WE'RE GONNA GO OVER THESE FIVE TOPICS. FIRST A SHORT REVIEW OF THE ANNUAL PERFORMANCE MANAGEMENT CYCLE. SECONDLY WE'LL GO OVER THE HEADWIND SPACE DURING THE FISCAL YEAR. THESE MADE IT UNUSUALLY CHALLENGING TO ACCOMPLISH MANY OF OUR GOALS. THIRD WILL GO THROUGH THE HIGHLIGHTS OF OUR END OF THE FISCAL YEAR SCORECARD. WE WILL THEN SWITCH GEARS AND SHOW YOU HOW OUR STAFF AND DEPARTMENTS HAVE BEEN RECOGNIZED FOR OUR DEDICATION TO EXCELLENCE. AND LASTLY, WE LIKE TO BRIEFLY MENTION HOW STAFF HAVE BEEN RECOGNIZED FOR THEIR PERFORMANCE. DECIDE SHOWS THE PERFORMANCE MANAGEMENT CYCLE WE GO THROUGH EACH YEAR STARTS IN FEBRUARY WITH THE STRATEGY SETTING WORK SESSION IN COUNCIL CHAMBERS, WHERE YOU SET YOUR PRIORITIES FOR THE CITY ONCE DONE. STAFF THEN DEVELOPS DEPARTMENT LEVEL GOALS AND OBJECTIVES. THEN WE RETURN TO YOU IN MAY, WHERE YOU REVIEW AND APPROVE THOSE. THERE WAS THEN TAKE EFFECT IN BEGINNING OF THE FISCAL YEAR OCTOBER ONE. AND IN DECEMBER, WE RETURN TO YOU WITH A SCORECARD FOR THE PREVIOUS FISCAL YEAR. FOR FISCAL YEAR 22 DEPARTMENTS PROPOSED AND YOU APPROVED 207 DEPARTMENT LEVEL OBJECTIVES. HOWEVER IT WAS NOT A TYPICAL YEAR AND WE FACE AND PARTICULARLY TOUGH CHALLENGES. FOR EXAMPLE, THE EXCEPTIONAL AMOUNT OF TIME AND RESOURCES FOR EUROPE AND OTHER SOFTWARE UPGRADES. THIS. BOGGED DOWN MANY DEPARTMENTS, BUT PARTICULARLY HIT I T FINANCE AND HUMAN RESOURCES PARTICULARLY HARD. BUT IT DID AFFECT EVERYONE. WE ALSO FACE IN MANAGING STAFFING CHALLENGES, PARTICULARLY STAFF TURNOVER AND LONGER TERM VACANCIES. FOR EXAMPLE, CURRENTLY PUBLIC WORKS DOES HAVE 43 OPEN POSITIONS. THEY'RE TRYING TO GET FILLED. AND DEVELOPMENT SERVICES HAS ON BOARD 32 EMPLOYEES. ADDITIONALLY STAFF WORKING ON SOME VERY BIG TICKET HIGH PARTY PROJECTS SUCH AS THE MAJOR CODE OVERHAUL PROJECTS OVER AT THE MCKINNEY NATIONAL AIRPORT. AND PUBLIC WORKS MOVING INTO THEIR NEW FACILITY. FOR MORE. WE WERE DEALING WITH SOME COVID 19 RIPPLE EFFECTS. AND FOR FISCAL YEAR 22. WE ENCOURAGE DEPARTMENTS TO SET RIGOROUS STRETCH GOALS REALLY, TO PUSH THE NEEDLE IN MEANINGFUL WAYS. COMBINED ALL THESE MADE IT PARTICULARLY DIFFICULT TO MEET ALL OF OUR GOALS FOR THIS FISCAL YEAR. HAVING SAID THIS DEPARTMENTS WERE ABLE TO MEET 132 OF THE OBJECTIVES. THERE'S SOME ON THE BOARD AND I JUST LIKE TO GO THROUGH SOME EXAMPLES. FIRST ENGINEERING SET A GOAL TO DO 30 MILLION IN CRP PROJECTS THEY WILL DO 40. THEY ALSO HAD A GOAL OF DOING SIX MILLION PAVEMENT MAINTENANCE AND THEIR ROLE TO DO NINE MILLION.
