[00:10:08]
CERTAINLY WILL ECHO THE COMMENTS OF MY OF MY COLLEAGUES. LOVE LIFE WAS AMAZING. GEORGE MALEY.AWESOME TIME TO CELEBRATE YOU GUYS. SAME FOR M E F. I WANT TO GET CREDIT FOR BEING AT THE PARK CLEANUP WAS THERE FIRST. IN FACT, I GOT THE TIME WRONG. SO I WAS THERE 15 MINUTES BEFORE EVERYBODY. UM AND IT WAS LOVELY . AND I DO WANT TO REITERATE WHAT CATHERINE SAID. IT'S NOT A JOKE LIKE WE WERE HAVING A HARD TIME FINDING TRASH IN THAT PARK. VERY CLEAN. REALLY. WELL PUT TOGETHER LOOKED AWESOME. UM AND I'VE BEEN. I'VE BEEN RUNNING AROUND OUR TRAILS AND PARKS AS I TRAINED FOR A HALF MARATHON. THAT'S THIS WEEKEND, AND SO I'VE BEEN SPENDING A LOT MORE TIME IN OUR PARKS THAN I NORMALLY DO. AND, UM ALL OF THEM. FINCH TOWN, LAKE BONNEY. WANK. UM INCREDIBLY WELL PUT TOGETHER, AND, UM, THAT'S EVEN TRUE OF TOWN LAKE WHERE IT'S FLOODED IN THE LAST 10 DAYS STILL LOOKS GOOD. AND SO OUR PARTS DEPARTMENT IS DOING AN AWESOME JOB. AS ALWAYS, UM OTHER THAN THAT, I JUST DID IT. OH, ON WHAT OTHERS HAVE SAID. SIT DOWN, TONY. IT'S ALWAYS AMAZING TO ME THE STATE OF THE CITY AND JUST SEE HOW FAST MCKINNEY'S GROWING AND ALL THE EXCITING THINGS THAT ARE GOING ON THINGS TO COME CONGRATULATE THOSE THAT MAKE IT HAPPEN AND I HOPE WE WILL CONTINUE GOING DOWN THAT PATH. OKAY. THANK YOU VERY MUCH JOY. WELL THINKING ABOUT ALL THE EVENTS. YOU THINK IT'S AN EXCITING TIME TO LIVE AND BE IN MCKINNEY. BUT WE WERE CELEBRATING THOSE EVENTS HISTORY , BOTH CELEBRATING 30 YEARS, SO EVEN 30 YEARS AGO, WONDERFUL THINGS WERE HAPPENING IN MCKINNEY AND CERTAINLY WELL BEFORE THAT, SO JUST COMMEND EVERYBODY WHO CONTRIBUTES TO THE VIBRANCY OF OUR COMMUNITY. LUNCH. APPRECIATE ALL OF THOSE COMMENTS AT THIS TIME WE WORE, UM CITY MANAGER GRIMES CITY OF MCKINNEY. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT. MEMBERS OF THE BOARD. MY NAME IS PAUL GRIMES CITY MANAGER. COUPLE OF ITEMS TO SHARE WITH YOU. I KNOW HE IS HERE TO SPEAK, BUT I'M GOING TO OFFICIALLY INTRODUCE HIM AND ANNOUNCE HIM AS THE NO LONGER INTERIM MAIN STREET DIRECTOR, ANDREW OH, YES, ACTUALLY. ANDREW WENT THROUGH SIGNIFICANT COMPETITION WE RE TITLED THE POSITION IS CULTURAL DISTRICT DIRECTOR. WE THINK THAT'S MORE APPROPRIATE FOR THE ROLE OF THIS POSITION HAS ANDREW'S BEEN DOING A GREAT JOB SERVING AS AN INTERIM HAD A COUPLE OF HIGH PROFILE EVENTS THAT HE HANDLED EXTREMELY SMOOTHLY MAYBE NOT SO SMOOTHLY FROM HIS POINT OF VIEW BECAUSE HE GETS TO SEE BEHIND THE WALLS OF THE CURTAIN IF YOU WILL, BUT FOR THE REST OF US, IT SEEMED PRETTY DARN GOOD, PRETTY DARN SMOOTH IN TERMS OF HOW IT WENT. SO WELCOME TO ANDREW. WE WILL DO GREAT JOB. HE HAS BEEN DOING A GREAT JOB AND WE THINK HE'S A GREAT FIT TO THE CULTURE OF THE ORGANIZATION. SO HE'LL COME UP AND SPEAK WITH A LITTLE BIT MORE LATER, UM THIS. LAST TUESDAY NIGHT CITY COUNCIL HAD A MAJOR MILESTONE, AND IT WAS ACTUALLY A JOINT MEETING OF THE CITY COUNCIL AND THE PUB PLANNING AND ZONING COMMISSION AND ADOPTING OUR NEW DEVELOPMENT CODE THAT HAS BEEN IN THE WORKS FOR OVER THREE YEARS. AND IT WAS A GRIND BECAUSE AS YOU CAN IMAGINE, GOING BACK AND OVERHAULING OUR ENTIRE DEVELOPMENT CODE. TO MODERNIZE IT. STREAMLINE IT. UM OBVIOUSLY, WE WANT TO BE, UM AS DEVELOPER FRIENDLY AS WE CAN BE IN THE COMMUNITY BUT ALSO PROTECT THE INTEREST OF THE COMMUNITY, AND THAT'S A BALANCE AND WE HAD MEMBERS OF THE WE HAD A DEVELOPMENT COMMITTEE. THEY HAD MEMBERS OF THE COMMUNITY MEMBERS OF THE DEVELOPER WORLD TO ALWAY IN ATTORNEYS DEVELOPMENT ATTORNEYS TO KIND OF SHARE WITH US, YOU KNOW, I DON'T KNOW ABOUT THIS CODE. IF YOU DO THIS, HERE'S WHAT THE IMPACT MIGHT BE. ALL THAT INPUT HELPED MAKE THIS A BETTER DEVELOPMENT CODE. BUT IT WAS NO SMALL TASK. ERIN BLOXHAM, LONG RANGE PLANNING MANAGER, IS THE ONE WHO REALLY DROVE THE PROCESS. UNDER THE GUIDANCE OF MICHAEL QUINT AND JENNIFER ARNOLD, THE DIRECTOR OF PLANNING BUT IT'S A LONG PROCESS. IT'S NOT EASY TO DO HAD THIS FOLLOW THE COMPREHENSIVE PLAN THAT WAS RECENTLY FAIRLY RECENTLY UPDATED . ALL WE THINK RECENTLY IT WAS 3/3 YEARS AGO. YOU DO THAT YOU ADOPT YOUR COMPLAINT FIRST, BECAUSE THAT SET YOUR OVERALL GENERAL GROWTH PLAN AND THEN YOUR DEVELOPMENT CODES IN YOUR ZONING ORDINANCES. FOLLOW THAT. AND SO THAT WAS THE PROCESS. BUT IT WAS NOT EASY, BUT WE'VE GOT WE'VE GOT IT OVER THE GOAL LINE. IT WON'T BE PERFECT. THERE WILL BE AMENDMENTS BECAUSE ORDINANCES AND CODES ARE DESIGNED FOR AMENDMENTS. THEY MAY HAPPEN FROM TIME TO TIME AS TASTES AND INTERESTS AND, UM CUSTOMS MAY CHANGE OVER TIME, YOU HAVE TO BE ABLE TO AMEND THOSE SO GREAT JOB
[00:15:05]
TO OUR STAFF. AND UH UM YOU ALL HAVE AN INDIRECT PARTNER, AND IN A SENSE, THE DEVELOPMENT HAPPENS UNDER YOUR WATCH, AS WELL AS THE D C. AND SO KNOWING THAT OUR DEVELOPMENT CODE HAS BEEN MODERNIZED AND STREAMLINED. I THINK IT'S A GOOD THING TO TALK UNDER YOUR ARM AND TAKE OUT TO THE MARKETPLACE. UM IS GOING TO COME SPEAK TO YOU A LITTLE BIT ABOUT THE AIRPORTS. THE OTHER THING I WAS GOING TO MENTION CITY HALL IS UNDER CONSTRUCTION IN THE AIRPORT BOND COMMITTEE HAS CONCLUDED THEIR MAJOR, YOU KNOW THE THREE SCHEDULED MEETINGS. THERE'S A ANOTHER ONE THAT'S GOING TO HAPPEN. BARRY WILL GO INTO MORE DETAILS AND SHARE THAT WITH YOU VERY SHORTLY AS A MAJOR INITIATIVE THAT IS UNDERWAY AND WITH THAT, I WILL STAND FOR ANY QUESTIONS. OKAY.THANK YOU VERY MUCH. AND WE WON'T HAVE THE FINANCES BECAUSE OF OUR CHANGING OF THE MEDIA OF THE MEETING. SO JUST FOR THAT WE DON'T HAVE OUR FINANCIAL REPORT THAT CHANCE TYPICALLY DOES BECAUSE OF WE CHANGED OUR MEETING BECAUSE OF THANKSGIVING. WILL BE PROVIDED NEXT MONTH VISIT MCKINNEY. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT. MEMBERS OF THE BOARD. ERIN WARNER WAS VISIT MCKINNEY. I WANT TO ECHO THE CONGRATULATIONS TO ANDREW. WE WERE OFFICE MATES AT THE TOP OF IMPACT KIND OF STUFFED AWAY ON THE THIRD FLOOR FOR A FEW YEARS. AND SO IT'S REALLY COOL TO GET TO STAND HERE AND OFFICIALLY WELCOME HIM INTO THE TEAM AND GET TO KIND OF GO THROUGH THIS TOGETHER IN THIS STAGE, SO CONGRATULATIONS AGAIN. LITTLE SAVE THE DATE FOR YOU GUYS. N C A DIVISION TWO FOOTBALL CHAMPIONSHIP GOING TO KEEP THIS ON YOUR CALENDAR. THAT IS DECEMBER 17TH. IT'S GOING TO BE A NOON GAME. YOU ARE ALL WELCOME TO ATTEND BRING BIG JACKETS, AND IT MIGHT BE CHILLY THE NIGHT BEFORE, OF COURSE, IS THE FAN FEST EVENT AT TOUCH. SO SO THAT IS ON THE 16TH. THAT'S A REALLY FUN EVENT. YOU GET WHATEVER TEAMS ARE THE FINAL TEAMS IN THE CHAMPIONSHIP. THEY DO A PEP RALLY TOGETHER AT TUBBS. YOU'VE GOT ALL THE FANS ALL THEIR FAMILIES THERE, AND WE PACKED THAT HOUSE, SO I'M LOOKING FORWARD TO DOING THAT AGAIN. NEXT YEAR. WE'LL HAVE SOME ELBOW ROOM AT THE NEW TUBS AND WE'LL GET TO SPREAD OUT AND MAKE IT A BIG DEAL. BUT WELL, WE'LL KEEP AT THE SAME WAY MOST LIKELY FOR THIS YEAR. WE'RE FEELING A LITTLE DISPLACED AT THE VISITOR CENTER RIGHT NOW VERY SIMILAR TO C, D. C. E D. C AND SOME OF OUR OTHER PARTNERS ARE RENOVATION IS CURRENTLY UNDER UNDER WAY. AND SO WE HAVE , UH, STAFF KIND OF SPREAD OUT THIS WEEK. I WILL BE WORKING, PROBABLY AT A RANDOM SPOT AT IMPACT THE REST OF THE DAY SO BUT IT'S LOOKING AWESOME. WE CANNOT WAIT TO GET IT FINALIZED . GET EVERYTHING PUT BACK TOGETHER AND THEN INVITE YOU ALL OVER TO CHECK IT OUT. BUT AGAIN THAT WILL BE CHANGING THE MODEL FROM THE TRADITIONAL COME AND GRAB A BROCHURE TO A WHAT? WE'RE CALLING A MCKINNEY EXPERIENCE CENTER. AND SO THE HOPE IS THAT WHEN YOU COME IN, YOU GET AN IDEA OF WHAT MCKINNEY HAS TO OFFER THROUGH DIFFERENT THROUGH DIFFERENT ACTIVITIES AND THINGS YOU CAN TOUCH AND WAYS YOU CAN SHOP SO SHOULD BE EXCITING. WE ALSO ARE WELCOMING A NEW TEAM MEMBER ON THE 21ST. I WISH TO HOME BERG. SHE PREVIOUSLY HELD THE TITLE AS TOURISM MANAGER AND ADDISON. AND SO THIS IS A BIG WIN FOR US. WE FEEL AND WE HAD AN AWESOME, AWESOME APPLICANT POOL. WE DID SEVEN INTERVIEWS, AND IT WAS A UNANIMOUS DECISION BY OUR TEAM AFTER INTERVIEWING HER, AND SO SHE WILL BE JOINING US NEXT WEEK AND HER FIRST DAY WE'RE GOING ON A FAM TOUR BECAUSE WE HAVE A POTENTIAL CONFERENCE COMING TO TOWN, SO WE'RE GOING TO JUMP RIGHT IN. I ALSO EXPECTED TODAY TO BEAT DOING A REALLY COOL MEETING WITH MIKE KOWSKI AND THE DALLAS SPORTS COMMISSION, AND THEY WERE PLANNING TO COME TO TOWN. BUT ONE OF THEIR TEAM MEMBERS IS BATTLING SOME SICKNESS. SO WE'RE GOING TO PUSH THAT OUT TILL AFTER THANKSGIVING. BUT THIS WILL BE A NEAT OPPORTUNITY FOR US AS MCKINNEY AND REALLY IT'S MIKE THAT WILL SHINE IN THIS BECAUSE THEY'RE COMING BECAUSE THEY KNOW THAT WE HAVE PHENOMENAL FORTS, SPORTS FACILITIES AND MAKE ANY AND IF YOU DON'T KNOW 2026 IS THE YEAR OF THE WORLD CUP. AND UH, AND DALLAS SPORTS COMMISSION IS THE PERSON WHO IS LEADING THAT INITIATIVE FOR DALLAS. AND SO WHAT WE WANT TO DO IS KIND OF SHOWCASE ALL OF OUR SPORTS OPPORTUNITIES IN MCKINNEY, BUT, UM, KIND OF HONE IN ON WHAT OPPORTUNITIES MIGHT BE THERE FOR US TO PARTICIPATE IN SOME CAPACITY FOR THE WORLD CUP. EITHER WAY, WE DO EXPECT THAT THAT WILL BLEED OVER INTO ALL NORTH TEXAS COMMUNITIES BECAUSE THAT IMPACT ECONOMIC IMPACT IS PRETTY MASSIVE ON A COMMUNITY.
