TODAY IS TUESDAY, MAY 2030 YEAR 2023 WERE IN COUNCIL CHAMBERS AT 2 22 NORTH TENNESSEE STREET,

[CALL TO ORDER]

[PUBLIC COMMENTS ON AGENDA ITEMS]

GREAT CITY OF MCKINNEY. OUR FIRST ORDER OF BUSINESS IS PUBLIC COMMENTS ON AGENDA ITEMS. HERSELF A CALL UP MR DAN PORZIO. GOOD AFTERNOON. I'M GONNA REPEAT WHAT I'VE BEEN SAYING. FOR QUITE A WHILE, UM WE DIDN'T. OR YOU ALL DIDN'T GET WHAT SHE WANTED. PERHAPS ON THE BOND ISSUE, HOWEVER, I WAS TALKING TO MY YOUNGEST SON, AND HE SAID WHY CAN'T YOU JUST DO IT.

YOURSELVES. I SAID, WELL, YEAH, THAT'S PROBABLY WHAT'S GOING TO HAPPEN. BUT WHAT I WANT TO SAY IS, WE HAVE AN ENORMOUS AMOUNT OF PEOPLE. WITH TALENT IN VARYING AREAS. FROM DEVELOPMENT BUSINESS, TOO. YOU NAME IT. AND IF WE'RE GOING TO DO IT BY OURSELVES? LET'S USE THE PEOPLE THAT WE HAVE. LET'S USE THE TALENT THAT WE'VE GOT. LET'S GO ABOUT IT CAREFULLY. FOCUSED. IF IT'S GOING TO HAPPEN, IT WILL HAPPEN WITH THE PEOPLE THAT WE HAVE. WILL BE PURSUING OTHER SOURCES THERE. OTHER DEALMAKERS . THERE'S A LOT OF DEALMAKERS IN MCKINNEY. IT SOUNDS LIKE WE'RE STRANGERS IN A STRANGE LAND WITH MAKING DEALS. SO. LEFT HER REASSESS, REEVALUATE. REFOCUS.

AND. I'M NOT AGAINST THE AIRPORT PER SE. LET'S LET'S DO IT. LET'S DO IT CAREFULLY. LET'S DO IT CAUTIOUSLY. LET'S USE EVERY PERSON WITH TALENT, EVERY RESOURCE THAT WE HAVE AVAILABLE.

AND THAT'S BASICALLY ALL I WANT TO SAY, UM AUSTIN IS NOW ACCORDING TO MY YOUNGEST SON. AH WHEN HOLLYWOOD STARTED GETTING A LITTLE WEIRD PRODUCTION COMPANIES MOVED TO SUBURBAN ATLANTA. TYLER PERRY BOUGHT A HUGE AMOUNT OF PROPERTY BUILT BRAND NEW STATE OF THE ART STUDIOS. THEY RECONVERTED OLD INDUSTRIAL BUILDINGS. UM AND NOW . MORE OF HOLLYWOOD IS APPARENTLY GOING TO GO TO AUSTIN. THE QUOTE THAT MY SON TOLD ME WAS WELL, THEY WANT TO MAKE AUSTIN THE NEXT LOS ANGELES. AND SO I RETORTED BACK TO HIM. WELL THEY KIND OF ALREADY IS SO I DON'T KNOW IF WE CAN COMPETE WITH THAT. THEIR CLIMATE IS DIFFERENT AND BUT IF WE'RE GOING TO PURSUE THINGS WE CAN CERTAINLY PURSUE THAT. THAT'S IT. THANKS, DAN. UH, HENRY JOHNSON. MR MAYOR. HONORABLE COUNCIL MEMBERS. I'M HANK JOHNSTON, 26 27. CLUB ELECTORAL HERE IN MCKINNEY. IT HAS BEEN STATED THAT SOME MEMBERS OF COUNCIL THINK THE BOND ELECTION FAILED. BECAUSE IT WAS A GEO BOND. THAT'S NOT WHAT I HEARD. IT FAILED BECAUSE MCKINNEY RESIDENTS DON'T THINK MAQUINA NEEDS TO BE SOLVED IN LOVE, PHIL AND DEATH W CAPACITY ISSUES BY ADDING PASSENGER SERVICE. THEY ALSO THINK THAT THE BUSINESS CASE WAS ON THE BENEFIT THAT MCKINNEY WOULD FULLY EXPERIENCE. MAYBE COLLIN COUNTY AND NORTH TEXAS WOULD BUT NOT FULLY MCKINNEY'S WINDFALL. 2700 JOBS. WERE ADVERTISED. HOW MANY MCKINNEY RESIDENTS DO YOU THINK WOULD GET THOSE JOBS? IF THEY DID. HAD BEEN LARGE SUCKING SOUND AND HELP WANTED FROM ALL OF THE OTHER BUSINESSES IN MCKINNEY. COUNCIL. PLEASE FOCUS ON THE SUGARLAND AIRPORT STRATEGY AND THEN DOING SO WITH KENNY WILL PROVIDED AND THAT WILL PROVIDE THE BENEFITS OF MCKINNEY NEEDS. THANK YOU. JAMES BRESNAHAN. HELLO. COUNCIL JUST WANTED TO GIVEN MY SUPPORT TO THE AIRPORT, I HAVE A BUSINESS THAT I OWN ON THE EAST SIDE OF MCKINNEY MCKINNEY FLOUR MILL, AND WE'RE TRYING TO CREATE A SENSE OF DESTINATION. THEIR ENTERTAINMENT WITH TUFTS BREWERY AND ALL THE OTHER. DEVELOPMENT THAT'S GOING TO BE HAPPENING THERE, AND I JUST WANTED TO STAND UP IN FRONT OF THE BOARD AND SAY NOT EVERYBODY. AS OPPOSED TO THE AIRPORT. I'M VERY MUCH IN FAVOR OF IT, AND I THINK THAT WILL BE AN ECONOMIC GENERATOR FOR THE EAST SIDE OF

[00:05:05]

TOWN. IT'S THE CLOSEST PART TO THE TO THE AIRPORT. AND SO I JUST WANTED TO LET YOU KNOW THAT I AM IN FAVOR OF IT IN ONE JUDAIC FIND ANOTHER WAY TO FUND. THE COMMERCIAL OF THE AIRPORT FOR THE COMMUTER AIRPORT. THANK YOU, SIR. THANKS, JAMES. ROBERT ROSEN, BOB. GOOD AFTERNOON.

COUNCIL MEMBERS. MAYOR FULLER. UM MY NAME IS ROBERT ROSEN, BAMA LIVE AT 5708 LARGE STONE DRIVE AND THE BRIXTON NEIGHBORHOOD. ONE OF THE ITEMS ACTION ITEMS ON THE AGENDA HAS TO DO WITH THE TRASH COLLECTION SERVICES AND FROM MYSELF. MY NEIGHBORS ARE FRIENDS THAT LIVE IN THAT NEIGHBORHOOD AND OTHER NEIGHBORHOODS HAVE A HUGE CONCERN. AS FAR AS HOW THAT'S GOING TO IMPACT ALL OF US. IT'S A BIG TAKE OVERTAKEN. IF YOU WERE TO SWITCH PROVIDERS, WE NOTICED ANOTHER NAME ON THERE. LOOKING ONLINE. YOU SEE IT, UM IT'S YOU HAVE A MCKINNEY BASED BUSINESS, AND I ALWAYS THOUGHT MCKINNEY WAS BIG ON SUPPORTING MCKINNEY BASED BUSINESSES. THIS DOESN'T SEEM TO BE THE CASE THAT COULD BE WRONG. THERE'S GONNA BE A LOSS OF REVENUE TO THE CITY CITY IS ALL ABOUT BRINGING MONEY IN HERE, RIGHT? YOU'RE SWITCHING TRASH PROVIDERS. YOU'RE GOING TO LOSE ALL THAT. THAT DOESN'T REALLY MAKE SENSE. UM OTHER THAN THAT, ALL WE ASK MYSELF, MY FAMILY, MY FRIENDS AND THE PEOPLE THAT WE KNOW IN THE COMMUNITY. MCKINNEY AS HE REALLY DIGGING THIS LOOK A LITTLE BIT DEEPER AND MAKE SURE YOU'RE MAKING THE RIGHT DECISION.

THAT'S ALL WE RESPECT YOU GUYS RESPECT WHAT YOU DO FOR THE STADIUM. MCKINNEY WE THANK YOU.

JOHN HELMER. JOHN HELMER 708. PEARSON AVENUE IN MCKINNEY EAST SIDE. AH THANK YOU ALL FOR THE CHANCE TO SPEAK. AND THANKS FOR YOUR SERVICE ON THE COUNCIL AND CONGRATULATIONS TO OUR NEW MEMBER ON ON COUNCIL. UM. TWO THINGS ON MY MIND. THIS IS NOT SCRIPTED. I DON'T HAVE ANY NOTES, BUT I FEEL LIKE THAT ON ON. THIS AIRPORT BOND. UH, IN MY VIEW. I LOOK UP AND I TRY AND FIND ANY OTHER. TEXAS SUBURB THAT HAS SUCCESSFUL PASSENGER SERVICE WITHIN 50 MILES OF A MAJOR AIRPORT, AND I DON'T SEE ANY TO ME. IN MY VIEW THAT MAKES US A SPECULATIVE ISSUE. MAYBE WE CAN DO IT. MAYBE WE CAN. I DON'T KNOW. I DON'T THINK WE CAN TAX AND SPEND OUR WAY INTO SUCCESS ON THIS SORT OF THING. IF THAT'S SPECULATIVE, WE NEED VENTURE CAPITAL DOING THAT WORK. AND.

AND UM, AND I MEAN THAT AIRPORT IS A PEARL IN OUR OYSTER WERE A BETTER CITY FOR IT. IT'S A GREAT FACILITY BETTER THAN MOST. AH, AND PRESS. FRISCO DOESN'T HAVE IT. ALAN DOESN'T HAVE IT. MOSTLY CITIES DON'T HAVE IT. PLANO DOESN'T AH, LET IT DEVELOP ORGANICALLY. I MEAN, WE HAVE ALL KINDS OF CAPACITY. WE CAN HAVE A MIXTURE OF ACTIVITY AND FLIGHTS. I DON'T KNOW IF WHAT WORRIES ME ABOUT BOND DEBT IS THAT I THINK THAT SHOULD BE FOR PUBLIC. GOOD I DON'T THINK THAT OUR TAXPAYERS SHOULD HAVE TO PAY TO USE WHAT'S BEING SPENT ON BOND DOLLARS. SO STREETS, UTILITIES, FREE PARKING PARKS AND SO FORTH IS GREAT FOR BOND DOLLARS BECAUSE ANYONE CAN USE IT BUT AN AIRPORT FOR PASSENGER SERVICE. YOU'RE LOOKING AT JETSETTERS AND A HANDFUL OF PEOPLE THAT HAVE TO PAY IN ORDER TO BENEFIT FROM THAT, AND THAT IS JUST A SMALL PERCENTAGE OF OUR RESIDENTS HERE , AND I JUST DON'T THINK WE HAVE THE THEY I DON'T THINK WE HAVE THE DEMAND FOR IT, AND I DON'T SEE ANY EVIDENCE FOR IT. BUT WHO KNOWS? BUT I SAY, UM PRIVATE DOLLARS. THAT'S WHAT I ASKED FOR. NOW, LET ME MAKE ONE POINT ABOUT THIS LAST ELECTION. MCKINNEY HAS ROUGHLY 80,000 PEOPLE IN OUR WORKFORCE PROFESSIONALS, WELL EDUCATED, HIGH INCOMES 200,000 PEOPLE IN THE CITY. I DON'T WANT PEOPLE TELLING ME WHAT TO BELIEVE AND WHAT TO THINK AND HOW TO VOTE AND WHAT TO SUPPORT. I AM HUMILIATED BY ALL OF THE, UM, THE ELECTION EARRING THAT'S GOING ON AROUND THIS ELECTION AND ALSO THE ENDORSEMENT BUSINESS. I WANT INDEPENDENT PEOPLE ON THESE BOARDS COUNCILS . I WANT COMMON SENSE OF WISDOM. AND INDEPENDENCE PEOPLE TO STAND UP AND CONNECT THE DOTS. IF THERE'S A PROBLEM, DON'T PUT STUFF ON THE AGENDA. IF IT SHOULDN'T BE. WE DON'T GET THAT. WITH ALL THIS ENDORSEMENT. WE GET THE MAYOR'S PICTURE ON EVERY CORNER, EVERY SIGN ENDORSING CITY COUNCIL CANDIDATES. WHAT DO YOU THINK WE'RE GOING TO GET FROM THAT? THAT'S THAT'S MY TIME. THANK YOU VERY MUCH. THANK YOU. FOR THE RECORD. THOSE SIGNS

[00:10:05]

WERE FOR SCHOOL BOARD IN COMMENTS NO, NO CITY COUNCIL MEMBERS, BUT UM, THAT'S ALL THE COMMENTS THAT WE HAVE SIGNED UP. OH, YOU ARE LATE, BUT I'M GOING TO ALLOW IT. I'M GOING TO ALLOW IT. I SAID I'M GONNA ALLOW IT. I'M GONNA ALLOW IT. EVERYBODY. I'M KIM BLACK FIVE, A NON NORTH KENTUCKY. THANKS AGAIN FOR EVERYBODY TO BE HERE. I DO APPRECIATE WHAT YOU DO VERY MUCH. GLAD TO SEE YOUR FACE. I'M HERE IN SUPPORT TO TALK ABOUT THE REDEVELOPMENT, SO WE'RE GOING TO CHANGE TOPICS A LITTLE BIT. AND UH, ABOUT THE REDEVELOPMENT PROJECT FOR DOWNTOWN. AS USUAL. I'M HERE TO SUPPORT AND BE A PROACTIVE PROPONENT FOR MY NEIGHBORHOOD AND THE THOUGHTFUL DEVELOPMENT THAT I'M HOPING THAT WE'RE GOING TO RECEIVE WHEN YOU DEVELOP THE NORTH SIDE OF TOWN. WE'VE REALLY EXPERIENCED A LOT OF GOOD SMALL TOWN QUIET. NEIGHBORHOOD E LIVING THERE. AND YOU'RE BRINGING SOME EXTRA TO MY SIDE OF TOWN. AND I DO HOPE THAT YOU'LL BE THOUGHTFUL ABOUT THE WAY THAT YOU BUILD THERE. THERE'S A QUESTION ABOUT LAMAR STREET AND HELP WHAT IT IS AND THE TRAFFIC THAT MIGHT BE EXPECTED ON THAT STREET AND LIKE TALK ABOUT THAT, A LITTLE BIT MORE. BUT I AM IN SUPPORT OF THIS, AND I WAS GRATEFUL TO BE ON THE STAKEHOLDER GROUP AND I HOPE TO TALK TO YOU MORE ABOUT IT LATER, BUT I JUST WANTED TO PLUG THE NEIGHBORHOOD AND SAY HEY, REMEMBER US, REMEMBER THAT WE LIVE HERE? REMEMBER THAT WHAT YOU'RE DOING IS GOING TO CHANGE OUR NEIGHBORHOOD AND PLEASE BE THOUGHTFUL ABOUT THAT. OKAY? THANKS FOR BEING SUCH A STRONG ADVOCATE FOR DOWNTOWN. ALRIGHT, WE WILL MOVE ON TO OUR WORK

[Update on the Downtown City-Owned Property Redevelopment Initiative]

SESSION AGENDA UPDATE ON THE DOWNTOWN CITY OWNED PROPERTY REDEVELOPMENT INITIATIVE, MR QUINT. THANK YOU, SIR MICHAEL QUINT, EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES. HAVE A UPDATE FOR YOU. LAST TIME. I WAS IN FRONT OF YOU WAS BACK IN JANUARY. KICKSTART THIS WHOLE INITIATIVE, SO WANT TO PROVIDE YOU WITH A COUPLE OF UPDATES OF WHAT WE'VE BEEN DOING OVER THE PAST COUPLE OF MONTHS BEFORE YOU START. I JUST WANT TO SAY THAT YOU YOUR NAME HAS COME UP.

