HOLD THAT MICROPHONE DOWN. IF YOU WOULD HELLO, EVERYBODY. AND TODAY I WILL BE TALKING ABOUT EDWARDS WILL DUTY FOR BLACK HISTORY MONTH AND I WILL BE BEGINNING SO EDWARD SWELLED, AND HE WAS BORN IN JULY. 16TH 18 66. FORMER SLAVES AGNES AND DAVID DODIE IN GREENWOOD, LOUISIANA. JOHNNY ONCE OR PRAIRIES, PRAIRIE VIEW STATE, NORMAL COLLEGE AND IN 18 92. JODIE CAME HERE TO MCKINNEY AND BECAME A TEACHER FOR FREDERICK DOUGLASS SCHOOL. AND THE PRINCIPAL FREDERICK DOUGLASS SCHOOL WAS T. J. DOUGLAS UNTIL 19 OH 11. HE RESIGNED FOR A DROP AT THE RAILROAD COMPANY. SO THEN THE SCHOOL BOARD HAD AN ELECTION AND JODI ONE D ELECTION. AND BECAME PRINCIPAL OF. OF FREDERICK DOUGLASS SCHOOL. DONNIE WASN'T ACTIVE PART OF HIS COMMUNITY AND IN 19 OH, TWO, HE GOT INTO POLITICS AND WAS A DELEGATE FOR THE 19. OH, TWO

[00:05:01]

COUNTY. REPUBLICAN CONVENTION. IN 1938. HE WAS SECRETARY TO ST JAMES'S METHODIST CHURCH, WHICH HAD SOME OF THE STUDENTS FROM THE WOODEN FREDERICK DOUGLASS SCHOOL GO THERE BECAUSE THERE'S SCHOOL WAS BURNT DOWN BY ARSONIST. IN 1939 VANS WERE PROVIDED BY THE BUT WORKS PROGRESS ADMINISTRATION AND THEY REBUILT THE SCHOOL OUT OF BRICKS AND LATER THEY RENAMED THE SCHOOL YESTERDAY. THE SCHOOL TO HONOR MR JODY. IN 1941 30 RETIRED AFTER SPENDING ALMOST 50 YEARS OF TEACHING AND 40 YEARS AS PRINCIPAL. IN 1947 30 AND HIS WIFE FELL ILL MAY 19TH 1947.

JODI DIED AT HIS HOME ON 16 OR SEVEN RAILROAD STREET HERE IN MCKINNEY, TEXAS. HIS WIFE LEFT BEHIND THEIR CHILDREN, GRANDCHILDREN AND GREAT GRANDCHILDREN. BUT THE SCHOOL LIVED FOR ANOTHER 20 YEARS UNTIL 1967 AFTER I CLOSED DOWN DUE TO DESEGREGATION. THAT'S THE END OF THE SCHOOL IS NOW HOLY FAMILY SCHOOL. THAT'S ALL FOR TODAY, EVERYBODY. THANK YOU FOR YOUR TIME. CALVIN, YOU ARE. HIGHLIGHT OF OUR YEAR. THANK YOU SO MUCH FOR ALWAYS COMING UP AND GRACING YOUR US WITH YOUR PRESENCE THE WAY PROBABLY EVERYONE HERE KNOWS, BUT MAYBE FROM THE CAMERA ANGLE. YOU DID NOT REALIZE IF YOU'RE WATCHING THAT HE DIDN'T READ ANYTHING. HE JUST COMES UP AND SPEAKS TO US AND HE'S JUST HIS BRILLIANT YOUNG MAN THAT'S AS AS WAS JUST SAID THAT YOU ARE A HIGHLIGHT OF FOR THIS COUNCIL WHEN YOU COME UP AND SPEAK AH! YES IT'S GONNA BE TOUGH TO FOLLOW. YEAH I DON'T I DON'T. I'M SORRY. WHAT LEE BRECKENRIDGE MORE.

