[00:00:06]

GOOD MORNING, I WILL NOW CALL THE MEETING OF THE MECHANIC COMMUNITY DEVELOPMENT CORPORATION ORDER. THE TIME IS 801. WE WERE IN COUNCIL CHAMBERS AT 2 TO 2 NORTH TENNESSEE STREET. MCKINNEY TEXAS, AND I WILL ASK EARLY FOR EXCUSE ME. THE WEATHER. ME A LITTLE MY VOICE, NOT RIGHT AT THIS TIME, WE WILL HAVE OUR INVOCATION BY SECRETARY DEBORAH BRADFORD. GOOD MORNING, EVERYONE. [Financial Report]

WILL GO ON TO REPORTS. ITEM 23-318 FINANCIAL REPORT CHANCE MILLER. GOOD MORNING CHANCE.

MILLER COUNTY MANAGER WILL BE GOING OVER THE MONTH OF MARCH. TODAY. THIS IS EXACTLY HALFWAY THROUGH OUR FISCAL YEAR. STARTING OFF WITH REVENUES. WE RECEIVED 1.5 MILLION IN SALES TAX REVENUES. TOTAL REVENUES FOR THE MONTH WAS 2.4 MILLION. MOVING ON TO EXPENDITURES.

OPERATIONAL EXPENSES WERE 104,000 FROM MARCH. UM, PROJECT EXPENSES. 102,000 I WILL NOTE THAT THE BUILDING AND STRUCTURES LINE ITEM AND NON DEPARTMENTAL IS RELATED TO PROJECTS AS WELL, ALONG WITH PARK CONSTRUCTION FUND, SO WE'RE LOOKING AT TOTAL PROJECTS. YOU'RE LOOKING MORE ABOUT 2.5 MILLION FOR THE MONTH OF MARCH. NON DEPARTMENTAL EXPENSES WAS ABOUT 50,003 FACTOR OUT THOSE LITTLE OVER THAT, UM, MOVING ON TO THE TURN OFF. IT IS ON. MM. CELL STACKS, OKAY? SO OUR COLLECTIONS FROM MARCH APPLY TO THE MONTH OF JANUARY. YOU'LL SEE. IT SHOWS THAT WE HAD A 2.6% INCREASE OVER LAST MARCH. ARE YOUR DATA INCREASES? 8.4% I WILL KNOW THAT OUR TRUE INCREASE WAS AROUND 6% WE HAD SOME AUDIT COLLECTIONS THAT NEGATIVELY NEGATIVELY AFFECTED OURSELVES.

TAX ARE TRUE PERIOD PERIOD INCREASES ABOUT 6% AND THOSE ARE THE NUMBERS WE USE FOR PLANNING PURPOSES. UM ALLEN HAD A 6.8% INCREASE THEY HAD POSITIVE AUDIT COLLECTIONS. UM SO THEY WERE

[00:05:02]

TRUE INCREASES ABOUT 3.7% FOR THE MONTH OF MARCH. FRISCO'S WAS 6% AND THAT'S PRETTY ACCURATE AT THE FACTORING OUT ALL THE ALL THE AUTO COLLECTIONS. UM PLANO SOFT 14.5% INCREASE, BUT THEIR TRUE INCREASE FOR THE MONTH WAS 9. HAVE A NEW PAGE TO SHOW Y'ALL SHOWS THE BY INDUSTRY THAT SELLS SEX BY INDUSTRY. IT'S GOOD TO SEE HOW EACH INDUSTRY IS TRENDING ON A MONTH TO MONTH BASIS. SO UM, IT'S A GOOD INDICATOR OF SHOWING HOW MUCH RETAIL TRADE EFFECTS OUR SALES TAX. IT'S A BY FAR OUR BIGGEST INDUSTRY. UM WITH A 7% INCREASE . THAT IS THE FOURTH STRAIGHT MONTH OF IT BEING BETWEEN 5 TO 7% SO THAT'S A GOOD INDICATOR OF HOW WE'RE TRENDING MOVING FORWARD. THERE'S SOME OTHER ITEMS THAT ARE LIKE CONSTRUCTION WAS DOWN 65% BUT ITEMS LIKE OUR INDUSTRIES LIKE THAT FLUCTUATE ON THE MONTH TO MONTH BASIS THAT ARE NOT TOO WORRIED ABOUT THAT LAST MONTH, WE SAW, YOU KNOW, LIKE A 70% INCREASE THAT YOU JUST GO UP AND DOWN DEPENDING ON THE MONTH AND THE ACTIVITY GOING ON. AND I'LL BE HAPPY TO STAND FOR ANY QUESTIONS AT THIS TIME.

ARE THERE ANY QUESTIONS BUT CHANCES THE REPORTS WERE ATTACHED TO THE AGENDA. AFRAID TO ASK THIS QUESTION, BUT THIS BY INDUSTRY IS THIS A BRAND NEW THIS MONTH OR HAVAN MISSED THIS BECAUSE IT'S GREAT. IT'S NEW TO THE CDC THIS MONTH. WE'VE BEEN DOING IT ABOUT FOR THREE MONTHS FOR NBC, TRYING TO GET ALL THE KINKS WORKED OUT AND EVERYTHING, AND SO NOW WE PUT IT IN HERE, AND WE THINK IT'S HELPFUL FOR YOU ALL TO SEE BY INDUSTRY AS WELL. SO I THINK IT'S GREAT. AND THEN I THOUGHT TO MYSELF. SHOULD I HAVE SEEN THIS BEFORE, AND I MISSED IT. THIS IS THE FIRST MONTH OF SAINTS. GOOD ONE. I APPRECIATE IT. THANK YOU, SO I LIKE TO SEE IT BROKEN DOWN LIKE THIS. IT'S HELPFUL. THANK YOU. SO CHANCE. UM THIS MIGHT JUST BE MY IGNORANCE IN READING FINANCIAL STATEMENTS, BUT WE BUDGETED FOR A 5% INCREASE IN SALES TAX. IS THAT RIGHT? YES.

UM SO IF WE ARE SEEING LIKE AN 8% INCREASE RIGHT NOW, UM WHY IS OUR BUDGET AT 50% OF THE UM, FISCAL YEAR COMPLETE. ONLY 50.4% RECEIVED. SO I WILL NOTE THAT WHILE WE'RE AT 8.4% WHEN WE KIND OF SHOW YOU HOW THAT WORKS OUT THE VERY BOTTOM OF THIS PAGE, ARE YOU ABLE TO MAKE IT BIGGER SUCKING ALL RIGHT, SO WE HAVE SIX MONTHS DOWN THERE AT THE BOTTOM. UM YOU SAY WE HAVE OCTOBER THROUGH MARCH. THE WAY SALES TAX WORKS IS THAT THE COLLECTIONS WE GET ARE THE TWO MONTHS PRIOR OCTOBER NOVEMBER ACTUALLY APPLIED TO PHYSICAL YEAR 22. WE ACTUALLY ONLY COLLECTED FOUR MONTHS OF SALES TAX THROUGH THIS FISCAL YEAR, SO WE STILL HAVE EIGHT MONTHS. 8% IS INCLUDING TWO OF THE LARGE MONTHS FROM FISCAL YEAR 22. SO UM, WEIGHING ALL THAT OUT MY CURRENT PROJECTIONS HAVING US RIGHT AT 6% BUT WE STILL HAVE EIGHT MONTHS TO COLLECT, AND THERE'S A LOT OF THINGS THAT CAN CHANGE IN THAT TIME. BUT UM YEAH, IT'S KIND OF MISLEADING DEPENDING ON THE CASH RACES AND A CRUEL BASIS AND ALL THAT STUFF, BUT OKAY, ONE MORE QUESTION. THE 517,000 AND UNREALIZED GAINS AND LOSSES. WHAT IS THAT? A RESULT OF SO EVERY QUARTER GATSBY REQUIRES US TO USE OUR MARK YOUR INVESTMENTS UP TO THE MARKET VALUE, SO THIS 500,000 IS ACTUALLY FOR THE PAST THREE MONTHS AS WE ARE JUST NOW GETTING CAUGHT UP TO THAT AT THE END OF LAST YEAR, WE HAD TO. WE HAD A NET LOSS, OR NONE REALIZED LOST DUE TO THE INTEREST RATES AND HOW THAT WAS. WE HAD TO MARK DOWN OUR DEBT INVESTMENTS THAT WE HAD AT THAT TIME WERE KIND OF CATCHING UP TO GET IT BACK. IT IT'S NOT A REAL LOSSES UNREALIZED UNTIL WE COLLECT INTEREST AND STUFF FROM THOSE, BUT IT LOOKS BIG BEING ALL WHEN WE CATCH UP ON A QUARTER OF 517,000. BUT IF YOU'RE LOOKING AT HOLISTICALLY, WE'RE STILL SEEING THAT 3 TO 4% INTEREST WILL RECEIVE ON INVESTMENT BONDS AND ALL THAT STUFF. IT'S JUST THE WAY THAT WE HAVE TO ACCOUNT FOR IT, ACCORDING TO GATSBY, AND I CAN GET OUR INVESTMENT MANAGER TO GIVE MORE INFORMATION ON HOW THE FULL BREAKOUT IS AND WHAT THE INVESTMENTS ARE, BUT WE USUALLY GROUP CITIES INVESTMENTS TOGETHER, SO SOME OF Y'ALL'S FUNDS OR WITH CITY FUNDS INTO BIGGER INVESTMENTS, AND, UM WHAT? NOT BUT WE HAVE INVESTMENT QUARTERLY REPORTS THAT SHOW EXACTLY THE BREAKDOWN THAT WOULD BE MORE HELPFUL THAN ME. UM TRYING TO SPEAK ON IT. ALL RIGHT? NO THAT'S GOOD. THANKS.

CHANGE, OF COURSE. THANK YOU. NEXT WE GO TO ITEM 23-319 BOARDING LIVES AND REPORTS OUT

[Board and Liaison Reports Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation TUPPS Subcommittee]

LIKE TO MAKE ONE COMMENT. AND THIS IS FOR OUR AMAZING LINDA. MY GOD. HMM. YEAH ALL, SO APPRECIATE EVERYTHING. DO FOR US. PRIVILEGED TO WORK THROUGH THAT WELL, JUST JUST HAVE NO IDEA WHAT SHE DOES FOR US REMINDERS REMINDERS REMINDERS ON TOP OF

[00:10:06]

THE REMINDERS AND OH, MY GOSH, YOU HAVE NO IDEA HOW CRITICAL THAT IS FOR ME. I CANNOT. I DON'T KNOW IF SHE HAD. DID YOU GET MY TEXT? DID YOU GET THE EMAIL? LET ME GO CHECK THAT WELL, AND I GOT TO SEE LINDA IN ACTION ON SATURDAY FOR THE COMMUNITY DAY AT THE OLD SETTLERS AND. SHE WAS THERE TO MAN. THE MOVE, GOT EVERYTHING SET UP AND WAS HELPING RESIDENTS WITH REFERRALS. FOR HOMELESS HELP. IN ADDITION TO ALL THE THINGS THAT SHE WAS DOING TO REPRESENT THE CDC, SHE HAD A LIST RUNNING TO HELP PEOPLE FIND SERVICES AND RELIEF WHO ARE LIVING IN THEIR CARS. SO, UM YOU ARE JUST A WONDER AND SUCH A JOY TO WORK ALONGSIDE AND WE APPRECIATE YOU SO MUCH. THANK YOU SO MUCH CHOCOLATE AND SKITTLES FOR ME. THANK YOU.

WE'VE HAD PROMOTIONAL GRAND EVENTS THAT INCLUDED THE SHAKESPEARE MCKINNEY FARMERS MARKET. CHESTNUT SQUARE FARM TO TABLE DINNER. MCKINNEY COMMUNITY CONCERTS, BEACH BOYS CONCERT AND ARTS AND BLOOM. OTHER EVENTS BOARD MEMBERS HAVE ATTENDED MCKINNEY CHRISTIAN ACADEMY BOOTS AND PEARLS. GALA QUARTERLY CHAMBER QUARTERLY LUNCH AND SPIRIT OF VOLUNTEERISM AWARDS IN THE COMMUNITY CONNECTION FAIR AND AGAIN ON TOP OF ALL THAT.

YOU KNOW, JUST WE COMES. WE HAD JOINT MEETINGS THIS PAST WEEK WITH THE D. C AND THE COUNCIL.

UM WE HAVE MANY OF A COUPLE OF US ATTENDED THE EVENT LAST NIGHT, WHICH WAS FOR THE DOWNTOWN REDEVELOPMENT, SO I MEAN, WE JUST REALLY TRY TO SERVE OUR COMMUNITY AND SERVE YOU SO THAT WE HAVE AWARENESS. OF THE THINGS THAT ARE HAPPENING IN OUR COMMUNITY, SO I JUST WANT TO CONTINUE TO THANK OUR BOARD MEMBERS FOR WHAT YOU DO OUTSIDE OF HERE. WHAT YOU DO ON YOUR PERSONAL TIME TO SUPPORT OTHER THINGS. THEY DON'T THAT WE WERE NOT NECESSARILY PROMOTING OR SERVING, BUT JUST THANK YOU. ATTENDING COUNCIL MEETINGS, ATTENDING OTHER MEETINGS BECAUSE MANY OF THAT IS DONE ON THEIR PERSONAL TIME. SO THANK YOU. ANY OTHER COMMENTS? I KNOW MANY PEOPLE. YOU HAVE ANY COMMENTS? JOE I KNOW YOU ATTENDED. I'LL MAKE A COMMENT. I ATTENDED BOTH THE AIRPORT INFORMATION SESSION ON THE ENVIRONMENTAL IMPACT PRELIMINARY RESULTS AND THE SESSION LAST NIGHT ON THE CITY SPACE HERE THAT WOULD BE DEMOLISHED AND REFURBISH IN SOME WAY AND I JUST REALLY WANT TO COMMENT. THAT I APPRECIATE SO MUCH THE ATTENTIVENESS TO THE CITIZEN INPUT AND IT WAS VERY GRATIFYING TO SEE THE CITIZENS COME OUT TO BOTH EVENTS. I MEAN, I THINK IT WAS STANDING ROOM ONLY AT BOTH, AND TO SEE THE CITY STAFF GENUINELY SEEK THE INPUT AND ACKNOWLEDGE HOW IMPORTANT IT WAS. SO THANKS TO THE MAYOR, AND TO PAUL AND YOUR STAFF AND TEAM, IT WAS JUST TWO REALLY WONDERFUL EVENTS. YOU KNOW WHAT YOU GUYS WANT TO SAY, LINDA, THANK YOU VERY MUCH FOR KEEPING US IN LINE AND REMINDING US WHO WERE SUPPOSED TO BE WHEN WE'RE SUPPOSED TO BE, BUT I THINK IT'S BEEN A COUPLE OF MONTHS. BUT I DON'T THINK WE RECOGNIZE OUR ILLUSTRIOUS CHAIRWOMAN AND COUNCILMAN DOCTOR FELTUS FOR BEING RECOGNIZED FROM THE AWARD. THAT IS TREMENDOUSLY TREMENDOUSLY SPECIAL FOR US. AND JUST THANK YOU FOR YOUR LEADERSHIP AND WHAT YOU DO FOR BEGINNING SO MUCH. APPRECIATE THAT. ANY OTHER COMMENTS. I WOULD JUST LIKE TO THANK LINDA. YOU KNOW YOU'RE THE BEST WE JUST I LOVE THE REMINDERS AS WELL. UM I JUST WANT TO ACKNOWLEDGE THE INFORMATION THAT I'VE GATHERED ABOUT THE AIRPORT. ACTUALLY I HAVE GOTTEN SOME QUESTIONS ON IT, UM, RANDOMLY AND SOME COMMENTS THAT I WAS ABLE TO JUST BUY THE INFORMATION. I HAD TALKED TO ACCOUNTANT ABOUT IT. UM, BE ABLE TO KIND OF, UM QUIET SOME OF THE CONCERNS AND SO I'VE JUST APPRECIATED THE CONSTANT INFORMATION THAT'S BEING PUT OUT EVERYWHERE. I MEAN, WHETHER IT'S SOCIAL MEDIA OR SESSIONS THAT ARE BEING HAD, IT'S VERY HELPFUL FOR ME TO WHEN I DO GET SOME QUESTIONS. RELATED, UM I WAS ABLE TO. I WAS EXCITED. I GOT TO THROW A BOWL FOR EMPTY BOWLS. UM YOU ALMOST ENDED UP WITH A PLATE BECAUSE APPARENTLY STEP ON THE GAS. YOU KNOW, BECOMES A PLATE BUT ANYWAY WITH THE MAGIC OF THE PERSON THAT WAS HELPING ME HE WAS ABLE TO MAKE IT A BOWL AGAIN, SO IT'S A BOWL OR SOMETHING LIKE THAT. SO THAT WAS EXCITING ARTS AND BLOOM IS ALWAYS WONDERFUL IN THE WEATHER COULD NOT HAVE BEEN BETTER FOR THAT. SO THAT WAS NICE TO SEE TO SEE THAT SO I WANTED TO MENTION THE SPIRIT OF VOLUNTEERISM

[00:15:07]

AWARDS, AND SO THAT WAS VERY WELL DONE. WANT TO GIVE A SHOUTOUT TO DR RICK MCDANIEL? HE WAS HONORED AS WELL AS MAINLY THOMAS FULLER. AND FOR ALL OF THOSE WHO WERE RECOGNIZED AND FOR ALL OF THOSE WHO VOLUNTEER AND PUT IN COUNTLESS HOURS, ALSO FOR LISA, HERMES AND THE CHAMBER AND THEIR BOARD FOR THE D E I AND INCLUSION EVENT THAT THEY HAD THEY HAD TWO GREAT SPEAKERS KUMAR ROBERTS AND JOCELYN WILLIAMS AND INFORMATIVE PANEL WITH H R AND D I. PRACTITIONERS UM WHAT'S IMPORTANT TO BUILD STRONG TEAMS AND INCREASE INCLUSION EFFORTS BECAUSE AT THE AT THE END OF THE DAY HELPS YOUR BOTTOM LINE. SO THAT WAS MY TAKEAWAY ON THAT, AND THEN FROM A KITTY CHRISTIAN ACADEMY. THEY DID A REALLY GOOD PROGRAM. JOHN WAS THERE AND HIS WIFE, JOHN DILLON, TANYA. AND I'M JUST GLAD TO PARTICIPATE IN THOSE EVENTS, THEIR 30TH YEAR ANNIVERSARY AND WHAT THEY'RE DOING WITH THEIR KIDS IN TERMS OF MISSIONS AND TURNING OUT LEADERS. SO GREAT EVENTS AGAIN. MY AWESOME BOARD. I GOT ONE MORE. UH I WAS THE ONLY ONE FROM THE BOARD WHO ATTENDED THIS. UM SO I WANTED TO MENTION IT, THE CHILDREN'S ADVOCACY CENTER GALA THIS WEEKEND. OH, I'M SORRY YOU WERE I APOLOGIZE AT YOU TOTALLY WERE THERE. I'M SORRY. RIGHT THE ONLY ONE THAT YEAH. I'M SORRY YOU WERE THERE. UM IT WAS AWESOME. AND NOW I'M EMBARRASSED. THANKS, JOY. UM DAVID A, UM, IT WAS AWESOME, AND THEY DO AWESOME WORK, AND IT WAS WAS THERE WITH MR GRIMES AND HIS WIFE AND MR TALLY FROM THE MS BOOTH AS WELL . UM AND SO WE HAD A GREAT TIME AND IT WAS GREAT TO SUPPORT THAT CAUSE SO THANK YOU, MADAM CHAIR. ABSOLUTELY. WE WILL NOW HAVE CITY OF MCKINNEY, MR GROUNDS. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT, MEMBERS OF THE BOARD PAUL GRAHAM CITY MANAGER. A COUPLE OF ITEMS TO SHARE WITH YOU, UM SO AT WORK SESSION NEXT TUESDAY. WE WILL HAVE THE CITY COUNCIL CONSIDERING THEY HAVE THEIR STRATEGIC GOAL SETTING. WE TALKED ABOUT THIS. THEY DO IT IN FEBRUARY MARCH, AND THEN STAFF GOES BACK AND PUTS TOGETHER MEASURABLE OBJECTIVES. THEY NEED TO BE SMART. SMART IS AN ACRONYM SPECIFIC, MEASURABLE, ATTAINABLE , REALISTIC, REALISTIC AND TIMELY AND THOSE ARE BROUGHT BACK. WE WILL BE GOING THROUGH THOSE NEXT TUESDAY. SO IF YOU'RE INTO PERFORMANCE MEASUREMENT, THEN NEXT TUESDAY'S YOUR DAY.

THAT'S A GOOD GREAT DAY FOR YOU . OTHERWISE YOU CAN STREAM IT. YOU CAN WATCH IT. YOU CAN WATCH THE RECORDING, OR YOU CAN READ IT ONLINE. IN ANY EVENT COUNCIL WILL CONSIDER THAT WORK SESSION AND THEN THE ITEM WILL BE ON THE REGULAR AGENDA. THE ADOPTION AND THEN FROM THAT WE ARE COURSE KICKING OFF THE BUDGET PROCESS. WE GET OUR DIRECTION FROM OUR COUNCIL. WE HAVE OUR OBJECTIVES AND GOALS IN PLACE, AND WE FASHION A BUDGET TO MAKE SURE THAT IT IS IN ALIGNMENT WITH THE COUNCIL'S PRIORITIES. UM ON ANOTHER NOTE AFTER NEARLY 12 YEARS, YOU'RE YOU'RE AWARE THAT CHIEF DANNY KISSNER HAD RECENTLY RETIRED. HE WAS HERE FOR NEARLY 12 YEARS HAD A GREAT CAREER. WE HAVE THEN DONE A NATIONAL RECRUITMENT FOR FIRE CHIEF AND WE WILL BE MAKING AN ANNOUNCEMENT VERY SHORTLY, PROBABLY YET THIS WEEK OR MONDAY AT THE LATEST PUBLIC ANNOUNCEMENT, SO THAT IS IMMINENT. BUT WE ARE VERY EXCITED. WE HAVE. I THINK THE PROCESS THAT WE WENT THROUGH IN THE CALIBER OF THE FINALISTS, ACTUALLY THE CALIBER OF THE WHOLE POOL BUT CERTAINLY THE FINALISTS WE INTERVIEWED. I THINK MCKINNEY AND THE COMMUNITY SHOULD KNOW THEY'VE GOT THE BEST OF THE TALENT IN THE THAT THERE IS INTERESTED IN WORKING FOR MCKINNEY, THE BEST IN THE SERVICE OF FIRE SERVICE. SO WE'RE VERY EXCITED ABOUT GETTING THAT OUT PUBLICLY. AND THEN FINALLY, THERE IS AN ELECTION GOING ON. IN CASE YOU DIDN'T KNOW AS A REMINDER. EARLY VOTING IS CURRENTLY UNDERWAY. APRIL 24 THROUGH 29TH. EIGHT A.M. TO FIVE P.M. AND THEN AGAIN ON MAY 1ST AND MAY 2ND FROM SEVEN AM TO SEVEN PM. SO FOR THOSE WHO DIDN'T THINK OF DOING IT THIS WEEK, YOU CAN GET THOSE EXTRA TWO DAYS NEXT WEEK, AND YOU GOT AN EXTRA LONG TIME TO DO THAT. THEY KIND OF THOUGHT AHEAD. AND THEN, OF COURSE, IF YOU MISS EARLY VOTING YOU HAVE ELECTION DAY ON MAY 6TH, WHICH IS A SATURDAY FROM SEVEN AM TO SEVEN PM, AND THAT IS ALL I HAVE. I WILL STAND FOR ANY QUESTIONS. OKAY. THANKS SO MUCH. THANK YOU.