PUBLIC WORKS HAD TO GO OF COMPLETING THE RENOVATION AND TRANSITIONING STAFF INTO THEIR NEW FACILITIES IN NORTH CAMPUS SERVICE CENTER. THIS PROJECT ALONE SAVED ABOUT 20 MILLION BECAUSE COMPARED TO BUILDING A NEW FACILITY. HUMAN RESOURCES COMPLETED THE REVIEW OF THE INSURANCE PORTFOLIO. THE SAME ABOUT $100,000 AT RENEWAL. THE APEX CENTER HAVE THE GOAL TO OPERATE AT 50% COST RECOVERY THEY WERE ABLE TO ACHIEVE 100. AND THE LIBRARY TARGETED TO HOLD 1000 EVENTS. THEY WILL DO 1300. ADDITIONALLY WE HAD ANOTHER EIGHT GOALS THAT WERE NOT ABLE TO BE COMPLETED IN THE FISCAL YEAR BUT ARE NOW DONE OR SOON WILL BE. YOU MAY RECOGNIZE SOME OF THE MAJOR PROJECTS. STAFF WILL BE COMPLETING THESE IN THE NEXT MONTH OR SO MONTH OR TWO.

FURTHERMORE WE HAD 58 OBJECTIVES THAT WERE PARTIALLY COMPLETED AND WILL BE CARRIED INTO THE NEW FISCAL YEAR. DESPITE THE CHALLENGES WE SPOKE ABOUT EARLIER STAFF MADE SIGNIFICANT PROGRESS ON A LOT OF THESE. THESE WILL BE COMPLETED OVER THE NEXT FEW MONTHS INTO THE NEW YEAR. THESE ARE JUST SOME OF THE EXAMPLES FOR EACH ONE. YOU CAN SEE HOW MUCH PROGRESS WAS MADE ON EACH. LASTLY THAT LEAVES NINE THAT WERE NOT ACHIEVED OR PUT ON HOLD FOR REASONS WE DISCUSSED EARLIER. ALL NINE ARE ON THE SCREEN FOR TRANSPARENCY SAKE. IN THE SCORECARD REPORT THAT'S ATTACHED TO THE AGENDA YOU CAN SEE ALL OF FISCAL 22 YEAR GOALS AND OBJECTIVES AND A SHORT SUMMARY ON THE STATUS OF EACH OF THOSE TO MAKE IT EASIER FOR REVIEW. WE USE A COLOR CODING SYSTEM GRAIN MEANS MET 100% OR EXCEEDED YELLOW IS PARTIAL AND CARRIED OVER AND IN RED IS NOT ACHIEVED OR ON HOLD. SHIFTING GEARS A BIT. WE BELIEVE ANOTHER IMPORTANT GAUGE OF HER OVERALL PERFORMANCE IS HOW OUR EMPLOYEES AND CITY IS RECOGNIZED FOR EXCELLENCE THROUGHOUT THE YEAR.AND YOU'LL BE PLEASED TO KNOW THAT WE DID VERY WELL ON THAT FRONT. THIS SLIDE JUST SHOWS SOME OF THE DIFFERENT WARDS WE'VE GOTTEN FROM REGIONAL, STATE AND NATIONAL LEVEL AGENCIES. FOR PARKS AND RECREATION DEVELOPMENT SERVICES, PUBLIC SAFETY. COMMUNICATIONS AND MARKETING FINANCIAL SERVICES, MCKINNEY NATIONAL AIRPORT. AND MCKINNEY ECONOMIC DEVELOPMENT CORPORATION. IN ALL THE CITY RECEIVED ABOUT 52 AWARDS. FINALLY WE'D LIKE TO FINISH WITH SOME STAFF WHO ARE FULLY ENGAGED IN PERFORMING TOP QUALITY SERVICE TO OUR CITY.
