[Board and Liaison Updates City of McKinney Chamber of Commerce Community Development Corporation Visit McKinney Board Chairman]

CONTINUE TO MOVE ON TO THE REPORTS WILL START OFF WITH REPORT 221139. BOARD AND LAYS ON UPDATES AND WE'LL START IT OFF WITH CITY OF MCKINNEY. OKAY WELL, GOOD MORNING, MR VICE CHAIR, MR PRESIDENT. MEMBERS OF THE BOARD. MY NAME IS PAUL GRIMES CITY MANAGER. COUPLE OF THINGS. JUST UPDATE YOU ON NUMBER ONE. OUR AIRPORT BOND COMMITTEE HAS COMPLETED ITS MEETINGS THERE. THEY HAD THIS THREE SCHEDULED MEETINGS AND THEN THE EXECUTIVE COMMITTEE, WHICH YOUR CHAIRMAN AS A MEMBER OF THAT MET AS WELL AND THEY WILL PROBABLY REPORT OUT TO THE CITY COUNCIL IN JANUARY. ANTICIPATE JANUARY ON THEIR RECOMMENDATIONS AND FINDINGS FROM THE STUDY OF THE AIRPORT BOND COMMITTEE, SO WE LOOK FORWARD TO THAT LAST BOY LAST. I GUESS IT WAS LAST TUESDAY, WE SWORE IN THE NEW POLICE CHIEF CHIEF JOE ELLENBERGER. HE'S BEEN A LONG SERVING MEMBER OF THE MCKINNEY POLICE DEPARTMENT ALL AROUND GREAT GUY, BUT ALSO HIGHLY COMPETENT, AND, UH, PROFESSIONAL POLICE CHIEF AND WE LOOK VERY FORWARD. VERY MUCH FORWARD TO HAVING HIM SERVED FOR MANY YEARS IN MCKINNEY, POLICE DEPARTMENT, THE MEN AND WOMEN OF OUR DEPARTMENT AND OUR COMMUNITY AND THEN FINALLY, I JUST WANTED TO WISH YOU ALL A MERRY CHRISTMAS HAPPY HOLIDAYS. I WILL STAND FOR ANY QUESTIONS. SPEAKING OF THE AIRPORT. WHAT'S THE UPDATE ON THE FBO? IT SEEMS LIKE I'VE BEEN UNDER CONSTRUCTION, SO IT'S BACK ON THE RAILS. SO TO SPEAK, UM BARRY SHELTON WOULD HAVE MORE DETAILS, BUT WHAT WE'RE HEARING FIRST QUARTER OF NEXT YEAR. IT WAS MOSTLY FINISHED, SO THEY'RE HAVING TO GO IN AND FINISH SOME OF THE WORK. UM BUT THERE WERE A FEW THINGS THAT THEY JUST NEEDED TO GET DONE. THERE'S PROBABLY A LITTLE BIT OF REWORK THAT HAS TO BE DONE. UM BUT NOT TOO MUCH, AND WE LOOK FORWARD TO THAT BEING DONE ONCE AND FOR ALL. THAT'S AWESOME. THANK YOU. ANYBODY ELSE? OKAY MERRY CHRISTMAS. MERRY CHRISTMAS. THANK YOU AS WELL. NEXT UP CHAMBER OF COMMERCE, MISS LISA.

GOOD MORNING BOARD. GOOD MORNING CHAIR. UM A COUPLE OF UPDATES FOR YOU WOULD LIKE TO MAKE SURE YOU PUT ON YOUR CALENDAR JANUARY. 31ST IS OUR ANNUAL BUSINESS MEETING. AND WE HAVE DR RAY PERRIMAN WILL BE OUR KEYNOTE SPEAKER. HE'S A RENOWNED ECONOMISTS AND TEXAS SARAH. HIS INSIGHTS ARE ALWAYS VERY INFORMATIVE. AND, UM, UM I THINK WOULD BE OF INTEREST TO EVERYBODY HERE IN THIS ROOM. UM VERY EXCITED. OUR BOARD OF DIRECTORS RECENTLY WENT THROUGH A STRATEGIC PLANNING SESSION. UM AND WE'LL BE ADOPTING. HOPEFULLY ADOPTING TOMORROW AT THE BOARD MEETING THE NEXT THREE YEARS STRATEGIC PLAN. WE DID SOME EXTENSIVE SURVEYS AND SOME COMMUNITY LEADER OF FOCUS. INTERVIEWS AND THAT DATA REALLY HELPED US DRIVE WHERE WILL BE WORKING ON AND FOCUSING ON THE NEXT COMING IN THE NEXT THREE YEARS? THE FOCUS IS GOING TO BE ON WORKFORCE DEVELOPMENT EDUCATION, YOU KNOW, DEVELOPING A TALENT PIPELINE. THAT'S WHAT WE HEARD FROM OUR BUSINESSES THAT THEIR NUMBER ONE CONCERN WHETHER THEY WERE A SMALL BUSINESS OR ONE OF OUR LARGEST LARGER BUSINESSES IS THAT TALENT ATTRACTION AND RETENTION IS VERY MUCH TOP OF MIND. AND SO WE'RE GOING TO BE WORKING ON SOME SOME PROGRAMS HOPEFULLY HELP SUPPORT THAT. AND LOOK FOR OUR COMMUNITY PARTNERS LIKE COLLIN COLLEGE E. D. C WORKING WITH MADISON AND OTHERS. POTENTIALLY NOW THAT WE'RE NEIGHBORS, WE CAN JUST COLLABORATE BY THE WATER COOLER . UM AND TALK ABOUT SOME OF THOSE THINGS THAT WE CAN DO TO HELP SUPPORT THE BUSINESSES THAT ARE HERE IN THE BUSINESSES THAT WILL BECOME COMING. WE ALSO ARE JUST AS AN FYI, WE'RE WORKING ON A WEBSITE REDESIGN FINALLY, SO WE'RE REALLY EXCITED ABOUT THAT. WE'RE IN THE EARLY STAGES. WE OPERATE TO WEBSITES. WE HAVE OUR CHAMBER WEBSITE, WHICH IS MORE OF A BUSINESS TO BUSINESS FOCUS , AND THEN WE ALSO HAVE COMMUNITY MCKINNEY ONLINE, WHICH IS A BUSINESS TO CONSUMER FOCUS , AND SO BOTH OF THOSE ARE GOING TO BE GOING THROUGH A REDESIGN PROCESS THAT WE'RE REALLY

[00:05:03]

EXCITED ABOUT. UM ALSO, I SAW ON YOUR AGENDA SO YOU PROBABLY ALREADY KNOW ABOUT IT. BUT I WANT TO MAKE MENTION THAT THE ANNUAL AWARDS PROGRAM BANQUET IS GOING TO BE HELD FEBRUARY 24TH AT THE SHERATON, UM WE HAVE A CARNIVAL THEME SO LITTLE SOFT AMERICAN FLAVOR. LOTS OF BRIGHT COLORS. IT SHOULD BE LOTS OF FUN, PETER, WE'RE LOOKING FORWARD TO YOUR SPECIAL TO WEAR.

