAIN SPOTS. BETWEEN FUTURE CITY HALL AND DOWNTOWN IN TOWN LAKE TRYING TO MAKE THOSE CONNECTIONS MORE. IT'S MORE EASILY IDENTIFIABLE. THAT'S ONE OF OUR NEAR TERM GOALS THAT WILL BE WORKING ON AND LASTLY, A COUPLE SLIDES ON MY TEAM. I HAVE THE HONOR OF SPEAKING IN FRONT OF YOU AND CELEBRATING AND TALK ABOUT GREAT PROJECTS. BUT THERE'S AN ENTIRE TEAM OF 500 PLUS EMPLOYEES BEHIND ME TO MAKE THIS ALL HAPPEN. SO THIS FISCAL YEAR WE'VE GOT SOME GREATER WORDS. NORTH REGION IS THEIR MAIN PROFESSIONAL ORGANIZATION. WE WANT FOR BEST PROGRAM BEST SENIOR PROGRAM BEST MAINTENANCE TEAM PROFESSIONAL OF THE YEAR AND BEST YOUNG PROFESSIONAL. THIS IS ALL NORTH TEXAS, INCLUDING DALLAS AND FORT WORTH. THESE AWARD CEREMONIES HAD 15 AWARDS POSSIBLE. WE WANT FIVE OF THEM. WHICH IS PRETTY MUCH A CLEAN SWEEP IN MANY RESPECTS FOR OUR OUR GREAT CITY. LATER ON IN THE SAME YEAR. THIS PAST YEAR, WE WON THE STATE AWARD FOR BEST MAINTENANCE TEAM IN THE STATE OF TEXAS FOR 2022. WE WANT THE BEST AQUATICS AGENCY IN NORTH TEXAS AND THEN BEST CITY PARK AND BEST HEALTH CLUB MCKINNEY AND ALAN PUBLIC AND PRIVATE HEALTH CLUBS AS WELL. APEX CENTER ONE THAT AND THEN A WAR THAT I THINK WAS VERY SPECIAL TO ALL OF US. WE WON THE MCKINNEY CHAMBER OF CAMERAS AWARDS. DEVELOPMENT PROJECT OF THE YEAR FOR 2022. AS I UNDERSTAND THE FIRST TIME A CITY OF MCKINNEY PROJECT HAS WON THIS AWARD. UM THIS MAY BE THE LESSON. I SHOWED THESE IMAGES MAY RETIRE THEM AFTER THIS, BUT IT'S IMPORTANT TO TALK ABOUT IT . THE PICTURES IN THE TOP AND BOTTOMS THEY'RE TAKEN FROM THE SAME PERSPECTIVE THE SAME VIEW BEFORE AND AFTER. SO YOU CAN REALLY SEE WHAT WE DID AT ALL SETTLERS. WAS ONCE THE BASKETBALL COURT THAT WAS USED BUT NOT USED TO ASBESTOS OF ITS CAPACITY IS NOW IS BEAUTIFUL GAME ROOM FITNESS SPACE. AND, OF COURSE, OUR CUSTOMIZED FRONT PLAZA. IT JUST WALKING IN FRONT DOOR TO THE ENTIRE CENTER. AND IT'S AMAZING WHAT THE PUBLIC LOVES STICKERS. SO WE STARTED DOING STICKERS OF OUR FACILITIES AND PEOPLE ARE ALL ABOUT THIS. THEY COME TO US. THERE WERE ALMOST OUT OF THEM. DEPARTMENT WATER BOTTLES, SO QUICK HIGHLIGHTS HERE. REX IN OUR TOWN LAKE. WE'RE ABOUT TO START RENOVATIONS. THERE WE GO UP IN OUR P A COUPLE OF WEEKS, IF NOT THIS WEEKEND TO REFRESH YOUR RESTROOMS THERE. APEX CENTER. GREAT NEWS THERE. OUR OUR REVENUES EXCEEDED EXPENSES IN TERMS OF OPERATIONS FOR FIRST TIME SINCE COVID. BY $3000 REMIND YOU IT'S A $5.5 MILLION.