DURING THE PAST YEAR, WE HAVE PROMOTED 37 LOWER LEVEL SUPERVISORS INTO POSITIONS OF HIGHER AUTHORITY. THESE ARE JUST SIX WE THINK THE LEVEL OF DEDICATION WE CONTINUE TO SEE FROM SO MANY EMPLOYEES ACROSS THE CITY IS ALSO A REFLECTION OF OUR OVERALL PERFORMANCE AND SOMETHING YOU WOULD WANT TO KNOW ABOUT. AND JUST AS A RECAP AFTER REVIEWING THE PERFORMANCE MANAGEMENT CYCLE, WE LOOKED AT SOME HEADWINDS AND CHALLENGES THAT WE FACED. AS WELL AS THE RESULTS FROM THE SCORECARD OF FISCAL YEAR 22. WE'RE GONNA TALK ABOUT MAINTENANCE OF US 75 SOME POTENTIAL CHANGES TO IT, AS WELL AS SOME LANDSCAPING ENHANCEMENTS THAT ARE BEING CONSIDERED. SO. FIRST SOME FUN FACTS ABOUT US. 75 WAS BUILT IN 1956. THE MOST RECENT RECONSTRUCTION WAS COMPLETED IN 2015. THERE'S ABOUT 150,000 VEHICLES PER DAY THAT TRAVEL ON US 75. AND WITH THAT MUCH TRAFFIC, THERE'S QUITE A BIT OF MAINTENANCE. GENERALLY SPEAKING TEXT HANDLES THE MAJORITY OF THE MAINTENANCE ON US 75 THEY DO HIGHWAY SWEEPING 12 TIMES PER YEAR MOWING THREE TIMES PER YEAR. SO IF YOU LOOK AT THE LITTLE PICTURE TO THE RIGHT TEXT DATA IS RESPONSIBLE FOR MOWING THAT CENTER CENTER LINE BETWEEN THE MAIN LINES, AND WE'LL TALK ABOUT IN A LITTLE BIT AS MCKINNEY'S RESPONSIBLE FOR MAINTAINING THE AREA BETWEEN THE MAIN TRAVEL WAYS IN THE OUTER OUTER LINES. THERE'S 10 PIECES EVERY PLACE IT IT'S WITH THAT VOLUME OF TRAFFIC. THERE IS A LOT OF MATERIAL THAT ENDS UP GETTING BLOWN OUT ONTO THE ROADWAY THERE. DO WE GET NOTICE ON THAT THREE TIMES PER YEAR WHEN THEY DO IT? OR DOES IT JUST HAPPENS? LIKE MANNA FROM HEAVEN? IT HAPPENS. UM I WOULD SAY THAT WE'RE VERY FORTUNATE IN THAT WE HAVE PAUL SPARKMAN, WHO HAS DEVELOPED GREAT RELATIONSHIPS WITH TEXT DOT SO IF WE NOTICE THAT THERE'S A PROBLEM ON THE ROADWAY, WE CONTACT THEM IMMEDIATELY. WHAT I'M GETTING AT IS THAT I WOULD LOVE TO BE NOTIFIED WHEN THAT WE EXPECT THAT TO HAPPEN IF THEY HAVE A CALENDAR. SO THE CITY OF MCKINNEY, ISRAEL IS RESPONSIBLE AS I WAS MENTIONING FOR MAINTAINING THE LANDSCAPING BETWEEN THE CENTER LINES AND THE OUTER LINES, AND THIS IS FROM ELDORADO TO WILMOTH. AND SO OUR PARKS DEPARTMENT MANAGES THAT CONTRACT. UH AND IT'S EVERY SEVEN DAYS WE DO THE MOWING DURING THE MOWING SEASON. THEN WE DO THE LITTER PICK UP EVERY SEVEN DAYS AS WELL. WE HAVE RECEIVED SEVERAL REQUESTS FROM CITIZENS TO DO THE SAME TYPE OF LANDSCAPING MAINTENANCE FROM WILMOT, THE LORD HOWE AND SO RIGHT NOW, AS I MENTIONED TEXT