[PUBLIC COMMENTS ON AGENDA ITEMS (for Non-Public Hearing Items)]
[00:15:23]
ALRIGHT. WE WILL NOW MOVE TO PUBLIC COMMENTS ON AGENDA ITEMS ARE ALSO GO AHEAD AND HEAR FROM THOSE ON NON AGENDA ITEMS. SINCE WE HAVE JUST A FEW FIRST, THOUGH I WILL WE DIDN'T TO RECORD A COUPLE OF ITEMS. TOM PENCE, UM T REDUCE HE'S SPEAKING IN SUPPORT FOR REDUCED BUILDING HEIGHTS ASSOCIATED WITH THE PROPERTIES FOR REDEVELOPMENT, AS PRESENTED ON THE SURVEY FOR THE NEW BILLIONS THAT WILL BE AVAILABLE AFTER THE NEW MUNICIPAL COMPLEX IS COMPLETED. AND THEN, UM SAY.DON'T KNOW. I CAN'T READ IT. AH! WHAT IS IT? THE CABLEWAY. THE COBIA. UM, IS SPEAKING IN SUPPORT FOR ITEM 23 346. AND THEN. UM BETTY KAZIK. HAVE YOU LISTED? MY HUSBAND SAYS THAT YOU CAN SAY MY NAME WAY TOO WAY TOO GOOD AND I MUST BE COMPLAINING TOO MUCH. SO UH, ANYWAY, I'M SORRY. I WANTED TO PULL SOMETHING UP. I WANTED TO TALK TO YOU FIRST. I JUST WANT TO THANK YOU. MAYOR FULLER CITY COUNCIL MEMBERS FOR THE PROCESS THAT YOU HAVE IN PLACE TO LOOK INTO THE CITY OWNED PROPERTY DOWNTOWN MICHAEL QUINT. I'VE BEEN TO SEVERAL OF HIS PRESENTATIONS, AND HE DOESN'T EXCELLENT JOB AND WE HAD 65 PEOPLE. I THINK IT'S ABOUT 65 PEOPLE HERE LAST WEEK IT WAS IT WAS WE WERE THREATENING BAD WEATHER, BUT WE STILL HAD A GOOD CROWD. ONE OF THE THINGS THAT I'M NOT SURE I UNDERSTAND. AND UM, BUT I KNOW THAT THE PROPERTY IS ZONED FOR THE BUILDINGS TO BE 55 FT. OR I THINK THAT'S FIVE STORIES. AND I THINK ONE OF THE QUESTIONS WAS IS YOU KNOW? DOES IT HAVE TO STAY THAT WAY? AND HE SAID, WELL, THAT'S WHAT IT'S ZONED FOR. SO MY QUESTION IS WHILE THE CITY OWNS IT, IS IT POSSIBLE TO REVISIT THAT AND LOOK AT THAT? AND MAYBE EITHER REZONE IT OR DO SOME SORT OF DEED RESTRICTIONS SO WE CAN HAVE A TRANSITION FROM THE RESIDENTIAL TO THE COMMERCIAL JUST TO KIND OF PROTECT THAT RESIDENTIAL SO YOU DON'T HAVE THESE FIVE STORY BUILDINGS AND THEN RESIDENTS, AND SO THAT'S MY THAT IS MY MAIN CONCERN. ALSO MINUTES THERE WAS ON THE LIST THERE WAS MINIMIZING POTENTIAL TRAFFIC IN INPUTS BELIEVE THAT'S WHAT IT WAS, AND IT WAS KIND OF VAGUE AND BUT THAT IS ANOTHER THING THAT AND I THINK JUSTIN BROUGHT THIS UP IN THE LAST MEETING IF LOOKING AT PUTTING A PARKING GARAGE, CLOSER TO HIGHWAY VIBE TO TRY TO DETER TRAFFIC COMING THROUGH THE RESIDENTIAL, AND THAT'S THAT'S ALL I WANTED TO SAY. BUT I APPRECIATE THE PROCESS. I THINK MICHAEL QUINN IS DOING AN EXCELLENT JOB. THANK YOU. THANK YOU. JOHANNA FRITO.
GOOD EVENING, MAYOR FULLER AND COUNCIL COUNCIL FOLKS REALLY HAPPY TO WITH THE PROCESS AS BETTY IS WITH THE DOWNTOWN PROPERTIES, I THINK MICHAEL QUINCE DOING A PHENOMENAL JOB.
ALL OF YOU WEREN'T THERE. BUT THERE WAS SO MUCH ENERGY IN THE ROOM SO MUCH COLLABORATION.
PEOPLE WERE JOKING AND JUST REALLY, REALLY HAPPY ABOUT MCKINNEY AND ABOUT HOW WE WERE DOING THE WHOLE PROCESS. I JUST HAD ONE COMMENT. QUESTION FOR ON THE SURVEY ADDRESS BUILDINGS THAT DECREASE IN HEIGHT AS THEY APPROACH EXISTING RESIDENTIAL AREAS. AND THAT WAS KIND OF COMBINED IN A IN A WHOLE GROUP OF MAYBE SEVEN OR EIGHT CHOICES. AND I THINK FOR FOLKS THAT DON'T LIVE NEAR OR IN THE HISTORIC DISTRICT. THEY MAY NOT UNDERSTAND THE IMPORTANCE OF THAT, AND THEY MAY HAVE BLAST OVER TO GO TO SOME OF THE OTHER ONES, AND I JUST WANTED TO MAKE A SUGGESTION. I DON'T KNOW IF THERE'S ANYTHING YOU CAN DO ABOUT IT NOW, BUT THAT THAT REALLY IS SHOULD BE COMBINED WITH THE QUESTION THAT ALIGNS WITH, UM ENHANCING THE CHARACTER OF DOWNTOWN MCKINNEY BECAUSE BECAUSE OF THE HISTORIC NATURE, THAT'S JUST REALLY WHAT CITIES AND COMMUNITIES DUE TO PRESERVE THEIR DOWNTOWN BUILDINGS IN CASE IN CASE IN POINT, THE CAPITOL CORRIDOR AND AUSTIN THEY PRESERVE IT SO THAT WHEN YOU'RE DRIVING DOWN THE HIGHWAY, YOU
[00:20:03]
CAN SEE THE CAPITOL BUILDING AND THEN A BAD EXAMPLE IS A JOHN HANCOCK BUILDING AND BOSTON IF YOU'VE EVER BEEN THERE I BELIEVE IT'S RIGHT NEXT TO THE OLD NORTH CHURCH, AND THEY'VE HAD SO MANY PROBLEMS WITH THE FOUNDATION OF THE OLD NORTH CHURCH BECAUSE THEY PUT THIS HUMONGOUS BUILDING RIGHT NEXT TO INCREDIBLY HISTORIC AND PROMINENT BUILDING THAT REALLY RELATES TO OUR HISTORY, SO MAYBE JUST CONSIDERING COMBINING THOSE TWO THE, UM GREAT GRADATION DOWN OF THE BUILDINGS, AND THAT'S REALLY PART OF THE PRESERVING THE HISTORIC FEELING OF THE ACTUAL BUILDINGS. SO THAT'S ALL I WANTED TO DO, BUT I LOVE THE PROCESS WAS A GREAT MEETING AND AGAIN THANK YOU VERY MUCH TO MICHAEL QUINN. HE DID A PHENOMENAL JOB. THANK YOU SO MUCH. THANK YOU, KIM BLACK. HI EVERYBODY. THANKS FOR BEING HERE. I REALLY APPRECIATE WHAT YOU DO. BELIEVE IT OR NOT. I WAS GONNA COME BY MYSELF DIDN'T EVEN KNOW THEY WERE GONNA BE HERE FOR THIS. SO THAT'S JUST AWESOME. I WANTED TO TALK TO YOU ABOUT THE TOWN HALL. AND I'M GONNA REITERATE EXACTLY WHAT THEY SAID. MICHAEL QUINN IS DOING A PHENOMENAL JOB. I WAS BEEN BLESSED TO BE PART OF THE STAKEHOLDER GROUP. THAT HAS HAS HAD A LOT OF INPUT WITH THIS INVOLVEMENT WITH IT. IT'S REALLY BEEN A PLEASURE AND A JOY AND I'M EXCITED TO KNOW THAT YOU GUYS KIND OF CHANGED THE PROCESS. YOU WEREN'T HERE WHEN DAVID STREET WAS BUILT, BUT THAT WAS A LITTLE BIT DIFFERENT PROCESS, AND I LIKE THE WAY THAT YOU GUYS HAVE CHANGED THAT AROUND TO HELP US OUT. MAKE A BETTER CHOICE THIS TIME, BUT I WANT TO TALK ABOUT THE TOWN HALL FOR JUST A MINUTE. WHO HAD A LITTLE BIT OF HICCUP. UM THE PEOPLE IN THAT ROOM OR MAJORITY HOMEOWNERS DOWNTOWN. AND SO THE REFLECTIVE OF