THE DID OVER $370 MILLION THEY PARTICIPATED $307 MILLION IN PROJECTS AT A COST OF $33 MILLION. WHEN I JOINED THE BOARD WE HIRED PETER OVER THE NEXT FIVE YEARS. WE DID OVER $870 MILLION. WE PARTICIPATED IN PROJECTS IN MCKINNEY AND WE SPENT $41 MILLION THAT'S WHAT I CALL PHYSICALLY RESPONSIBLE AND ACTUALLY GROWING MCKINNEY THE RIGHT WAY. I MEAN THAT OUTSIDE OF THAT, YOU KNOW, WE CAN LIST ALL THE PROJECTS, BUT THAT TO ME ONE OF THE GREATEST ACCOUNTS ACCOMPLISHMENTS OF ME BEING ON THIS BOARD. SERVICE YES, I AM RUNNING FOR CITY COUNCIL AT LARGE, AND I WOULD LOVE FOR YOU GUYS TO SUPPORT ME. BUT THERE ARE YOU KNOW OUTSIDE OF THAT, TOO. I JUST WANT TO ENCOURAGE EVERYBODY TO PLEASE SIGN UP AND PARTICIPATE IN THE HUGS GALA THIS YEAR AND SUPPORT HUGS IN ANY WAY POSSIBLE. GOING THERE TO EAT MEAT. HAVE BOARD AND LIAISON UPDATES MR GRAHAM'S MCKINNEY. GOOD MORNING, MR CHAIRMAN, MR PRESIDENT. MEMBERS OF THE BOARD. MY NAME IS PAUL GRIMES CITY MANAGER. FULL OF MY NOTES HERE REAL QUICK. JUST A FEW THINGS TO SHARE WITH YOU LAST FRIDAY IN THIS VERY ROOM. WE HAD OUR ANNUAL STRATEGIC GOAL SETTING MEETING WITH THE CITY COUNCIL. THAT'S AN OPPORTUNITY FOR THE CITY COUNCIL AND ALL THE MEMBERS TO SHARE WITH US WHAT THEIR STRATEGIC PRIORITIES MIGHT BE OVER THE NEXT YEAR OR TWO. UM AND IT'S GENERALLY ALL OF THOSE STRATEGIC GOALS NEED TO ROLL UP AMONG ONE OF THOSE SIX PILLARS THAT HAVE BEEN SET FOR A NUMBER OF YEARS, AND THE COUNCIL TALKS ABOUT HOW, UM THEIR PRIORITIES MIGHT, UH EACH ONE OF THEM WILL SAY HERE'S WHAT OUR PRIORITIES

ARE THE NEXT COUPLE OF YEARS AND THAT'S KIND OF OUR WORK PLAN. THE REASON WHY WE DO IT AT THIS TIME OF YEAR IS BECAUSE THAT'S PART OF OUR BUDGET PROCESS. WE HAVE TO HAVE THE COUNCIL TELL US WHAT THEIR STRATEGIC GOALS ARE. TO EFFECTIVELY GIVE US A WORK PLAN. SO WE PREPARE A BUDGET THAT REFLECTS THOSE PRIORITIES. AND WE DO THAT EVERY YEAR. IN FACT, LAST YEAR WAS THE FIRST YEAR WE DID A FOLLOW UP SORT OF A DOUBLE PUMP SESSION. WE'RE GOING TO DO IT AGAIN THIS YEAR ON MARCH 17TH WHERE THEY WILL THEIR GOALS ARE OUTLINED. THEY GET SOME TIME TO CONTEMPLATE AND COGITATE. IF YOU WILL, WITH THAT THOSE GOALS AND THEN THEY WILL PRIORITIZE THOSE GOALS. AND IT'S A GOOD EXERCISE FOR THEM TO GO THROUGH TO SAY, LISTEN, IF EVERYTHING CAN BE DONE, WHAT ARE THE ONES THAT THE MOST IMPORTANT THAT'S VERY HELPFUL INFORMATION FOR STAFF? OF COURSE, AS WE MOVE FORWARD, WE HAVE AN ELECTION. OF COURSE. THE IS SET. UM, LAST FRIDAY, THE SPECIAL MEETING RIGHT BEFORE THE WORK SESSION OR THE STRATEGIC PLANNING SESSION. THEY ADOPTED LANGUAGE. SEPTEMBER WAS BEFORE DECEMBER ANOTHER IN A DIFFERENT ORDER ON THE AGENDA. BUT IF THAT'S OKAY WITH YOU ALL PROBABLY MAKE IT MORE SIMPLE THE WAY YOU PREFER. YEP SO, UM, YEAH, LET'S START HERE. AND TOTAL REVENUE. THAT WAS 21.2. WE HAD NO, YOU'RE FINE. SO WE HAD A AROUND 100,000 AND INTEREST INCOME FOR THE FISCAL YEAR 2022 AS WELL. MOVING ON TO THE EXPENDITURE SIDE. SO WE OPERATIONAL EXPENSES WE BUDGETED 3.2 MILLION ARE YOUR DATE AMOUNT WAS 2.8 MILLION AND PROJECT EXPENSES. WE HAD 26.8 MILLION BUDGET IN AND WE ENDED THE YEAR 10.1 MILLION. I WILL NOTE THAT THE 5.9 MILLION AND COMMITTED PROJECTS IN THE 3.9 MILLION AND BUILDING STRUCTURES IS GOING TO BE RE APPROPRIATED TO FISCAL YEAR 2023 THAT HAPPENS WITH THE TIMING OF PROJECTS AND SOMETIMES IT DOESN'T WORK OUT EXACTLY THE TIMING OF WHICH FISCAL YEAR THAT FALLS INTO, UM SO YOU'LL SEE THOSE EXPENSES. AND WHEN I'M GOING TO DECEMBER AND STUFF LIKE THAT, YOU'LL BE SEEING THOSE EXPENSES COME OUT. UM NON DEPARTMENTAL. WE'D BUDGETED 2.8 MILLION AND WE ENDED THE YEAR AT 2.8 MILLION. THOSE ARE SCHEDULED INS THAT SERVICE PAYMENTS SO THERE'S ALWAYS TOUT EXACTLY, UM , SO BIG PICTURE OF THE VERY BOTTOM LEFT. WE STARTED THE YEAR AT 20.3 MILLION AND FUND BALANCE. UM WE ADDED 21.2 MILLION REVENUE. WE SPENT 15.8 MILLION IN OUR ENDING FUND BALANCES. 25.8 MILLION AND THAT'S BASICALLY OUR STARTING POINT FOR 2023. AND I'LL ANSWER

