WE ARE OUTPATIENT SUBSTANCE ABUSE TREATMENT, AND WE ARE THE ONLY ADOLESCENT FACILITY IN MCKINNEY THAT UTILIZES THE LIFE PATH FUNDING. WE ALSO HAVE A CONTRACT WITH CHILD PROTECTIVE SERVICES. SO WE WORK LIKE YOU GUYS. YOU GUYS GET PAID A WHOPPING SALARY EVERY TIME YOUR BUTT IS IN ONE OF THOSE SEATS. THAT'S HOW WE GET PAID IN OUR CONTRACTS. WHEN THERE'S SOMEONE THERE. WHAT THAT DOESN'T ALLOW US TO DO. HOPEFULLY YOU KNEW I WAS JOKING.

I DON'T THINK YOU'RE OVERPAID. UM SO AND WE AREN'T EITHER. SO LIKE THE SCHOOL DISTRICT, YOU HAVE TO HAVE SOMEBODY THERE FOR US TO GET PAID THROUGH OUR CONTRACTS. YOU HAVE TO HAVE SOMEONE IN THE SEAT. THE FUNDING FROM THE STATE HAS NEVER CHANGED HASN'T CHANGED IN 10 YEARS. SO WE STILL RECEIVE $50 A NIGHT FOR SOMEONE TO BE IN TREATMENT WITH US AND SAID THAT HASN'T CHANGED IN 10 YEARS. IF I WERE TO GO OUT AND DO THIS AS A FOR PROFIT BUSINESS CAN MAKE ANYWHERE FROM 250 TO $350 A NIGHT PER BUT IN SEED SO WHAT WE DO WE ARE PASSIONATE ABOUT HELPING THE PEOPLE OF MCKINNEY AND COLLIN COUNTY THAT WOULD NOT BE ABLE TO AFFORD TREATMENT SINCE JUNE OF 2022. WE'VE HAD 100 AND 31 ADULTS GRADUATE OUR PROGRAM. 53 OF THOSE HAVE BEEN MCKINNEY RESIDENTS ARE ADOLESCENTS. WE'VE HAD 18 KIDS SO FAR, AND FIVE OF THOSE HAVE BEEN MCKINNEY RESIDENT, SO WE SERVE THE ENTIRE COLLIN COUNTY. BUT PRIMARILY WE'RE HERE. SO WHAT WE'RE ASKING FOR IS WE'D LIKE TO ASK FOR $100,000 FROM THE ABATEMENT MONEY TO GO TOWARDS AN ADULT AND ADOLESCENT COUNSELOR. THERE'S MULTIPLE THINGS ON THAT RULING THAT WE COULD UTILIZE IT FOR PREVENTION. LIFE PATH HAS RECEIVED $1.5 MILLION FROM THE COUNTY FUNDS. THEY'VE GIVEN IT DIRECTLY TO THEM, AND THEY'RE CHOOSING TO USE IT FOR NARCAN AND PREVENTION. SO IF WE GET A COUNSELOR INSTEAD OF HAVING 12 SCHOLARSHIPS FOR $50,000. I CAN HAVE A COUNSELOR THAT WORKS WITH 15 TO 20 INDIVIDUAL CLIENTS FOUR TIMES A YEAR, SO I CAN HAVE ALMOST 80 PEOPLE AS OPPOSED TO IF WE DID IT AS A INSTEAD OF A BUTTON SEAT CONTRACT. IT ALLOWS US THE ABILITY TO DO PREVENTION . IT ALLOWS US TO SPEAK TO SCHOOLS. WE HAVE A PARTNERSHIP WITH SERENITY. WE GO TO D A P AND TALK, SO IT ALLOWS US WITH ANOTHER COUNSELOR WITH TWO NEW COUNCILORS. IT ALLOWS US TO FREE UP MORE TIME I REALIZED THAT THIS IS A ONE HIT WONDER RIGHT NOW. WE DON'T KNOW WHEN MONEY'S COMING AGAIN. IF WE GET IT NOW IT AFFORDS US TO PUT THE MONEY WE WOULD SPEND ON COUNSELORS FORWARD NEXT YEAR SO WE CAN CONTINUE TO BE HERE FOR THE NEXT 12 YEARS. 23 030381 UPDATE ON THE ACTIVITIES OF THE MAYOR'S TASK FORCE ON HOMELESSNESS. GOOD AFTERNOON. GENETIC AND DIRECTOR OF HOUSING COMMUNITY DEVELOPMENT. AND I AM HERE TO PROVIDE AN UPDATE ON THE ACTIVITIES. OF THE MAYOR'S TASK FORCE ON HOMELESSNESS.