RESPONDING TO AGENDA ITEM 23 0118 THE MAY 6TH ELECTION. I'M HERE TODAY TO PLEAD ONE LAST TIME TO ASK THAT YOU CONSIDER WITHDRAWING THE $200 MILLION BOND FOR THE MCKINNEY AIRPORT FROM THE BALLOT BEFORE THE DEADLINE OF FEBRUARY 24TH, THE CITY OF MCKINNEY AND MCKINNEY'S ELECTED OFFICIALS ARE PUTTING THE CART BEFORE THE HORSE BY PUTTING THIS AIRPORT BOND MEASURE ON THE BALLOT AND EXPECTING THE VOTERS TO TRUST THAT THERE WILL BE VIABLE AIRLINES COMING THAT WILL MAKE THIS A GOOD INVESTMENT AND NOT JUST AN INVESTMENT THAT WILL LINE THE POCKETS OF CONTRACTORS THAT BE HIRED TO DO THE CONSTRUCTION WORK. A COUPLE OF YOU HAVE SAID, WELL, YOU MUST HAVE THE MONEY BEFORE YOU CAN ATTRACT ANY AIRLINE. AND THAT IS JUST THE WAY IT WORKS. WELL, FORGIVE ME AND MANY OTHERS FOR NOT TRUSTING THAT YOU THAT THAT THIS WILL ALL BE OKAY. AND WHY THE RUSH? WHY NOT WAIT TO PUT THIS BOND ON THE BALLOT? AFTER ALL, THE ASSESSMENTS HAVE COME BACK AND CAN BE REVIEWED IN PUBLIC. YOU HAVE SAID, WELL, I WON'T VOTE FOR THE BOND OF THE RESULTS SHOW NEGATIVE IMPACT ON MCKINNEY CITIZENS. BUT THE AVERAGE CITIZEN WILL NOT GET THIS INFORMATION EVEN WITH YOUR OPEN HOUSE FORUMS, THE AVERAGE CITIZEN WANTS TO JUST GO TO THE POLLS AND VOTE AND NOT HAVE TO WONDER IF THEY'VE BEEN GIVEN ALL THE INFORMATION WITH THE PROJECT. THIS IMPORTANT THE VOTERS SHOULD SHOULDN'T HAVE TO GO TO OPEN HOUSES TO HEAR THIS INFORMATION. BUT OUR HISTORY SHOWS THAT 15 TO 20% OR WITH THE CURRENT REGISTERED VOTERS ABOUT 18 TO 24,000 VOTERS WILL GO TO THE POLLS FOR THE SPRING ELECTION. YEAH YOU EXPECT THEM ALSO TO GO TO OPEN HOUSE MEETINGS TO INFORM THEIR VOTE? THAT'S NOT LIKELY, AND IT'S NOT REALLY RIGHT FOR A PROJECT THIS SIZE. YOU SHOW THIS TO BE AN ECONOMIC DEVELOPMENT FOR COLLIN COUNTY. BUT HOW COME IT'S ONLY THE MCKINNEY VOTERS THAT WILL PONY UP THE MONEY? AND WHY SHOULD MCKINNEY VOTERS BEAR THE ENTIRE BURDEN INSTEAD OF ALL OF COLLIN COUNTY? THE CITY SCHOOLS DON'T GET THE REVENUE FOR THIS, AND THE PAYBACK IS NOT EXPECTED FOR 28 YEARS, OR 2048, ALL UNDER THE GUISE OF ECONOMIC DEVELOPMENT. I ALSO KNOW THAT THESE ARE GONNA BE SMALLER AIRPORTS THAT FLY IN AND FOR THE FIRST TIME THAT ANY OF THEM HAVE A REVENUE HICCUP. THEY'RE GOING TO CUT THESE REGIONAL AIRPORTS. THERE WAS GOING TO BE THE FIRST ONES TO GET CUT FIRST, AND WHO KNOWS IF THEY'LL EVER START UP AGAIN? IF YOU FEEL THIS IS TRULY IMMINENT, THAT NORTH TEXAS MUST HAVE A THIRD EFFORT OR IT'S GOING TO HAVE A THIRD AIRPORT.

THEN WHY AREN'T WE USING GRAYSON COUNTY AIRPORT, THE NORTH TEXAS REGIONAL AIRPORT? IT'S LARGE, AND IT'S READY TO GO, AND THEY ACTUALLY WANT PASSENGER SERVICE THERE. YOU HAVEN'T EVEN STARTED THE RUNWAY YET. YOU TALK ABOUT? LET'S LEAVE IT UP TO THE VOTERS. WELL, I SHARE A ZIP CODE WITH MCKINNEY AND I SHARE AN I S D. BUT I DON'T GET A VOTE. I AM GOING TO BE ONE OF THE ONES MOST

[00:10:07]

IMPACTED BECAUSE THESE BIG JETS ARE GONNA BE FLYING RIGHT OVER MY HOUSE. THANK YOU. CUTE DANIEL PORES. OH, HMM. YOU ARE. DISTINGUISHED YOUNG GENTLEMAN. I'M NOT GOING TO USE MY NOTES.

UM I HAVEN'T BEEN HERE IN A WHILE, AS YOU KNOW. UM I HAVE BEEN DOING A LOT OF CAMPAIGNING.

BLOCK WALKING, TELEPHONING AND ALL THAT, AND I WANTED TO SPEAK ABOUT THE AIRPORT BECAUSE MANY TIMES. WHEN I'M KNOCKING ON DOORS OR TALKING TO PEOPLE AT MY CHURCH, THEY SAY, WHAT'S THE DEAL WITH THE AIRPORT? NOW, HAVING BEEN. IN COMMERCIAL CONSTRUCTION. I HAD MANY MEETINGS WHERE WE WOULD RUN UP AGAINST THE NIMBYS. OKAY? NOT IN MY BACKYARD. WE ALSO RAN INTO THE BANANAS. BUILD ABSOLUTELY NOTHING ANYWHERE NEAR ANYTHING. AS SELFISH AS THAT IS. COUNCIL MEMBER FELTUS AND COUNCIL MEMBERS, PHILLIPS YOU GUYS HAVE SAID THIS WHOLE AREA IS GOING TO EXPLODE. IT'S THE COURSE OF GROWTH. AND WE'RE GOING TO GROW AND GROW AND GROW AND GROW. WE HAVE THE OPPORTUNITY. TO HAVE A SERIOUS IMPACT. THE MAIN RUB THAT I HEAR IS. WELL, I DON'T. I DON'T KNOW. WHY DO WE NEED AN AIRPORT? WHAT? WE NEED AN AIRPORT BECAUSE THERE IS A NEED.

AND ONE OF THE THINGS I DID WHEN I WAS IN BUSINESS IS I WOULD TELL MY PARTNERS. OUR JOB IS TO FIND A NEED AND FILL IT. I DON'T LIKE GOING TO LOVE FIELD. I CERTAINLY DON'T LIKE GOING TO THE FW. 10 OR 15 YEARS. WHO KNOWS? HOW WE'RE GONNA GET TO THE AIRPORT. I MAY BE BUZZING AROUND ON A DRONE OR I MAY HAVE A DRONE. COME AND PICK ME UP IN A BASKET. I DON'T KNOW, BUT THE FUTURE HAPPENS REALLY QUICK. WE CAN MAKE A MARK. WE GOTTA DO IT RIGHT? AND WE GOT TO SHOUT FROM THE ROOFTOPS. THIS IS WHAT WE'RE DOING. THIS IS WHERE WE'RE GOING, AND THIS IS HOW WE'RE GOING TO GET THERE. SO DO I SUPPORT IT? I SUPPORT IT. WITH THE CAVEAT OF. CAUTIOUSLY CAREFULLY WITH SERIOUS CITIZEN INPUT. THAT'S IT. HOW DID I DO? YEAH THANK YOU FOR APPROVAL. ALL RIGHT. APPRECIATE IT WILL NOW MOVE ON TO OUR CONSENT AGENDA. THESE ARMS CONSISTENT

