THERE WE GO. GOOD EVENING COMMITTEE MATTERS. COMMISSION MEMBERS. IT'S GREAT TO BE WITH YOU THIS EVENING TODAY. WE GET TO TALK ABOUT MY FAVORITE THING THAT'S NEAR AND DEAR TO MY HEART IMPACT FEES. AND SO TODAY, I'M HERE TO PRESENT THE SEMI ANNUAL IMPACT THE REPORT. THIS IS OUR END OF YEAR REPORT FOR THIS YEAR. SO AS YOU AS YOU KNOW. AH. TEXAS LOCAL GOVERNMENT CHAPTER.

3 95 REQUIRES US TO DO A SEMIANNUAL REPORT EVERY YEAR AND FILE THAT UM AND SO AS PART OF THAT OH, YOU KNOW, WE REPORT THE PROGRESS OF THE CAPITAL IMPROVEMENT PLAN. AND WE TALK ABOUT ANY PERCEIVED INEQUITIES THAT MAYBE PRESIDENT IN THAT IN THAT PLAN'S IMPLEMENTATION. AH THE REPORT ITSELF INCLUDES, YOU KNOW THE BOUNDARIES FOR THE ROADWAY UNTIL THE SERVICE AREAS A SUMMARY OF OUR REVENUES, AND, UH EXPENDITURES. AND WHAT'S AVAILABLE. AND THE PROGRAM AND THEN ALSO THE LIST OF CAPITAL THE ACTIVE CAPITAL IMPROVEMENT PROJECTS THAT WE'RE WORKING ON CURRENTLY AND IN THE CITY. THE LAST THE MIDYEAR REPORT WAS ACTUALLY PRESENTED IN MAY OF THIS YEAR. THE CAPITAL IMPROVEMENTS PLAN THAT WE ARE CURRENTLY USING RIGHT NOW WAS ADOPTED ON DECEMBER 1ST OF 2020 AS PART OF THE 2019 IMPACT FEET. UPDATE. THE CAPITAL IMPROVEMENTS PLAN WAS ADOPTED AND IDENTIFIES ALL THE CAPITAL IMPROVEMENTS. AND THEIR COST FOR EACH SERVICE AREA, WHICH ARE NECESSARY TO, UM HELPING WITH NEW DEVELOPMENT. UM AND I ALWAYS WANT TO STAY AT THIS POINT THAT THE CAPITAL IMPROVEMENTS PLAN IS DIFFERENT FROM THE CAPITAL IMPROVEMENTS PROGRAM. THE CAPITAL IMPROVEMENTS PROGRAM IS FOR ANY SIP CAPITAL IMPROVEMENT EXPENDITURES WITHIN THE CITY, WHEREAS CAPITAL IMPROVEMENTS SPECIFICALLY RELATES TO NEW

DEVELOPMENT AND THAT AND THOSE ITEMS WHICH WE CAN SPEND IMPACT FEES FOR WITH THAT WE LIKE TO SHOW THIS TO REMIND EVERYBODY THAT WE HAVE 13 ROADWAY SERVICE AREAS WITHIN THE CITY OF MCKINNEY. AND THAT ANY FUNDS COLLECTED IN EACH OF THOSE AREAS NEED TO BE SPENT IN THOSE AREAS.

AND THAT'S WHY THEY EXIST. UH HERE WE HAVE THE JUST KIND OF THAT THAT SUMMARY OF THE OVERALL EXPENDITURES AND REVENUES THAT WE'VE GAINED FOR THIS YEAR, STARTED OUT WITH SIX MILLION. WE HAD REVENUES OF ABOUT 10 MILLION. WE SPENT FIVE MILLION PROJECTS AS FAR AND WE HAVE A BALANCE OF ABOUT 11,000. THERE IS A FUTURE PROJECT PROJECT THAT WE HAVE KIND OF SLATED SOME MONEY TOWARDS JUST KIND OF FOR THE FUTURE. BUT THAT STILL LEAVES US WITH AN AVAILABLE BALANCE OF 10 MILLION. HERE IS JUST, UH, REVENUES THAT WE'VE GAINED OVER THE LAST FEW YEARS.

