ORIGINS TUESDAY, MARCH 21ST. FIVE OCLOCK. FIRST ITEM ON THE COMMON. WE MOVED OUR CONSENT

[CONSENT ITEMS]

ITEMS. THIS PORTION OF THE AGENDA SYSTEM NONCONTROVERSIAL REQUIREMENT. REQUIRED BY LAW.

BORDER. FIRST THINKING PRIOR. TO RIGHT EMOTION ON THAT. THE MOTION OF 2ND 2ND 2ND ALL IN FAVOR, RIGHT? AND STARTED. PROMINENT RANDALL SERVICES. YES THIS UPDATE WILL BE PRESENTED BY

[Collin County Transit Service Update]

OUR PROJECT MANAGER WITH DARK L G C. RYAN MCCUTCHEON. GOOD EVENING. MY NAME IS RYAN MCCUTCHEON. I'M A PROJECT MANAGER IN THE SERVICE PLANNING AND SCHEDULING DEPARTMENT AT DARK. AND TODAY, I WILL BE PRESENTING THE COLLIN COUNTY TRANSIT KEY PERFORMANCE INDICATORS AND AN UPDATE ON THE GO PASS APP AS YOU CAN SEE, WITH THE COLLIN COUNTY TRANSIT RIDERSHIP HAS CONTINUED TO GROW AS WE HAVE DISCUSSED IN PREVIOUS MEETINGS. AND ONE OF THE THINGS THAT I WANTED TO BRING TO YOUR ATTENTION IS THE AVERAGE WEEKDAY RIDERSHIP THAT WE HAVE SEEN GROW IMMENSELY. SO IF WE DIAL IT BACK TO LAST FEBRUARY OF LAST YEAR, OUR AVERAGE WEEKDAY RIDERSHIP WAS 45 RIDERS PER DAY LAST MONTH , IT IS 192 AVERAGE WEEKDAY RIDERS, SO THAT HAS BEEN AN INCREASE OF ABOUT 326. YEAR OVER YEAR. THE AVERAGE WAIT TIME WHEN LOOKING AT THIS PAST YEAR WAS 15 MINUTES AND A COUPLE OF THINGS THAT I WOULD LIKE TO CALL OUT TO YOUR ATTENTION. APRIL IS THE MONTH WHERE WE FIRST STARTED INCORPORATING LIFT AS ANOTHER ONE OF OUR TRANSIT PROVIDERS, IN ADDITION TO THE WHEELCHAIR ACCESSIBLE FLEET, SO WHEN YOU LOOK AT IT OVER THE COURSE OF THE YEAR, OUR AVERAGE WAIT. TIME WAS 15 MINUTES. IF I COULD RECALL IT BACK TO YOUR MEMORY, OUR THRESHOLD THAT WE USE ON A MONTHLY BASIS IS 30 MINUTES, JUST BASED ON THE SHEER SIZE OF COLLIN COUNTY, SO OUR AVERAGE WAIT TIME. IS IN A VERY GOOD, HEALTHY POSITION. THE TRAVEL DISTANCE FOR OUR RIDERS IS THERE ARE AVERAGING SEVEN MILES PER TRIP OVER THE COURSE OF THE YEAR , AND THESE NEXT FEW SLIDES, THE METRICS HAVE NOT CHANGED VERY MUCH OVER THE COURSE OF THIS LAST YEAR. THE DURATION OF TRIPS IS AN AVERAGE OF 17 MINUTES FOR THIS PAST YEAR, SO THIS LAST MONTH OF 17 MINUTES IS RIGHT ON PAR WITH WHAT WE THOUGHT WE WOULD SEE. THE CANCELATION RATE HAS FLUCTUATED. IT'S AT ABOUT 4% WHICH WE SEE AS LONG AS IT'S BENEATH 5% THAT IS SOMETHING THAT WE SEE IS ALSO BEING HEALTHY. BUT IT IS SOMETHING THAT WE'RE VERY MINDFUL OF, BECAUSE WE WANT TO MAKE SURE THAT WE HAVE OUR RESOURCES DEPLOYED TO THOSE WHO TRULY NEED IT WHEN PEOPLE CANCEL THAT THEY CANCELED LEAST TWO HOURS IN ADVANCE NOTICE SO THAT WE CAN RESHUFFLE THE DECK WITH OUR VEHICLES. WRITERS PER SERVICE. I AM HAPPY TO REPORT TO THE BOARD THAT OVER LAST YEAR, WE ADDED 458 RIDERS SO OVER THE COURSE OF THE MONSTER AVERAGES ABOUT ALMOST 40 RIDERS PER MONTH IS WHAT WE CONTINUE TO ADD TO THIS LEVEL OF SERVICE. SO NEXT I WANT TO TALK ABOUT GO PASS. THAT IS SOMETHING THAT WE IMPLEMENTED AT THE END OF LAST YEAR AND TALK ABOUT OUR STRATEGY GOING FORWARD AND HOW WE HAVE BROKEN IT DOWN INTO FOUR DIFFERENT TOPICS.

