I'M HERE TODAY TO CHALLENGE SOME OF THE CLAIMS BEING MADE BY OUR CITY GOVERNMENT AND OUR ECONOMIC DEVELOPMENT CORPORATION REGARDING THE PROPOSED TERMINAL AT MCKINNEY NATIONAL AIRPORT, AND THE PROPOSAL TO HAVE HEY, BOND. UH, ELECTION COMING UP. I'M DISAPPOINTED THAT THE AGENDA WAS NOT COMPLETELY FORTHRIGHT IN TERMS OF WHAT THEY THE ITEM WAS ON THE AGENDA. I HAD TO ASK FURTHER QUESTIONS. PLEASE UNDERSTAND THAT I AND MANY OTHERS WOULD BE THRILLED. THRILLED TO HAVE MCKINNEY PROVIDE COMMERCIAL AIR SERVICES , AND WE WOULD BE MORE THAN THRILLED IF SOME OF THE STATEMENTS MADE BY OUR GOVERNMENT AND OUR DEVELOPMENT CORPORATION WOULD PROVE TRUE.
FOR EXAMPLE. IT'S BEEN SAID THAT THE TERMINAL WILL BRING THOUSANDS THOUSANDS OF JOBS AND PROBABLY A BILLION DOLLARS ANNUALLY AND ECONOMIC IMPACT. THOUSANDS OF JOBS FOR A FOUR GATE TERMINAL. WELL I UNDERSTAND THE STUDIES HAVE BEEN UNDERTAKEN. THEY ARE CLEARLY BIASED IN FAVOR OF THE AIR TERMINAL AND CONTAIN UNDERLYING ASSUMPTIONS GIVEN TO THEM, SUCH AS ANNUAL PASSENGER LOAD. AND I BELIEVE THIS IS UNFORTUNATELY HYPERBOLE. IF IT'S NOT HYPERBOLE , THEN WHY FLOAT A BOND ISSUE AT ALL BECAUSE THE AIRPORT WOULD PAY FOR ITSELF. A SHORT TERM CONSTRUCTION LOAN WOULD BE ALL THAT'S NEEDED. IT'S BEEN ESTIMATED THAT THE AIR TERMINAL WAS SERVICE 500,000 PASSENGERS PER YEAR STARTING IN THE FIRST YEAR. THAT'S OVER 1300 PASSENGERS PER DAY. ASSUMING IT'S A REGIONAL AIRLINE THAT WOULD BE OVER 20 FLIGHTS A DAY AT 80% CAPACITY. DO WE REALLY THINK THAT'S GOING TO HAPPEN IN THE FIRST YEAR OF SERVICE. NOW I UNDERSTAND THAT COLLIN COUNTY ISN'T THE ONLY SOURCE OF PASSENGERS, BUT THAT NUMBER REPRESENTS APPROXIMATELY 1/4 OF THE ENTIRE POPULATION OF COLLIN COUNTY, FLYING EVERY YEAR OUT OF MCKINNEY AIRPORT. IT'S BEEN SAID THAT A FEW YEARS AGO AND UNDISCLOSED AIR CARRIER MAIDEN UNSOLICITED INQUIRY AS TO WHETHER TK I WOULD BE WILLING TO BE OPEN FOR COMMERCIAL AIR SERVICE. WE ARE TOLD WHO THIS CARRIER IS BECAUSE OF A NONDISCLOSURE AGREEMENT. WE ALREADY EVEN TOLD NON CONFIDENTIAL INFORMATION. SUCH AS WHAT TYPE OF CARRIER WHAT

BUT I HOPE YOU WILL LISTEN TO ME , ACCORDING TO THE BONDS COMMITTEE OWN PRESENTATION HERE IS A BREAKDOWN OF WHAT THAT COMMITTEE EXPECTS THE PUBLIC TO PAY. FOR THIS AIRPORT. FIRST OF ALL, THEY'RE GOING TO PAY $200 MILLION ON THE PRINCIPAL WILL BE ANOTHER $6 MILLION ON INTEREST, AND HERE'S ANOTHER LITTLE NUMBER THAT'S BURIED IN THAT PRESENTATION THAT DOESN'T GET A LOT OF AIR TIME IS THAT THERE IS GOING TO BE $132 MILLION OF SUBSIDIES FROM THE CITY TO FUND THIS AIRPORT UNTIL 20. 