[CONSENT AGENDA]

NONCONTROVERSIAL OR HOUSEKEEPING NAMES REQUIRED BY LAW AND MAY BE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER, MAKING SUCH REQUEST PRIOR TO EMOTION AND VOTE ON THE CONSENT ITEMS. IS THERE ANY ITEM COUNCIL WOULD LIKE TO PULL DOWN FOR DISCUSSION. THANKS. AND IF NOT ENTERTAIN, A MOTION WILL MAKE A MOTION. WE APPROVE THE CONSENT AGENDA. I'LL SECOND. ALL IN FAVOR. I OPPOSED. NOW MOVE TO REGULAR AGENDA. PUBLIC HEARING ITEMS THIS PORTION GENDER

[Conduct a Public Hearing to Consider/Discuss/Act on a Specific Use Permit to Allow for Telecommunications Tower Uses, Located on the South Side of Collin McKinney Parkway and Approximately 1,250 Feet East of Piper Glen Road, and Accompanying Ordinance]

CONSISTS OF ITEMS REQUIRING INDIVIDUAL CONSIDERATION BY THE COUNCIL. FIRST ITEM IS 220022 S U P CONDUCTED PUBLIC HEARING TO CONSIDER AND ACT ON A SPECIFIC USE PERMIT TO ALLOW FOR TELECOMMUNICATIONS TOWER USES LOCATED ON THE SOUTH SIDE OF COLLIN MCKINNEY, PARKER AND APPROXIMATELY 1250 FT EAST OF PIPER GLEN ROAD AND ACCOMPANYING ORDINANCE. THANK YOU, MR MAYOR, JENNIFER ARNOLD, DIRECTOR OF CLEANING AS YOU NOTED, THIS IS A SPECIFIC USE PERMIT. CONSIDER A CELL TOWER. ON THE SUBJECT. PROPERTY THE PROPERTY ZONING IS THE SUBURBAN OFFICE ZONING DISTRICT, WHICH DOES OBVIOUSLY REQUIRE THAT SCP FOR CONSIDERATION OF THE CELL TOWER ACTUALLY DO WANT TO NOTE THAT THIS IS THE FIRST TELECOMMUNICATIONS TOWER BEING PROCESSED UNDER THE NEW ZONING CODE VIA THAT S U P PROCESS, SO FROM AN ADMINISTRATIVE STANDPOINT, IT WAS DEFINITELY A LOT EASIER FOR US AS A STAFF WERE NOT HAVING TO CONSIDER A REZONING HERE. WE'RE ACTUALLY ABLE TO UTILIZE THAT S U P PROCESS. SO WITH THAT THE APPLICANT IS REQUESTING TO CONSTRUCT A MONOPOLY TELECOMMUNICATIONS TOWER ON THE SOUTHEASTERN PORTION OF THE PROPERTY. THE POLE ITSELF WOULD BE 115 FT IN HEIGHT WITH A FOUR FT LIGHTNING ROD. UM A STAFF EVALUATED THE REQUEST. WE DID NOTE THAT IT IS APPROXIMATELY 230 FT, AWAY FROM THE SINGLE FAMILY RESIDENTIAL PROPERTIES JUST TO THE SOUTHWEST. I MEAN, IT DOES MEET ALL OF THE REQUIREMENTS ESTABLISHED FOR TELECOMMUNICATION TOWERS OF THIS

[00:15:03]

NATURE. WE ARE SPECIFICALLY NOTED THAT THERE ARE NO EXISTING CELL TOWERS OR ELEVATED STORAGE TANKS WITHIN THE ONE MILE SEARCH RING THAT COULD ACCOMMODATE AT THE SERVICE THAT THIS ONE WOULD PROVIDE. AND WITH THAT WE REVIEWED THE REQUEST AND ARE RECOMMENDING APPROVAL. PLANNING AND ZONING COMMISSION ALSO CONSIDERED THE REQUEST AND RECOMMENDED APPROVAL AND A UNANIMOUS VOTE. I'M HAPPY TO ANSWER ANY QUESTIONS, AND I KNOW OUR AFRICAN IS HERE AS WELL. AS THE THIS MAY BE AN APPLICANT QUESTION, BUT HOPEFULLY THIS IS UP. MAYBE PRIOR TO BYRON NELSON.

THAT IS THE GOAL. YES SIR. SO DESPERATELY NEEDED. LET'S GO. YES SIR. ANYONE HAVE QUESTIONS FOR STAFF. IS THERE ANYONE FEEL THE NEED FOR THE AFRICAN TO COME UP? IS THERE A MOTION MOVED WITH YOU? WE APPROVED THIS, BUT I'M SORRY. I'M SORRY. PUBLIC BAD PUBLIC HEARING. IS THERE ANYONE THAT WOULD LIKE TO SPEAK TO THIS ITEM? OKAY? MY NAME IS MARK WALSH. I'M A MANAGING PARTNER OF LAW FIRM THAT'S LOCATED RIGHT THERE IN IN CRAIG RANCH, AND IT DOESN'T SOUND LIKE THIS IS A TERRIBLY CONTROVERSIAL ISSUE. BUT SINCE 2012 SINCE WE MOVED THERE, THIS HAS BEEN A BLACK HOLE OF CELL COVERAGE. THAT IS, FRANKLY AN EMBARRASSMENT WHEN THEY'RE DRIVING AROUND HAVING CLIENTS ON PHONES AND PEOPLE COME INTO YOUR OFFICE. SO ANYWAY, I KNOW THAT PLENTY OF PEOPLE HAVE SET IN NOTES OF SUPPORT IN FAVOR OF THIS, I WON'T BELABOR IT, BUT CERTAINLY IT'S A MATTER OF GREAT IMPORT TO ME AND THE PEOPLE THAT I WORK WITH EVERY DAY AND LIVE AROUND THERE, SO THANK YOU. THANK YOU. THANK YOU. ANYBODY ELSE? I CAN'T STAND IT. I CAN'T STAND IT. J.