TODAY, I FIRST WANT TO TALK ABOUT THE MARKETING EFFORT THAT WE'RE DOING WITH. GO PASS. SO OUR PARTNERS SPARE LABS. THEY'RE THE ONES THAT RUN THE PLATFORM FOR US. THE BOOKING SOFTWARE.

THEY SEND OUT SMS CAMPAIGN OR A TEXT TO ALL OF OUR WRITERS ALERTING THEM TO THE FACT THAT GO PASS IS NOW OPERATIONAL, AND IT CAN BE USED IN LIEU OF NOT HAVING TO CALL THE CALL CENTER WERE ALSO TARGETING CERTAIN EVENTS HERE IN COLLIN COUNTY. I BELIEVE OUR NEXT EVENT IS WILL BE EARTH DAY, UM, LATER IN APRIL. SO WE'LL BE SET UP THERE . I WILL BE THERE ALONG WITH MY COLLEAGUES WITH THE CITY OF MCKINNEY TO PROMOTE THE PROGRAM AND ALSO TO DO HANDS ON TRAINING

[00:05:01]

WITH INDIVIDUALS BECAUSE WE FEEL THAT THAT IS THE BEST WAY TO GET PEOPLE TO ADOPT THE GO PASS APP IS TO SIT DOWN WITH THEM AND REALLY GO THROUGH THAT EDUCATIONAL PROCESS TO SHOW THEM HOW TO USE IT. HOW TO BOOK TRIPS AND HOW TO SET UP EVERYTHING WITH REGARDS TO THEIR FORM OF PAYMENT. AND THEN WE'RE ALSO WORKING WITH TRANSPORTATION COORDINATORS. PEOPLE AT PLACES LIKE THE SAMARITAN IN OR AT SOME OF THE OTHER, LIKE EVITA, OR FOR SENIORS DIALYSIS CLINICS TO EDUCATE THEM ON HOW TO USE GO PASS AS WELL. SO IF THEIR CLIENTS COME IN, AND THEY HAVE QUESTIONS, NOT ONLY AM I A RESOURCE, BUT ALSO THE EMPLOYEE TRANSPORTATION COORDINATORS. OR AS WELL. SO IN TALKING ABOUT TRAINING THAT WE HAVE IMPLEMENTED AS I ONBOARD EACH INDIVIDUAL, I ASKED THEM A SERIES OF QUESTIONS. DO YOU USE APPS ON A REGULAR BASIS? BECAUSE IF THEY DO, THEN I WILL STEER THEM TOWARDS USING GO PASS AS THE MAIN. MEANS OF THEM BOOKING THEIR TRIPS, AND WE HAVE ALSO ISOLATED LIFT CUSTOMERS BECAUSE AGAIN WITH THE GO PAST HAPPY CAN ONLY BOOK TRIPS ONE HOUR IN ADVANCE NOTICE, SO WE REALLY NEED TO FOCUS ON THOSE LIFT RIDERS BECAUSE THOSE ARE THE ONES WHO ARE GOING TO BE THE MOST LIKELY TO ADOPT THIS LEVEL OF SERVICE. IN ADDITION, WE'RE ALSO DOING OUTREACH WITH VARIOUS ORGANIZATIONS AROUND TOWN WORKING WITH THE MCKINNEY SENIOR CENTER, PROVIDING THEM COLLATERAL THINGS OF THAT NATURE AND ALSO PUTTING COLLATERAL CALLING OUT THE GO PASS APP ON OUR WHEELCHAIR ACCESSIBLE FLEET SO THAT THOSE WHO ARE USING THAT SERVICE ALSO CAN BE EDUCATED ABOUT THE GO PAST OPPORTUNITIES THAT THEY HAVE. SO LOOKING AT OUR GOALS FOR THE NEXT COUPLE OF YEARS CURRENTLY ARE GO PAST ADOPTION RATE IS ABOUT 10% AND SO WE WOULD LIKE TO BY THE END OF THIS YEAR GET TO ABOUT 30% ADOPTION RIGHT? AND THEN BY THE END OF NEXT YEAR 40% ADOPTION RATE, WHICH WE FEEL WILL HAVE A DRASTIC IMPACT ON THE BUDGET BECAUSE IT WILL REDUCE CALL CENTER LINE ITEM THAT WE SEE THAT IS QUITE COSTLY AT THIS TIME, BUT THE MORE PEOPLE THAT WE CAN EDUCATE AND INFORM THEM ON HOW TO USE GO PAST WE DO SEE THAT HAVING A SIGNIFICANT COST