[2022 Development Update]
DEVELOPMENT UPDATE. MR QUINT. I HAVE TO SAY THE ROOM IS THROWING ME OFF. I'M NOT SURE STAND OVER THERE OR STAYING HERE. I'M I'M STILL FIGURING IT OUT. MAYOR COUNCIL. I AM HERE THIS AFTERNOON TO SHARE THE GOOD NEWS ABOUT DEVELOPMENT IN THE CITY OF MCKINNEY. WE'RE GOING TO FOCUS ON 2022 NUMBERS THIS AFTERNOON, AND I WILL PAUSE FOR ANY QUESTIONS YOU HAVE. SO FEEL FREE TO INTERRUPT ME AT ANY TIME. SO FIRST AND FOREMOST. FOREMOST RECORD GROWTH CONTINUES. I'M GOING TO YOU'RE GOING TO HEAR RECORD OR FIRST TO HEAR THAT A LOT THIS AFTERNOON AND I'M GOING TO START WITH KIND OF MCKINNEY OVERALL HOW WE'VE GROWN, SO WE ARE WELL OVER 202 100,000 PEOPLE NOW. 211,000 ABOUT 70% BUILT OUT QUICKLY APPROACHING 70 SQUARE MILES INCORPORATED. WE'RE WORKING ON THAT NUMBER, BUT THE NUMBER I WANT TO DRAW YOUR ATTENTION TO ON THIS FIRST SLIDE AGAIN, RECORDS FIRST, YOU'RE GOING TO HEAR THAT A LOT. IS THAT 2022 NUMBER $1.3 BILLION OF NEW CONSTRUCTION VALUATION IN 2022 ALONE, A RECORD FOR THE CITY OF MCKINNEY. CONTINUING THAT NARRATIVE $685 MILLION IN NEW CONSTRUCTION EVALUATION FOR NONRESIDENTIAL ALONE, A RECORD FOR THE CITY OF MCKINNEY, THOSE OF YOU THAT HAVE BEEN AROUND THE CITY MCKINNEY FOR AWHILE. WE'LL KNOW THAT PRIOR COUNCILS HAVE SAID, HEY, WE'VE GOT TO PRESERVE AND EXPAND THAT NONRESIDENTIAL TAX BASE. THOSE EFFORTS ARE NOW COMING TO FRUITION. YOU'RE NOW SEEING IT. $685 MILLION IN NEW NONRESIDENTIAL CONSTRUCTION. VALUE JUST IN 2022 ALONE. IT'S WORTH NOTING RAYTHEON GREAT PARTNER WITH THE CITY 216 MILLION OF THAT 685 1 BUILDING FOR RAYTHEON. SO WHERE ARE THOSE PERMITS COMING FROM OR WHERE THEY BEING ISSUED IN THE CITY OF MCKINNEY? THIS MAP SHOWS YOU PRIMARILY, YOU'RE GOING TO SEE THE NON RESIDENTIAL DEVELOPMENT AT INTERSECTIONS WITH ARTERIALS . THAT'S WHAT YOU'RE SEEING. PLAYING OUT ON THIS MAP. YOU'RE ALSO SEEING A LARGE CLUSTER OF PERMITTED ACTIVITY AROUND THE NEW CITY HALL TUBS, FLOUR, MILK, YOU'VE GOT A LOT OF ACTIVITY HAPPENING IN THAT AREA. YES, SIR . SPEAKS SPEAKS FOR ITSELF, BUT I'LL JUST RE DRAW YOUR ATTENTION TO 685 MILLION IN NONRESIDENTIAL CONSTRUCTION VALUE, THE HIGHEST EVER IN THE CITY OF MCKINNEY. SO ALL THE PRIOR EFFORTS FROM FUTURE OR PRIOR COUNCILS TO PRESERVE AND EXPAND THAT NONRESIDENTIAL TAPE TAX BASE. THIS IS WHAT THAT LOOKS LIKE. YES, SIR. YOU WANT ME TO WANT ME TO GO BACK TO THAT SLIDE? GOOD I'LL GET OUT OF THE WAY. THERE WE GO. YEAH WE WERE EXCITED ABOUT IT TO JUST KIND OF INTERNAL WORKINGS. WE DOUBLE CHECK THAT NUMBER A COUPLE OF TIMES BECAUSE I WAS LIKE, ARE YOU SURE? ARE YOU SURE? WE'RE SURE AGAIN, THE MAP SHOWING WHERE THOSE PERMITS ARE BEING ISSUED SOME NOTEWORTHY PROJECTS . I'D BE REMISS IF I DIDN'T START WITH THE NEW CITY HALL. EVERYBODY'S EXCITED ABOUT IT. I KNOW WE ARE JUST A RECENT CONSTRUCTION PHOTO FROM JANUARY . WE'VE GOT PARKING LOTS POURED . I THINK WE'VE ACTUALLY STARTED POURING THE FOUNDATION FOR PORTIONS OF IT NOW, SO MAKING GREAT PROGRESS ON THE NEW CITY HALL. YOU HAVE ALREADY HEARD ME REFERENCE IT TODAY. THE NEW RAYTHEON PROJECT JUST A BIRD'S EYE VIEW OF THAT FIVE STORIES OVER 475,000 SQUARE FEET OF FLOOR AREA. 3 80 HARDEN STILL KIND OF BLOWN AND GOING, THERE'S A LOT OF ACTIVITIES STILL CONTINUING AT HOME IS UNDER CONSTRUCTION. RIGHT NOW, YOU'VE GOT A NUMBER OF ADDITIONAL PAD SITES, RESTAURANTS RETAIL BEING DEVELOPED ON THE NORTHWEST CORNER AND MORE FUTURE DEVELOPMENT ON THE SOUTHWEST CORNER IN THE DARK 3 80. RANGE. AGAIN. HELP 1 21 DISTRICT, 1 21 , THE LARGEST NON RESIDENTIAL STRUCTURE IN THE CITY OF MCKINNEY, NOW OPEN COUSIN OFFICE BUILDING WHERE DCM CDS HERE NOW LOCATED IN OUR DISTRICT, 1, 21 HUB 1, 21 OPEN. IF YOU HAVEN'T BEEN THERE, GREAT RESTAURANTS[00:05:05]