GROGAN HERE FROM THE SALESMANSHIP CLUB, AND I JUST WANTED TO GIVE YOU A CHANCE TO RING THE BELL. MR AMERICA'S. I THINK THIS IS A WIN WIN FOR EVERYBODY FOR THE GOLF TOURNAMENT, THE BYRON NELSON AND OUR TITLE SPONSOR FOR THE NEIGHBORHOOD AND THE BLACK HOLE THAT EXISTS OVER THERE A LITTLE EXTRA REVENUE FOR THE KIDS AND FAMILIES. WE SERVE THE SALESMANSHIP CLUB, SO I HOPE YOU'LL PASS IT. THANK YOU. THANKS FOR COMING UP. ALRIGHT ENTERTAINER MOTION. MR MAYOR MOVED. WE CLOSED THE PUBLIC HEARING AND APPROVED. THIS ITEM IS SUBMITTED BY STAFF GO AHEAD. ALL IN FAVOR. I POST MOTION PASSES, MAKE SURE IT'S UP BEFORE. BYRON GET IT UP, BUT I HAVE A SHOVEL. ITEM 230124 CONSIDERING ACT ON AN ORDINANCE

[Consider/Discuss/Act on an Ordinance to Designate a Name for the Unnamed Arterial 5 Roadway that will Ultimately Extend from Custer Road (FM 2478), Adjacent to Aster Park, and Continuing East of Trinity Falls Parkway]

THAT DESIGNATED NAME FOR THE UNNAMED ARTERIAL FIVE ROADWAY THAT WILL ULTIMATELY EXTEND FROM CUSTER ROAD ADJACENT TO ASTRO PARKING CONTINUING IS TO TRINITY PARK FALLS. HELLO. HELLO. MY NAME IS ROBIN ROUTES TRAFFIC ENGINEER WITH THE CITY OF MCKINNEY. WE HAVE BEFORE YOU.

THEY ARE RENAMING OR NEEDING TO A NAME. THE ARTERIAL ROADWAY. ASTRA PARK IS A SUBDIVISION THAT IS COMING IN THAT IS REQUIRING THIS NAME BUT THIS NAME ALL OF COURSE, EXTEND ALL THE WAY FROM CUSTER RODE OVER TO EAST OF TRINITY. FALLS PARKWAY SO. IF YOU HAVE ANY QUESTIONS, I'D BE HAPPY TO ANSWER ANY QUESTIONS. I THINK YOU'VE GOT YOU'RE DOWN TO TWO SELECTED NAMES OUT OF THE COUNCIL SUBCOMMITTEE THAT RAIN STONE AND TALL GRASS. IN DISCUSSION. IT'S NOT ENTERTAIN A MOTION. WELL, HOLD ON. ABSOLUTELY TALLGRASS? MM HMM. ARRANGE THEM. WELL, IT'S KIND OF AROUND THE HONEY CREEK AREA. WHY DON'T WE NAME IT? HONEY CREEK? YES. SPEAK TO WHY WE HAD A LIST OF ABOUT EIGHT NAMES THAT CAME THROUGH AND FIREPLACE. LOOK AT EACH OF THOSE NAMES, UM AND COMPARE THEM WHETHER THEY CAN BE NAMED THAT AND SO OUT OF THE LIST OF NAMES THAT WERE PROVIDED US BY THE SUBCOMMITTEE THAT CAME BACK WITH THESE TWO AND THESE ARE THE ONLY TWO. THIS IS ALL WE COULD COME UP WITH. LET'S DON'T BE SO CRITICAL PART OF THE DON'T KNOW THE BRAIN. THE PAINSTAKING PROCESS. THERE IS HONEY CREEK DRIVE AND HONEY CREEK. THERE'S A NUMBER WAS ONE OF THE THERE'S HOW MANY. THERE'S A NUMBER OF HONEY CREEKS. I THINK THESE ARE REALLY LAME, BUT THAT'S JUST ME . I MAKE THE REMARK. THAT IS AWESOME. YOU KNOW, WE WERE THE BLACK LYNN PRAIRIE HERE, AND WE DID HAVE TALL GRASS AND SO IT STRIKES ME AS A GEOGRAPHICALLY APPROPRIATE NAME, NOT NECESSARILY MAKING IT ANY MORE SUBJECTIVE DEFINITIONS ON THAT, BUT IT'S ALSO EASY TO SPELL. AND EASY TO KNOW WHAT IT IS. WITH THAT. CHRIST MYSELF. I LIKE THAT, TOO. WE ACTUALLY NAMING THE STREET? YES, WE ARE RIGHT NOW. RIGHT NOW THEY'RE NOT LIKE A MOTION THAT WE NAMED THE STREET RANGE STONE. I'LL SECOND THE MOTION. IN FAVOR. I OPPOSED SO WHAT DO WE HAVE? ALL RIGHT, I

[00:20:14]

HAVE AN I THINK BOTH OF THEM. THAT WOULD PUT US IN A 33. I'M A DAY. I'M GONNA. AND THEN WE HAVE ONE ABSTAIN AND THREE YES WITH SOME OTHER NAMES. WE CAN WE CAN DO THAT. OR SOMEONE CAN MAKE A MOTION ON PROGRESS. SEE IF THAT PASSES MOTION TO PUT COUNCILMAN ROGERS ON THAT. YEAH. I'M OKAY WITH THAT, EVERY ONE OF THEM OFF. I'LL JUST FOR THE SAKE OF GOING THROUGH IT. I'LL MAKE A MOTION THAT TALL GRASS BE THE NAME OF THE STREET. OUR SECOND IN FAVOR. UH, I. ALL OPPOSED, SAY NAY, SO FOUR NAYS. WE CAN SCRATCH THAT ONE OFF. YEAH SURE . YOU CAN'T BE CONVINCED TO GO TO RAINSTORM. I'LL GO WITH RAIN STONES, SO I WILL CHANGE MY VOTE AND JUST DO ALL RIGHT. THAT'S FOUR VOTES FOR RAIN STONE OR I CAN GO BACK TO COMMITTEE INPUT FROM STEVE WILSON. WHO'S THE MAYOR OF TRINITY FALLS UP THERE, HUH? YOU LIKE BRANSTON? NO, HE DOESN'T. YOU'RE GOOD, WELL.