I DID WANT TO POINT OUT THAT WE DO HAVE AN ERROR ON THIS SLIDE THAT I MISSED WHEN WE'RE UPDATING. THIS IS NOT EIGHT MILLION. THIS IS ACTUALLY THAT 10 MILLION. AND 81,000. SORRY.

THIS IS NOT WORKING VERY WELL. 2 95. SO. I JUST WANTED EVERYBODY TO BE AWARE SO YOU CAN KIND OF SEE OVER THE LAST LITTLE BIT. WE'VE KIND OF BEEN UP AND DOWN IN OUR REVENUES, DEPENDING ON PROJECTS THAT ARE COMING INTO THE CITY, AND SO THAT'S THAT'S WHAT WE HAVE HERE. SO WE EARNED AGAIN. 10 MILLION IN REVENUES. THESE ARE THE PROJECTS, ACTIVE ROADWAY PROJECTS THAT WE'RE CURRENTLY WORKING ON. YOU CAN SEE THEY'RE KIND OF SPATTERED THROUGHOUT THE CITY, WORKING ON STUFF ALONG HIGHWAY FIVE AND DESIGNING HELPING DESIGN HIGHWAY FIVE WITH TECH STOCKS. WE'VE GOT STACY ROAD AND THE WIDENING DOWN THERE. UM SOME OF THESE ARE COMPLETED LIKE VIRGINIA PARKWAY AND ITS WIDENING OF LANES FIVE AND SIX IN THAT AREA. AS YOU CAN SEE, WE CONTINUE CONSTRUCTION AS WE MOVE FURTHER WEST ALONG THAT CORRIDOR, SO THOSE ARE JUST ALL THE PROJECT. ALL OF THESE CAN BE FOUND IN THE REPORT THAT'S INCLUDED IN THE AGENDA ITEM, BUT THAT'S FOR ANYONE WHO WANTS TO LOOK IN MORE DETAIL OF THOSE NEXT. WE HAVE OUR UTILITY IMPACT FEES SERVICE AREA, AS YOU CAN SEE, THIS INCLUDES NOT ONLY THE CITY LIMITS BUT ALSO OUR E. T. J. AND SO WE JUST HAVE 11 SERVICE AREA FOR THIS. HERE IS THE SUMMARY OF THAT. YOU KNOW, WE'RE AT FOUR MILLION AT THE START. WE HAVE COLLECTED EIGHT MILLION, UM, A LITTLE OVER EIGHT MILLION THIS YEAR SPENT ABOUT FOUR MILLION AND WE HAVE ABOUT EIGHT MILLION LEFT OVER. AS YOU CAN KIND OF SEE HERE. UM. IN THE PAST. WE'VE KIND OF BEEN DOWN, BUT WITH THE CHANGE IN THE SHIFT IN THE FEES THAT WE'RE COLLECTING, UM WE HAVE. THIS IS KIND OF OUR FIRST FULL YEAR WITH THOSE NEW FEES. AND SO THAT'S WHY YOU SEE THAT BIG JUMP AS WE CHANGE THE FEES, AND THAT'S WHAT HAPPENED TO WHERE WE'RE AT EIGHT MILLION THIS YEAR AND COLLECTED FEES. WITH THAT. HERE'S THE ACTIVE ROADWAY OR IN HOT RAILWAY , THESE INACTIVE UTILITY PROJECTS WITHIN THE CITY. AGAIN THEY'RE KIND OF A LITTLE BIT ALL OVER THE PLACE YOU'VE GOT SOME EXPANSIONS AND WIDENING AND REALIGNMENTS DEPENDING ON WHICH PROJECTS YOU'RE LOOKING AT, BUT THOSE ARE LISTED HERE. WE ALSO HAVE A WATER TOWER THAT'S BEING BUILT DOWN ON STACY ROAD. AND THAT'S UH THE WATER PROJECT 17 14. SO. WITH THAT STAFF RECOMMENDS FILING OF THE SEMIANNUAL IMPACT, THE REPORT. AND YOUR RECOMMENDATION WILL BE FORWARDED TO CITY COUNCIL FOR ACTION ON JANUARY 3RD BE HAPPY TO STAND FOR ANY QUESTIONS.