FEEL FREE TO SWING BY GREAT GREAT ENVIRONMENT REALLY PROUD. TO HAVE THAT DEVELOPMENT WELL UNDERWAY IN THE CITY MCKINNEY TRANSITIONING TO RESIDENTIAL SO MAYBE SOFTENING ON A RESIDENTIAL . I THINK YOU'VE SEEN IT NATIONWIDE WERE JUST THE ECONOMY , THE UNCERTAINTY IN THE ECONOMY IS STARTING TO PLAY OUT IN THE RESIDENTIAL MARKET. YOU'RE ALSO SEEING INCREASED HOUSES HOUSING PRICES, MAKING IT A BIT MORE DIFFICULT FOR FOLKS TO GET INTO. YOU'RE ALSO SEEING SOME SHIFTS IN HOW PEOPLE WANT TO LIVE. YOU'LL SEE ON THE BOTTOM WHEN I GET THERE, AND MAYOR PRO TEM.YOU'RE NOT GONNA WANT TO LOOK AT THIS ONE. YOU'RE NOT GONNA WANT TO TAKE PHOTOS, SO MAYBE PUT SOME EARMUFFS ON, BUT, UM RESIDENTIAL, SINGLE FAMILY RESIDENTIAL THE FEWEST PERMITS WE'VE ISSUED SINCE 2010. NOW THERE'S ALWAYS A DOUBLE SIDE TO THIS. THIS IS JUST PERMIT VALUE OR PERMITS ISSUED. I WILL TELL YOU. THERE ARE A NUMBER OF SINGLE FAMILY RESIDENTIAL NEIGHBORHOODS THAT ARE UNDER CONSTRUCTION RIGHT NOW THAT ARE GOING TO SEE THAT SHIFT IN 2023 . WE'LL TALK ABOUT SOME OF THOSE PROJECTS HERE IN A SECOND MULTI FAMILY RESIDENTIAL 10 PERMITS.
NOT THE HIGHEST WE'VE EVER DONE BUT 2200 NEW, MULTI FAMILY RESIDENTIAL UNITS, THE HIGHEST MOST WE'VE EVER ISSUED IN ONE YEAR IN THE CITY OF MCKINNEY CONSTRUCTION VALUATION FOR THAT MULTI FAMILY $339 MILLION, THE HIGHEST WE'VE EVER ISSUED IN ONE YEAR IN THE CITY OF MCKINNEY AGAIN. I THINK IT SPEAKS TO SOME OF THE SHIFTS IN HOUSING THAT YOU'RE SEEING. YES SIR. DO YOU PROVE THAT INCLUDE WORKFORCE HOUSING UNITS IN THAT MULTIFAMILY OR IS THAT JUST TAX WILL HAVE WAR AND VALUES? YES WORKFORCE. HOUSING IS NOT A LAND USE. WE'RE ONLY TALKING ABOUT THE LAND USE HERE. WORKFORCE HOUSING IS MORE OF A FINANCING MECHANISM, THE AFFORDABLE HOUSING COMPONENT. BUT YES, THIS INCLUDES ALL MULTI FAMILY UNITS ISSUED IN 2022. SO YES, SIR. SO WHERE ARE THOSE PERMITS BEING ISSUED? ONE THING TO KNOW IS THE ORANGE IS ALL THE SINGLE FAMILY AND TRINITY FALLS. YOU'LL SEE THAT DOES NOT COUNT TO THOSE. UH LET ME GO BACK, NOT COUNTING THOSE 1000 SINGLE FAMILY PERMITS OR THE $320 MILLION WORTH OF CONSTRUCTION VALUATION IN OUR AT J. IT'S IN THE MUD. DOESN'T COUNT TWO IN CITY TABULATIONS, AND SO YOU'LL SEE THOSE ORANGE DOTS UP IN THE MUD, BUT ALL THE YELLOW IN THE CITY OF MCKINNEY, YOU CAN SEE IT WELL DISPERSED ALL OVER THE PLACE. STARTING TO SEE A LOT OF REDEVELOPMENT EFFORTS IN THE EAST SIDE, WHICH WERE REALLY EXCITED ABOUT SOME OF THOSE NEW PROJECTS. I SAID, WE'RE UNDER CONSTRUCTION GOING TO SEE THOSE PERMIT NUMBERS CHANGE IN THE VERY NEAR FUTURE PAINTED TREE HARDENED BETWEEN HARDEN AND LAKE FOREST NORTH OF 3 80. YOU'RE GONNA DRIVE BY. YOU'RE GOING TO SEE DIRT FLYING ALL OVER THE PLACE. WE'RE EXCITED ABOUT THAT PROJECT SHOULD BE COMING ALONG WITH NEW SINGLE FAMILY HOMES HERE IN THE LATTER PART OF THIS SPRING, SO REALLY EXCITED ABOUT THE PARTNERSHIP THAT WE HAVE WITH PAINTED TREE, ANOTHER ONE IN OUR NORTHWEST SIDE SECTOR. HIGHLAND LAKES. IT'S AT THE CORNER OF FUTURE RIDGE ROAD AND FUTURE BLOOM. DALE NORTHWEST CORNER UNDER CONSTRUCTION RIGHT NOW, YOU'RE GOING TO SEE MORE PERMITS HAPPENING IN THERE AGAIN, EXCITING PARTNERSHIP THAT WE'RE HAPPY TO BRING TO FRUITION INSIDE BASEBALL HERE. WE'VE BEEN WORKING WITH THE DEVELOPER OF HIGHLAND LAKES FOR THE BETTER PART OF 15 YEARS. TO GET THIS TO THIS PHASE. WE'RE ALL REALLY EXCITED THAT THIS PROJECT IS COMING ONLINE. AND HAPPY TO START ISSUING PERMITS OUT THERE. SO. WE TALKED ABOUT THE GOOD NOW LET'S TALK ABOUT SOME CHALLENGES THAT WE'RE FACING OF OBVIOUSLY, ECONOMIC UNCERTAINTY SUPPLY CHAIN ISSUES, THE LATEST SUPPLY CHAIN ISSUE THAT WE'RE RUNNING INTO, OR TRANSFORMERS AND NEW RESIDENTIAL NEIGHBORHOODS. YOU JUST CAN'T GET THEM. UM THOSE ASIDE, LET'S FOCUS ON THE J. IT CONTINUES TO BE THE SINGLE BIGGEST CHALLENGE THAT WE WRESTLE WITH IN DEVELOPMENT SERVICES WHEN WE'RE TALKING ABOUT GROWING AND PLANNING FOR FUTURE GROWTH. IN THE CITY OF MCKINNEY. SO I WANT TO TALK ABOUT THE CHALLENGES AND ALSO SOME THINGS THAT WE'RE DOING TO ADDRESS THOSE CHALLENGES. FIRST AND FOREMOST, OR E T. J S SO THE LIGHT GRAY IS EVERYTHING INCORPORATED IN THE CITY LIMITS . THAT KIND OF GREENISH COLOR IS THE TRINITY FOLLOWS MUNICIPAL UTILITY DISTRICT AND THEN YOU HAVE THE DARK GRAY AREA, WHICH IS R E T. J EVERYBODY KNOWS BY NOW IN 2017, THE TEXAS LEGISLATURE STARTED MODIFYING A LOT OF STATE LAWS PERTAINING TO OUR ABILITY TO INVOLUNTARILY ANNEX PROPERTY TO BRING THOSE PROPERTIES INTO OUR CITY LIMITS TO GROW OUR TAX BASE TO IMPLEMENT LAND USE REGULATIONS GOING OUT FROM WHERE WE CURRENTLY ARE EXERCISING THOSE