THAT'S WHAT WE NEED. WE NEED. WE HAVE FOUR VOTES THE BABY IN HALF. SCOUTS HAVE SOMETHING TO WEIGH IN HERE. I THINK NO, WE DON'T. OKAY WE'RE GONNA GO BACK TO THE DRAWING BOARD. WE'RE GOING TO COME UP WITH A MUCH BETTER NAME, SHIRLEY. DIGITAL CRESTOR. WHAT'S THAT TALL GRASS DRIVER? TALLGRASS DRIVE ALREADY. WELL HOW DID THEY GET PAST OUR I DON'T PRETEND YOU CAME FROM POLICE AND FIRE IN OUR G I S I THINK BY DEFAULT, FOR INSTANCE, DIFFERENT CITY THERE'S LABAN LABAN, PLANO. OR A MINUTE AGO, THOUGH WE DID HAVE FOUR VOTES. DID WE HAVE FOUR? DO WE HAVE FOUR VOTES? YES, YES. YOU GOTTA GET TO MAKE THE MOST ALRIGHT, SO I MAKE A MOTION TO NAME RAIN STONE. SECOND THAT MOTION ALL IN FAVOR, AYE. POST. OKAY WE'LL GO BACK TO THE DRAWING EMOTION TO CONVENE RECONVENE. EITHER THE COMMITTEE OR NEW COMMITTEE. I MAKE A MOTION THAT WE HAVE A COMMUNITY NEW COMMITTEE WITH MAYOR PRO TEM RODGERS. OKAY DR DRE FELTUS. AND CAN WE HAVE SOMEONE OUTSIDE COUNSEL? THAT'S UP IN THAT AREA. STEVE WILSON, WHO IS IN THAT AREA. IS THAT'S MY MOTION SAY, I'LL SECOND THAT ALL IN FAVOR. I OPPOSED. YOU GO. THERE YOU GO. ALL RIGHT. SO CLOSE. HMM. 230058 CONSIDER AND ACT ON APPOINTING A MEMBER TO THE MCKINNEY ECONOMIC

[Consider/Discuss/Act on Appointing a Member to the McKinney Economic Development Corporation (MEDC) Board of Directors]

DEVELOPMENT CORPORATION. THAT'S THE M E, D. C AND WE HAVE SPOKEN TO THE ALTERNATIVE. THE ALTERNATE RIGHT NOW IS MOHAMMED CASSIM AND INITIALLY MOHAMMED SHARE. UM HE HAD HIS RECENTLY CHANGED POSITIONS IF YOU WOULD JOB JOB SAID, THAT'S ALLOWED YOU NOW TO HAVE THE ABILITY AND WANT TO PARTICIPATE FULLY AND BE APPOINTED AS A FULL TIME MEMBER. IS THAT CORRECT? AND HE HAS BEEN SERVING AS AN ALTERNATE THROUGH THIS POINT. SO I'LL MAKE THAT MOTION THAT WE MOVE. MOHAMMED CASE, UM, UP TO A FULL MEMBER OF THE IMMEDIACY COMMITTEE. SECOND, THAT ALL IN FAVOR I OPPOSED.

OKAY, THERE YOU GO. WHAT ABOUT NOW FOR AN ALTERNATE? WE CAN WE CAN. WE DON'T HAVE TO DO THAT TODAY. IF THERE WOULD ANYONE LIKE TO GIVE MORE THOUGHTS SUBMIT MORE NAMES TO PUT IN SOME MORE THOUGHTS, AND WE HAVE TALKED A COUPLE OF PEOPLE THAT I THOUGHT MIGHT COULD DO IT AND THEY CAN'T AND SO I'M BUT I'D LIKE TO, UM RIGHT? I'D LIKE. TO NOMINATED JANINE MARSHALL FOR THAT POSITION. SHE'S IN COMMERCIAL BANKING. FEMALE ON THAT BOARD. I THINK IT WOULD BE GREAT. I THINK SHE'S VERY ASSERTIVE. SHE'S VERY KNOWLEDGEABLE ABOUT IT'S RELATED TO CORPORATE BUSINESS AND RECRUITMENT OF CORPORATE BUSINESSES, SO I WOULD LIKE TO SEE HER AS AN ALTERNATE, AND I'D LIKE TO PUT THE NAME FORTH AGAIN . WE COME BACK. WE HAVE TO DECIDE TONIGHT. BUT DIANA KIRKENDALL, WHO HAS SERVED ON P AND Z, I THINK WOULD BE A

[00:25:04]

CRITICAL UM BE A GOOD CRITICAL THINKER ON THAT BOARD AND I DON'T WANT TO GIVE THAT TO HER AGAIN. THAT WOULD BE ANOTHER WOMAN AS WELL. I WOULD LIKE TO PUT FORTH ROGER HARRIS. PARIS HE SERVED ON THE COUNCIL. HE'S UH THEN ON THE AIRPORT BOARD. HE UNDERSTANDS. WHAT WE'RE DOING WHAT WE'RE TRYING TO DO, AND SO I'M GOING TO MAKE A MOTION THAT WE TABLE THIS THERE'S THREE NET.

