GREAT PASSES.[Consider/Discuss/Act on a Resolution Consenting to the Creation of a Municipal Management District for the Honey Creek Development]
OKAY UM, ITEM NUMBER 2 TO 1181 CONSIDER AND DISCUSS IT. ACT ON A RESOLUTION CONSENTING TO THE CREATION OF MUNICIPAL MANAGEMENT DISTRICT FOR THE HONEY CREEK DEVELOPMENT. HI THERE. ASSISTANT CITY MANAGER KIM FLAM STANDING IN FOR MICHAEL QUINT. TODAY, UM AT THE DECEMBER 6TH WORK SESSION . REPRESENTATIVES FROM REPUBLIC PROPERTY GROUP GAVE A PRESENTATION AND A MUNICIPAL MANAGEMENT DISTRICT PROPOSAL FOR THE HONEY CREEK PROPERTY. THE RESOLUTION ON THE AGENDA TODAY WOULD AUTHORIZE THEM TO WORK WITH THE LEGISLATION TO BEGIN THE PROCESS OF USING THAT AS A TOOL TO DEVELOP THIS PROPERTY. A LITTLE BIT OF BACKGROUND HERE, THE COUNCIL APPROVED A PIT POLICY THAT IN SOME WAYS WAS GEARED TOWARDS THIS AREA WHILE AGO APPEARED IN AN M M D KIND OF DO THE SAME THING. IN THIS INSTANCE, IT WOULD ALLOW THE PROPERTY TO DEVELOP SOONER THAN IT WOULD IF INFRASTRUCTURE WERE TO GROW THEIR ORGANICALLY BECAUSE IT PROVIDES A PARTNERSHIP. TO FUND SOME OF THAT INFRASTRUCTURE, SO THAT IS REALLY THE POLICY DECISION BEFORE COUNCIL TODAY, THE ONLY THING OF NOTE IN THIS AREA IN PARTICULAR WHENEVER DEVELOPMENT OCCURS BECAUSE OF THE BORDERING E T J PROPERTIES, IT WILL UNLOCK THOSE AREAS FOR POSSIBLE E T. J DEVELOPMENT. THE RESOLUTION TONIGHT DOES NOT LOCK THE COUNCIL IN TO HAVING THE MMD. IN FACT, MOST OF THE WORK HAPPENS AFTER THE LEGISLATION IS APPROVED, AND THAT WOULD BE WORK THAT I'M LOOKING AT MARC HAUSER, BECAUSE A LOT OF THAT WOULD BE HIM IN THE FORM OF THE ZONING AND THE DEVELOPMENT AGREEMENT, SO YOU CAN EXPECT TO HEAR A LOT MORE ABOUT THIS. THIS IS JUST THAT FIRST STEP. WE DO HAVE A REPRESENTATIVE FROM FROM OUR PUBLIC PROPERTY GROUP, SOMEONE DIFFERENT THAN WHAT'S YOUR WORK SESSION TO ANSWER ANY QUESTIONS? ANY QUESTIONS FOR THIS PHONE? WE'RE ALL VERY FAMILIAR WITH. DO WE NEED TO HEAR FROM ANYBODY ELSE OR WE. IT'S NOT A PUBLIC HEARING, SO WHAT DO WE WANT TO DO? MOTION MAKING MOTION. THIS ISLAND. OKAY WE'RE GONNA MOTION AND CHARLIE, YOU WANT A SECOND THAT OKAY. MOTION AND A SECOND. ALL IN FAVOR, ALL RIGHT? ANY OPPOSED UNOPPOSED. RESOLUTION PASSES. OKAY IT'S THE END OF A REGULAR AGENDA AND PUBLIC HEARING ITEMS ANY CITIZENS WANT TO COMMENT. MAN THIS IS GREAT TO RECORD. YOU HAVE SET A RECORD IN A MEETING. YOU KNOW HIS WAS MAYOR. IF YOU'RE WATCHING, TAKE NOTES AH! OKAY UM, COUNCIL[COUNCIL AND MANAGER COMMENTS]