WHAT WE THINK IS IMPORTANT. WHEN THE. THE SURVEY WAS PRESENTED TO US WE WERE ABLE TO VOTE IN THE AUDIENCE INTERNALLY WAS THERE. JUSTIN WAS THERE. UM PATRICK IS THERE. AND . WE WERE GIVEN A LIST OF NINE CHOICES YOU CAN PICK THREE OF THOSE CHOICES THAT ARE MOST IMPORTANT TO YOU FOR WHAT WOULD BE YOU WOULD LIKE TO SEE IN THIS DEVELOPMENT AND THE CHOICE WERE TALKS ABOUT WHAT THEY ALREADY TALKED ABOUT WAS DECREASING HEIGHT IN BUILDINGS TOWARDS RESIDENTIAL AREAS. UM WHAT WAS IT WAS IT WAS CUT OFF ON THE SCREEN. BUT I DIDN'T FEEL LIKE THAT. PEOPLE REALLY UNDERSTOOD IT OR SAW IT. SO I ASKED MICHAEL TO KIND OF CLARIFY WHAT THAT IS. AND THIS IS WHILE PEOPLE WERE VOTING JUST SO YOU KNOW THEY WERE VOTING ON THIS PARTICULAR QUESTION AT THAT TIME, AND I ASKED HIM ABOUT IT. I SAID, COULD YOU CLARIFY WHAT THAT IS? AND HE KIND OF DID AND IT UNDERSTOOD ALL OF A SUDDEN THAT MINUTE THAT POTENTIALLY, WE COULD HAVE TALL BUILDINGS RIGHT NEXT TO RESIDENTIAL AREAS, AND THE WHOLE ROOM. KIND OF WENT WHAT? YOU KNOW THAT YOU COULD TELL THAT THEY THEY DIDN'T QUITE UNDERSTAND THAT AND SO I KNOW THE NUMBERS FROM THAT TOWN HALL ARE MAJORITY GOING TO REPRESENT OUR NEIGHBORHOOD. AND I DON'T FEEL THAT THE NUMBERS THAT YOU'RE GOING TO SEE OR A TRUE REPRESENTATION. I'VE GOTTEN LOTS OF CALLS AND LOTS OF QUESTIONS MYSELF ABOUT THAT. SO I DECIDED TO COME UP AND JUST KIND OF LET YOU KNOW THAT PERHAPS THOSE NUMBERS THAT YOU SEE ARE NOT NECESSARILY REFLECTIVE OF WHAT MIGHT BE THE MOST IMPORTANT WHICH IS TO PROTECT OUR NEIGHBORHOOD. AND I JUST WANTED TO KIND OF THROW THAT OUT IT USUALLY YOU KNOW ABOUT IT. AGAIN THANKS SO MUCH. I REALLY APPRECIATE YOU GUYS. THIS HAS BEEN A GREAT PROCESS. THANK YOU . THANK YOU FOR ALL THE WORK THAT EVERYONE THAT'S BEEN OUT DOING THE SURVEYS. I KNOW KIM, YOU WERE I SAW YOU AND I'M SURE MAYBE OTHERS WERE OUT TAKING SERVICES WELL DURING ARTS AND BLOOM. AND IT WAS JUST GREAT. THAT NUMBER ONE JUST DOING ALL THAT WORK. THERE'S A LOT OF WORK AND GETTING PEOPLE TO STOP AND GIVE THEIR ATTENTION FOR A PERIOD OF TIME DURING ARTS AND BLUE MUST HAVE BEEN DIFFICULT. BUT YOU WERE THERE AND YOU WERE. I SAW YOU EVERY TIME I WALK BY SEA OR WITH SOMEBODY ELSE DOING A SURVEY, SO IT'S A LOT OF WORK AND SO APPRECIATED AND WE HAVE THE DOWNTOWN WE HAVE, BECAUSE PEOPLE LIKE YOU TAKE AN INTEREST IN FIGHT FOR IT. SO ALL OF YOU.[CONSENT AGENDA]
THANK YOU. ALRIGHT. WE WILL MOVE NOW TO OUR CONSENT ITEMS. I DO BELIEVE THAT WE HAVE ONE THAT WILL BE TAKEN DOWN. BUT THE CONSENT ITEMS CAN CONSIST OF NON CONTROVERSIAL HOUSEKEEPING ITEMS REQUIRED BY LAW MAY BE CONSIDERED INDIVIDUALLY AS ONE WILL BE BY ANY COUNCIL MEMBER, MAKING SUCH REQUEST PRIOR TO EMOTION AND VOTE ON THE CONSENT ITEMS, AND JUST IN THE ITEM IS 230344. 344 WHEEL. PULL THAT DOWN. UNLESS THERE IS A ANOTHER REQUEST TO BE PULLED DOWN, ENTERTAIN A MOTION. MAKE A MOTION THAT WE APPROVED CONSENT ITEMS. A SECOND MOTION APPROVED THE REMAINING CONSENT ITEMS IN A SECOND, PLEASE CAST YOUR VOTES. THE ITEM PULLED DOWN, WAS[Consider/Discuss/Act on a Resolution Authorizing the City Manager to Execute an Interlocal Cooperation Contract with the Texas Department of Public Safety for the Municipal Court to Utilize the Failure to Appear (FTA) Program]
CONSIDERING ACT ON A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTER LOCAL[00:25:02]
COOPERATION CONTRACT WITH THE TEXAS DEPARTMENT OF PUBLIC SAFETY FOR THE MUNICIPAL COURT TO UTILIZE THE FAILURE TO APPEAR PROGRAM. MARK. MR MAYOR COUNCIL , UH, SPOKEN WITH MR BELLER MEMBER BILL OR SIDE. HE HAS A QUESTION. YEAH I GUESS. JUST EXPLAIN IF YOU COULD, UM, MAYBE SOME EXAMPLES OF, UH WHAT KIND OF OFFENSES THIS WOULD INCLUDE. UM, WE'RE MAYBE JUST SO EVERYBODY IN THE ROOM KNOWS WHAT WE'RE TALKING ABOUT. UM THIS PROGRAM WOULD ALLOW THE MUNICIPAL COURTS AND A FAILURE TO APPEAR, UM, ISSUE OR A FAILURE TO PAY ISSUE OR FAILURE . TO FOLLOW JUDGMENT ISSUE TO SUBMIT IT TO THE TEXAS DEPARTMENT OF SAFETY WHERE A DRIVER'S LICENSE RENEWAL WOULD NOT BE PROCESSED WITH AN OUTSTANDING CORRECT FAILURE TO APPEAL. SO YES. SO THE OFFENSES THAT YEAH, THE OFFENSES THAT ARE INCLUDED OR POTENTIALLY, UH, ELIGIBLE FOR THIS SO TO SPEAK THAT CAN YOU GO OVER THOSE SO IN THE MUNICIPAL COURT COURT ASSERTING JURISDICTION? I HAVE THE LUXURY OF HAVING JUDGE PETTY HERE TONIGHT WHO I WILL EVENTUALLY ASK A QUESTION ABOUT THE OFFENSES. BUT THE QUESTION THAT YOU RAISED HERE IS YOU HAVE TRAFFIC AND NON TRAFFIC OFFENSES. THAT ARE WITHIN THE JURISDICTION OF THE MUNICIPAL COURT, AND SO THE PROCESS WHEREBY THE LICENSES COULD BE SUSPENDED FOR FAILURE TO APPEAR.WOULD APPLY TO THOSE TRAFFIC OFFENSES. YOU'RE SPEEDING YOUR PARKING GROUP. THOSE KINDS OF THINGS. BUT THEY COULD ALSO APPLY TO NON TRAFFIC WHICH WOULD BE YOUR CODE VIOLATIONS. YOUR HIGH GRASS WEEDS YOUR, UH, SIMPLE ASSAULT YOUR AH. ALCOHOL POSSESSION BY MINORS. UH THERE'S A NUMBER OF OFFENSES RELATING TO ORDINANCES THAT THIS BODY PASSES. THE THAT ARE IN OUR CODE OF ORDINANCES THAT IF A CITATIONS ISSUED TO THOSE PERSONS WOULD BE SUBJECT TO THE SAME A PROCESS. AND THE COURT UNDER THE TRANSPORTATION CODE. SECTION 706 HAS A. GIVES DISCRETION TO THE COURT. TWO. THE ACT, OR, UH, ACTIVATE THIS, UH SUSPENSION. AND SO. THAT'S THE PROGRAM BASICALLY PROCESSES THOSE THINGS FOR THE COURT, BUT THE ACTUAL STEP TWO. SUSPEND IS DONE BY THE JUDGE. AND SO IF YOU HAD A I THINK YOU HAVE A FOLLOW UP QUESTION. RELATES. TO YEAH.