OTHERWISE. THERE WE GO. I'LL START BACK AT THE BEGINNING. SO THE MAYOR'S TASK FORCE ON HOMELESSNESS IS NOT QUOTE UNQUOTE OFFICIAL CITY ORGANIZATION. IT WAS STARTED AT THE BEHEST OF MAYOR GEORGE FULLER IN LATE 2019 AS A RESPONSE TO RESIDENT CONCERNS ABOUT THE INCREASING VISIBILITY OF HOMELESSNESS. IT IS KIND OF A POLICY COMMITTEE WHERE MAYOR AND OTHER POLICY MEMBERS. COUNTY COMMISSIONER THE REPRESENTATIVE FROM HOUSING FORWARD WHICH IS THE ORGANIZATION THAT ADMINISTERS THE HOMELESSNESS, HAD FUNDING FOR DALLAS AND CALLING COUNTY AND OTHER EXECUTIVE DIRECTORS OF SOCIAL SERVICE AGENCIES GET TOGETHER QUARTERLY AND TALK ABOUT WHAT THE EXPERIENCES HAVE BEEN WHAT THE NEEDS ARE. AND SO MORE OF A HIGH LEVEL HIGH LEVEL MEETING, USUALLY ABOUT AN HOUR QUARTERLY . WE DO HAVE A MCKINNEY HOMELESS COALITION THAT MEETS EVERY MONTH ON THE SECOND THURSDAY OF THE MONTH AT FIRST BAPTIST MCKINNEY AT 11 A.M. AND THAT IS MORE FOR FOLKS WHO ARE WORKING WITH HOMELESS POPULATIONS OR PREVENTING HOMELESSNESS ON A DAILY BASIS. SO FAR SERVICE PROVIDERS BUT THIS IS THE ANNUAL UPDATE THAT WE DO KIND OF ON THE ACTIVITIES OF THE MAYOR'S TASK FORCE ON HOMELESSNESS. SO THE FIRST SLIDE THIS SHOWS MCKINNEY POINT IN TIME COUNT, AND THIS IS AN ANNUAL COUNT. THAT IS DONE FOR HUD AND OUR HUD FUNDING IS BASED ON HOW MANY FOLKS BASICALLY THAT WE COUNT AT THIS ANNUAL POINT IN TIME COUNT. IT'S NOT REALLY A VERY GOOD REPRESENTATION OF HOW MANY FOLKS ARE EXPERIENCING HOMELESSNESS IN MCKINNEY. IT IS GENERALLY IN JANUARY FEBRUARY VERY COLD AND IT IS ONE NIGHT OUT OF THE YEAR SO BUT IT IS GOOD FOR TRACKING TRACKING KIND OF TRENDS OVER TIME. SO YOU CAN SEE IN 2021 ARE INDIVIDUALS. TOTAL INDIVIDUALS THAT WERE COUNTED WAS 215 WERE UP TO 233 THIS YEAR AND YOU CAN SEE CHRONICALLY HOMELESS TOOK A SHARP UPTAKE IN 2022 CAME BACK DOWN IN 2023 YOUTH IS KIND OF TRENDING DOWNWARD. UH AND SO THIS TRUST FUND IS GOING TO MAKE DOLLARS AVAILABLE TO DIFFERENT CITIES, COUNTIES AND THE STATE TOO. TO COMBAT THE OPIOID CRISIS. SO. AS PART OF FINANCE WOULD LIKE TO AS PART HERE IS JUST TO KIND OF TELL YOU WHAT THE FACTS ARE, AND THEN HOW WE ACTUALLY GO ABOUT DISTRIBUTING. THAT WILL BE UP TO YOU, BUT IS PART OF THE SETTLEMENT. THE PHARMACEUTICAL COUPLE OF COMPANIES AND MANUFACTURERS HAVE 18 YEARS TO SETTLE THE FUNDS.