THE LAST THING I HAVE FOR YOU IS LAST MONTH I SHARED SOME OF OUR STRUGGLES WERE HAVING WITH A PRETTY LARGE RFP WAS UNFORTUNATELY LOST WITH A LOCAL CORPORATE COMPANY. UM, SINCE THEN, I'VE HAD AN OPPORTUNITY TO MEET WITH SEVERAL OF OUR PARTNERS AND WE ARE WORKING ON A INCENTIVE PACKAGE AND THAT WILL HOPEFULLY ROLL OUT IN THE IN THE NEXT FEW MONTHS. IF ALL GOES AS PLANNED. THIS THIS INCENTIVE PACKAGE WILL BE AVAILABLE FOR LARGE PIECES OF GROUP BUSINESS.
ONCE I STARTED DOING MORE RESEARCH, I REALIZED THAT IN OUR DIRECT NORTH TEXAS AREA AND THEN
[00:20:03]
IN MOST OF NORTH TEXAS, WHERE ONE OF THE ONLY ONES THAT DON'T HAVE AN INCENTIVE PACKAGE FOR A GROUP BUSINESS, AND THESE CAN LOOK DIFFERENT WAYS. ALLEN OFFERS $7 OFF PER ROOM NIGHT FOR GROUPS THAT APPLY THAT ARE OVER 50 ROOM NIGHTS. PLANO HAS A GROUP GROUP INCENTIVE. A GAP PROGRAM. AND. AND SO THERE ARE DIFFERENT WAYS YOU CAN DO IT. SO WE'RE FORMALIZING ONE FOR OURSELVES, AND WE HOPE THAT THIS WILL ALLOW US TO BE MORE COMPETITIVE WHEN WE HAVE THOSE RPS IN HAND THAT ARE ALSO LOOKING AT SOME OF OUR NEIGHBORING COMMUNITIES TO TRY TO BRING THAT BUSINESS TO MCKINNEY. AND SO ONCE THAT IS FINALIZED, I'LL DEFINITELY SHARE THAT INFORMATION WITH YOU AND YOU CAN FIND THAT ON OUR WEBSITE , BUT THAT IS THE FIRST STEP WE'RE DOING. OTHER STEPS HAVE BEEN WORKING WITH THE D C AND C D, C AND SEVERAL OF OUR LOCAL CORPORATE PARTNERS JUST TO GET MEETINGS AND LET LET THEM KNOW THAT WE CARE. AND HOW WE CAN HELP AND THOSE HAVE BEEN GOING REALLY WELL. YOU WON'T HAVE ANY QUESTIONS. THANK YOU. THANK YOU.AT M E. D. C. MR TALLY THAT WILL SAY WE'RE LETTING YOU COME ONLY BECAUSE YOUR WIFE HAVE A BEAUTIFUL VOICE. SO ANYBODY THAT WAS AT THE CHAMBER AWARDS HIS WIFE, SON. SO YOU GET A PASS? BECAUSE OKAY, FAIR ENOUGH. FAIR ENOUGH. I JUST WANT TO SAY I'M I'M BEHIND MR KELLY FOR DOING A NATIONAL OR AT LEAST A LOCAL CORDUROY DAY IN MACKINNON AS WELL. I MEAN, THANK YOU. THANK YOU FOR HAVING ME BOARD CHAIR AND PRESIDENT THIS MORNING. PETERS OUT AT SMART CITIES WORLD EXPO IN BARCELONA SO I AM HERE IN PLACE OF HIM. WE ARE OFFICIALLY MOVED. PROBABLY 98% MOVED. I WOULD SAY THERE'S A FEW THINGS STRAGGLING BEHIND IT. THE OTHER OFFICE AND THEN CHAMBER IS MOVING THIS MORNING INTO THE NEW FACILITY. SO WE PLAN ON HAVING AN OPEN HOUSE, HOPEFULLY IN JANUARY EXCUSE ME. UM WORKING ON THAT NOW, WITH THE CHAMBER IN THE C. D. C. ATTENDED EVENTS. I DO WANT TO HIGHLIGHT ONE QUICK EVENT THAT WE DID IN OCTOBER WITH INDEPENDENT FINANCIAL JUST THE CELEBRATION OF THE SECOND FACILITY. I THINK MANY OF YOU WERE THERE AND GET TO EXPERIENCE THAT AS WELL, BUT WE'RE JUST WE REALLY DO ECHO THIS AGAIN. THAT REALLY APPRECIATE DAVID BROOKS AND HIS TEAM. CONTINUING TO INVEST IN THE CITY OF MCKINNEY. I KNOW HE'S BEEN HERE FOR A LONG TIME AS WELL. SO WE'RE TALKING ABOUT THE 30 YEARS OF INVESTMENT. JOY IS REALLY IMPORTANT THAT THESE THESE MEMBERS HAVE BEEN PUTTING DECADES AND DECADES OF INVESTMENT INTO THE CITY. UM WE DO HAVE AN ACTIVE PIPELINE OF 26 PROJECTS ABOUT $2.7 BILLION, ACTUALLY, ALSO HERE TODAY TO MEET WITH THE CDC ON ONE OF THOSE PROJECTS. WE DID HAVE AN ANNOUNCEMENT OF AN APPRENTICESHIP PROGRAM THAT WAS HAPPENED IN HERE IN NOVEMBER.
BUT SINCE WE'VE ALREADY TALKED ABOUT THAT, AT THE KEYBOARD THAT WAS REALLY EXCITING EVENT WE DID MONDAY. AND IT'S THE CITY, THE COLLIN COLLEGE. RAYTHEON HAVE BEEN GREAT PARTNERS AND GETTING THAT GOING TO WHERE HIGH SCHOOL STUDENTS CAN BASICALLY START OUT IN APPRENTICESHIP 20 PLUS DOLLARS AN HOUR BY THE TIME THEY'RE DONE IN 2 TO 3 YEARS, THEY CAN BE STARTING AT 70 70,000 PLUS SO AGAIN, RAYTHEON CONTINUES TO INVEST IN THE COMMUNITY NOT ONLY WITH CONSTRUCTION OF NEW FACILITIES, BUT, UM INTO OUR STUDENTS AND BUILDING THEIR PIPELINE AS WELL.
THEY HIGHLIGHTED. MULTIPLE PEOPLE AT THAT EVENT THAT HAD HAD BEEN THERE 40 PLUS YEARS AND GIVEN THEIR SERVICE. NOVEMBER EVENTS. I WILL TALK ABOUT SOME THINGS NEXT MONTH THAT IN THE STARTUP COMMUNITY THAT WE'VE BEEN ABLE TO GET INVOLVED IN ADVENTURE DALLAS AS A MAJOR SPONSOR, AND THEN JUST LIKE EVERYONE ELSE, WE'RE HIRING. WE'RE HIRING FOR ANOTHER PROJECT MANAGER. AS WELL AND EVENTS AND SPECIAL PROJECTS MANAGER HOPEFULLY TO BRING ON NOW BY THE FIRST OF THE YEAR. SO, UM, I'LL STAND FOR ANY QUESTIONS. THANK YOU. THANK YOU. I DO HAVE ONE QUICK QUESTION ON THE APPRENTICESHIP. IS THERE A, UH, AGE? DO THEY HAVE TO BE 18 17? WHAT'S THE AGE REQUIREMENT, IF ANY THAT THEY HAVE NOT SPECIFICALLY SAID AGE. WE'VE ACTUALLY, ACTUALLY WE'VE ACTUALLY TALKED ABOUT DOING THAT FURTHER IN TWO HIGH SCHOOL AS FAR AS THE YOU KNOW, FRESHMEN SOPHOMORES AS WELL, UM I KNOW COMMISSIONER ALVAREZ, WHO WAS WITH WORKFORCE COMMISSION FOR THE STATE. MENTIONED HE WAS IN ANOTHER STATE, AND THEY WERE TOUTING THEIR PROGRAM THAT STARTED APPRENTICESHIPS AT 27 28 YEARS OLD AND ONE THING WE DO IS WE TRY TO START THOSE IN HIGH SCHOOL, SO IT'S ONE THING THAT WE TALKED ABOUT WHEN KIDS HERE GRADUATE FROM HIGH SCHOOL, BUT WE'D ACTUALLY LIKE TO GET THAT GOING EARLIER, AND WE'VE ALREADY TALKED TO WRITE THE ODD ABOUT THAT AS WELL. TERRIFIC. UM AND I'M THINKING SPECIFICALLY OF THE HEALTH CARE INDUSTRY AND WHAT SOME OF THE COLLEGES ARE DOING FOR SOME OF THE HEALTHCARE TRACKS, AND I'LL. CHECK BACK WITH YOU BECAUSE I THINK THERE ARE SOME ADDITIONAL POSSIBILITIES FOR THOSE THAT ARE LOOKING AT NURSING, OR, UM, ASSISTANT KINDS OF POSITIONS.
