[Recognition of Mayor Pro Tem Rainey Rogers, Outgoing City Council Member for District 2]

ROGERS, WHO HAS SERVED THIS CITY SO FAITHFULLY AND SO. WITH INTEGRITY AND HONOR FOR EIGHT YEARS. SO SOMEONE LIKE THE START AND THE END. I CAN START RIGHT? YOU WILL. YOU WILL DEFINITELY BE MESSED UP HERE. I APPRECIATE YOUR COMMITMENT TO YOUR FAITH. FAMILY AND YOUR CITY AND YOU SERVED IT WELL. THANK YOU FOR THAT SERVICE. THANK YOU. RATING WE'VE KNOWN EACH OTHER FOR. IT DOESN'T SEEM LIKE IT BY ABOUT 30 YEARS AND UM, SO GRATEFUL FOR EVERYTHING YOU'VE DONE TO MCKINNEY. YOU HELPED LEAD ME HERE TO MCKINNEY. AND I'LL SAY THIS IS A KIND OF A COMMENT TO THE FOLKS UP HERE. THESE BOARDS WORK BEST WHEN THERE'S FRICTION. AND RAINY WILL NEVER BACK DOWN.

AND SO EVERY VOTE IS EARNED. EVERYTHING IS ADJUDICATED. AND THAT'S EXACTLY WHAT SHOULD HAVE HAPPENED. AND YOU DID IT TREMENDOUSLY, AND I HONORED TO HAVE SERVED A YEAR PLUS WITH YOU. THANK YOU. YOU HAVE ANY WORDS FOR ALL THE TIME YOU HAVE SERVED WITH RELIEF, RIGHT? MY RED DESSERT. SAME TIME. OH, I'VE HAD THE PLEASURE TO SERVE WITH RAINY ON THE HE WAS MY LEAGUES ON THE ECONOMIC DEVELOPMENT BOARD. FOR ALMOST 2.5 OF THE 5.5 YEARS. I'VE BEEN ON THAT BOARD AND RAINING. I'LL JUST SAY YOU KNOW YOUR FRIEND MENTOR AND I JUST WANT TO SAY THANK YOU FOR ALL YOUR GUIDANCE ON THE BOARD AND YOU KNOW, IT'S MY TIME NOW, BUT YOU KNOW, I'VE LEARNED FROM A LOT OF PEOPLE THAT ARE ON THIS COUNCIL RIGHT NOW. AND YOU BEING A BIG PART OF THAT. SO THANK YOU. I WILL SORELY MISSED THE UNSOLICITED ON ANTICIPATED AND UNFILTERED COMMENTS AND ITS WISDOM COUNCILMAN RAINING ROGERS. THAT YOU NEVER KNEW WHEN THEY WERE COMING, DIDN'T MATTER WHO THEY OFFENDED, BUT THE ONE THING THAT I DID NOT ANTICIPATE RUN. FIRST ELECTED WAS THE OTHER FRIENDSHIP THAT I HAVE RECEIVED FROM RAINY ROGERS AND I TREASURE THAT THIS DAY FORWARD AND ALWAYS HAVE BECAUSE I CAME IN HERE WITH A TREMENDOUS RESPECT FOR WRITING , AND THAT HAS ONLY INCREASED OVER THE LAST SIX YEARS SERVING WITH YOU. THANK YOU, MY FRIEND. THANK YOU. ALRIGHT, RAINY. I HAVE. SURPRISINGLY TO SAY THIS TWO YEARS LADY ENJOYED SITTING THE NEXT TO YOU HERE ON THIS DIET. I THINK WE'VE COME IN. YOU KNOW ME COMING IN A LITTLE BIT AS MUCH LATER THAN YOU ON COUNCIL. WE'VE HAD SOME VIEWS THAT HAVE BEEN OPPOSING AND A LOT OF WAYS AND I THINK I THOUGHT WE WOULD OPPOSE JUST ABOUT ANYTHING. BUT WE DID FIND SOME COMMON GROUND. YOU KNOW, ONE OF THE THINGS THAT I TRY TO RELATE TO PEOPLE IS JUST BECAUSE YOU HAVE A DIFFERENT VIEW FROM SOMEONE ELSE IN THIS COMMUNITY DOES NOT MAKE THEM YOUR ENEMY. AND THOSE, SOMETIMES WE GET INTO THESE HEATED BATTLES. I THINK THERE'S A WAY TO FIGHT WITH RESPECT AND KINDNESS. AND HE CAN STILL BE FIRM. AND WHAT I HAVE GAINED OVER THESE TWO YEARS SITTING NEXT TO YOU JUST A TREMENDOUS AMOUNT OF RESPECT FOR YOU AND FOR WHAT YOU HAVE DONE, AND I BELIEVE THAT YOUR HEART HAS ALWAYS BEEN TO REALLY SERVE THE CITY. AND SO ALTHOUGH I MAY NOT AGREE, ALWAYS, I DO RESPECT THE FACT THAT YOU ARE, UM, WILLING TO GO THAT EXTRA MILE AND TO REALLY FIGHT FOR POSITION THAT YOU THINK IS RIGHT FOR THE CITY. SO I WANT TO JUST SAY THANK YOU. FOR YOUR SERVICE, AND YOU WILL BE MISSED. I HAVE TRULY GROWN TO LOVE THIS MAN. RADIUS FIGHTER LITERALLY, FOR THOSE WHO

[00:15:11]

DON'T KNOW HE WAS SAYING A CHAMPION BOXER. AND I KNOW RIGHT. COMING. YOU KNOWS. AND I LOVE THAT AND I NOT NEARLY ON THE LEVEL HE DID, BUT I WAS INTO THAT MYSELF, AND I KNOW THAT WHAT IT TAKES IN A COMPETITIVE NATURE AND THE DISCIPLINE AND ALL THE THINGS THAT COME WITH IT AND IRANIAN BODIES. ALL OF THOSE THINGS AND A FIGHTER WITH INTEGRITY OF FIGHTER WITH CONOR FIGHTER WITH FAITH. FIGHTER FIGHTER WITH PRINCIPLES. AND SITTING NEXT TO YOU FOR SIX YEARS HAS BEEN GREAT EXPERIENCE SERVING. BUT THE FRIENDSHIP THAT I FEEL WITH YOU TRUE BROTHERHOOD. I WILL MISS THE EARLY THERE IS NO BETTER. MAYOR PRO TEM AND KNOW TO BE THERE AND BE, UM SHOULDER TO SHOULDER WITH WHEN THINGS GOT TOUGH, AND WE'VE BEEN THROUGH SOME TOUGH TIMES ON THIS COUNCIL. WE'VE BEEN THROUGH SOME TOUGH TIMES IN THIS COMMUNITY OVER THE LAST SIX YEARS AND STANDING WITH YOU HAS JUST BEEN AN HONOR. IT'S BEEN COMFORTING BECAUSE I ALWAYS KNEW THAT THERE WAS STRENGTH. AND I WILL MISS THAT DEARLY. OUR FRIENDSHIP OBVIOUSLY WILL STAY INTACT. I LOVE YOU. THANK YOU, MAYOR. I AM. I HAVE A FEW THINGS TO SAY IN MY PARTING ONE OF THE THINGS THAT I'VE HIT PRETTY WELL. IS GOD HAS PLAYED A TRICK ON ME. IN THAT HE GAVE ME AN AMAZING LEFT HOOK AND A GREAT OVERHAND RIGHT? BUT IT GAVE ME THE EMOTIONAL FORTITUDE OF AN EIGHT YEAR OLD GIRL. AND SO I DON'T KNOW HOW I'M GONNA GET THROUGH THIS. AND BUT WE'LL SEE.

