LADIES AND GENTLEMEN.I WOULD LIKE TO CALL TO ORDER THIS JOINT MEETING OF THE MCKINNEY INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES AND THE CITY OF MCKINNEY ON MONDAY, FEBRUARY 27TH, 2023, AND ANNOUNCE THAT A QUORUM OF BOARD MEMBERS IS PRESENT, THAT THE MEETING HAS BEEN DULY CALLED, AND THAT NOTICE OF THE MEETING HAS BEEN POSTED IN ACCORDANCE WITH TEXAS OPEN MEETINGS ACT GOV.
TEXAS GOVERNMENT CODE CHAPTER FIVE FIFTY ONE NOW WILL CALL TO ORDER, UH, THE MCKINNEY CITY COUNCIL, WHO IS HERE IN THIS JOINT SESSION AND ALSO IN QUORUM, UH, TODAY, FEBRUARY 27TH, 2023.
FIRST ON, UM, OUR AGENDA IS PUBLIC COMMENT.
UM, ITEM C AVIATION PROGRAM UPDATE.
THAT'S WHAT PIQUED MY INTEREST.
UH, I KNOW WE'RE GONNA BE GOING ROUND AND ROUND ABOUT THE AIRPORT.
UH, I HAVE PERSONAL EXPERIENCE WITH YOUNG PEOPLE WHO WANTED TO GET INVOLVED IN AVIATION, AND MY YOUNGEST DAUGHTER FLEW A PLANE WHEN SHE WAS IN SIXTH GRADE, AND IT WAS AN EXPERIENCE THAT SHE STILL TALKS ABOUT AT AGE 38.
UM, TALKING TO PEOPLE IN THE INDUSTRY, THEY'RE TALKING ABOUT SEVERAL THINGS.
ALL THE PILOTS ARE GETTING OLD.
THEY'RE RETIRING, SOME ARE BEING FORCED OUT.
BUT I CAN TELL YOU THIS ONE THING, PLANES DON'T FLY IF THEY DON'T HAVE MAINTENANCE PEOPLE, SKILLED PEOPLE.
I WOULD LIKE TO SEE THE AIRPORT, OUR EXISTING AIRPORT, OUR FUTURE AIRPORT, USED IN COORDINATION WITHOUT MY SD TO GET MORE KIDS FIRED UP ABOUT AVIATION.
I MEAN, YES, AN A AN AIRCRAFT AVIATION MECHANIC.
HE USES HIS HANDS, BUT BESIDES THAT, HE USES A COMPUTER.
HE CODES, HE DOES DIAGNOSTICS, LEVEL ONE, LEVEL TWO, LEVEL THREE, WHATEVER.
SO I JUST WANT TO IMPRESS UPON YOU THAT MANY YOUNG PEOPLE THAT I'VE DEALT WITH OVER THE YEARS, THEY GOT INTO IT AND THEY LIKED IT.
AND SOME OF THEM NOW, I MEAN, THEY, THEY HAVE FAMILIES AND THEY DRIVE NICE CARS, AND THEY LIVE IN NICE NEIGHBORHOODS, AND THEY'RE MAKING A NICE LIFE FOR THEMSELVES IN A JOB THAT THEY PROBABLY WON'T GET LAID OFF FROM BECAUSE THE DEMAND IS SO HIGH.
SO LET'S BE THINKING ABOUT THAT.

CAN YOU START IT OVER? I SPEAK TODAY WITH THE SUPPORT OF THE KEEP MCKINNEY UNIQUE PACK THAT REPRESENTS HUNDREDS OF MCKINNEY RESIDENTS WHO COULD NOT BE HERE TODAY TO OPPOSE THE 200 MILLION AIRPORT ON THAT IS ON THE BALLOT FOR THE MAY 6TH ELECTION.
IF A THIRD AIRPORT IN NORTH TEXAS IS NEEDED, THE GRAYSON COUNTY NORTH TEXAS REGIONAL AIRPORT IS READY TO SOAR, AS NOTED ON THEIR WEBSITE.
ECONOMIC GROWTH FOR MCKINNEY WILL CONTINUE WITH OR WITHOUT A COMMERCIAL AIRPORT.
SO THIS SPAWN SERVES ONLY TO TAX CITIZENS FOR THE OPPORTUNITY OF A LOCAL AIRPORT THAT WILL PROVIDE SUCH A TINY SELECTION OF FLIGHTS PER DAY 12 TO START, AND ONLY 20 BY 2050 ACCORDING TO THE WEBSITE.
SO 200 MILLION FOR MAYBE 20 FLIGHTS IN 20 YEARS.
WHILE MOST PEOPLE WILL INSTEAD CHOOSE THE SHORT DRIVE TO DFW OR LOVEFIELD WHERE THEY'RE AROUND A THOUSAND FLIGHTS PER DAY, MCKINNEY CITIZENS WILL NOT LOSE OUT ON ANY EQUAL ECONOMIC OPPORTUNITIES WITHOUT AN AIRPORT.
BUT IF THIS BOND PASSES, THEY WILL BE PAYING TAXES AND ALSO DRIVING ELSEWHERE FOR A CHEAPER AND WIDER SELECTION OF FLIGHTS.
ALSO, NOTE THAT THE ENVIRONMENTAL IMPACT STUDIES ARE NOT COMPLETED YET.
SO WHY PUT THE BOND ON THE BALLOT BEFORE THESE STUDIES ARE DONE WHEN THEY'RE LIKELY TO SHOW THAT IT'S A BAD IDEA FOR PASSENGER JETS TO BE TRAVELING NEAR WETLAND SANCTUARIES? THE AVERAGE CITIZEN WANTS TO JUST GO TO THE POLLS AND VOTE AND NOT WANT, HAVE TO WONDER IF THEY'VE BEEN GIVEN ALL THE INFORMATION WITH THE PROJECT THIS IMPORTANT, THE VOTERS SHOULDN'T HAVE TO GO TO OPEN HOUSES TO INFORM THEIR VOTE.

HISTORY SHOWS THAT 15 TO 20%, OR IF THE CURRENT REGISTERED VOTE IS ABOUT 18 TO 24,000, WE'LL GO TO THE POLLS.YET YOU EXPECT THEM TO ALSO GO TO OPEN HOUSES TO INFORM THEIR VOTE.
WELL, THAT'S NOT LIKELY, AND THAT'S NOT RIGHT FOR PROJECT THIS SIZE.
AND ONCE THAT BOND IS APPROVED, THE COUNCIL WILL THEN FEEL THAT THE VOTER HAS SPOKEN AND THEY'LL NO LONGER NEED OR SEEK ANY CITIZEN INPUT.
SINCE I DO HAVE MORE THAN A MINUTE TO SPEAK.
UM, I WANNA ALSO ADD THAT YOU MAY HEAR THE COUNSELOR PRESENTERS SAY THAT THEY WON'T VOTE ON THE BOND AT THE IMPACT STUDIES COME BACK NEGATIVE, OR IF THIS IS JUST THE WAY IT'S DONE AND, AND YOU HAVE TO HAVE THE MONEY BEFORE THE AIRPLANE LINES COMMIT TO BEING HERE, OR THEY'VE SECRETLY AGREED, BUT THEY'RE UNDER AN NDA, WELL, THAT'S THE DEFINITION OF PUTTING THE CART BEFORE THE HORSE.
AND THEN THE KITTY CITIZENS WILL JUST HAVE TO TRUST THAT EVERYTHING WILL BE OKAY.
AND I'M NOT SAYING NOT TO TRUST THEM AS I WAS ACCUSED OF LAST WEEK, BUT SIMPLY STATING THE FACT THAT ONLY THE MCKINNEY CITIZENS ARE EXPECTED TO FORK OVER THE MONEY FIRST.
AND I KNOW I DON'T PAY MY CONTRACTORS BEFORE THE WORK IS DONE AND TRUST THAT IT WILL BE DONE.
PLUS, WHY SHOULD THE MCKINNEY CITIZENS HAVE TO SHOULDER THE ENTIRE BURDEN FOR SOMETHING THAT THE ENTIRE REGION IS GOING TO, UM, BENEFIT FROM? WHY AREN'T THE SURROUNDING COMMUNITIES JUMPING IN? SO PLEASE, INVO INFORM EVERY CITIZEN TO VOTE NO.
AND YOU CAN SEE ME FOR A $14 YARD SIGN TO JUST SAY NO TO THE MCKINNEY COMMERCIAL AIRPORT.