IS THERE ANOTHER NAME? ANYONE WANTS TO PUT FORTH THAT FOR AND THEN IF NOT, LET'S LET'S UH EACH DELIBERATE AND ARE YOUR SO LET'S TAKE SOME TIME AND DELIBERATE ON THOSE ARE THREE NAMES WE PUT FORTH SO EVERY CHANCE TO REACH OUT AND TALK TO THEM INDIVIDUALLY. AND WE'LL TABLE THIS ISSUE TO THE NEXT MEETING. IS THAT ENOUGH TIME? OKAY? YEAH PERFECT. SO. EVERYONE REACH OUT , SPEAK TO THOSE INDIVIDUALS. SO WE HAVE A FEEL EVERYONE HAS AN OPINION WHEN WE COME BACK, AND IF YOU DON'T KNOW CONTACT INFORMATION. I HAVE CONTACT INFORMATION ON ALL THREE OF THEM IF YOU NEED IT IN MY RECOLLECTION IS MR MAYOR AT LEAST WITH THE NOT BEING A BUT THE OTHER TWO DID APPLY FOR BOARDS AND I THINK WE'VE GOT THEM THEIR APPLICATIONS THERE. I THINK BACK IN THERE, BUT YEAH, YOU'VE GOT IT. SO THANK YOU. RIGHT ITEM 230059. DO WE DON'T KNOW THE MOTION WAS OFFICIALLY MADE AND VOTED ON, WAS IT ON MOHAMED. WE DID. I'M SORRY FOR

[Consider/Discuss/Act on Appointing a Member to the North Texas Municipal Water District (NTMWD) Board of Directors]

THAT SITE WHERE IT'S A NEW ITEM. NEVER MIND. I DON'T NEED TO MAKE A MOTION ON THE OTHER ITEM.

230059 CONSIDERING ACT ON APPOINTING A MEMBER TO THE NORTH TEXAS MUNICIPAL WATER DISTRICT BOARD OF DIRECTORS. UM I HAVE SPOKEN TO OUR ONE OF OUR MEMBERS WERE APPOINTED. ON THAT BOARD, ALSO TO THE DIRECTOR, AND I HAVE OPPOSED THE NAME OF DON PASCUAL, WHO HAS BEEN CITY MANAGER HERE IN THE CITY UNDERSTANDS THE CITY UNDERSTANDS WATER UNDERSTANDS THE NEEDS AND I THINK HE WOULD BE A TREMENDOUS ADDITION TO THAT BOARD. SO I WANT TO PUT HIS NAME FOURTH. WHAT? 2ND 2ND 203RD. MHM RIGHT. SO I HAVE A MOTION. I'LL MAKE MINE EMOTION AND THIS SECOND SECOND PHILLIPS ALL IN FAVOR. I OPPOSED RIGHT? THAT IS THE END OF OUR REGULAR AGENDA. PUBLIC HEARING ITEMS CITIZEN

[COUNCIL AND MANAGER COMMENTS]

COMMENTS THAT WE DON'T HAVE ANY. WE HEARD THOSE IN THE BEGINNING OF THE EVENING COUNCIL AND MANAGER COMMENTS. COUNCILMAN PHILLIPS STARTED YOUR END. I REALLY DON'T THINK I HAVE ANYTHING FOR YOU, MR MAYOR. SORRY THIS. I JUST WANTED TO THANK THE BLACK HISTORY MONTH COMMITTEE. WE THEY WORKED INCREDIBLY HARD TO BRING SOME FANTASTIC PROGRAMMING TO THE CITY THIS YEAR. JUST TO RECAP. WE HAD OPENLY. WE HAD EMMITT SMITH LAST THURSDAY. DEREK EVERS , WHO BUILT THE KAIZEN BUILDING RIGHT OFF 1 21, LOOKING FORWARD TO HAVING THE FIRST BLACK MAYOR OF DALLAS, RON KIRK ON THIS THURSDAY AT THE SHERATON AT 5, 30. PM SO PLEASE JOIN US FOR RIVETING DISCUSSION WITH HIM HAD A BLAST AT THE SOUL TRAIN PARTY IF YOU MISSED IT, I'M SORRY YOU MISSED A GREAT PARTY BUT HAS HAD A WONDERFUL, WONDERFUL TIME. BUT I WORK WITH A NUMBER OF PEOPLE WHO LOVE THIS COMMUNITY WHO ARE VERY INVESTED IN THIS COMMUNITY WHO PUT IN THEIR TIME. TO BRING THIS PROGRAMMING. I JUST WANT TO SAY THANK YOU TO EACH NUMBER ONE OF YOU. UM THE ONE THING I WOULD LIKE TO TALK ABOUT THE AIRPORT. WE HAVE THIS LADY COME UP, AND I, YOU KNOW. I THINK SHE WAS PROBABLY FROM FAIRVIEW FAIRVIEW. AND SHE MADE A COUPLE OF COMMENTS THAT I FIND FASCINATING IS IT'S LIKE, OH, WE JUST WANT TO MAKE PUT SOME MONEY IN PEOPLE'S POCKETS AND WE'RE UP HERE AT THE COUNCIL. WE DON'T KNOW WHAT WE'RE DOING. SO WE'RE JUST HOPING TO GET IT TO THE VOTERS, AND THERE'S NOTHING THAT COULD BE FURTHER FROM THE TRUTH. WE FROM THE TIME THAT I'VE GONE BEEN ON CITY COUNCIL FOR THE LAST 7.5 PLUS YEARS. WE'VE BEEN TALKING ABOUT THIS, SO THIS IS SOMETHING THAT WE HAVE LOOKED OVER. WE HAVE SPENT MANY HOURS UM. GOING OVER. WE'VE GOTTEN DIFFERENT PROPOSALS WE'VE HAD COMPANIES COME IN AND WANT TO BUILD IT AND THEN RUN IT AND WE'VE LOOKED AT OVER IT AND OVER IT AND OVER IT, AND SHE SAYS. WELL, WE'RE GOING TO PASS THE BONDS IN HOPES THAT AIRLINES WILL COME THINKING THAT WE HAVE NOT DONE ANY DUE DILIGENCE TO KNOW THAT IF WE ONCE WE GET THE BONDS PASSED, THEN WE'LL ASK THE AIRPORTS AND THE AIRLINES IF THEY WANT TO COME. NOT NOT THE ISSUE. THAT IS, I MEAN, THAT AGAIN COULDN'T BE FURTHER FROM THE TRUTH. THE FACT IS THAT WE'VE HAD YOU KNOW, BOND COMMITTEE. THERE'S YOU KNOW 35 TO 40 PEOPLE THAT IN MCKINNEY THAT JUST REGULAR PEOPLE THAT YOU KNOW THAT WE JUST BROUGHT IN