[00:10:01]
AUTHORITIES. SO EVERYTHING CHANGED IN 2017. IT CONTINUED. IN 2019. I ASSUME THAT IT WILL CONTINUE IN THIS CURRENT LEGISLATIVE SESSION. AND SO WHAT THAT HAS MEANT FOR THE CITY OF MCKINNEY IS A LOT MORE DEVELOPMENT IN THE J. I WILL TELL YOU. IT WAS ALMOST NIGHT AND DAY FROM 2017 FORWARD. WE SAW A LOT OF DEVELOPERS JUST NOT EVEN WILLING TO PARTNER WITH US . NOT EVEN WILLING TO TALK TO US. THEY'LL JUST STAY IN THE T. J IT'S CHEAPER. IT'S EASIER.OKAY THAT'S THE NARRATIVE. BUT THIS IS WHAT THAT ANNEXATION REFORM LOOKS LIKE. IN THE CITY OF MCKINNEY, A LOT OF DEVELOPMENT IN THE TJ I'M NOT GOING TO GO THROUGH EACH OF THESE PROJECTS, BUT YOU CAN SEE ALL THE COLORED PROJECTS ARE PICTURED UP THERE. BUT THERE ARE A BUNCH MORE BLACK STARS THAT YOU SEE UP THERE THAT AREN'T PICTURED ALL OF THEM ACTIVE PROJECTS IN THE T. J. SO SOME THINGS THAT WE'RE DOING TO ENTICE PEOPLE TO COME INTO THE CITY OF MCKINNEY. FIRST AND FOREMOST, WE'RE LOOKING AT OUR DEVELOPMENT REGULATIONS. HOW CAN WE MAKE IT EASIER? HOW CAN WE MAKE IT MORE EFFICIENT TO DEVELOP IN THE CITY MCKINNEY? IT'S ONE OF THE THINGS THAT WE HEAR MOST 200 TO DEVELOP IN THE CITY. MCKINNEY I'M SURE YOU'VE ALL HEARD IT. BUT THE UNIFIED DEVELOPMENT CODE THAT WE, THE COUNCIL PARTNERED WITH CITY STAFF TO ADOPT IN NOVEMBER OF LAST YEAR, STARTING TO TURN THE TIDE. WE THINK WE'RE HEARING A LOT OF POSITIVE FEEDBACK FROM THE DEVELOPMENT COMMUNITY ABOUT THIS NEW RESOURCE. AND WE THINK WE'RE GOING TO GET SOME CONTINUED TRACTION. HOPE WE'RE GOING TO GET SOME CONTINUED TRACTION WITH DEVELOPMENT PARTNERS IN OUR EIGHT J. PARTNERSHIPS YOU HEARD YOU'VE HEARD ME SAY PARTNERS A LOT. THIS AFTERNOON PARTNERSHIPS IS WHAT WE'RE ALSO USING TO GET ANNEXATION TO GET THOSE PROJECTS THAT WOULD OTHERWISE STAY IN THE T. J TO GET THEM TO COME INTO THE CITY LIMITS. GREAT EXAMPLE. PAINTED TREE. I'VE ALREADY TALKED ABOUT IT EARLIER THIS AFTERNOON, BUT THE NORTHERN HALF OF THEIR PROPERTY WAS IN THE J AND WE PARTNERED WITH THEM. WE SAID HEY. IF YOU ARE WILLING TO ANNEX YOUR PROPERTY, WE'D BE WILLING TO PUT SOME SKIN IN THE GAME AND HELP BUILD WILMOTH FOR YOU. THEY AGREED TO IT AND WE ARE ACTUALLY UNDER CONSTRUCTION ON WILMOTH ROAD RIGHT NOW, AND YOU CAN SEE WHAT PAINTED TREES DOING. THEY'VE ALREADY ANNEXED, AND THEY ARE WELL UNDERWAY ON ONE OF THE LARGEST SINGLE PHASES OF SINGLE FAMILY RESIDENTIAL DEVELOPMENT IN THE STATE OVER 1000 ACRES, SINGLE PHASE NEIGHBORHOOD. TO OUR KNOWLEDGE, THE LARGEST SINGLE PHASE IN THE STATE OF TEXAS HAPPENING RIGHT HERE IN THE CITY, MCKINNEY THROUGH DEVELOPMENT PARTNERSHIP , ALL FOCUSED ON GETTING ANNEXATION. ANOTHER THING LEVERAGING RCMP WILMOTH WILMOTH ROAD WAS A SIP PROJECT. SOME THINGS THAT WE CAN DO WITH CDP TRAFFIC PROJECTS. DRAINAGE IMPROVEMENTS, ROADWAY, WATER, WASTEWATER. ALL OF THESE THINGS ARE POSSIBLE THROUGH OUR C I P AND WHAT WE'RE DOING IS SAYING, HEY, DEVELOPER. IF YOU'RE WILLING TO ANNEX WE'D BE WILLING TO SPEND SOME SIPPY DOLLARS TO HELP WITH INFRASTRUCTURE. AGAIN WHAT DOES THAT LOOK LIKE? WILMOTH ROAD IS A GREAT EXAMPLE . WE ARE BUILDING WILMOTH ROAD FROM HARDEN ALL THE WAY OVER TO LAKE FOREST. YOU'RE GOING TO SEE SEVERAL MULTI LANE ROUNDABOUTS WILMOTH ROAD WILL BE OUR ROUNDABOUT KIND OF CORRIDOR IF YOU WILL, AND WE'RE EXCITED TO PARTNER WITH TOM OLIVER OXYGEN DID DEVELOPMENT AND PAINTED TREE TO