CODE AND CODE. YEAH, I GUESS THE QUESTION IS TRAFFIC AND CODE. EXCUSE ME. WE DON'T HAVE THE ABILITY TO DICTATE. YOU KNOW WHETHER OR NOT THIS IS USED FOR NON TRAFFIC OR TRAFFIC RELATED OFFENSES, SO IT'S ULTIMATELY AT THE DISCRETION OF THE COURT. THAT IS MY UNDERSTANDING. SO I'M GOING TO ASK JUDGE PATTI, WHO THE FORTUITOUS OCCASION FOR HER TO BE HERE TO TALK ABOUT THAT, BECAUSE CLEARLY THAT IS THE ESSENCE OF YOUR QUESTIONS TO HOW THE COUNCIL IF THE COUNCIL COULD SOMEHOW DISTINGUISH BETWEEN CODE AND TRUMP MARK BEFORE SHE COMES UP. I WANT TO ASK YOU ONE QUESTION. YOU SAID A WORD THAT KIND OF TOOK ME BY SURPRISE. YOU SAID, SUSPEND THE LICENSE, MY UNDERSTANDING FROM READING THIS AND MAYBE INCORRECT IS THAT IT WOULD PLACE A HURDLE IN RENEWAL OF THE LICENSE. IT WOULDN'T SUSPEND THE LICENSE THAT WAS ACTIVE IN MY RIGHT OR WRONG, OKAY? JUDGE PENNY. WITHOUT THE ROAD WITHOUT WITHOUT GOOD EVENING AND COUNCILMAN CLAUDIO YES. YOU ARE ABSOLUTELY CORRECT. I WANT TO MAKE SURE THAT DISTINCTION IS VERY CLEAR THAT THIS IS A PROCESS BY WHICH THE COURT WOULD HAVE DISCRETION TO SEND TO DPS CASES THAT WOULD THEN PLACE A HOLD ON RENEWAL OF A DRIVER'S LICENSE LICENSE IS NOT GOING TO BE ACTIVELY SUSPENDED UPON OUR REPORTING A CASE TO DPS. THANK YOU. YES AND SO, COUNCILMAN BELLA, I WANT TO MAKE SURE I'M ACCURATELY ANSWERING YOUR QUESTION AS WELL. AND I'M GOING TO RESTATE IT. SO IF I GET ANYTHING WRONG, PLEASE LET ME KNOW. MY UNDERSTANDING OF YOUR QUESTION. IS THAT FIRST OFF? DOES THIS APPLY TO CODE AND NON CODE VIOLATIONS? TRAFFIC CASES? YES THE ENTIRE KIT AND CABOODLE WOULD BE AVAILABLE FOR SENDING OFF TO DPS. WITH RESPECT TO WHETHER OR NOT, UM COUNCIL WOULD BE ABLE TO DICTATE WHAT CLASSES CLASSIFICATIONS OF CASES OR WHICH CASES GET SENT OFF.
THAT WOULD BE SOMETHING THAT IS WITHIN THE PURVIEW OF THE COURT ALONE. IT'S IN OUR DISCRETION.
SO COUNCIL IS ABSOLUTELY IT'S YOUR DISCRETION WHETHER YOU DECIDE TO GIVE US YOU KNOW THIS
[00:30:02]
EXTRA PASSIVE ENFORCEMENT TOOL IN OUR TOOLBOX THAT, IN MY VIEW IS A LESS OF AGGRESSIVE ENFORCEMENT TOOL THAN A WARRANT WOULD BE, UM AND SO FROM THAT ANGLE BEING ABLE TO GET PEOPLE INTO COURT. USING THIS TOOL WOULD BE A BLESSING, BUT ALSO IT WOULD BE WITHIN THE COURT'S SOLE DISCRETION. UM TO DETERMINE WHICH CASES GET SENT TO DPS FOR THAT WHOLE TO BE PLACED ON SO I MEAN, MY STRUGGLE IS THAT THAT? YOU KNOW, I CAN'T DICTATE DISCRETION. I CAN'T DICTATE YOU KNOW WHAT? WHAT YOU DO WITH IT? AND WHILE I TRUST THAT YOU CAN DO WELL WITH THAT, I DO. I DON'T LIKE THE IMAGE OF US. NO. PUTTING A BLOCK TO RENEW A DRIVER'S LICENSE FOR A CODE VIOLATION. ULTIMATELY, SOMEONE CAN'T UM, THAT DOESN'T HAVE THE ABILITY TO PAY AND SO WE END UP BEING A COLLECTION AGENCY IN THAT IN THAT WAY, OR USING THIS AS A COLLECTION TOOL IN THAT WAY, BECAUSE IT GOES BEYOND JUST FAILURE TO APPEAR, IT GOES TO FAILURE TO PAY AS WELL AND I DO UNDERSTAND YOUR CONCERN THERE, AND I THINK THERE HAVE BEEN CONCERNS, YOU KNOW, KIND OF STATEWIDE, ESPECIALLY IN OUR POLITICAL CLIMATE. IS THIS GOING TO BE A TOOL OF DISCRIMINATION? AND THE ANSWER IS, FRANKLY, I THINK THAT'S MISGUIDED. THE ABILITY OF THE COURT TO DETERMINE SOMEONE'S INABILITY OR ABILITY TO PAY IS STILL SOMETHING WE WOULD WE WOULD DO.THIS TOOL SIMPLY PROVIDES. YOU KNOW SOME INCENTIVE TO GET PEOPLE INTO COURT, AT WHICH TIME THE FULL RANGE OF ALTERNATIVES ARE STILL AVAILABLE, SO THE JUDGE CAN LOOK AT THE CASE AND DETERMINE IF A PAYMENT PLANS UM APPROPRIATE IF COMMUNITY SERVICE IN LIEU OF PAYMENT IS APPROPRIATE IF A PARTIAL WAIVER OR FULL WAIVER OF FINE AND COURT COSTS AS APPROPRIATE, WE DO HAVE AN INDIGENCY DOCKET. UM AT COURT . THESE ARE CASES THAT WE SCRUTINIZE ALL DAY EVERY DAY.