[00:30:07]

HAD BEEN LISTENED. AND ALL OF THEM, YOU KNOW, OR FOR THIS. THEY THEY HEARD. WHAT WE ARE, AND YOU COULD HAVE WATCHED IT. IT WAS ALL PUBLIC. YOU COULD HAVE COME COME IN AND JOIN THE INFORMATIONAL MEETINGS. THEY LISTEN TO WHAT WE KNOW AND WHAT WE'VE BEEN LISTENING TO, UM AND THEY'RE ALL ON BOARD. SO IT'S NOT JUST WELL, THE CITY YOU KNOW , CITY COUNCIL IS JUST WILLY NILLY TRYING TO THINK ALL THIS JUST PASS THEM BONDS AND HOPEFULLY WE CAN DO SOMETHING.

UM, WE'VE WE'VE PUT HUNDREDS OF THOUSANDS OF HOURS AND IN ALL OF THIS MAN HOURS TO ACCOMPLISH, I THINK WHICH ACCOMPLISH SOMETHING THAT I THINK WILL BE GREAT FOR THE CITY OF MCKINNEY. THAT'S ALL HAPPENED. COUNCILOR BELLER. YEAH I JUST I WOULDN'T. THANK DR FILTERS AGAIN. THE PROGRAMMING FOR THE BLACK HISTORY MONTH HAS BEEN FANTASTIC. AND I'M I'M NOT A DANCER, BUT I DID GO TO THE SOUL TRAIN PARTY, BUT OR I GUESS MORE THAN THAT. I GUESS THE LECTURES ARE AWARE OF FIT A LITTLE BIT BETTER, BUT THE LINEUP OF PEOPLE YOU'VE HAD THIS THIS, UH THIS MONTH AND THIS YEAR HAS BEEN FANTASTIC. AND I'M LOOKING FORWARD TO THURSDAY NIGHT. THE CAP IT OFF. SO THANK YOU FOR ALL YOU'VE DONE FOR THAT. I DIDN'T WANNA THANK THE PARKS DEPARTMENT. THEY DID THEIR ANNUAL TROUT DERBY ON SATURDAY. UM AND TROUT FISHING IS, UM SOMETHING. I'VE DONE MY ENTIRE LIFE. I'VE GOT PICTURES OF ME AS A LITTLE 10 YEAR OLD KID CATCHING TROUT IN ARKANSAS. AND SO I LOVED WATCHING A BUNCH OF FAMILIES OUT THERE CATCHING TROUT. IN OUR COMMUNITY. UM SO THAT WAS A LOT OF FUN, AND THEY DID A GREAT JOB WITH THAT. UM AS PART OF THE BLACK HISTORY MONTH PROGRAMMING, THERE WAS A SPECIAL SERVICE ON SUNDAY AT ST JAMES CHURCH, WHICH THIS YEAR IS CELEBRATING THEIR 150TH YEAR. IN THIS COMMUNITY. AND SO IT WAS A FUN TIME. WHERE TO LEARN ABOUT THEIR HISTORY AND THEIR STORIES. UM, THAT THAT CONGREGATION HAS TO SHARE. UM THAT ARE PASSED DOWN FOR AS LONG AS THIS COMMUNITY HAS HAS EXISTED, UM, CONGRATULATIONS TO THEM ON THEIR 150 YEARS AND 2023 SO THAT'S ALL I HAVE. I DON'T HAVE ANYTHING. MY FAVORITE ATHLETE OF ALL TIME IS EMMITT SMITH. AND I GOT TO MEET HIM BECAUSE OF THE WORK Y'ALL DID, AND IT WAS SUCH A TREAT AND I COULDN'T MAKE SOUL TRAIN PARTY CAUSE I WAS SICK, BUT IT WOULD HAVE ROCKED THE WORLD WITH EVERYONE SEEING PAUL GRIMES AND BUYING THE EXACT SAME SHIRT FOR THAT THAT I DIDN'T GET TO WEAR WITH HIM. UM, ONE DAY, PAUL. UM I DON'T REMEMBER WHAT YEAR IT WAS WHEN MARKET STREET OPENED IN MCKINNEY, BUT IT CHANGED THE GROCERY GAIN IN MCKINNEY. WHEN THAT PLACE OPENED. IT WAS WONDERFUL, AND FOR HOWEVER MANY YEARS IT WAS UNDER THE VERY CAPABLE AND KIND MANAGEMENT OF MIKE FOSTER, WHO LAST YEAR MOVED BACK TO LUBBOCK. WE GOT NEWS YESTERDAY. THAT HE PASSED AWAY IN HIS SLEEP THE NIGHT BEFORE, AND. HE WAS A LEADERSHIP GRADUATE. HE WAS ON THE CHAMBER BOARD. HE WAS ON THE VOLUNTEER MCKINNEY BOARD. HE DID SO MUCH CONSISTENTLY. AND IT'S UH, I'VE SPENT THE LAST DAY REFLECTING ON WHAT A PHENOMENAL AND CONSISTENT LOVING MAN HE WAS TO THIS COMMUNITY. AND SO MCKINNEY'S GRATEFUL FOR MY FOSTER AND OUR PRAYERS ARE WITH HIS FAMILY. THANK YOU, MR MAYOR. CHARLIE YOU HAD SOMETHING. IT'S JUST ROMERO APOLOGIZE FOR LETTING YOU AND MY GIRLS AT MCKINNEY NORTH DOWN, BUT THEY'RE ON THE MARCH TO THE STATE CHAMPIONSHIP WITH THEIR FIRST ROUND PLAYOFF VICTORY 58 TO 38 OVER RED OAK ON MONDAY. YOU CAN REGISTER YOUR CHILDREN FOR THESE PROGRAMS ONLINE. AND THAT'S ALL I HAVE. UM I JUST WANT TO ECHO WHAT'S BEEN SAID ABOUT BLACK HISTORY MONTH. ALL THE EVENTS HOW INCREDIBLE HOW INSPIRING HOW EDUCATIONAL IT'S BEEN GREAT. AND THEN HOW FUN IT WAS. I MEAN, THEY'VE BEEN EDUCATIONAL AND IMPORTANT TO THE COMMUNITY, BUT THEY HAVE ALSO HAD SOME VERY, VERY FUN EVENTS.