GET THIS PROJECT. UNDERWAY VERY, VERY EXCITING, KIND OF PRECEDENT FOR POTENTIAL PARTNERSHIPS WITH THE CITY OF MCKINNEY. SO THAT'S IT, IN A NUTSHELL. WANTED TO BE BRIEF, BUT I'LL STAND FOR ANY QUESTIONS THAT YOU HAVE AGAIN. A LOT OF POSITIVE THINGS HAPPENING IN THE CITY. MCKINNEY AND THE FUTURE IS BRIGHT AND WE ARE STEADFAST ON THE COURSE WE'RE ON MY, UM IF YOU KNOW A ROUGH NUMBER OF THE PROJECTS, YOU SHOWED SOME PICTURES IN THE JAINS, BLACK STARS AND DIFFERENT THINGS BEING DEVELOPED. COULD YOU GIVE US A ROUGH ESTIMATE IN WHAT PERCENTAGE OF THOSE ARE SINGLE FAMILY VERSUS MULTIFAMILY? WE GET A LARGE I WOULDN'T WANT TO SPECULATE A PERCENTAGE. BUT I WILL TELL YOU. A LARGE PORTION OF THEM ARE MULTI FAMILY BECAUSE THEY KNOW WE DON'T HAVE LAND USE CONTROL AND THEY CAN BUILD ESSENTIALLY WHATEVER THEY WANT TO BUILD. UM I WOULD AGAIN DON'T WANT TO VENTURE A PERCENTAGE. BUT I WILL TELL YOU IT'S PRETTY HIGH. OKAY. THANK YOU, SIR. ANY OTHER QUESTIONS. THANK YOU, MICHAEL. 23 02 TO THREE SMART CITIES PRESENTATION CARY GRANT.
[Smart Cities Presentation]
WHAT. THANK YOU, MAYOR COUNCIL. I DON'T KNOW IF I CAN TOP ALL THAT GOOD NEWS, BUT WE'VE GOT A FUN LITTLE PROJECT WHEN I TALK TO YOU ABOUT WE'LL TALK ABOUT OUR TRAFFIC SIGNAL SYSTEM AND A SMART CITY APPLICATION THAT WE'VE BEEN APPROACHED BY DEVELOPER TO BE PARTNERS WITH.[00:15:01]
SO FIRST A LITTLE BIT OF OUR SIGNAL SYSTEM WE CURRENTLY HAVE ABOUT 104 TRAFFIC SIGNALS THROUGHOUT THE CITY. UM AND WE HAVE BEEN WORKING TO MODERNIZE THAT EQUIPMENT. SO THE FIRST THINGS WE DID IS WHAT WE PURCHASED A NEW CENTRAL SYSTEM. WHAT THAT IS THAT'S THE SYSTEM THAT CONTROLS OUR WORKS WITH EACH OF THE SIGNALS IN THE FIELD AND TELLS THEM WHAT TRAFFIC SIGNAL TIMING PLAN THEY SHOULD BE OPERATING. TELL US ABOUT THE GREEN TIMES, READ TIMES. ALL THAT ALLOWS US TO GO AND COMMUNICATE TO EACH OF THOSE SIGNALS WITHOUT HAVING TO GO OUT IN THE FIELD. THERE'S A LOT OF TIME AND ENERGY, SO THIS IS A SNAPSHOT OF THAT LARGER MAP IS A SNAPSHOT OF THAT SCREEN OF DEALING WITH THAT INTERFACE, ALL THE GREEN SIGNALS OR WHERE WE HAVE GOOD COMMUNICATIONS OR TALKING TO THAT SIGNAL. YELLOW FOR THE VARIOUS DAY WAS A SITUATION WHERE WE MAY NOT HAVE GOOD COMMUNICATION AND COULD HAVE BEEN A WIRELESS RADIO IS OUT OR VARIOUS REASONS. WE'VE ALSO UPGRADED THE TRAFFIC SIGNAL CONTROLLER AT ALL ARE INTERSECTIONS. SO WHEN I STARTED HERE IN 2010, WE WERE USING CERTAIN CERTAIN CONTROLLER. IT WAS ALREADY A FEW YEARS OLD AT THAT TIME, SO IN EARLY 21 22. WE STARTED A PROGRAM TO UPGRADE ALL OF OUR TRAFFIC SIGNAL CONTROLLERS. THE LATEST TECHNOLOGY GIVE US MORE CAPABILITIES WHEN WE'RE MANAGING SIGNAL SYSTEM WERE ALSO NOW UNDERWAY WITH UPGRADING THE VEHICLE DETECTION ARE STANDARD DETECTION IS WHAT WE CALL VIVID. IT'S A LITTLE VIDEO CAMERAS UP AT THE SIGNAL THAT SHOOTS, WE ACTUALLY DRAW A BOX ON THE TV AND THE TEXT WILL OCCUR ENTERS INTO THAT. UM BOX ON THE ON THE SCREEN IN THE IN THE SYSTEM AND SAYS, OH, THERE'S A CAR THERE.WE NEED TO SERVICE THAT CAR. WE ARE NOW MOVING TO A NEW DETECTION EQUIPMENT THAT USES A COMBINATION OF VIDEO AND RADAR, BUT IT ALSO ALLOWS TO COLLECT MORE DATA. WE CALL HIGH RESOLUTION FOR HIGHER HIGHER RESOLUTION DATA, WHICH GIVES US MORE INFORMATION ON HOW THE SIGNAL SYSTEMS PERFORMING BASED ON THE CARS THAT ARE COMING IN AND BEING DETECTED BY THE SYSTEM. UM TRY NOT TO BORE YOU GUYS TOO MUCH. I GET EXCITED ABOUT THIS STUFF. SORRY TO INTERRUPT IS THE RADAR SOMETHING THAT LOOKS A LITTLE BIT FURTHER OUT IN THE DISTANCE AND THE VIDEO DOES FOR WHAT IS THE PURPOSE OF COMPANY VIDEO WITH RADAR SO THE RADAR CAN LOOK OUT FARTHER RIGHT AND HAS A LITTLE BIT HIGHER ACCURACY, RIGHT? YOU THINK ABOUT THREE EIGHTIES WHERE YOU HAVE A HIGHER SPEED. IT'S NICE TO GET FURTHER OUT. IT ALSO DOESN'T HAVE TO WORRY ABOUT THE SUN GLARE, YOU KNOW, SO CERTAIN TIMES OF THE YEAR MORNINGS AND EVENINGS, WE HAVE THE GLARE.