YEAH, M E. D. C, UH, PETER. I'M SORRY. NO, SIT DOWN. YEAH JUST A MESS UP HERE TODAY. YEAH CAUSING THE WHOLE VISIT MCKINNEY. OH I'M SORRY THIS MONDAY. GOOD MORNING , MADAM CHAIR, MADAM PRESIDENT, MEMBERS OF THE BOARD. ERIN WARNER, EXECUTIVE DIRECTOR WITH VISIT MCKINNEY ON UPDATE YOU REAL QUICK ON AN INFLUENCER FAM TOUR WE HAD LAST SATURDAY. WE PARTNERED WITH MAIN STREET FOR

[00:20:05]

THIS EVENT WILL DO MORE OF THESE. IN THE FUTURE, BUT IT WAS IT WAS QUITE SUCCESSFUL. WE HAD ABOUT 34 INFLUENCERS SHOW UP TO DOWNTOWN MCKINNEY. WE HAD A FULL ITINERARY BUILT OUT FOR HIM. IT LASTED UNTIL ABOUT TWO O'CLOCK THAT DAY, SO EIGHT TILL TWO, AND THEY GOT TO EXPERIENCE ALL TYPES OF THINGS IN DOWNTOWN. WE WERE JOKING AT THE YARD. WHEN THEY ALL GOT THEIR FANCY DRINKS. IT WAS LIKE INFLUENCERS IN THE WILD. THEY DIDN'T KNOW YOU COULD TAKE SO MANY DIFFERENT ANGLES OF A DRINK PICTURE. BUT THERE ARE A LOT OF ANGLES. YOU CAN TAKE THEM A DRINK, SO IT WAS FUN. AND ONE OF THE THINGS THAT WE ENDED THE DAY WITH WAS A TOUR BEHIND THE SCENES TOUR OF TUFTS AND KEITH AND KATIE GAVE THAT TOUR AND THEY GOT TO KIND OF SEE WHAT'S COMING. AND THEY WERE SUPER JAZZED UP ABOUT THAT. AND I THINK THAT WE TALKED ABOUT THE POTENTIAL OF REDOING SOMETHING LIKE THAT. ONCE WE HAVE A FULL OPENING BUT A LOT OF REALLY GREAT CONTENT CAME FROM IT, AND WE'LL DO MORE WITH MAIN STREET AND THEN WE'LL ALSO PLAN SOME IN OTHER PARTS OF OUR COMMUNITY AS WE BUILD OUT THESE OTHER ENTERTAINMENT DISTRICT COMPACT AND PACKAGE THESE DAYS TOGETHER.

I'VE BEEN TALKING ABOUT IT FOR A WHILE, BUT WE'RE HERE NOW WE'RE ENTERING THE CRAZY MONTH, A CRAZY SEASON FOR TOURISM AND VISITATION AND MCKINNEY WITH COMMUNITY. LEADERS OF AMERICA CONFERENCE, THERE'S A LITTLE GOLF TOURNAMENT OUT OF THE CRATE GRANTS CALLED THE BYRON NELSON IS GOING TO BRING 40 TO 50,000 PEOPLE A DAY AND WILL BE OUT THERE WORKING THAT, OF COURSE, WE'VE GOT THE 19TH HOLE CAMPAIGN FULLY GOING. RIGHT NOW WE'RE PROMOTING MCKINNEY AND HAS THE 19TH HOLE SO YOU CAN SHOP DINE AND UNWIND WHILE YOU'RE HERE FOR THE TOURNAMENT, THEN LITERALLY THE DAY AFTER THAT, WE'LL KICK OFF THE NATIONAL JUNIOR COLLEGE D ONE TENNIS CHAMPIONSHIP OUT OF THE COURTS, AND THAT EVENT HAS GROWN TO FIVE HOTELS NOW AND CONTINUES TO KIND OF BUILD, SO IT'S GOING TO BE PHENOMENAL YEAR WE'RE GOING TO WELCOME WITH OPEN ARMS AND HOPE THAT BETWEEN US PARKS AND SOME OF OUR OTHER PARTNERS, WE CAN TRY TO KEEP THAT EVENT IN MCKINNEY FOR FUTURE YEARS. AND THEN WE'LL BOOK IN THAT WITH A BIG PSA BASKETBALL TOURNAMENT WE'RE WORKING ON AND THAT'S THAT'S A LOT OF PEOPLE. SO WE'RE ROLLING OUT THE RED CARPET IN MCKINNEY.

UH ANOTHER EXCITING I LIKE TO LOOK AT DATA. I GOT OUR WEEKLY AND STAR UPDATE FOR THE SECOND WEEK IN A ROW SATURDAY, AND MCKINNEY'S REACHED RIGHT 95% HOTEL OCCUPANCY RATE, WHICH IS PRETTY PHENOMENAL, AND ALSO A SIGN OF JUST WHERE WE'RE HEADED AND THAT YOU KNOW WE CAN WE CAN USE MORE PRODUCT DIDN'T MAKE ANY WHEN YOU'RE REACHING A 95% OCCUPANCY RATE AT ANY POINT, AND SO WE'LL CONTINUE TO WATCH THAT TREND, AND I HAVE NO DOUBT THAT THAT'S GOING TO CONTINUE FOR THE NEXT MONTH. QUESTION. LAST BUT NOT LEAST MAY 2ND AT THE CITY COUNCIL WORK SESSION. WE WILL BE DOING A PROCLAMATION FOR NATIONAL TRAVEL AND TOURISM WEEK THIS YEAR. NATIONAL TRAVEL TOURISM HAPPENS TO BE THE SAME WEEK AS THE BUYER AND SO IN MY MIND, THERE'S NO BETTER WAY TO PROMOTE THAT WEEK THAN TO BE OUT THERE WORKING THAT EVENT, BUT WITH THAT BEING SAID, IF YOU IF YOU PAY ATTENTION TO THE VISIT MCKINNEY SOCIAL MEDIA CHANNELS, WE WILL BE SHARING THE 2020 TO TRAVEL AND TOURISM DATA FROM THE STATE THAT WEEK. IN THE NUMBERS ARE PRETTY GREAT TRAINING IN THE SAME WAY THAT A LOT OF THE OTHER DATA WE'VE SEEN IN MCKINNEY IS, BUT OF COURSE, WHEN IT COMES TO TOURISM, SPIN AND MCKINNEY, I JUST WANT TO THANK YOU AND YOUR BOARD FOR WHAT YOU GUYS DO, BECAUSE THIS IS A PARTNERSHIP TO GET PEOPLE HERE AND TO GET PEOPLE TO GREAT EVENTS AND REALLY MAKE MCKINNEY A GREAT QUALITY OF LIFE COMMUNITY. SO THAT'S MY UPDATE, AND I STAND FOR ANY QUESTIONS. SHE DOES. WHEN YOU GUYS HAD THE INFLUENCES HERE. WHAT KIND OF UPTICK DO WE SEE IN OUR SOCIAL MEDIA, SO I HAVE ACCESS TO VISIT MCKINNEY'S , AND IF YOU LOOK AT OUR DATA, YOU CAN SEE OUR DAILY ENGAGEMENTS. YOU KNOW, ON A GRAPH, AND THEN YOU JUST SEE TWO MOUNTAINS SPIKES FOR THE WEEKEND . AND SO IT WAS PRETTY INSANE. I MEAN TO HAVE 35 INFLUENCERS, POSTING REELS AND STORIES ALL ALL DAY. IT WAS IT WAS GREAT. OF COURSE, THE KEY TO THAT EVENT WAS REALLY FOR US TO GET TO KNOW NEW INFLUENCERS OF THE ENGAGEMENT WAS A PLUS. BUT WE WANTED TO SEE WHO WOULD COME HERE FOR BASICALLY AN EXPERIENCE WE PUT TOGETHER WITHOUT PAYING THEM AND REALLY DELIVER A GREAT PRODUCT AND THOSE ARE THE TYPE OF PEOPLE WE WANT TO WORK WITH IN THE FUTURE. BEFORE GREAT JOB. NOW PETER, YOU CAN COME. GOOD MORNING. PERMISSION TO SPEAK, MAN YOU HAVE. OH GOOD MORNING, MADAM CHAIRMAN, PRESIDENT OF THE BOARD PRESIDENT MCKINLEY ECONOMIC DEVELOPMENT CORPORATION , SO A LOT OF GREAT THINGS HAPPENING THIS WEEK. I WANT TO THANK UH LYNDON CINDY FOR YEAH. WE WERE WORKING ON A JOINT PRESENTATION FOR THE JOINT MEETING WE HAD ON TUESDAY, WHICH I THINK WENT REALLY WELL HELP US ALL COLLABORATE BETTER TOGETHER FROM THE KIND OF THE TRIBE PARTNERSHIP OF THE CITY. THE CCBC SO I'M REALLY HAPPY WITH

[00:25:01]

THE RESULT OF THAT AND LOOK FORWARD TO CONTINUE TO WORK ON THAT AND BUILDING OUR OVERALL STRATEGIC PARTNERSHIPS TOGETHER. AND, UM. A LOT OF THINGS GOING ON RIGHT NOW. OBVIOUSLY THE BYRON'S BEEN MENTIONED WERE ALSO E. D. C IS ALSO A BIG SPONSOR OF THE CHAMBER GOLF TOURNAMENT COMING UP ON MONDAY. SO, UH, I THINK WE HAVE AN OPEN SPOT IF ANYBODY WANTS TO GO SO, UM BUT WE LOVE SUPPORTING THE CHAMBER, AND THAT'S GONNA BE A GREAT EVENTS PUT ON YOUR RADAR. SO IF ANYONE OUT THERE IN THE COMMUNITY HASN'T UM FOR THE CHAMBER GOLF TERM, I DON'T THINK IT'S SOLD OUT. BUT THERE MIGHT BE SOME SPOTS LEFT, SO THAT'S COMING UP. BROTHER THAT REALLY WERE ALMOST OR LESS THAN TWO WEEKS AWAY FROM THE VIRUS NOW, SO THAT'S REALLY OUR TOP PRIORITY AND DOING OUR ANNUAL RED CARPET TOUR WHERE WE BRING IN WE HAVE A LIST OF ALL 12 SITE SELECTORS THAT ARE IN THE YEAR ONE. JUST TWO YEARS AGO, WE ONLY BROUGHT IN ONE BECAUSE OF COVID AND LIMITED ATTENDANCE THIS YEAR. WE HAVE 12 SO EVERY YEAR WE'RE BUILDING ON THAT MOMENTUM.

AND SPEAKING OF THAT, IF YOU GUYS HAVEN'T HAD A CHANCE, OR THE PUBLIC HAS IT HASN'T HEARD ABOUT OUR NEW PODCAST MCKINNEY MOMENTUM WE'VE I THINK WE'RE ON EPISODE FOUR NOW AND I THINK WE'RE SLATED LUKE, OUR MARKETING DIRECTOR, YOU KNOW, IT'S KIND OF HIS VISION FOR GETTING THE WORD OUT OF MCKINNEY AND ABOUT THE GREAT THINGS THAT ARE GOING ON, AND I THINK WE HAVE SLATED. HE'S SUPPOSED TO BE CONTACTING YOU GUYS TO GET YOU GUYS IN ONE OF OUR PARTNER PODCAST AS WELL AS ONE OF OUR STRATEGIC PARTNERS. UM I THINK ERIN WEREN'T YOU JUST RECENTLY ON THE SO WE JUST FINISHED IT WITH VISIT MCKINNEY. SO WE'RE TRYING TO MAKE OUR WAY AROUND ALL THE DIFFERENT, UH, GROWTH AREAS OF THE CITY FROM PARKS AND REC TO, YOU KNOW, TOURISM DEVELOPMENT, EVERYTHING TO GIVE A COMPLETE SNAPSHOT OF WHAT'S GOING ON IN THE CITY. SO THAT'S REALLY EXCITING, AND WE HOPE THAT REALLY GAINS TRACTION SO UM, THAT'S THERE'S A THERE'S A LOT LOT MORE STUFF. ALL THE STUFF LIKE, YOU KNOW, HAVE TO REDACT. BUT UM, WE'RE DOING REALLY WELL AND I'LL STAND PRETTY QUESTIONS. JUST SAY THANK YOU TO LITTLE GUY HAD AN OPPORTUNITY TO DO THE PODCAST, AND HE WAS GRACIOUS TO ENOUGH THE FIRST TIME. WE KIND OF MESSED UP, SO I GOT A SECOND TIME AND WAS ABLE TO PUT ON SOME MAKEUP SECONDS. UM HE DID A GREAT JOB. SO THANK YOU FOR YOU KNOW, HE BUT ALL THAT HE DID SO NO IDEA. THANK YOU. MAIN STREET IMPACT, ANDREW HMM. GOOD MORNING, MADAM CHAIR IN CDC BOARD, MADAM PRESIDENT. UM FIRST THANK YOU FOR YOUR SUPPORT FOR ARTS AND BLOOM. IT WAS FANTASTIC WEEKEND. ALSO A BIG SHOUT OUT TO MY STAFF. IT IS A VERY LONG FOUR DAYS AS WE ADD IN A DAY OF SETUP OVER OVERNIGHT. A LOT OF TIMES WE HAD OVER 100 AND 50 ARTISTS.

IT WAS OUR LARGEST EVENT EVER. WE LINKED IN THE GROUNDS AS WELL , HAD A LOT OF REALLY GREAT WINS WITH OUR LOCAL ARTISTS, GROUPS AND DOING SOME INTERACTIVE ARTS DEMONSTRATIONS SO THINGS THAT WILL CONTINUE ON FOR FUTURE YEARS. UM YOU KNOW, BI OUT TO VISIT MCKINNEY, THE INFLUENCER TOUR VERY SUCCESSFUL . WE SAW A SIMILAR SPIKE. UM AND IN OUR SOCIAL MEDIA AND YOU KNOW, CHINCHILLAS MEMBER OF OUR STAFF HAS WORKED REALLY HEAVILY ON GROWING OUR SOCIAL MEDIA THROUGH INFLUENCERS THAT WE UTILIZE DURING ARTS AND BLOOM AND OTHER EVENTS AS WELL. SO IT'S A BIG PART OF OUR STRATEGY. MOVING FORWARD AS WELL. UM, MAY 4TH WE HAVE EMPTY BOWLS OR EMPTY PLATES, DEPENDING ON WHO IS MAKING THE BALLS. THAT'S 6 TO 8 AT IMPACT AND IN DOWNTOWN MCKINNEY, BUT THAT IS A FANTASTIC EVENT. IF YOU'VE NEVER HAD A CHANCE TO PARTICIPATE IN THAT YOU DON'T WANT TO MISS IT. IT IS ONE OF THE THINGS THAT MAKES MCKINNEY UNIQUE AND VERY SPECIAL. MAY 6TH WE HAVE OUR DERBY WINE AND WHISKY WALK. WE DO THAT WITH LONE STAR. WINE CELLARS. UM AND THEN, IF AND MAYBE IN PREPARATION FOR ELECTION ON THE SQUARE MAY SIX.

THIS IS AN ANNUAL EVENT LATER IN THE EVENING, WE CELEBRATE THE ELECTION. HISTORICALLY THERE WAS ELECTION ON THE SQUARE AND THEY WOULD BRING OUT CHALKBOARD AND TALLY THE VOTES IN LIVE THIS, YOU KNOW, WE SINCE HAVE GROWN IN DOWNTOWN MCKINNEY, SO WE DON'T DO IT RIGHT ON THE SQUARE WE DO IN MITCHELL PARK, BUT IT IS A REALLY NEAT EVENT. WE HAVE ALL THE CANDIDATES THERE AND THEY'RE TELLING THE VOTES IN REAL TIME. IT'S A REALLY UNIQUE KIND OF SMALL TOWN. EVENTS SO, UM AND THEN WE ARE GETTING AT MAY 19TH IMPACT. IT'S BIG BAND ROYALTY, SO IT'S A SALUTE TO COUNT BASIE AND DUKE ELLINGTON. IT'S GOING TO BE A REALLY NEAT JAZZ CONCERT THERE AND THEN ALSO MAY 27TH ALSO IMPACT WE HAVE CELEBRATED BLUES GUITARIST SINGER AND SONGWRITER SUE FULLY, SO THAT'S A REALLY GREAT SHOW. YOU WON'T WANT TO MISS THAT. AND THEN LAST, BUT NOT LEAST WE'RE GEARING UP FOR TEXAS MUSIC REVOLUTION. JUNE 2ND AND THIRD AND I DO WANT TO MAKE A QUICK ANNOUNCEMENT. WE HAVE A ROBERT EARL KEEN IS MAKING AN APPEARANCE, SO HE'S COMING OUT

[00:30:04]

OF RETIREMENT TO MAKE AN APPEARANCE AT TEXAS MUSIC REVOLUTION THIS YEAR, SO WE'RE VERY EXCITED ABOUT THAT. YEP. STAND FOR ANY QUESTIONS. ERIN DO YOU HAVE ATTENDANCE NUMBERS ON ARTS AND BLOOM? NOT YET SO. THANK YOU. WE SHOULD GET THOSE SHORTLY. GREAT. I JUST WANT TO THANK YOU. MY FAMILY AND I ATTENDED ALL THE DAYS OF ARTS AND BLOOM. AND ON ONE OF THE DAYS WE TOOK A PICNIC TO THE NEW PARK, SO I JUST WANT TO GIVE A SHOUT OUT TO PARKS BECAUSE THAT LITTLE PARK LIT HERE IN DOWNTOWN MCKINNEY WAS HAPPENED AND WE HAD A PICNIC AND THE KIDS LOVED IT, AND IT WAS REALLY NICE TO BE ABLE TO DO THAT AFTER HAVING SO MUCH FUN AT THE FESTIVAL, SO THANK YOU TO PARTS AND TO THE CULTURAL DISTRICT. GREAT. THANK YOU VERY MUCH. PARKS AND REC.

RYAN. GOOD MORNING. I WANT TO FIRST APOLOGIZE PROFUSELY FOR NOT BEING MR KOWSKI COULD BE HERE THIS MORNING. HE'S ACTUALLY WORKING WITH SOME LOCAL NEWS REPORTERS. THEY WANT TO DO A STORY ON THE PARK DONATION, THE PLAYGROUND DONATIONS THAT WE'VE BEEN DOING SO VERY INTERESTING.