SAVINGS. SO I JUST WANT TO TAKE YOU THROUGH A QUICK JOURNEY OF WHAT PEOPLE SEE WHEN IT COMES TO BOOKING THE APP. SO I'M TALKING FROM LEFT TO RIGHT AS IF YOU'RE READING A BOOK THE FIRST SLIDE, YOU SEE, THAT IS ACTUALLY THE HOME SCREEN THAT THEY WOULD SEE WITHIN THE GO PASS APP. AND SO WHEN I'M TRAINING PEOPLE, THE NEXT THING THAT I WOULD CALL THEIR ATTENTION IS HOW TO PLAN THE TRIP, SO YOU HAVE TWO OPTIONS. YOU CAN SEE THE PLAN AND ROUTE SOB DETAILS BUTTON THEY CAN SELECT THAT OR THEY CAN ACTUALLY SELECT DOWN IN THE VERY LOWER PORTION OF THE SCREEN. THERE'S ANOTHER PLAN BUTTON THERE, SO THEY HAVE TWO OPTIONS TO GET INTO THE TRIP PLANNING PROCESS. NEXT FEW WOULD ENTER THEIR ORIGIN AND THEIR DESTINATION AND WHAT THEY WOULD SEE IS A GO PASS UP WOULD YIELD RESULTS FOR THEM. SO THE RESULT THAT WE USE IS THE ONE THAT SAYS ON DEMAND. YOU SEE THAT THERE ARE OTHER OPTIONS THAT THEY HAVE . THEY CAN RIDE A BIKE OR THEY COULD USE UBER AND WHERE I FEEL THAT THE UBER IS A GOOD THING TO BE ABLE TO USE. YOU COULD REALLY SEE THE COST SAVINGS RIGHT? BECAUSE ON THE ON DEMAND APP. THEY'RE ONLY GOING TO PAY $3.15 , WHEREAS IF THEY WERE TO USE UBER AND PAY THE FULL FARE THEY HAD TO HAVE TO PAY SOMEWHERE BETWEEN 11 AND $12. BUT AGAIN SELECT THE ONLY MAN TO HAPPEN IN THE NEXT SCREEN THAT I WILL TAKE YOU TO USE THE MIDDLE ONE IN THIS SLIDE, AND THAT'S BASICALLY THE MAP ROUTING PROCESS TO WHERE THEY COULD SEE THEIR ORIGIN AND DESTINATION. AND IT'S AS THE CROW FLIES. IT DOESN'T ACTUALLY FOLLOW THE STREET NETWORK, BUT IT GIVES THEM A GENERAL IDEA OF HOW LONG THAT TRIP IS GOING TO TAKE. BECAUSE IT WILL SAY IN THIS CASE THAT THIS TRIP WILL TAKE 14 MINUTES. AND THEY WILL GIVE AGAIN THEIR ORIGIN AND DESTINATION. SO IN THE SECOND TO LAST SLIDE ARE SCREENING THAT YOU'LL SEE IS WHERE THEY CAN ACTUALLY BUY THE TICKETS SO THEY WOULD GO INTO THE APP THEY WOULD SEE WHERE THEIR ROUTE IS BEING PLANNED, AND THEN THEY WOULD BE ABLE TO SELECT HOW MANY PASSENGERS WOULD BE TRAVELING WITH THEM SERVICE ANIMALS OR WHEELCHAIRS SO THAT WE CAN GET THE EXACT DETAILS ASSOCIATED WITH THE WRITER PROFILE. SO THEN THE NEXT THING IS THEY WOULD BUY THE TICKET. AND THEN THE LAST SLIDER LAST SCREEN THAT YOU SEE HERE IS THE ACTUAL SEARCH RESULTS AND THEN IT WILL TELL YOU THE A. IT WILL TELL YOU THE NAME OF THE DRIVER AND ALSO THE LICENSE PLATE. NOW THERE ARE A COUPLE OF IMPROVEMENTS THAT WE'RE WORKING WITH SPARE LABS ON FIXING AND THAT'S BASICALLY ADDING THE VEHICLE MAKE AND MODEL AND ALSO THE COLOR. BUT AT THIS TIME WE'RE NOT SEEING ANY AD VERSION FOR PEOPLE THAT THAT THE INFORMATION THAT THEY HAVE IS SUFFICIENT FOR THEM GETTING IN THE RIGHT VEHICLE. SO THAT BRINGS ME TO THE CONCLUSION OF MY PRESENTATION TODAY. I'D BE