THAT CURRENTLY DOES IT THREE TIMES PER YEAR. WHAT YOU SEE LISTED THERE IS OPTION ONE IF THE CITY WERE TO SWITCH TO ONCE PER WEEK, THE APPROXIMATE COST THERE WOULD BE ABOUT $75,000 AND WOULD NEED TO BE INCORPORATED INTO THE CITY'S BUDGET AS PART OF THE BUDGET PROCESS. OPTION TWO, WHICH IS SOMETHING THAT TEXT DOT HAS REQUESTED OF THE CITY IS TO TAKE OVER MAINTENANCE OF THE CENTER TURN LINES OF WHAT YOU SEE IN BLUE THERE. THAT WOULD AT ONCE PER WEEK AND MAINTAINING THE SOUTH, THE CENTER LANDSCAPED AREA THAT WOULD BE ABOUT $100,000, AND IT'S. IT'S MORE EXPENSIVE BECAUSE OF THE EQUIPMENT REQUIRED AND THE TRAFFIC CONTROL AS WELL. WHICH IS ONE OF THE REASONS WHY STAFF DOES NOT RECOMMEND TAKING OVER MAINTENANCE OF THE CENTER LANE THERE, UM I GUESS THERE'S THREE REASONS ONE IS THE COST. IT'S $100,000 TO IS THE SAFETY WE WOULD HAVE EMPLOYEES OUT IN THE MIDDLE OF US 75, WHICH WHICH IS NOT RECOMMENDED, AND THEN THE THIRD PIECES, WE'D HAVE TO BUY EQUIPMENT TO PROVIDE FOR THAT FOR THE SAFE OPERATIONS OF DOING THAT WORK. SO THE SECOND PIECE OF TODAY'S PRESENTATION IS RELATED TO SOME LANDSCAPING IMPROVEMENTS, SO THE CITY RECEIVED TWO GOVERNORS COMMUNITY ACHIEVEMENT AWARDS, AND WE RECEIVED TWO GRANTS IN THE TOTAL AMOUNT OF ABOUT $600,000.01 IN 2016 AND ONE IN 2021. THOSE GRANT FUNDS ARE TO BE USED FOR LANDSCAPING ENHANCEMENTS ON STATE ROADWAYS AND SO WORKING WITH TEXT DOT U. S. 75 IN VIRGINIA, AS WELL AS US 75 3 80 WERE IDENTIFIED AS THE AREAS FOR THOSE ENHANCEMENTS. UM THE INSTALLATION WOULD BE TENTATIVELY SCHEDULED FOR 2023.AH FUNDING AGREEMENT WITH TEXT THAT IS NOT REQUIRED BECAUSE THEY WOULD BE USING THE GRAND FUNDS FOR THAT, HOWEVER, THOUGH A LANDSCAPING MAINTENANCE AGREEMENT WOULD BE REQUIRED AS THE CITY WOULD BE RESPONSIBLE FOR THAT MAINTENANCE. GO BACK. SURE. SO, UM IN 2016. WE GOT 200. $90,000 SPENT IT YET. NO, NO, SIR. IT'S A GRANT AMOUNT THAT IS IDENTIFIED FOR LANDSCAPING, AND WE'VE BEEN WORKING WITH TEXT DOT FOR SIX YEARS. THAT'S CORRECT. I DON'T HAVE THE HISTORY AS TO WHY IT HASN'T BEEN SPENT YET, BUT IT'S BEEN IDENTIFIED FOR VIRGINIA FOR THIS PROJECT. IT WOULD SEEM LIKE WE COULD FIGURE OUT A FASTER WAY TO SPEND THAT, WOULDN'T IT? BECAUSE NOW WE GOT INFLATION. YOU KNOW, I MEAN THAT THAT'S NOW PROBABLY $250,000. I WOULDN'T DISAGREE WITH THAT. OKAY? HERE ARE A COUPLE EXAMPLES OF WHERE OTHER COMMUNITIES HAVE USED THAT LANDSCAPING MONEY. WE ARE WORKING TO SCHEDULE A TIME FOR