BETWEEN YOU AND JOHN RATON. WE ALWAYS YOU KNOW. HAVE HAVE SUN FEATHERS YOU'RE GONNA WEAR NO, I'M NOT GONNA TALK ABOUT IT. OKAY MANAGERS IS REALLY EXCITED ABOUT THAT. AND THEN LAST, BUT NOT LEAST, I WANTED TO GIVE YOU A LITTLE BIT OF AN UPDATE. AS YOU KNOW, THE LEGISLATIVE SESSION IS ABOUT TO GO THAT TO BEGIN IN JANUARY, AND SO WE'RE WILL BE VERY ACTIVE DOWN IN AUSTIN WITH OUR LEGISLATIVE AGENDA, WHICH MIRRORS THE CITIES AND ALSO HAS A LOT OF ECONOMIC DEVELOPMENT COMPONENTS. UM I SERVE ON THE TEXAS ASSOCIATION BOARD OF DIRECTORS AND WAS RECENTLY DOWN IN AUSTIN. UM AND THE GOVERNOR HAD INVITED US TO A RECEPTION AT THE GOVERNOR'S MANSION WHERE HE CLAIMS THAT CHAPTER 3 13 AGREEMENTS IS ONE OF HIS TOP PRIORITIES FOR ECONOMIC DEVELOPMENT. AND I KNOW THAT I DON'T THINK THAT OUR ORGANIZATION HAS UTILIZED THAT TOOL. UM BUT IT IS SOMETHING THAT'S ON OUR AGENDA TO HAVE IT REAUTHORIZED BECAUSE WE WANT TO MAKE SURE THAT YOU HAVE THAT TOOL IN YOUR TOOLBOX. IF EVER YOU NEED IT, PLANO UTILIZED IT TO AS PART OF THEIR INCENTIVE PACKAGE FOR TOYOTA COMING. UM, AND THERE'S SEVERAL OTHERS CM SONG, I THINK WAS ANOTHER ONE IN THE AUSTIN AREA AND SOME OTHERS THAT THAT WAS AN IMPORTANT COMPONENT FOR INCENTIVES. AND SO IT WAS GOOD TO HEAR THE GOVERNOR SAY THAT, UM, WE UNDERSTAND THE LIEUTENANT GOVERNOR'S THE ONE OPPOSING IT. SO WE'RE ON THE STREET IS THAT, UM, IT WILL GET REAUTHORIZED, BUT IT WILL PROBABLY LOOK A LITTLE BIT DIFFERENT, WHICH IS FINE. REFORM IS ALWAYS GOOD LOOKING AT SOMETHING FIRST. WE'VE HAD IT FOR A WHILE, BUT I THOUGHT THAT I WOULD UPDATE YOU ON THOSE TWO THINGS. AND THEN, OF COURSE, WILL BE HEAVY DOWN IN AUSTIN ON THE NEXT COUPLE OF COUPLE OF MONTHS, AND WITH THAT, I'LL STAND FOR ANY QUESTIONS.

QUESTIONS. THANK YOU, LISA HOLIDAYS HAPPY HOLIDAYS. NEXT UP COMMUNITY DEVELOPMENT CORPORATION. MISS CINDY. I JUST WANT TO SAY FOR THE RECORD GO BLUE. UM YEAH, BUT THE BUGS MADE IT IN. SO I'M JUST SAYING, YEAH. NO NO, NO. YEAH WHATEVER IT TAKES AMAZING. YEAH. AH MR CHAIRMAN, MEMBERS OF THE BOARD, MR PRESIDENT. GOOD MORNING, JUST A COUPLE OF UPDATES FROM CDC. WE JUST RECENTLY CLOSED THE FIRST APPLICATION PERIOD FOR PROMOTIONAL AND COMMUNITY EVENT GRANTS. WE RECEIVED 13 APPLICATIONS REQUESTING A TOTAL OF 126,000 AND WE HAVE 100,000 BUDGET IN SOUTHERN B. SOME WORK TO DO THAT WILL BE PRESENTED TO THE APPLICANTS WILL PRESENT THEIR PROPOSALS TO THE BORN ON THURSDAY, AND THE BOARD WILL VOTE. NEXT MONTH, THERE WERE FOUR NEW EVENTS THIS TIME, WHICH ALWAYS, I THINK IT'S ALWAYS A GOOD THING TO SEE THAT THE PROGRAM IS EXPANDING ITS REACH MCKINNEY COMMUNITY CONCERTS SHAKESPEARE MCKINNEY, WHICH WILL BE AN ADRIATIC TO THE DRUM CORPS MARCHING MUSIC MADE IN MCKINNEY AND THEN KENNY. CHAMBER FOUNDATIONS SUBMITTED AN APPLICATION FOR A SERIES OF BLACK HISTORY MONTH, UH, EVENTS SO LOOKING FORWARD TO THE PRESENTATIONS ON THURSDAY. ARE JUST A COUPLE OF REMINDERS WERE ACCEPTING PROJECT GRANT APPLICATIONS THROUGH DECEMBER. 30TH OF THIS MONTH JANUARY RETAIL INFRASTRUCTURE GRANT APPLICATIONS WILL BE ACCEPTED. AND JUST AS A REMINDER, WE EXPANDED THAT PROGRAM TO INCLUDE TO INCLUDE NOT ONLY INFRASTRUCTURE BUT ALSO FIRE SUPPRESSION. SO WE'RE WORKING WITH, UM THE CITY COMMUNICATIONS AND MARKETING TEAM AND OTHER CITY DEPARTMENTS TO COMMUNICATE A COORDINATED EFFORT ABOUT RESOURCES AVAILABLE, HELPING TO ADDRESS THAT AND THEN THE LAST THING I MENTIONED AT THE NOVEMBER BOARD MEETING, THE BOARD APPROVED AN EXTENSION ON THE CONTRACT CONSTRUCTION. THE CONTRACT WITH TUBS TO THE ORIGINAL DATE FOR COMPLETION OF CONSTRUCTION WAS THE END OF THIS MONTH AND THAT HAS BEEN EXTENDED TO APRIL 30. SO WE'RE LOOKING FORWARD TO FIRST QUARTER OF OUR SPRING OF NEXT YEAR FOR THE OPENING OF THE TOP SITE. AND I'M HAPPY TO STAND FOR ANY QUESTIONS. I THINK IT'S A GREAT ADDITION TO HAVE THE FIRE SUPPRESSION. I KNOW THAT WAS ALWAYS A BIG STICKING POINT WITH PEOPLE RENOVATING THEIR PROPERTIES AND STUFF, SO THAT'S AWESOME TO SEE HOW MUCH DAMAGE CAN BE DONE IN A VERY SHORT TIME. HE MEANT TO THAT AREA SO THANK YOU VERY MUCH. VERY MERRY