I WANT YOU TO KNOW THESE EIGHT YEARS OF HAVE FUN. BYE. PEOPLE OFTEN ASK WHY I RAN. AND WHY WOULD I GIVE SO MUCH TO MY TIME? AND THE ANSWER IS FOUND IN THE SCRIPTURES WHERE IT SAYS IT WHEN YOU ARE IN THE SERVICE OF THE FILM, AND YOU'RE ONLY IN THE SERVICE OF YOUR GOD. SO FOR THE PAST EIGHT YEARS. ON THE CITY COUNCIL IS HOW I'VE CHOSEN TO SERVE GOD. I TELL YOU, IT'S BEEN WORTH EVERY HOUR THAT I HAVE SPENT. IN 2015. I DECIDED TO RUN FOR DISTRICT COUNCILS HAD NO IDEA HOW TO RUN A CAMPAIGN. I HAD NO IDEA WHAT TO DO. HOW IS IT OR HOW IT WAS GOING TO WIN, BUT BY THE GRACE OF GOD? SOMEHOW I WON I WANT ONLY BY 19 VOTES, BUT I WON WHEN I RAN FOR COUNCIL, I HAD CERTAIN PROMISES AND COMMITMENTS AND ISSUES THAT I FELT WERE IMPORTANT TO THE CITY OF MCKINNEY. I AM. I ALWAYS SAID THAT THE FIRST AND MOST IMPORTANT DECISION THAT WE WOULD MAKE AS A COUNCIL WAS TO CHOOSE THE CITY MANAGER THAT CAN TRULY LEAD MCKINNEY. TO THIS POINT WE HAD GONE THROUGH ABOUT THREE CITY MANAGERS AND ABOUT AN EIGHT YEAR PERIOD. SO THE FIRST PROMISE I MADE WAS, I WOULD HELP CHOOSE THE BEST CITY MANAGER POSSIBLE TO SAY THAT THIS CHOICE WAS THE RIGHT ONE WOULD BE AN UNDERSTATEMENT. PAUL GRIMES HAS CERTAINLY BEEN ONE OF THE BEST CITY MANAGERS. NOT ONLY A RECENT HISTORY BUT IN MEMORY THAT HE HAS BEEN A PLEASURE TO SERVE WITH PAUL. THESE PAST SEVEN YEARS. SO THAT IS ONE PROMISE THAT I KEPT I'VE ALWAYS SAID THAT CITIES DON'T BUILD CITIES, INDIVIDUALS AND DEVELOPERS BUILD CITIES. ANOTHER CAMPAIGN PROMISE WAS TO MAKE CITY AND MCKINNEY AN EASIER PLACE TO DO BUSINESS. UM FOR YEARS I HAVE BEEN CHAMPION MAKING CHANGES IN THE DEVELOPMENT PROCESS TO MAKE IT EASIER FOR DEVELOPERS TO COME TO MCKINNEY AND BUILD QUALITY PROJECTS. ALTHOUGH WE ARE NOT 100% THERE, WE HAVE CERTAINLY BEEN EASIER TO DO BUSINESS WITH BY IMPLEMENTING THE UNIFIED DEVELOPMENT REGULATIONS. UPDATE.

THAT WE MADE THE PROCESS MUCH EASIER TO WORK WITH, UNLESS CONSTANTLY TO DO BUSINESS IN MCKINNEY, ANOTHER PROMISE. I MADE A PROMISE, CAPTAIN. I PROMISE TO VOTE TO REMOVE MULTI FAMILY HOUSING FROM COMMERCIAL ZONING. WHICH CAN BE NEVER MADE SENSE AND WHY WE SHOULD WE SHOULD NEVER HAVE THAT. IN THE FIRST PLACE. A PRIOR COUNSEL HAD MADE THAT CHANGE. THE LATER CHANGED BACK. UNDER THE PRESSURE OF DEVELOPERS, WE CHANGED THAT AND IT STILL STANDS. ANOTHER PROMISE, CAPTAIN. I PROMISE TO DO ALL I COULD INCREASE COMMERCIAL DEVELOPMENT IN MCKINNEY, REALIZING THAT WE COULD INCREASE WHEN WE INCREASE COMMERCIAL DEVELOPMENT. WE CAN LOWER THE TAXES FOR HOUSEHOLDS IN MCKINNEY. WE'VE SEEN THE GREATEST EXPANSION OF COMMERCIAL BUILDING IN MCKINNEY, AS WE'VE EVER SEEN IN THE PAST EIGHT YEARS OF COMMERCIAL PROPERTIES HAVE DOUBLED. WITH A RECORD 1.3 BILLION NONRESIDENTIAL CONSTRUCTION FOR LAST YEAR ALONE. ANOTHER PROMISE KEPT WE HAVE LOWERED. TAX RATE EACH YEAR OVER THE PAST SEVEN YEARS. I

[00:20:07]

PERSONALLY VOTED FOR A RECORD 24% TOTAL TAX RATE REDUCTION. SALES TAX AND MCKINNEY CONTINUE ON RECORD PACE FOR THE PAST MANY YEARS. WE ALSO STARTED THE COMMUNITY LAND TRUST TO HELP BUILD AFFORDABLE HOUSING THAT PEOPLE CAN OWN. WE CREATED THE MCKINNEY PUBLIC, UM FACILITIES CORPORATION TO PARTNER WITH DEVELOPERS TO CREATE ADDITIONAL AFFORDABLE HOUSING IN MCKINNEY.