ISN'T WE PRESENTED THAT AT THE JOINT MEETING PREVIOUSLY GAVE ME SOME NOTES. SO THIS IS FROM HIM, BUT I CONCUR WITH THIS SENTIMENT HERE. THAT THANK YOU VERY MUCH FOR THE VERY PRODUCTIVE JOINT MEETING THAT WE RECENTLY HAD, AND IT'S ALWAYS A GOOD TIME WHEN WE GET OUR BOARDS TOGETHER AND KIND OF START SPITBALLING IDEAS FOR THE FUTURE. AND SO IT WAS VERY PRODUCTIVE FOR US, AND I HOPE IT WAS FOR YOU AS WELL. WE HAVE A WELL. SUMMERTIME IS COMING, AND FOR US, IT'S SUMMERTIME IS ABOUT A LITTLE OVER A MONTH AWAY, BUT WE'VE BEEN PLANNING FOR THE LAST THREE, ALMOST FOUR MONTHS AND THAT THE BIG PART OF THAT FOR US IS OF COURSE, PLANNING FOR THE SUMMER BUT ALSO HIRING SO WE'RE ALWAYS HIRING OUR DEPARTMENT BALLOONS UP TO ABOUT 560 EMPLOYEES IN THE SUMMERTIME. THAT'S THE LARGEST DEPARTMENT ENTIRE CITY WITH WELL OVER 400 ALMOST 450 OF THOSE BEING PART TIME EMPLOYEES. SO IF YOU HAVE CHILDREN OR NEIGHBORS OR KNOW SOMEONE OR ANYONE WHO'S LOOKING FOR A PART TIME JOB, PLEASE SEND THEM OUR WAY. SO FAR, WE'VE HAD THREE SUCCESSFUL HIRING EVENTS AND ARE HIRING EVENTS IS WHERE WE PUT ON A SATURDAY WHERE IT'S KIND OF A ONE STOP SHOP. YOU COME IN APPLICATION INTERVIEW. WE CAN HIRE YOU RIGHT? THEN WE HAVE HR ON SITE TO DO ALL THE PAPERWORK AND WE EVEN HAVE OUR DRUG SCREENING FACILITIES THERE . SO WE'VE KIND OF ONE STOP SHOP , AND WE'VE HIRED PROBABLY A LITTLE OVER 100 THAT WAY. SO EACH YEAR I'VE KIND OF GONE BACK AND LOOKED AND SEEING HOW WE HIRE ANNUALLY. 450 ON AVERAGE OVER THE LAST THREE YEARS FOR THE DEPARTMENT. THAT REALLY ONLY GETS TO 505 160. THERE'S A LOT OF PEOPLE THAT WERE HAVING TO HIRE OVER AND OVER AGAIN BECAUSE THOSE PART TIME STAFF, SO STAFFING IS HAS BEEN A CHALLENGE OVER THIS OVER THE LAST FEW YEARS, BUT I THINK WE'RE ACTUALLY AHEAD OF THE GAME AND WE ARE LAST YEAR, BUT WE'RE ALWAYS LOOKING FOR STAFF BECAUSE THOSE PART TIME EMPLOYEES IN THE SUMMERTIME YOU KNOW ONE PERSON WORKING 40 HOURS A WEEK IN THE SUMMERTIME, OR IS IT TO WORKING 20 OR IS IT THREE? IT'S JUST KIND OF DEPENDS ON THE AVAILABILITY OF WHAT WE HAVE. SO WE'RE NEVER ALMOST ALMOST FULLY COMFORTABLE WITH THE NUMBERS VOYAGES KIND OF HIRING TO MAKE SURE WE HAVE ENOUGH. MURPHY PARK SCHEDULED TO OPEN IN THE NEXT COUPLE OF WEEKS, SO I'M EXCITED ABOUT THAT. WHEN THAT WAS THE PARK AS A KID GROWING UP HERE, MCKINNEY THAT WE'D RIDE OUR BIKES TO. THAT WASN'T NECESSARILY THE PLAYGROUND WE PLAYED ON. IT MIGHT HAVE BEEN THE OLD, DILAPIDATED CONCRETE WATER STORAGE TANK FACILITY THAT WAS BEHIND IT WITH A BROKEN FENCE THAT WE PLAY ON. BUT IT WAS FUN. IT'S ONE OF OUR SMALLER PARKS, NOT REALLY A SMALLER CENTRAL PART. BUT IT'S A LARGE ONE ACRE LESS THAN ONE ACRE IN SIZE, BUT IT'S SORT OF OUR ONLY PARK IN THAT AREA, SO WE'RE REALLY EXCITED TO GET THAT THING BACK IN OUR INVENTORY AND OPEN TO THE PUBLIC. SPECIAL THANKS TO OUR ATHLETICS DIVISION AND ATHLETICS MAINTENANCE TEAM FOR ALL THEIR WORK, COORDINATING AND SCHEDULING DELIVERING THE FIELDS DURING THE SPORTS SEASON HAS BEEN A LITTLE BIT OF A STRENGTH SINCE WE'VE HAD CRAIG RANCH SOCCER COMPLEX OFFLINE DOING THE REMODEL THEIR WITNESSES, SYNTHETIC FIELDS, SO WE'RE HAVING A CRAM EVERYTHING BACK INTO OUR OLDER COMPLEXES, AND IT'S BEEN BEEN FANTASTIC, BUT IT HAS BEEN A LITTLE CROWDED. WE EVEN HAD TO GET SOME POLICE HELP IS DIRECTING TRAFFIC ON THE WEEKENDS BECAUSE AREN'T USED TO HAVING THAT MANY PEOPLE THE PARK ON SATURDAYS. THIS WEEKEND. WE HAVE PARTY ON THE PATIO WITH JUSTIN PICKARD AND THE THUNDERBIRD WINOS DIRECT CENTER OF TOWN LAKE. THERE A LITTLE BIT OF ROCKABILLY IF YOU COULDN'T TELL MAY BE FROM THAT AND ALL COUNTRY. AND THEN THIS WEEKEND. WE ALSO HAVE OUR STAGE WILL BE AT MAIN GATE COUNTRY FARE HIKE AND BIKE TRAIL WILL BE HOSTING THE BLUEBONNET FIVE K AND MITCHELL PARK WILL HAVE THE PB AND J CHALLENGE. SO I'LL STAND FOR ANY QUESTIONS. IF YOU HAVE ANY, CAN YOU BECAUSE I KNOW WE KNOW ABOUT THE REDEDICATION OR THE DONUT FOR THE EQUIPMENT CAN YOU JUST SHARE BECAUSE YOU KNOW, A LOT OF THOSE THAT ARE HERE MAY NOT KNOW HOW WE REFURBISH THE PLAYGROUND EQUIPMENT, AND I THINK IT IS DEFINITELY WORTHY TO SHARE. CAN YOU GIVE A QUICK YES , I'LL GIVE YOU AN OVERVIEW THAT

[00:35:04]

SO CERTAINLY THE PLAYGROUND PLAYGROUND EQUIPMENT, SO WE HAVE A LOT OF AGING INFRASTRUCTURE, SO WE'RE KIND OF CHALLENGED OURSELVES WITH MAKING SURE WE DON'T HAVE A PLAYGROUND OLDER THAN 15 YEARS, SO WE HAD TO GO BACK AND WE'RE STARTING TO REPLACE SOME OF THESE PLAYGROUNDS. THE EQUIPMENT WASN'T NECESSARILY BAD, FADED AGED A LITTLE BIT HERE AND THERE. UM IN THE PAST, THAT STUFF WOULD EITHER BE DESTROYED OR SOME PARTS OF IT. WE GO AT THE AUCTION. WE WERE APPROACHED BY A GROUP THAT WOULD LIKE TO TAKE THE PLAYGROUND EQUIPMENT AS A DONATION. THEY REFURBISH IT. SEND IT TO ANOTHER COUNTRY SOMEWHERE IN NEED AND ERECTED THERE THE VOLUNTEER EFFORTS AND THEN TO THE KIDS AND LET THEM PLAY THE VIDEO. WE HAD THAT WE SHOWED THERE WAS JUST AMAZING TO SEE THOSE KIDS SO EXCITED AND WE WERE KIND OF JOKING AS A HER KIDS AREN'T AS EXCITED. WE OPEN UP A PLAYGROUND MANY BUT IT IS REWARDING FOR US, AND IT'S A SMALL TOKEN THAT WE CAN DO TO REALLY HELP SOMEONE ELSE AND ENJOY PLAYGROUND. THANK YOU. SO I JUST, YOU KNOW, COMMENDING WHAT WE DO IN THE CITY AND HOW WE'RE ABLE TO TAKE THAT AND IT'S NOT A HAND ME DOWN. IT'S A HAND ME UP TO COMMUNITY, SO I JUST WANT TO ACKNOWLEDGE THAT AND EVEN AFTER SEEING THE VIDEO AND SEEING THE CHILDREN JUST SO IT'S STATIC. HOW THEN WE THINK ABOUT HOW OUR CHILDREN OVER HERE, MAYBE TAKE THEIR TYPE OF OPPORTUNITY FOR GRANTED. BUT THE VIDEO CAMERA SPOKE VOLUMES AS TO WHAT THAT MEANT TO THAT PARTICULAR COUNTRY IN THOSE CHILDREN, SO JUST THANK YOU FOR THE VISION OF HAVING THOSE RELATIONSHIPS AND THANK YOU FOR THE VOLUNTEERS THERE WERE ABLE TO GO OVER THERE, REFURBISH IT AND PUT IT BACK TOGETHER BECAUSE YOU KNOW WE'RE CHANGING LIVES. QUALITY OF LIFE ACROSS THE OCEANS AND OTHER CONTINENTS. SO I JUST WANT TO SAY THANK YOU FOR THE VISION THAT YOUR TEAM HAD TO MAKE THOSE RELATIONSHIPS. THAT WOULD BE GREAT IN A WAY THAT THAT MAY BE ALL CHILDREN START TAKING IT FOR GRANTED BECAUSE IT BECOMES SO PLENTIFUL. THEY HAVE SO MUCH TO PLAY WITH, SO HOPEFULLY THROUGH EFFORTS LIKE THIS AND MAYBE OTHER CITIES, DOING THE SAME THING THAT POPULATE THE WORLD WITH PLAYGROUNDS. THAT'S AWESOME. I LOVE THAT IDEA. THANK YOU FOR THE TOUGH REPORT. WE DON'T HAVE A SUB COMMITTEE REPORT BECAUSE WE WILL MEET MAY NEXT WEDNESDAY , MAY 3RD MAY 3RD SO WE WILL HAVE A SUB TAP SUBCOMMITTEE REPORT LAST WEEK. AND PRESIDENTS LIKE 23 DASH. OH 3 20 PRESIDENTS

UM IN THE NEAR FUTURE. NO TUBS FOR REPORT THIS MONTH, BUT THERE IS A OUR OWNERS PROVIDED A REPORT THAT'S ATTACHED TO THE AGENDA WAS SOME GREAT IMAGES FROM THE CONSTRUCTION SITE AND SHOWING PROGRESS AND ONE OF THE MOST EXCITING THINGS FOR ME. I THINK IN THE PAST WEEK WE HAD SEEN THE CONCRETE PADS POURED FOR THE BUILD AROUND BUSINESS SILOS, BUT SILOS HAVE BEEN PLACED SO THAT PROGRAM IS SLOWLY COMING TO LIFE . VERY EXCITED ABOUT THAT, AND THE TUBS TEAM IS WORKING. TO SECURE TEMPORARY TCO SO THEY CAN

[00:40:04]

START BREWING ON THE NEW SITE. UM SOON. AND WITHOUT I'M HAPPY TO STAND FOR ANY QUESTIONS. HE WON'T HAVE IT. THE QUESTION ABOUT THE SILOS. WILL THE OPERATORS HAVE CONSISTENT HOURS OR EACH WILL OPEN? INDEPENDENTLY THEY WHEN THEY WERE DOING THE CHIME IN IF I OVERLOOK ANYTHING, BUT WHEN THEY WERE DOING THE INTERVIEWS OF THE APPLICANTS WHO ARE INTERESTED IN THOSE THEY EMPHASIZED THAT THEY NEEDED TO PLAN TO BE OPEN DURING THE HOURS THAT TUBBS IS OPEN. SYDNEY ALL I'LL JUST PIGGYBACK ON YOUR COMMENT ABOUT VOTING. UM I'M GONNA GO VOTE RIGHT AFTER THIS.

[Conduct a Public Hearing and Consider/Discuss/Act on an Amendment to Project Grant # 23-02, Haddington Fund, LP, to Provide Additional Funding in an Amount Not to Exceed Thirty-Five Thousand Five Hundred and NO/100 Dollars ($35,500.00) for Additional Lettering on the Roof-Top Neon Sign, Approved by McKinney Community Development Corporation on February 23, 2023, and Electrical Costs to Allow for Timer-Controlled Lights and Additional Engineering Requirements Associated with the Proposed Amended Project.]

NEXT ITEM 23-3 TO 1 CONDUCT A PUBLIC HEARING AND CONSIDERED DISCUSSED ACT ON AN AMENDMENT TO THE PROJECT GRANT. 23 DACHAU TO HAVING SOME FUN LP TO PROVIDE ADDITIONAL FUNDING IN THE AMOUNT NOT EXCEED $35,500. FOR THE ADDITIONAL LETTERING ON THE ROOFTOP NEON SIGN APPROVED BY THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION ON FEBRUARY 23RD 2023 THE ELECTRICAL COSTS TO ALLOW FOR THE TIMER CONTROLLED LIGHTS AND ADDITIONAL ENGINEERING REQUIREMENTS. ASSOCIATED WITH THE PROPOSED AMENDMENT PROJECT. IN THIS IS A PUBLIC HEARING. SO IS THE PRESENT JAMES THANK YOU. MADAM CHAIR IS JAMES COMES UP. I JUST WANT TO GIVE THE BOARD SOME CONTEXT FOR WHERE THIS CAME FROM AFTER HE PRESENTED THE CUT OR THE FLOUR MILL SIGN TO US A FEW MONTHS AGO, I WAS TALKING WITH OUR COUNCIL LIAISONS AND WITH THE MAYOR AND WE SAW AN OPPORTUNITY HERE TO CREATE SOMETHING BIGGER DOWNTOWN AND TO CREATE A COHESIVE. SIGN PLAN. I GUESS YOU'LL SAY, UM, FOR ALL OF DOWNTOWN THAT MATCHES AND THAT WE CAN CONTROL FROM THE BEGINNING AND HAVE SOME COHESIVENESS. SO WHAT WE TALKED WITH JAMES ABOUT DOING WAS ADDING THE WORD MCKINNEY TO THE WORK. FLOUR MILL. WE'VE ALSO TALKED WITH THE COTTON MILL GUYS WHO ARE HERE THIS MORNING. GOOD MORNING, GUYS. UM AND THEY ARE WILLING AND INTERESTED TO DO SOMETHING SIMILAR, AND WE WANT EVERYTHING TO KIND OF MATCH AND JUST FOCUS ON MCKINNEY IN DOWNTOWN, AND SO THIS WAS A GOOD OPPORTUNITY TO COME BACK AND ADD A LITTLE MORE TO THIS, AND WE TALKED ABOUT JAMES ABOUT IT, AND HE WAS EXCITED. AND SO THAT'S THAT'S WHERE THIS CAME FROM.

[00:45:04]

WHEN. THANK YOU, MADAM CHAIR AND . MADAM PRESIDENT, THE BOARD AND JUST LIKE DAVID EXPLAINED. WE DO WANT TO ADD MCKINNEY TO THE FLOUR MILL SIGN AND I DID BRING THE OWNER OF THE SIGN COMPANY JOB ILO. HE'S ALSO HERE AND HIS, UM. EMPLOYEE TOMMY WHO'S ALSO WORKS IN THE SCIENCE DEPARTMENT.

SO THEY'RE HERE. JUST IN CASE WE HAVE SOME QUESTIONS THAT I CAN'T ANSWER AND THEY'RE MORE INTO THE DESIGN AND IMPLEMENTATION OF THE SCIENCE. SO UM YET WE WANT TO MOVE FORWARD WITH THIS. YOU KNOW, ASAP. WE'RE VERY EXCITED. I MEAN, THIS IS A WIN WIN FOR US , AND IT'S A WIN WIN FOR MCKINNEY. WE FEEL LIKE SO ABSOLUTELY WE WANT TO MOVE FORWARD WITH IT. SO I JUST WANT TO SAY, YOU KNOW, THANK YOU FOR BEING ABLE TO PIVOT. I THINK THE BRANDING OF MCKINNEY AND SO CRITICAL TO OUR CD TO OUR COMMUNITY TO THIS AREA, SO THANK YOU FOR THE CONSIDERATION IN THE ADDITIONAL DISCUSSIONS THAT WERE HAD BY EVERYONE TO COME TO THIS RESOLUTION. DO YOU HAVE PICTURES OF THE PROPOSED SIGNS? I DO HAVE SOMETHING. JANE. YOU'RE.

SO THIS IS AN I ONE OF THE EXAMPLES OF DOES MCKINNEY NOT AS LARGE AS THE FLOUR MILL? LETTERS. THE FLOUR MILL LETTERS ARE EIGHT FT. HIGH. IN THE MCKINNEY WOULD BE FOUR FT. HIGH 4 TO 5 FT HEIGHT, SO IT THAT WAS THE PREFERRED DESIGN. THIS IS ANOTHER ONE. WITH A LITTLE BIT MORE OF A COLOR AND, UH. WITH THE THERE'S A SIGN IN MCKINNEY. NOW THAT'S ABOVE THE PARKING GARAGE THAT HAS THIS CURSIVE. THIS IS I THINK THIS IS DOWNTOWN. AND SO WANTED TO BORROW THAT, HOWEVER. CAN SEE THE. IT'S HARD TO TELL WHAT THAT IT'S HARD TO READ FROM. WE'RE NOT THAT FAR. WHERE ABOUT 100 FT FROM THE BUILDING. SO IF YOU'RE ACTUALLY IN DOWNTOWN MCKINNEY WALKING DOWN IN LOUISIANA STREET IT WOULD BE HARD TO UNDERSTAND TO KNOW WHAT THAT IS. MAYBE EVEN A LITTLE AGGRAVATING BECAUSE YOU SEE FLOUR MILLING. YOU'D LIKE, WHAT IS THAT RIGHT ABOVE IT, RIGHT? WE DON'T WANT TO AGGRAVATE ANYONE. WE WANT THE OPPOSITE. SO I DO HAVE A. THE IDEA HERE OF STILL HAVING THE MCKINNEY IN BLACK LETTERS, WHICH IS THE PREFERABLE BUT WITH A YELLOW SCREEN OVER THE LETTER SO THAT YOU STILL HAVE SOME COLOR, WHICH I LIKE THAT. ASPECT OF IT, SO IT'S A LITTLE BIT MORE OF A COLORFUL SIDE THAT WILL JUST WHITE AND I AND I'M HAPPY TO PASS IT. NOW THAT THE NEW ONE WITH THE YELLOW, THE FONT CHOICE WOULD BE THE SAME AS THE BLOCK LETTERING INSTEAD. IT WOULD BE BLACK LETTERS, BUT WITH THE YELLOW COLOR. WHAT I'M CALLING IT GOLD. OKAY? BUT THAT WOULD GIVE YOU AN INDICATION OF WHAT IT WOULD LOOK LIKE WITH THE BLOCK LETTERS IN GOLD. SCRIPT ALSO LOOKS LIKE TWO DIFFERENT WORDS WHEN I GLANCE AT IT, AND THEN THERE'S A SPACE THAT, HMM. HMM. SQUEEZE IT TOGETHER. THANK YOU, JAMES. THIS IS AN UP AND AN EXCELLENT OPPORTUNITY FOR US TO BRAND DOWNTOWN AND BRAND THE CITY AND I APPRECIATE YOU COMING BACK. AND UH, AND ALSO TO THE BELLOW GUYS APPRECIATE YOU GOING BACK TO THE DRAWING BOARD A LITTLE BIT AND GIVING US AN OPPORTUNITY TO REALLY HIGHLIGHT MCKINNEY. THANK YOU. I. I PERSONALLY JUST MY PERSONAL OPINION. IT'S NOT FOR US TO CHOOSE REALLY. BUT MY PERSONAL OPINION IS THE ONE YOU'VE GOT UP HERE. IT LOOKS GREAT. UM I LIKE THE KIND OF CONSISTENT WHITE COLOR AND THE BLOCK LETTERS. LIKE THE GOLD JUST TO BE DIFFICULT. YEAH THANKS FOR THAT, BECAUSE I'D LIKE TO KNOW I PERSONALLY PREFER THE GOLD. I THINK I JUST THINK COLORS IS NOT BAD. IT MAKES IT POP AT NIGHT. I'M I'M GONNA GO GO, BUT THAT'S NOT REALLY HAVE A SHOW OF HANDS AS IF IT MATTERS. MARY MARY SAID CLASSIC WHITE. YEAH THAT'S WHAT I YEAH. YEAH IT IS. ULTIMATELY

[00:50:04]

YOUR DECISION. I WE'VE GOT OPINIONS, OF COURSE, BUT UM MAYOR SAID CLASSIC WHITE. WHAT ABOUT CITY MAN? YEAH. LINDA. SO AGAIN. THIS IS A PUBLIC HEARING AND I WILL CLOSE THE PUBLIC HEARING THAT WE CAN ALSO VOTE ON THIS. SO CAN I GET A MOTION TO CLOSE THE PUBLIC HEARING? SO MOVED BY DAVID KELLEY 2ND 2ND BY DAVID RACHET. WHAT. MOTION PASSES AND THAT CAN I GET A MOTION TO APPROVE THE AGENDA ITEM MOTION APPROVED. MOTION APPROVED BY A DEBRA 2ND 2ND BY DAVID KELLEN. MOTION PASSES. THANK YOU AGAIN. JAMES AND YOUR TEAM. THANK YOU.

[Conduct a Public Hearing and Consider/Discuss/Act on a Project Grant Application Submitted by Archstreet McKinney (#23-05) in the Amount of Four Hundred Thousand and NO/100 Dollars ($400,000.00) for Infrastructure Costs Related to Construction of a Select Service Hotel Located in District 121 at 7200 State Hwy. 121 S, McKinney, Texas 75070. Amount Requested Represents 1.8% of Total Project Cost.]

NEXT ITEM 23-32 TO CONDUCT A PUBLIC HEARING AND CONSIDERING DISCUSS ACT ON PROJECT GRANT APPLICATIONS SUBMITTED BY ARCH STREET MCKINNEY 23-5 IN THE AMOUNT OF $400,000 FOR THE INFRASTRUCTURE COSTS RELATED TO THE CONSTRUCTION OF A SELECT SERVICE HOTEL, LOCATED IN DISTRICT 1 21. 7 TO 00 STATE HIGHWAY. 1 21 SOUTH MCKINNEY, TEXAS 75070 AMOUNT REQUESTED REPRESENTS 1.8% OF THE TOTAL PROJECT IN MICHAEL MUELLER IS HERE TO PRESENT. GOOD MORNING, MADAM CHAIR. MADAM PRESIDENT IS GONE, BUT THE BOARD MEMBERS UM. GO FORWARD HERE. ONE SO QUICK SUMMARY. UM FIRST OF ALL LOCATION WHERE DISTRICT 1 21, JUST, UH, EAST OF THE NEW OFFICE BUILDINGS PARKING STRUCTURE. JUST EAST OF WHAT? WHAT SOON TO OPEN BOB'S STEAKHOUSE. THE HOTEL'S 102 ROOMS. 50,000 SQUARE FEET. UM. IT'S A SELECT SERVICE HOTEL IN AND OF ITS OWN WITHIN ITS FOUR WALLS. UM WE DO HAVE SOME NICE AMENITIES. WE HAVE FITNESS CENTER. WE HAVE A NICE PANTRY AT THE GUEST LEVEL FOR GUESTS TO PICK UP SOME GRAB AND GO. FOOD AND BEVERAGES. UM BUT MOST OF THE AMENITIES FOR THIS HOTEL BY DESIGN HAVE BEEN INCORPORATED INTO THE OTHER TENANTS OF DISTRICT 1 21. SO WE HAVE AS YOU KNOW, UH, NICE BRAND NEW CLASS A OFFICE BUILDING NEXT DOOR WITH LUCID PRIVATE OFFICES . THEY MEETING ROOM IN THE IN THE OFFICE BUILDING. LUCID PRIVATE OFFICES HAVE MEETING ROOMS, OFFICES. SO WE'RE GOING TO PARTNER WITH THEM SO OUR GUESTS CAN USE THEIR SERVICES AND SAME THING WITH THE FOOD AND BEVERAGE 21 WITH ALL THE DESTINATION DINING RESTAURANTS THAT ARE COMING AND OPENING THIS SUMMER. SO AS A WHOLE WITHIN DISTRICT 1 21. THIS WILL BE THIS WILL OFFER A GUEST FULL SERVICE AMENITIES. UM REALLY QUICKLY HERE. I'M NOT SURE WHICH BUTTON POINTS. THERE IT IS. ENTRANCE HERE. LOBBY THIS IS THE PANTRY.