DOZENS OF TIMES OF PEOPLE THAT ARE INVOLVED IN THE STAKEHOLDERS IN THE COMMUNITY AND WHATNOT. UM AND JUST CONTINUOUSLY TALKING ABOUT HOW GREAT YOU'VE BEEN DURING THIS PROCESS, HOW WELL YOU'VE INFORMED THEM JUST YOUR GUIDANCE AND LEADERSHIP ON IT. EVERY SINGLE PERSON HAS TAKEN THE TIME TO CALL YOU OUT BY NAME, SO JUST YOU SHOULD KNOW THAT APPRECIATE THAT AND APPRECIATE THEY'VE ALL BEEN VERY GRACIOUS WITH THEIR TIME AND VERY PATIENT WITH ME, SO I APPRECIATE THEM AS WELL. SO A COUPLE OF UPDATES FIRST WANT TO PROVIDE YOU SOME INFORMATION REGARDING THE PROPERTY APPRAISALS THAT WE HAD DONE ALSO A MARKET FEASIBILITY STUDY AND ALSO WANT TO KIND OF BUTTON UP. THE INITIAL PUBLIC INPUT PHASE PROVIDES USE AND FEEDBACK THAT WAS GIVEN TO ME IS OVER THE PAST COUPLE OF MONTHS, SO FIRST JUST A REMINDER OF KIND OF THE PROCESS THAT WE SET OUT THAT WE'RE TRYING TO FOLLOW. WE LAUNCHED AS I MENTIONED BACK IN JANUARY. INITIAL PRESENTATION TO YOU ASKING, WHAT DID YOU WANT TO DO WITH THE PROPERTY? YOUR FEEDBACK TO ME WAS REDEVELOPED. NOW START WITH THE RFP PROCESS AND WHERE WE GO MAKE SURE THAT YOU INCLUDE THE PUBLIC IS WHAT YOU TOLD ME AND BASICALLY THROUGH YOUR COMMENTS, MAYOR I THINK WHAT YOU'RE HEARING IS WE'VE BEEN SUCCESSFUL, ENGAGING WITH THE RESIDENTS ENGAGING WITH DOWNTOWN STAKEHOLDERS TO FIGURE OUT WHAT IT IS THAT THEY WANT TO SEE REDEVELOPED ON THESE PROPERTIES. SO THAT'S WHERE WE'RE GOING. THAT'S WHERE WE'VE BEEN. THE GREEN CHECK MARKS JUST INDICATE KIND OF WHERE WE'RE AT IN THE PROCESS, YOU'LL SEE THAT WE ARE HERE. WRAPPING UP THE PUBLIC INPUT PHASE TRANSITIONING INTO THE REQUEST FOR QUALIFICATIONS PRODUCTION. SO FIRST LET'S TALK ABOUT APPRAISALS AND MARKET FEASIBILITY STUDIES. SO JUST A REMINDER OF THE FOUR PROPERTIES THAT WE'RE TALKING ABOUT ALL THE GREEN PROPERTIES ARE CITY OWNED PROPERTIES IN AND AROUND DOWNTOWN, YOU'LL NOTICE THE FUTURE CITY HALL ON THE EAST SIDE OF HIGHWAY FIVE OVER THERE ON THE CORNER OF THROCKMORTON AND VIRGINIA. THAT'S KIND OF THE IMPETUS FOR WHY WE'RE HERE WHEN ALL OF THE CITY STAFF FROM DOWNTOWN KIND OF MOVED TO THAT NEW CITY FACILITY. WHAT'S GOING TO HAPPEN WITH THE VACATED PROPERTIES THAT ARE LEFT BEHIND? SPECIFICALLY THESE FOUR BLUE PROPERTIES WITH THE STAR ON THEM. A CLOSER VIEW OF THOSE FOUR PROPERTIES AGAIN PROPERTY NUMBER ONE DEVELOPMENT SERVICES BUILDING RIGHT ACROSS THE STREET FROM HERE, PROPERTY NUMBER TWO CITY HALL WHERE WE'RE AT RIGHT NOW. PROPERTY NUMBER THREE THE PARKING LOT JUST TO THE NORTH OF US AND THEN PROPERTY NUMBER FOUR ANOTHER PARKING LOT JUST NORTHEAST OF CITY HALL RIGHT NOW. SO PROPERTY NUMBER ONE DEVELOPMENT SERVICES BUILDING ABOUT 40,000 SQUARE FEET INSIDE THE BUILDING IS ABOUT 12 OR 1,111,000 SQUARE FEET BUILT IN

[00:15:03]

1960 THE APPRAISAL COUNCILMAN CLAUDIA, YOU'LL REMEMBER. WE HAD SOME CONVERSATIONS BACK IN JANUARY ABOUT THE VALIDITY OR THE HOW MUCH IMPORTANCE YOU PLACE ON SEACAT VALUES. SO SEACAT VALUE ON THIS PROPERTY AS OF 2022 IS 800,000. THE APPRAISAL CAME BACK AT 2.6 MILLION AGAIN. 2.6 MILLION, INCLUDING THE STRUCTURE IF WE ELIMINATE THE STRUCTURE, JUST 1.1 WAS THE APPRAISAL VALUE FOR THE LAND. AND MICHAEL, IF I COULD JUST MAKE A POINT ON THAT JUST TO DRIVE HOME FOR THE FOLKS WATCHING THIS THE SEAT HAD VALUES AND APPRAISAL FOR TAX PURPOSES. THIS IS A CITY OWNED BUILDING. IT'S NOT GOING TO GET TAXED, SO NOBODY'S NOBODY CARES WHAT THE SEACAT VALUE IS. IT COULD BE A BILLION DOLLARS. IT COULD BE $1, THEN MAKE ANY DIFFERENCE. IT WAS A RATHER ARBITRARY NUMBER. THAT WAS NEVER ONE TO BE A PROXY FOR WHAT IS IT WORTH IF WE SELL IT? CORRECT YES, SIR. JUST TO POINT OUT THE MARKET OR THE APPRAISAL CONSULTANT WE USE WAS CBR EITHER BIG LOCALLY, DO A LOT OF THIS TYPE OF WORK TRUSTED EXPERT IN THE INDUSTRY SO VERY HAPPY TO HAVE THEIR SERVICES MARKET STUDY RECOMMENDATIONS, SO WE CONSULTED WITH JLL, ANOTHER MARKET LEADER IN THE MARKET. FEASIBILITY, UM INDUSTRY AND ASKED THEM TO LOOK AT WHAT USES COULD BE FEASIBLE DOWNTOWN. WE ASKED THEM, I ASKED THEM SPECIFICALLY TO HONE IN ON USES THAT BRING PEOPLE BRING ACTIVITY BRING LIFE TO DOWNTOWN HOTELS OFFICE, MULTI FAMILY SOMETHING THAT WOULD ENERGIZE DOWNTOWN NOW THE RECOMMENDATIONS THAT YOU'RE SEEING ARE JUST BASED ON THOSE FOCUS AREAS THAT WE ASKED THEM TO FOCUS THEIR ATTENTION ON. IT DOESN'T MEAN THESE MARKETS STUDY RECOMMENDATIONS ARE WHAT THESE USES HAVE TO BE COULD BE ANY NUMBER OF USES THAT THE COUNCIL SEES FIT TO APPROVE FOR DEVELOPMENT ON THESE PROPERTIES.

BUT THESE ARE JLS RECOMMENDATIONS FOR PROPERTY NUMBER 1 35,000 SQUARE FOOT OFFICE BUILDING AND ABOUT 8000 SQUARE FEET OF RETAIL RESTAURANT USES. PROPERTY NUMBER TWO WHERE WE ARE RIGHT NOW CITY HALL AGAIN ABOUT 40,000 SQUARE FEET IN SIZE , JUST FROM A PROPERTY STANDPOINT, THE BUILDING BUILT IN 1965 ABOUT 41,000 SQUARE FEET . THE ASSESSED VALUE SEE CAD 1.3 MILLION. THE APPRAISED VALUE 4.8 MILLION. THE LAND ITSELF. 1.1 MILLION IF THE BUILDING WERE GONE THE MARKET STUDY AGAIN, JLL THEIR RECOMMENDATION FOR THIS PROPERTY 50 ROOM HOTEL ABOUT 40,000 SQUARE FEET, BUT IT'S IMPORTANT TO NOTE THE DESIRE FOR A BRAND HOTEL. THIS IS ONE THING THAT I HEARD. HEY BRAND HOTELS ARE IMPORTANT PEOPLE HAVE REWARDS. THEY HAVE LOYALTY.

PROGRAMS MAYBE WE NEED THAT DOWNTOWN AND THE MARKET CONSULTANT WAS QUICK TO POINT OUT BECAUSE OF THE LACK OF AMENITIES DRAW IF YOU WILL, DOWNTOWN. GETTING A BRANDED HOTEL DOWN HERE WOULD LIKELY BE VERY DIFFICULT WITHOUT SOME CITY SUBSIDIES. SO YOU'RE LOOKING MORE BOUTIQUE HOTEL FOR THAT 50 ROOM OPERATION. PUBLIC PARKING LOT. NUMBER ONE. PROPERTY NUMBER THREE ABOUT 88,000 SQUARE FEET ASSESS VALUED 680,000 APPRAISED VALUE 2.6 MILLION MARKET FEASIBILITY STUDY RECOMMENDED MULTI FAMILY RESIDENTIAL UNITS ABOUT 200,200 NOT 200,000. MY APOLOGIES. 200 UNITS WITH ABOUT 10,000 SQUARE FOOT OF GROUND FLOOR, RETAIL AND RESTAURANT USES. PLEASE FORGIVE ME ON THE 200,000. NOBODY. PLEASE UM, PROPERTY NUMBER FOUR, FINALLY, AT 301 CHESTNUT. ANOTHER PARKING LOT ASSESSED VALUE 350,000 APPRAISED VALUE 1.1 MILLION RECOMMENDATION HERE WAS 400 PARKING SPACES. NOW I'LL POINT OUT ON ALL FOUR OF THESE PROPERTIES RIGHT NOW. THEY'RE ABOUT 350 PARKING SPACES. AND SO THESE 400 PARKING SPACES THAT THEY'RE RECOMMENDING ARE JUST TO SUPPORT THE NEW USES. SO I'D LIKE TO RECOMMEND TO YOU. THAT WHATEVER PARKING ULTIMATELY GETS CONSTRUCTED HERE NEEDS TO ANTICIPATE REPLACING SOME, IF NOT ALL, OF THE 350 SPACES THAT WILL BE COMING OUT. YOU'LL SEE IN THE PUBLIC INPUT FEEDBACK THAT I RECEIVED. PARKING WAS A VERY BIG COMPONENT OF THE FEEDBACK THAT I'VE RECEIVED OVER THE LAST COUPLE OF MONTHS. SO LET'S GET TO THAT FEEDBACK. SO SINCE JANUARY, I'VE BEEN MEETING WITH A WHOLE BUNCH OF FOLKS. WE PULLED TOGETHER. A STAKEHOLDER INPUT MEETING MADE NUMEROUS BOARDING COMMISSION PRESENTATIONS, BUT I REALLY WANT TO FOCUS ON TO PUBLIC OUTREACH EVENTS, THE FIRST BEING THE PUBLIC TOWN HALL THAT WE HAD BACK ON APRIL 20/6 AND THEN THE

[00:20:01]

ONLINE SURVEY THAT WE PUT OUT TO THE PUBLIC HAD A PRETTY GOOD RESPONSE RATE TO THE ONLINE SURVEY, AND I'M EXCITED TO SHARE THAT FEEDBACK WITH YOU. SO FIRST LET'S START WITH THE PUBLIC TOWN HALL. SO WE HAD ABOUT 65 PEOPLE THAT CAME TO THE TOWN HALL. THIS ROOM WAS PACKED. I WILL TELL YOU IT WAS VERY EXCITING TO SEE AT THE TIME. THERE WAS A BIT OF UNCERTAINTY WITH THE WEATHER. I THINK THE CONTEXT MATTERS AND SO TO GET 65 PEOPLE HERE WHEN WE WERE STORMS HAIL, I THINK AT SOME POINT THERE WAS TALK OF SMALL CHANCE OF TORNADOES TO GET 65. PEOPLE HERE MEANT A LOT TO ME MEANT A LOT TO OUR TEAM AND A LOT TO THIS INITIATIVE. SO WE WERE EXCITED TO SEE THEM AND HEAR FROM THEM. MOST OF THEM LIVED DOWNTOWN AND ALL. BUT TWO OF THE ATTENDEES INDICATED THAT THEY VISIT DOWNTOWN, AT LEAST MONTHLY. SOME FEEDBACK THE WE TRIED TO DO AN INTERACTIVE WORD CLOUD FROM WITH THE RESIDENTS THAT SHOWED UP YOU SEE IT UP ON THE SCREEN? THE NUMBER ONE WORD WE HEARD WAS CHARMING CHARM, SOME OTHER HISTORIC, QUAINT HIS JUST WALKABLE. A LOT OF THESE WORDS KIND OF CAME TO THE FOREFRONT WHEN WE ASKED ALSO DID SOME VISUAL PREFERENCE SURVEYS WILL TALK A LITTLE BIT MORE ABOUT THOSE HERE IN A SECOND, BUT THESE ARE THE BOARDS. THESE ARE PHOTOS OF EXACTLY WHAT THE CITIZENS TOLD US WHEN THEY SHOWED UP THAT NIGHT. SO AGAIN, TRY TO KEEP IT INTERACTIVE THAT NIGHT RAN AN INTERACTIVE POLL. WHAT? THREE THINGS WHAT THREE PUBLIC ELEMENTS WERE MOST IMPORTANT TO THE FOLKS THAT SHOWED UP AND THE THREE THAT ROSE TO THE TOP WAS PRESERVING AND ENHANCING THE CHARACTER OF HISTORIC DOWNTOWN MCKINNEY THAT WHETHER IT WAS FROM THIS PUBLIC EVENT OR THE CONVERSATIONS THAT I HAD WITH THE VARIOUS BOARDS AND COMMISSIONS THAT WAS LIGHT YEARS AHEAD OF EVERYTHING ELSE. EVERYBODY WANTS TO SEE THE CHARACTER, THE CHARM, THE WALK ABILITY, THE QUAINT NATURE OF DOWNTOWN MCKINNEY PRESERVED IF NOT EXPANDED, BUT AT A MINIMUM, IT'S GOT TO BE PRESERVED. SO NO DOUBT IT WAS NUMBER ONE WITH A BULLET. NUMBER TWO ATTRACTIVE ARCHITECTURE AND BUILDINGS IN THE NUMBER THREE, ENSURING THAT ADEQUATE PARKING IS PROVIDED DOWNTOWN AGAIN. YOU HEARD ME MENTION IT A FEW SECONDS AGO, YOU'RE GOING TO HEAR IT AGAIN. SO WHAT'S MISSING FROM DOWNTOWN MCKINNEY? SO WHAT? WHAT DO THE RESIDENTS OR WHAT DO THE FOLKS THAT SHOWED UP TO THE TOWN HALLS THINK THAT MCKINNEY NEEDS DOWNTOWN MCKINNEY NEEDS NUMBER ONE GROCERY SORT 18. PEOPLE OF THE 65 SAID THAT WE NEED A GROCERY STORE. CULTURAL AMENITIES WAS ALSO VERY, VERY HIGH, AND I'VE LUMPED TOGETHER A WHOLE NUMBER OF THINGS UNDER THAT CULTURAL AMENITY. UMBRELLA EVENTS, HALLS, MUSEUMS, THEATERS , OPEN SPACE PARKS, ALL OF THOSE WERE VERY, VERY IMPORTANT TO THE FOLKS THAT SHOWED UP AMENITIES FOR KIDS WHEN WE COME DOWN HERE FOR EVENTS. WHAT ARE THE KIDS DO ? WHERE DO THEY GO? WHERE DO THEY HANG OUT? VERY IMPORTANT. OBVIOUSLY PARKING. YOU'RE GOING TO HEAR IT AGAIN. IT'S NOT THE LAST TIME YOU'RE GOING TO HEAR ABOUT PARKING AND THEN OBVIOUSLY A HOTEL. SO THE VISUAL PREFERENCE SURVEY WHAT WE DID HERE AND THIS WAS INTENTIONALLY DIFFICULT. THERE WERE ABOUT 25 IMAGES ON EACH OF THESE BOARDS, AND WE GAVE RESIDENTS TO GREEN DOTS AND ONE RED DOT TO GREEN DOTS OUT OF 25 IMAGES. WHAT ARE THE TWO IMAGES THAT BEST REPRESENT WHAT YOU WANT TO SEE DOWNTOWN, AND NOW IT'S SUBJECTIVE. YOU CAN LOOK AT THE TOP LEFT IMAGE AND YOU COULD EXTRACT FIVE THINGS. I COULD EXTRACT FIVE THINGS. EVERYBODY IN THIS AUDIENCE COULD EXTRACT FIVE THINGS THAT THEY LOVE ABOUT THAT IMAGE. PAGE. BUT SUFFICE IT TO SAY OF THE 65 PEOPLE THAT SHOWED UP 30 OF THEM PUT THEIR DOT ON THAT TOP LEFT IMAGE. NOW AGAIN, WHAT I SEE ECLECTIC BUILDING DECIDE. BUILDING DESIGN , WALKABLE STREETS, LANDSCAPING , YOU'LL SEE VARYING LEVELS OF HEIGHT IN THE BUILDINGS, STOREFRONT ACTIVITY LIFE. THAT'S WHAT I SEE FROM THE TOP LEFT IMAGE. TOP RIGHT IMAGE. 17 OF THE 65. PEOPLE SPENT ONE OF THEIR DOTS ON THAT IMAGE. WHAT DO I SEE? MCKINNEY I ACTUALLY SPOKE WITH ONE RESIDENT THAT WAS CHALLENGING ME. HEY THAT'S DOWNTOWN MCKINNEY. IT'S NOT I ASSURE YOU, IT'S NOT, BUT IT'S SO IN KEEPING WITH WHAT WE HAVE DOWNTOWN. YOU BELIEVE IT JUST BY LOOKING AT IT. 17 BOTTOM LEFT CORNER AGAIN TIED FOR SECOND PLACE. I ONLY WANTED TO SHOW THE TOP TWO DOT GETTERS FOR EACH OF THE VISUAL PREFERENCE SURVEYS BOTTOM LEFT CORNER OF ROOFTOP TERRACE OR ROOFTOP DECK. NOW A LOT OF FOLKS SAID OH, I DIDN'T EVEN KNOW IT WAS ROOFTOP. BUT IF YOU LOOK CLOSELY, YOU'LL SEE STAIRS ON THE RIGHT SIDE OF THE IMAGE GETTING UP. YOU'LL SEE A TALL BUILDING ON THE LEFT. A ROOFTOP TERRACE. ALSO SOMETHING THAT I HEARD IN SOME CONVERSATIONS THAT I HAVE, MAN, WE NEED A ROOFTOP GET VIEWS OF

[00:25:01]

DOWNTOWN OF AWESOME. BOTTOM RIGHT? YOU DON'T WANT TO SEE A TRADITIONAL OFFICE BUILDING IN DOWNTOWN MCKINNEY. SO STREETSCAPE PUBLIC FEATURES AGAIN GAVE ALL THE ATTENDEES TO GREEN DOTS. ONE RED DOT WHAT DO YOU WANT TO SEE AGAIN? WHAT DO YOU SEE NUMBER 20 OR 24 TOP LEFT CORNER, WALKABLE, ENGAGING, DIFFERENT ARCHITECTURAL DESIGN, DIFFERENT ROOF TYPES VERY SIMILAR TO WHAT YOU SAW ON THE PREVIOUS SLIDE. A LOT OF ACTIVITY A LOT OF LIFE LIKE TREE LINED STREETS. STOREFRONTS JUST EXCITING PLACE YOU WANT TO BE TOP RIGHT 14 PEOPLE OUT OF THE 65 ISH SAID YES TO THIS KIND OF AN OUTDOOR PLAZA PLACE TO CONGREGATE A PLACE TO EAT DINNER , A PLACE TO MEET WITH FRIENDS NEED MORE OF THOSE SPACES. AH BOTTOM IMAGE. I DON'T KNOW IF WE DON'T LIKE ELECTRIC CARS. I DON'T KNOW WHAT THAT IMAGES BUT DEFINITELY DID NOT STRIKE WELL WITH THE FOLKS THAT ENGAGE, I WILL TELL YOU THAT NUMBER OR THAT IMAGE SHOWED UP IN OUR ONLINE SURVEY AS WELL. SO WHATEVER IT WAS, IT STRUCK A CHORD WITH FOLKS THEY DID NOT LIKE THAT. SO LET'S TRANSITION TO THE ONLINE SURVEY. SO REALLY GREAT RESPONSE RATE WE HAD OVER 400 PEOPLE THAT TOOK THAT ONLINE SURVEY. A LOT OF SIMILAR THEMES CAME OUT OF THAT SURVEY IS WHAT WE GOT WITH THE PUBLIC INPUT, BUT I WANT TO GET THROUGH A LITTLE BIT MORE DETAIL OF THIS.