IN THE PAST EIGHT YEARS. WE'VE BEEN WE'VE BUILT SEVEN NEW FIRE STATIONS, GIVING MCKINNEY THE HIGHEST FIRE RATINGS, WHICH ALSO HELPS KEEP HOMEOWNERS INSURANCE RATES LOW. OUR FIREFIGHTERS ARE SOME OF THE BEST IN THE STATE OF TEXAS. BECAUSE OF OUR AMAZING POLICE FORCE. WE'VE BEEN RATED AS ONE OF THE SAFEST CITIES IN AMERICA. UNDER THE DIRECTION OF WHAT I CONSIDER THE BEST PARTS DIRECTOR IN THE STATE OF TEXAS MAJKOWSKI. WE HAVE CONTINUED TO WE CONTINUE SUPPORT AND VOTE AND FIND ONE OF THE BEST PARTS SYSTEMS IN THE STATE OF TAXES FOR THE PAST YEAR. EIGHT YEARS ARE PARK SYSTEM ACREAGE HAS PROBABLY DOUBLED IN SIZE. I AM PROUD TO SAY THAT THE FINANCE DEPARTMENT AS WHAT IS KNOWN AS THE ROGERS RULE. ROGERS THIS RULE HAS SAVED HUNDREDS OF THOUSANDS OF DOLLARS IN INTEREST . THE RULE IS THAT CITY DOES NOT ISSUE BONDS UNTIL THEY'RE READY TO SPEND THE MONEY. BECAUSE I COME OFF THE COUNCIL. I CAN HONESTLY SAY I LEAVE THE CENTER CITY IN A BETTER SHAPE. AND THEN WHEN I COME WHEN I CAME IN 2015 . I DON'T SAY THAT IN A PRIDEFUL WAY. I SAY THIS BECAUSE FOR THE LAST EIGHT YEARS THIS AND THE OTHER COUNCILS WE'VE HAD HAVE DONE WHAT IT TAKES TO MAKE ALL THIS HAPPEN. I SIMPLY WAS A PART OF IT. WHEN I WAS FIRST ELECTED, I WONDERED WHAT KIND OF A COUNCIL THAT I WOULD BE. I WONDER IF IT WOULD CHANGE ME. I CANNOT. I CAN HONESTLY SAY THAT I'M STILL THE SAME PERSON THAT WHEN I WAS ELECTED HAVE ALWAYS BEEN HONEST, HELPFUL, AND I SPEAK MY MIND. YOU NEVER KNOW WHAT I'M GONNA BE. YOU NEVER HAVE TO WONDER WHAT I'M THINKING. AS I GENERALLY SAY IT HOWEVER, A BIT ROUGHER ON THE EDGES. SOMETIMES I SAY THINGS THAT CAN BE TAKEN WRONG OR SOMETHING THAT UM I SAID SOMETHING WRONG OR JUST PLAIN WRONG. UM SO THERE WAS MANY TIMES I HAD TO APOLOGIZE FROM THIS DIOCESE. BUT WHEN I WAS WRONG, I NEVER HESITATED TO ADMIT IT. AND APOLOGIZE. ONE OF THE GREATEST AH! THINGS ABOUT BEING ON THE COUNCIL WAS THE MEETING THE AMAZING PEOPLE OF THE CITY. DAVID CRAIG IN THE AUDIENCE AND HE IS MY BIGGEST FAN. I DON'T KNOW WHY. BUT DAVID IS MY BIGGEST FAN AND HAS BEEN SINCE 2005 WHEN I FIRST RAN FOR CITY COUNCIL. I APPRECIATE DAVID. UM I HAVE ALSO TRIED TO LIVE BY THE RULE. NEVER LET A KIND GOING SAID I'VE TRIED TO ALWAYS SHOW APPRECIATION. FROG. FOR ALL THOSE WHO HAVE HELPED ME BE A BETTER COUNCILMAN. FROM THE CITY EMPLOYEES THAT HAVE THAT HAVE WORKED OVER. WITH OVER THE YEARS. I'VE TRIED TO NAME THE MODEL. EXCUSE ME IF I TRIED TO NAME THEM ALL OVER GRATEFULLY MISS MANY LET ME JUST SAY, I THINK WE HAVE SOME OF THE FINEST PEOPLE I KNOW. WORKING FOR A CITY I WOULD LIKE TO THANK AMY JETER AND BLANCA GARCIA GARCIA IS TOO WONDERFUL LADIES OF TEXTED ME MORE THAN ANYONE. THEY REMIND HIM MOSTLY REMIND ME OF THE VARIOUS PLACES I NEED TO BE AND WHEN I NEED TO BE THERE, BUT THERE HAVE BEEN A WONDERFUL HELP ALL THESE YEARS AND OF COURSE, OF COURSE. AND RESTRAINED WOULD I WILL ADMIT THAT WHEN THEY HIRED EMPRESS, I THOUGHT TO MYSELF, HOW IS SHE GOING TO FILL THE SHOES OF SANDY HEART? BRENDAN FIRST CAME IN. SHE NEVER MISSED A BEAT. SHE'S DONE A WONDERFUL JOB, AND THERE'S ONE PERSON THAT I WILL MISS BEING AROUND. I WANT TO THANK ALL THOSE WHO SERVED ON THE BOARDS AND GETTING WONDERFUL PEOPLE WHO GIVE UP THEIR TIME AND TALENTS.

IT'S BEEN A PLEASURE TO WORK. WITH EVERYONE. GOD BLESS YOU FOR YOUR SERVICE TO THE CITIZENS OF MCKINNEY. I'VE HAD THE OPPORTUNITY TO SERVE WITH TWO GREAT MAYORS. TOTAL 14 DIFFERENT COUNCIL MEMBERS. I HAVE LEARNED THINGS FROM EACH MEMBER OF THE COUNCIL I HAVE SERVED WITH EACH MEMBER HAS THEIR OWN WAY OF DOING THINGS. YOU SOON LEARN HOW TO EITHER WORK WITH THEM OR WORK AROUND THEM. I THINK THE COUNCIL FOR THE LAST THREE YEARS HAS BEEN THE MOST COHESIVE, MOST PRODUCTIVE COUNCIL MAYBE MCKINNEY HAS EVER HAD. IT'S WHERE THAT ALL MEMBERS OF THE CITY COUNCIL GET ALONG AND HAVE RESPECT FOR ONE ANOTHER. BUT FOR THE PAST 3.5 YEARS, THAT'S WHAT WE'VE HAD MADE NO MISTAKE. WE ARE NOT. WE ARE ALL VERY DIFFERENT AND CERTAINLY DO NOT ALWAYS VOTE TOGETHER, BUT WE RESPECT EACH OTHER AND THE LEADERSHIP OF OUR CURRENT MAYOR . WE'VE BEEN ABLE TO ACCOMPLISH MANY GOOD THINGS, AND THEY CAN'T I AM VERY PROUD OF THE THINGS THAT WE'VE BEEN ABLE TO ACCOMPLISH IN THE LAST EIGHT YEARS. I CAN'T IMAGINE THESE LAST SIX YEARS WHAT THESE LAST SIX YEARS WOULD HAVE BEEN LIKE WITHOUT SITTING NEXT TO A GUY THAT I CONSIDER MY BROTHER. AND WHEN I SAY BROTHER WHEN I WHEN I TALK ABOUT IS THE GREATEST EXAMPLE I CAN GIVE IS WHEN THE MAYOR WAS GOING OFF. AND KIND OF CHANGE SOME WORDS TO DISTRICT

[00:25:06]

ONE. COUNCILMAN IT WASN'T JUST A COLOR, BUT IT WAS A VERY TENSE AND SITUATION. AND THE MAYOR WAS JUST IN IT FOCUSED AND SAYING SOMETHING AND I HIT THE BUTTON ON HIS CHAIR, AND HE JUST STARTED LOWERING DOWN. AND YOU REALIZE ONLY A BROTHER CAN DO THAT TO ANOTHER BROTHER. NOBODY ELSE COULD EVER GET AWAY WITH THAT, BUT I GOT AWAY WITH IT BECAUSE HE TRULY IS. A BROTHER.

AS I HAVE LISTED ALL THE GREAT THINGS THAT HAVE HAPPENED SINCE I'VE BEEN ON COUNCIL AND FULLY AWARE THAT A LOT OF THESE THINGS WOULD NEVER HAVE HAPPENED WITHOUT THE LEADERSHIP OF MAYOR GEORGE FULLER. UM I HAVE TRIED TO MAKE IT MY MISSION TO LET PEOPLE NO. JUST WITH AN AMAZING MITT LEADER. GEORGE HAS BEEN FOR THE CITY HE'S LIVED. HIS LEADERSHIP HAS TRANSFORMED MCKINNEY INTO ONE OF THE GREAT CITIES IN THE STATE OF TEXAS BY EVERY QUALITY OF LIFE MEASUREMENT, MCKINNEY'S IN THE TOP 10 AND IN OUR STATE, THERE IS NO ONE WHO PUTS MORE TIME.