IS THERE AN ITEMIZED LIST OF WHERE THOSE FEES CAME IN ANYWHERE? WE DO HAVE AN ITEMIZED LIST. I DON'T KNOW THAT WE HAVE ONE AVAILABLE SPECIFICALLY FOR THE PUBLIC. BUT IT DOES EXIST. SUMMARY OF THE FEES COLLECTED AND SPENT NO. OKAY, IF YOU LOOK AT THE PROJECT LIST, THERE ARE SOME DEVELOPER FEES THAT ARE USED ON THE PROJECT. SURE BUT THAT'S IN THE OVERALL PROJECT, NOT WHAT THE ACTUAL FEES WERE COLLECTED OR SPENT ON. AS FAR AS IMPACT FEES. OKAY? THANK YOU.

ANYONE ELSE? IS THERE A NEED FOR SHOULD SAY THIS WAY. IS THERE? IS THERE A QUEUE OF FUTURE PROJECTS? UM DOCUMENTED. YEAH SO THE ENGINEERING GROUP PUTS OUT A FIVE YEAR PLAN OF WHAT THEY ARE EXPECTED TO WORK ON OVER THE NEXT FIVE YEARS. AND SO THERE ARE FUTURE PROJECTS THAT ARE THAT ARE LISTED. THEY DON'T ALWAYS HAVE NO WHERE THE FUNDING IS COMING FROM AT THIS POINT, BUT THEY DO HAVE A LIST OF PROJECTS THAT THEY'RE THEY'RE LOOKING FOR. AS THEY MOVE FORWARD, AND I BELIEVE THAT'S UPDATED EVERY YEAR. TO THE FOUR STAGES IN THIS REPORT HERE DESIGN CONSTRUCTION. UM. DESIGN PLANNING, CONSTRUCTION AND COMPLETE CORRECT. JUST FOR KNOWLEDGE BASES. THERE'S C I P. BUT THERE'S TWO TYPES. THERE'S TWO SET THE C I P. YES, SO THAT'S FUNDED BY IMPACT FEES, AND THEN ONCE IT'S OUT OF THE GENERAL FUND. IS THAT HOW IT WORKS TO SUPPORT LEARNING PURPOSES? YES WE HAVE THE CAPITAL IMPROVEMENTS PLAN, WHICH IS JUST AN OVERALL PLAN OF THE ENTIRE CITY AND THE EXPANSION OF ROADWAYS THAT NEED TO BE DONE OR BUILT AND NOT JUST ROADWAYS, BUT WATER AND WASTEWATER AS WELL. AND IT SHOWS THE COST OF THOSE PROJECTS AND THE POTENTIAL REVENUE FROM THOSE PROJECTS IN TERMS OF IMPACT FEES. AND SO THAT'S THE CAPITAL IMPROVEMENTS PLAN. THAT'S WHAT OUR CITY IS MEANT TO BE BUILT OUT, TOO. AND THAT'S KIND OF BUILT OFF OUR MASTER THOROUGHFARE PLAN IN OUR WATER AND UTILITY PLANS THAT WE HAVE AND THEN YOU HAVE A CAPITAL IMPROVEMENTS PROGRAM, WHICH IS THAT LIST OF THE FIVE YEARS WORTH OF PROJECTS THAT WE'RE GOING TO BE WORKING ON OVER THE NEXT FIVE YEARS. PART OF THOSE CAN BE NOT JUST NEW CONSTRUCTION. AH OR THINGS THAT WERE IMPACT FEES CAN BE SPENT.

BUT THOSE ALSO INCLUDE OTHER PROJECTS OF RECONSTRUCTING ROADS WHERE IMPACT FEES WOULDN'T BE SPENT IN THOSE SITUATIONS. SURE, THANK YOU. ANYONE ELSE? ERIN COULD YOU GO TO SLIDE 17?