THEY'RE CONNECTING, UH, ENVIRONMENTAL IMPACT STATEMENTS FOR BOTH PROJECTS AT THIS TIME.
SO BEGINNING IN 2000 AND ABOUT 17, TEXDOT STARTED THIS PROCESS TO, UM, EXPAND OR DEVELOP, UH, UM, A FREEWAY THAT GOES FROM THE EAST COUNTY LINE TO THE WEST COUNTY LINE, UM, TO HELP SERVE THE REGIONAL GROWTH THAT'S PROJECTED IN MCKINNEY OR IN IN COLIN COUNTY.
UM, THEY DIVIDED THIS PROJECT UP INTO FIVE DIFFERENT SEGMENTS, AND MCKINNEY HAS BEEN, UM, FOCUSED ON TWO SEGMENTS.
THE ONE OUTLINED IN RED, THAT'S THE US THREE 80 BYPASS, AND THEN THE, UM, IT'S HARD TO SHOW, BUT, UH, PURPLE UP THERE IS, UH, HIGHLIGHTED, UH, BY THE KIND OF THE GREENISH SLASH BLUE BOX, THE SPUR 3 99 EXTENSION.
SO I'M GONNA GIVE YOU A QUICK UPDATE ON BOTH OF THOSE, TELL WHERE WE'RE AT, AND THEN ANSWER ANY QUESTIONS THAT YOU MAY HAVE WITH THAT.
SO FIRST, UM, FOCUSING ON THE LEFT HAND BOX, THE SPUR THREE OR THE THREE 80 BYPASS HAS BEEN, UM, COMPRISED OF FIVE DIFFERENT SEGMENTS, VARIOUS COMBINATIONS OF A AND B, E, AND THEN C AND D.
AND SO, UM, TEXT DOT'S BEEN WORKING ON THE ENVIRONMENTAL IMPACT STATEMENT FOR THAT, AND I WILL SHOW YOU THEIR RECOMMENDED STATEMENT OR RECOMMENDED DECISION HERE IN A SECOND.
ON THE RIGHT HAND SIDE OF THE BOARD, UH, UP THERE WE HAVE THE TWO ALIGNMENTS THAT TEXT DOT WAS CONSIDERING FOR THE SPUR 3 99 EXTENSION, THE PURPLE ALIGNMENT ON THE TOP, AND THEN THE ORANGE ALIGNMENT ON THE, THE BOTTOM THERE, FOCUSING ON THE THREE 80 PREFERRED ALIGNMENT THAT TEXDOT JUST RECENTLY CAME UP WITH.
UM, THEY SELECTED THE BLUE ALIGNMENT, WHICH IS COMPRISED OF SEGMENTS A, E, AND C.
UM, WE ARE IN THE MIDDLE OF A PUBLIC COMMENT PERIOD.
UH, THEY HAD PUB HOSTED PUBLIC HEARINGS THE LAST TWO WEEKS, UH, AND MCKINNEY AND IN PROSPER, UM, THE PUBLIC COMMENT PERIOD GOES UNTIL MARCH 21ST.
SO IF YOU HAVE COMMENTS ON THIS PARTICULAR SEGMENT, I ENCOURAGE YOU TO GET ON TECH DOTS WEBSITE AND, UH, MAKE WHATEVER COMMENTS KNOWN THAT YOU WOULD LIKE TO.
UM, THEY ARE WORKING AFTER THE PUBLIC COMMENT, UH, PERIOD FI, UH, CLOSES TEXT OUT WILL WORK ON FINALIZING THE EIS S AND THEN THEY'RE MOVING TOWARDS WHAT'S CALLED A RECORD OF DECISION THAT WE ARE ANTICIPATING WILL BE IN SEPTEMBER OF THIS YEAR, SEPTEMBER, 2023.
ONCE THAT RECORD DECISION IS FINALIZED, TEXT OUT WILL THEN MOVE INTO THE RIGHT OF WAY ACQUISITION PHASE, UM, THEN MOVE INTO FINAL DESIGN, AND THEN UL ULTIMATELY INTO CONSTRUCTION.
WE DON'T HAVE AN EXACT START ON CONSTRUCTION DATE, BUT WE'RE, WE'RE LOOKING AT MAYBE 20, 28, 20 29, 20 30.
IN THAT TIMEFRAME, UH, THEY WOULD ACTUALLY START CONSTRUCTION ON VARIOUS SEGMENTS OF THIS ALIGNMENT.
I, I THINK, YES, SIR, NEEDS TO BE SAID THAT THE CITY OF MCKINNEY FOUGHT AGAINST THIS ONE.
WE, WE WE'RE NOT IN AGREEMENT WITH TECH DOT, WE DID NOT LIKE THEM COMING RIGHT THROUGH THE MIDDLE OF, OF WHERE THEY'RE COMING THROUGH.
AND, UH, SO I JUST, SO WHEN YOU LOOK AT IT AND THINK, OH, THE MCKINNEY SIGNED OFF ON THIS, WE DID NOT.
WE BASICALLY HAVE OR ARE WORKING WITH TECHO TRYING TO GET THE BEST ROUTE.

SO THE SPUR 3 99 ALTERNATIVE, UM, IS, IS MOVING A LITTLE BIT FARTHER ALONG FASTER THAN THE THREE 80 PIECE.

UM, SO THAT PUBLIC COMMENT, FINAL, UH, PERIOD IS FINALIZED OR CLOSED, AND THEY ARE FINALIZING THE EISS.
WE ARE EXPECTING A RECORDED DECISION FOR THAT PROJECT IN, UH, UH, MARCH THIS, THIS NEXT MONTH.
AND SO WE ARE EXPECTING TO MOVE FORWARD WITH RIGHT OF WAY ACQUISITION, UH, VERY SOON AFTER THAT.
NOW, THIS PARTICULAR ALIGNMENT DOES HAVE GO, UH, RIGHT BY PROPERTY, BY THE IS OWNED BY MIS D.
SO YOU SHOULD BE GETTING CONTACTED AS WELL BY TECH FOR THE ACQUISITION OF A, A SMALL SLIVER OF PROPERTY, UM, FOR THAT PROJECT OR FOR THAT PROPERTY.

THIS, UH, THIS ALIGNMENT WILL ALLOW FOR, UM, BETTER ACCESS TO, UH, THE PROPOSED EXPANSION OF THE AIRPORT.
THIS IS A QUICK SUMMARY OF THE TIMELINE OF THE EISS SEGMENT.
DOESN'T INCLUDE THE FEASIBILITY STUDY THAT WAS DONE CON CONDUCTED BEFOREHAND, BUT JUST TO HIGHLIGHT, WE'RE AT THE PUBLIC COMMENT PERIOD, UH, PUBLIC HEARING STAGES OF BOTH, UH, UH, OF THOSE PROJECTS.

UM, THE FREEWAY WOULD PASS OVER CUSTER BECAUSE OF THE VOLUME ON CUSTER.
THERE'S TECH DOTS STILL LOOKING AT HOW THE INTERCHANGE WILL FUNCTION THERE.

THIS WILL THE INTERSECTION WITH FUTURE WILMA DRIVE.
UM, AS PART OF THE ALIGNMENT, WE WILL BE, THE CITY WOULD BE MOVING DALE TO CONNECT IN THIS LOCATION.
UH, 1 61 IS ACTUALLY RIDGE ROAD, SO WE'RE PASSING UNDERNEATH RIDGE.
AGAIN, A SMALL DEPRESSION AS WE GO THROUGH AND PAST THE HEATHERWOOD SUBDIVISION.
UM, GOING UP AND OVER LAKE FOREST DRIVE.
UH, CONTINUING EAST, WE GO UNDER WHAT IS TAYLOR WILL BE TAYLOR BURKE DRIVE IN THE, UH, TAYLOR BURKE ROAD IN THE FUTURE.
IRWIN PARK IS ON THE NORTH SIDE HERE.
BLOOM DEL ROAD WOULD PICK UP AGAIN HERE AND GO EAST TOWARDS 75 BY THE COUNTY FACILITY.
THIS BRINGS HARDEN ROAD NORTH AND CROSSES OVER THE FREEWAY.
AND THEN AS WE COME HERE TO OUR CONNECTION WITH 75, YOU CAN SEE THERE WOULD BE DIRECT CONNECTORS, UM, BETWEEN THE US AND THREE 80 AND, AND 75.