TAKES MORE GARBAGE ON SOCIAL MEDIA GIVES UP MORE, AND IT'S DONE MORE FOR THE CITY THAN GEORGE FULLER. AND RECENTLY HE MADE OUR SCHOOL DISTRICT BETTER. I CAN BELIEVE I BELIEVE WE WILL LOOK BACK AT THIS TIME AND REFERRED IT IS THAT MCKINNEY'S GOLDEN AGE WHEN HE WHEN THINGS REALLY GOT DONE, I COUNT MYSELF BLESSED TO HAVE BEEN ABLE TO WORK WITH THIS AMAZING MAN. AS I WAS SITTING IN CHURCH LESS THAN A FAMILY CAME IN AND SAT NEXT TO ME, ALL OF THEM. I REALIZED WHAT THE MAYOR HAD DONE FOR THIS FAMILY. I'VE FORGOTTEN. YEARS AGO, I HAD ASKED HIM TO HELP THIS FAMILY. TO TRY TO WORK WITH THE CONTRACTOR WHO TOOK THEIR MONEY AND THEIR KITCHEN AND NEVER CAME BACK. THE HUSBAND WAS UNEMPLOYED IN THE KITCHEN, MEN TORN UP FOR TWO OR THREE YEARS, NOT HAVING THE MONEY TO FIX IT. GEORGE CAME IN AND FIXED IT. NO CHARGE TO THE FAMILY. HE REPLACED THEIR KITCHEN. BUT HE DID WAS A GAME CHANGER WITH THIS FAMILY TURNED HIM AROUND.

HUSBAND IS NOW GAINFULLY EMPLOYED AND THE FAMILIES LIVING A HAPPY LIFE. I'VE BEEN AROUND SOME VERY CHARITABLE PEOPLE IN MY LIFE. HOLD ON. WHAT HE DID. LET'S SEE. THIS IS WHAT THE MAYOR IS ALL ABOUT. HE GOES AROUND DOING GOOD. BOTH HE AND MAY WE SERVE GOD BY SERVING OTHERS. I'VE BEEN AROUND SOME VERY CHARITABLE PEOPLE IN MY LIFE, BUT NO ONE COMES CLOSE. TO THE DAY TO DAY WEEK TO WEEK MONTH MONTH AT SERVING OTHERS THAN GEORGIA. MAY WE'VE FROM BRINGING A LITTLE GIRL, A LITTLE ORPHAN GIRL HOME FROM ETHIOPIA TO JOIN THEIR FAMILY TO PAYING A FUNERAL. I HAVE SOMETHING THAT THEY HAD JUST MET WHO DIED IN A COLD STORM. AND THEY CONTINUE TO GIVE AND HIP THE SCRIPTURES SAY THAT CHARITY IS THE PURE LOVE OF CHRIST. IT IS THE MOST GREATEST . IT IS ONE OF THE GREATEST GIFTS AND TRAITS THAT SOMEONE AN INDIVIDUAL CAN POSSESS. I DON'T THINK I'VE EVER WITNESSED. THE AMAZING CHARITY THAT THESE TWO PEOPLE DEMONSTRATE EVERY DAY OF THEIR LIVES. OUR PRAYER TODAY WAS GIVEN BY THE STATE PRESIDENT OF THE CHURCH OF JESUS CHRIST AND LATTER DAYS THINGS, YOU KNOW THAT I'M A MEMBER OF THAT PAPER. FRANKLY, IF IT WERE NOT FOR THE COUNCIL OF TODD RICHARDSON ENCOURAGED ME TO RUN. I PROBABLY WOULDN'T HAVE RUN FOUR YEARS AGO. I THINK HIM FOR THAT. OUR CHURCH HAS BEEN MCKINNEY FROM 49 YEARS WE'VE HAD THOUSANDS OF MEMBERS IN MCKINNEY, MEMBERS OF OUR CHURCH IS GIVEN AND CONTINUE TO GIVE THOUSANDS OF HOURS OF SERVICE TO THE COMMUNITY. HOWEVER NO LEADER OF OUR CHURCH HAS EVER BEEN ASKED AT AN OPENING TO PRAY AT AN OPENING OF A COUNCIL MEETING. OVER THE YEARS, I REALIZED THIS, BUT I'VE NEVER SAID ANYTHING. IN THE THREE MONTHS INTO HIS TERM, OR MAYOR NOTICED AND ASKED ACIDIC SECRETARY AT THE TIME. WHY THE CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS HAVE NEVER BEEN ASKED TO PRAY, SHE SAID. THEY JUST NEVER HAVE BEEN, HE TOLD HIM WELL, THAT'S GOING TO CHANGE FOR THE PAST SIX YEARS, LEADERS OF OUR CHURCH HAVE BEEN ON THE SCHEDULE OR MAYOR NEVER HESITATES TO MAKE ALL AROUND HIM. PHIL INCLUDED. IN PART OF THE COMMUNITY. MAYOR. I WILL MISS WORKING WITH YOU. AND THAT'S ALL I'M GOING TO SAY ABOUT THE MAYOR IN THE AUDIENCE IS MY WIFE, TAMMY. I FIRST MET TAMMY IN SIXTH GRADE IN THE HALLWAYS OF CALDWELL MIDDLE SCHOOL. FROM THAT POINT ON. I ALWAYS THOUGHT SHE WAS THE MOST BEAUTIFUL GIRL IN OUR CLASS. THE FACT THAT I MARRIED THE GIRL OF MY DREAMS. IS NOTHING BUT A BLESSING FROM GOD. AND AFTER 38 YEARS OF MARRIAGE, SHE REMAINS THE MOST BEAUTIFUL WOMEN I'VE EVER KNOWN. NO IDEA. BUT SHE WOULDN'T MAKE SUCH A WONDERFUL MOTHER. GREAT ANOTHER WIFE, COMPANION, EVERYTHING GOOD IN MY LIFE BECAUSE SHE IS IN AND THAT WOMAN WITH MY WHOLE SOUL. WELL, ACTUALLY. I AGAIN WANT TO ANSWER

[00:30:08]

A QUESTION THAT WAS ASKED ME IN AN INTERVIEW I DID A COUPLE OF YEARS AGO. I WAS ASKED WHAT IS ONE THING THAT YOU WANTED PEOPLE TO KNOW ABOUT YOU. WHAT WOULD IT BE? AS I LEAVE THE COUNCIL? THE ONE THING THAT I WOULD WANT PEOPLE TO KNOW ABOUT ME IS THE MAN THAT DISCIPLE OF CHRIST, I'M ONE OF HISRS BUILT. I BELIEVE HE IS THE SON OF GOD, AND HERE'S MY SAVIOR. I STRIKE TO LIVE MY LIFE. BY FOLLOWING HIS EXAMPLE. AND THAT'S WHAT I WOULD LIKE PEOPLE TO KNOW. MAYOR THAT'S ALL I GOT TO SAY.