THERE IS SUCH A NEED, SO WE HOPE THIS IS ONLY THE BEGINNING SO FAR AS WHAT WE CAN USE AS
[00:25:07]
RAYTHEON'S MODEL, TOO. TO MIRROR THAT IN OTHER COMPANIES, MADISON CLARK. HIS HAS TAKEN ON THAT INITIATIVE, ESPECIALLY WITH WORKFORCE AND WORKING WITH DR MADCHEN AND PETER AND PAUL. AND I DON'T CALL HIM PASTOR GRAMS. I JUST I SAY PETER PAUL AND THE DISCIPLES, BUT THEY'VE HAD BEEN . THEY HAD MANY MEETINGS ON WORKFORCE, AND THAT'S HOW THAT'S HOW THE RAYTHEON DISCUSSION REALLY GOT STARTED. I KNOW JEFF PLAYS HAD THAT CONVERSATION OR WHEN HE SPOKE TALKING ABOUT YOU KNOW, IT STARTED OVER. LUNCH AT HUTCHINS ABOUT WHAT THEY COULD DO WITH WORKFORCE AND APPRENTICESHIP PROGRAMS. SO WE THINK THIS IS JUST THE BEGINNING, AND WE HOPE TO GET MORE INVOLVED IN WORKING WITH DR MACKIN ON ON THESE PROGRAMS. IT'S EXCITING. THANK YOU. THANK YOU. THANK YOU. THEN WE HAVE THE INCOMPARABLE. NEW CULTURAL DISTRICT DIRECTOR, MR ANDREW JONES. THANK YOU, MADAM CHAIR. THE SEABOARD. MADAM PRESIDENT, UM ANDREW JONES, CULTURAL DISTRICT DIRECTOR. THANK YOU. YOU KNOW IT IS THANKSGIVING. SO THANK YOU FOR ALL THE SUPPORT AND EVERYBODY, UM THAT ENABLES ME TO DO WHAT I DO. DOWNTOWN MCKINNEY IS LOOKING AMAZING.IT'S THE HOLIDAYS. I LOVE THE FEEL OF OUR LITTLE HALLMARK MOVIE SET THAT WE HAVE IN DOWNTOWN SPECIAL. THANK YOU TO OUR STREETS. DEPARTMENT OF PUBLIC WORKS ARE PARKS AND REC DEPARTMENT. UM AND THEN OUR MAIN STREET AND IMPACT STAFF. THEY REALLY MAKE IT ALL YOU KNOW, HAPPENED BEHIND THE SCENES. YOU MIGHT HAVE SEEN THAT THE CHRISTMAS TREE HAS ARRIVED DOWNTOWN ALREADY. SO WE'RE IN THE PROCESS OF DECORATING THAT AND THEN WE ARE GEARING UP FOR HOME FOR THE HOLIDAYS. SO THAT'S NOVEMBER 25TH THROUGH 27TH. WE HAVE A TREE LIGHTING CEREMONY AT 6 15 ON THE FRIDAY FEATURING MOSAICS IS A FULL ORCHESTRA AGAIN. THEY HAVE A AMAZING BRASS SECTION. IT IS AND THEY HAVE SOME SPECIAL THINGS UP THEIR SLEEVE THIS YEAR, SO WE'RE VERY EXCITED TO HAVE THEM BACK. UM, IF YOU'VE EVER BEEN TO A HOME FOR THE HOLIDAYS, YOU KNOW THAT THAT THE CAROUSEL THE FERRIS WHEEL, THE REAL SNOW HILL THIS YEAR, WE'RE ADDING SOME ICE CARVING AS WELL. SO ON SATURDAY , WE'RE EXCITED ABOUT THAT, UM, IMPACT. WE ALSO DURING HOME FOR THE HOLIDAYS. WE HAVE MRT IS, UH , PUTTING ON A CHRISTMAS CAROL. IT'S AN ANNUAL EVENT THAT AND IT'S FANTASTIC PRODUCTION. THEY ALWAYS DO THAT GREAT JOB AND THEN WE ARE CELEBRATING SMALL BUSINESS SATURDAY ON NOVEMBER 26TH HIGHLIGHTING ALL THE AMAZING SMALL BUSINESSES THAT WE HAVE IN DOWNTOWN MCKINNEY. WE HAVE A COLLECTION OF NOW OVER 170 SMALL BUSINESSES IN THE DISTRICT, AND IT IS ONE OF THE LARGEST COLLECTIONS OF SMALL BUSINESSES IN THE IN THE STATE.
UM AND THEN WE AFTER HOME FOR THE HOLIDAYS, WE ARE GEARING UP FOR CHRISTMAS ON KENTUCKY POP UP . THIS WAS SOMETHING THAT STARTED DURING COVID. AND WE'VE CONTINUED THIS OVER THE YEARS WHERE WE'LL HAVE THE CAROUSEL, THE CHRISTMAS TREE, SOME KIDS ACTIVITIES AND THE SANTA ON THE SQUARE VILLAGE, SO THAT'S BEEN A VERY WARM, WELL RECEIVED POP UP THAT WE HAVE CONTINUED AFTER COVID. UM AND THEN WE HAVE A COUPLE OF OTHER EVENTS. I WANT TO DRAW ATTENTION TO IN DECEMBER W F A SAYING THIS HELPERS TOY DRIVE IS COMING BACK ON DECEMBER 8TH. THAT'S A GREAT EVENT. IT'S AN OPPORTUNITY TO HIGHLIGHT MCKINNEY AS WELL AS GIVING BACK AND THEN WE HAVE THE ROTARY PARADE OF LIGHTS ON DECEMBER 10TH AND THEN LAST, BUT NOT LEAST, WE HAVE THE MENORAH LIGHTING THAT'S COMING BACK THIS YEAR ON DECEMBER 20TH. AND THEN LAST, BUT NOT LEAST WE HAVE RETOOLED OR DOWNTOWN DOLLARS PROGRAM, SO IF YOU'RE NOT FAMILIAR WITH OUR DOWNTOWN DOLLARS PROGRAM, IT WAS AN OPPORTUNITY TO BUY DOLLARS TO SUPPORT OUR DOWNTOWN COMMUNITY AND OUR DOWNTOWN BUSINESSES. IT WAS KIND OF ANTIQUATED PROGRAM, SO IT WASN'T THE BEST CUSTOMER FRIENDLY PROGRAMS. SO WE'VE RETOOLED THAT NOW YOU CAN GO ONLINE. BUY IT GET A DIGITAL GIFT CARD THAT GETS SENT TO YOUR INBOX RIGHT AWAY. AND YOU CAN USE THAT AT RIGHT NOW OVER 60 DIFFERENT SMALL BUSINESSES IN DOWNTOWN AND WE'RE IN THE PROCESS OF MANUALLY SIGNING EVERYBODY UP, BUT IT'S A MUCH MORE CUSTOMER FRIENDLY EXPERIENCE FOR OUR CUSTOMERS AND FOR OUR BUSINESSES, THEY DON'T HAVE TO GET COME AND GET A CHECK REIMBURSEMENT AS WELL. SO WE'RE VERY EXCITED ABOUT LAUNCHING, RELAUNCHING THAT. ALL RIGHT. I JUST HAVE ONE QUESTION TO THE GENT ON THE SITE WHERE YOU ADD SOMEWHERE OF THE BUSINESSES THAT ACCEPT THEM. YOU WILL. OKAY IT MAY HAVE BEEN THERE AND MAYBE I MISSED IT. SO I'M SORRY. ABSOLUTELY SO ON THE NEW KIND OF PORTAL, IT'S ACTUALLY AN INTERACTIVE MAP AS WELL AS A LIST, SO IT'S A LOT MORE USER FRIENDLY ON THAT END. OKAY? ABSOLUTELY. ANY OTHER QUESTIONS. THANK YOU VERY, VERY MUCH, OKAY? PARKS AND REC, MR KOWSKI. GOOD MORNING. MORNING MICHAEL KOWSKI, DIRECTOR OF PARKS AND
[00:30:01]
RECREATION. WELL I'M GONNA PLAY OFF EVERYBODY ELSE'S SENTIMENT HERE BECAUSE IT'S TRUE AND VALID. SO ANDREW, WELCOME TO THE CLUB OF BEING THE TOP DECISION MAKER IN YOUR GROUP, CELTIC FUN AND WHO YOU ARE ACTUALLY DOING IT, BUT WE'RE HERE TO SUPPORT YEAH, WE'RE HERE TO SUPPORT YOU IN EVERYTHING YOU DO VERY IMPRESSED. SO WELCOME. UM ERIN MENTIONED FROM GREAT STUFF ABOUT THE WORLD CUP. SO WHAT WE'RE DOING IN OUR SIDE, AT LEAST WITH CRAIG RANCH SOCCER COMPLEX IS GETTING THAT READY. SO, BASICALLY THIS MONTH, THE SACHER COMPLEX WAS SHUT DOWN TO START CONSTRUCTION OR RENOVATIONS. GOALS TO HAVE THAT FINISHED BY 2026. SO AS YOU MENTIONED, WE COULD BE IN A SHORT LIST OF CITIES AND PLACES THAT CAN HELP SUPPORT THOSE WORLD CUP EFFORTS ACROSS THE METROPLEX SO VERY HAPPY WITH THAT. PINCH PARK IS BACK UP, PUT TOGETHER AND MENTIONED THAT LAST TIME OR FINE TUNING A FEW THINGS, UH, PICKLE BOX COURTS, AS YOU CAN IMAGINE, ARE FANTASTIC. UM VERY POPULAR IN GETTING LOTS OF GOOD FEEDBACK ON THAT FRONT. AND THEN OUR PARKS. MASTER PLAN. YOUR FINGERPRINTS ARE ON THAT DOCUMENT. IF WE RECALL THIS PAST YEAR, WE DID SOME TEAM BUILDING WORKSHOPS ON THAT. THE PARKS AND RECREATION ADVISORY BOARD HAS A DRAFT COPY IN HAND. THEY ARE REVIEWING THAT AND WE'LL GO TO CITY COUNCIL. PROBABLY DECEMBER JANUARY TO GIVE THEM A FULL LOOK AT THAT DOCUMENT AS WELL. AND WITH THAT I WILL STAND FOR ANY QUESTIONS. ROBERTSON RIDGE PARK. YEAH CONTRACTORS HIRE. THEY'RE MOBILIZING SILVER FIRST QUARTER NEXT YEAR, YOU'LL SEE STUFF MOVING OUT THERE. EXCELLENT. THANK YOU. THANK YOU. NEXT REPORT ITEM ITEM. 22-1060 PRESIDENT. I'M SORRY I JUMPED OVER YOU. NEVER EVER. BUT YOU REPORT APOLOGIZE. TOP SUBCOMMITTEE REPORTS, SO THIS HAS BEEN A VERY, VERY COOL PROJECT. I MUST SAY I BEGAN TO BE ON THIS, UM WELL, NOT THE COMMITTEE, BUT JUST OBSERVING IT AS AN ALTERNATE FROM THE BEGINNING. SO THIS IS THE FIRST PROJECT THAT I'VE WATCHED FROM BEGINNING TO END. AND I MUST SAY TO THE TIPS TEAM WHAT A VISIONARY TO TAKE. AN OLD RAGGEDY. ADJECTIVES. A PLACE AND TO WATCH IT DEVELOP TO SOMETHING REALLY, REALLY COOL. SO WHAT I GLEANED FROM THE WALKTHROUGH ON YESTERDAY IF I WOULD START WITH THE RESTAURANT AREA TO SEE THE STEEL COMING IN TO SEE THAT WHOLE THING BEING DEVELOPED. AND THEN TO MOVE FROM THE RESTAURANT TO THE BARREL AGING. UM PLACE WHERE THERE WILL BE AN OPEN SPACE WHERE YOU CAN SEE ALL OF THAT. THEN WE WENT BACK TO THE BUREAU REBUILDING AND TO SEE ALL OF THAT REALLY COOL EQUIPMENT.AND YES, I LEARNED HOW TO MAKE BEER YESTERDAY AND SO, UM. TO SEE ALL OF THAT IN THE PROCESS AND THE SCIENTIFIC PROCESS THAT GOES INTO ALL OF THAT. THIS IS SOMETHING THAT THE COMMUNITY CAN REALLY, REALLY BE PROUD OF. SO THAT'S MY OVERVIEW IN TERMS OF WHAT I SAW, AESTHETICALLY AND JUST THE WHOLE PROCESS. NOW WE UM, DID OUR SUBCOMMITTEE MEETING WHICH WE CONTINUE TO DO MONTHLY? WE SPENT A GOOD DEAL OF TIME. TALKING ABOUT THE COMMUNITY GATHERING SPACES, WHICH ARE REALLY COOL. WE LOOKED AT RENDERINGS FOR SHADE STRUCTURES. SO WE KIND OF PICKED THE ONES THAT WE THOUGHT THAT WOULD BE EFFECTIVE AND THERE WOULD BE REALLY GOOD. SO THAT WAS A GOOD THING. A LOT OF COOL STUFF FOR THE KIDS. THEY HAVE, LIKE THIS REALLY COOL MUSIC WALL WITH SKILLETS AND POTS AND PANS AND ALL THINGS SOUND RELATED. THAT WILL REALLY ENCOURAGED. UM THEIR PARTICIPATION AS WELL AS PLACES FOR THE ADULTS, ALL KINDS OF OPEN SPACES. IN TERMS OF BUDGET.