FREEWAYS, UH, VERY COMPLEX INTERSECTION, LOT HOW PARKWAYS THERE CONTINUE ACCESS THERE.AND THEN MOVING, UM, EAST AGAIN OVER HIGHWAY FIVE.
THIS WOULD BE CROSSING OVER THE RAILROAD TRUCKS THERE TRACKS THAT ARE OUT THERE.
THE, UH, DART LINE, WHICH IS OPERATED BY DG AND O, THAT'S WHAT THAT SYMBOL WAS.
THIS WOULD BE TELEPHONE ROAD AS IT TIES INTO, UH, THE, THE FREEWAY.
AND THEN WE, WE'D ALSO HAVE FUTURE WILMOTH ROAD, UH, CROSSING OVER AS WELL.
AND THEN WE'RE HEADING BACK SOUTH, UH, WORKING TOWARDS TYING BACK INTO THREE 80.
WE HAVE AN UNNAMED ARTERIAL HERE THAT WOULD EVENTUALLY BE CONSTRUCTED.
UH, IF YOU GO OUT TO THE, UH, EAST THERE, THAT WOULD BE TO NEW HOPE.
AND THEN THIS WOULD BE, AND I DON'T HAVE A A GRAPHIC OF IT.
TEXDOT HASN'T REALLY SHARED IT WITH US.
THIS WOULD BE A MAJOR INTERCHANGE HERE THAT, UM, WOULD TIE INTO GOING SOUTH TOWARDS THE AIRPORT, AND THEN THIS WOULD CONTINUE A FREEWAY THAT EVENTUALLY GOES, WOULD KEEP CURVING KIND OF TO THE NORTH AND, UH, EAST THERE AND GO AROUND PRINCETON.
SO TEXTILE DID A REALLY GOOD JOB OF, UM, PUTTING THAT TOGETHER, I THINK GIVES A GREAT, OOPS, I DON'T, JUST START IT AGAIN.
CAN YOU GO BACK TO THE INTERSECTION THAT YOU REFERRED TO AS A NON-TRADITIONAL AND, AND KINDA EXPLAIN WHY THEY CHOSE THAT TYPE OF INTERSECTION? YEP.
WHAT THE ADVANTAGE IS OF, TO, TO HAVE THAT INTERSECTION.
SO THIS IS A CUSTER, THIS NON-TRADITIONAL INTERSECTION IS, OR, UH, INTERCHANGE IS CALLED A DIVERGING DIAMOND.
AND WHAT IT DOES IS IT MINIMIZES THE CROSSING MOVEMENTS THAT YOU HAVE ASSOCIATED WITH, UM, UM, A TRADITIONAL INTERSECTION THAT PUTS ADDITIONAL GREEN TIME BECAUSE YOU HAVE LESS CONFLICTING MOVEMENTS, YOU HAVE ADDITIONAL GREEN TIME TO SERVICE THE THREE DIFFERENT MOVEMENTS THAT ARE, THAT ARE HAPPENING THERE.

UH, IN 2022, TAX YEAR 22 FISCAL YEAR 2023 WAS A PARTICULARLY GOOD YEAR FOR US IN THOSE TERMS, WE GENERATED ABOUT THREE AND A HALF MILLION OF AD VALOR REVENUE WITH ABOUT, UH, 2.3 MILLION GOING TO THE MIS D AND OF COURSE, THE OTHER COMPONENTS GOING TO THE CITY, THE COUNTY, AND THE COLLEGE.
AND THEN JUST TO KIND OF RECAP WHAT, WHAT GENERATES THAT, THAT'S BASICALLY REVENUES FROM, UM, HANGERS AND IMPROVEMENTS THAT ARE BUILT ON THE GROUND LEASES THAT WE HAVE, AND THEN THE BUSINESS AIRCRAFT THAT ARE BASED THERE, THAT, THAT ALSO PAY, UH, TAXES ON THE VALUE OF THE AIRCRAFT.

SO ON THE SOUTH END, WHICH IS THE RIGHT, YOU SEE THAT 500 FOOT RUNWAY EXTENSION, THAT PROJECT IS UNDERWAY RIGHT NOW.
THAT'S ABOUT A $12 MILLION PROJECT, UM, THAT WILL BE COMPLETED TOWARD THE, UM, END OF THE FISCAL YEAR, AROUND SEPTEMBER OF THIS YEAR.
AND THEN WE WILL MOVE INTO TWO PHASES ON THE NORTH END TO CONSTRUCT AN ADDITIONAL THOUSAND FOOT WITH THE FIRST PHASE BEING A LOT OF EARTH WORK AND TIME TO SETTLE.
AND THEN WE'LL COME IN AND DO THE PAVEMENT FOLLOWING THAT IN A SECOND PHASE.
UM, THE NORTH END IS PROJECTED TO BE COMPLETED IN 2026.
THE GREEN IN THE MIDDLE IS A LARGE PROJECT TO, UM, EXPAND THE RAMP PARKING AREA, THE AIRCRAFT APRON AREA IN THE MIDFIELD, AND ALSO REHABILITATE AND REALIGN, UH, THE TAXIWAY IN THE MIDFIELD AREA.
UM, ALL IN, THAT'S ABOUT A $20 MILLION PROJECT.
WE HAVE A PROJECT THAT'S FINISHING UP RIGHT NOW IN THE, IN THE AIRFIELD IN THE ORANGE.
THAT'S BASICALLY JUST TO DO SOME DRAINAGE IMPROVEMENTS ABOUT A $2 MILLION PROJECT.
WE ARE CONSTRUCTING A NEW FBO TERMINAL THAT'S KIND OF RIGHT THERE IN THAT MIDFIELD AREA UNDERNEATH THE GREEN.
THAT'S ABOUT A 7 MILLION PROJECT.
WE HOPE TO BE MOVING INTO THAT BUILDING IN MAY OF THIS YEAR.
WE ALSO HAVE A PROJECT TO CONSTRUCT ANOTHER 40,000 SQUARE FOOT HANGAR, UM, WHICH IS ON THE SOUTH END OF THE FIELD, THE RED BOX IN THE, UH, ON THE RIGHT SIDE OF THE DIAGRAM.
AND, UM, THAT PROJECT IS A FINANCE DESIGN BUILD PROJECT IN CONJUNCTION WITH THE CONSTRUCTION OF A NEW CUSTOMS FACILITY IN THE KIND OF BLUE AREA THERE IN THE MIDFIELD.
JUST TO THE LEFT OF THAT, WE ARE UNDER CONSTRUCTION RIGHT NOW ON AN AIRFIELD MAINTENANCE BUILDING THAT'S ABOUT A, UM, $6 MILLION PROJECT.

WE WOULD PROPOSE TO CONSTRUCT THE FIRST THIRD OF A PARALLEL TAXI WAY.
UM, AND THIS IS JUST KIND OF SHOWS YOU, UM, ABOUT 120 ACRES OF LAND TO DEVELOP THAT PROJECT ON THE EAST SIDE.

UH, IN ADDITION TO THAT, THE HOUSEHOLD INCOMES AND EDUCATION LEVELS AND EVERYTHING ELSE PERTAINING TO OUR DEMOGRAPHICS HERE IN MCKINNEY AND COLLIN COUNTY ARE VERY FAVORABLE TO THE AIRLINE INDUSTRY.

UH, AND MANY OF THE LARGER METROPOLITAN AREAS, SOME OF WHICH ARE EVEN SMALLER THAN DFW, UH, HAVE MULTIPLE AIRPORTS.
AND THIS SHOWS, ESPECIALLY ON THE EAST AND WEST COAST WHERE, UH, THE CONSOLIDATED OR, UH, THE, SORRY, METROPOLITAN STATISTICAL AREAS, UH, IN LOS ANGELES OR SAN FRANCISCO OR NEW YORK, BOSTON HAVE 3, 4, 5 COMMERCIAL TERMINAL AIRPORTS, UH, IN THOSE REGIONS.
UH, SO WE SHOW THIS SLIDE JUST TO SHOW THAT WE ARE NOT ASKING TO DO SOMETHING THAT HAS NOT BEEN SEEN ELSEWHERE IN THE COUNTRY.
UH, TWO OF THE CLOSEST COMPARABLE DISTRICTS OR, UH, COMBINED STATISTICAL AREAS ARE THE SAN FRANCISCO BAY AREA REGION AND THE BOSTON AREA.
AND YOU CAN SEE THE AIRPORTS THAT ARE FOUND IN THOSE, UH, IN THOSE REGIONS.
AND SO THEY'RE VERY COMPARABLE IN POPULATION AND DEMOGRAPHICS IN MANY WAYS TO DFW.
AND SO WE FEEL THIS IS A GOOD, UH, GOOD THING THAT WE USE WHEN WE, WE TALK WITH THE AIRLINES TO SHOW THE PLANS THAT WE HAVE.
CAN I MAKE A COMMENT REAL QUICK? AND THOSE AREAS, OF COURSE, THEY ARE NOT, UM, OF THE FASTEST GROWING AREAS IN THE COUNTRY.
THEY ARE, THAT IS MUCH MATURE.
CITIES THAT ARE, ARE BUILT IN OUR POPULATIONS ARE SIMILAR TODAY.
COLLIN COUNTY ALONE WILL BE THREE TIMES WHAT IT IS TODAY IN BY BY 20.
SO I BELIEVE THESE ARE THE TWO NEXT LARGEST METROPOLITAN COMBINED STATISTICAL AREAS TODAY.
UM, BUT LIKE THE MAYOR SAID, WE ARE GROWING AT A MUCH, MUCH FASTER RATE THAN, THAN BOTH OF THOSE REGIONS.
SO WHEN WE LOOKED AT EMPLOYMENTS IN THE REGION, WE STARTED TO LOOK AT WHAT THE POTENTIAL CATCHMENT AREA WOULD BE FOR MCKINNEY.
UH, THE AREA THAT'S KIND OF IN THE MUSTARD COLOR IS OUR PRIMARY CATCHMENT AREA.
THOSE THAT IS THE AREA WHERE IT IS 10 MINUTES OR MORE FASTER TO GET TO TKI THAN IT WOULD BE TO EITHER THE OTHER TWO AIRPORTS IN THE REGION.
AND IN THAT MUSTARD AREA, THERE WERE 1.1 MILLION PASSENGERS IN PLANING, UH, I BELIEVE THIS IS A 2019 NUMBER THAT WE USE FOR THIS.
UH, AND THEN THE, UH, THE DARK BLUE AREA IS OUR SECONDARY CATCHMENT AREA, AND THAT'S ANOTHER 1.1 MILLION PASSENGERS THAT LIVE IN THE REGION THAT'S EQUAL DISTANCE OR E EQUAL TRAVEL TIMES TO THE TWO AIRPORTS.
SO IT'S JUST AS QUICK AS IT IS TO GET TO DFW TO GET TO TKI.
UH, OUR EMPLOYMENT NUMBERS ARE BASED ON ONLY CAPTURING A PERCENTAGE.
I BELIEVE OUR MEDIUM EMPLOYMENT ESTIMATE SHOWS THAT WE CAPTURE 30% OF THE MUSTARD AREA AND ONLY 15% OF THE DARK BLUE AREA.
SO WE'RE NOT ANTICIPATING CAPTURING THE, THE LIONS SHARE OF THOSE EMPLOYMENTS BECAUSE WE DO RECOGNIZE THAT THE TWO LARGE AIRPORTS OFFER MANY MORE FLIGHTS AND MANY MORE DESTINATIONS.
SO A LOT OF PEOPLE WILL CONTINUE TO USE THEM.
UH, BUT WE THINK WE CAN CAPTURE A, A, A SLICE OF THE PIE, SO TO SPEAK.
UH, LOOKING AT OUR REGIONAL GROWTH, AND THIS JUST TALKS ABOUT WHAT I'VE ALREADY MENTIONED, OUR CURRENT POPULATION IN COLLIN COUNTY, DALLAS, FORT WORTH, UH, CSA, AND THEN THE UNITED STATES.
AND YOU CAN SEE THE NUMBER OF HOUSEHOLDS AND THEN THE HOUSEHOLD INCOMES, HOW THEY COMPARE.
COLLIN COUNTY IS FAVORABLE IN POPULATION.