[00:10:03]

CHRISTMAS AND HAVE THE SAME CHRISTMAS. THANK YOU. NEXT UP VISIT MCKINNEY. I HEARD THERE'S A FOOTBALL GAME COMING UP SOON. YEAH DEFINITELY. GIVE MORNING, MR. CHAIR MR PRESIDENT, MEMBERS OF THE BOARD. AS MR CHAIR STATED , IT IS A BUSY WEEK FOR US VISIT MCKINNEY. WE HAVE THE N TH DIVISION TO FOOTBALL CHAMPIONSHIP ONCE AGAIN HERE IN MY SD STADIUM, AND SO ON FRIDAY NIGHT, THE 16TH AT SIX PM WILL HAVE FAN FEST AT TUBS. IT'S A FREE EVENT FOR YOU TO COME BY AND CHECK OUT. IT'S A HUGE PEP RALLY WITH MEMBERS OF BOTH. COMMUNITIES AND THERE TO SUPPORT THEIR TEAMS. WE KIND OF CELEBRATE. YOU KNOW WHAT'S HAPPENING HERE IN MCKINNEY FAIR STATE WAS BACK THERE BACK FOR I BELIEVE THE THIRD TIME IN MCKINNEY AND SO THEY KNOW THAT STADIUM VERY WELL. WE HAVE SOME FAIR STATE TIES. I BELIEVE HERE SO HE MIGHT BE JOINING THE ALUMNI PARTY FOR HIS FATHER. AH BUT WE ALSO HAVE A NEW TEAM COMING TO MCKINNEY AT THE COLORADO SCHOOL OF THE MINDS. AND SO THIS IS THE FIRST TIME THEY'VE EVER BEEN IN THE N C. A.

A DIVISION TWO FOOTBALL CHAMPIONSHIP. UM INTERESTING A LOT ENOUGH. WHEN WE GOT THE ROOM NIGHT LIST. THEY ALSO LISTED THEIR WEIGHT. THEY HAVE SOME BIG GUYS ON OUR TEAM, SO I'M EXCITED . IT'S GOING TO BE. I DON'T KNOW WHAT THAT HAS TO DO WITH THE ROOM NINE BED SUPPORTED ENOUGH, RIGHT? YEAH SO I DID CHECK THAT OUT. AND THEY'VE GOT SOME BIG PLAYERS AND SO WE'RE EXCITED TO WELCOME THEM. WE'LL GIVE THEM A WARM WELCOME ALL ACROSS THE BOARD. WE PARTNER HEAVILY WITH MISTY ON THAT AND SO THAT IT'LL BE A BUSY WEEK. THE GAME IS ON SATURDAY. AGAIN. IT IS AT NOON.