OKAY? TRUST ME. OKAY. I THINK THIS IS ON. SO THIS IS OUR PRESENTATION TO MAYOR PROTEIN ROGERS. I TOLD THE MAN I'M GOING TO SAVE MY COMMENTS FOR WHEN I GET TO PRESENT UM, NOW WE GET TO COMPOSE OURSELVES, RIGHT? SO UM , ANYWAY, UH, COUNSELOR ROGERS. THERE'S A FEW THINGS NUMBER ONE. HE WAS THE LAST PERSON ON THIS ACCOUNT. IT WAS ON COUNCIL THE HIGHER SO IT'S A CITY MANAGER THAT HAS SPECIAL MEANING, OF COURSE, BECAUSE WE KNOW WHO VOTE FOR US. HE WAS THE LAST ONE. NEVER FORGET IT, BUT HE WAS ALWAYS OF COURSE, VERY GRACIOUS , AND I REMEMBER HIM ASKING ME WHAT I READ AND WHAT I WAS READING THE TYPES OF BOOKS, ETCETERA, AND IT WAS IT WAS RAPED. SO MAYOR PRO TEM ROGERS, AS HE ALREADY COMMENTED ON DOESN'T HOLD A PUNCH IT UP. HIS BOXING CAREER, BUT IN POLITICS TO LET YOU KNOW WHAT HE THINKS, AND WE FELT A FEW OF THOSE LEFT HOOKS, I THINK AND EVEN RIGHT OVERHEAD, PERHAPS, BUT HE ALWAYS LISTENED. ALWAYS GRACIOUS AND LIKE HE SAID, IF HE THOUGHT HE STEPPED OVER THE LINE, COME BACK AND APOLOGIZE FOR THAT. VERY, VERY GRATEFUL. FOR THAT. AND THEN FINALLY HIS WORLD TRAVELER. HE TRAVELS ALL OVER THE WORLD AND ALWAYS HAS GREAT STORIES TO SHARE WITH US AND I HAVE ALWAYS ENJOYED HAVING OUR DINNER BEFORE THE COUNCIL MEETING, USUALLY WHERE I KIND OF A HURRY, AND HE WOULD TELL ME STORIES. HIS WORLD TRAVELS AND I ALWAYS ENJOYED IT BECAUSE HE'S SPIRITS. CERTAINLY REPRESENTING HIS VIEWS ON THE COUNCIL, BUT HIS PARENTS AS A PERSON. AS WELL. AND FOR THAT WE'RE VERY GRATEFUL. BUT ON BEHALF OF STAFF I WANT TO GIVE YOU ALWAYS HAVE PRESENT APPLIED . THIS IS A PRETTY NICE ONE. THAT IS A PRETTY NICE PLAN.

THANK YOU, RANDI FOR EVERYTHING YOU'VE DONE FOR US, AND THANK YOU WHAT YOU'VE DONE FOR ME PERSONALLY AND BEING PART OF OUR CITY ORGANIZATION. AND WE ARE PRESENTING YOU WITH A CRYSTAL GAVEL MUCH BETTER THAN ANY DEVIL I'VE EVER HAD. MAN. THIS IS, AS I SAID IN THE BEGINNING, THIS IS A BITTERSWEET MEETING. I MEAN, GLAD THAT. ELECTION WENT THE WAY IT DID, BUT TO LOSE YOU IS JUST I KNEW THIS DAY WAS COMING. BUT IT WAS JUST ALWAYS IN THE DISTANCE, AND HERE WE ARE. I THINK IF I JUST KEEP TALKING, YOU'LL STAY MHM SO EVERYONE BUCKLE UP. I'M GONNA YEAH, KEEP TALKING. UM MAN. YOU'VE JUST BEEN AWESOME AND EVERYONE IN THIS COUNCIL IS GOING TO MISS YOU AND I WILL MISS YOU MOST.

OKAY, TASHA. HAVE YOU? CAN I ASK HIM? YEAH.

OKAY?

THIS IS RECOGNITION OF MEDICAL CITY MCKINNEY. MANY PROBABLY DON'T KNOW. EVERYONE KNOWS, OF COURSE ABOUT THE TRAGEDY IN ALLEN. IN THAT HORRIBLE SITUATION. UM, BUT MEDICAL CITY MCKINNEY WHICH IS HERE IN OUR COMMUNITY. UM, AND HAS BEEN SERVING OUR CITY FOR MORE THAN 100 YEARS WAS ON THE FRONT LINE THAT DAY IN A VERY, VERY LARGE WAY. LEVEL TWO TRAUMA CENTER WITH THE ABILITY TO PROVIDE THE MOST COMPREHENSIVE PRIMARY CARE AND THEY CERTAINLY DID THAT AND ACCEPTED THAT. SKILL SET, UM THAT SATURDAY. SO WE COULD GO MEDICAL CITY HEALTHCARE TRAUMA FACILITIES, RECEIVED EIGHT PATIENTS FROM THE ALLEN PREMIUM MALLETS SHOOTING. EXTENSIVE

[00:40:04]

TRAINING AND ADVANCED CAPABILITIES OF THE ENTIRE MEDICAL CITY HEALTHCARE SYSTEM ENABLED MEDICAL CITY KENNY TO SEAMLESSLY REDIRECT TRAUMA TEAMS, EMERGENCY PERSONNEL, PHYSICIANS AND BLOOD SUPPLIES BETWEEN HOSPITALS TO ENSURE PATIENTS WERE SWIFTLY CARED FOR WITH EXCELLENCE. THEY WORKED IN CLOSE COORDINATION WITH OUR POLICE, FIRE DEPARTMENTS, E. M S AND OTHER FIRST RESPONDERS TO SAVE LIVES WHEN TIME WAS SO PRECIOUS MEDICAL CITY, MCKINNEY, EMERGENCY TRAUMA, SURGICAL, ICU AND NURSING TEAMS RESPONDED TO THIS TRAGIC INCIDENT WITH SPEED , SKILL AND TREMENDOUS COMPASSION FOR THE PATIENTS, THEIR FAMILIES AND EACH OTHER.

ON THAT DAY AND EVERY DAY SINCE PROUD OF RECOGNIZE MEDICAL CITY , MCKINNEY'S TEAM OF CAREGIVERS AND FIRST RESPONDERS AND PROUD TO HAVE THEM CARING FOR OUR COMMUNITY EVERY DAY.

THE MEMBERS THE MEMBERS OF MEDICAL CITY COME UP. YES. USED TO THAT. THIS ONE. AGAIN I MEAN, WHAT THEY DID THAT DAY. UH TREMENDOUS AND YOU CONTINUE TO THIS DAY YOU STILL HAVE PATIENTS THERE NOW. BUT IT UM, MY NAME IS ALAN MARSH AND I HAVE THE JOY AND PLEASURE OF SERVING AS THE CHIEF OPERATING OFFICER FOR MEDICAL CITY MCKINNEY AND YOU KNOW, EVERY DAY WE SHOW UP TO TAKE CARE OF THIS COMMUNITY IN THEIR TIME OF NEED, AND I DON'T THINK ANYBODY WAS PLANNING ON THE TIME OF NEED BEING LAST SATURDAY, BUT MANY OF THE PEOPLE THAT YOU SEE STANDING IN FRONT OF YOU TODAY WHERE THERE AND ONE OF THE DARKER DAYS AND THIS COUNTY IS A HISTORY. BUT OUT OF THIS HAS BEEN SOME BRIGHT LIGHT AND A LOT OF WONDERFUL STORIES AND A LOT OF GREAT IMPACT. SO WITH ME, I HAVE CASSIDY SUMMERS , WHO'S OUR CHIEF NURSING OFFICER, DR JOKER WHO IS OUR CHIEF MEDICAL OFFICER. UM ERICA IS OUR DIRECTOR OF THE ER AND UM WOMEN'S SERVICES. JIM IS OUR VICE PRESIDENT OPERATIONS AND THEN ONE OF OUR TRAUMA SURGEONS, DR KIM, WHO WAS THERE THAT DAY AND HELPED TO SAVE MANY, MANY LIVES UP. MELANIE IS OUR DIRECTOR OF ACUTE CARE, NURSING.