WE WERE TALKING ABOUT RECEPTION AREA. THERE'S A FITNESS AREA. AND THEN WE HAVE ON THE SECOND LEVEL. THIS IS OPEN TO BELOW. WE HAVE THIS NICE MEZZANINE LEVEL WITH THIS TERRORISTS HERE. THAT OVERLOOKS THAT WILL OVERLOOK THE PARK AT DISTRICT 1 21 BOB STEAKHOUSE. THERE'LL BE SOME REALLY NICE VIEWS FROM UP HERE. THIS WILL BE A GREAT GATHERING SPACES, PUBLIC SPACE. ADDRESS THE HOTEL IS MOSTLY ROOMS. WE DO HAVE SOME WE DO WE DO. FEATURE SOME VERY, VERY NICE SUITES IN THE HOTEL WITH TERRACES THAT WILL OVER ALSO OVERLOOK UM, THE PARK DISTRICT 1 21 AND EVEN HAVE SOME VIEWS OUT TOWARDS THE CRACKS RANGE AND IN THE GOLF COURSE. REALLY QUICKLY HERE ON THE 2.5 MINUTES ALREADY. HERE'S THE LOBBY. I'M GOING TO GO QUICKLY. MORE IMAGE OF THE LOBBY, A BEDROOM. UM THE SLIDE, I THINK IS IMPORTANT. YOU KNOW, WE TALKED. I TALKED ABOUT A LITTLE BIT EARLIER ABOUT HOW THIS HOTEL WILL BE AVAILABLE PART OF DISTRICT 1 21 AND WORKING WITH THE OTHER ELEMENTS OF ONE DISTRICT 1 21. THIS WILL BE A FULL SERVICE KIND OF DESTINATION. OFFERING. HIGHLY WALKABLE LOCATION. THAT'S BY DESIGN. WE ONLY WANT TO GO INTO WALKABLE LOCATIONS. IT'S VERY IMPORTANT. IT'S WHAT GUESTS ARE LOOKING FOR. I THINK KENNY IS

[00:55:02]

LOSING A LOT OF HOTEL GUESTS RIGHT NOW TO OTHER MARKETS BECAUSE THERE'S NOT ENOUGH WALKABLE, UH, HOTELS. INDEPENDENT BOUTIQUE. YOU KNOW YOU MAKE ANY UNIQUE BY NATURE.

THIS IS WE ARE TRYING TO CONTRIBUTE TO THAT. WE WANT TO BE UNIQUE. THIS IS A UNIQUE HOTEL WERE NOT ASSOCIATED WITH ANY BRAND. WE CAN. WE CAN HAVE LOCAL, UM WE CAN OFFER LOCAL PRODUCTS. LOCAL ART WORK WITH TOPS, AMENITIES, LOCAL AMENITIES . I'VE BEEN IN TOUCH WITH SOME LOCAL VENDORS HERE ALREADY, EVEN THOUGH IT'S REALLY PREMATURE BECAUSE WE'RE AWAY FROM OPENING, BUT WE WANT THIS TO BE UNIQUE NOT ONLY BY DESIGN, BUT BY WHAT WE OFFER, UM AND OFFER SOMETHING TRULY UNIQUE. UM IT IS. IT IS AN UPSCALE HOTEL WITH UPSCALE DESIGN, WITH AGAIN UNIQUE. IT WILL NOT BE ANOTHER COOKIE CUTTER HOTEL. UM WE AREN'T SENDING OUR MARKETING DOLLARS BACK TO A BRAND THAT SPENDS IT ON THEIR NAME LIKE I WON'T NAME THEM. ALL OF OUR MARKETING DOLLARS IS GOING TO BE SPENT SPECIFICALLY FOR THIS HOTEL. SPECIFICALLY TO BRING PEOPLE UP TO MCKINNEY NOT TO BRING PEOPLE TO THE CHAIN. BUT SPECIFICALLY TO BRING PEOPLE IN MCKINNEY. WE OFFER WE'RE GONNA HAVE THIS GREAT PATIO, UM, WITH A WATER FEATURE MEANT TO HIT THE. WATER FEATURE HERE. HERE'S THAT TERRORISTS, PUBLIC TERRORISTS. PUBLIC PATIO WATER FEATURE. IT'S GOING TO BE DESIGNED BILL, SO IT'S NOT NECESSARILY GOING TO LOOK LIKE THAT. IT'S ACTUALLY GONNA BE A LITTLE BIT MORE ENHANCED THAN THAT. BUT THIS WILL BE A GREAT PUBLIC GATHERING SPACE. AND WE'RE HOPING THIS BECOMES KIND OF A LAUNCHING SPACE FOR PEOPLE TO MEET AT DISTRICT 1 21. AND THEN GO FROM THERE TO A RESTAURANT OR WHEREVER THERE WHETHER THEY'RE OFF TO OBVIOUSLY, THIS IS, UM BYRON NELSON WILL BE A HUGE OF INTEREST. WE WILL BE THE CLOSEST HOTEL TO THE BYRON NELSON AND WE'RE LOOKING FORWARD TO THAT TOURNAMENT, CONTINUING AND HELPING TO SUPPORT THEM. AND SATISFYING THEIR NEEDS FOR ALL ROOMS. OBVIOUSLY WE'RE FACING SOME VERY DIFFICULT FINANCIAL SITUATIONS RECENTLY, INFLATION IS BEING THE MOST SERIOUS REALLY QUICKLY. WE'RE GOING TO CREATE ABOUT $4 MILLION IN REVENUE FOR THE CITY MCKINNEY OVER THE NEXT 10 YEARS. AND WE'RE ASKING FOR WE MEET ALL THE ALL THE CRITERIA. PROJECT CRITERIA FOR A GRANT. AND WE SUPPORT ALL ALMOST NO, EVERY SINGLE POINT OF THE SEEDS GOALS AND WE'RE ASKING FOR 400,000, WHICH REPRESENTS 1.8. OF OUR TOTAL PROJECT COSTS AND ABOUT 32% OF OUR INFRASTRUCTURE COSTS. I'LL TAKE ANY QUESTIONS. SO I KNOW FROM WHEN YOU PREVIOUSLY I THINK IT WAS LIKE 2 50 WAS THE ASS. AND OF COURSE, WE KNOW INFLATION IS THAT THE COST OF CONSTRUCTION COST. YES, WE TALKED ABOUT THE PUBLIC SPACES, OPEN SPACES THAT ARE TO BE HOW ARE YOU GOING TO CONTROL THAT? I MEAN, HOW ARE YOU GOING TO EVEN MARKET THAT? TWO. WHETHER THE PUBLIC LOT OF PEOPLE BECOMING A DISTRICT 1 21. I DON'T KNOW THAT WE NEED TO MARKET THE PUBLIC SPACE BECAUSE WE DON'T ACTUALLY SELL ANYTHING . WE DON'T WE DON'T HAVE ANY REASON. BUT THE SPACE IS JUST OPEN. WE DON'T POLICE IT. OUR DOORS ARE OPEN. OUR LOBBY DOORS WILL BE OPEN. PROBABLY 24 24 7, BUT PROBABLY UNTIL TWO A.M. TO SIX A.M. THEY'LL BE CLOSED. BUT OTHER THAN THAT, OUR DOORS ARE OPEN SO PEOPLE CAN COME IN OUR LOBBY IS A PUBLIC SPACE. WE DON'T IT'S NOT KEY ENTRY. WE DO HAVE PEOPLE THERE. AT THE FRONT DESK. THEY'RE FREE TO GO UP TO THE MEZZANINE OUT TO THE TERRORISTS. WE WANT THAT WE WANT PEOPLE TO COME. WE WANT THAT BECAUSE WE WANT TO LOBBY TO BE VIBRANT. BECAUSE THAT ENHANCES THE GUEST EXPERIENCE. NOBODY WANTS TO STAY IN A HOTEL WITH AN EMPTY LOBBY. IT'S NICER IF YOU'RE STAYING IN A PLACE WHERE THERE'S SOMETHING GOING ON.

THERE'S PEOPLE WISELY AND PEOPLE ARE MOVING THROUGH AND LOUNGING AND TALKING. SO UM, OUR PUBLIC SPACES PUBLIC. WE DON'T POLICE IT OR CONTROLLED AND CAN YOU GO BACK TO THE SLIDE THAT SPOKE TO THE ELIGIBLE ITEMS HERE AND GO GO DOWN HERE. KNOW WHAT THE ITEMS THAT FALL WITHIN OUR PERIMETER OF THIS PAGE? YES. WE HAVE ANY QUESTIONS IS THAT THIS IS A PUBLIC HEARING. IF THERE'S ANY, UM, ANYONE BOARD QUESTIONS FIRST. LEAVE IT UP. YES YEAH. SO WHEN YOU CAME HERE LAST TIME WE APPROVED THIS GRANT WITH THE STIPULATION THAT YOU HAD TO HAVE YOUR CAPITAL STACK COMPLETE WITHIN. I THINK SIX MONTHS AND THAT'S WHY WE DIDN'T GET THERE. RIGHT AND SO NOW WE'VE COME BACK . ARE YOU MORE ADVANCED IN CAPITAL? UM UH, ACQUISITION AT THIS POINT CAN YOU TELL US WHERE

[01:00:04]

YOU ARE ON THAT AND WHAT YOUR TIMELINE IS FOR COMPLETING THE CAPITAL ACQUISITION? SURE WE'RE MUCH MORE ADVANCED RIGHT NOW. WE CAME A YEAR AGO. THE MAIN REASON WE DIDN'T GET THINGS DONE IN SIX MONTHS FROM A YEAR AGO. WAS NOT RELATED TO CAPITAL STACKS SO MUCH AS WE HAD AN ISSUE WITH OUR ARCHITECT AT THE TIME. THEY INFORMED US. YOU KNOW, THERE'S A LOT OF HUMAN RESOURCE ISSUES OVER THE PAST FEW YEARS WITH COVID. THEY HAD A LOT OF PEOPLE LEAVE THEIR FIRM FOR ANOTHER FIRM. AND THEY JUST DIDN'T HAVE THE MANPOWER. THEY INFORMED US. THEY COULDN'T EXECUTE THAT SET US BACK BECAUSE GOING AND FINDING A NEW ARCHITECT WE HAD TO TAKE A FEW STEPS BACK TO GO FORWARD AGAIN. AND THAT SET US BACK A GOOD SIX MONTHS. UM, BUT WHERE WE ARE NOW, WE'VE GOT THE NEW ARCHITECT ON BOARD LAST SUMMER. UM WE SUBMITTED OUR PLANS FOR BUILDING PERMIT. WE'VE GOT TO SEE AROUND THE COMMENT FROM THE CITY ALREADY. WE'RE RESUBMITTING TODAY. I THINK, UM ARE EQUITIES FULLY COMMITTED. WE HAVE A TERM SHEET THAT WE PLAN TO EXECUTE TODAY FOR WITH A SENIOR LENDER. UM AND WE EXPECT TO START CONSTRUCTION THIS SUMMER, SO WE'RE MUCH MORE ADVANCED NOW. OKAY GREAT. THANK YOU. HAVE A COUPLE QUESTIONS FOR YOU? THE PUBLIC SPACE? HOW MUCH SPACE IS THAT GOING TO BE FOR THE GATHER OF THE PUBLIC GATHERING SPACE? BOY OFF THE TOP OF MY HEAD THAT UPPER TERRACES, PROBABLY 600 SQUARE FEET. THE INTERIOR SPACE THERE IS PROBABLY ABOUT 500 SQUARE FEET. ON THE PATIO DOWNSTAIRS. IT'S GOOD 15 1600 SQUARE FOOT PATIO, AND THEN OUR WHOLE LOBBY IS PUBLIC, AND THAT LOBBIES ANOTHER 15 18, AND ALL THESE NUMBERS ARE ESTIMATES . SURE THAT NEIGHBORHOODS ALL TOLD THAT SAYS BEFORE 4 9000, OKAY, AND THEN THE GATHERING SPACE AND THE WATER FEATURE THAT YOU PRESENTED IS THAT IS THAT WHAT IT'S GONNA LOOK LIKE? OR IS THAT JUST A RENDERING THAT'S JUST RENDERING. WE'RE GOING TO DESIGN BUILD THAT THING AND IT'S WE'VE WE'VE GOT ABOUT 12 DIFFERENT RENDERINGS FOR HOW THAT MIGHT LOOK, AND WE HAVEN'T REALLY DECIDED YET. WE DO KNOW IT. WE'RE GONNA HAVE WATER AND ELECTRIC AND GAS OUT THERE. AND SO THAT GIVES US THE FLEXIBILITY TO WORK WITH WITH SOMEONE TO COME UP WITH SOMETHING AT THE IT'S A BIT PREMATURE TO DO THAT NOW AND HAVE SOMEBODY DESIGNING AND BUILDING WHENEVER YOU DO THAT. THE GUY WHO COMES IN AND BUILD IT TWEAKS IT ANYMORE, SO WE'RE JUST GOING TO DESIGN BUILD ON THAT, BUT IT WILL BE A SIGNIFICANT INVESTMENT. AND THEN, UH, THE INFRASTRUCTURE IS THERE IS A DISINFLATION IS WHAT'S CAUSING THE HIGHER COST OR WHAT? WHAT'S CAUSED THE HIGHER CULT IN THE INFRASTRUCTURE? I WOULD SAY ABOUT 75% OF IT IS INFLATION.

UM, THE OTHER 25? AND, UM. I'D SAY. A LITTLE BIT OF IT. MAYBE THINGS THAT CAME BACK, UM, THROUGH OUR PROCESS WITH THE CITY LIKE A HYDROSTATIC. UH, AND I FORGET WHAT IT'S CALLED.

THERE'S A FEW THINGS THAT CITY WANTED US TO UPGRADE PIPE SIZING , ADDING A PUMP UM BUT FOR THE MOST PART WAS INFLATION. GIVE. DID YOU HAVE A HYDRODYNAMIC SEPARATORS? WE DIDN'T HATCH IN THE PLANS ORIGINALLY. UM, I DID SEE THAT, UM THE CONCEPT HAS ABOUT SEVEN. I THINK SWEETS, WHICH IS LESS THAN 10% OF YOUR OVERALL STOCK, BUT I WAS CURIOUS WHY, IN THE STUDY THAT YOU HAD DONE YOU COMPED IT TO ALL SUITE HOTELS FOR THE VACANCY RATE COMPARISON. IT SEEMED LIKE EVERYONE ON THE LIST WAS LIKE A FULLY SWEET BASED PROPERTY THAT WAS CURIOUS, LOOSELY USED TERM.

I MEAN, THERE'S A THERE'S A HOLIDAY INN EXPRESS THEIR HOLIDAY INN AND SUITES. THEY CALL IT THE SUITES AND TALKING ABOUT IN OUR HOTEL OR NOTHING LIKE THE SWEETS. THAT'S A HOLIDAY INN RIGHT TO MY QUESTION, SO IT SEEMS LIKE AN ODD COMPARISON. WELL THAT'S BECAUSE SOME PEOPLE CALL THINGS SWEETS THAT ARE NOT REALLY SWEETS. WE COULD EASILY CALL ALL OF OUR BEDROOMS, SUITES. SOME PEOPLE DO. I WOULD SAY OUR BEDROOMS THAT WE JUST CALL OUR STANDARD BEDROOMS ARE ACTUALLY BIGGER, NICER AND HAVE MORE AMENITIES IN THEM THAN SOME OF THE COPS THAT CALL THEMSELVES SWEETS. SO WHAT DOES THAT MEAN FOR THE RESULTS OF THE COMPARISON? THEN DO YOU THINK THAT YOUR OCCUPANCY RATES WILL BE HIGHER THAN WHAT'S ACTUALLY PRESENTED SINCE THEY'RE NOT APPLES TO APPLES? I THINK OUR OCCUPANCY WILL FALL RIGHT IN WITH THE COPS SET AT THE END OF THE DAY, MAYBE A LITTLE HIGHER. BUT SOMEWHERE YOU KNOW, HOTELS PLAY. YOU KNOW IF YOUR OCCUPANCY GETS TOO HIGH, THAT MEANS YOU CAN JUST MOVE YOUR RIGHTS. SO IF YOUR ACCURACY IS RUNNING HIGHER THAN A LITTLE BIT TOO MUCH HIGHER THAN THE MARKET THEN YOU'RE PROBABLY NOT RAISING YOUR RATES ENOUGH. SO IT'S REALLY RED PART THAT WE LOOK AT AS A COMPARISON AT THE END OF THE DAY. WHICH IS A PRODUCT OF OCCUPANCY ANNUAL RATE, RIGHT AND THEN FOR THE UPPER LEVEL PUBLIC SPACE IS THAT JUST GONNA BE A LOBBY ESQUE AREA, OR CAN PEOPLE

[01:05:02]

RENT THAT FOR ANY KIND OF PRIVATE EVENT THAT THEY WOULD WANT TO SPEND MONEY ON. LET ME GO BACK TO THAT, UM IT'S GOING TO BE A PUBLIC AREA. THERE IT IS. THAT'S HOW YOU ACCESS IT FROM THE LOBBY. YOU CAN ALSO FOR 88. ELEVATOR ACCESS. OKAY UM, WE HAVE THIS NICE PUBLIC SPACE BELOW AND THIS PUBLIC SPACE ABOVE WITH BOTH WITH PATIO HERE OFF OUTSIDE AND A TERRORIST HERE OUTSIDE. UM, CAN PEOPLE RENT IT? UM. I SUPPOSE IF YOU KNOW IF THE M C D C CAME AND SAID THEY WANT TO DO AN EVENT THERE. UM YEAH, WE PROBABLY BE OPEN TO IT. THAT'S NOT OUR PLAN TO. WE HAVEN'T DESIGNED THAT AS RENTABLE MEETING SPACE, BUT I SUPPOSE WE COULD RENT IT FOR A SPECIAL EVENT DURING THE BYRON NELSON OR SOMETHING, I THINK. YEAH. I DON'T WANT TO CLOSE THE DOOR TO THAT. YOU KNOW, I WAS JUST CURIOUS CAUSE I WAS TRYING TO THINK ABOUT WHAT KIND OF APPEAL THERE WOULD BE. FOR THE QUOTE UNQUOTE PUBLIC SPACE. THERE'S NOT A BAR. RIGHT BECAUSE YOU DON'T WANT TO COMPETE WITH THE OTHER RESTAURANTS. SO WHAT WOULD DRAW PEOPLE IN FOR THE PUBLIC SPACE ELEMENT OF THINGS. YOU KNOW, WE PEOPLE WILL BE ABLE TO DRINK THERE EVEN THOUGH WE DON'T SELL LIQUOR PER SE. WE WILL WE OPEN WE WILL SELL LIQUOR. AT OUR PANTRY. BUT IT WILL BE SPECIAL PEOPLE BE ABLE TO COME BY THE SMALLER KIND OF THE BOTTLES THAT YOU WOULD GET IN YOUR GUEST ROOM, MINIBAR OR SOMETHING. THEY CAN BUY THOSE AND MIX THEIR OWN DRINKS. THERE WILL SOME MIXTURES AND STUFF. SO WE'RE NOT GONNA HAVE A BARTENDER WITH A BAR, BUT WE WILL BE ABLE TO YOU WILL BE ABLE TO BUY AND MIXED DRINKS AND CONSUME THEM ON SIGHT IN THESE AREAS. WE DON'T EXPECT THAT TO DRIVE A LOT OF BUSINESS AND PEOPLE THAT GO UP THERE, BUT THEY WILL ALSO BE ABLE TO. YOU KNOW, WE WANT TO HAVE QR CODES IN ALL THE ROOMS WHERE THEY CAN ORDER FOOD TO THEIR GUEST ROOM OR TO THE PUBLIC SPACE DIRECTLY FROM ONE OF THE RESTAURANTS. SO IF ONE OF THOSE RESTAURANTS IS FULL AND THEY CAN'T GET A SEAT. THERE THEY CAN. THEY CAN GO UP THERE.

SCAN A QR CODE AND STILL ORDER ORDER SOME FOOD. SO THERE'LL BE THINGS LIKE THAT. DON'T JUST BE.