WE ASKED ONE OF THE THINGS THAT WE TRIED TO DO WITH THE ONLINE SURVEY WAS WE RECOGNIZE THAT SOME PEOPLE WOULDN'T BE ABLE TO COME TO THE TOWN HALL SO EVERYTHING THAT WE ASKED IN THE TOWN HALL WE ASKED ONLINE AND WE DIDN'T SECTION IT OFF TO ONLY FOLKS IN A CERTAIN AREA OF MCKINNEY. COULD TAKE THE ONLINE SURVEY. IT WAS OPEN TO EVERYBODY, INCLUDING THE PEOPLE THAT CAME TO THE TOWN HALL IF THEY WANTED TO TAKE IT AGAIN. I HEARD AFTER THE TOWN HALL THAT THERE WAS SOME CONFUSION. ON SOME OF THE SURVEY QUESTIONS. WELL IT WASN'T CLEAR TO US. WHAT THAT SURVEY RESPONSE MEN. I WISH I HAD ANOTHER CHANCE. I WOULD HAVE DONE IT DIFFERENTLY. WE ENCOURAGE THEM. TAKE THE ONLINE SURVEY. YOU GET A MULLIGAN. YOU CAN, BASICALLY NOW THAT YOU KNOW MORE ABOUT WHAT THE SURVEY RESPONSE WAS. YOU COULD ANSWER IT A DIFFERENT WAY IF YOU WANTED TO. AND SO I WANT TO SHARE SOME OF THAT WITH YOU. SO ABOUT 238 OF THE FOLKS THAT TOOK THIS ONLINE SURVEY INDICATED THAT THEY LIVED IN MCKINNEY BUT NOT IN THE HISTORIC DOWNTOWN. 126 ACTUALLY INDICATED THAT THEY LIVED DOWNTOWN MCKINNEY 130 INDICATED THAT THEY VISITED DAILY 123 INDICATED THAT THEY HAVE YOU VISITED DOWNTOWN REGULARLY AT LEAST ONCE A MONTH.

SO VERY SOMEWHAT DIFFICULT TO SEE ON THE SLIDE, BUT AGAIN ASKED THE SAME QUESTIONS THAT WE DID FROM THE TOWN HALL. WHAT THREE PUBLIC ELEMENTS ARE MOST IMPORTANT TO YOU HERE AGAIN, PRESERVING THE ENHANCING, PRESERVING AND ENHANCING THE CHARACTER OF DOWNTOWN MCKINNEY, NUMBER ONE WITH A BULLET 309 OUT OF 400 RESPONSES, ATTRACTIVE ARCHITECTURE AND BUILDING DESIGNS. 159 PEOPLE SAID YES TO THAT. THAT WAS NUMBER TWO AND NUMBER THREE WAS ENSURING THAT ADEQUATE PARKING. THERE'S THAT WORD AGAIN. PARKING. YOU'RE GOING TO HEAR THAT AGAIN. I'M NOT DONE. I'M SORRY. UM WHAT WORD BEST DESCRIBES DOWNTOWN MCKINNEY AGAIN. CHARMING NUMBER ONE QUAINT, HISTORIC, UNIQUE. ALL THESE KIND OF THESE WORDS DESCRIBING OUR DOWNTOWN KIND OF FLOATED TO THE SURFACE. WHAT'S MISSING CULTURAL AMENITIES NUMBER ONE MUSEUMS, THEATERS, PERFORMANCE HALLS, OUTDOOR MUSIC VENUES. OPEN SPACES, PARKS, YOU NAME IT, FOLKS. FOLKS WANT IT.

AH ENTERTAINMENT OPPORTUNITIES OPPORTUNITIES FOR KIDS GROCERY STORE PARKING. THERE IT IS AGAIN HOTEL, ALL MISSING FROM DOWNTOWN. AGAIN VISUAL PREFERENCE SURVEY. WE HAD TO DO IT SLIGHTLY DIFFERENT ONLINE. WE BASICALLY GAVE THE BOTTOM RIGHT IMAGE TO THE RESPONDENTS AND SAID THAT NUMBER CORRESPONDS TO A CHECKBOX DOWN THERE. WHATEVER NUMBER IMAGE YOU LIKE, CHECK THAT BOX, SO WE GAVE THEM TWO OPTIONS AGAIN. VERY SIMILAR. YOU SAW ON THE TOWN HALL. THIS COULD HAVE BEEN YOU COULD HAVE BEEN MCKINNEY IMAGE TOP LEFT CORNER. NUMBER 190 PEOPLE SAID, YEAH, WE LIKE THAT. TOP RIGHT, 134 SAID. QUAINT HISTORIC, OLD LOOKING BUILDING GOT CHARACTERS GOT IT'S DIFFERENT. UM AGAIN. 61 DON'T WANT A TRADITIONAL OFFICE BUILDING DOWNTOWN. STREETSCAPE AGAINST SAME IMAGE 129 FOLKS REALLY LIKE THE TOP LEFT IMAGE AGAIN. 108 PEOPLE LIKE THE TOP RIGHT IMAGE AGAIN COULD BE A PLAZA SOMEWHERE THAT'S SHADED, ENCLOSED FEELS COMFORTABLE TO BE THERE. MEET PEOPLE HANG OUT, RELAX, GREAT PLACE TO BE, AND THEN AGAIN. I GUESS WE DON'T LIKE ELECTRIC VEHICLES. I DON'T KNOW, BUT DEFINITELY IMAGE NUMBER. 11 DID NOT STRIKE A

[00:30:04]

CHORD WITH FOLKS. WHEN ONE THING I NOTICED WITH THE VISUAL ASPECT OF WHAT YOU'RE SHOWING VERSUS THE COMMENTARY OF WHAT YOU'RE SHOWING. PICTURES PEOPLE LIKE DOCLUDE ANY PARKING IN THEM. HOW DO WE BALANCE THAT? WHERE THE ONLY THE ONLY IMAGE THAT HAS SOMEBODY PARKED IN IT AS THE ONE THAT NOBODY LIKES. WE BALANCE THAT WITH WHAT PEOPLE ARE LOOKING FOR IN THE VISUAL VERSUS WHAT THEY'RE ASKING FOR. AND THE PRACTICAL, GREAT QUESTION. YEAH, I DON'T THINK JUST BECAUSE FOLKS DIDN'T LIKE THE BOTTOM LEFT IMAGE. I DON'T THINK THEY'RE SAYING THEY DON'T WANT PARKING. I THINK THEY'RE SAYING THEY DON'T WANT EQUIPMENT CLUTTERING UP WHAT WOULD BE AN OTHERWISE UNOBSTRUCTED PEDESTRIAN ENVIRONMENT WITH PARKING RELATED EQUIPMENT. WHAT I'VE HEARD IS, WELL A COUPLE OF OTHER THINGS, WE FOCUSED THEIR ATTENTION, NOT ON PARKING. WE FOCUSED THEM ON STREETSCAPE AND PUBLIC FEATURES. WE DIDN'T FOCUS. HEY IS PARKING IMPORTANT TO YOU? WE DIDN'T ASK THAT QUESTION, SO IT'S NOT IT'S NOT SURPRISING TO ME THAT YOU WOULD SEE SOMEONE NOT SAYING OH, WE NEED PARKING. WE DIDN'T REALLY GIVE THEM THAT OPTION. AND SO I DON'T THINK THEY'RE MUTUALLY EXCLUSIVE BECAUSE ONE SHOWED PARKING AND THEY DIDN'T LIKE IT.

IT MEANS THEY DON'T LIKE PARKING. I DON'T KNOW THAT. THAT'S WHAT IT MEANS TO STREETSCAPES ARE NOT STREETS. THEY'RE NOT AUTOMOBILES, STREETS ENOUGH PEDESTRIAN. AREAS I MEAN , THERE'S NO CARS FOR SURE. NO ROADWAY IN EITHER ONE OF THOSE PICTURES. WELL I MEAN, THE FIRST ONE IS A ROADWAY. THERE IS THEORETICALLY A ROADWAY COULD USED TO DRIVING ON IT COULD BE AGAIN. DEBATABLE I DON'T KNOW WHERE THAT IS. COULD BE COULD NOT BE. IT'S GOTTA LAY DOWN CURB THERE AGAIN. DEBATABLE BUT AGAIN , THAT'S THE THAT'S THE SUBJECTIVITY OF THESE IMAGES. AS I MENTIONED EARLY ON FIVE THINGS THAT YOU SEE, I DON'T SEE I SEE FIVE DIFFERENT THINGS, BUT THAT'S WHAT WE DIDN'T WANT TO MAKE IT EASY FOR FOLKS. I'LL BE HONEST AND I WAS NOT SHY ABOUT THAT. AFTERWARDS WE GAVE FOLKS THIS IS THERE'S A LOT OF POTENTIAL POSSIBILITIES AND YOU GUYS HAVE A VERY DIFFICULT CHALLENGE AHEAD OF YOU OF CONSOLIDATING EVERYTHING DOWN TO A UNIFIED MESSAGE, AND WE'RE GOING FORWARD WITH THIS KIND OF WANTED TO PUT THEM IN A SIMILAR POSITION. YOU'VE GOT A BUNCH OF OPTIONS 25 OPTIONS. ALL OF THEM HAVE AN INFINITE NUMBER OF POSSIBILITIES, WILL IT DOWN TO TWO IT'S HARD. IT'S DIFFICULT, BUT DO YOUR BEST AGAIN. WE GAVE THEM I THINK 10 OPTIONS IN A SURVEY AND WE SAID, WILL IT DOWN TO THREE. GOOD LUCK? THAT'S DIFFICULT. IT'S REALLY HARD TO DO. AND SO, COUNCILMAN BELLA TO YOUR POINT, YES. FOLKS COULD BE TELLING US A WHOLE NUMBER OF THINGS FROM THIS. I THINK THE OVERARCHING THEMES WILL BUTTON THAT UP OR AT LEAST THAT'S WHAT I HOPE THEY DO. UM AND THOSE THEMES ARE THESE THINGS WHETHER IT WAS IN A PUBLIC MEETING WHETHER IT WAS PRIVATE CONVERSATIONS, WHETHER IT WAS PHONE CALLS, WHETHER IT WAS EMAILS. THESE ARE THE THEMES THAT I HEARD RISE UP TO THE TOP . I WANT TO BE. I WANT TO BE VERY CLEAR. I RECEIVED A LOT OF FEEDBACK, A LOT OF FEEDBACK, AND THIS IS NOT EXHAUSTIVE. IT IS NOT REFLECTIVE OF EVERY PIECE OF FEEDBACK THAT I GOT. BUT THE RECURRING FEED THEMES THAT I HEARD THAT'S WHAT'S CAPTURED HERE. SO I JUST WANT TO STRESS THERE WAS A WHOLE BUNCH MORE FEEDBACK RECEIVED. THESE ARE THE RECURRING THEMES THAT RAISED TO THE TOP THE ONES THAT I HEARD MOST OFTEN. FIRST AND FOREMOST AND AGAIN. YOU HEARD IT ON THE FIRST COUPLE OF SLIDES. YOU'RE GOING TO HEAR IT AGAIN HERE. NEW DEVELOPMENTS SHOULD POSITIVELY POSITIVELY CONTRIBUTE TO THE EXISTING CHARMING, HISTORIC CHARACTER OF MCKINNEY'S QUAINT HISTORIC DOWNTOWN. NUMBER ONE. I HEARD IT OVER AND OVER AND OVER, AND I THINK YOU HEARD ON CITIZEN COMMENTS. YOU HEARD THAT NARRATIVE COME FORWARD. NUMBER TWO AGAIN IN NO KIND OF ORDER HERE, NOT RANKED. SO I MENTIONED NUMBER TWO IS JUST SECOND ON THE SLEEP THIS SCREEN NEW DEVELOPMENTS SHOULD EMPHASIZE VEHICULAR ACCESS FROM MCDONALDS STREET AGAIN. LET'S PRESERVE THE HISTORIC NEIGHBORHOODS. TO THE EXTENT WE CAN. LET'S HAVE THE NEW DEVELOPMENT ACCESS DOWNTOWN FROM HIGHWAY FIVE. WE'RE ABOUT TO RECONSTRUCT HIGHWAY FIVE. IT'S GOING TO LOOK DIFFERENT.

IT'S GOING TO FEEL DIFFERENT. MAYBE WE CAN BRING THAT TRAFFIC FROM THERE INSTEAD. NEW DEVELOPMENTS SHOULD ADDRESS DOWNTOWN PARKING NEEDS AGAIN. THERE'S PARKING GROCERY STORES DESIRE TO SERVE DOWNTOWN RESIDENTS AND ADDITIONAL CULTURAL AMENITIES. ACTIVITIES FOR KIDS ENTERTAINMENT OPPORTUNITIES ARE NEEDED. SO WHAT I NEED FROM THE COUNCIL. UM WHAT FEEDBACK DO YOU WANT TO GIVE TO THE DEVELOPMENT COMMUNITY IN 2015? THAT SHOULD BE 2005 NO 2015 IN 2015 WHEN WE DID DAVIS AT THE SQUARE. THIS IS THE FEEDBACK THAT WE GAVE. WE WERE VERY EXPLICIT. WE WANTED THIS MUCH SQUARE FOOTAGE OF THIS USE. WE WANTED THIS AND THIS AND THIS, AND IT'S ALL SPELLED OUT THERE NOW. I'M NOT SAYING THAT THAT'S WHAT WE HAVE TO DO WITH

[00:35:01]

THIS ARE FQ. BUT GIVEN THE FEEDBACK WE'VE RECEIVED GIVEN THE MARKET FEASIBILITY STUDY GIVEN THE APPRAISAL INFORMATION THAT I'VE SHARED WITH YOU THIS AFTERNOON. WHAT FEEDBACK DO YOU WANT ME TO SHARE WITH THE DEVELOPMENT COMMUNITY VIA REQUEST FOR QUALIFICATIONS. IT'S AN OPEN ENDED QUESTION AND I WILL STAND FOR ANY QUESTIONS OR ANY FEEDBACK. YOU FEEL COMFORTABLE SHARING WITH ME. MM HMM. THANKS. START. UM. I'VE OFFER STANDARD DOWNTOWN SQUARE JUST OFF THE SQUARE FOR 25 YEARS. I'M NOT A PROPERTY OWNER . BUT I'M HUGE AFICIONADO. AND, UM AH. I DON'T ANTICIPATE LEAVING. SO I'M HERE EVERY DAY. THE SUCCESS OF THE SQUARE HAS BEEN THROUGH PRIVATE DOLLARS IN PRIVATE DEVELOPMENT, AND IT'S BEEN WITHOUT A GREAT DEAL OF RESTRICTION. EXCEPT FOR HOW DO WE MAKE THIS BUILDING WORK? AND WE'RE SEEING PERHAPS NEAR THE LAST OF IT RIGHT NOW, WITH WHAT RICK WELLS GROUP IS DOING WITH THE BASAN IQ LODGE WITH HARVEST, AND THAT'S GOING TO BE A MAGNIFICENT THING, AND IT'S THAT INDIVIDUAL CREATIVITY NOW. OUR CITY HALL ARE NEW CITY HALL WENT OVER BUDGET LIKE EVERYTHING DID WITH COVID. AND YOU KNOW, ONE THING I TOOK SOME SOLACE IN WAS WE'RE GOING TO BE ABLE TO MONETIZE SOME OF THE BUILDINGS DOWNTOWN. TO HELP THE TAXPAYER OFFSET THAT. SO I HAVE AN APPETITE FOR PRIVATE DEVELOPMENT DOWN HERE. I'M OPEN TO A LOT OF IDEAS, SOME OF THE IDEAS THE COUPLE OF THINGS THAT DIDN'T RESONATE WITH ME AND DIDN'T IS I'M NOT INTERESTED IN THE MUSEUM . WE'VE GOT A MUSEUM AND MAN, THAT THING IS HURTING ALL THE TIME AND PEOPLE DON'T GO AND I'M JUST NOT INTERESTED IN THE CITY KEEPING THESE ASSETS, OPENING A MUSEUM AND SOMEHOW RUNNING IT. IT'S JUST TOO HARD AND I DON'T THINK IT'S OUR BUSINESS WERE GREAT AT IT. UM ONE THING THAT DID RESONATE WITH ME IN SURPRISE ME AFTER READING ALL THE FEEDBACK AND I READ ALL THE FEEDBACK IS A PARK A GATHERING PLACE, BUT YOU KNOW, THE CHALLENGE THERE IS THAT WE'VE GOT MITCHELL PARK. WE'RE TALKING ABOUT THE DECK PARK RIGHT THERE , AND THAT WOULD EAT INTO A LOT OF SPACE HEREBY LIKE TO BE VERY OPEN TO THAT. AND THE FACT IS, AS FAR AS THE HOTEL GOES, I DON'T KNOW THAT ANYONE GETS POINTS FOR GOING TO THE GRAND HOTEL, BUT THEY'RE ALWAYS FULL AND THEY'VE DONE A GREAT JOB OF KEEPING IN THE CHARACTER. SO I'M NOT AT ALL WORRIED ABOUT A BRAND OF A HOTEL BECAUSE IT SEEMS TO ME IS QUITE THE LAYMAN WITH RESPECT TO THE HOTEL INDUSTRY THAT I GO TO THIS BUILDING, AND IT'S A WYNDHAM NOW AND IT'S AN ANATOLE LATER SOMETHING IN HYATT AND IT JUST CHANGES SO I DON'T CARE ABOUT THAT. PARKING. THAT IS A BIG DEAL, AND, UM. KIM FORGIVE ME. I DON'T MEAN TO CALL YOU OUT. BUT I THINK YOU AND I TALKED ABOUT THIS. I BEG YOUR FORGIVENESS IF WE DIDN'T, BUT THE THING WITH THE FIVE STORIES THAT WE CAN BUILD DOWN HERE IS A LITTLE OMINOUS TO BUILD ALONG THE EDGES OF OUR DOWNTOWN BECAUSE WE DO HAVE RESIDENTS THERE. AND I DON'T WANT THEM STARING AT A FIVE STORAGE STRUCTURE. BUT IF WE'RE GOING TO DO PARKING, WE NEED TO MAKE IT MEANINGFUL. SO QUESTION I HAVE THAT I DON'T EXPECT TO BE ANSWERED. TODAY IS TWO QUESTIONS ONE. CAN WE DIG DOWN FOR TWO FLOORS OF IT? TWO DOWN AND THREE UP, AND THE OTHER ONE IS, CAN WE SOMEHOW DO SOME NEGOTIATION WITH THE HOTEL WITH WHOEVER IS GOING TO BE USING THIS PARTNER STRUCTURE TO MAKE SOME OF IT. PRIVATE AND SOME OF THE PUBLIC. YOU KNOW WHEN WE THINK ABOUT THIS BUILDING X NUMBER OF PEOPLE ARE HERE AND THEY BY AND LARGE PARK ACROSS THE STREET TO THE NORTH. SO YOU KNOW, THESE FOLKS ARE GOING TO BE GONE. THEY'RE GOING TO BE ON THE OTHER SIDE DID OR DEVELOPMENT SERVICES. UM AND THEN WE ALSO HAVE OFFICE BUILDINGS DOWN HERE THAT WE RENT THAT ARE NOT IN THAT BLUE THING. NOT IN THE GREEN THING THAT WE'RE RENTING THE BUILDING JUST TO THE SOUTH OF US. THOSE FOLKS, I BELIEVE WE'RE ALL GOING TO BE GOING OVER THERE, SO WE'RE GOING TO HAVE OFFICE SPACE BECOME AVAILABLE DOWN HERE. UM I'D LIKE TO DO THE BEST JOB IN MONETIZING IT I'D LIKE TO DO. I'D LIKE TO NOT HAVE THE PARKING STRUCTURE ALL BEYOND THE CITY, AND I'D LIKE TO EXPLORE DIGGING DOWN TO AND THEN ONLY THREE UP ON THAT AND RESTRICTING WHAT WE DO WITH RESPECT TO FIVE STORIES ON THE PERIPHERY OF THE DOWNTOWN, SO IT'S NOT TOO UM, PUT UNDUE SADNESS. WHATEVER ON THE RESIDENTS, THANK YOU. SO I CAN ANSWER IF YOU'LL PERMIT ME. I CAN'T ANSWER THE TWO QUESTIONS. ABSOLUTELY WE CAN DO THREE UP TWO DOWN. IT'S JUST A MATTER OF COST. IT IS SO ABSOLUTELY CAN DO THAT, IN TERMS OF PARTNERING WITH WHATEVER USE COMES DOWN HERE TO SEE IF WE CAN HAVE SOME PUBLIC USE OF THEIR PARKING SPACES. ABSOLUTELY WE DID THE SAME DAVIS IT THE SQUARE FIRST TWO LEVELS 200 SPACES RESERVED FOR PUBLIC USE. 24 7, SO HOPEFULLY THAT ANSWERS BOTH OF YOUR QUESTIONS. IT DOES, AND I WILL GIVE ONE MORE THING. I'M