AND THEN JENNY IS OUR A. C. N O. AND THEN WE HAVE KERRY, WHO'S OUR VICE PRESIDENT OF QUALITY AND EACH ONE OF THESE FOLKS, WHETHER THEY WERE THERE ON THAT DAY OR SINCE HAS ALL PROVIDED CARE AND NOT ONLY TO OUR PATIENTS, BUT TO OUR STAFF AS WELL. UM JUST THE MINUTES THAT WENT BY AND THEIR QUICK ACTIONS HAVE TO SAVE A LOT OF LIVES AND BEING PART OF THE MEDICAL CITY FAMILY HAS BEEN TREMENDOUS. THEY PROVIDE A LOT OF RESOURCES. BUT DURING AND AFTER WE TOLD IT UP, I BELIEVE THERE WAS OVER 100 PEOPLE WHO WERE NOT ON THE CLOCK. WHO SHOWED UP BOTH FROM MEDICAL CITY MCKINNEY AND THE MEDICAL CITY FAMILY FROM AS FAR AS WHAT WORTH SO WE HAVE PEOPLE ALL OVER THE METROPLEX DRIVING THAT DAY AND WE ALL COULD NOT BE PROUDER OF THE FOLKS UP HERE AND THE FOLKS IN THAT BUILDING RIGHT NOW THAT ARE HELPING TO CONTINUE THE EXCELLENT CARE THAT YOU GUYS EXPECT IN THIS COMMUNITY FROM MEDICAL CITY MCKINNEY. SO THANK YOU SO MUCH MAYOR AND COUNCIL FOR THIS MOMENT, WE REALLY DO APPRECIATE IT. THANK YOU.

YOU KNOW, I DON'T LIKE HIM. BUT WHEN WE SAT NEXT TO EACH OTHER AND I LISTENED, AND I LEARNED SO MUCH FROM YOU, WE BECAME BESTIES. SO MUCH THAT NO ONE CAN SIT IN OUR CHAIRS AND EXECUTIVE SESSION THAT EVERYBODY KNOWS RAINEY'S

[00:45:03]

CHAIR AND RAIN IS LIKE YOU'RE GOING TO SIT IN YOUR CHAIR, SO I JUST WANT TO SAY THANK YOU FOR YOUR SERVICE. THANK YOU TO YOUR FAMILY FOR THEIR SACRIFICE BECAUSE OF EVERYONE KNOWS THAT THIS WORK IS A FAMILY AFFAIR. IT'S NOT JUST THE COUNCILMAN IS THEIR CHILDREN IS THEIR FAMILIES THAT GO TO THE FRONT LINES TO SERVE THIS COMMUNITY SO INTO THE JONES FAMILY. WELCOME TO THE FAMILY. WELCOME TO THE FAMILY. WELCOME TO THE SACRIFICE. HE'S GOING TO NEED YOU. YOU KNOW THAT THE CHILDREN, YOU KNOW, BECAUSE WHEN ANGIE BECAUSE MY NAME'S AGAIN HAS TO BE THERE, SHE'S GONNA NEED YOU WITH THANK YOU. BUT YOUR SACRIFICE AND SUPPORT TO THE CITY OF MCKINNEY, WE ARE SO GRATEFUL TO HAVE AMAZING PEOPLE SERVING BUT RAINY. I HAVE YOUR NUMBER. THANK YOU, FOR ALWAYS ALWAYS JUST BEING ABLE TO REACH OUT TO YOU FOR MENTORSHIP AND I ALWAYS APPRECIATED YOUR VERY UNFILTERED COMMENTS BECAUSE THEY WERE NEEDED. IS AS SOMEONE SAID, AND I THINK, COUNCILMAN BELLA SAID, YOU KNOW, YOU CAN'T ALWAYS HAVE A YES. COUNCIL YOU HAVE TO HAVE SOME THAT SAY NO, I DON'T LIKE IT. I'M NOT GOING TO GO WITH IT. AND I THINK WE ALL KNOW THAT WHEN WE SIT AT THAT DIETS, AND WE PUSH OUR BUTTON, THAT'S OUR VOTE VOTE IS OUR VOICE SO I ALWAYS APPRECIATED YOU ARE VERY INTENTIONAL TO ENSURE THAT THEIR VOICE IS YOUR VOICE WAS HEARD EVERY TIME IT CRUCIAL TIME. SO THANK YOU FOR YOUR SERVICE AND THANK YOU FOR YOUR BEAUTIFUL FAMILY FOR GIVING YOU TO US FOR THAT LENGTH OF TIME. SO I JUST WANT TO SAY THANK YOU, AND I'M LOOKING FORWARD TO CONTINUING TO WORK WITH THE COUNCIL. THANK YOU. I WOULD LIKE TO JUST CLARIFY THAT YOU'RE THE FEMALE BESTIE. UM UH , I'M OKAY HERE IF YOU WANT TO TAKE THAT CLAIM, BUT JUST WANT TO MAKE SURE THAT WE ALL UNDERSTOOD THAT DAN PORZIO. I HAVE TO READ WHAT'S ON THIS CARD BECAUSE YOU WISH TO SPEAK ABOUT GOLF CRIMES AND GOOD NEWS. IS WHAT I'M READING. THANK YOU, MR MAYOR. UM BOY, THIS IS REALLY SOMETHING. I'M GLAD I CAME. I WANTED TO CONGRATULATE NOT ONLY YOU, MR MAYOR, BUT THE ENTIRE CITY. WITH. ANOTHER SUCCESSFUL BYRON NELSON. IT TAKES A HUGE EFFORT FROM EVERYBODY. AND, UH, THERE WERE PEOPLE THAT I KNOW THAT WENT TO THE TOURNAMENT FROM OUT OF TOWN. I DIDN'T GET A CHANCE TO BE WITH THEM, BUT THEY JUST SAID THAT IT WAS. IT WAS JUST WELL RUN. AND I APPRECIATE YOUR EFFORTS. I KNOW IT'S A TOUGH WEEK AND TOUGH COUPLE OF WEEKS AND A TOUGH COUPLE OF MONTHS TO PUT THAT TOGETHER AS FAR AS MR GRIMES IS CONCERNED, I HAD A LITTLE ISSUE WITH SPEED BUMP. AND I BROUGHT IT UP TO MR GRIMES, AND HE POINTED ME IN THE DIRECTION OF ROBIN ROUTE. AND SO I THOUGHT, OKAY, WELL IT IT'LL PROBABLY TAKE A WHILE, BUT WE'LL GET THIS FIGURED OUT. AND ROBIN JUMPED RIGHT ON IT. SHE DID. HER BEST IMPRESSION IS CHARLOTTE HOMES AND FOUND OUT WELL, THIS ISN'T A CITY STREET. THIS IS A PRIVATE ROAD, SO WE DON'T REALLY HAVE ANYTHING TO DO WITH THAT. BUT HERE'S THE SITUATION AND YOU KNOW, I'VE NEVER MET ROBIN. I'VE ONLY SHE'S A VOICE ON THE PHONE, BUT SHE'S ONE OF THE ARMY OF PEOPLE THAT MAKES A CITY WORK.