THE CONSULTANT TO COME BACK NEXT YEAR AS REQUESTED, AND ONE OF THE GREAT THINGS THAT HAS COME OUT OF THESE EFFORTS HAVE REALLY BEEN SOME OF THESE OTHER INITIATIVES THAT WEREN'T PART OF THE PROJECT OR IMPACTS ROLE INITIALLY, BUT MANAGED TO COME OUT OF IT, AND I THINK HAVE BEEN VERY SUCCESSFUL. TODAY WE ARE COMING BACK TO SEEK A LITTLE BIT MORE DIRECTION FROM COUNSEL AS TO HOW YOU WANT US TO PROCEED WITH HISTORY PRESERVATION PROGRAM WILL GO OVER KIND OF WHERE WE ARE AND SOME OF THE POSSIBLE OPTIONS AND THEN TALK ABOUT THOSE RECOMMENDATIONS AND DIRECTIONS. WE WILL BE LOOKING AT EXISTING PROPERTIES THAT ARE ALREADY IN THE DISTRICT AND KIND OF AN UPDATE ON WHERE THEY ARE AND WHERE THEY HAVE MOVED IN THE LAST SEVEN YEARS SINCE OUR LAST SURVEY, AND WE HOPE TO ALSO LOOK AT PROPERTIES AT THE BROADER AREA ON THE OLD MCKINNEY SO WE CAN KIND OF LOOK AT PROPERTIES WE HAVEN'T LOOKED AT SINCE 1985 AND SOME PROPERTIES THAT ARE NOW OLD ENOUGH. AH IN TO BE CONSIDERED HISTORIC, SO THAT WOULD BE KIND OF THAT LARGER AREA. AND WITH THAT SURVEY THAT COULD GIVE US OR AT LEAST INFORM US AS TO SOME POTENTIAL EXPANSION OF THE HISTORIC DISTRICT OR DESIGNATION OF NEW DISTRICTS MOVING FORWARD. AS I SAID, THAT WILL HAVE TO COME AFTER THE HISTORIC RESOURCE SURVEY. SOME OTHER OPTIONS. ONE OF THE THINGS THAT'S VERY TYPICAL IN MANY CITIES WITH HISTORIC DISTRICTS IS TO HAVE A HISTORIC PRESERVATION PLAN. IT'S SOMEWHAT SIMILAR TO A COMPREHENSIVE PLAN THAT WE WOULD DO FOR PLANNING IN GENERAL FOR THE OVERALL PLANNING OF THE CITY , BUT IN THE PURPOSE OF THE HISTORIC PRESERVATION PLAN THAT WOULD BE TO KIND OF SET A LIST OF GOALS FOR THE HISTORIC PRESERVATION PROGRAM, MOVING FORWARD AND HELP US ANTICIPATE NEEDS AND SURVEY WHETHER THEY'RE SURVEY NEEDS OR INCENTIVE NEEDS MOVING FORWARD WITH THE PLAN.IT'S GENERALLY A GUIDELINE TO KIND OF SEE. HOW ARE YOU KNOW HOW WE'RE GOING TO MOVE FORWARD OVER TIME? AS YOU AS WE GO THROUGH THESE SLIDES YOU WILL SEE ON THE SIDE RIGHT HERE. SHE INDICATED THAT THIS 2022 FISCAL YEAR BUDGET OF THE C LG FUNDS FOR THE GRANT WAS ABOUT $173,000 AND THE AVERAGE GRANT GIVEN TO EACH CITY OR APPLICANT WAS BETWEEN 2000 OR $30,000. THEY ARE MATCHING FUND GRANTS.
AND SO IF WE WERE, FOR EXAMPLE, IF WE WERE A C, L G, AND WE GOT A GRANT OR APPLIED FOR A GRANT FROM THEM, WE WOULD HAVE TO HAVE A MATCHING COMPONENT TO WHATEVER DOLLAR FIGURE WE WOULD REQUEST HOWEVER, THAT MATCHING COULD BE IN TIME.