THERE STILL TICKETS AVAILABLE IF YOU WANT TO ATTEND, BUT AT LEAST YOU CAN GET IN. WITH THE SUN SHINING AND ENJOY THAT AND THEN SPEND THE REST OF YOUR SATURDAY WITH YOUR FAMILY. UM, ANOTHER THING THAT'S BEEN THE GREAT OVER THE LAST MONTH. I'VE HAD SEVERAL JOINT MEETINGS WITH DIFFERENT CITY DEPARTMENT, BUT INCLUDING M E D. C STAFF. JUST YESTERDAY, MADISON I HAD A CHANCE TO SIT DOWN WITH A LOCAL CORPORATE HEADQUARTERS AND TALK ABOUT SOME OF THEIR NEEDS. AND ONE OF THE THINGS THAT CAME OUT OF THAT WAS , I THINK KIND OF INNOVATIVE AND IT'S GONNA BE A FUN THING FOR US TO TRY HERE IN MCKINNEY. BASICALLY THEY NEED A HOSPITALITY INDUSTRY SHOWCASE AT THEIR HEADQUARTERS TO SHOW WHAT RESTAURANTS CATERERS. SERVICE PROVIDERS RENTAL OPPORTUNITIES THERE ARE FOR MCKINNEY, LOCAL MECHANIC COMPANIES SO THAT WHEN THEY DO HAVE EVENTS COME IN, THEY CAN USE MCKINNEY BASED BUSINESSES FOR THAT, AND SO WE'RE GOING TO PUT THAT TOGETHER AND DO THAT, AT THEIR HEADQUARTERS ON JANUARY. 26 IS A JOINT PARTNERSHIP. THIS, WE FEEL WILL BE GREAT FOR THEM, BUT IT MIGHT BE SETTING A MODEL FOR US TO DO THIS IN THE FUTURE. OTHER LARGE CORPORATE HEADQUARTERS WHERE WE BASICALLY BRING THE HOSPITALITY INDUSTRY TO THEM, AND WE GIVE THEM NAMES AND CONTACTS AND AN EASY LIST TO CALL WHEN THEY NEED A CATERER TO COME FOR, YOU KNOW, 50 PEOPLE THAT ARE IN TOWN AND STUFF. SO THANK YOU MADISON FOR HELPING ME WITH THAT, AND I'M AND IT'S BEEN IT'S BEEN FUN TO WORK HAND IN HAND WITH M E D. C ON THINGS LIKE THIS. THE LAST UPDATE I HAVE FOR YOU THIS MORNING IS ALSO YESTERDAY, MAJKOWSKI AND I HAD A CHANCE TO HOST THE EXECUTIVE DIRECTOR OF THE DALLAS SPORTS COMMISSION, AND MCKINNEY , DALLAS SPORTS COMMISSION IS THE HOST ORGANIZATION FOR THE WORLD CUP IN 2026. THEY ALSO DO ALL THE BIG STUFF THAT COMES TO THE ALICE LIKE THE FINAL FOUR EVENTS THAT ARE ON TARGET AND SEVERAL OTHER THINGS THAT THEY HAVE OVER THE NEXT FEW YEARS. THEY HAD NOT BEEN TO MCKINNEY AND A VERY LONG TIME SHE WAS NOT FAMILIAR WITH WHAT SPORTS COMPLEXES WE HAVE TODAY AND WHAT'S COMING IN THE FUTURE, AND SO WE HAD A CHANCE TO SHOW THE RENDERINGS OF CRAIG RANCH. THE NEW SOCCER $25 MILLION PROJECT UNDERWAY. WHAT I'LL RUSH OFF WILL LOOK LIKE AND ITS COMPLETION THE TENNIS FACILITY THAT'S NEARING COMPLETION RIGHT NOW. I THINK I MIGHT SAY HE'S WAITING ON AN ELEVATOR AND SEVERAL OTHER THINGS SHE HER JOB WAS ALMOST ON THE FLOOR AT WHAT MCKINNEY IS DOING IN THE SPORTS REALM. SHE SAID SHE WISHED THAT ALL HAVE HEARD NORTH TEXAS COMMUNITIES. WE'RE DOING WHAT WE'RE DOING IN THAT AREA. BUT THE NEAT THING ABOUT MCKINNEY THAT WE MAKE CLEAR IS, UM, IS THAT NOW IS REALLY OUR TIME. YOU KNOW, THERE HAVE BEEN SEVERAL COMMUNITIES THAT HAVE BUILT OUT AND DONE SOME NEAT THINGS IN THE SPORTS SIDE AND IN PARKS. BUT NOW IS OUR TIME TO SHINE AND WE'RE TAKING ADVANTAGE OF IT. AND SO WE'RE ON ON THE LIST NOW TO BE ABLE TO DO SOMETHING. WORLD CUP WISE, AT LEAST TO HAVE THE SHOT AT, UM AT RECRUITING, POTENTIALLY BEING A HOST COMMUNITY OR SOMETHING AT THAT TIME, SO THAT WILL TAKE SEVERAL YEARS AND BEFORE WE GET TO THE POINT WHERE WE KNOW IF THAT WAS WHAT THAT WILL HAPPEN, BUT SHE KNOWS WHAT WE HAVE TO OFFER, AND SHE'S IMPRESSED. AND SO WE WILL AT LEAST HAVE A SHOT AT AT BEING ON THE LIST FOR PEOPLE TO COME AND CHECK OUT AT THAT TIME, SO ANOTHER REALLY GREAT MEETING AND EXCITING THINGS FOR MAKING IN THE FUTURE. COMMENTS. I WILL SAY AGAIN. I APPLAUD YOU AND YOUR

[00:15:05]

DEPARTMENT AND ALL THE OTHER, UM DEPARTMENTS IN THE CITY WORKING TOGETHER BECAUSE AGAIN IT DOES.

IT'S AMAZING ONCE WE COME TOGETHER HOW STRONG MCKINNEY REALLY KEY AND PRESENT SO AGAIN, I APPLAUD WHOEVER IS LEADING IT, WHETHER IT'S YOU OR SOMEBODY ELSE. CONGRATULATIONS ON MAKING IT ALL WORK TAKES ALL OF US. THANK YOU. THANK YOU, UH, BOARD CHAIRMAN COMMENT. BRIAN WAS APOLOGIZE. HE WAS NOT HERE, BUT HE JUST WANTED TO WISH EVERYBODY A MERRY CHRISTMAS, SO CHECK THAT

[Consider/Discuss MEDC Monthly Organizational Report]

OFF. I DID THAT FOR HIM THE NEXT UP TO 2-1140 CONSIDER AND DISCUSS THE M E. D C MONTHLY ORGANIZATIONAL REPORT. MR CHAIRMAN, I DON'T HAVE ANYTHING IN ADDITIONAL TO THE ACTUAL REPORT. I JUST WANT TO POINT OUT ONE THING WE DID RECENTLY HAVE A STAFF CHANGED. I'M NOT A ANYONE LEAVING OR ANYTHING, BUT, UM, AS YOU KNOW, MADISON CLARK ARE WONDERFUL MEDICINE. I THINK YOU'RE CELEBRATING EIGHT YEARS WITH THE ORGANIZATION 77 YEARS FOR THE ORGANIZATION. TOMORROW, SO. YOU KNOW MADISON WHEN SHE STARTED WITH THE ORGANIZATION, SHE WAS JUST A PROJECT COORDINATOR AND SHE IS SHOWED TREMENDOUS SKILL IN HAS GROWN WITH THE ORGANIZATION AND WE RECENTLY ELEVATED HER TO THE POSITION OF DIRECTOR OF BUSINESS OF BUSINESS RETENTION AND WORKFORCE DEVELOPMENT. AS WE ALL KNOW, KIND OF INTENDED WITH WHAT LISA WAS TALKING ABOUT WORKFORCE DEVELOPMENT HAS BECOME A TOP PRIORITY FOR OUR ORGANIZATION. UM, WE'RE PURSUING LOTS OF PARTNERSHIPS WITH COLLIN COLLEGE AND WITH OUR LOCAL BUSINESSES. WE HAD A GREAT ANNOUNCEMENT RECENTLY WITH RAYTHEON WITH THE APPRENTICESHIP PROGRAM AND MADISON IS GOING TO BE HEADING UP OUR WORKFORCE DEVELOPMENT EFFORTS AS WELL AS BUSINESS RETENTION, SO WE FELT SHE'S DOING A WONDERFUL JOB FOR US. AND SO CONGRATULATIONS TO MADISON ON YOUR WELL DESERVED.