YOU KNOW, WE'LL HAVE MUSIC UP THERE. PEOPLE SOMETIMES JUST WANT TO GATHER ME. WE WILL PROHIBIT THEM FROM BRINGING THEIR OWN STUFF AS WELL. IT'S A HOTEL, SO OUR GUESTS OR PUBLIC THEY CAN BRING A PICNIC AND HANG OUT. OKAY. ALL RIGHT. THANK YOU. I GOT ONE MORE QUESTION. YOU SAID THE SPACE UPSTAIRS IN THE LOBBY IS GOING TO OPEN TO THE PUBLIC. UM THAT'S TO ME. THAT SOUNDS LIKE KIND OF A SAFETY ISSUE. JUST BECAUSE WE GET PEOPLE WALKING UP THE STREET WEST CAN PREVENT THEM FROM HITTING THE BUTTON GOING UP TO AN ELEVATOR AND GET INTO A ROOM . WE'VE GOT CARD READER, YOU HAVE TO HAVE A CARD TO GO TO THE ELEVATOR. SO IF YOU DON'T IF YOU'RE NOT A GUEST AT THE HOTEL, YOU CAN'T GO UP THE ELEVATOR, BUT THE PUBLIC SPACES DIFFERENT, SO WE'VE SECTIONED OFF THE ROOMS. AND WE'VE GOT SOMEBODY AT OUR FRONT DESK. WE HAVE VISIBILITY FROM OUR FRONT DESK. OF ALL THE ACCESS TO THE GUEST ROOMS. ALL THE INTERNS POINTS INTO OUR LOBBY, WHICH THERE ARE THREE WE CAN SEE FROM THE FRONT DESK. WE'VE GOT SECURITY CAMERAS ALL OVER THE PLACE AS WELL. NO NOBODY CAN WALK. YOU CAN'T JUST WALK OFF THE STREET AND GET THEM IN THE ELEVATOR AND GO TO SOMEBODY'S GUEST ROOM KEYCARD. THANK YOU. YEAH I WALK UP THE STAIRS TO THE SECOND LEVEL. THAT WAS PART OF MY QUESTION, TOO. THERE'S NO WAY TO ACCESS THE HALLWAY WHERE THE GUEST ROOMS ARE UNDERSTANDING. LET ME SHOW YOU JUST WALKING THROUGH THE LOBBY AND YOU DECIDED TO GO UP TO THIS TERRORISTS. YOU CAN'T THEN WALK INTO THE HALLWAY TO THE GUEST ROOMS. BASED ON WHAT I UNDERSTOOD YOU JUST SAID THERE. THERE THERE. THERE'S ACTUALLY THIS IS AN OLD PLAN. WE NOW HAVE A DOOR RIGHT HERE DOOR. SO THERE ARE 12345 ROOMS HERE THAT THEORETICALLY SOMEBODY COULD WALK UP THE STAIR. AND HAVE ACCESS TO ACTUALLY KNOW, BECAUSE WE DO HAVE A DOOR HERE AS WELL. THIS STAIR IS OLD. THIS IS AN OLD FLOOR PLAN. UM THE STAIR NOW WRAPS AROUND HERE. SO THE ONLY WAYS AGAINST COULD GET ACCESS TO NON GUESTS COULD GET ACCESS TO A ROOM IS IF THERE THIS DISABLED 88. WE HAVE TO GIVE THEM ACCESS TO THE ELEVATOR BECAUSE THEY'RE DISABLED TO GET TO THE MEZZANINE. BUT I THINK THAT'S A LOAD LOWER RISK. WHO WILL, UM, MANAGED THE PROPERTY. WE'VE BEEN TALKING WE, YOU KNOW. YEAH. I DON'T KNOW IF I CAN SAY THIS PUBLICLY. WE'RE UNDER LETTER OF INTENT WITH A HOTEL OPERATOR THAT OPERATES, UH, A LOT OF HOTELS. UM THEY'RE ONE OF THE BIGGEST IN THE WORLD. AND IT MAY BE AND I'VE LOOKED THROUGH WHAT'S THE AVERAGE NIGHTLY RATE OF EITHER YOU'RE SWEET OR JUST YOUR GENERAL. IT'S HARD TO SAY AVERAGE NIGHTLY RATE. UM. I CAN TELL YOU AVERAGE NIGHTLY RATE FOR ALL OUR ROOMS OVER A YEAR. I JUST HATE THROWING OUT RATES BECAUSE THERE'S RACK RATES IRAQ RATE IS REALLY WHAT YOU'RE PUBLISHED RATE IS AN AVERAGE RATE IS WHAT YOUR AVERAGE WHAT YOU ACTUALLY GET OVER SOME

[01:10:02]

PERIOD OF TIME, SO AVERAGE RATE OVER A YEAR, WHICH MAYBE YOU KNOW? A LOT HIGHER ON A FRIDAY OR SATURDAY THAN IT IS ON A SUNDAY OR MONDAY. SO JUST TELLING YOU ROUGH NUMBERS. THE REGULAR ROOMS ARE GOING TO AVERAGE ABOUT 100. $50 OVER A YEAR, AND THOSE SWEETS PROBABLY MORE LIKE TWO AND A QUARTER. OKAY? IN THAT NEIGHBORHOOD. THAT THAT'S MORE REASONABLY PRICED THAN I EXPECTED. YOU TO SAY THAT'S THAT'S GOOD. ANY OTHER QUESTIONS, AND THIS IS A PUBLIC HAIR. PUBLIC ANY PUBLIC QUESTIONS FOR THIS PUBLIC HEARING IN COMMENTS. CAN I GET A MOTION TO CLOSE THE PUBLIC HEARING? WE SHOULDN'T CLOSE. CLOSE BY CATHERINE. 2ND 2ND BY DAVID RACHET. MOTION PASSES HERE AND HAS BEEN CLOSED. THANK YOU. THANK YOU.

[Conduct a Public Hearing and Consider/Discuss/Act on a Project Grant Request Submitted by Heard Natural Science Museum and Wildlife Sanctuary (#23-06) in the Amount of Fifty Thousand and NO/100 Dollars ($50,000.00) for Construction of a Permanent Animal Food Cottage for the Animal Exhibit. Amount Requested Represents 60% of the Total Project Cost.]

EXCITED AND I FEEL BEFORE THAT 15 MINUTES. TIME FOR PRESENTATION. I DON'T 23-3 TO. 3 CONDUCTED PUBLIC HEARING TO CONSIDER AND DISCUSS ACT ON PROJECT GRANT REQUESTS SUBMITTED BY HER NATURAL SCIENCE MUSEUM AND WILDLIFE SANCTUARY TUNING 3-06 IN THE AMOUNT OF $50,000 FOR CONSTRUCTION OF A PERMANENT ANIMAL FOOD CARRIAGE FOR THE ANIMAL EXHIBIT. AMERIQUEST ID REPRESENTS 60% OF THE TOTAL PROJECT COSTS. MR SIDE. GOOD MORNING, MADAM CHAIR AND BOARD MEMBERS AND PRESIDENT. SORRY SHE THEM EXECUTIVE DIRECTOR OF THE HARVARD MUSEUM. IN FRONT OF YOU IS A REQUEST FOR A FOOD. COURAGE LET ME GIVE YOU A LITTLE BACKGROUND. WE HAVE OUTSIDE CAGES THAT ARE NATIVE ANIMALS RESIDE IN AND ABOUT 12. YEARS AGO, WE PUT THE TEMPORARY BUILDING TO PREPARE AND HAVE A SANITIZED AREA, TOO. FOOD PREPARATION FOR ANIMALS OR ANIMAL CARE. PEOPLE CONSISTS OF A FEW EMPLOYEES AND MANY VOLUNTEERS AND WE HAD TO PUT THAT BUILDING IN. BECAUSE OF THE DISTANCE OF THE MAIN BUILDING FOR THE ANIMALS ARE WAS SO GREAT AND UP THE HILL AND ON THE ROCKY ROAD, SO WE PUT A TEMPORARY BUILDING THERE. AND THAT BUILDING WILL LITERALLY FALLING APART AND JUST FULL BACKGROUND INFORMATION ALL THE ANIMALS THAT THEY HEARD MUSEUM OR NATIVE THAT MEANS YOU'RE UNDER MULTIPLE PERMIT PROCESS. WE ARE PERMITTED BY TEXAS PARKS AND WILDLIFE. U. S C. A U S FISH AND WILDLIFE TIME WE GET MANY AND EXPECTED UNANNOUNCED INSPECTIONS. UH AS YOU KNOW, UM. THE ANIMALS. WE, OF COURSE HAVE OR NATIVE AND THERE ARE ILLEGAL TO BE OWNED BY PRIVATE CITIZENS. MOST OF THE ANIMALS IN OUR CASES ARE BECAUSE HAVE BEEN CONFISCATED FROM PRIVATE CITIZENS OR BEEN INJURED IN THE WORLD. AND GAIN WARD THEM CALLS ME AND SAYS, I HAVE A DEER FOUND IN SOMEWHERE IN TYLER, OR WHEREVER. AND IF YOU DON'T TAKE IT, YOU HAVE TO UNIT EYES IT TO A 40 YEARS THAT WE HAVE BOTH ARE BORN WITH A BROKEN LEG AND GAME WARDENS SINCE I EVER HAVE TO EUTHANIZE THEM, OR YOU HAVE TO TAKE HIM, SO WE'LL BE TAKEN SAME THING WITH RACCOONS THAT PEOPLE HAVE AS PETS, AND YOU'RE NOT ALLOWED TO HAVE IT SO GAME WARDEN CONFISCATES AND TAKE THEM IN BECAUSE THERE ARE OTHER OPTIONS FOR THAT ANIMAL IS TO BE HERE TONIGHT, IZED. SO THAT'S THE REASON WE ARE PROVIDING A SERVICE NOT ONLY TO EDUCATE THE PUBLIC BUT ALSO TO SUPPORT ON WILDLIFE AS YOU KNOW. OVER THE YEARS. WE USED TO BE WILD OPEN.

NOW WE ARE TOTALLY SURROUNDED ROOFTOPS. NOW INTEREST LOOKS LIKE AN ALLEYWAY, BUT WE HAVE 289 ACRES OF WILDLIFE LITERALLY EVERY MORNING EXCEPTION. EVERY TIME I DRIVE IN THE PARKING LOT THIS MORNING. I WAS 6 30 BEFORE I CAME HERE AND REALLY PRIVATE MY PLACE AT PARKED MY CAR. THERE WERE 70 YEARS ONE BUCK AND SIX DOORS JUST WALKING THEIR YEARS. BOB CAST MONT ALLIANCE EVERYTHING OUT THERE OTHERS BEAVERS, SO THEY HAVE BECOME A TRULY A SANCTUARY. UH, 289 ACRES . BUT THIS COURAGE REALLY SO ESSENTIAL. FOR US BEING IN COMPLIANCE WITH ALL OUR PERMITS , BECAUSE ONE OF THE FIRST THINGS USDA DOCTOR CINDY COMES DOWN. CHURCHES CHECKS A FOOD PREP AREA BECAUSE WE HAVE TO HAVE CERTAIN WAYS BECAUSE EVERY ANIMAL HAS A DIFFERENT DIET. WE

[01:15:01]

GO FOOD SHOPPING THREE TIMES A WEEK. AND YOU HAVE TO BUY A CERTAIN FOOD FOR CERTAIN SPECIES , AND THE PREPARATION IS ALL GUISES BY USDA. HE WAS WILDLIFE SO FOOD PREPARATION AND. HYGIENE ON THE AREA IS IMPORTANT. OTHERWISE WE WOULD BE IN VIOLATION OR PERMIT, SO WE LIKE TO REPLACE THIS OLD LITERALLY FLOOR IS FALLING THROUGH THE WALLS OR JUST BEYOND REPAIR, AND IT WAS MEANT TO BE A TEMPORARY BUILDING AND HAS FULFILLED HIS 10 YEARS USAGE. BUT I LIKE TO REPLACE IT TOTALLY DEMOLISHED AND BUILD A NEW ONE NEXT WEEK FOR THE NEXT 10 15 YEARS. I WILL ANSWER ANY QUESTIONS YOU MIGHT HAVE. JUST JUST FOR MY PERSONAL INTEREST. UM WHAT PERCENTAGE OF YOUR BUDGET DOES THE ANIMAL FEEDING? COMPONENT MAKEUP ANIMAL. UH. DEPARTMENT IS BY LARGEST EXPENDITURE AS FAR AS THE EXPENSIVE CONCERN BECAUSE UM IT TAKES A SPECIALIST PERSONNEL.

THEY ALL HAVE TO BE PERMITTED, AND THEN THEY HAVE TO BE STOPPED PERMITTED UNDERNEATH. AND SO THAT'S A LOT OF PROBLEMS. PROBLEM. WE HAVE TO HAVE TO GET THE PEOPLE. FOOD IS VERY EXPENSIVE BECAUSE, LIKE A BOBCAT REQUIRES CERTAIN FOOD AND SO THE EXPENDITURE. BETWEEN, I WOULD SAY. MY LABOR COSTS. TOTAL LABOR COSTS OF THE MUSEUM IS VERY HIGH BECAUSE OF HIGH CONCENTRATION.

IS AROUND 50% 46 TO 50% OF THE 46 TO 50% IS MY, UH, OF THE TOTAL REVENUE IS EXPENSES. OF THAT 46% OF PAYROLL. I WOULD SAY WHAT 10% MINIMUM IS FOR THE ANIMALS. OKAY QUESTION. IT DOES BECAUSE I'M JUST TRYING TO I GUESS. WRAP MY HEAD AROUND THE IMPORTANCE OF THIS. LINE ITEM IN YOUR BUDGET AND HOW IT KIND OF ALIGNS WITH YOUR MISSION AND HOW HOW YOUR BUDGETING TOO. KEEP THAT GROWING EXPENSE, I GUESS COVERED BECAUSE IT IT'S IT IS A GROWING EXPENSE, AND IT'S AN IMPORTANT PART OF WHAT YOU'RE DOING. YEAH COVID SUMMER FOR BORN ON TUESDAY, NOT RETURN, BUT WE HAVE VOLUNTEERS. REALLY THIS DEPARTMENT RUNS SEVENTIES A WEEK . 24 7, EVEN DURING THE AGRICULTURAL, MY OFFICE AND TWO OF MY VOLUNTEERS HAVE SLEPT THERE BECAUSE I STILL COULDN'T GET OUT TO COME BACK. SO WE HAVE PEOPLE THAT BROUGHT THE SLEEPING BAGS AND STAYED THERE ROUND THE CLOCK TO MAKE SURE WE DEAL WITH ELECTRICITY AND THEY WERE FEEDING THE ANIMALS. TWO O'CLOCK IN THE MORNING. I HAD LIKE BROOKLYN'S DON'T TAKE A BREAK FROM EATING ON WEEKENDS. SEVEN I GOT SEVEN VOLUNTEERS. THEY WERE THERE ROUND THE CLOCK DURING THE WEATHER. THEY HAVE NEVER LEFT AND THEY DON'T GET PAID. THEY JUST LOVE WHAT THEY'RE DOING AND LITERAL DEPART THERE. THE COURTS AND THE SLEEPING BAGS AND THEY SLEPT IN THE OFFICE IS ON THE CONCRETE FLOORS AND FLOORS TO TAKE CARE OF THE ANIMALS SO AND DOES THAT PORTION OF YOUR PROGRAMMING. UM IS THERE AN OFFSET? ON REVENUE FOR PEOPLE THAT BUY TICKETS TO COME IN IS THE ANIMAL PART. VIEWING OF THE ANIMALS OR NUMBER ONE REVENUE SOURCES ARE FILLED TRIPS OR THE ONE THAT WE MAKE THE MOST MONEY THAT WE DO ABOUT 22,000 KIDS FILLED TROOPS SECURE LIKE JUST THE VIET SIX SCHOOL WAS TOO FROM WILDLY TO FROM DARLING AND TWO FROM GREENVILLE. SO WHEN THEY COME IN AS A PART OF THE FIELD TRIPS ARE TAKEN TO THE ANIMALS, AND WHAT THE, UM LADY OF ANIMALS . WHAT ANIMALS AROUND BUT AGREED ANIMALS ARE NOT ONLY AMBASSADOR FOR EDUCATION, BUT ALSO FOR THE FILLED TROOPS REVENUE GENERATION. MADAM CHAIR. I HAVE A FEW QUESTIONS. UM, SO SIGN. I'M VERY FAMILIAR WITH THE ANIMAL EXHIBITS THAT YOU HAVE INSIDE THE MAIN BUILDING. THOSE I WOULD SAY ARE EXOTIC ANIMALS.

IS THAT FAIR? THE OUTSIDE ARE ALL NATIVE. CAN YOU TELL ME LIKE, WHAT IS AN EXAMPLE OF SOME OF THE ANIMALS THAT ARE OUTSIDE, SO I'M NOT AS FAMILIAR WITH THOSE FOX DEER BOBCAT RACCOON.

I'M TRYING TO GET THE PORCUPINE . RIGHT NOW. THERE'S A REHAB OR IN THE STATES AS THEY FOUND THE INJURED PORCUPINE, SO I'M TRYING TO GET THE PORCUPINE. OKAY UM, NATIVE ANIMALS OUTSIDE. RIGHT.

AND SO THIS IS ONLY FOR THE OUTSIDE NATIVE EXHIBIT. IN THE APPLICATION. I BELIEVE IT SAID

[01:20:01]

THAT YOU ARE TRANSITIONING TO ALL NATIVE IS THAT CORRECT? ARE YOU MOVING AWAY FROM THE EXOTIC ANIMALS? SOME EXOTIC YOU HAVE TO HAVE BECAUSE PEOPLE WANT TO SEE LIKE OTHER RING TING LEMURS LEMURS. PEOPLE LOVE THE FACT THAT THEY JUMP AROUND AND EVERYTHING SO YOU ARE YOU HAVE TO HAVE FEW. MOST OF OUR EXOTIC DID NOT ACQUIRE IT WAS BECAUSE IT WAS CONFISCATED. IT'S JUST MOTHER OF THE WAY. LET THEM BE UTILIZED, OR DO WE TAKE THEM IN SO OUR JOB IS TO TAKE CARE OF THE ANIMALS, SO SOMETIMES IT TAKES SOME ANIMALS THAT REALLY SHOULDN'T HAVE. BUT OTHER CHOICE WOULD HAVE BEEN TO UTILIZE THE ANIMAL GAME WARDEN CONSTANTLY IN CONTACT WITH US. TELLING US WHAT ARE CONFISCATING. YOU WOULD KNOW SOME OF THESE PEOPLE HAVE IN THEIR BACKYARDS OR IN THEIR HOUSES. BUT OUR MISSION IS FOR NATIVE ANIMALS TO ANSWER YOUR QUESTION. I THINK THAT'S THE APPROPRIATE MISSION FOR YOU AND MY CONCERN IS LIKE I SAID, I'M MORE FAMILIAR WITH THE EXOTIC ANIMALS THAT YOU HAVE UNLESS FAMILIAR. I DON'T THINK I'VE SEEN BEEN TO THE HERD A FEW TIMES RECENTLY, AND I DON'T THINK I'VE SEEN THE OUTDOOR EXHIBITS, BUT MY CONCERN IS ABOUT THE EXOTIC ANIMALS AND PARTICULARLY THE LEMURS. UM, IT SEEMS TO ME LIKE THEIR EXHIBIT IS VERY SPARSE. IT SEEMS TO ME LIKE THEY DON'T HAVE A LOT OF ENRICHMENT OR INTERACTION. IT SEEMS TO ME LIKE THEY'RE SAD. AND NOT JUST THE LEMURS. BUT, UM, THE. THE OTHER BIRDS OF PREY AND THINGS THAT YOU HAVE IN THERE. UM I GO IN THERE AND IT JUST HONESTLY, I FEEL BAD FOR THEM. AND I WONDER IF THIS IS THE BEST PLACE FOR THE EXOTICS. AND THIS I DIDN'T UNDERSTAND.

LIKE I SAID THAT THIS IS ABOUT THE OUTDOOR NATIVE EXHIBIT. THAT'S A DIFFERENT. ANIMAL.

PARDON THE PUN, BUT. THE EXOTICS CONCERN ME. CAN YOU TALK ABOUT THEIR ENRICHMENT IN THEIR ENGAGEMENT AND WHY THEY'RE EXHIBITS ARE SO SPARSE OR ANIMALS ARE TAKEN OUT AND TAKEN TO THE FOR THE FIELD TROOPS EVERY DAY WHEN THERE'S A FILM TO COMS. ONE THIRD OF THE FIELD TRIPS, ONE MIGHT INCLUDE FILLED TROOPS, TRAIL GUIDES AND OTHER WORDS, ANIMAL TALKS EVERY TAKE ALL THOSE ANIMALS THAT ARE INSIDE, TAKEN TO THE CLASSROOM AND DO THE PRESENTATION TO THE FIELD TRIPS, SO THE INSIDE ANIMALS ARE USED FOR AS A AMBASSADORS FOR EDUCATIONAL PURPOSES. WHERE THERE IS A SCREECHING OUT WHETHER IT IS A TURTLE. LASERED OR WHAT HAVE YOU ARRESTED? MAKES WE TAKE THEM OUT? TO USE THEM AS A TEACH THE KIDS ABOUT WILD KINGDOM. AH! BUT TO ANSWER YOUR QUESTION AS FAR AS THE AH! LOCATIONS AND SIZES. WE ALL AH! REGULARLY. THERE'S BY . TAKE THE PARKING, WILDLIFE AND USD YEAR AS FAR AS THE SIZE OF THE CAGE THAT MUST BE PROVIDED SCORE FOOTAGE. THEIR LINEAR FEET . WE HIDE AND DEPTH ALL S SPELLED OUT. TEACHERS WERE STRICTLY GOING BY THE BOOKS OF WHAT USD AND THINGS OF PROGRAM. WILDLIFE REQUIRES US TO HAVE NO . THAT'S FOR THE ENRICHMENT IS CONCERNED. SOME OF THE ISSUE IS A SECURITY UH OF, UH AND LIABILITY IF YOU TAKE ANIMALS OR THEIR CREATIVE IN A WAY THAT BECAUSE RIGHT NOW, EVERY DAY WE TAKE OUR TURTLE OUT. LET THEM PULL EXERCISE, AND PEOPLE ARE ABLE TO SEE OUT FOLLOW. THE TURTLE IS WALKING THROUGH THE LOBBY, SO WE'RE TRYING TO CREATE SOMETHING ENRICHMENT, SCREECHING OUT EVERYDAY OR TAKEN OUT AND TAKEN OUTSIDE TO GET SUNLIGHT. SO THAT'S ONE OF THE THINGS THAT WE HAVE TWO VOLUNTEERS THAT DO ONLY WORK TO HIS CRUCIAL SALVIA. BOTH OF THEM WERE WE'RE GOING TO BE UTILIZED. EACH OF THEM IS MISSING I BECAUSE OF THE INJURY SO AWARD AND CALLED ME SAID YOU WANTED THEM OR DO YOU WANT TO UTILIZE THEM? SO WE TOOK THE ROBOT. THOSE BREACHING OUR REQUIRED TO BE TAKEN OUTSIDE TO HAVE SUNLIGHT. SO WE EVERY DAY YES. TWO VOLUNTEERS EACH TAKE ONE ON THEIR ARMS AND GO SIT OUTSIDE AND VISIT AND LET'S DO IT. SCREECHING ALL HAVE SOME SUNSHINE, SO WE TRY TO DO THOSE ON DAILY BASIS. OKAY. THANK YOU. I THINK. AS I SAID, THE NATIVES MAKE SENSE IN YOUR MISSION AND WHAT YOU DO AND YOUR OTHER EXHIBITS THE NATIVES MAKE SENSE . I WOULD LOVE TO SEE YOU MOVE MORE TOWARDS THE NATIVES INSIDE, AND, UM MAYBE AWAY FROM THE EXOTICS. BUT THAT'S JUST MY OPINION AND WELL, THERE ARE SOME EXCITING THINGS COMING UP IN A YEAR THAT I AM NOT READY TO ABOUT. YOU'RE GOING ON A WE JUST GOT THE PROPOSAL ON THE TWO NEW

[01:25:05]

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

WE HAVE THE STRONGEST VOLUNTEERS TRULY. BECAUSE NOT OPERATED THAT VOLUNTEERS THEIR BACKBONE. I REALLY APPRECIATE IT. HAVE A QUESTION. HAVE YOU CONSIDERED OR SOUGHT GRANTS FROM PRIVATE ENTITIES FOR THIS PURPOSE OR OTHER PURPOSES ON THE PROPERTY? FOR THIS PROJECT, BUT THE 30,000 TORONTO THE PRIVATE DONATION. PRIVATE DONATION. BUT WHAT ABOUT GRANTS? I WOULD IMAGINE THAT THERE'S ZOOLOGICAL TYPE ENTITIES THAT HAVE FUNDING FOR PURPOSES ALONG THESE LINES CONSTANTLY AND REQUESTING AND RECEIVING HALF OF MY JOB IS REQUESTING DONATIONS FOR TRUSTS AND FOUNDATIONS. BIG PROJECT THAT JUST FINISHED REPLACING OUR BOARDWALK AND THAT WAS $80,000 PROJECT, AND THAT CAME THROUGH ONE DONATION FROM A FOUNDATION. THAT'S MY JOB IS GOLD FOR TRUST AND FOUNDATIONS ADDRESSING FOUNDATIONS, OKAY. AGAIN. THIS IS A PUBLIC HEARING. ARE THERE ANY PUBLIC COMMENTS ON THIS AGENDA ITEM? AND I GET A MOTION TO CLOSE THIS PUBLIC HEARING. YOU ABOUT JOY 2ND 2ND CATHERINE. DEMO. MARTIN. MOTION PASSES. THANK YOU SO MUCH. NEXT AGENDA

[Conduct a Public Hearing and Consider/Discuss/Act on Project Grant Request Submitted by McKinney Housing Authority (#23-08) in the Amount of One Million Eight Hundred Thousand and NO/100 Dollars ($1,800,000.00) for the Demolition of Cockrell Homes and Lloyd Owens Low-Income Communities and the Construction of The Remnant at Greenwood, LP, a New Low-Income Housing Development in East McKinney. Amount Requested Represents 5% of Total Project Cost.]

