IF YOU ARE HERE THIS EVENING AND WISH TO SPEAK DURING A PUBLIC COMMENTS SECTION PLEASE COMPLETE A SPEAKERS. CARD STATE YOUR NAME AND ADDRESS FOR THE RECORD AND LIMIT YOUR REMARKS TO THREE MINUTES. WE ASK THAT YOU BE CONCISE IN YOUR COMMENTS AND SPEAK ONLY ONCE. IF NECESSARY TO CLARIFY OR TO ANSWER QUESTIONS POSED BY THE AUDIENCE. I'VE HAD A BUSINESS ON THE SQUARE FOR ABOUT 32 YEARS AND FOR ABOUT 26 YEARS WE'VE OWNED FIVE NORTH CHURCH STREET, WHICH IS A VICTORIAN UM, FULLY RENOVATED INSIDE AND OUT. WE'LL NEED TO WORK AGAIN. BUT OUR CONCERN IS, UM THE PROJECT THAT IS BEING PRESENTED, UM IN TERMS OF, I GUESS IT'S RESTAURANT BAR. I'M NOT SURE BUT WE THERE'S JUST NOT ENOUGH INFORMATION ON WHAT WE'VE SEEN SO FAR. SO WE HAVE WE HAVE CONSISTENCY EARNS ABOUT NOT ENOUGH INFORMATION. WE HAVE INVESTED A LOT OF TIME AND MONEY AND OUR PROPERTY AND WE RAISED OUR FAMILY THERE. SET SETBACKS. PROPERTY LINE. UM THERE'S A IN DRAWINGS I'VE SEEN . IT LOOKS PRETTY CLOSE, LIKE WHERE THEY'RE PUTTING THE REFRIGERATED AREA TOWARDS THE BACK. WE HAVE A PROBABLY 100 YEAR OLD OAK TREE IN THE BACK. IT'S VERY, UM IT'S NOT BEEN DEEMED BY THE STATE OF TEXAS AS IMPORTANT, BUT IT IS TO MCKINNEY AND SO WE WANT TO MAKE SURE IT STAYS ALIVE DURING CONSTRUCTION.

WE'RE CONCERNED ABOUT WHERE THEY'RE GOING TO PUT THE TRASH REMOVAL SYSTEM. UM AND WE HAD ISSUES WITH THE PREVIOUS BUSINESS THAT WAS THERE. THE DUMPSTER PEOPLE WOULD COME AT FIVE IN THE MORNING AND WAKE US UP OUR BEDROOMS JUST RIGHT OFF OFF OF THE UM, THE PARKING LOT.

THEIR UM, WE WERE LOOKING AT, UH THE DRAWINGS THAT HAVE BEEN PRESENTED OR THEY'RE GOING TO PRESENT YOU AND WE'RE NOT SURE ABOUT THE FENCE. WHAT IT'S MADE OF HOW IT SEPARATES OUR PROPERTIES. WHAT THE LANDSCAPING IS GOING TO BE. THIS IS THE PROJECT THAT YOU'RE LOOKING AT RIGHT HERE. IT MOST RECENTLY IN ITS HISTORY WAS THE HERITAGE HARDWOOD FLOORS. SOME OF YOU MAY REMEMBER IT AS THE OLD AND P OR THE OLD SEARS, ROEBUCK OR THE OLD MCKINNEY EXAMINER. BUT EXCUSE ME, MCKINNEY COURIER GAZETTE BUILDING OR THE OLD PACK WAY SUPERMARKET. IT HAS HAD MANY ITERATIONS SINCE ITS CONSTRUCTION SOMETIME AFTER 1933 AND BEFORE 1947. IT IS A BRICK BUILDING AND HAS METAL PANELING ON THE PRIMARY FACADE. IT'S A VERY MINIMALIST MID CENTURY, YOU KNOW, MID 20TH CENTURY KIND OF COMMERCIAL STRUCTURE THERE IN THE MIDDLE OF ON THE EDGE OF TOWN, KIND OF JUST OUTSIDE OF THE HISTORIC COMMERCIAL AREA OF DOWNTOWN. YOU'LL SEE HERE. THIS IS THE PROPOSED RENDERINGS FOR IT TONIGHT. WHAT WE ARE LOOKING AT IS THE CERTIFICATE OF APPROPRIATENESS AS I MENTIONED WE AREN'T LOOKING AT THE USE OF THE BUILDING OR THE PARKING LOTS OR THOSE KINDS OF THINGS. THOSE ARE ALL THINGS THAT WOULD BE CONSIDERED UNDER THE SITE PLAN. THIS IS A USE THAT IS APPROPRIATE. EXCUSE ME. THIS IS A USE THAT IS ZONED FOR THIS AREA. THERE'S STILL A LONG VIRGINIA BUT NEAR THE CHURCH STREET SIDE OKAY, SO