UM, SO IT'S GOING TO BE A LONG PERIOD OF TIME. AND I CAN HEAR TELL YOU WHAT WE'VE RECEIVED TO DATE. WHAT WE'RE GOING, WHAT WE'RE SCHEDULED TO RECEIVE WHAT OR THE OR THE ORGANIZATIONS ARE GOING TO RECEIVE DURING THIS AND THEN WE'LL HAVE. WE CAN TALK A LITTLE BIT ABOUT HOW WE GO ABOUT DISTRIBUTING OUR SHARE. SO AS PART OF THIS IS THE $1.6 BILLION, THERE'S THIS LONG CHART THAT THE COMPTROLLER'S OFFICE HAS DONE THAT SHOWS HOW IT'S ALL DISTRIBUTED. BUT ABOUT I THINK ALMOST 300 MILLION WAS GIVEN TO CITIES AND COUNTIES AROUND TEXAS FOR DISTRIBUTION. OUR SHARE OF THAT HERE IN MCKINNEY WAS $450,000. NOW, TODAY WE RECEIVED 141,000 OF THOSE DOLLARS AND WE DON'T KNOW WHEN WE WILL RECEIVE ANY MORE DOLLARS DIRECTLY FROM THIS TRUST FUND TO US. AT THIS POINT, THERE'S NO SCHEDULE GIVEN , BUT BUT WE DO WE HAVE RECEIVED 141,000 TO DATE. SO THE ABATEMENT COUNCIL ALSO HAS. GRANT APPLICATION PROCESS FOR QUITE A BIT OF OTHER DOLLARS.

WE'RE IN WHAT'S CALLED REGION 18. AND THERE'S $40 MILLION AVAILABLE IN THAT REGION 18.

THEY HAVE NOT PUT OUT HOW THEY'RE GOING TO ASK FOR GRANTS. THEY HAVEN'T PUT OUT ANY OF THAT YET. UM BUT IN WE'RE IN REGION, 18, WHICH IS COLLIN COUNTY, DENTON COUNTY, GRAYSON COUNTY IN ROCKWALL COUNTY, SO WITHIN THAT THEY'RE GOING TO DISTRIBUTE THIS. THIS TRUST FUND IS GOING TO DISTRIBUTE $40 MILLION SO WE CAN BE PART OF THAT, BUT DIRECTLY. ALL WE RECEIVED TODAY IT IS 141,000. WITH PROMISE FOR ABOUT ANOTHER. 300,000 OVER. A LONG PERIOD OF TIME. SO. WE CAN USE THE DOLLARS OR THE DOLLARS CAN BE USED IN MANY DIFFERENT WAYS. FRANKLY MOST OF THEM FALL

ABSOLUTELY AND THE MONEY ABSOLUTELY HAS TO BE USED FOR THAT PURPOSE AND YOU KNOW, WE WOULD MAKE SURE THAT THE DOLLARS WERE REPORTED CORRECTLY , UH AND MAKE SURE THEY'RE DISTRIBUTED CORRECTLY THROUGH THAT PROCESS. YEAH. YEAH I'M I'M WITH THE MAYOR PRO TEM IN TERMS OF SAYING THAT THIS GOES TO THE TREATMENT. AND IF WE TAKE THIS WHITE AND HER WORD, WHICH I DO THERE'S LIFE PATH, AND THERE'S GRACE TO CHANGE MY PATH GOT 1.5 MILLION FROM THE COUNTY.