ITEM 23-3 TO 4 CONDUCTED PUBLIC HEARING CONSIDERED DISCUSSED ACT ON PROJECT GRANT REQUEST SUBMITTED BY THE MCKINNEY HOUSING AUTHORITY 23-8 IN THE AMOUNT OF 1.8 MILLION BILLION DOLLARS FOR THE DEMOLITION OF COCKROACH COCKROACH HOMES AND LORD OWEN'S LOW INCOME COMMUNITIES AND THE CONSTRUCTION OF THE REMNANT AT GREENWOOD LP, A LOW INCOME HOUSING DEVELOPMENT IN EAST MCKINNEY AMOUNT REQUESTED REQUESTED BY PERCENT OF THE TOTAL PROJECT COST, AND HOLLY KNIGHT WILL BE PRESENTING ALONG WITH MISS, UM. MS ROSALYN MILLER, MISS MILLER. AND AGAIN WE HAVE FIVE MINUTES TO PRESENT LEAVE TIME FOR QUESTIONS. ALRIGHT GOOD MORNING, MADAM PRESIDENT, MADAM CHAIR COMMISSIONERS AND MS LINDA. THANK YOU GUYS SO MUCH FOR GIVING US THE OPPORTUNITY TO COME BEFORE YOU AGAIN. WE APPRECIATE VERY MUCH THE PARTNERSHIP THAT WE'VE HAD WITH THE M C. D. C WE WANT TO THANK YOU GUYS FOR WHAT YOU'VE ALLOWED US TO DO WITH THE REDEVELOPMENT OF THE NEWSOME HOMES AND THE MERRY HOMES. AND NOW WE ARE AT OUR FINAL PROJECT WITH THE LAST 51. UNITS OF PUBLIC HOUSING LEFT IN MCKINNEY. WE APPRECIATE THE FACT THAT YOU GUYS ARE PARTNER WITH US TO DO THIS. WE WANT TO THANK THE MAYOR WHO LIVED THE INITIAL PROJECT AND CHALLENGED THE CITY TO CONTINUE TO DO THAT, AND WE'VE GOT TO THIS POINT. SO WE APPRECIATE THAT VERY MUCH THAT YOU GUYS ARE HERE TO HEAR US AGAIN. UH THIS PARTNERSHIP ALLOWS US TO IMPROVE THE QUALITY OF LIFE FOR LOW TO MODERATE INCOME INDIVIDUALS AND FAMILIES IN MCKINNEY. IN THE REDEVELOPMENT OF THE MERIT AND DO SOME HOMES. WE ARE BEFORE YOU

[01:30:05]

TO IMPLEMENT THE MH A BOARD STRATEGIC PLAN TO CONVERT ALL OF THE OLD PUBLIC HOUSING STOCK.

DECENT, SAFE, AFFORDABLE HOUSING. AND BECAUSE OF THE SMALL SIZE OF THIS REMAINING PROJECT, WE WEREN'T ABLE TO GET THE LARGE DEVELOPERS THAT WE WERE ABLE TO WORK WITH IN THE PAST, BUT FORTUNATELY WE WERE ABLE TO FIND SOMEBODY AND THAT'S MISS HOLLY KNIGHT BGC DEVELOPMENT. HER TEAM IS A WOMEN LED DEVELOPMENT COMPANY THAT HAS PICKED UP OUR PROJECT AND COME HERE TO HELP US PROPOSE. OPPORTUNITY TO INCLUDE OUR ECONOMIC DEVELOPMENT TO THE EAST SIDE, MCKINNEY AND WE'RE HOPING THAT YOU GUYS WILL BE ABLE TO LOOK AT OUR PROJECT IN THE DIFFERENT PROPOSALS THEY'RE PROPOSING TO ACCOMPLISH THAT GOAL, MISS HARLEY NIGHT. THANK YOU. EXCITING TO HEAR EVERYTHING THAT'S GOING ON HERE. UM AND I THINK THAT THE AFFORDABLE HOUSING IS SO VERY IMPORTANT. UM, THE MCKINNEY HOUSING AUTHORITY BOARD, AND, UM, CONVERSATIONS, OF COURSE, WITH CITY OPINION HAVE DECIDED THAT A RENOVATION PROJECT WAS NOT SUITED. FOR THE TWO SIDES, AND SO THERE WILL BE A TOTAL DEMOLITION OF BOTH SIDES HAD WILL REQUIRE THAT THERE IS A ONE FOR ONE REPLACEMENT OF ALL OF THE HOUSING AND THEN THE HOUSING AUTHORITY ALSO HAS A COMMITMENT TO CONTINUE THE AFFORDABLE HOUSING DEVELOPMENT SO THERE WILL BE 96 UNITS. JUST HEARING ALL THE CONVERSATION THAT HAS BEEN GOING ON TODAY. I THINK EVERYBODY IS ON BOARD WITH THE INCLUSIVENESS THAT THIS PROJECT WOULD BRING TO THE CITY OF MCKINNEY. UM, MISS MILLER DID MENTION THAT THIS IS TARGETING PEOPLE THAT ARE AT 30% OF THE AM I THE AREA MEETING INCOME AND GOING UP TO 60% OF THE AREA MEDIAN INCOME. SO THESE ARE THE PEOPLE THAT AT YOUR RETAIL CENTERS, UM AT THE PLACES WHERE YOU'RE POURING COFFEE. THESE ARE THE FOLKS THAT ARE WORKING HARD IN THE COMMUNITY AND REALLY SOME OF THE BACKBONES OF COMMUNITY.

AND THEN, OF COURSE, THERE WILL ALSO BE FOLKS THAT HAVE EITHER RETIRED OR SOME OF THE DISABLED.

UM CLIENTELE. SO AGAIN A REAL INCLUSIVE DEVELOPMENT AND VERY IMPORTANT WE ARE ASKING FOR 1.8 MILLION FOR INFRASTRUCTURE. AH WE ARE WAITING FOR A COST SEGREGATION BREAKDOWN FROM THE ACCOUNTANT FOR THOSE ACTUAL ITEMS, BUT, UM, THIS IS A $33 MILLION PROJECT AND WE HAVE 20 MILLION THAT HAVE BEEN DEDICATED FROM TAX A RESERVATION FOR TAX EXEMPT BONDS. WE ARE ON A FAST TRACK. UM SO WE HAVE TO CLOSE BY JULY 17TH AND THAT IS DICTATED BY THE TAX EXEMPT BONDS IN THE STATE. WE DO HAVE A SUBMITTAL FOR HOME FUNDS AS WELL. UM AH, HOWEVER, WE ARE CONTINUING TO LOOK AT OTHER OPTIONS. UM AND LOOKING AT OTHER THINGS THAT MIGHT, UH, FILL THE GAP OR WE MAY HAVE TO, UM, LOOK AT ADDING ADDITIONAL HOUSING VOUCHERS TO THE DEVELOPMENT. UM THERE WILL BE PROJECT BASED VOUCHERS AND WHAT ARE CALLED RAD VOUCHERS. AND UM, THE RAD VOUCHERS ARE ACTUALLY AN OPPORTUNITY TO CONVERT FROM PUBLIC HOUSING TO A SUBSIDY BASED FORMULA. AND SO THAT'S A REALLY UNIQUE PROGRAM, AND THE MCKINNEY HOUSING AUTHORITY IS TAKING THAT DEMONSTRATION PROGRAM. UNDER THEIR WING AND SAYING, HEY, WE WANT TO DO THAT WE DO HAVE OUR LAND DEVELOPMENT. SANCHEZ'S WORKING THROUGH OUR PROCESS WITH THE CITY ON ALL OF THOSE APPROVALS. WE HAVE SELECTED OUR GENERAL CONTRACTOR AND IN MAY WILL BE LOOKING AT DOING MINORITY CONTRACTOR OUTREACH HERE IN THE COMMUNITY. WHICH IS ALSO IMPORTANT TO THE PROJECT.

THIS DEVELOPMENT DOES HAVE FEDERAL FUNDING COMING IN TERMS OF THE VOUCHERS. THE REST OF THE MONEY IS ALL PRIVATE. WE HAVE CITIBANK THAT HAS HAS A COMMITMENT AND A LETTER OF COMMITMENT TO US AS WELL AS REDSTONE, WHO WAS OUR EQUITY PARTNER. I'M OPEN FOR ANY QUESTIONS THAT COMES UP VERY FAST. MM. YOU GO. IF YOU GOT A FEW MORE LINES, YOU WANT TO KNOW THAT. I MEAN, I THINK THAT'S OKAY. I THINK YOUR PACKET ALSO HAS THE TWO SITES WHERE THE HOUSING AUTHORITY CURRENTLY IS LOCATED. JUST TO KIND OF GIVE YOU AN IDEA. AND SO THESE ARE OLDER DEVELOPMENTS, AND I DON'T KNOW HOW MUCH THE BOARD KNOWS ABOUT PUBLIC HOUSING, BUT THEY RECEIVE ABOUT 1.3 MILLION AT ONE. 1 $1300 IN CAPITAL FUNDS EVERY YEAR IN SUBSIDY PER UNIT

[01:35:06]

PER YEAR. 1.3 WE HAD A NEEDS OF AROUND 85,000 PER UNIT IN NEED. SO OBVIOUSLY THESE ARE OBSOLESCENT AT THIS POINT IN TIME, AND THERE ARE SOME CRITICAL INFRASTRUCTURE ISSUES THAT ARE STARTING TO HAPPEN AT THE SITES, AND SO IT'S REALLY CRITICAL AT THIS POINT IN TIME THAT A DEMOLITION PROJECT AND REVITALIZATION OF A CAR. HAVE A QUESTION. IT MAY BE BETTER SUITED FOR MISS MILLER, AND JUST I'M KIND OF TYING TWO THINGS TOGETHER. HERE. WE HAVE THIS APPLICATION AND THEN WE HAVE ANOTHER. THAT'S VERY SIMILAR. ONE HERE IS A TOTAL DEMOLITION AND REBUILD, AND IT SOUNDS LIKE IN BOTH CASES, YOU'RE HOUSING AUTHORITY. THE CITY'S HOUSING MAJORITY OWNS THE PROPERTY. THE SECOND CASE IS OBVIOUSLY JUST NEW CONSTRUCTION. BUT IN THIS CASE IS THE MONEY. WOULD THE MONEY BE GOING? TO THE HOUSING AUTHORITY AND THE OTHER CASE IT WOULD BE GOING DIRECTLY TO THE DEVELOPER WAS JUST A LITTLE CONFUSED BECAUSE THE APPLICATIONS WERE DIFFERENT IN NATURE, BUT IT'S VERY SIMILAR IN CONCEPT IF I COULD GET YOU TO TELL ME WHICH PROJECTS YOU'RE TALKING ABOUT. FORGIVE ME. UM THE SECOND PROJECT I'M TALKING ABOUT IS THE PALLADIUM ON VIRGINIA AND CARLISLE MCKINNEY HOUSING AUTHORITY HAS NOTHING TO DO WITH THE PALLADIUM PROJECT. THAT'S A TOTAL SEPARATE PROJECT FROM MCKINNEY HOUSING AUTHORITY.

MCKINNEY HOUSING AUTHORITY ADMINISTERS THE PUBLIC HOUSING AND HOUSING CHOICE VOUCHER PROGRAM FOR THE CITY OF MCKINNEY. PALLADIUM IS TOTALLY SEPARATE FROM MCKINNEY HOUSING AUTHORITY. WE HAVE THE OLDEST PUBLIC HOUSING PROPERTIES HERE. WE WERE ACTUALLY PART OF THE CITY INITIALLY AND THAT PROJECT WITH THOSE PROPERTIES CAME TO US BACK IN 60 YEARS AGO. WE ADMINISTER THAT PROGRAM, SO WE'RE NOT PART OF IT SAID THE GRANT WAS GOING TO MAKE A BECAUSE MHM OWNED THE LAND FOR THE PALLADIUM. CANDY HOUSING HAS NOTHING TO DO WITH THE PALLADIUM PROJECT. MCKINNEY HOUSING AUTHORITY DOES HAVE THE LAND FOR THESE TWO SITES, AND THEY HAVE WHAT ARE CALLED A DECLARATION OF TRUST ON THEM FROM HUD, SO THOSE THE TWO REMAINING SITES WITH THE EXCEPTION OF ONE THERE'S ONE LITTLE UNIT THAT, UM, WILL BE DISPOSED OF. BUT THOSE, UM HUD WILL ACTUALLY LIFT THE DECLARATION OF TRUST. AND ALLOW US TO DO THE PROJECT UNDER A PUBLIC PARK. UH, PUBLIC PRIVATE PARTNERSHIP, SO WE WILL HAVE A LIMITED PARTNERSHIP AND OUR EQUITY PROVIDER WILL OWN THE MAJORITY OF THE PARTNERSHIP FOR 15 YEARS TO TAKE ADVANTAGE OF THE TAX CREDITS. AND THEN AFTER THAT TIME, THE HOUSING AUTHORITY HAS THE RIGHT OF FIRST REFUSAL, AND THE INTENT IS THAT THE HOUSING AUTHORITY WOULD TAKE BACK OVER THE PROJECT AS THE GENERAL PARTNER AND SINGLE OWNER AFTER THOSE 15 YEARS. OKAY. THANK YOU FOR CLARIFYING SURE NUMBER OF NOTES ABOUT MH A AND THE PALLADIUM. SO MAYBE I CONFUSED MY APPLICANTS, BUT WE'LL CALL IT WILL MERGE THAT WE'RE MARRIED. WE'RE NOT MARGINAL LATER. THANK YOU SO MUCH. SO. TALK ABOUT THE JULY DEADLINE. YEAH AND YOU CAME TO US WITH WITH THIS LAST MONTH. IT SEEMS LIKE YOU'VE BEEN PURSUING OTHER AVENUES OF FUNDING THAT HAVEN'T WORKED AND YOU NEED THIS NOW? TO MAKE THIS HAPPEN AND WHY ARE WE KIND OF REALLY LATE IN THE PROCESS HERE AND WHAT HAPPENS IN JULY? SO UM, FRANKLY , THE INTEREST RATES CHANGED AND REALLY HURT US FINANCIALLY. AND SO THE HOUSING AUTHORITY WANTS TO CONTINUE TO MOVE FORWARD WITH 96 UNITS VERSUS JUST REPLACING THEIR 50 UNITS AND, UM SO TO BE ABLE TO DO THAT. WE REALLY HAVE TO LOOK AT THE STACK FOR JUST THE GAP FUNDING AGAIN. WE DO HAVE OUR EQUITY. UM PROVIDER ARE CITIBANK. UM BUT THE OPPORTUNITY TO BE ABLE TO APPLY IN THE LOTTERY FOR THE BOND PROGRAM CAME UP. WE WE WERE, UM FUNDED.

WE WERE SELECTED BECAUSE OF THE LOW INCOME CATEGORY THAT WE APPLIED IN AND AGAIN, THE HOUSING AUTHORITY HAS A REAL NEED AT ONE OF THEIR SITES THERE. CONTINUING TO CALL THE PLUMBERS AND CONTINUING TO HAVE INFRASTRUCTURE ISSUES SPECIFICALLY WITH SEWAGE AND WATER AND THOSE KIND OF THINGS, SO IT'S REALLY JUST A TIMING ISSUE, AND WE DIDN'T HAVE AS MANY PROBLEMS BEFORE. THE INTEREST RATE KEPT HIKING AND HIKING, SO THAT'S WHERE WE ARE.

SO YOU YOU CAME ONTO THIS PROJECT THROUGH RESPONSE TO AN RFP. IS THAT CORRECT? CORRECT AND WERE YOU THE ONLY APPLICANT TO THAT RFP OR, UM WERE THERE OTHERS THAT RESPONDED AS WELL.

[01:40:02]

I'M SORRY I WE JUST COMPETE. SO THE MCKINNEY HOUSING AUTHORITY SUBMITTED RFP ACTUALLY TWICE AND WE HAVE HAD APPLICANTS, HOWEVER , BECAUSE OF THE SIZE OF THOSE PROJECTS. MANY OF THE LARGER DEVELOPERS HAVE NOT SUBMITTED ARE INITIAL DEVELOPER WITH CARLTON WAS ONE OF THE LARGEST DEVELOPERS HERE IN THE TEXAS AREA, AND, UH, YOU KNOW, AT THE END OF THE DAY DEVELOPERS ARE IN THIS GAME TO MAKE SOME MONEY. SO WE HAVE LOCAL DEVELOPERS HERE IN MCKINNEY WAS POSTED FOR ANYBODY TO RESPOND TO SO I'D RATHER NOT SAY SPECIFICALLY WHO RESPONDED BUT THEY WERE AWARDED. BECAUSE OF THEIR RESPONSE AND THEIR ABILITY TO DO WHAT WE NEEDED TO DO SO. IN THE PAST 5.5 YEARS WE'VE ACTUALLY DEVELOPED ALMOST 5,005,000 UNITS, AND WE HAVE A $900 MILLION LEVERAGE OF EQUITY THAT WE'VE BEEN ABLE TO ACCOMPLISH, AND THAT'S A LOT FOR SUCH A SHORT PERIOD OF TIME. WE SPECIALIZE IN WORKING SPECIFICALLY WITH HOUSING AUTHORITIES. UM THAT IS OUR NICHE, AND I THINK, SETS US ASIDE FROM SOME OF THE OTHER DEVELOPERS. AND THIS IS THE LAST PORTION OF THEIR VOUCHER. I MEAN, THEY'RE PUBLIC HOUSING PROGRAM THAT WILL BE CONVERTING TO VOUCHERS. AND SO IT IS A VERY TECHNICAL CONVERSION ON THE HUD SIDE OF THE DEVELOPMENT. SO THIS IS JUST MY IGNORANCE OVER HOW THESE DEALS WORK. HOW DOES NIGHT DEVELOPMENT MAKE MONEY ON THIS PROJECT? SURE, SURE, WE'RE ACTUALLY PARTNERS WITH MCKINNEY HOUSING AUTHORITY AND THEIR NONPROFIT, WHICH IS ALSO A PFC. WE MAKE DEVELOPER FEES AND THAT'S HOW WE GET PAID. A PERCENTAGE IS A PERCENTAGE. SO THERE ARE FEES THAT ARE ALLOWED THAT ARE 15% OF THE TOTAL ALLOWED DEVELOPMENT COST. WE'RE ACTUALLY SHARING IN THOSE DEVELOPER FEES. UM AS PARTNERS.

IT'S NOT JUST NIGHT TAKING ALL OF THE MONEY AND THAT MONEY IS ACTUALLY BOTH, UH, PAID AT CLOSING THROUGH CONSTRUCTION COMPLETION, AS WELL AS FROM CONVERSION FROM CONSTRUCTION TO PARLIAMENT ALONE. AND THEN THERE'S ONE MORE PAYMENT AFTER WE'VE SUBMITTED CERTIFICATION TO THE STATE, AND THEN THERE'S ALSO DEFERRED FEES, WHICH YOU CAN SEE THE LINE ITEM IN OUR SOURCES AND USES ON THE DEFERRED FEES, WHICH MEANS WILL BE TAKING THOSE FEES OVER THE NEXT 15 2 YEARS FROM CASH FLOW. SO IT'S 15% OF THE TOTAL COST OF THE PROJECT IS THAT ESSENTIALLY THERE ARE SOME THINGS THAT ARE NOT ALLOWED INELIGIBLE BASIS LIKE THERE'S COSTS FOR THE DEMOLITION THAT'S NOT ALLOWED. THERE ARE A FEW EXCLUSIONS, BUT OF YOU CAN GENERALLY SAY 15% WITH SOME EXCLUSIONARY CATEGORY. THIS CASE, WHAT DOES THAT AMOUNT TO? SURE I'LL TELL YOU. AND BOTH.

THESE ARE REGULATED BY BOTH TV AND HER AS TO HOW MUCH THE DEVELOPER IN THE HOUSING AUTHORITY CAN SPLIT. I THINK IN YOUR PRESENTATION, THERE IS A SOURCES AND USES PAGE AND YOU CAN SEE THE DEVELOPMENT B IS 4.3 MILLION. AND THEN DEFERRED AND THEN THE DEFERRED V RIGHT NOW, AS PRESENTED AT THAT TIME IS 6 628. WE ARE ALLOWED, AND TYPICALLY, WE GO UP TO 50% DEFERRED THE AND AS WE CONTINUE TO, UM THERE'S MORE, UM, INTEREST COST OR SOMETHING ELSE THAT HAPPENS WITH THE ECONOMICS. THEN WE WOULD USE MORE OF THE DEFERRED FEE AS A SOURCE AND, UM , USE IT AS A MORE THAT DEVELOPER FEE AND USE IT AS A SOURCE IN THE DEFERRED FEE. AND WHAT IS YOUR SPLIT WITH THE CITY? THAT WE ARE NOT SPLITTING THIS WITH THE CITY. WE'RE JUST AUTHORITIES INDEPENDENT. I MEANT THAT'S WHAT I MEANT BY THE CITY 50 OR IS THIS 16? PROBABLY NO, NO, WE'RE NOT. ANYWAY IT'S PROBABLY ABOUT A 70 30. YOU GUYS MAY HAVE GIVEN US MORE THAN WE DID. I THINK WE DID A 60 40 SPLIT. I'M SORRY. SO MHM A IS 60. 60 AND THEY'RE 40. WE'RE WE ARE HAVING TO PROVIDE ALL OF THE PROJECT GUARANTEES. AND SO THE HOUSING AUTHORITY ACTUALLY PUTS UP NO MONEY FOR GUARANTEES ON THIS PROJECT, WHICH FOR YOU KNOW , ALMOST A $35 MILLION PROJECT ARE LARGE GUARANTEES THAT THE EQUITY INVESTOR AND THE CAN YOU KNOW THE LENDER WANTS IN PROJECT GUARANTEES THAT WE'RE GOING TO DO WHAT WE SAID. WE ARE GOING TO DO. OKAY QUESTION I HAVE IS SO

[01:45:02]

WE KNOW WE HAVE THE JULY DEADLINE. WHAT HAPPENS IF YOU DON'T GET THIS ADDITIONAL THIS GAP? SO IS THE 1.8 THE GAP OR IS THERE AN ADDITIONAL GAP? UM WELL , THAT'S OUR GAP RIGHT NOW. UM OBVIOUSLY, IF THINGS CHANGE, I JUST WANT TO SET THAT OUT THERE . THERE COULD BE MORE OF A GAP.