TAKING INTO ACCOUNT PEOPLE'S FINANCIAL, UM ABILITY TO MAKE PAYMENTS ON THEIR CITATIONS AND THEIR COURT COSTS. AND THAT WOULDN'T CHANGE WITH THIS. THIS IS SIMPLY A MEANS TO GET SOMEONE TO COURT TO TAKE CARE OF THE BUSINESS THEIR BUSINESS WHEN THEY'VE NOT BEEN COMING OTHERWISE. I CAN CERTAINLY APPRECIATE THAT THAT YOU WILL APPLY THE PROPER DISCRETION FOR HIM. BUT I STRUGGLE I STILL STRUGGLE WITH, I GUESS. THINKING THAT THE INSTITUTION SHOULD HAVE THE ABILITY TO IMPLEMENT THAT. SO, UM THANK YOU FOR YOUR ANSWERS. THANK YOU. MOTION TO APPROVE THIS ITEM. SECOND PLEASE CAST YOUR VOTES. PASSES. ADAM. FURTHER ANY CONSENT AGENDA.
[Conduct a Public Hearing to Consider/Discuss/Act on a Request by Sphinx Development Corporation for the Waiver of Roadway Impact Fees in Accordance with the Neighborhood Empowerment Zone Program for the Multi-Family Development (380 Villas) Located at 1101 North Throckmorton Street]
REGULAR AGENDA ITEMS. 30346 CONDUCTED PUBLIC HEARING TO CONSIDER AN ACT ON A REQUEST BY SPHINX DEVELOPMENT CORPORATION FOR THE WAIVER OF ROADWAY IMPACT FEES IN ACCORDANCE WITH THE NEIGHBORHOOD EMPOWERMENT ZONE PROGRAM FOR THE MULTI FAMILY DEVELOPMENT. 380 VILLAS LOCATED 11 OH ONE NORTH TALK MORTON STREET. GOOD AFTERNOON OR I GUESS, GUESS. GUESS WE'RE EVENING ALREADY. SO GOOD EVENING COUNCIL MEMBERS AND CITY MANAGER CRIMES. UM TODAY WE HAVE AN UNEASY WAIVER FOR U N EASY WAIVERS OR NEIGHBORHOOD EMPOWERMENT ZONE IMPACT THE WAIVERS. THEY ARE TO ENCOURAGE INFILL DEVELOPMENT IN THE HISTORICALLY SENSITIVE SIGNIFICANT AREA OF TOWN. UM AND YOU CAN. NO ONE'S TURNED TO CLICK AROUND YET. THERE WE GO.AS YOU CAN SEE FROM THE MAP. THIS IS THE HISTORICALLY SIGNIFICANT AREA OF TOWN. WE'VE HAD THE PROGRAM AROUND SINCE ABOUT 2009. WHEN WE HAVE PEOPLE APPLY FOR THIS WAIVER. IF IT'S A SINGLE FAMILY OR NON RESIDENTIAL , IT CAN TYPICALLY STAY WITHIN STAFF REVIEW BY ONE. IT'S A MULTI FAMILY PROJECT. IT COMES TO COUNSEL FOR REVIEW. AN APPROVAL TODAY WE'VE GIVEN ABOUT $2 MILLION WORTH OF WAIVERS FOR MANY ARE SEVERAL MULTI FAMILY PROJECTS THAT WE'VE HAD COME OVER TIME. AND SO THIS TODAY IS AGAIN A MULTI FAMILY PROJECT. IT IS ACTUALLY ONLY 220 UNITS, NOT 260 UNITS APOLOGIZE FOR THE TYPO , AND IT WILL BE LOCATED IN THE AREA ALONG 3 80 NEXT TO DOWNLOAD RAPID TRANSIT. UM AND THROCKMORTON STREET. THAT LITTLE SECTION OVER THERE. YOU CAN SEE FROM THIS ELEVATION. THIS THIS SLIDE THERE ARE THESE ARE THE ELEVATIONS FOR THE BUILDINGS.
THEY ARE ABOUT THREE STORY BUILDINGS WHEN WE LOOK AT AN EASY WAIVERS FOR MULTI FAMILY PROJECTS, WE LOOK AT THE COMPATIBILITY OF THE BUILDINGS WITH THE NEIGHBORHOOD HOW THEY FIT IN WITH THEIR MASSING AND SCALE AND RHYTHM AND ROOF FORMS AND THINGS. UM AND SO THAT'S SOMETHING THAT WE'VE LOOKED AT WITH THESE. YOU CAN SEE THESE ARE THE ELEVATIONS. AS I POINTED OUT, WE HAVE SOME TWO STORY PRODUCTS AS WELL. UM AND THEN THESE ARE THE SURROUNDING PROPERTIES FOR THE NEIGHBORHOOD . WE HAVE A MIX OF ONE STORY HOMES AND TWO STORY HOMES AS WELL AS TWO STORY APARTMENT BUILDINGS. YOU CAN SEE THAT THE COMMON MASONRY FINISHED THAT
[00:35:02]
THAT WHITE BUILDING IS A CLAD BUILDING. WITH SOME PANELING ON IT. AND THEN THE KIND OF TYPICAL GABLE ROOF STRUCTURES. AND SO THESE STRUCTURES REFLECT THOSE SAME IDEAS WITH THE GABLE ROOFS.THAT KIND OF, UH, NICE. UH, TWO STORY STRUCTURE. THE STUCCO. THE SIDING LEFT SIDING INVOLVED IN THAT SO THEY WE FOUND THEM TO BE COMPATIBLE WITH THE ZONE AND THE AREA. AND SO THEY HAVE REQUESTED THERE AT RODEWAY IMPACT FEES TO BE WAIVED THE AMOUNT FOR THIS PARTICULAR PARCEL AND THIS PROJECT IS ABOUT $619,000 532 CENTS. I STAND FOR ANY QUESTIONS WHEN YOU WHEN YOU MENTIONED THE WE'VE DONE $2 MILLION IN WAIVER . YES, SO FAR IS THAT FROM 19 IN 2009 FROM 2009. IT'S FOR I THINK SIX PROJECTS AND ONE OF THOSE WAS A LARGE PROJECT. THAT WAS 1.3 MILLION. THAT WAS THE ROCK HILL PROPERTY ROCKHILL JEFFERSON PROPERTY. THAT WAS APPROVED BACK IN 2019. SO THAT WAS A BIG CHUNK OF IT. WAS THAT DEVELOPMENT? THANK YOU. THE SIX THAT WE APPROVED. THIS ONE IS A WORKFORCE HOUSING UNIT TAX CREDIT THING WERE THE OTHER SIX ALL LIKE THAT, OR WOULD SOME OF THOSE MARKET BASED PROPERTIES ROCKHILL? I'D HAVE TO LOOK AND SEE. I THINK MOST OF ITS MARKET RATE, BUT I'D HAVE TO LOOK AND SEE WHAT THE COMPONENT OF THAT WAS MARK. I DON'T KNOW IF YOU REMEMBER, BUT I DON'T. UM AND THEN, UM THERE ARE FEW SMALLER ONES UP ON CHESTNUT AND UP ON LAMAR. NORTHWESTERN LAMAR, NORTH CHESTNUT AND WALKER AND THOSE ARE SMALLER, MORE MARKET RATE PROPERTIES AND THEN MERIT HOMES AND NEWSOME HOMES ALSO RECEIVED WAIVERS AND THOSE ARE BOTH MORE AFFORDABLE UNITS. GROVES GROVES, I BELIEVE I DO SOMETIMES AS CATEGORY I'LL COTTON CURVES, RIGHT? COTTON GROOVES IS, BUT IT'S NOT A MULTI FAMILY. YOU'RE