POSITION UM AND. THAT'S ALL IT IS THEIR CAKE TOMORROW OR OKAY, THERE WILL BE CAKE CAKE CAKE

[Consider/Discuss MEDC Monthly KPI Metrics Report]

TOMORROW. ALRIGHT AWESOME. NEXT UP TO 2-1141 CONSIDER AND DISCUSS THE M E. D C MONTHLY KPI METRICS REPORT. AGAIN. WE'RE, U, UH, ASIDE FROM AGAIN ARE CLOSED , ARE SIGNED CONTRACT PROJECTS THIS YEAR HAS JUST BEEN A CONTINUAL STRUGGLE. DESPITE THE FACT THAT WE STILL HAVE, UM, OVER $3 BILLION IN OUR PROJECT PIPELINE, AND THAT'S NOT ABNORMAL FOR AN ORGANIZATION.

YOU KNOW, WE'VE HAD KIND OF A HOCKEY STICK GROWTH OVER THE LAST FOUR YEARS, AND THIS YEAR WE CLOSED A LOT OF THOSE PROJECTS. YOU KNOW, AS YOU ALL KNOW OUR AVERAGE PROJECT LIFESTYLES LIFECYCLE. IS BETWEEN 12 2 COULD BE 24 36 MONTHS DEPENDING ON THE PROJECT, SO WE HAVE A LOT OF LOT OF ACTIVITY THAT WE'VE BEEN WORKING ON THAT WE HOPE WILL COME TO FRUITION AND HAVE HAVE ANNOUNCEMENTS IN 2023, BUT WE DID. AH AND THEN AGAIN, THE KIND OF JUST STRANGE OCCURRENCES WE'VE HAD WITH THE REAL ESTATE MARKET AND, UH, AND BIT AND BUILDINGS WITH ACTUALLY ACTUALLY, PEOPLE LOSING THE BUILDINGS THAT THEY WERE COMMITTED TO SO UM WE HAVE A LOT OF ACTIVITY AND WE HAVE A LOT OF WE HOPE. HOPEFULLY IN 2023, WE WILL SEE ANOTHER HOCKEY STICK GROWTH HERE FROM FROM ONE OF THESE PROJECTS WE'RE CURRENTLY WORKING ON. BUT EVERYTHING ELSE PROJECT PIPELINE IS STRONG. UM LUKE IS DOING EXCELLENT JOB WITH MARKETING. UM GETTING A LOT OF OUR NEW TARGETED CAMPAIGNS ROLLED OUT AND IN EVERY OTHER UM , CATEGORY WHERE WE'RE DOING GREAT. SO ANSWER ANY QUESTIONS? ANY QUESTIONS? THANK YOU. ALL RIGHT OFF TO THE REGULAR AGENDA

[Consider/Discuss/Act on the October 2022 Financials]

CONSIDERED DISCUSSED AN ACT ON THE OCTOBER 2022 FINANCIAL. SO WE'RE ON TO 2020 22-11 42 AM AND THAT WOULD BE THE OCTOBER FINANCIALS. SORRY. GOOD MORNING , CHANCE. MILLER FINANCIAL COMPLIANCE MANAGER MIND SWITCHING INTO PAGE TOO FAST TO THE INCOME STATEMENT. YES. THERE WE GO. ALL RIGHT. WE ARE IN THE FIRST MONTH OF FISCAL YEAR. 2023 I WILL KNOW THAT THE AUDITORS ARE HERE WORKING ON 2022. THEN HERE ABOUT TWO WEEKS, THE FULL MONTH OF DECEMBER THEY'LL BE HERE UPSTAIRS WITH US TRYING TO CLOSE OUT 2022 SOMEONE'S I'LL HAVE THAT FINAL HOURS THAT COME TO YOU, AND YOU ARE THE FINAL NUMBERS FOR FISCAL YEAR FISCAL YEAR, 2022. ALRIGHT SO LOOKING AT THE MONTH OF OCTOBER, WE HAD $1.8 MILLION IN SALES TO OUR REVENUE, WHICH WOULD BE 8000 WAS INTERESTING COME 1.7 MILLION WITH SALES TAX REVENUE. MOVING ON TO EXPENDITURES. WE HAD OPERATIONAL EXPENSES OF 158,000 FOR THE MONTH OF OCTOBER. WE HAD PROJECT EXPENSES FOR 208,000.

[00:20:01]