WE ARE CONTINUING TO PAY ATTENTION TO WHERE WE CAN CUT TO KEEP THE PROJECT ITSELF ON TAP.
AND SO, UM, THE SILOS HAVE BEEN DELIVERED. THEY'RE NOT YET A SYMBOL. AS YOU KNOW, WE HAD 72 APPLICATIONS FOR THE BUILD YOUR OWN BUSINESS. WE COULD ONLY SELECT SIX. THE COOLEST ONES TO ME. OF THE SIX THAT WE SELECTED WHICH THEY WERE ALL VERY, VERY COOL. WE HAVE TOASTED SIMPLE WHICH, AS I UNDERSTAND THAT YOU MIX IT WITH THE ALCOHOL, AND THERE'S SOME REALLY COOL FLAVORS , AND SO WE GOT TO TAKE HOME SOME SAMPLES, AND I'M USING THIS FOR COMMUNION AT MY CHURCH.
THAT'S MY STORY, AND I'M STICKING TO IT. SO WE HAD TOASTED SIMPLE. WE HAVE THE ROLLING CIGARS. WE HAVE THE OXYGEN TIME WEATHER AND, UM, THERE ARE THREE OTHER ONES THAT I CAN'T RECALL RIGHT OFF THE TOP OF MY HEAD, BUT IT'S REALLY, REALLY COOL. UM SO THAT'S THE OVERVIEW. THERE WAS A QUESTION THAT CAME UP IN THE MAIN STREET MEETING ABOUT THE PARKING LOT.
WILL IT BE AVAILABLE TO THE PUBLIC AND IT IS AVAILABLE TO THE PUBLIC. AND THAT'S CONTINGENT UPON THE COMPLETING OF THE CONCRETE AS WELL AS THE ELECTRICAL UM, SO THAT'S REALLY
[00:35:05]
COOL THAT THAT WILL BE ABLE TO BE USED ACROSS THE BOARD. UM SO AGAIN, THE GRAND OPENING IS TARGETED FOR MARCH OR APRIL. SO WE'RE LOOKING FORWARD TO THAT. AND I THINK THAT COMPLETES MY REPORT AND I STAND FOR ANY QUESTION. I DON'T HAVE ANY QUESTIONS. I'LL MAKE A COMMENT.SO I WANT TO SAY THANK YOU TO THE SUBCOMMITTEE MEMBERS ACTUALLY HAD AN OPPORTUNITY TO GO ON THE TOUR YESTERDAY AS WELL . AND I ACTUALLY WALKED ALL THE WAY UP THESE MIDDLE STEPS AND I WAS LIKE, IS THIS SAFE? YOU KNOW, BECAUSE I WALKED UP THEM STEPS. IT'S LIKE 56 FLIGHTS, BUT TO SEE THE VISION IN THE VISUAL OF THE CITY OF MCKINNEY IS JUST AMAZING. JUST YOU KNOW, YOU CAN SEE FOUR ACROSS, SO I'M SUPER EXCITED OF WHAT THAT VISUAL WILL BE. THAT'S GOING TO BE A MEETING AND SOCIAL SPACE AT THE TOP OF THEIR SO JUST REALLY EXCITED FOR THE WORK THAT IS HAPPENING AND AGAIN. THANK YOU FOR, UM, OF COURSE FOR LINDA IN PRESIDENTS NIGHT BEFORE JUST THEIR COMMITMENT AND DEDICATION OF STAYING ON TOP OF EVERYTHING. AND, OF COURSE, TREVOR TREVOR.
WHO HELPS US STAY ACCOUNTABLE AND SAY THINGS ON TASK AND SPARKS WATCH GLASS AND BRENDA SPINELLI EVERYONE, SO JUST SAY THANK YOU FOR THAT CONTINUED WORK. THIS IS A HUGE, HUGE TASK.
THIS IS PROBABLY ONE OF THE BIGGEST PROJECT SINCE I'VE BEEN ON BOARD, SO TO SEE IT COMING IF YOU WISH, AND IT'S REALLY GOING TO BE AMAZING. I'M SUPER EXCITED, AND I JUST LIKE TO ECHO THAT THE JUST THE SCOPE OF THIS PROJECT AND THE DEDICATION OF OUR SUBCOMMITTEE HAS BEEN EXTRAORDINARY BECAUSE IT'S NOT IT'S NOT THE USUAL SORT OF PROJECT THAT WE TAKE ON THAT HAS ITS SUCH A, YOU KNOW, A SHORT TIME FRAME. THIS HAS BEEN ONGOING AND THE COMMITMENT OF EACH OF YOU WHO SERVES ON THE SUBCOMMITTEE. YOU ALL HAVE OUR, UM JUST REALLY SENSE OF APPRECIATION FOR THE TIME THAT YOU PUT INTO THIS BECAUSE THERE ARE WEEKS AND DAYS. I'M SURE THAT IT'S LIKE, IS THIS GOING TO YOU KNOW, WHERE IS THE END POINT, SO WE'RE GETTING CLOSE TO THAT AND I JUST APPLAUD YOU FOR THE DEDICATION TO DO THIS. IT'S BEEN A HUGE COMMITMENT OF TIME.
I AGREE WITH EVERYTHING THAT'S BEEN SAID NOTHING. NO NEED TO ADD MORE. OKAY. THANK YOU VERY
[President’s Report]
MUCH. NOW WE GO TO ITEM 22-010106, AND I WILL SAY SO. UM THE REPORT WAS ATTACHED IN AND SO OF COURSE FOR THE IT'S PUBLIC INFORMATION TO THE COMMITTEE AND THEN TO THE BOARD MEMBERS TO READ THOSE REPORTS. UH LINDA AND SANDY PROVIDE US VERY DETAILED WITH BUYING A REPORT OUT FROM SOME OF OUR PAST EVENTS, WHICH I THINK ARE VERY CRITICAL AS WE MOVE FORWARD AND DECISION MAKING WHEN WE HAVE OUR PROMOTIONAL GRANTS, AND WE HAVE OUR LARGE PROJECTS, SO WE UNDERSTAND. YOU KNOW WHAT WAS THE IMPACT TO THE COMMUNITY? WHAT WAS THE IMPACT TO THE DOLLARS THAT WE INVESTED IN THE COMMUNITY? SO ALSO, AS WE HAVE OUR GRAND AWARDS AWARDED FOR F WHAT? THE BUDGET ALLOCATION FOR FY 23 ALSO LOOKING BACK AT THE GRANT AWARDS FOR FY 22 GIVES US ADDITIONAL CONTENT AS WE MOVE FORWARD AND MAKING DECISIONS WHEN THAT CYCLE COMES BACK, AND WE'RE HAVING TO REVIEW AND MAKE DECISIONS ON WHO WE'RE GOING TO FUND FOR THIS UPCOMING FISCAL YEAR. SO AT THIS TIME THANK YOU. MADAM CHAIRMAN, MEMBERS OF THE BOARD JUST TO ADD ON TO WHAT MADAM CHAIRMAN SAID THE EVERYBODY ON THE BOARD. I THINK KNOWS THAT WITH RESPECT TO PROMOTIONAL GRANTS, THOSE TO BE ELIGIBLE FOR CONSIDERATION THEY HAVE TO DEMONSTRATE. THE ABILITY TO PROMOTE MCKINNEY FOR SUPPORTIVE BUSINESS DEVELOPMENT AND TOURISM. AND I THINK THAT IF YOU LOOK AT THE FINAL REPORTS THAT WERE INCLUDED WITH THE AGENDA THIS MONTH, JUNETEENTH ARTS AND BLOOM AND THEN THE MCKINNEY WINE AND MUSIC FESTIVAL. IT'S REALLY CLEAR HOW EFFECTIVE THEY ARE IN TERMS OF BRINGING PEOPLE INTO THE CITY AND GIVING US AN OPPORTUNITY TO SHOWCASE OUR COMMUNITY. SO PLEASE LOOK AT THOSE, UM, THE MARKETING REPORT ONE OF THE THINGS THAT I'VE FOUND REALLY INTERESTING. WAS WHEN YOU LOOK AT LINDA CAPTURES INFORMATION ABOUT, UM OUR MOST VISITED OR VIEWED FACEBOOK POSTS AND THOSE HAVE BEEN TIED TO THE EVENTS THAT WE FIND OR THE PROJECTS THAT WE FIND, SO PLEASE BE SURE AND TAKE A LOOK AT THE MARKETING REPORT. ARE PROMOTIONAL GRANT CYCLE IS CURRENTLY FIRST ONE FOR THIS YEAR IS CURRENTLY OPEN AND WILL BE ACCEPTING APPLICATIONS THROUGH NOVEMBER. 30TH. TALKED TO SEVERAL PEOPLE WHO ARE PLANNING TO SUBMIT. SO IT SHOULD BE AN INTERESTING MEETING NEXT MONTH WHEN THOSE PRESENTATIONS ARE MADE. AH PROJECT GRANTS THE FIRST CYCLE OPEN ON DECEMBER 1ST AND THOSE WILL BE PRESENTED TO THE BOARD AND JANUARY AND THEN JUST TO ADD ON TO DEBORAH'S REPORT REGARDING TOUPS. THERE ARE BRENDA PROVIDES A PROGRESS[00:40:01]
REPORT MONTHLY, WHICH IS ATTACHED TO THE AGENDA, AND THERE'S SOME GREAT PHOTOS THERE.A COUPLE OF WEEKS OLD. SO JUST YESTERDAY WHEN WE TOURED THE SITE LOOKING AT THOSE PHOTOS VERSUS THE ENVIRONMENT, AND THE PROGRESS THAT'S BEEN MADE OVER THE PAST TWO WEEKS IS PRETTY REMARKABLE. SO THINGS ARE MOVING ALONG THERE. AND I WILL BE HAPPY TO ANSWER ANY QUESTIONS. I DON'T HAVE ANY QUESTIONS. THANK YOU VERY MUCH. WE WILL GO INTO REGULAR AGENDA ITEM ITEM TWO TO
[Presentation on McKinney National Airport and Potential for Addition of Commercial Service.]