WE ARE LOOKING AT OTHER OPTIONS. FRANKLY THAT IF WE'RE NOT FUNDED , WHAT ELSE CAN WE DO? WHAT OTHER LEVERAGE CAN WE DO? WE'RE ALSO, UM, APPLYING FOR ADDITIONAL VOUCHERS. UM, AND SO THERE ARE SOME THINGS THAT WE'RE DOING JUST IN CASE. I MEAN, OBVIOUSLY, WE WANT TO PLAN B, BUT THAT IS A HARD DEADLINE FOR CLOSING. IF WE MISS THAT DEADLINE, UM WE HAVE TO GIVE OUR RESERVATION OF TAX EXEMPT BONDS UP AND WE WOULD HAVE TO EITHER GO INTO A COLLAPSE. AND UM, IN AUGUST, THE STATE ACTUALLY DOES A COLLAPSE AND WE WOULD HAVE TO REAPPLY. AND SO WE WOULD BE ON A LIST WITH EVERYBODY ELSE, INCLUDING, UM, ANY INDUSTRIAL PROJECTS OR ANYTHING ELSE, NOT JUST HOUSING PROJECTS. SO ESSENTIALLY WOULD SIT ON THE LIST AND THEN, UM, WE COULD APPLY AGAIN IN THE FALL. SO THERE, YOU KNOW, IT'S JUST A MATTER OF TIMING. AND AGAIN. I'M SPEAKING FOR MISS MILLER, BUT THEY ARE I MEAN, I'VE BEEN THERE AND THERE'S THE PLUMBER GOT MISS MILLER, MISS MILLER BECAUSE THEY'RE SEEING EACH OTHER SO OFTEN BECAUSE OF THE INFRASTRUCTURE ISSUES THAT SPEAKS TO THE ONE OF THE QUESTIONS EARLIER WITH REGARD TO WHAT'S THE PLAN B. SO IF THIS DEVELOPER CAN'T MAKE THIS HAPPEN FOR US. ULTIMATELY, THE HOUSING AUTHORITY MAY HAVE TO DECIDE. YOU CONTINUE WITH THE PROPERTY OR YOU DEMOLISH IT AND GIVE ISSUE EVERYBODY THERE A VOUCHER PEOPLE CAN SAY THAT. OKAY TAKE OFF 51 UNITS GIVE THEM ALL VOUCHERS. THAT MIGHT WORK EASILY FOR SOME, BUT WE HAVE SOME RESIDENTS THERE THAT HAVE NEVER LIVED ANYWHERE OUTSIDE OF USING A KID. THIS IS THEIR HOME. THIS IS WHERE THEY GROWN UP. THIS IS WHERE THEY'VE BEEN ALL THEIR LIVES. SOME OF THEM MAY HAVE CREDIT ISSUES. THE HOUSING AUTHORITY DOESN'T HAVE TO LOOK AT THE CREDIT ISSUE, BUT ALL OF THE OTHER APARTMENTS IN PLACES THEY GO TO MAY DENY THEM. THEY MAY NOT MAKE THREE TIMES THE AMOUNT OF MONEY SO SOME OF THOSE FAMILIES COULD ACTUALLY LOSE THEIR HOUSING AND THEN BECOME A NEW PROBLEM WITH REGARD TO HOMES. BUT THAT'S ONE OF THE REASONS WE WANT TO PRESERVE THE AFFORDABLE HOUSING OPTIONS HERE IN CUBA. IS THERE AN OPTION TO CHANGE THE COMPOSITION OF YOUR PORTFOLIO? SO I NOTICED YOU HAD DUPLEXES, TOWN HOMES AND WALK UPS IMAGINING SOME OF THOSE ARE CHEAPER TO BUILD THAN OTHERS. SO IS THAT ON THE TABLE THAT INSTEAD OF LOOKING FOR OTHER FUNDING SOURCES, YOU COULD JUST SERVE SCALE BACK. WELL THERE'S THAT IS A POSSIBILITY. WE WOULD ACTUALLY HAVE TO LOSE SOME UNITS. WE HAVE A MODEL THAT KIND OF SHOWS THAT BUT AGAIN, THE NEED FOR AFFORDABLE HERE IS SO GREAT ARE RENTS ARE MUCH LOWER THAN WHAT YOU WOULD FIND IN THE ECE AREA, AND, UM HAVING VOUCHER HOLDERS HAVE TO GO LOOK SOMEWHERE ELSE NOT BEING ABLE TO HAVE THAT HARD, PHYSICAL, UM, UNIT FOR THEM TO TAKE A VOUCHER TO IS SOMETHING THAT IS, UM WHY THE HOUSING AUTHORITY'S REALLY PUSHING FOR US TO BE ABLE TO ADD THE ADDITIONAL 46 UNITS TO THE 50 ORIGINAL UNITS THAT THEY HAD JUST MADE. AND THE ANSWER IS YES. JUST TO BE CLEAR. THE UNIT COUNTS AS A BEDROOM. LIKE IF YOU HAVE. SO IF YOU HAVE DUPLEXES, TOWN HOMES AND WALK UP AND A DUPLEX HAS TWO BEDROOMS. THAT'S TWO UNITS. UM NO, NO ONE. BUT I'M NOT UNDERSTANDING THEN IS IF YOU HAVE THREE STYLES OF HOMES.

DUPLEX A TOWN HOME AND WALK UP, BUT SOME OF THOSE ARE CHEAPER TO BUILD. YOU COULD STILL HAVE THE SAME NUMBER OF UNITS. JUST A LESS EXPENSIVE DESIGN. IS THAT RIGHT BEDROOMS? WELL WE DON'T WANT TO HAVE LESS BEDROOM MIX BECAUSE THAT OBVIOUSLY DRIVES REVENUE, BUT IT WOULD BE SOMETHING. THE TOWN HOMES ARE MORE EXPENSIVE THAN THE APARTMENT STYLE, THE MORE URBAN STYLE. JUST BECAUSE THE OTHERS ARE UNDER ONE ROOF. YOU KNOW, WE HAVE THREE BUILDINGS AS COMPARED TO THE TOWN HOMES SO WE WOULD HAVE TO LOOK AT TYPICALLY JUST CUTTING SOME OF THE SMALLER BEDROOM SIZES. WE ARE RESTRICTED BY HUD IN THE ORIGINAL 46 BEDROOM MIX AS WELL AS, UM AH, THE TYPES OF UNITS WE HAVE TO KEEP THOSE BEDROOM MIXES. BUT COULDN'T YOU HAVE AN APARTMENT THAT HAD THREE BEDROOMS VERSUS A TOWN HOUSE THAT HAD THREE BEDROOMS? YES MA'AM. WE COULD.

YES OKAY. I GUESS THAT'S WHAT I'M TRYING TO GET AT. SO THERE'S A POSSIBILITY DESIGNED THE ENTIRE STRUCTURE IF IT WAS LESS EXPENSIVE TO BUILD APARTMENTS, BUT YOU CAN GET THE SAME UNIT RIGHT WELL AND THAT THAT SHE'S ABSOLUTELY RIGHT. MISS MILLER'S RIGHT. WE ONLY HAVE A FEW PARCELS OF LAND, AND SO WE ARE SPACE CONSTRAINTS AS WELL. SO, UM IT'S ANOTHER CONSIDERATION

[01:50:07]

AND THEN CERTAINLY WE DON'T WANT TO DO SOMETHING THAT'S SO DENSE THAT WERE CONCENTRATING, UM DENSITY THAT MAY NOT. FAIR HOUSING MAY NOT APPROVE. OKAY UNDERSTOOD AND THEN JUST TO GO BACK JUST TO CLARIFY BECAUSE I FIGURED OUT WHERE I WAS CONFUSED SO YOU'RE THE MARKETING HOUSING AUTHORITY. THE OTHER APPLICANT IS TALKING ABOUT THE MCKINNEY HOUSING FINANCE CORPORATION. ARE YOU IN A POSITION TO EXPLAIN TO ME THE DIFFERENCE? CITY OF MCKINNEY HOUSING FINANCE CORPORATION BELONGS TO THE CITY OF MCKINNEY. JUST LIKE M C. D. C. MCKINNEY HOUSING AUTHORITIES LOCAL GOVERNMENT. WE ARE FULLY FUNDED BY THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.

SO WE'RE TWO SEPARATE ENTITIES. HOWEVER NOW THE HOUSING FINANCE CORPORATION IS SUPPORTING BOTH PROJECTS AS IT RELATES TO THEY GET THE BOMB. THEY'RE DOING A BOND ISSUE WITH THEIR ISSUING THE BONDS ASSUME THERE. WHATEVER. PROJECT FOR PALLADIUM WITH THE BONDS. THEY ARE DOING THAT FOR US. SO INTERTWINED BUT SEPARATELY GOVERNED. WELL, THEY GET A FEAT. SO ANYTIME YOU'RE GOING TO BRING IN SOMEBODY WHO IS THE BOND SERVER OR WHATEVER THOSE ENTITIES WILL GET UP SOMETHING FROM THAT OPPORTUNITY . WE INITIALLY HAD ANOTHER. I THINK IT WAS TEXARKANA THAT WAS GOING TO DO THAT. BUT BECAUSE OF OUR RELATIONSHIP HERE IN THE CITY MCKINNEY, YOU KNOW, WE OFFERED IT TO THE HOUSING FINANCE CORPORATION. AND OF COURSE THEY ACCEPTED IN PARTNER WITH US TO DO THAT. THANK YOU. SO YOU YOU SAID WORST CASE SCENARIO THAT YOU GUYS GOT FEELERS OUT THERE FOR OTHER PLACES TO GET MONEY. SO IF THAT COMES TO FRUITION, AND YOU GET MONEY FROM OTHER PLACES ARE YOU GOING TO REDUCE THE AMOUNT OF MONEY YOU'RE ASKING FROM US? WE WOULDN'T WANT TO REDUCE THE AMOUNT OF MONEY. WHAT WE'RE LOOKING FOR IS ADDITIONAL VOUCHERS, UM, TO PROVIDE ADDITIONAL SUBSIDY THAT WOULD KEEP OUR RENTS HIGH. IT WOULD HELP. THE PROJECT WELL, AND AS SOMEBODY WHO HAD THE OPPORTUNITY TO SIT IN ON THE SPECIAL PROJECTS BRIEFING FOR THIS AND HAS SERVED FOR THE LAST SIX MONTHS ON A TASK FORCE FOR ATTAINABLE HOUSING. FOR ME. I THINK THE PRIORITY AND LOOKING AT THE SITUATION AND ANY OF THEM WITH ANY DEVELOPERS THAT ARE STEPPING FORWARD TO HELP ALLEVIATE ATTAINABLE HOUSING, WHICH IS ONE OF OUR BOARDS. PRIORITIES IS TO SEE MOVEMENT IN THIS AREA. I HAVE BEEN INUNDATED WITH MORE ACRONYMS AND COMPLEXITY THAN I EVER THOUGHT POSSIBLE. AND I HAVE THE UTMOST M AERATION FOR ANYBODY WHO IS SERVING IN THIS SECTOR. NOW IT IS COMPLEX. THE TIMING IS IMPOSSIBLE FOR SOME OF THESE PROJECTS, SO I THINK TO HAVE SOME AGENCIES TO STEP UP AND STEP IN TO PARTICIPATE IN THESE . WE ARE LOOKING AT SOME OF THE MOST VULNERABLE PEOPLE IN OUR CITY. UM, WHILE THIS PROJECT IS BEING DONE, THEY WILL LITERALLY HAVE THEIR HOMES DEMOLISHED AND HAVE TO BE MOVED ELSEWHERE. SO YOU KNOW, AT WHAT POINT DO WE KIND OF STEP IN AND HELP AND I AM JUST REALLY PLEASED THAT WE AS A BOARD HAVE THE OPPORTUNITY TO HAVE THESE DISCUSSIONS. AND TO LEARN SO I, YOU KNOW, I JUST SAY A PERSONAL HUGE THANK YOU FOR THE WORK THAT YOU'RE DOING, BECAUSE IT IS. IT IS A BIG PROBLEM FOR A REALLY FAST GROWING CITY TO SEE THAT WE HAVE A SHORTAGE OF HOUSING FOR PEOPLE WHO REALLY NEED IT. THAT'S MY THAT'S JUST MY OVERARCHING FOR THE COMPLEXITY OF THIS AND IF NOT WHEN OR HOW DO WE SOLVE THIS PROBLEM? MISS KNIGHT OR MISS ROSALIND, WHERE YOU IN THE PERMITTING PROCESS. WHERE ACTUALLY SANCHEZ'S OUR LAND DEVELOPMENT GROUP, AND SO THEY'RE WORKING THROUGH SOME OF THE, UH. EGRESS AND PARKING ISSUES RIGHT NOW WITH THE CITY AND, UM AND SO WE'RE CLEARING THOSE UP BEFORE WE START THE PERMITTING PROCESS. WE DON'T HAVE TO HAVE A PERMIT PER SE. WE HAVE TO HAVE A WILL PERMIT BEFORE WE CLOSE. AND SO WE DO EXPECT BASED ON OUR LOCAL CONSULTANTS TO BE ABLE TO GET THROUGH THAT TIMELY. PEPPER. I WANT TO PIGGYBACK ON WHAT CATHERINE SAID TO ABOUT AND I'M IMPRESSED WITH THE FACT THAT YOU'RE DOUBLING ESSENTIALLY THE IT'S AVAILABLE AND THAT'S THAT'S IMPRESSIVE. WITH THIS PROJECT, BUT WHAT? ANNA CURIOSITY WHAT HAPPENS WITH FAMILIES IN THE INTERIM WHEN YOU'RE DEMOLISHING? WHERE DO THEY GO? DID I MM HMM. GREAT QUESTION. SO THEY'RE REQUIRES THAT WE HAVE A RELOCATION PLAN. WE ACTUALLY HAVE TO SUBMIT THAT TO THEM.

IT'S REVIEWED BY FAIR HOUSING AS WELL. OUR FAMILIES ARE ANXIOUS TO HAVE THESE PROPERTIES REDEVELOPED. AND JUST LIKE THE FAMILIES FROM NEWSOME HOMES, I DON'T KNOW HOW LONG YOU'VE BEEN

[01:55:05]

HERE. FAMILIES LITERALLY CAME AND PACKED OUT THIS WHOLE ENTIRE PLACE. UM THEY KNOW. HEY, WHATEVER WE GOTTA DO TO MAKE THIS HAPPEN. WE'RE GOING TO DO IT, WHETHER THEY HAVE TO GO BACK HOME AND LIVE WITH FAMILY FOR A YEAR WHETHER THEY MOVE INTO OTHER PROPERTIES. WE HAVE THE NEW SOME HOMES AND THEIR HOMES, AND MOST OF THOSE PROPERTIES MAY HAVE ONE OR TWO UNITS HERE IN MCKINNEY THAT WE ALREADY HAVE VOUCHERS AND DIFFERENT FOLKS LIVING IN THESE PROPERTIES.

THOSE ARE PARTNERS HERE. THOSE FOLKS ARE ALREADY ON THE GROUND AND READY. WE'RE GOING TO LET YOU KNOW MISS MILLER. WHEN YOU GET READY, LET US KNOW WE'LL PULL THOSE UNITS OFF AND MAKE SURE THAT YOUR FAMILIES GET TAKEN CARE OF. SO WE'VE BEEN WELL SERVED WITH THIS RELOCATION PLAN. THE MCKINNEY HOUSING AUTHORITY DOES NOT HAVE THE FUNDS TO DO THIS TO REDEVELOPMENT. WITHOUT THE RED PROJECT. WE WOULD NOT HAVE BEEN ABLE TO DO THIS, AND SO WE WANT TO MAKE SURE TO GO AHEAD AND CONTINUE IT TO THE END AND FINISH OUT. THESE LAST 51 UNITS AND OUR FAMILIES ALREADY, WHATEVER WE ALL HAVE TO DO TO MAKE IT HAPPEN. THAT'S WHAT WE'RE GONNA DO. AND WE ALSO HAD TO HAVE SOME FAMILIES LIVE IN THE HOTEL, SO THEY EXTENDED STAY FOR 3 TO 6 MONTHS. YOU KNOW, WHILE THEY WERE BEING REDEVELOPED AS WELL, SO THEY'RE COMMITTED TO DOING WHATEVER IS NECESSARY TO MAKE IT HAPPEN. I HAVE SOME QUESTIONS FOR CYNDI, ACTUALLY, UM, THIS IS OUR SECOND OF THREE PROJECT GRANT CYCLES. IS THAT CORRECT? OUR TOTAL BUDGET FOR THE PROJECT. GRANT CYCLES IS 2.1 MILLION. IS THAT CORRECT? DISCRETIONARY PROJECTS? YES. AND. IN THE FIRST CYCLE. I BELIEVE WE WERE ABOUT 1.9 REMAINING. OKAY. THANK YOU. I JUST WANTED TO FOLLOW UP SIDE SIMILAR THOUGHTS WHEN CATHERINE WAS SPEAKING. SO THE FAMILIES WHO ARE LIVING THERE NOW YOU'VE JUST EXPLAINED WHERE THEY'RE GOING TO GO. IN THE INTERIM.

THEY HAVE BASICALLY FIRST RIGHT OF REFUSAL TO MOVE BACK IN AND THEN BECAUSE YOU'RE DOUBLING THE CAPACITY, THEN YOU'RE GOING TO PULL FROM THE EXISTING WAITLIST. OKAY, THANK YOU. AND IN THIS PARTICULAR CASE, IT'S NOT JUST RIGHT OF REFUSAL. THEY HAVE THE RIGHT TO RETURN. OKAY THANK YOU.

LITTLE YEAH, AN IMPORTANT NUANCE. THANK YOU. AND THE ADDITIONAL QUESTIONS. THIS IS A PUBLIC HEARING. ARE THERE ANY PUBLIC COMMENTS. ON THIS PUBLIC. I GET A MOTION TO CLOSE THE PUBLIC HEARING. SO MOVED SECOND THING BAD, DAVID RACHET SECOND, MY MARY. THANK YOU ALL. THANK YOU. I'M SORRY. MOTION PASSES. WE KNOW THERE WAS LENGTHY, BUT THIS IS VERY CRITICAL IN THESE DISCUSSIONS. WE HAVE TO THESE ARE INDIVIDUALS LIVES THAT WE ARE WE'RE TALKING ABOUT. SO NEXT

[Conduct a Public Hearing and Consider/Discuss/Act on Project Grant Request Submitted by McKinney Virginia Parkway, Ltd. (#23-09) in the Amount of One Million Five Hundred Thousand and NO/100 Dollars ($1,500,000.00) for the Construction of The Palladium McKinney, a New Multi-Family, Rental Residential Development for Low Income Families to be Located West of I-75, NEQ of W. Virginia Parkway and Carlisle Street in McKinney. Amount Requested Represents 5% of Total Project Cost.]

AGENDA ITEM THAT WE HAVE IS ITEM 23-3 25 CONDUCTED PUBLIC HEARING AND CONSIDER DISCUSSED ACT ON PROJECT GRANT REQUESTS SUBMITTED BY THE MCKINNEY VIRGINIA PARKWAY L T D LIMITED IN THE AMOUNT OF 1,000,001 250.5 MILLION FOR THE CONSTRUCTION OF THE PALLADIUM, MCKINNEY. A NEW MULTI FAMILY RENTAL RESIDENTIAL DEVELOPMENT BELOW INCOME FAMILIES TO BE REAPED TO BE LOCATED AT WEST OF US INTERSTATE 75. NORTHEAST. QUADRANT OF WEST VIRGINIA PARKWAY AND CALL OUR STREET IN MCKINNEY, TEXAS, AMOUNT REQUESTED REPRESENTS 5% OF THE TOTAL TOTAL PROJECT COST AVIS GOOD MORNING. UM. CHAIR WOODS, MEMBERS OF THE MCKINNEY, CDC PRESIDENT ENABLE MY NAME IS DAVIS. SEAN I'M, THE EXECUTIVE DIRECTOR OF REAL ESTATE DEVELOPMENT WOULD PLAY IN USA.

I'M PLEASED TO BE BEFORE YOU PRESENT THIS PROPOSAL OF THIS GORGEOUS SURRENDERING HERE OFF OF CARLISLE, UM, STREET IN MCKINNEY. VIRGINIA PARKWAY. SEE YOU. SO JUST A LITTLE BIT ABOUT PALLADIUM. WE ARE PRIVATELY OWNED COMPANY WE HAVE OVER 150 YEAR HISTORY OF DEVELOPING OWNING AND MANAGING ASSETS THROUGHOUT SIX COUNTRIES THROUGHOUT THE WORLD. WE ARE SELF MANAGED. WE OWN PROPERTIES THROUGHOUT THE STATE OF TEXAS. UH, WE ARE LONG TERM OWNERS. WE PRIDE OURSELVES WITH EXCEPTIONAL QUALITY AND CONSTRUCTION AND MATERIALS. I HOPE YOU SAW THAT IN THE RENDERING. WE DO VALUE PARTNERSHIPS, AND WE'RE VERY ACTIVE IN THE COMMUNITY. SO WE'RE LOOKING FORWARD TO HOPEFULLY BEING IN THE CITY OF MCKINNEY. SO THROUGHOUT THE GLOBE WE'VE DEVELOPED ABOUT 8000 UNITS THAT WE STILL CURRENTLY OWN. AND THEN IN THE STATE OF TEXAS, WE HAVE DEVELOPMENT ABOUT 6000, WHERE IN THE CITY OF DALLAS, THE CITY OF FORT WORTH,

[02:00:02]

MIDLAND, PUERTO ARANSAS, SMALLER MARKETS SUCH AS VENUS AND FORMER SKILL AS WELL. SO I DID MENTION WE DO IN HOUSE PROPERTY MANAGEMENT, SO JUST A LITTLE BIT ABOUT OUR COMPANY. WE HAVE VARIOUS SEASONED HANDS ON EXECUTIVES IS DIFFERENT FROM MOST DEVELOPERS WHERE THEY DO THIRD PARTY PROPERTY MANAGER WE DO MANAGE OURSELVES. WE DO HIRE LOCALLY. WE LIKE TO BE GOOD NEIGHBORS AND WE EXPECT OUR RESIDENTS TO BE GOOD NEIGHBORS AS WELL. SO WE EXPECT THEM TO SIGN A GOOD NEIGHBOR POLICY, WHICH ALLOWS OUR ASKED THEM TO BE SENSITIVE TO THEIR RESIDENTS.