AND DRE. I WATCHED YOU AS I WALKED INTO THE SANCTUARY WATCHING YOU SET THAT UP AND WORK AT EVERY EVENT. THEY'RE SETTING UP WITH YOUR TEAM. YOU HAVE JUST BEEN A JUST AMAZING AND ALL THAT YOU HAVE DONE AND IT WAS AN INCREDIBLE EVENT. THAT WAS AN INCREDIBLE EVENT, AND MY WIFE MAINLY PUTS ON EVENTS AND HAS FOR 30 YEARS AND SHE SAID. THAT'S THE BEST EVENT THAT I'VE EVER SEEN AND BEEN TO AND MAKES ME WANT TO RETHINK EVERYTHING I'VE EVER DONE. UM IT REALLY WAS THAT GOOD. IT REALLY WAS IT REALLY WELL ANOTHER MARRIAGE. SHE DEFINITELY HASN'T THOUGHT THAT, BUT I WAS TALKING EVENTS. UM BUT TRULY, THAT'S THAT'S UH, IT WAS INCREDIBLE. IT WAS REALLY GREAT. AND I ALSO GET I STRUGGLE , WHETHER WHETHER I SHOULD SAY ANYTHING OR NOT, BUT I MEAN, IT'S JUST IT'S UNSETTLING TO HEAR PEOPLE COME IN, AND IT'S ONE THING IF YOU'RE OPPOSED TO THE AIRPORT OF YOU HAVE REASONS TO BE OPPOSED. ABSOLUTELY VOICE THOSE AND THE WHOLE IDEA OF GOING TO THE VOTERS IN THIS BOND. HISTORY HERE FROM THE COMMUNITY AND WHAT THEY THINK.

BUT THERE'S A DIFFERENCE BETWEEN VOICING A CONCERN OR VOICING OPPOSITION AND ACCUSING THE COUNCIL OF BEING UNTRUSTWORTHY AND YOU KNOW, JUST TRYING TO LINE POCKETS OF OTHER PEOPLE.

NUMBER ONE IN COMMUNICATION ONE. OH, ONE TOUGH TO GET PEOPLE LISTEN TO YOU WHEN YOU START BY JUST MAKING BASELESS, FALSE, RIDICULOUS ACCUSATIONS THAT DOESN'T REALLY ENGAGE THE LISTENER, TOO. TO YOU KNOW, WANT TO HEAR WHAT YOU'RE SAYING? IT'S OFFENSIVE, AND BUT OUR JOB, OF COURSE, IS TO LOOK PAST ALL THAT WHICH WE DO, AND WE MUST. UM, BUT I WOULD RECOMMEND ANYONE THAT WANTS INFORMATION ON THE AIRPORT. IT'S ON OUR CITY WEBSITE HAS BEEN ON OUR MASTER PLAN, TALKING ABOUT COMMERCIAL PASSENGER SERVICE FOR WELL OVER A DECADE. THERE IS A VERY FACTUAL NOT NOT NONSENSICAL MADE UP INFORMATION YOU MAY FIND ON SOCIAL MEDIA, BUT ACTUAL FACTUAL DATA THAT'S BEEN ASSEMBLED. THROUGH REPUTABLE SOURCES. F A AND INDUSTRY LEADING CONSULTANTS THAT HAVE BEEN IN THIS INDUSTRY FOR DECADES. THAT INFORMATION IS AVAILABLE FOR EVERYONE TO SEE AND REVIEW AND CONTEMPLATE. UM BUT JUST HEARING COMMENTS LIKE, YOU KNOW, HAVING STARTED THE RUNWAY YET WE HAVE A RUNWAY RUNWAY IS THE SAME LENGTH AS THE GORDIE HAS RUN AWAY AND HAS BEEN FOR YEARS AND YEARS. IT'S A IT'S FLY MCKINNEY FLY DASH MCKINNEY .COM. IF YOU WANT TO KNOW FACTS ABOUT THE AIRPORT IF YOU WANT TO KNOW REAL DATA ON THE AIRPORT, UM FLY. DASH MCKINNEY .COM AND YOU'LL GET INFORMATION THAT IS ACCURATE AND NOT JUST, YOU KNOW, MADE UP. UM APPRECIATE EVERYBODY STEVE AGAIN. I WANT TO ALWAYS SAY THANK YOU TO YOU. YOU SHOW UP. YOU HEAR EVERY SINGLE MEETING OUTSIDE THE INCORPORATED CITY LIMITS, BUT YOU ARE MORE ENGAGED THAN 99.999% OF OTHER RESIDENTS IN THE INCORPORATE SUIT LIMITS BECAUSE YOU CARE ABOUT THIS COMMUNITY AND. AND ONE DAY IN 120 YEARS, TRAINING FALLS WILL BE INCORPORATED INTO THE CITY WHEN YOU PAY ALL THAT DEBT DOWN, BUT, UM, THANK YOU FOR JUST AND BE WILLING TO SERVE ON THE STREET NAMING UM.