THAT 061 PRESENTATION ON MCKINNEY NATIONAL AIRPORT AND POTENTIAL FOR ADDITION OF COMMERCIAL SPACE. AND THAT WILL BE PRESENTED BY ASSISTANT CITY MANAGER VERY SHELTON. GOOD MORNING. HAPPY TO BE HERE. BARRY SHELTON, ASSISTANT CITY MANAGER, SO I'M GOING TO INTRODUCE THE ITEM TELL YOU A LITTLE BIT ABOUT WHERE WE ARE WITH THE BOND COMMITTEE. AND THEN WE'RE GOING TO WATCH A VIDEO AND I'M GOING TO TURN THE MAIN PRESENTATION OVER THE QIN CARLY, WHO IS OUR AIRPORT DIRECTOR AT MCKINNEY NATIONAL AIRPORT. WE'RE GOING TO GO THROUGH. YOU'RE GOING TO BE THE FIRST GROUP TO SEE OUR DRAFT PRESENTATION. UM, HOLD TOGETHER A BUNCH OF FEELS LIKE 1000 DIFFERENT PRESENTATIONS ON THE AIRPORT OVER THE LAST SEVERAL MONTHS. BUT WE'VE BEEN WORKING WITH OUR MARKETING TEAM HERE WITH THE CITY TO COME UP WITH A PUBLIC PRESENTATION THAT KIND OF PULLS EVERYTHING TOGETHER IN A REALLY COHERENT WAY TO EXPLAIN THE BENEFITS OF THE EFFORT GOING FORWARD AND MAKE INTERNATIONAL SO STARTING WITH THE BOND COMMITTEE. WE'VE HAD THREE BOND COMMITTEE MEETINGS WHERE WE HAVE BETWEEN 35 40 INDIVIDUALS ON THE BOND COMMITTEE. WE'VE WE HAVE FIVE SUBCOMMITTEES THAT THEY BREAK INTO PERIODICALLY. WE HAVE AN INFRASTRUCTURE COMMITTEE THAT LOOKS AT WHAT NEEDS TO BE BUILT AND WHAT INFRASTRUCTURE IS NECESSARY. FINANCE COMMITTEE THAT GOES THROUGH A LOT OF THE CITY FINANCES, THE DEBT CAPACITY OF THE CITY AND HOW THIS IS INTENDED TO BE FUNDED AS WELL AS THE OPERATING EXPENSES AND THE OVERALL UH, OUTLOOK FINANCIALLY FOR THE PROJECT COMMUNITY COMMITTEE THAT IS PRIMARILY ASKING QUESTIONS ABOUT IMPACT ON THE COMMUNITY. WHETHER IT'S NOISE OR SURFACE TRAFFIC OR ENVIRONMENTAL IMPACTS AND THOSE TYPES OF THINGS BUSINESS AND INDUSTRY COMMITTEE THAT LOOKS AT THE BENEFIT TO OUR LOCAL ECONOMY AND HOW IT WOULD AFFECT BUSINESSES. AND WE HAVE SEVERAL BUSINESS LEADERS ON THAT GROUP.AND THEN WE ALSO HAD THIS LITTLE DIFFERENT THAN MOST OF OUR BOND COMMITTEES WE'VE HAD IN THE PAST. WE HAVE A REGIONAL OR ELECTED OFFICIAL SUBCOMMITTEE. SO WE'VE INVITED ELECTED OFFICIALS, PRIMARILY THE MAYORS FROM OUR SURROUNDING TOWNS. I THINK WE HAVE ABOUT EIGHT OR NINE OF OUR SURROUNDING CITIES THAT PARTICIPATED IN ONE WAY OR THE OTHER. UM AND THEY ARE HELPING US TO UNDERSTAND THE IMPACTS AND BENEFITS TO THE SURROUNDING COMMUNITIES AS WELL . SO THAT'S A LITTLE DIFFERENT BECAUSE WE LOOK AT THE AIRPORT. IT'S A CITY CITY PROJECT, BUT IT'S A REGIONAL IMPACT PROJECT. AND WHEN KEN COMES UP AND PRESENTS THE IMPACT THE ECONOMIC IMPACT STATEMENT OR STUDY THAT WE'VE COMPLETED, YOU'LL SEE HOW IT'S GOING TO HAVE THIS REALLY, REALLY BIG IMPACT ON NOT ONLY MCKINNEY BUT ALSO COLLIN COUNTY AND THE ENTIRE DFW REGION. LIKE I SAID, WE'VE HAD THREE MEETINGS WITH THE ENTIRE BOND COMMITTEE. VARIOUS TOPICS COVERED. THEY'VE ALL BEEN VERY, VERY POSITIVE. UM A LOT OF POSITIVE FEEDBACK, BUT WE'VE ALSO, UM HOW DO EACH OF THE SUBCOMMITTEE SELECTIVE SPOKESPERSON THAT KIND OF CREATES OUR EXECUTIVE COMMITTEE AND WE'RE GOING TO MEET WITH THEM THE FIRST WEEK? AFTER THANKSGIVING TO KIND OF PLAN THE COURSE FORWARD. GENERALLY THE COURSE FORWARD IS GOING TO BE TO GET IN FRONT OF THE CITY COUNCIL WITH THE BOND COMMITTEE RECOMMENDATION. THAT'LL PROBABLY HAPPEN EITHER IN DECEMBER OR EARLY JANUARY, AND THE CITY COUNCIL IF THEY WOULD LIKE TO PUT THIS ON FOR THE MAY OF 2023 ELECTION FOR THE CITIZENS TO VOTE ON A BOND PACKAGE, THEN THEY WOULD HAVE TO DO SO BY MID FEBRUARY, SO YOU'LL BE SEEING THOSE KIND OF WHEELS IN MOTION AS WE MOVE FORWARD. SO WE'RE GOING TO DO TODAY. LIKE I SAID, WE'RE GOING TO HAVE A PRESENTATION. WE'RE GONNA SHOW WHAT I CALL THE HYPE VIDEO. SO WE'VE DONE SOME DESIGN WORK ON THE AIRPORT AND OUR ARCHITECTURAL FIRM HAS CREATED A VIDEO THAT KIND OF SHOWS AN OVERVIEW OF THAT THE TERMINAL ITSELF. THEN WE'RE GOING TO WALK THROUGH THE PRESENTATION, BUT I'M GOING TO ASK THE VIDEO BE PLAYED, AND I'M GONNA SIT DOWN AND THEN KIN PARLEY IS GOING TO COME UP AND WALK YOU THROUGH THE PRESENTATION FOLLOWING THE PRESENTATION, OR EVEN DURING THE PRESENTATION. ANY QUESTIONS YOU HAVE AH! WILL BE HERE TODAY. ANSWER THOSE BEST WE CAN. OR MAYBE WE WON'T. YEAH. ALWAYS BE PREPARED. HAPPENED RIGHT THERE? YES.
[00:47:26]
ALL RIGHT. SO WITH THAT I'LL TURN THE TIME OVER TO KIN CARLY, OUR AIRPORT DIRECTOR. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT, MEMBERS OF THE C D. C BOARD. I'M KEN CARLY, THE AIRPORT DIRECTOR. SO AS BARRY MENTIONED WHAT YOU JUST SAW WAS ONE OF THE WORK PRODUCTS THAT CAME OUT OF THE INITIAL DESIGN PHASE OF THE PROJECT. SO THE CITY AND THE AIRPORT INVESTED.TO DATE ABOUT 4.5 MILLION IN INITIAL DESIGN OF THE PROJECT THAT TOOK US TO ABOUT 30% DESIGN . UM AND WE'VE ALSO STARTED AN ENVIRONMENTAL ASSESSMENT THAT LOOKS AT THE IMPACTS OF THE PROJECT, AND THAT'S ALL PRETTY TRADITIONAL, UM, FRONT END WORK ON A PROJECT LIKE THIS. IN ADDITION TO THAT THE CITY PURCHASED THE LAND THAT THE PROJECT WOULD SIT ON. BACK IN LATE 2017. ABOUT 190 ACRES OF PROPERTY ON THE EAST SIDE OF THE AIRPORT, WHICH TODAY IS UNDEVELOPED. UM, BUT ULTIMATELY WILL DEVELOP WITH AERONAUTICAL PROJECTS SUCH AS THIS. THAT WAS ABOUT $23 MILLION PURCHASE. SO WE'VE GOT SOME SIGNIFICANT INVESTMENT IN THE PROJECT TODAY . UM THERE'S MORE, MUCH MORE TO INVEST. UM BUT THERE'S ALSO QUITE A BIT OF RETURN ON THAT INVESTMENT IN TERMS OF ECONOMIC IMPACT. AND JUST WHAT IT REALLY MEANS FOR THE CITY AND THE REGION GOING FORWARD. SO, UM. TODAY KIND OF JUST LOOKING AT A LARGE OVERVIEW THE AIRPORT ITSELF SUSTAINING THE OPERATING BUDGET FOR THE AIRPORTS ABOUT 12 MILLION UM THE LAST ECONOMIC IMPACT STUDY THE AIRPORT DID AS SOMEWHAT DATED. IT WAS DONE BY THE STATE TECH STARTS OFFICE OF AVIATION DOES ONE FOR ALL THE GENERAL AVIATION AIRPORTS IN THE STATE ABOUT EVERY EIGHT OR NINE YEARS. SO ABOUT 213 MILLION BACK IN 2017. WITH THE GROWTH AND THE ADDITIONAL CONSTRUCTION JOBS.