YOU'RE DRIVING INTO IT. IT'S HARD FOR YOU AS A DRIVER TO SEE IT WHEN YOU'RE GOING INTO IT, BUT WHEN THE SUN IS THE OTHER WAY, IT'S HARD FOR THAT CAMERA TO ACTUALLY SEE VEHICLES ARE SITTING THERE AND SO WE GET CALLS. HEY, DETECTION IS NOT WORKING THE LIGHT SKIP ME THOSE TYPE OF THINGS. WHAT I HAVE A QUESTION. SO UM, ABOUT TWICE A YEAR I SEE SIGNALS THAT ARE OUT . SO ARE WE ARE YOU SET UP TO WHERE THE SIGNAL DOES GO OUT? IT'S NOT OPERATING YOUR IMMEDIATELY NOTIFIED. THAT IS THAT IS THE GOAL IS TO GET THIS INFORMATION WHEN THEY TEXTED. WE ARE ACTUALLY RESPONDING TO IT BEFORE WE GET THE CALL FROM THE CITIZEN. SOMETIMES CITIZENS STILL BEAT US AND LET US KNOW. HEY, JOE, BY AND TRAFFIC SIGNAL WAS KNOCKED DOWN BECAUSE A CAR ACCIDENT OR SOMETHING LIKE THAT . YOU LOST THE CABINET. WE'RE NOT GETTING THAT INFORMATION. SO WE ARE, YOU KNOW, BUT YEAH, THAT'S THAT'S THE GOALS WERE TRYING TO GET MORE DATA COMING TO US SO WE CAN RESPOND BEFORE THE CITIZENS CALLING. UM WE'RE ALSO EXPLAINING OUR FIBER NETWORK, SO MOST OF OUR SIGNALS ARE ESPECIALLY ON THE WEST HALF THE CITY OR COMMUNICATED WITH WIRELESS TECHNOLOGY. SO WE HAVE A WIRELESS RADIO ANTENNA AT THE TRAFFIC SIGNAL THAT GOES BACK TO ONE OF THE WATER TOWERS, AND THEN IT GETS ONTO A FIBER NETWORK THERE. WHAT? WE'RE TRYING TO EXPAND THAT FIBER NETWORKS. WE HAVE BETTER, MORE RELIABLE COMMUNICATION WITH ALL THOSE TRAFFIC SIGNALS THROUGHOUT THE CITY, SO WE ACTUALLY HAVE A CURRENT PROJECT TO EXPAND ANOTHER 10 TO 15 SIGNALS WERE ADDING TO THAT FIBER NETWORK. UM AND THEN YOU KNOW WHEN WE HAD THE DISCUSSION ABOUT THE SIGNAL ON VIRGINIA CASTLE AND PHILLIPS, WHO WERE SURPRISED TO SEE WE HAVE THE PAIN STILL TILT ZOOM CAMERAS. WE HAVE OUT THERE. SO GRAB A LITTLE, UH, SNAPSHOT FROM THE ONE AT EL DORADO PARKWAY AND 75 SHOWING THAT THAT'S WHAT WE CAN SEE. WE CAN PULL UP THOSE CAMERAS LOOK AT LIVE TRAFFIC CONDITIONS AT ANY TIME AS LONG AS WE HAVE GOOD COMMUNICATION.
THE REASON WE'RE MAKING ALL THIS INVESTMENT IS WE WANT THAT REAL TIME PERFORMANCE SO WE CAN DO A BETTER JOB OF OPERATING THE SIGNAL SYSTEM AND JUST AS COUNCILMAN ROGERS MENTIONED WE ARE TRYING TO GET THOSE SYSTEM ALERTS SO WE CAN RESPOND IN NO OF ISSUES BEFORE WE HAVE TO GET NOTIFIED BY THE RESIDENTS. AND THEN LASTLY, AS WE LOOK AT IT AS WHEN YOU DRIVE DOWN CUSTER ROAD, FOR INSTANCE, WE OPERATE THE TRAFFIC SIGNALS FROM 3 82 JUST NORTH OF EL DORADO, THEN FRISCO OPERATES FROM ELDORADO ALL THE WAY TO 1 21. AT 1 21 PLANO PICKS THOSE UP. THEY OPERATE THEM SOUTH. RIGHT. SO AS A DRIVER, YOU DON'T REALIZE YOU'RE MOVING FROM ONE JURISDICTION TO
[00:20:05]
ANOTHER. YOU JUST WANT TO SIGNAL TO WORK, SO WE GET A LOT OF CALLS THAT SAY CALL ME. CAN YOU PARKWAY OR STACY SAYING, HEY, WE NEED TO FIX THE SIGNALS FOR THE TIME IS NOT WORKING. WE DON'T OPERATE THAT. WE NEED TO GIVE THAT INFORMATION YOU NEED TO CALL CITY OF FRISCO TYPE OF THINGS. WELL THE CARD THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENT IS WORKING WITH ALL THE CITIES TO SHARE DATA SO WE CAN BE MORE RESPONSIBLE ALONG THE ENTIRE CORRIDORS AND THEN WE ALSO ARE WORKING WITH INDUSTRY PARTNERS TO GET INFORMATION OUT TO PEOPLE. THEY'RE DRIVING VEHICLES. SO THAT'S THE REAL REASON WE'RE HERE TODAY IS TO TALK ABOUT A POTENTIAL PARTNERSHIP. WE WERE APPROACHED BY A GROUP GROUP CALLED TRAFFIC TECHNOLOGY SERVICES TTS, AND THEY'VE GOT AN APPLICATION CALLED THE PERSONAL SIGNAL ASSISTANT SO THEY ARE A VENDOR THAT WORKS WITH CONNECTED AND AUTONOMOUS VEHICLE APPLICATIONS , AND THEY USED DATA STRAIGHT FROM THE CITIES. THEY GET IT FROM US. THEY SEND IT TO THE