SO IN YEAR ONE OF THE PROJECT OPENING IT, WE DID A HIGH AND A LOW SCENARIO.

HIGH SCENARIO HAS A LITTLE HIGHER PERCENTAGE OF THE JOBS BEING AIRLINE INDUSTRY JOBS, WHICH ARE HIGHER PAYING MANY OF THEM.AND THE LOWER SCENARIO HAD A LOWER PERCENTAGE OF AIRLINE INDUSTRY JOBS AND A HIGHER PERCENTAGE OF SOME OF THE ANCILLARY, UH, JOBS.
UH, SO YOU CAN SEE THE NEW JOBS IN THE REGION SOMEWHERE BETWEEN TWENTY SEVEN HUNDRED AND THIRTY TWO HUNDRED NEW JOBS BETWEEN 2 0 7 AND 265 MILLION IN WAGES PAID BY THOSE JOBS.
AND THESE ARE DIRECT JOBS, INDIRECT JOBS AND INDUCED JOBS.
SO THIS IS NOT SAYING THERE WILL BE 2,780 PEOPLE WORKING AT OUR AIRPORT.
IT'S TALKING ABOUT IF YOU BUILD IT, IT HAS KIND OF A SPILLOVER EFFECT IN THE, THE REGION.
AND THEN ECONOMIC OUTPUT, WHICH IS THE PRIMARY, UH, NUMBER THAT WE USE UP HERE ON THIS BOARD, IS BETWEEN 615 AND 850 MILLION IN ECONOMIC OUTPUT FROM THIS PROJECT.
THAT'S PEOPLE WORKING BECAUSE OF THE PROJECT BEING PAID SALARIES AND THEN SPENDING THEIR DOLLARS IN THE ECONOMY.
AND THEY KIND OF GET RES SPENT, UH, IN THE ECONOMY, IN THE REGION AS WELL.
AND THEN THE FINAL NUMBER ON THE RIGHT HAND SIDE HERE IS THE ANTICIPATED LOCAL STATE AND FEDERAL TAXES GENERATED FROM THIS PROJECT.
AND ALL OF THESE NUMBERS ARE ANNUAL NUMBERS.
SO WITH THE, THE WAGES PAID, THOSE ARE EVERY YEAR STARTING WHEN WE OPEN THE ECONOMIC OUTPUT NUMBERS EVERY YEAR, STARTING WHEN WE OPEN.
AND THEN THE TAXES BENEFITING LOCAL, STATE, AND FEDERAL GOVERNMENTS.
UH, THAT WOULD BE AN ANNUAL NUMBER AS WELL.
I WON'T TOUCH ON IT TOO MUCH BECAUSE IT'S NOT INDICATIVE OF OUR PROJECT SPECIFICALLY, BUT WE HAD OUR CONSULTANTS REALLY TALK TO US ABOUT HOW DO YOU FUND PROJECTS LIKE THIS, UH, AT DIFFERENT TERMINALS ACROSS THE COUNTRY.
AND SO YOU CAN SEE THIS IS A TYPICAL SPLIT OF THE FUNDING SOURCES.
THOSE ARE BOTH, UH, STATE, FEDERAL, UM, EVEN SOME LOCAL BOND PACKAGES TO FUND SOME OF THEM PASSENGER FACILITY CHARGES, WHICH IS A FEE THAT IS TACKED ONTO YOUR AIRLINE TICKET WHEN YOU FLY.
UH, THOSE CAN BE CAPTURED BY THE AIRPORT TO PAY DOWN THE DEBT SERVICE OF THE CONSTRUCTION.
THE AIP PROGRAM GRANTS, THOSE ARE F FAA FUNDS THAT ARE, UM, GRANTED TO ELIGIBLE PROJECTS.
UH, THINGS LIKE RUNWAYS AND TAXIS AND RAMP SPACES AND THINGS LIKE THAT HAVE A CERTAIN PERCENTAGE OF THEIR, THE COST THAT CAN BE REIMBURSED THROUGH THE, THE GRANT PROGRAMS. AND THEN THE TERMINAL, UH, ITSELF, ALSO PORTIONS OF THE TERM TERMINAL CAN BE REIMBURSED THROUGH THAT PROGRAM AS WELL.
AND THEN, UH, CAPITAL CONTRIBUTIONS AND STATE GRANTS.
SO THIS IS KIND OF A TYPICAL PIE AND HOW IT'S SPLIT UP ON THE FUNDING SOURCES.
WE ARE LOOKING OF THE 300 MILLION PROJECT TO GO FORWARD WITH 200 MILLION IN, UH, GEO BONDS.
AND THAT'S WHAT WE'RE ASKING THE VOTERS ABOUT, UH, COME MAY.
SO ONE THING THAT WAS MENTIONED EARLIER, UH, IN THE CITIZEN COMMENTS IS THE ENVIRONMENTAL ASSESSMENT.
AND THIS IS ONGOING AND IT'S A LENGTHY PROCESS THAT TAKES, UH, TIME TO PULL TOGETHER, BUT THEN ALSO IT REQUIRES A PUBLIC HEARING PROCESS AND THEN ADOPTION BY THE FEDERAL GOVERNMENT.
UH, WE KNEW WE WEREN'T GOING TO HAVE IT ADOPTED BY THE TIME OF THE ELECTION.
AND SO AS IT WAS MENTIONED, WE, WE'VE, WE ARE SETTING UP TWO OPEN HOUSES, UH, WHERE THE PRELIMINARY INFORMATION WILL BE MADE PUBLIC AND PEOPLE WILL HAVE THE OPPORTUNITY TO COMMENT ON THAT INFORMATION.
UM, IT'S GONNA LOOK AT EVERYTHING FROM WATER QUALITY AND WILDLIFE AND HABITAT.
UH, THE THINGS THAT I'VE HEARD MOST FROM PEOPLE ARE THE NOISE IMPACT OF THE AIRPORT AND WHAT, WHAT THE CHANGE IN THAT NOISE IMPACT WILL BE FROM OUR CURRENT CORPORATE, CORPORATE AND PRIVATE AIRCRAFT FLEET TO THAT SAME FLEET AND ADDING COMMERCIAL AIRLINES.
AND SO THAT WE WILL HAVE, UH, DIAGRAMS SHOWING THE NOISE CONTOURS AS STUDIED.
AND THEN SURFACE TRANSPORTATION IS ANOTHER THING THAT WE, WE HEAR ABOUT A LOT.
AND WHEN YOU'RE LOOKING AT 12 FLIGHTS A DAY, WE ANTICIPATE, YOU KNOW, 1500, 2000 CARS COMING TO THE AIRPORT EVERY DAY TO ADDRESS THOSE FLIGHTS.
AND SO WE WANTED TO KNOW WHAT THE IMPACT OF THAT WAS.
AND SO OUR CONSULTANT ENGINEERING FIRM IS RUNNING THE TRAFFIC MODELS THAT'LL SHOW US GENERALLY WHERE ARE THEY COMING FROM, HOW DO THEY GET THERE, AND WHAT ROADS ARE THEY GOING TO TAKE SO YOU CAN UNDERSTAND IF ANY IMPROVEMENTS TO THOSE ROADWAYS ARE NEEDED IN ORDER TO, UH, ADEQUATE ADEQUATELY HANDLE THOSE EVEN BEFORE THAT SPUR 3 99 IS BUILT.
WE DON'T WANT TO BUILD THE TERMINAL WITHOUT SPUR 3 99 AND HAVE A, A BOTTLENECK GETTING INTO THE TERMINAL.

