I WANT TO SAY THAT BEFORE YOU DO, CHIEF THAT THIS IS WHERE THAT WE HAVE SO MANY OF OUR MEN AND WOMEN IN BLUE HERE AT COUNCIL CHAMBERS WITH US, OBVIOUSLY, THEY DON'T SUPPORT HIM. IT'S DISCUSSION. GREETINGS I'M SURELY DO BEST COMMUNITY SERVICES ADMINISTRATOR FOR THE CITY OF MCKINNEY, AND TONIGHT WE ARE PROVIDING A EVALUATION REPORT PERFORMANCE REPORT FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT, KNOWN AS CDBG LAST YEAR COUNCIL EVERY AUGUST COUNCIL APPROVES THE ANNUAL ACTION PLAN FOR THE CITY THAT NOT ONLY INCLUDES OUR CDBG FUNDING BUT ALSO LEVERAGING RESOURCES THAT WE HAVE, WHICH INCLUDES OUR COMMUNITY SUPPORT GRANT. THE REPORTING PERIOD BEGINS OCTOBER THE FIRST OF EVERY YEAR AND ENDED ON SEPTEMBER 30TH OF THIS YEAR AND SO THIS IS AN OPPORTUNITY FOR US TO BE ABLE TO HAVE CITIZEN COMMENTS AND ALSO TO BE ABLE TO CONVEY TO YOU AND THE PUBLIC THE ACTIVITIES THAT WE HAVE COMPLETED OVER THE YEAR. SO AS WE MENTIONED, THIS IS NOT ONLY A ANNUAL REPORT, BUT IT IS ALSO A REQUIREMENT OF THE U. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. IT IS AN OPPORTUNITY FOR US TO BE ABLE TO LOOK AT THE GOALS AND STRATEGIES THAT WE'VE HAD FOR THE YEAR. WITH THE CDBG FUNDING PREDOMINANTLY, IT BENEFITS LOW TO MODERATE INCOME PERSONS. BUT I DO WANT TO JUST SHARE THAT OUR PROGRAM IS CITYWIDE. AND SO WE HAVE HAD OPPORTUNITIES TO BE ABLE TO ASSIST. FAMILIES UNDER PUBLIC SERVICES AND ALSO OUR HOUSING REHAB PROGRAM THROUGHOUT THE CITY OF MCKINNEY. THE ELEMENTS OF OUR CAPER REPORT INCLUDES RESOURCES, WHICH I HAD MENTIONED FINANCIAL RESOURCES THAT WE HAVE. WE ALSO WORK WITH THE MCKINNEY HOUSING, UM, AUTHORITY TO BE ABLE TO LET PEOPLE KNOW ABOUT THE APPLICATION PROCESS. WE PROVIDE PUBLIC EDUCATION THROUGH OUR PROCLAMATIONS AND ALSO WORKSHOPS AND WE ALSO HAVE MONITORING OF THE AGENCIES THAT ARE ASSISTED THROUGH THIS FUNDING. UNDER OUR HOUSING REHAB PROGRAM IF WE HAVE A HOME THAT IS OLDER THAN 1978, IN ADDITION TO THOSE REPAIRS, WE ALSO ASSIST WITH LEAD BASED PAINT REMEDIATION. UNDER OUR HOUSING REHAB PROGRAM ARE REQUIRED TO ASSIST AT MINIMUM 70% OF THOSE RECIPIENTS. ALL OF OUR FUNDING, INCLUDING STAFF SALARIES, EVERYTHING THAT WE DO, OF COURSE, BENEFITS PERSONS. WE DO HAVE SEVERAL CAPS THAT TAKE PLACE DURING THIS REQUIREMENT. WE CANNOT USEXAMPLE, ANY MORE THAN 20% OF OUR GRAND ADMINISTRATION OF OUR FUNDING FOR GRANTED MINISTRATIONS MORE THAN 15% OF OUR FUNDING GOES TO PUBLIC SERVICES, AND THOSE ARE STATUTORY REQUIREMENTS UNDER THE GOVERNMENT. FIRST CITY LOCALLY, HOW DO WE IMPACT IN TERMS OF CITIZEN PARTICIPATION? WE HAVE OUR COMMUNITY GRANTS ADVISORY

COMMISSION, WHICH YOU APPOINTED , UM THERE ARE SEVEN MEMBER GROUP OF PERSONS THAT NOT ONLY ASSIST US WITH THE REQUIREMENTS , BUT ALSO THEY MAKE THE RECOMMENDATIONS TO YOU FOR THOSE ACTIVITIES THAT WE HAVE THROUGHOUT THE YEAR. THIS SHOWS YOU THE DISTRIBUTION AGAIN, UM, FUNDING THE 15% THAT WE USE FOR PUBLIC SERVICES, APPROXIMATELY 64% THAT WE USE FOR OUR HOUSING REHAB PROGRAM, WHICH IS THE LARGEST AMOUNT OF FUNNY THAT WE USE. OF COURSE, THAT FUNDING IS USED LARGELY BECAUSE OF THE TYPE OF WORK THAT WE DO. WE DO EITHER EMERGENCY REPAIRS WHERE WE CAN ALSO DO RECONSTRUCTION WHERE WE ARE RECONSTRUCTING A PERSON'S ENTIRE HOUSE. ARE 20% IS USED NOT ONLY FOR MONITORING, BUT IT ALSO ASSISTS US WITH THE PUBLIC EDUCATION AND THE 1% THAT YOU HAVE THIS SPECIAL PROJECT THAT WE WERE ABLE TO COMPLETE THIS YEAR THIS PAST YEAR, WHICH INCLUDED THE NEIGHBORHOOD TOPPERS PROGRAM, AND THAT WAS UNDER THE NEIGHBORHOOD STUDY IN WHICH THE RESIDENTS HAD WANTED THAT AND SO THAT NOT ONLY ASSISTED US TO BE ABLE TO HELP THE COMMUNITY, BUT IT ALSO HELPED AND IDENTIFICATION OF THE COMMUNITIES, WHICH IS THE PRIDE COMMUNITIES THAT THAT WAS A PART OF THIS IS SHOWING YOU I'M JESSE ALLOCATION OF PUBLIC SERVICES THAT WE HAD DURING THIS PAST YEAR. WE ONLY HAD ONE AGENCY THAT DECIDED NOT TO MOVE FORWARD WITH THEIR PROGRAM. AND THAT WAS THE VOICE AND GIRLS CLUB. I DO WANT TO STRESS THAT EACH TIME WE HAVE ANY FUNDS THAT WE HAVE THAT'S NOT USED. THEY'RE JUST REALLOCATE IT BACK INTO THE GRANT PROGRAM. AND WE USE THEM FOR COMMUNITY OR NEIGHBORHOOD INVESTMENT. MOST OF THE TIME. IT IS HOUSING REHABILITATION, BUT WE ALSO CAN USE THEM FOR ACQUISITION OF LAND, YOUTH OR OTHER RESOURCES AS WELL THROUGHOUT THE YEAR.