ONLY MM. OR THEY HAVE THEIR OWN PERSONAL APP THAT SENDS INFORMATION OUT TO THE DRIVERS. AND SO WE GOT TWO SNAPSHOTS ON THE SCREEN. THE ONE ON THE RIGHT IS THEIR APP. THAT YOU CAN DOWNLOAD AND PUT ON YOUR CELL PHONE, AND THIS IS ACTUALLY FROM MY PHONE. I WAS OUT DRIVING IN FRISCO BECAUSE ITS OPERATIONAL AND FOR SKILL, UM THE INFORMATION YOU GET THERE ARE YOU KNOW HOW LONG CAN YOU EXPECT TO WAIT FOR A GREEN LIGHT? SO THERE IS I DON'T HAVE THAT SCREEN UP ON HERE. BUT THERE IS LITTLE ICON THAT YOU KNOW THERE'S A LITTLE CIRCLE THAT'S KIND OF DECREASING AND THE RED IS DECREASING IN TIME. AND THEN WHEN IT GETS DOWN TO ABOUT FOUR OR FIVE SECONDS, IT STOPS COUNTING DOWN AND SAYS, PREPARE FOR GREEN LIGHT. JOE HELP DRIVER AWARENESS. HEY CELL PHONE DOWN AND START DRIVING. UM AND THEN ONCE YOU GET THAT GREEN LIGHT AS YOU'RE DRIVING DOWN THE CORRIDOR , IT'S SAYING IF YOU GO BETWEEN THIS EXAMPLE WAS 10 MILES AN HOUR TO 45 MILES AN HOUR. IF YOU DRIVE IN THAT BAND, YOU'RE GOING TO MAKE THE NEXT SIGNAL. YOUNG GREEN. AND SO IT GIVES YOU A SUGGESTION ON HOW TO DRIVE SO YOU DON'T HAVE TO GO, 55. I'LL GET THERE FASTER, BUT I'LL STOP ON RED. BUT IF I GO TOO SLOW AND THEN ON MORE CONGESTED CORRIDORS I WAS GOING INTO THIS HAPPENED TO BE DURING THE MIDDLE OF THE DAY. NOT MUCH TRAFFIC, SO THEY HAD SOME LONGER WHAT WE CALL GREEN BANDS, BUT ON SOME MORE CONGESTED CORRIDORS THAT MAYBE A SMALLER FIVE MILE AN HOUR INCREMENTS. YOU NEED TO GO WITHIN THAT SPEED LIMIT OR THAT THAT TRAVEL SPEED TO MAKE THE NEXT GROUP. SECTION SIGNAL ON GREEN. UM SO, UM, THE OTHER PHOTO IS WHAT THEY SENT TO THE ONLY MM, THE VOLKSWAGEN GROUP, WHICH MANUFACTURERS AUDI. THIS IS A PICTURE FROM AN AUDI SCREEN. THEY PROVIDE US. I DON'T HAVE AN AUDI. I DON'T KNOW ANYBODY DOES. I CAN VERIFY THAT FOR YOU. BUT THEY ALSO AUDI. I'M SURE IT'S ALSO SUBSCRIPTION BASED APPLICATION WHERE YOU CAN GET THE SAME INFORMATION, BUT IT'S IN YOUR DASHBOARD VERSUS USING THE APP. UM SO THE APP IT'S $5 A MONTH TO GET SOME OF THE INFORMATION AND YOU CAN DO A LITTLE LOWER TIER $2 A MONTH TO GET SOME OF THE INFORMATION. SO, UM SOME OF THE BENEFITS FOR US AS WE ARE PROVIDING THIS OUT TO THE BENEFIT TO THE CITY TO CITIZENS. YOU KNOW, SOMEBODY WANTED UTILIZE THIS APP OR THEY HAVE A VEHICLE THAT CAN UTILIZE THIS TECHNOLOGY. UM, THEY WOULD BE ABLE TO UTILIZE IT BY US GIVING THEM THE INFORMATION. IN TURN, THE VENDOR WOULD PROVIDE US SIGNAL PERFORMANCE DATA. WE CAN ASK FOR THAT, ON A WEEKLY BASIS, A MONTHLY QUARTERLY YEARLY. HOWEVER WE WANT TO DIGEST IT. THE PROBLEM IS WITH DATA AND PAUL KNOWS THIS AND WE HAVE FOR TOO MUCH. YOU CAN'T DO ANYTHING WITH IT. SO WE NEED TO BE, YOU KNOW, UM SPECIFIC OR, YOU KNOW, THOUGHTFUL AND HOW WHAT WE WANT TO ASK SO WE CAN ACTUALLY USE IT TO SUPPLEMENT THE OTHER DATA WE'RE GETTING. UM BUT THESE PERFORMANCE METRICS METRICS ARE GONNA HELP US IDENTIFY CORRIDORS THAT WE NEED TO GO AND WORK ON TIMINGS ON MAKE SURE THAT WE'RE DOING THE BEST JOB WE CAN TO MAKE SURE WE'RE GIVING GOOD GOOD PROGRESSION. UM, AND THEN THE GREAT THING IS THERE IS NO COST IN THE CITY FOR ANY OF THIS SERVICE. WE WERE GIVING THEM DATA, WHICH THEY ARE NOW MONETIZING THAT DATA OUT TO THE OTHER OHMS. BUT WE GET IN RETURN THAT THAT THAT THIS INFORMATION BACK TO US HELP US DO OUR JOBS BETTER. UM SO THERE ARE OTHER COMMUNITIES IN THE REGION THE YOU CAN SEE THERE. FRISCO, PLANO AND ALAN ARE ALL IN THEIR FIRST GOES. THE DARKEST PURPLE ALLEN IS THE RED. EXCUSE ME. POINT US TO READ BLUES. UH LIGHT BLUE IS ALLEN. WE'VE ALSO GOT LEWISVILLE. UH, GRAPEVINE GRANDE PRAIRIE. AND GARLAND OUT THERE, AND SO THEY'RE REACHING OUT TO MORE AND MORE COMMUNITIES TRYING TO GET THIS AND BRING THAT ON. BUT YOU KNOW, I THINK ABOUT WHAT OUR CITIZENS DO. A LOT OF THEM ARE DRIVING IN THAT FRISCO, PLANO, ALLEN AND MCKINNEY AREA AND US, YOU KNOW, COMING PART OF THE SYSTEM. YOU'RE NICELY AND NICE NORTH NORTH PART OF THE[00:25:04]