[00:40:03]

NOT EXCITED ABOUT THE MULTI FAMILY THING I WOULD LOVE LOVE TO EXPLORE THE IDEA OF CONDO IZING SOMETHING I DON'T MIND THE STRUCTURE THE OWNERSHIP, THOUGH I'D LOVE TO SEE IF THERE'S CONDOS. THERE'S A BUNCH OF MY PEERS WHOSE KIDS GRADUATED FROM OH, WAIT TO 15 TO 17 THAT ARE MOVING DOWN HERE AND IT JUST SEEMS TO ME AS THOUGH THERE OUGHT TO BE DEMAND. I DON'T WANT TO FORCE IT. I DON'T WANT TO DO ANYTHING BUT I WOULD LIKE TO EXPLORE TO SEE IF IT COULD BE CONDO IZED ANY STRUCTURE THAT WE DO NOT MAKE IT AS DENSE AS WHAT OUR FRIENDS AT JAIL OF TALKED ABOUT. WHAT. I'LL JUST I'LL ECHO WITH BUT PATRICK SAID ON. ON THE FIVE STORY NOT BORING THE OUTSKIRTS AND THE RESIDENTIAL. RESIDENTIAL OWNERS, AND I'LL ALSO ECHO ON THE YOU KNOW, WE WE'RE GOING TO GO TO THE MARKET. NO, IT'S GREAT THAT WE HAVE ALL THE INPUT. MATTER OF FACT, I THINK THE INPUT THAT WE GATHERED SHOULD BE PART OF WHAT WE PUT OUT SO PEOPLE KNOW WHAT THE EXPECTATION IS THAT THE COMMUNITY AND THAT THIS BODY UP HERE WHERE IS WANTING, OF COURSE TO REPRESENT UM, THE COMMUNITY SO THAT ALL THAT INFORMATION SHOULD BE GIVEN ON THE I WOULD NOT BE OPPOSED TO IN THE IN THE R F Q STATING THAT WE ARE NOT GOING TO ENTERTAIN, AT LEAST AT THIS TIME, MULTI FAMILY FOR RENT PRODUCT. AND LET'S BUT IDENTIFIED THAT WE WELCOME UM.

IT'S TECHNICALLY MULTI FAMILY THAT CONDOMINIUMS FOR PURCHASE PRODUCT. YOU KNOW, WE'VE GOT THE NEW SHOP PRODUCT ON HIGHWAY FIVE. THAT'S THAT'S APARTMENTS. WE HAVE OF COURSE, DAVIS ON THE SQUARE. THAT'S APARTMENTS, BUT I WOULD THERE BE ANY REASON TO NOT SPECIFY THAT ON THE FRONT SIDE THAT WE ARE NOT INTERESTED IN THIS FIRST ROUND OF ENTERTAINING MULTI FAMILY ON THOSE TRACKS? AT THE SAME TIME, I WANT TO ENCOURAGE RESIDENTIAL LIVING. YEAH I THINK RESIDENTIAL IS SOMETHING THAT'S VALUABLE, BUT I DO LIKE THE OWNERSHIP. COMPONENT OF IT. UM YOU GOT SOME HESITANT IN WHAT THAT ULTIMATELY WOULD LOOK LIKE BECAUSE WHEN YOU'RE TALKING ABOUT YOU KNOW THE WORK THAT'S GOING TO GO INTO THIS. ARE WE SUBSIDIZING THAT WHEN WE GIVE A PIECE OF LAND TO A DEVELOPER. UM, AND DO THOSE END UP BEING $750,000 RESIDENTIAL UNITS THAT WE'VE BEEN SUBSIDIZED . I DON'T I DON'T LIKE THE OPTICS OF I'M NOT THINKING THAT WE'RE ABOUT TO RESIDENTIAL SELLING A PIECE OF LAND TO THEM THAT THAT POINT FOR THE FOR AN APPRAISED VALUE. AS WELL, GIVING THEM A PIECE OF LAND THROUGH AN R F Q. WELL I THINK IN ALL CASES , WITH THE EXCEPTION OF WHAT WOULD BE PUBLIC USE STUFF PARK SITE. ANYTHING LIKE THAT WE WOULD BE ULTIMATELY LAND WOULD BE TRANSFERRING OWNERSHIP TO WHATEVER THAT DEVELOPED RISK, BUT THEY PAY MARKET PRICE. YES I'M NOT. I'M CERTAINLY NOT THINKING SUBSIDIZING. YEAH, I'M JUST SAYING RIGHT HERE. THIS IS WHAT WE PUT IN THE ONE FROM 18 YEARS AGO. INDICATED PRIMARY INCENTIVES WILL COME IN THE FORM OF DISCOUNT AND NO COST LAND WAS EVEN PAYING ATTENTION TO SORRY. I THINK YOU'VE GOT TO KEEP A LOT OF FLEXIBILITY IN WHAT WE CAN DO , BECAUSE YOU'RE REACHING OUT TO THESE COMPANIES, AND THAT'S THEIR BUSINESS. THEY GO TO TOWNS ALL OVER AMERICA. AND LOOK AT DEALS LIKE THIS, AND SO YOU'VE GOT TO KEEP AN OPEN MIND. THEY'RE GOING TO COME BACK AND THEY'RE GOING TO SAY WE'D LOVE TO DO THIS GREAT BUILDING THAT WE NEED INCENTIVES AND, UH, IN DIFFERENT THINGS TO DO THIS AND SO YOU'RE GONNA HAVE TO LOOK AT THAT. SEE IF IT WORKS MAKE THE NUMBERS WORK. AH BUT THERE'S SO MANY CREATIVE IDEAS THAT ARE GOING TO COME ABOUT BECAUSE OF THIS, AND I WOULD IMAGINE THAT THE WAR OF Q YOU'RE GOING TO GET A LOT OF COMPANIES COMING IN HERE TO WANT TO DO SOME OF THE CITY MCKINLEY MHM. YEAH I JUST IT DOESN'T TAKE MUCH FOR THE PEOPLE TRY TO REACH IN OUR POCKET AND I DON'T MIND AT ALL, ESPECIALLY IN THIS FIRST ROUND, SAYING WE'RE NOT INTERESTED IN YOUR REACHING IN OUR POCKET FOR THIS. YOU KNOW, THIS IS A YOU PAY THE MARKET RATE AND SEE IF YOU CAN BUILD SOMETHING THAT MEETS OUR SATISFACTION. I MEAN THERE, YOU KNOW, UM I AGAIN? I DON'T KNOW IF IT'S ACHIEVABLE. I LOVE THE IDEA OF GETTING MARKET VALUE FOR THE LAND, GIVING THAT BACK TO TAXPAYERS. I LOVE THE IDEA OF SOME CONDOS COMING IN HERE THAT ARE RELATIVELY HIGH END. UM SO I WOULD LIKE TO SEE IF THAT'S POSSIBLE. NO, I LIKE THAT IDEA IS A GREAT IDEA. BUT JUST, UM YOU KNOW, I WANT TO BE MAKE EVERYBODY WEAR TWO OF THE HEIGHT. YOU KNOW, I THINK PEOPLE THE FEEDBACK WE'VE GOTTEN HIS THEY DIDN'T WANT YOU KNOW BIG, TALL STRUCTURES AND TO MAKE

[00:45:02]

CONDOS KIND OF PROFITABLE FOR DEVELOPER USUALLY GOT TO GO VERTICAL QUITE A BIT. SO I WOULD YOU KNOW, KEEP THAT IN MIND AS YOU GO OUT FOR THE YOU KNOW THE R F Q THERE THAT WE WANT, YOU KNOW, LOW STANDING, MAYBE RETAIL AT THE BOTTOM AND, YOU KNOW CONDOS. YOU KNOW A COUPLE OF STORIES THERE, BUT JUST IN TO YOUR POINT. THOSE ARE GOING TO BE VERY EXPENSIVE. GONNA BE VERY EXPENSIVE CONDOS IF YOU CAN'T GO OVER FOUR STORIES. MICHAEL WENT WHAT IS YOUR TIMING PROCESS WHO SHOWED A SLIDE EARLIER WHERE WE ARE. SO TAKING WHAT WE SAY HERE CRAFTED AN R F Q AND THEN COMING BACK TO US FOR AN APPROVAL OF THAT ARE CURE. IS THIS SOMETHING? WE'RE DIGESTING WHAT YOU JUST SENT US. WE'RE GOING TO THINK ABOUT AND WE'RE GOING TO COMMUNICATE BACK TO YOU. THE SIMPLE ANSWER IS YOU GUYS ARE DRIVING THIS SHIP. IF YOU NEED MORE TIME TO THINK ABOUT THIS AND GIVE ME CONSENSUS, SOME HAPPY TO COME BACK AT A FUTURE DATE WHEN THAT CONSENSUS IS KNOWN, I DIDN'T ANTICIPATE BRINGING BACK THE R F Q THE FORMAL TECHNICAL DOCUMENT FOR APPROVAL. DEFINITELY CAN. IF THAT'S THE WILL OF THE COUNCIL. MY HOPE WAS TO GET CONSENSUS, WHETHER IT'S TONIGHT OR AT A FUTURE MEETING INPUT THAT CONSENSUS INTO THE R F Q AND THEN GO OUT MY INTERNAL KIND OF APPROACH AND WHAT HAVE SHARED WITH THE RESIDENTS WAS MY INTERNAL GOAL WAS TO GET THE R F Q. OUT TO THE DEVELOPMENT. YOU MEAN COMMUNITY BY THE END OF JUNE AND HOPEFULLY HAVE SUBMIT ALS DONE AND BACK TO US BY THE FIRST PART OF AUGUST, SO IT WILL BE OUT THERE FOR ABOUT A MONTH AND A HALF. BUT ULTIMATELY IF WE NEED TO SLOW DOWN, SO WE HAVE MORE TIME TO DIGEST AND KIND OF SOCIALIZED THIS HAPPY, TOO HAPPY TO DO SO. BUT MY ISSUE WITH I GUESS. TRYING TO GET CONSENSUS AT THIS POINT IS, THERE ARE SO MANY VARIABLES IN THAT CONSENSUS. UM WHETHER IT IS LAND USE OR IF ITS HEIGHT THERE IF IT'S PARKING OR ALL THOSE THINGS THAT I'M NOT SURE HOW WELL WE'RE GOING TO BE ABLE TO GET TO THAT AND ULTIMATELY WHAT YOU PUT OUT.

I'M GOING TO BE JUDGED OFF OF AND I WOULD LIKE TO AT LEAST BE ABLE TO SAY I DID AGREE WITH THAT, OR I DIDN'T. BUT WHY WOULDN'T WE FIRST JUST GO OUT WITH AN WITH AN R F Q THAT BASICALLY, DON'T WORRY ABOUT CRAFTING LANGUAGE AT THIS MOMENT , BUT BASICALLY IS THIS IS AN OPPORTUNITY FOR A DEVELOPER TO COME INTO ONE OF THE MOST SUCCESSFUL DOWNTOWN'S ONLY HISTORIC DOWNTOWN. IT'S KIND WITH ALL THE DEVELOPMENT THAT WE'VE GOT GOING ON AROUND. THIS IS THIS IS A PLACE THAT EVERY DEVELOPER WOULD WANT TO BE. WOULD WANT TO HAVE A SHOT AT LET'S LEAVE IT. LET'S LEAVE IT WIDE OPEN. OTHER THAN IN MY MIND, WE WOULD JUST PROVIDE THE FEEDBACK AND LET'S DON'T PUT ANY OTHER RESTRICTIONS, AND WE CERTAINLY DON'T TALK ABOUT ANY INCENTIVES OR ANYTHING. BUT WE WOULD WANT TO IN MY MIND AS A DEVELOPER. I WANT BETTER MINDS THAN THEN ALL OF US COULD TAKE MYSELF OUT AS A DEVELOPER. THE DEVELOPMENT WORLD THAT THAT THAT HOPEFULLY WILL BE IN PLACE TO COME. TAKE A STAB AT BEING ABLE TO DEVELOP THESE PROPERTIES.

LET'S LET'S LET THEM BRING THEIR EXPERTISE AND THEIR CREATIVITY AND SEE WHAT THEY COME WITH AND AGAIN. ALL I WOULD PROVIDE THEM WITH IS THE FEEDBACK THAT WE'VE GOTTEN FROM THE COMMUNITY AS SOMETHING THAT WE ARE GOING TO BE PROTECTORS OF. SO LET ME ASK YOU THAT THAT'S SOMETHING THAT KIM FLAN, MY ASSISTANT CITY MANAGER AND I WERE ACTUALLY TALKING ABOUT TODAY IS LIKE A FALLBACK IF WE COULDN'T GET CONSENSUS. IF WE COULDN'T BUTTON IT DOWN TO THIS, WHAT COULD WE SHARE? AND WE TALKED ABOUT SHARING. THE FEEDBACK OF THE RESIDENTS WITH THE DEVELOPMENT COMMUNITY AND SAY, HEY, GUYS, YOU'RE GOING TO BE A PARTNER WITH THE CITY. YOU'RE GOING TO BE A PARTNER WITH OUR RESIDENTS. THIS IS WHAT THE PUBLIC IS SAYING. WE HAD TALKED INTERNALLY ABOUT SHARING THIS INFORMATION NOW. I CAN'T. I CAN'T IN GOOD CONSCIENCE. I GUESS I COULD AS AN APPENDIX TO THE R F. Q I COULD PUT OUT THEIR 400 PAGES OF CITIZEN FEEDBACK. AGAIN I DON'T KNOW HOW MANY FOLKS WILL READ ALL OF THAT FEEDBACK. BUT IF IT'S THE WILL OF THE COUNCIL THAT WE SHARE ALL THE RESIDENTS, FEEDBACK IS AN APPENDIX TO THE R F. Q. WE ABSOLUTELY CAN. FOR WOULD YOU RATHER HONE IN ON THESE? MAYBE ADD MASSAGE, TWEAK , REMOVE, DO WHATEVER. AND WE CAN PUT THAT IN THE R F Q DOCUMENT AS A THIS IS WHAT THE FEEDBACK SAID AFTER YOU KNOW, 2.5 MONTHS OF COORDINATION. ULTIMATELY IT'S UP TO THE COUNCIL WILL DO. WHATEVER YOU GUYS SEE FOR DOING. YES, THE SHORT VERSION. AND GETTING ALL THOSE POINTS. THESE ARE THE CITIZEN COMMENTS. THIS IS WHAT THEY WANT TO SEE. UM I'D BE OKAY WITH PUTTING THAT IN THE OR IF Q AND THAT GIVES THEM AN IDEA OF WHERE TO START FROM, OKAY? IT'S JUST MAN. TRULY SHARE SOME THOUGHTS. THINK LOOKING AT ALL YOUR PICTURES AND ALL THE WORDS AND DESCRIPTIONS. I THINK WE'RE LOOKING FOR SOMETHING THAT IS SIMPLY HARMONIOUS WITH OUR DOWNTOWN AS IT EXISTS. TODAY, THE USES ACTIVITIES. AND AMENITIES. THAT WOULD GO WORK IN HARMONY WITH WHAT WE CURRENTLY

[00:50:07]

HAVE. I THINK THAT THAT WORD WASN'T BROUGHT UP BECAUSE THE WAY THE QUESTION WAS WORDED. I DO WANT TO SHARE WITH YOU A COUPLE OF THOUGHTS ON THE GROCERY STORE. AS WELL AS THE BRAND NAME ON THE, UM HOTEL. ONE I DON'T THINK UH, DOWNTOWN IS APPROPRIATE SPOT FOR A CHAIN.