COMMENTS, CHARLIE. ANY COMMENTS ? I WILL SAY THAT I MISSED THE A DIVISION TWO FOOTBALL GAME DUE TO MY PRIORITIES. I WAS AT THE TEXAS STATE FOOTBALL CHAMPIONSHIPS AT COWBOYS STADIUM AND. THE HOMETOWN OF PATRICK CLUNKIER. AND YOU'RE A FELTUS DUNCANVILLE WON THEIR FIRST DATE TITLE THIS WEEKEND, AND REGINALD SAMPLES HAS BEEN COACHING THERE AND COACHING IN PREDOMINANTLY BLACK SCHOOLS. INNER CITY SCHOOLS FOR THE LAST 30 PLUS YEARS HE'S GOT ONE OF THE MOST WINNING RECORDS OF ANY COACHING TEXAS, BUT HE DID NOT HAVE A STATE CHAMPIONSHIP. UNTIL THIS WEEKEND. JUST THE GENTLEMAN WHO MADE SURE THAT A LOT OF YOUNG MEN MADE IT THROUGH HIGH SCHOOL AND WENT ON TO BECOME SUCCESSFUL IN LIFE. WHO WOULD NOT HAVE HAD IT NOT BEEN FOR HIM, PICKING THEM UP IN THE MORNING TO DRIVE THEM TO SCHOOL AND HIS INFLUENCE IN THEIR LIVES, SO IT WAS GREAT TO SEE THAT ALSO WONDERFUL TAKE PART IN THE CHRISTMAS PARADE THAT WAS MOVED THURSDAY NIGHT.AND I WANT TO SAY THANKS AGAIN TO OUR PUBLIC WORKS DEPARTMENT BECAUSE THEY DO IT TREMENDOUS JOB EVERY DAY AND YOU NEVER HEAR ABOUT PUBLIC WORKS UNLESS SOMEBODY HAS COMPLAINT AND WE NEVER HEAR ABOUT THEM BECAUSE THEY RUN THINGS SO SMOOTHLY AND OUR PARADE IS NO EXCEPTION. SO
[00:10:04]
MY THANKS TO EVERYBODY INVOLVED IN PUBLIC WORKS WHO ALLOWED US ALL TO HAVE JUST A WHOLE LOT OF FUN OUT THERE REALLY APPRECIATE THE GOOD WORK THEY DO EVERY YEAR AND OUTSIDE OF THAT AMERICA CHRISTMAS. VERY GOOD. PIGGYBACK ON THAT JUST A LITTLE BIT. WHEN MY COUSINS IS THE QUARTERBACK FOR SOUTH OAK CLIFF HIGH SCHOOL WHO ALSO WANT TO CHAMPIONSHIP AND THEIR DIVISION, SO JUST WANTED TO GIVE A SHOUT OUT TO WILLIAM LITTLE THIS SECOND. CONGRATULATIONS ON YOUR WIN, VERY PROUD TO BE PART OF THIS FAMILY. WE JUST LEFT THE MINERAL LIGHTING DOWNTOWN AND HAD A WONDERFUL TURNOUT WITH THE JEWISH JEWISH COMMUNITY. THERE JUST WANTED TO SAY THANK YOU FOR PUTTING ON THAT EVENT. IT'S GREAT TO SEE THE DIVERSITY. IN THE CELEBRATION TOGETHER. AS A COMMUNITY THERE, SO THANK YOU ALL FOR NOW. AND MERRY CHRISTMAS TO EVERYONE. VERY GOOD.FRANKLIN. COUNCILMAN FRANKLIN. I JUST WANTED TO WISH EVERYBODY A MERRY CHRISTMAS AND A VERY PROSPEROUS NEW YEAR. TO EVERYBODY IN MCKINNEY. IF YOU'RE TRAVELING HAVE SAFE TRAVEL. AND GOD BLESS YOU. I'VE GOT THREE THINGS, MR MAYOR PRO TIM FIRST I WANT TO GIVE ACKNOWLEDGMENT TO THE BURIAL OF THE TIME CAPSULE THAT THE ARMED SERVICES BOARD DID AT THE MEMORIAL DOWN IN CRAIG RANCH. IT WAS A REALLY COOL EVENT, AND I'LL SAY, JUST KIND OF AN OPINION THAT THAT'S ONE OF THE MOST UNDERRATED THINGS ABOUT MCKINNEY IS THE ENGAGEMENT OF OUR FORMER UNIFORM SERVICE AND THAT THAT MEMORIAL IT'S REALLY COOL AND I WOULD ENCOURAGE HIM TO PUT ON THEIR CALENDAR TO COME OUT ON VETERANS DAY. FOR THE EVENT THAT THEY DO . EXCUSE ME. MEMORIAL DAY IS THE NEXT ONE COMING UP AND I KNOW IT'S A WAYS OFF. BUT THINK ABOUT THAT. UM SECOND THING IS TWO THINGS REGARDING THE I S D. JASON HERNANDEZ INVITED ME TO BE A PART OF HIS SUITS FOR SUCCESS IN WHAT THIS WAS WAS HE GAVE EACH HE GOT 10 BUSINESSES TO SPONSOR AND, UM UH, EACH ONE