AND ALL OF THOSE THINGS WOULD BENEFIT MCKINNEY AND THE SCHOOL DISTRICT AS WELL.
AND I BELIEVE THAT IS THE LAST SLIDE, AND I WILL STAND FOR ANY QUESTIONS YOU HAVE.

AND, UM, I LOVE HOW MUCH WE'RE GETTING NOW IF THIS GOES THROUGH, DO WE KNOW ABOUT HOW, HOW WOULD THAT LOOK FOR THE SCHOOLS? SO A COUPLE TAX WISE YEAH, A COUPLE OF THINGS, UM, ON THAT WAS, WERE SHOWN EARLIER, AND WE DON'T NEED TO GO BACK TO 'EM, BUT ONE WAS ON THAT ECONOMIC IMPACT ANALYSIS.
UH, A GOOD PORTION OF THOSE WILL GO TO THE SCHOOL DISTRICT.
UM, AND THEN THAT ANCILLARY DEVELOPMENT THAT, THAT I WAS JUST TALKING ABOUT ON THE LAST SLIDE, THOSE ARE PROPERTIES THAT WILL BE DEVELOPED HOPEFULLY TO THE HIGHEST AND BEST USE MM-HMM.
SO WHILE THE CITY WILL ALSO REAP THE, THE SALES TAX SIDE OF THAT EQUATION, PRIMARILY THAT DEVELOPMENT AND WHAT MAY HAVE BEEN A FIELD THAT WOULD BECOME A, A WAREHOUSE NOW MAY BECOME SOMETHING OF MUCH GREATER USE THAN IT WOULD HAVE UNDER, UNDER NORMAL CIRCUMSTANCES, WHICH WOULD ADD TO THE ADOR VALUE AND TAXES COLLECTED FOR THE, THE SCHOOL DISTRICT.
WE, UH, UH, AFTER, UH, I'VE SERVED ON THE COUNCIL FOR ALMOST EIGHT YEARS, AND WE'VE BEEN TRYING TO FIGURE OUT WHAT THE BEST SOLUTION IS TO TO, TO UTILIZE OUR, OUR, UM, AIRPORT, UH, TO THE BEST, UH, UH, BENEFIT TO MCKINNEY.
AND WE'VE, WE'VE, UM, INTERVIEWED SEVERAL COMPANIES THAT CAME IN AND, AND THEY, THEY, THEY ACTUALLY WANTED TO BUILD THIS FOR US AND RUN IT.
AND THEY, THEY THOUGHT ENOUGH OF THIS PROJECT THAT THEY THOUGHT THAT THEY COULD MAKE THEIR OWN MONEY AND BUT, BUT MCKINNEY WOULDN'T MAKE NEARLY AS MUCH MONEY, AND WE WOULD, WE WOULD NOT HAVE CONTROL.
AND SO WE DIDN'T LIKE THOSE OPTIONS, BUT YET YOU HAVE PRIVATE COMPANIES THAT THINK THAT THERE'S MONEY TO BE MADE HERE.
UM, AND, AND, AND THAT'S ONE OF THE REASONS WHY WE KIND OF WENT THIS DIRECTION.
BUT, BUT THE BIGGEST THING IS, IS WE, WE BROUGHT IN, UH, 40 TO 50 TAX PAYING CITIZENS OF MCKINNEY AND SAID, YOU LOOK AT THE INFORMATION YOU GO OVER AND THEY SPENT HOURS AND HOURS AND HOURS GOING OVER THE INFORMATION AND, AND THEY'RE THE ONES THAT CAME UP AND SAID, YES, WE NEED TO DO THIS.
IT WASN'T JUST THE CITY COUNCIL SAYING, FORCING THIS ON, ON THE CITIZENS.
IT WAS A BOND COMMITTEE THAT BASICALLY GOT ALL THE INFORMATION, ANALYZED IT, LOOKED AT IT, AND VOTED FOR IT.
AND, UH, SO IT'S NOT THERE, THERE'S A WAY TO DO THINGS.
THERE'S A PROCESS AND WE'VE, WE'VE, I I DON'T THINK WE, THE, THE, THE CITY COUNCIL COULD BE MORE THOROUGH IN THIS PROCESS IN BRINGING THIS TO THE VOTERS.

UM, THERE ARE LOTS OF PEOPLE OUT THERE THAT ARE WORKING ON PLANES THAT'LL COME IN AND GET SOME OF OUR STUDENTS AND LET THEM KIND OF SEE WHAT THEY'RE DOING IN TERMS OF INSPECTIONS ON PLANES, HOW TO FIX THINGS, AND THOSE KINDS OF THINGS THAT THEY COULD NEVER GET, UH, THE LIVE ACTION THAT THEY GET, LIKE RIGHT THERE IN THE CLASSROOM.
OUR AVIATION PROGRAM IS IN TRANSITION RIGHT NOW.
UH, OUR STUDENTS ARE, AFTER WE HAD A MEETING WITH, UH, KEN CARLEY AND SOME OF THE OTHER CITIZENS IN MCKINNEY ON THE ADVISORY BOARD, WE DECIDED THAT WE NEEDED TO KIND OF FOCUS IN ON SEVERAL AREAS.
UM, ONE OF THE AREAS THAT WE KIND OF DECIDED TO FOCUS IN ON WAS THE PILOT AREA, THE OTHER BEING THE AREA OF MAINTENANCE.
AND THE THIRD AREA WOULD BE THE AREA OF DRONES.
UM, BY DOING THIS, WE'RE GONNA BE ABLE TO INCREASE THE OPPORTUNITIES FOR SMALL GROUP INSTRUCTION, AND WE'RE ABLE TO ALIGN THE EDUCATION OF THE STUDENTS WITH WHAT THE INDUSTRY IS GOING TO NEED.
UH, WE WILL ALSO ALLOW FOR BETTER USE OF THE TEACHERS AND THE MENTORS THAT ARE OUT THERE.
AND OUR MENTORS ARE CRITICAL TO OUR SUCCESS OF WHAT WE DO.
WE ARE GONNA CONTINUE WITH THE PLANE BUILDS, UH, SO DON'T WORRY ABOUT THAT.

THAT IS AN EXAM THAT WILL BE ACCEPTED BY, UM, AIRLINE INDUSTRIES.
IT'LL BE ACCEPTED BY UNIVERSITIES, TECHNICAL SCHOOLS, OR, YOU KNOW, WHEREVER THE STUDENT MAY DECIDE TO GO AT THAT POINT IN TIME.
AND IT WILL ALLOW THEM TO ACTUALLY, UM, GO TO WORK ON AIRPLANES.
AND ONE OF THE THINGS THAT I'VE OFTEN TALK ABOUT IS, IS THAT OUR STUDENTS, IF THEY CAN PASS THIS EXAM OUT OF HIGH SCHOOL, CAN GO AND WORK FOR A COMPANY, AND THAT COMPANY WILL PAY FOR THEM TO GET THE NEXT CERTIFICATE OR THE NEXT CERTIFICATE.
AND SO BEFORE YOU KNOW IT, THEY MAY START OUT AT A JOB MAKING, YOU KNOW, 35, $40,000 A YEAR, AND FOUR OR FIVE YEARS DOWN THE ROAD, THEY'RE, YOU KNOW, MAKING OVER A HUNDRED THOUSAND JUST BECAUSE ON WHAT THEY'VE DONE AND HAD VERY LITTLE INVESTMENT OF THEIR OWN MONEY INTO THE, INTO THE PROCESS.
UH, THIS IS A CERTIFICATE THAT REQUIRES THE STUDENT TO HAVE 500 CLOCK HOURS, UM, IN ORDER TO TAKE THE TEST, UM, WE WILL BE INTEGRATING THE PLANE BUILD ALONG WITH THESE STUDENTS, AND THAT DOES COUNT TOWARDS THEIR CLOCK HOURS.
ON THE PRIVATE GROUND SCHOOL SIDE OF THINGS, UH, WE WILL BE HOPEFULLY GETTING OUR STUDENTS TO PASS A PRIVATE PILOT AIRPLANE WRITTEN TEST.
AND THAT IS ONE OF THREE TESTS THAT IS REQUIRED FOR SOMEBODY TO BECOME A PILOT.
SO WE'LL ELIMINATE A THIRD OF THE REQUIREMENT BY THE TIME THEY GRADUATE.
TYPICALLY AROUND NOWADAYS, UH, PILOTS TEND TO GO TO A FOUR YEAR UNIVERSITY TO GET THEIR, UH, FLIGHT INSTRUCTION, OR THEY GO TO A FLIGHT SCHOOL OR SOMETHING LIKE THAT.