AND I DON'T THINK YOU WILL GET ONE BECAUSE I DON'T THINK THERE'S ENOUGH BUSINESS HERE FOR THE MAINSTREAM GROCERS TO WANT TO INVEST IN DOWNTOWN MCKINNEY. WE'VE ADDRESSED THAT ISSUE ON THE EAST SIDE, MULTIPLE TIMES. AH THE OTHER ISSUE ON THE BRAND NAME OF HOTEL AND I HAD THIS EXPERIENCE AND DOWNTOWN MCKINNEY BECAUSE WE HAD KATHY MATTEA COME AND PLAY AT THE IMPACT. AND LITERALLY THE FIRST WORDS OUT OF HER MOUTH WHEN SHE WALKED ON STAGE WAS IT IS SO GREAT TO ARRIVE IN A THRIVING DOWNTOWN THAT IS THRIVING BECAUSE THEY'RE ALL HOMETOWN BUSINESSES AND NOT SEEING ANY OF THE FRANCHISES. PROBABLY WOULD HAVE BEEN THE BEST SOUND CLIFF PERIOD FOR ADVERTISING DOWNTOWN MCKINNEY. BUT IT'S CERTAINLY STRUCK A CHORD WITH ME THAT WE DON'T HAVE STARBUCKS IN DOWNTOWN MCKINNEY AND I CERTAINLY DON'T WANT THAT BECAUSE I THINK THAT WOULD DESTROY THE INTEGRITY OF ONCE BEEN BUILT HERE, AND IT HAS BEEN BUILT BY THE PEOPLE WHO LIVE HERE, AND I WOULD LIKE TO KEEP THAT BECAUSE I THINK THAT THEORY , AND IT'S ALSO HARMONIOUS WITH WHAT MCKINNEY ENVISIONED WHEN THEY STARTED REDEVELOPING DOWNTOWN. I THINK THOSE ARE MY THOUGHTS, AND I WOULD AGREE WITH THE MAYOR. AS NOT LIMITING ANY PROPOSALS OTHER THAN LIMITING MULTI FAMILY FROM THE GET GO. I WOULD BE ALL IN FAVOR OF THAT. THANK YOU FOR THE OPPORTUNITY TO SHARE. THANK YOU. EVERYONE GOOD WITH THAT APPROACH. I THINK I DID WANTED SORT OF HIGHLIGHT AGAIN, AND I KNOW IT'S ALREADY BEEN MENTIONED IN A LOT OF THE SUGGESTIONS THAT WERE SUBMITTED, BUT AND I'M LOOKING AT THE LONG TERM VIABILITY OF DOWNTOWN NOT JUST FOR THE NEXT 10 YEARS, BUT 2030 40 50 YEARS FROM NOW, I WANT TO MAKE SURE THAT WE DON'T EVER GET BACK TO A TIME WHERE WE WERE WHAT 15 YEARS AGO BEFORE THE COURT HOUSE WAS RESTORED AND DOWNTOWN WAS PRETTY MUCH DEAD.

UM I THINK IT IS EXTREMELY IMPORTANT THAT WE DO FOCUS ON SOMETHING THAT IS MORE FAMILY TRENDLINE. RIGHT NOW, IF YOU HAVE CHILDREN BETWEEN THE AGES OF AND INVENT TO SEVEN OR EIGHT YEARS OLD. THERE'S NOT VERY MUCH FOR THAT. ARE CITIZENS TO DO WHEN THEY COME DOWNTOWN WITH THEIR FAMILIES, OTHER THAN MAYBE GET SOME ICE CREAM AND GO FROM THERE. SO I JUST WANT TO MAKE SURE WE DON'T FORGET TO REALLY SORT OF PUSHED THE IDEA THAT THIS WE WANT A FAMILY FRIENDLY DEVELOPMENT. BECAUSE WE HAVE A GREAT OPPORTUNITY TO DO SOMETHING GREAT HERE. AND INCORPORATE THAT GROUP INTO THE DOWNTOWN. YES, MA'AM. COOL. LET'S SAY THE WORD LETTER PHRASE LESS AUTO CENTRIC. WHAT DO YOU THINK? LESS COULD YOU INCORPORATE THAT INTO. LESS AUTO CENTRIC, AND THERE'S A BUNCH OF WAYS I COULD GO WITH THAT. UM I THINK WHAT TERM COMES TO MIND WHEN I HEAR THAT IS WAKE ABILITY, PEDESTRIAN ORIENTED. THESE ARE TERMS THAT WE USE IN THE PLANNING PROFESSION ALL THE TIME. I THINK LESS AUTO CENTRIC TO ME COULD ALSO MEAN YOU PARK SOMEWHERE AND YOU LEAVE YOUR CAR BEHIND IT. MAYBE A REMOTE PARKING GARAGE AND MAYBE AGAIN.

YOU SAY THAT AND MY BRAIN GOES AN INFINITE NUMBER OF DIRECTIONS . MY QUESTION BACK TO YOU WOULD BE WHERE DOES YOUR BRAIN GO WITH THAT? WELL I THINK I THINK THAT'S RIGHT. YOU INVITE PEOPLE TO PARK SOMEWHERE AND NOT YOU KNOW, I GUESS. THAT NOT BE THE CENTER OF WHAT WE SEE. MADE THE POINT ABOUT THE VISUALS THAT YOU'RE SHOWING LIKE THAT. THAT'S NOT NECESSARILY THE WAY OUR DOWNTOWN LOOKS BECAUSE WE DO END UP WITH A LOT OF PEOPLE DRIVING AROUND. THE COMMENT ABOUT THE NEW DEVELOPMENT SHOULD EMPHASIZE ACCESS FROM MCDONALDS STREET. I THINK THAT THERE IS VALUE WHEN WE'RE LOOKING AT THIS TO REALLY STEP BACK AND SAY, ARE THERE WAYS THAT WE CAN UTILIZE THIS DEVELOPMENT OR OTHER DEVELOPED OTHER OPPORTUNITIES AROUND OUR SQUARE WHERE WE CAN DE EMPHASIZE? UM OR. BETTER PRIORITIZE THE ACCESS PEOPLE HAVE TO OUR DOWNTOWN SQUARE

[00:55:05]

BECAUSE I DO THINK IT HITS ON SOME OF THE OTHER THINGS. ONE. I THINK THE CHARACTER YOU KNOW? FOR ME GOING DOWN TO THE SQUARE, ONE OF THEM SOME OF THE MOST ENJOYABLE TIMES OR WHEN THERE'S NOT MANY PEOPLE DOWN THERE BECAUSE THERE'S NOT A TON OF CARS DRIVING AROUND. I DON'T HAVE TO LOOK OUT FOR GETTING HIT. UH UM. THE FAMILY FRIENDLY TO ME THAT ALSO LIKE I'M SCARED . I'D BE SCARED TO DEATH IF I HAD A FIVE YEAR OLD WEREN'T RUNNING AROUND ON THE SQUARE BECAUSE YOU DO HAVE PEOPLE AREN'T LOOKING TO IT. I LIKE THE IDEA OF LEVERAGING THIS. SO THAT OUR SQUARE BECOMES LESS AUTO CENTRIC IN THAT WAY, SO THAT WE HAVE A DESIGNATED WHETHER IT IS YOU COME UP OUR WAY. FIVE YOU TAKE A LEFT ONTO HUNT OR LAMAR OR SOMETHING, AND YOU HAVE PARKING OPTIONS. THOSE OPTIONS GIVE YOU ACCESS TO ALL THE SQUARE HAS TO OFFER OR IF YOU DO COME OFF. LOUISIANA THAT THERE ARE EASY WAYS TO DO THAT. AND I KNOW WE'VE WE'VE IMPROVED SOME OF OUR SIGNAGE, BUT JUST GETTING PEOPLE FROM STOP STOPPING CIRCLE IN THE SQUARE. AND I THINK I ALSO THINK LIKE. WHAT WHAT CAN WE LEARN ABOUT THE REST OF OUR SQUARE FROM A SURVEY LIKE THIS? AND THE KID FRIENDLY AND THE VISUAL ASPECTS. THE I LOOK AT AT UM. I LOOK AT THE SQUARE PORTION , AND I THINK HOW FUN IT IS WHEN WE WHEN WE HAVE EVENTS DOWN THERE WHERE WE SHUT DOWN PORTIONS OF THE SQUARE. HOW MUCH MORE INVITING? THAT IS FOR FAMILIES. HOW MUCH MORE INVITING THAT IS FOR OUTDOOR. USE AND SO TO ME. BECOMING LESS AUTO CENTRIC ON OUR SQUARE AND USING THIS DEVELOPMENT TO HELP US DO THAT WOULD BE VALUABLE. THAT MEANS WE HAVE TO DO A BUNCH OF PARKING, BUT SO A COUPLE OF COUPLE OF THOUGHTS IF YOU'RE HUMOR ME, UM WHAT YOU'RE TALKING ABOUT WITH THE SPECIAL EVENTS WHERE WE KIND OF CORDON OFF THE SQUARE, AND IT'S MORE WALKABLE, AND YOU DON'T HAVE TO DODGE CARS TO GET TO WHERE YOU'RE GOING, WHETHER THAT'S IMPACT, WHETHER IT'S A STREET VENDOR, WHETHER IT'S A RETAILER MERCHANT THERE ON THE SQUARE. THAT WAS SOME OF THE INITIAL FEEDBACK THAT I HEARD FROM THE STAKEHOLDER GROUP WAS MEANT. WOULDN'T IT BE NICE IF THERE WERE NO TRAFFIC IN THE SQUARE PROPER? AND IT WAS ALL JUST A WALKABLE PLAZA. WE WERE GOING BACK AND FORTH ON ONE OF THOSE IMAGES WHERE THERE WERE BENCHES AND THERE WERE LAID DOWN CURVES, WHETHER OR NOT IT WAS FOR DRIVING OR NOT. SOME OF THE INITIAL FEEDBACK WAS, LET'S CLOSE OFF THE SQUARE PROPER AND JUST HAVE AN OUTDOOR PLAZA AND ITS EVERYBODY WALKING AROUND AND SHOPPING. UM, THE REASON THAT DIDN'T MAKE IT FORWARD. KIND OF OUTSIDE THE SCOPE OF WHAT WE'RE TALKING ABOUT HERE. IF IT'S SOMETHING THE COUNCIL WANTS TO EXPLORE, WE CAN DEFINITELY PUT A FUTURE AGENDA ITEM ON AND WE CAN TALK THROUGH HOW TO MAKE THAT HAPPEN IN THE IMPACTS OF DOING SO, BUT KIND OF A LITTLE BIT BEYOND THE SCOPE OF WHAT WE'RE ABLE TO DO WITH THIS INITIATIVE, SAME THING. TO USE THIS INITIATIVE TO CHANGE HUMAN BEHAVIOR AGAIN. IT'S AN ANECDOTE THAT I LIKE TO SHARE WITH FOLKS ALL THE TIME. IF WE GO TO STAMP SOME BRIAR MALL WALK, 1000 FT FROM THE FAR REACHES OF THE PARKING LOT TO THE MALL, BUT WE WON'T WALK TWO BLOCKS. I'M GOING TO CIRCLE THE SQUARE UNTIL SOMETHING COMES OPEN. I DON'T UNDERSTAND WHY THAT HAPPENS. I UNDERSTAND IT'S HOT. I UNDERSTAND. IT'S JUST WHAT WE DO. UM BUT SOME OF THAT IS JUST HUMAN BEHAVIOR WAY FINDING WILL HELP SOME OF IT MORE PARKING IN STRATEGIC LOCATIONS WHERE PEOPLE WANT TO BE ABLE TO QUICKLY PARK AND GET OUT WILL HELP THAT TOO. BUT AGAIN. KIND OF SOMEWHAT OUTSIDE THE SCOPE OF WHAT WE'RE TALKING ABOUT. CAN WE? AS PART OF THIS DEVELOPMENT I THINK YOU HEARD MISS BLACK SPEAK TO LAMAR STREET IN SOME OF THE TRAFFIC CONCERNS THEY HAVE. IT'S KIND OF NARROW FOLKS PARK ON THAT. COULD WE ADDRESS THOSE CONCERNS AS PART OF THIS? ABSOLUTELY CAN. WE DO SOME OF THE OTHER THINGS AS PART OF THIS INITIATIVE. LIKELY NOT WELL, BUT IF IT'S THE WILL OF THE COUNCIL THAT WE EXPLORE THAT IN THE FUTURE, WE DEFINITELY CAN BRING SOMETHING FORWARD. LET ME SUGGEST BECAUSE WE HAVE WE HAVE TO MOVE ALONG. UM WE HAVE A COUPLE OF TIMES AND PROBABLY TAKE EQUAL TIME. UM, THERE WAS TIME WHEN WE DID TALK ABOUT AMY ROSENTHAL BROUGHT FORWARD, CLOSING SOME STREETS AND REALLY CREATING A PEDESTRIAN THING, AND I WOULD LOVE TO BRING THAT BACK AND TALK ABOUT THAT AGAIN. SO WHY DON'T WE SET THAT EVERYONE LIKES TO HAVE THAT DISCUSSION? MY CONCERN WITH RUSHING FORWARD WITH THIS IS THIS IS AN OPPORTUNITY TO DEAL WITH SOME OF THAT, EVEN IF IT IS JUST DIRECTIONALLY. IN PARKING. TO ALLEVIATE SOME OF THAT. AND SO I DON'T WANT TO BYPASS THAT IF WE DON'T PUT IT IN OUR PRIORITIES IF WE DON'T TALK ABOUT THAT. THEN WE'RE GOING TO END UP WITH SOMETHING THAT DOESN'T ALLOW US TO ADDRESS

[01:00:02]

THOSE TYPES OF DESIRES THAT MAY BE OUT THERE. UM I DIDN'T WANT TO MENTION UM ONE OTHER THING.

THE IDEA OF THE HOTEL. HOW WELL DOES THAT WORK WITHOUT CONVENTION SPACE AND VICE VERSA.

IT'S TOUGH. ANY COMMENT. I MEAN, IS THERE ANY THOUGHTS TOO? IF THAT IS SOMETHING THAT WE ASK FOR AN RFP DO YOU ASK FOR BOTH? I THINK IT'S ULTIMATELY UP TO THE COUNCIL WHEN I SPOKE WITH THE REPRESENTATIVES AT JLL, THAT WAS SOMETHING THAT I SPECIFICALLY SHARED WITH THEM. I HAVE HAD SOME CONVERSATIONS WITH INTERNAL CITY STAFF AS WELL AS CDC AND NBC ABOUT THAT SPECIFIC ISSUE AND SAID, HEY, WE'D LIKE TO SEE IF THERE'S A CAPACITY FOR THE MARKET TO BEAR HOTEL WITH SOME AMOUNT 10 20,000 SQUARE FOOT OF CONFERENCE OR MEETING SPACE, AND THE RESPONSE I GOT BACK WAS AGAIN IF THERE ARE CITY SUBSIDIES, ANYTHING IS POSSIBLE FROM A MARKET STANDPOINT, LIKELY NOT HIGHLY POSSIBLE, BUT AGAIN, ANYTHING IS POSSIBLE IF THE CITY IS WILLING TO STRIKE. THE RIGHT PARTNERSHIP VISIT HAS A MARKET STUDY THAT SAYS THAT THAT SHOULD BE PART OF SOMETHING WE LOOK AT AGAIN. SHOULD IT BE PART OF WHAT WE LOOK AT? YES WILL THE MARKETS SUSTAIN IT WITHOUT SUBSIDY? DIFFERENT QUESTIONS THAT. I DO THINK IT SHOULD BE SOMETHING THAT IF WE'RE IF WE'RE UTILIZING , YOU KNOW, JUST THROW SOMETHING AT US, UM, THAT I DON'T THINK YOU DO IT. BUT IF WE'RE UTILIZING SOME SORT OF THIS IS WHAT WE WANT TO SEE. I THINK IT SHOULD BE A PART OF WHAT WE CONSIDER BECAUSE IT WE'RE TALKING ABOUT HOW DO WE FEEL? HOW DO WE BRING PEOPLE HERE AND I'M I KNOW YOU'VE HEARD SOME COMMENTS ABOUT RENTAL. UM RESIDENTIAL. I DON'T MIND RENTAL RESIDENTIAL NEIGHBORS WHO RENT AND I'M HAPPY TO HAVE HIM. I JUST I WOULD PREFER OWNERSHIP.

JUST PREFER NOT TO SUBSIDIZE OWNERSHIP. UM BUT OUR GOAL IS TO GET PEOPLE HERE. DURING THE OFF TIMES LIKE THAT'S WHEN WE NEED PEOPLE. WE NEED PEOPLE HERE EATING LUNCH ON MONDAY TUESDAY WEDNESDAY, NOT NECESSARILY DINNER ON FRIDAY AND SATURDAY. HOTEL CONVENTION SPACE. DOES THAT A LITTLE BIT. IN A WAY THAT NOTHING ELSE DOES. AND I DON'T THINK THAT WE'RE GOING TO HAVE THIS SPACE IN THESE PARTICULAR PIECES OF PROPERTY FOR TOM CONVENTION SPACE. I DON'T THINK BUT IT'S CERTAINLY ABOUT TO DEVELOP 50 SOME MAKERS ACROSS THE WAY. YEAH JUST TO BE CLEAR WHAT MY POINT WAS. THAT RIGHT NOW. I WOULD WANT TO PUT OUT TO THE DEVELOPMENT COMMUNITY. THESE ARE. FOUR OR FIVE PIECES OF PROPERTY THAT THE CITY IS GOING TO BE IS CONSIDERING SELLING.

WE'RE GOING TO SELL AT SOME POINT AND WE'RE LOOKING FOR HIGHEST AND BEST PROPOSALS ON HOW THEY WOULD DEVELOP THAT PROPERTY AT A TRYING TO WASTE PEOPLE'S TIME. BUT BASICALLY, I WOULD I WOULD WANT TO SOLICIT THE GREATEST DEVELOPMENT MINDS AND CREATIVE MINDS OUT THERE THAT WILL LOOK AT THIS. WITH A WITHOUT WITHOUT NECESSARILY THE SAME RESTRICTIONS THAT WE MIGHT BE. AND GRANT HERE AND LET'S LOOK AT WHAT THEY PROPOSE. AND AGAIN, PROVIDING THEM WITH THE FEEDBACK THAT WE HAVE IN A CONSOLIDATED SURMISED FASHION THINGS THAT ARE IMPORTANT TO THE COMMUNITY IMPORTANT TO THIS COUNCIL. BUT BASICALLY IF YOU WANT TO HAVE AN OPPORTUNITY TO DEVELOP ON A PRIME PIECE OF PROPERTY IN DOWNTOWN MCKINNEY LOW US OFF OUR FEET. SHOW US WHAT YOU CAN DO AND WHAT YOUR WHAT YOU WOULD PROPOSE, AND THEN LET'S REGROUP AND LOOK AT THAT.