AND THEN ON DEPARTMENTAL STUFF, SO THAT SERVICE AND OTHER RELATED ITEMS OF 237,000 FOR THE MONTH OF OCTOBER THAT RESULTED IN A TOTAL OF 603,000. AND IF WE WANT TO MOVE TO SALES TAX, I THINK IT'S PAGE FOR THE NEXT ONE. SORRY. DOWN, DOWN DOWN FIVE. YEAH. THERE WE GO. ALRIGHT OUR SISTER CITY COMPARISON TO FOR OCTOBER. YOU CAN SEE MCKINNEY. WE HAD A 15.9% INCREASE. ALLEN HAD AN 18.5% INCREASE FOR SCHOOL OUT OF 30.5% INCREASE IN PLANO. HOW TO 21.2% INCREASE SO I WAS FINALLY ABLE TO GET SOME INFORMATION FROM FRISCO. AND WHAT WERE THEIR PRESENTING TO THE PUBLIC AND TO THE INTERNAL STAFF IS THAT THEY'RE CLAIMING THAT IT'S FROM SALES, TAX GROWTH AND INFLATION. I'LL NOTE THAT ABOUT 16% OF THE CELL SACKS THEY BRING IN GETS REBATED BACK TO THE COMPANIES. WE COMPARE THAT TO US. THE CHAPTER 80 AGREEMENTS OURS IS ABOUT YOU KNOW, FOUR OR 5% SO YOU HAVE TO WEIGH THAT IN AS WELL. I DON'T KNOW EXACTLY THE ANALYTICS TO USE THE YOU KNOW, MAKE THAT AS HELPFUL FOR YOU ALL, BUT I KNOW IT'S SOMETHING TO WEIGH WHEN YOU'RE LOOKING AT THEIR SALES TAX INCREASES THAT, UM, PORTION OF THAT IS RELATED BACK TO THOSE COMPANIES. SO THERE'S THOSE ARE GROSS NUMBERS VERSUS THE REAL NET. RECEIVING NUMBERS. CORRECT THESE ARE YEAH, THESE WILL BE GROSS NUMBERS ALWAYS REPORTED. AND THEN, UM AND WHEN I'M LOOKING AT THEIR 2023 BUDGET, I'M SEEING THERE'S STILL REPORTING OF 4.5% INCREASE IN SALES TAX FOR 2023. YOU CAN SEE THEY'RE BRINGING IN 30% IT'S BEEN OVER 22% FOR ABOUT EVERY MONTH. FOR THE PAST EIGHT MONTHS, THERE'S STILL ONLY BUDGETING OF 4.5% INCREASE FOR 2023. UM AND I'LL LET YOU ALL DO THAT, WHATEVER THEY WISH, BUT I THINK IT'S HELPFUL INFORMATION TO SEE HOW SISTER CITIES DOING. YOU CAN SEE ALAN'S KIND OF BACK UP TO THE RANGE. THEY HAD ABOUT A SIX MONTH SPAN OF BEING AROUND ONE OR 2. SO IT'S NICE TO SEE THEM BACK UP AVERAGES THAN THE OTHER SISTER CITIES. WE'VE BEEN AROUND THIS MARK FOR ABOUT, YOU KNOW, LITTLE OVER A YEAR NOW, UM, IF WE WANT TO GO TO THE FINAL PAGE, WE CAN SEE THE SALES TAX BY INDUSTRY. YOU'LL SEE THEY'RE ALL PRETTY STEADY INCREASES. YOU CAN SEE UTILITIES AND STUFF LIKE THAT IS A LITTLE BIT HIGHER IN CONSTRUCTION. BUT ON A MONTH TO MONTH BASIS THOSE YOU KNOW IT'S YOU MUST SEE 10% MIGHT SEE 60% IF I'M LOOKING AT THIS. NOTHING JUMPS OUT AT ME. UM OBVIOUSLY THE MAIN CATEGORIES THAT RETAIL TRADE THE TOP ONE THAT'S GONNA DROP THE MAJORITY OF OUR INCREASES. SO SEEING THAT STUDY 12% HAS BEEN NICE OR THE PAST 13 MONTHS OR SO, AND I'LL BE HAPPY TO STAND FOR ANY QUESTIONS AT THIS TIME. SO EVEN WITH A 15% INCREASE, WE WERE STILL UM, BELOW BUDGET ON OUR ACCEPTANCE OF SALES TAX IS THAT CORRECT? ON THE FIRST PAGE? UH IF WE GO BACK TO THE SECOND INCOME STATEMENT I MEAN, IT CAN DEFINE BECAUSE BY MONTH TOO, SO WE'RE IN OCTOBER AND SO THAT'S UM GO FOR MORE. KEEP GOING. KEEP GOING INCOME STATEMENT. KEEP GOING RIGHT BACK THERE. UM YEAH , SO WE'RE A LITTLE BIT, BUT IT'S ALL LIKE DECEMBER'S OUR BIGGEST MOTHERS SALES TAX. SO IF YOU'RE THIS IS STRAIGHT PARADE ON DIVIDE ABOUT 12, AND THAT'S HOW MUCH WE NEED TO COLLECT. BUT WE'RE WE HAVE RECEIVED SO MUCH MORE IN, UM, WAS IT LIKE APRIL IN DECEMBER THAT THAT WEIGHS INTO THIS, SO OUR INCREASES HIGHER THAN THAT? WHAT WE NEED TO REACH TO BE OVER BUDGET, SO I'M NOT WORRIED ABOUT THAT IS THAT IF THE DECEMBER NUMBERS SHOW LIKE ONLY 1% INCREASE, AND THAT MIGHT HURT US, MEANING OUR BUDGET TOTALS, BUT LOOKING AT ONE MONTH LIKE THIS AND OCTOBER BEING ONE OF OUR LOWER MONTHS OF SALES TAX COLLECTIONS. I'M NOT TOO WORRIED ABOUT SEEING THAT NUMBER 70,000 BELOW THE PRO RATED 12 MONTH. MARK, OKAY? THANK YOU, SIR. THANK YOU APPRECIATE IT. ANY QUESTIONS? ANY QUESTIONS? NO QUESTIONS. THANK YOU, SIR. SO I JUST NEED A MOTION FOR APPROVAL. I MOVE MOVE BY MR JONES. SECOND BY MS JULIE. YOU CAN DO RAISE HANDS OR SOMETHING. NOTHING TO POP IN. ALL IN FAVOR. ALL RIGHT, ALL OPPOSED. ALL APPROVED. SECOND BY MS WILLIAMS. THAT MATTERS. THEY DID NOT THE MOTION IN THE SECOND THEY DID, BUT NOT FOR THE VOTING. GOOD ALRIGHT. 22-1143 RECEIVED CONSIDERED DISCUSSED THE C I P

[Receive/Consider/Discuss CIP Presentation on Transportation Infrastructure Initiative and Economic Development Program Pursuant to Article VII, Section 5.b of the Eighth Amended MEDC Bylaws]

PRESENTATION ON TRANSPORTATION, INFRASTRUCTURE INCENTIVES AND ECONOMIC DEVELOPMENT PROGRAM.