[00:10:05]

HAPPY TO ADDRESS ANY QUESTIONS THAT THE BOARD HAS RIGHT WHEN SOMEONE BOOKS A TRIP THROUGH GO PASS. IT IS LIKELY FULFILLED BY LEFT, OR IS IT ALWAYS FULFILLED BY LEFT OR WHAT'S THE PROBABILITY? IS THERE A IT'S PROBABLY A 90% CHANCE THAT IT WILL BE FILLED BY LIFT, BECAUSE IF YOU THINK ABOUT ARE WHEELCHAIR ACCESSIBLE FLEET THOSE VEHICLES CAN BE BOOKED UP TO SEVEN DAYS IN ADVANCE, AND THAT'S A VERY POPULAR SERVICE FOR OUR RIDERS IN THIS OR FOR CUSTOMERS. SO I WOULD SAY THE VAST MAJORITY OF TRIPS THAT ARE BOOKED THROUGH THE GO PASS APP ARE GOING THROUGH THE TNC MODEL OR THE LIFT MODEL CALLING AND YOU SAID YOU WERE WORKING WITH SOME KIND OF DESTINATIONS TO WORK ON THEIR TRAINING FOR THIS OUT, BUT LIKE A THE VITA DIALYSIS CENTER OR SOMETHING LIKE THAT, WOULDN'T THEY TEND TO GO THROUGH THE OLD SYSTEM RATHER THAN THIS SYSTEM BECAUSE THEY ARE SCHEDULED ROUTINE, REPETITIVE TROOP, SO WE DO HAVE REOCCURRING TRIPS FOR THE MAJORITY OF OUR DIALYSIS CLIENTS . THEY DO REOCCURRING TRIP, SO IT'S ALREADY SET UP DURING THE ONBOARDING PROCESS, BUT WE WANT TO TRY AND SPREAD OUT. THIS INFORMATION IS FAR AND WIDE SO THAT WE CAN GET TO AS MANY PEOPLE TO LET THEM KNOW ABOUT THE SERVICE. AND THAT'S HOW THIS PROGRAM HAS GROWN OVER THIS LAST YEAR HAS BEEN COMPLETELY BY WORD OF MOUTH. AND THEN SOME OF THAT'S THAT WE HAVE ATTENDED, AND WE FEEL THAT THAT HAS BEEN A GOOD GOOD AVENUE FOR US TO CONTINUE FOR THE NEXT COUPLE OF YEARS. THANK YOU.