THE BUILDING THAT WE SEE HERE IS AS I MENTIONED A BRICK BUILDING . WE HAVE GIVEN YOU KIND OF A SUMMARY AND THE STAFF REPORT OF THIS BUILDING AND WHAT'S GOING ON WITH IT. IT DOES HAVE TO HAVE A CERTIFICATE OF APPROPRIATENESS REVIEW. UM THIS IS THE WEST ELEVATION OF THE BUILDING. NOT TOO MANY CHANGES ARE HAPPENING ON THIS BUILDING ON THIS PARTICULAR FACADE OF THE BUILDING, BUT YOU CAN SEE THERE WILL BE ADDING SOME WINDOWS HERE THAT ARE ROUGHLY, BUT NOT EXACTLY IN THE PLACE OF OLD WINDOWS. IT'S A LITTLE HARD TO SEE THE OLD WINDOWS ON THE PICTURE, BUT THERE WERE OLD WINDOWS AND SIMILAR PLACES IN HERE IN THE SIDE, AND THEN THEY'RE ADDING A DOOR TO THAT ELEVATION. THIS IS THE NORTH ELEVATION. THIS IS THE ELEVATION THAT ABUTS THE RESIDENTIAL SIDE AND YOU CAN SEE THAT THEY'RE PROPOSING TO ADD A COOLER HERE KIND OF STUCCO COOLER THERE, AND THIS SHOWS THE BACK VIEW OF A PERGOLA. ADDED TO THE EAST SIDE OF THE BUILDING. AND DOWN HERE YOU CAN SEE THE EXISTING BUILDING. IN THE BACK. HERE'S THE EAST ELEVATION WHERE WE'LL START TO SEE MORE OF THE CHANGES THAT ARE PROPOSED. SO THIS IS WHAT LOOKS TOWARDS THE SQUARE COMING DOWN VIRGINIA STREET LEAVING DOWNTOWN. THIS IS KIND OF THE FIRST GLIMPSE. YOU GET A BIT OLD BAY DOORS FROM TRUCKS BRINGING MATERIALS INTO THE BUILDING AND THE CORNER OF THE FRONT CORNER OF THE BUILDING RIGHT HERE. THIS IS THE BIGGEST AREA OF CHANGE RIGHT HERE AND ON ITS MATCHING CORNER ON THE FRONT. WHERE THIS TOWER WILL BE ADDED. THIS PIECE THAT YOU SEE IN THE ELEVATION HERE, THE PERGOLA AND THIS LOW, LOW WALL WHERE IT SAYS TREKS PLANTERS. THAT'S AN ADDITIONAL PERGOLA THAT'S BEING ADDED TO THE SIDE OF THE BUILDING. THAT BUILDING HAS THAT PARTICULAR PERGOLA CAME IN EARLIER FOR REVIEW AND WAS ALREADY APPROVED BY STAFF FOR A CEO A FOR THE PARK VILLA ITSELF . SO THAT'S NOT SOMETHING WE'RE LOOKING AT TODAY. WE ARE JUST LOOKING AT THE BUILDING PIECES. SO THE BUILDING HERE AND THE LITTLE TOWER ON THIS CORNER. AND THEN HERE'S THE FRONT OF THE BUILDING. SO THE REASON THAT WE

BROUGHT THIS TO YOU ALL TODAY IS BECAUSE WHEN WE REVIEW STAFF, OPEN STAFF REVIEWS, CERTIFICATES OF APPROPRIATENESS AS WE'VE TALKED ABOUT BEFORE WE LOOK AT THE PRIORITY OF THE BUILDING. WE GO THROUGH THE DESIGN CHECKLIST TO LOOK AT ALL THE DIFFERENT ELEMENTS AND WE COMPARE IT TO THE GUIDELINES ESTABLISHED BY THE SECRETARY OF THE INTERIORS STANDARDS FOR REHABILITATION. SO WHEN WE LOOK THROUGH THOSE STANDARDS, THERE ARE 10 OF THEM . WE FOUND THAT THERE WERE FIVE DIFFERENT STANDARDS THAT THAT WE COULDN'T EASILY FIT THIS INTO THAT WE COULDN'T GET THIS EASILY APPROVE. BE APPROVED THROUGH AND SO WE BROUGHT IT TO Y'ALL FOR Y'ALL TO MAKE THE DECISION MASK . THE REASONS THAT WE LOOKED AT, UM I KIND OF HAD SOME RESERVATIONS AND DIDN'T COULDN'T GET IT TO QUITE MEET WITH THE STANDARDS ARE THAT PRIMARILY CENTERED AROUND THE FACT THAT THIS CORNER IS BEING