TWO ARTICLE. THAT'S SEVEN SECTION 5.5 POINT B OF THE EIGHTH AMENDED IMMEDIATELY SEE BYLAWS. SIR. GOOD MORNING CHAIRMAN. MEMBERS OF BOREDOM. GARY GRAHAM. I'M THE DIRECTOR OF ENGINEERING WITH THE CITY. WE'RE HERE TO DISCUSS THE CITY'S CAPITAL IMPROVEMENT PLAN AND HOW WE FUND THAT IN JUNE OF THIS LAST YEAR, THE CITY COUNCIL ADAPTED THE TRANSPORTATION INFRASTRUCTURE INITIATIVE AND ECONOMIC DEVELOPMENT PROGRAM. UM THE NBC AND CBC BOARD

[00:25:07]

SUBSEQUENTLY MODIFIED THEIR BYLAWS AND ESSENCE. WHAT THIS PROGRAM DOES IS IT TAKES 50% OF THE NEW REVENUE GENERATED AFTER LAST YEAR'S BASE AMOUNT SET TO FIND ECONOMIC DEVELOPMENT PROJECTS. IN THE CITY. C I P. AND SO IF YOU GO TO THE SECOND PAGE, PLEASE, OR AM I CAN I CONTROL THIS FROM HERE? HERE WE GO. THANK YOU, UM SO THIS IS THE GRAPH THAT WE'VE SEEN DURING THE VARIOUS ROADWAY PRESENTATIONS THAT ARE PUBLIC WORKS DEPARTMENT HAS PUT TOGETHER WORKING WITH FINANCE. UM WHAT WE'RE SHOWING HERE IS THE WHAT WAS THE PROJECTED AMOUNT OF GROWTH IN C, D. C AND A D C FUNDS AND THEN STARTING IN 2023. WE START TO SEE A LITTLE BLUE TICK THERE, AND THAT'S THE AMOUNT OF ROADWAY INVESTMENT THAT WOULD BE CREATED IF WE TOOK THAT 50% OVER THE BASE AMOUNT THAT WAS COLLECTED IN 2021 22. SO UM, WHAT WE HAD ESTIMATED PREVIOUSLY WAS GOING TO BE ABOUT $20 MILLION FOR EACH OF THE TWO BOARDS. THE FINAL AUDIT AMOUNT WAS CLOSER TO 21.2 MILLION FOR EACH BOARD. SO A TOTAL OF 42.4 MILLION UM SO. AS WE LOOK FORWARD IN THE NEXT YEAR, WE'RE ESTIMATING THAT ABOUT $1 MILLION WOULD BE GENERATED TOTAL 500 RIGHT FROM EACH OF THE DIFFERENT COMPONENTS OF THE SALES TAX WOULD BE USED FOR ECONOMIC DEVELOPMENT PROJECTS IN THE CITY. THAT WOULD BE ABOUT 16 MILLION OVER THE NEXT FIVE YEARS OF OUR CAPITAL IMPROVEMENTS PROGRAM. SO AS PART OF THE PROGRAM, WE WERE TO PREPARE A LIST OF PROJECTS IN THE C I P THAT ARE ELIGIBLE FOR ECONOMIC DEVELOPMENT OR FIFTH PREDATORY OF ECONOMIC DEVELOPMENT, WHICH WOULD BE ELIGIBLE FOR FUNDING. SO WE PULLED TOGETHER THIS LIST. THESE ARE ALL PROJECTS THAT ARE CURRENTLY IN OUR FIVE YEAR CAPITAL IMPROVEMENTS PROGRAM.

SOME ARE FUNDED. SOME ARE UNDER CONSTRUCTION, ACTUALLY, SO YOU KNOW, WE'VE ACTUALLY SOME ARE FUNDED THE DESIGN SOMEONE FUNDED CONSTRUCTION. SOME HAVE NOT BEEN STARTED OR FUNDED AT ALL. UM AND SO WHAT WE WILL DO AT THE END OF THIS NEXT YEAR. SO THERE'S NO NO ACTION FOR THE CITY TO DO AT THIS POINT. THERE'S NO MONEY TO WORK WITH, AND SO I'LL BE COLLECTED THIS YEAR. WE WILL USE THIS LIST TO START FUNDING PROJECTS IN THE NEXT YEAR. AND SO WHAT? WE'RE AS PART OF THIS PROGRAM, WE'RE GOING TO COME TO YOU WITH THIS LIST EVERY YEAR TO SHOW YOU. WHAT ARE THE ELIGIBLE PROJECT. SO THIS IS A LIST OF, UM ELIGIBLE PROJECTS. HERE'S A MAP VIEW OF THAT SAME LIST TO GIVE YOU SOME CONTEXT. THIS IS 165 MILLION IN OUR CURRENT FIVE YEAR SIPPY. THAT NUMBER IS GOING TO CHANGE EVERY YEAR AS WE ADOPTED AD PROJECTS TO THE C I, P UM SO WE PRESENTED THIS LIST TO BOTH THE BOARD PRESIDENTS FOR ABC AND CDC. WE RECEIVED SOME COMMENTS, THE CDCS COMMENT OR EXCUSE ME. THE ECONOMIC DEVELOPMENT SHARES COMMENT WAS OUR PRESIDENT'S COMMENT WAS WE WANT TO FIND COLIN MCKAY PARKWAY , WHICH IS THE PROJECT PLANTATION. BOTTOM. CAN I GET.

RIGHT RIGHT DOWN THERE. AH, TELL YOU THAT RIGHT? I DID THE WRONG SIDE THERE. CLEAR THAT OFF THAT'S WHAT HAPPENS WHEN YOU GET TO SMALLER THAN THAT. SO THE ORANGE PIECE HERE EXCUSE ME, SO THAT PROJECT HAS BEEN DESIGNED. IT'S BEEN DEAD. WE HAVE THAT READY TO GO FOR FUNDING APPROVAL FOR THE CITY COUNCIL TO MOVE FORWARD AND START START, UM, CONSTRUCTION ON EARLY NEXT YEAR . IT WAS ABOUT WANT TO SAY $10 MILLION PROJECT. THE BLUE PHASE RIGHT ADJACENT TO IT HAS NOT BEEN FUNDED YET. SO UM, WE COULD USE THAT FUNDING TO HELP KICK START THAT NEXT PROJECT, BUT WHAT WE'LL DO IS WE'LL LOOK AT ALL THE PROJECTS. WHERE IS THE FUNDING NEEDS OF THAT LIST? UM AND START PUTTING THAT MONEY TOWARDS IT. BUT ANY RECOMMENDATIONS FROM THE DIFFERENT BOARDS WE'RE GOING TO TRY TO ACCOMMODATE SO WITH THAT I WOULD HAPPEN TO TAKE ANY QUESTIONS. AND I'LL JUST KIND OF CLARIFY, YOU KNOW, ADD TO GARY'S COMMENTS, THE UM, FEEDBACK THAT WE PROVIDED ENGINEERING WAS OUT OF THIS LIST. THE REQUEST WAS THAT IF WE HAVE A PROJECT THAT ARISES THAT NEEDS OR ROADWAY, UM HE'S ASSISTANTS WITH ROADWAY DEVELOPMENT. THAT IS ON THIS LIST IF WE COULD ASK THEM TO PRIORITIZE OUR FUNDS TOWARDS THAT PROJECT, SO IN IN THE YOU KNOW, ONCE CALLED MCKINNEY IS COMPLETE. YOU KNOW WE WOULD LOOK IF WE END UP GETTING ANOTHER PROJECT IN ANOTHER AREA OF TOWN THAT IS ON THIS LIST. THAT WAS JUST OUR REQUEST IS THAT YOU