WE'RE NOT JUST BECAUSE WE PUT IN ARE NOT COMMITTED TO ANYTHING. WE'RE JUST LOOKING FOR. PEOPLE TO SUBMIT YOU KNOW THERE. PROPOSAL. WELL, I WOULD SUGGEST LET'S SEE WHAT FEEDBACK WE GET FROM THE DEVELOPMENT COMMUNITY WHO WILL LOOK AT THIS FROM THE PRIVATE SECTOR AND THE INVESTMENT SECTOR IN THE RETURN ON INVESTMENT SIDE. IS IT OKAY WITH THE WOMAN? I MEAN, MY CONCERN WITH IT IS THAT WE END UP WITH STUFF WE DON'T WANT. WE HAVE TO DO THIS OVER AGAIN. BUT I MEAN, BECAUSE I DO THINK THAT WE CAN COME UP WITH SOME ADDITIONAL PRIORITIES THAT ARE VALUED WEBSITE THAT IS, WE MIGHT GET SOMETHING THAT'S NOT BEEN DISCUSSED YET. THAT EVERYONE UP HERE WILL SAY, OH, MY GOD, THAT'S FANTASTIC. I DON'T DISAGREE WITH THAT. I JUST IN TERMS OF IF WE START LISTENING. WHAT DO WE WANT TO GET OUT OF THIS? I THINK WE COULD COME UP WITH A PRETTY EASY THING THAT THAT THAT WOULD DEVELOPMENT COMMUNITY COULD ACHIEVE. WITHOUT A WHOLE LOT OF PARAMETERS ON THEM. AND IN THAT WAY, WE'RE NOT JUST WE'RE NOT LOOKING AT. DO WE WAIT SIX MORE MONTHS AND TRY IT AGAIN OR DO WE ASK? JUST I GUESS I'M JUST WORRIED ABOUT A BLANK BLANK. YOU DO SHOW US WHAT WE CAN GET BECAUSE WE'RE GOING TO END UP WITH POTENTIALLY END UP WITH OPTIONS THAT WE DIDN'T WANT. AND THINKING THAT WERE PUT INTO A SITUATION WHERE WE HAVE

[01:05:03]

TO CHOOSE THIS AND TOTALLY AGREE THAT'S A RISK AND THE FLIP SIDE OF THAT IS THAT WE PUT PARAMETERS ON SOMETHING THAT STIFLES IDEAS AND SOMETHING THAT MIGHT BE PRESENTED THAT THAT.

THERE WILL BE A SHAME TO MISS. I JUST THINK THE DEVELOPMENT COMMUNITY LOOKING AT THESE PIECES OF PROPERTY AND DOING SPENDING THEIR TIME ON THE DUE DILIGENCE TO DETERMINE WHAT DOES AND DOESN'T WORK. AND WHAT WOULDN'T WOULDN'T BE. UM ADVANTAGEOUS FOR THEM TO DEVELOP AND FEEL WORTHY OF OUR CONSIDERATION. THAT'S JUST A LOST OPPORTUNITY TO DIAMOND DOES NOT DETERMINE FROM TAKING THAT APPROACH. BECAUSE I DON'T SEE AN URGENCY THAT WE HAVE THIS COMPLETED NEXT YEAR OR TWO YEARS . I DON'T EITHER. I GUESS THAT'S MY OTHER THOUGHT. WE HAVE THE TIME. I JUST WANT TO MAKE SURE THAT THAT'S YEAH. I DON'T DISAGREE WITH WE HAVE THE TIME.

I JUST DON'T WANT TO GET A COUPLE OF PROPOSALS BACK AND THAT'S HOW WE'RE WEIGHING AS WE CHOOSE THIS OR WE START OVER BECAUSE AND I WOULD LIKE IN THAT. YOU KNOW, I WASN'T HERE WHEN JEFF BLACKARD FIRST PRESENTED ADRIATIC, BUT MY GUESS IS IF WE HAD DECIDED TO PUT PARAMETERS ON LOOKING AT HOW TO DEVELOP THAT 46 ACRES WE WOULDN'T HAVE SAID ONE OF THEM MIGHT BE CREATED CROATIAN VILLAGE WITH THE ISLAND CHAPEL, AN ISLAND ABOUT POWER AND ALL THAT IN ADRIATIC. A WOULDN'T EXIST. SO IT TOOK IT TOOK GETTING BRINGING THE DEVELOPMENT COMMUNITY INTO PROPOSE SOMETHING THAT MY GUESS IS NEVER WOULD HAVE BEEN PUT IN PUT OUT BY BY THIS BODY MYSELF INCLUDED SO BUT I THINK WE'RE ALL IN CONSENSUS. AS WE DO HAVE TIME. WE'RE GONNA RUN WITH IT THAT WAY. THANK YOU. THANKS, MICHAEL. YEP SOMETHING ELSE. UH WE HAVE A RECENTLY RE ELECTED MEMBER OF THE MCKINNEY SCHOOL BOARD HERE WITH US, AND I WOULD LIKE TO TAKE THE OPPORTUNITY TO SIMPLY SAY THANK YOU FOR STEPPING UP ONCE AGAIN FOR THE CHILDREN AND CITIZENS OF MCKINNEY, WOULD YOU MIND STANDING UP STEPHANIE ODELL? I WAS. I WAS HONORED TO ENDORSE YOU AND PUT EVERY OUNCE OF EFFORT I HAD INTO SEEING THAT WE HAD THE BEST SCHOOL BOARD INCUMBENTS REELECTED SO THANK YOU. 23 0436 UPDATE ON THE RESULTS OF THE AIRPORT, BOND

[Update on the Results of the Airport Bond Referendum and Discussion of Options for the Proposed Project]

REFERENDUM AND DISCUSSION OF OPTIONS FOR THE PROPOSED PROJECT . VERY SHELTON. GOOD AFTERNOON MAYOR, MEMBERS OF COUNCIL. UM YOU MAY HAVE HEARD WE HAD A BOND REFERENDUM ON THE AIRPORT. THERE WAS A LITTLE BIT OF NEWS ABOUT THAT. SO TONIGHT. WE'RE IN FRONT OF YOU, BECAUSE SINCE THAT REFERENDUM IN THE VOTE ON MAY 6TH AND THE FAILURE OF THE REFERENDUM, WE'VE BEEN GETTING A LOT OF QUESTIONS FROM MEDIA LOT OF QUESTIONS FROM CITIZENS A LOT OF QUESTIONS FROM OTHERS ASKING US NOW. WHAT ARE WE GOING TO DO? AND SO MY KIND OF CAN'T ANSWER. FOR EVERYBODY IS THE FIRST THING WE NEED TO DO IS GET BACK IN FRONT OF THE CITY COUNCIL AND SEEK POLICY DIRECTION. SO WE KNOW WHAT THE WILL OF THE COUNCIL IS. SO WE KNOW HOW TO PROCEED. SO WHAT I'VE DONE TONIGHT IS I'VE INVITED EDWARDS WILL LIGHT THE SKY SYNERGY ONE OF OUR LONG TERM CONSULTANTS ON THE AIRPORT TO JOIN US AND GO THROUGH A BRIEF PRESENTATION THAT'S REALLY GOING TO SPUR CONVERSATION. AND THEN WE ALSO HAVE MITCHELL MCNALLY FROM GARVER HERE WHO IS THE ENGINEER OF RECORD FOR THE AIRPORT, NOT JUST THE COMMERCIAL TERMINAL SIDE, BUT OTHER PROJECTS. SO IF THERE'S ANY TECHNICAL QUESTIONS , HE COULDN'T ANSWER THOSE AS WELL. SO WITH THAT, I'M GOING TO TURN THE TIME OVER TO EDWARD AND HE IS GOING TO LEAD US THROUGH A BRIEF PRESENTATION. THANK YOU, BARRY. MEMBERS OF THE COUNCIL. PEOPLE IN MCKINNEY THANK YOU FOR THE OPPORTUNITY TO BE HERE WITH YOU TODAY. UM JUST OPEN UP SOMETHING HERE. OKAY, UM. FIRST I WANT TO GIVE YOU A QUICK REFRESHER ON THE BACKGROUND AND THE HISTORY, UM, LEADING UP TO THE MAY 6 REFERENDUM AND POSSIBLE PASS FROM HERE. A FEW QUICK REMARKS AND SLIDES TO SHARE WITH THEM WILL BE HAPPY TO ANSWER ANY QUESTIONS FROM THE COUNCIL AS A QUICK REMINDER I RESPONSIBILITY TO USE SINCE 2019 AND TO THE PEOPLE OF MCKINNEY HAS BEEN TO PROVIDE, UM FACTS NEVER TO ADVOCATE FOR A POSITION EITHER WAY ON COMMERCIAL SERVICE AT TK I WHEN WE BEGAN WORKING WITH YOU, AS A MATTER OF FACT, ONE CONDITION WE PUT ON OUR ENGAGEMENT WAS THAT WE WOULD ALWAYS TELL YOU WHAT WE SAW AS THE FACTS, SO I INTEND TO CONTINUE IN THAT REGARD TODAY AS WE GET STARTED MEMBERS THIS IS A QUICK OVERVIEW AS A REMINDER OF THE CITY'S YOU GUYS DON'T KNOW THIS IF THE CITY STRATEGIC GOALS FOR 2023 AND MAXIMIZING THE DEVELOPMENT POTENTIAL HAS BEEN ON THIS LIST SINCE 2012 THAT'S THROUGH TWO DIFFERENT MAYORS, AND I THINK SIX COUNCILS IF I GET IT, RIGHT, BUT WHY DID THAT

[01:10:03]

LEAD TO THE EVALUATION OF COMMERCIAL SERVICE AT TK I MEMPHIS, PLEASE. SO THIS IS KIND OF THE FOUNDATION OF OUR ASSESSMENT. WHEN WE FIRST STARTED LOOKING AT THIS IN AUGUST OR SEPTEMBER OF 2019. THESE ARE THIS KIND OF A LIST OF THINGS WE CAME UP WITH THAT WE HAVE VALIDATED SINCE THAT POINT, AND I'M NOT GOING TO READ THEM OFF HERE. JUST GOING TO SPEAK TO A FEW OF THEM, UM THIS IS WHAT WAS BEHIND EVALUATING THIS, AND THE KEY TO REMEMBER IS THAT THIS WAS BASED. THIS ASSESSMENT IS NOT ME. THIS IS BASED ON INPUT FROM MULTIPLE EXPERTS AND CUSTOMER SEGMENTS THAT WE'VE GOTTEN OVER TIME. ALL INDICATE THE LIKELIHOOD OF SUCCESS OF COMMERCIAL SERVICES TK IF AND THAT'S THE OPERATIVE WORD HERE. YOU LIKE TO PURSUE IT? SOME KEY POINTS HERE. FIRST OF ALL AIRLINES GENERALLY HAVE AGREED SINCE THE OUTSET IN 2019 THAT GIVEN THE DEVELOPMENT OF NORTH TEXAS AND AIR SERVICE, IT WAS LIKELY VERY LIKELY THAT WITHIN THE DECADE THAT WE STARTED TALKING, THERE WOULD BE ONE OR TWO ADDITIONAL COMMERCIAL SERVICE AIRPORTS IN NORTH TEXAS , NOT OUR OPINION THAT THEIR OPINION AND SECOND OF ALL OF ALL THE METROPLEX AIRPORTS EAST OF DFW. EXCUSE ME. T K IS UNIQUELY POSITIONED BY TO SUCCEED FOR A COUPLE OF REASONS HAS A POPULATION LARGE ENOUGH CLOSE ENOUGH TO IT AND DESIRABLE ENOUGH THAT AIRLINES WOULD TEND TO WANT TO SERVE IT, AND IT HAS A RUNWAY STURDY ENOUGH TO ACCOMMODATE BOEING. 7 37 AIRBUS A 3 20 TYPE AIRCRAFT DISCUSSIONS OF OTHER AIRPORTS IN NORTH TEXAS . ONE OF THEM IS SHERMAN THAT THAT SHOULD BE THE NEXT AIRPORT FAILS TO ACKNOWLEDGE BOTH THE ECONOMIC AND THE ENGINEERING. REALITIES OF AIR SERVICE. SO WITHOUT REGARD TO WHAT HAPPENS THERE. MCKINNEY'S UNIQUELY POSITIONED BOTH FOR REASONS ECONOMIC AND ENGINEERING TO BE A COMMERCIAL SERVICE AIRPORT. ELABORATE ON THE SHERMAN, PLEASE . EDWARD WHAT IS IT ABOUT THAT AIRPORT THAT IS NOT CONDUCIVE TO COMMERCIAL SERVICE AT THIS POINT, AND THAT'S THE KEY POINT IS TODAY, SO THERE'S TWO THINGS ONE IS 72 MILES NORTH OF THE POPULATION CENTERS. THAT'S AIRLINES ARE GONNA LIKE THAT. IN THE MARKET DESAI'S THERE'S NOT ENOUGH POPULATION AROUND IT. AND THE RUNWAY AWHILE. PLENTY LONG ENOUGH. I THINK IT'S 9000 FT. IS NOT SUFFICIENTLY STRONG TO HANDLE AIRCRAFT ABOVE A REGIONAL JETS SO YOU COULD HAVE COMMUTER SERVICE THERE. BUT YOU COULDN'T HANDLE A MAINLINE, EVEN NARROWBODY JET. YOU COULDN'T EVEN HANDLE SOME OF THE LARGER REGIONAL JETS. THEY'RE OUT THERE TODAY. SO FROM JUST FROM AN ENGINEERING STANDPOINT, UM YOU'D BE LIMITED INTO WHAT COULD OBSERVE IT. AND FROM A POPULATION DEMOGRAPHICS STANDPOINT. THERE'S NOT ENOUGH PEOPLE AROUND IT THAT ANY AIRLINE WOULD CARE EVEN IF THE RUNWAY WERE SUFFICIENTLY STRONG TO HANDLE IT. AIRLINES WOULDN'T BE BEATING DOWN THE DOOR TO MAKE THE RUNWAY SUFFICIENTLY STRONG WOULD YOU HAVE TO PRETTY MUCH TEAR UP MOST OF WHAT'S EXISTING IN LAY DOWN A NEW ONE? UM WELL, THE DAY YOU GET ME TO START TALKING LIKE AN ENGINEER, RIGHT? SO I WOULD PROBABLY DIFFER TOO MUCH ON THAT. OKAY IT WOULDN'T BE AN EASY PROJECT RUNWAY PROJECTS. TAKE THE BETTER PART OF A DECADE. YOU COULD FINISH AND WE CAN TALK TO MITCHELL LATER. I MEAN TO INTERRUPT. THANK YOU, SIR. UM SO IF NORTH TEXAS IS TO HAVE A MEANINGFUL NEW COMMERCIAL AIRPORT ANYTIME IN THE FORESEEABLE FUTURE, TIKI IS THE BEST PLACE I WAS SAYING YOU SHOULD. BUT IT'S A GOOD PLACE FOR IT, SO IT'S PROBABLY THE ONLY PLACE THAT THAT CAN HAPPEN. SO MOVING ON TO THE NEXT SLIDE, PLEASE, EMPRESS. THIS IS A SORT OF SIMPLIFIED HISTORY OF WHERE WE'VE BEEN GOING BACK TO BEFORE. MY TIME. AND THE REASON I'VE GOT 2006 UP HERE, THE RIGHT AMENDMENT. UM THERE WASN'T NECESSARILY THE INTENTION OF THE SPECIFICITY OF IT. BUT IN ESSENCE, THE RIGHT AMENDMENT REFORM ACT OF 2006 RESTRICTED ANY MEANINGFUL COMMERCIAL SERVICE IN NORTH TEXAS TO DFW EN LA FIELD. SO, UM THAT'S JUST A FACT. UM MOVING FORWARD. WE CAN SEE HOW THE CITY ADOPTED TIKI AS A STRATEGIC PRIORITY OF THE MAXIMIZING THE DEVELOPMENT OF IT IN 2012, AND THAT WE BEGAN TO GET INTEREST FROM PRIVATE DEVELOPERS AND AIRLINES IN THE 2015 ISH. TIME FRAME AND THEN IN 2019, THE CITY BEGAN IN EARNEST . THE PROCESSES OF EVALUATING COMMERCIAL SERVICE HERE AT K ROUGHLY TO COINCIDE WITH THE EXPIRATION OF THE RIGHT AMENDMENT RESTRICTIONS THAT SAID, COME 2025 2026 AIRPORTS OUTSIDE THE FW AND LOVE FIELD WOULD BE, UM, WOULD BE IN PLAY. ALL INDICATIONS WERE IN OR AT THAT TIME THAT THE MORE CONTROL THAT THE CITY RETAINED OVER THE PROJECT. THE MORE LIKELY SUCCESS WOULD BE, AND THAT'S FOR REASONS RELATING BOTH TO FINANCE AND THE COST OF BONDS, THE DIVISION OF THE FACILITY DEVELOPMENT AND HOW TO MARKET YOUR FACILITY TO BOTH PASSENGERS AND AIRLINES. SO THAT DECISION TO MOVE FORWARD UNDER THAT, UM, APPROACH INITIALLY IS WHAT LED TO PUTTING PROPOSITION A ON THE BALLOT IN KEEPING WITH THAT APPROACH, AS IF SUCCESSFUL , IT WOULD DELIVER THE BEST POSSIBLE FACILITY AS SOON AS POSSIBLE. AT THE LOWEST COST. UM SO OBVIOUSLY PROPOSITION A AS YOU MAY HAVE NOTICED THAT, UH, BARRY STOLE MY THUNDER DIDN'T WORK JUST REAL QUICKLY. THE LANGUAGE ON THE SLIDE IS STATE

[01:15:04]