RIGHT. SORRY. COTTON CATTLE GROVES IS THAT DEVELOPMENT OF AROUND BUMPUS, AND THERE'S A SINGLE FAMILY ATTACHED UNITS AND SO THEY DIDN'T COME TO YOU TWO MILLION FIGURE. SO. THANK YOU. THANK YOU, WHICH IS A PUBLIC HEARING. ACTUALLY WITH THE APPLICANT LIKE TWO OR IS THE NAME I HAVE EMPRESS THE APPLICANT. OKAY, UM, JOE JOE. UH, HUMANA. SORRY. NO TRIPPING. HMM. GOOD EVENING. MY NAME IS JOSEPH. OH MY DEAR 30, 30 LBJ FREEWAY IN DOLLARS. UM. THANK YOU, MR MAYOR AND MEMBERS OF THE COUNCIL. WE JUST STABBED HIM AS KING. YOU ARE. APPROVAL HELP ON GETTING THIS PROJECT THROUGH. WE WORKED WITH THE STAFF THE ARCHITECT THIS YEAR WE'VE ENGAGED STUFF GOING BACK AND FORTH TO MAKE SURE THAT, UM WE ADDRESS THE REQUIRED FACADE AND ALL THE UM, COACH REQUIREMENT THAT TRIGGER STATES. [00:40:03]
AND GOOD LUCK AT THE STATEMENT. THANK YOU. I GOT A CHANCE TO ATTEND THESE SERIOUS AIRCRAFT.BROWN GROUNDBREAKING. I'M SORRY AT THE AIRPORT LAST WEEK. NICE 50,000 SQUARE FOOT HANGAR, I THINK IS WHAT THEY'RE BRINGING THEIR SO GREAT COMPANY. THEY DO SINGLE ENGINE PLANES. THEY HAVE ALL OF THESE SAFETY FEATURES THAT ARE JUST UNBELIEVABLE. I KIND OF GEEKED OUT A LITTLE BIT AT THE SCIENCE SO LOVED IT. THEY HAVE, UH, A, UM HERSHEY PARACHUTE, SO IF THERE IS AN EMERGENCY AND THEY CAN'T LAND THE PLANS SAFELY, THEY CAN PULL A LEVER AND A PARACHUTE WILL DEPLOY AND IT'S SAVED OVER 200 LIVES ALREADY, SO JUST REALLY IMPRESSIVE COMPANY SO GLAD TO HAVE THEM AS PART OF THE MCKINNEY COMMUNITY. UM ALSO GOT TO GO TO THE SPIRIT OF VOLUNTEERISM AWARDS THAT WAS HOSTED BY VOLUNTEER MCKINNEY, SO GREAT ORGANIZATION THAT HELPS TO CONNECT ALL OF OUR NONPROFIT ORGANIZATIONS HERE IN THE COLLIN COUNTY AREA, AND ESPECIALLY MCKINNEY TO THE COMMUNITIES THEY SERVE. I JUST WANTED TO THINK THAT TEAM FOR BRINGING THAT FORWARD AND HIGHLIGHTING JUST SOME WONDERFUL FOLKS IN OUR COMMUNITY. AND THEN FINALLY, ON FRIDAY LAST WEEK, I GOT TO GO TO VEGA ELEMENTARY SCHOOL TO SPEAK TO THEIR YOUNG FOLKS OVER THERE VERY SPIRITED GROUP OF YOUNG PEOPLE BUT WANTED TO SAY THANK YOU TO MICHAEL FORSYTH, WHO'S THE PRINCIPAL OVER THERE? I GOT TO MEET HIS SUES A VILLAGE VILLAS WHO WENT TO MCKINNEY NORTH HIGH SCHOOL. HE'S ACTUALLY A SENIOR THIS YEAR BUT HAD GONE TO VEGA. AND HE CAME BACK JUST TO SAY HELLO TO THOSE KIDS AND TELL THEM TO STUDY HARD AND TO REALLY ENCOURAGE HIM WANTED TO CONGRATULATE HIS SHOES. HE'S ON HIS WAY TO U. N. T TO STUDY FINANCE AND THEN FINALLY RECOGNIZED AUTUMN JONES, WHO WON THE HULA HOOP CONTEST, SHE HULA HOOP FOR 7.5 HOURS. I WANTED TO CONGRATULATE AUTUMN GOOD JOB ON THE HULA HOOP CONTEST. IT'S A FUN DAY. UM THIS IS, UM THIS IS PROBABLY MY LAST FOR MEETING COULD BE BUT, UM SO I'M GONNA TAKE A LITTLE BIT OF TIME TO RECOGNIZE ONE OF MY FAVORITE CONSTITUENTS SOMEBODY THAT I'VE HAD THE PRIVILEGE OF REPRESENTING, UM FOR THE PAST EIGHT YEARS. UM WELL NEXT WEEK WE HAVE THE BYRON NELSON COME INTO TOWN. IF YOU HAVEN'T BEEN TO THE BYRON NELSON BIOTECH IT AND SHOW UP IT'S AN AMAZING EVENT. THERE IS AN EXCITEMENT OF FOR FOUR DAYS IN MCKINNEY THAT JUST IT RIVALS ANYTHING MCKINNEY'S EVER SEEN DONE, AND IT'S A GREAT EVENT. BUT THE GUY WHO BROUGHT IT. TO THE GUY WHO HAD THE VISION TO BRING IT TO, UH, MCKINNEY WAS DAVID CRAIG AND I, AND I RECENTLY GOT A HOLD OF HIM OF A MAGAZINE THAT THAT KIND OF HONORED DAVID AND THE THINGS THAT HE HAS DONE, AND I DON'T THINK PEOPLE REALIZE WHAT DAVID HAS DONE. UM. AND IT TALKS ABOUT HOW CRAIG RANCH WAS A MASTER PAN COMMUNITY, UM, THAT DAVID CRAIG AND HIS PARTNERS STARTED DEVELOPING MORE THAN TWO DECADES AGO. UM, HE BUILT FARMLAND INTO A THRIVING 2200 ACRE COMMUNITY BOASTING COMMERCIAL RESIDENTIAL MIXED USE RETAIL, THE JEWEL OF THE DEVELOPMENT OF CRAIG, THE TPC CRAIG RANCH IS THE AWARD WINNING PRIVATE GOLF CLUB IS THE IS THE NEW HOME TO THE 18TH TEE BYRON NELSON CLASSIC. CRAIG RANCH IS ALSO HOME TO 500 ACRES OF PARKS AND GREEN SPACE. MCKINNEY'S CORPORATE CENTER AT 270 ACRE EMPLOYMENT DISTRICT THAT HOUSES 1.2 MILLION SQUARE FEET OF OFFICE SPACE. ALSO WITH ADDITIONAL PLANS TO ADD ANOTHER 1.5 MILLION SQUARE FEET OF OFFICE SPACE TO THIS CORPORATE CENTER. UM. AND IT TALKS ABOUT HOW HE IS FAR FROM FINISHED. CRAIG IS CURRENTLY WORKING ON DISTRICT 1 21 OF CORPORATE RETAIL HOSPITALITY RESTAURANT DEVELOPMENT BEING BUILT ADJACENT TO THE CRAIG RANCH. 250 MIXED USE DEVELOPMENT LOCATED IN THE NORTH EAST SECTOR OF HIGHWAY 1 21 SINCE CRAIG FOUNDED IN CRAIG INTERNATIONAL MORE THAN 40 YEARS AGO. HIS COMPANY HAS DEVELOPED MORE THAN 10,000 ACRES OF COLON AND GRAYSON COUNTY. THAT'S PRETTY AMAZING 10,000 ACRES. UM THERE'S A LOT OF CITIES AND IN TEXAS THAT ARE NOT THAT BIG. UM AND IT TALKS ABOUT HOW DAVID IS NOT AFRAID OF WORKING HARD. HE IS ONE OF THE HARDEST WORKING GUYS YOU'D EVER WANT TO MEET.