AND WHEN SOMEBODY HAS A PROBLEM AND AN ISSUE SHE TOOK CARE OF IT. AH THE GOOD NEWS. WHERE DO I BEGIN? I WANT TO SAY ONE THING ABOUT RAINY. FROM THE VERY FIRST COUNCIL MEETING THAT I ATTENDED WHEN I FIRST MOVED HERE. I LOOKED OVER AT RAINY AND I SAW, YOU KNOW, I SAW THAT SUIT AND TIE AND HIS MANNERISMS AND I THOUGHT, OKAY, LET'S SEE WHO THIS GUY IS. AND OVER THESE PAST THREE OR FOUR YEARS. EVERYBODY HAS SPOKEN ABOUT IT TONIGHT. HE HAS PASSION, AND HE SAYS WHAT HE BELIEVES, AND HE'S HOMICIDE OF RIGHTEOUSNESS. BUT THE ONE THING THAT'S GONNA STICK OUT IF I NEVER SEE YOU AGAIN. I WAS TALKING TO GEORGE ONE NIGHT AND I WAS CELEBRATING THE FACT THAT AFTER SINCE AFTER NINE YEARS OF BATTLING CANCER. I WAS FINALLY FREE BEAT IT. AND RAINEY WAS THERE AND RAINY AND GEORGE CELEBRATED THAT LITTLE BRIEF MOMENT WITH ME. BUT HE HAD A SMILE ON HIS FACE, LIKE OKAY. I'M REALLY GLAD FOR YOU AND I FELT IT IN HERE, SO I'LL ALWAYS APPRECIATE THAT. AH, AND THE FINAL THING. UM WHEN YOU. I MEAN, EVERYBODY IN HERE, KNOWS

[00:50:05]

ME AND KNOWS WHAT I'VE BEEN DOING FOR THE PAST SIX MONTHS. AND THE IMPORTANT THING IS, WE ALL HAVE TO WORK TOGETHER FOR THE CITY. WIN OR LOSE, WE RUN OUR CAMPAIGNS. WE SPEAK OUT ON HER ISSUES. BUT TOGETHER WE CAN MAKE SOMETHING. THANK YOU, MR MAYOR. THANK YOU, BRANDY. THANK YOU. I JUST WANT TO PIGGYBACK ON SOMETHING YOU SAID DANIEL TALKED ABOUT THE GOLF TOURNAMENT AND HOW WELL IT WAS RUN. CERTAINLY SALESMANSHIP CLUB DAVID CRAIG THE WHOLE TEAM AT TPC, BUT OUR POLICE AND FIRE DEPARTMENTS, I MEAN, THEY ARE OUT THERE AND WHAT I HEAR FROM WHAT WE REFER TO AS THE RED PANTS, THE SALESMANSHIP CLUB. THAT NEVER, EVER EVER HAVE. THEY HAD THE EXPERIENCE THEY HAVE IN MCKINNEY WITH OUR POLICE DEPARTMENT. OUR FIRE DEPARTMENT AMS THAT THEY ARE JUST ON POINT THEY ARE. THEY'RE EXTREMELY ENGAGED, AND THEY'RE NOT JUST THERE, YOU KNOW , DOING THEIR TIME IF YOU WILL ACTUALLY OUT THERE AND THEY REALLY MAKE THAT EXPERIENCE A GOOD EXPERIENCE FOR EVERYONE THEY INTERACT WITH AND TO THE POLICE THAT ARE HERE. UM THEY BRAGGED ABOUT YOU GUYS NONSTOP. SAME WITH THE FIRE DEPARTMENT. SO AND THAT'S COURSE OUR EXPERIENCE WITH OUR POLICE AND FIRE IN EVERY CASE, AND IN EVERY INSTANCE SO IT COULD BE MAYBE EASY TO TAKE THEM FOR GRANTED. BUT NOT THE CASE. UM. OH I HAVE ONE MORE PUBLIC COMMENT. DAVID CRAIG. MR MAYOR, I FELT COMPELLED TO SPEAK. I WILL ECHO YOUR SENTIMENTS AND STATEMENTS AS IT RELATES TO FIRE AND POLICE . BUT I BELIEVE THAT SALESMANSHIP CLUB IN THEIR HISTORY. HAS NEVER HAD THE EXPERIENCE THAT THEY'VE HAD THIS CITY AND SO IT'S ACROSS THE BOARD. IT'S A CITY MANAGER. IT'S A CITY COUNCIL. OBVIOUSLY FIRE AND POLICE BUT THEY LOVE US AND WE LOVE THEM. UM I'M JUST ECHOING WHAT YOU SAID. WHAT I'M HERE TO SAY. AH IS TO YOU RAINY.

I LOVE YOU LIKE A BROTHER. UM RAINY HAS ALWAYS BEEN SUPPORTIVE. WE HAVEN'T ALWAYS AGREED, BUT WE RESPECTFULLY AGREED TO DISAGREE. BUT HE'S ALWAYS BEEN MY BROTHER. HE'S A FIGHTER. I'D GO IF I WANTED TO BE IN A FOXHOLE. I HAD TO BE IN A FOXHOLE. I WANT TO BE IN THAT FOXHOLE WITH YOU RAINY. I LOVE YOU DEARLY WHEN MY FATHER PASSED YOU PAID TRIBUTE TO HIM? AS A.

HERO THAT HE WAS, AND I GREATLY APPRECIATE THAT. I APPRECIATE YOUR FAMILY. I APPRECIATE YOUR MAN OF INTEGRITY. ETHICS. UM UNQUESTIONABLE. YOU'RE A DEAR FRIEND, AND I LOVE YOU AND YOU WILL DEARLY BE MISSED ON COUNCIL. BUT I WON'T MISS YOU BECAUSE I'LL BE RIGHT HERE WITH YOU, BROTHER. GOD BLESS YOU AND YOUR FAMILY. THANK YOU. I JUST WANT TO CLARIFY WHEN HE SAYS BROTHER, IT'S NOT CLOSE SECOND BROTHER. IT'S LIKE A STEPBROTHER . JUST I MEAN, I'M HEARING BESTIE AND BROTHER AND PLEASE, I'VE ALREADY CLAIMED THOSE, UM, SO I JUST WANT TO MAKE FOR THE RECORD. BE VERY CLEAR ON THAT POINT, UM, WILL NOW MOVE TO OUR AGENDA ITEMS AND AGAIN. OUR

DIRECTORS OF THE MCKINNEY INDUSTRIAL FOUNDATION. LATER HE WAS ELECTED TO THE CITY COUNCIL AND SERVED AS BOTH MAYOR PRO TEM AND AS MAYOR DURING THE 19 SEVENTIES AND 19 EIGHTIES. COUGHLIN'S LEADERSHIP WAS INSTRUMENTAL DURING MCKINNEY'S INITIAL GROWTH YEARS. HE WAS MOST KNOWN FOR BEING AN EARLY ADVOCATE OF QUALITY GROWTH WEST OF US 75. WHERE MANY AT THE TIME WERE RESISTANT TO THE IDEA, AND HE WAS ALSO A FEARLESS CHAMPION OF THE MCKINNEY AIRPORT. DICK PASSED AWAY IN 2001 AND HIS WIFE , AGNES, 91 YEARS OLD, RESIDES IN MCKINNEY NEAR THE ELDORADO COUNTRY CLUB. COUGHLIN'S LEGACY IS ONE OF QUALITY WESTWARD EXPANSION, BEING A PROPONENT OF ECONOMIC PROSPERITY AND GROWTH, A DEEP COMMITMENT TO PUBLIC SURVEYS AND ALWAYS ENCOURAGING MCKINNEY TO PLAN FOR THE FUTURE.