THIS WILL ELIMINATE ONE THIRD OF THE COST FOR THOSE STUDENTS IN TERMS OF GETTING THEIR, UH, AIRLINE PILOT, UH, CERTIFICATE TO FLY.ONE OF THE NEAT THINGS, UH, ABOUT THIS IS THAT BY BUILDING THE PLANES, OUR STUDENTS ACTUALLY WILL HAVE THE OPPORTUNITY TO GET UP AND GO AND FLY IN THE PLANES.
UM, ALONG WITH THAT TIME, UH, EAGLES NEST IS, UH, THE COMPANY THAT WE'VE BEEN PARTNERING WITH IN TERMS OF THE AIRPLANE BUILDS.
UH, THEY ACTUALLY BUY THE KITS FOR US, WE BUILD IT, AND THEN WE GIVE IT BACK TO THEM.
AND WE'RE GONNA MAKE A TRANSITION FROM, UH, EAGLES NEST.
UH, THE GENTLEMAN THAT WAS RUNNING IT, UH, DECIDED TO GET OUT, AND SO WE'RE GONNA BE PARTNERING WITH A GROUP THAT'S THE NORTH TEXAS EAGLES NEST.
AND REALLY THE RELATIONSHIP WE DEVELOPED WITH THE EAGLES NEST GENTLEMEN, HE DONATED TWO PLANES TO US TO START THE NORTH TEXAS EAGLES NEST PROGRAM.
SO WE'LL HAVE TWO PLANES TO BUILD.
THEY'RE OUT THERE IN THE HANGARS RIGHT NOW.
UM, AND, AND THAT WE CAN SELL, SO THAT WE CAN AFFORD TO CONTINUE WITH THE AVIATION PROGRAM AS WE MOVE FORWARD.
THE THIRD ONE IS WE'RE GONNA BE MOVING INTO THE AREA OF DRONE TECHNOLOGY PROBABLY IN A YEAR.
UH, PART OF THE REASON WE'RE WAITING ON IT IS THE FFA IS REWORKING THE TEST FOR THAT RIGHT NOW.
THE FFA REQUIRES ALL DRONES TO BE FLOWN IN A LINE OF SIGHT, WHICH MEANS YOU HAVE TO BE ABLE TO SEE IT, OR YOU HAVE TO HAVE SPECIAL PERMISSION TO HAVE FLY ONE THAT'S NOT IN A LINE OF SIGHT.
AND SO THEY'RE GONNA UPGRADE THE LICENSING THAT THEY DO AND THE CERTIFICATIONS THAT THEY DO SO THAT, UM, IN THAT FIRST AREA, YOU'LL BE ABLE TO FLY DRONES THAT ARE NON-LINE OF LINE, NON-LINE OF SIGHT BECAUSE SO MANY COMPANIES ARE WANTING TO START DELIVERIES BY A DRONE IN MCKINNEY.
UH, ONE OF THE UNIQUE THINGS IS THAT MCKINNEY HIGH SCHOOL AND MCKINNEY BOYD, UH, I DON'T WANNA SAY IN THE NO-FLY ZONE, BUT THEY'RE IN THE AREA IN MCKINNEY WHERE YOU HAVE TO GET PERMISSION FROM THE FFA EVERY TIME YOU WANT TO FLY.
BUT MCKINNEY NORTH WAS BUILT IN A LOCATION WHERE IF YOU WALKED OUT THE FRONT DOORS, YOU'RE IN THAT GET PERMISSION AREA.
IF YOU WALK OUT THE BACK DOORS, YOU'RE IN THE, YOU CAN FLY ANYTIME YOU WANT TO AREA.
AND SO WE'RE GONNA BE HOUSING THAT PROGRAM UP THERE AT, UH, MCKINNEY NORTH HIGH SCHOOL WHEN WE GET IT STARTED IN A YEAR SO THAT, UH, OUR STUDENTS CAN BE ABLE TO GO OUTSIDE AND DO SOME PRACTICING WITH THE DRONES.
UM, WE WILL BE GRADUATING THOSE STUDENTS WITH THEIR CERTIFICATES TO FLY GROUNDS AND BE ABLE TO GO OUT AND WORK IN THE INDUSTRY RIGHT OUTTA HIGH SCHOOL.
UM, THAT, THAT'S ONE OF THE UNIQUE THINGS ABOUT A LOT OF THE THINGS THAT WE DO AND OUR CTE IS A LOT OF OUR STUDENTS CAN GRADUATE HIGH SCHOOL AND GO GET JOBS IMMEDIATELY IN THE WORKFORCE.
AND THEN ONE OF THE OTHER THINGS, UH, WE KIND OF BATTED AROUND A LITTLE BIT HERE.
UM, I CAN TELL YOU THAT I KNOW FOR SURE THAT WE HAVE AT LEAST, UM, 15 STUDENTS THAT HAVE GONE THROUGH OUR AVIATION PROGRAM, GONE ON TO, THEY'RE EITHER CURRENTLY IN PILOT SCHOOL OR OUR PILOTS FOR A COMPANY, AND WE HAVE THREE STUDENTS RIGHT NOW THAT WENT THROUGH OUR PROGRAM THAT ARE WORKING OUT AT THE AIRPORT IN FOR A COMPANY AT SOME, IN SOME CAPACITY ONE WAY OR THE OTHER.
UM, SO, UM, WE ARE GETTING STUDENTS TO WORK HERE IN MCKINNEY AND PROVIDING A, YOU KNOW, A WORKFORCE COMING UP THROUGH AND HOPEFULLY WE'LL BE ABLE TO KEEP IT GOING AND EXPAND IT OVER THE NEXT COUPLE OF YEARS.

UM, AND IT WAS A WELL-OILED MACHINE WHEN I CAME IN, SO I JUST GOT TO BE A PIECE OF THE, THE PUZZLE.
UH, MANY, UH, FAMILIAR FACES OVER HERE.
BUT THE ECONO ECONOMIC IMPACT OF THIS EVENT IS, IS FAIRLY GREAT FOR OUR COMMUNITY.
UM, WE HAVE PLAYERS, COACHES, TRAINING STAFF, FANS COMING IN FROM ALL OVER THE COUNTRY.
WE HAD A TEAM COMING FROM COLORADO AND THEN FROM FURTHER NORTH THAT COLORADO TEAM BROUGHT IN, UM, UH, A GROUP THAT, UM, UH, THAT INCREASED OUR ATTENDANCE THIS YEAR.
UH, THERE WAS EVEN WORD THAT THE DENVER BRONCOS HELPED CHARTER A COUPLE BUSES TO GET SOME OF THEIR FANS DOWN, UM, JUST TO, TO GET 'EM TO MCKINNEY.
UM, AND SO WE SEE THAT, WE GOT TO SEE THAT IN THE STADIUM WITH A, A NEAR RECORD ATTENDANCE, IF NOT A RECORD ATTENDANCE FOR THIS YEAR.
UM, AND THEN WE SEE THAT IN OUR LOCAL BUSINESSES TOO.
WHEN YOU GO DOWNTOWN AND YOU TALK TO, UH, OWNERS OF, UH, PLACES LIKE THE KET OR ARCADE 92, ANYTHING LIKE THAT, YOU'LL, YOU'LL HEAR THAT THEY, UH, THEY SAW THE FANS COMING IN AND OUT BECAUSE THEY'RE ALL IN THEIR ATTIRE THROUGHOUT THAT ENTIRE WEEKEND.
AND SO THEY COME DOWNTOWN, THEY MAKE IT THEIR HOME, AND THEY HAVE A GOOD TIME.
WE ALSO, UH, PARTNER WITH OUR HOTELS.
THAT'S WHERE MY TEAM COMES IN AND, UM, AND DOES A LOT OF OUR WORK, UM, TOWARDS THE TAIL END ONCE WE KNOW WHO'S GONNA BE IN TOWN.
UH, WE, UH, ONE OF THE REQUIREMENTS WITH N C A A IS THAT WE HAVE, UH, FULL SERVICE HOTEL PROPERTY TO HOST OUR TEAMS. UM, EACH YEAR WE HOST ONE OF OUR TEAMS AT THE SHERATON, UM, THIS YEAR.
THAT WAS A COLORADO SCHOOL OF THE MINES.
UM, AND WE HAD 404 ROOMS PICKED UP, UH, WITH THE COLORADO SCHOOL AT THE, UH, SHERATON.
WE WERE TOLD ACTUALLY THAT, UH, WITHIN ABOUT 30 MINUTES OF THEM FINDING OUT THEY WERE COMING TO MCKINNEY, UH, THE ROOM BLOCK WAS FILLED UP, UM, AT THE SHERATON AND TO OVERFLOW, UM, TO OTHER HOTELS IN THE COMMUNITY.
WE ALSO PARTNER WITH THE MARRIOTT ALLEN TO HOST THE SECOND TEAM.
MCKINNEY DOES NOT HAVE A SECOND FULL SERVICE HOTEL PROPERTY TODAY.
AND SO WE, IN ORDER TO MEET OUR REQUIREMENT, WE DO HAVE TO PUSH SOME OF THAT ECONOMIC BENEFIT OUT TO OUR NEIGHBORING, UH, COMMUNITIES.
UM, BUT WE WORK VERY CLOSELY WITH THE AL UH, UH, MARRIOTT AND ALLEN.
WE ACTUALLY GO AND VISIT MCKINNEY SETS UP IN THE ALLEN HOTEL, AND, AND WE HELP, UH, WELCOME THEM TO THAT HO HOTEL JUST AS IF THEY WERE IN MCKINNEY.
UH, WE DO TRACK OUR OCCUPANCY NUMBERS FOR MCKINNEY CITYWIDE.
UM, IN FRIDAY OF THE EVENT OF, UH, THE NCA GAME, OUR CITY OCCUPANCY AT ALL OF OUR HOTELS WAS AT 90% OCCUPANCY.
WE HAVE SOMEWHERE AROUND 1,780 ROOMS