RENTS THAT WE HAVE IN HANGAR AND OFFICE. WE'RE ESTIMATING TODAY WE'RE PROBABLY AT ABOUT $250 MILLION IN ECONOMIC IMPACT. AND TODAY THE AIRPORT IS SELF SUSTAINING AS I MENTIONED, AND IT ALSO PRODUCES, UM, REVENUE BACK TO THE CITY AND IN THE FORM OF IT'S ADVIL ARM TAXES, AND THAT'S BASICALLY TAXES ON BUSINESS AIRCRAFT THAT ARE BASED AT THE AIRPORT. AND, UM SOME OF THE PROPERTIES THAT WERE BUILT ON GROUND LEASES AT THE AIRPORT HAS FOR HANGERS AND OTHER TYPES OF INFRASTRUCTURE. HOME TO SEVERAL FORTUNE 500 COMPANIES. WE HAVE AIRCRAFT. BASED THEIR
[00:50:01]
COMPANIES DOING CONSTRUCTION, BUSINESS BANKING INSURANCE, UM. 400 OPERATIONS A DAY AT THE AIRPORT RIGHT NOW ABOUT 250 BASED AIRCRAFT, PROBABLY 20. 20 TO 25% OF THOSE ARE BUSINESS AIRCRAFT TURBAN, JET TURBOPROP TYPE AIRCRAFT, SO IT'S A BUSY AIRPORT. UM I THINK IT'S AN 82ND BUSIEST AIRPORT IN THE COUNTRY RIGHT NOW IN TERMS OF NUMBER OF OPERATIONS AND THE EIGHTH BUSIEST IN THE STATE OF TEXAS. UM TREMENDOUS GROWTH IN THE REGION. UM AND WE KIND OF STARTED THIS PROJECT. UM DOING DUE DILIGENCE ON IT. REALLY BACK IN 2018 A LOT OF UNSOLICITED INTEREST FROM AIRLINES INTERESTED IN COMING TO MCKINNEY AND SERVING THE MARKET FROM HERE. THAT'S KIND OF WHAT STARTED US DOWN THIS, UM THIS ROAD THAT WE'RE ON TODAY.LOOKING AT THE COST OF IT THE BUSINESS CASE FOR IT. UM AND AT EVERY EVERY MILESTONE EVERY KIND OF OFF RAMP. WE'VE HAD TO LOOK AT POTENTIALLY DOING SOMETHING. OR NOT, ARE NOT CONTINUING TO LOOK AT IT. THAT THE INFORMATION HAS BEEN POSITIVE. SO WE HAVE KIND OF CONTINUED ON TO THE POINT WHERE WE'RE STARTING TO MAKE INVESTMENTS IN THE DESIGN OF THE PROJECT TODAY. UM AND YOU SAW SOME RENDERINGS BASED IN THE VIDEO. WE ARE, UM KIND OF THE VISION THAT WE HAVE FOR THE TERMINAL REALLY CAME OUT OF, UH , COMMITTEE THAT THE CITY COUNCIL FORMED OF THE MAYOR AND A COUPLE OF COUNCIL MEMBERS TO WORK REALLY CLOSELY IN CONCERT WITH THE DESIGN COMMITTEE AND THE ARCHITECT TO REALLY KIND OF COME UP WITH THE VISION FOR WHAT WE'RE LOOKING FOR. WE UM WE KIND OF ENVISION A SUSTAINABLE FACILITY. WE PLAN TO OPERATED OFF OF SOLAR POWER CANOPIES ON THE COVERED PARKING WE ALSO SEE THAT AS A MECHANISM TO LEVERAGE SOME ADDITIONAL FUNDING AT THE FEDERAL LEVEL FOR PROJECTS THAT ARE SUSTAINABLE. AND REALLY TRYING TO JUST BASICALLY CREATE KIND OF A BOUTIQUE PASSENGER EXPERIENCE LEVERAGING TECHNOLOGY TO REALLY KIND OF JUST GIVE A COMPLETELY DIFFERENT TYPE OF EXPERIENCE FOR TRAVEL IN THE REGION. YOU SAW SOME OF THESE RENDERINGS. WE'RE LOOKING AT A FOUR GAY FACILITY INITIALLY ABOUT 140,000 SQUARE FOOT IN THE TERMINAL BUILDING ITSELF, UM, CAPABILITY TO EXPAND ADDITIONAL GATES AS NEED ARISES. UM. 15 ACRES OF AIRCRAFT APRON, 2000 PARKING SPACES ACCESS INITIALLY OFF OF FM 5 46. ULTIMATELY THE 3 99 SPURS EXTENSION WILL EXTEND AROUND THE SOUTH AND EAST SIDE OF THE AIRPORT. AND, UM. ACCESS TO IT WILL BE ENHANCED AS THAT PROJECT COMES ONLINE. TITUS FLIP THROUGH THESE REAL QUICK SO YOU CAN SEE HIM. AGAIN. THESE WERE KIND OF SOME OF THE STILL SHOTS THAT WERE IN THE VIDEO. THAT'S A VIEW FROM THE AIRCRAFT APRON, LOOKING BACK TO THE EAST AT THE GATE IN THE TERMINAL. INSIDE THE SCREENING AREA INTO THE MAIN AREA LOBBY AREA IN FRONT OF THE WHOLE ROOMS. THAT'S KIND OF A VIEW LOOKING BACK. FROM THE EAST TO THE WEST, AND YOU CAN SEE IT'S A TO LEVEL UM FACILITY WITH APPROACH AND DEPARTURE SEPARATED , SO EASE OF FLOW THROUGH THE FACILITY IS ONE OF THE THINGS WE'RE REALLY WE'RE FOCUSED ON. TRYING TO HAVE A VERY, UM SHORT DISTANCE WALKING DISTANCE FROM THE PARKING AREA ALL THE WAY THROUGH TO THE GATE. THAT WAS ONE OF THE UM KEY DRIVERS IN THE FOCUS IN THE DESIGN OF THE PROJECT AS WELL. THIS KIND OF LOOKS AT THE PRELIMINARY SITE PLAN AND YOU CAN SEE THE 3 99 SPURS SUPERIMPOSED ON THIS COMING AROUND THE SOUTH AND EAST SIDE OF THE AIRPORT. THE PROPOSED TERMINAL SITS AGAIN IN THE 190 ACRES THAT THE CITY PURCHASED BACK IN 2017. TODAY, ALL OF THE FACILITIES FOR GENERAL AVIATION ARE ON THE WEST SIDE OF THE AIRPORT. UM AND THIS WOULD BE THE FIRST PROJECT ON THE EAST SIDE OF THE AIRPORT.
AND THAT 3 99 SPUR WILL BE A SIGNIFICANT PROJECT. I THINK TO, UM ENHANCED THE SURFACE TRANSPORTATION AND THE ACCESS TO THE FACILITY. UM EIGHT LANE 68 LANE FREEWAY WITH FRONTAGE ROADS . IT'S FULLY FUNDED. I THINK TECH STARTS IN THE PROCESS OF ACQUIRING RIGHT AWAYS FOR THE 3 99 SPUR NOW, SO THE TIMING OF THE PROJECT IN RELATION TO OURS IS PRETTY PRETTY IS A LINE
[00:55:03]
LINING PRETTY WELL, UM, FOR US, WE ARE WORKING TOWARDS HAVING COMMERCIAL SERVICE IMPLEMENTED IN EARLY 2026. AND SO, UM LOOK AT A NUMBER. WE LOOKED AT A NUMBER OF THINGS. WE HAVE A VERY DETAILED DEMAND ANALYSIS THAT UM GOES INTO A REALLY IN DEPTH LOOK AT THE MARKET IN THE REGION WHAT WE CAN EXPECT TO CAPTURE AND OUR CATCHMENT AREA. AND SO KIND OF ALL OF THAT BOILS DOWN TO WHAT WE'RE ANTICIPATING. STARTING OUT IN THE FIRST YEAR OF FULL OPERATIONS WOULD BE ABOUT 12 DAILY DEPARTURES GROWING TO POTENTIALLY 18 AND ALL THESE ARE RANGES. THIS IS KIND OF A THERE'S A LOW AND A HIGH RANGE. THE 12TH KIND OF SITS RIGHT IN THE MIDDLE OF AN INITIAL RANGE OF 4 TO 20. GROWING TO AN 18 DEPARTURES BY 2020. 40 OR CORRECTION, 2040. UM. AND ONE OF THE SURVEYS WE DID EARLY ON IN THE PROJECT INDICATED THAT ABOUT 75% OF TRAVELERS TODAY WOULD CONSIDER USING T K I OVER DFW OUR LOVE, UM IF THE RIGHT PRODUCTS WERE OFFERED AND I THINK THAT'S SIGNIFICANT AND JUST IF WE HAVE A YEAH. THIS IS KIND OF INTERESTING TO YOU. I WANT TO WANT TO TOUCH ON THIS A LITTLE BIT. SO THIS IS A VERY LARGE MARKET. THERE'S 44 MILLION IN PLAIN MINTS IN THE MARKET TODAY THAT ARE BEING SERVED BY DFW AND LOVE. UNEMPLOYMENT IS BASICALLY A, UH, A PERSON ON A PLANE DEPARTING THAT AIRPORT. AND MOST OF THE OTHER REGIONS OF THAT SIZE IN THE COUNTRY TODAY HAVE MULTIPLE AIRPORTS, UH, 345 AIRPORTS SERVING A SIMILAR SIZED MARKETS. WE LOOK AT SAN FRANCISCO AND BOSTON, FOR EXAMPLE, BOTH VERY SIMILAR IN SIZE IN TERMS OF OUR MARKET. EACH OF THOSE MARKETS HAS UM, FIVE AIRPORTS, SO THERE ARE PRIMARY AIRPORTS IN THEIR SECONDARY AIRPORTS, SO WE WOULD INITIALLY BE THE SECONDARY AIRPORT IN THIS MARKET AND SOME OF THE ANALYSIS WE LOOKED AT LOOKS AT THE CATCHMENT AREAS IN THAT MARKET, AND, UM WHAT WE'RE ENVISIONING HOW WE KIND OF GET TO MAYBE AN AVERAGE OF 12 DAILY DEPARTURES IS LOOKING AT THAT CATCHMENT AREA. DEFINED BY THE DRIVE TIMES. SO THE DRIVE TIMES TO MCKINNEY FROM OUR CATCHMENT AREA VERSUS DFW. OUR LOVE OUR PRIMARY CATCHMENT AREA WOULD BE AT LEAST 10 MINUTES CLOSER. PRIMARY CATCHMENT AREA IS ABOUT 1.1 MILLION IN PLAIN MINTS IN 2019. WE LOOK TO CAPTURE ABOUT 30% OF THAT MARKET AND AGAIN, THAT WOULD ALL BE PEOPLE THAT COULD DRIVE TO MCKINNEY ABOUT 10 MINUTES SOONER TODAY, THEN THEY COULD TO ONE OF THE OTHER TWO AIRPORTS SECONDARY CATCHMENT AREA ABOUT ANOTHER 1.1 MILLION IN PLAIN MINTS, AND WE WOULD BE LOOKING AT CAPTURING ABOUT 15% OF THAT MARKET. ALL OF THAT KIND OF BOILS INTO OUR ESTIMATE OF ABOUT A HALF A MILLION IN PLAIN MINT SERVING PER YEAR OUT OF THIS AIRPORT. BUT AGAIN, I THINK IT'S INTERESTING THAT, UM AND IN ESSENCE IN TERMS OF SECONDARY AIRPORTS WERE KIND OF AN OUTLIER TODAY IN THE SENSE OF THE SIZE OF THE MARKET, AND WE DON'T HAVE MULTIPLE AIRPORTS SERVING THAT MARKET TODAY BEYOND DFW. UM. SO AGAIN, OUR TARGET MARKET. THIS KIND OF LOOKS AT THE CATCHMENT AREA. I WAS JUST DISCUSSING THE KIND OF YEAH, WELL, MUSTARD COLOR THERE ABOUT 1.1 MILLION IMPLEMENTS. YOU CAN KIND OF VISUALIZE THAT PRIMARY CATCHMENT AREA THAT DARKER BLUE AREAS, THE SECONDARY CATCHMENT AREA. ALL IN THERE ABOUT 2.2 MILLION TRAVELERS IN 2019 FROM THAT GEOGRAPHIC AREA. PURCHASE TICKETS AND FLEW OUT OF DFW IN LAW. AND THIS KIND OF THIS, LIKE KIND OF SPEAKS TO THE STRENGTH OF THE MARKET. IF YOU WILL. SO AGAIN, YOU TOOK POPULATION OF COLLIN COUNTY TODAY 1.1 MILLION AND GROWING. UM. COMPARED TO DFW ABOUT 8.2 MILLION AND THE UNITED STATES 329 MILLION, BUT THE ANNUAL GROWTH RATE AS YOU CAN SEE FOR KIND OF EACH OF OUR METRICS AND IN TERMS OF NUMBER OF HOUSEHOLDS HOUSEHOLD INCOME POPULATION, IT'S ALL ECLIPSING DALLAS AND THE UNITED STATES AS A MEASURE, AND THAT'S KIND OF WHAT AIRLINES LOOKED AT TO KIND OF LOOK AT THE VIABILITY OR THE DESIRABILITY OF A MARKET. AND IN THAT SENSE, THIS PART OF THE REGION. IS VERY DESIRABLE MARKET FOR THE AIRLINES TO, UM, SERVE SO THAT'S I THINK WHAT IN PART LED TO AIRLINES APPROACHING US UNSOLICITED. WE DO THIS WORK FOR OURSELVES TO UNDERSTAND. THE[01:00:02]
BUSINESS CASE FOR THE UM. FOR THE PROJECT, BUT THE AIRLINES DO THIS ALL THE TIME. FOR THEIR OWN INTERESTS FOR THEIR OWN KNOWLEDGE AND INTEREST IN AND UNDERSTANDING ABOUT THEIR OWN PLANNING ON WHAT MARKETS THEY WANT TO SERVE GOING FORWARD. WHAT'S THEIR STRATEGY FOR SERVING MARKETS? SO IT'S VERY APPARENT AS WE KIND OF LOOKED INTO THIS. WHY YOU KNOW WHY WE WERE RECEIVING UNSOLICITED CALLS FROM AIRLINES ABOUT SERVING THE MARKET FROM HERE. IT'S A VERY DESIRABLE MARKET. IT'S A GROWING MARKET. AND THAT'S COLLIN COUNTY GROWS THE DRIVE TIMES THE FW IN LOVE. WE'RE ONLY GOING TO INCREASE. UM AND OUR MARKET IS GOING TO BECOME MORE SATURATED.SO THE ECONOMIC IMPACT VERY VERY MENTIONED THIS SO AGAIN. WE KIND OF LOOK AT THIS IN A AS A RANGE, BUT IT'S VERY SIGNIFICANT. THIS IS A LARGE PROJECT. IT'S AN EXPENSIVE PROJECT, BUT IT'S A PROJECT THAT HAS AN INCREDIBLE UM, POTENTIAL TO, UM DR DEVELOPMENT. IN OUR COMMUNITY.