THANK YOU. HERE WE GO. NEXT ITEM WE HAVE IS 23 0 TO 9 BUDGET UPDATE. HELLO BOARD MEMBERS. SO

[Budget Update]

PROVIDING A FINANCIAL BREAKDOWN FOR FISCAL YEAR 22 A YEAR TO DATE REVIEW OF FISCAL YEAR. 23 AS A REMINDER OF THIS PROGRAM IS FUNDED BY GRANT PROGRAMS. HALF OF OUR OPERATIONS COST IS BUILT TO FDA CARES. REMAINING OPERATIONS. COST IS SPLIT BETWEEN 58 TO 53 07 AND TEXT DOT FUNDS. TEXT DOT IS OUR LOCAL MATCH BY THE WAY, YOU'LL SEE THAT WE HAD A JOB ACCESS REVERT COMMUTE GRANT REVERSE COMMUTE GRANT THAT ENDED IN Q ONE OF FY 22. TEXT DOT IS OUR ONLY MATCH FUNDING AT THIS TIME, MEANING IT IS THE ONLY AVAILABLE FUNDING THAT WE CAN USE TO DRAW DOWN ON THAT FEDERAL FUNDING. UM TEXT DOT ALSO PAYS FOR ALL OF OUR ADMINISTRATIVE EXPERIENCE ADMINISTRATION EXPENSES 1,390,004. WAS SPENT ON OPERATIONS AND ADMIN EXPENSES IN FY 22. YOU CAN SEE THAT THE CARES ACT WAS A BULK OF THE FINANCIAL SUPPORT FOR THIS PROGRAM AND FY 22. IT'S RESPONSIBLE FOR FUNDING A LITTLE MORE THAN 600,000 FOR THIS TIME FRAME. 200,000 OF THAT IS A ONE TIME BUSINESS INNOVATIONS EXPENSE FOR THE USE OF THE GO PASS APP. UM YOU'LL SEE HERE ON THIS NEXT SLIDE. THAT OUR WITH THAT 200,000 SUBTRACTED FROM THE FY 22 TOTAL OUR FY 23 CARES. EXPENDITURE TODAY IS ABOUT PAR WITH WHAT WE SPENT IN THE ENTIRETY OF FY 22 EXPENSIVE PROGRAM AND EXPENSES KEEP GROWING. UM SO PRESENTLY WE'RE IN Q TWO FOR FY 23 WILL PROVIDE ANOTHER FUNDING UPDATE TO THE BOARD AT THE NEXT MEETING. BUT THESE ARE THE FUNDING NUMBERS TO DATE AND WOULD LOVE TO TAKE ANY QUESTIONS AS THEY ARISE. ANY QUESTIONS? OKAY. THANK YOU. AND THE NEXT IS ITEM 23 0210 STAFF UPDATE. YES WE'RE HAVING A LOT

[Staff Update: Special Meeting]

OF CHANGES AND UPDATES TO THE PROGRAM ARE CENSUS MAPS. ESSENTIALLY THE 2020 CENSUS IS THROWING A LOT OF THINGS INTO, UM FLUX SO WE WOULD LIKE TO HAVE NORTH TEXAS COUNCIL GOVERNMENTS , UM PRESIDENT MICHAEL MORRIS, COME AND SPEAK TO THE GROUP AND EXPLAIN WHAT THESE CHANGES ARE AND WHAT UPDATES TO FUNDING AND THE DISTRICT WE MIGHT SEE. THE TIMING FOR THIS IS, UM IN IN.

IT'S A TWO B REVIEWED IT'S TBD. WE HAD SOMETHING SET, BUT IT LOOKS LIKE WE MIGHT HAVE TO CHANGE THAT. SO PLEASE CHECK YOUR EMAIL. HAVE YOU ANY QUESTIONS? OKAY THEN WE'LL MOVE

[Consider/Discuss/Act on Updates to the Public Transportation Agency Safety Plan as Required by Bipartisan Infrastructure Law changes to 49 USC Sec. 5329(d)]

TO REGULAR I, UM, AGENDA ITEM. 23 0211 CONSIDER AND ACT ON. UPDATES TO THE PUBLIC

[00:15:03]