BY KEEPING NOISE DOWN BETWEEN CERTAIN HOURS, KEEPING THINGS OFF OF THE BACK WHEN THESE ARE PATIOS, THINGS OF THAT NATURE WE DO PROVIDE HAVE A COURTESY OFFICER PROGRAM WHERE WE WORK WITH LOCAL LAW ENFORCEMENT TO PROVIDE A UNIT FREE OF CHARGE. AND IN TURN ALL POLICE THE PROPERTY. MAKE SURE THE GATES ARE WORKING. MAKE SURE SECURITY LIGHTS ARE FIXED. MAKE SURE THE KEY FOB ACCESS TO WORK AND THINGS OF THAT NATURE. AGAIN WE DO MANAGE WITH PASSION AND PRIDE. AND WE DO LOVE OUR RESIDENTS. WE BUILD COMMUNITIES , NOT JUST APARTMENTS, SO SOME OF OUR SUPPORTIVE SERVICES WE OFFER BECAUSE THIS IS WORKFORCE ATTAINABLE HOUSING, ONE OF A KIND FOOD PANTRY FOR OUR RESIDENTS. WE SOURCE IT OURSELVES. WE WORK WITH NONPROFITS. WE WORK WITH CHURCHES. IT'S LITERALLY LIKE A CONVENIENCE STORE THAT PROVIDES DRAG GOODS. LAUNDRY SUPPLIES, CLEANING SUPPLIES, EVEN DIAPERS AND BABY FORMULA WE ALSO WORK WITH I S D. S TO DO SCHOOL SUPPLY DRIVES. WE'VE DONE TOY DRIVES AND PARTNERSHIP WITH DALLAS. UM POLICE DEPARTMENT WILL DO HEALTH AND WELLNESS EVENTS. WE HAVE SCHOLARSHIP PROGRAMS AND THEN WE ALSO DO SPECIAL EVENTS SUCH AS HOLIDAY PARTIES OR MOVIE NIGHTS. THINGS OF THAT NATURE. SO THE SITE AGAIN IT'S JUST TO THE WEST OF OUR 75 OFF OF VIRGINIA PARKWAY.

IT'S JUST TO THE SOUTH OF SLAUGHTER ELEMENTARY. IT'S ABOUT A FIVE ACRE SITE. WE DO LOVE THE LOCATION BECAUSE OF EVERYTHING THAT'S GOING ON ALONG. I 75 WITH NEW GROWTH WITH THE SPROUTS MARKET, SO THIS DEVELOPMENT WOULD ACTUALLY CATER TO THE SERVICE INDUSTRY WORKERS JUST AS THE PREVIOUS DEVELOPER MENTIONED SO JUST A SUMMARY OF THE DEAL. IT'S 172 UNITS OF 12 AND THREE BEDROOM BECAUSE OF THE SITE. WE DID HAVE TO DO FOUR STORIES. IT'S GONNA BE INTERIOR CORRIDOR, WHICH IS NICE FOR OUR FUTURE FOR OUR RESIDENTS IS NOT YOUR TRADITIONAL GARDEN STYLE WORK.

WALK UP APARTMENTS. IT'S GOING TO HAVE CLASS A LUXURY AMENITIES . IT'S ABOUT $260,000 IN CONSTRUCTION PER UNIT PER DOOR. AND COSTS HAVE A RESORT STYLE POOL AND I HAVE PICTURES WILL HAVE A CHILDREN'S PLAYGROUND AND PLAYROOM. OUR CLUBHOUSE WILL BE OUTFITTED WITH HIGH SPEED WIFI WILL HAVE A BUSINESS LAB WITH COMPUTERS AND PRINTERS AND A CONFERENCE ROOM AS WELL FOR USE , AND THEN OUR INTERIORS WILL HAVE WOOD STYLE FLOORING, GRANITE COUNTERTOPS. STAINLESS STEEL APPEARANCE PACKAGE. IT'LL BE ENERGY EFFICIENT AND AGAIN, ALL OF OUR UNITS WILL HAVE STORAGE ON OUR BALCONIES AND PATIOS. SO WHO ARE RESIDENTS? THIS IS THE FACE OF THE PEOPLE THAT WE WANT TO CATER TO. WHO THE CITY OF MANY KENNY HAS A GREAT NEED TO PROVIDE FOR ITS YOUR SERVICE WORKERS. VETERANS SENIORS COULD LIVE HERE. IT'S YOUR POLICE OFFICER, CIVIL SERVICE EMERGENCY RESPONDERS. WE WANT TO BE ABLE TO PROVIDE THIS TYPE OF HOUSING SO THAT PEOPLE WHO CAN'T TRADITIONALLY AFFORD TO LIVE IN THE CITY OF MCKINNEY CAN LIVE IN THE CITY OF MCKINNEY. SO ALL OF OUR UNITS ARE AVAILABLE FOR THOSE WHO EARN APPROXIMATELY 60% OF AREA MEDIAN INCOME. YOU CAN SEE THE RENT LEVELS FOR OUR ONE BEDROOM, TWO BEDROOM AND THREE BEDROOM UNITS.

UM ACTUALLY, THAT NUMBER SHOULD BE UPDATED IS NOW ACTUALLY 97,400% AM I FOR THE FOR COLLIN COUNTY? SO YOU CAN SEE THE NUMBER OF BEDROOMS FOR ONE BEDROOM 56 UNITS, TWO BEDROOM 84 , THEN 72 3 BEDROOMS, A GOOD MIX OF UNITS. THIS IS OUR SITE PLAN . WE'RE CURRENTLY WORKING WITH THE CITY. UM TO GO THROUGH OUR SITE PLAN APPROVAL. WE INITIALLY HAD OUR ZONING APPROVED. GOSH I DID GO QUICK. I DON'T WANT YOU TO SEE THE PICTURES. SO THIS IS OUR PICTURE OF OUR RESORT STYLE POOL. UM THIS IS ACTUALLY PROPERTIES IN FORT WORTH, YOU CAN SEE THE CHILDREN'S PARADE ROOM STATE OF THE ART WORKOUT FACILITY, CHILDREN'S PLAYGROUND , PICNIC TABLES, GRILLS NICE STAINLESS STEEL GRILLS THE BUSINESS LAB. VERY OPEN. NICE MODERN LIGHTING. SO THIS IS WHAT YOU WANT A COT QUALITY OF LIFE FOR THOSE WHO DESERVE IT, WHO CAN'T AFFORD YOUR TRADITIONAL MARKET RATE UNITS IN THE CITY OF A KENNEDY MCKINNEY? YOU CAN SEE AGAIN VERY OPEN. YOU CAN SEE THE GRANITE COUNTERTOPS AND THE THING THAT'S STILL APPLIANCE PACKAGE EVEN IN THE BATHROOMS WITH THE DUAL SINKS. SO OUR REQUEST IS FOR $1.5 MILLION CAN ACTUALLY EXPLAIN THE DIFFERENCE TO BEGIN WITH THE MCKINNEY HOUSING FINANCE CORPORATION VERSUS THE HOUSING AUTHORITY. SO

[02:05:02]

UNLIKE THE PRIOR DEAL, THE MCKINNEY HOUSING FINANCE CORPORATIONS IS NOT ISSUING OUR BONDS. THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS IS THE BOND ISSUER. LIKE THE PRIORITY ALL WE ARE ON A TIGHT DEADLINE. IF WE DO NOT CLOSE BY JULY, 8TH WE LOSE OUR BOND RESERVATION AND WE HAVE OUR SITE UNDER CONTRACT AND IT IS UNLIKELY TO MOVE THE DEAL FORWARD WITHOUT THE REQUEST. WE HAVE LOOKED AT OTHER FUNDING OPTIONS. UNFORTUNATELY. TEXAS DEPARTMENT OF HOUSING, COMMUNITY AFFAIRS AND OTHER SOURCES ARE OVERSUBSCRIBED. SO THIS IS DIRE FOR US TO MOVE THIS DEAL FORWARD . WE ARE HOPING TO WORK WITH THE CITY TO GET IMPACT FEES, BUT IT STILL DOESN'T MAKE A DENT IN OUR GAP. UM, I WISH WE COULD GET VOUCHERS. THAT WOULD BE NICE, BUT UNFORTUNATELY, THAT DOESN'T WORK FOR OUR DEVELOPMENT. SO WITH THE MCKINNEY HOUSING FINANCE CORPORATION, THEY ARE PARTNER IN THE DEAL SO THEY WOULD IN TURN ON THE DIRT AND BE A PARTNER IN THE DEVELOPMENT THAT OWNS THE IMPROVEMENTS. THE PARTNERSHIP BECAUSE OF THE TAX IMPLICATIONS. AND THIS IS WHY THE MCKINNEY HOUSING AUTHORITY IS THE GRANT TEETH OR WOULD BE THE GRANTEE FOR THE 1.8 MILLION MCKINNEY HOUSING FOUND ITS CORPORATION WOULD HAVE TO BE THE GRANTEE FOR THE 1.5 MILLION AND DO A CONDUIT LOAN TO THE PARTNERSHIP. THEY WILL GET A SHARE OF DEVELOPER FEET AND CASH . WELL THE SPLIT IS 75 25 FOR BOTH. SO THE MCKINNEY HOUSING FINANCE CORPORATION WILL GET A SHARE AND BENEFIT FROM THE DEVELOPMENT AS WELL. THEY'LL GET THE 25. I'M SORRY. THEY GET THE 75 25% TO 25 25% LIKE SOUTHERN DEVELOPMENT PARTNER RIGHT, BECAUSE AGAIN, WE ARE MAKING ALL THE GUARANTEES. WE'RE TAKING ALL THE RISKS. SO THAT'S YEAH. OKAY SO YOU HAVE A DEADLINE OF JULY. 8TH IS MORE IMPORTANT. FIVE YEAR GAP THAT IS THAT IS OUR GAP. YES THAT IS CORRECT. AND WHAT IS YOUR TIMELINE? SO WE ARE TRYING TO CLOSE JUNE 29TH. AND OUR BOND RESERVATION EXPIRES JULY 8TH. OUR EQUITY PARTNER IS P AND C AGAIN. TEXAS DEPARTMENT OF HOUSING COMMUNITY AFFAIRS IS ISSUING THE BONDS AND THEN CEDAR RAPIDS BANK AND TRUST IS THEIR PURCHASING THE BONDS FROM TEXAS DEPARTMENT OF HOUSING COMMUNITY AFFAIRS AND THEY'LL BE OUR MORTGAGE OR FOR THE PROPERTY. YOU ALREADY HAVE A MANAGEMENT COMPANY THAT IN HOUSE IN HOUSE, OKAY? OKAY, SO YOU WORK FOR THE MCKINNEY HOUSING FINANCE CORPORATION. I WORK FOR PALLADIUM. YOU WORKED FOR PLAY, OKAY? UM AND. THIS IS TO SOME DEGREE. HOW MANY TOTAL UNITS ARE WE TALKING ABOUT? 100 AND 72. WHAT PERCENTAGE OF THOSE ARE OPEN MARKET VERSUS ALL AFFORDABLE. THEY'RE ALL AFFORDABLE. OKAY, COOL. UM SO. CAN YOU TELL ME ABOUT TAX CREDITS FROM THE CITY. SO THEY'RE NOT FROM THE CITY. THEY'RE ACTUALLY IT'S AN I. R S CODE INTERNAL REVENUE CHAPTER 42 , THE TEXT DEPARTMENT OF HOUSING COMMUNITY AFFAIRS IS THE STATE ALLOCATING AGENCY. THIS IS A 4% HOUSING TRACTS, TAX CREDITS, UM , DEVELOPMENT AND SO THE TAX CREDITS ARE ALLOCATED FROM THE TAX DEPARTMENT OF HOUSING COMMUNITY AFFAIRS AND THEN, UH, EQUITY INVESTOR WHICH IS P. N C. IN OUR INSTANCE. THEY PURCHASE THEIR PURCHASE THOSE TAX CREDITS FOR PENNIES ON THE DOLLAR AND PROVIDE EQUITY TO DO FINANCING FOR THE DEAL, BUT THAT'S ONLY A PERCENTAGE OF THE CAPITAL STACK . THE REST IS THE PRIVATE ACTIVITY BONDS THAT DIFFERED DEVELOPER FOR YOU MENTIONED AND THEN THE SOFT FINANCING. THAT WE WOULDN'T EVEN IN THIS DEAL. SO DID YOU. ORIGINALLY HAVE A DIFFERENT DESIGN WHEN YOU APPROACH THE CITY. WAIT DID SO THAT'S A GREAT QUESTION. SO THERE'S TWO TYPES OF HOUSING TAX CREDITS. THERE'S A 9% WHICH IS COMPETITIVE PROGRAM. AND THEN THERE'S A 4% WHICH IS A NON COMPETITIVE PROGRAM. BUT IT'S TURNED OUT TO BE QUITE COMPETITIVE NOW BECAUSE THERE IS GREAT NEED IN THE STATE OF TEXAS FOR AFFORDABLE HOUSING, SO UNFORTUNATELY, WHEN WE SUBMITTED THE DEAL IN 2022 FOR 9% IT WAS NOT AWARDED SUBMITTED IT TO WHO TO THE TEXAS DEPARTMENT OF HOUSING COMMUNITY AFFAIRS. OKAY ALLOCATING AGENCY FOR BOTH FOR 4% AND 9% SIDE, OKAY, AND SO WE PIVOTED TO 4. AND WITH THE 4% THOSE ARE COUPLED WITH THE PRIVATE ACTIVITY, BONDS AND SO SIMILAR TO THEIR DEAL. WE SUBMITTED A LOTTERY APPLICATION TO GET A BOND RESERVATION AND BECAUSE OF THE PRIORITY LEVEL, WHICH IS PRIORITY ONE, WE WERE ABLE TO GET A BOND RESERVATION IN JANUARY AND THAT EXPIRES IN JULY. JULY IT OKAY SO BACK TO MY ORIGINAL QUESTION WHEN YOU HAD THE 9% SUBMISSION. THAT WAS A THREE STORY DEVELOPMENT. IS THAT CORRECT? SO YES, IT WAS. AND SO WHEN UNITS IT WAS LESS UNITS, SO

[02:10:03]

WE INCREASED THE NUMBER OF UNITS AND NOW IT'S FOUR STORIES BECAUSE YOU ONLY GOT THE 4% SUBSIDY, YOU ADDED. 50 UNITS. IS THAT RIGHT? CORRECT WITH IT TO MAKE THE DEAL FINANCIALLY WORK ON THE 4% SIDE. YOU NEED MORE UNITS. AND SO THAT'S WHY WE INCREASE THE NUMBER OF UNITS.

OKAY, SO IT SEEMS LIKE THERE'S A LOT OF DIFFERENT INPUTS OF MONEY HERE. AND YOU'RE STILL 1.5 SHORT, SO I'M JUST I'M JUST TRYING TO FIGURE OUT ALL THE DIFFERENT AVENUES OF MONEY, AND IT'S KIND OF CONFUSING AND SWIRLING IN MY HEAD. WE GOT T D H C A AND I CITY AND I DON'T KNOW. IT'S JUST SEEMS LIKE THERE'S A WHOLE BUNCH OF INPUTS THAT HAVE ALREADY RECEIVED AND I'M WONDERING HOW WE'RE HOW WE'RE SO SHORT AND WHAT THE WHAT THE INPUT IS FROM PALLADIUM.

AND, YEAH, SO THAT IT'S A GREAT QUESTION. THE TAX CREDIT PROGRAM IS IT'S A LOT OF ACRONYMS AND THE PRIMARY SOURCE IS THE ON THE 9% INSIDE IS THE EQUITY FROM THE TAX CREDITS. SO UNDER THIS PROGRAM, THE 4% PROGRAM, WHICH IS WE'RE BOTH UNDER RIGHT NOW. IT'S THE 4% CREDIT CREDITS, WHICH IS NOT AS MUCH EQUITY AND THEN THE PRIVATE ACTIVITY BONDS, WHICH FUNDS PRETTY MUCH THE MAJORITY OF THE DEAL LIKE SHE MENTIONED IT DOESN'T FIND EVERYTHING BECAUSE OF THE BASIS . SO LIKE OUR ACQUISITION COSTS , SOME OF OUR DEVELOPMENT COSTS ARE NOT FUNDED BY THE PRIVATE ACTIVITY, BONDS AND SO NOW, WITH THE PRICING BEING DOWN ON THE CREDITS FOR WHAT YOU CAN PURCHASE THE CREDITS FOR ON THE EQUITY SIDE WITH THE CONSTRUCTION COSTS TAMPERING, INFLATION AND INCREASING INTEREST RATES. THAT'S WHAT'S CREATING GAPS ON THESE DEALS.

AND SO JUST SO YOU THIS CITY IS NOT PROVIDING ANY FUNDING FOR THIS DEAL. WE'RE NOT RECEIVING ANY FUNDING FROM THE CITY. SO OUR CAPITAL STACK ARE THE EQUITY FROM THE TAX CREDIT. THE BONDS WILL HAVE TO BRIDGE THE GAP BETWEEN CONSTRUCTION AND PERMANENT, WILL HAVE A BRIDGE LOAN. AND THEN THE 1.5 MILLION IN SOFT ONE IS SAYING THAT WE'RE ASKING FOR AND THEN THE VERB DEVELOPER FEE IS THE CAPITAL STACK. OKAY. THANK YOU. YOU'RE VERY WELCOME. I HAVE A FEW QUESTIONS. UM HOW DOES DAVID CRAIG OF CRAIG INTERNATIONAL PLAY INTO THIS SEA? CONSIDER THE DEVELOPER. NO. SO, UM. WE ARE WORKING WITH HIM TO PURCHASE HE . HE'S A MANAGER OF THE COMPANY THAT OWNS THE LAND, AND THEN WE HIRED WORKING WITH HIM AS A CONSULTANT ON THE ZONING SIDE AND GETTING US THROUGH SOME OF THE DEVELOPMENT PROCESS. SO THIS IS THIS SUBJECT TO LIKE A PNC HEARING WITH PUBLIC COMMENT ON THE BUILDING, SO WE DID WE WENT THROUGH OUR ZONING ALREADY HAPPENED. ALTHOUGH WE WILL HAVE TO GO BACK FOR ONE MORE APPROVAL. JUST BECAUSE OF SETBACKS, BUT IT'S PRETTY MUCH PERFUNCTORY BECAUSE THEY CHANGED SOME OF THE FIRE SETBACK REQUIREMENTS. SO WE HAVE TO GO BACK AND AMEND OUR PD. BUT IT WAS PREVIOUSLY APPROVED BECAUSE I'M CURIOUS THE LOCATION OF ITS SO CLOSE TO SLAUGHTER ELEMENTARY AND LAWSON AND EVEN IF YOU HAD I MEAN, YOU HAVE 100 AND 72 UNITS, SO EVEN IF YOU HAD, YOU KNOW 31ST GRADERS MOVE IN WITH THEIR FAMILIES, LIKE HAVE YOU? COORDINATED WITH MSD CAN SLAUGHTER, UM, ABSORBED THAT WITH THEIR CAPACITY, SO ACTUALLY , WE HAVE NOT, BUT I CAN DEFINITELY REACH OUT TO THEM TO ASK THAT QUESTION BEFORE THE VOTE. YEAH, I'D BE REALLY CURIOUS ABOUT THAT. AND ALSO I MEAN, THE IN AND OUT OF YOU KNOW IF IT'S SERVICE WORKER GEARED, RIGHT, THEY'RE GOING TO BE LEAVING TO GO TO WORK ABOUT THE SAME TIME THAT THE KIDS ARE COMING INTO SCHOOL AND THEN I'M NOT SO WORRIED ABOUT THE AFTER SCHOOL THREE O'CLOCK TIME, BUT THAT MORNING TIME, YOU KNOW IT'S A IT'S A IT'S A SINGLE ROAD INTO SLAUGHTER. SO I'VE JUST THAT PART CONCERNS ME A BIT, SO I WOULD BE VERY CURIOUS ABOUT WHAT YOU'VE HAD WITH THE DISTRICT SCHOOL. THIS IS A PUBLIC AND OTHER ANY OTHER BOARD COMMENTS. I HAVE A QUICK QUESTION. IS THIS THE ONLY, UM PROPERTY THAT YOU ALL HAVE YOUR ORGANIZATION HERE IN MCKINNEY? NO ACTUALLY, WE DO HAVE ANOTHER SITE IN THE CRAIG RANCH AREA. NEAR THE GOLF COURSE THAT WE WERE TRYING TO DEVELOP FOR MARKETS. IS IT ATTAINABLE HOUSING? NO, IT IS NOT. IT'S SMARTER, RIGHT? YOU KNOW THE BOARD COMMENTS THIS IS A PUBLIC I MEAN. PUBLIC HEARING. ARE THERE ANY COMMENTS FROM ANYONE SPEAK TO THIS AGENDA ITEM? CAN I GET A MOTION TO CLOSE THIS PUBLIC HEARING? SO MOVE SECOND. BY DEBORAH SECOND BY CAPTAIN.

[02:15:09]

HIS PUBLIC. THIS IS CLOSED. PUBLIC HEARING ITEM IS CLOSED. LOT OF ROBUST CONVERSATION. UM THESE WILL BE DECIDED MONTH ON THE AGENDA THEY'LL BE ON THE AGENDA FOR NEXT MONTH FOR ACTION. AND THANK YOU FOR EVERYONE THAT CAME AND NOW DO WE HAVE ANY PUBLIC COMMENTS REGARDING MATTERS NOT ON THE AGENDA. BOARD COMMENTS. I KNOW MOST OF US, SAID OUR BUCKBOARD COMMENTS EARLY. OKAY? YEAH, SURE. WE WILL NOW GO INTO EXECUTIVE SESSION. IN ACCORDANCE