BUDGET OR RAW, BUT WE'LL TAKE THAT. THAT'S A HUGE VICTORY. SO THANK YOU. THE TEAM OF APEX CENTER FOR THE GREAT WORK. AS SENIOR RECREATION CENTER AGAIN. WE'RE LOOKING AT ABOUT THE NEXT STEPS WITH THAT FACILITY. SETTLERS THEY'RE KILLING IT. THEY'RE DOING A GREAT JOB THERE.

MY GO THERE AND MY DIRECTION IF YOU WILL. TO REESTABLISH FACILITY AS THE NEIGHBORHOOD HURT AND SOUL AND I SEE THAT MORE AND MORE LOVE SEEING IT. HALLOWEEN EVENTS. WE HAD A GREAT HALLOWEEN WEEKEND. WE ELIMINATE EDITION TRICK OR TREAT TRAIL STICKER 1500 THERE WERE GONE IN AN HOUR. PEOPLE ATE THEM UP. WE HAD ABOUT 8000 PEOPLE AT TOWN LAKE. THEY'RE COLLECTING CANDY FROM US 150 PEOPLE APEX CENTER FOR IT'S CALLED A PUMPKIN DUNK BEFORE PUMPKINS IN THE POOLS AND KIDS GO IN THERE, GRAB PUMPKINS AND TAKE THEM HOME WITH THEM. AND WE HAD ABOUT 250 KIDS GO TO OUR SENIOR RECREATION CENTER FOR A TRICK OR TREAT MARCH WITH THE SENIORS. SENIORS PASS OUT CANDY.

GREAT WEEKEND OVERALL. THANK YOU, TRICIA JANICE AND HER WHOLE SPECIAL EVENTS TEAM. LAST SLIDE.

ALL THIS HAPPENS BECAUSE OF OUR MAINTENANCE TEAM. THEY'RE THERE EVERY SINGLE DAY. 3 65 DOING

[00:30:02]

WORK THAT WE DON'T SEE. YOU SEE WHEN? AFTER FLOODS AND WHATNOT, BUT THEY'RE OUT THERE EVERY DAY DOING WORK, SO I ALWAYS WANT TO GIVE IT PUBLIC ACKNOWLEDGEMENT FOR ALL THE WORK THEY DO AND SAY THANK YOU VERY MUCH. SO WITH THAT, MR MAYOR, I WILL STAND FOR ANY QUESTIONS QUESTIONS. WHAT A FANTASTIC DONE. YEAH, THAT'S MY VERY IMPRESSIVE AND VERY GRATEFUL TO HAVE YOU HEAD OF ALL THIS. THE VISION FOR TOWN BIKE. THAT'S THAT'S DIVISION. THAT'S A HECK OF A VISION. GREAT. EVER EVERY FIRED THREE TIMES. I THINK THE BAR IS HIGH. YOU KEEP GOING HIGHER. YOU'VE DONE A WONDERFUL JOB. AND WE SHOULD BE ALL OF US SHOULD BE PROUD OF WHAT YOU'VE DONE FOR OUR CITY AND OUR PARKS DEPARTMENT. THANK YOU. ONE MORE ONE NOTE TO MYSELF. I WANT TO MENTION A LITTLE BIT. WE'RE GONNA START ONE MORE PROJECT. IT IS DOING STUDIES AND HONORING PEOPLE THAT WE'VE NAMED OUR PARKS AFTER. QUESTION I GET EVERY SO OFTEN IS WHY DO WE NAME THIS PARK AFTER SOMEBODY? MR GEORGE WEBB IS A GREAT EXAMPLE OF THAT. YOU KNOW WE HAVE INFORMATION OUT THERE AND WE ALSO HAVE, UM, TRAILS LIKE THE COMEDIES TRAIL BY TOWN LAKE THAT WAS DONATED BY A GREAT FAMILY THAT MADE THAT HAPPEN. SO WE'RE GONNA HAVE A SPECIAL PROJECT THIS COMING YEAR TO HONOR ALL THOSE FOLKS PUT ON OUR WEBSITE SO PEOPLE CAN HEAR ABOUT THE HISTORY WITH THAT. SO MR MAYOR.

THANK YOU. I APOLOGIZE TO MENTION THAT VERY MUCH IN MIND. CANCEL THE A'S ON UPDATES.