HE'S INVOLVED AND BUSY. UM HE'S CONSIDERED ONE OF THE 500 MOST INFLUENTIAL LEADERS IN THE DALLAS FORT WORTH AREA, WHICH IS VERY IMPRESSIVE. AND THEN HIS HIS TALKS ABOUT HOW HE IS NOT
[00:45:05]
LIMITED TO REAL ESTATE. HE'S ALSO A BUSY SUPPORTER OF HIS COMMUNITY. CRAIG INTERNATIONAL SUPPORTS CHARITABLE ORGANIZATIONS LIKE THE BOYS AND GIRLS CLUB OF AMERICA. THE FAMILY PLACE. HABITAT FOR HUMANITY. THE SAMARITAN IN SMILES, CHARITY LOVE LIFE FOUNDATION. AND THE AMERICAN HEART ASSOCIATION. WHAT A GREAT INDIVIDUAL THIS, UM. UM THAT I HAVE AS A CONSTITUENT IN MY DISTRICT. UH HE SAYS HIS GREATEST ACCOMPLISHED, HE SAYS WHAT HIS GREATEST ACCOMPLISHMENT IS THE BYRON NELSON. BUT THEN HE TALKS. UM DAVID ONCE WAS TELLING ME ABOUT HIS BIGGEST DISAPPOINTMENT, AND HIS BIGGEST DISAPPOINTMENT WAS WHEN, UM, THE CITY COUNCIL APPROVED UM, THAT THE DALLAS BURN WOULD COME AND BRING THEIR SOCCER PROFESSIONAL SOCCER STADIUM HERE TO MCKINNEY . THE COUNCIL HAS APPROVED IT. IT WAS A DONE DEAL AND NOT SURE EXACTLY WHAT HAPPENED. NOT SURE EXACTLY WHAT WENT DOWN. BUT THE NEXT COUNCIL MEETING IN FRONT OF THE THINK THE FORGET WHO THEIR WHAT THE OWNER IS WAS RAY HUNT. UM. UM AND THEY JUST CANCEL IT ON HIM. HE JUST CANCELED IT ON HIM, AND THAT WOULD HAVE THAT THAT SOCCER STADIUM THAN THEY JUST THEY JUST WENT UP THE ROAD AND BUILT IT IN FRISCO. AND IF YOU'VE EVER BEEN UP THERE, IT'S AN AMAZING PLACE. THERE'S ABOUT YOU KNOW, HALF A BILLION OR A BILLION, YOU KNOW? THAT VALUE AROUND THAT SOCCER STADIUM THAT COULD HAVE BEEN BUILT IN MCKINNEY. AND I THINK, UM, SOMETIMES UM WE DON'T HAVE THE VISION. I THINK OF THIS AIRPORT AND THE BOND THAT WE, YOU KNOW, THE BOND ELECTION AND PEOPLE, SO IT'S VERY COSTLY. WELL, YEAH, IT'S GOING TO COST MCKINNEY ABOUT. 12 TO $15 MILLION A YEAR. IN UM, AN INTEREST IN PRINCIPLE. TO CREATE $700 MILLION OF ECONOMIC BENEFITS. LET ME PUT THAT INTO A LITTLE BIT EASIER. I THINK 15,000 JUST TAKE OFF THREE ZEROS. 15 WE'RE GOING TO SPEND 15,000 TO CREATE $700,000 WORTH OF ECONOMIC VALUE. THAT'S UM SALES TAX PROPERTY TAX, BRINGING HUNDREDS AND HUNDREDS OF EMPLOYEES INTO THE CITY OF MCKINNEY AND EMPLOYMENT. UM I HOPE THAT WE DON'T HAVE THAT DISAPPOINTMENT WHEN IF THIS EVER THE BOND IS VOTED DOWN, AND I'M HOPING THAT THE CITY CITIZENS CAN SEE THE VALUE OF WHAT THIS AIRPORT WILL BRING. BUT GOING BACK TO DAVID CRAIG. DAVID I LOVE YOU. I AM GRATEFUL FOR YOU.UM YOU ARE A, UH, SOMEBODY THAT ANY CITY WOULD HAVE LOVED TO HAVE. AND WE HAVE BEEN BLESSED BY YOU AND I AM GRATEFUL TO HAVE KNOWN YOU AND BE A PARTNER WITH YOU. AND, UM AND GETTING THINGS DONE IN MCKINNEY. SO THANK YOU. THAT'S ALL I HAVE. RIGHT COUNSELOR. I GOT FOUR THINGS JUST TO MENTION ONE. UM IT WAS A WEEK AND A HALF AGO, I GOT TO GO TO CHESTNUT SQUARES. FARM TO TABLE. UH DINNER AND WHAT A GREAT EVENT. GREAT ORGANIZATION. THERE'S UH, ADVOCATING FOR SO MANY THINGS IN OUR COMMUNITY, BUT NOT ONLY, UM, KIND OF HISTORY AND HISTORIC PRESERVATION, BUT ALSO HEALTHY FOOD AND YOU KNOW, AVAILABILITY, AND THEY DO A GOOD JOB WITH THEIR ONGOING UM. FARMERS MARKET AND ALL THE THINGS THAT THEY DO, AND GOOD ORGANIZATION IS TO SUPPORT AND A GREAT DINNER EVENT THAT THEY HAD. LAST SATURDAY WAS THE HOUSING COMMUNITY DEVELOPMENT COMMUNITY CONNECTION FAIR. WHERE A WE FILLED A GYMNASIUM FULL OF, UM I GUESS SERVICE PROVIDERS OR VENDORS THAT, UM. HELPFUL RESOURCES TO OUR COMMUNITY, AND I DON'T KNOW THAT YOU COULD FIND A BETTER COLLECTION OF WHAT'S GOOD ABOUT MCKINNEY THAN WHAT'S IN THAT ROOM. PEOPLE WHO ARE WORKING TO IMPROVE PEOPLE'S LIVES. AND JUST A GREAT SET OF ORGANIZATIONS THAT WERE THERE. AND GOOD JOB BY THE HOUSING AND COMMUNITY DEVELOPMENT FOR PUTTING THAT ON.