POTENTIALLY 2700 AND 3200 JOBS. 207 MILLION DETERRENCE 65 MILLION IN WAGES. ANNUAL ECONOMIC OUTPUT OF 615 TO 850 MILLION. AND THEN TAX BENEFITS. 327,000,100 MILLION. AND THIS IS ALL REALLY KIND OF LOOKING AT YEAR, ONE FULL FULL FIRST YEAR OF OPERATIONS, WITH ABOUT A HALF A MILLION IN PLAIN MINTS DEPARTING FROM THE AIRPORT. UM ON THE LOCAL LEVEL. I THINK THAT THIS IS TAXES, LOCAL, STATE AND FEDERAL AT THE LOCAL LEVEL LOOKING AT, I THINK JUST THE COUNTY ALONE. THE RANGES. UM 17 TO 29 MILLION JUST IN TAX REVENUE. THE PROJECT. AND THE OTHER THING THIS THIS SLIDE IS ISN'T NECESSARILY SPECIFIC TO OUR FUNDING MAKEUP, BUT THIS IS JUST TYPICALLY HOW AIRPORTS FUND PROJECTS LIKE THIS, SO VERY MENTIONED THE BOND COMMITTEE AND POTENTIALLY A BOND INITIATIVE, A BOND ELECTION MAY IT'S A VERY COMMON WAY FOR AIRPORTS TO FUND CAPITAL INFRASTRUCTURE NEEDED FOR THESE TYPES OF PROJECTS. UM PASSENGER FACILITY CHARGES ARE ATTACKS IF YOU WILL, ON EVERY TICKET, UM IT'S A FEE YOU'RE PAYING NOW AND YOU BUY A TICKET.
UM I THINK CONGRESS CAPS IT AT 4 50 PER LEG OF THE FLIGHT RIGHT NOW, BUT THAT REVENUE IS CAPTURED BY THE AIRPORT AND HIS AND WOULD BE USED TO FUND THE DEBT ON THIS PROJECT. SO THAT'S ABOUT 20, TYPICALLY ABOUT 24% OF THESE TYPES OF PROJECTS ARE FUNDED WITH THAT. ABOUT 15% OF THESE FUNDING COMES FROM AIRPORT IMPROVEMENT PROGRAM GRANTS. THAT'S A FEDERAL GRANT PROGRAM THAT THE FAA ADMINISTERS. WE'VE BEEN IN DISCUSSIONS WITH THE FAA , BOTH AT THE REGIONAL AND THE HEADQUARTERS LEVEL FOR A COUPLE OF YEARS NOW ON THIS PROJECT SPECIFICALLY AND WE'RE WORKING TOWARDS SOME GRANT FUNDING AT THE FEDERAL LEVEL TO PARTICIPATE IN THE PROJECT. WORK BY THE WAY WE'RE DOING THIS THAT ARE REALLY GOOD TIME BECAUSE SOME OF THE AH , THERE'S NEW MONEY IN TERMS OF THESE TYPES OF PROJECTS THROUGH THE BIPARTISAN INFRASTRUCTURE LAW BILLS. UM AND WERE OPEN. TO I AM A WHOLE NEW SOURCES OF FEDERAL FUNDING THROUGH THOSE THROUGH THAT. I J AND B I L LAW, UH, GRANT PROGRAMS THAT WEREN'T AVAILABLE BACK IN 2019 SO WE'RE IN A KIND OF A GOOD ENVIRONMENT TO COMPETE FOR FEDERAL GRANT FUNDING FOR THE PROJECT. WE'RE ANTICIPATING, HOPEFULLY SOMEWHERE AROUND 60 TO 80 MILLION IN GRANT FUNDING AT THE FEDERAL LEVEL FOR THE PROJECT.
WE'RE WORKING TOWARDS THAT. WE WERE JUST IN DC BARRY AND I COUPLE OF WEEKS AGO, THE MAYOR HAS BEEN THERE. PAUL HAS BEEN THERE. WE'VE BEEN HAVING HAVING MEETINGS FOR A COUPLE OF YEARS ON THAT. AND SO WE'RE PRETTY OPTIMISTIC THAT WE WILL HAVE A SIGNIFICANT CONTRIBUTION AT THE FEDERAL LEVEL AND GRANT FUNDING FOR THE PROJECT. THOSE FUNDS. DO HOWEVER, COMMENTS A REIMBURSEMENT. SO THEY, FOR EXAMPLE, THE LAND I MENTIONED THAT'S ELIGIBLE FOR REIMBURSEMENT, BUT WE HAVE TO DEVELOP THE PROJECT ON THE LAND FIRST, AND THEN AT SOME POINT LATER, WE'LL GET REIMBURSED. SO WE KIND OF HAVE TO FUND THE PROJECT ON THE FRONT END. AND THEN AS THE GRANT FUNDS COME IN THEIR PLAN WOULD BE THIS TO USE THOSE REVENUES TO PAY DOWN THE DEBT. UM. THE ENVIRONMENTAL ASSESSMENT IS GOING ON RIGHT NOW, UM I THINK IT LOOKS AT ALL OF THE IMPACTS IN TERMS OF WILDLIFE NOISE, SURFACE TRANSPORTATION, THE IMPACTS ON RESIDENTS. COMMUNITY POPULATIONS . ALL OF THOSE THINGS ARE BEING STUDIED RIGHT NOW, AND IT'S A REQUIRED PART OF THE PROJECT. UM I THINK THE FIRST PUBLIC HEARING THROUGH THAT WILL START IN DECEMBER. SEVERAL ADVERTISED THAT AND THEN WE'LL HELP SOME OUTREACH TO THE COMMUNITY, SO THERE'S AN OPPORTUNITY. FOR COMMUNITY TO HAVE INPUT ON THE IMPACTS OF THIS PROJECT. AND I
[01:05:08]
KIND OF MENTIONED THE TIMELINE WHERE WE'RE AT TODAY. WE'RE WORKING THROUGH THE ENVIRONMENTAL ASSESSMENT, POTENTIALLY A BOND ELECTION IN MAY OF 2023. CONSTRUCTION WOULD START IN 2024 THROUGH 2025 OPERATIONS BEGINNING IN 2026. AND I THINK AGAIN, IT IT'S A GOOD. ECONOMIC ENGINE FOR THE COMMUNITY. UM IT WILL OFFER. ANOTHER MODE OF TRANSPORTATION.IT WILL, UM UM IT WILL BRING HOW DO I WANT TO SAY IT? UM ACCESS TO UM. MOBILITY FOR DISADVANTAGED. UM POPULATIONS, POTENTIALLY AH, THAT WE HAVE IN THE REGION. AH! SO IT'S A IT'S A VERY DESIRABLE PROJECT. FROM THAT STANDPOINT AS WELL. IT'S ALSO I THINK, UM, IN TERMS OF.
BEING A MARKETING CONDUIT FOR ATTRACTING BUSINESSES TO THE COMMUNITY. UM THE AIRPORT IS ALREADY DOING THAT TODAY. THIS THIS WAS JUST ENHANCE THAT AND WITH THAT I WILL STAND FOR ANY QUESTIONS YOU MAY HAVE ABOUT THE PROJECT. I KNOW IT GAVE YOU A LOT OF INFORMATION IN A REALLY SHORT AMOUNT OF TIME. THANKS FOR BEING OUR GUINEA PIG ON THE FIRST ONE PASSED THROUGH THIS TYPE OF THE PRESENTATION. THANK YOU FOR YOUR PRESENTATION. VERY INFORMATIVE. UM A LOT FOR US TO LOOK AT AND CONSIDER OF COURSE, WITH ALL OF THE WORK THAT HAS BEEN DONE. ARE THERE ANY QUESTIONS? UM HI. THANK YOU. SO MUCH FOR THE PRESENTATION. UM YOU HAVE A COUPLE OF QUESTIONS YOU ESTIMATED ABOUT 3000 NEW JOBS. COULD YOU TALK ABOUT WHAT KINDS OF JOBS SPECIFICALLY, OBVIOUSLY, THERE'LL BE SOME IN THE CONCESSIONS. THERE'LL BE REPAIR CREWS AND SO FORTH. BUT IF YOU HAD A DEVELOP A PIE CHART, A SENSE OF THE JOBS YOU'RE ESTIMATING. YES SO THAT 3000 COMES. I THINK ABOUT 1000 40 WOULD BE DIRECT JOBS WILL BE DIRECT EMPLOYMENT AT THE AIRPORT . AND THEN THERE'S UM INDUCED AND SECONDARY TYPES OF JOBS SO THOSE WOULD BE CREATED FROM PEOPLE THAT WORK THERE AND HAVE A PAYCHECK AND NOW THEY'RE SPENDING IT IN THE COMMUNITY.