IN MCKINNEY.UM, SO THAT CAN SHOW YOU THAT, UH, ECONOMIC IMPACT JUST WITH WHAT IT DID IN OUR OWN COMMUNITY.
THE LAST THING I'LL TOUCH ON REAL FAST IS, UH, WE, UH, WE ALSO PARTNER EVERY YEAR ON A FAN FEST EVENT AT TUFTS BREWERY.
THIS HAS BEEN GOING ON FOR SEVERAL YEARS.
UM, SO I REACHED OUT TO TUFTS THIS YEAR AND I SAID, WHAT DID YOU THINK? HOW DID IT GO? THEY SAID IT'S ONE OF THEIR FAVORITE EVENTS OF THE ENTIRE YEAR, UH, BECAUSE IN A THREE HOUR WINDOW WHEN THEY WOULD TYPICALLY BE CLOSED, THEY DO THE SAME AMOUNT OF SALES AS THEY WOULD DO ON ONE OF THEIR BUSIEST SATURDAYS OF THE YEAR.
UM, WE HAVE A ESTIMATED ATTENDANCE FOR THE EVENT THIS YEAR AT AROUND 600.
UM, IT WAS A SLOW TRAIL BECAUSE ONE OF THE COLORADO, UH, PLAYERS WAS UP FOR, UH, ESSENTIALLY, UM, THEIR HIGHEST AWARD.
AND SO AS SOON AS THEY FOUND OUT THAT HE WON, THEY ALL CAME IN AND, UH, SPENT THE REST OF THEIR EVENING AT TUFTS.

THEY GET PEOPLE TO EAT, SHOP, AND PLAY WHILE THEY'RE IN MCKINNEY.
AND, UM, AND SO WE UTILIZED THE BUS RIDE OVER TO PUT UP OUR GRAPHICS AND, UH, AND, UH, UTILIZE THAT CHANCE TO TRY TO GET PEOPLE TO STAY IN MCKINNEY AND, AND SPEND THEIR MONEY.
ANOTHER EVENT WE DID, UH, LAST YEAR, IT WAS ACTUALLY THE FIRST YEAR THAT WE WERE ABLE TO PULL IT OFF.
IT WASN'T SUPPOSED TO BE THE FIRST YEAR, BUT WITH THAT THING CALLED COVID, UM, WE, WE PUSHED IT OUT A YEAR, BUT WE HAD THE DRUM CORPS INTERNATIONAL, UM, AT M MISD STADIUM LAST YEAR.

AND, UM, THAT WOULDN'T BE POSSIBLE WITHOUT HIM AND, AND HIS CREW THAT HELPS PUT THAT ON.
UM, BUT, UH, BEING A FIRST YEAR EVENT, UM, AT, AT THE STADIUM, IT WAS ESSENTIALLY A SELLOUT CROWD.
IT WAS A RECORD BREAKING, UH, NUMBER OF TICKETS SOLD THE DAY OF THE EVENT FOR DRUM CORE INTERNATIONAL.
THEY WERE, UH, VERY IMPRESSED WITH THE AMOUNT OF TICKETS THAT WERE SOLD AT THE LAST MINUTE.
UM, AND THAT EVENT AS WELL, KIND OF MODELED THE N C A, UM, MODEL WHERE WE GO TO TS AND WE DO A, A DRUM LINE BATTLE THERE.
UM, AND, UH, THIS HAS BECOME SOMETHING THAT DRUM CORPS IS ACTUALLY PAYING ATTENTION TO AT THEIR, UH, THEIR MAIN LEVEL.
THEY'RE TRYING TO SEE HOW THEY CAN USE THE MCKINNEY MODEL, WHERE WE'RE BRINGING THE COMMUNITY ASPECT INTO THIS DRUM CORPS AND NATIONAL THAT'S BEEN GOING ON FOR MANY YEARS.
UM, AND SO THEY'RE, THEY'RE ALL PAYING ATTENTION.
THEY'RE COMING TO THE EVENTS AND THEY'RE, AND THEY'RE LOOKING AT WAYS THAT MCKINNEY CAN BE A STOP IN THIS DRUM CORPS THAT'S, IT'S JUST A CHURN FOR THESE KIDS.
THEY JUST GO AND GO AND GO WHERE, UM, INSTEAD OF THEM JUST PICKING UP AND LEAVING THE NEXT DAY, WE MAY KEEP THEM FOR ABOUT THREE DAYS IN MCKINNEY AND UTILIZE THEM IN OUR COMMUNITY WORKING WITH OUR SCHOOL DISTRICTS AND, UH, REALLY MAKING MCKINNEY A REST STOP IN THE MIDDLE OF THEIR BUSY TRAVELING SEASON.

UM, WE COLLECTED WATER AND GATORADE AND DONATED TO THE FIREHOUSES SO THAT THEY COULD USE THAT IN THE HOT SUMMER MONTHS.
AND, AND THEY RAN THROUGH AN OBSTACLE COURSE.
AND SOME OF OUR MOST, WELL, UM, YOU KNOW, ATHLETES THAT ARE JUST, YOU KNOW, HIGH LEVEL, THEY WERE, THEY WERE DYING BY THE END OF THAT.
AND SO, BUT IT WAS JUST, AGAIN, SHE'S ALREADY REACHED OUT.
WE'RE GONNA TRY TO DO IT AGAIN BY THE END OF THE YEAR.
BUT, YOU KNOW, IT'S ONE OF THOSE THINGS WHERE WE REALLY HAVE TO BE INTENTIONAL HOW I PLAN IT, CUZ THE LAST THING WE WANNA DO IS GET AN ATHLETE HURT WHEN THEY'RE IN THE MIDDLE OF THE SEASON.

AND IT'S A SHAME BECAUSE THE REALITY IS, YOU KNOW, IF, IF, IF THOSE SAME PEOPLE WOULD TAKE THE TIME TO REALLY UNDERSTAND WHAT THIS DISTRICT DOES, THE INNOVATIVE PROGRAMS, UM, JUST THE, THE ALL IN THAT HEART AND SOUL OF, OF YOU, THE STAFF, MOST, ALMOST EVERYONE ON THIS BOARD, WHAT THEY PUT IN, UM, AND CARE AND PASSION THEY HAVE FOR OUR STUDENTS, UH, THERE WOULD BE A LOT LESS NOISE.
AND A LOT OF THAT NOISE COMES FROM PEOPLE THAT, AS I KNOW, YOU KNOW, THEY'RE NOT IN THE SCHOOL DISTRICT, THEY DON'T HAVE KIDS IN THIS DISTRICT, THEY NEVER, SOME OF THEM NEVER SET A FOOT ON A CAMPUS.
AND I'VE HAD FOUR CHILDREN GO THROUGH MIS S D I HAVE TWO GRANDCHILDREN NOW IN MIS, S D I HAVE A WIFE THAT VOLUNTEERED IN MIS S D FOR YEARS.
UH, AS MAYOR I'VE VISITED, I'VE, I'VE VISITED AT LEAST A HUNDRED CLASSROOMS. I'VE MET WITH GOD KNOWS HOW MANY THOUSANDS OF STUDENTS AND TEACHERS AND BEEN AT EVENTS.
SO I'M GONNA, I'M GONNA CALL MYSELF AN EXPERT ON WHAT HAPPENS IN THIS SCHOOL DISTRICT.
AND I'LL CONTRAST THAT WITH A LOT OF THE STUFF THAT YOU ALL HAVE HAD TO DEAL WITH OVER THE LAST NUMBER OF YEARS THAT ARE ANYTHING ABOUT THAT.
AND I, FOR 1:00 AM SO PROUD OF THIS DISTRICT, SO PROUD TO SERVE AS MAYOR IN THE CITY THAT NOT ONLY, NOT ONLY HAS THIS RELATIONSHIP THAT'S BEEN TALKED ABOUT, AND WE DO, WE HAVE A STRONG RELATIONSHIP.
AND THAT'S ONE OUTTA RESPECT BECAUSE WE KNOW THE WORK AND THE EFFORT AND THE PASSION WITH WHICH YOU SERVE OUR CHILDREN.
UM, BUT JUST TO, TO HAVE THAT DISTRICT AND TO BE, YOU TALKED ABOUT, UH, AMY, YOU JUST SAID THAT, UM, THAT THEY SAID THEY WANT TO BE IN MCKINNEY AND THAT IS CUZ OF THE GREAT WORK WE DO.