CHANGED? AND SO YOU'LL SEE. HERE WE HAVE A STRONG COLUMN ON THIS CORNER HOLDING UP THE BUILDING HERE. ANOTHER STRONG COLUMN ON THIS SIDE AND THE PROPOSED DESIGN THIS CORNER IS TAKEN OUT AND REPLACED WITH THAT GLASS BLOCKS. IN THE SECRETARY STANDARD SECRETARY OF THE INTERIOR STANDARDS IF YOU WERE TO LOOK AT STANDARD NINE, IT SAYS, IF YOU'RE GOING TO ADD NEW ADDITIONS TO THE BUILDING THEY SHOULD BE DONE IN SUCH A WAY THAT IT CAN BE EASILY REVERSIBLE. AND SO THIS DESIGN ISN'T QUITE EASILY REVERSIBLE BECAUSE YOU'RE GETTING RID OF EXISTING BUILDING MATERIAL AND EXISTING STRUCTURAL OOPS WENT TOO FAR. EXISTING STRUCTURAL PIECES. IN ORDER TO MAKE THIS COLUMN THIS GLASS BOX RIGHT HERE. THE OTHER STANDARDS THAT WE ADDRESSED IN THE STAFF REPORT THAT YOU'LL SEE IN FRONT OF YOU ARE THE HISTORIC CHARACTERS AND CHANGES THERE. ONE OF THE CHARACTERISTIC FEATURES OF THIS BUILDING IS THAT THE AWNING SITS ABOVE THE WINDOWS. SO MANY OF THE BUILDINGS DOWNTOWN. YOU HAVE THE STOREFRONT WINDOWS. THEN YOU HAVE AN AWNING. THEN YOU HAVE TRANSOM GLASS ABOVE IT. THIS PARTICULAR BUILDING DOES NOT HAVE THAT IT'S GOT JUST THE LARGE WINDOWS AT THE BOTTOM AND THEN THE AWNING. THE PROPOSAL SHOWS. CHANGING THAT LAYOUT AND ADDING ADDITIONAL TRANSOM WINDOWS TO THE TOP, SO THAT WOULD BE KIND OF REMOVING ADDITIONAL EXISTING BUILDING TO TURN THEM INTO ADDITIONAL WINDOWS UP THERE. SO THAT WAS ANOTHER ELEMENT THAT WAS WAS KIND OF A CHANGE FROM STANDARDS. UM AND THEN, UM, THE OTHER ISLAND ITEM 10 IS NEW ADDITIONS SHOULD BE UNDERTAKEN IN A MANNER THAT THAT IF THEY REMOVED THE INTEGRITY OF THE BUILDING WOULDN'T BE NECESSARILY DAMAGED . THE QUESTION HERE WITH THE TOWER IS THAT BY REMOVING BY REMOVING THAT CORNER OF THE BUILDING. IT'S A LITTLE HARDER TO PUT IT BACK BECAUSE YOU'RE TAKING AWAY EXISTING BUILDING MATERIALS. SO UM. THIS IS A SITE PLAN OF THE BUILDING JUST TO SHOW YOU THAT THEY'RE REALLY NOT CHANGING THE EXACT FOOTPRINT OF THE BUILDING, SO THE FOOTPRINT IS PRETTY MUCH STAYING THE SAME. AS IT IS NOW. IT'S REALLY JUST ABOUT THIS LITTLE CORNER GOING AWAY RIGHT THERE. THE REST OF THE BUILDING. PRETTY MUCH STAYS THE SAME, AND THEN THEY ARE ADDING AN ADDITION TO THE BACK OF THE BUILDING THAT COOLER IN THE BACK SPACE THERE. SO THE PARKING LOT IS STAYING PRETTY MUCH THE SAME ON THIS SIDE THERE , JUST IMPROVING IT A LITTLE BIT WITH SOME IMPROVED SIDEWALKS. AND THEN THE PARKING LOT ON THIS SIDE GOT A LITTLE SMALLER BECAUSE OF THAT PERGOLA THAT'S ALREADY BEEN APPROVED. AS I MENTIONED THERE WERE THE FIVE DIFFERENT STANDARDS THAT WE LOOKED AT. WE HAVE TO WHERE WE WERE RECOMMENDING DENIAL OF THIS. BASED ON THESE, THESE FIVE STANDARDS NOT BEING MET. AND SO YOU CAN SEE HERE. THIS IS JUST A SUMMARY OF WHAT I MENTIONED ALREADY STANDARD TO REMOVING THE CORNERS STANDARD. ALSO THE WINDOWS BEING ALTERED AND CHINA CHANGING THE CENTRAL ENTRY AND PUTTING IT ON THE CORNER.