AND SO THAT CREATES SEEMS ANCILLARY JOBS AND IN OTHER AREAS. UM SO IT WOULD BE EVERYTHING AT THE AIRPORT. UM AIRLINES. JOBS, POTENTIALLY PILOTS, ADMINISTRATIVE PEOPLE, GROUND CREWS, UM PEOPLE DON'T MAINTAIN AND OPERATE THE TERMINAL AND FACILITIES, CONCESSIONS, RENTAL CARS. UM ALL OF THOSE KIND OF KIND OF THINGS. JOY I'M SORRY. I MEAN TO INTERRUPT. WE NEED TO GO INTO EXECUTIVE SESSION. SO IF WE CAN GET ALL OF OUR QUESTIONS IF YOU HAVE QUESTIONS, AND THEN WE CAN GIVE THEM TO YOU, TOO, CAN TO ADDRESS THEM. SURE WE HAVE TO GO INTO EXECUTIVE SESSION. SO WE'LL GET THOSE QUESTIONS TO YOU, AND WE CAN GET HIM ADDRESS. OKAY,
[EXECUTIVE SESSION]
GREAT. THANK YOU. UM WE WILL NOW RECESS TO EXECUTIVE SESSION IN ACCORDANCE TO THE TEXAS GOVERNMENT CODE. UM SECTION 551-087 DELIBERATION REGARDING ECONOMIC DEVELOPMENT MATTERS.FOR B 22-02 MCKINNEY PARKS FOUNDATION PROJECT. BLUE SKY PROJECT 20-9 TUBS OF BREWERY AND ENTERTAINMENT DESTINATION AND PROJECT TEAR AGAIN. YEAH I WILL NOW RECONVENE THE MEETING OF THE MECHANIC COMMUNITY DEVELOPMENT BOARD. THE TIME IS 10 04. WE WILL GO BACK TO ITEM
[Update on the FY 2023 Marketing Communications Plan]
TWO TO REGULAR AGENDA ITEM 22-062 UPDATE ON THE FISCAL 2023 MARKETING COMMUNICATION PLAN, MICHELLE AND THANK YOU FOR ALLOWING US TO PIVOT. THANK YOU VERY MUCH. GOOD MORNING, MICHELLE FELKER COMMUNICATIONS AND MARKETING FOR THIS CITY AND I OFFER ALSO WORKED WITH CINDY AND LINDA OR M. C, D. C MARKETING. UM SO I WANT TO SHARE WITH YOU KIND OF MY ANNUAL UPDATE THAT I GIVE TO YOU GUYS EVERY, UM, LIKE I SAID, ABOUT ONCE A YEAR, UM OKAY? SO OUR OVERALL GOALS WHEN WE'RE LOOKING AT THE COMMUNICATIONS AND ADVERTISING IS WE WANT TO INTEGRATE AND CROSS PROMOTE. UM THE COMMUNITY PARTNERS, THE BUSINESSES AND GRANT RECIPIENTS , THEIR EVENTS, PROGRAMS AND PROJECTS WHERE YOU'RE CONTINUING TO LOOK FOR NEW WAYS TO PROMOTE AND EDUCATE RESIDENTS TO SPIN LOCALLY. WE WANT TO INCREASE THE AWARENESS OF THE GRANT PROGRAMS AND PROMOTE MCKINNEY TO VISITORS IN THE SURROUNDING COMMUNITIES TO INCREASE RETAIL AND LOCAL[01:10:01]
BUSINESS TRAFFIC. UM SO JUST KIND OF AS A BACKGROUND FOR ESPECIALLY THE NEWER BOARD MEMBERS THAT HAVEN'T BEEN THROUGH MY PRESENTATION BEFORE IN 2019 LATE 2019. I PRESENTED A REBRAND AND AN UPDATED BY LOCAL CAMPAIGN WHICH THE BOARD APPROVED AND WE STARTED IMPLEMENTING. AND THEN IT TOOK US A LITTLE BIT LONGER THAN WE INITIALLY STARTED, OF COURSE BECAUSE OF COVID TO IMPLEMENT, BUT IT GAINED MOMENTUM REALLY FAST, AND IT WAS ACTUALLY USED DURING COVID AS A COMMUNITY COMMUNICATION. CAMPAIGN ACTUALLY , ALL OF OUR, UM LIKE CHAMBER AND MAIN STREET AND EVERYONE REALLY LIKED THE CAMPAIGN. AND SO WE ALL USE THAT DURING THAT TIME, SO THAT WAS REALLY GREAT FOR OUR WHOLE CAMPAIGN IN GENERAL, ONE OF THE LAST PIECES, UM TO US, IMPLEMENTING AND UPDATING THE BRAND WAS THE WEBSITE WHICH I PRESENTED. LAST YEAR. UM AND WE THAT'S BEEN GOING IN. IT'S BEEN VERY SUCCESSFUL, SO ONE OF THE REASONS ARE ONE OF THE MAIN GOALS WITH THE REDESIGN AND RELAUNCH OF THE WEBSITE WAS TO MAKE IT MORE MOBILE FRIENDLY AND OUR STATS ARE ACTUALLY SHOWING THAT WE ARE SEEING A 20% INCREASE IN MOBILE TRAFFIC TO THE WEBSITE. SO THAT'S BEEN REALLY POSITIVE. I DO HAVE A DATE WRONG ON THIS. I DIDN'T WANT TO GO AHEAD AND POINT THAT OUT. THIS WAS A POSTCARD THAT WE'VE DONE. WE'VE DONE IT THE LAST TWO YEARS. WE DID IT AND 2020 AND 2021. WE HAD A LIST OF BUSINESSES IN MCKINNEY AND WE SENT THIS POSTCARD AND IT HAD THE BY MCKENNY. SPEND IT HERE.KEEP IT HERE CLEAN. SO BUSINESSES COULD PUT THAT UP IN THEIR WINDOWS AND STUFF LIKE THAT. SO I DO KNOW THAT I HAVE SEEN THOSE CLEANINGS THROUGHOUT THE CITY WHEN I'M BEEN SHOPPING MYSELF, SO WE CURRENTLY DON'T HAVE THIS SCHEDULED FOR THIS MONTH. WE DON'T HAVE IT ON THE PLAN YET FOR THIS YEAR, WE MAY DECIDE LATER IN THE YEAR THAT WE WANT TO DO IT. BUT RIGHT NOW WE DON'T HAVE IT PLANNED SO THAT DATE IS WRONG. IT SHOULD BE NOVEMBER 2021. UM SO WHERE WE CROSSED THE ROAD AND INTEGRATE. SO AS I SAID EARLIER, WE SOME OF THE KEY THINGS THAT WE KEEP IN THE CAMPAIGN IS THE BUTTON. SO THE BIOMECHANICALLY AND IT'S THE MY MCKINNEY AND THEN YOU'LL SEE . THESE ARE TWO OR THREE EXAMPLES OF THE DIFFERENT WAYS THAT WE PROMOTE THE DIFFERENT EVENT. MOST OF THESE ARE ADS THAT WE'VE RAN IN COMMUNITY IMPACT, AND SO SHOWCASING STILL USING THE BRANDING ABOUT SHOWCASING THE DIFFERENT ASPECTS OF WHAT'S BEEN SPONSORED BY THE CDC. HERE'S SOME ADDITIONAL. THESE ARE GRANT RECIPIENT FLYERS AND ADS THAT HAVE BEEN IN THE COMMUNITY. AND THEN, UM. SOCIAL MEDIA, SO THE CITY'S SOCIAL MEDIA DOES A LOT OF CROSS PROMOTION AND TYING IN THE M C. D. C MESSAGING IN THE BUY LOCAL MESSAGING. AGAIN HERE'S SOME MORE EXAMPLES. SO THIS IS ONE OF THE WAYS WHERE WE TOOK OUR CITY'S UNIQUE BY NATURE CAMPAIGN AND TIED IT INTO CDCS CAMPAIGN, SO WE COMBINE THE TWO CAMPAIGNS AND USE IT TO THE ADVANTAGE OF EVERYONE. AND THEN PROMOTION OF THE PROJECTS AND GRANTS. SO THIS IS WHERE WE SHARED, UM, POST THAT LINDA DID AND THEN ALSO FEATURED THE INFORMATION ABOUT THE PROMOTIONAL COMMUNITY GRANTS IN THE CITY'S NEWSLETTER THAT GETS SENT OUT EVERY WEEK ON THURSDAYS. ONE OF THE OTHER AREAS IS RETAIL DEVELOPMENT. SO WE'VE CREATED SOME VIDEOS. WE ACTUALLY HAVE THE HANDOUT THAT ALSO CAN BE USED. I THINK YOU GUYS HAVE GONE TO BUSINESSES AND USES HAND OUT PART OF THIS CAMPAIGN TO IT HAS THAT EDUCATIONAL ASPECT SO WE TRY TO DO AS MUCH EDUCATION AND AS MANY OF THE PIECES THAT WE DO, AND THEN ALSO THE RECOGNITION OF WHAT IS BEING SUPPORTED IN THE COMMUNITY. HERE'S SOME EXAMPLES OF UM. THE PROJECT'S SIGNS AND STUFF, SO WE'VE DONE A LOT OF THESE PROJECTS, SIGNS FOR PARKS , OF COURSE, AND THEN, OF COURSE ON THE NEW CITY HALL, THE LOGO IS INCLUDED. THIS WAS A BILLBOARD THAT WE'VE HAD ON HIGHWAY FIVE. WE'VE HAD THAT UP SEVERAL DIFFERENT TIMES. WE USUALLY KEEP IT UP FOR A MONTH FOR 2 TO 3 MONTHS WHEN WE PUT IT UP. HERE'S JUST EXAMINE OTHER EXAMPLES OF THE EDUCATIONAL ADS THAT WE'VE RAN. AND THEN, OF COURSE, I WANTED TO GIVE A BASIC UPDATE ON BYRON NELSON. SO LAST YEAR WE TOOK THE WHOLE THING WAS THE 19TH HOLE CAMPAIGN AND WE IMPLEMENTED IT IN THE 19TH HOLE IS MCKINNEY AS A WHOLE, AND IT

WE HAD A REALLY NICE PRESENT AND WE FELT LIKE IT WAS VERY SUCCESSFUL AND IT'S SOMETHING THAT WE CAN'T IN YOU AND PLAN ON DOING THIS YEAR AND EXPANDING ON THAT. UM, SOME OF THE AREAS HERE'S SOME MORE PIECES THAT YOU WOULD HAVE SEEN THROUGHOUT SO SOME OF THE AREAS THAT WE'RE GOING TO FOCUS ON A LITTLE BIT MORE THIS YEAR IS BRANDING IN THE PARKING LOTS TO BE MORE BRANDED IN THE PARKING LOT, AND THEN ALSO, UM PRE AND POST EVENT ADVERTISING, KNOWING THAT YOU WERE USING THE BYRON NELSON AS A KEY. EVENT AND THEN , UM, ENTICING PEOPLE TO COME BACK TO MCKINNEY. UM MAYBE THEY , YOU KNOW HAVE PLANS FOR THE BYRON NELSON. BUT WE WANT THEM TO COME BACK AND ENJOY OUR CITY LATER DOWN THE ROAD IF THEY CAN'T DO IT DURING THAT TIME, SO PRE IMPOSED EVENT ADVERTISING SO THAT'S A QUICK OVERVIEW OF A LOT OF THE MARKETING ACTIVITIES THAT WE JUST DO.