IT'S A GREAT GREAT EVENT AND FOR PEOPLE TO FIND THOSE RESOURCES ARE FOR NEIGHBORS TO FIND THOSE RESOURCES FOR THEIR NEIGHBORS OR FRIENDS OR WHEREVER ELSE, I WILL ECHO WHAT A LOT OF PEOPLE SAID ABOUT THE DOWNTOWN DEVELOPMENT MEETING. MICHAEL QUENTIN, A GREAT JOB. AND I THINK GETTING THE INPUT THE WAY WE'RE DOING, IT IS GOING TO BE BENEFICIAL TO US. AND LASTLY, LAST WEEK, I
[00:50:07]
WENT TO A MEETING THAT HAS BEEN ONGOING FOR SOME TIME. BUT IT IS, UM TRANSITIONING, UM, WITH THE EAST SIDE REDEVELOPMENT, THE CITY PUT TOGETHER A GROUP OF LIAISONS THAT WE'RE TRYING TO HELP SHAPE HOW WE COMMUNICATE WITH EAST MCKINNEY AND WITH THE COMMUNITY THAT WOULD BE AFFECTED. AND THESE ARE ADVOCATES FOR THEIR COMMUNITY. AND, UM. THERE'S AN EFFORT THAT THEY'RE MAKING TO TRANSITION TO MORE OF A NEIGHBORHOOD ASSOCIATION AND THE DIFFERENT LEGACY NEIGHBORHOODS SO UM, LEWISVILLE AND LA LOMA AND WILCOX AND. ROCK WALL AND CENTRAL OR MOUZON. I MEAN, SO YOU'VE GOT THIS GROUP OF CITIZENS THERE THAT ARE TRYING TO CREATE ORGANIZATIONS FOR THEIR COMMUNITY. AND UM, JUST WATCHING THAT TRANSITION. WE'VE GOT SOME OF THOSE REPRESENTATIVES HERE, MISS DEBORAH'S HERE AND MEGAN'S HERE AND THEY'RE WORKING HARD TO BRING THAT ABOUT. AND, UM ALSO, UM MISS DIANE CRAIG WAS INVITED FROM THE MCKINNEY HISTORIC NEIGHBORHOOD ASSOCIATION. CANADA TALK ABOUT. HOW THE HISTORIC NEIGHBORHOOD ASSOCIATION CAN BE A GOOD EXAMPLE FOR THEM KIND OF A LOOSE FITTING NEIGHBORHOOD ASSOCIATION, AND THAT ORGANIZATION HAS BEEN WORKING NOW. THIS IS THEIR 30TH YEAR THAT THEY'VE BEEN A NEIGHBORHOOD ASSOCIATION AND, UM AND, UM I'M PROUD OF EAST MCKINNEY AND ALL THE REPRESENTATIVES IN THAT ROOM AND WHAT THEY'RE DOING AND THE WORK THEY'RE PUTTING INTO IT.AND I DON'T KNOW THAT THEY COULD HAVE A BETTER EXAMPLE. THEN THE HISTORIC NEIGHBORHOOD ASSOCIATION ON HOW TO HOW TO NAVIGATE THOSE WATERS. SO GOOD MEETING AND EXCITED ABOUT EXCITED ABOUT WHAT'S TO COME. THANK YOU, MR MAYOR. I JUST HAVE ONE THING. UM I GOT TO ATTEND FRIDAY THE HUD SCALER. AND I THINK MOST EVERYBODY KNOWS WHAT HUGS IS. IT'S A IT WAS STARTED BY LADY NAMED RUTH THOMPSON. AND IT TAKES KIDS THAT ARE DEVELOPING OR INDIVIDUALS THAT ARE DEVELOPMENTALLY CHALLENGED. AND GIVES THEM THE OPPORTUNITY TO GO TO WORK. IT'S A VERY INSPIRING AND THE STORY. AND THERE'S SO MANY OF THESE KIDS, THESE INDIVIDUALS YEAH. HAD THE ABILITY TO WORK OR YOU HAVE TO DO IS TRYING THEM. AND SO THEY HAVE MADE GREAT STRIDES EVERY YEAR. THEIR GALA GETS BIGGER AND BIGGER AND MORE MONEY COMES IN. THEY NOW ARE GOING TO BUILD A TRAINING FACILITY TO HELP TRYING THESE INDIVIDUALS TO WORK IN RESTAURANTS AND GROCERY STORES AND EVERYTHING ELSE. SO I JUST WANTED TO SHOUT OUT AND AH, LET THEM KNOW HOW VALUABLE THEY ARE TO THE OUR COMMUNITY. I'M GOING TO PIGGY BACK A LITTLE BIT ON THAT. I WANT TO TALK ABOUT UNIQUE BY NATURE. WHAT IT MEANS TO ME BECAUSE IT GETS THROWN AROUND A LOT, BUT TALK ABOUT TWO LADIES. THAT HELPED MCKINNEY BE SO UNIQUE BY NATURE, ONE OF THEM AND I WISH WE WEREN'T IN BOTH THESE REGARDS. I WISH THIS WAS EVERYWHERE, BUT ONE OF MISS RUTH THOMPSON. THE WAY RUTH STARTED HUGS WAS SHE WAS AN EMPLOYEE AT MARKET STREET. AND SHE STARTED PUTTING THESE THINGS ON COOKING AND FOR THESE DISABLED KIDS, AND SHE IS A SHE IS AN ORDINARY LADY WHO'S GOT AN EXTRAORDINARY PASSION WHO HAS BEEN ABLE TO MARSHAL THE FORCES OF AN EXTRAORDINARY CITY. TO DO THESE THINGS, AND SHE'S ALWAYS TELLING ME HOW MANY CITIES ARE CALLING HER TO SAY. HEY WE NEED THIS TO WE NEED THIS TO WELL, YEAH, THEY NEED THIS TOO, BECAUSE YOU KNOW WHAT? WE TALKED ABOUT THE UNEMPLOYMENT RATE BEING LOW, BUT THE UNEMPLOYMENT RATE FOR THESE DISABLED ADULTS IS AROUND 80. SO IT'S A MAGNIFICENT BLESSING TO MCKINNEY. IT'S MAGNIFICENT BLESSING THAT THESE FOLKS AND IT'S A IT'S. IT'S SUCH A THING THERE. YOU'RE ALLOWING THESE PEOPLE TO DIGNITY OF PRODUCTIVITY. THE OTHER LADY I WANT TO CALL TO ATTENTION TO IS A TO SIMMONS. ADA HAD A SITUATION THIS WEEK WHERE SHE CREATED A UNITY DAY WITH FOUR CHURCHES THAT MET AT FINCH PARK.
THERE'S A COUPLE THINGS ABOUT THAT THAT WON'T TALK ABOUT ONE OF THEM IS ADA WAS SPAT OUT BY HURRICANE KATRINA IN THE MCKINNEY, TEXAS, SO WERE THE BENEFICIARY OF HURRICANE KATRINA . FOR THIS SIMPLE OLD LADY SCHOOL TEACHER FROM NEW ORLEANS TO MCKINNEY, TEXAS, AND ADA IS IF YOU'VE NEVER MET A TO DO IT, BUT BE PREPARED CAUSE SHE WILL PEER INTO YOUR SOUL WHEN SHE'S TALKING TO YOU. SO SHE BASICALLY SAID Y'ALL NEED TO COME OUT WHEN NEEDED, SAYS I NEED TO DO SOMETHING. I'M JUST GOING TO DO IT. AND SO HERE'S THESE FOUR CHURCHES THERE AT FINCH PARK. UM THEY WERE CELEBRATING TOGETHER, LOVING ONE ANOTHER TALKING ABOUT THE MINISTRY TOGETHER IN THE
[00:55:04]
OTHER THING THAT WAS THERE THAT WAS UNIQUE ABOUT MCKINNEY'S FLINCH PART, FINCH HAS GOT A REALLY COOL LOCATION. IT'S GOT A REALLY COOL TOPOGRAPHY. BUT WHEN I MOVED HERE IN 1996, IT WAS A PRETTY WORE OUT PARK THAT NOBODY WENT TO AND IT STAYED WORE OUT FOR A LONG TIME UNTIL MICHAEL KOWSKI CAME IN, BASICALLY REDID IT AND WITH HIS VISION AND WITH OTHER FOLKS IN THE CAN AND WANT TO GIVE KOWSKI ALL THE CREDIT, BUT HE'S THE CATALYSTS THERE. BUT HERE'S THE LAST PART ABOUT FINCH PARK FINCH PARK HAD AN OLD PLAYGROUND THAT NOBODY EVER PLAYED ON ANYMORE. THAT PLAYGROUND WAS TAKEN APART, BOLT BY BOLT. PLEASE BUY PIECE BY A MISSION GROUP. CENTENE NAMBIA.IN NAMBIA WAS REASSEMBLED PIECE BY PIECE BOLT BY BOLT, AND I GOT TO WATCH A VIDEO OF THIS. THIS 1000 KIDS SCHOOL WITH NO PLAYGROUND NOW THRILLED TO HAVE THE PLAYGROUND THAT USED TO BE AT FINCH PART SO. YOU DON'T WANT IT COMES TO UNIQUE BY NATURE. IT IS A VERY SUBJECTIVE THING. BUT THIS SEAT THAT I'VE BEEN SO FORTUNATE TO HAVE FOR ABOUT 15 MONTHS HAS GIVEN ME THE OPPORTUNITY SO OPPORTUNITY TO SEE SO MANY PEOPLE IN SO MANY DIFFERENT THINGS WITH IT. I'LL FINISH WITH JUST A COUPLE OF THINGS. THE VOLUNTEERING THE VOLUNTEER MCKINNEY BANQUET WAS REMARKABLE. JACKSON TURNER WON THE YOUTH AWARD AND A LOT OF PEOPLE UP ON THIS COUNCIL KNOW JACKSON. BUT ME AND THOSE OTHER TWO KIDS GAVE HIM A RUN FOR HIS MONEY. I MEAN, THEY WERE IMPRESSIVE KIDS IF YOU KNOW Y'ALL WERE THERE, SO, UM I THINK THAT'S IT, MR MAYOR, BUT THANK YOU SO MUCH. OKAY WELL, I JUST WANTED TO ONCE AGAIN PERSONALLY CONGRATULATE CHIEF PAUL DOW.