SLIGHTLY GOING UP. IT KIND OF DEPENDS ON HOW, UM A LOT OF THE MONEY IS IN BOND POLES AND STUFF LIKE THAT THAT WE HAVE, BECAUSE YOU ALL HAVE DEBT SERVICE PAYMENTS THAT WE HAVE TO RESERVE. AND SO IT'S NOT. WE CAN'T PUT ALL THE MONEY INTO INVESTMENTS ACCOUNT, ESPECIALLY THE AMOUNT THAT HOSPITAL PROJECTS I DON'T WANT TO MY BASIS. IT'S HARD FOR US TO TIE ANY OF THOSE IN THE LONG TERM INVESTMENTS. A LOT OF IT IS SHORT TERM CS ANTICIPATED GOING UP SLIGHTLY, BUT NOT TREMENDOUS. ALSO MAYBE 150 RANGE FOR NEXT YEAR IS KIND OF WHAT I PLANNED, BUT DEPENDS ON YOUR CASH BILL, TOO. WE PLAN ON THE EXPENDITURES ARE RE APPROPRIATED. 2023 IS GOING TO PULL DOWN. Y'ALL'S CASH BALANCES IS JUST GOING TO LOWER THE AMOUNT THAT YOU ARE GETTING INTEREST ON AS WELL. SO ACCOMMODATION ABOVE THAT STILL SEE IT GOING UP, BUT NOT JUST THE WHOLE AMOUNT WHOLE LOT. THE QUESTIONS ON SEPTEMBER OKAY? DECEMBER WILL MOVE TO THE INCOME STATEMENT. I THINK IT'S HERE WE GO. OKAY SO FOR THE MONTH OF DECEMBER, THIS IS OUR THIRD MONTH OF FISCAL YEAR 2023 TO 25% OF THE WAY THROUGH. WE HAD A SALES TAX REVENUE OF 1.7 MILLION TOTAL REVENUE OF 1.8 MILLION. AND AS YOU MENTIONED, YOU CAN SEE THAT WE HAVE BUDGETED 287,000 ALREADY AT, UM 195,000. SO THAT'S KIND OF THE RANGE THAT YOU'RE LOOKING AT. UM I DO SEE THAT SLOWING DOWN, SO IT'S GOING TO BE ENOUGH TO $50 250,000 DOLLARS RANGE THAN THE YEAR. UM IF WE'RE LOOKING AT EXPENSES GOING DOWN TO OPERATIONAL EXPENSES WE HAD 132,000 FOR THE MONTH OF DECEMBER. AND PROJECT EXPENSES. KIND OF LIKE A MENTION. WE HAD $2.1 MILLION PAID OUT FOR, UM, THE MONTH OF DECEMBER AND LIKE I SAID LOTS OF THOSE WERE 2022 PROJECTS THAT WERE JUST THE TIMING OF IT. WE'RE JUST NOW WE'RE ABLE TO PAY THOSE OUT. UM AND THE NON DEPARTMENTAL EXPENSES. WE HAD 237,000 WHICH THE MAJORITY OF THAT IS YOUR DEBT SERVICE TRANSFER. SO IN TOTAL, WE HAD 2.5 MILLION EXPENDITURES FOR THE MOTHER DECEMBER, WHICH RESULTED IN A DECREASE OF 650,000. YOU CAN SEE THE BOTTOM LEFT. KIND OF WHAT WE'RE PROJECTING YOUR ENDING FUND BALANCE TO BE WHICH IS DOWN TO 9.5 MILLION. A LOT OF THAT IS DUE TO THE RE APPROPRIATION OF EXPENSES FOR 2022. WHAT KIND OF SEE HOW THE YEAR GOES OUT. IF WE'RE ABLE TO PAY OUT ALL THOSE PROJECTS THAT WE'RE EXPECTING TO, BUT LIKELY SOME OF THOSE ORGANS SHIFTED.

YOU CAN SEE THE OTHER INDUSTRIES WORTH NOTING CONSTRUCTION WENT DOWN, BUT LIKE IT'S THAT IS VERY VOLATILE AND A MONTH TO MONTH BASIS, DEPENDING ON THE ACTIVITY IN THE CITY. UM AND SOME OTHER THINGS WENT DOWN, BUT NOTHING WAS REALLY CONCERNING FOR ME. UM, LIKE I SAID, I'M LOOKING AT THIS. THEM RETAIL TRADES ONE MAIN CATEGORY. I KIND OF LOOK AT THE OTHER TOP TO SEE HOW THEY'RE TRENDING. BUT, UM IF I'M USING ANYTHING TO GO OUT THIS THIS IS RICK REAFFIRMING THAT I'M SEEING THIS THING IN THAT 5% RANGE MOVING FORWARD WITH OURSELVES AS 7% THIS MONTH.