WHICH IS WHY WE ARE HONORING HIM BY NAMING THE STREET COUGHLIN PARKWAY. I WANTED TO RECOGNIZE THAT HIS FAMILY IS ALSO A COUPLE OF MEMBERS OF HIS FAMILY IS ALSO HERE TODAY. WE HAVE KATHLEEN COUGHLIN, CONWAY. CORRECT WHO IS HIS DAUGHTER AND KAYLEIGH CONWAY, HKMA, KATHY UH, GRANDDAUGHTER. SO IF YOU MIND IF WOULD YOU GUYS STAND PLEASE FOR ME? [Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District to “PD” - Planned Development District, Located on the Northeast Corner of Carlisle Street and Virginia Parkway, Generally to Modify the Development Standards, and Accompanying Ordinance]

Z TO CONDUCT PUBLIC RINGS. TO CONSIDER AND ACT ON A REQUEST TO REZONE SUBJECT PROPERTY FROM PD PLAN DEVELOPMENT DISTRICT PLAN DEVELOPMENT DISTRICT LOCATED ON THE NORTHEAST CORNER OF CARLO STREET PARKWAY, GENERALLY TO MODIFY DEVELOPMENT CENTERS AND ACCOMPANIED ORDINANCE. JENNIFER THANK YOU, MR MAYOR. JENNIFER ARNOLD, DIRECTOR OF PLANNING THIS SITE. I'M SURE LOOKS VERY FAMILIAR TO MOST OF YOU. THIS IS THE FIVE ACRE TRACT AT THE NORTHEAST CORNER OF CARLISLE STREET IN VIRGINIA PARKWAY. IT WAS RECENTLY RE ZONED TO ALLOW FOR THE DEVELOPMENT OF MULTIFAMILY PROJECT FOUR STORIES IN HEIGHT AND 34 UNITS TO THE ACRE. THE APPLICANT IS REQUESTING TO REZONE THE PROPERTY AGAIN STRICTLY TO MODIFY AND THEY SET BACK ALONG CARLISLE STREET, WHICH I WILL HIGHLIGHT RIGHT HERE FOR YOU. CARLISLE STREET IS CONSIDERED A FRONT YARD ON THIS PARTICULAR TRACT, WHICH WOULD TYPICALLY REQUIRE A 35 FT. SETBACK FOR THE BUILDING. HOWEVER, THE APPLICANT DOES DESIRE TO USE CARLISLE STREET TO ACHIEVE FIRE PROTECTION IN ORDER TO UTILIZE CARLISLE STREET. IT DOES NEED TO BE WITHIN A CERTAIN DISTANCE FROM THE RIGHT OF WAY AS AS SUCH , THE APPLICANT IS REQUESTING TO MODIFY THAT SETBACK FROM 35 FT, DOWN TO 15 FT. ABSOLUTELY CAN BE CLOSER TO THE STREETS. STAFF HAS REVIEWED THE REQUEST, AND WE DO UNDERSTAND THAT THE REZONING HAS PREVIOUSLY BEEN APPROVED BY THE COUNCIL, HOWEVER, ARE PROFESSIONAL RECOMMENDATION ON THAT PROPOSED SETBACK IS THAT IT IS NOT CONSISTENT WITH THE SURROUNDING AREA AND THEREFORE WE ARE NOT ABLE TO SUPPORT IT. HOWEVER I'M HERE TO ANSWER ANY QUESTIONS, AND OUR APPLICANT IS HERE AS WELL. PLANNING AND ZONING COMMISSION CONSIDERED THE REQUEST AT THEIR LAST MEETING, AND THEY ARE OFFERING APPROVAL. UM AND WITH THAT I'M HERE FOR ANYTHING YOU NEED. QUESTIONS FOR JENNIFER. THE LIMITED SETBACK PROVIDE FOR MORE WORKFORCE HOUSING. IT WOULD ALLOW FOR THE DEVELOPMENT OF THE FOOTPRINT THAT THEY'RE SHOWING HERE. THANK YOU. THANK YOU, JENNIFER. THE APPLICANT IS HERE, MR ROEDER. MAYOR MEMBERS OF THE CITY COUNCIL. BOB ROEDER, 1700 DRUG BAD SUITE 300 IN MCKINNEY ON BEHALF OF THE APPLICANT. THANK MISS ARNOLD HAS DESCRIBED THE SITUATION VERY ACCURATELY. FIRE DEPARTMENT REQUIRES THAT THEY HAVE NO MORE THAN ABOUT 30 OR 35 FT FROM THE PAVED PORTION OF THE ROAD TO GET TO THE BUILDING, AND SO WE HAVE A WE HAVE A ROAD THAT'S PAVED. WE'VE GOT RIGHT OF WAY THAT'S UNPAVED, AND WE NEED TO MOVE TO SET BACK CLOSER IN SO WE CAN GET WITHIN THAT 35 FT DISTANCE TO IN ORDER TO USE CARLISLE AS A AS A FIRE LINE AND YOU WILL RECALL THIS IS THE PROJECT THAT 60% AMMA. ALL OF THE COUNCIL SUPPORTED IT. AH AND WE NEED THIS IN ORDER TO BRING THE SITE PLAN WITH INTO CONFORMANCE FOR FIRE DEPARTMENT , SO I REQUEST YOUR FAVORABLE APPROVAL. BE HAPPY TO ANSWER ANY QUESTIONS TRYING TO KEEP IT SHORT. YOU THINK DAVID'S GOING TO STAND UP AND TALK TO ANYONE? I HAVE ASKED HIM NOT TO MR PHILLIPS. YOU KNOW, I HAVE NO CONTROL OVER THAT. MR RHODES, RIGHT? I THINK WHEN WE TALK ABOUT THE NEIGHBORHOOD AND THE IMPACT ON THIS, IT REALLY IS.

LTD. THE CHURCH THAT'S ACROSS THE STREET FROM CARLISLE. I DROVE THIS LOT YESTERDAY. REALLY COULDN'T DETERMINE ANY REAL MEANINGFUL DIFFERENCE TO THEM. SO IT IT SEEMS LIKE THERE'S NOT MUCH OUT THERE AS FAR AS NEIGHBORHOOD GOES. IS THAT A FAIR ASSESSMENT THAT IS A FAIR ASSESSMENT IS ALSO A CHURCH TO THE NORTH OF THIS PROPERTY, BUT NOTHING THAT WE'RE DOING WILL CHANGE ANY OF THE RELATIVE DISTANCES THAT WE ACHIEVED IN THE LAST ORDINANCE WITH REGARD TO THAT CHURCH. THANK YOU. THANK YOU, BOB. THIS IS A PUBLIC HEARING EVERYONE THAT WOULD LIKE TO SPEAK TO THIS ISLAND. SAYING NONE ENTERTAIN A MOTION. MR RACHET START TO STAND BACK DOWN.