METROPLEX. IT IS ALL WORKING TOGETHER AND YOU COULD DRIVE THOSE CORRIDORS AND GET THAT INFORMATION. UM SO READY FOR QUESTIONS. THE MAIN REASON WE'RE HERE TONIGHT IS ONE TO TELL YOU ABOUT THE OPPORTUNITIES BEFORE US. AND IF YOU GUYS ARE ON BOARD WITH THIS WILL BRING A RESOLUTION AT A FUTURE COUNCIL LEADING TO EXECUTED CONTRACT WITH THESE GUYS TO SHARE. AND SO I'M LOOKING FOR SOME CONSENSUS ON A YES ON THAT THE OTHER OPTION THEY HAVE TALKED TO US ABOUT AND CONSENSUS ON IS, UM. THEY WOULD LOOK AT IT ON LOOK TO WORK WITH MCKINNEY ON A FLEET MODEL. THIS WOULD BE THE FIRST TIME THEY'VE DONE A FLEET VERSION OF THIS. WE WOULD PAY MAYBE A LESSER FEE, BUT THEIR GOAL IS WE WOULD OFFSET OFFSET THAT FUELS SAVINGS NOW THIS IS VERY PRELIMINARY. BUT IF YOU GUYS ARE INTERESTED IN CONTINUING TO EXPLORE THAT WILL WORK WITH OUR PUBLIC WORKS TEAM AND WE CAN SEE IF THAT WE CAN MAKE THAT HAPPEN. NO GUARANTEES THERE YET TOO EARLY TO TELL. BUT WHILE WE'RE HERE, WE WANT TO TALK TO MAKE SURE SOMETHING YOU GUYS SUPPORTED FOR BOTH TOPICS. SO WITH THAT ANY QUESTIONS QUESTIONS. WHAT IS THE? NO? YOU SAID IT'S 2 TO $5 PER SUBSCRIBER FOR SOMEONE WHO GETS THE APP. WHAT KIND OF COSTS? ARE WE LOOKING AT THE CITY TO GET THIS INSTALLED IF WE DID IT AS PART OF THE FLEET VERSION UM, WE NEEDED NEGOTIATE THAT WE DON'T KNOW. YET THERE IS A COST OF THE CITY. IT WOULD BE A COST OF THE CITY. IT COULD BE $3, PER. YOU KNOW, FOR THE FULL VERSION THAT WE'RE SAVING THAT $2 A MONTH AND GAS, SO THERE'S AN OFFSET THERE, RIGHT? SO IT'S A SO FORGIVE ME. IT'S PER VEHICLE THAT IS IMPLEMENTED CHARGED TO THE CITY . IT'S BECAUSE I'M THINKING THEY'RE GOING TO INSTALL A BUNCH OF HARDWARE COSTS. X NUMBER OF 100,000 INSTALL THE HARDWARE IS THAT NOT THE ARRANGEMENTS, IT WOULD BE AN APP BASED ON YOUR PHONE STAFF WOULD HAVE IT ON. YOU WERE TALKING ABOUT TWO DIFFERENT THINGS. YOU'RE TALKING WHAT IT WOULD COST. FOR THE TWO TO BASICALLY GIVE IT UP TO THE PUBLIC AND YOU'RE TALKING ABOUT WHAT IT WOULD COST THE CITY TO IMPLEMENT IN THEIR VEHICLES. IF WE WANT TO USE IT ON A FLEET VERSION. THAT'S THE FLEET VERSION IS THE VERSION THERE WOULD BE A COST OF THE CITY, BUT NOT THE 52 TO $5. WE NEGOTIATE THAT THERE WOULD BE NO HARDWARE INSTALLED IN OUR VEHICLES. THERE'S WHAT I THINK WHAT HE WAS SAYING IS THE COST OF THE CITY TO BASICALLY ALLOW THEM TO COME AND PUT IT IN THERE. TO INSTALL IT FOR THE CITIZENS OF MCKINNEY.SO THERE IS NO INSTALLATION ANYWHERE. YOU'RE EITHER BUYING A VEHICLE FROM VOLKSWAGEN AUDI THAT HAS THAT EQUIPMENT IN THERE WHERE YOU'RE USING DRIVING AN OLDER VEHICLE LIKE I DO, AND MY ONLY OPTION IS TO GO THROUGH THE APP. SO THERE'S NO CONSEQUENCES SO AND SO THEY WOULD TIE IN. TO THE APPARATUS OF MCKINNEY. WE DON'T HAVE. WE DON'T HAVE ANY APPARATUS THAT COULD USE THIS SYSTEM. THEY HAVE TO TIE INTO OUR SIGNALS, RIGHT? SO THEY GET THE INFORMATION FROM OUR CENTRAL SYSTEM CLOUD BASED. THEY JUST THERE IS NO INSTILL THAT THERE'S NO COST FOR THEM TO COME IN. NO HARDWARE TO WE WOULD JUST BE EXPORTING SOME SOME DATA THROUGH THE CLOUD TO THEM, OKAY, THAT'S ALL THEY HAVE TO DO SO WE ARE CURRENTLY NOT EXPORTING, SAID DATA. THAT'S CORRECT EXPORT DATA. WE AREN'T PAYING THEM ANYTHING TO EXPORT THE DATA. THEY'RE NOT PAYING US ANYTHING.