STANDARD FOUR STANDARD FOUR IS ONE THAT WE DON'T SEE A WHOLE LOT, UM IN DOWNTOWN BECAUSE A LOT OF THE BUILDINGS HAVEN'T HAD CHANGES THAT HAVE LASTED A LONG TIME. THIS ONE HAS HAD SLIPCOVERS ON THE FRONT OF IT. THEY KIND OF HAVE BEEN CHARACTERISTIC OF THIS BUILDING FOR MANY, MANY YEARS SINCE AT LEAST THE 19 EIGHTIES. AND THE CELL. THAT'S THAT PARTICULAR ELEMENT AND THEN FIVE WE TALKED ABOUT THE WINDOW BAY WINDOW DOORS AND THE KIND OF SIZE AND LOCATION OF THE WINDOWS. THERE'S ALSO THE BAY DOORS ON THE EAST SIDE THAT WERE BEING IN FILLED.

SO TO REITERATE THE TOWER TAKES OUT A BASICALLY THAT CHUNK OF CORNER REALLY EXISTING CORNER IS IN THE PERGOLA. IT LOOKS BIGGER THAN IT IS, BUT IT'S JUST THE PERGOLA THAT MAKES IT LOOK WIDER WHEN THEY'RE NOT BUILDING ANY MORE TO THE STRUCTURE. NO, THE PERGOLA ACTUALLY SITS KIND OF ATTACHED TO THE SIDE OF THE BUILDING. SO IF YOU LOOK HERE, THERE'S A NEW COLUMN RIGHT THERE AND RIGHT THERE. HOLD ON. LET ME START AT THE TOP 1234 NEW COLUMNS LIKE STUCK TO THE OUT, SO IT'S A PERGOLA STRUCTURES COMPLETELY BY ITSELF. AND SO THAT'S BEEN APPROVED ALREADY, AND SO REGARDLESS OF WHAT THEY DO TO THE REST OF THE BUILDING, THEY COULD STILL GO PUT THE PICCOLO THERE AND THE DOORS THAT ARE IN QUESTION THERE. THE DOORS ON THE EAST SIDE, THE THOSE BLUE HIMSELF. OH THOSE BLUE DOORS. OKAY SO HERE THEY'RE FILLING IN THE BAY DOORS. AND THEY'RE THEY'RE PROPOSING HERE TO FILL THEM IN, SO THEY WON'T BE BAY DOORS ANYMORE AND REPLACE THEM WITH THIS KIND OF OPEN METAL SCREEN THERE TO GROW PLANTS ON KIND OF COVERED THAT UP. US TO HAVE THE C O A APPROVED HERE, UM, BECAUSE IT FIT EXACTLY WHATEVER GUIDELINES THEY HAD IMPARTED ON THIS. UM SO PRESIDENT SPENT A LOT OF MONEY OFF OF OUR TIME DESIGNING THIS FOR THE THIRD TIME BECAUSE ALL THE COSTS CAME BACK WAY TOO HIGH. YOU EVERYBODY KNOWS THAT COVID HAS WREAKED HAVOC ON CONSTRUCTION PRICES. SO EVERYTHING WAS MUCH MORE EXPENSIVE ONCE WE ACTUALLY ENDED UP GETTING TO PRICE IT AND BUILD IT AFTER COVID. SO THIS IS WHERE WE'RE ENDING UP, WHICH IS STILL GOING TO BE A FANTASTIC, SUCCESSFUL RESTAURANT. WE ORIGINALLY HAD A BREWERY ASPECT THAT WE'RE GOING TO BREW AND NOW THEY'RE GONNA OFFSITE BREW AND JUST THIS IS JUST A RESTAURANT. I JUST WANT TO MAKE SURE YOU UNDERSTAND HOW MUCH EFFORT AND TIME AND MONEY PRESIDENT HAS PUT TOWARDS NOT ONLY THIS DESIGN BUT ALSO IN MY TIME, BUT THE CORNER ASPECT OF THIS ENTRY HAS BEEN A PART OF OUR DESIGNED FROM THE BEGINNING. SO UM, I DON'T KNOW IF THAT WAS THE DIFFERENCE IN THE QUALITY OF THE PICTURE, BUT I HAD I DID HAVE PEOPLE APPROACH ME, SAYING THAT THEY WERE DISAPPOINTED IN THE QUALITY.