48 NOW, UM, JUST FOR THE RECORD, THAT'S ON SLIDE 23 OF THE FINANCE PRESENTATION THAT WAS MADE ON NOVEMBER 9TH. SO YOU CAN GO LOOK THAT UP SO THAT AMOUNTS TO $338 MILLION THAT THE CITY IS GOING TO BE COMMITTING TO THIS AIRPORT. THAT'S A LOT OF MONEY. AND IT NEARLY EQUALS THE MCKINNEY'S ANNUAL BUDGET ALMOST TO THE TO THE DARK. BUT AND SO SOME PEOPLE CALL THAT AN INVESTMENT. UM, BUT IS IT A GOOD ONE? SPENDING THAT KIND OF MONEY IS LIKE INVESTING AN ENTIRE YEAR SALARY ON A SINGLE AIRLINE STOCK. NO ONE CAUGHT WOULD CALL THAT A WISE INVESTMENT AT ALL. THE AIRLINE INDUSTRY IS ONE OF THE MOST UNPREDICTABLE, WORST PERFORMING UM. INDUSTRIES THAT YOU'RE GOING TO INVEST IN, ESPECIALLY WHEN IT COMES TO IT. PASSENGER AIR TRAVEL. IT'S JUST SO IN SHORT IF THE INDUSTRY IS TOO RISKY FOR MOST INVESTORS, HOW IS IT LESS RISKY? FOR PUBLIC FUNDS TO BE INVESTED. THAT'S A GOOD QUESTION. WHAT MAKES IT A BETTER INVESTMENT THAT THE PUBLIC INVEST IN THIS CENTER PRIVATE FIRM? WHEN IT COMES TO OUR CITY'S GROWTH. THE GOOD NEWS IS WE DO NOT NEED A COMMERCIAL AIRPORT TO MAKE GROWTH HAPPENED. WE DO NOT NEED PUBLIC FUNDS SPENT ON SOMETHING THAT THE PRIVATE SECTOR CAN ACCOMPLISH IF THERE IS A REAL DEMAND FOR IT. WE ALL WANT MCKINNEY TO BE A GREAT CITY. AND BY NOT PUTTING THIS BOND ON THE MAY BALLOT WILL FREE UP FUNDS FOR PARKS, PUBLIC SAFETY. DOWNTOWN REDEVELOPMENT, WHICH IS A BIG ISSUE COMING UP HERE, ROADS, WATER AND MORE FOR YEARS TO COME. I THINK THAT THERE'S A LOT MORE TO IMPROVE MCKINNEY THAN AN AIRPLANE. AN AIRPORT WOULD AIRPORTS DON'T MAKE GREAT CITY. WHAT'S A WHAT IS A GREAT CITY IS A PLACE WHERE PEOPLE CAN FEEL GOOD. AND THAT COMES FROM HAVING GREAT URBAN PARKS AND GREAT ARCHITECTURE. SO I ASK YOU I CALL I WANT YOU TO CALL OFF THIS WEDDING. THIS PLAN IS BEING PROMOTED AS A WIN FOR MCKINNEY VOTERS IN NORTH TEXAS RESIDENTS YET WHY ISN'T THE PLAN SOUND ENOUGH TO BE STRUCTURED AS A REVENUE BOND AS THEY WERE SAYING AND HAVE IT PAID FOR ITSELF? WHERE IS THE DETAILED FINANCIAL ANALYSIS OF THIS PROPOSAL? THE TOTAL COST AND WHERE THE 200 MILLION BOND MONEY WILL BE USED . HAVE ANY IMPACT STUDY HAS BEEN DONE. AND WHERE ARE THESE? WHAT HAPPENS IF THE $200 MILLION BOND ISSUE IS NOT ENOUGH, AND THE

MCKINNEY BUTTER SHOULD BE ASKING IF THIS PLAN FOR THE AIRPORT IS NOT SUCCESSFUL, WHAT OTHER AREAS OF THE CITY BUDGET WILL TAKE THE FINANCIAL HIT AND WHAT IMPACT WILL IT BE ON ON ON THEM PERSONALLY, OR WITH THIS PROJECTED MONEY LOSING PROPOSITION? HOW WILL MCKINNEY PAY FOR OTHER NEEDED CAPITAL EXPENDITURES SUCH AS THE $100 MILLION HIGHWAY 83 80 BYPASS AND INCREASING NEED FOR EXTENSIVE ROADS AND STREET REPAIRS? UM HOW WILL THE DARK SYSTEM SILVER LINE RAIL SERVICE FROM PLANO DIRECT TO DFW AFFECT THIS MCKINNEY NATIONAL AIRPORT. SO THERE WAS SOME OF THE SOME OF THE THINGS TO CONSIDER. AND AGAIN.