FOR THE BENEFIT OF THE DATA. YOU KNOW, IT'S ALL A NO COST ARRANGEMENT UNTIL YOU GET DOWN TO THE SUBSCRIBER LEVEL OF THE VEHICLE. OKAY? I'M SORRY. IT WASN'T FOLLOWING YOU GUYS, RIGHT? THAT SAME QUESTION, I APOLOGIZE. ANY OTHER QUESTIONS? YEAH LIKE, OH, GO AHEAD. IF YOU HAVE A QUESTION, YES, I DID HAVE A QUESTION. THE MAP OF SERVICE AREAS THAT YOU HAD UP THERE, THE UNCOVERED AREAS OR THOSE COVERED BY ANOTHER VENDOR, OR. IS THERE ANOTHER VENDOR ON THOSE AREAS DO NOT KNOW OF ANOTHER VENDOR PROVIDING THE SERVICE. YEAH. SO THEY'RE JUST LIKE MCKINNEY. THAT JUST DOESN'T OFFER IT THAT THEY'RE NOT TIED INTO THE SYSTEM. CORRECT. I WAS JUST GOING TO ADD. WHAT WE'RE TRYING TO DO IS STAFF ON BEHALF OF THE COMMUNITY AND, OF COURSE, THE CITY COUNCIL. WE'VE SPOKEN ABOUT THIS IN OUR STRATEGIC GOAL SETTING MEETINGS. WE'RE TRYING TO DO IS TAKE THE DATA THAT'S ALREADY BEING CAPTURED, WERE ALREADY COLLECTING THIS DATA.
AND IT'S PUBLICLY OWNED DATA EFFECTIVELY, AND WE'RE TRYING TO MAKE IT AVAILABLE TO SOMEBODY WHO CAN DO SOMETHING BETTER WITH IT THAN WE CAN BECAUSE THAT'S NOT A CORE FUNCTION OF WHAT WE DO. WE'RE NOT. WE DON'T HAVE THE TECHNOLOGY, THE MOUSE TRAP, SO TO SPEAK, BUT THERE ARE CERTAINLY VENDORS. THEY CAN TAKE THAT DATA AND OFFER A BETTER SERVICE FOR OUR COMMUNITY. AND WERE AVAILING THE COMMUNITY TO A BETTER SERVICE BY USING THE DATA THAT'S PRODUCED IN A DAY TO DAY
[00:30:03]
THAT WE'RE CAPTURING WITH OUR EXISTING EQUIPMENT. SO YOU KNOW, WE THIS, I THINK IS GOING TO BE THE FUTURE OF WHAT YOU SEE IN LOCAL GOVERNMENT SERVICES ARE PROVIDED. YOU'RE GOING TO SEE VENDORS. THIRD PARTY ENTITIES OUT THERE THAT ARE ABLE TO TAKE . THEY HAVE DEVELOPED A MOUSETRAP THROUGH THEIR OWN TECHNOLOGY AND INNOVATION, AND THEY'RE ABLE TO TAKE PUBLIC DATA AND DO SOMETHING WITH IT. THAT'S A VALUE OF MEANINGFUL VALUE TO THE COMMUNITY. RESIDENTS DRIVERS PASSERSBY COMING THROUGH THAT WE CAN DO AND THERE WILL BE REALLY SOME. I THINK SOME REALLY INTERESTING OPPORTUNITIES IN THE FUTURE FOR NOT JUST ON TRAFFIC, BUT OTHER THINGS AS WELL. YES IF WE DO A DEAL WITH THIS PARTICULAR VENDOR DOES THAT PRECLUDE US FROM PARTICIPATING WITH ANOTHER VENDOR. IF WE ARE APPROACHED, THAT'S THE DEVIL'S IN THE DETAILS OF THE CONTRACT.I DON'T KNOW THAT WILL BRING CLUED US. WE WOULD HAVE THAT WORKING WITH THE CITY ATTORNEY NOT PRECLUDE US FROM DOING SOMETHING WITH ANOTHER PARTNER. SO I DID FAIL TO MENTION ONCE.
IF WE MOVE FORWARD WITH THIS ONCE WE HAVE IT OPERATIONAL, THEY WOULD GIVE US THREE MONTH FREE SUBSCRIPTION FOR EVERYBODY FOR YOU TO. THEY'RE TRYING TO MAKE SURE PEOPLE UNDERSTAND IT AS I'VE DRIVEN AROUND ALLEN AND FRISCO THE LAST WEEK I'VE BEEN ON THE PHONE WITH THE VENDOR LIKE WHY AM I GETTING BETTER DATA AND FRISCO FRISCO THAN I AM AND ALAN? AND YELL. OKAY WELL, WE NEED TO CHECK OUR SIDE OF THINGS ON ALLEN, THAT SORT OF THING. SO BUT THERE WOULD BE A WE WOULD ALLOW YOU GUYS TO HAVE A THREE MONTH SUBSCRIPTION TO TRY OUT AS WELL. AND YOU'RE NOT , AND I GUESS THAT THE CONTRACT JUST TIES YOU INTO A IF IT'S A THREE YEAR FIVE YEAR CORRECT THESE AND THEN YOU RENEW IT AT WHATEVER WHATEVER INTERVAL THAT IS, YEAH. AND IF WE SAW BENEFIT AND CONTINUING THE CONTRACT I DON'T SEE A PROBLEM WITH THIS EVENING. KINNEY DOING SOMETHING LIKE THIS DOESN'T CONSTANT US ANYTHING AND IF WE AND WHOEVER WANTS TO SUBSCRIBE TO IT AND SUBSCRIBE TO IT AND YOU YOU'RE LOOKING FOR CONSENSUS ON IT. THAT'S CORRECT. YES, I CAN CURVE. THE ONLY OTHER QUESTION I WOULD HAVE IS, IT SEEMS LIKE THE DATA THEY'RE GETTING USED TO TIMING OF TRAFFIC SIGNALS, AND IT DOESN'T APPEAR TO BE ANY RISK OF PRIVACY TO ANYBODY WITH THE PERSONAL DATA OF WHERE THEY'RE GOING BEING. YOU KNOW, ON THE CLOUD IN SOME FORM THAT IT'S NOT. I JUST DON'T WANT TO SEE TO BE EXPOSED ON THAT LEVEL OF PRIVACY. I DON'T KNOW ABOUT THE O E. M I DID PLAY WITH THAT ON THE APP VERSION. YOU CAN CREATE LOGS.