WE'RE VERY EXCITED ABOUT THE FUTURE OF THE FIRE DEPARTMENT. I CAN TELL YOU. I KNOW I'VE SHARED THIS WITH MEMBERS OF THE COUNCIL, BUT CERTAINLY MEMBERS OF THE PUBLIC YOU NEED TO KNOW THAT MCKINNEY ATTRACTS THE BEST TALENT IN THE INDUSTRIES. WHATEVER THE PROFESSIONAL FIELD IS, WE ARE BLESSED THAT WE ARE THAT WHEN I HAD THE OPPORTUNITY , OF COURSE, THE PRIVILEGE TO INTERVIEW THE FINALISTS FOR THAT POSITION AND THEY WERE OUTSTANDING. WE HAVE REALLY, REALLY TOP TALENT INTERESTED IN WORKING FOR MCKINNEY, AND I THINK IT'S IMPORTANT FOR THE COMMUNITY TO UNDERSTAND THAT BECAUSE IT MEANS SO MUCH IN TERMS OF YOUR ABILITY TO GET THINGS DONE AS A COMMUNITY. WE HAVE ELECTION ON THE SQUARE AT SIX PM THE POLLS CLOSE AT SEVEN PM AND IT REALLY IS OUR OWN LITTLE WHOVILLE THAT WE HAVE HERE IN MCKINNEY. IT DOESN'T MATTER WHAT SIDE OF THE TABLE YOU WERE ON FOLKS FROM BOTH SIDES. THOSE WHO WIN THE ELECTION THOSE WHO LOSE THE ELECTION. IT'S A GREAT THING FOR THE COMMUNITY. THEY SHOW UP AT OUR ELECTION ON THE SQUARE AND CELEBRATE DEMOCRACY AND WHAT IT MEANS IN A LOCAL COMMUNITY LIKE MCKINNEY, SO I WANTED TO REMIND FOLKS OF THAT. THAT'S ALL I HAVE, SIR. IT'S BEEN A LOT OF PRAISING OF MICHAEL QUINT TODAY. WELL DESERVED, BUT JENNIFER ARNOLD IS IN THE ROOM. WHO IS THE POWER? YES, POWER. ALONGSIDE OF MICHAEL ON THAT TEAM. UM TELECONFERENCE IS GOING TO BE HERE THIS WEEK. THEY THERE'S PEOPLE FROM ALL OVER THE COUNTRY 120 DIFFERENT ELECTED OFFICIALS THAT ARE CONVERGING ON MCKINNEY FOR THREE DAYS FOR A CONFERENCE AND LEARN THINGS SHARE THINGS LEARN FROM EACH OTHER. GRAND HOTEL IS PUTTING HOSTING MOST OF THEM WERE WAS THERE A LOT OF OVERFLOW SO SUMMER WILL BE AT THE SHERIDAN AS WELL. BUT GRAND HOTEL RICK WELLS. THAT WHOLE CREW HAS BEEN FANTASTIC IN THE ACCOMMODATING THEM. UM APPRECIATE THAT VALLEY CREEK ELEMENTARY P T A THE FRIENDSHIP BRACELET. PROJECT THEY SET A WORLD RECORD ELEMENTARY SCHOOL STUDENTS. ASSEMBLED A FRIENDSHIP BRACELET THAT WHEN WORKING ON IT NOW FOR A LONG, LONG TIME. AND IT MEASURED 2795 FT, WHICH IS OVER HALF A MILE. AND THESE LITTLE KIDS HAVE BEEN WORKING ON
[01:00:01]
THIS BECAUSE THEY WANT TO HAVE A SYMBOL. OF PEACE AND KINDNESS AND LOVE AND HOPE. AND FRIENDSHIP AND RESPECT, AND THEY HAD OTHER. YOU KNOW ALL THE WORDS ASSEMBLED THAT THEY WANTED TO CONVEY WITH THIS PROJECT, AND WE GOT A SURVEYOR OUT THERE, TOO. DO EVERYTHING YOU HAVE TO DO LICENSED SURVEYOR VIDEO. TAPE THE EVIDENCE AND MULTIPLE WITNESSES IN SIGN AFFIDAVITS, BUT WE DID IT MISSED THE STADIUM AND AGAIN, THESE LITTLE KIDS, A OVER HALF MILE OF A FRIENDSHIP BRACELET. SO THAT WAS THAT WAS QUITE A THING, AND WE'RE GOING TO SEE THAT BEING PROMOTED OR BEING TALKED ABOUT ON SOME NATIONAL TELEVISION SHOWS HERE COMING UP VERY SOON. I'M GONNA BRAG ABOUT MY WIFE, MAINLY PUTTING TOGETHER THE WOMEN IN SERVICE AWARD THIS FRIDAY WITH OPAL LEE WILL BE THE GUEST SPEAKER FOR THE SHE'S THE EVENT . SHE IS THE MOTHER, GRANDMOTHER AND MOTHER OF JUNETEENTH. AND, UH, AN INCREDIBLE WOMAN. AND HUGS GALA. THERE'S NOTHING YOU CAN SAY ABOUT HUG SCALER THAT'S NOT DESERVED. THAT JUST STARTED HUGS ORGANIZATION THERE SO GREAT TO HAVE ALL THE HUGS, TEAMMATES THERE AND THE VIDEO THAT WAS TOUCHING THAT EVERYONE. EVERYONE THERE SAW IT WAS COMPLETELY MOVING AND TOUCHING. AND LAST THING I'LL SAY, SAY, AS I SEE OUR POLICE HERE IN THE ROOM AND WE HAVE THE BEST, PLEASE DEPARTMENT AND FIRE DEPARTMENT THERE COULD POSSIBLY BE WERE THE SECOND SAFEST CITY IN THIS COUNTRY AND OUR SIZE AND WE'VE GOT AN INCREDIBLE FIRE DEPARTMENT THAT WINS THE HIGHEST AWARDS. IT CAN WIN AND MORE THAN THAT, YOU GUYS ARE ALWAYS SO ENGAGED WITH COFFEE WITH COPS THIS PAST WEEKEND I WAS NOT ABLE TO BE THERE. I HAD ANOTHER EVENT. UM AT MAYOR PRO TEM RADIUS CHURCH WHERE THEY HAD THE YOUTH GLOBAL YOUTH SERVICE EVENT AND THE CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS. THERE HAVE BEEN INCREDIBLE COMMUNITY PARTNER AS WELL. SO I WAS AT THAT EVENT, NOT A COPY OF COPS, BUT OUR POLICE ARE ALWAYS OUT AND ENGAGING THE COMMUNITY. SO IN ADDITION TO KEEPING US SAFE, THEY ARE JUST CONSTANTLY BUILDING TRUST. OUT THERE AND THEY'RE AWESOME. INCREDIBLE.PEOPLE WERE BLESSED TO HAVE YOU. WITH THAT A MOTION TO ADJOURN, MOVED. SECOND FAVOR. I MHM.