[00:30:03]

KNOW FOR THE FUNDS THAT ARE COLLECTED FROM THE DC TO BE ALLOCATED TO THAT PROJECT AND SO FAR, GARY SAID, THAT'S THAT'S NOT AN ISSUE SO THAT'S KIND OF THE LITTLE BIT MORE BACKGROUND ON THAT ON OUR COMMENTS THAT WE PROVIDED BACK WE WILL TRY TO LEVERAGE THE FUNDS AS MUCH AS POSSIBLE. I MEAN, WE MAY HAVE A TAX DOT GRANT MAYBE A CALL NORTH SECTOR. CENTRAL TEXAS COUNCIL GOVERNMENT GRANTS THAT PAYS FOR A PROJECT THAT IS ON YOUR PRIORITY LIST. THIS ALLOWS US TO MOVE. HAVING THAT WIDE LIST OF PROJECTS ALLOWS US TO MOVE TO THAT NEXT PROJECT THAT NEEDS THE FUNDING. BUT WE WILL TRY TO ACCOMMODATE YOUR REQUEST AS POSSIBLE. QUESTIONS. QUESTIONS DOWN THERE. NO. NO QUESTIONS. OKAY UM, I THINK WE NEED AN ACTION FOR YOU TO APPROVE THE PROJECT, NOT DOING IT TO SAY. OKAY WE DO NOT HAVE AN ACTION. I APOLOGIZE. WE DON'T WE DON'T HAVE AN ACTION. OKAY HERE, KERRY . ONE QUESTION. UM JUST FOR FROM AN AUDITING PERSPECTIVE AT THE END OF THE YEAR. ONCE THE FUNDS ARE ACTUALLY EXPENDED, WE REPORT BACK OUT TO SAY. HEY OUT OF THE 500, SOMETHING $1000 THAT WAS FUNDED THIS YEAR THAT WENT TOWARDS THIS ROAD PROJECT OR A COMBINATION OF THESE THREE ROAD PROJECTS THAT ARE ON THIS LIST. IS THAT POSSIBLE TO GET THAT WILL EITHER WORK INCLUDED AS PART OF FINANCES REPORT THAT SHOWS OR WHEN WE COME BACK FOR THE NEXT LIST NEXT YEAR, WE CAN SHOW WHAT WE'RE ALLOCATING THE MONEY ON WHATEVER, JUST SO WE CAN TRACK AS WELL. THANK YOU. YOU WANT TO PUT SIGNS? SO YOU FUND THIS ROAD FUNDED BY ADDITIONAL COST, OKAY? NEVER MIND. WE DON'T WANT THAT THEN. ALL RIGHT. SO UM, AND ALL JOKING ASIDE, WE DO HAVE A PROJECT SIGN THAT DOES GO UP THAT SAYS THIS IS FUNDED BY THE CAPITAL IMPROVEMENTS PROGRAM THINGS SO WE COULD LOOK AT DOING THAT AS WELL. WE'RE JUST I'M JUST TALKING. COMMENT ALSO IN YOUR NEXT YEAR'S BUDGET WILL ALSO HAVE A LINE ITEM FOR THIS NUMBER THAT'S BEING CREATED SO YOU'LL HAVE THAT. AND THEN WE CAN REPORT OUT AS THINGS GET PUT ON AN ACTUAL BID. SO THAT YOUR BOARD AND YOUR CONSTITUENTS KNOW WHERE THAT MONEY'S GOING FOR WHICH PROJECT I THINK IT'S I THINK TO BE HONEST WITH YOU. IT'S GOOD JUST FOR THE PUBLIC TO SEE AGAIN. HOW MUCH INFRASTRUCTURE IS REALLY BEING PUT BACK INTO THE CITY OF MCKINNEY. I MEAN, I THINK THE NUMBERS HAVE DAUNTING NUMBER FOR PEOPLE TO REALIZE. IT IS FREE.

THAT'S RIGHT, AND THAT ALSO BRINGS COMPANIES TO BEGIN. AMEN TO THAT. SO NO ACTION ON THAT RIGHT? I THOUGHT WE HAD TO FORM LIKE SENSITIVE AS AN EXPENDITURE. RECEIVED CONSIDERED DISCUSS, DOESN'T KNOW DOES NOT SAY ACT. OKAY WE'RE ON THE NEXT ONE. THEN 22-1144 CONSIDERED

[Consider/Discuss/Act on Chamber of Commerce Awards Based on Nominations]

DISCUSS IN ACT. ALL OF YOU SHOULD HAVE THE TIMBER OF COMMERCE AWARDS BASED ON THE NOMINATIONS, OKAY? I GOT FOR THE RECORD. SURE DONE NOW. ALL RIGHT. SO LIKE PREVIOUS YEARS, WE'VE PUT TOGETHER A LIST OF OUR NOMINEES FOR THIS. YEARS CHAMBER AWARDS THE VERY ENCORE WIRE AWARD NOMINATION IN THE NEW CORPORATE BUSINESS AWARD NOMINATION, UM YOU HAVE. YOU SHOULD HAVE RECEIVED ALL OF THE PROPOSED AWARD WINNERS AND THEN WE WILL DO OUR VOTE LIKE WE HAVE IN PREVIOUS YEARS WHERE YOU DO NOT SAY THE COMPANY'S NAME.