REQUIRED, AS I UNDERSTAND IT STILL REQUIRED LANGUAGE FOR MUNICIPALITIES SEEKING APPROVAL TO ISSUE BONDS. AND IMPOSED TAXES, BUT IN PLAIN SORT OF NON LAWYER SLASH CONSULTANT ENGLISH IS SIMPLY ASK THE VOTERS TO APPROVE BONDS AND TAXES SUFFICIENT TO FUND THE PROJECT THAT'S NOT PAID FOR BY OTHER SOURCES. PRIMARILY FEDERAL AND STATE FUNDS. SO WHAT THAT VOTE MEANS FOR THE PROSPECT OF COMMERCIAL SERVICE MOVING FORWARD. IS REALLY CONNECTED TO TWO THINGS. PRIMARILY FIRST OF ALL, WHAT ARE THE IMPLICATIONS OF THE REFERENDUM? AND SECOND OF ALL WHAT FUNDING AND DEVELOPMENT OPTIONS STILL REMAIN ON THE TABLE FOR THE CITY IF IT DECIDES TO MOVE FORWARD, SO LET'S LOOK AT THOSE REAL QUICKLY ON THE NEXT SLIDE. THANKS EMPRESS, SO I'M NOT GOING TO READ THIS ENTIRE SLIDE. YOU CAN SEE IT. BUT THE KEY THINGS TO TAKE AWAY HERE ARE THERE ARE SEVERAL WAYS AVAILABLE TYPICALLY. DEFINED AIRPORT PROJECTS. UM AND USUALLY SOME COMBINATION. OF ALL OF THEM, USUALLY NOT JUST ONE, THE REASON FOR PURSUING A CITY RUN AND FUNDED DEVELOPMENT INITIALLY AGAIN WAS BECAUSE PROVIDED THE BEST PATH TO GET THE ECONOMIC BENEFITS OF COMMERCIAL SERVICE AS FAST AS POSSIBLE, WITH MAXIMUM CONTROL OVER THE VISION THAT THE LOWEST COST IF YOU DECIDE TO CONTINUE ON THAT PATH CLEARLY. IF YOU CAN. CLICK TWICE FOR ME. CLEARLY ONE OPTIONS OFF THE TABLE NOW. RIGHT, SO. UM, BUT DESPITE WHAT YOU'RE LIKELY TO HAVE HEARD, IF YOU HAVEN'T ALREADY PROBABLY WILL SOON FROM PRIVATE DEVELOPERS IS THAT THAT DOESN'T MEAN THAT ANY OTHER ONE OPTION NOW IS THE BEST OPTION. FOR INSTANCE, WITH P THREE S IS PROBABLY NOT SUDDENLY AND MAGICALLY THE BEST THING TO PURSUE BECAUSE THE REASONS WHY THAT WASN'T THE BEST OPTION TO START WITH. DON'T MAGICALLY MAKE THAT THE BEST OPTION NOW THAT A GENERAL OBLIGATION BOND IS OFF THE TABLE. SO THAT LEADS US REALLY TO SAY, WHAT ARE THE NEXT STEPS? FOR COUNCIL, UM LAST REAL SLIDE HERE, THEN I'LL BE READY TO ANSWER QUESTIONS. SO FIRST OF ALL WE SAY, TAKE TAKE A LITTLE BIT OF TIME. NOT A LOT, BUT ENOUGH TIME TO FIGURE OUT REALLY THREE THINGS. WHAT ARE THE IMPLICATIONS OF WHAT HAPPENED? MAY 6 AND WHAT IT MEANS MOVING FORWARD. UM GO OFF SCRIPT HERE A SECOND. WE HEARD AT THE ASSET OF THIS MEETING AT LEAST THREE DIFFERENT COMMENTS FROM PEOPLE ON THE AIRPORT, ONE PERSON SORT OF AGNOSTIC AS TO THE AIRPORT, BUT WANTED IT TO BE DEVELOPED A CERTAIN WAY IF WE WENT FORWARD, ONE OBVIOUSLY VERY CLEARLY OPPOSED AIRPORT DEVELOPMENT AND ANOTHER ONE VERY PRO. I'M NOT SAYING THAT STATISTICALLY VALID SAMPLE, BUT CLEARLY THERE'S MULTIPLE OPINIONS OF PLAY HERE, SO TAKE TIME TO FIGURE OUT WHAT THE REFERENDUM WAS REALLY SAYING WHAT THE IMPLICATIONS REALLY WERE. SECOND OF ALL. WHAT ARE THE OPTIONS FOR DEVELOPMENT IF YOU DECIDE TO MOVE FORWARD AND ONE OF THE OPTIONS FOR FUNDING IF HE DECIDED TO MOVE FORWARD, AND THEN ONCE YOU HAVE THOSE THINGS, AND THAT SHOULD PROBABLY TAKE SOMETHING MEASURED IN WEEKS. THEN ASSESS WHETHER THOSE OPTIONS STILL MEET YOUR OBJECTIVES FOR COMMERCIAL DEVELOPMENT OF TK I BECAUSE YOU WEREN'T JUST AFTER ANY AIRPORT, YOU'RE AFTER A CERTAIN KIND OF AIRPORT. AND THEN DECIDE BASED ON THAT WHAT TO DO NEXT, AND IN THE MEANWHILE ON YOUR BEHALF, WE ARE MAINTAINING REGULAR CONTACT WITH OUR CANDIDATE AIRLINES BOTH THEIR COMMERCIAL PEOPLE, THE PEOPLE WHO PLANNED THE NETWORKS AND THE REAL ESTATE PEOPLE WHO DECIDE WHICH GATES TO LEASE AND WHERE TO FLY. UM, AND BY THE WAY, THEY UNDERSTAND. EVEN BETTER THAN WE DO THAT AIRPORT DEVELOPMENT ANYWHERE. TENDS TO HAVE AN ELEMENT OF CONTROVERSY.

SO WHAT HAPPENED HERE MAY SEX IS NOT UNUSUAL AT ALL. IT'S NOT GOING TO DETER THE AIRLINES IS STILL BACK TO A QUESTION OF WHAT DOES MCKINNEY WANT FROM ITS AIRPORT? UM IN THE LIGHT OF WHAT HAPPENED ON MAY 6TH SO WITH THAT , THANK YOU FOR YOUR TIME, AND I'D BE DELIGHTED TO ANSWER ANY QUESTIONS YOU MIGHT HAVE. QUESTIONS FOREVER. I WANT TO MAKE A COMMENT TO, UM, COUNCILMAN CONCLUDING DAYS. CONCERNS THAT SHERMAN, THE RUNAWAY WAS FINE WHEN MY DADDY WAS LANDING BE 17TH THERE. HMM. SO WE'LL START UP IN GOOD SHAPE , THEN 17 AND GET THE GUY. UH, ONE OF THE OPTIONS YOU SHOWED. IF YOU CAN GO BACK, A SLIDER TO EDWARD WAS GARB GENERAL AREA SO UM MY DAY JOBS AT FINANCE AND REVENUE BONDS. BUT THIS ONE KIND OF GRABBED ME BECAUSE WHAT I'M SEEING IS THAT THIS ISN'T A REVENUE BOND ON THE PASSENGER TERMINAL. THIS WOULD BE A REVENUE BOND ON THE INCOME FROM THE AIRPORT. THE REVENUE WHICH WOULD INCLUDE THE CURRENT REVENUE ON THE WEST SIDE OF THE AIRPORT, WHICH IS GENERAL AVIATION. IS THAT A FAIR STATEMENT TYPICALLY, GENERAL AIRPORT REVENUE, BOND, UM PLEDGE ALL AIRPORT REVENUES TO PAYING OFF THE BONDS FIRST AND FOREMOST AHEAD OF EVERYTHING. SO TECHNICALLY, YEAH, THAT'S CORRECT. OK SO I'M NOT SURE IF THERE'S ANY BONDS ON THE AIRPORT CURRENTLY, BUT THAT'S ANOTHER ISSUE. OKAY? WHEN YOU LOOK AT MATURED AIRPORTS, ONES THAT ALREADY HAVE REVENUE COMING FROM

[01:20:05]

PASSENGER SERVICE AND PERHAPS GENERAL AVIATION. I'M JUST GOING TO GRAB LOVE FIELD OUT SOME FAMILIAR WITH THAT ONE. IF THEY'RE ISSUING, IF THEY'RE GOING TO GROW IS THAT THE KIND OF WAY THEY'RE GOING TO GROW IS THROUGH THOSE GARB, MOST OFTEN WHAT YOU SEE THESE DAYS IS SOME COMBINATION WANT ANY FEDERAL AND STATE FUNDS HAVE BEEN APPLIED. MOST OFTEN WE'RE GOING TO SEE IS THOSE FIRST TWO GENERAL REPORT REVENUE BONDS AND OUR CHALLENGES . THOSE ARE VERY HEAVILY, USUALLY AT AIRPORTS DRIVEN BY PASSENGER ACTIVITY, WHICH, OF COURSE WE HAVE NONE TO DEMONSTRATE. MHM. THANK YOU, WHITE. YEAH. IT'S MORE SPECULATIVE AND MORE COSTLY.

WELL FINANCE WORLD'S VIEW, RIGHT? THEN A GENERAL OBLIGATION WITH THAT, AND YOU DON'T HAVE ADDRESSED LIKE TRYING TO BORROW MONEY WHEN YOU DON'T HAVE MONEY HISTORY CREDIT RATING ON A FUTURE REVENUE, RIGHT? NOTHING. IT COULDN'T BE DONE JUST MORE EXPENSIVE. THANK YOU, EDWARD.

THANK YOU. WE'RE GOING TO HAVE SOME MORE DISCUSSION LATER. I GUESS, UM WAS THERE. DO YOU MIND ? IF MITCHELL COMES UP FOR JUST A MOMENT, PLEASE? HE'S BEGGING TO COME UP. MITCHELL. IF YOU CAN TALK TO ME ABOUT THAT RUNWAY IN SHERMAN, IF THEY WERE TO LOOK AT GETTING 7 37 AND A THREE TWENTIES IN THERE WHAT DO YOU THINK THEY WOULD NEED TO DO TO THE EXTENT YOU'RE COMFORTABLE ANSWERING THAT QUESTION FROM MY KNOWLEDGE OF NORTH TEXAS REGIONAL AIRPORT AIRPORT CURRENTLY HAS A WHEEL LOAD RATING OF £90,000 DUAL WHEEL FOR THEM TO INCREASE THAT THEY CURRENTLY HAVE AN ASPHALT AND CONCRETE RUNWAY THAT WOULD HAVE TO BE ANALYZED. ENGINEERING WISE, EITHER REHAB. 4 9000 FT. OR COMPLETE RECONSTRUCTION AS AN EXAMPLE OF A COST RIGHT NOW, THEY'LL PROBABLY ABOUT $130 MILLION TO RECONSTRUCT THAT RUNWAY FROM THAT LENGTH, EVEN AFTER THAT PARALLEL TAXIWAY. OKAY SO LOOKING AT IT FROM 30,000 FT, THEY MIGHT BE LOOKING AT 130 MILLION TO REDO THE RUNWAY PLUS THEN HAVE TO ADDRESS THE PASSENGER TERMINAL LIKE WE'VE HAD TO ADDRESS IN ORDER TO GET THE 7 37 AND 83 TWENTIES IN THERE IF THEY COULD FAST FORWARD IN TIME, 25 YEARS AND 100 AND $30 MILLION THEY WOULD BE THERE WOULD BE A POSSIBILITY.

POSSIBILITY, OKAY? I WOULDN'T HAVE GOTTEN THAT FROM SOME OF THE COMMENTS I SAW YEAH, I APPRECIATE THERE'S A LOT OF MOVING PARTS. I'VE LEARNED A HELL OF A LOT ABOUT AIRPORTS, AND YOU'VE BEEN A BIG PART OF THAT, AND I APPRECIATE THAT. THANK YOU. BEFORE ENGINEERING AIRCRAFT ON IT WAS THEN. THEY HAD DIFFERENT SAFETY CONCERNS THAT THANK YOU VERY MUCH. 23

[Review the Results of the Request for Proposals (RFP) for Waste Hauling Services]

0437 REVIEW THE RESULTS OF THE REQUEST FOR PROPOSALS RFP FOR WASTE HAULING SERVICES. BEFORE STEVE STARTS FIGHTING THIS OFF REAL QUICKLY BECAUSE I WANTED TO SHARE WITH THE COUNCIL A LITTLE BIT OF WHAT IT IS AND WHAT IT ISN'T THE PRESENTATION THAT STEVE IS GOING TO BE GIVING IS INFORMATION THAT'S A MATTER OF PUBLIC KNOWLEDGE OF PUBLIC INFORMATION. THERE WILL BE SOME ADDITIONAL INFORMATION THAT WE CANNOT SHARE PUBLICLY BECAUSE IT HAS TO DO WITH PRICING INFORMATION UNDER STATE STATUTE. WE CANNOT SHARE PRICING SPECIFIC PRICING INFORMATION FOR RISK OF GIVING AWAY CORPORATE STRATEGY PRICING STRATEGY, ETCETERA BEFORE AWARD AND WE'RE NOT ASKING FOR AWARD TONIGHT. WE'RE ASKING THE COUNCIL TO CONSIDER GIVING US DIRECTION TO GO AHEAD AND BEGIN NEGOTIATIONS FOR AN AWARD THAT WILL COME LATER. SO STABLE. EXPLAIN THAT AGAIN OR HE'LL READ TOUCH ON THAT AGAIN IN HIS PRESENTATION THAT HE WANTED TO PREFACE THIS WITH THE COUNCIL AND THE PUBLIC FOR THE FOR THOSE WHO ARE HERE. WHY YOU DON'T YOU'RE NOT GONNA SEE PRICING INFORMATION PRESENTED PUBLICLY. YOU WILL SEE SCORING RESPONSES WHICH FACTORS THAT IN SO IT'S AN INDIRECT MEASURE. BUT THAT IS WHY SO I WANTED TO MAKE SURE WE GOT THAT OUT THERE.

THANK YOU VERY MUCH. PAUL FELLOW MEMBERS OF THE COUNCIL. THANK YOU VERY MUCH FOR YOUR TIME.

STEVE HILTON ASSISTANT CITY MANAGER AS PAUL TEED ME UP. I APPRECIATE THAT. I WANT TO REVIEW THE RESULTS OF OUR RFP PROCESS FOR OUR REFUSE AND RECYCLING THAT WAS OUT ON THE STREET, LATE PART OF 2022 RECEIVED BACK AND I'LL GET INTO THAT TIMELINE, WHICH LEADS INTO THE AGENDA. TODAY WE HAVE A LITTLE BIT OF BACKGROUND ON OUR OVERALL SOLID WASTE MANAGEMENT STRATEGY. IN PREVIOUS CONVERSATIONS THAT WE'VE HAD WITH THE COUNCIL HOW THAT DIRECTION AND ADOPTION OF THOSE GUIDING PRINCIPLES THERE WAS FIVE OF THEM WERE INCORPORATED INTO THE RFP AND WE'LL GET INTO THAT AS WE CAN CONTINUE ALONG IN THE PRESENTATION. THAT FIRST ONE THAT YOU HAVE ON HERE IS OUR SOLID WASTE MANAGEMENT STRATEGY TIMELINE, SO AS YOU SEE, REALLY WANT TO FOCUS ON THE FIRST TWO BULLET POINTS THERE IF THAT'S THE RIGHT TERM LATE 2020 20 EARLY 2021, THE COUNCIL AWARDED THE CONTRACT TO BURNS MCDONALD TO ADOPT OUR SOLID WASTE MANAGEMENT STRATEGY HAD BEEN TO BE BOUGHT 15 20 YEARS SINCE THE CITY OF MCKINNEY HAS REALLY TAKEN A GOOD LOOK AND HOW DO WE RECYCLE? HOW DO WE COLLECT WASTE? WHAT? THOSE TO THE LANDFILL. HOW DO WE UTILIZE TECHNOLOGY? DO WE UTILIZE TECHNOLOGY? HOW DO WE UTILIZE

[01:25:03]

PARTNERSHIPS TO MAKE SURE THAT THOSE THINGS ARE DONE IN A COST EFFECTIVE BUT EFFICIENT MANNER FOR BUSINESSES AND FOR RESIDENTS . THAT PLAN WAS ADOPTED AUGUST 2ND OF 2022 AND THE RFP THAT WENT OUT FOR REFUSE AND RECYCLING TOOK THOSE FIVE GUIDING PRINCIPLES THAT WERE IN THE SOLID WASTE MANAGEMENT STRATEGY. IN BURNS MCDONALD CREATED THAT ARE RFP FOR US BASED ON THOSE GUIDING PRINCIPLES AND WE ISSUED IT. WE'VE GOT A GREAT RESPONSE.

THOSE RESPONSES WERE DUE BACK IN FEBRUARY OF 2023 WILL GET INTO HOW WE EVALUATED THEM HERE SHORTLY, BUT WHERE WE'RE AT NOW , IN THIS TIMELINE, SPECIFIC TO THE RFP, AS PAUL MENTIONED AT THE START, WE'RE GOING TO ASK THE COUNCIL FOR AUTHORITY TO NEGOTIATE. WITH THE TWO TOP BID RESPONDENTS BASED ON THE CRITERIA IN THE RFP GET INTO WHAT THAT CRITERIA WAS THE NEXT COUPLE OF SLIDES. UM WHOEVER ULTIMATELY THE CONTRACTORS AWARDED TO OUR CURRENT CONTRACT WITH OUR EXISTING VENDOR WASTE CONNECTIONS EXPIRES ON SEPTEMBER 30TH 2024, SO THERE'S A BIT OF A SHOT CLOCK HERE, AND WE'LL TALK A LITTLE BIT MORE ABOUT THAT IN THE NEXT SLIDE. AND WHY, AT LEAST FROM STAFFS PERSPECTIVE THAT WOULD BE DILIGENT TO KEEP OUR PROCESS MOVING ALONG. THIS SLIDE SPECIFIC IS ABOUT THE RFP . THE FIRST THREE BULLET POINTS THERE ARE VERY SPECIFIC OR VERY REDUNDANT, QUITE HONESTLY, TO WHAT WE SAW IN THE LAST SLIDE. WHAT I REALLY WANT TO DRAW THE POINT TO HERE IS THE LAST BULLET POINT HERE OF AUGUST. 15TH 2023 RESPONSE. THE RFP RESPONSES WERE DUE IN FEBRUARY, FEBRUARY 16TH OF THIS YEAR AND EACH OF THE PROPOSALS THEY WERE VALID TO HOLD THEIR PRICING HOLD THE TERMS THAT THEY WOULD AGREE TO, FOR 180 DAYS OR SIX MONTHS. SO THAT TIMEFRAME EXPIRES ON AUGUST 15TH OF 2023. SO HOW DID THIS WHOLE PROCESS WORK? THE FIRST FOUR BULLET POINTS ARE GOING TO SKIP. I'LL TALK A LITTLE BIT MORE ABOUT THAT IN THE NEXT TWO SLIDES. BUT AS PAUL POINTED OUT, I WANT TO DRAW YOUR ATTENTION TO THE FIFTH BULLET POINT THERE.

