WE CAME UP WITH A VISION STATEMENT FOR OUR DEPARTMENT, AND IT'S TO BE THE MOST WELCOME. MING GYM IN NORTH TEXAS. AND I KNOW THAT OUR STAFF AND THIS BOARD THAT'S OUR THAT'S OUR DESIRE. THEY BEEN TREATED THE WAY THAT THEY'VE BEEN TREATED HERE IN MCKINNEY BY YOUR STAFF THAT YOUR DEPARTMENT AND EVEN SOME OF THE HOTELS AND WHATNOT THEY'VE DEALT WITH, THEY SAID NEVER. IT'S BEEN AMAZING THAT MATTER OF FACT HAVE NOW CHANGED. THEY SAID THIS MORNING. THEY GENERALLY DON'T GO TO A SMALL CITY. THEY USUALLY ARE LARGEST CITIES. THEY REALIZED THAT THIS EXPERIENCE IS ONE THAT THEY NEED TO TRY TO SEEK. THEY DON'T KNOW THEY'LL FIND IT IN OTHER COMMUNITIES BECAUSE THEY'RE SMALLER, BUT THEY WERE BRAGGING ON YOU GUYS IN THE CITY. IT TOOK 30 MINUTES OF THE MEETING TO GET PAST OTHER BRAGGING ON YOU AND I HAD TO BRING HIM BACK TO REALITY. AND I HAD TOLD HIM SOME OTHER STORIES.

GOOD AFTERNOON MAYOR COUNCIL JOSHUA STEVENSON, PERFORMANCE MANAGER.I'LL BE GIVING A OVERVIEW OF THE PROCESS WE GO THROUGH EVERY YEAR TO SET OUR DEPARTMENT LEVEL OBJECTIVES. BUT I TURNED IT ON. FIRST A TIMELINE. AS YOU KNOW COUNCIL MET TWICE THE FIRST TIME IN FEBRUARY TWO DISCUSS AND REAFFIRMED THE PARTIES WE HEAR HAVE HERE ON THE WALL. THE SIX GOALS THAT WE HAVE THEN THEY MET . YOU MET AGAIN IN MARCH TO PRIORITIZE THE STRATEGIES THAT

FUNNEL INTO THOSE GOALS. BETWEEN NOW AND THEN. WE HAVE WORKED WITH ALL THE DEPARTMENTS TO FACILITATE THE CREATION OF THE GOALS. AND THEN THAT LEADS US TO TONIGHT WHERE WE ARE PRESENTING TO YOU FOR APPROVAL. FROM THE TWO K COUNCIL MEETINGS ON THE GOALS CREATED THIS DOCUMENT, WHICH SETS OUR GOALS AND STRATEGIES FOR THE NEXT FISCAL YEAR. AND THEN WE HAD TWO NEW ADDITIONS UNDER OPERATIONAL EXCELLENCE, THE FIRST ONE DEALING WITH BOARDS AND COMMISSIONS. IN THE SECOND ONE ON LEVERAGING TECHNOLOGY TO IMPROVE OUR PERFORMANCE. AND THEN THERE WAS SOME LANGUAGE CHANGES ON A FEW OTHER GOALS. EACH GOAL GOES THROUGH MULTIPLE LEVELS OF REVIEW. AFTER YOU. THE COUNCIL SETS IN PART HAS THE GOALS GOES THROUGH THE CITY MANAGER'S OFFICE TO MY DEPARTMENT. FROM THERE. WE WORK WITH EACH OF THE DEPARTMENTS TO CREATE THE GOALS. AND THEN THERE'S SOME BACK AND FORTH BETWEEN STEPS FORWARD AND FIVE REALLY WORK SHOPPING THESE GOALS. THEN I MET WITH ALL THE CITY MANAGERS, THE DIRECTOR OF PUBLIC SAFETY AND THE DIRECTOR OF STRATEGIC SERVICES. TO REVIEW THEIR DEPARTMENTS THAT THEY OVERSEAS IN THEIR GOALS. FROM THERE, WE MET WITH THE CITY MANAGER TO DO A FINAL REVIEW.AND THEN THAT LEAVES US HERE TONIGHT TO PRESENT THEM. 24 WE HAVE SET 205 DEPARTMENT LEVEL OBJECTIVES. ANYONE CREATING EACH OBJECTIVE. WE USE MULTIPLE TESTS IN EACH TEST SERVES A DIFFERENT PURPOSE. THE FIRST ONE IS THE SMART TESTS TO MAKING SURE SPECIFIC, MEASURABLE AND SO ON.
THIS IS AN INTERNAL PROCESS TO MANAGE HIS OBJECTIVES TO MAKE SURE THAT THEY'RE ACTIONABLE AND THAT THEY'RE RELEVANT. THE SECOND ONE IS THE AVERAGE CITIZEN TEST THERE, SO A AVERAGE CITIZEN WOULD BE ABLE TO READ THE OBJECTIVE. WE UNDERSTAND WHAT WE'RE TRYING TO GET OUT OF IT. THE DESIRED RESULT AND HOW WE'RE MEASURING IT. THIS IS FOR EXTERNAL PURPOSES, SINCE ALL THESE GOALS DO GO ON THE PUBLIC BASING DASHBOARD THEY NEED TO BE CLEAR, CONCISE AND UNDERSTANDABLE. IN LAST THE HIGHER LEVEL OR STRETCH TEST, MAKING SURE EACH ONE OF THESE OBJECTIVES DOES STRETCH. THE CITY DOESN'T JUST CHECK THE BOXING THAT WE ARE DOING SOMETHING, BUT IT'S MEANINGFUL AND PUSHING THE CITY FORWARD. SO IN SUMMARY DEPARTMENT HAVE CREATED 205 DEPARTMENT LEVEL OBJECTIVES TO SUPPORT THE STRATEGIC PRIORITIES FOR 24. WE REVIEWED THEM MULTIPLE TIMES AND CITY MANAGEMENT AND CITY STAFF BELIEVE THAT THESE OBJECTIVES WILL PUSH US CLOSER TO YOUR PRIORITIES. AND THEN THERE IS A RESOLUTION ON THE CONSENT AGENDA TONIGHT FOR FORMAL ADOPTION. AND I DO WANT TO SAY I THANK ALL THE DEPARTMENTS AND THE STAFF THROUGH THIS PROCESS. IT'S A LOT OF BACK AND FORTH AND THINKING SO FAR AND ADVANCED TAKES A LOT OF TIME OUT OF THEIR BUSY DAILY DAY TO DAY SCHEDULE, AND I DO APPRECIATE ALL THEIR TIME.