TRANSPORTATION AGENCIES SAFETY PLAN AS REQUIRED BY PARTISAN INFRASTRUCTURE LAW CHANGES TO 49 U. S C SECTION, 53 TO 19. SO THIS AGENCY SAFETY PLAN WAS ADOPTED BY THIS GROUP IN APRIL OF 2020. IT WAS CREATED BY TEXT DOT WERE CREATED BY A CONTRACTOR WITH TEXT DOT AND ESSENTIALLY, THE AGENCY SAFETY PLANS SET UP A WHOLE HOST OF PEOPLE. YOU'RE SUPPOSED TO TALK TO WHAT YOU'RE SUPPOSED TO DO IN THE EVENT OF MAINTAINING SAFETY KEEPING HAZARD DEBATE. REALLY THIS UPDATE IS FOR US TO HAVE A FRONTLINE REPRESENTATIVE GROUP THAT IS CONSISTED OF. MANAGEMENT STAFF AND THE ACTUAL FRONTLINE DRIVERS STAFF. SO FOR THIS WE HAVE THE CONTRACTOR. OUR OPERATIONS MANAGER IS THE REPRESENTATIVE FOR THIS FRONTLINE EMPLOYEE GROUP, SO FRONTLINE EMPLOYEE GROUP IS A REQUIREMENT FOR THE FEDERAL LAW CHANGE, AND WE ALSO HAD TO UPDATE THE POLICY, TOO. ADD A INFECTIOUS DISEASES EXPOSURE. UM . PIECE OF THE PLAN, SO REALLY PROTECTING DRIVERS HAVING THEM HAVE THE ABILITY TO LET US KNOW WHEN THINGS ARE WRONG AND PROVIDING THEM WITH WHAT THEY'RE SUPPOSED TO DO. WHEN THEY HAVE AN INFECTIOUS DISEASE, SO THOSE UPDATES WERE ADDED TO THE PLAN, AND WE'RE ASKING FOR APPROVAL OF THE UPDATED PLAN TODAY. SO WHEN I WHEN I THINK OF SAFETY AND PUBLIC TRANSPORTATION, I THINK OF, ESPECIALLY IF YOU HAVE THESE INDIVIDUAL DRIVERS DRIVING PEOPLE AROUND. I MEAN WHAT? WHAT SAFETY MEASURES ARE IN PLACE TO MAKE SURE THAT WE HAVE DRIVERS WHO ARE QUALIFIED DRIVERS WHO ARE SAFE DRIVERS. WHO I MEAN IS THAT PART OF THE PLAN THAT IS NOT PART OF THE PLAN. THIS AGENCY SAFETY PLAN IS FOR OUR MCKINNEY OWNED VEHICLES. AND THE DRIVERS THAT OPERATE THOSE MCKINNEY OWNED VEHICLES. UM, THE IT'S CALLED A TAXI CAB EXEMPTION , AND THAT'S ESSENTIALLY WHAT YOU'RE REFERRING TO ARE THOSE DRIVERS IN THE TNC PROGRAM? UM, BUT THAT IS SEPARATE FROM THIS AGENCY SAFETY PLAN TODAY, OKAY? OKAY I'M SEEING ON THAT THING YOU JUST SHOWED. FOR DISTRICT'S UNDER 200,000. MCKINNEY'S TO 11 RIGHT NOW, WHAT AM I MISSING? IT SEEMS LIKE OUR POPULATION EXCEEDS THAT SLIDE. YOU SHOULD BEFORE YES. SO AT THE CENSUS, DETERMINATION FOR WHAT WE'RE PRESENTLY UNDER WE WERE AT 1 70 IN THE 2010 CENSUS, SO THAT'S WHAT WE'RE GOING, RIGHT? ANY OTHER QUESTIONS. THIS ONE REQUIRES ACTIONS. SO DO I HAVE A MOTION? OKAY MOTION AND A SECOND ALL IN FAVOR OPPOSED. PASSES.

PUBLIC COMMENTS REGARDING MATTERS NOT ON THE AGENDA. ANYBODY HAVE ANY, UM, COMMENTS?

[BOARD AND MANAGER COMMENTS]