THE CONFIDENTIALITY CERTAINLY THE CITY BELIEVES IN TRANSPARENCY, BUT WE ALSO BELIEVE IN RESPECTING THE BIDDERS THAT HAVE PUT FORTH A BID TO THE CITY SOME OF THE PRICING INFORMATION BECAUSE WE ARE NOT A CONTRACT AWARD AT THIS POINT IN TIME. WE WANT TO MAKE SURE THAT WE'RE PROTECTING THE CONFIDENTIALITY OF THOSE PROPOSALS. WE CAN TALK MORE ABOUT THAT IN EXECUTIVE SESSION . WE CAN RELEASE THAT, OBVIOUSLY TO THE CITY COUNCIL. WE WILL DO THAT. BUT THAT'S WHY YOU'RE NOT SEEING SOME OF THE PRICING INFORMATION HERE AT THIS PRESENTATION. ON THIS SLIDE. I'D LIKE TO DRAW YOUR EYE TO THE 2ND AND 3RD BOX THERE ON THE TOP WHEN IT TALKS ABOUT OUR OVERALL SELECTION PROCESS IS REALLY TWO WAYS OR TWO MAIN CRITERIA THAT THE STAFF USE. THE FIRST ONE IS THE TECHNICAL EVALUATION IN THE RFP, AND THERE'S FIVE COMPONENTS OF THAT. I'LL SHOW YOU WHAT THAT IS, AND THE NEXT SLIDE. HOW THAT WAS EVALUATED. OUTSIDE OF THE TECHNICAL, THERE'S A COST PROPONENT. IN THE NEXT SLIDE WILL ALSO SHOW YOU ALL OF THOSE ARE INCORPORATED. I THINK IT IS IMPORTANT TO NOTE DOWN HERE WHEN YOU WHEN YOU SEE THE SELECTION COMMITTEE IS THERE WAS FIVE MEMBERS OF THE SELECTION COMMITTEE AND THEN TO AD HOC MEMBERS. IF YOU WILL, ONE OF THEM WAS IN AND OUR PURCHASING DEPARTMENT APPRECIATE HIS HELP WITH THIS PROCESS, AND SCOTT PASTOR NICK WITH BURNS MCDONNELL, WHO WAS OUR CONSULTANT? THEY HELPED GUIDE US THROUGH THE PROCESS MADE SURE THAT WE FOLLOWED RFP REVIEW THEM CORRECTLY REVIEWED THEM IN THE SPIRIT OF WHAT THE RFP WAS AND MAKE SURE THAT EVERYTHING THAT WE WERE DOING OBVIOUSLY LEGAL AND FOLLOWED THE CRITERIA IN THE RFP. THE FIRST FIVE BULLET POINTS HERE WHEN YOU TALK ABOUT THE MINIMUM MARQUEE REQUIREMENTS , THE EXPERIENCE AND QUALIFICATIONS PROPOSED APPROACH DEVIANTS, DEVIATION AND COMPLIANCE AND FINANCIAL LITIGATION HISTORY. THOSE FIVE POINTS WERE REVIEWED THE MAXIMUMS THERE BY THE ACTUAL FIVE MEMBERS OF THE REVIEW COMMITTEES SO MYSELF, MR. HAUSER, MR. GILLINGHAM, MR HOPES UM. MISS PARSONS REVIEWED THOSE WITHOUT KNOWING AND I THINK THIS IS KEY. I WANT TO MAKE SURE THE COUNCIL UNDERSTANDS THAT WITHOUT KNOWING THE SCORING COMPONENT OF THE R P THEY WERE REVIEWED SOLELY ON THEIR TECHNICAL EVALUATIONS BASED ON THE CRITERIA IN THE RFP. THOSE SCORES WERE RECORDED AND THEN BASED WHAT IAN AND MR PASTERNAK WITH BURNS. MCDONALD DID FORMULATE PORTION FOR THE COST. IS MATHEMATICAL. SO AS AN EXAMPLE I'D LIKE TO GIVE ON.

HOPEFULLY HOPEFULLY THIS MAKES SENSE. IF THERE WAS A SERVICE IN THE RFP, THE COST $1. THAT WAS THE LOW BIT FOR THAT PARTICULAR SERVICE. THE NEXT PROPOSAL NEXT LOWEST. LET'S SAY THAT SERVICE COST A DOLLAR 10, SO IT WAS 10% HIGHER. THE COMPANY THAT AWARDED THAT OR BID THAT EX SERVICE AT $1 WOULD BE AWARDED 55 POINTS. THE NEXT LOWEST WAS A DOLLAR 10 10% 10% OF 55 POINTS 5.5 POINTS , SO THAT SECOND COMPANY WHO PROPOSED $2.10 WOULD BE AWARDED 49.5 POINTS FOR THAT SERVICE.

THE OVERALL SCORING IS BASED ON ACCUMULATION OF A MAX SCORE IF YOU ACHIEVED A PERFECT SCORE IN EVERY CATEGORY OF 100 POINTS PAUSE THERE FOR A SECOND. ANY QUESTIONS ON THAT? SO THAT THIS

[01:30:07]

NEXT SLIDE HERE IS THE AGGREGATE RESULTS OF TAKING BOTH THAT TECHNICAL EVALUATION THOSE FIVE CRITERIA OTHER THAN COST THAT WE TALKED ABOUT INCORPORATING THE MATHEMATICAL EQUATION, HIGHEST BIDDER IN ANY ANY CATEGORY AND COST GETS 55 POINTS. OTHER ON HOW FAR OVER THEY WERE WHOEVER THE LOW BID WAS SO FOR COLLECTION SERVICE FRONTIER WASTE SOLUTIONS WAS OUR TOTAL AGGREGATE HIGHEST SCORER AT 90.2 POINTS. AND YOU CAN SEE HOW THE OTHER RESPONDENTS FELL IN THE SCORING FOR RECYCLING BALCONIES , RECYCLING ACHIEVED A TOTAL SCORE OF 94.8 AND YOU CAN SEE HOW THE OTHER BIDDERS FELL IN THE SCORING THERE. THERE WAS A COUPLE OF QUESTIONS THAT WERE RAISED ABOUT PROPERTY TAX. AND WHAT IS THAT ANALYSIS STAFF WILL HAVE SOME MORE DETAILED INFORMATION IN THE EXECUTIVE SESSION, BUT BIG PICTURE AND A COUPLE THINGS WE DO CERTAINLY WANT TO BE TRANSPARENT ABOUT. THE HIGHEST RANKED COLLECTION PROPOSAL IS EXPECTED TO PURCHASE PROPERTY IN MCKINNEY AND IF THEY ARE AWARDED THE CONTRACT BUILD THEIR HOME BASE HERE IN THE CITY OF MCKINNEY. THE SECOND BULLET POINT THERE. THE EXISTING PROPERTY AND FACILITY SERVICE CENTER THAT'S FOR EXISTING VENDOR RIGHT NOW WASTE CONNECTIONS. IF THEY WERE NOT TO BE AWARDED THE CONTRACT, THEY WOULD HAVE NO CONTRACTUAL OBLIGATION TO STAY IN THE CITY OF MCKINNEY ANYMORE. THEY DO SERVICE A COUPLE OF NEIGHBORING CITIES STAFF WOULD EXPECT, AT LEAST FOR THE NEXT COUPLE OF YEARS. THAT FACILITY TO STAY HERE, BUT YOU WANT TO BE TRANSPARENT, THAT IS WOULD NOT BE REQUIRED FROM FROM THAT VENDOR. THE CITY WOULD NOT HAVE AN OBLIGATION TO HOLD THEM THERE. IF THEY CHOOSE TO MOVE THEIR OPERATION THAT WOULD BE THEIR CHOICE. BALCONES WHO IS THE NUMBER ONE RANKED RESPONDENT ON THE RECYCLING SIDE OF OUR PROPOSAL, IS PROPOSING TO BUILD THEIR FACILITY IN THE CITY OF FRISCO THERE, CERTAINLY LEARNING LOOKING TO TAKE A REGIONAL APPROACH AND HAVE MORE THAN THE CITY OF MCKINNEY OVER THE COURSE OF THE NEXT SEVERAL YEARS. UTILIZE THAT FACILITY FROM BOTH A MUNICIPAL AS WELL AS PRIVATE BUSINESS. OPPORTUNITY FOR THEM TO BE PP. THE BUSINESS PERSONAL PROPERTY OF THE HIGHEST RANKED PROPOSALS ON THE COLLECTION SIDE AGAIN IS LOOKING TO HAVE A FACILITY HERE IN THE CITY OF MCKINNEY AS WELL AS THAT BBP HERE IN THE CITY OF WEEKEND. JUST A LITTLE BIT IN TERMS OF THE HIGHEST RANK PROPOSAL FROM THE REFUGE SIDE FRONTIER WASTE SOLUTIONS, THEIR HEADQUARTERS IN DALLAS. THEY CURRENTLY HAVE 14 FACILITIES AND SERVICE 30 CITIES . ONE OF THEM IS THE CITY OF PEARLAND WITH 37 SINGLE FAMILY HOMES. THE CITY OF MCKINNEY WOULD BECOME THEIR LARGEST CLIENT IF THEY WERE THE SELECTED MENDER. THEY ARE EXPECTED TO MAKE A SIGNIFICANT CAPITAL INVESTMENT INTO THE COMMUNITY STAFF CAN ALSO GIVE A LITTLE BIT MORE DETAIL ON THAT IN THE EXECUTIVE SESSION ON WHAT THOSE NUMBERS ARE. AND CONNIE'S WHO IS OUR TOP RESPONDENT ON THE RECYCLING SIDE, THEIR HEADQUARTERS IN AUSTIN. THEY CURRENTLY HAVE A FACILITY IN AUSTIN AS WELL. RIGHT NOW THEY'RE BUILDING A FACILITY IN THE CITY OF SAN ANTONIO, WHICH WOULD LACK OF A BETTER TERM. BE A SISTER SISTER BUILDING TO THE TYPE OF DESIGN THAT THEY WOULD BUILD IN FRISCO AND SERVING SERVICE MCKINNEY AND THE SURROUNDING AREA. 120 SQUARE FOOT 120,000 SQUARE FOOT BUILDING ABILITY TO PROCESS £190 190,000 TONS ANNUALLY, AND THAT'S THE ONE IN FRISCO 120,000 SQUARE FOOT BUILDING. IS THAT RIGHT? THAT IS CORRECT. THAT'S CORRECT. THEY WOULD HAVE A DEDICATED LANES SPECIFICALLY FOR THE CITY OF MCKINNEY TO MAKE SURE THAT AS OUR OUR OR VENDORS, TRUCKS ARE MOVING IN OUT, THERE IS A DEDICATED SPOT. SO THEY CAN GET IT OUT OF THAT LOCATION AS QUICKLY AS POSSIBLE. COMING THROUGH CLOSING STAFF'S RECOMMENDATIONS BASED ON THE CRITERIA IN THE RFP THAT AGAIN WAS APPROVED BY COUNCIL HOW WE WANTED TO DETERMINE THAT WE WERE GOING TO REVIEW THE RFP S. WE ARE RECOMMENDING AND ASKING THE CITY COUNCIL FOR AUTHORIZATION TO MOVE FORWARD IN NEGOTIATIONS WITH BALCONIES AND THE RECYCLING SIDE IN FRONT OF YOUR WISH SOLUTIONS ON THE COLLECTION SIDE. NEXT STEPS IS AGAIN WE WOULD ASK. TONIGHT WE WOULD ASK FOR THAT CITY COUNCIL AUTHORIZATION TO NEGOTIATE WITH THOSE VENDORS WE WILL CONTINUE TO DO DUE DILIGENCE ON THE FINANCIAL SIDE FOR EACH OF THEM.

WE HAVE SITE VISITS IN THE MONTH OF JUNE. FOR BOTH OF THOSE COMPANIES AND AGAIN, I DO WANT TO MAKE SURE THAT I CONTINUE TO DRAW THE CITY COUNCIL'S ATTENTION TO EACH OF THE BIDS.

ALL OF THE BIDS THAT WE RECEIVED ARE STILL VALID FROM ALL THE PROPOSALS, BUT THOSE THAT EXPIRES ON AUGUST 15TH OF THIS YEAR. AT SOME POINT BETWEEN NOW AND THEN. WE CERTAINLY NEED TO MAKE SURE THAT WE'RE BACK TO THE CITY COUNCIL, ULTIMATELY FOR A CONTRACT AWARD. AT WHATEVER COMPANY OR COMPANIES IS DIRECTED BY THE CITY COUNCIL. BE HAPPY TO ANSWER TO STEPHEN EXECUTIVE SESSION WILL BE ABLE TO TALK SPECIFIC NUMBERS ON CONTRACT PROPOSAL, SOMETHING WE CANNOT

[01:35:05]

DO. IN OPEN SESSION. YES, SIR. THAT'S CORRECT. IN STEVE. WE'RE TALKING ABOUT THE EXPECTATION OF THE COLLECTION COMPANY BUILDING SOMETHING HERE, MCKINNEY, BUT THAT WOULD ULTIMATELY NEED TO BE HASHED OUT. IN THE CONTRACT. IT'S JUST TALK UNTIL THAT'S THE CASE. BUT DO YOU HAVE THE SENSE FROM UH FRONTIER THAT THEY ARE RECEPTIVE TO THAT, OR IS THAT GOING TO BE NEWS TO THEM WHEN WE START TALKING TO ABSOLUTELY RECEPTIVE TO IT? PART PART OF THIS PROCESS WAS INTERVIEWS. WE ASKED THAT THE INTERVIEW PANEL ASKED THAT QUESTION. I DON'T WANT TO DISCLOSE IT PUBLICLY, BUT THEY HAVE IDENTIFIED MULTIPLE SITES SPECIFICALLY, THEY'RE ACTIVELY RIGHT NOW WORKING WITH THE LOCAL REALTOR IDENTIFIED SITES TO THE CITY THAT THEY'RE INTERESTED IN. HAVE A COUPLE QUESTIONS FOR YOU. FIRST, UM. WE HAVE A RECYCLING COMPANY AND THEN THE AND THEN WASTE MANAGEMENT SERVICES. COULD THOSE BE SPLIT TO LIKE SEPARATE APPROVAL? YOU KNOW, FOR THE FOR THE COUNCIL TO MAKE A DECISION ON ARE YOU TRYING TO WRAP THIS IN ONE FOR JUST ONE DECISION FOR THEM TO GO FORWARD WITH NO SO SPECIFICALLY THE DIRECTION FROM THE COUNCIL IN THE WAY THAT OUR RFP WAS SET UP. THE COUNCIL HAS A LOT OF FLEXIBILITY AND ULTIMATELY HOW YOU'D LIKE TO AWARD THAT CONTRACT. WE HAD VENDORS BID SPECIFICALLY ON REFUSE OR WASTE COLLECTION, PART OF IT AND RECYCLING SO WE HAD WE HAD THREE VENDORS THAT GAVE A BID FOR BOTH OF THOSE, BUT ULTIMATELY IT'S IN THE COUNCIL'S DISCRETION ON DO YOU WANT AWARD THOSE SERVICES TO ONE COMPANY? YOU COULD BREAK IT UP AND AWARD 12 WONDERFUL REFUSE AND ONE FOR RECYCLING, AND WE'VE HAD CONVERSATIONS WITH ALL OF THE VENDORS ON HOW THAT MAY WORK IF THERE WAS ULTIMATELY TO DIFFERENT COMPANIES THAT WERE SELECTED AND THE SECOND QUESTION IS ON FRONTIER. YOU SAID MCKINNEY WOULD BE THE LARGEST CITY THAT THEY SERVICE. YES, SIR . CAN YOU GIVE US ANY KIND OF BACKGROUND OF HOW YOU CAME TO THE EVALUATION THAT THEY'RE THE FRONT RUNNER? GIVEN THAT THIS IS THE FIRST TIME THEY WILL BE MANAGING ASSIST CITY THIS LARGE , SO THE CITY OF PERIL AND IS THE LARGEST CUSTOMER RIGHT NOW WITH ABOUT 37,000 HOMES, MCKINNEY IS ROUGHLY ABOUT 60,000 HOMES IN TERMS OF SERVICE. SOME OF THE SOME OF THE CONCERNS THAT WE WANT TO LOOK FOR. THAT WE HAVE ALREADY LOOKED FOR IS DO THEY HAVE THE CAPITAL BACKING TO BE ABLE TO PURCHASE THE EQUIPMENT NECESSARY AND BUILD THE BUILDING THAT THEY WOULD WANT TO BUILD A MCKINNEY? WE CAN GET INTO MORE DETAILS IN THE EXECUTIVE SESSION STAFF BELIEVES THE ANSWER THAT QUESTION IS YES.

WE'VE ALSO HAD THEM PROVIDE LETTERS FROM THEIR VENDORS AND WHERE THEY WOULD ACQUIRE THEIR ACTUAL CAPITAL OR LACK OF A BETTER TERM ROLLING STOCK. TO SIGNIFY THAT, YES, THEY CAN MEET. THOSE ORDERS OF THOSE COMPANIES CAN LEAVE THE ORDERS FROM FRONTIER, THE TIMELINES FOR WHICH THEY WOULD BE DELIVERED ALL IN ACCORDANCE WITH MAKING SURE THAT THEY WOULD HAVE THEIR ROLLING STOCK READY FOR THAT. OCTOBER. 1 2020 48 THANK YOU. YOU'RE WELCOME PERFORMANCE BONDS. WE WOULD CERTAINLY NEGOTIATE THAT ARE EXISTING VENDOR HAS ONE. THAT'S PUBLIC.

IT'S $2 MILLION CURRENTLY WITH OUR EXISTING VENDOR. I WANT TO GET SOME GUIDANCE FROM THE COUNSELOR, MR HAUSER, AND IF WE WOULD WANT TO INCREASE THAT, BUT CERTAINLY WE WOULD HAVE A PERFORMANCE BOND. THANK YOU, STEVE. THANK YOU. RIGHT WE ARE GOING TO MOVE INTO EXECUTIVE