WELL, MR. MAYOR AND MEMBERS OF THE COUNCIL, UM, ONE OF THE GOALS THAT, AND, AND LET ME JUST SAY THAT WHILE I APPRECIATE EVERYTHING YOU JUST SAID, THIS TEAM OVER HERE AND THIS BOARD, THEY'RE THE REASON THAT WE'VE BEEN ABLE TO ACCOMPLISH EVERYTHING THAT WE'VE ACCOMPLISHED.
AND ONE OF OUR PRIMARY GOALS EIGHT YEARS AGO WHEN I WAS BLESSED WITH THIS OPPORTUNITY TO, TO SERVE IN THIS ROLE WAS TO REACH OUT TO THE MEMBERS OF OUR COUNCIL, THE MAYOR, CITY MANAGER, ALL THOSE PEOPLE THAT WORK OVER AT THE CITY HALL AND TRY TO DEVELOP A RELATIONSHIP KNOWING THAT AS THE CITY GOES, THE SCHOOL DISTRICT GOES AND VICE VERSA.
SO THAT HAS BEEN A PRIMARY GOAL OF OURS FROM THE VERY BEGINNING.
AND MY HOPE IS THAT, YES, THIS IS MY LAST MEETING AS SUPERINTENDENT, BUT I PLAN ON REMAINING IN MCKINNEY.
THIS IS MY HOME NOW, AND I WANT TO SEE THIS CONTINUED RELATIONSHIP.
I WANNA SEE IT ACTUALLY GET BETTER.
I WANNA SEE IT CONTINUE TO WORK AND WITH AN UNDERSTANDING THAT WE AS A WHOLE ENTITY CAN ACCOMPLISH SO MUCH MORE THAN JUST ONE ENTITY AT A TIME.
AND AS WE ALL KNOW, THERE WAS A TIME WHEN THAT WAS THE CASE IN THE CA THAT IS NOT THE CASE NOW.
THE CASE NOW IS THAT WE DO WORK TOGETHER AND TO EACH OF THE MEMBERS OF THE COUNCIL AND THOSE THAT WORK FOR THE CITY, I'M SPEAKING ON BEHALF OF ALL OF US AND SAYING, WE APPRECIATE YOUR SUPPORT AT EVERY TURN, UH, WHEN WE HAVE THINGS THAT NEED TO BE DONE, WE LEAN ON YOU TO HELP US GET THEM DONE.
SO WE APPRECIATE THAT VERY, VERY MUCH.
I'M GONNA MISS YOU GUYS, BUT AS I SAID, I'LL BE AROUND.
I'M SURE THAT MY SUCCESSOR, UH, WHENEVER THAT INDIVIDUAL IS NAMED, HE OR SHE WILL CONTINUE TO WORK ON THIS RELATIONSHIP AND MAKE SURE THAT IT'S A POSITIVE ONE.

UH, ONE OF THE THINGS THAT I WANNA MAKE SURE IS OF IS THAT OUR SCHOOL DISTRICT HAS PEOPLE WHO WILL CHOOSE WISDOM AND COMPROMISE OVER ANGER AND CHAOS.
THAT'S REALLY IMPORTANT BECAUSE IF YOU DON'T HAVE THAT AT THE TOP LEVELS, IT WILL TRICKLE ALL THE WAY DOWN TO THE STUDENTS.
AND I HAVE TWO STUDENTS WHO ARE BRILLIANT STUDENTS.
OF COURSE, EVERY MOTHER WILL SAY THAT, BUT MY STUDENTS ARE BRILLIANT STUDENTS.
I WANT THEM TO BE IN AN ENVIRONMENT WHERE THEY FLOURISH, WHERE THEY HAVE THE MENTAL CAPACITY TO REACH THEIR GOALS.
AND SO I, I APPRECIATE YOUR LEADERSHIP, THANK YOU DR.

BUT JUST WANTED TO VOICE MY SUPPORT BECAUSE I APPRECIATE HOW HARD YOU HAVE WORKED TO CREATE WISDOM, COMPROMISE PEACE IN THE SCHOOL DISTRICT FOR THE CHILDREN.

UNFORTUNATELY, IT WAS THEIR LAST GAME OF THE SEASON, BUT THEY WERE ONE GAME SHY OF THE STATE TOURNAMENT.

LEARNED TONIGHT THAT MOST OF THEM ARE COMING BACK NEXT YEAR.AND IT JUST GAVE ME SOMETHING TO LOOK FORWARD TO.
SO CONGRATULATIONS TO THE LADY BULLDOGS IN BASKETBALL.
ALSO, CAMILLE MURRAY IS A YOUNG LADY THAT I MENTIONED IN HER FRESHMAN YEAR, A COUPLE OF YEARS AGO ABOUT HER SWIMMING OUT AT MCKINNEY NORTH.
AND WE ACTUALLY CELEBRATED HER A YEAR AGO.
SHE IS RETURNED TO MCKINNEY WITH ANOTHER STATE CHAMPIONSHIP.
AND WHEN I SAY ANOTHER STATE CHAMPIONSHIP, I'M TALKING ABOUT ANOTHER STATE CHAMPIONSHIP FOR MCKINNEY, TEXAS AS WELL AS ANOTHER FOR CAMILLE WHO NOW HAS MULTIPLES AND IS ONLY A JUNIOR AND IS LOOKING AT ANOTHER YEAR.
SHE IS RECENTLY COMMITTED TO LOUISVILLE, UH, AND EXCITED FOR HER ON THAT.
AND FINALLY, THE LAST STUDENT I'D LIKE TO RECOGNIZE IS A YOUNG RICHARD RINSING WHO SIGNED ON WITH AMERICAN AIRLINES LAST YEAR AS A PILOT WHO LEARNED HOW TO FLY WHILE ATTENDING MCKINNEY BOYD HIGH SCHOOL AND GRADUATED WITH HIS WINGS.
AND I'D BE HONORED TO HOP ON ANY FLIGHT WITH THAT YOUNG MAN.
I'VE BEEN HONORED TO KNOW HIM.
I TRY TO END EACH AND ALL OF OUR COUNCIL MEETINGS CELEBRATING OUR YOUNG PEOPLE HERE IN MCKINNEY BECAUSE THAT IS OUR MOST IMPORTANT RESOURCE.
AND IT'S ALSO OUR MOST IMPORTANT SOURCE OF ADVERTISING AND REFERRALS OUT IN THE WORLD.
AND WHEN WE SEND CHAMPIONS LIKE CAMILLE MURRAY OFF TO LOUISVILLE TO GO TO SCHOOL, THEY'RE GONNA SAY, THAT'S LITTLE GIRLS FROM MCKINNEY TEXAS.
I WANT TO KNOW WHAT IT IS THAT RAISE THIS QUALITY OF PERSON OUT HERE IN THE WORLD.
AND THEY SEND PEOPLE BACK HERE.
AND HOPEFULLY MY GOAL HAS ALWAYS BEEN THAT THOSE CHILDREN WILL LEAVE HERE AND COME BACK AND WANT TO RAISE THEIR CHILDREN WITH THE SAME VALUES THEY LEARNED IN MCKINNEY TEXAS.
AND I THINK THAT'S WHAT WOULD MAKE US A SUCCESSFUL CITY.
BUT IT ALL BEGINS WITH THE PRODUCT THAT YOU ARE PUTTING OUT IN THE WORLD IS A SCHOOL BOARD AND AS A SCHOOL SYSTEM.
AND I CANNOT THANK YOU ENOUGH, EACH OF YOU.

IT'S, IT'S ALSO MY LAST MEETING, I THINK OF THIS, OF THIS GROUP IS I TERM OUT AND, UH, AND FALL OFF THE COUNCIL AT THE END OF MAY.