OF THE SPONSORED ONE KID TWO OR 50 BUCKS TO A PLACE TO GO GET A SUIT FOR GRADUATION. THESE ARE PRIMARILY KIDS IN E S. L. AND, UM HMM. TWO THINGS ABOUT IT REALLY STRUCK ME. THE FIRST KID THAT CAME OUT WHEN I THINK OF THE SL KIDS. I'M THINKING, YOU KNOW, MAINLY PEOPLE FROM, UM YOU KNOW, CENTRAL AMERICA REGION OR MEXICO. BUT THIS KID CAME OUT AND HE WAS A HIS NAME IS DIMITRI. HE WAS A UKRAINIAN WAR REFUGEE. AND I HANDED EACH ONE OF Y'ALL CAN'T SEE IT. BUT CITY COUNCILMAN IN WOMEN WHERE THIS LAPEL PIN I HANDED EACH ONE OF THE LAPEL PIN. I THINK, BLANCA FOR GIVING THOSE TO ME. AND I HAND IT TO HIM. I SAID, YOU KNOW, WHENEVER I WEAR THIS, I THINK OF MCKINNEY AND I'M REPRESENTING MCKINNEY. SO I TRY TO BE AT MY BEST. HE LOOKED ME IN THE EYE, DIMITRI DID SAID I WILL ALWAYS WEAR IT. BUT I THOUGHT, MAN, YOU KNOW THAT KID A YEAR AGO. HE'S SITTING IN THEIR KIDS IN KIEV HERE KNOW ANYTHING ABOUT MCKINNEY, TEXAS, BUT YET HERE HE IS, AND HE WAS SURROUNDED BY LOVE AND WARMTH AND A TEACHER WHO APPRECIATED HIM. UM ALL THE KIDS WERE LIKE THAT. AND I WILL SAY THAT THE TT 17 YEAR OLD BOY IS NOT TERRIBLY EMOTIVE. I USED TO BE ONE RIGHT KIND OF STAND THERE, YOU KNOW, DON'T DO ANYTHING, BUT THOSE TEACHERS WERE SO TICKLED ABOUT THIS AND SO, UM, HAPPY ABOUT IT. THE SECOND ONE WAS PERHAPS ONE OF THE MOST PROFOUND THING THAT'S HAPPENED TO ME. SINCE I'VE BEEN ON CITY COUNCIL. THERE WERE TWO RIBBON CUTTING TODAY FOR HOMES ON THROCKMORTON THAT WERE REDONE BY HUD FUNDS THAT MCKINNEY GETS. THESE WERE HOMES THAT WERE SCRAPED AND REBUILT. THE FIRST ONE WAS A LADY NAMED MRS MCKINNEY, WHO HAS BEEN A M I S T EMPLOYEE FOR 30 YEARS. AND SHE WAS SHE'D NEVER WALKED IN HER HOUSE, HER NEW HOUSE UNTIL TODAY. AND UH, I WISH I COULD BOTTLE THE PRIDE AND GRATITUDE SHE HAD, BUT THE SECOND ONE WAS THE ONE MOST MEANINGFUL TO ME. MY GIRLS GREW UP IN VALLEY CREEK ELEMENTARY AND THE NINETIES AND THERE WAS A CUSTODIAN THERE NAMED MR JOHN. WE ALL KNEW HIM AS MR JOHN AND HE LOVED ON ALL OUR KIDS, AND WE LOVED HIM. WELL, I HAVEN'T SEEN MR JOHN IN A DOG'S AGE BECAUSE MY KIDS ARE GONE, GRADUATED NOW. BUT THERE HE WAS, AT THIS RIBBON CUTTING AND THAT MAN WHO BLESSED BY FAMILY SO MANY TIMES AND BLESSED SO MANY OTHERS, IT WAS HIS MOTHER. GETTING THIS HOUSE. UM AND SO. I'M ETERNALLY GRATEFUL FOR THE OPPORTUNITY HAVE BEEN THERE. I'M ETERNALLY GRATEFUL FOR THE STAFF OF THE CITY FOR DOING SUCH A GOOD JOB OF DOING IT AND WISH ALL Y'ALL COULD HAVE SEEN THAT. I THINK MAYBE SOME OF THEM BE ON CHANNEL FIVE TONIGHT, SO MAYBE CHECK THAT OUT. THANK YOU, MR MAYOR PRO TEM. CITY MANAGER. THANK YOU. MAYOR PRO TEM THE CITY MCKINNEY ANIMAL SERVICES IS TEAMING UP WITH THE COLLIN COUNTY ANIMAL SERVICES AND OPERATION KINDNESS FOR A PET ADOPTION EVENT RIGHT BEFORE THE HOLIDAYS.
